BC place is already surrounded by the CBD, yaletown and concord pacific... when these plans are realized, this could literally be the most urban stadium in North America! My only problem is with the uniform height of all the masts, which kinda works against the domed stadium roof and looks really flat in elevation. Maybe more of the weight of the stadium could have been borne by increasingly taller masts on the sides, with shorter ones at the end, so that we'll see a dome effect from some views and a saddle shape from others. Place Stadium through condo sales has all the makings of another athletes’ village fiasco, says an NDP critic. “It’s basically the same business model as the [failed] athletes village: condos paying for a development,” NDP tourism critic Rob Fleming said Thursday. “At a time when there is a saturation in the inventory of condos, placing your business plan on the sale of those is risky." Funding for the stadium’s new roof appeared as a line item in the 2009-10 provincial budget which was unveiled on Tuesday. The original plan for the new roof, outlined last May, would not have required taxpayers to pick up the tab. David Podmore, chairman of the B.C. Pavilion Corp., which runs B.C. Place, said then that the project would be funded by selling the rights to build highrise condos around the stadium. “We are confident, obviously, we can do it with the business that we can generate,” Podmore said. No official cost was attached to the project at the time, but initial estimates suggested the figure would be in the range of $150 million to $200 million. Fleming said the public hasn’t been told why the amount has almost doubled. He said the situation was similar to the Olympic Athletes Village situation in Vancouver, where city council has approved borrowing $400 million to cover cost overruns and keep construction from halting. The village was to be paid for through condo sales. Finance Minister Colin Hansen said the B.C. Place roof and other upgrades to the stadium will be paid for over a three-year period. “The cost of the new roof is built into the capital plan,” Hansen said. “The cost will be recovered eventually through real-estate sales.” B.C. Place has been given approval for 1.4 million square feet of development space, of which half would be residential half commercial. Howard Crosley, B.C. Place general manager, said the government is taking out a “bridge loan” which allows the improvements to go ahead. He has been informed that the residential real estate market is not good at the moment. “The commercial market isn’t great, either,” Crosley said. “We’re waiting a bit to see how the market improves. If the market is not right, we’ll just hold off until it improves. It just means the loan will be carried further.” Crosley said he is confident the entire amount will be paid back in the end. Crosley said the new $365-million cost will include renovated corporate suites and improved seating, disabled access, washrooms and concession stands. Those improvements will be completed in time for the 2010 Olympics. The stadium will be the site of the opening and closing ceremonies and for nightly victory ceremonies. I totally agree and i like your idea! Most likely the plans will be difficult to change at this point - oh well. I imagine different mast heights would make the project much more complicated and expensive. Initially i hated the masts, but they're growing on me now that i realize its the cheapest way to get a decent roof. To be fair lets say effectively 11 games a year. How many games will be played when it is raining in Vancouver. Since most games are in the summer and fall I would have to say on average 3-4. For conservative calculations lets say 4 rainy days where the roof will be closed. That leaves us with 7 games a year. To be optomistic the roof will lead to 10 000 more fans a game on open air nights. That is 70 000 fans for the season. They will be cheaper seats since the lower bowl is already almost sold out. So 70 000 multiplied by the average ticket=1.4million, divided by 140 million for the roof, equals $140 000 000/$1 400 000= 100 years to generate enough extra business to pay the roof off. Of coarse the above calculation does not include the present value, which would make the time period over 100 years. Some will say, what about soccer. Well when the decision for the roof was made, the whitecaps were looking to have a waterfront stadium, so the revenue stream from soccer can not be included for argument sake. Overground March 28th, 2009, 03:26 AM Let's not forget too that even if it's raining and the roof is closed it's still partially an outdoor stadium that will offer lots of movement of fresh air and light. I think some are forgetting that when the roof closes it's still open around the edges. There is the large gap going right around the stadium between the roofing and the stadium ring beam. This could be seen as an attractive selling point to whomever is interested in renting the space. There's the question if this space will be wrapped all the time but air and light are still going to get in. Where else can you find a stadium with an inflated dome? And it just looks so damn cool! They are all over NA. Here in Indy we just demolished our inflated dome. Most people found it to be an interesting structure of the city's history, but in general, an eyesore. It was replaced with a classic brick and stone stadium. This dome isn't unique in the slightest. Construction on the downtown Vancouver stadium was expected to start soon after it serves as host for the opening and closing ceremonies of the 2010 Winter Olympics, and was part of a larger overhaul of the facility that was expected to be finished by the summer of 2011. But a source told Global News on Tuesday that the roof replacement may no longer be a key government priority and it may be forced to pull its funding in the current economic climate. It means the project could face some serious delays or be cancelled altogether, the report said. The provincial government unveiled plans in May 2008 to replace the fabric cover on the 26-year-old BC Place Stadium with a retractable roof. Officials began looking at replacing the air-supported roof after a January 2007 storm caused it to collapse like an imploding souffle into the 60,000-seat facility, flooding the field and damaging seats and luxury boxes. It took crews about two weeks to re-inflate the fabric. “We could do it at a time post-2010 when we think that the budgets will be better,” Premier Gordon Campbell said in May 2008. "We wanted, actually, to take the time to both do it right, to get the best value, have the most competitive bidding process.” On Tuesday, while the B.C. government wasn’t willing to go as far to say the project is dead, it did concede that there are issues surrounding the bidding process. “I think (the project) will have been delayed because . . . the bidders have agreed to hold their bids in place longer than anticipated,” B.C. Tourism Minister Kevin Krueger told reporters in Victoria. Delays to the upgrade could also jeopardize the city’s hope of landing a Major League Soccer franchise. The Vancouver Whitecaps was awarded the league’s second Canadian franchise in March based on a bid that included a refurbished stadium. “That won’t be a great scenario for us,” Whitecaps president Bob Lenarduzzi said of the possible delays or cancellations. “The fact that it was going to be an open-air stadium was something that was very appealing to the MLS.” The world-class retractable roof, to be modelled on a design now used in Frankfurt, Germany, is part of an ambitious redevelopment scheme for BC Place and the north shore of False Creek. It was also scheduled undergo a major facelift, starting with renovated corporate suites and improved seating, disabled access, washrooms and concession stands. The stadium is primarily used for the B.C. Lions football team, as well as for concerts and trade conventions. The football team was not willing to comment on the issue on Tuesday. PavCo, the provincial Crown corporation that operates the stadium, also did not comment, only saying it is in the final stages of the bidding process. "It's a complicated world we're in right now. It's a very expensive project a very large project and we're in very challenging economic times," Krueger told reporters. "The business plan is being analysed by Treasury Board, and that isn't complete yet, but I expect to have more definitive answers for you within the next few days," he said. His comments sent shock waves throughout the political and sporting worlds. New Democratic Party leader Carole James said she believes the government is getting ready to scrap the project, a decision that could threaten the status of the Major League Soccer franchise recently granted to the Vancouver Whitecaps FC. "All of the renovations to BC Place were key in Major League Soccer awarding Vancouver an expansion team," MLS senior vice-president Dan Courtemanche said from the league's New York headquarters. "If things change, we'd have to address that. Clearly it's something that would be addressed by our commissioner and the league's board of governors," Courtemanche said. He said the league has never withdrawn a franchise once granted, and there's no clear policy for such an event. The estimated $365-million stadium upgrades, which include the new roof, are supposed to be complete by the spring of 2011, when the Whitecaps are to begin playing in the MLS. When asked if a new stadium would still proceed and be ready on time, Krueger said only: "I think so." When asked if that includes a retractable roof, Krueger responded: "The existing roof could be replaced. The retractable roof is certainly preferred by a lot of the people who are engaged in this whole process." Whitecaps president Bob Lenarduzzi said he had heard no official word that the project is in jeopardy, and that he remained optimistic it will go ahead as planned. "I'm feeling very confident that at some point we'll get an official announcement that the process is moving forward," he said. "I would be absolutely shocked if it were any different than that." Earlier this week, PavCo, the provincial Crown corporation that operates the stadium, said the bidding process for the project had been delayed because of the complexity of the bids. Warren Buckley, PavCo CEO, added, however, that the delay "has nothing to do with the project and its viability" and that all the funding appeared to be on track. "I think we're in good shape," Buckley said, adding that workers have already begun pouring cement for a ring beam that will hold the new roof in place. "We're moving on." PavCo has said it hopes to recover more than $100 million through the sale and lease of land next to the stadium, which could accommodate a total of 1.4 million square feet of residential and commercial space. It was not clear what effect the recession has had on the viability of that plan. Provincial government pondering idea of building new stadium and massive downtown redevelopment project with a P3 By Miro Cernetig, Vancouver Sun columnist August 28, 2009 12:01 AM VANCOUVER — Faced with having to spend $360 million of taxpayers’ money to put a retractable roof on BC Place Stadium, the Liberal government has begun exploring another option. Why not throw the massive redevelopment project open to the private sector, using Premier Gordon Campbell’s favourite development model — a private-public partnership deal? And as the government ponders that so-called P3 possibility, it’s now leading to even larger questions being asked behind closed doors. Why put a $360-million retractable roof on BC Place Stadium at all? If the private sector is willing to share the risks in a public-private partnership, why not revisit the idea of building a waterfront soccer stadium, with hotel and convention space? That could revive the dream of billionaire Greg Kerfoot for a waterfront soccer stadium for the Vancouver Whitecaps. That in turn opens the possibility of using BC Place Stadium, now three decades old, for other events, such as conventions. Or even tearing it down. And that provincial land around the old stadium could be used to build up office, retail and entertainment complexes that could create a brand-new entertainment district in downtown Vancouver. Nothing is firmed up yet. But what’s being blue-skied here at the top level of the Liberal government could be the largest urban land development project in Vancouver since the buildup of False Creek after Expo 86. It’s also reminiscent of how major stadiums are built and financed in the United States. And why not? It may not all pan out, but the thinking is bold. The 2010 Olympics offers another moment, like Expo 86, for Vancouver to transform itself. After Expo 86, the False Creek lands were built into a residential development that energized the city and helped the city win international recognition. The redevelopment of the underutilized waterfront north of Gastown and land around BC Place would do the same thing. Such big ideas aren’t without risks, of course. In P3s, the government ultimately backstops the deal if it goes sour. There would have to be some serious modeling here. But the Liberals believe in P3s, the models used to improve the Sea to Sky Highway to Whistler and the Canada Line connecting Vancouver to Richmond and the international airport. Moreover, many members of the provincial government would love to keep massive redevelopments such as a retractable roof off the government’s books and out of the hands of its Crown corporations. Many still remember the Vancouver convention centre expansion, which was built by a Crown Corporation and cost almost $900 million, double the original budget. So far, the Campbell government’s P3 projects have come in on budget and on time. Oddly, the debate about offering the redevelopment of BC Place Stadium and other lands to the private sector has come out of the government’s current budgetary crisis. How, the cabinet asked itself, can the government possibly justify a massive, $360-million splurge on a roof when its revenues are tumbling by the billions, services are being cut and the HST is being leveled on consumers? That led to the idea of considering BC Place’s new retractable roof as a P3. In turn, that has led to exploratory discussions whether Kerfoot, the owner of the Whitecaps, or other investors, may be interested in taking a major stake in a major development. In return, investors would take a share of revenues from the stadium as well as surrounding real estate developments. It’s unclear to what extent some property might be privatized or whether the government would retain shares in some or all of the property. The provincial government is also hoping that a major corporation may buy the rights to put its name on a completed stadium, whether it be BC Place or a new soccer stadium. Such a branding opportunity could be worth $25 million or more. This is a huge, still fuzzy idea, of course. But the government believes that a private-sector proposal roughing out what is possible could be sketched out in a matter of weeks or months. Without private-sector proposals for a P3, some key cabinet ministers say the retractable roof for BC Place will have to be delayed or cancelled. Not everyone loves P3s, of course. But if this idea— or even a part of it — is realized it may be good politics for Premier Gordon Campbell, who is watching his popularity drop like a rock. First, it would create thousands of jobs. It’s estimated the construction of a retractable roof, for example, would create 1,500 person years of jobs on-site and another 1,500 in spinoffs. The construction of buildings of residential, real estate and office buildings surrounding BC Place is expected to generate 5,500 person years of jobs. The construction would get underway shortly after the end of the Olympics next winter. That would give a much needed boost to the sagging B.C. economy that would stretch into 2013. Guess what’s scheduled for then? Yes, the provincial election, in which the premier said Thursday he will be seeking a fourth term. Will there be private-sector buyers for this idea during the Great Recession? Hard to say. Recessions do end, though. And with the 2010 Olympics only five months away, there’s one thing for sure. But with technical challenges arising (as BC Place wasn't designed for anything but an inflatable roof like the one it has today requiring additional supports that originally thought) which have rumoured to have increased cost of the new roof far beyond $360-million it simply wouldn't be worth it to spend that money on a old facility. This new stadium idea sounds fantastic, but I really don't want to see just more condos at where BC Place is today. Rather there should be a focus on entertainment, retail, and office for the site....and perhaps a large landmark that is visible on the skyline just like what the roof of BC Place has provided us for the last three decades. A new stadium on the waterfront or even a new stadium with a smaller footprint on the BC Place site would be great. (but that would mean $65-million in investments we made to enhance BC Place in time for the Olympics would be lost) It's a shame they didn't think of any of this way earlier so we could have something better to show the world for 2010. We need a large capacity stadium somewhere downtown, it being the nodal intersection of public transport. The proposed waterfront soccer stadium would not fit the bill for football or other big events. I'm for upgrading to a retractable roof at BC Place, because of the money already invested there and for sentimental reasons, but with investor funds and with sale proceeds of adjacent property, not taxpayer dollars. The price tag includes construction of a temporary facility, probably at the Pacific National Exhibition in east Vancouver, for the B.C. Lions football team and the Vancouver Whitecaps soccer team until the new stadium is ready in the summer of 2011. "This building will be ready and shiny and polished up by the Grey Cup in 2011," Podmore said. The massing is completely unimaginative... 2 fat rectangle towers on another rectangle, brilliant. The big box podium is one round of value-engineering away from looking just that. I have no interest in wasting that site on an inward looking podium with no exterior glazing that looks like a parking garage. It also should have been broken up mid-block to allow some kind of atrium/concourse connection to the statium. They could easily fit 3 or 4 taller, slender towers on the site. The steel cable system that has held the roof in shape since 1982 will be sent to ABC Recycling in Surrey for recycling. That's not that expensive considering that the New Yankee Stadium is $1.5 billion. A generic off-the-shelf type stadium like the one in the outskirts of Phoenix can cost less than our new roof, but those really can't be compared to a custom modification of an existing stadium in a tight urban location, especially in Vancouver where everything including labour costs more. Personally I have yet to see a solid estimate of when the project is supposed to be finished so I guess we'll have to play the good old waiting game. Lions or Vancouver Whitecaps game to open up a flashy new BC Place Stadium around Sept. 30. PavCo announced Monday the stadium's $563-million renovation project which includes a $240-million retractable roof will be finished by Friday, Sept. 30 and the two teams have already held a coin toss to see who plays there first. The winner won't be known until the Canadian Football League and Major League Soccer release their 2011 schedules. MLS plans to release its schedule on Thursday. A likely scenario would see both clubs play in BC Place that weekend. "You could have a sporting event there on the 30th or the first or second of October," PavCo chair David Podmore said Monday, when asked if a sporting event would open the new stadium on Sept. 30. The Whitecaps beat the Seattle Sounders 2-1 in the first event held at BC Place on June 20, 1983. Whitecaps president Bob Lenarduzzi said the club is excited to finally have a "definitive" opening date for a renovated BC Place. If the Sept. 30 opening date holds, the Whitecaps and Lions would play at the temporary Empire Field stadium before switching to BC Place for the final three or four games of their regular-season schedules. The 2011 Grey Cup will be held at BC Place on Nov. 27. Podmore said PavCo originally planned to wait until March before announcing a completion date but construction has progressed well recently, giving officials confidence about the early-fall deadline. "We had to see the steel in place and the major cable installed before we could give a confident date," he said. Builders installed the last of 36 steel masts and compression beams a month ago and are now installing a cable-net system to support a new fabric roof. Podmore noted the Sept. 30 date is still dependent on weather, with high winds being the most likely problem that could force delays. A PavCo news release said completion could also be affected by "other factors beyond our control" but Podmore would not provide any specific examples. The labour contract for BC Place workers expires at the end of May but Podmore doubts that would affect stadium construction. "We've had great cooperation from the union and a good relationship there," he said. PavCo documents once indicated the stadium would not be substantially completed until Nov. 1, but Podmore stressed those documents are five months old and out of date. "At that time, we hadn't had the full experience of getting the steel in place so we were giving ourselves lots of room in the event we had difficulty with the erection of steel or incidents of weather that delayed construction," he said. "We're past that." Podmore expects PavCo to complete a naming rights deal for the new stadium within six to eight weeks. It wants a $50-million deal about $2 million a year for 25 years for the rights to put a corporate name on the upgraded facility. "We've seen great interest and we're now receiving final proposals from interested parties," Podmore said. "You won't be surprised at the names. I believe last year when they held the game in Pittsburgh, the temperature was about 10 degrees Celsius. The problem in the rink was caused by rain, since the stadium had no roof to speak of. I have to say it's a fairly elaborate structure for a stadium that will only seat 54,500 people. That's only half the capacity of the world's largest stadiums, but I suppose professional sports aren't the big phenomenon in Vancouver like they are in other cities around the world. I have to say that the interior turned out to be so much better than what I expected. Now the only thing that remains to be seen is how the soccer mode looks like tomorrow, with the first tier roof and the retractable endzone seating. Also, I think the screen size is just perfect. The ones in Cowboys Stadium are ridiculously oversized to the point of looking gimmicky.
