THE 15th Kumbira 2011 slated next week would not only be an event for the culinary experts as photography enthusiasts would also be taking centerstage with the first Photography Competition.
During the three-day event of Cagayan de Oro and Mindanao's premiere culinary show and live competitions on August 17 to 19, interested photography enthusiasts will be competing in two categories - 1) Kumbira Food Photography showcasing photo shots of food displays and entries; and 2) Kumbira Event Photography showcasing shots of various activities of Kumbira event, live competitions, judging, among others.

There will be three winners per category who will receive trophies and various certificates of food and accommodations from hotels and restaurants.
The winning photos (with full credits to winners) will be submitted to partner media publications, food magazines, national and local dailies.
The contest is open to all interested individuals who must register with the Kumbira Secretariat by August 13, Saturday, and pay the registration fee of P900.
Contestants will be provided with an official ID that will give them complimentary admission for the three-day event plus one complimentary season pass for any companion or assistant.
A briefing for the contestants will be held on Monday, August 15, 5 p.m., at the Atrium of Limketkai Center.
Identification cards, passes and schedule of the three-day event will be provided to all contestants during the briefing.
Contestants will be allowed to have their photo shoots during the first two days of the event, which will be on August 17 and 18.
Entries will be submitted and properly received by the Kumbira Secretariat at the Atrium of Limketkai Center. Deadline for the submission of entries will be by 6 p.m. of August 18 while judging will be in the afternoon of August 19, the final time to be announced.
Photo contestants are not allowed to touch or alter position of food displays
Contestants will submit only one shot per category as entry to be developed and printed in 8R size and mounted on a 1/8 inch 12" x 14" illustration board.
The submitted photos will be displayed on designated panel boards in the morning of August 19, Kumbira's last day.
Contestants will also submit soft copies of their entries in a compact disk (CD) with 300 dpi resolution in jpeg format or at least six megapixels in file size.
All entries must be 100 percent original work of contestant and must not contain any third party material or content, including but not limited to any company logos or trademarks, likenesses or any other copyrighted or trademarked content.
Entries must bear the name and signature of the participants and the title of the photograph, all written at the back of the photograph itself before mounting at the illustration board. The same information must be written also at the back of the illustration board.
Digital manipulations are allowed but limited to basic enhancements such as levels and curves. There shall be no additions/omissions of elements in the picture.
Corresponding RAW files of the entries must be submitted in a CD upon submission of the printed entry.
By submitting an entry, contestants grant the Cagayan de Oro Hotel and Restaurant Association (Cohara) a perpetual, non-exclusive, royalty-free license to publish, use and reproduce the submitted entry, along with contestant's name and address in promotions or other publications, whether online or otherwise, including but not limited to the website of Cohara/Kumbira. Nothing herein shall obligate Cohara to publish, use or reproduce any entry.
Due to the nature of the contest, there is a possibility that similar photographs may be submitted by multiple individuals. Any similarity between entries shall in no way entitle contestant to any consideration or compensation from Cohara or from any third party, including in the event a similar entry or identical to another contestant is selected as a winner in this contest.
Contestant's submission of entry specifically acknowledges possibility and agrees to the terms stated in these official rules.
A panel of judges will select the winners based on the following criteria -- creativity, technical quality, composition, overall impression and relevance to the category.
In the event of a tie, the entries involved in the tie will be reviewed by an additional judge according to the Judging Criteria. The decisions of judges are final.

The country’s longest art gallery is set to rise along Sayre Highway in Mambatangan, Upper Puerto, Cagayan de Oro City.
This after the groundbreaking rites held recently for Mindanao’s first artists’ village project, a 2.3 hectare lot with a frontage stretching a kilometer long beside Sayre Highway and will feature the various art forms of Mindanao including the “soil paintings” of Bukidnon, contemporary art of striving artists and facilities by which artists can grow. The project is funded through the initiative of true patrons of the arts in Cagayan de Oro City. The undertaking is also in partnership with the National Commission on Culture and Arts (NCCA).
The groundbreaking rites involved the lumads of the Higaonon Manobo tribe. Accordingly, Dire Husi Initiatives, Inc. will manage the artist village.

Compensation appeals body opening provincial offices
CAGAYAN DE ORO -- Mindanao workers will now find it easier to appeal for their benefits in cases of work-related disabilities, sickness or death as the Employees’ Compensation Commission has opened its first extension office outside Metro Manila.

The office in Cagayan de Oro is the first of three provincial offices to be opened this year.
“It is quite taxing for [Mindanao] workers to have to go to Manila to file appeals for their benefits,” said Allan M. Macaraya, regional director of the Department of Labor and Employment.
“They are injured or disabled and yet they still have to exert an extra effort to avail themselves of their compensation. We are happy that finally, we can extend this service to our workers right here in our city.”
Among the main functions of the Commission are: disposition of appealed claims, dispatch of quick response teams, and development and production of information and education campaign materials.
Two other extension offices of the Commission are set to open this year in Cebu City for the Visayas and in the Cordillera Administrative Region for northern Luzon.
Vice-Mayor Caesar Ian E. Acenas, who was the guest of honor in the inauguration of the office last week, noted that Cagayan de Oro is accessible to all regions of the island.
“It is in good timing since Ayala is putting up its shopping mall and Chinese and Korean investors have expressed interest in putting up hotels here,” the official said.
Mr. Macaraya explained that the selection of Cagayan de Oro was mainly because of the region’s economic performance. :applause:
“We are industrializing and more companies are coming in,” he said.
“We need to provide for the workers, assure them of their safety,” he added.
Ma. Cecilia E. Maulion, the Labor office’s information and public assistance division chief, however, explained that workers should not regard the Commission’s extension office as a subsidiary of the workers’ insurance systems.
“We are an appellate body only [of the insurance systems] and do not approve or process claims,” she said. “We facilitate to ensure that claims are complete, advise employees how and when to file, and recommend actions to the proper agencies which are the SSS (Social Security System) and the GSIS (Government Service Insurance System),” she added.
“The benefit the employees get from the Employees’ Compensation Program, however, is over and above the benefits they get from the SSS and GSIS.” The Employees’ Compensation Program, though, does not cover all SSS and GSIS members.
Informal workers, or voluntary and self-employed members of the insurance systems, are also not covered.
“The program is an employer-based contribution,” Ms. Maulion said. “To be able to claim, the employee should have had a work-related accident during his or her employment period,” Ms. Maulion added. -- Louise G. Dumas

A new art gallery and Artists' Village will be constructed in barangay Mambatangan in Cagayan de Oro City. In a groundbreaking ceremony inside the 2.3-hectare Artists Village, Iries Saavedra, the owner of the proposed project, said that it will put Cagayan de Oro as an art city.
Saavedra, who used to own Patsada Productions, said that the planned arts center will draw in local and international tourists and will help generate awareness of arts in Mindanao.
Saavedra added that this will be the first art village in Mindanao.
Rhyan Casino, the National Commission for the Culture and the Arts (NCCA) 10 coordinator, said that the Artists Ville will house the longest art gallery in the country. Casino said that the planned gallery is a 136 meter-long building with an interior fit for international art shows.
Saavedra added that artists from the country will have the chance to showcase their works. Saavedra said that the planned main gallery will have to display artworks at par with the rest of the world. But this should be made by Filipino artists.
Eli Tabasuarez, a painter who is also one of the visionaries who planned the arts ville, said that they will strive to to revive art as an integral part of tourism and provide steady opportunities for shows for all art forms. Tabasuarez added that the village be having lush vegetation as an added attraction.
In the pipeline for the initial constructions are three buildings made of indigenous materials like bamboos and cogon grass for roofing. Saavedra said that they will have to reconstruct villages from indigenous tribes of Mindanao. Casino said that they will also have to use the natural contour of the Land instead of leveling them off.
An ample parking lot will also be provided right beside the first three buildings constructed. The initial building will be a coffee shop, the main hall will served as the initial gallery and a work area where artisans can do their work. Other structures in the drawing board are the replica of old villages in Mindanao, guest houses for art workshops and seminars, and a curator's house.
Saavedra said that Patsada Productions will fund the projects and NCCA will identify artists that can hold their show in the village.
Casino said that by October, they will have their first production performance on October with the Tambulan, a festival of fire and percussion under the full moon. Saavedra also shared that Patsada Production will also bring back the Viva Ethnica which used to dominate the production performances in Mindanao in the 90s.
Casino said that the Tambulan will happen every full moon each month and will showcase fire dancing, drum beating and other festival activities. The village which has a total Land area of 3.6 hectares with the 2.3 used as the main ground will also house a performance theater that will cater to the productions of Viva Ethnica. Saavedra said that eventually, Artists Ville will become a major tourism destination in the city and will provide avenue for aspiring artists, theater and performance groups in Mindanao.

The Project Runway Philippines Third Season will start real soon!
The people behind Project Runway Philippines recently announced the schedule of auditions around the Philippines. Budding fashion designers can go to 4 different areas around the Philippines to audition for one of the coveted slots in the third season of Project Runway Philippines!
Here in Mindanao, aspirants can go to Cagayan de Oro City on August 20 and 21, 2011 for the Project Runway Philippines – Mindanao audition. Coincidentally, there will also be a Mindanao Fashion Summit 2011 in Cagayan de Oro on that same month so I guess the organizers want to hit two birds with one stone :)
If you’re interested to audition, just bring your birth certificate, portfolio and three completed outfits of your own design.
Also, be sure that you must at least be 21 years old, a Filipino citizen and very passionate about fashion design.

Kudos to this..if done, this will brigthen more our tourism industry, not only in CDO and NorMin but the entire island as set to be the country's longest art gallery..such a big help also for the mindanaoan artists.. :cheers:
Locally, with the ongoing road widening of Sayre highway started from Alae(if im not mistaken) and the awaiting completion of Puerto fly-over, this north-east part of the city will surely be a growth area and hopefully become a CBD in the future..

The “substate” that the Moro Islamic Liberation Front (MILF) is proposing to set up is no different from the Autonomous Region in Muslim Mindanao (ARMM).
The ARMM is practically a substate because its leaders are all Muslims and most of its constituents are Muslims.
The government in Manila practically left the ARMM to itself.
That’s the reason why most of its leaders were free to do as they pleased.
Some, like the Ampatuans, became so abusive they thought they could kill people with impunity.

Congressmen and senators should scrutinize the proposed budget for infrastructure of Batanes in the national budget.
Batanes is the province of the Abads, who are well-entrenched in the Aquino government.
Butch Abad, the patriarch, is the secretary of budget and management; Rep. Henidina Abad is chair of the House appropriations committee; daughter Julia Abad-Parker is chief of the Presidential Management Staff; and son Luis is the chief of staff of Finance Secretary Cesar Purisima.
You know how much the Abads have put up as the proposed infrastructure budget for Batanes? P800 million!
In contrast, according to my Malacañang source, Davao del Sur has zero budget for infrastructure.
Batanes, with a population of 15,000, is just as big as a barangay of Davao del Sur.
If you don’t consider that abusing their position, I don’t know what is.

The same Palace source who told me about the proposed P800 million for Batanes, told me this story:
President Noy allegedly scolded the father-and-daughter tandem of Butch and Julia for submitting to Congress the proposed national budget one day after the State of the Nation Address (SONA).
P-Noy reportedly received the proposed budget on the day of the SONA itself.
“You’re making me your rubber stamp,” the source quoted the President as telling the Abads.
The President had no time to go over the national budget proposal before it was submitted to Congress because he got it late.
The proposal should have been given to P-Noy two months earlier for his perusal.
There were talks circulating in the Palace that Julia was planning to resign because of the scolding she and her father allegedly received from the President.
But apparently, Julia changed her mind, my Palace spy said.

Nearly three weeks after he shot to death Norwegian-Filipino Mikael Troy Rasay, Manila cop PO1 Harold Meneses has yet to be arrested.
Even if the victim’s family has put up a P200,000 reward for his arrest, Meneses roams the streets with the 9mm Beretta pistol that he allegedly used in shooting Rasay.
The news of Rasay’s death is another blackeye for our country since his killer is a cop.

Rasay, 18, was trying to pacify a man who was beating up a woman on the street when he was shot by Meneses.
It turned out the woman-beater was Meneses’ brother.
The fact that Meneses is a cop, is a double-whammy against Filipinos in the eyes of Europeans.
To many foreigners, the Philippines is a country where men beat up their wives or girlfriends in public, and cops kill peace-makers

THE House of Representatives is expected to name Cagayan de Oro Representative Rufus Rodriguez (2nd district) as its most productive member based on the number of bills he filed.
Rodriguez introduced 809 House bills and resolutions, including those that he have co-authored in the first regular session of the 15th Congress that ended in June, this year.

Aside from this, Rodriguez also posted a perfect attendance, attending 73 session days without being tardy.
Although his efforts were commended, some of his proposals have either sailed through the chamber level or are waiting for Senate approval.
The Senate will also tackle the creation of two additional branches of Municipal Trial Court in Cities in Cagayan de Oro that Rodriguez earlier proposed.
In the local front, Rodriguez's plan to reforest 3,000 hectares of public land in the city is now on its way for a third and final reading at the House, including the upgrading of the J.R. Borja Memorial City Hospital as an extension of the Northern Mindanao Medical Center (NMMC).
Known for speaking his mind on different issues, Rodriguez also filed measures seeking to address the continuous pierce of fuel prices.
He also called for the junking of the Oil Deregulation Law, which transport and consumer groups blamed for unabated fuel price increases.
Backed by the House plenary were three of the first six measures that were enacted into laws -- Republic Act 10149 or the GOCC Governance Act, Republic Act 10150 or An Act extending the Implementation of the Lifeline Rate, and Republic Act 10151 or An Act allowing Employment of Night Workers, which Rodriguez authored and co-authored.
Rodriguez is part of the administration coalition in the House led by Speaker Feliciano Belmonte Jr. but has been vocal in opposing the Reproductive Health Bill.
"We cannot fight our religion, yet this bill would now pick a fight with the Catholic Church," he said.
Another 25 House bills filed by Rodriguez are also included in the list of priority legislative measures laid down by President Benigno Aquino III, such as the Enhanced Basic Education Act of 2011, National Health Insurance Act of 2011, Anti-Trust Law, the AFP Modernization Program and the Witness Protection and Whistleblowers Act. CAGAYAN de Oro City Mayor Vicente Emano has issued an executive order creating a Blood Council in the city.
Emano said the Cagayan de Oro Blood Council will participate in the formation of the Local Blood Donation Program that fulfills the need for blood in the community.

He said the council will also plan and implement public education, advocacy and donor recruitment activities to promote voluntary blood donation and would organize mobile blood collection in coordination with the Department of Health in Northern Mindanao and the Philippine Red Cross.
The council is also tasked to spearhead and assist in fund raising/fund sourcing from within the community and from external government and non-government organizations, financial institutions or agencies and strengthen the linkages of local hospitals, facilities providing obstetrical care and health services with blood centers.
It is also tasked to coordinate and monitor the implementation of the Local Blood Donation Program.
Councilor Dante Pajo, vice-chair of the Cagayan de Oro Blood Council and the chair of the City Council committee on health and sanitation, said the newly-formed council will boost blood distribution in the city and will surely be beneficial to poor residents.

BRILLANTE Mendoza, the first ever internationally-acclaimed Asian film director to win in the 62nd Cannes Film Festival, will be staging his four multi-awarded films entitled “Kaleldo,” “Manoro,” “Foster Child” and “Lola” at the SM City Cagayan de Oro Cinema 2 on August 17 and 18, 2011.
“Kaleldo” tells the story of a motherless family after the eruption of Mt. Pinatubo and tells viewers that life, as depicted in the turn of events in the lives of the film’s characters, is as changeable and as volatile as the seasons.

“Kaleldo” won the Netpac Award at the Jeonju International Film Festival in 2007; the Best Actress Award in the Durban International Film Festival in 2006; and the Best Film, Best Performer, Best Screenplay and Best Achievement in Cinematography Awards at the Young Critics Circle in 2005.
“Kaleldo” will be shown at SM Cinema 2 on August 17 at 10 a.m.
“Manoro” is the story of a 13-year-old aeta named Jonalyn who, after graduating from elementary school, teaches middle aged and elderly aetas to read and write, thus enabling them to cast votes for the election.
“Manoro” was the recipient of the Cinema Avvenir Award at the Torino International Film Festival in 2006; and the Best Film, Best Director and Digital Lokal Awards at the Cinemanila International Film Festival in 2006. It will be shown at the SM Cinema 2 on August 17 at 1 p.m.
“Foster Child” is the story of a woman and her husband who were hired by a local child care facility to provide a temporary home and care for abandoned babies as they await formal adoption. The inevitable separation is always a heart-breaking event for the foster family.
“Foster Child” won the Special Jury Award at the Eurasia International Film Festival in 2007 and Best Film and Screenplay at the Young Critics Circle. It was also screened at the Director’s Fortnight at the Cannes Film Festival in 2007 and won the Best Film, Best Director, Best Actress and Best Supporting Actress Awards at Gawad Tanglaw in 2007.
“Foster Child” will be shown at the SM Cinema 2 on August 18 at 10:00am.
“Lola” is the story of two elderly women who bear the consequences of a crime involving their grandsons. One is the victim while the other one is the suspect. Both weak and poor, they laboriously solicit money in the midst of a storm -- one for the victim’s burial, one for the suspect’s bail bond.
“Lola” has won awards such as Best Film in the Eighth Rome International Film Festival in Italy; Best in Cinematography in the Durban International Film Festival; Best Director, Best Sound and Best Film at the Golden Screen Award of the Entertainment Press; the Grand Knight Award at the Miami Film Festival; Best Film, Best Actress and Best Photography at the Las Palmas Film Festival in Spain and the Ecumenical Jury Award at the Frabourg Film Festival in Switzerland. It will be shown at SM Cinema 2 on August 18 at 1 p.m.
Everyone is invited to watch the four films and be able to interact with the renowned Kapampangan Director himself after every film showing. Admission fee is P100 only per movie.

THE Confederation of Philippine Exporters Foundation (PhilExport) in Northern Mindanao is aiming for more comfortable business activities by exporters or other business lines as it encourages admission of more membership to the organization.
Michael Joseph R. Ignacio, PhilExport-Northern Mindanao executive director, said it would be much advantageous to companies to become members of the exporters' organization by getting sense of community.

"If you have a problem, there's a regular communication. Every week we provide advice. Looming issues (on business-related activities) they get to know what's going on," Ignacio said.
PhilExport, with 116 member-companies as of July 2011, is a respectable organization advocating for support from the government in addressing the member-companies' business-related needs. It brings the exports concerns of its member-companies to the government for possible action.
"For example, they (member-companies) have concerns on accreditation through electronic export, we will be the one to follow that up," Ignacio said.
The exporters' organization is a member of the Regional Development Council (RDC) in Northern Mindanao.
"For as long as you want to be part of the community...this is an open invitation. If you're on exportation or your business depends on exports, you're welcome to join," Ignacio said.
Meanwhile, in customs brokerage concerns, Ignacio said PhilExport could suggest a fair negotiation with the Customs department and the exporters especially that the new management of the Mindanao Container Terminal (MCT) in Tagoloan implements the proper processing of documents and avoids "shortcuts".
"In fact, many member-companies were surprised why the Customs department now has lengthy processing on customs brokerage. But they're not just actually used to it because of 'shortcut' methods (during the previous administration)," he said as he announced the recent seminar conducted for exporters on the proper processing of exportation at the MCT three weeks ago.
He said it is the duty of the organization to protect the interest of the member-companies "and we encourage good governance."

Kung bagyo season, mahirap ang byahe. They need to have their infra fixed or established to boost their tourism. At nakita ko naman, inaayos nila ang mga daan nila. The men would normally have two kinds of jobs...tricycle driver, farming, fishing, guide etc... Lahat yan affected by tourism at mga bagyo. Sana lang talaga that 800M will be used properly by the Abads para umunlad na ang Batanes at magsibalikan na ang mga Ivatan sa kanilang lugar.
Ang ibang parte ng Mindanao kasi ay biktima ng maling pamamalakad kaya naghihirap.

that is never enough reason for Batanes to receive 800 Million while Davao del Sur got zero.

I've also noticed that before, less censored lang ako kay the allegory I used kay gapataas-ihi :lol:, obvious naman naghinambog ra even without relevance to the rest of Mindanao's regions except theirs, it leaves one curious as to whether ma-comprehend ba nila at such age the difference between Mindanao thread and their region's, and a similar observation coming you from another region showed other Mindanaoans also noticed it without excuse of being biased.

good agri-industrial productivity for Bukidnon, as well as SOCSKARGEN, South cotabato :okay:
if I recalled right the country is also the next top producer of coconut in the world, with Davao region topping the country's list.

del sur seemed not keen on lobbying for money that cannot find its way into the pocket. sorry but recently del sur was very vocal against the unreleased pork fund. pork is what matters most bec its the money thats under direct control of their hands. its a worry the kind of personalities offering public service for the people of a province long deprived of progress enjoyed by its counterpart in thye region.
