MANILA, Aug. 16 (PNA) -- A non-government organization over the weekend called for an investigation either by the Senate or the Department of Transportation and Communications on reports that foreign shipping firms are asking for an exclusion in the cabotage - the transport of goods and people between two points within the Philippine territory.

In a forum in Greenhills, San Juan City, Robert Lim Joseph, chairman emeritus of the National Association of Independent Travel Agencies (Naitas), told reporters that the Philippine shipping industry is in grave peril because of a hidden danger that lurks in the guise of fair trade and enlightened consumerism.

Cabotage is a trade or navigation in coastal waters, or, the exclusive right of a country, to operate the air traffic within its territory.

Commonly used as part of the term "cabotage rights," cabotage is the right of a company from one country to trade in another country.

Joseph explained that foreign vessels are promising lower fares and freight rates than Philippine ships, but this is because of tax exemptions they seek to be made available for their operation here.

“Even if they invoke fair trade, this is not a level playing field because they (the foreign interests) want tax exemptions which will not be given Philippine shipping companies,” he stressed.

He said that foreign-owned vessels are not only asking the Philippine government to be able to operate in the country like domestic shipping companies but also to give them tax exemptions, something which are not enjoyed by local bottoms despite problems like high oil costs.

“By any definition, it means economic sabotage through cabotage,” he added.

During the forum, Joseph rendered a short presentation as he showed how foreign ships can pick up cargoes from, say, Davao, to Europe and other countries like Singapore.

“But foreign interests want to pick up goods and passengers from, again, say Davao, to Cebu, Manila and other points in the country,” he said.

The Philippine international ports are those in Manila, San Fernando (La Union), Batangas City, Legaspi City, Iloilo City, Cebu City, Tacloban City, Surigao City,Cagayan de Oro City, and Zamboanga City

Joseph said the basic position of Naitas and many groups supporting nation building is for fair open skies or fair open seas where there are equal opportunities to all players under a reciprocal arrangement.

He noted that the airline industry of the Philippines, being a former Commonwealth country, had earlier asked the American government to be granted cabotage for them to pick up passengers and cargoes in Guam to Honolulu and to Los Angeles in California and from the West Coast to the East Coast.

But this was rejected, Lim-Joseph lamented

Previously, there were moves for unregulated open skies, but were foiled by groups like Naitas. It appears that this dark design has been resurrected as open seas, he warned (PNA)

The picture will give us the idea that the former Maharlika Resort is no more. I think Almont has done and continues to do major renovations and changes in this establishment. I'm sure the place is going to look much much better although less affordable for the common tao...

i just notice na mas dako pa diay an development sa mainit resort diha sa mainit mismo compared on the other resort established on the other municipality! great move sa lgu mainit to indulge in this type of business...a more inviting, more, rooms and lots of amenities!!..dadami pa sana mga resort sa atin noh??

hmmm.. this development sa just a walk away in our kahumayan..:lol: the last time i saw this, they were still preparing for the backfill..

taking balibayon road is the only access to the site and goes its way out near pepang village or vice versa..

this is a very peaceful place surrounded by mountains and farm.

the interior lacks accent and contrast..very pale looking interiors.maybe wala pa jud sila katapos kay they will still place wall lamps...:lol:

sana mas dark yung flooring or walls, more decorations and stuff..:lol:

They have submitted their building plans already to secure their building permit. Target date of opening is later part of October. pre fab ra daw na building so dali ra an construction.

3,000 LGU leaders, teachers set to converge for 1st Siargao Summit
at Monday, August 17, 2009


At least 3,000 local government officials in the region, including village leaders, teachers and other officials of various line agencies of the government are scheduled to troop to the paradise island of Siargao to attend the 1st Siargao Local Governance and Education Summit this week.

Officials said the aim of the summit is to help President Arroyo’s economic and development programs in the island.

Most of the discussions during the slated summit will also focus on local governance of the mayors and the welfare of the teachers and the people of Siargao, and mainland Surigao City, said Surigao del Norte Rep. Francisco T. Matugas.

The summit will be held at the newly constructed P46 million Dapa Convention Center where Mayor Peter “Boy” Ruaya will be the host on August 21 with the theme "Education in Local Governance Pathways to Development and Progress."

Matugas already poured in some P20 million for the rehabilitation of the said convention center.

Invited guests and keynote speakers during the summit include Interior and Local Government Secretary Ronaldo Puno, Matugas said.

Other topics to be discussed during the summit is the concern of every village, schools in far-flung areas and establishing of new police station buildings, where the nine mayors will also present several resolutions addressed to Puno during the affair, he said.

In that summit, officials of the various local government units along with other officials from line agencies of the government will also review the current Comprehensive Livelihood Emergency and Employment Program (CLEEP) of the government, it was gathered. (Mike Crismundo, MB)

No idea mike. per information this is a housing project for the Caraga Regional Hospital Employees. It is a cooperative effort. I don,t have any idea kun magbaligya ba cila to outsiders...

the problem with their Resort in Lake Mainit luoy kaau kun magbaha...i think it was last year nga niabot jud sa sulod sa rooms nila sa ubos ang tubig....its a pity kay nice baya nga lugar nila....may pagka romantic ang dating...

i just notice na mas dako pa diay an development sa mainit resort diha sa mainit mismo compared on the other resort established on the other municipality! great move sa lgu mainit to indulge in this type of business...a more inviting, more, rooms and lots of amenities!!..dadami pa sana mga resort sa atin noh??

wow! amo? great to know that! an understructure octagonal pool that opens towards the lake! ( ako-ako ra):lol:..hahay, matapus na unta ni cja..this will be the biggest resort in the province, carl sa imo tan-aw? with regards sa amenities and facilities? tana dili sila magtinihik sad sa landscaping, lightings, other site development plans kay mao na ang makapanindot pag-ayo..mga as far as i know , if wala ko masajop, the mainit municipality is the second biggest municipality after placer..
i just dont like that ball lamps with grilles! nakakasawang tingnan..80s pa yata yan nauso! gosh!:lol: yan din ang ginamit nang fiesta dive resort!! we have alot of cheap nice looking modern lamp and street lamps here sa ubos.hahaha...

CEBU, Philippines - Cities evoke a mental picture of a concrete jungle, draped with large billboards and neon signs, blanketed by smog. It is a place of blaring sounds which people take as music. There are times when we yearn for a quiet moment and a breath of fresh air. We crave for something new… an adventure.

The Department of Tourism through Secretary Ace Durano and DOT-Region 7 recently invited a group of Cebu travel writers and travel operators on a four-day familiarization tour to Region XIII or better known as the Caraga region, with an itinerary that satiated our hunger for culture enrichment, adventure and relaxation.

And true to what they say, “You will never know how it truly tastes, until you feel it in your mouth,” we had a cultural immersion. After checking in at Almont Inland Hotel, the group was ready to visit the three museums in Butuan.

Led by DOT-7 Regional Director Patria Aurora Roa, our group had for a first destination Butuan City, known for its rich culture and history that dates back before Ferdinand Magellan’s landing on Philippine shores.

At the Diocesan Museum, the group was guided by Fr. Joesilo Amalla, who presented an almost kilometer-long paper with names from its historic past until present, proving that the first Easter Sunday Mass was held there. Butuan City is not only known for the story of Masawa Island in Agusan River Delta in Mindanao, but also as a source of well documented historical data and artifacts.

“Balangay”, which the word “barangay” is derived from, were small boats used in the early times. These boats were found in Butuan and are preserved up to this moment.

Second stop was at the Regional Museum It is a must-visit place in the city because there you get to see relics and artifacts that will prove that the Filipinos were already into trading with neighboring countries long before Magellan landed on our shores. The displays in the museum also showed what our early ancestors used, like their clothes, means of catching food and the utensils and equipment in their households.

The final visit was at the Butuan National Museum of the Balangay Shrine in Libertad Butuan City, where two of the five boats that were excavated from the banks of Butuan’s river, are displayed. At the back of the museum is an almost dried up river, still believed to have more of these balangays waiting to be unearthed.

Butuan evolved from three different hypotheses: One, derived from the sour fruit “batwan”. Another is from Raja Bantuan, one of the leaders who visited ancient Butuan. The third is of the people being “but-an,” meaning “hospitable” or “good”.

On the second day, we had a three-hour scenic ride to Hayanggabon wharf, where we took a boat to get to our next destination – Sohoton. The Hayanggabon wharf is found near Lake Mainit, the Philippines’ fourth largest lake and called such due to its warm water that spreads out between Agusan del Norte and Surigao del Norte.

Sohoton, which is in the municipality of Socorro, is one of the many islands of Bukas Grande, Surigao del Norte. We checked in at Club Tara resort, a Korean owned resort that is a favorite place for honeymooners. It has spacious rooms with verandas that are set right in the sea.

The nearby Sohoton National Park offers lots of activities, like the mystical Sohoton Cove, swimming to a secret underground passage that would get you six feet above the water and do a perfect dive. You could also kayak your way to the jellyfish sanctuary where you can swim with thousands of non-stinging jellyfish in varying psychedelic colors.

Aside from these, the place also has the Tiktikan Lake, the San Roque Mangrove, the Iñaran Marsh, Magkahuyok falls and the Buayahan Lake. This can all be done on a two-day tour while staying at nearby resorts like the Hidden Islands Resort which offers Economy, De Luxe and VIP packages.

Tourist guides are the local fishermen who are most familiar with the places and are very able English-speaking guides. They can answer any question you shoot at them. Now that’s excellent service!

But if you’re not into this adventure, you can just idly sit and enjoy the silence of nature, or feel the rustle of the leaves that sway in the mellow breeze. Tourism Operations Officer of Sohoton, Dhodo Genson Ajoc shared that they are into ecological protection, preserving exotic varieties like the pitcher plant and the Philippine Ironwood, known as the hardest specie in the whole world. Ajoc also identified five kinds of Philippine eagles found in the forests, as well as Rufus hornbills and Flying Lemurs.

On the third day of the exciting tour, the group rode a boat to three islets- the Naked Island, Daku and Guyam. These are found near Siargao Island, which lies in the northeast coast of Mindanao and is famous for its mountain-like waves… reason for it to be called the “Surfing Capital of the Philippines.”

This part of the region is a favorite of locals and foreigners alike and is visited all through out the year especially during August to October, which is the surfing season.

We checked in at Bayud resort, owned by Surigao del Norte Governor Robert Ace Barbers who was kind enough to offer the group the best accommodations, though the resort is still set to officially open next year.

And since Siargao is known for its waves, our visit would not be complete if we did not stop by the famous Cloud 9. Here, big surfing competitions have taken place. On September 24, “Billabong Cloud 9 Invitational competition” will open. This will be the 15th International Competition to be held there.

We visited the Magpupungko Beach in Pilar, where we were welcomed by Pilar Mayor Lucio Gonzales and his staff who prepared sumptuous snacks that could have fed a whole barangay. Magpupungko, or “sitting or squatting”, is famous for its rock formations that seem to be sitting or squatting along the shoreline during low-tide. As the water is contained inside the formation, it would resemble a giant swimming pool.

This was the place where the first “Game Fishing Competition” in the island was held last April 2008, attracting many tourists from Hong Kong, Malaysia, Thailand and Russia.

As tourists began to flock to Siargao and accommodation became a problem, DOT Secretary Ace Durano allocated funds for the establishment of the “Home-stay Program”, where tourists can stay in the houses of the locals.

“Home-Stay Project” has been warmly accepted by the residents as it helps them earn extra income. After a thorough training in different services conducted by DOT, those who passed were given P75 thousand pesos assistance that they can use for the improvement of their houses or buy air conditioners, beds and bathrooms facilities.

The last day of our trip started off with an hour-drive going to the Municipality of Del Carmen where the group was greeted by their young and handsome Mayor Constantino Navarro IV. We were also joined by the very energetic DOT regional director of Caraga Letty Tan who led us to the Del Carmen Wharf where we set off in “bankas” to the popular Caub Lagoon and Mangrove sites.

These sites are favorite attractions in the region. It is a huge 4,000 square meter area filled with mangroves that look like they were all trimmed down to an exact height. The Mangrove area is the largest in Mindanao and the second largest in the whole Philippines.

Oh, and let me not forget those mouth-watering food! Everywhere we went, luscious fresh sea food dishes were offered. From huge alimangos, to different kinds of fish, and shrimps, prawns, lobsters. Delicious food that made us forget about our diets.

So if you are tired of the city and would want a totally new adventure, take the Caraga Tour and come home feeling like a whole new energized and prouder Filipino.

mike, that project was made possible through ra gajud sa savings sa LGU. every IRA they allocated 2M intended for the resort development as per info given to us by the SB Secretary last night. ug beleive it or not, LCE gajud ang mangunay ug trabaho. he's a working/hands-on leader gajud. sija pay mo pala. tabang kabot sa pool, etc.

as of now, free pa ang pool but the mayor has already asked an authority from the council to implement minimal fees. so far, 250.00 daw ang rate sa room until ma pass na jud ang exact nga rates.

Next year they are planning to develop the area into a Sports Complex. They will put a soccer field, beach volleyball, basketball, and volleyball courts and its near the bay :D.

thnx for that clarification mars. August 28 is the tentative date for the opening but i dont know kung kasali ba sa opening ang grandstand or ang gym lang muna.

Same comment as the developments in Mabua, and elsewhere in Surigao City. There is no uniform or at the very least common development program to benefit the WHOLE community. IJA -IJA develop inside thier respective walls. sa gawas puro ra kural imu makita. NO master plan so that the developemnt will lead to a common goal of uplifting the WHOLE are without sacrificing the individual wants of the private owners.:bash:

thnx for that clarification mars. August 28 is the tentative date for the opening but i dont know kung kasali ba sa opening ang grandstand or ang gym lang muna.

August 31 na, dungan sa charter day. gikan sa city hall, pagkatapos sa program, and provincial sports complex na sab i-inagurate.
