I beg to disagree. Kung naa may naghugaw hugaw sa Pinas kana way lain si GMA. Under her term we became no. 1 corrupt government in Asia. Anomaliya left and right. Kapoy na ug enumerate magsakit ang kasing kasing sa kadaghan. Things done to perpetuate herself in power. Of course there are projects. Projects are tangible ways to show to the people she has done something. Ana man na pulitiko patukod ug proyekto nga makita sa tawo aron ingnon naa siyay nahimo.

Lahi ra gyud to panahon ni Cory ug Ramos. Those were the good times. Naay projects and at the same time the government was responsive to the people. The government at that time is conscious that they are there for the people and not for themselves. Lahi ra kaayo karun.

Those were minor problems during their watch. Not like karun laganap ang problems. The trouble is that some only see one angle of GMA's governance which are projects. We should be wholistic. During Marcos time daghan infrastructures, Cultural Center of the Philippines, San Juanico Bridge, Film Center, Marcos type school buildings but governance is bad. Ana man na mga way ayo nga lider. Im not really infavor of GMA or Marcos but i think more projects is what we needed than to have a good government na theory ra pud taman. look at those Marcos infras, til kuman napahimuslan nan mga tawo. Marcos is already gone but til kuman kita ang napahimuyos sa ija mga projects.

do you know that there's a proposal to create a new district in surigao? they have to separate the city for political ambition again. hmmmmmm they can easily create or pass a resolution or whatever for that purpose just to accomodate there political plans and yet they cant even ................. na dili rakan ako mag comment basta amo na jadto! hahay buhay!

Butuan City - President Arroyo has appointed Dr. Isabelita M. Borres as new regional director of the Department of Education (DepEd) in the Caraga Region.

Borres, who rose from the ranks starting as high school instructor at the Surigao del Norte School of Arts and Trade, topped the 1996 national schools superintendent's test given by the Professional Regulation Commission (PRC) and was later named Caraga's most outstanding schools division superintendent in 2002.

The new Caraga DepEd chief received her appointment papers from Mrs. Arroyo through the office of Education Secretary Jesli A. Lapus who earlier recommended her for the highest field education position in Region 13.

Borres took over from newly retired Caraga DepEd Director Jesusita Arteche after serving as assistant regional director for barely less than one year.

A holder of Ph. D. in Educational Management, Borres also served as Education Program Specialist after which she moved up to become a division and then regional education supervisor at the Region 10 office of DepEd in Northern Mindanao.

Borres, a native of Surigao City, was later promoted as assistant schools division superintendent (ASDS) first in Misamis Occidental and then in Butuan City.

Afterwards, she was appointed full-fledged SDS in Siargao and then in Surigao del Norte and finally in Cagayan de Oro City.

121 safe as ferry capsizes off Surigao: Coast Guard

A ferry capsized in rough seas off an island in Southern Leyte province on Tuesday, but all 121 people aboard were rescued, the Coast Guard said.

The M/V Ocean King tipped over onto its right side near the southern tip of Panaon island, Chief Petty Officer Manolito Dacel of the Coast Guard station in Southern Leyte told the AFP by telephone.

The ferry was carrying passengers, cargo and vehicles from Brgy. Lipata in Surigao City to Liloan town Southern Leyte.

The ferry left Lipata at around noon, and at 3 p.m., near Balong-Balong Point in Barangay Binit, San Ricardo, Southern Leyte, the starboard side of the boat's steering room was slowly filling with water, causing it to tip to the side.

Capt. Zalde Angot reportedly decided to proceed to the San Ricardo Wharf due to the emergency, but the boat became stranded on shore.

"All of them are wet after M/V Ocean King sank about 80 percent at the starboard side. Luckily the ship's captain managed to maneuver towards the shore as the boat slowly submerged due to huge and strong waves," Dacel said.

Small ferries are the backbone of inter-island travel in this archipelagic country, and accidents -- many leading to loss of life -- are not uncommon. With reports from the Agence France-Presse and ABS-CBN Tacloban

Globe, Intel launch WiMAX service in RP

Globe Telecom and Intel Philippines announced Thursday the official rollout of Globe's commercial Worldwide Interoperability For Microwave Access (WiMAX) service in the country, which is the first ever WiMAX service in the Philippines.

Globe Consumer Broadband Group Head Menchi Orlina said Globe's WiMAX service is the company's attempt to "democratize the Internet" by providing the service in areas where high-speed Internet access is difficult.

"We want to make the Internet more ubiquitous and pervasive for all Filipinos. For as low as P795 a month, consumers can now have high-speed wireless broadband Internet access in areas where Internet penetration has been difficult," she said in a press conference.

Unlike Wi-Fi services that only provide lower bandwidth applications such as e-mail and basic browsing, WiMAX can provide speeds of up to 1 Mbps which is 33 percent faster than commercially available Wi-Fi services. This is because WiMAX is built on advanced wireless technology that counteract the effects of interference to deliver more data at greater ranges.

As of June 2009, Globe's WiMAX service is already available in Camanava, Cavite, Batangas, Laguna and Quezon in Luzon; Cebu province, Bacolod, Dumaguete and Silay City in the Visayas; and Cagayan de Oro City in Mindanao.

Orlina said that by year-end, Globe is planning to expand its WiMAX service to the whole of National Capital Region and Rizal province, Benguet, Nueva Ecija, Tarlac, pampanga, Bulacan, South Luzon, Bataan in Luzon; Cebu Province, Bohol, Iloilo, Leyte, Guimaras, Capiz, Negros Island in the Visayas; and Zamboanga, Compostela Valley, Agusan province, Lanao, Surigao, Cotabato province and General santos City in Mindanao.

Orlina said subscribers can choose from three WiMAX plans: P795/month for 512 kbps Internet only, P995/month for 512 kbps plus landline and P1,295 for 1 Mbps plus landline.

According to Intel Philippines Country Manager for Sales and Marketing Ricky Banaag, some 100 Intel employees started testing WiMAX technology in Cavite as early as four years ago. He said WiMAX service has also been launched in Greenbelt Center in Makati.

Navin Shenoy, vice-president for the sales and marketing group and general manager of Intel Asia-Pacific, said the launch of Globe Broadband's commercial WiMAX service "ushers in the 4G era in the country.

He said Internet usage in the region has been steadily growing despite the recession due to the increase in Internet-capable mobile devices such as iPhones and laptops. Unfortunately, he also noted that broadband penetration in the Philippines has been unevenly distributed, affecting only urban centers.

"Globe Telecom has the distinction of being the first telco to use WiMAX technology in the Philippines, which will meet growing demand for high speed Internet service. The Philippines now joins 135 countries that is offering commercial WiMAX services to consumers," he told reporters.

Shenoy said one driver of WiMAX adoption in the future is the embedding of WiMAX chips to notebooks, netbooks and other mobile devices.

Quake hits parts of Northeastern Mindanao
at Monday, March 16, 2009


An earthquake hit parts of Northeastern Mindanao Sunday afternoon, Philippine Institute of Volcanology and Seismology reported.

The tremor was recorded 3:54 p.m. at Magnitude 4.7. Its epicenter was located 70 kilometers northeast of Surigao City or at 10.05 degrees North, 126.06 degrees East. The quake was reported to have occurred at a depth of 60 kilometers.

The earthquake was felt at Intensity 4 in Socorro, Surigao del Norte, Intensity 3 in Siargao Island and Surigao City and Intensity 2 in Dinagat Islands.

by the way sir...i read in the papers we have a new ordinance creating the Frachising office for Tricycles and trisikad...mora'g paatras man cguro ini na move in terms of develoment nan ato syudad...is this not sort of encouraging(perhaps in the guise of regulating) nan ini na mga mode of transpo..i think in most bigger cities wala na man kau mga tricycle save in interior nga mga lugar or streets...


Its actually copied from similar ordinances of the City of Cebu, Muntinglupa and Caloocan. But you are right since the ordinances in those cities prescribed the routes where the tricycles ( an ato apil trisikads) can operate, unlike here na covered nila the whole territory of the city.

he he he political question, we cannot question the wisdom of the Honorables in passing the ordinance,:)

Two lawmakers and a former official who have pending graft cases with the Sandiganbayan have asked the court for permission to travel because they are part of the entourage of President Gloria Macapagal-Arroyo when she goes to Washington to meet President Barack Obama on July 30.

Administration Sen. Manuel “Lito” Lapid, who is among the group of legislators who will be joining the President, Friday asked the anti-graft court to allow him to leave for the US from July 29 to Aug. 15.

Lapid has a pending graft case with the 1st Division, filed against him in 1998 by the President’s sister, Cielo Macapagal-Salgado, for allegedly using government funds to buy a P140-million property when he was still Pampanga governor.

The Office of the Ombudsman withdrew the charges last year, but the case remains pending as Salgado filed a motion for reconsideration questioning the withdrawal.

Surigao del Norte Rep. Francisco Matugas, who also joined Ms Arroyo’s party during her 11-day official visit to Japan and Brazil last month, is also part of the delegation.

Matugas, who also has a pending graft case, also asked the court to allow him to travel.

Meeting with who’s who

Aside from Obama, Ms Arroyo will be meeting with US Senate Majority Leader Harry Reid, House Speaker Nancy Pelosi, Secretary of State Hillary Clinton and Defense Secretary Robert Gates on July 31, a copy of the itinerary submitted to the court by former Public Estates Authority chair Ernest Frederick Villareal showed.

Villareal, who is facing graft charges over the allegedly overpriced P1.1-billion President Diosdado Macapagal Boulevard, has asked the court for leave to travel so he can join Ms Arroyo’s delegation.

But while hordes of officials, legislators and businessmen are scrambling to join Ms Arroyo on this trip, only a few will actually get to press the flesh of the popular US president.

Arroyo plus 5

Only Executive Secretary Eduardo Ermita, Foreign Secretary Alberto Romulo, Ambassador to Washington Willy Gaa, and possibly, Senate President Juan Ponce Enrile and Speaker Prospero Nograles, will be joining Ms Arroyo at the meeting with Obama.

“Only the President plus five will meet President Obama at the White House,” Press Secretary Cerge Remonde said.

But he said this was not yet final, though “that is the ideal number.”

Ms Arroyo, the first Asian leader to meet with Obama, leaves next Wednesday for Washington via San Francisco.

“The President will push for increased market access for our goods and services, many of which come from Mindanao, including mangoes, tuna, milkfish, seaweeds, and possibly, technical assistance to Sulu and Tawi-Tawi sea farmers, bananas, etc.,” Remonde said.

US business leaders

Ms Arroyo will also meet with US business leaders on Thursday in Washington, where she will make a pitch for the Philippines as an “ideal location for increased US investments,” he said.

She will meet with Senate Majority Leader Harry Reid, members of the House ways and means committee and leaders of the Philippines-US Friendship Caucus, composed of lawmakers.

She will also attend a forum on the Coral Triangle hosted by the National Geographic.

She will hold a dialogue on the Millennium Challenge Account, take a call from Secretary of Veterans’ Affairs Eric Shinseki, meet with other senators, have dinner with the Filipino community on Friday.

New York, Chicago

On Saturday, Ms Arroyo and her delegation will leave for New York for a series of meetings with various US multinationals. From there she goes to Chicago to meet with US industrialists and the Filipino community.

The next day, she and her party will proceed to Guam for a meeting with state officials and the Filipino community. She will be back in Manila on Aug. 5.

Some 100 members of the Concerned Citizens Movement trooped to the US Embassy Friday to ask Obama to tell Ms Arroyo that his government does not support governments that do not comply with democracy and respect human rights.

Letter to Obama

The group, led by lawyer Harry Roque and former Vice President Teofisto Guingona, said the protest was aimed at making Obama aware of the Filipino people’s sentiments before his scheduled meeting with Ms Arroyo.

Report on illegal gambling in Surigao City

On July 21, 2009 at around 4:55 in the afternoon along San Nicolas corner Diez Street, Barangay Taft, Surigao City, two male suspects identified as Messon Miranday Febra, 39 years old, married, tricycle driver and a resident of P-2, Brgy San Juan, Surigao City and Jason Ravelo Malto, 19 years old, single, tricycle driver and a resident of P-3, Brgy Canlanipa, Surigao City, who were caught in the act engaged on illegal gambling locally known as "Bale-Bale" were apprehended by elements of Surigao City Police Station (SCPS) led by investigation officer PInsp Renel Estrada Serrano.

Confiscated from their possessions were gambling paraphernalia, bet money amounting to three hundred eighty pesos (P380.00) paper bills in different denominations and two pieces twenty five-centavo coins.

Suspects are now temporarily detained at SCPS for proper disposition. (PNP-13)

Its actually copied from similar ordinances of the City of Cebu, Muntinglupa and Caloocan. But you are right since the ordinances in those cities prescribed the routes where the tricycles ( an ato apil trisikads) can operate, unlike here na covered nila the whole territory of the city.

I was supposed to attend both, but missed out on the former as my son Jandy still had classes on the day of the parade (June 27). The latter’s parade, held on June 29, the day after our arrival, was still worth the visit. This cultural festival was first created by former First Lady Imelda Marcos in 1974, but was discontinued after 1986. After an absence of more than two decades, it was revived last year by Tacloban City Mayor Alfred Romualdez, Imelda’s nephew. Sangyaw is derived from the Waray word meaning “to herald the news.” This year’s parade promised to be extra special, as it was the 120th celebration of the Fiesta of Santo Niño de Tacloban (the city’s patron saint), plus Tacloban also just became the first city in the Eastern Visayas region to be classified as a highly urbanized city. As with previous parades, our grand-view deck for watching the three-hour, 3-kilometer-long afternoon parade was Avenida Veteranos, packed since early morning with thousands of onlookers lining up to watch this unprecedented display of pomp and revelry.

Seventeen contingents from different provinces and cities, especially from the Visayas and Mindanao, graced the festival’s street-dancing competition, with cash prizes, for the Open or Free Interpretation Category, plus trophies. Featured were the Sinulog Festival of Cebu City, the MassKara Festival of Bacolod (Negros Occidental), the Cocowayan Festival of Isabela de Basilan City, the Dinagyang Festival of Iloilo City, Bonok Bonok Marajaw Karajaw Festival of Surigao City, the Pattaradday Festival of Santiago City (Isabela), Kawayan-Banigan Festival of Basey (Samar), Magayon Festival of Legazpi City (Albay) and Tacloban City’s Tribu Kabatuk (last year’s grand-prize winner).

The Bonok-Bonok Maradjaw Karadjaw Festival, represented by Surigao City’s West Central Elementary School, grabbed all four minor prizes (P50,000 each) in the open category (best in costume, best in musicality, best in street dancing, and best in choreography) plus the P500,000 grand cash prize. Second place (P300,000) went to the Kawayan-Banigan Festival and third place (P200,000) went to the Pataraday Festival.

In the community- and school-based category (with 10 participating contingents), best in costume (P10,000) went to the Alibangbang Festival of Dolina, and best in musicality, street dancing and choreography (P10,000 each) to the Eastern Visayas State University (EVSU). The grand champion (winning P300,000) was EVSU. Second place (P150,000) went to Holy Infant College, and third place (P100,000) to Sagkahan.

The festival was also graced by many political luminaries, including Imelda Marcos and Sens. Manuel Villar (working the crowd on foot), Francisco “Kiko” Pangilinan and Juan Ponce Enrile (on a float with former actress and now city councilor Cristina Gonzales-Romualdez, wife of the mayor and chairman of the City Tourism Council). Also present were Ilocos Norte Rep. Ferdinand “Bongbong” Marcos Jr., former Ilocos Norte congresswoman Imee Marcos, Metropolitan Manila Development Authority Chairman Bayani Fernando, former Surigao del Norte governor Robert Lyndon Barbers, Marikina City Mayor Maritess Fernando, Makati City Mayor Jejomar “Jojo” Binay, Surigao City Mayor Alfonso Casurra, Rep. Gilbert Remulla, Santiago City Mayor Amelita Navarro and Cebu City Vice Mayor Michael Rama. Television and film luminaries, some riding on floats, included Karylle, Marian Rivera, Christian Bautista, Luis Manzano, Cesar Montano and Dingdong Dantes. Other floats included those of the winners of the Miss Tacloban 2009 beauty pageant.

Come nighttime, these same people who lined the streets for the parade also filled up Balyuan Barbecue Park and Amphitheater and the Tacloban City Convention Center, venues of concerts and other entertainment for the weeklong sociocultural festivities. Business was brisk, and hotels and inns were fully booked with tourists, both local and international, truly an indicator of the festival’s success and its worthiness of being returned to the tourist map. Butuan City - President Arroyo has appointed Dr. Isabelita M. Borres as new regional director of the Department of Education (DepEd) in the Caraga Region.

Borres, who rose from the ranks starting as high school instructor at the Surigao del Norte School of Arts and Trade, topped the 1996 national schools superintendent's test given by the Professional Regulation Commission (PRC) and was later named Caraga's most outstanding schools division superintendent in 2002.

The new Caraga DepEd chief received her appointment papers from Mrs. Arroyo through the office of Education Secretary Jesli A. Lapus who earlier recommended her for the highest field education position in Region 13.

Borres took over from newly retired Caraga DepEd Director Jesusita Arteche after serving as assistant regional director for barely less than one year.

A holder of Ph. D. in Educational Management, Borres also served as Education Program Specialist after which she moved up to become a division and then regional education supervisor at the Region 10 office of DepEd in Northern Mindanao.

Borres, a native of Surigao City, was later promoted as assistant schools division superintendent (ASDS) first in Misamis Occidental and then in Butuan City.

Afterwards, she was appointed full-fledged SDS in Siargao and then in Surigao del Norte and finally in Cagayan de Oro City.

Actually, Dinagat proper an kagikan ni mam beth. Well deserved ini na appointment. Shes very good and very intelligent.

Mindanao seen as diving destination

IF resort owners in Davao had their way, Mindanao will soon become a major diving destination in southern Philippines.

Speaking before the Kapihan sa SM Dabaw media forum on Monday, regional tourism council secretary Araceli Ayuste bared that the private sector has been recently initiating moves aiming to develop the promising diving subindustry in Mindanao, urging the government “to finish it.”

“We want to change the perception about Mindanao. The local diving industry, if fully developed, can generate job opportunities that will benefit the local labor force, as at present, a single dive can fetch about P1,500,” she said.

Ayuste, owner of Fiesta del Sol Resort in the “island garden” of Samal, said there are still few players in the diving business in the island. Among those actively engaged in the business are the Pearl Farm Beach Resort and Paradise Island Park and Beach Resort.

“The private sector and the government need to make a concerted effort to attract more foreign tourists into Mindanao,” she said.



She noted that regional tourism councils have met recently in an effort of connecting the start-up diving industries of various regions.

She said Davao’s tourism could now be immediately physically connected due to good roads constructed that will help develop the tourism potentials of Siargao Island with its coast ideal for surfing, and Butuan City which has “history and nature” to boast of.

Technical diver Carlos Munda said the diving potential off the sea of Samal and Davao is unique to other established diving destinations in Luzon such as Anilao in Bulacan and Boracay.

“Divers can use the sea off Davao and Samal as they can be dived year-round unlike Boracay where diving would stop during habagat [southwest wind].”

“Samal’s diving potentials can be developed with world-class standard to generate more income to the local economy,” he said.

Munda estimates that 90 percent of divers in Anilao come from Metro Manila and elsewhere during weekends and only 10 percent are local divers.

He said diving cost, including hotel and food, could range from P6,000 to P10,000 per diver.

“About 95 percent of divers in Samal are Davao residents while only 5 percent are considered tourists. The cost of diving is only about P1,500 per diver,” he said.

Ayuste said on August 20, the local resort industry will meet with the Department of Tourism to unveil a “tourism highway map” to guide tourists on the various tourism destinations in Mindanao.

sakto sab mike, pero compare tahum to other current HUCs in Mindanao, sija ang mas progressive. i agree saba gajud ang mga trikes. sa national law tag bawal sila mo agi sa national roads. diri sa surigao national roads and Rizal, Borromeo ug San Nicolas. pero bagan waya man ma implement kay agi man ang mga trikes sa San Nicolas ug Borromeo and some parts of Rizal. kung ma implement nag national law diri sa ato, matagaan na nan additional routes ang mga multicabs ang slowly mo adopt na ang mga riding public sa new mode of transportation nan city.

Brief History of the City of Surigao

The city has a land area of 245.34 square kilometers and a population of 35,855 inhabitants in 1970. It has an ideal port which is shielded by the Nonoc Islands. It is also connected with good roads to Butuan City in Agusan del Norte, and Lianga in Surigao del Sur.

Legendarily, the town of Surigao was a thriving settlement ruled by Chief Solibao. When the Spaniards came, they called the place “Surigao”, but during the arrival of early Christian missionaries in the province, it was better known as “Caraga,” from the name of its inhabitants – the “Caragas” of the Visayan stock – warlike, brave and ferocious.

The settlement of the early colonizers in Bilang-bilang harbor, where the present city is located, became ideal centers of trade, commerce and religion. The village had been transferred from one place to another. On June 29, 1655, Surigao became a town and by 1751, it was made the seat of the provincial government, after Caolo, the former provincial capital, was burned. Since then, town of Surigao became a center of Spanish political and ecclesiastical power in the region, rivaled only by Tandag on the southern coast of Surigao Province.

The town suffered severely from Muslim raids. In 1752, after the town was devastated, almost all of its 2,000 inhabitants were either killed or taken as slaves by the Muslims.

During World War II, on May 23, 1942, the Japanese Imperial Forces under Captain Yusee occupied Surigao. The local government was then managed by Mayor Amat. Later, after the American planes bombed Bilang-bilang harbor on September 9, 1944, the American troops and guerrilla units forced the Japanese forces to withdraw until Surigao was liberated on April 12, 1945.

In July 1945, the Philippine Civil Affairs Unit (PCAU) took over the local government, prior to the restoration of the administration to the local authorities.

During the Commonwealth period, Protolico Egay was appointed by the guerrillas as governor of Surigao Province and Macario Diaz, who resumed his office on September 1, 1945, as mayor of the town of Surigao. He was succeeded by the guerrilla-appointed mayor, Juan Parrucho.

By virtue of Republic Act No. 2786, dated June 19, 1960, the old Province of Surigao was divided into Surigao del Sur and Surigao del Norte, with the Municipality of Surigao as the capital of the latter. Surigao became a chartered city under Republic Act No. 6134, which was approved on August 31, 1970.

Surigao City is noted for its proximity to the almost fathomless underwater gorge, the “Philippine Deep”, which is one of the deepest portions in the Pacific Ocean, including all other oceans in the world.

Mayor of the City of Surigao

City Mayor Alfonso S. Casurra is a lawyer by profession and currently the City Mayor of the City of Surigao, a city of 135,000 people located in CARAGA Region, Mindanao.

A consistent achiever during his academic years, he was born of simple parents and celebrates his birthday every 30th of October, finishing Bachelor of Arts Major in Political Science at the University of San Carlos, proceeded to finish Bachelor of Laws at the San Beda College of Law and passed the Philippine Bar Examinations in 1980.

He got into politics by accident. He ran as city councilor in 1988 as a filler to complete the slots of a local political party. Since then, his political career never suffered any set back completing three terms (nine years) as city councilor, six years of which as number one, elected overwhelmingly as city vice mayor, and later assumed the top post and is now serving his sixth year as city mayor.

During his term, the city government garnered prestigious awards like the Kaagapay Seal of Excellence in Local Governance, one of the Peace Cities in the World, Child FriendlyCity, consistent National Finalist as Cleanest City in the Philippines, considered as one of Asia’s Most Livable City and within the top 10 Competitive Cities in the Philippines for two consecutive years. In fact, the City of Surigao ranked No.1 in 2005 in terms of doing business out of 37 small cities in the Philippines. Mayor Casurra received the 2005 University of San Carlos Outstanding Alumni Award and the 2006 Outstanding Alumni of San Nicolas College, now St. Paul University of Surigao. He also received the 2003 Outstanding Public Servant Award by the Civil Service Commission.

Mayor Casurra has been sent to represent the Philippines in several conferences abroad such as the trip to Vancouver, Canada for the Training on Policy Formulation and Advocacy sponsored by the Union of British Columbia Municipalities, the Study Visit to Bangkok, Thailand for Building Partnerships in Response to AIDS, the Study Trip on the Waste Treatment Plant in Bukit Tagar, Malaysia and Stockholm, Sweden, the Workshop on Sustainable Approaches To Local Government and Capacity Building in Bali, Indonesia, the Establishment of the Environmental Unit with the League of Cities of Florida, in Orlando, Florida, as lone presentor coming from Asia in the Workshop on Strengthening Decentralization and Local Governance in Cairo, Egypt and was sent on a Training on Effective Good Governance at the Rand Graduate School in Sta. Monica, California, USA in 2002.

On November 29, 2006, the Local Government Academy (LGA), together with Sen. Aquilino Pimentel Jr., the father of the Local Government Code, named Mayor Casurra as the Most Outstanding City Mayor of the Philippines in the 2006 Local Government Leadership Awards held at the Padilla Room of the Senate of the Philippines.

Mayor Casurra is serving his well-deserved last term as the mayor of the City of Surigao after being proclaimed for the third time during the May 2007 elections.

Mayor Casurra is married to Rosemarie Aldas of Bacolod City and they are blessed with two sons and a daughter.

More than two decades ago, photographer John Callahan came to Siargao with pro surfers Taylor Knox and Evan Slater to chase a rumored wave for several days, chartering boats from the closest town or hiking through clouds of mosquitoes in ridiculous heat. The area was wild and full of jungle; the people there live the most basic lives of anyone on this planet. They found such perfect waves that Taylor and Evan nearly surfed themselves into a coma. Over thousands of years, the current that rips through the mouth of this lagoon created its world-class wave. At the end of a perfect day of surf, when they thought they were in heaven, they drank warm Coke and ate melted local candy bars called “Cloud 9”. John labeled the photos of a certain perfect wave he found on that trip “Cloud 9”. That tantalizing image dragged that wave into the limelight of the surfing world.

First reading a magazine at a side walk stand in Whistler, British Columbia about the Philippines best break, Cloud 9, off the tiny teardrop-shaped island of Siargao when an international surfing competition was held in 1996. Then later, on the bus to work. overhearing a guy talk about the pioneering Boyum brothers (Bill and Mike) who hacked their way through the Indonesian jungles to surf lefts at Grajagan. bribed some uniforms to let them run the place, built some shacks, a bit of food, water and some cold beer. Started charging US$100.00 a day to absolutely gorge yourself at the overflowing well of liquid adrenaline. Mike Boyum made a million bucks, blown it all on shady deals, gone on the run from drug dealers, went to the Philippines and surfed Cloud 9 every day and died at the hungry end of a 45 day fast. But that`s another story altogether. In 2003, on a trip to the Philippines, I travelled to Siargao and I could see it from the plane, just the way I had seen it in a Surf Mag years back, it was perfect! After just a day on the island I knew I had found it. Of course there are already a few other resorts on the island but I wanted to build a surfer`s lodge and a great bar that is pretty laid back, nice tunes, a bit of food, some beer, and good people. Most of all, I wanted to offer a less expensive, uncompromised, living accomodation to surfers, complete with hot and cold shower, private bathrooms, comfortable beds, clean towels & linens without blowing a hole in their pocket. "I knew it would not be long before someone else does, it might as well be me". Wave Cave, A Surfer`s Lodge & Beach Bar suddenly appeared on radar screens around the local surfing world in May 2008.

Over thousands of years, the current that rips through the mouth of this lagoon created its world-class wave. At the end of a perfect day of surf, when they thought they were in heaven, they drank warm Coke and ate melted local candy bars called “Cloud 9”. John labeled the photos of a certain perfect wave he found on that trip “Cloud 9”. That tantalizing image dragged that wave into the limelight of the surfing world.

It was a series of coincidences that brought me here. First reading a magazine at a side walk stand in Whistler, British Columbia about the Philippines best break, Cloud 9, off the tiny teardrop-shaped island of Siargao when an international surfing competition was held in 1996. Then later, on the bus to work. overhearing a guy talk about the pioneering Boyum brothers (Bill and Mike) who hacked their way through the Indonesian jungles to surf lefts at Grajagan. bribed some uniforms to let them run the place, built some shacks, a bit of food, water and some cold beer. Started charging US$100.00 a day to absolutely gorge yourself at the overflowing well of liquid adrenaline. Mike Boyum made a million bucks, blown it all on shady deals, gone on the run from drug dealers, went to the Philippines and surfed Cloud 9 every day and died at the hungry end of a 45 day fast. But that`s another story altogether. In 2003, on a trip to the Philippines, I travelled to Siargao and I could see it from the plane, just the way I had seen it in a Surf Mag years back, it was perfect! After just a day on the island I knew I had found it. Of course there are already a few other resorts on the island but I wanted to build a surfer`s lodge and a great bar that is pretty laid back, nice tunes, a bit of food, some beer, and good people. Most of all, I wanted to offer a less expensive, uncompromised, living accomodation to surfers, complete with hot and cold shower, private bathrooms, comfortable beds, clean towels & linens without blowing a hole in their pocket. Gateway Hotel still looks stunning among other hotels in Surigao City.....I just hope nag improve na an ila service this time.......the management should also develop the drive way from ordinary cement to bricks to complement the elegant look of the building and landscape in the front of the hotel.

A Philippine shore "eaten by the sea"

Rain, rain and yet more rain greets most visitors to Siargao Island.

Located on the extreme western Pacific rim, the island faces well over 200 days of heavy rainfall every year. In total it adds up to four metres, and it regularly triggers massive flooding.

"In addition, Siargao Island often bears the brunt of typhoons and storm surges," says Catherine Martin, manager of disaster management services at the Philippine National Red Cross (PNRC), "and it's also threatened by rising sea levels, literally eating its shores."

The waves just off Siargao's famous beaches are perfect for surfers, but for local villagers making their living from fishery and farming the rain and floods are major problems.

One of the barangays (villages) affected is Santa Paz, sandwiched between green hills and the Pacific Ocean. It's also trapped by the forces of nature.

New course

Annual rains in December and January have carved a creek in one of the hills, and during the rainy season it turns into a torrent that used to flow straight into one of the main roads through the village.

But in 2002 the water – as well as the life of the villagers – took a new course. That year saw the completion of a 60-metre canal to steer floods away from the houses.

"It used to take a week before the water subsided," recalls Lelita Dumali, 61, holding her hand at shoulder level to indicate the height of the floods inside her house.

During the worst periods Lelita, her husband and five children evacuated to a nearby school. Even once they were back in their house, the water confined her children to a small upper level.

Since the flood contaminated their drinking water they had to "harvest" rain to cope.

"Sometimes it was not enough," says Lelita, adding that her children usually suffered from diarrhoea from drinking contaminated water.

The canal was built by the PNRC and the local authority as part of the Integrated Community-Based Disaster Preparedness Programme (ICDPP). Red Cross volunteers and community members carried out the majority of the construction work, with technical support and partial funding from the Danish Red Cross.

Disaster risks

The canal now prevents water sources from being contaminated, while the reduced flooding has cut the number of villagers who get fungal infections and water-borne diseases, according to the local Red Cross branch.

But some disaster risks remain to be mitigated in Santa Paz. The canal is not long enough to steer the flood water away from Lelita's fields, located next to the village. Her cassava, bananas and corn often rot away, or must be harvested prematurely ahead of the rains.

"Once we even had to build a raft out of banana trees to evacuate the water buffalo from the field," she says.

Nearly 15 per cent of Santa Paz's 550 inhabitants are fed by the crops from Lelita's fields, many of them exchanging food for work. But the floods have forced more villagers to buy food produced outside the barangay.

In mid January 2009, three weeks of continuous rain pushed the capacity of the canal to its limits: Santa Paz experienced the worst flooding since 2002.

Lelita and the other villagers want the canal to be extended to withstand heavy rains in the future, but funds are lacking. Other barangays have to be prioritized since Santa Paz has already benefited from previous risk-reduction activities.

Sense of urgency

In Burgos, a few kilometres north of Santa Paz, residents are also trying to mitigate the impact of climatic disasters.

Poblacion 1 and 2, two barangays on the coast, usually experience at least one major storm surge per year, and floods of up to about a metre used to follow, destroying houses and washing boats into the streets.

But since 2001 another ICDPP project, a sea wall more than 200 metres long, has given substantial protection. It stopped many surges caused by heavy rain and typhoons.

A sense of urgency still hangs over Burgos. The wall is now being tested to its limits by rising sea levels and needs extending. In January 2009, rain and storm surges after Typhoon Auring flooded both barangays and Red Cross volunteers from the local disaster action team (BDAT) helped people evacuate to higher ground.

Well aware of the link between climate change and rising sea levels, residents have implemented a waste-management system, separating out compost from trash that can't be recycled, and BDAT volunteers help the local authority educate people about the importance of sorting household waste.

Says Maximino Virtudazo, 59, a veteran BDAT volunteer and one of those who took part in the construction of the wall: "If the Pacific continues to rise, the wall will be destroyed and then only God knows if my children will still live here in the future."

Butuan City - The multi-billion- peso projects such as roads, air and sea ports, and other infrastructures will boost the tourism industry in Mindanao and become economically developed and progressive and seen to be competitive before the South East Asian countries in the coming years, this was the assessment of the Mindanao Economic Development Council (MEDCo).

The MEDCo made this assessment after the Department of Public Works and Highways (DPWH), Department of Transportation and Communication (DoTC) and Department of Tourism (DoT) and other concerned line agencies of the government submitted their quarterly report on big infrastructure projects under the "Mindanao Super Region" (MSR).

One of these big projects is the infrastructure and tourism development project on Siargao Island in Surigao del Norte - the surfing capital of the Philippines.

The completed and ongoing ground works of roads, sea and air ports and other vital infrastructures and tourism development in the so called "paradise island" also revitalized Mindanao's tourism industry.

Another mega project in Mindanao is the improvement and rehabilitation of the Dapitan-Dakak road and Dipolog Airport.

As the completion of major road and airport projects in Zamboanga Del Norte is seen as a tool in boosting tourism, the improvement and rehabilitation of the Dapitan-Dakak road and Dipolog Airport are now being fast-tracked to provide greater access to the region's famous tourist attractions by year end.

Data gathered during MEDCo's recent project monitoring visit to the Super Region projects in Mindanao showed that the P309.5 million Dapitan-Dakak road project is now 72.8 per cent complete.

As of April this year, around 92.6 percent of the P478.05 million worth of improvement projects committed for the Dipolog Airport have also been implemented.

Both projects are expected to be completed by the end of this year.

"The completion of this infrastructure will significantly improve the tourism in the province and will make the tourist destinations more accessible," said lawyer Allan Ranillo, Zamboanga del Norte Regional Tourism Council (RTC) chairman.

Dinagat island has all the resources to be progressive. from ore reserves to great tourism destinations. two mejor aspects that can truely support them to be one of the wealthiest provinces in the country. all they need to do is proper planning, implementation and of course fight corruption.

One of the rapidly growing franchise restaurants in the country, Chicken Ati-Atihan has over 40 outlets nationwide. I went to the restaurant in Surigao city and I must say that it is one of the simplest Filipino restaurants I have been to, with the whole place built like a large "bahay-kubo." The tables and chairs are all made of wood and the service is friendly, though the orders can take a bit longer sometimes.

Ironically, the dishes are not all chicken-based but as I implied earlier, the food can be worth it anyway. At the restaurant, we always order the Ati Buko Halo-Halo, a dessert of various fruits in one big coconut shell. It's actually a featured dish in Chicken Ati-atihan, together with other local must-trys such as Flaming Sisig, pork on a sizzling plate, and Chicken Ati-atihan with rice and papaya pickles.

i'll go for Ati-Atihan than Mang Inasal when it comes sa mga pagkaon. i agree more choices of menu sa Ati-Atihan but sa place, sosyal ang Mang Inasal :)

Dont worry bro Im putting a big mall in Baltazar area, Mc Do, Dunkin Donut, Pizza huts, Movie Houses, Banks, Etc. Im going to provide internet connections and Telephone lines also. Cable Tv is already existed in most of the islands. Electricity will be 24/7. Airpor in Bagumbayan area will be upgraded. We' re having an expressway also that criss cross the whole islands. The expressways will be named I-76, I-95, I-66, and I-85. All barangays and towns along the expressways are having their exits. Manufacturing companies will be establish along the coastals and mid-islands. Major Town Ports will be upgraded. A state University will be created also, majors in fisheries, Agriculture, Engineering and Medical courses. A Camping Park will be created in Loreto areas also. Mag unsa na sosyal nga place unya ang pagkaon way lami...it defeats the purpose sa pagkadto mo nan lugar na kan anan...:bash:

Coast Guard on alert vs fears of possible oil spill of M/V Ocean King 2

SURIGAO CITY (July 31) - The Philippine Coast Guard (PCG) authorities in Liloan, Southern Leyte are now concerned about a possible oil spill from the passenger roro vessel M/V Ocean King 2 owned and operated by Mandaue City-based Sea Marine Transport Corp. which beached itself near the port of Benit in San Ricardo town, Southern Leyte, last July 28.

PCG PO1 Patrio E. Romero in an interview said that they have already conducted a site survey and currently monitoring for a possible oil spill.

The Coast Guard said that while the vessel does not represent a hazard to navigation in its current location, there is still a risk that an oil spill could occur if the vessel’s hull is breached. PO1 Romero, however, assured the public that they have already laid some precautionary oil spill boom around the vessel.

“We have already contained the area,” said PO1 Romero.

It may be recalled that last Tuesday, July 28 the vessel left from Lipata port in Surigao City around noon time with 121 passengers consisting of 119 adults, two children and 26 crew as well as 13 vehicles and tons of cargo. The vessel, which was bound for Liloan port, encountered strong winds and huge waves while passing near Maasin, Southern Leyte.

Reports bared that the strong waves broke the lashing of the vehicles in the rolling cargo hold causing these to slide towards the starboard side of the vessel. The sudden shift of the rolling cargo prompted the vessel to list 80 degrees to starboard. The heavy listing caused seawater to enter the starboard side. To save the vessel, the captain diverted to the port of Benit. As the vessel maneuvered to dock at the pier, the engines backing gears failed to engage. The vessel captain then decided to beach the vessel and dropped the port and starboard anchors about 20 meters from the pier.

Cesar Seruelo, Sea Marine Transport Corp. Surigao City Branch Manager in an interview said that after the incident the 121 passengers were then disembarked and ferried to the pier safely.

Seruelo also said that they have given the passengers free meals and arranged free transportation in going to Liloan, Southern, Leyte.

“We have also transported some of their family members in going to Liloan for free yesterday. They will just have to coordinate our office in Liloan for a free transpo in coming back to Surigao,” Seruelo added.

He also said that the vessel captain and crew are still on the area to monitor the situation of the stricken vessel. (PIA-Surigao del Norte)
