NAGA CITY --- Aiming to further enhance its revenue generation capabilities, the City Government of Surigao and the Surigao Land Administration and Management – Project Implementation Unit are coming to visit this premier Bicol city on June 16-19.

They will be here to observe how the Robredo administration has successfully implemented its Real Estate Sales Assessment System (RESAS) and other best practices that Naga has been known for among local government units in the country.

RESAS is designed to provide a tool for analysis of real estate sales transaction data gathered by the City Assessor to come up with a fair market value.

Surigao City Mayor Alfonso S. Casurra wrote Mayor Robredo that any information and practices they would learn about may help them adopt practices that will help enhance their city government’s system and database development and “will also aid our legislative body in the approval of new Schedule of Market Value come 2010 where the 5th General Revision of Real Property is scheduled.”

Surigao City, in partnership with the national Land Administration Management (LAM) agency (ROD and CENRO-DENR), is one of the recipients of a programmatic grant from the ISF Grant Unit through funding by the Australian government.

I dont really care about the pay, as long as it pays me enough to feed myself. I didn't have any idea that they are perceived by the military as communist, i also didn't read anything about the fil- am activist.
I actually work in a law firm right, however, mailroom rasab ko nagtrabaho kay bag o paman ko graduate, been working there since my 1st year in college. I don't think i'm going to enjoy law. I just cant see myself doing it.

SIARGAO Island, Surigao del Norte—A sleepy community of barely 10,000 people, Pilar town and its people have big dreams—to become the game-fishing capital of Southeast Asia, if not Asia itself.

With the support of the national government and the Department of Tourism (DOT), the people of Pilar are pooling their resources, bayanihan- style, to lure tourists. Some 27 homes in the town have signed up for the town’s home-stay program, which allows tourists to live with local families and experience rural life in Pilar while enjoying the town’s outdoor adventures.

The program started a year ago, when the town hosted the first Siargao game-fishing tournament. Without hotels and pension houses, town mayor Lucio Gonzales rallied the residents to open up their homes to their local and international guests. The DOT pitched in, identifying 16 houses which became recipients of a P75,000 grant to renovate their houses.

“We had nothing to offer, but our hospitality,” Gonzales said. The 2009 version of the game-fishing event drew anglers from Australia, Canada, Malaysia, Russia, Taiwan and the United States to compete with local anglers from all over the country.

The event was opened by President Arroyo. This year’s winner caught a 120-kilogram marlin just off the coast of Siargao.

One of the participants of the home-stay program was Carmencia Umbros. Although Umbros did not get the cash assistance, she opened up her three rooms to a delegation from General Santos City, who stayed in her house for two consecutive game-fishing tournaments.

“They liked it here the first time so they contracted me to host them again in May this year,” Umbros, a retired public-school teacher, said.

Her brother-in-law across the street just finished installing air-conditioning units in a room and is wrapping up a paint job, courtesy of the cash assistance from the DOT.

For P1,200 a day, Umbros’s house offers an air-conditioned room and full board meals plus a little extra.

“When the anglers come home from a day at the sea, I could not allow them to go to bed hungry so I cook for them,” Umbros said. “As with men, there should be unlimited rice.”

Mayor Gonzales said Pilar wants to show the other side of Siargao aside from the now world-famous surfs of Cloud 9.

“Our fishing grounds are perhaps the richest in the country,” he said. “Our dream is to be the fishing capital of Southeast Asia.”

Safety of pandemic vaccines

6 AUGUST 2009 | GENEVA -- WHO is aware of some media reports that have expressed concern about the safety of vaccines for pandemic influenza. The public needs to be reassured that regulatory procedures in place for the licensing of pandemic vaccines, including procedures for expediting regulatory approval, are rigorous and do not compromise safety or quality controls.

Vaccines are among the most important medical interventions for reducing illness and deaths during a pandemic. However, to have the greatest impact, pandemic vaccines need to be available quickly and in large quantities.

During the 1957 and 1968 pandemics, vaccines arrived too late to be used as an effective mitigation tool during the more severe phases of the pandemics. Influenza vaccines had not yet been developed when the 1918 pandemic swept around the world, eventually killing an estimated 50 million people.

In 2007, as part of preparedness for an influenza pandemic, WHO worked together with health officials, regulatory authorities, and vaccine manufacturers to explore a broad range of issues surrounding the regulatory approval of pandemic vaccines.

Ways were sought to shorten the time between the emergence of a pandemic virus and the availability of safe and effective vaccines. Different regulatory pathways were assessed, and precautions needed to ensure quality, safety, and effectiveness



Fast-track procedures for approval

Regulatory authorities have shown great flexibility in developing procedures for fast-tracking the approval and licensing of pandemic vaccines.


In some cases, pandemic vaccines are not regarded by regulatory authorities as entirely “new” vaccines, as they build on the technology used to produce vaccines for seasonal influenza, established procedures for testing and regulatory control, and an extensive body of safety data.


In such cases, approval procedures are similar to those applied to “strain changes” made each year when seasonal vaccines are modified to match circulating viruses in the Northern and Southern Hemispheres.


Specific regulatory procedures have been devised to expedite the approval of pandemic vaccines. In the USA, for example, fewer data are required when the manufacturer already has a licensed influenza vaccine and intends to use the same manufacturing process for its pandemic vaccine.


In the European Union, the European Medicines Agency uses a rolling review procedure whereby manufacturers can submit sets of data for regulatory review as they become available, without having to wait until all data can be submitted together in a single formal application.


Also in Europe, some manufacturers have conducted advance studies using a so-called “mock-up” vaccine. Mock-up vaccines contain an active ingredient for an influenza virus that has not circulated recently in human populations and thus mimics the novelty of a pandemic virus. Such advance studies can greatly expedite regulatory approval.



Special safety concerns

Influenza vaccines have been used for more than 60 years and have an established record of safety in all age groups. While some serious adverse events have been reported, these have been rare.


Nonetheless, special safety issues will inevitably arise during a pandemic when vaccine is administered on a massive scale. For example, adverse events too rare to show up even in a large clinical trial may become apparent when very large numbers of people receive a pandemic vaccine.


Some adverse events will be coincidental – that is, associated in time with vaccine administration, yet not directly caused by the vaccine. Genuine adverse events directly caused by the vaccine may also occur, but cannot be predicted in advance. Given the safety record of seasonal vaccines, such events are expected to be rare.


Time constraints mean that clinical data at the time when pandemic vaccines are first administered will inevitably be limited. Further testing of safety and effectiveness will need to take place after administration of the vaccine has begun.


For these reasons, WHO advises all countries administering pandemic vaccines to conduct intensive monitoring for safety and efficacy, and many countries have plans in place for doing so. On the positive side, mass vaccination campaigns can generate significant safety data within a few weeks.


International sharing of data from such post-marketing surveillance will be vital in guiding risk-benefit assessments and determining whether changes in vaccination policies are needed. WHO has developed standardized protocols for data collection and reporting in real-time, and will communicate findings to the international community via its web site.

SIARGAO Island, Surigao del Norte—A sleepy community of barely 10,000 people, Pilar town and its people have big dreams—to become the game-fishing capital of Southeast Asia, if not Asia itself.

With the support of the national government and the Department of Tourism (DOT), the people of Pilar are pooling their resources, bayanihan- style, to lure tourists. Some 27 homes in the town have signed up for the town’s home-stay program, which allows tourists to live with local families and experience rural life in Pilar while enjoying the town’s outdoor adventures.

The program started a year ago, when the town hosted the first Siargao game-fishing tournament. Without hotels and pension houses, town mayor Lucio Gonzales rallied the residents to open up their homes to their local and international guests. The DOT pitched in, identifying 16 houses which became recipients of a P75,000 grant to renovate their houses.

“We had nothing to offer, but our hospitality,” Gonzales said. The 2009 version of the game-fishing event drew anglers from Australia, Canada, Malaysia, Russia, Taiwan and the United States to compete with local anglers from all over the country.

The event was opened by President Arroyo. This year’s winner caught a 120-kilogram marlin just off the coast of Siargao.

One of the participants of the home-stay program was Carmencia Umbros. Although Umbros did not get the cash assistance, she opened up her three rooms to a delegation from General Santos City, who stayed in her house for two consecutive game-fishing tournaments.

“They liked it here the first time so they contracted me to host them again in May this year,” Umbros, a retired public-school teacher, said.

Her brother-in-law across the street just finished installing air-conditioning units in a room and is wrapping up a paint job, courtesy of the cash assistance from the DOT.

For P1,200 a day, Umbros’s house offers an air-conditioned room and full board meals plus a little extra.

“When the anglers come home from a day at the sea, I could not allow them to go to bed hungry so I cook for them,” Umbros said. “As with men, there should be unlimited rice.”

Mayor Gonzales said Pilar wants to show the other side of Siargao aside from the now world-famous surfs of Cloud 9.

“Our fishing grounds are perhaps the richest in the country,” he said. “Our dream is to be the fishing capital of Southeast Asia.”

With a community like Pilar and residents like Umbros, the dream may not be that far from becoming a reality.

mao lagi. maski kahibalo ta nga dili angay apil na lang ta kay arang sab gajud kalisod kuman. I used to buy ukay2 especially my mom hilig kau...although i stopped na buying myself because ang mahitabo magtipun og sa ka barato lagi magpahipalit man sab...hamok na nua nuog...:lol::lol::lol:

well i think given na jaon issue on corruption...:ohno::ohno::ohno:...i think ang ato jud ani chance is the tourism industry nga maka take off and then ma sustain nato...ang major problem man gud usually is on how we sustain it...if the development in Siargao will continue for the next few years eventually boosting its tourism industry...Surigao City can only hope to feel its ripple effect...

sure!we will see maam..musta man an glazing work maam? just a suggestion, widen your windows facing towards east and just use slit windows or place some louver on the west side of the house..clear annealed glass combined with satin aluminum frame is the most practical and elegant, just use a white nice sheer and curtain or a roller shades in hiding your interiors..always have at least two openings on opposite side in a room for passive cooling..

or from Cebu you take the Cebu PAcific flight to Legazpi City, Albay then take a bus ride to CamSur....:)

know what maam, we allot 6months just to design the interiors..:lol: really? ana jud na maam..ngano ikaw man an naglabad? just leave it to your architect! hehe in our projects we do site inspection twice a week and meet with the client once with the contractor. we just update the owner for the developments and the financial concerns..for now we have 5 sites to visit every week..punogt usahay kay nagsugod na ang construction magusab nasad sa total design usahay..very frustrating yet challenging!

dili man sad gud mi ganahan masacrifice amu design..we take every interiors in our project unique that will jive to the totality if the design..an pagdocumnet sad madugay..so many details to work on...it already includes furnitures, cabinets and closets..:lol:

simple yet functional! i just admired those windows..keep the walls as the dominating color white just add few accent colors. earth colors are preferred..:cheers: hapit na bja..2 months sakto ra..pwede naka start sa landscaping baja ini..:)
