agree hinuon ko sa rank though edit lang ang SM ug G-mall, G-mall gets the top rank lang for its size but SM is tops for the quality of shops :) may Mango, 2 lacoste boutiques, GH BASS, etc :) something most provincial SMs cant boast
NCCC naman is good at #3 pero kung sinehan ang pag-uusapan, #1 in mindanao :D

PINOYmeat August 19th, 2007, 11:06 AM The trouble with Mindanao
By Fernando Fajardo
Cebu Daily News
Marcos reorganized the National Economic Council (NEC) to become the super economic planning body after abolishing, or relegating to supporting role, the other agencies that competed with it in coming up with economic plans and giving advice to the President on development matters.
Changing its named to National Economic and Development Authority (NEDA), Marcos mandated the revitalized government planning office to include the regions in its planning work to lessen the degree of regional imbalance in the country’s development. This required its presence in the different regions of the country. The new opening gave me the chance to land a new job at NEDA Region X based in Cagayan de Oro City. That came in 1974 and there began my education on Mindanao.
Although based in Cagayan de Oro, I had the chance to see not only the ten provinces that comprised Region X or Northern Mindanao at that time, but also the rest of the island during the course of my work, which sometimes required me to go to Davao, Cotabato, and Zamboanga for conferences, including a side trip to Basilan to observe its plantation economy.
At that time I was not worried about the secessionist movement in Mindanao, which I thought was very much under control by Marcos with martial law. I saw no problem in Cagayan de Oro and Northern Mindanao in general. Even Lanao del Sur looked serene to me, especially that then-Mayor Omar Dianalan of Marawi City was very supportive of our work at NEDA.
While in Cagayan de Oro, I saw for myself the start and completion of many programs and projects that made Cagayan de Oro into one of the most progressive cities in Mindanao today. One of these was the decision of Marcos of develop a 3,000-hectare industrial-estate nearby, in Tagoloan and Villanueva, Misamis Oriental, to convince Kawasaki of Japan to put up its new iron sintering plant in the country.
Another was the inclusion of the city in the Regional Cities Development Project, which allowed it to improve its road network and other basic facilities required of a regional capital. The newly organized water district was amply funded, a new port was developed, and the airport was improved. Meanwhile, the concreting of Butuan-Cagayan de Oro-Iligan Road was started, which included a four-lane highway within the city proper. This was followed by the improvement of the Sayre Highway to Bukidnon. In rural electrification, Misamis Oriental became the pilot project using hydropower from Maria Cristina Falls in Iligan.
One day in 1975, I was told to go to Cotabato City to help set up the new NEDA regional office there after the creation of the Central Mindanao Region or Region XII, the first of the five new regions added to the original eleven, or twelve, if Metro Manila or NCR is included. My temporary posting in Cotabato City came with a chance for me to become chief of either of the two technical divisions in the new office. Did I take the chance? No, sir, because after few weeks of familiarizing myself with the city and the new region, I immediately sensed that something was wrong there.
At that time, no day would pass without some shootings or bombings somewhere in the city or nearby towns. From Cotabato City, one had to be careful in going to Davao City or General Santos City or to any of the provinces in Central Mindanao because of the danger of being ambushed along the way. And going home to Cagayan de Oro via Bukidnon was out of the question. I figured that the only safe way out of Cotabato City was by plane because of its heavily guarded airport, but in case of a real trouble, how many planes would be there to take us out? After a few months, I decided to return to Cagayan de Oro without the promotion and stayed there until Edsa I happened.
After Edsa I, I asked to be transferred here in Cebu, where I also got promoted two years later. Finally, after 20 years in 1994, I left NEDA. Even while here, though, my assignments as lecturer on planning and development allowed me to visit the major cities in Mindanao. As an outsider this time, I could now easily sense the discrepancy in the island’s growth and development: fast in most of the Christian areas and slow or almost nil in Muslim areas.
That is the trouble with Mindanao. I would not say that the problem is mainly economic. Surely, culture and religion have much to do with the underdevelopment of the Muslim areas. Different cultures and religions motivate people to behave in different ways. We know that, but if so, what have we done about it? Did we even teach ourselves to learn the language of our Muslim brothers in Mindanao to better understand and interact with them? How is life in a Muslim home or community, do we know? What about our western-style government? If it suits us, Christians, do our Muslim brothers and sisters feel comfortable with it?
If until today there is mistrust on the part of the Muslims against Christians, I blame that not so much on their great feeling of deprivation compared to us. It could be an aggravating factor, but the main reason I believe is our lack of understanding of their culture and religion and our inability to integrate with them or they with us. Until we change that, no amount of brave posturing by Malacañang, whenever our men in uniform is challenged in Mindanao, will bring us any closer to end the trouble there.

This is a photo of the back of SM City Davao. Davao City has many areas that are underdeveloped still, like this large field of pasture land behind SM. Actually, in this grassy area, you can often see motorcyclists on dirt bikes practicing here. There are large dirt mounds where they can jump their bikes and such. It’s often a good show, and you will see a lot of people pull up, park and watch the show!

DexterTexter August 20th, 2007, 02:51 PM ^^ the actual "foot" traffic in SM Davao actually purchase things in the mall... so nothwithstanding the "measly" foot traffic... or whatever you call it... the fact remains that the people who visit SM actually patronize it and its many stores, and not just bask in its cold interiors... hence, the 100% occupancy rate.

PIA Press Release

New projects to rise on SM Davao
by Prix D Banzon
Davao City (7 August) -- New features will soon rise at SM City Davao when it completes its plan for a project they will be setting up at a adjacent three-hectare lot in Ecoland Matina.
SM City Davao mall manager Debby Go at the Kapehan sa Dabaw at Greenwich in SM said in the drawing board is the site for an IT park which she said the management is seriously considering.
"But these are all in the drawing board none at this time has been approved yet," she explained.
Although she said that they are now processing documents for the Philippine Export Zone Authority application.
Go gave out a rough description of the plans that will happen, the building which would be described as multi-purpose will also house designated areas for convention and other big events.
"These will all be integrated in the building," she said.
She said the park will be separate from the existing mall but it will have high-end retail stores within the building.
Meanwhile Go said that they had been hitting positive growth and said that 2005 was really a good year for SM Davao.
She also said they have 100 percent occupancy for the spaces they offer for rent now and if there are cases that some renters fold up it is either they have internal problems or concerns with franchisee like relocating.
Go although did not give figure said that for 2007 they aim for a double-digit growth.
On other hand Go said that their monthly "Waste Market" made SM City Davao number among the 28 malls nationwide.
She said on their second Waste Market event last July 28 they were able to generate total sales of P186,000 higher than when they launched it on June 30, 2007 with only P146,000.
Go said that top grosser in terms of volume are paper products but in terms pesos are appliances and electronic waste while plastics come second in volume.
"This would only show that Davao residents are already into recycling and we are happy that we are part of this environment related project," she said.
"Not only that, we also have accredited recyclers and we have even one from Subic that buys printing wastages like ink cartridge and buys them at good price," she said.
She said the waste market is held every last Saturday of the month and calls on all residents to drop their recyclable items at the parking lot and sell them at accredited buyers. (PIA XI) [top]

GearX August 21st, 2007, 06:13 AM Senators back mini-Marshall Plan for South
By Butch Fernandez
Reporter
SENATORS on Monday pushed for quicker delivery of basic public services as the key to peace in strife-torn Basilan and Sulu provinces.
Sen. Richard Gordon, concurrent national Red Cross chairman, said the peace and order situation in Mindanao can be immediately improved “if peacekeeping efforts are matched by vigorous action to build up the physical, social and legal infrastructure in the region.”
This developed as Sen. Gregorio Honasan backed Speaker Jose de Venecia Jr.’s “mini-Marshall Plan” for Mindanao, saying the decades-old armed conflict there could only be effectively resolved through a comprehensive peace package that would deliver massive infrastructure, livelihood and business development in the South.
In a press conference, Honasan said the raging battle between the armed forces and Moro rebels in Mindanao was the same experience he and his father, also a former soldier, experienced over 30 years ago.
“Only the dates and the personalities have changed but the situation that brought about the conflict is still the same. Bakit walang pinagbago [How come there’s been no change]?” he asked.
Honasan suggested that the government implement “a comprehensive package of development funded by local and foreign sources.”
According to Gordon, who just came back from a visit to Sulu, the situation there is “stable and under control” despite reports reaching Manila of an increasing number of casualties from the raging firefights between government troops and Moro rebels.
“The no-guns policy is being enforced and it is welcomed by the populace,” Gordon said, adding that “normal business and social life prevails.”
But, in a report to the President, he said that “the people there are complaining about the poor provision of basic services like schools, water and roads, the payment of salaries to teachers and support for economic activities.”

GearX August 21st, 2007, 07:39 AM Gov’t to replicate Mindanao project
BY ALBERT CASTRO
KIDAPAWAN, North Cotabato — The national government is negotiating with the Asian Development Bank to expand an urban development package it is implementing in Mindanao.
Interior and Local Government Secretary Austere Pangandaman, following the inauguration of the new transport terminal here, said, the Mindanao Basic Urban Services Sector (MBUSS) project can be replicated in other regions.
The MBUSS finances basic infrastructure and utility services in 40 Mindanao-based local government units (LGU), in 11 provinces.
ADB has allocated $30 million as seed money for the list of projects implemented under the Department of Interior and Local Government and the Landbank of the Philippines.
Projects range from water systems, public markets, and roads.
The proposed budget for the new loan is estimated to reach $100 million, with the Japan Bank for International Cooperation (JBCI) contributing $38 million of the total seed money, which will be named Philippine Basic Urban Services Sector (PBUSS).
The DILG, the local government of Kidapawan and the ADb inaugurated the P67.16 million Kidapawan City Integrated Transport Terminal Station Project yesterday.
Panabo Mayor Rey Gavina said the project has allowed the city for alternative revenues asides from keeping it up-to-date in paying their arrears on the project loan.
In Mahayag, Zamboanga del Norte, the municipality’s newly-built municipal hall was funded with a P14-million loan from the MBUSS. From being the dirtiest municipality in Mindanao in 1997, with a 1960s-built municipal town hall, Mahayag has turned around its image to become the second cleanest municipality in the province last year. It was completed in 2005.
Other projects are scheduled for inauguration in the coming months in Maguindanao, Agusan del Norte, Davao Oriental, Davao del Norte, Davao del Sur, North Cotabato, Zamboanga del Norte, Misamis Oriental, Misamis Occidental, Zamboanga del Sur, Lanao del Norte, Surigao del Sur, and Surigao del Norte.

Six years ago pa man to reancorbs pag adto nako.... but from what I can recall, the beach is very white, tapos yung sand ranged from powder-fine to pebbles. Wla hinuon ko naligo ato, ang ako mga barkada lang kay that time hadlok ko mangitom. hehehehe. At the time, there was a small development being constructed on the shores of Little Boracay, it was probably a small hotel with entertainment amenities. Considering that 6 years has already passed, the structures should be finished now. So, siguro the beach is better na compared to 6 years ago.

Mindanao's economic growth soars to 5.2%
Written by Walter I. Balane/MindaNews
(MindaNews/21 Aug) – Mindanao's six regions collectively posted a 5.2 percent growth in 2006, with five of its six regions posting higher growth rates, according to figures released by the National Statistical Coordination Board (NSCB). Ever Abasolo, senior economic development specialist at the Mindanao Economic Development Council (MEDCo), told reporters the Mindanao rate is even higher compared with Luzon's 4.5 percent and the Visayas's 4.9 percent.
Mindanao’s growth rate was a marked increase from the 4.2 percent in the island’s gross regional domestic product (GRDP) in 2005.
According to the NSCB website, Mindanao's share to national production, however, has remained stuck at 17.7 percent.
Luzon's six regions contributed one-third or, 33.4 percent, to the country's gross domestic product (GDP) in 2006. Visayas, on the other hand, contributed 16.5 percent.
The National Capital Region (NCR), however, continued to account for the bulk of the country’s economy with a 32.5 percent share of the national GDP, the NSCB noted.
Mindanao accounts for over 40 percent of the Philippines' food requirements and contributes more than 30 percent to the national food trade, according to MEDCo.
The gross regional domestic product (GRDP), according to NSCB, measures the goods and services produced in each of the geo-political regions of the country. It provides for an analysis of the regional distribution of the country's gross domestic product (GDP), the industries and factors that contribute to the regional economies, and the pace at which these economies are moving on an annual basis.
Abasolo said the GRDP is the measure of real growth cleared from the impact of inflation or the increase in prices.
Mindanao's higher GRDP growth rate in 2006, he said, meant it produced more in 2006 than in 2005. Abasolo pitched on the growth figures when interviewed Wednesday afternoon after the taping of MEDCo’s Talk Mindanao television program at the SM City Entertainment Plaza.
Abasolo attributed the high GRDP growth for Mindanao in 2006 to the 6.3 percent growth in each of the industry and services sectors.
He said renewed interest in mining and quarrying, especially in the Caraga region, and the significant growth in the construction industry pushed the industry sector up last year.
He said it was the improved performance of the telecommunications sectors, including the influx of business process outsourcing firms and real estate development, that hiked the growth rate in the services sector.
Abasolo noted the 2.3 percent growth rate in the agriculture sector this year. "You don't necessarily expect agriculture to grow substantially, with its vulnerability to fluctuations, including the weather," he said.
Northern Mindanao had the highest growth rate, 6.8 percent, among Mindanao's six regions, Abasolo said. He attributed it highly to a "strong services sector" in the region.
Northern Mindanao ties with the National Capital Region as the second fastest growing region, next only to Cagayan Valley which posted a GRDP growth rate of 7.2 percent.
Southwestern Mindanao, known also as Socsksargen, posted a 6.7 percent growth rate. The Caraga region also posted 4.9 percent GRDP growth last year.
Southeastern Mindanao region, known also as the Davao region, posted 4.4 percent compared to its 4.1 growth rate in 2005. The Autonomous Region in Muslim Mindanao posted a 4.1 percent growth rate, even higher than that of the Western Mindanao region, at 2.1 percent, which is this year's lowest in Mindanao and in the country.
Abasolo was optimistic about the low growth in Western Mindanao, describing it as "growth with resilience" despite the flash floods and other environmental factors that wrecked its agriculture and fisheries sector.
He noted the region's production is dominantly agriculture and fisheries-based.
In 2005, Western Mindanao grew by 6.9 percent.
Abasolo also cited almost 16 percent increase in Mindanao's exports this year, based on the freight on board (FOB) value. But he could not cite actual figures yet. He said Mindanao's exports are mostly agriculture-based.
Abasolo cited that a total of P5.2 billion were invested in Mindanao in 2006, which he said generated at least 3,000 more jobs to Mindanawons.
According to MEDCo, agriculture is the driving force behind Mindanao's economy with close to a third of its land area devoted to agriculture.
More than one-third of the island's labor force is employed in the agriculture, fishery and forestry sectors.
Based on statistics from the Medco website, in mid-1990s, Mindanao's economy grew at an average of 3 percent. It dipped to 0.5 percent in 1998 due to the Asian financial crisis but improved to nearly 2 percent in 1999. Its GRDP in 2000 grew a noteworthy 4.95 percent higher than the national growth rate of 4.01 percent. (Walter I. Balane/MindaNews)

GENERAL SANTOS CITY -- Lt. Gen. Alexander Yano, described as a tiger with the heart of a diplomat and a passion for peace, will become the commanding general of the 80,000-strong Philippine Army, it was announced Wednesday.
He will officially take over command of the Army on Thursday, replacing Lt. Gen. Romeo Tolentino, who will reach the mandatory retirement age of 56.
President Gloria Macapagal-Arroyo has dispatched Tolentino to Zamboanga City to oversee operations against the Abu Sayyaf terrorist group.
Many believe Yano was chosen by Ms Arroyo as the 49th Army chief not only because of his vast knowledge of the Mindanao problem but also because of his seniority and proven competence.
Yano, 54, was born to public school teacher parents in Sindangan town, Zamboanga del Norte province.
Jesus Dureza, presidential adviser on the peace process, welcomed Yano’s appointment.
Good combat soldier
“While he’s a good combat soldier, he has a peace paradigm. We were together before in the ceasefire committee and I knew him as a professional, upright and competent military officer,” Dureza said.
He urged the Mindanao leaders to rally behind Yano’s leadership not just because he is from Mindanao but above all because he is a good and experienced military officer.
Dureza described Yano as a “tiger” yet a “charismatic diplomat” who is determined to win the hearts and minds of his enemy at the negotiating table.
Yano served as chair of the government’s Coordinating Committee on the Cessation of Hostilities in 2004.
No ceasefire violation
During his term, there was no ceasefire violation by government forces, earning him the respect of the secessionist Moro Islamic Liberation Front (MILF).
Brig. Gen. Alfredo Cayton, who succeeded Yano as commanding officer of the 601st Army Brigade here in 2004, himself is an admirer of Yano.
Cayton and Yano were commissioned in the Armed Forces of the Philippines in 1976, but Yano graduated from the Philippine Military Academy, while Cayton was a product of the Reserved Officer’s Training Course.
“Since we were second lieutenants, I know him as an outstanding field officer and command staff instructor,” Cayton said.
‘Liberator of Cabatangan’
As head of Task Force Zamboanga, Yano used diplomacy and military action to secure the release after two days of more than 100 hostages taken in Cabatangan by the Moro National Liberation Front.
For this, the late Zamboanga City Mayor Ma. Clara Lobregat gave Yano the moniker “Liberator of Cabatangan.”
Yano, currently chief of the Southern Luzon Command (Solcom) at Camp Nakar in Lucena City, joined his staff Wednesday in a farewell “boodle fight” consisting of steamed rice, broiled fish, pork menudo, fried chicken and sautéed “bagoong” spread out on banana leaves on a long table.
Yano received a framed Batangas “balisong” (fan knife) as farewell gift from the Solcom staff. In return, he distributed jogging outfit and urged his men to continue the “fun run” to remain physically fit.
Southern Luzon campaign
Since July 31 last year when Yano became Solcom chief, his forces in the Southern Tagalog and the Bicol region killed 52 communist guerrillas in 158 government-initiated encounters and 58 enemy attacks, according to the Solcom newsletter.
Government soldiers suffered 24 casualties and 63 wounded in the clashes.
During the same period, Solcom troops captured 92 suspected rebels and worked out the surrender of 51.
Lt. Gen. Rodolfo Obaniana, chief of the Eastern Mindanao Command, will replace Yano at Solcom.
g0Rs August 23rd, 2007, 06:20 AM DOE looking for alternative power sources around Mindanao
Written by Walter I. Balane/MindaNews
(MindaNews/22 August) -- The Department of Energy is looking at both small and big scale new sources of power around Mindanao to reduce the demand from fossil-fuels, a DOE official said.
Tony de Guzman, chief science research specialist of the DOE Mindanao office said a nine-member team called the Energy Resources Development Utilization Division was tasked to search and validate possible new sources of energy, specially hydro power around Mindanao.
Instead of looking at bigger sources such as PUlangui and Agus rivers, De Guzman said they are also in search of sources for mini-hydro plants.
He said local government units should push similar projects for investments from the business community to cut dependence on traditional energy source such as the use of coal in power barges.
He said most of the LGUs around Mindanao sent their own lists of possible energy sources, but they cannot validate everything immediately due to constraints in human resources.
He said once they find a source as a possible project, DOE central office will send a team to make further studies.
De Guzman could not specify, though, the number of projects they are studying this year.
In the government's rural electrification efforts, the DOE website said, renewable energy sources such as solar, micro-hydro, wind and biomass resources are eyed for wide-scale use.
Biomass, micro-hydro, solar and wind will remain to be the largest contributors to the total share of renewable energy in the energy mix with an average share of 27.5 percent.
Hydro and geothermal will contribute the balance and continue to be a significant source of electric power, the website said.
De Guzman, however, noted his team's difficulty in exploring new sources in conflict- affected areas.
The DOE identified constraints that need to be addressed such as insufficient fiscal and financial incentives, lack of public awareness of the benefits of renewable energy (RE) projects (socio-environmental concerns), absence of commercially viable market for RE systems, and relatively high cost of technology.
The government, according to the DOE website, is formulating programs and projects to stimulate greater private-led investments in the sector, promote RE technologies as competitive energy options and maximize the use of RE potentials. (Walter I. Balane/MindaNews)

chingjap August 23rd, 2007, 10:30 AM Guys, Paras Group is already installing the Cagayan de Oro Metro Wide Wifi ! , I will post the picture later ! , this is no longer a dream but a reality ! , 1st in mindanao again !
Ang galeng naman... That metro wide wifi accesspoints will be connected via data over cable technologies, the first in Mindanao. In the other hand, I think it is feasible in the near future na maglagay din sila ng monitoring camera just like in Iligan kasi hindi na mahirap maglatag ng cable, andyan na eh....
if there is such an irresponsible journalism, those above posts are examples of irresponsible "forumism". you are trying to convince people in the philippines about metro wifi, cameras, etc., other hi-tech blah blahs in cdo being the first in mindanao -again and again, kaya naman tinitira kayo nga mga davao forumers kasi mahilig kayo sa sarili nyong mundo na para bang kayo na ang PINAKA sa buong mindanao, dyos ko ang laki ng ilong nyo, tingnan nyo naman ang zamboanga o davao please masyado lang kayong excited-, i dunno if its just that cdo people are not well travelled, cannot even reach neighboring cities of zambo and davao or just plain laziness topped with stupidity by not trying to search skyscrapercity, just to check before claiming para hindi makuryente for satan's sake.
alam nyo ba na ang davao city -heto na naman tayo, eh paano hindi kayo nagreresearch!-, metro wifi ready na and video cameras are everywhere as long as there is a traffic light?
http://i223.photobucket.com/albums/dd91/chingjap/wifi2.jpg
http://i223.photobucket.com/albums/dd91/chingjap/wifi1.jpg
ano ba ang metro wifi o municipal wifi? it's just a series of WAP or wifi access points planted to the whole metro or municipality to form a wireless network. and the davao traffic system uses WAP in its video cameras to mesh data to its 911 server.
so ano ngayon ang dapat na posting dyan sa metro wifi nyo sa cdo? it's just the first to be delivered FREE, nothing more. pero ang dating nang posting nyo, parang napaka hi-tech na hindi pa nga natapos.
heto ang mga disadvantages kaya hindi ini-implement ang metro wifi sa ibang lugar, kung maimplement nyo ng FREE yan clap hands tayo sa CDO government for giving free access to wifi yeheeeeey, but other than that wala nang dapat ipagbunyi mga repapeps. davao government can easily give free access to everybody if the council will go crazy and sacrifice the disadvantages of giving free wifi access.
CONS!
1. Metro wi-Fi, because it is free in default, competes directly with cable and DSL services already made available by market providers.
2. An inherent elasticity of demand for wireless access forces ISPs to evolve their service offerings, including prices.
3. Services geared to disadvantaged consumers will likely demand ongoing government subsidy.
4. The rate of change in wireless Internet technology suggests an elevated risk of obsolescence, which challenges budget assumptions.
5. If consumers adopt faster, less-expensive services as these technologies change and improve, revenue forecasts will suffer.
6. Expansive government technology projects almost always exceed their budget estimates due to a variety of factors.
7. Granting right-of-ways to a single vendor will distort competition in the market intended to generate revenue for the municipality, thereby putting these revenue forecasts at risk.
8. Government should focus first on basic services such as clean water, uninterrupted power supply before investing on non revenue generating services such as free wifi.

GearX August 23rd, 2007, 11:30 AM Here's the article last month on the wifi project:
Wide-area wi-fi coverage eyed for Cagayan de Oro
July 24, 2007
(Business World (Philippines) Via Thomson Dialog NewsEdge) Cagayan de Oro - If plans push through, this residents and visitors should be enjoying a free wireless fidelity (wi-fi) service in this city's business districts.
"Cagayan de Oro's size and composition makes it an ideal location for a successful citywide wireless system," said Elpidio M. Paras, president and chief executive officer of the UC-1 Group of Companies, composed of Parasat Cable TV and Cable 21 Technologies, an Internet-over-cable service firm.
"The combination of location, resident base, and the numerous major corporate business and academic institutions, as well as small and medium industries that operate throughout the city, provide Cagayan a ready-made and accessible market for a wireless network," he added.
In his proposal submitted to the city council last July 2, Mr. Paras said the deployment of what could very well turn out to be the Philippines' first wide-area wi-fi mesh broadband network would serve the city's various constituents, especially residents seeking home and mobile data options and those who may not be able to afford other broadband options, diverse local businesses, and city hall departments and employees doing the local government's functions in the field.
"Real-time and roaming connectivity will play a key role in ensuring our constituents and our visitors' seamless and cheap access to the Internet and the outside world, as well as highlight important links and information that would be valuable for our first- time guests and tourists," Mr. Paras wrote in his proposal.
As proposed, the service would initially give anyone with a wi-fi enabled device free access to the network with a 15-minute pass, which will allow him to check his e-mail, browse through their front page which would link him to the Web sites of the city government, Oro Chamber, Promote CDO, and other useful sites.
Among the planned service features of the proposed network are a monthly fixed-rate service fee for long-term users, 386 kilobits per second (kbps) or greater best effort service level at dial-up prices, portability within city limits included in the basic service fee, seamless roaming to other designated hot spots (additional fees could apply) and pay-as-you-go rate structure for intermittent or visiting users.
"In order to ensure the success of this new technology, which will use the license-free 2.4 Ghz band, we are planning to invest initially around P20 million for the first two phases of the project which will cover the downtown business districts including Divisoria and the Limketkai areas and other vital points such as the Lumbia airport, Macabalan wharf, bus terminals, and entry/exit points along the national highway," Mr. Paras said.
In addition, the project would deploy at no initial cost to the city government, remote wi-fi enabled surveillance cameras at the western and eastern entry/exit points of the city which would help augment police and security forces in maintaining peace and order.
"This pilot application would also serve to improve the monitoring capability in easing the perennial traffic congestion problems of the city," Mr. Paras added.
To ensure the technical and financial viability of the project, he has requested the city government for exclusive access to certain assets such as electric poles, roof decks and street lights which would be invaluable in locating and securing the project's wireless equipment and infrastructure.

g0Rs August 23rd, 2007, 07:23 PM How much does gov’t really spend for Mindanao’s development?
Written by Walter I. Balane / MindaNews
(MindaNews/23 August) -- How much, really, is government spending for development in Mindanao? The Mindanao Economic Development Council wants to find out in the Mindanao Budget Study, a research project it is starting in September, a Medco senior economist said.
Klein Fernandez, senior economic development specialist at Medco's Inter-sector and Policy Advocacy Division told MindaNews they want to compare actual releases with what is indicated in the General Appropriations Act, the annual national budget.
Fernandez said the four-month research work will involve gathering releases made from 2000 to 2005 to national government agencies in Mindanao.
He said the research is in support of calls by Mindanao leaders to increase the share of Mindanao in the national budget.
He said they will present the results of the study to the 3rd Mindanao Budget Summit and to the cabinet members in January 2008.
Fernandez said the study will be an important tool in lobbying for higher share starting in the preparation of the 2009 budget.
He said they will go to individual agencies for data.
The study, he said, will only look into actual releases made for development work, including expenditures for infrastructure and actual programs and projects. It will not factor in those spent for personnel and maintenance and operating expenses.
Fernandez said the study was an offshoot of a quest from local chief executives, private sectors, and other Mindanao stakeholders on the share of Mindanao of the national budget.
He said two budget studies were conducted in the past en route to the first and second Mindanao budget summits in 1999 and 2002, respectively.
He said both studies, however, were based on the General Appropriations Act, which he said were only on paper and were not actually released in full.
Leaders of the Confederation of Provincial Governors, City Mayors and Municipal Mayors' League Presidents of Mindanao (CONFED Mindanao) and other Mindanawon leaders like Senator Juan Miguel Zubiri, have recently called for higher Mindanao budget.
The Department of Budget and Management is reportedly proposing a P1.227 trillion budget for 2008.

When I say 1st METRO WIDE WIFI in Mindanao, the word WIFI means wireless internet access ( 802.11 a/b/g ) !!!! we are using that for internet connection to laptops and wifi enabled devices, We are truly first on that in mindanao ! since we did not defeat the purpose of it in creating METRO WIFI just for traffic cam and 911 serivce, our METRO WIFI is for Internet access and we integrate it to your traffic cams !,
i know there are hotspot on other places but for those who dont know, METRO WIFI is different from hotspot in terms of size, unlike a hotspot where you surf internet in a certain stablishment, METRO WIFI is a big hotspot not limited by single building or establishment, METRO WIFI is bigger than that, it's City WIDE, it means internet even if your inside a taxi, parks, roads, ports, etc.
So ngayon may Wifi Access na kami sa Mc Arthur Park, Dvsoria Park , Sports Complex, even sa simbahan, even sa gitna ng bridge at kong saan2x kahit sa highway from LKK to Velez. at iba pa. Yon yong "METRO WIFI" hindi hotspot.
And for your info guys this is not METRO WIFI. this is just PURELY a wireless telemetry link for there traffic system to communicate to each traffic lights, Don't fool US ... looks like wala ka talagang alam sa technology. san ba dito ang camera grrr...

ph_matrix August 25th, 2007, 09:38 AM good luck nalang your banned !, I don't really get why you reacted such a thing !, looks like your so reactant if there is progress in your neighborhood, your so self centered !
Why are you bullying CDO thread ?, Have i posted any of your f*ck*ng Davao thread ? I just read it. :bash:
And for your info guys this is not METRO WIFI. this is just PURELY a wireless telemetry link for there traffic system to communicate to each traffic lights, Don't fool US ... looks like wala ka talagang alam sa technology. san ba dito ang camera grrr...

if there is such an irresponsible journalism, those above posts are examples of irresponsible "forumism". you are trying to convince people in the philippines about metro wifi, cameras, etc., other hi-tech blah blahs in cdo being the first in mindanao -again and again, kaya naman tinitira kayo nga mga davao forumers kasi mahilig kayo sa sarili nyong mundo na para bang kayo na ang PINAKA sa buong mindanao, dyos ko ang laki ng ilong nyo, tingnan nyo naman ang zamboanga o davao please masyado lang kayong excited-, i dunno if its just that cdo people are not well travelled, cannot even reach neighboring cities of zambo and davao or just plain laziness topped with stupidity by not trying to search skyscrapercity, just to check before claiming para hindi makuryente for satan's sake.
alam nyo ba na ang davao city -heto na naman tayo, eh paano hindi kayo nagreresearch!-, metro wifi ready na and video cameras are everywhere as long as there is a traffic light?
http://i223.photobucket.com/albums/dd91/chingjap/wifi2.jpg
http://i223.photobucket.com/albums/dd91/chingjap/wifi1.jpg
ano ba ang metro wifi o municipal wifi? it's just a series of WAP or wifi access points planted to the whole metro or municipality to form a wireless network. and the davao traffic system uses WAP in its video cameras to mesh data to its 911 server.
so ano ngayon ang dapat na posting dyan sa metro wifi nyo sa cdo? it's just the first to be delivered FREE, nothing more. pero ang dating nang posting nyo, parang napaka hi-tech na hindi pa nga natapos.
heto ang mga disadvantages kaya hindi ini-implement ang metro wifi sa ibang lugar, kung maimplement nyo ng FREE yan clap hands tayo sa CDO government for giving free access to wifi yeheeeeey, but other than that wala nang dapat ipagbunyi mga repapeps. davao government can easily give free access to everybody if the council will go crazy and sacrifice the disadvantages of giving free wifi access.
CONS!

MtApoStandard August 25th, 2007, 10:03 AM Mindanao should get a third of budget of key government agencies – DOH exec
Written by Walter I. Balane / MindaNews
Saturday, 25 August 2007 11 03 59
DAVAO CITY (MindaNews / Augus 24) - At least 30 percent of the budgets of key government agencies should go to Mindanao, not just those of the departments of Agriculture, Agrarian Reform, Environment and Natural Resources as President Arroyo pledged in her latest state of the nation address, an official of the Department of Health said.
Dr. Paulyn Jean Rosell-Ubial told MindaNews Friday after a press conference for the National Lung Month, that bigger budget should be ensured for health,.education, public works and highways and other departments.
Ubial, the DOH`s regional director for Southern Mindanao cited "a lot of catching up to do" for Mindanao as far as offering of medical services and facilities available in Metro Manila.
"We are still behind in health services," she said.
Ubial gave the comment at a time when the Department of Budget and Management was reported to submit its proposed P1.227 trillion budget for 2008.
She cited also the mismatch between needed services and number of clients in the field of health services compared with the resources plowed to Mindanao Ubial said Mindanao has 25 percent of the country's population but gets only about 20 percent of the national budget.
Ubial, who has been vocal about budget woes of the health department said the Davao Medical Center, the best medical facility of the government in Mindanao, is not in best state with the shortage of at least 30 percent of its required personnel.
She said that the DMC case would illustrate how government would approve the higher capacity of hospitals without backing it with enough personnel. She said this is one of the problems of the public health sector.
She said her regional office is batting for an allocation to put up a lung and kidney center to open in 2010 and proposed a cancer center at the Davao Regional Hospital in Tagum City.
She said only P80 million of the P320 million budget for the lung and kidney facility was included in the 2007 budget. She said however, that the P80 million would be part of the supplemental budget, which she said, should be lobbied for release to start the construction of the facility.
Ubial said that it usually takes a long time to lobby saying citing it took them five years to build the Mindanao Heart Center, launched only this year.
She said, meantime, that Mindanao is no longer "that behind" compared to Metro Manila with the opening of the Mindanao Heart Center, but recognized that some services are likewise, still not available here and many Mindanawons have to travel to Manila to avail of these services.
She said that Mindanao though, has a battery of qualified and trained government doctors and other medical practitioners. The problem, she said, "lies in the lack of facilities and equipment".
She said they have pushed for the conversion of government hospitals into government-owned corporations for autonomy, and enable them to retain the revenue to improve services. She said at one point, DMC got only P150 million budget out of its P200 million to 300 million operational requirements.
MtApoStandard August 25th, 2007, 10:31 AM US-schooled general to head EastMinCom
Written by Froilan Gallardo / MindaNews
Saturday, 25 August 2007 11 06 08
DAVAO CITY (MindaNews / August 24) -- An Army general who graduated from the prestigious Wharton Business School of the University of Pennsylvania will head the Armed Forces Eastern Mindanao Command (EastMinCom) next month.
The online magazine, Newsbreak, reported that Lt. Gen. Cardozo Luna will replace Lt. Gen. Rodolfo Obaniana as part of an ongoing major reorganization in the Armed Forces of the Philippines (AFP) following the Basilan and Sulu setback on military operation against suspected Abu Sayyaf members.
Maj. Randolph Cabangbang, spokesperson of the EastMinCom, confirmed this to MindaNews and said that the turnover of command will be held at in Panacan, this city on August 31.
Obaniana, a member of PMA Class 74, will head the AFP's Southern Luzon Command in Bicol, replacing Lt. Gen. Alexander Yano, who in turn, will be replacing Lt. Gen. Romero Tolentino as commanding general of the Philippine Army Chief.
Tolentino is set to retire on August 24, 2007.
Luna is head of the AFP's Central Command based in Cebu City when Armed Forces Chief of Staff Hermogenes Esperon designated him to head the Eastmincom.
Luna has two masters' degree: from the University of the Philippines for economics and Wharton Business School of the University of Pennsylvania.
Known as an academic giant in the AFP, Luna was a top contender to the post of commanding general of the Philippine Army but lost it to Yano, who, despite not having any master's degree at all, made it up with his years of frontline assignments.
Luna is also a relative of a national hero, General Antonio Luna, and during his stint as commandant of the Philippine Military Academy designed a new uniform for the cadets based on the military uniform of the Katipunan officers.
He previously served as commanding general of the Army Fourth Infantry Division in Cagayan de Oro City.
Peace advocates still remember Luna when he led then an Army brigade in Pikit, North Cotabato during the 2003 military offensive against the Moro Islamic Liberation Front, as having reportedly boasted to reporters that the conflict would earn him his first star. He was still a full colonel then.
Newsbreak said the massive reorganization is part of the AFP preparation for the retirement of three generals: Lt. Gen. Eugenio Cedo of the Western Mindanao Command; Tolentino; and Lt. Gen. Bonifacio Ramos, chief of the Northern Luzon Command. The three are set to retire next month.
Affected by the revamp is the 10,000-strong Philippine Marines who recently suffered major casualties in Basilan.
Maj. Gen. Ben Dolorfino, who converted to Islam in 1981, will be replacing Maj. Gen. Nelson Allaga as Commandant of the Philippine Marines Corps. Allaga will head the Basilan offensive at the Navy headquarters in Camp Navarro in Zamboanga City.

Singapore team to reassess Mindanao meat packing plant
by Prix D Banzon
Davao City (25 August) -- By September 2007, a team from Singapore will reassess the Mt. Matutum Meat Packing Plant to check compliance on the plant's physical structure before it approves the accreditation to export pork meat to their country.
National Meat Inspection Service executive director Jean Bacayo said the privately- run packing plant will have its final inspection next month and hopefully all the requirements are met so that initial shipment will move in October.
Agriculture Secretary Arthur Yap said they are hopeful that the plan to export pork meat to Singapore will already take place two months from now.
"As I have been saying we want to make sure of our steps because complying with the standards of Singapore means opening up to other bigger market in the world," he said.
Bacayo meanwhile said that the export of pork meat will only be in Mindanao because the island is a certified Foot and Mouth Disease free.
He said they must see to it that the plant religiously complies with Good Manufacturing Practices as well as the Hazard Analysis Critical Control Point.
The capacity of the Mt. Matutum Packing Plant is about 180 heads per hour or would run from 600 to 1,000 heads a day.
He said Singapore is exporting from Indonesia some 3,000 to 4,000 heads per day and if Philippines could get about 20 percent of that could be an added business opportunity for our agri producers.
Dr. Rafael Mercado, chief of livestock division of DA-XI earlier reported that hogs raised in the different farms of the Davao Region already passed the antibiotic test based on Singapore standards.
He said about five hog farms were already issued accreditation of which they will be allowed to supply hogs for export to Singapore.
Bacayo on the other hand said that the NMIS will issue certification for the hog farms and will monitor continuously the farms in compliance with Good Agricultural Practices. (PIA XI) [top]

Good governance project expansion utilizes Mindanao's experience
by Prix D Banzon
Davao City (25 August) -- The experience of Mindanao on Transparency and Accountability in Governance (TAG) will be put into use when the project will be expanded to Visayas and Luzon.
Asia Foundation country representative and regional adviser for local governance Steven Rood, Ph. D. in an interview during the 2nd Partners Conference of the Transparent Accountable Governance Project at the Waterfront Insular Hotel in Davao City he said that Mindanao has shown the way.
He said it is best that local government leaders like mayors in Mindanao could share to the mayors of Visayas and Luzon so with chamber leaders of the island discussing to their counterparts in the two other regions.
Rood who said that his experience in Mindanao was the highlight of his life and seeing people here consulting with each other made their lives energized.
"The project is widely successful in Mindanao," he said.
The Asia Foundation funded for eight years the TAG project and poured about $450,000 a year.
Rood who disclosed the plan of expanding the project to the two other regions said that their support with the Mindanao Business Council (MinBC) will stay saying that Mindanao will the leader in extending the project to other areas.
For eight years about 16 cities in Mindanao were covered by the project and MinBC starting next year once the project is renewed plans to cover all the 27 cities of the island.
He said there is good prospect about the project noting that even when there is turnover of leadership of mayors the project continues.
Rood said although they do not have figures of the amount of red tapes that has been reduced and the services that has improved. He attributed this to the number of business permits that a local government has processed which has increased and processing has improved from days to weeks to only hours.
"These are good evidence that they were able to do so," he said.
MinBC executive director Jason Magnaye said what is good with the MinBC-initiated TAG project is that it involves local chief units, the business sector and civil society.
The other Asia Foundation project with the League of Cities in the Philippines only caters to the local chief executives and with the MinCode as the only civil society.
He said the next phase of the project is the 15-year "Paglalatag" which covers until 2015 and they need to go about the campaign of enlisting the other cities in Mindanao.
He said they have scooping classification saying for those cities na medyo di pa strong the efforts will be towards elevating their status to become collaborators.
But he said there are best project partners and they will form part of the TAG project resource persons. (PIA XI) [top]

E-Commerce for farmers eyed
By Rose Palacio
Davao City (25 August) -- Electronic commerce (e-commerce) is an opportunity for farmers to improve their livelihood and increase their incomes, said Department of Agriculture regional executive director Roger Chio.
The age of information technology is here and giving money or loan provision to farmers are not enough but giving knowledge and opportunities is an important tool for farmers to increase their productivity, he said.
E-commerce is the latest business tool via Internet. It is defined as the buying and selling of goods, services and information technology between two or more trading parties over an electronic medium.
The e-commerce compels government to complete computerization. We have to accelerate our efforts to make us of the technology to benefit our farmers, he said.
Meanwhile, at present, the government is promoting the planting of hybrid rice. Hybrid varieties of rice are made available to farmers in southern Mindanao.
Hybrid varieties are also referred to as "Gloria rice" and are given priority by the government to increase rice production in the while country.
The government is focusing its attention to high yielding hybrid rice to increase their outputs and avert any rice shortage in the future, Director Chio said.
The President has signed Administrative Order 25 since 2002 heralding hybrid rice production as a major flagship project of her administration.
Upon signing AO 25, the President launched the Hybrid Rice Commercialization program, where a total of 25,000 hectares were devoted to high yielding hybrid rice.
The development of hybrid rice technology under the Masaganang Ani and Rice program is a joint effort of the private sector and the government to ensure enough food on the table for every Filipino family, he said. (PIA) [top]

How much does gov’t really spend for Mindanao’s development?
:ohno:
Leaders of the Confederation of Provincial Governors, City Mayors and Municipal Mayors' League Presidents of Mindanao (CONFED Mindanao) and other Mindanawon leaders like Senator Juan Miguel Zubiri, have recently called for higher Mindanao budget.
The Department of Budget and Management is reportedly proposing a P1.227 trillion budget for 2008.

bongskie09 August 26th, 2007, 05:22 PM Another Industrial City To Rise In Davao Sur
Sta. Cruz town is benefiting from spillover of investments
Manila Bulletin
August 26, 2007
Rogelio J. Flaviano
Digos City – Sta. Cruz looms as another industrial city in Davao del Sur.
Sta. Cruz Mayor Joel Ray Lopez expressed his optimism over his progressive, once sleepy town, following the spillover of investments by various companies in his municipality which is located near the boundary of Davao City.
The annual budget of Sta. Cruz is P100 million.
He expressed optimism that with the entry of big investors in his town, the income of Sta. Cruz will grow bigger, thus qualifying it to become another city in Davao del Sur.
The abundance of water in the town’s aquifer, flowing from the majestic Mt. Apo volcano, is the major reason why most industries are attracted to invest in Sta. Cruz, Mayor Lopez said.
San Miguel Brewery, manufacturer of beers and Coke-in-litro for domestic and export markets in Asia, is paying the national government P600 million yearly in taxes.
Of this tax revenue, the province of Davao del Sur and the barangay of Darong where the plant is located, get a share of P15 million annually through the office of the President, he said.
The beer plant is also paying taxes to the town from the gross tax sales of the products.
Lopez said that the production of beers and softdrinks is water-based, and officials of the town are mulling the idea if taxing the beer plant for the use of water in Sta. Cruz, noting that water is a national wealth.
He also that Hedcor, a subsidiary of Davao Light and Power Co., has also established two hydro-electric plants in the rivers of Sta. Cruz.
The hydro-electric plant costs an estimated P5 billion and is expected to generate jobs for 1,000 residents during the construction phase of the plants.
Lopez said aside from inviting more investors, the town is also training the residents to acquire skills that would enable them to start their own livelihood activities and be able to work in the town’s industrial plants.
Among the firms that have already established operation in Sta. Cruz, aside from San Miguel Brewery are Pryce and Gases, Zobel and Ayala Lands, owners of Seniorita Farms and piggery, CocoDavao decorticating plant, Franklin Baker, also a decorticating coconut plant, and Sodaco cowmilk producing plant, Durian plantation owned by Consunji Group of Companies.
There are also banana chips factory and other allied plants.

tough August 27th, 2007, 08:07 PM Mindanao has six new cities
Written by MindaNews
Sunday, 26 August 2007 09 43 14
DAVAO CITY (MindaNews/25 August) – Mindanao has six new cities this year, bringing the total number of cities to 33.
Mindanao now has 27 provinces and 33 cities.
The new cities are Bayugan, Cabadbaran, El Salvador, Lamitan, Mati and Tandag.
Bayugan in Agusan del Sur, Cabadbaran in Agusan del Norte and Tandag in Surigao del Sur are all in Caraga region. El Salvador is in Misamis Oriental, Lamitan is in Basilan, and Mati is in Davao Oriental.
The new Mindanao cities, however, are among 16 new cities nationwide whose change of status is being questioned by the League of Cities of the Philippines (LCP), the association of cities nationwide, for allegedly not meeting the requirements.
The LCP is challenging the status of newly converted cities and wants to stop the plebiscites that would ratify the laws creating more cities in the country.
But the laws creating the six new cities in Mindanao have all been ratified through a plebiscite.
Five new cities in Mindanao held plebiscites in June while the sixth held its plebiscite in July.
Early this year, the League tried to get President Macapagal-Arroyo to veto the cityhood initiatives of at least 12 towns after the Senate waived some requirements that these towns must first satisfy before they could become cities.
Mayor Benjamin Abalos, Jr., LCP president, told a press conference at the end of the two-day forum on Transparent Accountable Governance (TAG) here, that aside from the non-meeting of requirements of the new cities, the creation of new cities would effectively reduce the Internal Revenue Allotment (IRA) of the existing cities by four to 12 per cent. As of June 30, the number of cities nationwide had reached 131 from 118 at the end of March. The June 30 list already includes the five new cities of Mindanao since the sixth, Cabadbaran, held its plebiscite only in July.
Under Section 450 of the Local Government Code, the requisites for creation of a city are “an average annual income, as certified by the Department of Finance, of at least 20 million pesos for the last two consecutive years based on 1991 constant prices, and if it has either of the following requisites: a contiguous territory of at least 100 square kilometers, as certified by the Lands Management Bureau; or, a population of not less than 150,000 inhabitants, as certified by the National Statistics Office.”
In 2001, the income requirement was amended from P20 million to P100 million, derived from locally generated funds.
In February this year, then LCP President Mayor Jerry Treñas, expressed dismay over the Senate’s approval on February 8 of the 12 cityhood bills of municipalities seeking exemption from the income requirement provide for in Republic Act 9009. RA 9009, which was passed into law on June 30, 2001, provides for the new income requirement for the conversion of municipalities or a cluster of barangays into cities: from the previous P20-Million both locally-generated and IRA-sourced income, to P100-Million, purely locally-generated income.
“Nineteen senators favored and none voted against or abstained against the city hood of the 12 municipalities, out of the 13 that applied. Only the municipality of El Salvador in Misamis Oriental was not approved for city hood,” the Manila Times reported.
In January, at the first LCP national convention at the Manila Hotel, the city mayors drew up a position paper expressing fear that exemptions from requirements for city hood would set a precedent for other municipalities aspiring to be cities.
Treñas said the creation of new cities would drastically reduce the Internal Revenue Allotment (IRA) shares of 118 existing cities.
The towns applying for cityhood then did not meet the P100-million requirement as the 13 towns’ locally generated incomes ranged only from P5 million to P34 million, he said.
The Manila Times report also quoted Trenas as saying the towns did not also reach the minimum requirement for population (150,000) and land area (100 square kilometers) provided by the Local Government Code of 1991 and that the emergence of new cities would mean a big slash in the IRA allocation of existing cities.
Mati was created by Republic Act (RA) 9408 and ratified through a plebiscite on June 18. On the same day, voters in Lamitan also ratified the conversion of Lamitan town into a city through RA 9393.
Mati’s population as of the 2000 census is 105,908 while Lamitan’s, also based on the 2000 census, is 58,709.
On June 20, voters in Bayugan ratified the conversion of the town into a city. The law creating the city is RA 9405. The town’s population as of the 2000 census is 93,623.
On June 23, voters in Tandag ratified the conversion of the town into a city RA 9392 created the city of Tandag. A second class city, its population according to the 2000 census, is 44,327.
On June 27, the conversion of El Salvador into a city was ratified. It was created into a city through RA 9435. A third class city, it had a population of 34,650 as of the 2000 census.
Cabadbaran City voters ratified the conversion of the town into a city on July 28 this year.
Mindanao’s other cities are Bislig, Butuan, Cagayan de Oro, Cotabato, Dapitan, Davao, Digos, Dipolog, General Santos, Gingoog, Iligan, Isabela, Island Garden City of Samal, Kidapawan, Koronadal, Malaybalay, Marawi, Oroquieta, Ozamiz, Pagadian, Panabo, Surigao, Tacurong, Tangub, Tagum, Valencia and Zamboanga, (MindaNews)

Its just that our criteria/standards for the declaration of cities are too low :ohno: Foreigners who'll come to this "city" might say: "Wtf, this is your city? I thought it was a forest"
bariQ August 28th, 2007, 09:26 AM but are they supposed to be laughed at? those "cities" arent known tourist destinations... i dont think theyll care :ohno:

its rather like that in here. pinoys very nice and special to whites, then act like "tae" kung pinoy yung kaharap. coz they say, "pinoy lang naman eh" :ohno:
ph_matrix August 28th, 2007, 09:41 AM now Philippines should change there criteria if you dont want them to be called a city, I think there happy to be a city not because they are called as a City but due to bigger budget compare to a metro barangay naman...

Subject: bakbakan sa mindanao
To: newsfeedback@abs-cbn.com
pag po ba may encounter between rebels and govt forces sa southern luzon ibinabalita na luzon? di po ba you take time to report it na exact place (or province) and ibinabanggit?
sa totoo lang, you guys are causing as much harm sa mindanao as these bandits are..sila thru violence, kayo thru painting a bad image for mindanao...
bariQ August 28th, 2007, 09:49 AM pag international news naman ang label war in the southern philippines :ohno:
ph_matrix August 28th, 2007, 09:53 AM most journalist think of mindanao as a very small island... however it's a good thing if your visiting to manila, sabihin mo lang " wag mo akong gagohin taga mindanao ako sa basilan " wala na takot na sla, lol
boju August 28th, 2007, 10:42 AM too bad but why cant they not tap napocor instead. i thought coal generated power is for napocor or transco(dont knowwhichever) and is there to serve the purpose in anticipation like this. with the delay like this, are you still seeing hanjin to wait for the time?
They want more discount of power and better to tap directly from the power provider. Since NAPOCOR is not a dependable power provider this time (coz there's a looming power crisis in the near future in this island and power transmission tower are prone of lawless attacks), power provider same as coal fired power is best for hanjin. I think they CAN wait and pursue the $1B project here. I crossed my fingers. Also the power sectors here in Normin are doing their part to answer this kind of issue. Please refer the article below...

Dutch police arrest Joma
By Jaime Laude
Wednesday, August 29, 2007
Self-exiled founder of the Communist Party of the Philippines (CPP) Jose Maria Sison was arrested in the Netherlands on suspicion of involvement in the murders of suspected military spies among communist rebels in Leyte.
Initial reports said the Dutch police arrested Sison in Utrecht, the central Dutch city where he has lived in exile since 1987.
Authorities also raided Sison’s office in Utrecht where lawmen reportedly seized several computers.
Sison, who has been in exile in Europe since 1987, is a political consultant of the National Democratic Front (NDF).
Although Philippine authorities have yet to confirm the arrest of Sison, the Armed Forces of the Philippines (AFP) issued a statement hailing his arrest.
“The arrest of Sison is a triumph of justice,” AFP Public Information chief Lt. Col. Bartolome Bacarro said.
“Ironic as it is, he (Sison) is assured of his day in court, a right denied to thousands of innocent victims of the communists’ kangaroo court. This is the long arm of the law catching up with Mr. Sison.”
News of the arrest of Sison also prompted Malacañang to convene the Cabinet-National Security Council (NSC) last night.
President Arroyo even congratulated National Security Adviser Norberto Gonzales for Sison’s arrest, a Cabinet official said.
Press Secretary Ignacio Bunye, however, refused to issue a statement on the arrest saying Gonzales would have to make his own response regarding the arrest.
Gonzales has been pushing for the arrest and return of Sison to the country to answer for the purge of communist rebels in the last three decades that killed thousands of suspected government deep penetration agents.
While it could not be immediately ascertained who filed the charges against Sison, it was gathered that these cases were in connection with the CPP-NPA purges in Eastern Visayas, more specifically the victims of New People’s Army summary execution in Inopacan, Leyte from the early 1980s to early 1990s.
Several former NPA commanders in Leyte who have turned state witness linked Sison, along with Bayan Muna party-list Rep. Satur Ocampo, as the masterminds of the purge, whose victims were mostly civilians suspected to be military spies.
Sison’s arrest came two days after relatives of the victims of the Inopacan massacre celebrated the first anniversary of the discovery of the mass grave of their missing loved ones in the mountains of Barangay Kaulisihan.
As to the impact of Sison’s arrest on the underground communist movement in the country, Bacarro, for the time being, had declined to issue any assessment.
Meanwhile, Senator Jamby Madrigal said they need to know the reasons why Joma was placed under arrest. “What were the charges brought against him? Was the Dutch court properly informed? Who made the representations with the Dutch court? The arrest of Joma raises more questions than answers,” she said. – Paolo Romero, AP

davaoeagle August 29th, 2007, 08:24 AM CHIPS R’ US Mindanao banana chips
By Ms. Joji Ilagan Bian
THE global market for processed fruits, most specially the banana chips has grown into a billion dollar market as preference of consumers leans towards more healthy and organic food. The sales for more natural food is expected to reach $100 billion in 2008 and projected to grow at 20-30 percent annually. Major markets are the European Union members, Germany, United Kingdom and France, United States and Canada, Singapore, China and Japan
The raw material for banana chips is the cardava or plantain banana variety which is processed in various product forms such as fried, dried, vacuum fried and vacuum freeze dried chips and as ingredient for breakfast cereals and trail mixes. Majority of the country's production comes from Mindanao, accounting for 90 percent of output. There are about 15 major companies in the region with average production capacity of 580 metric tons per day. Fifteen of the twenty four largest banana chips facilities are found in Mindanao
Industry data show that the country's annual banana chips exports averages close to $80 million with the biggest shipments going to the US, Taiwan, Hong Kong and mainland China.
Davao Region is one of the largest, if not the largest, exporter of banana chips in the Philippines. According to Trade Assistant Secretary Merly Cruz, the region was able to sell $24.77 million of banana chips last year, higher by 32 percent compared with what was exported in 2005.
China’s Crackdown on Banana Chips
The crackdown that China recently had on banana products from the Philippines is one hard lesson that must be learned. Although it was fortunate that China spared banana chips shipment from Mindanao as it only seized two tons of banana chips from the country for containing sulfur dioxide 25 times higher than the allowable level; Mindanao producers must bear in mind that the incident was something to ponder upon.
In assuring that the shipment that was seized came from Cebu and not Mindanao, the Trade regional offices in Davao Region and in Central Mindanao both claimed that the recall did not affect shipments from these two regions.
However, banana chips producers in Mindanao must not be complacent because the incident only pointed out that there is so much has to be done in order to protect their products from market manipulation or sheer failure to abide by world standards.
The Mindanao Banana Chips
In its desire to really push the development of banana chips, the Department of Trade regional office even commissioned a private company to produce 12 variants of banana chips as it called on local producers to commercialize these variants and market them either locally or internationally. These banana chips variants land in shelves of school canteen as substitute of junk foods. The regional office of the Department of Education also made a parallel move by requesting canteens in public school to do away with soda drinks and patronize banana chips.
Homegrown talent Joey Ayala also composed a song that would promote banana, considered the number one export of the region, particularly Davao del Norte which hosts the biggest banana plantations.
There is also a move to develop just ONE brand for Mindanao banana chips -- a brand that would be synonymous with excellence and quality. All Mindanao banana chips will carry a single brand and packaging. This will result to better prices, increase in profitability and even reduce cost through common marketing and promotions efforts.
Meeting the Challenges
The China incident should be a wakeup call for all those involved in banana production, particularly those into banana chips making.
For one thing, that should pave the way for these producers to see to it that their products meet not just the minimum international standards but the highest standards attainable. In this modern world of competition, it always pays to invest in improving the quality of products for international markets.
Another issue that must be addressed is for government to help these producers look for additional markets and provide more access to financing. Just about two years ago when prices of banana chips plunged, the incident showed how vulnerable local producers to market manipulation. But with new markets, there is an assurance that even if marketing to traditional buyers falter, exporters can run to these new buyers. With additional financing, the producers can invest in new machineries and technologies.
Lastly, the government and the producers must sit down and discuss how they should package the products. For example, some school canteen operators refused to sell banana chips because children will not buy because they did not find banana chips as attractive as those junk foods. “The problem of packaging is what is hounding us,” says one of them.
It pays to improve our products. Otherwise, the competition will just run over us.

STEAG must be a very well modern Coal Power Plant , because I always pass that plant every time i go home to butuan, I cant even find or spot a smoke coming out from that plant. Coal Plant before is the must pollutant Power Plant.

Through the Accession Undertaking dated June 27, 1998, SPDC became a party to the Power Purchase Agreement (PPA) executed by the consortium led by SITI and the National Power Corporation (NPC).
In 2003, the company name was changed to STEAG State Power Inc. (SPI). STEAG GmbH now owns 89% of the capital stock of SPI while SITI owns the remaining 11%.
SPI is registered with the Board of Investments on a preferred pioneer status under the Omnibus Investment Code of 1987 and maintains its head office in Makati City, Philippines. Pursuant to the PPA (Power Purchase Agreement), SPI undertakes the development, financing, construction and operation of the power plant on a Build-Operate-Transfer basis. STEAG GmbH and its Philippine Regional Operating Headquarters will continue to provide the technical support.
With its personnel complement and by STEAG GmbH’s solid technical experience, SPI will operate and maintain the power plant in compliance with all applicable Philippine and International Environmental Standards.

KulasKusgan August 29th, 2007, 04:04 PM Clean energy...
Hydroelectric
http://www.aboitiz.com/Uploads/Image/small_logos/hedcor.gif
Hedcor, Inc. is a leading producer of clean energy and is the largest developer of run-of-river hydropower in the Philippines. It is a wholly-owned subsidiary of Philippine HydroPower Corporation and was formed in 2005 with the merger of three AEV hydropower subsidiaries that have been in operation for more than 20 years. Those subsidiaries were Benguet Hydro Corporation, Hydro Electric Development Corporation, and Northern Mini Hydro Corporation.
Hedcor, Inc.'s purpose is to develop and operate efficient hydropower systems and its vision is to lead in the promotion and development of clean energy.
Hedcor, Inc. manages 13 mini hydropower plants in Benguet, 10 of which are ISO 9001 and ISO 14001 certified and are owned and operated by the company. The other three are the Asin plants owned by the City Government of Baguio and are operated by Hedcor, Inc. through a 20-year contract which started in 1986. The company also owns five hydropower plants in Davao. Four of these plants are the Talomo generating facilities acquired by the company last March 2004 through the first ever successful bid conducted by the Power Sector Assets and Liabilities Management Corporation.
Through its 50% ownership in Luzon Hydro Corporation, Hedcor, Inc. operates and manages the 70-megawatt Bakun AC hydro project located in Alilem, Ilocos Sur. The US$150 million Bakun AC Plant went onstream on October 2000 and is under the government’s build-operate-transfer scheme. The plant is rated to generate 217 gigawatt-hours of power annually and its energy produced is delivered and taken up by NPC and dispersed to its Luzon Power Grid for distribution.
Hedcor, Inc. now operates 19 hydropower plants with a total installed capacity of 113 megawatts and an average generation of 354 gigawatt-hours of clean energy annually. More than 90 percent of its generated power is sold to NPC while the remaining 10 percent is sold to Davao Light and Power Company, San Fernando Light and Power Company, Benguet Electric Cooperative, and Philex Mining Corporation.
Hedcor, Inc. has generated 2,569 gigawatt-hours of clean energy since 1985. This has prevented the release of about 265 million kilograms of carbon dioxide into the atmosphere if the same amount of energy were produced making use of coal. It has also generated foreign exchange savings worth P11.8 billion if the same amount of energy were sourced from imported oil products.

MOUNT APO (Mindanao I & II) PROJECT
The project includes two (2) power plants with a total installed capacity of 106 MW utilizing geothermal sources from Mindanao Area.
The power plant was made possible through a BOT (Build-Operate-Transfer) project-financing scheme where a consortium financed the construction of the power plants. The BOT Contractors will operate the power plants for a period of 10 years. After the 10-year period, ownership and operation of the power plants will be transferred to PNOC-EDC.
Electricity generated from the power plants will be supplied to the Mindanao grid via high-voltage overhead transmission lines.

Invest in Mindanao
By Jun Ledesma
Sunbursts
SOMETIME ago I read a piece of a well-respected columnist from a national daily impugning the idea of putting additional investments in Mindanao. Coming from someone of stature his essay can send negative perceptions. I personally would not resent his commentary except that his image of Mindanao is symptomatic of not a few Manila-based journalists and for that matter Metro Manilans. The mind set is that the autonomous region is Mindanao.
Mindanao is not Armm region and neither is it Basilan or Sulu. There is no debate over the fact that billions of pesos had been poured into Autonomous Region in Muslim Mindanao (Armm) in the hope that autonomy cold succeed. But billions too had been spent on a bloated administrative bureaucracy that includes friends and relatives and ghost employees. Billions were lost to unimpeded corruption. The Armm coffers had been bilked and yes, you will be surprised that the Commission on Audit could only look as monies go the wrong way.
Updates on the Kadayawan Festival 2007
Before Armm came into being, Professor Nur Misuari, like the rest of us from Mindanao, complained of the isolation of the region from the rest of the country. We say that the centrist government rules as if Metro Manila is the Philippines to the detriment of the development of the region. Until today the disparity is obviously apparent.
Sad to say, however, even as Armm was receiving billions in funds, the autonomous region remains in economic limbo. Part of the plaints of the MILF is that – the continuing indifference of the National Government to the plight of the Moro people. The stark reality moreover argues against that for indeed billions were allocated by the national government to make Armm succeed but then it failed. I do not know whether under the administration of Governor Ampatuan will change that. As of now I personally am not ready to give judgment.
Outside the autonomous region however, we see a different scenario. The economic monitors for example noted a vibrant upward mode in the economy boosted by encouraging surge of productivity. Officials of World Bank’s Industrial Finance Corporation (IFC) are happy with what is obtaining in Mindanao that they now find the region bankable. To dramatize that confidence, IFC established an extension office in Davao City to bring their services closer to small and medium scale entrepreneurs in Mindanao.
It is, therefore, sad that some sectors look at the potentials of Mindanao from a myopic viewpoint. The region can feed the entire country if the government will only invest in additional infrastructures like roads, bridges, irrigation systems and cost-efficient transport system that could ferry our products from the farm gates to the markets in Luzon.
But then I agree to the proposition that if nothing else works, just declare the entire island of Mindanao an export processing zone.
BTW, September 1 is birthday of Governor Dolfo del Rosario. All roads will lead to Tagum City where the friends of RDR are planning to throw a grand party to their come-backing leader. Happy Birthday!

davaoeagle August 29th, 2007, 07:56 PM Mindanao growth outpaces Luzon
By Moses Billacura
http://www.manilastandardtoday.com/?page=regions1_aug29_2007
DAVAO CITY—The six regions of Mindanao have posted growth rates higher than that of the regions of Luzon and the Visayas and collectively registered a 5.2-percent growth in 2006, according to figures recently released by the National Statistical Coordination Board.
Citing data from the statistics board, the Mindanao Economic Development Council said the growth in gross regional domestic product of Mindanao was even higher compared with Luzon’s 4.5 percent and the Visayas’ 4.9 percent.
Mindanao’s growth rate was a marked increase from the 4.2 percent in the island’s gross regional domestic product in 2005.
Ever Abasolo, senior economic development specialist at the Mindanao Economic Development Council, said in a statement that Mindanao also accounted for over 40 percent of the Philippines’ food requirements and contributes more than 30 percent to the national food trade.
Abasolo said the GRDP is the measure of real growth cleared from the impact of inflation or the increase in prices.
Mindanao’s higher GRDP growth rate in 2006, he explained, meant it produced more in 2006 than in 2005.
Abasolo attributed the GRDP growth to the 6.3-percent growth in the industry and services sectors, particularly in mining and quarrying in the Caraga region.
He said it was the improved performance of the telecommunications sectors, including the influx of business process outsourcing firms and real estate development, that hiked the growth rate in the services sector.
Earlier, a simulation of the National Economic and Development Authority said the economy, as measured by the gross domestic product, grew 6.5 percent in the first half of 2007. The agency is set to announce the official figures today.
That was faster than the 5.3-percent growth registered during the same six-month period last year as the services sector grew at a more robust pace, bolstered by inflows of remittances and investments.
Neda policy and planning director Dennis Arroyo said GDP most likely grew by 6.1 percent to 6.7 percent in the second quarter, after posting a record 6.9-percent growth in the first quarter.
He said that on the supply side, GDP growth was led by fisheries, mining, construction, transportation and communication, trade and finance. Arroyo said it was led by private consumption on the demand side.
Arroyo said the agriculture, fisheries and forestry sector most likely grew 3.3 to 3.7 percent in the second quarter on the back of strong fisheries production and modest expansion in livestock and crops.
The prolonged dry spell hurt crop production, particularly corn, he said.

GearX August 31st, 2007, 02:26 AM Export processing zone sought for Davao
DAVAO CITY — The Davao City Chamber of Commerce and Industry is pushing for the establishment of an export processing zone here.
Ferdinand Marañon, vice-president for agribusiness of the organization, said an export processing zone is necessary to attract more investors in the city and to assist local companies that are already into processing and exporting.
Mr. Marañon, who has been in the business of banana processing, said investors are always attracted to export processing zones because of incentives like tax holidays that government grants them.
Right now, he said, big companies build their respective processing zones and ports because the government failed to provide them with these necessary facilities.
However, smaller companies are left with nothing and are forced to shell out big amounts just so they can use facilities of others. In his case, Mr. Marañon said he has located his processing plant in a cold-storage facility of a bigger company.
One good area that can be developed into export zone, he said, is the former First Oriental Processing Zone in Panacan, which has been abandoned since the mid-’90s. Mr. Marañon said his association is looking for an investor capable of developing the area, considering that it is big enough at about 20 hectares to house the needed facilities. "The city should have a big area for the project and the one in Panacan is enough for this project," he said, recalling that the project was abandoned in the past because of lack of locators.
In the Davao City Business Conference held last month, Agriculture Undersecretary Jesus Emmanuel Paras told participants that his department will find a way to help them on the setting up of an export processing zone.
Mr. Paras said the department might even look into providing the agribusiness sector some funds to set up these zones.
In her presentation during the Mindanao Food Congress early this month, Trade Assistant Secretary Merly Cruz also reiterated the importance of an export processing zone, noting that this will support efforts of the agriculture sector and the government to improve Mindanao’s food productivity.
Ms. Cruz noted that, in Mindanao, there are only two export processing zones: the 27-hectare Philippine Packing Agricultural Processing Zone in Bugo, Cagayan de Oro and the 46-hectare Bukidnon Agro-Industrial Export Zone in Manolo Fortich, Bukidnon.
