US speeding up pest risk analysis
The United States Department of Agriculture has assured Manila of the speedy processing of the pest risk analysis for Philippine bananas, a move that could soon allow the entry of this high-value commodity into the American market and boost the country’s export earnings by $6 million yearly.
“The Philippines is a leader in banana production and creating a new market would aid the livelihood of farmers in Mindanao where much of the exports are sourced,” Agriculture Secretary Arthur Yap said yesterday.
“Opening Philippine bananas to an important market such as the US will send a positive signal to our small farmers to diversify into high value crop production.”
Yap said that in his bilateral meeting with Acting Secretary Chuck Conner of the USDA in Washington last month, he had identified bananas to the American official as the Philippine commodity that should be given priority by the US in conducting its pest-risk analysis on potential products for imports.
He said Conner then assured him that the USDA would move to expeditiously conduct the pest risk analysis for Philippine bananas. Philippine bananas are traditionally exported to Japan, Iran and Korea. Private sector players in the local banana industry have earlier sent a request to the Department of Agriculture (DA), through the Bureau of Plant Industry, to initiate the process of penetrating the lucrative US market to further raise earnings from this high-value commodity.
Ecuador, Costa Rica, Guatemala and Colombia are the top sources of bananas of the US. The DA is targeting export earnings totaling $475 million and the creation of over 35,000 new jobs from its ongoing program to beef up the production and sales of bananas this year.
Yap said the DA is opening up more markets for bananas and other high-value commercial crops (HVCCs), which contribute significantly to the country’s agro-fishery export earnings, through selling and trade missions in major markets like China and Japan and emerging markets in Europe and Asia.
Yap said the DA aims to raise banana exports by 7.9% for 2007, which would translate into $475 million in export earnings in 2007. The DA expects banana production, which reached 6.801 million metric tons last year, to increase by 543,420 MT more in 2007 to 7.345 million MT, representing a 7.88% increase.
The increase is due to the expansion in 2006 of lands planted to banana totaling 35,294 hectares, mostly in the Zamboanga Peninsula, Northern Mindanao, the Davao region and Central Mindanao.
The DA is targeting an expansion of 35,005 hectares of land planted to banana in Davao, Northern Mindanao and the Cordillera Administrative Region (CAR).
Production increases are expected in CAR (25,616 MT), Cagayan Valley (368,361 MT), CALABARZON (116,072 MT), Western Visayas (338,088 MT), Central Visayas (171,455 MT), Eastern Visayas (246,063 MT), Zamboanga Peninsula (247,201 MT), Northern Mindanao (714,732 MT), Davao (3.249 million MT), Central Mindanao (913,904 MT), CARAGA (229,952 MT), and Autonomous Region in Muslim Mindanao (390,594 MT).

Senate Minority Leader Aquilino Pimentel Jr. yesterday said the proposed federal system of government should be set up not only in Muslim Mindanao but for the entire country.
Pimentel was reacting to the statement of some Malacañang officials that the Arroyo administration is only espousing the establishment of a Bangsa Moro federal state to meet the demand of the Moro Islamic Liberation Front (MILF) and break the protracted deadlock in the peace negotiations.
“The government-MILF talks will go around in circles unless the proposal to adopt the federal system for the entire country is made categorically by the government. It won’t do to entice the acquiescence of the Moro representatives to dangle the ploy to create a Bangsa Moro Federal State in isolation of the entire country,” he said.
Pimentel pointed out the proposal to create even a Bangsa Moro federal state alone would need the approval of the entire country pursuant to the Constitution.
“The rest of the country would be hard put to ratify the proposal to create a Bangsa Moro federal state if the entire country is not federalized,” he said.
The minority leader stressed there will be a lot of objections from other regions of the country if the federal system will apply only to Muslim Mindanao owing to the advantages it will bring.
According to Pimentel, the other regions of the country would not want a situation where it would appear that the Moros are favored over the rest of the nation.
If the Arroyo government will limit the federal setup to Muslim Mindanao, he said this would be seen as an attempt to buy peace at the expense of the other regions.
“Reason dictates that the proposal to adopt the federal system must be nationwide, not only Muslim Mindanao-wide. Otherwise, the proposal might not stand any chance of being ratified,” he added.
As proposed by Pimentel, the country will have 10 component federal states, while Metro Manila will become a special administrative region similar to Washington D.C. in the United States and Kuala Lumpur in Malaysia.
These federal states will be four in Luzon - (Northern Luzon, Central Luzon, Southern Tagalog and Bicol area), three in the Visayas (Central Visayas, Eastern Visayas and Western Visayas); and three in Mindanao (Northern Mindanao, Muslim Mindanao and Southern Mindanao).
Pimentel said even if the federalism proposal is approved and adopted during the term of President Arroyo, it will take time before it can be implemented.
He said among the issues that will have to be threshed out is what kind of legislative and judicial structures will be adopted, adding it may not be necessary for all the federal states to have its own Supreme Court as in the US.

A militant consumer group demanded from cell phone service provider Globe Telecom Sunday an explanation for reported service disruptions in Visayas and Mindanao.
TXTPower cited reports reaching it indicating that the service disruptions in the Visayas and Mindanao had irked many Globe subscribers.
“Globe owes it to the public to explain the reason behind the service interruption and when full service will be restored," it said in a statement on its Web site Sunday night.
It cited a report from Sun.Star Cagayan de Oro (www.sunstar.com.ph) that thousands of Globe subscribers are complaining about the poor communication signal felt in Cagayan de Oro and throughout Mindanao in the last three days.
But officials of Globe Telecom have reportedly chosen to remain silent on the technology glitch experienced by the mobile network.
The report said the glitches irked Cagayan de Oro Vice Mayor Vicente Emano, who expressed disgust over the failure of Globe officials to inform the public about the problem.
Emano said Globe subscribers are complaining of not being able to call, send or receive short messaging service (SMS) or text messages.
Director Teodoro Buenavista, head of the National Telecommunications Commission in Northern Mindanao, said the technical problem that beset Globe network was traced to their facility in Batangas.
He said fiber optics wires at the facility were damaged after unidentified persons tried to cut and steal the telecommunication wires.
Buenavista said the Globe facility in Batangas connects the entire region of Visayas and Mindanao Island.
He said the entire Zamboanga peninsula including the provinces of Zamboanga de Sibugay, Zamboanga del Norte and Zamboanga, have no communication signal at all.
Globe subscribers in Davao are also experiencing some interference when they used their mobile phones, Buenavista said. - GMANews.TV

junax January 22nd, 2008, 05:26 AM ^^ blue knight FM i guess is just a time slot of magic 89.9. for what i've known, the maximum limit for a .8 frequency interval is 25 FM stations. we've reach the limit and i don't think a .4 interval is good for philippine radio, alam mo naman mga phil FM natin palakasan yan ng signal. or maybe i'm wrong, baka pwede hinaan lang ang signal. kahit sa manila i think .8 interval lang doon CMIIW.
i just noticed, plus .2 freq pala ang cdo. killer bee sa davao is 89.1 while sa cdo 89.3.

The Investment Coordination Committee has endorsed for approval by the NEDA board the P1.35-billion Balo-i Plains Flood Control Project (BPFCP) and the P2.5-billion Caticlan Airport Development Project.
The BPFCP is intended to fully use the power potential of the Agus 2 hydroelectric power plant (HEP) of the Agus Hydroelectric Power Complex by increasing the stream flow capacity of the Agus river section in Balo-I Plains. The complex is located in Marawi City, Lanao del Sur and Lanao del Norte. Previously, plant operations caused flooding along the Baloi plains which resulted in damages and claims against the National Power Corporation (NPC) which operates the facility. The NPC targets to begin construction of the BPFCP this month.
However, the ICC Cabinet Committee’s nod for the BPFCP is on condition that the project be validated for consistency with the provisions of the Electric Power Industry Reform Act of 2001 (EPIRA).
The project will be funded through the internal cash generation of the NPC.
Meanwhile, the unsolicited Caticlan Airport Development Project, which is expected to boost tourist arrivals in Aklan, includes the construction of new and bigger airport passenger terminal, extension of the existing runway from 950 meters to 2,100 meters, improvement of the road network, and upgrading of airport facilities and air traffic control aids.
The private proponent Caticlan International Airport Development Corporation (CIADC) plans to build other support utilities, put up fire-fighting equipment, and construct a diversion road. The project is based on a Build-Rehabilitate-Operate-Transfer (BROT) agreement with no cost required from the government.
The Cabinet Committee endorsed the project advising the public proponent Department of Transportation and Communications (DoTC) to review the qualification particularly the financial capacity of CIADC.

ZAMBOANGA CITY—Undersecretary Virgilio Leyretana, Mindanao Economic Development Council (Medco) chairman, announced that the completion of infrastructure development projects under the Mindanao Super Region is underway.
Leyretana said various line agencies of the government are speeding up efforts to monitor and address major implementation bottlenecks in undertaking the infrastructure projects.
Leyretana said the recent report of the Department of Public Works and Highways indicated that 32 percent of several priority infrastructure projects under the Mindanao Super Region are nearing completion.
The first set of infrastructure project to be completed this year is the Dinagat Island Road Network project, which involves the improvement of a 15-km road in Surigao del Norte.
The road project, which began construction in October 2006, is 65.57-percent complete, according to Leyretana.
He said that the construction works for the three other major road projects such as the Zamboanga West Coast Road, Awang-Upi-Kalamansig-Lebak Road and Surigao-Davao Coastal Road are ongoing and will be seen completed next year as scheduled.
He said the improvement of the Zamboanga West Coast Road is currently 18.56-percent complete, way ahead of its schedule by 3 percent.
The project, which has a total length of 117.3 km, will connect the coastal municipalities of Sibuco, Sirawai, Siocon, Baliguian in Zamboanga del Norte and Gutalac, Zamboanga del Sur.
The P5.8-billion Surigao-Davao Coastal Road connecting the provinces of Surigao del Norte, Surigao del Sur and Davao Oriental is also 39.21-percent finished.
Leyretana, meanwhile, announced the 87.6-km Awang-Upi-Kalamansig-Lebak Road in Maguindanao and Sultan Kudarat will soon take off after bidding proposals for its improvement and rehabilitation were deliberated November last year.
Along with road construction, Super Region airport development projects such as the improvement of airport facilities and extension of runway for the Butuan, Cotabato, Dipolog, Ozamiz, Pagadian and Zamboanga airports are ongoing and expected to be completed this year.
Leyretana said the rehabilitation work for the Zamboanga International Airport, which includes the improvement of the existing terminal building and installation of a baggage conveyor system at the arrival area, will also kick off this month until May.
The runway extension of the P306-million Butuan Airport Development Project is now 52.54-percent complete. This project started October last year and will be completed in May as scheduled.
Improvement of the airport’s air-navigation facilities, as well as other runway rehabilitation works, is currently at its mobilization stage.
Accomplishment of the P25-million asphalt overlay project for the Cotabato airport runway is also running at 11.5 percent. A taxiway project at the airport will also start soon.
Likewise, main civil works for the construction of Laguindingan Airport will start early this year.
Leyretana said the completion of power and transmission projects is also under way as shown by reports submitted by the Department of Energy (DOE).
Due for completion by 2009 are the Abaga-Kirahon and Maramag-Bunawan 230-kilovolt (KV) backbone transmission projects, which are currently working for the acquisition of the right of way for the tower sites and stringing section.

To achieve full electrification in Mindanao by 2009, a total of 898 barangays are still to be provided with electricity, he added.
Two of the major port projects under the Mindanao, Super Region are also nearing completion.
Leyretana said the construction of backup area for the newly constructed wharf of the Cagayan de Oro Port is 85.15-percent complete, while port expansion for the Davao Port is 72.10-percent complete based on the report of the Philippine Ports Authority.
Leyretana urged the implementing agencies under the Mindanao Super Region Team to regularly check their timelines and ensure that implementation targets will be met.

A first Mindanao boxing summit to be attended by managers and promoters based in the region is scheduled on February 8 in Tubod, Lanao del Norte, SGG Promotion's Sammy Gello-ani has informed PhilBoxing.com.
The purpose of the summit, according to Gello-ani, is to discuss the general welfare of boxing in the region and to map out regular boxing activities for the year.
The gathering of boxing afficionados in Mindanao is being spearheaded by promoter Lemuel Yap of Black Scorpion Sports Promotions with the full support of Lanao del Norte's first family led by Congressman Abdullah D. Dimaporo, Governor Khalid Q. Dimaporo and former governor Imelda Q. Dimaporo.
To be held on the eve of the boxing event dubbed as 'A Night to Remember -- Battle of Champions' headlined by the WBO Asia-Pacific Youth Title fight between Ciso Morales of the Philippines and Marangin Marbun of Indonesia, also in Tubod, Lanao del Norte, the summit points to the rising popularity and importance of boxing in Mindanao and all over the Philippines.

Senate Minority Leader Aquilino Pimentel Jr. yesterday said the proposed federal system of government should be set up not only in Muslim Mindanao but for the entire country.
Pimentel was reacting to the statement of some Malacañang officials that the Arroyo administration is only espousing the establishment of a Bangsa Moro federal state to meet the demand of the Moro Islamic Liberation Front (MILF) and break the protracted deadlock in the peace negotiations.
“The government-MILF talks will go around in circles unless the proposal to adopt the federal system for the entire country is made categorically by the government. It won’t do to entice the acquiescence of the Moro representatives to dangle the ploy to create a Bangsa Moro Federal State in isolation of the entire country,” he said.
Pimentel pointed out the proposal to create even a Bangsa Moro federal state alone would need the approval of the entire country pursuant to the Constitution.
“The rest of the country would be hard put to ratify the proposal to create a Bangsa Moro federal state if the entire country is not federalized,” he said.
The minority leader stressed there will be a lot of objections from other regions of the country if the federal system will apply only to Muslim Mindanao owing to the advantages it will bring.
According to Pimentel, the other regions of the country would not want a situation where it would appear that the Moros are favored over the rest of the nation.
If the Arroyo government will limit the federal setup to Muslim Mindanao, he said this would be seen as an attempt to buy peace at the expense of the other regions.
“Reason dictates that the proposal to adopt the federal system must be nationwide, not only Muslim Mindanao-wide. Otherwise, the proposal might not stand any chance of being ratified,” he added.
As proposed by Pimentel, the country will have 10 component federal states, while Metro Manila will become a special administrative region similar to Washington D.C. in the United States and Kuala Lumpur in Malaysia.
These federal states will be four in Luzon - (Northern Luzon, Central Luzon, Southern Tagalog and Bicol area), three in the Visayas (Central Visayas, Eastern Visayas and Western Visayas); and three in Mindanao (Northern Mindanao, Muslim Mindanao and Southern Mindanao).
Pimentel said even if the federalism proposal is approved and adopted during the term of President Arroyo, it will take time before it can be implemented.
He said among the issues that will have to be threshed out is what kind of legislative and judicial structures will be adopted, adding it may not be necessary for all the federal states to have its own Supreme Court as in the US.
christian part of western mindanao should be treated with equal territorrial jurisdiction too as are other mindanao regions. i dont think they can coexist with muslims in the long term. and i dont think muslim will not alienate themsevles from peaceful coexistence if trust is always threatened. one is seen as domineering and the other just don't trust the other

nope, it is not a mistake. DXMB in Malaybalay is an AM station of RMN. Meron ding DXBB-AM sa Malaybalay operated by the Catholic Radio Network. Sa Butuan DXMB and DXBB are FM stations. DXIL 106.5 Lite FM is the newest FM station in Butuan. I myself wondered why pareho sila ng callsign ng DXIL 103.1 Wild FM of Iligan. Cguro dahil magkaibang city naman kaya pinayagan ng NTC.

BUTUAN CITY — The national government is fast-tracking the implementation of various multi-billion development projects under the Mindanao Super Region in a bid to ensure their completion before the year 2010.
Expected to be completed this year is the 15-kilometer road network in Dinagat Island, Dinagat province.
This project is closely monitored by the Caraga region Department of Public Works and Highways (DPWH) personally supervised by Public Works Regional Director Romeo S. Momo.
This project began in October 2006 and is already 70 percent complete.
Another project is multi-billion construction of Surigao del Norte-Surigao del Sur-Davao Oriental Coastal road which is now in full swing and targeted to be completed before President Gloria Macapagal Arroyo ends her term by 2010.
The ground works are 40 percent finished.
The P5.8 billion project, which is composed of five road sections -- the Bacuag-Claver provincial boundary (Surigao del Norte), provincial boundary;Tandag City-Marihatag, Marihatag-Barobo, Tagbina-Hinatuan, Bislig City (Surigao del Sur) -- Manay -- Mati City (Davao Oriental) is due for completion in 2009. "All systems go," declared Director Momo.
Undersecretary Virgilio Leyretana, chair of the Mindanao Economic and Development Council (Medco), also said various government line agencies are cooperating and speeding up efforts to hit the target goal of the respective infrastructure projects in Mindanao.
"We need greater focus to fast-track the implementation of these multi-billion high-impact projects," said Leyretana.
Leyretana, who is also the deputy development champion for Mindanao Super Region project, also said that the council has directed the implementing agencies under the Mindanao Super Region team to regularly check their timelines and ensure that implementation targets will be met.
Based on MEDco monitoring, the projects that are slated for completion next year are the ongoing Zamboanga West Coast road project, Awang-Upi-Kalamansig-Lebak road project, and Surigao-Davao Coastal road project. (Mike Crismundo)
Medco said the improvement of the Zamboanga west coast road is already 18.56 percent complete, way ahead of its schedule by at least three percent.
With a total length of 117.3 kilometers, the road connects the coastal municipalities of Sibuco, Sirawai, Siocon, Baliguian and Gutalac in Zamboanga del Sur and Zamboanga del Norte.
Medco, also cited that the construction of the 87.6-kilometer Awang-Upi-Kalamansig-Lebak road in Maguindanao and Sultan Kudarat is expected to begin this year.
Other multi-billion projects that are expected to be completed before the end of this year are the Super Region airport development project improvements of airport facilities and extension of runway for the Butuan, Cotabato, Dipolog, Ozamiz, Pagadian and Zamboanga airports.
Medco reported that the runway extension of the R306-million Butuan Airport Development Project, which started in 2007, is now also 52.54 percent complete.
The P25-million Cotabato airport runway project has also accomplished at 11.5 percent todate while the taxiway project at the said airport will also commence soon.

DAVAO CITY — Mindanao has submitted 37 projects to the Enterprise Challenge Fund of the Australian Agency for International Development (AusAID), said Jason Magnaye, country manager of the Fund.
This number, however, comprises just 18% of the total submitted to the Fund. Aside from the Philippines, other countries competing to tap the Australia-based Enterprise Challenge Fund are Indonesia, Papua New Guinea and Fiji. Papua New Guinea has the most number of projects at 98 of the 210 submitted for evaluation.
He noted that 46% of the Mindanao projects involve agricultural development, and that 19 of the 37 come from the Davao Region, while the others are in Central and Western Mindanao.
Under the program schedule, deadline of project submission to the Fund was last Dec. 31. The best proposals would be given funding ranging from A$100,000-A$1.5 million, or roughly P3.6 million to P54 million.
In launching the competition last year, Fund Director John Hardin said the Australian government wants to help small and medium-scale enterprises (SMEs) in the participating countries grow by improving their access to capital and other resources.
SME growth, in turn, is expected to improve the standard of living in areas covered by the Fund, since these small businesses are seen to widen economic opportunities of locals and hire more people at the grassroots.
Mindanao was included for Fund coverage as part of AusAID’s focus on helping communities in conflict-afflicted areas.
Mindanao was considered also because it is where some of the poorest of the country’s poor provinces are located, said Sam Zappia, AusAID counselor for development cooperation.
"The Enterprise Challenge Fund provides an opportunity for private-sector businesses to participate in an open competition for matching grants to fund commercially viable business projects," the Fund’s official site read.

DAVAO CITY: Moves to oust Speaker Jose de Venecia Jr. goes fever pitch even as a member of the Senate said the incumbent Lower House leader should see the “writing on the wall.”
The 60-man strong Mindanao bloc of Lower House were to convene Saturday night to push for the installation of Davao City first district Rep. Prospero Nograles as the new speaker when Congress resumes sessions on Monday following the Yuletide break.
“Every congressman knows that the removal of Speaker de Venecia was only a matter of time,” Senator Francis “Chiz” Escudero of the opposition Nationalist People’s Coalition (NPC) told the Mindanao Insider here shortly before attending the national convention of “Karancho” Saturday morning.
Opposition Rep. Rodolfo Plaza of Agusan del Sur was quoted here as saying he would cross party lines to support moves to put Nograles, a fellow Mindanawon, in place of de Venecia, congressman from Pangasinan.
Nograles is a ranking leader of the administration Lakas-CMD. The Lakas party said it would only consent to the removal of de Venecia if another Lakas member would be installed.
Escudero, for his part, agreed that Mindanao deserves its share in national leadership.
“It will be an honor for Mindanao if Nograles becomes speaker,” Escudero, former House minority leader, told the Mindanao Insider. “He will be the first from Mindanao to hold the position.”
Escudero declined from commenting further, citing courtesy to the Lower House.
Congressman Gico Dayanghirang of Davao Oriental, in a separate talk with the Mindanao Insider, said the southern bloc would tackle de Venecia’s fate in its weekend gathering. He admitted that most congressmen were troubled by de Venecia’s soured relations with the Palace following a fallout with President Arroyo’s family since the national broadband project controversy middle of last year.
The Mindanao bloc would also want to hear from Nograles the details of his agenda if he becomes speaker.
Early this week, Davao City Third District Rep. Isidro Ungab said that the Mindanao bloc would be solid if the interest of the south would be at stake. Davao del Sur Rep. Mark Cagas also aired the same stand.
Muslim leaders in the House of Representatives gave their voices to the growing clamor to install Nograles as speaker.
“It’s time that someone from Mindanao is elevated to the top level of national government,” said Sulu Rep. Munir Arbison and Anak Mindanao Party List Rep. Mujiv Hataman.
Nograles has not been making public statements on the race for the speaker’s post, citing his close ties with de Venecia.

Mindanao railway, Samal bridge projects under study

A RANKING official of the Regional Development Council (RDC) in Southern Mindanao, the highest policy-making body in the region, said the Mindanao Railway System and the Samal Bridge projects are still under study.
"The Memorandum of Agreement signed between the Davao Integrated Development Program (DIDP), Mindanao Business Council (MinBC), and the MCC Capital is purposely for the conduct of the study to know how feasible these projects are," Nicasio Angelo Agustin, RDC Southern Mindanao vice chair and regional director of the National Economic Development Authority (Neda), said in an interview last week.
Governor Rodolfo del Rosario chairs DIDP, while Vicente Lao, also RDC-Southern Mindanao chair, heads MinBC.
The MOA was signed on December 19, 2007.
Under the MOA, the concerned parties agreed to consult and coordinate with each other during the first quarter of 2008 to undertake priority infrastructure projects including the proposed Mindanao railway and Samal bridge projects.
Agustin said it is a good start that DIDP and MinBC have inked partnership with the MCC Capital, a UK-based financing institution also considered as the world's largest railway contractor.
"We cannot say when will the projects be completed, but at least we have started and have explored the possibilities of having a railway in Mindanao," Agustin said.
He added that DIDP and MinBC have also been trying to look for other funding agencies aside from the MCC Capital.
The railway project has an estimated project cost of P240 billion, while the Samal bridge project costs P6.48 billion.
Earlier, Agustin said the RDC is also leading the efforts in pushing for the railway system, a project identified in the Davao Region Development Plan (DRDP) for 2004-2010 as crucial for industrial development of the Davao Region.

THE HOUSE of Representatives last night changed its leadership and ended the 12-year term of Pangasinan Rep. Jose C. de Venecia, Jr. (4th district) as Speaker.
He was replaced by Davao Rep. Prospero C. Nograles (1st district), who was endorsed by the majority led by the President’s party Kabalikat ng Malayang Pilipino (Kampi). Mr. de Venecia is president of Lakas-Christian Muslim Democrats (Lakas-CMD).
The chamber has 239 members, and it needs 121 votes to institute a leadership change.
At the end of close to an hour of an extemporaneous privilege speech, the visibly irked Mr. de Venecia attempted a wholesale leadership change by proposing to declare all positions vacant. The House did not act on the proposal.
Mr. de Venecia added: "I will join the opposition to denounce corruption," but did not elaborate if he will bolt Lakas-CMD to formally join the United Opposition.
Asked about the possibility of Mr. de Venecia transferring to the opposition once he is ousted, Press Secretary Ignacio R. Bunye said the opposition must not interfere on the issue as this is an internal affair of the administration coalition.
Former President Joseph E. Estrada earlier said they will welcome Mr. de Venecia once he decides to jump fences.
Mr. Nograles was majority leader in the 13th Congress and is now head of the House contingent in the Commission on Appointments.
A ruling coalition caucus called by President Gloria Macapagal-Arroyo in the morning tried to resolve the leadership row, but ended up allowing the contending camps to again consult their parties and resolve the issue today.
But the majority in session settled the issue yesterday even with the threat of Mr. de Venecia disclosing in public questionable issues hounding the government such as the scrapped National Broadband Network (NBN) that was allegedly overpriced by $200 million, and attempts to politically harass him through a case filed with the committee on ethics.
Burn bridges
In his speech, Mr. de Venecia, on a warpath mode, also burned his bridges with the Arroyos, reminded how he has been instrumental in the political rise of the President, that his wife Georgina is the Arroyo sons’ godmother, and questioned many deals that need to be first cleared with the Palace or have been linked with the First Family.
He claimed congressmen have to beg for their pork barrel funds to be released through the President’s two sons in Congress — Pampanga Rep. Juan Miguel "Mikey" M. Arroyo (2nd district) and Camarines Sur Rep. Diosdado "Dato" M. Arroyo (1st district)
Mr. de Venecia revived his moral recovery program that should have addressed widespread graft and corruption.
"What is happening to our country? Everything is for sale, bribery and corruption after bribery and corruption. Let us create a new majority in this House so that we will not be beholden to Malacañang like the Senate?
"It pains me to say these things, but when are we going to transform our hearts, our souls? That’s why I pushed for a moral recovery program so that all of the accusations will fall aside and we can concentrate on solving the many problems of the Filipino people It is now time for us to make a change."
In a text message to reporters, Deputy Presidential Spokesman Lorelei C. Fajardo said Mr. de Venecia must support his "motherhood statements with evidence."
Talks of ousting Mr. de Venecia surfaced when his son, Jose III, a losing bidder in the $329-million NBN project, tagged First Gentleman Juan Miguel T. Arroyo in the alleged fraudulent deal with Chinese firm Zhong Xue Telecommunications Equipment Co. Ltd. (ZTE Corp.).
It caused a stir in the administration coalition that led to the formation of the "reform bloc" spearheaded by Kampi that called for Mr. de Venecia’s ouster.
Kampi National Capital Region head and Sorsogon Rep. Jose G. Solis (2nd district) said the new majority has discussed some priorities to include salary increases for House employees and the rationalization of so-called pork barrel or Priority Development Assistance Fund.
"We might also have to pause for a week and discuss who will be the new committee heads and House secretariat," he added.
Mr. Solis also said that they will still discuss the new composition of the majority and the new majority leader.
The administration coalition is composed of Lakas-CMD, Kampi, Nationalist People’s Coalition, Nacionalista Party (NP), Liberal Party (LP) wing of Environment Secretary Joselito L. Atienza, Laban ng Demokratikong Pilipino, Partido Demokratiko Sosyalista ng Pilipinas, and some party-list groups.
At the Senate, Senate President Manuel B. Villar, Jr., NP president, told reporters yesterday: "I don’t want to meddle in the problem of the Lower House."
Many secrets
Senate Majority Leader Francis N. Pangilinan, former LP chairman, said: "We cannot belittle [Mr. de Venecia], he knew many secrets of the administration. We are not surprised that even [the President’s] sons were involved to unseat Mr. de Venecia."
"Obviously, we see that Malacañang did not like what happened in the ZTE [probe]. Malacañang is behind this operation," he claimed.
In a chance interview, Senator Miriam Defensor Santiago said the House requires only a nine-year term leadership, but Mr. De Venecia has been the Speaker for 12 years.
Ms. Santiago noted when Mr. De Venecia said he cannot control his son for implicating administration officials in the ZTE deal, now the President’s sons led the moves to oust him.
"He should be prepared that his own argument against other people is used against him," she said.

THE Department of Agriculture (DA) is seeking to ramp up fisheries production in areas that are not prone to typhoons, such as Mindanao, to ensure that the fisheries subsector will grow by 8 percent to 10 percent this year.
Bureau of Fisheries and Aquatic Resources (BFAR) director Malcolm I. Sarmiento said in an interview that this plan is being looked at after the fisheries subsector registered a growth of 6.81 percent in 2007, less than its target of 8 percent to 10 percent.
“Agriculture Secretary Arthur C. Yap has directed us to consider increasing fisheries production in areas that are not typhoon-prone such as Mindanao,” said Sarmiento.
The BFAR chief noted that, except for Region IV-B, fisheries production in all other regions in the country registered a growth rate of between 8 percent and 39 percent last year.
Sarmiento said production in Region IV-B, which was hardest hit by Typhoon Lando, declined by 5 percent last year, as the typhoon destroyed fishpens and bancas.
The BFAR, an attached agency of the Department of Agriculture (DA), noted that Region IV-B produces about 400,000 metric tons of fish products every year, accounting for about 10 percent of the country’s total fisheries production. Last year the country’s fisheries production reached more than 4 million metric tons.
The DA is targeting to increase fisheries production by 8 percent to 10 percent this year. The DA plans to do this by establishing mariculture parks, expanding seaweed farming, promoting the production of high-value species such as abalone, sea urchins and sea cucumbers and P. vannamei, or the Pacific white shrimp.
Yap said the DA also plans to enforce a more aggressive enforcement of antipoaching and illegal fishing and sustained resource conservation efforts.
The Food and Agriculture Organization listed the Philippines as No. 8, from its previous ranking of No. 11, among the top fish-producing countries in the world.

Davao City (9 February) -- President Gloria Macapagal Arroyo led the groundbreaking ceremony of the P1.5 billion 85 kilometers Talaingod, Davao del Norte-Valencia, Bukidnon Road.
The ceremony took place at barangay Tiburcia, Maniki, Kapalong, Davao del Norte in the presence of the residents both of Kapalong and Talaingod municipalities and graced by private leaders, government officials, and cabinet secretaries on Friday, February 8.
The road section in Kapalong town will connect the Talaingod, Davao del Norte-Valencia, Bukinon Road to the existing national and provincial roads leading to other parts of the region.
The President said the opening of the road network opens up more economic activities.
The road will traverse mostly banana plantations and the President noted that new investments are expected to come in.
She said the banana industry before was dying but now it is very much alive saying that 70 percent of the bananas goes to Japan while the some of the produce goes to China and the Middle East.
The road network falls under the Mindanao Super Region projects.
The Mindanao Economic and Development Council (Medco) status report as of January 2008 showed that the detailed engineering was undertaken by DPWH Regions X and XI from July 2007 to December 2007 and construction of civil works is slated from August 2008 to April 2010.
An amount of P56 million was allocated for the Improvement/Concreting of Kapalong-Talaingod Road under the 2007 Regular Infrastructure which is being undertaken by the Region XI of DPWH and an actual accomplishment of 37 percent was achieved as of April 5, 2007.
Another P10 million was allocated for the improvement/concreting of T-A-K-S-T-D-P Circumferential Road, Talaingod Section under the 2007 Regular Infrastructure which being undertaken by the Davao del Norte district engineering office. It has an actual accomplishment of 85 percent.
The remaining unpaved section of 72.42 km up to the boundary of Regions XI and X shall be programmed for implementation until 2010.

TAGUM CITY – President Gloria Macapagal-Arroyo yesterday ordered the creation of an investment defense force in Mindanao to protect local and foreign businesses that are vulnerable to extortion and harassments by rebel groups.
In her speech during the Local Peace and Security Assembly at the Bulwagan ng Lalawigan, Mankilam, Tagum City in Davao del Norte, Ms. Arroyo said the defense force will be spearheaded by the military who will serve as “shields” of power assets, other infrastructure, and mineral reservation sites.
“The other infrastructure will be identified by the Peace and Order Councils,” she said, adding that the problem of Mindanao on extortion activities “needs more than police action.”
She said that, unlike in Luzon and Visayas, investments in Mindanao are always conditional to how peaceful the area is. “It’s important that investors feel safe in Mindanao,” she said.
The President said the fact that call centers in Luzon and Visayas are still hesitant to come to Mindanao, even in Davao City, shows the negative perception about the peace and order in Mindanao still exists.
“We need peace to bring in an era of development for Mindanao,” she said.
Earlier this month, government troops and policemen were deployed to the base camp of the Sagittarius Mines, Inc. (SMI) in Barangay Tablu, Tampakan South Cotabato following the assault of about 40 armed NPA rebels on the Australian-backed company.
The rebels burned the administration building, quarters and offices of the drilling firm contracted by SMI after the company allegedly refused to pay protection money to the NPA’s Front Committee 76.
But her order to create a defense force took her Cabinet and the military by surprise.
Major Medel Aguilar, head of the Civil Military Operations for the Davao Region, said it was the first time he heard about the instruction.
“It’s hard to comment because my perceptions could be wrong,” he said.
He’s not alone, however, as National Security Adviser Norberto Gonzales told reporters later that Ms. Arroyo has yet to give them the marching orders to implement the defense force.
“I have to confess, I’m not familiar with the structure,” he said. “But it’s natural to protect the investments.”
Mr. Gonzales said the defense force might report directly to the Office of the President.
Also in her speech, Ms. Arroyo reiterated the need to crush the communist insurgency now that its armed wing, the New People’s Army (NPA), is reeling from a series of defeats and the apparent disinterest to lure in more recruits.
She said that extending the term of Armed Forces Chief of Staff Gen. Hermogenes Esperon for another three months was intended to keep the momentum against the NPA. “We have to stop this ideological nonsense, once and for all,” she said, adding that the government is still determined to finish the decades-old insurgency before her term ends in 2010.

Mindanao is always a recipient of many grants and aids in various forms targeted mainly for peace and development. This assistance from foreign donor countries never ceases to amaze me because of the magnitude of the impact in the community where they are being implemented. I had seen micro –cottage businesses grow, women become successful entrepreneurs, high school students honing their computer and information technology skills, business chambers strengthened; transport and port facilities being improved in the Autonomous Regions of Muslim Mindanao.
There is a new program that caught my interest and it is aptly called Enterprise Challenge Fund (ECF). Australia Aid will provide $20 million over six years for the Pacific and Southeast Asia. In the Philippines, the program will be implemented all over Mindanao and I would like to think that the island was chosen as a focused area, more than the Visayas and Luzon because the need for such program is greater in the region.
The fund is meant to provide support to private sector businesses that cannot access the regular funds – banks, loans, etc. Unlike other grants that supports non- profit organizations and entities; ECF is very clear that it will only help companies that are operating for profit. Because of this, I thought that ECF is a loan given at no interest cost with long paying period. But surprisingly it is a grant which many of us in business find surprising. But not any business entity can have access to it – this is where the challenge lies. Business persons have to crack their heads and think of a commercial activity that will reduce poverty ,create sustainable employment, and have positive multiplier effects in the community.
This is not all – another challenge which needs to be hurdled is that this business must be “ high risks” or one which banks and other financial institutions will not gladly lend or give you credit to start the business. ECF grants for business projects is from $100,000 to $1.5 million.
Mindanao stands to benefit from this challenging fund since there are a hundred innovative business activities that can be done, but cannot be funded by the regular channels of credit because of the high risk factor. ECF should motivate businesses to really seriously think on how they can have a perfect mix and balance between profitability and social consciousness.

Mindanao stands to gain so much from the election of Davao City First District Rep. Prospero Nograles as the new Speaker of the House. We can now expect the Mindanao agenda to be one of the priorities and perhaps, this must be the time we have all been waiting for – to have a true Mindanaoan bring our voices in the halls of power. I had encountered many powerful figures who would claim that they are from Mindanao and I find this always odd. Because they don’t even live here nor do they visit us regularly so that they will know what is going around and what needs to be done. Cong. Nograles is one politician that I often see move around Davao City, talking to the people and touching base with the community. Even his son, Karlo, is all over their district doing a hundred or more projects from infrastructure to training skills and ensuring that service is their primordial goal.

The newly elected head of the Philippine Chamber of Commerce and Industry (PCCI) vice president for Mindanao Chambers of Commerce, Elena Hao, has just finished their planning session for the chambers of South Mindanao which included Gen Santos City, Sultan Kudarat, Tacurong, Saranggani; where they drew the regional plans for 2008. This will be a series of planning sessions; from the central, western, eastern and northern parts of the region. All of the outputs will be consolidated in the Mindanao Business Agenda for 2008-2009.

I had just arrived from Sydney, Australia where I signed an Educational Partnership Agreement with TAFE NSW Southwestern Sydney Institute which will allow the delivery of Australian Certificate 111 Hospitality (Commercial Cookery) in my school, JIB College of Business and Tourism on June 2008. Mindanao will now have access to global certification without going to Australia and spending huge amount of overseas tuition fees and accommodations. Education is an investment for the future and so this would be welcome news to all of us in the island.

FOR the mining firms whose operations in the countryside are vulnerable to armed attacks, President Arroyo’s directive for the creation of an “investment defense force” against insurgents is a welcome relief.
For the call-center industry, however, the move will do little to improve the perception of Mindanao as a safe investment haven, and might even scare away foreign investors if the initiative will result in more military presence.
Benjamin Philip Romualdez, Chamber of Mines president, said in a statement that the President’s order is a positive response to the industry’s appeals and concerns as articulated in various letters to the Department of Environment and Natural Resources (DENR), stressing the importance of maintaining peace and order in the countryside to ensure the continued growth of the minerals sector.
The mining and quarrying sector in 2007, he said, contributed P99.24 billion to the country’s gross domestic product (GDP) and an estimated $2.1 billion in export receipts.
The sector also poured in P13 billion in tax revenues to the government coffers, while attracting $1.4 billion in capital investments last year.
“The government stands to reap substantial benefits from the mining sector in view of its contribution to capital formation and its multiplier effects on community development,” Romualdez said.
The President announced creation of the investment defense force to safeguard mining, power and vital infrastructure facilities against attacks by armed groups during the Peace and Security Summit in Tagum City, Davao del Norte Monday.

“Because we can see the NPA impedes progress in many investment areas here in Mindanao, because many investments are in the countryside and rural areas, I will instruct the Armed Forces to form an investment defense force,” she told the summit.
There is still no guideline for the creation of the investment defense force, although President Arroyo said there is already a task force in the DENR that protects power assets, and the military will contribute to that.
“But there are other infrastructures to be identified by the peace and order councils of Mindanao, where we need more than the usual police action, where we actually need a bigger hand, a protective shield in order to protect investments in Mindanao. It’s very important that the investors feel confident to be in Mindanao,” the President said.
She cited the hesitance of call centers, for instance, as a case of how investments have been slow in coming to Mindanao.
“There are call centers in Davao, but there should be more. But many of the clients of the call centers are still hesitant to make their call centers located even in Davao. And, therefore, that shows there is that perception that investments may not be safe from the NPAs and terrorists and the rebels. And that’s why we need to have these investment defense force,” she added.
But the Contact Center Association of the Philippines (CCAP) said increasing the capability of the local police, including the mobile units, for more visibility is better than fielding military units in the commercial centers.
“The foreign investors, and even us Filipinos, will just get more scared if there is heightened military presence in an area. Actually, the foreigners were already asking a lot when the government fielded military personnel in the shopping malls,” Jojo Uligan, CCAP executive director, told the BusinessMirror.
Also, Uligan said the government should instead seek the help of the media in stopping the reference to Mindanao every time there is a bloody conflict in isolated places like Basilan.
He said areas such as Davao, Cagayan de Oro and General Santos, which have huge potential as outsourcing hubs and are getting strong interests from outsourcing investors, are still feared because of their association with the Mindanao region that in turn is often reported to have peace and order problems.
In fact, Davao has zero crime rate, good educational institutions and supportive local government, and it should be getting a bigger share of investments, he said.

FOR the mining firms whose operations in the countryside are vulnerable to armed attacks, President Arroyo’s directive for the creation of an “investment defense force” against insurgents is a welcome relief.
For the call-center industry, however, the move will do little to improve the perception of Mindanao as a safe investment haven, and might even scare away foreign investors if the initiative will result in more military presence.
Benjamin Philip Romualdez, Chamber of Mines president, said in a statement that the President’s order is a positive response to the industry’s appeals and concerns as articulated in various letters to the Department of Environment and Natural Resources (DENR), stressing the importance of maintaining peace and order in the countryside to ensure the continued growth of the minerals sector.
The mining and quarrying sector in 2007, he said, contributed P99.24 billion to the country’s gross domestic product (GDP) and an estimated $2.1 billion in export receipts.
The sector also poured in P13 billion in tax revenues to the government coffers, while attracting $1.4 billion in capital investments last year.
“The government stands to reap substantial benefits from the mining sector in view of its contribution to capital formation and its multiplier effects on community development,” Romualdez said.
The President announced creation of the investment defense force to safeguard mining, power and vital infrastructure facilities against attacks by armed groups during the Peace and Security Summit in Tagum City, Davao del Norte Monday.

Be careful with your loaded question re: "being sensitive" because it's not me being sensitive, it's a show of concern to my city for it's effort at projecting a good image inside and outside of the country. Sun.Star: DAVAO CITY - Eleven towns in Mindanao considered with global environmental significance are now being readied for funding under the World Bank's Global Environmental Facility (GEF).
The GEF is a $7 million grant assistance from the World Bank to complement the Natural Resources Management (NRM) component of the Department of Agriculture-Mindanao Rural Development Program (DA-MRDP).
The 11 identified sites are from the three regions of the island: Region 9, Autonomous Region in Muslim Mindanao (Armm) and Caraga.
Of the 11 towns, seven are in Region 9: Olutanga, Mabuhay, and Talusan in Zamboanga Sibugay; Vencinzo Sagun and Margosatubig in Zamboanga del Sur; and Sibutad and Rizal in Zamboanga del Norte.
In Caraga Region, Marihatag and San Agustin both in Surigao del Sur are the ones included.
Two towns were also identified in Armm, namely Lamitan in Basilan and Datu Blah in Shariff Kabunsuan.
The areas were identified based on the global significance criteria that include biodiversity significance, presence of globally significant species (Dugong, marine turtles, mantra rays, giant clams, whale sharks, sea cucumbers, and other unique important organisms).
The criteria also include the interdependence and social inclusion such as poverty incidence and presence of indigenous peoples.
Gilbert Braganza, NRM consultant, said that GEF assistance for MRDP aims to conserve global and marine biodiversity of global significance through co-management of critical marine habitats and better resources management practices.
Braganza added that the GEF project will build on and scale up on the achievements of the Coastal Marine and Biodiversity Conservation implemented during the Phase 1 of MRDP.
Conservation efforts will also include the interconnectivity of the upland, the low land, and the coastal areas since the activities in the upland have downstream effects to the lowland harvest and the coastal and seawater produce.
"The project will also involve mainstreaming of biodiversity conservation in local and national policies. As we (stakeholders) go forward we want the development plans reflects sustainable environmental management," said Samuel Wedderburn of GEF coordination team.
With this, the project will also look into local policy development and strengthening partnerships in community monitoring and enforcement of natural resources regulations. - Sun.Star

SPEAKER Prospero Nograles vowed to pursue the plan of establishing a Mindanao Railway System, a project that has long been talked about but never pushed through.
In a press conference yesterday at Nanay Bebeng Restaurant, Nograles said the clamor to build the project has escalated over the years as all the legislators of Mindanao have signed a resolution urging President Gloria Macapagal-Arroyo to support the project.
He said the President already has a copy of the resolution.
Nograles said the Mindanao legislators will meet with representatives of the Mindanao Economic Development Council in April in the city to discuss the proposal.
During the event, Nograles said the council will explain to the participants the issues concerning the proposal and possible ways of implementing it. He added that another issue to be discussed will be on who should undertake the feasibility study of the project.
Nograles, however, was certain that the project would be foreign-funded. “If they can do it in North Railway and in the South Railway we can do it in Mindanao. Hindi na ako papayag na may iba pang railway na magawa sa ibang lugar except in Mindanao (I can’t allow for any railway to be done in other places except in Mindanao),” he said.
Nograles said he could not promise that the railway project would be done during his two-year term as fourth top official of the country, but vowed to use his power and connections for its realization.
He also assured that he will double his annual development fund which he could use to implement more projects for Mindanao. At present, he has P70 million for the fund.

ZAMBOANGA CITY—The Canadian International Development Agency (Cida) has committed to support plans to unleash the full potential of the seaweed industry in the Southern Philippines, specifically in the province of Tawi-Tawi.
Cida second secretary Joseph Goodings made the announcement at a forum held Tuesday in this city during which the Philippine Development Assistance Program (Pdap) presented the Sitangkai Seaweed Master Plan.
Goodings said the Canadian government is looking forward to assist the local government of Tawi-Tawi and the private sector through the Pdap in implementing the master plan.
Pdap, with funds from Cida, is on the forefront of efforts to further develop the seaweed industry in Sitangkai through Cida’s PRIME project, or the Promoting Rural Industries and Market, Enhancement Program.
Goodings said Cida has 5 million Canadian dollars (P203.42 million) for the whole PRIME program, including the seaweed project.
He said P10 million (245,788 Canadian dollars) is allocated for the seaweed industry throughout the Visayas and Mindanao regions.
“Our goal is to reduce poverty and to bring in development,” he said.
Sitangkai, which has a vast shallow reef measuring 60,000 hectares, is one of the 10 municipalities of Tawi-Tawi located in the southern tip of the country.
Pdap executive director Jerry Pacturan said the master plan calls for the increase of seaweed-production areas in Sitangkai from 2,500 hectares to as much as 10,000 hectares by 2010.
Pacturan said the master plan also aims to increase Sitangkai’s seaweed production from 3,000 metric tons monthly to 27,000 metric tons and increase in average annual farm income from P60,000 to P300,000.
He said the master plan is centered on Sitangkai as this municipality in Tawi-Tawi is the single- biggest source of seaweeds in the country, accounting for half of the country’s 97,000-metric-ton annual production.
Sitangkai is dubbed as the seaweed capital of the country for having such capability of producing half of the country’s annual production of seaweed.
“We are confident that with this support from our donor friend, we will be able to fast-track the implementation of the Sitangkai Seaweed Master Plan, and we will sooner realize the benefits of the plan to Sitangkai’s seaweed farmers,” Pacturan said.
He said the master plan will pave the way for the consolidation of efforts of all stakeholders involved in Sitangkai’s seaweed industry, including the farmers, traders, government agencies, donor agencies and the private sector.
He said the prospects of the seaweed industry are bright because of the growing international demand for seaweed, which is processed to produce carageenan, a major component in the manufacturing of food products such as gelatin.
Carageenan is also used in the manufacturing of toothpaste and is likewise used in the pharmaceutical industry for coating medicine.
Pacturan said since seaweed can only grow in clean water which Sitangkai has, the town enjoys a comparative advantage over other areas in the country and is in a unique position to take advantage of the growing global demand for carageenan.

GENERAL SANTOS CITY — Investors’ confidence in Central Mindanao showed robust growth last year despite the volatile peace and order condition. Many deadly explosions hit various parts of the region in past years, particularly in the key cities of Cotabato, Koronadal, Tacurong, Kidapawan and General Santos.
Data processed by the regional Department of Trade and Industry (DTI) office showed on Thursday that investments in Central Mindanao grew 72% year-on-year, or from P4.63 billion in 2006 to P7.98 billion in 2007.
Domestic investments outweighed foreign investments, with the former contributing P5.38 billion last year to the total investment figure, up 21% from P4.5 billion in 2006. Domestic investments in 2007 exceeded the target of P3.4 billion or by 58%.

Guiamadel, regional Trade department chief, said that Board of Investments (BoI)-registered projects last year, mainly in this city and South Cotabato province, generated investments worth P2.58 billion. Companies registered with the board include those into the processing of marine products and cold storage facilities, fruit and meat processing, mining and medical transcription, he added.
As to Board of Investments-registered firms, projects opened in South Cotabato posted the biggest investment at P2.29 billion, followed by General Santos at P277.40 million and Sarangani province with P15 million, Mr. Guimadel said.
"The presence of a BoI staff in the region helped expedite the evaluation and processing of projects not to mention the investment promotional activities undertaken [by our office]," Mr. Guiamadel said.
Domestic investments (P5.38 billion), meantime, from micro, small and medium and large enterprises were highest in General Santos City at P2.8 billion, P889 million in North Cotabato, P614 million in Cotabato City, P455 million in South Cotabato, P434 million in Sultan Kudarat and P182 million in Sarangani.

Thanks for the link, I will have to explore this further as I also notice I can listen to Radio Mindanao Network through the website your posted link leads to. It appears your AM stations there use 9Khz spacing ? I believe the UK also uses 9Khz spacing. Here in the USA AM stations are spaced evenly at 10 Khz spacing on the dial.

I believe I erad some of your stations are now transmitting in " HD " ? The beauty pageant will be held at the Araneta Coliseum in Quezon City on March 8.
Out of 500 aspirants, only 24 were chosen, among them Garidan, a native of

Garidan said she filed her candidacy through the internet.
“I was surprised when the organizers called and informed me that I am now an official candidate for Binibining Pilipinas 2008,” she said.
This is the second time that North Cotabato has a representative in the national beauty pageant.
Last year, Nadia Lee Chien Dela Cruz Shami of Midsayap, North Cotabato was proclaimed Binibining Pilipinas International.

Davao City (20 February) -- The Department of Agriculture (DA) said that while Mindanao remain "free from bird-flu", DA will have to be vigilant in supporting the government' effort to be free from this bird disease.
Department of Agriculture XI head for poultry and livestock Dr. Rafael Mercado said the Task Force created by the government to address and handle activities for the prevention of the entry of birds flu remain vigilant in enforcing laws to prevent entry of said the disease.
Migratory bird is one of the causes for the spread of this disease, Dr. Mercado said.
Among the identified areas in Mindanao that are closely being watched include: Liguasan Marsh in Maguindanao; Agusan Marsh; La Paz in Carmen; Malalag, Davao del Sur; and Banay-Banay in Davao oriental.
He said that in a laboratory assessment of the Philippine Animal Health center on poultry and other fowl in Mindanao, the result of the screening of fecal, cloasal and oral swabs among chicken and other fowls are negative.
He said about 3,000 samples collected throughout the country including those from Mindanao showed negative of H5+1 or the basic agent of the bird flu virus.
However, despite its negative result, the task force on the prevention and control of bird-flu remain alert and our monitoring should not slow down, he said.
Mindanao is a bird-flu free island but there are still other ways for the spread of this virus that's why our task force remain vigilant in our campaign, he said.
Dr. Mercado explained that the virus could be carried by human coming from a country infected with the virus or through smuggled poultry and other similar products from a foreign country where the virus is prevalent. (PIA) [top]

DAVAO CITY — A major news item here last week was a call by regional leaders for the central government to proceed with the Mindanao Railway System proposed during the time of President Fidel V. Ramos. The call was supported by new Speaker Prospero C. Nograles.
Documents prepared in the mid- to late-’90s, however, showed a Mindanao railway was not feasible. Just one section of the project alone covering the Iligan-Cagayan de Oro-Malaybalay-North Cotabato-Davao route will cost P46 billion, or a little less than $2 billion based on the then prevailing peso-dollar exchange rate. The two other sections will connect Zamboanga to Iligan and Iligan to Davao via Cotabato.
The Davao-Cagayan de Oro-Iligan section’s pre-feasibility study concluded that while the project’s economic rate of return was acceptable at that time, the financial rate of return was too low for an investor to realize a net income. Government planners suggested a better option was to pursue an infrastructure program costing less than $2 billion. Such program could cover the entire island.
A Saudi financier who visited this city last year made a practical suggestion: If Mindanaoans really wanted a railway system, the local government units should co-finance it, or, in short, be prepared for the financial risks. Still, that remark makes the Mindanao railway project a long shot considering the best section in the planned system will only pass through five provinces.
Assuming the 1995 pre-feasibility cost estimates remain constant, even at only 25% share in the Davao-Iligan railway project’s equity, the cost for the local governments would be a staggering $500 million. Where would that kind of money come from and for how long will the trains be running before they turn into junks?
But then, discussions on the project during the mid-’90s mentioned the Mindanao railway system was not feasible "in the next 10 years," which had already passed. While the chance of getting better results at this time is slim, a second look at the project through a reasonably priced study may be worth the effort.

The De Venecia-Lozada exposé in the Senate may have jolted millions of Filipinos, but major protest actions are not expected within the near term — at least in this city. It has nothing to do with a local church leadership allegedly close to the First Family.
Incidentally, the President was here getting support through prayers and blessings from Davao’s church leaders during Jun Lozada’s first testimony at the Senate narrating his abduction and exposing corruption in the messy National Broadband Network (NBN) project.
Interviews conducted at random indicated local residents would rather leave the issue for national leaders and civil society in the National Capital Region to decide. Previous political upheavals that started in Metro Manila have not significantly affected Mindanao’s economy anyway.
National leaders’ biases favoring the northern regions remain, despite two successful people power revolts, even as the Mindanaons frontier spirit, one characterized by self-reliance, gets even stronger. That Mindanao could stand on its own with its resources is becoming more obvious at this point.
This does not mean, however, that Mindanaoans are passive on the charges hurled against the Arroyo administration. In general, businessmen and people on the streets with whom I have talked with believe that the offenses were committed and that specific personalities involved should be identified and charged in court.

Irregularities in the government, not in the same magnitude as the NBN-ZTE allegations, are happening all over. Political appointees out to recover their election contributions make money with the help of agency crooks adept in skirting state rules and regulations.
In many cases, government officials abuse their authority extorting money from suppliers yet complaints were never filed before the proper agencies. A couple of acquaintances new to transacting with the government once told me their stories. One, a balikbayan who’s a close relative of a popular and influential politician in this city, expressed disappointment over "gifts" requested from him by regional officials of a national agency after he won a supply contract.
The gifts demanded came close to a third of the contract amount wiping out his profit. Apparently, the officials did not know who his cousin was. But he never namedropped for he knew his cousin would be mad at him for doing business with a government agency.
A neighbor also said he was surprised to receive a call from an assistant of a local executive in Central Mindanao asking for a pickup truck and some cash after he sealed a deal for two garbage trucks worth millions of pesos. He knew he would lose money but gave in since he was promised future supply contracts.

for approval in BIMP-Eaga meeting

DAVAO CITY—The tourism and air transport sectors of the East Asean Growth Area (Eaga) will meet here to smoothen out tourism promotion and tour packages and increase air travel within the four member-countries.
In the meeting, two Mindanao and one Palawan destinations were expected to be approved for additional air routes within the Brunei Darussalam-Indonesia-Malaysia-the Philippines (BIMP-Eaga) to increase movement of people and travelers within the subregional grouping.
The meeting will take place at the Marco Polo Hotel here over the weekend, according to the Minda-nao Economic Development Council (Medco), the Philippine secretariat in the BIMP-Eaga.
Art Boncato, former president of the Davao Tourism Association, said the meeting would be crucial in forging a unified vision at how they would help the subregion expand and promote it as a single tourism destination.
The Medco said it would expect 30 major officials and prime moves in tourism and air transport in the four countries, and would be composed of airline executives, general sales and travel agents, tour operators and marketing teams, as well as donor organizations.
Mary Ann Montemayor, chairman of the BIMP-Eaga Tourism Council, said the meeting will attempt to find unique tour packages and destinations from what was actually almost common to all the member-countries of the BIMP-Eaga.
“Every nation has beaches and nature parks, but we would look at complementing destinations to avoid competition. We would market the subregion as a single destination but with varied offerings for varied interests of tourists and travelers,” Montemayor told an earlier news briefing here.
She said that Davao City, for instance, may offer its night life that is more vibrant than the other cities in the BIMP. The city has been the favorite venue of many BIMP-Eaga meetings in the past due to its night life. But Montemayor said, “We would package the city as family destination of healthy night life,” citing multi- entertainment destinations like the Matina Town Square and the Venue, hangouts even of families.
The Medco said that the two-day “convergence meeting” aims to come up with a list “of joint programs and projects that will make Eagaroutes more viable and come up with an appropriate tourism brand for BIMP-Eaga as basis for marketing and promotions.”
The airline sector would meet on Friday ahead of the convergence meeting “to discuss updates and action status on the results of the 1st BIMP-Eaga Airlines Forum in June last year,” which approved fifth freedom rights to airline companies. The traffic rights grant airlines to deliver passengers to another country and pick up passengers there for another flight to another country.
A memorandum of understanding on the expansion of air linkages was signed in January last year among the four countries.
BIMP officials said they believed that the landmark agreement made by the transport cluster was “expected to pave the way for the accelerated implementation of the Asean ‘open- skies’ policy.
The meeting would also hope to get the commitment of the airline companies “to serve Eaga routes, including other business opportunities in BIMP-Eaga’s aviation market.”
The BIMP-Eaga has five existing air routes: the Kota Kinabalu-Bandar Seri Begawan, served by Royal Brunei Airlines and Malaysian Airlines; Bandar Seri Begawan-Kuching, served by Royal Brunei Airlines; Zamboanga-Sandakan served by Asian Spirit; Pontianak-Kuching, served by Batavia Air; and Manado-Davao City, served by Merparti Airlines.
In convergence meeting here over the weekend, the following proposed air routes will be discussed: Kuching- Bandar Seri Begawan-Kota Kinabalu-BSB, to be served by Air Asia; Pontianak-Kuching-Bandar Seri Begawan, to be served by Batavia Air; Davao City-Bandar Seri Begawan, to be served by Pearl Pacific Airways; Puerto Princessa-Kota Kinabalu, to be served by SeaAir; and the Davao-Kota Kinabalu, to be served by Cebu Pacific Air.
Eaga is the largest subregional cooperation in Asia whose natural environment is ideal for tourism development. The subregional grouping has about 1.5 million square kilometers of land and is home to the world’s largest and oldest rain forests (Borneo and Papua), two of the world’s richest marine biodiversity sites which are Sulu and Sulawesi seas, and a string of world heritage sites such as Mount Kinabalu and Tubataha Reefs.
With its rich natural endowments, Eaga offers diverse land and water-based tourist attractions. The tourism sector wishes BIMP-Eaga to be an exotic, premier, single culture, adventure and nature tourism destination in Southeast Asia, according to Medco.
It said, however, Eaga’s tourism potentials remained untapped due to lack of air connectivity, promotion and marketing of destinations.
The meeting here was also the response of the clusters “to the directive during the 4th BIMP-Eaga Leaders’ Summit in Singapore last year to undertake collaborative actions that would ensure sustainability of the existing air routes and establish more new subregional air connections this year.”
The Medco said that the meeting is jointly organized by the German Technical Cooperation, Asian Development Bank, BIMP-Eaga Transport, Infrastructure and ICT Development Cluster, BIMP-Eaga Joint Tourism Development Cluster, Department of Transportation and Communications BIMP-Eaga Business Council, BIMP-EagaTourism Council and the MEDCo Secretariat.

Revisiting the Mindanao railway system

DAVAO CITY — A major news item here last week was a call by regional leaders for the central government to proceed with the Mindanao Railway System proposed during the time of President Fidel V. Ramos. The call was supported by new Speaker Prospero C. Nograles.
Documents prepared in the mid- to late-’90s, however, showed a Mindanao railway was not feasible. Just one section of the project alone covering the Iligan-Cagayan de Oro-Malaybalay-North Cotabato-Davao route will cost P46 billion, or a little less than $2 billion based on the then prevailing peso-dollar exchange rate. The two other sections will connect Zamboanga to Iligan and Iligan to Davao via Cotabato.
The Davao-Cagayan de Oro-Iligan section’s pre-feasibility study concluded that while the project’s economic rate of return was acceptable at that time, the financial rate of return was too low for an investor to realize a net income. Government planners suggested a better option was to pursue an infrastructure program costing less than $2 billion. Such program could cover the entire island.
A Saudi financier who visited this city last year made a practical suggestion: If Mindanaoans really wanted a railway system, the local government units should co-finance it, or, in short, be prepared for the financial risks. Still, that remark makes the Mindanao railway project a long shot considering the best section in the planned system will only pass through five provinces.
Assuming the 1995 pre-feasibility cost estimates remain constant, even at only 25% share in the Davao-Iligan railway project’s equity, the cost for the local governments would be a staggering $500 million. Where would that kind of money come from and for how long will the trains be running before they turn into junks?
But then, discussions on the project during the mid-’90s mentioned the Mindanao railway system was not feasible "in the next 10 years," which had already passed. While the chance of getting better results at this time is slim, a second look at the project through a reasonably priced study may be worth the effort.

KIDAPAWAN CITY (MindaNews/Feb 22) -- North Cotabato's special growth area collectively named PALMA complex is among the 19 finalists in this year's Gawad Galing Pook awards, an annual citation of best practices among the local government units.
PALMA's best practice that made it to the top rating was its road project initiated by mayors from the five towns in the province's first district, the towns of Pigcawayan, Alamada, Libungan, Midsayap, and Aleosan.
The mayors, supported by Cotabato Governor Jesus Sacdalan, banded together and pooled their heavy equipment, personnel and money to repair and construct cheaper farm-to-market roads in their remotest barangays.
Their motto is, "Together, Making Better Lives!"
Sacdalan said he was overwhelmed with joy by the achievement of the PALMA "that despite meager resources, the complex was able to deliver basic services to their people, especially the poor farmers in the countryside".
During his first state-of-the-province address Tuesday, he congratulated PALMA for being a finalist while implementing his key priority programs embodied in SHEEP, an acronym for Social and rural infrastructure, Health and social welfare, Education and environment, Economic empowerment and livelihood and Peace and security.
Sacdalan has committed his administration to continue the programs and projects started by former Governor, and now Vice Governor Manny F. Piñol.
"Our task is to build upon the accomplishments of the province, further enhance the provincial government's service to the people, move further onwards to peace and progress, and ensure a better future for (North) Cotabato as embodied in the our Vision:Cotabato 100," Gov. Sacdalan said in his address.
Among the key programs in the governor's SOPA were the asphalting and rehabilitation of provincial roads, construction of water systems, services, expansion of the provincial government's college scholarship provision of lighting facilities, delivery of basic health and social program, high-value commercial crops development program, livestock dispersal and other livelihood programs, and peace and security efforts of the provincial government.
The Gantimpalang Panglingkod Pook or Gawad Galing Pook was launched in October 21, 1993 as the pioneering awards program on innovation and excellence in local governance. It was a joint initiative of the Department of Interior and Local Government (through its Local Government Academy), the Ford Foundation, and other individual local governance advocates from the academe, civil society, and government.
The Asian Institute of Management anchored the program until the Galing Pook Foundation was established in 1998 and a new foundation secretariat took over in 2001.
A total of 215 local governance programs have been awarded in the annual search for outstanding and trailblazing local governance programs from 1994 to 2005.
Among the award categories is the Outstanding Local Governance Program Award, which is given to each of the top ten (10) program winners. (MindaNews)

DAVAO CITY — At least 30 air transport executives and representatives of tour operators and donor organizations gathered here over the weekend to discuss the opening of five additional air routes within the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA).
The five proposed routes are:
Kuching (in Sarawak, Malaysia)-Bandar Seri Begawan (Brunei)-Kota Kinabalu (Malaysia)-Bandar Seri Begawan to be served by Air Asia;
Pontianak (Indonesia)-Kuching-Bandar Seri Begawan by Batavia Air;
Davao City-Bandar Seri Begawan by Pearl Pacific Airways;
Puerto Princesa-Kota Ki-nabalu by Southeast Asian Airlines (SeaAir); and
Davao-Kota Kinabalu by Cebu Pacific Air.
BIMP-EAGA now has five existing routes, namely:
Kota Kinabalu-Bandar Seri Begawan, served by Royal Brunei Airlines and Malaysian Airlines;
Bandar Seri Begawan-Kuching served by the Royal Brunei Airlines;
Zamboanga-Sandakan served by Asian Spirit;
Pontianak-Kuching served by Batavia Air; and
Manado-Davao City by Merpati Airlines.
Ang Kian Guan, BIMP-EAGA chairman for transport, infrastructure and information technology, said the flights could be at least two times a week, about the same frequency that Merpati Airlines serves Davao and Manado.
"It is also possible that new routes in Zamboanga and Sandakan will be opened," Mr. Ang said in a press conference during a break prior to the group’s workshop proper.
He said that airline executives expect an average of 60 to 70 passengers for each trip.
During the 4th BIMP-EAGA Transport, Infrastructure and ICT Development Cluster Meeting in Puerto Princesa last year, Mr. Ang announced the inclusion of six more airports in the subregion to the list of designated points to be granted fifth freedom traffic rights.
Such right allows an airline to bring cargo and passengers from one country to a third country. The memorandum of understanding on the expansion of air linkages signed in January 2007 also provides no limitation on frequency, capacity and aircraft type.
In the Philippines, the airports in Puerto Princesa, General Santos, Davao and Zamboanga were granted fifth freedom traffic rights.
Commenting on the meeting of representatives of both sectors, Mary Ann Montemayor, chairman of the BIMP-EAGA Tourism Council, said: "We regard it as a turning point where both sectors from hereon can continue to work towards achieving[the] goals of BIMP-EAGA."
With about 1.5 million square kilometers of land, BIMP-EAGA is the largest subregional cooperation in Asia whose natural environment is ideal for tourism development, a briefing paper of the Mindanao Economic Development Council read. — J. B. Escovilla

DAVAO CITY — Nongovernmental group Siad in Mindanao Convergence for Asset Reform and Regional Development is looking into developing "white copra" which is free from aflatoxin, a hazardous mold found in ordinary dried coconut meat.

The new technology uses a Kukum dryer developed by the Palawan Center for Appropriate Technology. Each dryer costs about P200,000 to set up. At present, traders buy the ordinary copra for P27 to P28 a kilogram based on data from the Philippine Coconut Authority (PCA).
He said the concept that it is being perfected by his group is, like other big companies, to buy the whole nut from the farmers at a premium price for them to be able to get a higher price. He said his organization is perfecting a system that will use all the components of the nut into products like its husk for coconut coir, the ash for fertilizer and the nut for oil and other products.
The coconut shell is usually turned into charcoal but Mr. Villarin said there are other products that can be derived. This concept, he added, will lessen the burden of the farmers who will only have to harvest the nuts and sell them to the cooperative.
"They will not have much difficulty [in producing copra] because they will be selling the entire nut."
The plan, he said, is to set up a drying system in each of the municipalities in the Davao Region with a farmers’ cooperative buying from its members.
At present, a milling company has agreed to allow one of its systems for oil production to be used exclusively for white copra whose impurity-free oil derivative is favored by the export market.
Unlike the oil from ordinary copra which is "bleached" to produce a better oil quality, the white copra oil is free of chemicals. The downside to it, Mr. Villarin joked, is that cases of stolen coconuts might increase.
At present, aside from lower price, farmers only get about 30% of the value of the coconut in producing ordinary copra.
"Many of our farmers do not get much from their farms. Our copra industry is very inefficient," he said, pointing out that the drying system is among the problem as it produces aflatoxin.
This developed as the Davao Oriental government has started studying how it could rehabilitate its copra industry. Governor Corazon Malanyaon told BusinessWorld that her agency has started coordinating with the PCA on how the rehabilitation project should be implemented.
The PCA has unveiled a program which will result in the rehabilitation of 12,000 hectares of old coconut farms in the region by the end of the next two years. Under the plan, the agency will provide incentives to farms who will start growing coconut seedlings on their farms.
The incentives will be provided starting from the initial identification of nuts for seedlings until they are about one year old. The Davao Region has about 300,000 hectares of coconut farms with many of them located in Davao Oriental. — Carmelito Q. Francisco

Davao City (28 February) -- Mindanao gets P2 billion from the extended implementation of the Agriculture Competitive Enhancement Fund (ACEF) President Gloria Macapagal Arroyo announced on Wednesday in Davao City during the gathering of the League of Municipalities of the Philippines, Mindanao chapter at the Grand Regal Hotel.
The President signed the extension for the implementation of the law with a total fund of P 6 billion.
"Mindanao will get 30 percent of the fund equivalent to P2 billion," she said.
She said under the super regions two are classified under agri business and these are Northern Luzon and Mindanao.
The ACEF extension, he said aims to help the farmers and agri producers become more productive and competitive for people to improve on their lives. This will also help increase production and high farm yields, an assurance for food security.
The President said agribusiness Mindanao contributes to the strong and growing economy and that the island is the biggest food producer.
She also instructed government line agencies namely the Department of Agriculture, Department of Environment and Natural Resources and the Department of Agriculture to allocate 30 percent of their respective budgets to Mindanao.
President Arroyo on the other hand urged the local government units to use their increased Internal Revenue Allotment to fund projects that help develop the towns and implement projects especially for the poor.
She said of the ten poorest provinces in the country, seven are in Mindanao that is why more focus is given to the island.
The ACEF enacted in 1996 is a funding facility aimed at supporting those whose livelihood depends primarily on agriculture. It enables farmers and fisherfolk, cooperatives and agribusiness entrepreneurs to compete in an extremely competitive and increasingly globalized agriculture market.
Senator Edgardo Angara earlier in his sponsorship speech on the extension of the ACEF at the Senate stressed that the fund was not made fully available until 1999 and RA 8178 mandates that the Fund will have a life of nine years of which ACEF will expire at the end of 2008. He sought the extension of the ACEF's utilization period for another nine years or until 2015.
With the ACEF extension, the Department of Agriculture could implement seven more farm-friendly measures that aims to increase incomes for small farmers and fisherfolk, expand access to rural credit and protect the environment. (PIA) [top]

KORONADAL CITY — Five of the six priority high-value crops in Central Mindanao last year registered growth over 2006, regional Department of Agriculture officials have said.
Reynaldo Lumaque, regional coordinator of the Ginintuang Masaganang Ani High-Value Commercial Crop program, said production of banana, mango, rubber, coffee and pineapple surged 0.3%-22% last year from the 2006 output.
Vegetable production, however, was down from 43,081 metric tons (MT) in 2006 to 36,693 MT last year. "This downtrend can be explained by the closure of some asparagus plantations because their contracts with companies have expired and they did not renew them," Mr. Lumaque explained.
But he added that vegetable production for the region this year may increase with a proposed program by which farmers can avail of financial assistance from the Agriculture department at amounts ranging from P3,000-P30,000 per hectare. "If this special program for vegetables will be approved, we are targeting 500 hectares of new vegetable farms," Mr. Lumaque said.
Pineapple, largely cultivated mainly for Dole Philippines, Inc., posted the highest growth at 22% to 791,851 MT in 2007 from 649,301, data from the Agriculture regional office showed.
Rubber came slightly behind at 21%, yielding 157,134 MT last year from 129,995 in 2006.
Central Mindanao’s rubber production was the second largest in the entire country, next to Zamboanga peninsula which posted yields of 175,054 MT last year.
The nation’s rubber production in 2007 stood at 404,070 MT.
Also posting significant growth last year for Central Mindanao was mango, with a production of 51,152 MT last year, up 18% from 43,362 MT in 2006.
Banana production in the region last year was pegged at 934,192 MT, an increase of 12% from 830,822 the previous year.
Coffee posted slight growth of only 0.3% from 27,047 MT in 2006 to 27,123 MT last year, with Mr. Lumaque explaining this was brought about by the aging of coffee plants that need to be replaced.
"Essentially, it was a good year for the region last year. We hope to further increase production volume this year on high value commercial crops," Abusama M. Alid, Agriculture’s regional director, said.
The regional office of the Agriculture department now expects growth of priority high value commercial crops to come in between 4%-12% this year, Mr. Lumaque said.
This year, mango production is projected to grow by 12% to 57,290 MT from 51,152 MT last year; rubber is seen to increase by 11% to 174,419 MT from 157,134 MT; banana by 7.6% to 1.005 million MT from 934,192 MT; pineapple by 6% to 839,362 MT from 791,851 MT; vegetables by 5% to 38,525 MT from 36,693 MT; and coffee by 4% to 28,208 MT from 27,123 MT. — Romer S. DAVAO CITY — The vice-chairman of the regional development council in the Davao Region expects the feasibility study for a Davao Region railway system to be finished this year.
Nicasio Angelo Agustin, also regional director of the National Economic and Development Authority, said the Davao Integrated Development Program (DIDP) was tasked to commission the feasibility study for a 100 kilometer-long railway system that will connect Davao del Sur, passing by Davao City, to Davao del Norte.
The Davao railway system was proposed in late ’90s by a Japanese consultant who drafted a long-term infrastructure program for the region which also includes a bridge connecting this city to the Island Garden City of Samal. DIDP is a development strategy to be executed by the local governments of Davao City and the provinces of Davao, Davao del Sur and Davao Oriental.
Davao del Norte Governor Rodolfo del Rosario heads the program. "Hopefully the feasibility study will finish [sic] in one year and we can start the process of evaluation next year," he said, adding that evaluation of the project could take one to four years.
Financing
Mr. Agustin said a Chinese company has already informed the council of its interest to bankroll the project, but the body has yet to decide what financing scheme to follow, whether build-operate-transfer, joint venture, or primarily private investment.
DIDP signed on Dec. 19 last year a memorandum of agreement with the Mindanao Business Council and the MCC Capital, a London-based financing agency, to conduct the feasibility study.
Earlier, House Speaker Prospero C. Nograles said the Mindanao railway system, a separate project, will be one of his priority projects, adding that while he could not guarantee the ambitious project will be realized, "I will give it my best shot." He said Mindanao representatives had signed a resolution to make the system a priority.
While the Davao railways system was proposed by Japanese consultants in late ’90s, the Mindanao railway system was proposed by Mindanao leaders in early ’90s.
During the 15th Senior Officials Meeting of the Brunei-Indonesia-Malaysia-Philippines East ASEAN Growth Area (EAGA) in October of last year, Faisal Kasim, MCC chief executive officer, discussed the project with the BIMP-EAGA Business Council Chairman Antonio R. Santos, Jr. and Mindanao Business Council Chairman Vicente T. Lao.
Mr. Kasim, Mr. Santos said, had proposed a joint-venture arrangement despite Davao businessmen’s preference for a built-operate-transfer scheme. Under Mr. Kasim’s proposal, local government units hosting and benefitting from the project will shoulder 60% of costs to build the railway system, while MCC will pay for the remaining 40%. — J. B. that pic, i hope somebody gets to recognize. the church is surrounded by hills. another clue, is the name, virgin of the grotto.
evidently it is made of wood, chances are it could have been replaced with a more permanent one. one popular method of construction before was asbetos board or drywall cladding.

Most churches in northern part of Mindanao are built of stone e.g. Jasaan CHurch which was built by the Jesuits a long time ago, Cotta Shrine in Ozamiz. Stone chruches take longer time to build. Maybe if the photo is indeed in Mindanao, it could be in the southern part where there is presence of moslems that they built it fast by using wood instead of stone. Otherwise, they could be prone to attacks.
