^^Additional information i get regarding the propose SM City Laoag. All commercial buildings within the area will be demolished except Mc Donalds which still have a 10 year contract daw with the church and the old St. William College, it will be incorporated in the proposed design and will become an integral part of the mall. Oo nga pala they call this project as The Catholic Church Compound and Commercial District Redevelopment Plan.

Eto ang abangan natin. Fr. Danny Laida, the spokesman of the technical working created by the diocese of Laoag to deal with SM (the negotiation daw is in the form of MOA) is expected to conduct a press conference regarding this matter after the holy week.

SAN FERNANDO CITY, La Union, April 19 (PIA) --– The La Union Provincial Information and Tourism (LU-PITO) has put up a public assistance center located in front of the Antonino Hall, San Fernando City plaza to address concerns of foreign and local tourists who are expected to flock to this province for the Lenten holidays.

According to LU-PITO officer Adamor Dagang, the public assistance center will provide information on resort information and directions, accommodations, aside from emergency responses in coordination with the provincial disaster risk reduction management council as well as the Red Cross which are both located just beside the Antonino building.

SAN FERNANDO CITY, La Union, April 19 (PIA) – Poverty incidence in the Ilocos Region has declined due to the intensified efforts of the government in protecting vulnerable groups especially during the global economic crisis (GEC), according to the National Statistics Coordination Board.

Based on NSCB record, in 2009, Ilocos Norte registered the lowest poverty incidence at 9.2 percent, followed by Ilocos Sur (12.5 percent) and Pangasinan (19.5 percent) but La Union increased from 21.2 in 2006 to 23.33 percent in 2009.

The government provided skills training, livelihood assistance and emergency employment to the affected workers under the comprehensive livelihood and emergency employment program or Economic Resiliency Plan.

Through the expansion and intensification of the Pantawid Pamilyang Pilipino Program and Accelerated Hunger-Mitigation Program, the marginal groups have been protected under the Integrated Social Protection Program. Increased salaries of government employees were implemented in 2009 of the first of four parts of the Salary Standardization Law III.

The oil price hikes and the rice crisis at the peak of the GEC have been decelerated in 2007-2009. Purchasing of food and non-food needs of the people is not a hindrance despite the slower price increment.

Even though poverty have been reduced, Ilocanos and Pangasinenses’ income could have been greater if not for the typhoons and floods which destroyed the crops and disrupted livelihood of the farmers.

Agriculture is the main source of income of majority of the poor in Region I.

The challenge is to ensure the sustainability of poverty reduction and efforts to further improve incidence rates even beyond 2015, NSCB said. (ANL/EMR-PIA 1 La Union – With report from NSCB)

SAN FERNANDO CITY, La Union: The Philippines economy is made poorer by P78 billion annually by human wastes, according to a study done by the World Bank and the United States Agency for International Development (USAID).

Lisa Lumbao, a USAID official based in Manila, disclosed during a recent media forum here that such wastes damaged most the tourism, fisheries and health sectors.

“Most water pollution comes from untreated sewage, mostly caused by humans. Water pollution is higher than industry and agricultural pollution. Water pollution is very damaging to the environment, that’s why we need to do something about it,” Lumbao said.

According to her, 58 percent of the groundwater in the country is contaminated with coliform bacteria and only one-third of the country’s river systems is classified as suitable sources of water supply.
She said that bulk of the P78-billion loss is caused by lack or proper sewage treatment and septage management.

Lumbao added that only about four percent of Filipinos have their sewage piped to a treatment facility while the rest use only septic tank with no treatment of water coming out or regular dislodging.

To address the problem of water pollution in this city, USAID, Rotary Club of San Fernando, Rotary International and the city government are constructing a P10-million facility for San Fernando’s sewerage and septage management program.

The project, which will start operation by August this year, aims to improve water quality, health and the economy in the city through proper sewage treatment.

Mayor Pablo Ortega said that the project is in compliance with the Clean Air Act of 2004 and Presidential Decree 856 or the Sanitation Code of the Philippines .

Ortega added that an ordinance approved recently by the city council required every septic tank in the city to be dislodged on a rotating five-year period with minimal fee.

The monthly fee, which begins by January 2012, will be P50 for household, P83 for commercial establishments, P125 for institutions and P167 for industry.

The project was conceptualized after it was found out that 56 of the 59 wells surveyed within San Fernando City were contaminated with coliform bacteria, which can cause serious illness if ingested.

The groundwater contamination was allegedly linked to poor construction and maintenance of septic tanks and tanks that can contaminate the surrounding areas.

Aside from the sewerage and septage management project here, the city government has provided the wet market and slaughter house a water treatment facility each.

The CSI La Union, the biggest shopping mall in the province, whose appliance and furniture departments caught fire last April 15, is set to resume operations soon.

The assurance came from Dagupan City Vice Mayor Belen Fernandez, president of the CSI Group of Companies that operate big malls in Pangasinan, La Union and Ilocos Sur.

She said CSI La Union temporarily stopped operations till clearing operations shall have been completed and structural fitness of the mall is assured.

Fernandez went to La Union to check on the condition of her family-owned mall.

She said only two sections, not the entire mall, was razed, although the damages would run to several millions of pesos.

In an interview, she said they want CSI La Union to re-open as soon as possible so that the 800 families dependent on its operation especially those employed in the mall, would not be displaced for a long time.

Fernandez said she is happy that there was no casualty in the fire.

She said they have already an idea on what caused the fire but would not reveal it yet till further investigation is completed by proper authorities.

The building is about five years old only.

Fernandez has instructed their engineer and architect to conduct immediate clearing operations and to renovate the affected areas and to conduct thorough inspection in the entire building including the electrical wiring to ensure the edifice’s stability and safety.

Although she was abroad when the fire happened, Fernandez expressed her thank to La Union Gov. Manuel Ortega and to Mayor Pablo Ortega of San Fernando City for their immediate action in ensuring the safety of the mall against potential looters.

The governor and city mayor brought in rescuers to provide emergency assistance to the employees and personally went around the place to supervise the fire fighting operation.

AS THE PROPOSED project to convert the Laoag Central Elementary School lot into a commercial area shifts to high gear, city engineer
Ulderito Root announced that the demolition of LCES buildings has begun.Root added that in placed of the soon-t0-be demolished structures, two two-storey buildings will be constructed on the northern
and western portion of the school lot. The buildings would be equipped with all needed facilities and equipments, including school offices.

The LCES lot would be divided into two with the eastern portion becoming the commercial area while the western portion would be for the school. The old main building, which has been described as a
Gabaldon-type building and thus a historical edifice would not be
demolished. Root stated further that the contractor vowed to complete
the construction before the start of the 2011-2012 school year so as not to disturb pupils during enrolment.

A promenade, or a walkway, would also be built around the
city’s famous Sinking Bell Tower. A similar demolition has also
commenced around the bell tower as business establishments
that were occupying the said area has also moved out.

The construction of a new Bureau of Fire Protection building along the city engineering compound in Barangay 1 is ongoing as well as the completion of the city Division Schools office and Girl Scouts of the Philippines building at Barangay 23.

Earlier, Laoag Mayor Michael V. Fariñas said the government offices that would be affected by the project—the BFP, DepEd and GSP—would
only commence once their new buildings have been completed. Fariñas added that the contractor will shoulder all the expenses for the construction of all the school and office buildings as he stressed that he believes this project would boost employment not only in the city but the whole province as well.

I wonder how would they incorporate the old St. William College aka Divine Word College with the SM mall's design? :lol: unless it would be "old looking" I guess. I would definitely agree that that location isn't good :ohno:

SAN FERNANDO CITY, La Union, April 20 (PIA) – More jobseekers will be benefited and have more chances of landing a job as employer participants for the Labor Day Jobs fair offers 8,000 jobs available in the region.

According to Arly S. Valdez, Information Officer, Department of Labor and Employment – Regional Office 1 (DOLE-RO1) to facilitate workers’ and employers’ search for jobs and skills, and develop their capabilities to contribute to the economic growth of the region, DOLE1 has made earlier preparations for the nationwide simultaneous job and livelihood fair on May 1, in celebration of the Labor Day themed as “Matuwid na Daan Tungo sa Kaunlaran Para sa Lahat”.

DOLE1 Director Henry John Jalbuena earlier announced that “the numbers are expected to go up as more employers signify their interest to participate.”

Initially, Jalbuena disclosed that 21 local employers from the private sector have committed to provide 4,726 local vacancies; and 4 Licensed Recruitment Agencies also showed their interest to participate to make available some 3,736 overseas job orders.

Among those first to enlist for the fair are: People 2 Outsource, Sitel Phils., NCO Phils., Laus Group, CCIS Educational Foundation, John Clements, SM Hypermarket, TSPI Devt. Corp., GAC Distribution, AXA Phils., Richbake, Inc., St. Joseph Drug, BHF Family Plaza, San Vicente Dressing Plant, Kenwood, ISONN Marketing, Guanzon Group of Companies, Ginebra, Convergys, S & F Finance Corp., Gakken Phils., France Asia Intl. Inc., Al-alamia Intl. Manpower Services, Humania Intl. Inc., and GFI Manpower Specialist Inc.

Aside from the jobs and livelihood fair the event will also be complemented by other services which include one-stop-shop government services, live registration of businesses/employers to the phil-job.net, skills registration system, career and employment coaching, medical services, diskwento fair, and livelihood product display.

An on-line pre-registration for jobseekers and employers with the phil-job.net has already started on April 1 and will end on April 30.

I wonder why Palafox is keeping mum on this issue. Being the urban-planner designate in the province, he should say something. Parang chop suey na ang kalalabasan n'yan. Wala bang zoning diyan sa Laoag?

Vigan has been included as one of the top tourist destinations in the Philippines along with Boracay, Camiguin, Palawan, CDO and Camarines Sur according to Asec. Enerio of the Department of Tourism and this is a good news for our Region! :cheers:Baguio isn't included but I don't believe that Vigan is taking the crown of Baguio as the most visited city for tourists up north. Baguio is Baguio whether of not on the list, Baguio is still Baguio.

By the way, this week, Vigan is experiencing heavy traffic and overcrowding! :ohno::ohno::ohno:

I think mabilis naman nagbabago ang panahon. Kung Dagupan dati ang Queen City of the North, tapos ngayon naman ang Santiago sa Isabela, tapos pwedeng ngayon sa Baguio, Urdaneta o Laoag na ang titulo, parang beauty pageant rin siguro ito, pasa-pasahan ng korona. Dagupan is progressive, pero mas mabilis ang asenso ng Laoag at Santiago. Humihigpit at humihigpit ngayon ang kompetisyon.

La Union Tourism is Back on fire again dahil sa resort na ito! I'm sure na hindi na kailangan pang pumunta ang mga tao sa Baguio at further north sa mga ganitong themed resorts sa Subic or Pampanga dahil may ganito narin dito sa La Union:cheers::banana:

Steel Asia in P10.5B backward integration with 3 steel billet plants

Steel Asia Manufacturing Corp. is undertaking backward integration.

Unit New Carcar Manufacturing Corp. is investing P10.57 billion in steel billet manufacturing plants in three strategic locations that are set to form the biggest steel billet operation in the country.

Lucita P. Reyes, executive director of the Board of Investments (BOI), said in an interview that New Carcar lists the Yaos, owners of Steel Asia Manufacturing, as one of its major stockholders.

Reyes said that under a memorandum of agreement, New Carcar will toll manufacture steel billets for Steel Asia, which will upply the scrap metals.

Steel billets are used to make products such as nails and wires.

Steel Asia is into the production of reinforcing steel bars (rebars), which are used for general construction to strengthen concrete structures.

Under the plan, New Carcar will invest P3.523 billion in each of the three facilities located in La Union:banana::banana::banana::banana::cheers:, Cebu and Davao del Norte. The three plants will have a combined capacity of 1.2 million metric tons per year, divided equally, for the domestic market.

The project will generate 513 jobs once the plants become operational in January 2014.

"The production of these steel billets will make us competitive because they will be sourced locally. The location of the facilities will be spread in Luzon, the Visayas and Mindanao so that the steel billets will be readily available to clients. This will also eliminate freight costs," Reyes said.

Reyes said this will be the biggest steel billet operation in the country and is part of Steel Asia’s backward integration.

She said Steel Asia imports steel billets to produce rebars or sources its requirements locally.

Reyes said the BOI, recognizing the importance of iron and steel as a major sector with various uses in the construction industry, approved the project under a single registration.

"This is because the operation of the three will be simultaneous, they have exactly the (same) capacity and timetable. There might come a time when one plant will not operate, one plant can source from the other. The administration of incentives and monitoring of the operations of the company will be easier," Reyes said.

Last year, BOI also approved the registration of another Yao-owned company, Harbour Industrial Development Corp., for a P2 billion rebar steel manufacturing plant in Davao del Norte.

The project will push the capacity of Steel Asia from 1.2 million metric tons to 1.6 mmt by 2012 when Harbour starts commercial operations in Panabo City.

San Fernando aggressively pursues national and international development support to continuously improve its environmental management and public services. The city's management team began with a city development strategy that defined the elements of sustainability, bankability, competitiveness, and livability for San Fernando. The city has secured funding from various sources including the Land Bank of the Philippines for flood control, the Municipal Development Fund for its sanitary landfill, health center, school buildings, textbook procurement, and the Japan Social Development Fund for slum upgrading projects. San Fernando also mobilized technical assistance to support its city development strategy from the World Health Organization's Healthy City Initiative; USAID for Coastal Resource Management; and the Ford Foundation for low-income housing.

The city of San Fernando in La Union province wanted to be known as an environmentally conscious city. It also wanted provide high quality services to its citizens. This motivation provided the foundation for the city's development strategy to be "a safe healthy and walkable city of God-loving, hard working and disciplined citizens enjoying adequate and accessible basic services." San Fernando has shown how sound environmental management and first-rate public services can be mutually reinforcing.

To meet the particular challenges of urbanization, San Fernando was one of the first cities to develop and implement a City Development Strategy. This plan included a fisherfolk village, a planned community with 97 concrete homes, wide streets, and its own water supply and sanitation facilities. Situated on the coast, it is directly adjacent to a health center and close by to new school buildings with state-of-the-art classrooms. The city has a comprehensive solid waste management program that includes waste segregation and recovery, and has one of the best-run controlled dump sites for solid waste in the country. San Fernando has also started to construct a sanitary landfill to be implemented under a creative public-private partnership through a design-build-operate scheme. This would be the first time such an approach is used and could thus become a world-wide model for other cities.

San Fernando is living up to its reputation as the "Botanical Garden City of the North”. Its mayor launched an "environmental citizenship" program that strengthens the partnership between the city government and its citizens to keep the city clean and green. Citizens do their part by throwing their garbage in the right place at the right time, segregating biodegradable wastes, cleaning their land, recycling and reusing materials, and no longer burning their garbage.

The city has received numerous awards for its innovativeness in environmental management and service delivery, including being on the list of the world's healthiest cities. Mayor Mary Jane Ortega is a member of the United Nations Advisory Committee of Local Authorities, and sits on the steering committee for Access of Basic Services to All of the UN Habitat and UN Institute for Training and Research. The mayor is also the first Filipino to receive the Habitat Scroll of Honor from the United Nations Centre for Human Settlements.

Never in any of Cebu's tourism campaigns did Cebu promoted itself the Queen City of the South. Cebu was known as "an Island in the Pacific" and it was the most successful tourism campaign of the Province even up to this date. :okay:

kaya pala yung sinulog Festival sa Cebu is in honor of the Santo Niño. Great! I think why the Cebu as the Queen City of the South is because it is the oldest city in the country and also the biggest and most progressive one south of Manila, while in the North, Santiago in Isabela carries the title "Queen City of the North" though it is not the largest city in the North (in terms of population). Dagupan in Pangasinan was the Queen City of the North

yes po! actually not only in Cebu but the whole Visayas beloved the Santo Niño. almost all major festivals in the Visayas is in honor of the Santo Niño. kaya binigyan ng title ang Cebu in honor of the Santo Niño during the Spanish period because the image was founded in one of the burned huts by one of Legazpi's men after they stormed and burned the city while the natives fled to the nearby mountains for escape. The image of the Santo Niño was given by Magellan as a gift to the wife of Cebu's Chieftain Humabon in 1521 and it took another 44 years (1565) that Spain came back through the Legazpi expedition to successfully colonized the whole archipelago. :)

The Bureau of Customs on Monday announced plans to transform the Port of San Fernando in La Union into a major cargo hub.:banana::banana::banana::banana::banana::cheers:

By the end of the month, a containerized vessel is set to sail its maiden voyage to the Port of San Fernando, Customs Commissioner Angelito Alvarez said.

The plan to turn the port into a cargo hub is not new — the bureau in the early 1990s planned to introduce a container system in the port for big companies such as Bacnotan Cement, San Miguel Corp. and Philipps Mining. The plan however, did not push through because of the lack of funds to upgrade its structural foundation.

The port can only support bulk and break-bulk shipments but not container van shipments.

This time, the bureau plans to use a mother vessel to gather Region 1-bound shipments from the Port of Manila where they will be transshipped to San Fernando via smaller containerized feeder vessels. The smaller vessels, Alvarez said, would require smaller equipment for loading and discharging.

Alvarez said that these developments are expected to attract investors and create more job opportunities.

The vessel that will sail for the Port of San Fernando at the end of May will be supported by the Poro Point Industrial Corp., a company with a 25-year contract as an exclusive cargo handler at the pier.

Port authorities have offered to reduce port-related fees, a container yard that accommodates 1,000 twenty-foot equivalent and a provision for reefer containers, dangerous cargo area and other cargo trucks.

The Poro Point Management Corp., the management arm of the Bases Conversion Development Authority for the Poro Point Free Port Zone has also pledged to provide a holding area and a Customs examination are for the container shipments.

Companies such as Thunderbird Pilipinas Resorts & Hotel and Casino, LATIMCO and the Mama Sita Corp. are expected to benefit from the new system, the Customs Bureau said. — BC/VS, GMA News

Customs primes Port of San Fernando as hub

THE idle Port of San Fernando in La Union will soon be converted into a hub for containerized cargoes in Region I.

Bureau of Customs (BOC) Commissioner Angelito Alvarez on Monday said the scheduled maiden voyage of a containerized vessel to the port by the end of May would signal the port’s conversion.

To date, rice, coal and fertilizer traders use the port.

Alvarez said the introduction of a container system was initiated in the early 1990s when big companies like Bacnotan Cement, San Miguel Corporation and Philipps Mining expressed interest to avail themselves of the system.

The project, however, was shelved when the proponents could not find funding sources to upgrade the structural foundation of the piers, which could only support bulk and break bulk shipments.

The BOC said it has found a way to overcome the structural limitations by using a mother vessel to collect all Region 1-bound containerized shipments from the Port of Manila and then have these transshipped to San Fernando with the help of smaller containerized feeder vessels.
Alvarez said smaller vessels would require smaller equipment to conduct loading and discharging operations.

To jumpstart the maiden voyage, the Poro Point Industrial Corp., which holds a 25-year contract as exclusive cargo handler at the pier, has offered reduced arrastre and wharfage dues, a wide container yard to accommodate 1000 twenty-foot equivalent units (TEUs) at any given day, a provision for reefer containers, among others.

The Poro Point Management Corp., the management arm of state-run Bases Conversion and Development Authority for the Poro Point Free Port Zone, offered 24/7 secured 10,000 square meter adjacent lot as holding area and Customs examination area.

Alvarez said the containerized vessels’ schedule was initially set at three times a week.

“The new regime of containerization in the Port of San Fernando is expected to enhance Region 1’s attractiveness to investors, and thus create opportunities for enhanced job creation that will jumpstart economic activities in the area,” he said.

Quoting from a report submitted by Port of San Fernando District Collector Fidel Villanueva, Alvarez said big locators at the Poro Point Freeport like the Thunderbird Pilipinas Resorts & Hotel and Casino, Latimco, and the new multi-million Mama Sita Corp., manufacturer of the world renowned food condiment of the Reyes Group of Companies, were all excited to have their containerized cargoes transshipped directly to Poro Point.

PAGUDPUD, Ilocos Norte, May 2 (PIA) --– There is more to this scenic town than the beach.

The popularity of Pagudpud’s white beach has stirred the entrepreneurial skills of residents with a variety of shell crafts and trinkets they have been producing as added attraction to frolickers.

Before they learned the craft, residents were merely trading trinkets and souvenir items they bought from Divisoria in 2003.

Jenny Abendanio, president of the local shell craft association, says they could not sell much because the products they used to sell were also found in the places where they came from.

“Back then, we were merely selling trinkets from Divisoria on top of the fish, fruits and native delicacies,” she says.

The residents eventually formed an association of craft makers and attended workshops to help them create their own designs and polish their skills in manufacturing. Sales began picking up with the steady stream of local and foreign tourists.

Raw materials, such as shells and pebbles, are mostly gathered along the shorelines, Abendanio says.

Noting that craft makers could not assemble the materials with bare hands, the 41-member association asked the local government for help in speeding up production.

Pagudpud officials linked up with government agencies to provide skills training and product enhancement, and encouraged residents to attend the free workshops.

The Department of Science and Technology provided them with drills, grinder and cutting machines in the form of a grant.

Aside from trinkets made of locally available materials, shell-craft pieces with “Pagudpud-inspired” designs, like the bahay kubo (nipa hut), anahaw leaves and grotto are assembled.

Craft makers earn up to P500 a day during the tourist season, Abendanio says.

Association members occupy a stretch of stalls on the public beach, while other craft makers are spread in private resort hotels, mostly in Saud village. Other stalls have spruced up at the end of the long and winding causeway known as Patapat Bridge which leads to Cagayan.

“The project, however, was indefinitely shelved when the proponents could not find funding sources to upgrade the structural foundation of the Port of San Fernando piers, which could only support bulk and break bulk shipments but not those in container vans,” he said.

However, this hindrance was addressed through the system of using a mother vessel to collect all containerized shipments bound for Region 1 from the Port of Manila and transport these to the Port of San Fernando through the use of smaller containerized feeder vehicle.

“Smaller vessels would naturally require smaller equipment to conduct loading and discharging operations,” Alvarez said.

The BOC chief said Poro Point Industrial Corporation, which owns a 25-year contract as exclusive cargo handler at the pier, has offered to reduce arrastre and wharfage dues, a wide container yard that can accommodate 1,000 twenty-foot equivalent (TEUs) container vans at any given day, a provision for reefer containers, dangerous cargo area, stalag for motor vehicles and clearer traffic for haulers and other cargo trucks.

Also, the Poro Point Management Corporation, the management arm of the Bases Conversion Development Authority (BCDA) for the Poro Point Free Port Zone, offered a 24/7 secured 1,000 square meters adjacent lot as holding area and Customs examination area.

“The new regime of containerization in the Port of San Fernando is expected to enhance Region 1’s attractiveness to investors and thus create opportunities for enhanced job creation that will jump-start economic activities in the area,” Alvarez said.

He added that this program received the support of Pangasinan Governor Amado Espino and Vice Governor Ferdie Calimlim, La Union Governor Manoling Ortega, former Deputy Speaker Eric Singson, and the regional executives of the National Economic and Development Authority (NEDA), the Department of Trade and Industry (DTI) and the Department of Tourism (DOT). wow that's pretty cheap!;) when I was in Laoag, I used to go to Netopia, they charged me Php20/hour... and when at home, I used my Globe tattoo broadband internet...it's quite disappointing for I usually spent P50 worth of load but only lasted a couple of hours, and my connection was freakin' slow:nuts::nuts::nuts:

although it's not free, still a very good deal;) thanks to Gov. Imee! btw, the name of that onderful project is "ONE ILOCOS BROADBAND PROJECT":cheers::cheers::cheers::cheers:

Ilocos broadband brings first wi-fi service to Laoag villages

LAOAG CITY, May 4 (PIA) --- Internet service is now within reach even at the remotest point of the city using wireless technology.

The Ilocos broadband, launched on Sunday, is a first in wireless technology for the Ilocos Norte Electric Cooperative in partnership with an Israeli business consortium, the Broadband Powerlines Communications, Inc.

Engr. Renato Balintec, Inec general manager, said the broadband makes use of fiber optics that were tapped into the coop’s power poles.

A wi-fi antenna has been set up to send the wi-fi signal around the provincial capitol for its initial launch.

Balintec said 24 more antenna will be installed around the city, each with a radius of 500 meters making all points of Laoag a wi-fi zone.

The broadband is initially available only in Laoag but full operation will be reached by September 11.

To access the wi-fi signal, an internet user makes use of a wi-fi card worth P100 which is equivalent to 10 hours of internet surfing.

Balintec said the wi-fi service will benefit mostly students and tourists who make use of the internet service 24/7. (ANL/CCA-PIA 1 Ilocos Norte)

IN LINE with the proposed construction of a bypass road in Laoag City, members of the Sangguniang Panlungsod unanimously approved an urgent
resolution certified by Laoag Mayor Michael V. Fariñas expressing support
for the said project. The resolution is addressed to the Department of Public Works and Highways (DPWH).

According to the mayor, the proposed project was already approved by DPWH Secretary Rogelio Singson during their personal visit with Rep. Rodolfo C. Fariñas (Ilocos Norte, first district) to the DPWH but they need the formal project proposal. As a result, the proposed Laoag bypass road project has
been ranked 8 in the DPWH’s list of priority projects. This is the reason the urgent measure was passed by the city council supporting the project as
one of the requirements. The measure was sponsored by councilor Joseph Tamayo.

The proposed project is seen to solve the traffic woes along General Segundo Avenue or more popularly known as “Bacarra Road” which is the most used routes in coming to and going out of the province. With the ongoing industrialization in the city—with the establishment of high rise commercial
buildings and the construction of another mall, heavy traffic is expected.

To remedy the situation, Fariñas said there is a need for the construction of a bypass road that would traverse through the Ilocos Norte National high
School to Barangay Sta. Maria with a total length of 6.55 kilometers.
The 6.55 kilometer stretch would eventually ease traffic congestion in the city of especially on the part of vehicles that come from the northern part of
the province and to those bound for the Laoag International Airport.

Before the approval of the measure, engineer Roy Tomas explained to the members of the city council about the by-pass road. According to Tomas, the
road will start around 50 meters on western part of Suba Road Junction in front of the Northwestern University passing through the Barangays of
Bengcag, Tangid and others that cross the Padsan River and ends
before the National Power Corporation. He said that the bypass road has also been proposed to be 20 meters in width because this would fall as a national highway. Tomas said that there would be no residential houses to be
affected but only agricultural lands and that the City Assessor’s Office is presently identifying the owners of these lands that would be affected.
As per knowledge of Tomas, the counterpart of the city government for this project would be shouldering the acquisition of right of way.

Reacting to this, Tamayo, who chairs the committee on transportation, said the funding for the right of way comes from the regular fund of the infrastructure project of the DPWH. He said the city government has not yet determined what would be and how much would be its counterpart on the said
project. With the support and eagerness of Congressman Fariñas on this project, Tamayo believes he would be helping the city government for the counterpart. It was learned that Congressman Fariñas endorsed the letter of Mayor Fariñas to Singson for the creation of a bypass road.

The Congressman strongly believes that the presence of this bypass road would decongest the traffic along the city’s main road going to the newly constructed Laoag City General Hospital and the Laoag International
Airport. Mayor Fariñas also expressed his thanks to all the members of the city council who supported the measure as certified urgent. Likewise, he also thanked Congressman Fariñas for the endorsement to Secretary Singson and hoping that this would be acted immediately considering its ranked eighth in the priority projects of the DPWH.

BADOC, ILOCOS NORTE—An integration of wind and solar energy power is providing energy to a mariculture zone project on Puro island in this town.
The first-of-a-kind solar-and wind-powered mariculture demonstration farm of the Bureau of Fisheries and Aquatic Resources (BFAR) established in this small island gives light and security to a floating house equipped with automatic sensor device that rings an alarm every time a threat or a person
is detected near the area.

Arthur Valente, fishery regulatory officer of the Office of the Provincial
Agriculture, said once a threat is detected, a mobile phone attached to the electrically controlled apparatus immediately transmits the alarm through call or text to authorized personnel near the area. According to Valente, the integration of solar and wind power was made feasible here in cooperation
with its local government unit backing the implementation of the mariculture
project.

A fully air-conditioned office van, measuring 6.3 meters by 2.42 meters, is also being constructed by the sea to oversee the mariculture zone project and, at the same time, to monitor illegal-fishing activities near the existing Badoc fish sanctuary area.

Fishers like Remigio Quidica,47, and Rommel Cajudoy, 38, of Pagsanahan Sur, Badoc, said they were amazed of how advanced technology enables people to make things work fast and easy.Quidica and Cajudoy were two of the selected caretakers of the mariculture project established in early January that houses highvalue commercial fish species like pompano, pegged in the market at P250 per kilogram.

Through this technology, the BFAR hopes to invite more investors to venture into mariculture projects and to help more marginalized fishers earn a living
through the creation of more sustainable livelihood in the future.

I am very much impressed with the developments now in Ilocos Norte. I can then be able to see great changes there when I will be visiting the province next week. I also miss my dear La Union, also progressing fairly well. Life is kinda hard here in Binondo here in Manila.

TWO audit teams of the Commission on Audit (COA) were recognized for unearthing irregularities in the loan program of the Home Development Mutual Fund, otherwise known as Pag-Ibig.

The audit body announced this during its 112th anniversary on Tuesday, which was attended by President Benigno Aquino III.

The government saved P53.1 million after the Tacloban audit team discovered that the projects did not enter the accreditation criteria, a statement from the Philippine Information Agency (PIA) said.

The scam later prompted a congressional inquiry, the same statement said.

Director Rodulfo Ariesga and auditors Alicia Malquisto, Imelda Oballo, Elena Merida and Josefina Galos composed the team that discovered the anomaly.

Meanwhile, the La Union audit team composed of Director Sabiniano Cabatuan, Pelilia Veloso, Herminia Laforteza and Nixon de Nieva exposed an overpriced payment in 978 developer-assisted housing loans totaling P484.7 million.

This year's outstanding COA employee is state auditor Haydee Pasuelo, who found two government officials stealing P1.2 million from public coffers, which resulted in their dismissal.

Likewise, Pasuelo, who hails from Iloilo, issued P97.8 million worth of audit disallowances in three government agencies.

Pasuelo was highly praised by the President for her work in unraveling the squandering of public funds by two government officials, as well as major audit disallowances in three government agencies.

In less than a year, COA's efforts resulted in saving some P250 million for the Department of Budget and Management and the prevention of the misuse of P1.3 billion by the Department of Public Works and Highways.

Thirty-eight cases of tax evasion from June 2010 to April 2011 amounting to P12.5 billion have also been filed by the Bureau of Internal Revenue. Meanwhile, the Bureau of Customs, due to its watchful eye, was able to regain P45-billion contraband.

LAOAG CITY, May 12 (PIA) --- Mouth-watering longganiza from Batac. Crispy-licious Chicharon or Bagnet from San Nicolas. Bibingka, puto and other native kakanin from Currimao and Calasiao, Pangasinan. Abel Iloko from the loomweavers of Paoay and shellcraft from the artisans of Pagudpud.

These are just some of the products showcasing Ilocano pride being sold at the 4th “Minuyongan ken Partuat” Trade Fair and Garden Show at the Aurora Park in Laoag City, Ilocos Norte.

The trade fair is a project of the Department of Trade and Industry (DTI) provincial office, in partnership with the Partuat ti Kailokuan Association, City Government of Laoag and the Provincial Government of Ilocos Norte.

According to Jenette Suguitan, Senior Trade and Industry Specialist of DTI, the trade fair “aims to promote local products not only from Ilocos Norte but also from other provinces of Ilocandia, especially the One-Town-One-Product (OTOP) of the various local government units (LGUs) of the province.” The OTOP is a government program aimed to support local entrepreneurs and LGUs develop markets for their products and help push the local and national economy.

Other products featured at the trade fair are country wines from Adams and Ilocos Sur; furniture and home furnishings from the Cordillera Administrative Region and local manufacturers; processed food such as banna rice coffee, Batac empanada, Solsona veggie noodles, Paoay chichacorn; gifts, home decors like miniature replicas of Bangui windmills; linen and garments, among others.

One of the highlights of this year’s trade fair is plants, particularly bonsai

“We are introducing bonsai because more and more people are discovering the joy of collecting and taking care of bonsai,” Suguitan said. Bonsai plants being sold came from Ilocandia Bonsai Society, Ilocos Sur, Pasuquin and La Union.

Bullish growth prospects

MANILA, Philippines — Modesty aside, I am glad that some government and IMF officials agree with me that GDP growth this year can still be at 7% or above, despite the fact that many international economists have been saying that our growth will slow-down to 4.5 to 5.0%. I am no longer the only "prophet of boom" around.

The abundance of local funding, with our savings rate having gone up to 28% or more while investment is still at 17-18% of GDP, has encouraged many local investors to implement billions of pesos worth of projects in real estate and housing, energy, infrastructures, public utilities, tourism, and agribusiness.

These local investors are not waiting for the government to come out with feasibility studies that will jump-start the Public-Private Partnership (PPP) programs that the Aquino Administration is counting on. Most of these big-ticket PPP projects will see fruition only in 2012 and 2013.

Meanwhile, the engine of growth for 2011 will be investments that will be financed by the local banks that are awash with money. Fortunately, interest rates have risen only very slightly, despite the higher inflation that may exceed 5% for the whole year.

The high growth in consumer spending in 2010 has encouraged many local businesses — both big and small — to expand their production facilities. Such a trend is very obvious in the construction of low-cost and medium-cost housing for middle-income families, not only in the Metro Manila area, but also in such other urban areas as Cebu, Davao, Cagayan de Oro, Iloilo, Dagupan, and Angeles City.

Housing and construction will continue to be the engine of growth this year. The double-digit growth in the revenues of BPO facilities has also stimulated the construction of office buildings in practically all the urban areas that have been attracting BPO companies, including smaller cities like Baguio, Dumaguete, Bacolod, and Naga. Since double-digit growth is forecast for at least the next five years in the BPO industry, the impact on real estate and construction will be sustained.

The focus of the Department of Public Works and Highways on countryside or rural infrastructure will bring economic growth to the rural poor. More farm-to-market roads, irrigation systems, and other rural infrastructure are encouraging small farmers to diversify into higher-value crops such as fruits and vegetables which will add higher incomes.

The sustained growth of about 7% in the remittances of OFWs will also pump more purchasing power into the rural areas where most of the relatives of the OFWs reside. In fact, this source of income for Philippine households may be the only real source of increased consumption since political spending and pump priming from the government will be absent this year.

Exports are expected to slow down this year. Because of the problems encountered by Japan after the triple whammy of an earthquake, a tsunami, and nuclear meltdown, Philippine exports may grow only by single-digit rates compared to the more than 30% increase in 2010. The very slow recovery in the EU and the US does not help. Even if we have been increasing our exports to our neighboring countries like China in the last few years, many of these exports like car parts and electronic components are actually assembled in these countries for final shipment to the US or Japan. The Philippines has not decoupled from these developed countries. The consoling fact is that exports account for less than one-third of our GDP. Higher rates of investments can counteract the slowdown in exports.

What is also encouraging is that many members of the House of Representatives are contributing their share to the increase in local investments. I personally know a good number of them who are very active supporting local infrastructure projects like farm-to-market roads, irrigation systems, public markets, school buildings and other public works, and social services with their so-called "pork barrel." Among them are Congress persons Dennis Socrates of Puerto Princesa, Rodolfo Valencia of Oriental Mindoro, Art Defensor of Iloilo, Sonny Angara of Aurora, and Josie Limkatchiong of Negros Oriental. I am sure there are many others who are pouring funds into local infrastructure.

This trend in investments in regional public works will intensify after DILG Secretary Jesse Robredo recently issued an order to heads of LGUs to submit inventories of road in their respective jurisdictions to enable the government to help improve and repair local street networks. Financing will be taken from the Special Local Road Fund (SLRF).

A significant rise in investments from all the sources described above will more than compensate for the slow down in consumption and exports. Rising prices of oil and food products will cause consumers to be more cautious in spending. We won't see a consumer-led recovery for at least the next 12 to 18 months. GDP growth fueled by investments — as has been happening in China over the last 20 years — is more sustainable. Several years from now, people will remember 2010-2011 as the beginning of sustained growth of 7 to 9% in GDP for at least the next two decades.

We will deserve to be called a real emerging market, following the paths taken by China and India over the last decade or so. Like these two giant economies, a large population will be a distinct advantage for the Philippines to grow without being overly dependent on exports in a global economy under constant threat of a recession. Such a trend is very obvious in the construction of low-cost and medium-cost housing for middle-income families, not only in the Metro Manila area, but also in such other urban areas as Cebu, Davao, Cagayan de Oro, Iloilo, Dagupan, and Angeles City.

Housing and construction will continue to be the engine of growth this year. The double-digit growth in the revenues of BPO facilities has also stimulated the construction of office buildings in practically all the urban areas that have been attracting BPO companies, including smaller cities like Baguio, Dumaguete, Bacolod, and Naga. Since double-digit growth is forecast for at least the next five years in the BPO industry, the impact on real estate and construction will be sustained.

The focus of the Department of Public Works and Highways on countryside or rural infrastructure will bring economic growth to the rural poor. More farm-to-market roads, irrigation systems, and other rural infrastructure are encouraging small farmers to diversify into higher-value crops such as fruits and vegetables which will add higher incomes.

The sustained growth of about 7% in the remittances of OFWs will also pump more purchasing power into the rural areas where most of the relatives of the OFWs reside. In fact, this source of income for Philippine households may be the only real source of increased consumption since political spending and pump priming from the government will be absent this year.

Exports are expected to slow down this year. Because of the problems encountered by Japan after the triple whammy of an earthquake, a tsunami, and nuclear meltdown, Philippine exports may grow only by single-digit rates compared to the more than 30% increase in 2010. The very slow recovery in the EU and the US does not help. Even if we have been increasing our exports to our neighboring countries like China in the last few years, many of these exports like car parts and electronic components are actually assembled in these countries for final shipment to the US or Japan. The Philippines has not decoupled from these developed countries. The consoling fact is that exports account for less than one-third of our GDP. Higher rates of investments can counteract the slowdown in exports.

What is also encouraging is that many members of the House of Representatives are contributing their share to the increase in local investments. I personally know a good number of them who are very active supporting local infrastructure projects like farm-to-market roads, irrigation systems, public markets, school buildings and other public works, and social services with their so-called "pork barrel." Among them are Congress persons Dennis Socrates of Puerto Princesa, Rodolfo Valencia of Oriental Mindoro, Art Defensor of Iloilo, Sonny Angara of Aurora, and Josie Limkatchiong of Negros Oriental. I am sure there are many others who are pouring funds into local infrastructure.

This trend in investments in regional public works will intensify after DILG Secretary Jesse Robredo recently issued an order to heads of LGUs to submit inventories of road in their respective jurisdictions to enable the government to help improve and repair local street networks. Financing will be taken from the Special Local Road Fund (SLRF).

A significant rise in investments from all the sources described above will more than compensate for the slow down in consumption and exports. Rising prices of oil and food products will cause consumers to be more cautious in spending. We won't see a consumer-led recovery for at least the next 12 to 18 months. GDP growth fueled by investments — as has been happening in China over the last 20 years — is more sustainable. Several years from now, people will remember 2010-2011 as the beginning of sustained growth of 7 to 9% in GDP for at least the next two decades.

We will deserve to be called a real emerging market, following the paths taken by China and India over the last decade or so. Like these two giant economies, a large population will be a distinct advantage for the Philippines to grow without being overly dependent on exports in a global economy under constant threat of a recession. LC major projects near completion

LAOAG CITY assistant city engineer Fred Agpaoa announced that all major projects of the Laoag City government are all in full swing with the near completion of the multi- million upgrading of the Laoag City General Hospital (LCGH). LC major projects near completion Agpaoa said the earlier proposed soft opening of the hospital on May 30 might be fulfilled considering the few finishing touches of the electrical connections needed except for the construction which is expected to be completed until next week on the finishing for the painting. According to Agpaoa, the contractor has around 100 manpower this week who are in full blast working 16 to 24 hours to complete the total finishing touches. Agpaoa hopes that final and accomplishment reports made by the contractor would be submitted until next week. Agpaoa admitted that one of the hindrances in the finishing is the arrival of the new hospital equipments for the installation of electrical connections though majority of the important equipments
already arrived. He said the two passenger elevators are now functioning except for the other one which is ongoing exclusively for patients especially those are in bed.

The Laoag Central Elementary School (LCES) demolition is also ongoing and at the same time construction has started for the new school buildings. This is in preparation for the proposed commercial area to be located at the eastern portion of the existing LCES lot.
Agpaoa said that in a month’s time the completion of the school buildings will rise for the pupils to use this coming June. However, Agpaoa said that the city government is also considering some plans in case the completion would not be finished before the opening of classes but he assured this will only be for a short period of time. The existing DepEd and Girl Scouts buildings will be the temporary school buildings to be used until full completion which also includes the Janssen Hall owned by the Catholic church which is just across the street, Agpaoa said. He said that the construction of the new Bureau of Fire Protection (BFP) building just beside the City Engineering Office is also in progress. This also includes the almost completed new city DepEd and the Girl Scouts buildings in Barangay 23.

It was learned that the city engineering office also presently studying some possible revisions of the proposed bypass road to be constructed here in the city. The bypass road is a project of the Department of Public Works and Highways (DPWH) in cooperation with the city government of Laoag. The project is expected to start soon as this has been considered by the DPWH as number 8 priority projects of the said agency for this year. The multimillion proposed project will be constructed and will start at the western part of the Northwestern University (NU) going northward crossing the Padsan River wherein a bridge is also needed and will end near the Napocor building along Bacarra Road. In an earlier interview with mayor Michael V. Farinas, the bypass road aims to hasten traffic here at the heart of the city which is one of the major problems especially during peak hours. This would also help people coming from the northern part of the province going to the Laoag International Airport (LIA), Fort Ilocandia Resort and
Casino (FIRC), students of NU and those who will be going to the newly constructed and upgraded city hospital easier.

Northern Luzon UPC Asia Corp. (NLUPC) is investing P11.214 billion for two wind power projects in Pagudpud, Ilocos Norte.

Lucita Reyes, executive director of the Board of Investments (BOI), said NLUPC’s two wind projects will be operational in December 2013.

Reyes said the project in Caparispisan will have a capacity of 54 megawatts and the other in Balaoi will have a capacity of 26 MW.

NLUPC, a 60-40 Filipino-Dutch firm, secured from the Department of Energy (DOE) in February 2010 and in September 2009 wind energy service contracts for the Balaoi and Caparispisan projects.

Developers have to secure a service contract for both the pre-development and development/commercial stages of wind energy projects. Wind developers also have to register and pre-qualify with the DOE and secure a certificate that will serve as the basis for their entitlement to incentives.

Ilocos Norte is home to the first and only operating wind farm power project being operated by NorthWind Power Development Corp. in Bangui Bay.

The 33 MW plant is also Southeast Asia’s first and largest.

Another wind power project, owned by Energy Logic Philippines, will add 120 MW when it becomes operational in January 2013 in the Pasuquin-Burgos area, also in Ilocos Norte.

BOI also registered early this year the P14.4 billion, 86-MW wind power project in Burgos, Ilocos Norte, of Burgos Wind Energy Systems, a unit of Energy Development Corp. This will be operational by December 2014.

Trans-Asia Renewable Energy recently secured BOI approval for a 54-MW wind plant to be built in Guimaras. The project will cost P6.5 billion.

The BOI, quoting a study by the US National Renewable Energy Laboratory, said there are 10,000 square kilometers of land areas with good to excellent wind resources in the country.

Using the conservative assumption of about 7 MW per sq. km., these windy areas could support a potential installed capacity of 70,000 MW.

Most of these windy areas are found in the northern part of the country, particularly in the Ilocos region. The BOI said around 23 power plants with an estimated total capacity of 557 MW are being targeted by the government by 2014.

According to the Wind Energy Resource Atlas of the Philippines, the best places include Batanes, Babuyan Island, Ilocos Norte, Mindoro, Samar, Leyte, Panay, Negros, Cebu and Palawan.

Early this week, the National Renewable Energy Board proposed a rate of P10.37 per kilowatt-hour for wind power. This compares with P6.15 per kWh for hydro, P7 for biomass, P17.65 for ocean energy, and P17.95 for solar.

R1MC seeks to become Cancer Treatment and Diagnostic Center in Northern Luzon


A House bill filed by Pangasinan Fourth District Rep. Gina de Venecia seeking the expansion of the Region I Medical Center (R1MC) here from 300 to 600-bed capacity could make the facility as the only Cancer Treatment and Diagnostic Center in Northern Luzon.

This was disclosed in a press conference on Thursday by Dr. Roland Mejia, R1MC director, who attended the committee hearing on House Bill No. 3840 in the House of Representatives.

The House Committee on Health headed by Rep. Alfredo Maranon III endorsed the bill to be discussed in the plenary.

Dr. Mejia said if the bill becomes a law, R1MC will become not only a 600-bed capacity but also a Tertiary Level IV full-scale training and teaching hospital in Northern Luzon.

He said to date, at 300-bed capacity, R1MC is the only Tertiary Level IV medical center in the entire province of Pangasinan and is already a training and teaching hospital on limited scale.

The existing medical centers in Pangasinan, he said, are under Level III and have no capability for training and research.

"To date, we train doctors to become specialists, nurses and other para-medical personnel like pharmacists, physical therapists, medical technologists, nutritionists and even students taking up Hotel and Restaurant management," he said.

These trainings are accredited by the Philippine Colleges of Surgery, Obstetrics and Gynecology, Philippine College of Physicians or Internal Medicines and Philippine College of Pediatrics, he added.

Mejia said the upgrading of R1MC is advantageous not only to the people of Pangasinan but to nearby provinces, like Zambales, northern part of Tarlac, Nueva Ecija, Benguet and the southern part of La Union.

He said passage of HB 3840 is so vital because the present 300 bed capacity of R1MC is no longer enough as the hospital’s daily occupancy is now more than 100 percent.

"This means that at any given day or at any given time, all beds of the hospital are occupied by patients," said Mejia, citing their census for 2010 which indicated an average occupancy daily of 115 percent.

He said because of the serious congestion at R1MC, the corridors are utilized to accommodate patients and those who cannot be accommodated anymore would go to other hospitals.

R1MC is located on a three-hectare lot on Arellano Street in Dagupan City, donated for hospital use before the pre-war by former Pangasinan Governor Teofilo Sison.

With its expansion, the site became too small for a 600-bed capacity hospital.

Mejia said the executive committee of the Department of Health already approved his recommendation two years ago for the hospital to buy a one-hectare lot at the back from the heirs of the late Governor Teofilo Sison to be used for its expansion.

HB 3840, he said, proposes to implement a five-year development plan for R1MC, allowing the construction of 60 beds each year till the full 300 beds required are attained.

The bill filed by Rep. De Venecia involves the upgrading not only of the facilities but also technological capabilities and the existing manpower of the hospital.

According to Mejia, the standard staffing pattern of 600-bed capacity medical center is 1,600 regular employees.

At present R1MC has more or less 900 personnel.

actually panga dapat sa Dagupan, hanggang 2-storey buildings lang sana doon dahil sa lambot ng lupa nito, unless kung may gustong magpatayo rito ng highrise, pwede nila kopyahin yung method kagaya nang ginawa ang Petronas Towers sa Kuala Lumpur. Sobrang lambot rin ng lupa doon pero nagawan rin ng paraan ng mga engineers para mapatayuan rin ang malambot na lupa na iyon

maganda din ang skyline ng Davao, kaya lang being the largest city in Mindanao, kulang na kulang ang mga highrise...sana dumami iyan in the coming years!:cheers: sa Baguio, pwede sana kung may limang 20+ floors sa downtown, ok na yun. kung di pwede sa Dagupan, sa Urdaneta na lang kaya itayo ang building na iyan:cheers: sayang naman, massive pa naman;)

MANILA, Philippines - A strange-looking, smelly plant suddenly sprouted out of nowhere in a quaint barangay in Agoo, La Union.

While the residents of Sta. Rita were celebrating their fiesta and parading their patron saint last weekend, most were suddenly drawn to a plant that grew near the road.

“I thought they were looking at a fetus… From afar, it looked like decaying meat,” a resident said of the eggplant-colored plant with a huge cone structure in the middle.

Nobody knew who planted it there, and so it became the barangay’s attraction. People from out of town suddenly emerged and took their pictures with the plant, notwithstanding the foul smell.

People likened it to the rafflesia, the world’s biggest flower, but upon looking at the pictures, an expert identified it as Amorphophallus campanulatus.

Amorphophallus means 'amorpho' (without shape or misshapen) and 'phallus' is penis.

Previous consultations with the late botanist Dr. Daniel A. Lagunzad would show that the flower belongs to the Araceae family in the genus Amorphophallus.

It is also called elephant yam or pongapong in Filipino. Lagunzad had said It is known only from Luzon and Mindoro.

In his blog, botanist Abercio Rotor said, “Pongapong is a rare plant. Its reproductive stage is in the form of a single bulbous flower arising from an underground enlarged root. The flower is pollinated by flies attracted by putrefying odor of meat.”

He also called it a “wild plant.” It was once used as hog feed in Ilocos during the pre-war era, he said.

BAGUIO CITY, May 26 (PIA) - - The city government of Baguio, through the City Tourism Office, extends an invitation to tourism officers, local officials, and the muses of 10 key cities and municipalities here in Northern Luzon for the 2011 staging of ‘Sabsabong ti Mayo’ (Flowers of May).

In the Kapihan sa Baguio forum Wednesday, City Tourism Officer Benny Alhambra bared that they have invited the cities of Laoag and Batac of Ilocos Norte; Vigan and Candon of Ilocos Sur; San Fernando, La Union, and Dagupan, San Carlos, Urdaneta, and Alaminos of Pangasinan to join Baguio City and Tabuk City of Kalinga for this year’s staging of Sabsabong ti Mayo.:banana::banana::banana::banana::banana::banana:

Alhambra explained that Sabsabong ti Mayo’ is a cultural and eco-tourism program and as a new product that they would like to develop to be a major tourism event, they are now partnering with other cities and key municipalities in this northern part of the country.

“We are converging here in Baguio to showcase the cultural and eco-tourism products especially the eco-fiber of the different places here in the north,” Alhambra said.

As the highlight of the event, a Santacruzan will be held on May 26 inside the SM City Baguio, which will be participated by the invited tourism officers as well as their cultural bearers or muses of their respective areas. An eco-fiber designer gown fashion show cum competition will also be held.

On Friday, the city guests will also join some of the city barangays for a ‘Santacruzan’, which will start at Session Road to the Baguio Convention Center wherein the Sabsabong ti Mayo will be culminated by an ‘anido’ (bonfire) for an informal meeting of the minds and gathering through bonfire, accompanied by dance, music and food.

Alhambra also disclosed that they will also be holding a participative development forum with their fellow tourism officers, to have an assessment of the ‘Sabsabong’ activity.

“Very briefly we would like to make an assessment, on what Sabsabong is all about and in line with our vision towards establishing it to be a major program of the city for the second quarter, after Panagbenga.

LAOAG CITY, May 27 (PIA) --- The Department of Education said school children of the Laoag Central School will hold classes temporarily in an office building vacated by the city division office when school opens in June.

Vilma Eda, assistant city division schools chief, said a contingency plan was set in place before school ended in March in preparation for the construction works at the more than one-hectare school compound.

Based on an agreement between the city government and the mall developer of Puregold shopping center, part of the school compound will be converted to a mall while a section of the property will be reserved for school buildings.:cheers::cheers::cheers::cheers::cheers:

Commercial structures will also rise around the school lot as part of its development. The Laoag diocese, which owns the property, donated the lot to the city government for education purposes.

Eda said construction engineers have assured officials that classroom construction will be completed by the end of July.

“We may also adopt class shifting if the temporary classrooms will not be enough. Classes will be held on two shifts in a day,” she said.

Eda said part of the agreement was the completion of school buildings before the mall will be erected to avoid any class interruptions.

Except for the Gabaldon-type main building, all structures in the school lot were demolished. The new classrooms will be built on the lot’s western section while the mall will occupy the eastern wing.

A new building for the offices of the city DepEd has been built outside of downtown Laoag.

Laoag Mayor Michael Fariñas, in a contract with the mall developer, agreed to keep the main building from being demolished in compliance with a provincial regulation to conserve heritage structures. (ANL/CCA-PIA 1 Ilocos Norte)
