Earthquake off Surigao
Manila Bulletin - Sunday, July 26




An earthquake measuring 3.5-magnitude in the Richter scale shook Surigao City early Sunday morning.

The tremor that was tectonic in origin occurred at 10:59 a.m., according to the Philippine Institute of Volcanology and Seismology (Phivolcs).

Phivolcs said the epicenter of the earthquake was located some 24 kilometers northwest of Surigao City with a shallow focal depth of 24 kms.

The temblor was felt at Intensity IV in Surigao City; Intensity III in Placer, Surigao Del Norte; and Intensity II in Dinagat Islands province.

The tremor was caused by the movement of the East Mindanao segment of the Philippine Fault Zone, Phivolcs said. (JC Bello Ruiz)

AusAID names 7 provinces to get road improvements

The Australian government has identified seven areas in the country that will initially benefit from the P3.8-billion road development project in the Visayas and Mindanao.

The Australian Agency for International Development (AusAID) said the first seven provinces that will benefit under the Provincial Road Management Facility project are Bohol and Guimaras in the Visayas and Agusan del Sur, Bukidnon, Misamis Occidental, Misamis Oriental, and Surigao del Norte in Mindanao.

Three other provinces are still being determined and will be announced next year, the AusAID said.

The P3.8-billion financial aid for road infrastructure development in the Visayas and Mindanao, which is a five-year project, is part of the P4.6-billion or approximately A$123 million aid for the country from 2009 to 2010.

Through the said facility, Australia will help manage and maintain more than 1,000 kilometers of provincial roads in up to 10 provinces in the Visayas and Mindanao. ''Infrastructure drives development and improves the livelihood of all citizens. The Provincial Road Management Facility will promote development and economic growth by strengthening governance and improving the quality of provincial roads in the southern Philippines,'' Australian Embassy Chargé d' Affaires Stephen Scott said.

''In Bukidnon, the facility will provide approximately P35 million in the project's first year to rehabilitate up to 51 kms of roads that will connect interior and upland communities to the national highway,'' he added.

The project is expected to create more jobs and improve market access among neighboring areas, especially in the transport of palm oil, rubber, pineapple, rice, corn, abaca, and coconut.

''Good roads will also provide the indigenous communities in Bukidnon, such as the Manobo and the Higaonon, with greater access to livelihood opportunities, schools, health and other social services,'' Scott said.

Australia is a long-standing development partner of the Philippines and one of the country's three largest bilateral grant aid donors.

Responsible citizenship demands that every one within any governance unit should feel responsible for the welfare, progress, continued strength and sustainability of the city or province, and of the organization or institution. In this regard, all of us are called upon to be generous, including in our sacrifices for the common good.

Those in authority, however, have a special duty of sacrificing for the common good of the governance unit of which they are the ''governors''. For the discharge of such a duty, they have been placed in positions of responsibility along with the powers and privileges that those positions confer. Lest they allow themselves to be bewitched, smitten, and snowed under by the powers and privileges they enjoy, they should constantly reflect on the operative significance of fairness in their instance. In fact, as fairness would have it, those powers and privileges always come with the duties of governance; and those duties orient them towards a total commitment, often at enormous self-sacrifice and heroic selflessness, to the common good of the governance unit that they govern.

The duty of good governance on the shoulders of the ''governors'' is the natural and necessary complement of the duty of responsible citizenship on the shoulders of all, particularly of the ''governed''. These two duties - of good governance and responsible citizenship - go together; one cannot go far without the other. Unless both go together, the common good of the governance unit could be compromised unhappily and often very negatively. Any center for governance and leadership must help see to it that this complementation between good governance and responsible citizenship is duly secured for the common good of the governance unit.

A way of securing such a complementation is through encouragement and facilitation for every one in the governance unit to aim at becoming ''good and even excellent'' men and women. Indeed, every one of us is called upon to take proper care of our personal governance for this noble purpose; and the center for governance and leadership should extend whatever assistance we need in this regard. But if the ''governed'' are expected to aim at becoming good and excellent men and women, how much higher is the bar for the ''governors?'' Since the latter are in positions of power, with special duties conferred upon them to promote the common good of the governance unit, the expectation for them to become even much better men and women is stronger and much more of a necessity. Indeed, it may not be possible for all the ''governed'' to be good and excellent men and women; but for the sake of the common good, it is necessary - even essential - for all public officials in particular and for all governors in general to be such good and excellent men and women.

This is where gaps yawn very wide in our current, local circumstances. This is where the challenge is very tall. A center for governance and leadership needs to do its best to contribute towards narrowing those gaps and cutting shorter the challenge.

Sinabi naman ng ISAFP at DOJ na ito raw ay gagamitin ng grupong Magdalo sa binabalak nilang coup laban kay Arroyo. Nilapitan ni Noah si Mike Defensor para makipag-usap kay GMA. Payag daw si GMA na ituloy ang arko kung ipapaskil daw sa arko ang malaking mukha ni Arroyo na may slogan "Towards a Strong Republic". "Hindi po ako pumayag kaya hanggang ngayon po ay may TRO ang pag-gawa ng arko.

Sa palagay ko po kailangan ko pa ng 10 taon para matapos ang inyong proyekto". Ang huling wika ni Noah. Napa-iling ang Diyos at sinabing, "Di ko na kailangang wasakin pa ang bansang ito. Hayaan ko na lang kayong sumira nito."

Anyway, I'm here in city of Surigao...staying at Gateway...so nice city. We had dinner at Marios and I went to MS (mall). I can say that crime rate here must be very very low. I can see people texting inside the trikes and small jeeps(fiera type). So, no cell phone snatching? :)

Will stay at Tavern next.....will visit some islands tomorrow.
