MANILA, Oct. 27 (PNA) -- The Department of Labor and Employment (DoLE) is rolling out its assistance program for northern Luzon workers affected by the wrath of typhoon Juan.

“While the Employers’ Confederation of the Philippines and the Philippine Chamber of Commerce and Industry had said that no business establishments in the four provinces of the region were affected either partially or totally, many workers in the informal sector, the fisher folk and farmers, were most heavily affected by the typhoon and, thus, the need to assist them,” DOLE region 1 director John Jalbuena said in his report to Secretary Rosalinda Dimapilis-Baldoz.

The rehabilitation program, Jalbuena said, aims to provide emergency employment to those affected by typhoon Juan, restore the means of livelihood of affected workers and their families, provide them entrepreneurship and skills training; and, if applicable, provide them working capital.

The DOLE will implement three phases for the program: Phase 1 is an emergency employment assistance which shall commence immediately until November; Phase 2 is livelihood restoration assistance from November until the affected are fully restored; and Phase 3 is a follow through of Phase 2 and shall consist of the upgrading of skills and expansion of livelihood activities.

Jalbuena initially said the regional office targets 1,050 beneficiaries from the towns of Bolinao, Dasol, Infanta, Bugallon, Labrador, Calasiao, Dagupan, Manaoag, Bayambang, Umingan, Balungao and Tayug in Pangasinan; Bangar, San Fernando, Aringay, Bauang, and Tubao in La Union; Bangui and Burgos in Ilocos Norte; and Magsinggal and Sta. Cruz in Ilocos Sur.

For the first phase, the regional office shall provide 50 slots for workers from each targeted municipalities.

The workers shall be paid a minimum wage prevailing in the municipality for the repair and rehabilitation of small infrastructure projects, such as de-clogging and de-silting of canals and waterways and clearing of drainage. Each worker shall be entitled to work for 30 days.

For the second phase, the regional office will provide tools and jigs to workers and their families to enable them to recover their lost livelihood. There will also be skills and entrepreneurial training.

The follow-through program shall consist of skills upgrading and business development.

The National Disaster Risk Reduction and Management Council and the Department of Agriculture have placed the damage wrought by typhoon Juan in Region 1 to rice and corn and other agricultural products at P1.46 billion and damage to infrastructure project at P46.6 million.

PANGASINAN – The Police Regional Office 1 (PRO1) has intensified its effort to resolve high-profile crimes involving government officials, media practitioners, foreign nationals, or other prominent individuals from different provinces in Region 1 including Pangasinan.

This was discussed during a coordinating conference attended by the heads of 7 Special Investigation Task Groups (SITGs) held at the Masigasig Center, La Union recently.

PRO1 director Chief Supt. Orlando M. Mabutas presided over the conference which was also attended by the PRO1 command group, chiefs of directorial staff, heads of concerned support units, and other key police officers.

The SITGs, composed of personnel from various investigating units, were formed to conduct in-depth probe of cases involving government officials, media practitioners, foreign nationals, or other prominent individuals.

SITGs are named after that of the victim, as in the case of SITG Lacasandile which was tasked to probe the shooting to death last October 4 of Vigan City Judge Reynaldo Lacasandile.

The SITG heads presented briefings on the latest updates of their respective cases. Some announced major breakthroughs, while others expressed optimism that they will soon get hold of crucial leads and evidence. All vowed to exert maximum efforts to solve the cases.

Mabutas urged the SITGs to to unearth more material evidence that will bolster the cases against the suspects. (Liezle Basa Inigo )

CANDON CITY (October 28, 2010) – - The Philippine Chamber of Commerce and Industry (PCCI) had adjudged Candon City as 2010 Most Business Friendly of the Philippines(Level II – City Category), it was learned Wednesday here

President Benigno “Noynoy” Aquino III personally handed the plaque of recognition to Candon City Mayor Allen Singson and City Business Permits and Licensing Officer Mary Jean Abrero in a simple ceremony.

The awarding rite was part of the highlights of the 36th Philippine Business Conference and Expo held at Manila Hotel last October 15, 2010.

Mayor Singson expressed his appreciation to all concerned and stakeholders who helped the city in winning the prestigious award.

“We deserve the award as we worked hard for it since we attained our city hood last March 28, 2001,” Singson said

As a reward in winning the award, the Federation of Filipino- Chinese Chambers of Commerceand Industry, Inc. in support to the PCCI will donate school building to the city courtesy of Henry Lim Bon Liong of Sterling Paper Products Enterprises Inc.

During the final deliberation, Candon, in its first attempt to join the PCCI’s sponsored prestigious nationwide competition, bested the Alaminos City in Pangasinan and Balanga City in Bataan on investments and quality customer service. The city took pride of its 5,112 business applications for the period January 2009 to August 2010 with an accumulated P104 million investments poured – in based on their business capital submitted.

The city had also generated a local income amounting to P37.6 million in which the tax revenues collected had a total of P15.8 million (real property tax – P2.9 million, tax on business -P12.1 million and other taxes – P836 ,000); and the non-tax revenues reflected P21. 8 million (P5.2 million – regulatory fees on permits and licenses, P1.8 million – service user charges like clearance certificates, P13.4 million income from economic enterprise – market collection and P1.2 million from other receipts like violations/miscellaneous. The city has more than P220 million Internal Revenue Allotment for 2010.

In the quality customer service, the city government has its Business- One – Stop- Shop (BOSS) and the Citizens’ charter to show of.

The BOSS is set up to provide the most efficient way for securing and issuances of different permits and licenses including renewals.

The city’s Citizen Charter billboards are clearly and strategically located at the city hall’s main lobby and flow charts are displayed in all offices for customer’s guidance.

The city is also engaged in public- private partnership with its Nego viaje project launched in March 2008. Under the City Tourism Council, the project is the organization of the city’s food strip vendors along the portion of Marina Street. The city provided uniformly designed food carts and picnic tables.

In the investment promotions, the city’s One Town One Product (OTOP) glutinous rice cake (calamay) had inched to the tourism world map when the city produced the world’s biggest calamay in 2006.

Calamay remains the top delicacy in the city and its market continuous to grow with all out promotions done.

In the Micro Small Medium Enterprise area, the city has its Market Loan program and Self Employment Assistance (SEA) –Kaunlaran project. The SEA –kaunlaran aims to support interested Candonians who wanted to engage in business. It started in 2008 and it has now more than 150 recipients. (/PIA – Ilocos Sur)

The Philippine Chamber of Commerce and Industry (PCCI) awarded the Province of La Union a Special Citation as one of this year’s Most Business-Friendly Local Government Units (LGU) in the country during the culmination of the 36th Philippine Business Conference and Expo on October 13, 2010 at the Manila Hotel, City of Manila.

The citation is in recognition to the province, led by Gov. Manuel C. Ortega, for its outstanding efforts in instituting good governance reforms to promote trade and investment in the localities; ensure efficiency, transparency, and accountability in the conduct of day-to-day operations; and elevate competitiveness, which will ultimately benefit the citizenry.

One of the fast-growing business hubs in the country, La Union was adjudged as the Most Business-Friendly Province under 1st-3rd Class Category in 2005, 2007 and 2009. Provincial Information and Tourism Officer Adamor L. Dagang received the award in behalf of the Provincial Government of La Union.

Post ko lang beware sa mga naghahanap ng bahay malapit sa Robinsons Ilocos Norte.

June 2010, nalipat ako ng destino dito sa Ilocos Norte. Syempre kailangan kung maghanap ng matitirhan at ako'y pinalad (minalas pala) na napadpad malapit sa Robinsons Ilocos.

Unang tumambad sa akin, ang asawa ng lessor (naks, english, yun kasi ginamit sa kontrata ng apartment), si Kuya Adrian, payat, maitim, at mukhang isang bulate na lang ang hindi pumipirma at enrolled na siya sa purgatoryo (amen!).

Dahil mura, kinaha ko na yung unit (kahit na mukhang bodega). At saka mukhang mabait din naman yung may-ari. Kaya nga nag-down agad ako ng Php 5,000.00 para sa isang buwan na deposit at advance. Si kuya naglabas naman kaagad ng kontrata, for formality sake daw. Nilagay dun 6 months ko daw uupahan yung unit nila. Agad akong tumutol at ako'y nagpaliwanag na baka malipat din agad ako ng ibang destino, at hindi ko maconsume yung 6 months niyang kontrata. Post ko lang beware sa mga naghahanap ng bahay malapit sa Robinsons Ilocos Norte.

June 2010, nalipat ako ng destino dito sa Ilocos Norte. Syempre kailangan kung maghanap ng matitirhan at ako'y pinalad (minalas pala) na napadpad malapit sa Robinsons Ilocos.

Unang tumambad sa akin, ang asawa ng lessor (naks, english, yun kasi ginamit sa kontrata ng apartment), si Kuya Adrian, payat, maitim, at mukhang isang bulate na lang ang hindi pumipirma at enrolled na siya sa purgatoryo (amen!).

Dahil mura, kinaha ko na yung unit (kahit na mukhang bodega). At saka mukhang mabait din naman yung may-ari. Kaya nga nag-down agad ako ng Php 5,000.00 para sa isang buwan na deposit at advance. Si kuya naglabas naman kaagad ng kontrata, for formality sake daw. Nilagay dun 6 months ko daw uupahan yung unit nila. Agad akong tumutol at ako'y nagpaliwanag na baka malipat din agad ako ng ibang destino, at hindi ko maconsume yung 6 months niyang kontrata. San Fernando City, La Union (08 November) -- In view of continuously providing policy-makers at the national level an update on the local development, the search for the best local government unit (LGU) best practices was initiated by the National Economic and Development Authority (NEDA) sometime year 2000.

This year, the search covers five major criteria to include positive socio-economic impact (25 percent), promotion of people's empowerment (25 percent), transferability and sustainability (15 percent), effectiveness of service delivery (20 percent), and creative use of powers provided under the 1991 Local Government Code (15 percent) to come up with 100 percentage rating.

"We believed in the rich source of creative and innovative strategies among our local officials, hand in hand with the exemplary accomplishments of the local government units which are worth rewarding," Director Leonardo Quitos, Jr. of the NEDA Region 1 said.

Quitos added that the search aims to highlight and promote excellence and innovation in good governance among LGUs from where lessons can be drawn.

Local leaders will be provided with the basics in managing their respective local governments in order to effect development within their area.

Most importantly, the search was conceptualized to institutionalize a sharing of information and draw support of efforts to replicate the best practices by other LGUs.

In the region, 10 entries were validated by the Regional Search Committee (RSC) based on documents submitted that are operational for at least three (3) years and still on-going at the time of submission which were short-listed into five (5) top-most entries.

The top five (5) entries are scheduled for field validation and ocular inspection this month to vie for the champion, first runner-up and the second runner-up awards.

Top five entries include the local government units of Nueva Era and San Nicolas of the province of Ilocos Norte; city of Candon for Ilocos Sur; and the provincial government of Pangasinan and Rosales town for the province of Pangasinan.

Member-agencies of the RSC include the NEDA, Civil Service Commission, Philippine Information Agency, Bureau of Internal Revenue, Department of Interior and Local Government, Commission on Human Rights, Department of Social Welfare and Development and the RANGO which is a private sector representative. I think with our growing population, parami na ng parami ang mga urban areas natin, that's why malls keep sprouting out, though ang mga developers na ito must also consider the identity of the place na pagtatayuan nila ng malls, commercial establishments, etc. para naman hindi makasira.

Paris' cityscape for me is almost perfect. they've got almost uniform buildings. Skyscrapers were built far from the Eiffel Tower so as not to destroy the view of the tower. In Ottawa, Canada, there is a building height restriction so as not to destroy the view of the Peace Tower beside the Parliament Building. And in the Philippine setting, in Vigan for example, dapat may zoning for commercial establishments at hindi dapat i-allow ang erection ng building sa mga heritage areas

Another, when I showed my video of Laoag last Summer, my sister was shocked. She never thought that Laoag would now be as cosmopolitan as Baguio and Dagupan. Napakarami nang business establishments doon. The same through with Vigan and Candon. Napakarami nang business establishments. noong wala pang Jollibee noon sa Ilocos, ang nearest na Jollibee palang noon ay sa San Fernando.

Dito sa San Fernando naman, ma-traffic parin kahit may by-pass road dahil karamihan din ng establishments na puntahan ng tao ay along the highway. Pag sa Pangasinan naman, lahat ng hindi pupunta sa Dagupan ay iniiwasan ang Dagupan na daanan sa sobrang traffic hehehe

Sa San Fernando? Kuryente lang ang mura dito. Pag basic commodity such as food, pinakamura sa La Union ang sa San Fernando. Pero pag bibili ka ng lupa at magpapatayo ka ng bahay dito, naku, much much money ang kelangan mo. Ginto ang lupa dito sa sobrang mahal hehehe.

Hindi naman gaano ang traffic sa Laoag sa akin. Buti nga smooth parin ang flow ng traffic doon. Pag cost of living, medyo mahal narin sa Laoag. Ang regular na pamasahe ng jeep nga doon is P8, compared sa Manila na P7.

I don't think Vigan could catch up anymore, at kung mag-catch up man, malamang sa Bantay na un.. hehehe... Wala na kasing space dito... And although gusto ko ang highrise skyline to spare space, parang naiisip ko masisira lang and heritage ng Vigan... So pamigay nalang namin sa Bantay, actually mas malawak naman ng 4-5 times ang Bantay sa Vigan eh, most real estates are in Bantay na.. Baka maungusan pa ng Candon at Bangued and Vigan, Narvacan is on it's way na rin... Cabugao and Sinait are also attracting trade and commerce na..

VP Binay in Vigan for late President Quirino’s birthday rites

Vice President Jejomar Binay is set to be in Vigan on Tuesday to grace the 120th birth anniversary of the late President Elpidio Quirino, according to Ilocos Sur Govenor Luis Chavit Singson.

In a phone interview Monday, Singson said the provincial government is taking the lead in the commemoration of the 120th birth anniversary of the late President Quirino on November 16.

“This year’s celebration will be highlighted with a Holy Mass at the St. Paul Metropolitan Cathedral and will be followed by the unveiling and the turnover ceremonies of the Elpidio Quirino Historical Marker of the Quirino Monument with Vice President Binay as our guest of honor,” Singson said.

“A wreath-laying to be led by Vice President Binay will be held at the foot of the statue of late President Qurino, to be followed by a floral offering by local officials, employees and residents of the province,” Singson added.

The other highlights of the celebration are the awarding of the President Elpidio Quirino Medallion to selected outstanding people in the province and the soft launching of the President Elpidio R. Quirino Memorabilia Hall.

Singson said that other prominent personalities expected to attend one of the most significant celebrations in the province are Director Emelita V. Almosara of the National Historical Commision of the Philippines (NHCP), Vigan City Mayor Eva Marie S. Medina, NHCP Acting Deputy Director Carmida Arevalo and the surviving siblings of late President Quirino such as Cory Quirino, Ruby Gonzales Meyey, Luis Manuel Elpidio Quirino Gonzales and Eddie Quirino.

While here, Vice President Binay is expected to visit the birthplace of President Quirino in Caoayan town, coinciding with the town’s fiesta celebration.

Caoayan town Mayor Germelina Singson-Goulart said that Vice President Binay will also administer the oathtaking ceremony of the newly-elected barangay officials of the town.

It was learned that Binay, who is the Boy Scouts of the Philippines (BSP) national chairman, will also inspect Barangay Daclapan, Cabugao, Ilocos Sur, the venue of the BSP regional jamboree in Region 1 to be held in December.

The late President Quirino, who was the 5th President of the Philippine Republic, was born on November 16, 1890. He was a native of Caoayan, Ilocos Sur although born in Vigan City to Don Mariano Quirino of Caoayan, Ilocos Sur and Doña Gregoria Mendoza Rivera of Agoo, La Union.

However, Quirino spent his early years in Aringay, La Union. He studied and finished his elementary education in his native Caoayan, where he became a barrio teacher. He received secondary education at Vigan High School, then went to Manila where he worked as junior computer in the Bureau of Lands and as property clerk in the Manila police department. He graduated from Manila High School in 1911 and also passed the civil service examination, first-grade.

After obtaining a law degree from the University of the Philippines in 1915, Quirino practiced law until he was elected a member of the Philippine House of Representatives in 1919-25 and a senator in 1925-31.

In 1934, he was a member of the Philippine independence mission to Washington, D.C., headed by Manuel Quezon, which secured the passage in Congress of the Tydings-McDuffie Act, setting the date for Philippine Independence as July 4, 1946.

He was also elected to the convention that drafted a constitution for the new Philippine Commonwealth. Subsequently he served as secretary of finance and secretary of the interior in the Commonwealth government.

After World War II, Quirino served as secretary of state and vice president under the first president of the independent Philippines, Manuel Roxas. When Roxas died on April 15, 1948, Quirino succeeded to the presidency. The following year, he was elected president for a four-year term on the Liberal Party ticket, defeating the Nacionalista party candidate.

The Quirino administration was generally challenged by the Hukbalahaps, who ransacked towns and barrios. Quirino ran for president again in the 1953 presidential elections, but was defeated by Nacionalista bet Ramon Magsaysay.

After his term, he retired to his home in Novaliches, Quezon City, where he died of a heart attack on February 29, 1956.

Proposed IRA for 2011, Pangasinan still Highest in the Philippines!

LINGAYEN–Governor Amado Espino Jr. has submitted a proposed provincial budget of P1.8 billion for 2011, a six to eight percent increase over this year’s budget.
The proposal was given last week to the Sangguniang Panlalawigan for review and approval.
Board Member Von Mark Mendoza said of the proposed amount, P519 million will go to the development fund, P91 million to the calamity fund; P928 million for current operating expenditure, and P928 million for non-office obligation.

Dagupan's Proposed Budget More Than Half a Billion!

City gov’t proposes P568M budget for 2011

THE Dagupan local government has proposed a P568 million budget higher by P70 million over this year’s budget of P498 million.
In contrast to previous years, only 50% of the proposed budget will be derived from the city’s Internal Revenue Allotment (IRA).
The other half of the budget will be sourced from local taxes estimated to reach P232 million, and from operating and miscellaneous revenues.
City Treasurer Romelita Alcantara said the proposed 2011 budget, which will be subject to the approval of the Sangguniang Panlungsod, represents a marked improvement in Dagupan’s independence from the IRA, which comes from the national government.
“From a high revenue share of around 70% to 75% a few years ago, we have broken almost the 50% barrier, a result of our firm resolve to gradually break free from our heavy dependence on the IRA share for our budget,” Alcantara said.
Of the total budget, P242 million or 43% is allocated to general public services. This amount will be distributed to programs that will promote order and public safety and for the Judiciary, Register of Deeds, for Administrative Overhead and for the regulatory functions of the city.
Health, nutrition and population control get P30 million, of which P23.7 million will fund the operation of the city health office, P4.2 million for nutrition, and P2.3 million for population control.
For the delivery of social services and welfare, P113 million is allocated.
Economic services get P103 million, covering agricultural services, veterinary services, the operation and maintenance of the engineering office, and market and slaughterhouse operation. Alcantara said the allocation for this sector also includes P56.8 million or 20% of the IRA for completion of priority development projects.
The amount reserved for calamity is P28.4 million, representing 5% of the regular income sources, while the barangays will get P101,000 each.
The P183 million balance of an existing loan with the Land Bank of the Philippines will be allocated an amortization amount of P49 million, representing 9% of the total revenue from regular sources.
“This is well within the debt servicing cap of 20%,” Alcantara said.

More budget airlines needed at Laoag airport

LAOAG CITY, Ilocos Norte—While preparing the blue prints of this province’s new face to the world, the Laoag International Airport eyes more budget airlines to provide passenger service to the growing number of tourists and visitors coming in.

With the holiday season fast approaching, more and more air passengers are expressing their wish for more budget airlines to service the Manila-Laoag routes since bookings made as early as November are already full.

Architect Jun Palafox in his capacity as principal architect and urban planner of Ilocos Norte’s major tourism master plan said these problems have to be addressed soon by inviting more passenger airlines to service this northern gateway of Luzon.

At present, daily flights are offered by at least two airlines servicing the Laoag airport round the clock. Several chartered flights to Hong Kong and Kaohsiung have been temporarily stopped on account of the hostage-taking incident in Manila in August.

Citing the tourism market potential of Ilocos Norte, Palafox said this province has everything to make things happen from its vast natural resources, heritage sites, staff and competent visionary leaders to implement Metro Ilocos Norte’s master plan, a major vision of Gov. Imee R. Marcos’s administration.

Part of the project phase I of Metro Ilocos Norte’s master plan is to improve the Laoag airport’s facility and to have added-value services to airport passengers like the establishment of shopping centers, restaurants and other amenities.  

Marcos reported that the province is expecting about P50 million from the national government to improve the airport.

Rondaris Building [image below], a 10-storey [includes roof deck] commercial, residential and office building along Quezon Avenue cor Mabini St. in Vigan City will no longer be the tallest building in the Ilocandia. The said building has been dominating the Ilocandia skyline for more than a decade. It's reign will be put to an end upon the completion of BALAI Condominium Towers in San Nicolas, Ilocos Norte.

Rondaris Building has been standing more than 10 years ago when Vigan was not yet a city. Likewise, San Nicolas shall hold the new record now that it is still on is township. Who will soon break the record of San Nicolas? Will history repeat itself? Who knows, will another town in Region 1 will break the record, and probably not a city?

Will Ilocos Norte will break it's own record? OR will Ilocos Sur regain the title? Or will La Union and Pangasinan surprise us with a high rise? Let's see soon!

Kung ako ang tatanungin, kung may ipapatayo mang highrise building sa La union, huwag dapat ipatayo sa CBD or sa Poro Point, para hindi masira ang view ng city mula sa Capitol, Christ the Redeemer at Pagoda. San Nicolas in IN can host skyscrapers, while neighboring Laoag naman retain some of its old but beautiful buildings. Vigan naman can be the Paris of the North, basta huwag lang papatayuan ng mga matataas na buildings na katabi ang nga Spanish Houses. Sa Pangasinan naman, they can utilize large lots and construct malls dahil sa population density nito. bagay ang magpatayo ng mga malls doon.

=> hello there eee7. Yes you are right in some points. Since I'm from Vigan, I will tell the real story. Vigan actually met all the requirements for its cityhood. Vigan actually met the income requirements. That time, Vigan is already gaining more than 100 million pesos annual income as a municipality and has hosted the highest building in Region 1 considering it was not yet a city before. When it was still a town, it already had 10 hospitals, more than 15 banking institutions, more than 10 hotels and inns and 5 colleges/universities. So the economy then was already vibrant for a population of only 30,000 then. Alam mo naman ung mga existing cities, ayaw nila madagdagan ng cities pa kasi bumababa ung IRA nila kasi may ka-share na naman sila [like the case of Batac and Tabuk and other 20+ cities who lost their cityhood yet regained ulit because of a petition ng League of Philippine Cities]. So, ang ibinato sa Vigan is 'yong area. Note: Vigan is the smallest city in the Philippines outside Metro Manila [1/5 of Candon, 1/8 of Batac, 1/7 of Laoag, 1/5 of San Fernando, 1/8 of Alaminos, 2/3 of Dagupan, 1/5 of Urdaneta]. All those cities mentioned except Dagupan is more than 10, 000 hectares in area, Vigan is only more than 2,000. But, sa latest political laws ng Pilipinas, exempted sa area ang isang town vying for cityhood kung island siya. And in history, the map of Vigan is actually an island city surrounded by great rivers, parang Venice ba. Peru kung ung area niya talaga hindi qualified but the law exempts it for being an island. Then, ni-ratify 'yong status niya as a city by a Royal Decree in Spain making it the 3rd oldest city in the Philippines after Cebu and Manila. 'Yan po ung history ng Vigan.

Regards naman po sa income, as of sa latest data ng NSCB, Vigan has more than 200 million income. The lead in Region 1 is Urdaneta with 481 million. Sa income po naming 'yon dito sa Vigan, it is already enough for the 40,000+ people. Maliit lang naman ang Vigan eh, at kukunti ang tao, almost lahat naman ng roads na dito sementado na [except sa daan sa may UNP], sa infrastructure, ok na rin. So 'yong income na yon napupunta lahat sa social services, kaya we have the largest Public Market in Region1 [probably northern luzon pa] with 4 modules, taz dito mga day care workers does not only receive honorarium, they are regular employees at ang yayaman nila, all Vigan scholars only pay 15 pesos regardless of the amount of tuition fee [i was a scholar kaya alam ko], isang barangay nga rito nag lakbay aral pa sa Hong KOng, We have Women's and Children's Rights seat, Isang brgy rin dito provide scholarship to ALL their high school students in their brgy, another brgy has School Van for all their Elementary students, We purchased Mechanical Street sweeper, we have the largest Biomass reactor facility in the Philippines kasi we value Solid Waste Management, at marami pang social projects. Dun na talaga naka-focus 'yong income namin kasi we already have enough schools, roads, bridges, etc. Nakabili na rin pala ng property ang Vigan sa Taguig at doon nagpatayo ng facility para doon pwedeng matulog ng Libre ang mga taga-Vigan na aattend ng mga affairs.


Based on Per Capita income, Vigan is the richest city in Region 1. "Yong per Capita income ay isa sa mga ginagamit ng mga economists para i-measure 'yong quality of living ng mga tao at kung gaano kayaman ang mga tao nila. Sa buong mundo, Lichtenstein is the richest country in the world based sa per Capita income.

Pangasinan is Region 1’s Best NSM Province in 2010

The Province of Pangasinan was chosen as the Best National Statistics Month (NSM) Province in 2010 by the Regional Statistical Coordination Committee (RSCC), the over-all coordinator of the NSM celebration in the region.

Pangasinan bested the other provinces of Region 1 based on the following criteria : 1) diversity of activities (35%); 2) extent of participation of cooperating agencies and local government units (30%); 3) conveys favorable image of the province (20%); and 4) economy and ingenious use of resources (15%). The RSCC Regional NSM Technical Working Group composing of representatives from the National Economic and Development Authority (NEDA), National Statistical Coordination Board (NSCB), National Statistics Office (NSO), Bureau of Agricultural Statistics (BAS), and Department of the Interior and Local Government (DILG) served as evaluators of the participating provinces. Pangasinan received a Plaque of Recognition and a P 5,000 cash prize during the NSM Regional Closing Ceremony on October 28, 2010 at the Bangko Sentral ng Pilipinas Regional Office in San Fernando City, La Union.

The Search for Best NSM Province, patterned after the NSCB national level contest, was implemented by the RSCC as an incentive and award system to provinces for implementing various statistical activities at the provincial, city and municipal levels during the month-long celebration of the NSM in October.

The winners in the different NSM regional contests were also recognized and awarded Certificates of Recognition and cash prizes during the Regional Closing Ceremony, namely : 1) Regional Jingle Making Contest (sponsored by NEDA); 2) Regional Oratorical Contest, Secondary and Tertiary Levels (sponsored by NSO); 3) Regional Slogan-Poster Making Contest, Secondary and Tertiary Levels (sponsored by NEDA); and 4) Regional Statistics Quiz, Secondary and Tertiary Levels (sponsored by Philippine Statistical Association, Region 1 Chapter).

Meanwhile, Region 1 was awarded the Hall of Fame for winning the Best NSM Region for three consecutive years in 2006, 2007 and 2008 :banana::banana::banana::banana:during the closing ceremonies of the 11th National Convention on Statistics (NCS) on October 5, 2010 at the EDSA Shangri-La Hotel in Mandaluyong City.

The NSCB Regional Division 1 serves as the secretariat of the RSCC and the Regional NSM TWG.

SAN FERNANDO, ILOCOS NORTE:lol::lol::lol: – Aside from being an enduring symbol of Filipino-Hispanic relations, the Philippine tobacco is also considered one of the best and healthiest by connoisseurs all over the world.

Manila Cigars Inc. continues to produce world class cigar, particularly “Flor de Filipinas”, which can be comparable to the best Cuban cigars.

This tobacco blend, grown and produced from tobacco plantations in the northern part of Ilocos, also defines a large part of Filipino tradition and culture, according to Filipina Asido, sales executive of Manila Cigars.

“Tobacco symbolizes Filipino triumphs. Even the process of making it is characteristic of our Inang Bayan,” she says. Flor de Filipinas is also handmade giving its blend superior quality.

The arduous process or peeling, rolling, binding and wrapping the finished product requires enormous discipline, this in turn determines the quality of how every stick of tobacco would taste, she explains.

Manila Cigars has been exporting these local tobaccos to international markets since 1996. Its steady demand does not bother local producers and in fact, this proves the competitiveness of local products in the global market.

“Our tobacco is highly comparable to Cuban cigars. It is at par with international brands, because even Filipinos abroad patronize it,” says Asido, adding that though the seeds come from Cuba, how it is grown locally is what gives it its world-class quality.

Unlike the mass produced and nicotine enriched cigarettes in the market today, she says local tobacco doesn’t contain the harmful nicotine and is proven to be an effective medicinal relaxant.

“Once you start smoking the regular cigar, it’s hard to quit. That’s why even doctors recommend local tobacco as alternative to regular cigars as this aids a chain smoker to gradually quit smoking,” says Filipina.

From the more affordable Flora de Filipinas, which costs 160 pesos to the most expensive “Antonio Jimenez” tobacco that costs more than 200 pesos, Asido says the tobacco industry is still seeking support from the local market despite its stable following abroad.

“Like any other local product, our local tobacco also needs the support of the Philippine market,” she adds.

She points out that competition is “tight” internationally, but Philippine tobacco will remain one of the country’s best export products.

LAOAG City, Ilocos Norte - Mouth-watering longganiza from Batac. Crispy-licious Chicharon or Bagnet from San Nicolas. Bibingka, puto and other native kakanin from Currimao and Calasiao of Pangasinan. Abel fabric from the loomweavers of Paoay and shellcraft from the artisans of Pagudpud.

These are just some of the products showcasing Ilocano pride being sold at the 15th Partuat ti Kailokuan Trade Fair and Garden Show at the Ilocano Heroes Memorial Hall in Laoag City, Ilocos Norte.

The trade fair is being conducted by the Department of Trade and Industry provincial office in partnership with the Partuat ti Kailokuan Association and the Provincial Government of Ilocos Norte under Gov. Imee Marcos. A manufacturer's fair, it aims to promote the One-Town-One-Product (OTOP) of the various local government units of the province. The OTOP is a government program aimed to support local entrepreneurs and LGUs develop markets for their products and help push the local and national economy.

Aside from the many OTOPs of the province, there are other products from other provinces of Region 1 and the Cordillera Administrative Region (CAR) at the trade fair. Some of these are puto Calasiao and kutsinta from Calasiao, Pangasinan; wood carvings and furniture from the CAR and Vigan, Ilocos Sur; gift items, hand-crafted products and novelties; fashion accessories; potted- poinsettias for the holidays, plants and other flowers.

The trade fair will run from November 11 to 22, 2009.

Dagupan City (29 October) -- The National Statistics Office has conducted Wednesday a seminar on Statistics and its Crucial Role in Governance at the agency's office in Calasiao town in celebration of the World Statistics Day and the 21st National Statistics Month. NSO Pangasinan was the host of the celebration in the Ilocos Region.
The seminar aimed to inform stakeholders, planning officers on the available data from NSO and to demonstrate the use of "public-use-file".
All over the country, 20 provinces held simultaneous seminars.
It was supposed to be held on October 20 as per United Nations General Assembly Resolution A/64/267 but it was postponed due to typhoon Juan, according to Provincial Statistics Officer Dante Pescador.
"Pwede pa itong ipagdiwang dahil October pa naman, he said.
Overview of industry-based statistics, employment statistics, population statistics, vital statistics, NSO website and the demonstration on the use of "Public-Use-File" were presented.
Some agencies and LGUs representatives were the participants of said seminar.

Coast Guard says no more oil spill on Pagudpud Bay (http://pia-ilocos.com/index.php?option=com_content&task=view&id=4193&Itemid=1)


LAOAG CITY – The Philippine Coast Guard said the oil spill on Pagudpud Bay is now under control after the new salvor of the North Korean vessel completed siphoning the remaining oil in its tank.

Capt. George Ursabia, Jr., PCG District Commander in North Luzon, said no new leakage was observed the previous days after ship salvor Harbor Star completed siphoning the remaining oil on board the MV Nam Yang 8.

“There is no more oil spill and the shoreline is clean,” he said.

Ursabia noted that what remained in the vessel’s tank was hardened oil deposits that can be cleaned by manually scooping the residue.

He said it may take another seven days to complete scraping the oil deposit of some 2,000 liters in two separate tanks.

He said Harbor Star’s methods in cleaning up the tanks were swift and systematic.

The ship’s previous salvor Royal Jessan finished its contract with the PCG early this month.

Ursabia said removal of the wreckage will only begin sometime in March next year due to rough sea weather conditions.

Rough waters normally prevail on Pagudpud Bay during the last quarter of the year until March of next year.

Ursabia said once sea conditions normalize, it would be safer for the salvor to pull out the vessel from the shore.

The vessel was carrying a shipment of 3,000 metric tons of magnetite ore or black sand extracted from Cagayan when it sailed through rough waters in Pagudpud in early January. It later ran aground after developing engine trouble.

The vessel no longer contains any cargo because all the magnetite ore have been gradually washed out each time the holes were hit by big waves.

The Coast Guard said the vessel was carrying 160,000 liters of bunker oil its main tank. (PIA Ilocos Norte)

=> hello there eee7. Yes you are right in some points. Since I'm from Vigan, I will tell the real story. Vigan actually met all the requirements for its cityhood. Vigan actually met the income requirements. That time, Vigan is already gaining more than 100 million pesos annual income as a municipality and has hosted the highest building in Region 1 considering it was not yet a city before. When it was still a town, it already had 10 hospitals, more than 15 banking institutions, more than 10 hotels and inns and 5 colleges/universities. So the economy then was already vibrant for a population of only 30,000 then. Alam mo naman ung mga existing cities, ayaw nila madagdagan ng cities pa kasi bumababa ung IRA nila kasi may ka-share na naman sila [like the case of Batac and Tabuk and other 20+ cities who lost their cityhood yet regained ulit because of a petition ng League of Philippine Cities]. So, ang ibinato sa Vigan is 'yong area. Note: Vigan is the smallest city in the Philippines outside Metro Manila [1/5 of Candon, 1/8 of Batac, 1/7 of Laoag, 1/5 of San Fernando, 1/8 of Alaminos, 2/3 of Dagupan, 1/5 of Urdaneta]. All those cities mentioned except Dagupan is more than 10, 000 hectares in area, Vigan is only more than 2,000. But, sa latest political laws ng Pilipinas, exempted sa area ang isang town vying for cityhood kung island siya. And in history, the map of Vigan is actually an island city surrounded by great rivers, parang Venice ba. Peru kung ung area niya talaga hindi qualified but the law exempts it for being an island. Then, ni-ratify 'yong status niya as a city by a Royal Decree in Spain making it the 3rd oldest city in the Philippines after Cebu and Manila. 'Yan po ung history ng Vigan.

Regards naman po sa income, as of sa latest data ng NSCB, Vigan has more than 200 million income. The lead in Region 1 is Urdaneta with 481 million. Sa income po naming 'yon dito sa Vigan, it is already enough for the 40,000+ people. Maliit lang naman ang Vigan eh, at kukunti ang tao, almost lahat naman ng roads na dito sementado na [except sa daan sa may UNP], sa infrastructure, ok na rin. So 'yong income na yon napupunta lahat sa social services, kaya we have the largest Public Market in Region1 [probably northern luzon pa] with 4 modules, taz dito mga day care workers does not only receive honorarium, they are regular employees at ang yayaman nila, all Vigan scholars only pay 15 pesos regardless of the amount of tuition fee [i was a scholar kaya alam ko], isang barangay nga rito nag lakbay aral pa sa Hong KOng, We have Women's and Children's Rights seat, Isang brgy rin dito provide scholarship to ALL their high school students in their brgy, another brgy has School Van for all their Elementary students, We purchased Mechanical Street sweeper, we have the largest Biomass reactor facility in the Philippines kasi we value Solid Waste Management, at marami pang social projects. Dun na talaga naka-focus 'yong income namin kasi we already have enough schools, roads, bridges, etc. Nakabili na rin pala ng property ang Vigan sa Taguig at doon nagpatayo ng facility para doon pwedeng matulog ng Libre ang mga taga-Vigan na aattend ng mga affairs.


Based on Per Capita income, Vigan is the richest city in Region 1. "Yong per Capita income ay isa sa mga ginagamit ng mga economists para i-measure 'yong quality of living ng mga tao at kung gaano kayaman ang mga tao nila. Sa buong mundo, Lichtenstein is the richest country in the world based sa per Capita income.

Candon City bags the 2010 Most Business Friendly City of the Philippines award

Candon City was recently adjudged as 2010 Most Business Friendly of
the Philippines(City- Level II Category) by the Philippine Chamber of
Commerce and Induscty ( PCCI).

President Benigno “Noynoy” Aquino III personally handed the plaque of
recognition to Candon City Mayor Allen Singson and City Business
Permits and Licensing Officer Mary Jean Abrero.

The awarding rites was part of the highlights of the 36th Philippine
Business Conference and Expo held at Manila Hotel on Oct 15.

“We deserved the award. We worked hard for it ever since we attain
city hood,” Singson said

He expressed his appreciation to all concern and stakeholders who help
in winning the prestigious award.

As reward, the Federation of Filipino- Chinese Chambers of Commerce
and Industry, Inc. in support to the PCCI is giving school building to
the City.

It will be donated by Henry Lim Bon Liong of Sterling Paper Products
Enterprises Inc.

During the final deliberation, Candon competed against Alaminos City
Pangasinan and Balanga City, Bataan.

Former Senator Aquilino Pimentel was the head of the panelists who
came from different public and private sectors.

Singson said that records will show how Candon had blossomed through
nearly a decade as a city.

Candon City has 5,112 business applications in the span of January
2009 to August 2010 with an accumulated P104 million investments
poured in based on their business capital submitted.

The city has nearly P40 million locally generated income.

The tax revenues totalling to P15.8 million broken down to real
property tax at P2.9 million, tax on business (P12.1 million) and
other taxes (P836 ,000). The Non-tax revenues reflects is at P21. 8
million with P5.2 million coming from regulatory fees ( permits and
licenses), service user charges ( clearance certificates) (P1.8
million), income from economic enterprise (market collection) (P13.4
million and other receipts ( violations/miscellaneous) (P1.2 million).

The city has more than P220 million Internal Revenue Allotment for 2010.

The city government had put premium efforts to be the top business
friendly city in the country.

In the quality customer service, the city government has its Business-
One – Stop- Shop and the Citizens’ charter to show of.

The BOSS is set up for the most efficient way for securing and
issuances of different permits and licenses including renewals.

The city’s Citizen Charter billboards are clearly and strategically
located at the main lobby and flow charts are displayed in all offices
for customers guidance.

The city is also engaged in public- private partnership with its Nego
viaje project launched in March 2008. Under the City Tourism Council,
the project is the organization of the city’s food strip vendors along
the portion of Marina Street.

The city provided uniformly designed food carts and picnic tables.

In the investment promotions, the city’s One Town One Product (OTOP)
glutinous rice cake ( calamay) had inched to the tourism world map
when the city produced the world’s biggest calamay in 2006.

Calamay remains the top delicacy in the city and its market continuous
to grow with all out promotions done.

In the Micro Small Medium Enterprise area, it has its Market Loan
program and Self Employment Assistance ( SEA) –Kaunlaran project.

The market started in 1995 after the old super market was gutted by
fire in 1994.

The SEA –kaunlaran aims to support interested Candonians who wanted to
engage in business. It started in 2008. It has now more than 150
recipients.

Singson said that the city aims to boost further its current status.

He said that Candonians and the other concern stakeholders deserved
the best possible set up for their businesses and other needs in the
city.

IF ever matuloy 'to, ayoko nang design. Dapat Old Vigan Architecture ang design to change the trend, parang Museum o Cathedral type peru sa loob pala ay mall, para naman Vigan Style parin diba? For sure, gagawa na naman ang pangalan ang Vigan Tourism industry in terms of shopping kung Vigan Architecture ang panama sa mga shoppers all around the Philippines!

sorry to say this...I find it boring actually:D I agree, Vigan deserves a better rendition that could complement the city's atmosphere...Plazuela de IloIlo, for instance, would be a perfect fit for the city:cheers:

Dagupan COP optimistic about recognition


POLICE Superintendent Romeo Caramat Jr. is “90% confident” that the Dagupan City police station will again win the Best City Police Station award in the region.
Caramat said his confidence is premised on knowing how the local government of Dagupan under Mayor Benjamin Lim and the different non-government organizations in the city has been very supportive in their operation to maintain peace and order in the community.
The selection of the Best City Police Station nationwide, the awarding of which will be done during the PNP Anniversary sometime in January of next year.
Dagupan City PNP has received the regional award in previous years, and has snatched the national award five times.
“The award will surely bring honor to the city and our police station which will surely increase the morale of our men in performing their public duty,” he said.
The criteria for the selection is the Annual General Inspection / Operational Readiness Survey Inspection Test and Evaluation (AGI/ORSITE) being conducted by the Philippine National Police (PNP) simultaneously around the country.
Other award categories include the selection of the Best Police Provincial Office, Best Municipal Police Station and Police Provincial Mobile Group and individual awards and recognition.

'New mayors should learn from most competitive cities'

MANILA, Philippines--The cities of Cebu, Cagayan de Oro, and Dagupan have been named as the most competitive cities outside Metro Manila in the Philippine Cities Competitiveness Ranking Project 2009 (PCCRP) of the Asian Institute of Management Policy Center. The study, which was launched Monday in Pasay City, used six criteria in ranking the 29 cities: dynamism of local economy, responsiveness of the LGUs to business, infrastructure, quality of life, and cost of doing business and human resource and training.

It is based on official government data, perception survey among businessmen, and interviews with local chief executives and local business group’s representative The PCCRP also classified the cities into three groups: metropolitan growth centers, growth centers and emergent cities.

Cebu City bested Davao in the metro growth center category, which refers to cities with an average of P3.05 billion total income and average population of 1.08 million. Cagayan de Oro, meanwhile, topped in the growth centers category, which included the cities of General Santos, Baguio, Lapu-Lapu, Zamboanga, Olongapo, Batangas, Iloilo, Bacolod, and Mandaue. These cities have an average income of P1.2 billion and population 421,165.

Dagupan City is the most competitive among the emergent cities. It bested the cities of Angeles, Butuan, Cotabato, Lucena, Naga, Legaspi, Pagadian, Puerto Princesa, Ormoc, Iligan, Tagum, and San Fernando in La Union, Surigao, Tuguegarao, Tacloban and Santiago.

Ma. Lourdes Sereno Diokno, executive director of the AIM Policy Center, said that they decided to group the cities into three brackets because it would be unfair to compare the metropolitan and highly-urbanized cities like Cebu and Davao to new and emerging young cities.

“Cebu City and Davao City outpaced the rest in many indicators,” added Ana Maria Tabunda, chief research fellow at Pulse Asia and consultant for the PCCRP 2009. Roger Carlson, acting mission director of the USAID, one of the sponsors of the PCCRP, said that the findings of the study can guide the local officials in introducing policy changes in their localities.

“Newly-elected mayors can base their reform efforts on information that comes from business operators themselves,” Carlson said. The PCCRP 2009 also recognized the cities that topped in each of the criteria used in the study. Below is a complete list of the winners:

Mayors of the winning cities said that the recognition they received should inspire their cities to do better and to sustain the reforms and policies they have started. “This will serve as an impetus to us,” said Zamboanga City Mayor Celso Lobregat, whose city received three awards. San Fernando City Mayor Pablo Ortega, meanwhile, said that his city’s efforts to address pollution and to simplify the process in applying and reviewing business permits helped them win four awards. “We put up a one-stop shop for those who want to do business with us,” Ortega said. “The system is very transparent and because it is fast we are able to curb bribery. San Fernando City, La Union (08 November) -- In view of continuously providing policy-makers at the national level an update on the local development, the search for the best local government unit (LGU) best practices was initiated by the National Economic and Development Authority (NEDA) sometime year 2000.

This year, the search covers five major criteria to include positive socio-economic impact (25 percent), promotion of people's empowerment (25 percent), transferability and sustainability (15 percent), effectiveness of service delivery (20 percent), and creative use of powers provided under the 1991 Local Government Code (15 percent) to come up with 100 percentage rating.

"We believed in the rich source of creative and innovative strategies among our local officials, hand in hand with the exemplary accomplishments of the local government units which are worth rewarding," Director Leonardo Quitos, Jr. of the NEDA Region 1 said.

Quitos added that the search aims to highlight and promote excellence and innovation in good governance among LGUs from where lessons can be drawn.
Local leaders will be provided with the basics in managing their respective local governments in order to effect development within their area.
Most importantly, the search was conceptualized to institutionalize a sharing of information and draw support of efforts to replicate the best practices by other LGUs.

In the region, 10 entries were validated by the Regional Search Committee (RSC) based on documents submitted that are operational for at least three (3) years and still on-going at the time of submission which were short-listed into five (5) top-most entries.

The top five (5) entries are scheduled for field validation and ocular inspection this month to vie for the champion, first runner-up and the second runner-up awards.

Top five entries include the local government units of Nueva Era and San Nicolas of the province of Ilocos Norte; city of Candon for Ilocos Sur; and the provincial government of Pangasinan and Rosales town for the province of Pangasinan.

Member-agencies of the RSC include the NEDA, Civil Service Commission, Philippine Information Agency, Bureau of Internal Revenue, Department of Interior and Local Government, Commission on Human Rights, Department of Social Welfare and Development and the RANGO which is a private sector representative. Chess: Dagupan to host Nat'l rapid tourney on Dec. 18-19

MANILA, Nov. 23 (PNA) -- Dagupan, the 'bangus' capital of the Philippines, will host the much-awaited 2010 National Inter-Cities and Municipalities rapid chess team championship set December 18-19 at the People’s Astrodome.

A joint undertaking of the National Chess Federation of the Philippines (NCFP) in cooperation with the Dagupan City government, the two-day competition is expected to attract the country's top players representing select cities and municipalities.

NCFP president/chairman Prospero “Butch” Pichay and NCFP secretary-general and Tagaytay City Mayor Abraham “Bambol” Tolentino have been invited to personally attend the formal opening ceremony of the prestigious team tournament.

Pichay is expected to make the ceremonial moves along with Dagupan City Mayor Benjamin S. Lim and city administrator Vladimir Mata.

“This is another major chess competition in the NCFP calendar in the the year about to end,” said Pichay, who tapped NCFP executive/events director Willie Abalos to coordinate the preparations for the prestigious event.

”It will also be a good opportunity for Manila-based players to come and visit Dagupan, which is known as the regional market center of the entire province of Pangasinan,” added Pichay.

Trophies and cash prizes are at stake in the unique, nine-round Swiss tournament, with the winning team getting the lion’s share of P70,000 and trophy.

The runner-up and the third placer will receive P50,000 and P30,000, respectively.

The fourth up to the 10th placers will get P25,000, P20,000, P10,000, P8,000, P7,000, P6,000 and P5,000, respectively.

Individual gold medalist from boards one to five will bring home P2,000 each.

The participating teams must have an average rating of 2050 per team, with only one titled player (GM, IM, FM and NM) allowed per team. All 1800 and below rating will be computed for 1800 for rating purposes.

Registration fee is P3,500 per team. Local government units ,may enter a maximum of three teams.

Ilocos Norte and Cebu provinces will soon forge sisterhood ties to boost tourism, education and renewable energy.:banana::banana::banana:

“We are not here for competition but cooperation. We want to create a circuit (of what we can offer) along with Camsur,” said Marcos in an interview during her visit to Cebu Gov. Gwendolyn Garcia yesterday.

She said that tourist attractions in Cebu would complement those in Ilocos and even in Camarines Sur, a rising player in the tourism industry.

Governor Garcia said that Cebu province can learn from Ilocos Norte about renewable energy resources.

“We have our budget for 2011 which included our direction to use renewable energy resources,” said Garcia, referrring to solar-powered street lamps to be installed next year.

Marcos said that their province started tapping solar energy after successfully tapping wind energy a few years ago. The windmills in Bagui, Ilocos Norte have become a tourist attraction too.

Education would also be a mutual field of interest since Cebu is the center of education in the Visayas while Ilocos Norte is the education center in Northern Luzon, Marcos said.

The governors expressed hope that frequent commercial flights between Cebu and Ilocos would be established.:cheers::cheers::cheers:

Marcos said that these would create a tourism “circuit” amid the booming domestic tourism.

“We welcome all Cebuanos to visit Ilocos Norte,” Marcos said.

She said that Cebu and Ilocos Norte can share knowledge in targetting Chinese tourist markets.

i think its about time we should make it clear that san nicolas, ilocos norte is distinct from laoag city ilocos norte. we dont want to make confusion that san nicolas ilocos norte is part or within laoag city, ilocos norte. all the structures should be properly identified to which municipality / city to give credits properly. no offense meant.

At lahat ng motor stores like motortrade, SYM, Motorkee etc lahat based sa Bantay. Dalawa na ang outlet ng Motortrade sa Bantay, Lumipat ang Motortrade Vigan kasi gusto nila along the highway. . Pati STI, Abs-cbn, Studio 23, naka-based narin sa Bantay. 'yong Fm station ng Solar Sports/Tv buti nalang hindi natuloy sa Bantay kasi maxado mahal upa kaya punta sila ng Vigan. Mga hotels nalang ang rumarami sa Vigan at restaurants. Mga ancestral houses are converted na sa mga hotels. So 'yong Bantay ang nakikinabang sa mga opportunities na sana ay nasa Vigan dahil lang kasi wala nang space sa Vigan at sa mga restrictions ng Heritage Rules which I think as parang unfair kasi hindi naman nakikinabang ang Vigan sa Bantay, but ang Bantay ay nakikinabang sa volume ng market at turista ng Vigan... baka mga lumang bahay na lang ang matitira sa Vigan pagdating ng panahon kasi nag-aalsabalutan na ang mga businesses dyan at sa Bantay na lang sila.:nuts::nuts::nuts: Vigan surely will face an urban decay problem.

since maliit ang area ng Vigan, ba't di na lang ukupahan ang Bantay at iba pang mga bayan sa Metro Vigan at gawin na lang na isang lungsod...just my two cents:D pero malabo yatang mangyari iyan kasi baka di papayag ang mga mayors diyan sa metro Vigan. buti pa sa Candon, sulong-solo ang downtown area nito. sa Laoag naman, kakumpetensya na niya ang San Nicolas...mas marami na sigurong mamumuhunan sa San Nicolas kasi mas mura ang tax kasi nga town pa lang ito...syempre malaki ang mawawala sa income ng Laoag:(

CAMP BGEN OSCAR M FLORENDO, La Union, Nov. 28 (PNA) -- Ilocos region police director Chief Orlando M. Mabutas has encouraged all deserving policemen in the region to join the annual search for 2011 outstanding policemen to help showcase the best practices and accomplishments of Police Regional Office 1 (PRO1).

The search for ther Country's Outstanding Policemen in Service (COPS) is being jointly sponsored by the Metrobank Foundation Inc., the Rotary Club of New Manila East, the Philippine Savings Bank and the Philippine National Police (PNP).

It was formally launched last October 27, 2010 with the signing of a memorandum of agreement (MOA) between and among the sponsors.
The search aims to honor members of the PNP who significantly contributed outstanding police service in crime prevention and solution, and who had actively implemented programs that motivate the community to become partners in ensuring peace and order.

The COPS award is now a career service award given annually to 10 winners consisting of four Police Commissioned Officers (from Police Inspector to Police Superintendent) and six Police Non-Commissioned Officers (from Police Officer 1 to Senior Police Officer 4).

For 2011, each winner will receive a COPS trophy, a PNP Outstanding Achievement Medal and a cash prize of P300,000.
In the Ilocos region police office, several PRO1 personnel already won the COPS award in previous years. These include Police Supt. Eric Noble and PO3 Arthur Melchor, Jr. (now a Police Inspector) in 2009, and SPO2 Hermie S. Raymundo in 2010. (PNA)

San Fernando City, La Union (30 November) -- Convergence of public services will be showcased in a one-day Biyaheng Pinoy: Capacity Development Expo (CEDx) 2010 at the Oasis Country Resort, this city on December 2, 2010.

"The event, in coordination with the Local Government Academy, is an ideal opportunity to map out the service and program capacity of national government agencies (NGAs), local resource institutions and other capacity development providers to effectively respond to the capacity development requirements of the local government units (LGUs), Director Manuel Biason of the Department of Interior and Local Government said.

Further, he stressed that the event will go hand in hand with the launching of the "Biyaheng Pinoy, Tapat na Palakad, Bayang Maunlad" Project, covering a series of activities to celebrate 20 years of Local Autonomy of the Philippines.

Pedro Gonzales, Chief of the Local Government Capability Development Division of the DILG added that LGU Best Practices in the region will also be presented to draw inspiration for the other LGUs to work more for their respective constituents.

Spearheaded by DILG, the event will be participated in by LGUs, NGAs, academe, civil society organizations, people's organizations, youth organizations, development partners, private institutions and other stakeholders.

The Biyaheng Pinoy aims to commemorate the 20th anniversary of local autonomy in the Philippines through a year-long series of activities at the local and national levels.

Also, it contributes in the broader valuation of local autonomy towards national development and increase awareness of the general public on local governance issues through conducting different activities involving various stakeholders. (PIA1-La Union)

Unlike many countries which have many metropolis or big cities as United States which has not only New York City, but also Chicago, Los Angeles and more than 20 metropolitan areas, or France, which not only has Paris, but also Nice, Marseilles and others or Germany, which has not only Berlin, but Frankfurt, Cologne and more, our country has alas, only one well-developed metropolis, Metro Manila and perhaps Cebu. But today, north of Manila, at a leisurely 4 hr. drive, 70 kms. north of Tarlac, 60 kms south of Baguio, midway Ilocos cities of Vigan and Laoag, lies the sprawling Metro Dagupan City, a rapidly growing corridor, our nation’s new pride.

If further developed, she may help and provide equilibrium and complement congested, overdeveloped Metro Manila. Devastated by powerful earthquake in 1990, many believed it would take a miracle for the city to regain her status. Twelve years after leaning tilted buildings were jacklifted, roads, bridges, homes and houses rebuilt, with business perking up, voila, a miracle of the greatest urban comeback brought her to where and what she is today, a source of great national pride and a living proof of the spirit of people. Home of entrepreneurs, where common livelihoods are trading, commerce, retail sales and food production, Metro Dagupan has low jobless rate, many overseas workers and many folks are mid and upper income, own homes in Metro Manila or elsewhere. Metro Dagupan today is like old Manila in the late 50’s and 60’s prior to the age of skyscrapers and flyovers. The center of the city are two busy traffic laden avenues, AB Fernandez and Perez blvd., similar to Quiapo or Rizal ave. As Manila of the 50’s was surrounded by small vibrant rural towns of Pasig, Pasay and others that comprise Metro Manila today, Metro Dagupan is linked closely to 9 nearby towns on the up, that form the new metropolis.

Along nine towns and Dagupan City, most routes are busy. To her north lies San Fabian, boasting of fine beaches, resort hotels with PTA tourism facilities, fine summer houses built along a scenic highway by the sea and up the hills of overlooking the gulf, with industrial facilities as oil depots and warehouses. Towards Binmaley is a scenic drive through concrete highway, along cool views of fishponds, with quaint restaurants, oyster stalls, and colorful cottages built on banks of fishponds, and where two bridges, old and new, span a deep river with scenes of fishermen quietly casting nets from bancas. Mary Help of Christians seminary next to a 17th century Spanish church, an old town hall and a renovated busy town plaza and public market, carry the image of this parochial town. The road from Binmaley to Lingayen are many nice homes and furniture shops of fine crafted narra and tangile, crafted by local artisans. Lingayen, birthplace of former Pres. Ramos and many famous persons, rich in history, where once, Japanese Gen. Homma and Gen. McArthur landed their armies, is now busy with commerce. Rizal plaza, setting of many fiestas and balls is now crowded with shops, and a new Centromart mall on the way up. Fronting the centuries-old Lingayen Cathedral are many market stalls, Chow King, Jollibee, donut shops, mom and pop stores, popcorn, fruit stands and buildings. Stewart Church and other buildings are refurbished and built from old houses. Lingayen is known for exported tasty anchovies bagoong, or the pink shrimp fry alamang. The Capitol, the Princess Urduja house, the campus of Pang. State Univ., Malong and Justice Hall bldgs., century-old Sison auditorium, a small airport, and the sprawling Narciso Ramos sports complex frame the new Capitol park expanse by the gulf. Hotels, 24-hr. diners, schools facing the Capitol now line Maramba blvd. At Maniboc, bagoong magnates built plush homes. At Sucone, a new highway bridge, started by Pres. Economic uptrend in Metro Dagupan area seen

TWO of the country’s biggest shopping mall and real estate developers and the linking of San Fabian town to the Tarlac-Pangasinan-La Union Expressway (TPLEX) could result in unprecedented economic boom in the area, particularly the Calasiao-Dagupan-San Fabian triangle.
Dr. Gonzalo Duque, president of the Lyceum-Northwestern University (LNU), made this forecast after his family offered SM a part of their land in the Tambac-Mayombo section in Dagupan for a planned shopping mall.
The area, which was considered in the 1990s by another mall operator, Gotesco, for a P1.2-billion project, is adjacent to the site in Calasiao where Robinsons is already developing housing and mall projects.
Hans Sy of SM, accompanied by Duque and his brother Cesar, recently met with Mayor Benjamin S. Lim to sound off the proposed mall in the city.
Some 5,000 jobs are projected to be created if the SM mall is built, Duque said, quoting Sy.
Duque also pointed out the city is expected to benefit from the planned diversion road connecting San Fabian and San Jacinto as part of the new Tarlac-Pangasinan-La Union Expressway (TPLEX).
“Alam nyo ang lapit ng Dagupan sa San Fabian kaya mag-benefit tayo dyan sa bagong expressway,” he said.

Unlike many countries which have many metropolis or big cities as United States which has not only New York City, but also Chicago, Los Angeles and more than 20 metropolitan areas, or France, which not only has Paris, but also Nice, Marseilles and others or Germany, which has not only Berlin, but Frankfurt, Cologne and more, our country has alas, only one well-developed metropolis, Metro Manila and perhaps Cebu. But today, north of Manila, at a leisurely 4 hr. drive, 70 kms. north of Tarlac, 60 kms south of Baguio, midway Ilocos cities of Vigan and Laoag, lies the sprawling Metro Dagupan City, a rapidly growing corridor, our nation’s new pride.

If further developed, she may help and provide equilibrium and complement congested, overdeveloped Metro Manila. Devastated by powerful earthquake in 1990, many believed it would take a miracle for the city to regain her status. Twelve years after leaning tilted buildings were jacklifted, roads, bridges, homes and houses rebuilt, with business perking up, voila, a miracle of the greatest urban comeback brought her to where and what she is today, a source of great national pride and a living proof of the spirit of people. Home of entrepreneurs, where common livelihoods are trading, commerce, retail sales and food production, Metro Dagupan has low jobless rate, many overseas workers and many folks are mid and upper income, own homes in Metro Manila or elsewhere. Metro Dagupan today is like old Manila in the late 50’s and 60’s prior to the age of skyscrapers and flyovers. SAN FERNANDO CITY, Nov. 23 — Pangasinan has truly earned its place as haven for statistics after being adjudged as the best province in the Ilocos Region while celebrating the National Statistics Month (NSM) last October, its third in a row since 2008.

That was another feather in the cap to the biggest province in the Ilocos Region in terms of area and population which, based on statistics, is the most visited province by tourists in the region this year.

Under Governor Amado Espino Jr., Pangasinan is now also becoming one of the most peaceful provinces in the Ilocos Region, one of the only few provinces that had licked out the problem of insurgency.

The Regional Development Council (RDC) said Pangasinan earned its accolade as the Best NSM Province this year, its third in a row, thus easily making it to the coveted Hall of Fame in Region 1.

First adjudged as the best in the region in 2008, the province of Pangasinan captured its latest plum as Best NSM Province during the awarding rite, coinciding with the NSM closing ceremony at the Bangko Sentral ng Pilipinas, San Fernando City, La Union last October 28.

The Hall of Famer province observed the NSM this year with the full support from the local government headed by Gov. Espino.

This was implemented through the efforts of the Provincial Statistics Steering Committee headed by Senior Board Member Von Mark Mendoza and the Provincial Planning and Development Office (PPDO).

For its month-long celebration, the province conducted various fund-filled and educational-oriented activities, especially during the opening program held at the capitol grounds, attended by more than 2,000 delegates from across the province.

The provincial government encouraged mass participation of the people from the academe, line agencies, local government units and even private individuals, stressing on them the value of statistics.

Despite the havoc wrought by Typhoon Juan in the province at that time, all activities were pushed through as scheduled, making the province indeed worthy of emulation.

It was observed that the province did not merely celebrate NSM during the month but also took time out in clearing illegal fish pens in rivers that had aggravated flooding many times in some low-lying areas.
The province likewise advocated environmental protection by conducting symposiums on the use of modern technology in planning and mitigating the effects of catastrophes.

Aside from these, the province also conducted various activities such as the holding of the Provincial Statistical Exhibit (museum style), film showing on environment, Lakbay (Kalikasan) Aral at San Roque Power Corporation, seminar on backyard vegetable production and urban gardening, training on disaster risk management for Local Government Unit personnel, backyard tilapia farming seminar and many others.

On top of its Hall of Fame award, the province also bagged first places in the regional NSM-Jingle Making Contest, Poster Slogan Making Contest (secondary and tertiary level), Oratorical Contest (tertiary level) and Statistical Quiz (tertiary level).

Many have confused the terms Pangasinan, Pagasinense and “Pangalatok”

People of Pangasinan are called Pangasinenses regardless of the language or dialect they speak. The main language is Pangasinan which primarily spoken in central area that includes the cities of Dagupan and SanCarlos, and big towns like Lingayen (the capital) Mangaldan, Calasiao, Sta. Barbara, Binmaley, Malasiqui & Bayambang. Iloko is also widely spoken primarily in eastern part that includes Urdaneta City, Tayug, Binalonan, Umingan, etch and the western area that includes Alaminos City, Mabini, Infanta, Bolinao, Anda, Bani, etc.. Some people in the western part of the province also wide speak Bolinao. Others speak Kapampangan, Zambal, Bisaya, Ibaloi, Kankanaey, etc. But majority of Pangsinenses speak both Pangasinan and Iloko.

The term “Pangalatok” is insulting and derogatory. So too is “Ilokogtot”.

Hereunder is what I wrote in a comment regarding a discussion of this issue in the Pangasinan Page in Facebook on March 15, 2009, as follows:

“Saray totoo ya manaayam ed Pangasinan, sikara so Pangasinense anggan antoy salita ra: Pangasinan, Iloko, Bolinao, Zambal, Kapampangan, Bisaya, Ibaloi, Kan-kaney tanaromni. Aman so "Pangalatok" et "deragatory" tan "insulting". Nalapo tan ya termino nen saman nen mangkokolkol iray Ilokano tan Pangasinense lapor ag natalusan na saray Ilocano so salitan Pangasinan.

Say intawag da ed saray Pangasinenese ya mansalitay Pangasinan et "Kasla kayo nga agtogkik nga manok no agsasao" (You are like chicken with a bad flu when talking)= Pangasinan +kasla+ togkik +manok= Panga-la-tok!"

Say imbales na saray Pangasinense ed saray Ilokano met et: "Sicayo ya Ilokano agyo amtay mampuniti no milaban, kapara kayoy asilok ya otot, mangkogtokogtot" (Ilocanos don't know how to box; they jump like frightened rats)= Ilokano +kogtot + otot = Ilokogtot!"

Both words are insulting and derogatory. Sikato komon no narengel yo may salita ya "Pangalatok", please correct it at once.”

In summation: “Pangasinan” is the name of the province and also the primary language of the province; “Pangasinense/s” is/are the people of Pangasinan regardless of language they speak; and “Pangalatok” is derogatory and insulting word.

Department of Tourism (DOT) Secretary Alberto Lim said on Tuesday that the water sport of surfing is one of the Philippines’ most important market for local and foreign tourists.

Lim made the statement during the recent Philippine National Surfing Convention held last November 26 to 28 at the Club Manila East Resort in Taytay, conducted by the DOT and the Academy of Surfing Instructors Philippines, Inc. (ASIP).

The convention which is the first of its kind in Southeast Asia engaged the main stakeholders in the country’s surfing tourism industry in dialogues and other participative activities to attain clearly defined objectives for the advancement of this fast-growing water sports in the Philippines and the fastest growing personal sports in the world.

“The Philippines is now globally recognized as having some of the most exciting surfing sites in the world.

“This convention paved the way for the introduction and subsequent development of surfing as a potent niche tourism product and a vital engine for socioeconomic growth while responsibly considering the sustainable preservation of the environment and the complete well-being of the local people in the host communities,” said Lim.

According to Director Elizabeth Nelle of DOT’s Office of Product Research and Development, the convention gave a total picture of surfing as a tourism niche market in the country vis-à-vis the rest of the surfing world.

It combined with the DOT’s overall thrust of optimizing positive as well as minimizing, if not totally preventing, negative sociocultural, economic and ecological impacts of tourism programs and projects on the local environment and the host communities.

Some of the local surfing spots currently popular with both local and foreign surfers are the islands of Siargao in Surigao del Norte and Calicoan in Eastern Samar as well as the beaches of San Juan in La Union:banana::banana::banana::cheers:; San Antonio, San Narciso, San Felipe and Iba in Zambales; Baler in Aurora; Real in Quezon; Puraran in Catanduanes; and Lanuza in Surigao del Sur, among others.

With more than 7,107 tropical islands in the Philippine archipelago, there are still several sites yet to be explored for their surfing potential.

“During the convention, impressive revelations about surfing were presented which came as a surprise to many. A sample of these revelations included the fact that in the last two years alone, no less than 7,000 surfing enthusiasts finished their individual surfing lessons — given by only three of several local surf schools – and are now active surfers.

“Surfing maybe undisputedly the fastest growing personal sport in the world. With this scenario, we have started with the establishment of rules and regulations as well as the mechanism to rationalize and monitor the surfing industry,” Paolo Soler, ASIP chairman said.

Based on data supplied by ASIP, the convention’s main proponent, there are over 10 million surfers in 50 countries worldwide.

Of these total number, a conservative estimate of 350,000 surfers are cash-rich professionals who regularly travel mainly to surf and are always looking for more exciting surfing sites to challenge themselves.

From being worth slightly over US$ 2.5 billion in the 1990s, surfing tourism is growing at an astonishing rate of 12 percent to 16 percent annually.

In 2009, neighboring Bali attracted some 1.7 million surfers who contributed about US$ 2.4 million or a staggering 37 percent of Indonesia’s total tourism revenue.

Dagupan's state-of-the-art seafood processing plant now operational

The city of Dagupan again holds its head up high not only for its tasty bangus but now also for its brand new state-of-the-art Korea-Philippines Seafood Processing Plant in Barangay Bonuan Binloc here, which was inaugurated on Monday by Filipino and Korean officials.

Agriculture Secretary Proceso Alcala, Korean Embassy Minister Yong Ho Kim, Rep. Gina de Venecia, former House Speaker Jose de Venecia Jr. and Dagupan City Vice Mayor Belen Fernandez found workers inside sanitized chambers in sub-zero temperature now doing fish processing after inaugurating the facility Monday morning.

In entering the chamber, they had to pass through an air shower room, the only one of its kind in the Philippines, before they were allowed to enter the chamber.

But before that, they were first made to wear sanitized aprons, booths and head gears as a clinical requirement for such facility.

The plant, considered as a new land mark in Dagupan City, seeks to process and put added value to products of local fish farmers to be sold in the domestic and foreign markets and earn much-needed foreign exchange for the country.

Secretary Alcala, whose agency, the Bureau of Fisheries and Aquatic Resources (BFAR), was given the task to initially operate the facility, said the modern processing plant is a boon to fish farmers in Dagupan City and Pangasinan, especially those who produce milkfish (bangus).

Confirming that the processing plant is the most sophisticated of its kind in the country today, Alcala said this will surely fail if the needed raw materials will not be sufficient to meet its needs.

He called on the fish farmers and local government units to unite and help so that the needed raw materials to fill up the 75 percent to 100 percent required capacity of the plant can be met daily.

The plant is now operating with an initial 100 trained work force which would be increased to 150 when it will be operating full blast sometime next year, said Dr. Westly Rosario, interim plant manager, who is also chief of the adjacent National Integrated Fisheries Technology Development Center (NIFTDC).

Among those who attended the inauguration are traditional fish farmers from Dagupan, Western Pangasinan and La Union from where the bulk of raw materials will come from.

Alcala said there is a need to conduct progressive method of growing fish in place of the traditional to ensure that not all fish farmers harvest at the same time, advising that fish-farmers to maintain a year-round calendar, indicating when is the time for them to seed their fishponds and harvest fish.

The project could set off gradual and systematic modernization of fish culture in Dagupan City and Pangasinan to ensure that the plant can fill up its needed capacity, thus ensuring better income for fish-farmers

Offhand, the Agriculture Secretary suggested that priority to be processed are the aquaculture products of Dagupan before the products from other parts of Pangasinan and adjacent provinces can be serviced.

Alcala is confident that the high-tech seafood processing plant will not only provide jobs and shore up family incomes but will surely put Dagupan in the map of the Philippines and the world through its export of processed fish, especially bangus.

He said he has no doubt that with the cooperation of everybody, including LGUs, the facility could make the Philippines one of the biggest suppliers of processed fish in Asia and the Pacific.

On the other hand, Minister Yong said the project, put up by a $ 2 million (approximately P100 million) grant from his government through the Korean International Cooperation Agency (KOICA), is a symbol of their undying love and friendship to the Filipinos which have grown over the years.

Minister Yong was accompanied by Kim Jinoh, resident manager of KOICA and his deputy, Ms. Miyon Kim.

Moreover, Yong said in donating the facility, the Korean people are just doing their turn to repay the sacrifices made by the Filipinos who shed their blood, sweat and tears when they rose to the challenge in defense of freedom and democracy in their homeland some 60 years ago.

On the other hand, former Speaker de Venecia, who negotiated for the financial grant with the Korean government through his then counterpart in the Korean parliament, said though South Korea has a problem of its own due to the tension posed by its neighbor, yet some of their officials are in Dagupan City to fulfill their commitment to help the Filipinos in their battle against poverty.

Saying that the battle against poverty, not war, is the real solution to the problems of the world, De Venecia thanked the Korean government for giving the processing plant that will produce exportable processed marine and aquaculture products to supply the needs of Filipinos in the east and west coasts of the United States, Hawaii, Guam, Canada, Europe, Australia and Middle East.

At the same time, he asked the BFAR to build a mini-port as one of the ancillary facilities of the processing plant, where fish producers from western Pangasinan and La Union can land their fish catch to be brought to the plant for processing.

On the other hand, Rep. Gina de Venecia said the fish processing plant seeks to give direct benefit to about 100 families and some 1,000 fishpond owners, the latter of whom need no longer worry for the next flood because there is a processing plant that can preserve their products.

She said fish farmers do not have to worry even when they harvest their young bangus prematurely as the processing plant has the technology to make bangus sardines.

She added bottled and canned bangus sardines, which would be coming out from the processing plant, are a cinch and much in demand among Filipinos all over the world.

At the same time, Vice Mayor Belen Fernandez said she is happy that the processing plant is now finally operating to give jobs and income to the people of Dagupan who gave way to the construction of the facility in sitio Russia, Barangay Bonuan Binloc Dagupan City.

With its processed fish products hitting the foreign markets soon, there is no doubt that the famous and tasty Dagupan bangus will create greater sensation all over the world, Fernandez added.
