The Regional Disaster Coordinating Council (RDCC) conferred the CDCC of Surigao the Gawad KALASAG as Best City Disaster Coordinating Council in Caraga Region for CY 2009in recognition of the excellent efforts and accomplishments of CDCC-Surigao in the implementation of disaster management programs and activities in the recently held Gawad KALASAG Awarding Ceremony last July 10, 2009 at Goat-2-geder Hotel and Restaurant, Butuan City.

KALASAG, which stands for Kalamidad at Sakuna Labanan, Sariling Galing ang Kaligtasan, is annual recognition of an individual or institution for excellence in disaster management and humanitarian assistance sponsored by the National Disaster Coordinating Council (NDCC).

This award was third in a row for Surigao City since participating the search in 2007, making the city a Grand Slam winner in the Caraga Region (2007, 2008 & 2009} under the leadership of Hon. City Mayor Alfonso S. Casurra.

Receiving the KALASAG Award (comprised of plaque of recognition and check worth P10,000.00) from the RDCC Chairperson and PNP-13 Regional Director, Chief Supt. Jaime Elorita Milla and RDCC Executive Officer and OCD-13 Regional Director, Dr. Blanche T. Gobenchiong, was Mr. Isidro Elumba, the Team Leader of Surigao City’s Quick Action Response Team (QART) together with the active members of the QART.

Sa nahibaw-an ang mga nag-unang hinungdan sa kamatayon sa pipila nato ka mga igsuon dinhi sa probinsya mao kining mga sakit nga nakuha gikan sa mga naandang mga bisyo sama sa pagpanigarilyo ug sobra nga paggamit sa ilimnong makahubog. Tungod niini, ang probinsya pinaagi sa PHO ubos sa pagpangulo ni Dr. Audie Relliquette mihimo ug usa ka tigum aron na sa pagreview sa mga public health programs sa matag munisipyo kung kini hugtanon bang gipatuman sa nagkadaiyang lungsod kay tungod ang maong mga programa nakahatag man ug dakong tabang aron sa pagpakgang sa maong mga sakit.

Infrastructure of the Province
COMMUNICATION



All the 27 municipalities of the province have a municipal telephone that facilitates calls between the towns and Surigao City. The province is also serviced with 3 AM radio stations, 2 FM radio stations, 4 telegram stations, 4 telephone stations, 12 citizen's band radios, 12 telex stations and 32 postal/subpostal stations.

There are four (4) private telephone stations in the province which cater to domestic and foreign long distance calls. However, these telephone utilities, the PLDT, PT&T, RCPI and Cruz Telephone are not sufficient to meet the demands of the customers. A modernized microwave radio digital system is needed. The government has also a telecommunication system capable of transmitting messages nationwide and long distance calls to the 25 municipalities. Cell sites also available in the province owned and run by the Smart Telecommunication and Globe Company.

The provincial post office located in Surigao City can accommodate domestic and international mails. All the 27 municipalities have post offices with the municipality of Dapa having its own post office building.

Telecommunication offices were established in all municipalities of the province, to keep with the government's municipal telephone program of establishing a nation-wide network of public calling stations

Survey: People really do click on spam ads

Buzz up!24 votes Spam is rampant, comprising 85 to 98 percent of all email traffic, depending on who you ask and what you classify as spam.

Why is there so much of it? The conventional wisdom has always held that spam exists only because it must sometimes work, that people really do click on spam messages often enough to justify its continued existence.

Turns out: That's exactly right.

The Messaging Anti-Abuse Working Group recently undertook an extensive survey to find out why spam continues to be the problem it is. The survey asked users about all manner of issues relating to email and email security, but the real gems involve why people actually click on spam messages.

The awful truth: 12 percent of users say they clicked because were interested in the service or product being advertised. An additional 6 percent said they "wanted to see what would happen" when they responded to the message. All told more than half of all survey respondents said that they had responded to spam in some fashion (intentionally or otherwise).

But it's the intentional responses that are so very troubling here, with nearly 1 out of 5 users admitting that they've replied to a spam message on purpose. It's impossible to know whether it's the herbal Viagra, the no-interest mortgages, or the free photos of sexy singles in your area that are nabbing all the action from curious clickers, but the upshot is clear: People just aren't getting it that all of this stuff is invariably a scam (or, at best, a ripoff).

The MAAWG survey uncovered some other interesting facts about spam and security. Some highlights: > 21 percent of users take no action to prevent spam from arriving in their inbox

> 14 percent of users believe they will never be infected by a malicious virus

> about 25 percent of users do not update their antivirus software

> the longer and more often you use a computer, the more likely you are to contract a virus (increased computer proficiency and technical ability don't counteract this effect)

> few users ever click the "report as spam" button on their email client; most just delete spam messages as they arrive (and fail to help train their spam filters in the process)
