in fairness with those nga marajao jud no...grabe jud ako pagsaludar sa ilaha.... for their dedication, comitment, perseverance, hard work and everything they have done and for watever they have shared.... grabe an ako pagtahod....

but for those na marajao ra sa sugod i think they have to strived harder and harder and keep on doing wat they have to do... its better to be silent at times and silently dO things you are entitled to rather that keep on making yawyaw but doing nothing... coz humility, simpathy and most of all RESPECT are not gain but rather earned....

FINAL RULING
SC: 16 municipalities can’t become cities

By Tetch Torres
INQUIRER.net
First Posted 14:38:00 05/07/2009

Filed Under: Local authorities, Judiciary (system of justice)

MANILA, Philippines – The Supreme Court has denied with finality appeals to reverse its ruling that declared as unconstitutional laws that converted 16 municipalities into cities.

Voting 6-5, the court voided the following Republic Acts: 9389 (Baybay City in Leyte), 9390 (Bogo City in Cebu), 9391 (Catbalogan City in Samar), 9392 (Tandag City in Surigao del Sur), 9393 (Lamitan City in Basilan), 9394 (Borongan City in Samar), 9398 (Tayabas City in Quezon), 9404 (Tabuk City in Kalinga), 9405 (Bayugan City in Agusan del Sur), 9407 (Batac City in Ilocos Norte), 9408 (Mati City in Davao Oriental), 9409 (Guihulngan City in Negros Oriental), 9434 (Cabadbaran City in Agusan del Norte), 9435 (El Salvador City in Misamis Oriental), 9436 (Carcar City in Cebu), and 9491 (Naga City in Cebu).

“In view of the denial of the second motion for reconsideration, no further pleadings shall be entertained. Let entry of judgment be made in due course,” the high court said in a three-page resolution.

The court had voided the said laws converting the municipalities into cities in a resolution dated November 18, 2008.

The court said the municipalities were not exempt from the income requirement for cities of P100 million.

The income requirement for cities was raised to P100 million from P20 million after Republic Act 9009 amended the Local Government Code. The laws converting the 16 municipalities into cities were passed after RA 9009 took effect.

The court said “limiting the exemption only to the 16 municipalities violates the requirement that the classification must apply to all similarly situated.”

The high court made the ruling following a petition by the League of Cities of the Philippines, saying a wholesale conversion of municipalities into cities would reduce the share of existing cities of the Internal Revenue Allotment (IRA).

PPA bares 8 port projects in Surigao Norte at Friday, June 19, 2009

In a bid to strengthen trade and tourism through the sea transport sector in Siargao Island and Surigao City, the Philippine Ports Authority (PPA) – Port Management Office in Surigao informed that eight (8) port projects in Surigao del Norte have slated for expansion or rehabilitation.

In a recently held Provincial Development Council meeting, PPA disclosed the recently approved PPA plans and programs for the province.

These include the rehabilitation of causeway in the port of Sta. Monica in Siargao Island, a six hundred (600) meters long and six (6) meters wide concrete Causeway project amounted to P40Million. It was reported that some portions of the causeway were already damaged as evidenced by massive cracks.

Another is the construction of new port in Pilar town in Siargao Island with a total estimated budget of P30Million. The scope of work covers the construction of wharf and RO-RO ramp with a back-up area and a drainage system plus port lighting system. The scenic coastal town of Pilar is now known to the world as the Gamefishing capital of the Philippines.

Construction of new port in Brgy. Jubang, Dapa, Surigao del Norte amounted to P75 Million. It also covers the construction of wharf and RO-RO ramp with a back-up area and a drainage system plus port lighting system. Also, re-channeling of waterway in Brgy. Consolacion in Dapa amounted to P3Million.

Still in Dapa, is the dredging of channel (waterway) in Dapa port amounted to P38Million and a another dredging of channel (waterway) in the port of Del Carmen, municipality of Del Carmen, Surigao del Norte amounted to P50 Million.

Meanwhile, projects in Surigao City include the construction of exit gate and guardhouse at the newly completed expansion project of the Surigao Base port known as the Verano port amounted to P3.10Million and the expansion of Lipata port in Brgy. Lipata amounted to P309 Million. The Lipata port expansion includes wharf extension and RO-RO ramp with a back-up area, drainage and lighting system.

Local officials here are very confident that with the construction and rehabilitation of these ports and terminal facilities, traveling to these seaports is now convenient to local and foreign tourists especially in the island of Siargao.

These constructions and rehabilitations are also significant in the tourism industry to meet the projected increase in the number of passengers in the coming years.
Early this year, President Gloria Macapagal-Arroyo inaugurated the newly expanded Verano Port last April 15, 2009.This P414-million expanded port, named after former Senator Felixberto Verano of this city, has helped address the needs of the flourishing tourism and mining industry, including the ferrying of mining equipment used by the different mining firms in the province. (PIA-Surigao del Norte)

Salamat sa PPA kay natagaan na dako na pag tagad an Surigao del Norte......I hope DOTC will do the same kay para ma extend na an airport runway :cheers::cheers::cheers:

Caraga urged to tap tourism boom in CV

The Region 7 office of the Department of Tourism (DoT 7) has urged tourism stakeholders in Caraga Region to tap the booming tourism industry in Central Visayas to further promote the culture, destinations, and adventure offerings of Region 13.
DoT 7 Director Dawnie Roa, who led a contingent of tour operators for a familiarization tour of Caraga Region, said the Mindanao should take advantage of Cebu’s popularity, which she described as the gateway to southern Philippines.

“Let’s develop Caragal; Mindanao needs to be promoted and pushed (so) let’s link up,” said Roa during the fellowship with tour operators of Caraga Region, a new region in Mindanao composed of the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur and Dinagat Islands

Roa said Cebu now has 384 domestic and 68 international flights weekly, reaching nearly all of the areas of the country, including regular flights to Butuan City, Caraga’s regional center. “We look forward to having strong cooperation between our two regions and tie up to propel Caraga,” said Roa.

The familiarization tour, which started Friday last week, provides a venue for Caraga tour operators to interact with Cebu tour operators and discuss the different destinations and tourism offerings of Caraga.

The Cebu tour operators, Roa said, can include Caraga region in their tour packages offered to international and domestic tourists coming to Cebu and other destinations around Central Visayas. (Manila Bulletin)

it was clearly mentioned by filino that LGU of Cabadbaran forcibly oblige all buses to drop off to their terminal with very unreasonable time of stay .... for that reason i think they should inform first the general public regarding this protocol for public awareness specially during the times of travel at least mahibayo na ako na ma tanggong ako sa ila terminal for about 45 minutes without any regrets.

if this protocol mainly implemented to generate more income, i think it's not fair.
what if an ako sakyan na bus or van may precondition na derecho without stop over unsaon nalang? :bash::bash::bash::bash:

or else ang mahitabo ani may tendency na ang mga bus mag taas nan pamasahe para ma cover-up nila an terminal fee sa cabadbaran tungod kay dili man hamok pasahero to and from that place.

thanx sa info carl, so tuyuon pa gajud baja?

UMAY NASUYOD SA ILA HUNAHUNA NA LISUD-LISURON PAMAN GAJUD KITA ????? :ohno::ohno::ohno: why not go directly from butuan terminal to the surigao city terminal??? it will only take 2hrs? correct me if im wrong and another 45min of waiting?? what the heck! if amo ton ila style, dili na gajod ako mubuyahe butuan to surigao!

its very illogical to stop in the terminal for 45 minutes unless didto ka sa ila terminal nagagikan..:ohno::ohno:

ok ra unta if 15 minutes ra ang stop, dapat midway from the place of departure to arrival and must have the basic amenities that could satisfy your personal necessities . Just like here in cebu, when your on your way to barili towards the southern portion (dumanjug, ronda , alcantara, moalboal to badian,na byahe kay naay bus stop sa barili, that it will only take 10 mins of waiting sibat dajun..

taglaong pa nan ako amigo PATIENCE IS A VIRTUE BUT TIME IS GOLD!:lol:

got it right mike. and aside from that, the bus company is complaining too on the high rates sa kada labay o sulod sa terminal. and since Butuan-Surigao is a three way route daw so dako jud ang mabayran sa kada bus considering na dili sila perme puno. pasabot sa three way, kada bus, ka tuyo magbalik-balik sa surigao.

assuming na dili na palisiya sa LGU. granting na it's the bus company's policy. the question is, what made that company decide to stay for 45 mins? dili kaha kay tagmahalan ra sila rate ugsa dapat before sila mobiya terminal dapat puno? and since the place is not really that populated then dapat 45 mins ang huyaton para mapuno sila ug makabawi ang bus company. how ablout ang uban pasahero? with that situation, bomerang gihapon sa LGU kay it was there policy particularly sa rate ang hinungdan.

Written by Dr. Romulo A. Viola
Wednesday, 08 July 2009

The study conducted by the National Statistical Coordination Board (NSCB) entitled “Disparity in Local Development: An Issue of Governance” based on the 2006 Statement of Income and Expenditures (SIE) prepared by the Bureau of Local Government Finance (BLGF), revealed the following information about the Caraga Region:

On 2006 sources of funds:

- Among the 17 regions, Caraga is the 3rd region most heavily dependent on Shares from National Tax Collections which account for about 89.09% of its total income. (see Table 1.1, Distribution of Source of Funds for the Regions: 2006)

-Income from local sources accounted for only 10.05% of total income with 4.47% from tax revenues and 5.58% from non-tax revenues. (see Table 1.1, Distribution of Source of Funds for the Regions: 2006))

- The provinces of Agusan del Norte and Surigao del Norte ranked 22nd & 26th, respectively, among the 30 most IRA dependent provinces in the country. (Table 1.3, 30 Provinces Most Dependent on Internal Revenue Allotment)

- The province of Surigao del Sur ranked 29th in the 30 provinces least dependent on IRA (Table 1.4, 30 Provinces Least Dependent on Internal Revenue Allotment)

- Two (2) municipalities of the Province of Surigao del Norte, namely; San Benito and Burgos were among the 30 municipalities who received the smallest IRA ranked 1489th & 1480th respectively. (Table 3.1, 30 Municipalities which received the Smallest Internal Revenue Allotment: 2006)

- Four (4) municipalities of the Province of Agusan del Sur, namely: La Paz, Loreto, Bayugan & Esperanza ranked 14th, 16th, 21st & 23rd respectively, among the 30 towns with the biggest IRA. (Table 3.2, 30 Municipalities which received the Biggest Internal Revenue Allotment: 2006)

- Two (2) municipalities of the Province of Agusan del Sur, namely; San Francisco and La Paz ranked 18th & 29th, respectively among the 30 municipalities with the biggest per capita income. (Table 4.1, 30 Municipalities with the Biggest Per Capita Income)

- Three (3) municipalities namely: Lanuza, Surigao del Sur, Claver, Surigao del Norte and La Paz, Agusan del Sur ranked 12th, 17th & 19th, respectively, in terms of improvement in per capita income between the years 2005 and 2006. (Table 5.1, 30 Most Improved Municipalities in Per Capita Income Based on Level)

- Five (5) municipalities, namely: Tago, Surigao del Sur; Trento, Agusan del Sur; Claver, Surigao del Norte; Lingig and Lanuza, Surigao del Sur ranked 9th, 14th, 15th, 26th & 28th, respectively, in terms of percentage change in per capital income.

UAP Chapters Mobilize to Get LGUs to Act

With the 04 May 2009 Court Order AFFIRMING the 29 January 2008 Court Order that already LIFTED/ DISSOLVED the May 2005 Injunction on Sections 302.3 & 4 of the 2004 Revised Implementing Rules and Regulations (R-IRR) of P.D. No. 1096, otherwise known as the 1977 National Building Code of the Philippines (NBCP), there is now apparently NO legal obstacle to the FULL IMPLEMENTATION AND ENFORCEMENT of the said sections of the NBCP by LGU (and national government) officials and offices nationwide.

The Court has also affimed statements in its 29 January 2008 decision that Sec. 302 of P.D. No. 1096 does NOT state that civil engineers (CEs) can sign or seal architecural documents. The National Printing Office and the Malacanang Records Office (the repository of P.D.s and other issuances by the Office of the President) have also confirmed that the original and authentic text of Sec. 302 of P.D. No. 1096 does NOT state that CEs can sign or seal architectural documents. The Malacanang Records Office has also certified in June 2009 that there has been NO CHANGE on the original and authentic text of Sec. 302 of P.D. No. 1096 (since it was signed by Pres. Ferdinand E. Marcos on 19 February 1977).

Based on the Rules of Civil Procedure and Philippine jurisprudence, BOTH COURT ORDERS (issued January 2008 and May 2009) ARE IMMEDIATELY EXECUTORY and the NON-COMPLIANCE by the concerned NATIONAL AND LOCAL GOVERNMENT OFFICIALS, specifically DPWH Officials and LGU Building Officials, LGU Legal Officers, Councilors, Vice Mayors and Mayors may subject such entities to charges of INDIRECT CONTEMPT and potentially other related criminal charges, including violations of anti-graft laws. :bash:

The continued non-compliance of LGU (or national government) officials with the 2 Court Orders and with the law materially benefit unregistered persons (as defined under R.A. No. 9266) such as CEs who perform acts that may be construed as violative of both P.D. No. 1096 and R.A. No. 9266. The CEs who materially benefit from the violations of these LGU (or national government) officials may be impleaded in future graft charges against the LGU (or national government) officials for having benefitted from the acts of the LGU (or national government) officials.

Sections 302.3 and 4 of the 2004 R-IRR of P.D. No. 1096/ NBCP LIMIT/ RESTRICT to Registered and Licensed Architects (RLAs) the SIGNING and SEALING of ARCHITECTURAL DOCUMENTS forming part of building permit applications i.e. the "A" or architectural sheets forming part of building plans and designs.

These ARCHITECTURAL DOCUMENTS include perspectives, site development plans, architectural floor/ reflected ceiling and roof plans, designs including sections/ elevations/ details, architectural interiors (AI), architectural schedules, specifications, contract documents, reports and related documents.

THERE ARE PRESENTLY NO TROs, NO INJUNCTIONS AND NO PENDING QUESTIONS ON THE CONSTITUTIONALITY OF EITHER R.A. NO. 9266 OR P.D. NO. 1096/ NBCP.

Modified drafts of proposed LGU Ordinances and/or Administrative Orders (from initial drafts prepared by UAP-IAPOA Chapters nationwide) have been attached at the Latest Publications section of this website for ready use and reference by RLAs nationwide.

RLAs must go out and actively campaign with their respective LGU mayors, vice mayors and councilors to finally have both R.A. No. 9266 and Secs. 302.3 & 4 of the NBCP FULLY IMPLEMENTED and ENFORCED within their jurisdictions.

I would say pinanga ni PGMA ang Siargao and she was vocal about it during her last visit in the island. I wonder what could be the possible reason ngano dili karajo duol sa iya ang mainland surigao. hmmmmmmm is it because of barbers support on PGMA's ouster before? remember the house spice boys? ehemmmmm just my opinion.

wala na ma discuss sir kay ako man ang victim number one. hehehehe as in 45 mins me nag standby didto. malas ma jud kay imbes ni larga na, samot mi kadugay kay na flat jud ang lingid pag abot sa santiago :bash:

do you think dili ko mo react noy tikoy nga ako man mismo nakasaksi? gikapoy ko didto ug umistambay FYI. in short na tangong ko sa ila kalaki.

it was clearly mentioned by filino that LGU of Cabadbaran forcibly oblige all buses to drop off to their terminal with very unreasonable time of stay .... for that reason i think they should inform first the general public regarding this protocol for public awareness specially during the times of travel at least mahibayo na ako na ma tanggong ako sa ila terminal for about 45 minutes without any regrets.

ug kinsa may imo taghadlok do? who cares kung ila mabasahan. much better para they will know na waya ma appreciate nan iban tawo ang taghimo nan iban tawo pud diha.

i defenitely agree.. dpat lang jud mag meet ang LGU with the public half way not to create chaos as i've said... kay mka trigger man ni sa kahapsay sa pagbyahe.... lisod man gud nga mag assume ra ang tawo if wats really going on.... were not talking of how big or small the terminal is wat we mean is ang pagpasabot which is lacking..... pra ang katawhan dli amu ra nan buang sin tangga ngadto nan ing ana ka dugay.... i've been to different places na and take note po.... I NEVER EXPERIENCED PA TO STAY THAT LONG.... GOSH:ohno:

DESIDERATA

by: Max Ehrmann

Go placidly amid the noise and the haste,
and remember what peace there may be in silence.

As far as possible, without surrender,
be on good terms with all persons.
Speak your truth quietly and clearly;
and listen to others,
even to the dull and the ignorant;
they too have their story.
Avoid loud and aggressive persons;
they are vexatious to the spirit.

If you compare yourself with others,
you may become vain or bitter,
for always there will be greater and lesser persons than yourself.
Enjoy your achievements as well as your plans.
Keep interested in your own career, however humble;
it is a real possession in the changing fortunes of time.

Exercise caution in your business affairs,
for the world is full of trickery.
But let this not blind you to what virtue there is;
many persons strive for high ideals,
and everywhere life is full of heroism.
Be yourself. Especially do not feign affection.
Neither be cynical about love,
for in the face of all aridity and disenchantment,
it is as perennial as the grass.

Take kindly the counsel of the years,
gracefully surrendering the things of youth.
Nurture strength of spirit to shield you in sudden misfortune.
But do not distress yourself with dark imaginings.
Many fears are born of fatigue and loneliness.

Beyond a wholesome discipline,
be gentle with yourself.
You are a child of the universe
no less than the trees and the stars;
you have a right to be here.
And whether or not it is clear to you,
no doubt the universe is unfolding as it should.

Therefore be at peace with God,
whatever you conceive Him to be.
And whatever your labors and aspirations,
in the noisy confusion of life,
keep peace in your soul.

With all its sham, drudgery, and broken dreams,
it is still a beautiful world.
Be cheerful. Strive to be happy.

Can you imagine a Mactan In'l Airport nga type...very possible for me...the downside though its being a mining property.

there's an existing airport at nonoc. that could be our another option just incase waya nay available area sa mainland but then again we need a lot of infra if we want it to be our version of Mactan Cebu International Airport. just like rakan na we need to have a bridge connecting nonoc and surigao.

CEB slashes fares by 50% for T3 anniversary
Offers system-wide seat sale

Gokongwei-owned Cebu Pacific (CEB) celebrates the first anniversary of its operations in Ninoy Aquino International Airport Terminal 3 (T3) on July 22, 2009 with a first-of-its-kind 50% off seat sale.

Passengers can avail of the 50% discount on all domestic and international flights from July 22 to 24, 2009. This is valid for travel from September 1 to November 30, 2009.

“CEB’s move to T3 has allowed the airline to grow continuously despite current global market conditions. Now, not only do we provide our passengers with the lowest fares, newest planes, most flights and destinations; we also operate from a world class airport.” said Candice Iyog, VP for Marketing and Distribution.

“Our first anniversary in T3 underscores the solid partnership between CEB and the Manila International Airport Authority (MIAA). The MIAA’s support has been instrumental in CEB’s expansion,” she added.

Passengers are advised to book their flights through www.cebupacificair.com, or CEB’s reservations hotlines (02)70-20-888 and (032)230-88-88, or their travel agent.

CEB, Asia’s third largest low-cost carrier, has flown nearly 36 million passengers since its inception in 1996. It now flies to 32 domestic destinations and 14 Asian cities from four hubs, utilizing the youngest aircraft fleet in the Philippines.

13 interested in coal projects at Thursday, June 11, 2009

THE DEPARTMENT of Energy has received 13 proposals for over a half of the areas it had offered for the Philippine Energy Contracting Round (PECR) 2009 for coal which closed last Monday.

Undersecretary Ramon V. Oca said the proposals were submitted by 13 companies.

The contracting round for coal opened last May, involving 30 areas. Winning bidders will be awarded contracts to explore and develop the country’s energy resources.

"We’d like to finish as early as we can ... we will try to finish it within a month if we can," Mr. Oca said. "[These are] more of work programs. We still don’t know yet the proposed expenditures," he said, referring to the applications, adding that many of the proposals were for the Zamboanga peninsula.

The next contracting round will be for petroleum areas, and will start "hopefully this month," Mr. Oca said.

Among the areas offered for the 2009 coal contracting round were Cebu, Quezon, Masbate, Sorsogon, Albay, Catanduanes, Zamboanga Sibugay and Zamboanga del Norte, Davao Oriental, Agusan del Sur, Surigao del Norte and Surigao del Sur, South Cotabato, and Sultan Kudarat.

Companies were required to submit a proposal, which includes a work program as well as financial, technical and legal documentation.

A panel will evaluate the applications based on a company’s resource exploration strategy, utilization and production approach, evidence of available funds and financial track record, technical resources and validity of legal documents. (Business World)

Miner set to explore Surigao nickel site
at Monday, June 15, 2009

CANADIAN MINDORO Resources, Ltd. will start exploring its gold, copper and nickel mine in northern Mindanao in the third quarter, a company official said in a report to officials of the Mines and Geosciences Bureau (MGB) late last week.

The miner will spend $300,000-$500,000 up to next year for the exploration program, which is focused on the American Tunnels area of the Agata project in Surigao del Norte, said Edsel M. Abrasaldo, vice-president of MRL Gold Phils., Inc., the local unit of Mindoro Resources.

"We hope that this will lead us to deeper, richer copper porphyry area," Mr. Abrasaldo said.

Early this month, MRL Gold said sampling at the American Tunnels yielded 1.94 grams of gold per metric ton at varying levels.

"We are trying to partner with small-scale miners with the main purpose of rationalizing their activities like environmental compliance," Mr. Abrasaldo said.

The Agata project is also estimated to contain 22 million-25 million dry metric tons of nickel ore with 1.1% grade of nickel equivalent to 547 million pounds (lbs.) of contained nickel and 34 million lbs. of contained cobalt.

MRL Gold expects to extract 7,000-10,000 metric tons of nickel per year for at least 25 years.

In February, MRL Gold raised exploration funds through the Toronto Stock Exchange.

"Our plan for this project is hopefully build a processing plant rather than direct ore shipping," Mr. Abrasaldo said.

MRL Gold is looking for a Chinese partner to put up the nickel processing plant, which will allow the miners to extract as much as 75% of the nickel’s value, instead of getting only 10%-15% of the nickel value with direct ore shipping.

"Basically [China] is the number one consumer of nickel. They drive the market of nickel, copper and other metals and they have the technology as far as processing is concerned," Mr. Abrasaldo told reporters.

"We will probably be in the range of 5,000-10,000 metric tons of nickel [per year]. Our initial studies indicate that it is amenable to high pressure acid leaching," he said.

Mr. Abrasaldo said the miner has yet to estimate the cost for the nickel processing plant.

"We have contacts but there are no advanced stage talks yet," he added.

The 45,000-metric-ton-per-year nickel processing plant of Sumitomo Metal Mining Co. Ltd. in Palawan cost $3 billion.

Meanwhile, MRL Gold is waiting for partner Australian Gold Fields Ltd. to start exploring its gold and copper properties in Batangas.

Last month, MRL Gold signed an agreement with Gold Fields, one of the world’s largest gold producers, for the latter to acquire a 75% stake in each of the former’s El Paso, Lobo and Talahib porphyry copper-gold projects in Batangas by funding exploration program and feasibility studies.

Under the deal, Gold Fields will spend $2 million each to explore the Talahib, Lobo and El Paso properties in one to two years. In the second phase, the Australian miner will invest $12 million for the feasibility study of the Talahib project and $8 million each for the Lobo and El Paso area. The 1,163-hectare Lobo area has estimated resources of 66,900 ounces of gold.

Meanwhile, British Avocet Mining PLC is conducting technical due diligence until end-August to determine if it will proceed with MRL Gold’s 1,011-hectare Kay Tanda gold project in Batangas. The London-listed Avocet has gold mines in Indonesia and Malaysia.

"If their technical due diligence is a success, then a formal agreement will be finalized," Mr. Abrasaldo said.

The Kay Tanda area has initial estimated resources of 357,000 ounces of gold.

"Their areas are green-field or new mining areas so the development takes time," said Edwin G. Domingo, assistant director of the Mines and Geosciences Bureau.

MRL Gold, which has been identifying nickel, iron, gold and copper mineral deposits in the country since 1996, is listed in the Frankfurt and Toronto stock exchanges. — Neil Jerome C. Morales, Business World

Surigao Norte recipient of Southern Philippines Provincial Road Maintenance Program
at Tuesday, July 21, 2009

The province of Surigao del Norte is one of the ten provinces in the Visayas and Mindanao regions identified to benefit from the road project under the Southern Philippines Provincial Road Maintenance Programor SPPRMP.

According to the Malacanang press report the program has a Provincial Road Maintenance Facility (PRMF) that provides P50 million each year to every beneficiary province for construction and repair of provincial roads over a five-year period.

The beneficiary provinces of the SPPRMP are Agusan del Sur, Bukidnon, Misamis Occidental, Misamis Oriental and Surigao del Norte, in Mindanao; and Bohol and Guimaras in the Visayas.

The projects in the Visayas and Mindanao provinces will be funded with Aus$100 million (P3.5 billion) by the Australian government through the Australian Agency for International Development (AusAID).

By improving transport, the welfare of rural folks will significantly improve. It has been noted that provincial roads are the key links of rural communities to the national highway and eventually to the centers of trade and commerce, political administration, and health and educational services, among others, the report disclosed.

Apart from improving the road network, the program also seeks to strengthen each province's institutional capacity and governance system related to the provision and maintenance of provincial roads.

Within five years, the SPPRMP is principally expected to have rehabilitated at least 1,000 kilometers of provincial roads in the 10 provinces; improved access for over four million people to schools and health centers; and reduced transport costs.

Three more beneficiary provinces are still to be identified, the Malacanang press report disclosed.

Old Political Rivalries to Take Center Stage in the 2010 Caraga Elections
at Thursday, June 18, 2009

A major political realignment due revival of decades-old rivalries among dominating political families that might stir loyalties and affiliation of local politicians is one hundred percent possible for the May 2010 local elections in Caraga Region.

Former Agusan del Sur Provincial Administrator and Board Member Tyrone “Power” Calo confirmed to this writer that businessman Roberto “Bob” Aquino, son of former Agusan Congressman Jose C. Aquino, Sr. is definitely running for Congress representing first congressional district of Agusan del Sur.

Calo admitted he is working as official spokesperson for businessman Bob Aquino.

Aquino is brother of current Butuan City Rep. Jose “Joboy” Aquino, II of Lakas.

Current Agusan del Sur Governor Maria Valentina Plaza also has reportedly announced interest in running for Congress representing Agusan del Sur’s first district.

Plaza is daughter of late and legendary Agusan del Sur leader, former Governor and Congressman Democrito Otaza Plaza , Sr..

The late Agusan Congressman Jose C. Aquino, Sr or JCA as he is fondly called is political rival of the late Agusan del Sur Governor Democrito Otaza Plaza, Sr. also fondly called by his supporters and friends as “D.O. or Monting”.

Ironically, the two legendary political leaders engaged in logging business in the ‘60’s before joining politics

Surviving rival of the two legendary leaders is current Agusan del Norte Rep. Edelmiro Atega Amante. Amante, former Executive Secretary of Ramos Administration is father of incumbent Agusan del Norte Erlpe John Amante and former Governor and Congresswoman Maria Angelica Rossdell Amante-Matba.

Under KAMPI political partty, the lady Amante but lost to incumbent Mayor Democrito “Boy Daku” Plaza, II of Lakas-CMD in a tightly contested Butuan City Mayoralty race in 2007 elections. Plaza is son of legendary D.O. Plaza

Another old Plaza political rival, former Agusan del Sur Rep. Ceferino Paredes has also confirmed running against a Plaza bet, this time, for the second congressional district of Agusan del Sur.

Reportedly Paredes and Bob Aquino teamed up for one political party against the Plazas.

But adding to the political twist is the reported plans of incumbent Agusan del Sur Rep. Rodolfo “Ompong” Plaza to run for Governor in Agusan de Sur, this time, allegedly against his own younger brother, former Agusan del Sur Governor Eddie Bong Plaza who is also former PAGCOR Vice President for Social Services.

The former Agusan del Sur Governor Adolph Edward “Eddie Bong” Plaza earlier told this writer he is set to run for Governor, a seat he left three years ago in favor for his younger sister Maria Valentina , in the May 2010 elections.

He denied runors he is running for Agusan del Norte Governor.

On the other hand, Plaza’s brother, ithe ncumbent Agusan del Sur solon allegedly only responded to the clamor of the people in Agusan del Sur for leadership change. Plaza who authored many laws and pursued many infra and livelihood projects in Agusan del Sur is reportedly to be teamed up with businessman Roberto “Bob” Aquino and former Agusan del Sur Rep. Ceferino Paredes.

Although the Agusan del Sur solon has not personally confirmed yet his political plans, his close allies supporters and group were allegedly slowly working for him in answering the people’s clamor for political change.

He is also the son of the late Agusan del Sur Governor and Congressman Democrito Otaza Plaza , Sr. Their mother is former Agusan del Sur Governor Valentina Plaza.

VGP as she is fondly called by her avid supporters, chaired the Caraga Regional Development Council or RDC.

In Surigao del Norte, the once administration party stalwarts in the province, incumbent Governor Robert Ace Barbers and his brother, former Surigao del Norte Governor Robert Lyndon Barbers have allegedly resigning their fate over LAKAS-KAMPI merger and were allegedly contemplating to finally sealed their deal and full support to Nacionalista Party Presidential standard bearer Senator Manny Villar.

The two politically influential sons of late former Lakas-CMD national vice president and administration Senator Robert “Bobby” Barbers were conspicuously absent in the May 28, 2009 LAKAS-KAMPI convention held at the Manila Hotel.

Surigao City Mayor Alfonso Casurra who is Surigao City Lakas Party Chair and a staunch Barbers’ ally attended the Manila Hotel event.

Matugas’ brother, real estate developer and millionaire Engineer. Ernesto Matugas is reportedly making a political comeback and to run again as Surigao City Mayor in 2010 elections. Matugas was defeated by Casurra in the 2007 City Mayoralty race.

Intense political rivals of the Barbers, two incumbent Surigao del Norte congressmen, Representatives Francisco Matugas (KAMPI-Surigao del Norte first district) and Guillermo Romarate, Jr. (KAMPI-2nd district of Surigao del Norte) are now allegedly preparing their own set of local bets despite of the merger.

This reportedly irked local supporters of the Barbers which has its own local political line ups in the local level for the 19 municipalities of Surigao del Norte.

The Matugas-Romarate group also claimed the Barbers group were also preparing their own set of political line ups in the municpalities.

The situation further aggravated the already tense local political situation of Surigao del Norte after the Barbers’ political rival Congressman Francsico Matugas was elected as National Vice President for Mindanao by the Lakas-Kampi merger.

Allegedly majority of the Municipal Mayors of Surigao del Norte have aligned themselves to the closely knitted Matugas-Romarate group while some remained to be solid with the Barbers camp.

Former Surigao del Norte Governor Robert Lyndon Barbers is reportedly eyeing the Surigao City Mayoralty seat, a seat to be left by three termer City Mayor Alfonso Casurra. while brother Governor Robert Ace is seeking re-election for Governor.

While Matugas’ wife, Dep-Ed Regional Director Dr. Sol Matugas who hails from tourism haven Siargao Island is eyeing the congresional post of Siargao while husband Rep. Francisco Matugas is set to run for Surigao del Norte Governor, a seat he left before becoming the first Siargao Island solon.

Majority if not all politicians of Caraga Region were curent administration’s political allies belonging under political parties, Lakas-CMD, KAMPI and adminstration side Nationalist People’s Coalition or NPC.

Only the camp of former Butuan City Rep Charito Booc Plaza and businessman Engr. Sergio Pascual who arn but lost in the tightly contested Butuan Mayoralty race belonged to the United Opposition Party. (mindanao.com)

Gov. Ace Barbers mihatag ug usbaw sa honorarium sa mga Barangay Health Workers (BHWs)
at Wednesday, June 24, 2009

So kun waya pa maggimok ang mga tawo for Bonok-bonok.., it could mean many things:

1. Budget constraints
2. Busy in prep for the 2010 elections
3. No plans for a grand celebration at all...

di ba it is so unlikely nga wa man lang mga teasers on what people will expect to see considering that may mga balikbayans ana nga manguli for the fiesta and of course...promotion for tourist attraction.

nakahinumdum ra lamang ako sa ako, Siargao is so blessed now a days. aside from having a good and dedicated leaders in the island, infra projects is everywhere. thnx to Cong. Matugas. I would say pinanga ni PGMA ang Siargao and she was vocal about it during her last visit in the island. I wonder what could be the possible reason ngano dili karajo duol sa iya ang mainland surigao. hmmmmmmm is it because of barbers support on PGMA's ouster before? remember the house spice boys? ehemmmmm just my opinion.

para sa ako filino that's the real reason why PGMA not really supportive sa mainland Surigao tungod kay si Ace no support sa impeachment proposal before....in other words no balingbing si Ace despite na super allies man ni PGMA si Senator Barbers before an buhi pa adto.....waya mag too si GMA na i back fight sija ni Ace....i cross my fingers that's the real reason, why?

it's not unlikely raisey coz it's actually normal. eversince, amo na iton ang pama-agi nila. the fact na they participated sa other festivals, grand ang ila plano pud sa ato kay amo man ton daw ang paagi raisey na you have to participate sa lain festival then in return sila pud mo participate sa ijo. remember raisey, former gov lyndon has already confirmed his candedacy as mayor and he is also the Chairman of Bonok-Bonok Foundation, do you think dili sija magpakita ug gilas? hehehehehe for sure, mo piktaw piktaw pa sija

on the one hand, is it not degrading to be always changing favorites and alliance depending on who will serve one's personal interests? on whichever's side, it only goes to show that all of them have one and the same goal: to get what will serve their interests.
