Surigao City Bagged National Sandugo Award

This year’s recipients of the 11th National Sandugo Awards for Outstanding Local Government Executives includes Surigao City’s Mayor Alfonso S. Casurra. This is an annual award given by the Department of Health to Local Chief Executives who have shown support and commitment to the National Voluntary Blood Services Program (NVBSP).

The award was presented by DOH Undersecretary Mario C. Villaverde with Sixto Arlegui III of the Philippine Blood Coordinating Council and Monina Nalupta of the Philippine National Red Cross. Regional Director Leonita Gorgolon, of the DOH Caraga Regional Office and Dr. Ernesto Pareja witnessed the presentation of the award. The awarding ceremony was held last July 29, 2009 at the Grand Ballroom of Diamond Hotel in Manila.

Every July of the year is celebrated in the Philippines as the National Blood Donor’s Month pursuant to Presidential Proclamation No. 1021 dated June 9, 1997 and the implementing Rules and Regulations of the National Blood Services Act of 1994. One of the highlights of the month long celebration is the National Sandugo Awarding Ceremonies for Outstanding Local Government Executives in recognition of their important role in providing safe and adequate supply of blood to patients through advocacy, commitment and retention of blood donors in their locality and their continuous support to the voluntary blood donation program. This year’s theme, “100% Voluntary Non Remunerated Blood Donation” highlights the role that Local Chief Executives play in advocating for community based mobile blood donations to phase out replacement donations in the hospital.

P3-M “GREASE MONEY” BEHIND STL IN SURIGAO?

August 7, 2009 by MindanaoBob

The approval of an authority to operate a small town lottery (STL) in Surigao City and the Province of Surigao Del Norte breezed through the Sangguniang Panlalawigan smoothly this week and, as usual, the tyranny of the voting number of the majority prevailed again in the forum of provincial legislators where “money matters” discussion has almost always become habitual than local legislation.

The approval of STL operation went with hardly any resistance even from religious leaders and militant groups and had given rise to reports of an alleged “goodwill and PR” budget of P3,000,000.00 (Three Million Pesos) which preceded the introduction of STL in the city and province.

According to a reliable source, a special budget averaging from P3 million to P4 million pesos, which they call as “Damage Control Budget”, is normally allocated to a province or city to ensure the smooth passage of such operation by PAGCOR.

Reports regarding angry residents in the city who were shocked on the passive stance of the local religious sectors on the STL issue had further boiled the controversy. They wondered if there was credence to allegations that some clergy or religious leaders may have been included in the “special budget” – owing to their abnormal silence on the STL issue – unlike in some parts of the country where clergymen were staunch opponents of STL operations.

They also questioned the motive of some provincial officials in Surigao Del Norte, particularly a lady legislator in the Sangguniang Panlalawigan, for openly pushing for the approval of the STL.

“Where did the P3-million damage control budget go? Why is it everyone appears to be silent on such controversial betting game?”, asked a local churchgoer who requested anonymity.

The STL was introduced in Surigao this week at a time where everyone had focused on the untimely death of the late president Cory Aquino and wherein Cong. Lalo Matugas was out of the country with President Gloria Macapagal-Arroyo.

In a related development, City Mayor Pons Casurra denied he was ever consulted on the establishment of such STL operation.

The STL was supposedly intended to destroy the illegal “Suertres operators” in the city. On the contrary, they are now being made even richer with their monopoly and manipulation of the operation of this new betting game in town.

As one city hall official bluntly puts it in jest: “It’s the same dog with a new collar!”.

CARAGA PRODUCES WORLD CLASS ANTI-EROSION FIBER

The Western Coconut Producers Marketing Cooperative (WESCOPROMACO), a cooperative composed of coconut farmers of Malimono, Surigao del Norte is a recipient of the DOLE's Poverty Free Zone (PFZ) Program. The WESCOPROMACO produces geotextile and other coconut fiber-based handicrafts. Coco coir, a durable fiber extracted from coconut husks, is now widely used as basic material in making nets, rolls, and mats as protective covers for soils and slopes. It is preferred over concrete bricks and peat moss because it is cheaper, renewable and completely organic. The “Coir Fiber and Dust Processing Project” has become Surigao del Norte's pride in the aspect of self-employment and organizational development. It has opened out another employment opportunity for the youth, women sector, coconut farmers and senior citizens in Malimono, nearby municipalities and even in Dinagat island. For over a year, this PFZ project generated 150 jobs with an accumulated approximate gross sales of 1.5M and three existing markets for geotextile, fiber and dust.

GAWAD SAKA OUTSTANDING FISHERFOLK FAMILY

Barangay Kagawad Danilo I. Boglosa, or Mang Danny as he is called by his family and friends, hails from Ilo – Ilo City and came to Gigaquit, Surigao del Norte last 1974 in search for a living through fishing. A son of a fisherman, Mang Danny learned to catch fish and love tending fishponds at an early age. Knowing that Gigaquit has a plenty of opportunities in terms of huge areas for such venture, he settled in the said place where he met his wife Ms. Monica Boglosa, to whom they raised seven children and seven grand children. At present, two of his children (Mary Grace and Marife) finished their college studies namely on computer science and commerce, respectively while the rest are still studying. Even at their teens, the children helped the family in their fishpond operations and in marketing of their produce.

THE BASIC LITERACY MOBILE PROGRAM OF THE BADJAOS IN SURIGAO CITY

The Badjaos in Surigao City originally came from Leyte and Zamboanga. With their dependence on marine life, the group settled at Barangay Canlanipa, Surigao City where their source of livelihood is readily accessible. However, absence of education made them an outclass in the society they have inhabited. Some tried to expose themselves and enrolled in formal schools but were not able to continue because of insecurity and inferiority. Recognizing the necessity to educate them, the Department of Education, Division of Surigao City with its Alternative Learning System, reached out to the Badjaos through a Mobile Teacher with the assistance of a Badjao Facilitator. A total of thirty two learners responded positively and enrolled Basic Literacy Mobile Program (BLMP) scheduled every Wednesday, two to four in the afternoon. The Badjaos were taught to speak, read and write in their own dialect, Filipino and English languages.

Mining stocks shine on First Pacific interest

By Doris Dumlao
Philippine Daily Inquirer
First Posted 22:32:00 08/03/2009

Filed Under: Mining and quarrying, Stock Activity

BUSINESSMAN FELIPE YAP’S MANILA Mining Corp. yesterday led a sharp rally among local mining stocks on news about Hong Kong-based First Pacific Co. Ltd.’s interest in its dormant gold mining project in Surigao del Norte.

Manila Mining’s “B” shares, which are open to foreign investors, surged 50 percent to close at P0.027 yesterday, the maximum price spike allowed by the Philippine Stock Exchange in a single trading day. It was the biggest gainer in the local bourse.

The mining company’s “A” shares, open only to Filipino investors, likewise surged 47 percent to P0.025 yesterday.

“We wish to confirm that First Pacific Co. Ltd is conducting a due diligence on Manila Mining Corp.,” the company’s assistant corporate secretary Odette Javier said in a disclosure to the exchange.

But she said a due diligence may or may not result in an investment in the company.

“Manila Mining is hoping to reopen its Placer gold project in Surigao del Norte as soon as possible,” Javier added.

Affiliate Lepanto Consolidated Mining Co.’s “A” and “B” shares also jumped 15 percent and 19 percent, respectively, to close at P0.30 and P0.31.

The mining and oil index was thus the best performer among all counters at the bourse yesterday, jumping 7 percent against the 1.31-percent rise of the main-share Philippine Stock Exchange index which closed at 2,835.11.

This was after First Pacific executive chair Manuel V. Pangilinan talked about First Pacific’s interest in Felipe Yap’s mining businesses for the first time. Already the single biggest stockholder in the country’s largest mining firm Philex Mining Corp., First Pacific is looking at the “entire spectrum” of the local mining group’s assets, including the Surigao del Norte operations of Manila Mining.

Until 2001, Manila Mining was producing gold bullion through a carbon in-pulp plant and copper concentrates containing gold, silver and copper.

It has two existing mining lease contracts with the government located in Surigao del Norte and three mineral production sharing agreements covering Surigao del Norte and Agusan del Norte.

I noticed paspas jud inyo thread.. :)

That's because people treat this thread like a chat room. Posting oneliners and smiley responses, or greetings and salutations (ie: Good AM/PM, gtg/brb, etc.) that are otherwise irrelevant to the thread's subject matter. Sometimes I think people just are postwhores and want to increase their postcounts by doing such things, which is also inconsequential because once the thread is closed and archived, everyone's postcount drops anyway.

First Pac keen on Manila Mining
at Monday, August 3, 2009

FIRST PACIFIC CO. Ltd. of Hong Kong is considering to invest not just in Lepanto Consolidated Mining Co. but also in the Surigao del Norte mining operations of the latter’s affiliate Manila Mining Corp

Already the single biggest stockholder in the country’s largest mining firm Philex Mining Corp., First Pacific is looking at the entire spectrum of the local mining group’s assets, First Pacific executive chair Manuel V. Pangilinan told reporters on Friday.

“We just have to wait for the result of the due diligence because it has many components—Lepanto itself as a company, Manila Mining, which has [operations] in Surigao beside [Philex Mining’s] Boyongan [site],” Pangilinan said at the sidelines of Metro Pacific Tollways Corp.’s annual stockholders’ meeting.

Asked what it was about businessman Felipe Yap’s mining interests that his group wanted, Pangilinan said: “If you put your Philex hat on, it’s the Manila Mining [site] in Surigao beside the Boyongan tenement of Philex, so we’ll be interested in exploring that.”

“There are many options. We can invest in Lepanto or just the mine in Surigao,” he said. Pangilinan also mentioned Lepanto’s subsidiary, Far Southeast Gold Resources Inc.

Asked how big a stake the First Pacific group would like to acquire, Pangilinan said nothing has been finalized. “What we want and what Felipe Yap wants must meet,” he said.

Pangilinan said First Pacific was still awaiting the results of a due-diligence audit, which would likely be finished in two week’s time.

“But I don’t know whether we need more time for more due diligence, so I can’t say that after two weeks we’ll make a decision. It depends on how good the due diligence process was,” he said.

Asked whether First Pacific was interested in other local mining companies in the Philippines, Pangilinan said he could not talk about it because First Pacific is a publicly listed company.

Shares of both Lepanto and Manila Mining have been going up in the past few months on talks of a potential buy-in by Pangilinan’s group. Doris C. Dumlao, inquirer.net

Graft charges against Cong. Matugas junked
at Monday, August 10, 2009

THE SANDIGANBAYAN has junked graft charges against an incumbent congressman and seven others on alleged anomalous purchases of medical supplies worth P3.28 million.

In a 51-page resolution promulgated on Aug. 4 and penned by Associate Justice Alexander G. Gesmundo, the court’s first division ruled that the prosecution failed to present sufficient proof of evidence against Surigao del Norte Rep. Francisco T. Matugas (1st district) and his co-accused. (BW)

There is nothing wrong with being a fastpaced thread, as long as its content is relevant and on topic with the intent of stimulating dialogue and the exchange of ideas. If you just want to shoot the breeze and chit-chat about other things, or just simply hang-out, you have your own "tambay" thread (http://www.skyscrapercity.com/showthread.php?t=828982) in the Samahan section.

Hmmm, kim paid us a visit pala. Ok guys be warned. let this be a wake up call for us, not to use this thread for "non-sense" talk. Oh, and its no use fighting the mods, you cant win.

lets decrease the traffic of non related chat here and focus on the development stories of the city and province.

Might be a goood idea to use the samahan more often for chit-chats.

@kiretoce your admonition is noted.:)
