Eastern Petroleum to put up oil refinery in Mindanao

Eastern Petroleum Corp. and a Hong Kong-based partner are planning to put up an oil refinery in Mindanao, which would lead to lower fuel prices in Visayas and Mindanao, an official from the company said Tuesday.

EPC chairman Fernando Martinez told reporters that although the refinery's capacity will be small, it will benefit oil consumers in Visayas and Mindanao.

Martinez said that because of transport and freight costs, prevailing oil prices in Mindanao and Visayas are P1.50 per liter higher than that of Metro Manila prices.

“We are looking at the possibility of constructing a mini oil refinery. The plan, however, is very tentative," Martinez said.

“It will only have 800,000 barrels to one million barrels a month. Once operational, oil prices in Mindanao and Visayas would likely go down at least P1 per liter or may put at par with Manila prices," he said.

There are presently only two refineries in the country. One is run by Petron Corp. and the other by Pilipinas Shell Petroleum Corp., a member of the Royal Dutch Shell Group.

“This time, we will be partnering with Chinese investors," EPC official said.

He said the group would likely undertake the project within the next three to five years. Martinez said construction of the refinery would take one and a half years.

“At least it will be crude based, and remember there is a huge margin in refinery between refinery and crude which is about $12 to $18. It will be cost effective to refine everything here. We are currently verifying the costs," he said.

The EPC executive said the idea of putting up a refinery is consistent with the company’s goal to be more cost-efficient.

“We are aware that only 70 percent of the existing capacity is being utilized by the domestic market but if it would be cheaper for us to refine than importing crude oil, we might as well do it here," he said. - GMANews.TV (http://www.gmanews.tv/story/47256/Eastern-Petroleum-to-put-up-oil-refinery-in-Mindanao)

NGO network urges agri reform review

Groups say program miserably failed to help agri reform

A MINDANAO-wide network of grassroots organizations has urged elected officials to speak their mind on the fate of the Comprehensive Agrarian Reform Program (Carp) beyond 2008.

Harold Berayo, Mindanao chairperson of Katipunan ng mga Samahan ng Maralita sa Kanayunan (Kasamaka), made the challenge as he called for an examination on the relevance of the Department of Agrarian Reform (DAR) in "advancing a meaningful agrarian reform effort" in the country.

Berayo noted that DAR has "miserably failed" in its mandate of carrying out social justice in the countryside through land redistribution and corresponding support services to farmer-beneficiaries.

Although official land distribution statistics show the target has peaked out, Kasamaka holds that "this is not true in actual situation on the ground."

"Much of big landholdings remain untouched," Berayo observed. This supposed failure of DAR is the principal reason Kasamaka has joined the "unpopular but justified call of 'No to Carp extension'," he explained.

Instituted in 1988 during the incumbency of President Corazon Aquino, Carp was originally scheduled for implementation in a 10-year period. Congress extended it for another 10 years in 1998.

"Another 10 years is another waste of government money, and another period of giving false hope to farmers given how DAR bungled on its important mandate," Berayo stressed.

On the question of overseeing provision of support services to beneficiaries, Berayo says this can be handled by non-government organizations which are already undertaking this even Thursday.

Given the "unfinished target" in land distribution, Berayo says that a special body can be created to focus on this concern, while the arbitration bodies must continue to exist.

During the period of campaigning for the May 14 elections, now reelected senator Joker Arroyo openly expressed his disapproval for any Carp extension.

But advocates of Carp extension said that in much of Mindanao's rural villages, the issue of tenurial security continues to haunt efforts at improving agricultural performance hence the continuing relevance of the program.

A number of non-government organizations also hold that instead of scrapping it altogether, Congress must thoroughly review the program with the broad participation of rural folks, agrarian reform advocates and other stakeholders with the view of seeking ways to strengthen Carp.

Adaza: Mindanao representation

THE 12th slot for membership in the Senate is contested by two capable young leaders of Mindanao, Migs Zubiri and Koko Pimentel.

It is unfortunate that both who deserves to be in the Senate are the ones edging each other out.


Migs Zubiri is a hard working congressman and truly deserves to become a member of the 24-member Senate. So with Koko Pimentel, a bar topnotcher, who is an up and coming national leader.

Migs' father is the dynamic reelected governor of the province of Bukidnon, Joe, while Koko is the son of the opposition's Nene Pimentel who is the lone Mindanaon member in the Senate.

Koko had to rely on Nene's national prominence and the endorsement of promising actress Angel Locsin to get into the national consciousness of the electorate, while Migs relied on his own performance as a congressman for media covered many of his activities for he really is a performer for the common good.

I prefer that both should become members of the Senate for they are the kind of young leaders that should become national elected officials.

But this cannot happen now for a young navy lieutenant Antonio Trillanes presently detained for his advocacies was proclaimed two weeks ago as senator elect by the Comelec.

Who ever consequently makes it Koko or Migs, I am confident that he will work hard for the interests of the public, not only for Mindanao, but the country as well.

I voted for Koko, Migs, Pichay and Sultan Kiram in the last election for I wanted Mindanao to be well represented in the Senate.

I knew Sultan Kiram had very limited chances of making it, for he did not have radio, television and newspaper ads for himself but still I voted for him, for I am of the view that the Muslims must have a voice in the Senate.

I remembered some of the distinguished Muslim Senators from Mindanao, the likes of Tomas Cabili, Domocao Alonto, Salipada Pendatun, the lady Rasul and lawyer Tamano, I forget his name who ably represented Mindanao in the Senate at different times with Senators Maning Pelaez, Roseller Lim, Bobby Barbers and Nene Pimentel who made us Mindanaoans proud of the works for the good of the country.

The late Maning Pelaez who became Vice President of the country, almost made it as President of the Republic, but Ferdinand Marcos beat him for the nomination of the Nacionalista Party's Presidential candidate for the 1961 national election.

Mindanao must really have leaders who are selfless, dedicated and hardworking, so that peace and progress could finally be had for Mindanao and the country.

The bombing of a passenger bus in Cotabato is a must to be looked into seriously and then cause the arrests of the extortionists who are responsible for it.

So with the kidnapping of Catholic Priest Gian Carlo Bossi. The police authorities must dedicate themselves to making Mindanao as showcase of peace and progress.

The MILF and MNLF demands must be tackled with sincerity for a just and honorable agreement to be arrived at with our government, so that once and for all the decade long problems be resolved for the good of the nation.

It is important that Mindanao should have a railway system for its progress to be realized. Goods and people can then be moved with dispatch and efficiency.

It is high time that the national leaders of our Republic must broaden their horizons by looking at national progress based on a national program for growth and development.

Not on who is close to the haven of power and privilege - Malacañang.

Our problems are varied and many but with leaders who are selfless, dedicated and God fearing, the goal of having a progressive, healthy, peaceful and just Republic can be achieved.

Of course the leaders and the people must pray for God's guidance and wisdom.

Mindanao veggie producers eye Australia

Davao City (21 June) -- Mindanao vegetable producers are encouraged to look for other foreign markets like Australia which is experiencing shortage of vegetables due to drought.

Romulo Palcon, technical director of the Department of Agriculture (DA XI) regional field unit said the Australian market is lucrative as well as that of China.

China, he said which is a promising market boasts of a per capital vegetable consumption of 250 kilograms, the highest in the world

But he said these markets are not farfetched provided that the producers conform to internationally-accepted standards.

He said farmers must go for good agricultural practices (GAP) for them to be able to comply with foreign market standards.

He said GAP is a set of best farming practices that encompasses all stages of the food production chain and export of fresh agricultural products.

GAP on vegetables focuses on the judicious use of agro-chemicals among growers, on workers’ health and safety practices, and on appropriate harvest and post-harvest handling techniques.

Palcon said being GAP-certified will enable farmers in Mindanao to significantly improve product quality and meet the increasing demands of high-end institutional markets.

Meanwhile, he said DA is opening more “food lanes” and “bagsakan centers” in Metro Manila in the agency’s bid to minimize layers in the marketing chain and increase the profits of Mindanao’s vegetable producers. (PIA) [top]

Hope this answers the question? I think the oil refinery they are building is fior ethanol - an additive to gasoline (Biofuels Act) of which the main sources are sugarcane, cassava, etc. So the potential areas are where these farmers grow these plantations .

MANILA, Philippines -- Eastern Petroleum Corp., currently an importer and distributor of finished petroleum products, said it had started contracting farmers in various parts of Mindanao to grow cassava on an initial area of 7,000 hectares, which it plans to use as feedstock for a $350-million series of ethanol projects in the next five years.

The 7,000 hectares of cassava plantations could produce about 175,000 metric tons of raw cassava tubers, which could multiply by 300 percent every year to reach 500,000 hectares in the fifth year, Eastern Petroleum chairman Fernando Martinez said.

Half a million hectares would suffice to produce up to two million metric tons of ethanol, which would cover the total domestic requirement of 400,000 metric tons and have enough surplus for export, Martinez said.

He said the 7,000 hectares of cassava plantations would pave the way for Eastern Petroleum’s $350-million joint venture with China’s Guangxi State Farm Bureau.

The partnership entails development of four to five ethanol plants over the next two to five years.

The first batch of farmers is in General Santos City and Saranggani province, he said. Field validations are also being conducted in Bukidnon and Misamis Oriental, he added.

Offers have also been made by landowners and farmer groups in parts of the provinces of Laguna, Batangas, Pampanga and Zambales and in the northern region of Cagayan Valley, he said.

Under the agreement, Eastern Petroleum and the land consolidators and farmer groups will jointly shoulder the P150 million needed for farm preparation and inputs. Eastern Petroleum assures the purchase of the cassava that will be harvested from the identified land parcels after about 10 months.

Martinez said Eastern Petroleum was in talks with another Chinese group on setting up “mini-refineries” that could produce a million barrels of fuel a month.

“If the viability is there, the setup time for a mini-refinery is just one-and-a-half years,” he said. “It will be good to have the actual fuel source here instead of importing all of our finished products. It will be cost-effective to refine everything here.” With INQUIRER.net

That's the point...you establish the plant where the source of material is. This a main factor for consideration in conducting a feasibility study. Just like in Iligan, most cement plants are in the Lugait-Iligan Boundary because the main source of cement which is limestone is abundant in that area where geologists state that limestone reserves are believed to last for the next 100 years.

Studies from PNOC state that the oil exploration will be in the Sulu Sea, so most likely the refinery would be in Zamboanga del Norte. The mini-refineries (ethanol plant) would be near the established plantations.

Railway gets 48.42% of investment cost in super regions development

Cagayan de Oro City (22 June) -- Projects on the Railway System amounting to Php180.15 billion has taken the biggest bulk of investments of the country’s super regions (SR) development.

“As announced by Pres. Gloria Macapagal Arroyo in her state-of-the-nation address (SONA), last year, we have now four (4) super regions, namely: the Metro Luzon Urban Beltway, Northern Luzon Agri-Business Quadrangle, Central Philippines and Mindanao,” Secretary Rolando G. Andaya, Jr. of the Dept. of Budget and Management (DBM) said.

The investment cost for the railways is actually 48.42% of Php372.02 billion, the total investment cost for all the projects in the SR’s for implementation from 2007-2010, he said.

This is followed by those on the Roads System, Php101.8 billion or 27.36%, Airports System, Php43.10 billion or 11.59%, Seaports System, Php15.85 billion or 4.26%, Irrigation System, Php12.60 billion or 3.39%, Bridges System, Php5.0 billion or 1.34% and “Other” projects, Php13.52 billion or 3.63%.

The financing strategies for these projects are taken from the National Government/Official Development Assistance (NG/ODA), Php186.27 billion, Government-Owned and Controlled Corporations (GOCC), Php116.01 billion, Private Sector Participation (PSP), Php68.41 billon and local government units (LGUs), Php1.33 billion, Andaya said.

Particularly for Mindanao, these SR projects include the infrastructure for the roll on-roll off (RORO) seaports connecting the following:

Cagayan de Oro to Siquijor, Bohol, Cebu and Masbate through Camiguin via the Guinsiliban Port with investment cost of Php0.005 billion and Mambajao Port, Php0.020 billion, as well as Surigao City Port to Liloan, Leyte, PhpPhp0.034 billion

Andaya said the other SR projects for Mindanao are on roads, bridges and airports, namely:

Access roads from the national highway to the ports of Dipolog, Zamboanga del Norte, Php0.034 billion, Oroquieta City-Dapitan City-Dipolog City, Php1.116 billion and Cagayan de Oro-Misamis Oriental-Mambajao, Camiguin, Php0.034 billion.

Agusan del Norte-Misamis Oriental Road, Php0.521 billion, the Siocon-Siraway-Sibuco-Baliguian Road in Zamboanga del Norte, Php3.451 billion.

Dinagat Island Road Network, Php2.133 billion and the Surigao-Davao Oriental Coastal Road, Php5.865 billion.

Hawilian-Salug-Sinakungan Barangay Road in Agusan del Sur, Php0.090 billion and the Lebak via Awang-Upi to Maguindanao Road, Php2.065 billion, the pre-construction of which is ongoing.

Panguil Bay Bridge, Php2.70 billion with the Lanao del Norte and Tangub City governments to fund the approach roads and Php900 million as NG counterpart.

Laguindingan Airport in Misamis Oriental, Php4.418 billion and the Siargao Airport in Surigao del Norte, Php0.058 billion. (PIA)

Mindanao contributes 42 percent to RP corn output

MINDANAO'S total corn output for the first quarter of the year reached 722,269 metric tons or 42.4 percent of the country's total production of 1.7 million metric tons, the Bureau of Agricultural Statistics said in a recent report.

This year's white and yellow corn harvests in the six regions of the island are 3.52 percent higher from the 697,717 metric tons yield posted during the same period last year.

In terms of value, the January-March 2007 corn output for white and yellow corn reached an estimated P7.66 billion.

Farm gate price of white corn during the period was pegged at P11.40 per kilo, higher than yellow corn at P9.81 per kilo, or an average corn price of P10.60 per kilo.

The agricultural statistics did not specifically state how many metric tons of white corn where harvested as against yellow corn.

Northern Mindanao is the island's top corn producing region for the period with an output of 227,010 metric tons, followed closely by the Autonomous Region in
Muslim Mindanao at 212,066 metric tons and by Central Mindanao with 207,991 metric tons.

Davao Region was the fourth major producer of corn in the island with 37,009 metric tons; Zamboanga Peninsula at fifth with 35,355 metric tons; and lastly
Caraga region with only 2,838 metric tons.

A total of 326,935 hectares of land in Mindanao were planted to corn for the first quarter output. For the same period last year, corn plantations reached 306,601 hectares.

Farm efficiency in the Mindanao regions was highest in the autonomous Muslim region with a corn production of 2.45 metric tons per hectare.

Following closely is Central Mindanao with a corn output of 2.41 metric tons per hectare; Northern Mindanao, 2.28 metric tons per hectare; Caraga, 1.56 metric tons per hectare; Davao region, 1.43 metric tons per hectare; and Zamboanga peninsula, 1.32 metric tons per hectare.

The Bas report said country's entire output of 1.7 million metric tons in the first quarter was 11.4 percent higher the 1.53 million metric tons output for the same period last year.

"The increment could have been higher if not for the effect of continuous rains and cold weather conditions during the reproductive stage of corn crop in Cagayan Valley, heavy rains and flooding in Davao Region, dry spell in Armm, and shifting to other cash crops in Central Luzon," the report noted.

In the entire country, Cagayan Valley in Luzon is the top producer of corn for the first three months of the year with a yield of 446,976 metric tons.

Ilocos region, also in Luzon, followed it with 241,794 metric tons.

Rounding up the country's top five corn producers for the first quarter of the year are Northern Mindanao, Armm and Central Mindanao.

Banana chips: Bridging the Gap

DAVAO CITY (GEM Program/20 June) — Growing bananas for chips has become an attractive proposition in Mindanao, now that growers have gained direct market access to processors and to improved technologies. George Yacapin, chair of the Banana Industry Development Association in Talisayan, Misamis Oriental, said that his group has been able to market its products directly to banana chip processing plants, resulting in higher profits for growers. “(The link) has really improved the standing of the banana growers in the supply chain,” Yacapin said. Because of this direct line between producers and buyers, he added, some of the growers in the area have gotten somewhat envious: “So our commitment now is to training growers in other neighboring areas on what we have learned,” he said.

He was referring to the training and market linkage assistance that his group obtained with the help of USAID’s Growth with Equity in Mindanao (GEM) Program, which has focused on providing a wide range of technical assistance to enhance the banana supply chain, particularly for cardaba banana. The technical support provided by GEM included seminars on best farming practices and effective pest and disease management, and the facilitation of market linkages between cardaba growers and banana chip processors.

The enhanced supply chain gave the banana processors direct access to raw materials, although they have to compete with buyers in public markets and other viajeros. Lately, they have also had to deal with traders who have started sourcing fresh cardaba from Mindanao to augment the shortage in Luzon, where banana farms have been devastated by the series of super typhoons late last year.

Through the Mindanao Fruit Council (Minfruit Council), one of the business support organizations assisted by USAID’s GEM Program, 12 seminars have been conducted in key cardaba producing areas. The seminars have been attended by approximately 1,000 farmers in North Cotabato, Sarangani, Davao del Norte, Compostela Valley, Bukidnon, Lanao Norte, Misamis Occidental and by Mr. Yacapin’s group in Misamis Oriental, and have provided training on improving productivity and the quality of the products. Representatives of banana chip processors have been invited to some of the sessions, which has enabled the growers to speak directly with the buyers. The GEM training program, together with the Minfruit Council, has also provided technical assistance in organizational management to growers and their associations, like that of Mr. Yacapin.
Banana chips processors have also benefited from the supply chain improvement efforts. The GEM Program has provided processors with assistance in accessing new foreign markets, particularly in China. Total Philippine banana chip exports to China rose sharply from about US$ 120,000 in 2002 to more than US$ 5.2 million in 2006. Another emerging export market for local banana chips is the Russian Federation where total shipments have reached a million dollars in 2006, growing ten times during the past five years.

During the past two years, GEM has helped six Mindanao banana chip processors to join major trade fairs in China, which provided venues for the processors to access the China market, the Philippines’ fastest-growing buyer of banana chips. This year, GEM is helping to promote Philippine banana chips during the Food, Hotel and Catering Show in Beijing in June and will assist Mindanao processors to book advance orders from food suppliers and institutions preparing for the Beijing Olympics in 2008.

GEM’s assistance to the banana chip industry has also benefited former MNLF combatants who, after receiving training, have started growing this popular crop. GEM’s Targeted Commodity Expansion Program-Livelihood Enhancement and Peace Program, assisted them to diversify their traditional activities, through the establishment of cardaba farms.

About 600 farmers in North Cotabato, Lanao del Sur and Lanao del Norte began planting cardaba banana two years ago. Early last year, the farmers had their first harvest and made regular fruit deliveries to a processing plant in North Cotabato, giving them a year-round income.

These support efforts have been successful because banana chips have become an important product for the export market. The production of banana chips has emerged as one of Mindanao’s strategic industries. There are now more than twenty banana chip processing plants in Mindanao compared to 15 factories five years ago.

The annual value of banana chips exports from the Philippines is approximately $35 million, and 70-80% of the product comes from Mindanao, where cardaba bananas are grown throughout the region. Although annual exports declined in 2005 due to trade-related issues in the China market, the market rebounded in 2006, with export volumes to China recovering and growing by a robust 16% versus the previous year.

Thousands of small banana growers depend on the chip processors as primary markets for their produce, as the raw material needs of the banana chip industry require the yield of at least 30,000 hectares annually. Since cardaba production is dominated by small-holder growers, with average farm size of one hectare or less, the total number of farmers involved ranges from 30,000 to 50,000.

Industry data show that traditional markets like the United States, the European Union, Japan, Australia and South Korea have consistently expanded, although emerging markets, particularly China and Russia and former Eastern Bloc countries have posted exponential growth in the last four years. The most surprising market perhaps is Vietnam, where the imports of banana chips from the Philippines has surged over the past three years. Vietnam has become a trans-shipment point for Philippine banana chip exports to China because it enjoys preferential tariff rates with China due to long-standing bilateral agreements between the two countries.

In the Davao Region, the Trade Department launched the product as a substitute for junk foods in school canteens, in an effort to help spur local demand. The agency commissioned a private company to formulate new banana chips variants in an attempt to encourage students to try the product because of its nutritional value. A dozen new varieties were successfully launched last year. Homegrown singer Joey Ayala was hired to compose a catchy jingle to promote the product to school children.

Last year, Mindanao exported about $16.3 million of banana chips, or 45% of the banana chip exports of the country. The value was 40% higher than the value in the previous years.

With the farmers already having direct links with the processors and other markets, and with demand increasing steadily, banana growing has become an attractive proposition. (GEM Program)

Movement to protect Mindanao's last remaining ... forest


Multi-sectoral groups mostly from the private and religious sector recently launched a movement to form mechanism and core groups on how to protect the last remaining one million hectares of forest in Mindanao.

Launching was held at the Liceo De Cagayan University in Cagayan de Oro City last June 22, 2007.

No less than the Vice President of the Catholic Bishops’ Conference of the Philippines (CBCP) Archbishop Antonio Ledesma, S.J. of the Archdiocese of Cagayan de Oro officiated the ceremonial launching.

Those who formed the core group for the movement were indigenous people and their leaders who came all the way from far flung areas in Caraga Region, Bukidnon, Misamis Oriental and nearby provinces.

Selected media groups, representatives from the academe such as from Ateneo de Cagayan or Xavier University and other universities were also present in the launching.

Representatives from the Diocese of Bukidnon, other NGOs and People’s Organizations were also present in the launching.

The remaining forest regions in Mindanao are northern & Caraga (largest), Lanao-Maguindanao (second largest) and Davao & Sarangani with Zamboanga Peninsula (third largest) and the rest show all were tribal lands & territories of indigenous people & communities of Muslim and Christian- influenced people.

The largest among the indigenous people here are the Manobos who are closely related to the Higaonon, Tala- andig & Bukidnon and the oldest tribe, the Mamanwa. They are prominent in Agusan, Surigao, Bukidnon, Davao , Cotabato and neighboring regions.

The Maranaw and Maguindanawon & Iranun in Lanao-Maguindanao; Tibolis & B'laan in Cotabato & Sultan Kudarat; Bagobo, Mandaya or Mansaka & Kalagan in Davao areas and Subanen Sama, Tausog, Bajao-Laut in Zamboanga Peninsula towards Sulu and Tawi tawi islands.

Dagondon who conceptualized the idea of the movement said “Green Mindanao’s fifteen years of engagement and approaches has matured toward this stage, will embark on one million forest movement”.

"This is critical in securing the future of Mindanao islands people’s, culture, nature and sustained development”, he added.

Dagondon added the movement will be anchored on tribal people's action to protect their tribal lands and territories; complementing government program on forest conservation with church and civil society's effort on ecological protection.

“Artists, religious leaders and civil campaigners are perceived on high moral ground in our society. Their messages, prayers and campaigns had inspired and driven reform, renewal and even revolution. A concerted effort among us is the only way to secure our future, protect our rights and have peace with our soul…”, Dagondon said.

Related movements and Campaigns Greenpeace, World Wildlife Fund, United Nations Environment Program, Haribon Foundation “ Golden Forest ” Campaign , etc. have on-going similar campaigns and programs.

Greenpeace global campaign for paradise forest is similar with WWF' 50 million hectares goal of protected areas.

The UNEP embarked on 1 billion trees program in 2006 by Wangari Maathai, the Nobel Peace Prize laureate and His Serene Highness Albert II, Prince of Monaco are patrons of the campaign. (PNA)

A multi-sectoral undertaking aimed at strengthening local mechanisms for counter-terrorism with the active participation of various stakeholders in Mindanao, the summit will be graced by President Gloria Macapagal-Arroyo who will be in the city on July 10 to receive the output of the three-day workshop.

Among others, topics include the Security Updates in Mindanao to be given by the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), Inter-Agency Counter-Terrorism Efforts and Updates on the Peace Process by the Presidential Adviser on the Peace Process (OPAPP).

Meanwhile, RA 9372, which takes effect July 15, 2007 or exactly two months after the May 2007 elections, as provided for, is described as "An Act To Secure The State and Protect Our People From Terrorism."

An output of the 3rd Regular Session of the 13th Congress, RA 9327 puts prime importance on the human rights of every Filipino, especially the right to live safely, peacefully and free from the threats of terrorism, said National Security Adviser Norberto Gonzalez.

RA 9327 states that "It is declared a policy of the State to protect life, liberty and property from acts of terrorism, to condemn terrorism as inimical and dangerous to the national security of the country and to the welfare of the people and to make terrorism a crime against the Filipino people, against humanity and against the law of nations."

In the implementation of the policy stated above, the State shall uphold the basic rights and fundamental liberties of the people enshrined in the Constitution, he said.

On the other hand, RA 9327 states that the State recognizes that the fight against terrorism requires a comprehensive approach, comprising political, economic, diplomatic, military and legal means duly taking into account the root causes of terrorism without acknowledging these as justifications for terrorist and/or criminal activities.

Such measures include conflict management and post conflict peace-building, addressing the roots of conflict by building state capacity and promoting equitable economic development, Gonzalez added. (Trends)

06 - 4-day Yamang Mindanao OTOP Trade Fair showcases Mindanao's SMEs

The four-day Yamang Mindanao "One Island One Product" (OTOP) Trade Fair held from June 29 to July 2 at the KCC Mall in General Santos City showcased the potentials of Mindanao’s small and medium entrepreneurs’ (SMEs) to be globally competitive.

The trade exhibit that featured an array of products from Regions 9, 10, 11, 12, Caraga and the Autonomous Region in Muslim Mindanao (ARMM) caught the attention of both domestic and international buyers.

The authentic Mindanao products featured in the fair included processed foods, jewelry, fashion accessories, furniture, garments and handicrafts.

The Island Trade Fair, spearheaded by the Department of Trade and Industry, ended on a bullish note as sales for the four-day fair reached P28 million.

Another highlight of the fair was the "business matching" event where the SMEs had the chance to dialogue with their potential partners or buyers.

"Yamang Mindanao is being institutionalized as one of the biggest trade fairs in the country with the huge number of inquiries from entrepreneurs asking how to be part of the fair," Trade Undersecretary for Regional Operations Group (ROG) Carissa Cruz–Evangelista said.

She acknowledged the support of the Foreign Buyers Association of the Philippines (FOBAP) represented by Mariane Naz and Advocate of Philippines Fair Trade Inc. (AFTI) represented by its chairman Vic Roaring and executive director Rommel Agustin for the successful holding of the trade fair.

Top sellers in the trade exhibit under the food category included the YY Sea International Corp. of the Zamboanga Peninsula (Region 9), which took bulk orders from a company in China for its bottled Spanish sardines; Sunnish Coffee of Caraga Region for its innovative rice and corn beverage; and KM Foods of Southwestern Mindanao (Region 12) for its value-added tuna products.

On the non-food category, South Sea pearl crafter Tezoro del Mar of Region 9 posted the biggest sales, followed by another Region 9 exhibitor, K6D Infinite Fashion, and furniture maker Wild Trend Woodcraft of the Caraga Region.

The OTOP, a priority program of President Gloria Macapagal-Arroyo, seeks to promote entrepreneurship and create jobs by identifying and eventually developing a locality’s one product that has a competitive advantage.

The fair also cited De Lara Agsam Novelties of Caraga for having the best product (non-food) in the fair –a necklace weave with pearl. The weave is made from agsam vine and rattan strips laid with pearl.

Also cited for having the second best (non-food) product was a rug made from abaca bark and fiber by Top Zion Handicrafts, also from Caraga Region.

For food category, the best product went to Region XI’s Lucille’s Food Products for its Calamansi Carrot Concentrate.

Second placers on the best product category were Region XI’s Magsaysay Farmers’ Multipurpose Cooperative for its organically-produced Mag Rice and YY Sea International Corp. for its bottled Sabroso Spanish-style sardines. (PNA)

EASY WAY OF PROPAGATING SPANISH IN THE PHILIPPINES

I believe it's easy to learn Spanish mainly because the Filipino is already familiar with most of the words- the derived words found in the local languages like Tagalog,etc. & the Latin-derived words in English itself. If you're adept in Tagalog & English, when you start learning Spanish, you'll find you'll only lack 20% of the vocabulary you need to get by. English has an easy time becoming propagated throughout the world because of its dominance of mass pop culture so it was easily integrated into the consciousness of the people. & in the Philippines, monopolized as it is by American culture, the people really didn't need any language to get by. Do we even have any inkling of what contemporary Spanish popular culture can offer? That's the failure of the propagators of Spanish language. Spanish generally has an antiquated appeal- di na uso, no longer trendy. & if anything, Filipinos are a very trendy-conscious lot. Because if anything, it is the contemporary Hispanic culture which could help propagate Spanish in the Philippines. Learning it is not hard, just make it cool, make it trendy to remove its reputation of being associated with bad friars & cruel hacenderos (I think this is the main hurdle to making Spanish acceptable). II Incorporate Spanish into local culture, with a goal of producing a Tri-lingual Philippines in time (which the Philippines actually should be)
I repeat, Spanish must be made trendy, to make it palatable to an Anglo-Saxonized Filipino. It can meet head-on with what America can offer- after all, it converted me.
A. Make efforts to maintain TVE in the local cables, it disappeared again at Destiny Cable (why?). In fact, efforts should be made to increase the number of Hispanic channels- Canal 9 of Argentina, Univision, etc.

B. It will be contemporary music which will push Spanish into the mainstream. MTV Latinamerica's prescence here is imperative because this will give it the necessary appeal, it will be the main vehicle that will attract the young. & to promote the notion that a Filipino artist is as Latin as the other Hispanics, they should be included in the line-ups also. Initially, introduce Spanish music video clips in MYX . This will be easy inasmuch as the Lopezes are Hispanistas themselves. I have a strong feeling it will be the likes of Juanes, RBD, Kudai or Axel who will reinvigorate Spanish in the Philippines. Juanes, because his songs & posture are stuffs that Pinoys love. Kudai, their look is reminiscent of current Filipino rebel-types, & their sound is very British pop. Rbd's voice & song in Salvame is almost tailormade for the Philippine masses, semi-Abba, semi-Coors. Axel's love songs are the stuff of Pinoy hits: Tu amor por siempre, Amo, Que estas buscando (almost Christian Bautista/Martin Nievera) & his looks is idol-material, a counterpoint to the Anglo-Saxon idols. Among many others (a good reference is the Top Hits of Chile, they seem to have the same taste as the Filipinos). It's these popular idols who will supplant the friars in the minds of the Filipinos.


C. Sponsor visits/concerts of Spanish & Latinoamerican celebritie
this will bring closer to the Filipinos face-to-face the reality that Spanish doesn't necessarily mean snarling caciques which we read in our history books.
Moreover, this will be commercially viable in the long run. With its growing economy & big population, it will be profitable developing the Philippines market. Besides, with the oncoming Asian Century, they will have a jumping board in the Philippines to the Asian market.

I repeat, when you know Tagalog & English, it’s really easy to learn Spanish. Konting tulog lang. A small price for the great feeling learning a new language brings.

Mayor Jaraula calls for unity among Mindanao leaders

City Mayor Constantino G. Jaraula today called on all Mindanao leaders who attended the Mindanao Peace and Security Summit which opened today, to unite and work together to attain peace in the island.

Addressing over 300 key security officials and local government unit executives from all over Mindanao during the opening program this morning, Mayor Jaraula said that peace cannot be attained by one person alone but through the concerted effort of every Mindanaoan. Mayor Jaraula pointed out that sacrifices must be made along the way, setting aside personal interests in the pursuit of real peace for all the people in Mindanao. “There are no other people who can love Mindanao more than us who live in Mindanao and therefore, we must at all times uphold the spirit of brotherhood,” Mayor Jaraula contended. The city mayor added that it is only but appropriate for Mindanao leaders to sit together and plan what could be best for the promotion of peace and order in the island especially in the fight against criminality and terrorism.

The two-day Mindanao Peace and Security Summit which is anchored on the theme, “Peace and Security: Our Legacy to the Filipino People” is an initiative of President Gloria Macapagal-Arroyo and convened by the National Security Council. Meanwhile, Undersecretary Victor Mayo of the Department of National Defense expressed optimism that the Mindanao leaders who attended today’s peace summit can make a big difference in promoting a culture of peace not only in Midanao but in the entire archipelago. Usec Mayo, who delivered the keynote speech during the opening ceremonies of the peace summit urged all summit participants to put their acts together in building a peaceful Mindanao and in fighting terrorism. Participants of the peace summit are expected to share insights regarding the security updates in Mindanao, inter-agency counter-terrorism efforts, updates on the peace process and the salient features of the Human Security Act.

Infra projects set for Mindanao

THE Moro Islamic Liberation Front (MILF) and the World Bank are now coordinating after several foreign governments pledged, and recently delivered, monetary aid to the conflict-plagued region of Mindanao.

Those foreign governments -- including Canada, Japan, Sweden, Australia, and New Zealand -- are providing large amounts of financial assistance.

Mindanao Economic Council (MedCo) chairman and Peace Process Adviser Secretary Jess Dureza confirmed that indeed a number of foreign aids are earmarked for conflict-torn areas here in Mindanao.

"We just hope that we can finally sign a peace pact with them soon," he said, adding that more financial assistance and foreign investors will flood Mindanao once the peace pact with the MILF is inked and peace and order will be attained.

Reports shows how these foreign countries are "confident Mindanao is a worthwhile investment" this despite the recent difficulties in peace negotiations between the MILF and the government in Manila.

The aid is being provided with the hope the two parties will soon put their differences behind them and resume negotiations in the interest of peace in the Philippines and the welfare of Mindanao's citizens.

The two-phase project, known as the Mindanao trust fund, is being administered by World Bank.

Integral components

The first phase of the project is designed to focus on building, reconstruction, and development.

The second phase, designed to support larger projects, will begin once a sustainable peace agreement is reached between MILF and the government.

The program is being implemented with assistance from the Bangsamoro Development Agency (BDA), MILF's development arm.

BDA Director Danda Juanday said several projects had already been started as a direct result of the foreign aid, including the construction of post-harvest facilities and community multipurpose halls.

For her part, Mary Judd, Mindanao coordinator for the World Bank, said this first-phase development was meant to prepare the area for a stable peace when, and if, it arrives.

"Given the foreign aid and potential of the area, the citizens of Mindanao hope the government will see these tangible benefits of peace and immediately resume negotiations with MILF," Judd said.

Judd believes the two-phase project will be a success, for Mindanao and also as encouragement for the two parties to work quickly for peace.

She said, "We decided to divide the project before and after to prepare the communities for the rebuilding works when the war is over."

Judd added that it is difficult to sustain large long-term development projects in the midst of hostilities.

On the other hand, Canadian Ambassador to the Philippines Peter Sutherland, referring to his country's contribution to the fund, said, "Our emphasis on governance, support to small business and conflict-affected areas reflect the importance we attach to these integral components of the government's strategy for peace and Development in Mindanao."

Sutherland voiced convictions on the potential of the vast natural resources of Mindanao, and any assistance will aid the entire country.

Davao City (5 July) -- Davao City Chamber of Commerce and Industry, Inc. (DCCCI) consultant Cora Baylon said businessmen has expressed support over President Gloria Macapagal Arroyo's plan of creating mega-regions, saying such strategy would promote economic development and convergence within every supra-region.

With our new DCCCI president Doming Duerme, we support government’s efforts that would be of beneficial both for the business sector and for the people especially in Mindanao, she said.

"It could help us consolidate the gains of Mindanao," she said.

Strengthening mega-regions backs up DCCCI banner approach, which is "industry-and economic development."

The biggest challenge within government's scope in implementing mega regions is how to connect Mindanao gains given the territorial boundaries.

The business community believes that in pushing for these mega-regions, it would strengthen regional development councils to form a supra council for the whole of Mindanao.

Baylon said establishing mega regions might gradually reduce the present bureaucracy and would build a supra body for Mindanao to oversee operations.

DTI, on the other hand, explains the many other benefits the said move could give to the people in Mindanao.

"It would encourage maximum business participation not just within every province or municipality but within Mindanao as a whole," she said.

Further, she said that every area would be given support to produce, promote and market its champion products while connectivity will be in place in the form of infrastructure, roads, and others. (PIA)

On the pipeline are the 15-hectare high-end French-Mediterranean-themed Le Jardin de Villa-Abrille subdivision in barangay (community village) Ma-a; the 15-hectare Ocean Cove and three-hectare Costa Villas both in Dumoy, Talomo; and the 50-hectare first Asian-Balinese themed leisure-residential Kembali Coast in IGACOS.

Filinvest Land, Inc.-Davao branch manager Alan Barquilla said Overseas Filipino Workers (OFWs) top their takers, followed by out-of-town and Davao City residents.

There are three existing projects in Davao City, including the country-themed flagship project Orange Grove in Matina Pangi. The others are the Southern-California-inspired Fuente de Villa Abrille in Tulip Drive, Matina, and the resort community Villa Mercedita in Dumoy, Toril.

The Fuente de Villa Abrille and Villa Mercedita projects are sold out while the Orange Grove project obtained 90 per cent sales, Barquilla said.

Barquilla said the company's market in Mindanao is growing, strengthening current expansion plans in the cities of General Santos, Butuan, and Koronadal.

Development of the Spanish-Mediterranean-themed Villa San Ignacio in Zamboanga City and Filinvest Homes in Tagum are also ongoing, he added.

Barquilla said they are targeting the middle market because of the strong market among OFWs.

Davao City (18 July) -- After assessing the country's preparedness against Avian Influenza during a workshop conference held in Cebu City in coordination with the Food Agriculture Organization (FAO) additional measures are being proposed to strengthen the response mechanism against avian flu.

Dr. Rafael Mercado, chief of livestock division of the Department of Agriculture (DA XI) who is head of the Mindanao Task Force against Avian Flu said in an interview that the campaign has been sustaining even as he said that more efforts on information, communication and education must be continued.

Mercado also said that they proposed to also strengthen entry points such as ports and airports. In Region XI, he said this would involve 6 sub-ports and 12 mini ports plus the Davao International Airport.

Part of the proposal that they submitted to FAO is the deployment of more personnel and additional facilities.

He said they also included in the proposal a Mobile Sterilizing Chamber where they could load immediately suspected cargoes.

In Mindanao, he said laboratory facilities will be constructed along Zamboanga Peninsula and in Cagayan while an Avian Influenza building will be put up in the Autonomous Region for Muslim Mindanao.

The Avian Influenza building, Mercado said has to be set up so as not to mix samples or other items with other specimens to avoid contamination.

"The need to protect the country from the virus is a must do thing firstly because the Philippines is the only country in Southeast Asia that is bird flu free," he said.

He said it is also maybe because of our location that contributed to the efforts of guarding the entry of the virus.

Mindanao: Gateway to ASEAN

Considered the second-largest island in the country, Mindanao has finally started getting the attention of travelers.

Mindanao tourist arrivals, particularly those from other countries, have increased over the years despite unfavorable travel advisories issued by western countries, many of which did not even have sound basis.

Last year, total visitor arrival here reached 2.93 million, with 108,062 coming from other countries such as the US, Japan, Korea, Australia and Malaysia. This was 10 percent more than year-ago level.

Mindanao has three international airports -- in the cities of Davao, Zamboanga and General Santos -- although only the first two accommodate direct international flights.

Initiatives

Prime movers of Mindanao development, especially tourism industry players, have come together to promote Mindanao as an international gateway, given its proximity to the rest of the countries in Asia and the Pacific and its accessibility considering its air and sea linkages with those countries.

The Department of Tourism and the airline companies in Davao City, for example, came up with a program that aims to intensify travel between Davao, a haven for business in Mindanao, and the rest of the world.

During the program launch, airline executives announced some proposed flights between the city and certain international destinations.

Similar moves have also been undertaken in other parts of Mindanao. In Zamboanga City, based on the announcement of the Mindanao Economic Development Council in May, Asian Spirit had started servicing three times a week the Zamboanga City-Sandakan, Malaysia route using the Japanese-built Weiss-11 60-seater plane.

There are also attempts to mount direct flights between Zamboanga and Bander Seri Begawan, the capital of Brunei Darrusalam.

Fifth-freedom rights

These developments are taking place as the four-country East ASEAN Growth Area started implementing the fifth freedom traffic rights. Leaders of Indonesia, Malaysia, Brunei and the Philippines believe that with the implementation of this travel concept, their respective destinations will get a boost from the growing number of Asian and other foreign travelers.

This particular travel mechanism, which Mindanao leaders have been pushing since a decade ago, allows an aircraft to pick passengers and cargoes in any airport within the sub-region aside from its home airport. This enables an airline to sustain operations even in missionary routes.

Many flights in the past did not survive mainly because traffic was not really that active even in primary Mindanao destinations such as Davao, General Santos, Cagayan de Oro, Zamboanga and Cotabato.

With the strengthening of cooperation between Mindanao and the rest of the East ASEAN Growth Area, great things are expected to take place in the tourism sector, including more flights between the sub-region and the rest of the world.

There is an attempt to bring in more tourists from China and South Korea. These markets have expressed interests in Mindanao. Last month, the tourism industry players in Davao went to Seoul for the Korean World Travel Mart as part of the Philippine delegation.

Sea linkages

There are also the emerging sea linkages between key Mindanao areas and the rest of the sub-region. One of them is the link between General Santos City and Bitung, Indonesia, which has been vibrant in the last couple of months owing to increasing trade between the Jose Abad Santos-Sarangani-Glan-Cooperation Triangle, and Bitung and other nearby ports.

These developments should provide more business and tourism opportunities for Mindanao and make it a viable gateway not only to the ASEAN but also to the rest of the world.

Mindanao to get 30% of proposed P32.4 budget of DA

Davao City (21 July) -- Mindanao was given assurance that 30 percent of the proposed P32.4 billion budget of the Department of Agriculture will be allocated to the island to fund major ticket projects.

DA undersecretary Jesus Emmanuel M. Paras told participants of the 7th Davao City Business Conference about the move of the department where projects on farm to market roads, irrigation and post harvest facilities are already in the pipeline to support linkage of producers to the domestic and international market.

The 7th DCBC had chosen agriculture concern as the center of its agenda as most stakeholders raised in earlier consultation issues affecting agricultural production and marketing.

Paras said allocation of the P32 billion are as follows: P10.5 billion for irrigation, P4.9 billion for post harvest facilities and storage, P993 million for credit facilitation, P10.6 billion, technology and extension, P3.2 billion, market access and P2.06 billion for other support services.

Paras meanwhile said that of the identified 2 million idle lands to be converted into new farm lands, 53,269 hectares are in Mindanao. These are areas already identified down to the barangay level, he said.

About 1,000 kilometers of farm to market roads will be in Mindanao including the rehabilitation of some 8,000 hectares of land.

He said 445 units of post harvest facilities and storage will be set up in Mindanao.

Although Paras said that some of projects are already ongoing it will run until 2010 even as he said that most of the foreign assisted projects are focused in Mindanao.

Paras said these projects are within the government's five pillars to sustain and attain greater profitability in agriculture.

He also said that the programs are in line with President Arroyo's priority programs to embark higher public spending on repair and rehabilitation of irrigation systems, continuous conduct of research and development, technology and extension services, establishment of more postharvest and storage facilities, provision of accessible and affordable rural credit and insurance and linking producers directly with domestic and global markets.

The DCBC is initiated by the Davao City Chamber of Commerce and Industry, Inc. with the theme "Synergy in Cooperation: Promoting Coordination between the Business Sector and the Government".

Mayron siguro pero hindi kulang nakita. we use to pass this tunnel going to Malabang or other parts of Lanao del Sur coz it's near to travel than to go via Iligan City. according to our elders napaka liit pa ng lagusan niyang tunnel na yan during before japanese came to Lanao. after the war inayos daw ng mga amerikano kaya lumaki ng lumaki kaya na niyang e-accomodate ng sabay ang dalawang sasakyan in same time. around 20-25 km from town (Sultan Naga Dimaporo, Lanao del Norte) proper.

Arroyo vows more funds for Mindanao

PRESIDENT Gloria Macapagal Arroyo-Monday boasted that sundry infrastructure projects implemented under her administration have so far brought down hunger, particularly in Mindanao.

Giving focus on Mindanao island, she also announced in her State of the Nation Address (Sona) delivered at the opening of the 14th Congress at the Batasan Pambansa in Quezon City that the island will be receiving more funds for the implementation of her anti-hunger measures.

This announcement was hailed by Mindanao officials who claimed that an increase in Mindanao budget would further boost development programs on the island.

"These infrastructure projects are key components of the government's economic development, and delivery of basic services programs. These projects include road networks, airports, seaports and farm-to-market roads," she said.

Even as this developed, Arroyo, in a red terno, assured her administration will continue to give priority on infrastructure. As proof, she said, construction is criss-crossing in Mindanao.

"We want better airports and bridges for the rising economy of Mindanao," she said.

She said Dipolog and Pagadian airports will be improved by the year’s end, adding that on July 8, 2007, Ozamis airport was opened. Airports in Cotabato City and other key cities in Mindanao will also undergo rehabilitation.

A P3 billion budget was also allocated for 3,000 farm-to-market-roads, of which 1,000 roads will be built in Mindanao.

So far, she said, 300 roads have already been constructed all over the island, cutting the cost of "bringing products from Mindanao to Luzon."

These gains, she said, have been achieved with the conceptualization of Super Regions that aims to bring development in the provinces.

"Last year, I unveiled the super region to spread development. Hindi lang Maynila ang Pilipinas," she said, adding that the super region is not a "gimik" for an occasion but a blueprint of building a future.

"We must invest in the vital infrastructure that is the backbone of a modern nation," she said, citing the construction of priority infrastructure projects is possible as the government has now adequate funds for these projects.

She said the economic concept of the Super Regions program underscored the need "to invest in the natural advantages and natural resources of a section of our nation so that when harnessed together, the major economic regions are larger than the sum of its parts."

To continue her administration's anti-hunger measures, particularly in Mindanao, Arroyo said she asked the Department of Agriculture, the Department of Agrarian Reform, and the Department of Environment and Natural Resources to devote 30 percent of their program budget in Mindanao.

She said the proposal to increase budget for Mindanao came from Representative Rufus Rodriguez during a peace summit in Cagayan de Oro City.

Commenting on this matter, Davao del Norte Representative Anton Lagdameo said that "the promised increase" in Mindanao budget "would help in the continuing development and improvement of infrastructure in Mindanao."

"Hopefully this will help in solving the peace and order problem which is hampering development of Mindanao," said the first-termer Lagdameo.

For his part, Davao City Representative Prospero Nograles said Mindanao can now expect more infrastructure and social services in the next three years of Arroyo's administration.

"All these expected projects will certainly impact in promoting peace and progress in the area," he said.

For business leader Joji ILagan-Bian, the 30 percent share for Mindanao promised by the President "is just rightful."

With an increased budget, she said Mindanao "will fully develop its potentials in terms of economic social infrastructure."

Also for the benefit of Mindanao, the President said the central office of the Department of Agrarian Reform (DAR) will be transferred to Davao City, a move "to reform" land reform to serve agribusiness.

She said "we will transform (agrarian reform) beneficiaries" to become "agri-businessmen."

Arroyo said one million hectares of farmland will be irrigated and mari-culture projects will also be prioritized.

With these development programs, Arroyo expressed optimism investments will continue to pour in Mindanao, bringing peace and put an end to terrorism and a stop to human rights violations.

"We will have peace with justice throughout our land, she said.

She also said that bringing in development to Mindanao will finally isolate terrorists, as she paid tribute to 14 Marine soldiers killed in an encounter in Tipo-tipo, Basilan, on July 10, 2007.

"We will not disappoint their hopes. We will bring peace with justice throughout our land," she said. (With BOT)

MINDANAO has become a favorite piece in the grandstanding of politicians.

It is an area where experimentations on peace and security concerns have further marginalized thousands of children and their families, perpetuating even more the cycle of poverty and social inequality.

It is a place so rich in natural resources where several groups and entities would want to have access to, no matter what the price.

Mindanao contributes more than half to the national Gross Domestic Product. Yet, it gets little in return.

By geographical division, Mindanao has the least access to education and the lowest quality performance.

Within Mindanao, the poorest regions, like Autonomous Region of Muslim Mindanao (Armm) and Western Mindanao stand out as the areas that consistently scored lowest in most education-related indicators.

Central and Western Mindanao have double-digit drop-out rates for elementary level, indicating a strong link between the high incidence of armed conflict and the weakening hold of the school system on its students.

In the last decade, these regions - Armm, Central Mindanao and Western Mindanao - are the most conflict-prone and battered areas in the entire country and the social cost is proving to be quite high, especially for children. The 10 provinces with the lowest Human Development Index rating are in Mindanao.

It is also an area which had become a rich source for profiteering syndicates to traffic women and children into prostitution. Hard life and the lack of options have forced many families and individuals to face the unknown and work somewhere else.

Policy direction and the emphasis on labor export to support the national government's balance of payment deficits have contributed to the trafficking of women and children. In a study conducted by Unicef, the country ranked fourth among nine nations with the most children in prostitution.

Still, the situation in Mindanao may provide a glimpse of the real status of development of the country.

In a World Bank report, 12.7 percent Filipinos were considered as poor or those who lived on less than US$1 a day while 45.9 percent were "near poor" or those who lived on less than US$2 a day.

The NSO reported that poverty incidence affected 19.9 percent of families in urban areas and 46.9 percent in rural areas. Real number of poor families climbed to 5.1 million, 1.5 million of them in urban areas and 3.6 million in rural areas. Some 2.5 million families were living in subsistence level, meaning their income was not enough to buy their basic food requirements.

Some 25,000 people reportedly die of hunger and poverty each day. Measured annually, around six million children under the age of five are dying of hunger.

Child labor remains a problem with an estimated 1.391 million families or 12.8 percent of the total that had working children aged from five years old to 17 years old. According to the NSO, 4 million out of the total 25 million Filipino children are working.

These are just few of the realities on the ground. Far from the grandiose promise of making the Philippines, a first world country in the next few years.

Simple snapshots of the life of children will tell us the true state of our nation.

DOH: DMC as corporate enterprise to benefit poor

DEPARTMENT of Health (DOH)-Southern Mindanao Director Paulyn Jean Rosell-Ubial assured the public that the plan of Davao Medical Center (DMC) to be run as a corporate venture will not ease out its indigent patients. In fact, this will be more beneficial.

DMC has been reported to be gearing into turning itself into a self-sustaining medical facility that would cater to both indigent and paying clients.

Ubial believes that the move will be good for the medical facility, the best so far in Mindanao.

"It doesn't mean that the hospital would only cater to the paying patients, by turning corporate, DMC would be able to be self-sustaining by receiving payments from those clients who are not indigent," Ubial said.

She further elaborated that the hospital, unlike most public hospitals, will no longer solely depend on the funding being provided by the National Government.

"We must not take it in a negative manner," Ubial added, "It is not a private corporation wherein the profits would go to the pockets of the board of directors and other officials."

Rather, she said, the profit will be used to sustain the services that the hospital has for its indigent patients.

With this set-up, Ubial asserted that more indigent patients will benefit because apart form the funds coming from the national budget, DMC can also generate its own funds from its paying clientele.

Duterte getting impatient about Bankerohan bridge

DAVAO City Mayor Rodrigo Duterte wants the Generoso Bridge I in Bankerohan up and just curing by December, this year, or else.

What the "else" means, however, was not so clear except that the public works and highways officials from Manila cannot spend their Christmas in Davao.

"I've seen a lot of officials from Manila visiting the bridge, sige lang sila tan-aw sa tubig," Duterte said as he parodied the fact that while Department of Public Works and Highways (DPWH) officials have been inspecting the space where the bridge used to be, there is no sign yet that bridge construction will start soon.

"One of these days I will kick their asses, push them down the river," he said in last Tuesday night's live television program of Pastor Apollo C. Quiboloy.

The DPWH earlier announced that the 50-year-old bridge that collapsed earlier this year was to be replaced by a steel bridge. But this was upgraded to a concrete bridge upon the behest of President Gloria Macapagal-Arroyo.

Having a concrete bridge, however, will mean that the planned December 2007 completion cannot be met as there has to be at least three months curing time for the concrete.

With July almost over, however, not one column has been set up.

"If the bridge is not there by Christmas, then... don't celebrate Christmas in this city," Duterte said, not elaborating any further. (SAE)

6th MICT, BIMP-Eaga ICT gab launched here

THE 6th Mindanao Information and Communications Technology (MICT) Congress was officially launched Wednesday back-to-back with the first BIMP-Eaga ICT Conference, at the Grand Men Seng Hotel.

Andrei Joseph Fournier, MICT 2007 spokesman, said during the Club 888 press forum Wednesday that this is the first time Davao City will hold an ICT conference that will be participated not only by stakeholders from Mindanao, but also from Manila, USA, Japan, and Korea.

"We are going international this time because the MICT Congress will be held back to back with the BIMP-Eaga ICT Conference," Fournier said.

Both events are slated on October 23 and 24 at the Exhibition Center of the NCCC Mall.

Fournier revealed the difference in this year's MICT congress is the holding of talks and plenary sessions seen to be relevant not only to the ICT sector, but also to other sectors which have immediate concern on the ICT industry.

"We will be having a lot of talks, one of these will be a talk from an intellectual property lawyer for software development," Fournier said, adding that a software, called the open-source disaster management, will also be introduced to attract local government units (LGUs).

He said the disaster management software is already accepted worldwide and has been used by the Armed Forces of the Philippines (AFP). The software enables a person to know various measures and strategies to manage and overcome disasters.

The 6th MICT congress promises to elevate ICT in a different level with the collaboration of the Eaga-member countries.

The congress will also feature special events like the ICT trade exhibit, business matching forums, a Mindanao Bloggers summit, Peso business plan competition, digital photography exhibition, and an online gaming competition.

One of its objectives is to support the development momentum of the ICT industry which continues to be a mechanism of growth in the country.

Fournier said there is no doubt now that Davao City is considered as the ICT hub in Mindanao with the staging of the two events in the city.

"I was in Manila recently and I had talks with people there, those people are actually looking for an alternative ICT hub, they cited Cagayan de Oro and I wondered bakit hindi nila nabanggit ang Davao. They told me that Davao is considered developed in terms of ICT, hindi na tayo developmental, we are matured in business process outsourcing (BPO) organization," Fournier shared.

This year's host of the 6th MICT is the Davao City Chamber of Commerce and Industry Inc. (DCCCII), in coordination with the Mindanao Business Council, and the ICT Davao Inc.

imo, even if she vows 50.25.25 share in mindanaos favour. even if she vows assurance of funding approval, news stories history revealed a kilometer of road will take years to finish in mindanao as funds had to be drawn by begging while same stretch of road can be done in days in the the north. i wish revenue rich regions in mindanao has the power to do same of remitting their income( i guess arroyo government in not the only guilty government). i wont be surprised why brilliant minds of mindanao sent by electorates to manila with high hopes and dreams for mindanao went home as lapdogs of manila bec they need to, or they will be denied of political funds and go home emptyhanded. sadly rotten system.

DEPARTMENT of Trade and Industry officials have challenged small and medium enterprises in Mindanao to target the foreign market following the recent trade fair in General Santos City that generated at least P28 million in sales.

Ibrahim Guiamadel, director of the DTI-Central Mindanao, said Mindanao's "abundant resources can be harnessed to meet the demands of the foreign market." DTI-Central Mindanao spearheaded the "Yamang Mindanao Otop (One Town, One Product) Island Fair.

He said the island "hosts local skills needed to ensure the products would meet international standards."

At least 180 producers across Mindanao took part in the trade fair attended by national and international buyers.

Of the figure, 148 products were identified by their respective local government units under the "One Town, One Product" program.

"The well-attended fair indicates a growing potential of Mindanao's small and medium entrepreneurs in expanding to the global market," Guiamadel said.

The fair featured an array of products that include processed foods, jewelry, fashion accessories, furniture, garments, handicraft and many other items.

Dorecita Delima, assistant regional yrade director, called on local government units and other agencies of government to continuously support efforts to produce more entrepreneurs, open investment areas, and generate more jobs and revenues.

The top sellers in the four-day trade exhibit that ended early this month under food category include the YY Sea International Corp. of Region IX (Zamboanga Peninsula), which took bulk of orders from a company in China for its bottled Spanish sardines, the regional Trade office reported.

The two others were Sunrise Coffee of Region XIII (Caraga) for its innovative rice and corn beverage and KM Foods of Region XII (Central Midnanao) for its value-added tuna products.

On the non-food category, South Sea pearl crafter Tezoro del Mar of Region IX posted the highest sales, followed by another Region IX exhibitor, KGD Infinite Fashion, and furniture maker Wild Trend Woodcraft of Caraga region.

Organizers also cited exhibitors De Lara Agsam Novelties of Caraga for having the best product (non-food) in the fair - a necklace weave with pearl. The weave is made from agsam vine and rattan strips laid with pearl.

Also cited for having the second best (non-food) product is a rug made from abaca bark and fiber by Top Zion Handicrafts, also of Caraga region.

For food category, the best product went to Region XI's Lucille's Food Products for its Calamansi Carrot Concentrate. BSS

Davao City (2 August) -- Instead of building many large international seaports, Mindanao needs one hub port to consolidate its cargo operations and will ultimately promote the economy of scale and effectively bolster the island's development according to the vision of the National Government's Supra-Region Development plan of which Mindanao is clustered as one mega-region.

According to Manuel Jamonir, Infrastructure Specialist of the United States funded Growth for Equity Mindanao (GEM), there is a mentality that everyone needs a huge international seaport when in fact the best way is to have just one hub port.

Jamonir cites Taiwan which has one international seaport located in Kaohsiung (Port of Kaohsiung) and Singapore which also has one seaport (Port of Singapore). He cites these countries as the model of having one hub port where goods are unloaded or loaded from and into international destinations instead of dispersing to many ports.

"We are looking into Davao port and the Mindanao Container Terminal in Cagayan de Oro as our probable hub ports," Jamonir said. Davao is the busiest in Mindanao while MCT is the most modern and has the best port infrastructure in the island.

However the two areas has each distinct advantages Davao has the volume of goods but lacks the necessary infrastructure to efficiently handle an increasing cargo volume. While the MCT has Gantry cranes and can handle bigger vessels.

GEM envisions a Davao-Cagayan Logistics corridor where wide four-lane highways or a railroad system would connect the busy port in Davao and and the modern Mindanao Container Terminal near Cagayan de Oro. The strategy of consolidation also calls for a development of a sub-hubport one which will be located in Zamboanga.

^^ an archipelagic economy needs many seaport hubs.... i believe that this news is propagating inverted thinking and will only lead to inverted progress... imo lang ;) (i'm wondering how our so called government planners can justify the building of mega-airports in many poor cities.... again, nagtatanong lang po !!!) :cheers:

is mindanao container port in cdo or is it tens of kilometres away from city? not for bias opinion and i dont want to sound selfish but davao port should be made hub for me:D it is already an international seaport. the advantage of davao is it is the busiest port and the volume of goods that it handles. why make it difficult transporting them by land to a far away port. my point of concerns are: travelling these cargoes for several hours involves risks of road traffic safety and security of travel along the the way. and were talking of trailer trucks of huge vans. just because there are no cranes in the port it need to spend hundreds of million pesos(or ?billion) to build link system? why not spend the money to build(?acquire) those gantry cranes instead. it might save government hundred million pesos. ictcsi operator of davao port will be putting up gantry cranes. secondly, this moving out of cargoes to mct could sucked away the bustle of activities at davao port shifting them to mct. davao might be losing ship calls. gradually and eventually deserted. these plans could affect jobs of many at davao port. it is the busiest port. it has room for development. why not develop it further instead of sucking off the bustle in favour of faraway port. let mct develop its port according to the demand of its trading forces and not at davao ports expense. i just could not buy the idea of the plan. thirdly, philippines seaports authority will have reason to justify more budget focus for mct when it becomes the the busiest to the disadvantage of davao. if the infra specialist of gem is from davao, hmmm, enough of heroic acts:D davao might lose competetiveness imo. theyre well provided with good infrastructures by national government. unfair to some deserving regions.

ot: i dont know guys if you heard of clustreing of airports from news reports not long ago. i guess its another “buyout” to help savae smaller airport cover its operating and maintenance cost using the revenues of larger airports. operating cost of modern airport is just too expensive for davao airport to assume someonelses burden. much more to smaller airport half the size less traffic than davao. even iloilo airport, the fourth busiest is i guess feeling the burden now. im just assuming

So what is Kadayawan? Here’s an info from Kadayawan’s official website: Kadayawan is from the word Dayaw. It is a warm and friendly Dabawenyo greeting that means good, valuable, superior, or beautiful. Such is “Kadayawan”, a celebration of life, a thanksgiving for the gifts of nature, the wealth of culture, the bounties of the harvest and serenity of living.

Today, Kadayawan has metamorphosed into a festival of festivals, the mother of many other fesivals in the region as it honors Davao’s heritage, its past personified by the ancestral “lumads”, its people as they celebrate on the streets, and its floral industry as they parade in full regalia in thanksgiving for the blessings bestowed on the city.

Piles of various farming instruments, from knives to bolos to sticks used to till the soil, harvest fruits and gather flowers. Baskets of fruits, trays of colorful native orchids, rice and corn grains, fruits and vegetables were religiously displayed on mats. A familiar scene on the village squares of old Dabaw, all these in thanksgiving to the Almighty for the year’s bountiful harvest.

This ritual of Pahinongod is still practiced by modern Davaoeños. Thus, the Kadayawan.

Kadayawan Festival is considered as the grandest and most celebrated festival in the island. It is one of the pillars of the Philippine festivals.

You're right Jude. They up north being situated almost in the middle of the 3 islands where people traffic from other upper northern mindanao regions are served only effectively by passenger ships (and where air transpo is not so viable as yet) that converge in the hub port of CDO.

Davao International Seaport indeed lives up to the name and should be given more premium as the Hub Port in Mindanao. I think the only fly in the icing is that when it comes to lobbying for budget in the national level, NorMin has more clout with 2 senators coming from their side. Davao Regions silver bullets in the persons of Mayor Digong, Nogie, Dureza, Del Rosario, Bello, et al are training their sights on something else with much of the efforts are used to mitigate chaos in the island. Now is hightime for them to use their might for more infra funding and the international seaport should be given due priority.

i'm so glad you have the courage to say that sir loi ;) ... . yeah, you'll still bumped on those boat passengers carrying manoks and baboys as part of their luggage*... well this only shows that the people of the informal sector are not yet prepared for modern air travel (or should i say "moneyed" enough to take advantage of cebu pacific's down-to-earth prices :D ) ...

(*this is a typical scenario i have witnessed during my few boat trips from cdo to cebu ca. 2006)

Moslem education program cited among the best in Asia-Pacific

Davao City (3 August) -- The Center for Moderate Muslims (CMM) spearheaded by its Commissioner, Taha M. Rasman, was chosen as one of the best in Asia-Pacific region by the UNESCO Asia Pacific Centre of Education for International Understanding.

ULAMA League of the Philippines regional chairman Aleem Mahmod Adilao said the UNESCO has chosen CMM as one of the best case studies of Experiential Leaning Programme (ELP) for Peace in Asia and the Pacific region that can be adapted to other regions.

A field visit was undertaken by representatives of UNESCO Philippines and Asia Pacific Centre of Education for International Understanding in the different CMM activity centers in Maharlika village in Taguig City led by Ms. Johanna Encabo (APCIEU, South Korea); Ms. Helen Balderrama and Ms. Emmy Yanga (UNESCO Philippines).

In their assessment, they found out for themselves the CMM programs that are put in place and well implemented such as the CMM Computer Literacy; Day Care; Madrasah-Montessori; Imam trainings; Women's livelihood program; Moral and values trainings; and Peace Education program.

The UNESCO-APCIEU lauded the CMM projects as they presented a token of appreciation to CMM president, Commissioner Taha M. Basan.

In Davao region, ULAMA regional chairman Adilao said CMM has taken a great role in the Literacy and Education Scholarship program undertaken in Mindanao through the CMM Scholars.

Scholars are provided monthly stipends of P1,000 for the College level; P700 for High School; and P500 for the elementary school level.

The full scholars enjoy monthly stipends and tuition fee assistance of P15,000. However, they have to obtain grades of 85% or higher marks to maintain their scholarship grants.

Last June, examinations were given simultaneously at four CMM testing centers – in Taguig City, Marawi, Zamboanga, and Davao City.

As of todate, Davao students who enjoy CMM scholars include: Aiza D. Fahad; Ali Almin; Shalma Mala; Sonairah Cali; Fatima Zacaria; Alaysa Cusain; and Amera Kamaro.

The CMM scholarship program is in consonance with the President's agenda in providing adequate education, not only for Muslim and Christian alike, but for every Filipino to achieve proper and quality education. (PIA) [top]

Davao is not aiming to be the next Cebu. I am from both cities and Ive seen the difference in their economic long term goals and priorities. Each cities have its own niche!

Sherad Anthony Sanchez’s “Huling Balyan ng Buhi” Nominated for Urian Awards

Davao filmmaker Sherad Anthony Sanchez is continuing to reap praises for his much-praised independent film Huling Balyan ng Buhi. After winning awards from Cinema One as one of the best Cinema One Originals film, it is now nominated for multiple categories for the 2007 Gawad Urian given by the Manunuri ng Pelikulang Pilipino.

The movie earned a nomination as the Best Picture of 2006. Sanchez is also up for the Best Director Award. Other categories in which the film is nominated for are Best Musical Score, Best Cinematography, and Best Screenplay. Among its nominations, I think it has the best chance of getting the Best Musical Score and Best Cinematography accolades. But I hope it gets all the awards it is nominated for, not just because Sanchez is from Davao, but because it is one of the best films I have seen in a while.

Congratulations to Sanchez and to his co-producers Cinema One and Davao-based Alchemy of Vision and Light!!!

Being the de facto capital of Mindanao, sana marami ring ma-generate na trabaho ang Davao para instead of going to Cebu to work, dito na lang sa tin sa Mindanao. Eh, kahit taga Davao eh pumupuntang Cebu to work because alam nila mas better life doon. Eh alam naman natin na kung ano yong mas makapagbibigay sa tin ng better opportunity andoon ang crowd. Dapat reinvent natin ang mga lugar natin. Malay natin, di lang natin alam napag-iwanan na tayo. We're too obsessed with our place to the point we're becoming praning! Ang daminating gusto at dapat. Seriously, alam naman natin kung ano talaga ang tunay na nangyayari eh. Kung saan tayo masaya eh di susuportahan!

most cities grow at their own phase, reinvent themselves when there's a need and when it becomes a necessity. sometimes it maybe fast, sometimes slow. i remember in the 80s, construction work in davao was left and right, then it just slowed and a halt. in the 90s saw construction moving up again but in some sectors only until the currency crisis. cities (cdo, dvo, iligan and the rest) now are experiencing unprecedented growth which is good. i will say it's really a cycle (not the boom and bust). cities can only take in what they can absorb. i love it with our own phase of growth, not the china kind of phenomenom.

^^ I am from Davao...and now in Cebu. I think im one of those people you've mentioned who prefer to work outside of Davao. I started with our Makati office before transferring to our Cebu office. I left Davao not because there's no work for me in there. It was a personal reason. My parents broke up and I needed to choose between staying with my dad in davao or with my mom in makati..there u go!

Then transferred to Cebu after 2 years coz of lovelife! ahahahahaahah

I am not sure with other cities in Mindanao, but based on my observation, people are now starting to go back to davao. Especially those contact center professionals like me. Big companies are already in Davao right now (Gcom, Link2Support, Sutherland, and other IT and ITes firms as well) - and even in CDO for that matter. Employments opportunities are not being provided by IT firms alone but by other sectors in Davao as well such as tourism, retail, agriculture, and construction. Although, the basic pay / rate is not comparable to manila or cebu...but if we talk about employment..then there is!

mao lagi bai. pero sometimes kumpyansa ra kaayo ta sa atoang naabot. abit nato tama na. but then tama ka, we need to reinvent ourselves para ma refocus nato atong mga energy.

i think before, i posted sa davao thread that we should see beyond our davao symbols (meaning waling-waling, mt apo, etc). kay magkadugay malaay na ang mga bisita ana kung kana na lang. there's more to davao, cdo, iligan, butuan and the rest than just what is known to others. i mean, filipinos are a creative people, we can always reinvent ourselves, hehehe.

i see a vicious cycle there. to be self-sufficient is not necessarily having yourself employed. ang opportunity nasa diskarte, nasa mindset ng mga tao. katong bata pa ta, our teacher usually told us "doy, eskwela mog tarong para makapanarbaho mo inig kadagko ninyo". og sa dihang nidagko pud ta & realized nag-ilog sa trabaho. nagkuha og masteral og doctrorate para mas may chance. every year thousands of fresh grads ang walay trabaho.

siguro kung ang mindset nato since childhood na "kailangan nako moeskwela para mahimo kog self-sufficient, para mabuhi ko, para kabalo ko modiskarte" siguro high school pa lang ta kabalo na ta mobuhat og radyo instead nga maminaw lang sa radyo.

Actually, we have all the best in the world (Pilipinas). Kinsa may maka prove ana,kamong naa sa gawas (don't ask me why?) maybe it's just a matter of how we present ourselves. :) Pahabol: and how lovely may our place will be, but we don't know how to to share it with the rest of the world, then retire. Usahay nindot atong lugar pero the way wa share it maka-irita kay alsa banko. Let the rest of the world speak for your place. Don't be one of the many tangingot's na kahit nakakatawa , hirit pa rin. The creation of a economic corridor would allow for a faster and more efficient traffic of goods in the area to the transshipment hubs.

The good performance of the port of Davao and the promising infrastructure development in the newly created Mindanao Container Terminal in Misamis Oriental has made the two the most competent transshipment hubs in Mindanao.

Jamoner said the desire of each local government unit to have a port of their own and to outdo the other will not be helpful to the development of the economy.

Davao Oriental hospitals to undergo facelift

City of Mati, Davao Oriental (4 August) -- As promised made during the last synchronized elections, the new officials of Davao Oriental are now at the verge of preparations in implementing a major facelift for the Davao Oriental Provincial Hospital, and the four district hospitals in the province.

Governor Cora Malanyaon said that the rehabilitation of the hospitals is among her priorities in her first one hundred days in office.

In an earlier interviews, the Governor said that the people are expecting this to materialize, and there is no reason why they cannot provide the health services that the people rightfully deserve.

"My party got an overwhelming mandate in the last election, and as such, there are no longer barriers in giving splendid service that the people has long for quite a time", she said.

She strongly urged all the ten Mayors of the Province who were gathered for their League of Municipalities-LMP election, to help her in this thrust, by putting their share of allocation to provide all the health needs stipulated in the referrals of patients.

"I am happy to know that the City government of Mati is giving a considerable amount for the patients coming from the City", she added.

Vice-Governor Mayo Almario strongly reiterated the importance of a comprehensive health care plan coming from the Provincial Health Office.

"We have so many things to consider and it's not just the provision of medicines. We have also to furnish the hospitals with medical equipments and facilities so the needs of the people health care can really be addressed" he said.

However, Almario also stressed the fact that rehabilitation should not be focused in the physical structure.

"Equally important is looking into the needs of the health workers, and looking for ways to provide them so they can be efficient with their respective works".

Provincial Health Officer Rizaldo Malintad divulged that he has laid six options to the provincial government to improve the delivery of health services.

He also adhered that boosting the morals of the workers is very important.

"No matter how complete the medicines are, and the supplies are, but once they are not happy, they can never be efficient with their works", he said in agreement to Vice-Gov. Almario.

Govt awarding 9 oil contracts

The Department of Energy is set to award nine service contracts next month to local exploration companies and their foreign partners under the third public contracting round for the oil and gas sector.

“We hope we can award the contracts between now and September to those that don’t have problems,” Energy Undersecretary Guillermo Balce told reporters, citing that some bidders had not completed their documentation.

The department launched in 2004 the contracting round for oil, coal, geothermal exploration areas to reduce the country’s dependence on imported fuel.

The government offered nine petroleum areas last year under the third round in the hope of generating more than $200 million worth of investments.

These areas cover 71,357.30 square kilometers in shallow to deep-waters located within the prospective basins of East Palawan and Mindoro-Cuyo, and in Cagayan, Central Luzon, Visayas and Agusan-Davao.

Balce said a service contract would need a minimum investment of $20 million every year for seven years. This excludes additional investment for drilling and exploration costs.

Fourteen coal prospects with a combined estimated reserves of 421 million metric tons in Quezon, Negros Occidental, Cebu, Surigao del Norte, Surigao del Sur, Agusan del Sur, Davao Oriental and Zamboanga Sibugay were also offered for bidding.
Geothermal energy equivalent to about 100 megawatts of power generation in the areas of Batangas, Biliran and Compostela Valley were also offered to prospective investors in the third contracting round.

The department stopped issuing service contracts on energy resource exploration in the country after the launching of the third contracting round in Dec. 22 last year.

The energy official said evaluation for coal and geothermal contracts under the third round were ongoing while an additional three oil and gas areas were proposed under the fourth round.

^^ In my point of view, i think the reason for this is that they are looking at the economic development of the island as a whole and not with a particular area of the island only. And to think that Davao is the economic hub of the Southern part of the island connecting this to its counter part in the North would definitely spur economic development in nearby cities as well. The proposal will not halt the existing CDO-Iligan Corridor initiative. In fact, it would further strengthen it.

The economic corridor concept is not limited by distance.

On 1998, the Ministerial Conference of Greater Sub-Mekong Region initiated the East-West Economic Corridor which involved four countries namely Laos, Burma, Thailand, and Vietnam.

Here in the Philippines, some Filipinos are only aware of the local economic corridors such as Subic and Clark or Cdo and Iligan. However, just this year the Kaohsiung-Subic Bay-Clark economic corridor has been established. Direct flights between Kaohsiung and Taipei and Subic Bay and Clark are also being mulled to integrate tourism into the corridor.

Thus, a creation of an economic corridor between Davao and CDO is not impossible or doable at all. If these countries and cities were able to establish it considering its distance, then why cant we? The creation of the Kaohsiung-Subic Bay-Clark economic corridor doesnt mean the suspension of the existing Subic and Clark Economic Corridor. And this should be the case in Mindanao too. CDO and Iligan - successful as it is, would complement Davao as how Davao can complement the other two in terms of business and trade. Davao considered as the center and literally close to the ports of Brunei Indonesia Malaysia / or the BIMP EAGA and CDO being the transhipment hub for Visayas and Mindanao would definitely be a good tandem in promoting the island's economic growth.

To sum it all up...it's a win-win situation.

^^ also, consolidation/merger is the key to global competitiveness among big, small & struggling companies. same thing applies to economic hubs. instead of kanya-kanya system, two (or more) urban centers can join forces to create a powerhouse tandem.

look at our banking industry. with their ambition to become the no. 1 bank... fareast bank merged with bpi, solidbank to metrobank, international exchange bank is now part of unionbank. epci is now bdo. soon, two govt banks... LBP & DBP. hehe.

even in municipalities of babak, peñaplata & kaputian. kinsa bay nakaila ani nila sa una? but when they merged & call themselves as "island garden city of samal." samal is now part of philippine tourism map.

cdo & dvo tandem has been my dream noon pa. opportunities will be spread instead of concentration to a certain area. more and more people will be involved in the process, thus creating livelihood. efforts in tourism promotion, investment strategies, events hosting like sea games, etc. di ba mas ok. instead nga "mag-rafting mo diha sa cagayan kay mag-rafting pud mi sa davao." di ma mas ok nga tibuok kalibutan mag-rafting sa MINDANAO.

She reared high up, stamped her hooves on the ground, and the stables shook. We commented: “She’s at it again. That’s our Naughty Lady! Uncontrollable and incorrigible.” On the other hand, it was “There they go, and Honorable Joe wins by a neck…” And he was surely honorable. Both horses lived up to their names; sometimes that really happens. This is why I’m always on the lookout for messages behind names. But today I’m interested in lyrical-sounding names.

Lyrical-sounding names intrigue me. What could their origin be? Like Tamontaka, Mandalay, Ujung Pandang or Kumalarang.

I like the sound of Tamontaka… and it’s a barangay in Cotabato City where the oldest Catholic church, built in 1872, still stands. It’s a lonely white church at the end of the barangay road surrounded by tall grass were Oblates of Mary Immaculate say Mass till today. If not for the historical marker put up by Vic Badoy, director of the National Historical Institute, its history would be in the dustbins.

Rudyard Kipling wrote a poem called “Mandalay,” which became the origin of the phrase “On the road to Mandalay.” In 1907, Kipling’s poem was set to music; eventually, even Frank Sinatra sang it. But most of all, I remember the movie Rebecca with Joan Fontaine — such a tragic story about a lovely young wife in a castle at the end of the Road to Manderlay. Removing the fiction, Mandalay, the second largest city in Myanmar (formerly Burma), was founded in 1859 by King Mindon Min. A singsong name, isn’t it? Mandalay is Burma’s religious center of Buddhism with numerous monasteries and more than 700 pagodas. A homage to its pagodas is in Kipling’s poem: “By the old Moulmein Pagoda, lookin’ lazy at the sea/ There’s a Burma girl a-settin’, and I know she thinks o’ me/ For the wind is in the palm-trees, and the temple-bells they say/ Come you back, you British Soldier, come you back to Mandalay!”

Ujung Pandang, which to me sounds like drums, is now Makassar. Once just a fort, Ujung Pandang was built in 1545 on the island of Sulawesi. Its inhabitants were the Bugis who were sailors and plunderers and infested the island of Java. Piracy interests me, and so do the piratical Lutaos from the deep south. You’d have found them if you lived in the early 16th century. Their name is a combination of Lutang and Tao. One can really make sense of names and their meanings around Southeast Asia — names like “Lutao,” which comes from Lutang and Tao, two names so native to Asia. They lived floating on boats as pirates and traders who infested sea passages, terrifying sea voyagers. They were notorious, but also sought-after as traders, mercenaries and shipbuilders, navigators without a compass. They wore Moorish turbans and the marlota, the Moorish robe. They seemed to be of Arab or Indian origin but some point out their links to Ternate.

Isla del Fuego means “island of fire,” of course: it served as a lighthouse for navigators. Named Siquijor by the Spaniards, this mystical island was full of supernatural phenomena that gave off an eerie glow — not because of Tinkerbell of Peter Pan but because of the swarm of fireflies that hovered over the numerous Molave trees.

Isabela de Basilan (now unromantically referred to as Isabela City) has become part of the Zamboanga Peninsula region. Governor-General Narciso Claveria y Zaldua dispatched a company of Spanish soldiers in 1848 to establish a fort that would guard all approaches to the Spanish settlement. That fort was called “La Fuerza de la Reina Isabela Segunda” in honor of the Spanish Queen Isabel II. The French traveler Mallat called it “Isabelle du Basilan” as though Isabela the Queen of Spain lay cradled by that lone island, Basilan, in the middle of the Sulu Sea.

Further south of Sulu Sea, there is a place called Palembang in Southeast Sumatra. It sounds like the pealing of huge bells. Once a center of a powerful Hindu kingdom in the seventh and eighth centuries, it became a Dutch trading post in 1617 and was later occupied by the British. In Mindanao, in the province of Sultan Kudarat, there is a third-class municipality called Palembang, politically subdivided into 40 barangays. So there’s another connection to a Southeast Asian country: Palembang in the Philippines, Palembang in Indonesia. According to oral tradition, this Palembang in Sultan Kudarat was settled by Sumatran traders who came from Palembang and named their Philippines settlement thus.

In Mindanao, there are many towns and places that have string instrument-sounding names like Kularang of Zamboanga Sibuguey. Kumalarang was formerly the seat of Datu Dakula of Sibuguey, the Orang Kaya or mercantile officer of the Maguindanao Sultanate. Datu Dakula was the uncle of Sultan Untong Qudratullah. Gallang or Glan is the old name of Saranggani derived from the word gallang, which means “bracelet.” Glan in 1848 was a Spanish outpost. It soon became the trading port for the Chinese and the Maguindanaoan traders in 1885. A heavier sound of drums is conveyed in Pangutaran, located at the northeast of Sulu where vessels passed between Jolo and Sandakan. It is an island densely wooded and the north and east sides of the island are fringed by coral, with sandy beaches backed by low coral cliffs. Panguturan was a jump-off point for Balanguingui pirates who took Christian slaves from Luzon and sold them to the Dutch, British and Chinese in Jolo.

In Tawi-Tawi province there is a barangay with a heavy-sounding name: Banaran, a barangay of Sapa-Sapa, Tawi-Tawi. It was in this barangay that we observed a wedding proposal of the Samal by accident. The groom was accompanied by a wali or mediator and his relatives brought along with them a maligay — that’s a miniature house, carried from the groom’s house to the bride’s residence decorated with different denominations of Philippine money and Malaysian ringgit. While on their way to the house of the prospective bride, a group of young boys would play a song called Baleleng accompanied by improvised musical instruments — tin cans for their drums, a bass guitar made from a drum container with one string, and cymbals made from tin can lids. Despite the crudeness of their instruments, these boys never ran out of tunes as they played the Baleleng.

Let me explain the last strong, masculine-sounding name: Iliyan a Bumbaran, a mythical kingdom in the epic Darangen of Lanao Sur. Bumbaran was a favorite abode of the spirits, which made it a very powerful kingdom. Also known as Tangkal, a place where the sun rises on the east, another two adjectives for Bumbaran are Dimaampaw Kaliman and Dimangen Kaloyanan. What tongue twisters… and both mean a peerless place in the world beyond compare.

The musical sound of words conveys pleasant thoughts. Like monetary tenders, words are minted and circulated. Drawn from actual usage and social context, musical-sounding names can serve to communicate meaning over generations. We trade words orally or when writing to maintain relationships with one another. Such an exchange of language identifies us as who we are, and helps us carry on with every social endeavor, helping us survive.

I think the CDO-Davao Corridor is more of a Cooperation rather than a Corridor...Davao, being the gateway to EAGA, and CDO, the gateway to Mindanao from Manila. It's like two gates being linked. I agree with TJ the distance is quite large, the two cities being divided by mountain ranges and vast plateaus with many undeveloped areas in Bukidnon. Of course, Bukidnon in between still has benefits.

^^ i believe that cdo is only a gateway to the outlying visayan islands. a great majority of the passengers taking advantage the port services are from the informal sector... as i have previously posted, it's not unusual to bump on passengers having pigs, chicken and goats as part of their luggage (this is also the case of nasipit port) ... opinion lang po .... :cheers:

para mi, zamboanga city is the only port worthy to become an international/national port hub of mindanao... i won't even mind if funds for port developments intended for Davao and Tagum will be re-channeled to this asian latin city ... they deserve more of this kind of development considering that ZC leads basilan and the sulu archipelago to progress... :cheers:

I've tried taking the passenger ship too from Cebu to Davao via Surigao. Sa Surigao pa lang ang dami nang bumaba at marami rin sumakay papuntang Davao. Medyo circuitous talaga ang route at delikado bandang Surigao Strait with the "whirlpool effect" but the big reward is when you reach Davao Oriental starting from Boston and Baganga where you will see beautiful sceneries including but not limited to long stretches of white sand beaches. Unya pagabot nimo sa may bandang Mati, you would be treated to a "natural" dolphin show. Amazing to see these lovable mammals putting up a show for you.

Ha ha, indeed I'm a nature lover but I can never stand living in a parochial town. I think I thrive better with civilizations than the long-standing commune with nature.

Yes, some look at nature in a different points of view just like Nong Bador might opt to enjoy a can of sardines than the soup of his native chicken.

Strategically, CDO is in the central northern part of the island. From CDO, you can go either west to Iligan and Zamboanga, east to Butuan and Surigao; and south to Bukidnon and Davao. Less fuel cost in transport of goods. Not all cargo have to drop by CDO. It depends on the purpose, cost and destination. If it is for Cotabato, then of course, via Zamboanga. If Davao, then via Surigao. But some cargo and shipping firms would rather route it to their regional or local office for check and auditing prior to the final destination. Regarding passengers, based on experience, those who do not take the direct Cotabato ship would dock in either CDO, Iligan or Ozamiz port. From CDO, by land they would travel south to Bukidnon and go west from Maramag towards Cotabato. From Iligan and Ozamiz, by land they would travel west to Pagadian then take the boat to Cotabato. Zamboanga is also a gateway to Mindanao particularly from Sabah and Brunei but land travel from Zambo to other parts of MIndanao is very critical and involve risks due to the unsure peace and order situation particarly the Zambo-Pagadian route. That's why most passengers would rather take another boat than travel by land.

Lets just stick to the topic which is Davao-CDO Corridor. :)

that's your opinion but based on my experienced from Manila I go direct to Zamboanga hassle free w/ out crisscrossing any visayan island , if going to Cotabato i go to Gensan via the Zambo route which have good roads going any point in Cotabato or Davao route ,rather that 3 stops you suggesting from boat ride,take a land vehicle then another boat ride :ohno: . so it's the orientation of the people who travels not your opinion. :)

but from visayas definetly i go to CDO going back to Davao that's the shortest and cheapest way to go.

and we all have to understand the meaning of "gateway" .

Minda Olympic qualifiers kick off today

ALL roads lead to Don Gregorio Pelaez Sports Center Monday for the opening ceremony of the 2nd Philippine Olympic Festival Mindanao Qualifying Games.

In a press statement, the Provincial Press Office said the opening ceremony will be highlighted by a parade to be participated in by the different delegations from 17 provinces and cities.

Provincial Information Officer Maricel Casiño-Rivera said delegates will assemble at the Provincial Capitol grounds at 2:00 in the afternoon.

The parade will move from the Capitol towards Claro M. Recto St, turning left to Capistrano St. all the way to R.N. Abejuela St.

It will then turn left to A. Velez St. and ends at the Don Gregorio Pelaez Sports Center where the opening ceremony will be held.

The respective government officials of each delegation and its muses and the officials of the Philippine Olympics Committee will lead the hoisting of the flags to mark the opening of the ceremony.

The Misamis Oriental Provincial Choral Group will lead the invocation and the singing of the Misamis Oriental march. A soprano named Vita Joy Penas will lead the singing of the Philippine national anthem acapella.

A choreographed torch entrance will ensue to be followed by the lighting of the cauldron of fire by Misamis Oriental Gov. Oscar Moreno.

Gov. Moreno and Cagayan de Oro City Mayor Constantino Jaraula will deliver their welcome address followed by the speeches of POC chairman Robert Aventajado and POC president Jose "Peping" Cojuangco.

The congressmen of the two districts of Misamis Oriental Rep. Yevgeny Vincent Emano and Rep. Danilo P. Lagbas are also invited to deliver a solidarity message.

Muay trainer Kru Enrico C. Razalo will lead the oath of amateurism while powerlifting trainer Raul Gevero will conduct the oath of officiating officials.

Selected pupils of the Misamis Oriental General Comprehensive High School will entertain the crowd with a lively cheer dance followed by a presentation of its drum and bugle corps.

Another presentation of a drum and bugle corps will also be conducted by Pilgrim Christian College while a group of karatedo and arnis enthusiasts will also present a sport demonstration.

As host of this weeklong event, Gov. Moreno will formally declare the opening of the 2007 Mindanao Qualifying Games. A fireworks display will cap the opening ceremony sponsored by Dragon Fireworks.

At least 2,000 athletes are expected to compete in 17 sports events namely athletics, aquatics, karatedo, taekwondo, gymnastics, table tennis, judo, archery, baseball, chess, sepak takraw, basketball, arnis, football, muay, powerlifting and wrestling.

SENATOR Edgardo Angara has urged the Development Bank of the Philippines and Land Bank of the Philippines to establish their respective independent units in Mindanao.

Angara explained that with the separate boards of directors that are autonomous from their central offices, the two government-owned banks will be able “to make credit more accessible and affordable.”

He said at present, the two banks have not given much attention to small and medium enterprises, particularly those in Mindanao, because they focus much of their resources to big ticket borrowers.

Angara said he will even file a proposal with the Senate to amend the charters of the two banking institutions if their respective boards of director refuse to heed his call. “If they will not move, we will pass the law,” he said, explaining that his proposal can be granted even through an executive order from the top officials of the banks.

The banks should take his proposal seriously ”if they are really developmental in nature,” even as Angara accused them of having the worst red tape compared with other government institutions.

However, Rey Magno Teves, member of the board of directors of the Development Bank of the Philippines, earlier said the bank has changed its tack by focusing more on development projects rather than corporate loans.

The bank even conducted a roadshow early this year to inform both the local government units and the business sector that it has intensified its lending to micro small and medium enterprises rather than providing more loans to bigger corporations, Teves said.

Because of its intensified lending to these smaller businesses, the bank set aside last year P11 billion to them through the SME Unified Lending Opportunities for National Growth, a P10 billion replenishable lending window intended to develop small and medium enterprises.

“There is still a wrong impression on the bank,” Teves said, pointing out that while the perception on the bank was that it was all for commercial loans, it has instead lent more to development programs.

Despite the implementation of lending windows for small and medium enterprises, the business sector has continued to complain that these banks have not lend to smaller businesses.

This even prompted the Davao City Chamber of Commerce to revive an earlier plan of setting up a body that will serve as conduit of the government in providing loans to small and medium enterprises.

Sofronio Jucutan, former president of the organization, said that the body will help smaller businesses accessing government funds. It will even help these ventures in their documentation processes, one of the problems that prevented them from borrowing from either government-run or commercial banks.

Davao City (16 August) -- Mindanao food producers asked the government to resolve immediately the long-standing issues and concerns affecting the Mindanao Science and Technology Park (MSTPC) Consortium.

A resolution taken up during the 6th Mindanao Food Congress stated that the establishment of the science and technology park consortium will pave the way for the strengthening of research and development and industry linkage for Mindanao agricultural development.

The recommendations raised in 2003 MFC Resolution "Calling for Support to the Current Efforts to Declare and Develop the Mintal and Bago Oshiro Area into the MSTP to accelerate and enhance technology generation, innovation and commercialization in Mindanao should be given appropriate updates and/or actions by the government and concerned national government agencies.

The sector also called on the inclusion of infrastructure support, incentive scheme for prospective investors, endorsement of support from national agencies of concerned regional agencies.

It also asked for a Presidential Proclamation for the titling of the land area of the S&T Park for the Bureau of Plant Industry (BPI).

The resolution called on the Department of Agriculture and BPI to look into mechanisms to address the issues and concerns on the accreditation scheme, certification system and others to enhance the delivery of services especially like the fruit and food industries.

The MSTPC as resolved utilize appropriate media or venues for information dissemination to increase awareness especially to the target sectors on research innovations that would help mainstream R&D mechanisms and programs. (PIA XI) [top]

DAVAO CITY – Mindanao is emerging as the country’s only hope for agriculture productivity following the dry spell and typhoon-spawned floods that have hit Luzon and the Visayas, Sen. Edgardo Angara said.

Angara, who arrived here Wednesday for the 6th Mindanao Food Conference, said the island, being relatively typhoon-free and with its abundant resources, has so much to offer in agriculture.

“Mindanao remains as the food basket of the country. It is our only hope for agriculture productivity. And that is why a lot needs to be done to improve agriculture in the South,” he said.

The government, according to Angara, should build more infrastructure to enable Mindanao farmers to bring their produce to the main commercial centers.

Angara said the construction of a railway that would link all parts of mainland Mindanao would also help cut the farmers’ production cost by making transport easily available.

The government, he added, should also offer incentives to those who would invest in the agriculture sector, especially in Mindanao.

Angara urged the Land Bank of the Philippines and the Development Bank of the Philippines to set up special units in Mindanao that will primarily extend loans to farmers, fishermen, and small and medium-scale entrepreneurs.

“The prevailing bureaucratic red tape in the two banks does not augur well to the needs of the farmers and fishermen who are even required to come up with voluminous documents before they can avail themselves of loans,” he said.

To further boost Mindanao’s agriculture potential, Angara pushed for a five-year extension of Republic Act 8435, or the Agriculture and Fisheries Modernization Act (AFMA), set to expire in 2008, “to bring the country’s agriculture sector to a more competitive level.”

What I am hoping to see is an article detailing that CUMC has a wing or another building dedicated to cancer patients. What I saw in the CDO thread was the soon-to-be completed, modern hospital complex but there was no mention it would house an oncology department. If indeed there was then kudos to the Cagay-anons for having that specialized healthcare facility in NorMin. :cheers:

‘Mindanao RP’s only aggie hope’

DAVAO CITY – Mindanao is emerging as the country’s only hope for agriculture productivity following the dry spell and typhoon-spawned floods that have hit Luzon and the Visayas, Sen. Edgardo Angara said.

Angara, who arrived here Wednesday for the 6th Mindanao Food Conference, said the island, being relatively typhoon-free and with its abundant resources, has so much to offer in agriculture.

“Mindanao remains as the food basket of the country. It is our only hope for agriculture productivity. And that is why a lot needs to be done to improve agriculture in the South,” he said.

The government, according to Angara, should build more infrastructure to enable Mindanao farmers to bring their produce to the main commercial centers.

Angara said the construction of a railway that would link all parts of mainland Mindanao would also help cut the farmers’ production cost by making transport easily available.

The government, he added, should also offer incentives to those who would invest in the agriculture sector, especially in Mindanao.

Angara urged the Land Bank of the Philippines and the Development Bank of the Philippines to set up special units in Mindanao that will primarily extend loans to farmers, fishermen, and small and medium-scale entrepreneurs.

“The prevailing bureaucratic red tape in the two banks does not augur well to the needs of the farmers and fishermen who are even required to come up with voluminous documents before they can avail themselves of loans,” he said.

To further boost Mindanao’s agriculture potential, Angara pushed for a five-year extension of Republic Act 8435, or the Agriculture and Fisheries Modernization Act (AFMA), set to expire in 2008, “to bring the country’s agriculture sector to a more competitive level.”

Sad to say, Davao City isn't no longer the #1 choice of most of the big time investors now. Again due to Peace and Order situation. The said # 1 "HOPE" no longer goes to Davao based on ur selfish assumption.

As what my relatives said in Cebu and in Manila: Big time investors now are flocking most in Northern Mindanao and Caraga region. :) :lol:

syempre naman po ano..kung hindi bumaboundery, di sana nagtatyaga pa rin ang mga kagay-anon sa mga nakakatetanong korola at sentra.. sabagay, mas okey pa rin ang mga yun kesa KIA..:lol:
