Top 5 Activities in Surigao - Philippines
Although the long time residents have always known it, it is only now that the beauty and hidden marvels of Surigao are being uncovered by travelers from other parts of the world.

Take a Tour of Siargao Island
Just off the tip of the eastern shore of Surigao is Siargao Island, where wave surfers are heading to in droves.

The island commands an awesome view of the seascape and the surfing waves are among the very best in the world. In addition, Siargao Island is encompassed by a bevy of reefs and several beaches of pure white sand. Even if you are not into wave surfing, the scenery and the beaches will captivate you. There are also other islets in the vicinity making it a perfect place for island hopping as well.

Go into Buenavista Cave
Less than an hour away by boat from the mainland is Hikdop Island, where the famous Buenavista Cave is found.

The Buenavista Cave has been nicknamed the Kings Court because of the extraordinary rock configurations within, which bear the shape of a throne. Alongside the throne are several unusually shaped chambers, stalactites and stalagmites. About 300 feet from the main entry point you will come across the pool filled with water up to the knee.

Del Carmen Mangrove Swamp
Siargao Island is also the site of this beautiful mangrove forest, where an assortment of unique aquatic life forms and other vegetation abound.

The mangrove forest in Del Carmen is truly a sight to behold, as not only do you get to see several types of fish and shrubs and plants of various colors, but there are also water channels in between the trees, making for a truly remarkable visual experience. The sounds of chirping birds and the blowing wind will accompany you throughout the journey, adding to the ambience.

Watersport Activities off Guyam Island
Watersports are becoming increasingly popular with tourists and visitors to Surigao, and the best place to do it is at Guyam Island near General Luna Beach.

From General Luna it will take less than 10 minutes to reach Guyam. What becomes obvious immediately is that the waves around the island are very suitable for a variety of sports activities like parasailing and surfing. Equally beautiful are its beaches, with white sands in profusion and coconut trees all around.

Magpupungko Rock Formation
Found in Pilar, the Magpupungko Rock Formation offers another fascinating glimpse into how nature uses rocks and landscapes to perform works of art at par with a master sculptor.

The striking rock configurations, which resemble basins, pots and barrels, can be found on the walls and limestone flooring. Facing as it does the winds and waters of the Pacific, one gets a feeling of peacefulness and tranquility.

Facing as it does the winds and waters of the Pacific, one gets a feeling of peacefulness and tranquility.

but the church is just one of the institutions in our country. i disagree, it's not the holy function of the church to interfere in the state function to legalise any amusement activity. one of the purposes of legalisation is to devise control. if the church opposes, it just necessarily follows that the church doesn't aggree for the government to control these activities. if i were a priest or a pastor, i would rather exercise my ecclessiastical influence at the pulpit (which is a proper venue) to educate my congregation and establish discipleship within small groups, basic ecclesial communities and the likes. if the "parokyanos" realise it's bad, then good for us. but if they don't, at least the government is there controlling these activities.

CEB kicks off ‘ber months with Halloween seat sale
30% off on all flights

For passengers traveling during the ‘ber months this year, low-fare leader Cebu Pacific (CEB) announces a system-wide seat sale from August 26 to 31, 2009.

The Halloween seat sale gives every Juan 30% off on all domestic and international destinations. This is valid for travel from October 1 to December 16, 2009.

“There is usually a lot of air traffic in the months leading up to December. This is Cebu Pacific’s way of kicking off the season, by encouraging even more Filipinos to travel and visit their loved ones all across the archipelago and the Asian region,” said Candice Iyog, CEB VP for marketing and distribution.

CEB currently flies direct from Manila to 28 domestic and 13 international destinations and from Cebu to 20 domestic and 4 international destinations.

Its other hubs are Davao (direct flights to Cebu, Manila, Cagayan de Oro, Zamboanga and Iloilo) and Clark (direct flights to Cebu, Bangkok, Singapore, Macau and Hong Kong).

“We hope to continue stimulating travel, especially during the semestral break, the Halloween season and, of course, December. Our great value fares less 30% is a very good deal, and we will continue bringing low fares like these to the market,” she added.

Passengers can book their flights through www.cebupacificair.com or the reservations hotlines (02)70-20-888 and (032)230-88-88.

Cebu Pacific is the only airline with Manila-Cauayan, Cebu-Clark, Cebu-Dumaguete, Cebu-Roxas, Cebu-Puerto Princesa, Cebu-Surigao, Cebu-Cotabato, Cebu-Legazpi, Cebu-Siargao, Davao-Iloilo and Davao-Cagayan de Oro flights.

Since its inception in 1996, it has flown over 36 million passengers, making it the third largest low cost carrier in Asia.

Bonok-Bonok Marajao Karajao Festival

A day-long festival highlighting the annual city fiesta celebration. The main feature is the Bonok-bonok, an ethnic Mamanua (IPES) dance performed by the natives during thanks giving, worship and wedding ceremonies.

The introduction to the celebration of the Maradjao-Karajao Festival is the Bulawanon Barangay "Bulawanon" means beautification. Before the Bonok-bonok festivity held, preliminary contest between the 22 barangays of Surigao City and 9 coastal barangays is ongoing to highlight the month-long festivity that livens up to the household of each respective family of Surigao City.

Other activities are street dancing participated by different private government groups using creative costumes, huge floats and entertaining chanting "Viva Señor San Nicolas! Viva Maradjao Karajao!".

Tourism potential aside, Surigao is more importantly home to one of the country's most colorful tribes, the Mamanwas. Known for their creative patterns, brass jewelry and indigenous crafts, the Mamanwas fill the streets dancing during the Bonok Bonok Maradjao Karadjao festival on September 9. Celebrated on the occasion of the feast of San Nicolas de Tolentino, the Bonok Bonok shows the natives' gratitude to their animistic gods for a bountiful harvest and good health.

A collection of antique archaeological diggings like burial coffins jars and antique Chinese kitchen wares discovered in Panhutungan, Placer is on public display at the Surigaonon Heritage Mini-Museum situated at the Boulevard in Surigao City.

HISTORY OF BONOK-BONOK

One of the oldest and still existing tribes in the Philippines is the Mamanwas, who are quite alike to the Negritoes in physical profile. Although forced to settle in the hinter islands because of the arrival of development, they still practiced, however, their customs and traditions. Among these is the faith about “KAHIMUNAN”, a tribal festivity, where music and graceful dancing are typical features. They chant and play accompanied with their instruments, such as: the gimbar (drum), the gong and the bamboo called the “kalatong” and “katik”. A “baylan” or priest preside the celebration as a tribute to their God, “MAGBABAYA” and ancestors for good health and abundant harvest intercessions.

During the “kahimunan” or ancestral festivity, wild pigs, chicken and different fruits are offered to the ancestors. A thanksgiving dance called “BONOK-BONOK” is presented by the different village chieftains and babaeyons. Happiness and friendship are expressed through dancing, shouting and singing. They wave scarves of “BANAY” as signs of good will, wealth and blessings for the whole tribal village.

Thus, Bonok-Bonok is a ritual dance which originated from these early settlers. The rhythm usually starts with a slow beat and slowly gets faster, causing the dancers to work at pace with the music. Adding to the attraction of the dance is the colorful costumes, which includes beaded headdresses or tubaw, bracelets and anklets of the women. The ceremonial dress of the men and women are likewise elaborate in design, and of various colors.
The dance ritual has been brought down through the generations and still being practiced today. In respect to the Patron Saint San Nicolas de Tolentino, the people have already adopted the “Bonok – bonok Maradjaw Karadjaw” Festival which is a reflection of Surigao’s rich cultural heritage.

Held in honour of the city’s patron, San Nicolas de Tolentino, this famous Mardi Gras celebration features street parties and traditional ethnic dance rituals. The day-long festivities take place in the area around the Provincial Sports Complex which is a great place to see the many different dancers perform. This deeply traditional event is a way of asking the gods for excellent health and abundant harvests

taga diin man ini si sr san nicolas de tolentino (surigao parish patron), maglibog ko, ngano ang ang mga ritual sa mga "anito" usually ma associate man permi sa atong mga christian patron ... hehehe ... ngutana lang ....

Dia ra from Wikipedia:

Saint Nicholas of Tolentino (Italian: San Nicola da Tolentino, Spanish: San Nicolás de Tolentino) (c. 1246 — 1305), known as the Patron of Holy Souls, was an Italian saint and mystic.

Biography
He was born at Sant'Angelo in Pontano in Italy, in what was then the March of Ancona. His parents, Compagnonus de Guarutti and Amata de Guidiani, were originally unable to have a child, but after praying at a shrine of Saint Nicholas of Myra, Amata became pregnant, and they named their son after the saint.

At the age of 18, Nicholas became an Augustinian Friar and was a student with Blessed Angelus de Scarpetti. He became a monk at Recanati and Macerata, and at the age of 25, he was ordained. He was a canon of Saint Saviour's. Nicholas had visions of angels reciting "to Tolentino"; he took this as a sign to move to that city in 1274, where he lived the rest of his life.

He became ill and received a vision of Blessed Virgin Mary and Saints Augustine and Monica who told him to eat a certain type of bread roll that had been dipped in water. He started distributing these rolls while praying to Mary. These rolls became known as Saint Nicholas Bread.

He worked as a peacemaker in a city torn by civil war. He preached, worked wonders, healed people, and visited prisoners. He always told those he helped, "Say nothing of this." He received visions, including images of Purgatory, which friends ascribed to his lengthy fasts. He had a great devotion to the recently dead, praying for the souls in Purgatory as he traveled around his parish, and often late into the night.

-------------------------------------------------------

Incidentally, kapistahan silom ni San Augustine. Mao ning mogreet pud ko ug HAPPY FIESTA sa tanan mga GIGAQUITNON :banana::banana:.

Doing Well Economically While Doing Good for the Small Fishers

Written by Glenn B. Batincila, NEDA Caraga
Friday, 14 August 2009

The conduct of exposure trips has long been a major part of the NEDA staff development program in Caraga. The unique opportunities for learning and experience, as well as for nurturing wholesome work linkages with the LGUs of the region are the major considerations when identifying the destinations of these trips.

Last July 30, twenty-five NEDA staff headed by the NEDA Caraga Regional Director Carmencita S. Cochingco explored the Local Government of Placer, a 4th class municipality in the province of Surigao del Norte located 37 kilometers from Surigao City. With the specific objective of learning from local governance innovations of the Municipality of Placer as a 2008 Galing Pook finalist, the exposure trip also looked into the LGU’s opportunities and potentials for improvement.
Launched in 1993, the Galing Pook Awards recognizes innovative projects of local government units. Winners are chosen each year from a wide array of programs from local governments based on positive results, promotion of people’s participation and empowerment, transferability and sustainability, and efficiency of program service delivery.

This year Caraga has proven its excellence in local governance. Doing well economically while doing good for the small fishers has concretely been demonstrated in the coastal Municipality of Placer. In a special ceremony held last February 12 in Malacañan Palace, President Gloria Macapagal-Arroyo conferred the Local Government of Placer as 2008 Galing Pook Finalist with a cash gift of Php100,000.00 for exemplary performance in managing LGU-operated and service-oriented income generating facilities – the Placer municipal port and ice plant projects.

Mayor Chary T. Mangacop of the Municipality of Placer, a recipient of the Presidential Bronze Medal and Plaque with citation as one of the Most Outstanding Municipal Mayors in the Philippines who excelled in Public Service, warmly welcomed Director Cochingco and her staff upon their arrival in Placer Port.

The local government set up a publicly-managed marine harvest service facility that proved profitable and improved even further the capacity of the LGU for other services. “This is something Placernons should be proud of… Our duty is to serve better the people of Placer” Mayor Mangacop emphasized during the breakfast meeting held at the Office of the Liga Ng mga Barangay. The mayor is thankful to the Placernons for supporting his administration. He added that he and the municipal officials would strive harder to achieve more developmental projects in the town.

During the entire one-day visit, the honorable mayor together with his technical staff proudly joined the NEDA team as they explored the Placer Port, Placer Ice Plant, Cagbantoy Beach, Placer District Hospital, Brgy. Mapaso Hot Spring, Municipal Breeding Center and Feed Mill, and the Manila Mining Corporation which has not been operational since 2003.

The Placer Port - A new shipping and fish landing site

Placer Port was completed in June 2003 with a total cost of Php27.72 million under the Social Reform- Related Feeder Ports Development Project implemented by the Department of Transportation and Communication (DOTC) and funded through a concessional loan from the Japan Bank for International Cooperation (JBIC).

As a fishing and shipping port, Placer can service the needs of the various island communities as well as other villages along the coast of Surigao. The project proved to be highly successful. Placer experienced an increased economic activity brought about by increased volume of vessels using the newly constructed/ rehabilitated port and support facilities, thus improving the lives of local folks. Other benefit that can be observed is the increase in accessibility and reduction of additional cost in going in and out of the area as vessels can berth directly to the berthing facilities. Under the administration of Mayor Mangacop, the port generated more than 200 percent increase in income compared to CYs 2003-2006 before his administration.

Placer Ice Plant

To augment local revenues, Placer ventured into the establishment of Placer Ice Plant to cater to the demand of the Placer fishing villages as well as that of its neighboring towns . The project with a total cost of Php11.39 million was conceived as a sub-project under the Community-Based Resource Management Project funded by World Bank and implemented by the Department of Finance.

Income generated from plant operation reached Php4.31 million in CY 2007 and Php8.28 million in CY 2008 - an income so unexpected that Mayor Chary was proud to inform NEDA that for two years the municipal employees received Php22 thousand cash gift on top of the mandatory 13th month pay.

Identification of Opportunities for Improvement

Before proceeding to the Placer District hospital, the group made a short trip to Cagbantoy beach and discussed about opportunities for improvement. Dir. Cochingco was so impressed by the vast potentials and opportunities that the municipality can explore. The group identified, natural resource management like mangrove reforestation/rehabilitation and fish sanctuary, and livelihood technologies like mudcrab, lapu-lapu and lobster culture as some of the opportunities for development.

http://caraga.neda.gov.ph/images/placer4.jpg

Placer District Hospital

Ms. Georgia P. Liwanag, M.D., Chief of Placer District hospital, welcomed the party with gratitude. The Chief of hospital shared information regarding the existing problems that hinder the hospital’s development due to lack of personnel and facilities, depleting income generation and the negative effects of localization of services as a result of the passage of the Local Government Code in 1991. With this concern, Mayor Mangacop sought the assistance of NEDA to help revise the Local Government Code by returning all district hospitals under the management of the national government.

http://caraga.neda.gov.ph/images/placer5.jpg

Mapaso Hot Spring

The next stop of the group was Sitio Mapaso in Barangay Magsaysay, about three kilometers from Placer Poblacion. After a fifteen minute walk from the national highway, sulfuric hot springs which flow from a group of natural pools covered the periphery of the site. The NEDA staff eagerly experienced getting contact with boiling water flowing out from the ground and gently forming miniature pools.

With a backdrop of scenic mountains, Mayor Mangacop conceived the idea of developing the site as a tourist destination particularly for Japanese and Koreans. In support, Director Cochingco encouraged the mayor to prepare a comprehensive proposal and committed to assist in looking for funding for the project.

Small-scale Mining

Near the vicinity of Mapaso Hot Spring, the group passed by a series of mini gold ore processing plants, mini ball and rod mills and mineral ore stockyards operated by local residents. Aside from non-payment of proper taxes to the LGU and having no corresponding government permits and Environmental Compliance Certificate, it was observed that toxic materials like cyanide and mercury needed to extract gold are disposed by these plants. Local residents admitted that toxic chemicals are just allowed to flow into makeshift tailings dams from which they often leaked into surrounding creeks and waterways.

http://caraga.neda.gov.ph/images/placer7.jpg

Municipal Breeding Center and Feed Mill

Mayor Mangacop then led the team to the mini farm operated by the Municipal Agriculture Office. The one hectare farm is equipped with dilapidated twenty-five sow level municipal breeding center with biogas digestive chamber and a feed mill. Director Cochingco shared the desire of Mayor Chary to rehabilitate the facilities and turn it into an income earner for the municipality. She suggested to the honorable mayor to prepare a project proposal for the rehabilitation of the breeding center and feed mill to be funded under the Kennedy Round 2 Program which is currently being implemented by NEDA 13.

Placer came up with another innovative idea to provide better market support to its farmers’ produce. A bagsakan or trading center is already nearing completion in front of the mini-farm. This will provide a venue for fresh and locally produced agriculture and fish products offered for sale in retail and wholesale quantities at affordable prices. It seeks to contribute to poverty reduction by strengthening the capacity of small farmers to participate more effectively in markets for organically produced products.

http://caraga.neda.gov.ph/images/placer8.jpg

Proposed Farm-to-Market Road Project

The tour moved on to Brgy. Sta. Cruz for the proposed farm-to-market road project endorsed by the Caraga Regional Development Council (RDC 13) through RDC Resolution No. 38-k, Series of 2008 and for funding from the Regional Energy Share through Energy Regulations No. 1-94. With a total cost of Php1.20 Million, the project will serve as an access road for the proposed Surigao del Norte Provincial hospital and for farmers to transport their crops and other agricultural products.

Manila Mining Corporation (MMC)

After having lunch with the Mayor, the tour proceeded to the most awaited part of the trip –the controversial Manila Mining Corporation.

The management welcomed the visit and presented a short company history, the major MMC facilities, some basic mining procedures and processes, MMC environmental conservation activities as well as its contribution to the Philippine Economy.

MMC started work at the Placer Project in the mid 1970's, producing, until 1982, a total of 82,683 tonnes of ore averaging 7.46 grams of gold per ton. Mining method switched from underground to open- cut mining by late 1982. It has contributed significant revenues to the national and local governments in the form of taxes, fees and duties.

The highly publicized mining accidents at MMC helped paint a most negative image of large-scale mining in the minds of many Placernons. Placer community suffered three cases of mining accidents associated with the MMC. In July 1987, there was a dam failure resulting in a spill of an unknown quantity of cyanide tailings causing fish kill. In September 1995, a dam foundation failure at tailings pond no. 5 occurred due to heavier than normal rainfall. Fifty thousand cubic meters of released tailings led to coastal pollution. Then in April 1999, yet another tailings spill from pond no. 7 occurred, again due to heavy rains. This resulted in the release of about 700,000 tons of cyanide tailings and the burial of 17 homes. In 2003, MMC stopped operations. Thereafter, activities have been limited to exploration, securing the Company's assets, community development program and environmental conservation activities.

After a short presentation, the group explored a number of tailings ponds, waste dump sites and major processing plant in the company’s premises. Under the MMC care and maintenance program, the company successfully rehabilitated a number of tailings ponds and waste dump sites by reforestation and installation of silt barrier dikes. The application of Mycorryzal fungi to enhance growth of Acasia Mangium, Acasia Aure, Rain tree, Narra , Falcata and Magkono in marginal and mine waste dump areas and the introduction of Vetiver grass, a high rooted grass, and Citronella grass (raw material for valuable essential oil) for slope stabilization have proven successful in their rehabilitation efforts.

Manila Mining has completed an exploration program that involved intensive drilling of twenty holes in 2007 and another fifty-one holes in 2008. It is moving fast to reopen to take advantage of the increasing prices of the precious metal. The MMC is optimistic that it will reopen around the end of 2010.

http://caraga.neda.gov.ph/images/placer9.jpg

Exit Conference

Debriefing was held inside the company’s conference hall to share the staff’s impressions and discuss their experiences during the trip. Director Cochingco stressed that mining should be pursued with strict monitoring and implementation of environmental regulations and that right local taxes should be imposed and collected from the mining companies. Mayor Mangacop was pleased that the MMC will soon begin its operation and hopeful that NEDA will help Placer in their pursuit for increasing municipal income and decreasing dependency on Internal Revenue Allotment.

Before departure, Director Cochingco expressed her gratitude to the Local Government of Placer for accommodating the exposure trip and for the benefit of the valuable experience and lessons learned that the staff found relevant in their personal and professional development.

Philippine Airlines may cut jobs, reduce flights

http://www.gmanews.tv/story/170857/philippine-airlines-may-cut-jobs-reduce-flights

Philippines Airlines (PAL) announced it may cut jobs and may mount fewer flights after posting multi-million dollar losses at the end of its fiscal year in March.

“Decisive steps" will be taken to help PAL survive the crisis after the Lucio Tan-owned airline posted $301.4 million in losses as of end-March this year, the company said in a statement.

These steps include cutting its workforce and realigning operations to match demand, the company added.

Management will offer early retirement packages for its employees as a way of enhancing productivity and reducing costs, Jaime J. Bautista, PAL president and chief operating officer, said.

The company is currently reviewing its entire organizational set-up to make the workforce “lean and mean," he added.

PAL shares the same predicament with giant airlines whose operations were severely hit by the slowdown in passenger traffic.

PAL, which claims to be Asia’s first airline, is also set to mount lesser flights to US, Canada, Japan, Hong Kong, and Australia.

“Seven percent of the airline’s total capacity would be reduced effective this month until March 2010," Bautista said.

However, flights to domestic destinations will be increased.

The company is “eyeing new destinations either through charters or regular scheduled operations," Bautista said.

Besides expecting the delivery of brand new and fuel-efficient Boeing 777-300ERs, the company is also in the final stages of refurbishing its current fleet of wide-bodied aircraft to feature a bi-class configuration, new seats, and state-of-the-art entertainment systems.

In the meantime, PAL shareholders approved a quasi-reorganization plan, reducing the par value of PAL shares to P0.20 from P0.80 per share. It will also increase its authorized capital stock from P16 billion to P20 billion divided into 100 billion shares at P0.20 per share.

During the period, PAL’s revenues rose to $1.634 billion, from $1.504 billion the previous year. Revenues rose because it transported more passengers after the company bought additional aircraft.

However, the cost of operating more flights, which involved higher maintenance costs and compounded by record-high fuel prices, raised expenses to $1.9 billion from $1.539 billion the previous year.

Fuel comprises 44 percent of PAL's operating expenses.

When the global crisis led to a travel slump in the latter part of the year, PAL's passenger load factor fell to an average of 76.2 percent, three points lower than the previous year.

PAL also reported paying $165.4 million in principal and interest to its creditors, bringing to $2.4 billion the total paid amount from March 1999 to March 2009.

With the protracted recession, the International Air Transport Association said its member-airlines are bracing for $9 billion in total combined losses by the end of the current fiscal year.

and this is the reason why AirPhil will be gone forever.

PAL looking to trim staff, operations

PHILIPPINE AIRLINES, Inc. (PAL), which over a decade ago was forced into receivership by the Asian crisis, is once again facing a fight for survival, its president yesterday said.

Burdened with debt and ballooning costs, the company is now looking at various options, including selling aircraft, reducing flights, and letting go of employees. It is also on lookout for potential white knights who can ease its financial woes, PAL President and CEO Jaime J. Bautista said.

"We will take decisive steps like rationalizing [our] workforce, realigning operations to match demand and other cost-cutting measures to survive the crisis currently plaguing airlines worldwide," he said.

In a statement, PAL quoted Mr. Bautista as saying, "Extraordinary times call for extraordinary measures."

PAL lost $301.4 million for its fiscal year ending March 2009 as a result of higher expenses brought about by the cost of operating more flights and last year’s record-high fuel prices. Fuel accounts for 44% of the airline’s expenses.

The carrier earned $30.6 million a year earlier.

Revenues went up slightly to P1.6 billion but were not enough to cover operating expenses of $1.9 billion, up from $1.539 billion the previous year. Total liabilities also went up by almost a fifth to $869 million, while total assets decreased by $60.6 million to $1.971 billion.

Mr. Bautista told BusinessWorld the company was considering offering early retirement packages, executive pay cuts, and giving workers "breaks for a few days."

"There is still no definite program how to address this. Normally, when you make decisions to reduce manpower, you look at other possible measures first. [Reducing our employees] is the last recourse," he said.

The airline currently has more than 8,000 employees.

Mr. Bautista said PAL had adopted various measures to cut operating expenses, including the reduction of international flights.

Flights to Los Angeles, for instance, are now down to seven per week from nine, while those for San Francisco have been cut to seven from eight per week.

Next month, PAL will reduce its Vancouver flights to just five per week from daily.

While the number of domestic passengers rose by 17% during the first quarter, the number of international passengers slipped by 8%, mostly because of slowing demand from the US.

The airline will also sell a Boeing 737 to raise some $8-10 million. While it will push through with the delivery of Boeing 777-300ERs this year, Mr. Bautista said plane purchases were on hold.

PAL shareholders yesterday approved a quasi-reorganization plan, reducing the par value of the firm’s shares to P0.20 from P0.80 per share. It will also increase its authorized capital stock to P20 billion from P16 billion, divided into 100 billion shares at P0.20 per share.

"The airline reduced its par value to attract investors to invest in PAL. Hopefully the present shareholders will put in equity," Mr. Bautista said.

Outsiders may be invited to buy new shares, he said.

Tobacco tycoon Lucio Tan owns 86% of PAL.

"There is still no definite figure as to how much [in new shares will be] sold. We are also closely working with our financial advisers to tap the debt market but credit is quite tight right now. There is no definite plan how much we might borrow," he said.

PAL in 1998 was forced to file for receivership, citing the impact of a the Asian financial crisis. It returned to profit in 2000 and was declared in financial health two years ago.

"Hopefully the 1998 incident will not happen again but right now the company is working on a rationalizing program. We have tightened our belt in PAL [because] we really need to [cut costs]. This is another challenging year and hopefully the market rebounds and we will able to generate the cash," Mr. Bautista said. — K. J. R. Liu with JF

Riding the Waves

Written by Willy Rodolfo III / Business Mirror

For many people, hearing the word Siargao conjures images of roaring waves and surfboards under the bright sun.
But the island is more than just the proverbial surf and sun. The islands surrounding Siargao and the Caraga region in northeastern Mindanao remain hidden, waiting to be discovered—breathtaking nooks and lagoons seemingly taken out of a Tolkien book; soaring cliffs and tranquil lakes—ready to take their rightful place as one of the country’s best tourist attractions.
“We want to show that Caraga is more than just Siargao,” Department of Tourism (DOT) regional director Leticia Tan told the BusinessMirror. “We are a region of culture, adventure and nature.”
The director has reasons to be proud. No other destination in the country can boast of a recorded history of thousands of years, still-unspoiled wonders and the sheer majesty than Caraga.
The region, part of the tourism belt of the Central Philippines Super Region, now has a fledgling tourism industry. It already boasts an exclusive lagoon resort that is becoming popular among Korean honeymooners, a world-class surfer’s paradise in Siargao and vast lagoons where tourists can swim alongside millions of non-sting jellyfish within two hours of each other.
In 2008, the region’s consolidated tourist arrivals hit 385,000, up by 23 percent from the previous year. This despite limited access to Manila, and inadequate access from the nearest hub in Cebu. It is still far from Cebu’s 2.1 million consolidated arrivals in the same year, but Tan said getting a significant slice of their neighbor’s arrivals would be a huge success for this region in the unfortunate perennial backdoor of Mindanao.

http://businessmirror.com.ph/images/stories/Daily_Images/2009/August/0828292009/pers-pic01.jpgWITH only around 10 wellappointed super exclusive villas(top left), Club Tara resort in Butas Grande is slowly becoming a honeymoon destination for Korean couples. PHOTO BY DESINATION SPECIALISTS CEBU
The region, composed of the Agusan and Surigao provinces, as well as the mystical Dinagat province, is accessible through its three airports in Dapa, Siargao, Butuan City and Surigao City and through an adequate network of highways to key Mindanao cities like Cagayan de Oro and Davao. There are ongoing plans to bring in more flights and more shipping routes to the region, Tan said.
After a recent visit to the region by Cebu-based tour operators and journalists, Tan reported that the local tour operators were visibly excited, adding that efforts by local officials for many years are starting to bear fruit.
“We believe our time has come and our people are ready,” she said.
More than just surfing
Siargao is the crown jewel of Caraga region. But while most of the passengers coming into the Siargao airstrip are tugging surfboards, Siargao and its people are also making an effort to offer more into their basket.
Pilar town, due north of the surfers’ hotbed of Cloud 9 in the municipality of General Luna, is slowly becoming a magnet for game fishing. Its last tournament in May drew anglers from America to Asia. Even tuna capital General Santos City sent a team to the international game fishing tournament. The winner was a 120-kilogram marlin caught just off the coast of the island.
Without a single hotel in the town, the local residents, including the mayor, have opened up their spare rooms for tourists in a home-stay program that is slowly becoming a model in the country.
Del Carmen town, an hour away from General Luna, is laying the groundwork for its main attraction—an 8,000-hectare mangrove forest that is the biggest in Mindanao.
“The tourists have been a long dream of our people and now it has become a reality,” Del Carmen Mayor Constantino Navarro IV said. The town has established a tour of the huge forests culminating in the tourist center in one of the coves.

http://businessmirror.com.ph/images/stories/Daily_Images/2009/August/0828292009/pers-pic03.jpgONE of the attractions of Siargao is the huge mangrove forest. Activities include kayaking through these forests.
Accommodation is already set in Siargao with accommodations like Bayud Resort and Pansukian ready to accommodate the higher-end market.
For Gerry Degan, owner of world-famous Sagana Resort, Siargao has the waves not offered by just any other island anywhere else.
“For surfers, Siargao is still the place to be. The waves here are just spectacular,” Degan said.
In fact, world-renowned sport apparel Billabong will title-sponsor for the third time the Siargao Invitational Surfing competition next year. Degan, the organizer of the event, said 48 surfers, including 36 of the world’s best, will be in Siargao for the tournament.
Degan said a lot of families are descending into the island for a weekend getaway while the kids go to surfing. While foreigners still make up most of the arrivals, the number of locals is growing.
“You can see the effects on the community. Before, children aged 14 would just sit around drinking tuba. Now everybody has a surfboard,” Degan said. “The biggest drawback is many locals kids would go surfing than go to school.”
Aside from being a healthy sport, many Siargao kids have become surfing trainers, easily taking home P1,000 on a regular day.
At the Billabong-Siargao Invitational Surfing tournament last year, a local boy Edito Alcala defeated the world’s best and pocketed close to P500,000.
“This becomes an inspiration for everybody and where you see the positive effects of tourism and surfing to the local community,” Degan said.
The mainland
The region’s biggest city, Butuan, is considered the seat of civilization in the country. This claim is backed by the discovery of balangays during a government ditch project in the 1970s.
The boats were carbon-dated to as early as 300 AD—a sign that an advanced community, capable of trans-Asian travel and international trade, was already existing in the region more than a thousand years before Magellan landed in Masau, Butuan, for the first Mass (still contending with Limasawa, Leyte, up to the present).
The name Caraga comes from many lores—it was the supposed name of the ancient kingdom in the region named Karagan. It may also come after the Visayan word “kalag,” meaning the region was full of spirits.
The spirits must have been generous to the people of Caraga, given its wealth of natural resources. And its people are known for their warmth and hospitality.
Just a two-hour drive from bustling Butuan City is the tranquil 15,000-hectare Lake Mainit, the deepest lake in the country at more than 230 meters deep.
The lake recently became a key destination for roadsters in Mindanao, thanks to the investment of the Almont Lakeside Hotel, just by the lake’s shore.
Nestled at some 50 meters above sea level, Lake Mainit is now starting to grow a following at least within the affluent circles of northern Mindanao for the fishing activities in the area.
The cove
Sorsogon may have its tourists swimming with whale sharks. In Sohoton Cove in Butas Grande Island, tourists can swim, touch and even have their pictures taken with millions of nonsting jellyfish.
Butas Grande is just 20 minutes from Claver town in Suriago del Nore (three hours’ drive from Butuan City). Its main attraction is Sohoton Cove with its blue-green waters and solid rock cliffs packed with virgin forests. Eagles glide in the sky to welcome guests.
Sohoton comes from the Visayan word “sohot,” meaning to sneak in, as visitors, especially at high tide, literally have to duck and weave among stalactites in the cave entrance into the cove.
Entry into the cove itself is like being transported back in time. At the back and top of imposing cliffs are freshwater lakes the size of football stadiums, which until the present remain pristine.
Dhodo Ajoc, the officer of the tourism center established by the people of Socorror town in the cove, said visitors can see at least five species of eagles and countless other animals.
“Our members used to be fishermen and loggers in the cove until we realized the treasure that we have,” Ajoc said. “We have grouped ourselves and dedicated our time to protect our jewel.”
The jewel of Sohoton is perhaps its jellyfish lagoon. A kayak ride through the winding mouth of the cove leads to a small lagoon inhabited by millions of non-sting jellyfish.
Tourists can see jellyfish—brown, purple, lavender, blue, transparent ones—from the boats. The braver ones can jump and wade in and feel the gelatinous creatures slamming into the body. Tourists can also scoop one for a photo op.
The international market has started to take note of the potential. An exclusive Korean-owned resort, Club Tara, has opened in one of the lagoons offering honeymoon suites with a breathtaking view of the lagoons and its cliffs greeting guests each morning.
“Our guests are mostly Koreans looking for a holiday and adventure,” Club Tara owner Sing Hoon Kang said. “They always say they seem to forget they are in the Philippines.”
In her speech before local tour operators in Butuan City, DOT Central Visayas director Patria Aurora Roa said the Central Philippines Super Region has a great chance of capturing the international market because of the diversity of destinations it can offer.
“Caraga can now ride in the coattails of Cebu by tapping the tourists that arrive in the region,” she said.
Her counterpart from Caraga, Director Tan, said her region and Mindanao must rise to meet the challenges in order to succeed.
“We cannot just sit down. We need to get up and move forward,” she said. “Caraga has a lot to offer and its people deserve to benefit from their efforts in preserving their environment.”
