15 foreign firms may invest up to P34B in RP biofuels sector

At least 15 companies are preparing to enter the biofuels industry with investments estimated to reach P34 billion.

The Department of Agriculture (DA), said these companies are looking for a total of 725.3 hectares (ha) of land that will be planted to crops for biofuel feedstock.

The DA biofuels feedstock group said these projects will generate some 725,300 new direct jobs in the farm sector.

Without naming the companies, officials said these proposed deals would involve the planting of sugarcane, cassava, jatropha, corn, oil palm and coconut.

DA sources said investors from Australia, Japan, the United States, China, United Kingdom, Germany and India are now in talks with prospective local partners.

These investments would involve a total of P19.185 billion on the agricultural side and P14.9 billion on the plant or infrastructure side.

Being considered for plant locations are the Ilocos Region, Cagayan Valley, Western Visayas, Zamboanga Peninsula, Northern and Southern Mindanao, and the Davao Region either through straight purchases, lease arrangements, contract growing or joint ventures.

Last January, President Arroyo signed into law Republic Act (RA) 9367, otherwise known as the Biofuels Act, which aims to reduce the country’s dependence on imported, dollar-draining and pollution-generating petroleum products.

Agriculture Secretary Arthur Yap said in an earlier interview that the global demand for crops-based alternative fuels could benefit Philippine farms, increase the profitability of small stakeholders in the agriculture sector, and reduce the country’s dependence on imported energy sources.

The DA was among the key agencies tasked to draw up the implementing rules and regulations (IRR) of the Biofuels Law, which mandates the blending of coco methyl esther (CME) or coco biodiesel in diesel-fed vehicles and of ethanol in gasoline-fueled ones.

The Biofuels Act would give an extra boost to the sugar industry and would also help reinvigorate the coconut industry with sales of coco diesel to oil companies projected at P3.5 billion a year.

The country has 3.5 million coconut farmers and 56,000 sugarcane farmers.

According to the Asian Institute of Petroleum Studies Inc., the reduction in fuel consumption as a result of the enactment of the Biofuels Act would save the country P17.3 billion a year.

Studies done by the Philippine Coconut Authority (PCA) show that the Philippines would need at least 70 million liters of coco biodiesel with the local consumption of diesel pegged at seven billion liters a year, to comply with the provisions of the Biofuels Act.

Mindanao fruits particularly durian are in great demand, with orders reaching P2.56 million in less than two months.

Agriculture Assistant Secretary Salvador Salacup said the Mindanao Fruits Industry Development Council (Minfruit Council) sold 27 metric tons worth P2.56 million since Sept. 15 when a council-sponsored fruit festival opened.

The fruits were bound for Metro Manila.

Top grosser was durian which generated P1.6 million worth of sales. Other popular exotic fruits from Mindanao are pomelo, mango, mangosteen, rambutan, cashew, jackfruit, longkong and coconut.

The strong sales reportedly prompted Agriculture Secretary Arthur Yap to instruct the department to look for more outlets in Metro Manila through the agency’s accredited bagsakan/wholesale market centers.

Prices offered by the Minfruit Council at the bagsakan centers are cheaper than those offered in Metro Manila supermarkets. “For durian, the council’s selling price is only P80 per kilo versus supermarkets’ P150,” Salacup said.

The fruit festival was organized not only to increase the sale of exotic Mindanao fruits to the rest of the Philippines. It also helps reduce spoilage through direct sales by producers to outlets in Metro Manila and Luzon.

“This is part of the market linkage program of the DA. We also want to prevent the spoilage of fruits in Mindanao and boost the farmers’ earnings,” Yap said in a statement.

The fruits were sourced mainly from Davao City, Kidapawan City and North Cotabato in Mindanao.

Durian is grown predominantly in Southern Mindanao, particularly in the Davao region. Industry figures show that 7,000 hectares of the region’s farmland is planted to durian. The area annually produces 18,000 metric tons of the fruit, which are shipped to markets in Mindanao and key cities in the Visayas and Luzon.

Mindanao local executives to push for bigger budget

KORONADAL CITY — The Confederation of Provincial Governors, City Mayors and Municipal Mayors League Presidents of Mindanao, or Confed Mindanao, will hold a budget summit early next year to push for a bigger allocation to the island from the National Government.

In a recent meeting here, the confederation lamented that from 2000 to 2005, Mindanao’s total budget allocation amounted to at least P75.7 billion (28% share), or an average annual allotment of P15.1 billion.

During the five-year period, the budget allocated for Luzon was almost twice bigger that of Mindanao, at P139 billion or 52% share, a fact sheet showed. On the other hand, the budget share of Visayas for the period was pegged at P54.8 billion or 20%.

The agencies covered by the budgetary allocations include the departments of Agriculture, Agrarian Reform, Public Works and Highways, Labor and Employment, Transportation and Communication, Justice and Health. The rest were the departments of Science and Technology and Tourism, Technical Education and Skills Development Authority, Civil Service Commission and the Commission on Elections.

"Budget allocation for Luzon should be reduced by the National Government since it is getting the lion’s share for many years," said South Cotabato Governor Daisy Avance-Fuentes, also president of Confed Mindanao.

She noted that a bigger budget must be allocated to Mindanao starting 2009 to accelerate its growth, which was stunted by the decades-old Moro rebellion.

By the first quarter of 2008, Ms. Fuentes said they will hold a Mindanao budget summit to push for a bigger share "rightful" to the island for 2009. Before the 14th Congress went into a break last month, the Lower House approved the P1.2-trillion 2008 national budget. The Senate is expected to deliberate on it in the next few weeks.

However, it was not immediately known how much budget would go to Mindanao. Presently, a research on budgetary allocation for Mindanao in the last few years is still going on, covering those government agencies not included in the fact sheet presented in the Confed Mindanao meeting, Ms. Fuentes said.

She urged Mindanao lawmakers in the Senate and the Lower House to attend the budget summit and help them push for an increased budgetary share for the island from the National Government. At least two Mindanaoans are presently in the Senate, namely: Aquilino Pimentel and Juan Miguel Zubiri. Both have been batting for increased budget share for Mindanao.

Ms. Fuentes said they have been networking with the Mindanao Lawmakers Association and the House committee on Mindanao affairs to forward their agenda.

For his part, Sarangani Governor Miguel Rene Dominguez said the National Government should appropriate a budget to Mindanao equal to that of Luzon. "There have been unequal distributions of resources for infrastructure development. Luzon has been highly favored in terms of budget allocation in the past years," he said in an earlier interview.

Mr. Dominguez stressed that in Luzon, "farm-to-market roads are made of concrete but in Mindanao, they are mostly farm roads, meaning rugged or muddied paths." He said investors’ interest in Mindanao would remain sluggish if infrastructure development on the island would not be given high priority. — Romer S. Sarmiento

WITH only one hour and 15 minutes of sleep, the Davao Eagles team finished a four-day course in just three days and two nights to bag the title and surprise rivals in the just-concluded Carrera Habagat Bucas Grande-Siargao Island Traverse.

"We have proven that Davao athletes have potentials. Despite the hardship from seeking out for sponsors to the challenges of the race proper, we have proven that Dabawenyos can do it," team captain Paolo Dino Ouano said.

In bagging the title, the Eagles grabbed the cash prize of P40,000 after few attempts in the past editions of the country's toughest adventure race.

Ouano, along with Keith James Argones and logistics veteran Jeffer Jatico, finished fifth in the 2005 edition of the toughest adventure racing in the country. This year, former canoe-kayak member Leslie Herrero and Eric John Luna beefed up the team with another logistics member Arvikane Abejuela.

"I'm proud to say our teamwork was our best edge in the competition. We have a very efficient logistics team. They provided us everything we needed for the race considering that the usual seven logistic points was reduced into three," Ouano said during the victory dinner party at the Banca ni Kuya Ed Restaurant Tuesday night hosted by the Triathlon Association of Davao under its president Maritess del Rosario.

Ouano said they have already established their position on the first day after the 80-kilometer bike and banca legs and just maintained their pace.

"We didn't tire ourselves out. We walked instead of running. We reserved all our strength for the final phase," he said.

"The other teams were surprised to know that we didn't sleep. We planned to sleep on the first night but we weren't able to do so because we were so excited. On the second night, most of us have napped for 30 minutes. We thank God for the strength He provided to sustain us," 28-year-old Argones, a seaman, said.

"I think what also helped us was our good navigation and logistics," Jatico, 30, added.

Then Herrera, 18, also had this to say of their triumph: "I helped the team where I'm best at -- paddling. I paddled 20 kilometers during the entire race."
"We are the team to beat next year," Abejuela blurted out.

The team cited Maricel Sambo, who drove the Davao team to and from Siargao on her white Isuzu Crosswind. They also thanked their sponsors like Wendel Adlao of Pixmaker, Edge Outdoor, Higher Ground, Davao City councilors April Marie Dayap, Leonardo Avila III and Edgar Ibuyan, Mulatto, Triad members Justine Marie del Rosario, Bagani Evasco, Neko del Rosario, Anthea Kuehnel and Triad president Maritess del Rosario.

The team is preparing for the Mayor's Cup set on December 16.

The Mindanao business agenda

MANILA, Philippines--The 12-point resolution that the business sector unanimously approved during the recently concluded Mindanao Business Conference in General Santos City indicates that the sector will always be an active partner of the government in developing Mindanao.

ICT as development agent

Truly believing that information and communications technology (ICT) is a catalyst for development, the business sector believes that it is an essential part of the overall roadmap for the island and that sufficient infrastructure facilities must be laid out for connectivity to be enhanced.

In this modern world, connectivity is as important as physical infrastructure because it allows real time interaction between and among players of a certain sector and even between the producer and the market. It has tremendously shrunk the world to just about a line between two people, even if the distance is between the north and south poles.

The cities of Davao, General Santos, Cagayan and Zamboanga are all poised to become the ICT hubs of Mindanao. These are the areas where connectivity is present along with a rich source of human capital to support ICT developments.

Power, power

Another major issue that the business sector raised during the event was finding ways to ensure sufficient and steady power supply in Mindanao.

Reliable power supply will not only lure more investments to the island, but also sustain growth.

It is not only necessary for government to ensure that power investments are placed in areas where needed most (in case of Mindanao it is in the southern part which consumes nearly one-half of the power produced in the island), it is also very important that power is brought to all the points, particularly to areas where development is slow.

We must remember that reliable power, like infrastructure facilities such as roads, is a key to development.

And according to the analysis of government agencies, like the National Power Corp. and the National Transmission Corp., Mindanao will run out of power within the next three years unless major decisions are made today.

It is good that the national government decided to set up the transmission line that will bring the excess power supply produced in the northern part of Mindanao, particularly from the 200-megawatt coal-fired plant in Tagoloan, Misamis Oriental, to the rest of the Mindanao grid.

But it is also necessary that new power plants are built in areas where they are needed. But this can only be done if investments in the sector get the much-needed support from government policy-makers.

Efficient shipping services

Considering that Mindanao is a known producer of agricultural products, it is also important to find ways to bring these to the markets in easier and cheaper ways. It is currently more expensive to bring goods from Mindanao to Manila than to send them abroad.

This only shows two things, good port handling facilities are absent and that freight rates are also higher in the domestic shipping sector.

There have been so many attempts to persuade both the government and the industry to find common ground, both in reducing shipping rates and improving port handling facilities. These moves must be realized soon. Otherwise, business will continue to languish and development will not take off.

Improved agriculture

The government and the private sector must also pour more resources into the agriculture sector, considering that it is its strength, with Mindanao accounting for 40 percent of the country’s agricultural output.

While it has improved with the implementation of the Agriculture and Fisheries Modernization Act, its implementation is very much wanting in terms of funding and technical support.

It is high time for both the government and the private sector to join hands and implement a private-sector led development roadmap for the sector. Otherwise, Mindanao’s fertile land will eventually be barren and its seas will dry up.

The other points raised during the event include developing a competitive and sustainable Philippine tuna industry; strong private-public sector partnership to develop tourism; support for the education of the human resource in the region and an environmentally and socially sustainable mining industry.

Every year, the business sector formulates the Mindanao business agenda. We have long lived with rhetoric. It is high time for action.

Pag-IBIG to pour P4-B housing budget in Mindanao for 2008

Davao City (9 November) -- Pag-IBIG Fund will pour in P4 billion housing budget in Mindanao for 2008.

This was bared by Pag-IBIG Deputy chief executive officer Jaime A. Fabiana to businessmen in a recent forum during the Davao Trade Expo held in Davao City.

Fabiana said the allocation will also include P3 billion for institutional loans and corporatewide funding for housing next year which is pegged at P25 billion.

Fabiana encouraged the businesses especially those engaged in real estate projects to avail of the resources even as he said that the Fund is optimistic of a bright prospect for the real property industry next year.

He said the performance of the industry is good as the market continue to be bullish.

The Pag-IBIG Fund undertakes institutional loans where it covers five programs that developers and housing projects proponents may avail of.

Fabiana explained that the development loan program seeks to create additional housing inventories through the provision of developmental financing at easier terms and lower rates to developers/proponents of housing projects.

Under the Pag-IBIG City Program, he said a ready inventory of completed housing/condominium units are for sale at more affordable prices to eligible Pag-IBIG members in the Metro Manila area and highly urbanized cities.

The Fund also provides House Construction Financing Line where the developers or proponents are given a bridge financing for the construction or completion of housing units with approved housing loan applications under the Pag-IBIG end-under financing program.

Another program is the Housing Receivable Financing Facility as a liquidity mechanism for developers where the Fund finances the developer's in-house receivables.

The LGU-Development Loan Program, he said, is geared towards sustaining the capabilities of local government units to fastrack the development and implementation of housing projects in their respective localities. It also makes housing accessible and affordable for its employees and constituents.

Meanwhile Fabiana said that the Fund is aiming over a hundred percent increase in net income this year as against the P7.7 billion 2006.

He said their satisfaction guaranteed service to their clients had consistently been maintained making them among Business World top 10 corporations. All INC churches have basic designs depending on the number of INC members in that area. The larger the church, the larger INC members. In small places, the INC church is like a chaplet with one pointed obelisk or whatever you call it...:cheers:

You're right because they are meant to seat the worshipers for the congregational service wherein the focal point is listening to the delivery of the sermon. The house of worship would have a size proportional to the size of the congregation, the number of worship services and the projected growth of a locale. In general, those found in city centers and urban areas would be bigger than those in the rural areas.

I think you mean a spire on top of the triangular or archaic facade. I have yet to see a small chapel with just one tower at the side.

I found this article on the web with population growth studies in the Philippines....the report was done during late 1970's but worthwhile for us to look back

Population Growth

The Philippine population in the early 1990s continued to grow at a rapid, although somewhat reduced rate from that which had prevailed in the preceding decades. In 1990 the Philippine population was more than 66 million, up from 48 million in 1980. This figure represents an annual growth rate of 2.5 percent, down from 2.6 percent in 1980 and from more than 3 percent in the 1960s. Even at the lower growth rate, the Philippine population will increase to an estimated 77 million by the year 2000 and will double every twenty-nine years into the next century. Moreover, in 1990 the population was still a youthful one, with 57 percent under the age of twenty. The birth rate in early 1991 was 29 per 1,000, and the death rate was 7 per 1,000. The infant mortality rate was 48 deaths per 1,000 live births. Population density increased from 160 per square kilometer in 1980 to 220 in 1990. The rapid population growth and the size of the younger population has required the Philippines to double the amount of housing, schools, and health facilities every twenty-nine years just to maintain a constant level.

Migration

There were two significant migration trends that affected population figures in the 1970s and the 1980s. First was a trend of migration from village to city, which put extra stress on urban areas. As of the early 1980s, thirty cities had 100,000 or more residents, up from twenty-one in 1970. Metro Manila's population was 5,924,563, up from 4,970,006 in 1975, marking an annual growth rate of 3.6 percent. This figure was far above the national average of 2.5 percent. Within Metro Manila, the city of Manila itself was growing more slowly, at a rate of only 1.9 percent per annum, but two other cities within this complex, Quezon City and Caloocan, were booming at rates of 4 percent and 3.5 percent, respectively.

A National Housing Authority report revealed that, in the early 1980s, one out of four Metro Manila residents was a squatter. This figure represented a 150 percent increase in a decade in the number of people living in shantytown communities, evidence of continuing, virtually uncontrolled, rural-urban migration. The city of Manila had more than 500,000 inhabitants and Quezon City had 371,000 inhabitants in such neighborhoods. Moreover, rural-urban migrants, responding to better employment opportunities in peripheral metropolitan cities such as Navotas, had boosted the percentage of squatters in that city's total population.

A second major migration pattern consisted of resettlement from the more densely to the less densely populated regions. As a result of a population-land ratio that declined from about one cultivated hectare per agricultural worker in the 1950s to about 0.5 hectare by the early 1980s, thousands of Filipinos had migrated to the agricultural frontier on Mindanao. According to the 1980 census, six of the twelve fastest growing provinces were in the western, northern, or southern Mindanao regions, and a seventh was the frontier province of Palawan. Sulu, South Cotabato, Misamis Oriental, Surigao del Norte, Agusan del Norte, and Agusan del Sur provinces all had annual population growth rates of 4 percent or more, a remarkable statistic given the uncertain law-and-order situation on Mindanao. Among the fastestgrowing cities in the late 1970s were General Santos (10 percent annual growth rate), Iligan (6.9), Cagayan de Oro (6.7), Cotabato (5.7), Zamboanga (5.4), Butuan (5.4), and Dipolog (5.1)--all on Mindanao.

By the early 1980s, the Mindanao frontier had ceased to offer a safety valve for land-hungry settlers. Hitherto peaceful provinces had become dangerous tinderboxes in which mounting numbers of Philippine army troops and New People's Army insurgents carried on a sporadic shooting war with each other and with bandits, "lost commands," millenarian religious groups, upland tribes, loggers, and Muslims. Population pressures also created an added obstacle to land reform. For years, there had been demands to restructure land tenure so that landlords with large holdings could be eliminated and peasants could become farm owners. In the past, land reform had been opposed by landlords. In the 1990s there simply was not enough land to enable a majority of the rural inhabitants to become landowners. International migration has offered better economic opportunities to a number of Filipinos without, however, reaching the point where it would relieve population pressure. Since the liberalization of United States immigration laws in 1965, the number of people in the United States having Filipino ancestry had grown substantially to 1,406,770 according to the 1990 United States census. In the fiscal year ending September 30, 1990, the United States Embassy in Manila issued 45,189 immigrant and 85,128 temporary visas, the largest number up to that time.

In addition to permanent residents, in the late 1980s and early 1990s, more than half a million temporary migrants went abroad to work but maintained a Philippine residence. This number included contract workers in the Middle East and domestic servants in Hong Kong and Singapore, as well as nurses and physicians who went to the United States for training and work experience, a fair proportion of whom managed to become permanent residents. The remittances sent back to the Philippines by migrants have been a substantial source of foreign exchange.

Population Control

Popcom was the government agency with primary responsibility for controlling population growth. In 1985 Popcom set a target for reducing the growth rate to 1 percent by 2000. To reach that goal in the 1990s, Popcom recommended that families have a maximum of two children, that they space the birth of children at three-year intervals, and that women delay marriage to age twenty-three and men to age twenty-five.

During the Marcos regime (1965-86), there was a rather uneasy accommodation between the Catholic hierarchy and the government population control program. Bishops served on Popcom, and the rhythm method was included by clinics as a birth-control method about which they could give information. A few Catholic priests, notably Frank Lynch, even called for energetic support of population limitation.

The fall of Marcos coincided with a general rise of skepticism about the relation between population growth and economic development. It became common to state that exploitation, rather than population pressure, was the cause of poverty. The bishops withdrew from the Popcom board, opposed an effort to reduce the number of children counted as dependents for tax purposes, secured the removal of the population-planning clause from the draft of the Constitution, and attempted to end government population programs. Attacks on the government population program were defeated, and efforts to popularize family planning, along with the provision of contraceptive materials, continued. In the early 1990s, however, the program generally lacked the firm government support needed to make it effective.

WB rural program extension in Mindanao gets P1.3 billion

KORONADAL CITY — The World Bank-funded Mindanao Rural Development Program (MRDP) is increasing by almost threefold to P1.269 billion the funding for the second year of implementation that is set to kick off in the second semester of 2008, officials said in an interview Tuesday evening here.

Now on its second phase, the program, which was designed to alleviate poverty incidence in the countryside through small infrastructure and livelihood projects, started last July with an allocation of P440 million until June 2008. "The P440 million allotted for the first year is fully committed already to the local government units. We are now accepting proposals for the second year," Arnel de Mesa, deputy executive director of MRDP-2, said.

Implemented by the Department of Agriculture, the program covers 27 provinces and 225 towns in Mindanao, the country’s second largest island whose growth has been stunted by the decades-old Moro rebellion. Mr. De Mesa made the announcement as World Bank officials are in the region to assess the implementation of the program across the island.

Dodjie Aumentado, World Bank assessment mission leader, said they are looking at how the program impacts communities, the procurement process, and possible environmental effects, among others. "We will present our consolidated report to the governmentnext week in Davao City," he said.

Mr. Aumentado said they have recently finished the assessment in Northern Mindanao and the Caraga region and evaluation for Regions 11 (Southern Mindanao) and 12 (Central Mindanao) is still ongoing. Review for Zamboanga Peninsula and the Autonomous Region in Muslim Mindanao will follow immediately, he added.

Mr. Aumentado said that local government units are required to give a counterpart of 50% to a particular project and the rest will be shouldered by the National Government. However, a local government unit that can surpass its revenue target would be given a rebate of 20%, thus it will actually counterpart 30% to a project and the 70% will be covered by the National Government.

Mr. De Mesa said that for the first year of program implementation, the P440 million is expected to complete 235 kilometers of farm-to-market roads, 80 hectares of communal irrigation project, 62 lineal meters of single lane bridges and three units of potable water systems.

Last March, the World Bank approved a loan package worth $83.752 million, effectively expanding the life of MRDP for another five years.

GES has a longer runway since it is located in a higher elevation than DVO. At high altitudes, runway lengths can reach up to 5000 meters in length.

SENATOR Manuel Roxas II and local government executives of key cities in Visayas and Mindanao took the cudgels to initiate a development agenda for Visayas and Mindanao, which has been neglected in the national development plan.

Roxas, together with Davao City Mayor Rodrigo Duterte, Cebu City Mayor Tomas Osmeña, Mandaue City Mayor Jonas Cortez and Cagayan de Oro City Vice Mayor Dungkoy Emano, announced the beginning of consultations to formulate a focused and sustainable plan and “checklist” for the people of Visayas and Mindanao.

“Nagpulong kami rito para masimulan yung ating Visayas-Mindanao Development Agenda. Ito ay pagpupulong dulot ng aming pagnanais na magkaroon ng focused at sustainable na pagbuhos dito ng tulong mula sa national government,” he said.

“Napakalaki ng kon-tribusyon ng Visayas at Mindanao sa national development, at nararapat lamang na ang development ay nakatuon sa kanilang mga mamamayan,” he added.

Roxas announced that the first salvo of consultations for this development plan will happen in December in Cebu City , with Mayor Osmeña’s efforts to conduct consultations with all sectors on two key questions: what they want Cebu to be after ten years, and what obstacles are there to achieving this goal. This will eventually be rolled-out to other communities in Visayas and Mindanao.

Mayor Osmeña said these consultations will be done so that a real development agenda will be developed, coming from the inputs of the people of Visayas and Mindanao themselves. He also noted that these consultations were meant not only for the national and local officials to hear the sectors’ plea but also “for all sectors to hear each other.”

Furthermore, he stressed that the plan to be formulated should be implementable, specific and measurable down to the last number, rather than plain motherhood statements.

Mayor Duterte, who hosted the meeting, stressed that Mindanao is a “troubled land” and has a “history of injustice.” Unfortunately, he said how leaders have traditionally been chosen is “all political,” with no clear agenda for the people.

“We’re trying to sound off this early what the people would want to happen in 2010. We must have a direction… where do we go from here?” he stressed.

The leaders stressed that while controversies sprout left and right in Manila, the problems besetting the people of Visayas and Mindanao must not be forgotten, especially as they provide a large contribution to the economy but until now are neglected due to structural and historical ills.

Butuan is 6450 ft = 1965.96 m , inquirer and other news agency was wrong about it when they report a news about PAL overruns the runway in butuan, sabi nya 1.2 km daw. :ohno: , pilot error yon for sure not runway length problem.

nice, those are big planes even suitable for long haul flights..

the government need to maximize the use of this facility at gensan airport...a logistics center is another way of enhancing the use of this long runway

actually they are "designed" for long haul flights, i guess gensan needs them because of the large cargo volume sa gensan? im not sure



and these large planes allow less frequency of flights :) which is either a good thing or a bad thing depending how you look at it lol


imagine if they used A320s or A319 for the DVO-MNL flight, siguro mag double ang frequency

Mindanao observes week of peace

ZAMBOANGA CITY — The 10th Mindanao Week of Peace will be celebrated on the island from November 29 to December 5.

Fr. Angel C. Calvo, president of Peace Advocates Zamboanga, said the celebration has been adopted by the Bishop-Ulama Conference. The group is composed of Christian and Muslim leaders, making it an island-wide event.

The Bishop-Ulama Conference has come up with the theme, "Building Bridges of Peace with our Peace Officers."

According to a statement released by the group, "[Although] the objectives of maintaining, promoting and protecting peace and order may be the same for both law enforcers and religious leaders, the methods may be different and opposite. Hence, there is a need of building liners and occasions of peaceful communication and dialogue among them towards an effective mutual collaboration."

Peace Advocates Zamboanga has lined up various activities like art exhibits, musical concerts, peace seminars and forums.

Top security officials, local government leaders and civil society groups are also expected to hold a dialogue on Nov. 24 at Astoria Hotel here.

A grand parade participated in by various government agencies, non-government organizations and civic groups will be held on Nov. 29. Indigenous Subanon leaders will also hold a gathering at the Ateneo de Zamboanga University on Nov. 30 to discuss major problems affecting their rights on ancestral domain, resources and their existence in society. — Darwin T. Marawi City (15 March) -- Power supply in Mindanao remains stable despite the bombing of another tower in the Lanao area. Tower Number 19 along the Agus 2-Kibawe 138KV line was bombed and toppled around 11:30 in the evening on Tuesday March 13, 2007 at Barangay Sugod, Marawi City with the use of improvised high-powered explosives by still unidentified lawless elements.

This is the third kind of a series of tower bombings following the bombings of Towers 7 and 39 in Abaga, Baloi, Lanao del Norte and in Bagtik, Pugaan, Iligan City on Sunday, March 11.

Transco Distrcit-2 management however said, the bombing of Tower 19 did not seriously affect Mindanao’s power supply due to the successful installation of Emergency Restoration System (ERS) that paved the way for the energization of the Abaga-Lugait/Natumulan 138KV line which was sabotaged two days earlier by lawless elements.

The successful energization of the sabotaged Abaga-Lugait/Natumulan 138KV line averted the possibility of a power load curtailment scenario in the areas of Davao and Cotabato provinces.

Transco District-2 has been working closely with the military authorities in the area to guard and thwart future attempts by lawless elements to further carry out any vandalism on power facilities.

Transco urges the people to cooperate and report to the authorities any suspicious persons who may be involved in the recent bombings of the transmission towers or any pilferage of power facilities. There is NO 'Agusan side' as this road project (SUDOPARIM) Surigao Davao Oriental Pacific Rim covers only those provinces...

the Davao-Agusan Road section of Phil-Japan hi way is a separate hi way and is now fullly rehabilitated and upgraded..

the governmennt should quickly resolved this WB loan problem as other subsequent loans for other road projects here in Mindanao shall be in peril if they fail to win the confidence and trust of WB....

we need to see the realization of East-west lateral road (Surigao del Sur-Agusan-Bukidnon-Lanao), Davao del Norte-Bukidnon Roads etc etc..

DAVAO CITY (MindaNews/30 Nov) – Nine Mindanao films will have their world premiere at the Kontra Agos Film Festival at Indie Sine, Robinson’s Galleria, Ortigas Center on December 5 and 6.

Adjani Arumpac's full length film "Walai" will open the festival at 7 p.m. on December 5.

"Walai" is an exploration of spaces. It prods on the memories of four Muslim women who once lived in the infamous White House in Cotabato City. The documentary seeks narratives in “places...we tend to feel without history.” It traces the past through the women's experience of what has happened inside the wrecked home—nostalgia and fear, loss and love, and birth and death.

Gutierrez Mangansakan II's full length documentary, "The Jihadist,” will premiere at 9 p.m. on December 6.

“The Jihadist” is an autobiographical documentary on the filmmaker’s struggle as an artist amid the backdrop of the Islamic revolution in Mindanao. His search for his rightful place in the memory of his homeland yields questions that require him to confront his identity as a Moro and come to terms with his homosexuality.

Mangsakan is an award-winning filmmaker and is an inspiration to many an aspiring filmmaker in Mindanao. He also edited the anthology of essays by young Moro writers, “Children of the Ever-Changing Moon,” launched Thursday at the National Bookstore in SM Davao City.

“Salam Mindanao,” composed of seven short films shot in seven different sites in the Autonomous Region in Muslim Mindanao (ARMM), will be shown from 7 p.m. to 9 p.m., before Mangansakan’s film.

The films are: Tranquil Times by Loren Lao (documentary); George’s Town by Moises Charles Hollite (documentary); Sulu by Al Jacinto (documentary); Biniton by McRobert Nacrio (narrative); A Step for My Dream by Mona Labado (narrative); Angan-Angan [Dreams] (feature); and Pulubi by Eduardo Vasquez Jr. (documentary);

“Tranquil Times” delves on the good governance efforts of the private sector, civil society and the local government unit of Wao, Lanao del Sur working together to erase remnants of the religious and ethnic clashes of the 1970s. It explores how peace has been achieved in this multi-ethnic town, propelling the once-turbulent municipality into its present agricultural renaissance.

“George’s Town” takes off from George Sabandal, one of about 2,500 internally displaced persons (IDPs) who have sought refuge in the town of Buluan, Maguindanao as a result of the “all-out war” in 2000. Refusing to go back to the place of his origin, he has created a new life for himself and his family in their ideal town.

“Sulu” by Al Jacinto is a film on young writer Arthur Sakalauran Abalos, born of a Muslim mother, who decides to visit Sulu despite the perceived strife and presence of Muslim rebels and Abu Sayyaf terrorists. In Sulu, he meets a former Muslim rebel-turned policeman who tells him about his life story and how he got separated from his family for more than a decade. He returns to Sulu to start a new life after being reunited with his family. Arthur returns to Manila after a short stay in Sulu, bringing with him memorable stories and truths about the island feared by many as a dangerous place to go.

“Biniton” by McRobert Nacrio is a story depicting the process of preparation and cooking of a dish called Biniton that is particular to the community of Saniag, Ampatuan. The process of cooking, in the eyes of an old woman, brings to life the hardships they experienced amidst armed conflict at the same time the process of preparation, through the experience of Amel, her grandson walks us through the current situation of their community. How amidst the hardships and diversity in culture they had all managed to bounce back and become united.

“A Step for My Dream” by Mona Labado is a narrative on seven-year-old Abdul who dreams of becoming a leader of his town in Paglat, Maguindanao. He has natural charisma and easily becomes friends with people even if he hasn’t known them for long. But his grandmother reminds him of their peasant roots which is no match to the traditional ruling family. Undaunted, Abdul sees it as a challenge envisions his future.

“Angan-Angan” (Dreams) by Sheon Dayoc, is a feature on nine -year-old Satra who has been mute for as long as she could remember. But her determination to secure a good education reverberates clearly amid the strictures of her Yakan culture.

“Pulubi” by Eduardo Vasquez Jr. is a documentary on the transformation of Upi, Shariff Kabunsuan as seen through the metamorphosis of a beggar.

The filmmakers

Loren Hallilah I. Lao is an Instructor at the English Department and Communication Studies Program of Mindanao State University, Marawi City. A lawyer, she is also a Lecturer at the College of Law of the same University. At the same time, she writes fiction and dabbles in filmmaking. She is one of the authors of the recently-launched book, “Children of the Ever-Changing Moon.”

Moises Charles Hollite, born in 1980, initially wanted to pursue a career in music. But having worked as production assistant in four documentaries changed that. Influenced by MTV, George’s Town is his first directorial film.

Al Jacinto is a freelance journalist, a photographer and a budding independent filmmaker. He co-produced a 10-minute documentary-MTV on the poverty situation in Zamboanga City in southern Philippines entitled Pobreza en Zamboanga. And made a full-length film entitled Sultan in Mindanao and several short photo-documentaries about poverty since 2006.

McRobert Nacario, 24, has worked in various documentaries and feature films. His keen eye for detail is evident in his works making his films a sumptuous visual feast.

Mona Labado, a computer engineering graduate, gravitated to the world of cinema when they were asked to make video projects in college. Together with her friends, she has made a few documentaries and short films. A Step for My Dream is her directorial debut.

Sheron Dayoc is a philosophy graduate of Ateneo de Zamboanga University. Trained at the UP Film Institute, he has produced several documentaries on the untold stories of marginal people and different tribes in Mindanao that has enriched both his personal

Eduardo C. Vasquez, Jr., OMI is a Catholic Missionary priest who belongs to the Congregation of the Oblates of Mary Immaculate (OMI). He is presently assigned as the parish priest of the San Isidro Parish in Upi, Shariff Kabunsuan. He is the founder and the present director of the “I-watch Team” which produces short video documentaries advocating Justice, Peace and Integrity of Creation. Fr. Vasquez has earned his Masteral Degree in Pastoral Ministry at the Loyola School of Theology in Ateneo de Manila University where he graduated Cum Laude. developed or urban area size must be calculated relative to the gross total land area to minimize variability..

hope this formula will give you the idea:

% of Urban Area = Total Area of official Urban Barangays in sq.Km / Gross Total City Land area in sq km.

then multiply by 100 to get the percentage...

Zamboanga City (29 November) -- In light of the search for alternative fuels due to the skyrocketing prices of oil products, Mindanao has been eyed as the most suitable area for biodiesel feedstock production.

In his speech before the Mindanao Communicators Network on the topic "Prospects of Biofuels in Mindanao," PNOC Alternative Fuels Corporation chairman Renato S. Velasco explained the importance of biofuels and its advantages, the global demand for biodiesel and the global supply of biodiesel, and the significance of jatropha as a source of biodiesel feedstock in the country.

In explaining jatropha in the Philippines, Velasco stressed that the country is ideal for jatropha cultivation.

"The Food and Agricultural Organization in its recent study assessed the potential of jatropha production as a biodiesel feedstock. The results showed that we have sufficient arable lands and favorable climatic conditions to ensure the large feedstock production every year and Mindanao is found to be the most suitable area," said Velasco.

He said Mindanao, likewise, has huge tracts of lands that are presently idle that can be utilize to promote livelihood and spur growth in the countryside.

"We have already started planting jatropha in Cagayan de Oro and we aim to establish an aggregate amount of at least 700,000 hectares of jatropha plantations all over the country, bulk of which will be in Mindanao," explained Velasco.

Velasco underscored that PNOC-AFC, a wholly-owned subsidiary of state-owned Philippine National Oil Company, do not aim at making farmers shift their food crop production to jatropha.

"We want the farmers to continue growing rice, sugar, and others. What we intend to do is give farmers additional income by developing idle lands by planting jatropha," he noted.

Asked on the apprehensions to jatropha as a biodiesel feedstock, Velasco stressed that the Company want the public to know that wide-scale scientific work on jatropha is being done by the PNOC-AFC, concerned government agencies and the academe. He added that there is an ongoing study to find out which is the best variety of jatropha that can be planted and is suitable in various parts of the country.

"The Philippines is capable of producing jatropha biodiesel that can pass international standards. What is more important to note is that we used seeds from the local jatropha variety," Velasco ended. (PNOC-AFC)

Bandar Seri Begawan - The super food man from the Philippines, 52-year-old Tony Tan Caktiong, is equally at home when chairing a multinational company boardroom meeting and he could be totally happy as well the next instant if he is asked to serve burgers behind a Jollibee counter.

In fact, success has not changed the boy who with his brothers helped in their small family restaurant in Davao, Southern Mindanao, where their father was also the chef.

He has not forgotten his roots because his parents from the start instilled in them two basic ingredients that have led to Jollibee's phenomenal achievements - good food and humility.

And earlier this week, he preached his gospel of success to leading food business people and the members of the press at his store at the Yayasan Complex in town centre.

"Making money should not be the main aim. Keep your customers happy and they will be back for more again and again," he told them.

In appearance, he could be any Chinese businessman or an accountant or such you would meet in the street. In fact, his ancestors came from the Fujian province in China. For that matter, he is an engineer by training but upon graduating in Manila he and his brothers applied for a franchise of Magnolia Ice Cream House.

From that humble beginning three decades ago Jollibee has grown to command 65 per cent of the Philippines market, leading in three major segments - Jollibee in chicken, Chowking in oriental fast food and Greenwich in pizza and pasta, all of which his conglomerate controls.

Perhaps good food and humility laid the foundations for Jollibee's success; it could be hard work and honesty contributed to its expansion domestically and worldwide.

And he can be forthright. When someone asked him bluntly here this week, "Mr Tan, how do you come to terms with when fast food chains like yours are killing people with their high salt, high fat diet and you are urging the children to eat more burgers and drink more coke?"

He did not blink an eye when he replied, "I agree that people should eat more vegetables. In fact, a balanced diet is the best thing."

HOUSE leaders on Monday revealed a 30-percent lump-sum provision for Mindanao in the 2008 General Appropriations Act, which they claimed to be a significant increase that would go into the building of projects and programs to trigger island-wide development.

Lakas Rep. Edcel Lagman of Albay, chairman of the House appropriations committee, called the added lump-sum appropriation a significant increase from what used to be a measly 10-percent share of Mindanao, where decades of uneven development created lingering social and economic problems and spawned two major insurgencies.

Partido ng Masang Pilipino-United Opposition Rep. Rufus Rodriguez of Cagayan de Oro estimated this would translate into some P180 billion to finance some of Mindanao’s long-awaited projects and programs to fight poverty and hasten development.

For his part, Speaker Jose de Venecia Jr. told the meeting of the Regional Development Council of Region 10 at the House of Representatives composed of governors, congressmen and regional directors of northern Mindanao that “Mindanao is not the backdoor of the Republic but the front door to the tiger economies of Southeast Asia.”

De Venecia said congressmen, governors and regional directors must start to identify 30 to 50 major projects for the region and “introduce specific projects under this provision.” The RDC discussed the Medium-Term Regional Development Plan of Northern Mindanao, including the major programs and projects it intends to push in the remaining years of the administration.

De Venecia said the RDC should draw up and classify these projects and programs under several different categories. They could be undertaken as BOT (build-operate-transfer) projects, mixed financing with BOT and government loans, missionary projects with no repayment capacity and with 100-percent government guarantee, projects financed by appropriations from the national budget, and projects financed by pork barrel.

He asked regional directors to prepare necessary documentation identifying these projects under public works, agriculture, education, health, social welfare, environment, and others because “these projects should now go to Mindanao.”

He told the region’s top officials that he has proposed the construction of Mindanao’s first major railway, which he hoped will further open access to Mindanao and its hinterland regions and bring development to millions of its people. “We’ve been risking criticism to work for the building of the railways. Now is the time to translate 100 years of rhetoric into a workable program of development.”

The Speaker urged congressmen and governors to be involved in regional and local development in order to speed them up.

CAGAYAN DE ORO CITY—Mindanao leaders must not lose sight on the social issues such as poverty and peace and security in the attainment of the island’s sustainable development.

This was emphasized as the Mindanao Business Council (MBC) urged the members of the League of Cities of the Philippines, Mindanao Island Cluster, in a four-day meeting here to take cognizance of the economic gains the island has achieved for which the local governments, to sustain the gains, should undertake hand-in- hand programs that would alleviate poverty and install conditions that would lead to long-term peace.

Vicente Lao, MBC chairman, in updating the city mayors coming from the different parts of Mindanao, said that the island posted 133.8-percent increase in investment during the first half of this year due to the robust local investments, particularly buoyed by the power sector.

However, foreign direct investments dropped by about 80 percent from P603.55 million in the first semester in 2006 to P115 million in the same period the same period of 2007.

MBC said the power-generation sector showed the biggest chunk of investment share with P 2.663 billion, or 78 percent of the total investment value, where the establishment of a hydroelectric plant in Tamugan, Davao del Sur, a subsidiary of the Aboitiz Equity Ventures, as the leader.

Lao said that most of the investments during the period came from the existing establishments undergoing expansion or rehabilitation.

Following the power sector is the exploration of chromite ore, sand and concentrates, which totaled P333.354 million, or 10 percent of the total investments.

“The impressive investment performance clearly shows that we are in the right direction in our efforts to fast-track trade and investment promotions in Mindanao,” Lao said, adding, “this is a positive signal, especially for the foreign investors, to come to the island region.”

MBC data shows that Southern Mindanao posted the biggest investment value at P2.792 billion, followed by investments in the Phividec Industrial State in Northern Mindanao at P1.194 billion.

The bulk of foreign investments came from the Chinese, who ventured in mineral-exploration projects in the municipalities of Loreto and San Jose on Dinagat Island, particularly on chromite ore, of which some have tied up with local mining companies operating in the area.

Other foreign investors were the Japanese, who are into activated carbon manufacturing, and the South Koreans, whose interest was in the coco industry.

Both are booming districts....Mintal for education and research and development while Calinan gears up for agri trading and tourism.

Ayala Land Inc. will embark on a P2.31-billion mixed-use project in Davao City, its first retail and business process outsourcing (BPO) venture in Mindanao, the company told the stock exchange.

It has entered into a joint venture agreement with landowners Anflo Management and Investment Corp., Pioneer Trading and Supply Co. Inc. and Davao Motor Sales Co. to develop a nine-hectare property in Bajada, Davao City, Ayala Land senior vice president Jaime Ysmael said in a disclosure to the exchange.

Ysmael said 40,000 square meters of the property was earmarked for retail development and 20,000 sq. m. would be for BPO development.

The project is estimated to cost P2.31 billion, with Ayala Land’s equity investment in the project equivalent to 67 percent, he said.

Ayala Land has a residential development project in Cagayan de Oro City, called Alegria Hills, in northern Mindanao. This is a 53-hectare high-end residential subdivision 10 minutes away from the major business district in the area.

Ayala Land meanwhile said it spent P10.7 billion for projects and capital expenditures in the first three quarters, up 35 percent from P7.9 billion in the same period last year and equivalent to 66 percent of its 2007 budget of P16.2 billion.

Residential development projects accounted for P5.4 billion of the capital expenditures, followed by shopping centers at P3.4 billion, spent mostly on the TriNoma mall in Quezon City.

The company also said development of its University of the Philippines North Science and Technology Park in Quezon City was on schedule. It said the first two buildings were due for completion in the present quarter of 2007 and the remaining buildings were expected to be finished in the second quarter of 2008.

Ayala Land recently signed a joint venture agreement with Manila Jockey Club Inc. (MJCI) on a two-tower BPO office development in the former San Lazaro Racetrack property in Santa Cruz, Manila. The BPO office complex will be on a 1.1-hectare property adjacent to the SM San Lazaro Mall and become part of an Ayala Land mixed-use, fully integrated development in the area, which will comprise of retail, residential and commercial areas.

Korean shipbuilding giant Hanjin Heavy Industries and Construction will invest an additional $2 billion in the Philippines for a shipyard complex in Mindanao.

President Arroyo welcomed yesterday Hanjin’s newest investment during a courtesy call by company president Jeong Sup Shim. Also present were Phividec Industrial Authority administrator Ninfa Albania and Presidential Management Staff (PMS) director general Cerge Remonde.

The latest investment is expected to generate 30,000 jobs, a Palace statement said. Mrs. Arroyo earlier visited Isla Pu-ting Bato in Tondo where she said that Hanjin’s new investment would generate thousands of jobs, especially for welders.

Remonde said that in terms of investment, Hanjin’s Mindanao project would be two times bigger than the shipbuilding complex the company is building in Subic, Zambales.

Hanjin’s $1-billion shipbuilding plant in Subic is one of the biggest facilities of its kind in the Asian region.

Albania said Hanjin’s latest facility is being established at the 3,000-hectare Phividec Industrial Estate in Tagoloan and Villanueva towns in Mi-samis Oriental.

Jeong said construction of the general manufacturing plant of the shipbuilding facility would start early next year.

Under Phase 2, Jeong said the plant would start fabricating ships in 2010, and by 2012 the facility is expected to export some $1.7 billion worth of shipbuilding parts and vessels.

Jeong said Hanjin’s Mindanao plant would employ about 30,000 Filipinos, particularly engineers, welders and steel fabricators.

He recalled that Hanjin launched its first investment in the country in Mindanao with the construction of the Iligan-Butuan Road in 1973.

AYALA LAND, Inc., the property arm of the Ayala Group of Companies, on Monday said it would put up a mixed-use project in Davao City through a joint-venture agreement with three local firms.

In a disclosure, Senior Vice-President and Chief Finance Officer Jaime E. Ysmael told the exchange it entered into a joint-venture agreement with Anflo Management & Investment Corp., Pioneer Trading & Supply Co., Inc., and Davao Motor Sales Co. to develop a nine-hectare land located at Bajada, Davao City.

Mr. Ysmael said the project would consist of 40,000 square meters (sqm) of retail development and 20,000 sqm of business process outsourcing (BPO) development.

Initial estimated project cost, he said, was about P2.31 billion, funded by debt and equity. Ayala Land’s equity in the project is 67%.

Jose Vistan, research head at AB Capital Securities, said Ayala Land’s move to put up such project in Davao is very feasible because of property value, adding that it could generate employment in the locality.

"I guess it’s cheaper to do a project like that outside Manila considering the lower property value [in the provinces], and also Manila is already saturated," he said.

In an earlier interview, the company said it was looking for partners and properties to develop information technology (IT) parks in Bacolod, Cagayan de Oro and Davao cities.

It said that it was also planning to create special purpose vehicles (SPV) to finance these projects.

Other projects

Early this month, Ayala Land opened eBloc, a 12-storey office building catering to the BPO companies, at its Asiatown IT Park in Lahug.

Asian I-Office Properties, Inc., the SPV created by Ayala Land’s affiliate Cebu Property Ventures and Development Corp., funded the P900-million eBloc.

For the first three quarters, Ayala Land, Inc. reported a 15% growth in its net income to P3.1 billion as a result of an upbeat demand across all segments.

Residential unit bookings for its high-end and middle-market projects rose by 18% and 42%, respectively, while its affordable housing segment posted a 134% increase in bookings.

Revenues from its shopping center operations likewise grew 11% due to higher occupancy and rental rates, while revenues from its corporate business segment increased by 13%, buoyed by higher lot sales and rental rates. — LNPL/BusinessWorld

depende din sa laki ng jollibee, merong jollibee na 1 storey lang with about 15 tables, you can not compare that to a 3 storey jollibee branch with playground and 50 tables. to sum it up, the income statement of jollibee is the real basis kung saang city ang mas kumita sila not the number of stores.

Depende cguro yan......What if a city with less Jolibee yet marami namang other establishments. Jolibee is not the only medium of scaling a city's economy.

However, I would agree with the notion na mas maraming Jolibee, mas maraming masa sa locality. Coz Jolibee generally caters to the masa unlike other establishments diba?

Anyway, going back to the Mindanao Thread...or I suggest, create another thread that would archive all the Jolibees in Mindanao..ehehehehhe

there is a good side to it if means employment to some folks. even if it is little or a big step, it is a step towards improving economies. why? when one sees someone pouring in money in it, and let's say, it is earning, then others would do a rethink of their businesses in that place.

Mindanao to get 30% lump sum under 2008 GAA

MANILA, Dec. 4 (PNA) -– In line with a commitment to fight poverty and hasten development in Mindanao, a 30 percent lump sum will be appropriated in the region next year under the General Appropriations Act.


House Speaker Jose de Venecia on Monday said major part of the 30 percent lump sum provision for Mindanao would go into the building of projects and programs to trigger an island-wide development.


“Mindanao is not the backdoor of the Republic but the front door to the tiger economies of Southeast Asia,” de Venecia said during the meeting of the Regional Development Council (RDC) of Region 10, composed of governors, congressmen and regional directors of Northern Mindanao.


De Venecia said the 30 percent lump sum appropriation is a significant increase from what used to be a measly 10 percent share of Mindanao, where decades of uneven development created lingering social and economic problems and spawned major insurgencies.


Cagayan de Oro City Rep. Rufus Rodriguez estimated that this would translate into some P180 billion to finance some of Mindanao’s long-awaited projects and programs. The Speaker said congressmen, governors and regional directors must start to identify 30 to 50 major projects for the region and “introduce specific projects under this provision.”


The RDC discussed the Medium-Term Regional Development Plan of Northern Mindanao, including the major programs and projects it intends to push in the remaining years of the Arroyo administration.

He said the RDC should draw up and classify these projects and programs under different categories.


They could be undertaken as BOT (Build-Operate-Transfer) projects, mixed financing with BOT and government loans, missionary projects with no repayment capacity and with 100 percent government guarantee, projects financed by appropriations from the GAA, and projects financed by the pork barrel, de Venecia said.


He also asked the regional directors to prepare the necessary document, identifying these projects under public works, agriculture, education, health, social welfare, environment, and others because “these projects should now go to Mindanao.”

“The Speaker gave us a trailblazing vision for Mindanao and he has set the direction for economic development,” Rodriguez, of the minority bloc, said.


“Speaker de Venecia has shown commitment to the rapid and total development of Northern Mindanao,” said Rep. Abdullah Dimaporo of Lanao del Norte’s Second District.

De Venecia told the region’s top officials that he has proposed the construction of Mindanao’s first major railway, which he hoped will further open access to Mindanao and its hinterland regions and bring development to millions of its people.


“We’ve been risking criticism to work for the building of the railways. Now is the time to translate 100 years of rhetoric into a workable program of development,” the Speaker said as he urged the congressmen and governors to be involved in regional and local development. (PNA)

Japanese embassy turns over projects in Mindanao

THE Japanese embassy will formally turn over four human security grassroots projects to the conflict-affected communities in Maguindanao and Cotabato provinces, the Moro Islamic Liberation Front (MILF) announced Monday.

The projects will be turned over starting Tuesday by officials of the Japanese embassy together with the Bangsamoro Development Agency (BDA), the development arm of the MILF.

The projects include classroom building for the Kilangan National High School in Pagalungan, Maguindanao; Post Harvest Facilities and Equipment for barangay Manili, Carmen, Cotabato; classroom building for Lumayong High School in Kabacan, Cotabato; and classroom building for Paglat National High School in Paglat, Maguindanao.

The MILF said Monday that all classroom buildings have complete facilities like chairs, blackboards, comfort rooms and instructional materials.
Embassy of Japan's Deputy Chief of Mission Eiichi Oshima will lead the turnover of the projects together with Economic First Secretary Shinichi Kakui, Japanese International Monitoring Team member Nagaishi Masafumi and BDA Chairman Dr. Abas Candao.

Officials of the Japan International Cooperation Agency (Jica) will also join in the turn over of the projects.

The Joint Coordinating Committee on the Cessation of Hostilities (CCCH) of the Government of the Republic of the Philippines and MILF will participate especially to put in place the security arrangements.

Concerned local government units in collaboration with the non-government organizations (NGOs) that implemented the projects will prepare the ground for the ceremony.

Ealier, Japanese Ambassador Makoto Katsura assured of more Official Development Assistance (ODA) from the Japanese government for the ongoing peace process between the government and the MILF.

The MILF said Ambassador Katsura stressed during his meeting with MILF Chairman Al Haj Murad last month that the government of Japan remains committed in supporting the peace process in Mindanao.

The Japanese assistance for the ongoing peace process with the MILF is coined as Japan-Bangsamoro Initiatives for Reconstruction and Development (J-BIRD).

Various projects in millions of pesos were already implemented and more are underway under the J-BIRD. These include a two-year socio-economic study with quick impact projects being undertaken by Japanese experts, local consultants and the BDA.

MILF cited the assistance of Japan as a tremendous boost to the confidence building measure of the peace process particularly on the socio-economic aspect.

Anflo, Ayala for P2.3B dev't project in Bajada

THE Floirendos of Davao City are partnering with the Ayala Land Inc. for a P2.3 billion mixed land use development project in Bajada in 2008, City Councilor Peter Laviña said.

Laviña, chairman of the city council committee on trade, commerce and industry, said the Floirendos under the Anflo group of companies would be developing their nine-hectare land in front of Redemptorist Church.

"The development will be a mix-use property where there are retail store resembling a mall, an IT Park and a product processing operation area," Laviña said.

He added that around four hectares will be used for the retail facility while two hectares will be used for the construction of an IT Park.

"This may be the biggest investment in the city for the next year," Laviña said.

Laviña encourages developers to register with the Davao City Investment and Promotions Program to avail of incentives as well as partner with the city in more business-generating ventures.
