The airport is one of the busiest in Mindanao, especially considering its classification. The airport is classified as a secondary airport by the Air Transportation Office (ATO), a body of the Department of Transportation and Communications (DOTC) that is responsible for the operations of not only this airport but also of all other airports in the Philippines except the major international airports. In 2005, the airport handled 75,751 passengers. Its passenger traffic has grown at least 52% from year 2000 statistical figures with an average annual growth rate of around 10.4%.[1] Airlines The following airlines serve Dipolog Airport: Cebu Pacific (Manila) Philippine Airlines (Manila) Former airlines Aerolift Philippines Asian Spirit The airport has one terminal and a 150-meter by 100-meter apron. The apron is capable of supporting two Airbus A320s and three large general aviation planes simultaneously. There are also plans to expand the apron to accommodate bigger aircraft. The terminal building, which originally had a capacity of 170 passengers, now has a seating capacity of 300 passengers due to new flights offered by Cebu Pacific. The terminal houses a metal detector and an X-ray machine for fast security check-in of passengers and their baggage. Other structures The airport also has a modern control tower, a Category V fire station with 4 firetrucks and a new parking area complex near the Miss Universe Garden. The new parking area would have a capacity of 100 vehicles when completed by the end of the year. The old parking area, which had a capacity of ninety vehicles, was partially converted into an airport security buffer zone, to address probable terrorist threats. Forty slots of the old parking area was made part of the new parking area. The city government is expanding again the parking area to accommodate the additional passenger traffic towards the vicinity of the Miss Universe Garden. There is also a mini-garden at the runway side of the terminal that contains a grotto. Airport Master Plan Third Airport Development Project The Dipolog Airport upgrading project was part of The 1997 Third Airport Development Project, a six-airport package which was supposed to be funded by the Asian Development Bank (ADB), the European Investment Bank (EIB), and the Philippine government with its counterpart fund[4]. However, the Philippine government failed to provide on the counterpart fund for the $93 million project. The ADB loan was cancelled effective May 31, 2003[5]. Scope of Work Designs for rehabilitation and upgrading were undertaken by COWI-NACO JV, with three local sub-consultants: TransAsia, Basic Team and COWI Philippines. The scope of works included: 1. Runway rehabilitation, extension and widening, and improvements of taxiways and aprons 2. Grading of safety areas adjacent to the runway 3. Construction of proper fencing between airside and landside areas 4. Installation of x-ray equipment 5. Upgrading of terminal and construction of new cargo building and other support facilities to increase service levels to handle forecast traffic for year 2010 6. Installation of runway, approach lights and navigational aids in order to meet the international ICAO safety and security standards 7. Expansion of utility facilities such as water supply and sewage treatment and 8. Improvements of landside parking facilities. As of April 2007, only items number one, two, five, six, and seven were not yet implemented due to huge budgetary requirements. Southern Philippines Airport Development Project DOTC repackaged the project in 2005 into the Southern Philippines Airport Development Project for funding. By 2006, ADB reconsidered Dipolog Airport as one of only three of the six airport projects to be considered for funding based on the request of airline companies operating on the approved airports[7], commercial viability, and passenger traffic[8]. Bidding will be conducted on March 27, 2008 and construction of the project begins on May 2008 with duration of 300 days. This is part of the Airport Master Plan submitted to ADB for funding. When totally completed, the runway will have a length of 2,700 meters x 45 meters. Currently, the runway stands at 2,110 meters x 30. With this expansion, the runway will extend up to Camp Hamac in Sicayab and can accommodate technically Airbus 340/330 or Boeing 747s. It will have a turn-around pad similar to that of Davao International Airport. This is definitely bigger than Zamboanga International. However, serving 340/330 or 747 is another matter. This will be implemented in May 2008. Note that the total cost of the Airport Master Plan is more than 700 Million, and this is only the runway component. I'm not sure though if the amount covers the entire length. In simple terms, only those airports that are economically viable, with capacity to grow, served by at least 2 carriers, and evidence of traffic growth for at least 5 years, shall be funded for massive improvement. Of all the Mindanao secondary airports, only Butuan, Cotabato and Dipolog qualified. So we have this project. But the cost was actually 165 million. note also that 50 million was supposed to be for new terminal building but it was actually a cargo facility which is part of the project component. Read on. He said that PAL management is so surprised with the passenger loads of PAL in the Davao-Manila route. He said that almost all flights are booked solid both ways. PAL has five flights to manila daily two flights are operated by the a330 and a340. the other flights are operated by the a319 and a320. the only reason why pal uses smaller planes in the other 3 flights is that they lack big aircraft. if they had more bigger aircraft at their disposal, then all flights to davao would be serviced by the heavies. PAL was only fielding their A330 to Cebu (in domestic) when their A300 were still in operations... I've been flying to GenSan several times a year with PAL and their A330 is not just half full but almost full. I guess that's why PAL and CEB are operating on a daily basis to GenSan with one (A330, A343 or B744) from PAL and A320 from Cebu Pacific. A330 started service on October 7, 1998 with Davao as first destination. It flew around 5:25AM followed by Cebu at 5:40AM although it landed first on the latter. All A300 was sold by PAL to creditors while remaining leases returned to a European leasing company. I was bound for Zamboanga on board B737-400 then with flight leaving at 6:10. As I can recall only the mindanao cities of Davao, Gensan, Cagayan de Oro, Cotabato, Zamboanga and Dipolog were reopened. Butuan opened after 6 months. Cebu and Davao were surprisingly the Golden Pot of PAL, meaning on per annum average, it has 155% load factor. Don't be confused on that one. It simply means, there are more passengers than PAL could carry. Thats why Cebu Pacific, Air Philippines, and Grand Air have a mayhem on the excess traffic. Other destinations opened were the only profitable market of PAL. Meaning they always operate on the route without incurring any losses year in and year out even on lean season because they charge you with expensive fair. I remember paying P7,000 plus for Zamboanga flight. Today you can have that for roundtrip. But by 2000 aviation traffic was almost standstill with no positive prospect for growth due to the effect of asian financial crisis. Eventually Grand Air was sequestered by creditors, Air Philippines was sold to PAL and Cebu Pacific almost died in 2002 due to rising fuel prices. But few of you knew that. Big J had to infused 200 Million to save the company from financial collapse as it was in the red for 3 consecutive years, and this was the collateral for the Airbus fleet. Anyway, going back, traditionally, folks in Cebu and Davao always want to ride PAL because its bigger and better. But that changed with the arrival of Cebpacs airbuses.Now it can be foretold that what passengers want are better and brand-new planes with lower fares. In 2005, the airfare war began and Cebu Pacific won. By 2007, PAL noticed that passengers wanted better frequency than just 3 biggie flight, taking its cue from cebu pacific. Note that at the beginning of 1998, there was only 2 biggie (a330/340-b744) flight to Davao and 3 going to Cebu. But lets concentrate on Davao, which eventually grew from 3 to 4 but thats it. It can no longer served another biggie without incurring any loss. So to add frequency they dropped the 4th biggie and substitute it with 2 a320.Thats what you have now in Davao. Same approach was adopted in Cebu which has multiple flights. But it was never adopted in Palawan and Gensan.They could have better frequency.Why? The reasons are economics.Cargoes which cannot simply fit in 2 320's. Cargoes are expensive per kilo than per passenger. You do the math. If you are a frequent flyer like I was before, you noticed that the teller would tell you that it is a fully booked flight but there are plenty of vacant seats.Why? To compensate for cargo load. Gensan are not always served by 330/340. It was sometimes served by A320.Why? No substantial passenger and cargo for the day. I remember my friend who went to koronadal for a business meeting complaining a ride on board a320 when i previously knew it was a 330 service.damn, i was dead wrong. Same thing with Palawan. If you dont believed me call its manager or verify at the airport whether PAL always deploy biggies on that route all year round, and they will tell you not all the time.This usually happen during lean months. If there are more cargo 330 is deployed, if there are less, the 340 and if they really require more than that,the 744. And yes Gensan has a lot of passengers that can easily fit 4 daily A320's flight frequencies on peak months but its cargo can't which usually needs to be carried at the same flight in time for connection to Japan at 3PM. And you know what those cargoes are. Canning and Bottling. The latter used to be the realm of premium products considering that glass are more expensive than tin cans. Likewise cost of preparation are expensive too because they extensively require manual labor. As compared to tin cans, cost per can is about 1.20 pesos, excluding profit and distribution cost, while glass packing is around 24 to 26 pesos per glass. As to tin cans, almost all sardines producers are located in Zamboanga City because all the sardines school can be found in sulu, mindanao and celebes seas near the borders of Malaysia, while tuna can be found on the high seas bordering Indonesia. That is why tuna can cheaply be found in Gensan. So with sardines in Zamboanga and herings in Dipolog. All of this business enterprises are established based on economic factors, that is seafood supply. Other difference is that previously, tin cans are for domestic consumption while bottled ones are for export. If we speaks on products available at the airport terminal. You can buy these items at the airport before your scheduled departure. Just like the famous otap of Cebu and durian associated goodies of Davao. I remember watching foreigners, mostly caucasians keeping it in tow by the boxes mind you in addition to their light loads. Maybe because of its cheap price at $ 6 to 8 dollars per box but relatively expensive to the average filipino consumers. I have had one box myself courtesy of my client.Thats why the City was branded as such because it is internationally famous for its bottled product. I dont think Zamboanga International Airport sells sardines at their terminal unlike that of Dipolog. The last time I was there, I could find none to bring back home. Perhaps you can easily find it in the shelves of SM or Robinson way back in Manila but not bottled sardines. It was just lately that they were made available for domestic consumption. Definitely you can find durian products in Davao airport as well as bottled sardines at Dipolog Airport. You can clearly see the new laid concrete making it 45 meters wide. And they have extended the threshold of runway 02 by 10 meters. The new PAPI lights were now also installed replacing the VASI. It used to be only two for visuals. now you can see the international standard for ILS approaches. The second phase slated this June are for extension purposes. Like the boulevard project, I did not realized that it is now that long and still going. The bank said it had cut off funding for the Third Airports Development Project in 2005, saying almost none of its targets were met. “ There was an overall lack of good governance, although no direct allegations of corruption were reported,” the bank said, noting that land acquisition and resettlement were completed four years behind schedule. Consultants for the project were expected to be fielded as early as 1998, but were not mobilized until early 2000, the bank said. “ The main causes of the project’s failure were the slow progress of land acquisition and resettlement activities, severe delays in recruitment of consultants, and significant civil works and equipment procurement problems,” the report said. The project was supposed to bring major improvements to airports in Puerto Princesa and Cotabato and minor improvements to those in Sanga-Sanga, Dipolog, Butuan, and Pagadian. Of the $167-million budget for the project, only $25.68 million was used, mostly for land acquisition and resettlement, the bank said. The project was supposed to get $114 million in loans from foreign lenders, but only $12.15 million had been disbursed so far. The ADB said the funding to be co-financed by the European Investment Bank was not used. The bank pinned much of the blame on the Transportation Department. “Despite the redesign of some aspects of the project to encourage improved equipment purchase, procurement was unsuccessful, mainly as a result of unprofessional actions by the Department of Transportation and Commun-ication’s pre-qualification bidding and awards committee,” the report said. It noted complaints from some bidders who claimed that information was leaked to favored contractors and suppliers. “The procurement process was lengthy and often flawed. There were several cases where the pre-qualification bidding and awards committee and ADB’s procurement committee had significant differences of opinion on bid evaluation and contract award,” the bank said. The bank had pledged $93 million at market rates, equivalent to nearly a third of its average annual lending to the Philippines of $290 million. The bank said the country’s inadequate domestic airports limit trade and investments. The project would benefit the Philippines , the bank said, but added that it had no plans to resume financing it. Mendoza said delays on the Third Airports Development Project were incurred before the Arroyo administration. Viability "The project was implemented in 1997 and since then major developments have occurred and these developments have had profound impact on the viability of the original project," the DoTC said in a statement. During a meeting last week with Police Regional Office-9 Director Chief Supt. Angelo Sunglao, Mrs. Rose Sunglao and Police Provincial Director Sr. Supt. Cristeto Rey Gonzalodo, Zamboanga del Norte Gov. Rolando Yebes revealed several developments that will make Zamboanga del Norte a tourism center. Yebes disclosed that there are three new hotels under construction in the province -- two in Dipolog City and one in Dapitan City which is a four-star hotel. He said Dipolog City will soon have four flights daily from Manila and other flights that connect other cities in the country. The daily flights from Manila to Dipolog City are from Philippine Airlines (two) and Cebu Pacific (two). Dipolog City is just three hours by boat to Dumaguete City and four hours to Cebu City. Ferries make trips to the two Visayas cities on 24 hours basis. The province will have integrated bus terminal, a golf course and casino that will be constructed early next year. Dipolog City's famous product is the Montano sardines, and the province is the major supplier of sweet mangoes to Cebu City where they are processed to dried mangoes. Durian and mangosteen jams are also produced in Zamboanga del Norte. Is it legal/human/just/civilized to refuse any passenger to check-in if he/she misses the 45-minute check-policy (1 minute late is not acceptrable). And its just not for Dipolog Airport, its valid for all airports in the Philippines. They are also particularly strict on the GO Lite fares because its a promotional fare so you must adhere strictly to its terms. The reason for that policy is that there are others who might want to board it and pay more than what you are paying to them so they are more than ready to delist you for slight breach and charge you afterwards for the rebooking. Even PAL does that on its free flight. If its a regular fare you have, they are more lenient about it. That is pursuant to the Asian open sky agreement to be fully implemented in 2015. DOTC is tasked to designate airport to be open to international asian traffic. So Governor Yebes requested its inclusion in the plan considering the foreign tourist arrival bound for Dapitan. DOTC considered Davao, Zamboanga, Gensan, and Cagayan de Oro as access Areas for Mindanao. The designated airport was submitted to the Asian Ministerial meeting in Cebu. Dipolog will remain as domestic airport for now unless the Koreans and the Chinese will force our government again to open it for them like what they did in Kalibo instead of using Iloilo airport. But that would be asking too much, like what the government of Bohol does to Panglao. Let the foreign tourist and the airlines decide for themselves if they want to. The 700 million is for the butchered 3rd ADB airport project. Since an ADB project is strictly monitored, there is less room for corruption, so it becomes a government funded project. Note that you must distinguished it from foreign funded project like Laguindingan in Cagayan. ADB funding for airports is based on economics, meaning, the construction cost can be paid by terminal and landing fees. Total project cost for Dipolog Airport improvement project is 1.2 Billion. The remaining 500 million will be for the new terminal with aerobridge facility. In Mindanao there were only 3 airports considered, namely Butuan, Cotabato and Dipolog. The recent construction at Dipolog Airport is to make it an international standard airport as envisioned in 1997. It is just implemented now. Expect and expanded terminal, a cargo building and an administration building to rise within the complex within the next 2 years. They will have an ILS facility too on runway 02. I think they will be taken from Cagayan airport when Laguindigan opens. Don't worry about expansion too. There are still plenty of rooms to grow. The runway will extend as far as the road in Camp Hamac in Sicayab. I believe the elementary school will have to be demolished when the improvements reach that far. I told them already about it. They said that the one posted was erroneous. Unfortunately, items published in the PHILGEPS can't be changed. Real descriptions however can be found in the bidding documents. Apparently, there are two items for bidding, one for the runway expansion, and the other runway extension. Both have seawall component and they got messed up. The difference is the contractor requirements and budget. The remaining expansion component cost 55 million, while the extension component cost 170 million. The 27 million were taken from the 170 million to complete the seawall project making it 82 million. The remaining 140 million will be for runway extension and the 3 million for fencing. Why? Because the runway cannot be constructed in the water. A seawall has to be built first and then beach filled with soil to form the runway base foundation before its cemented. I hope we are clear now. I think I have shown you the pictures already on the previous pages. The computation is not based on the current length but on how far the expansion went. Here are the construction breakdown since 1996: expansion 814 meters-done 109 meters-asphalt portion done 765 meters-done expansion and extension 775 meters-on bid total 2,463 meters. I just rounded it up to 2,500. If you wondered where the 40 meters went, its part of the overrun area. Why is that so? Because if you construct beyond it they have to close the road going to Gampis Sicayab. For aviation safety reasons they have to stop there. But DOTC is expanding the old building first, so not much can be expected of it. I was told that when the airport will start serving 6 to 8 jet flights a day, the new terminal will be added and attached to the old one. Right now, the terminal is still under capacity with utilization rate of less than 40%. The problem is it gets congested only when both airlines scheduled their jet aircraft to arrive almost at the same time. After that period, the terminal is deserted. Ideal scenario would be jet flights scheduled at 6,730,9,1030,12,130,3, and 430 as last jet flight with turboprops in between. That is equivalent to 16 commercial flight movements, excluding military and general aviation. From all indications, the airport is long way to go. Right now, what you have is 12 and 130 sked. So 6 more jet flights to go before the new one is needed. Had Ozamis airport not opened you could have 3 daily jet flights and 2 daily prop flights already. But don't worry, the 2nd 5j flight for manila is coming soon. I did remember PAL operating a twice daily B737 flight before. By my calculations, it would not come until 2015, unless of course Nonong will make it happen. Meaning, invites droves of foreign tourist to be able to fill in passengers equivalent to that of Tagbilaran. In the span of two years Tagbilaran airport grew from a single jet flight to 6 daily flights. Remember he did it once before making PAL fly to Dipolog. When PAL flew again in 1999, it serviced only 5 points in Mindanao. All their 4 A320 fly only to Bacolod, Cebu, Iloilo, Tacloban, Davao, and Cagayan de Oro. PAL started introducing A320 in 2002 alternating with B737-300/400. At their previous configuration, a Boeing 737-300 jet has the lowest seat at 132 followed by A320 and B737-400. In single class configuration A320 is the biggest at 180 seats while B737-400 seats 168. Since Dipolog only had one flight, its biggest narrowbody is the 320 which can accommodate 180, and Dipolog had those plenty of time. Today, the regular equipment of PAL is 319 because of Cebu Pacific but sometimes PAL bring in the 320 because it carried 30 more passengers. Cebu Pacific also fly 319 as standard for Dipolog but lately they have been using 320 equipment because of passenger and cargo load. That is the reason sometimes when they arrive late due to change of equipment. Thats why I said that additional flight may come soon because the 2 320 can no longer support growing number of traffic. So it will come back again to all 319 only now there will be 3 of them. Also be aware that Dipolog Airport carries a flight restriction because of inadequate runway even if it parades a 2km runway. Therefore it cannot carry a substantially loaded 737 or 320 out. Remember, both PAL and CEB carries plenty of fuel for its turnaround flight unlike any other domestic point because the airport had no refueling station. All their 4 A320 fly only to Bacolod, Cebu, Iloilo, Tacloban, Davao, and Cagayan de Oro. PAL started introducing A320 in 2002 alternating with B737-300/400. At their previous configuration, a Boeing 737-300 jet has the lowest seat at 132 followed by A320 and B737-400. In single class configuration A320 is the biggest at 180 seats while B737-400 seats 168. Since Dipolog only had one flight, its biggest narrowbody is the 320 which can accommodate 180, and Dipolog had those plenty of time. Today, the regular equipment of PAL is 319 because of Cebu Pacific but sometimes PAL bring in the 320 because it carried 30 more passengers. Cebu Pacific also fly 319 as standard for Dipolog but lately they have been using 320 equipment because of passenger and cargo load. That is the reason sometimes when they arrive late due to change of equipment. Thats why I said that additional flight may come soon because the 2 320 can no longer support growing number of traffic. So it will come back again to all 319 only now there will be 3 of them. Also be aware that Dipolog Airport carries a flight restriction because of inadequate runway even if it parades a 2km runway. Therefore it cannot carry a substantially loaded 737 or 320 out. Remember, both PAL and CEB carries plenty of fuel for its turnaround flight unlike any other domestic point because the airport had no refueling station. They said that the one posted was erroneous. Unfortunately, items published in the PHILGEPS can't be changed. Real descriptions however can be found in the bidding documents. Apparently, there are two items for bidding, one for the runway expansion, and the other runway extension. Both have seawall component and they got messed up. The difference is the contractor requirements and budget. The remaining expansion component cost 55 million, while the extension component cost 170 million. The 27 million were taken from the 170 million to complete the seawall project making it 82 million. The remaining 140 million will be for runway extension and the 3 million for fencing. Why? Because the runway cannot be constructed in the water. A seawall has to be built first and then beach filled with soil to form the runway base foundation before its cemented. I hope we are clear now. I think I have shown you the pictures already on the previous pages. The computation is not based on the current length but on how far the expansion went. Here are the construction breakdown since 1996: expansion 814 meters-done 109 meters-asphalt portion done 765 meters-done expansion and extension 775 meters-on bid total 2,463 meters. I just rounded it up to 2,500. If you wondered where the 40 meters went, its part of the overrun area. Why is that so? Because if you construct beyond it they have to close the road going to Gampis Sicayab. For aviation safety reasons they have to stop there. Lucky you! March 18,2008 Almost 165 Million pesos was released last month by the National Government to DOTC under the GAA for 2008 for the expansion and widening of Dipolog Airport runway. Construction work include completion of seawall (shore) protection and river bank protection works. Bidding will be conducted on March 27, 2008 and construction of the project begins on May 2008 with duration of 300 days. This is part of the Airport Master Plan submitted to ADB for funding. When totally completed, the runway will have a length of 2,700 meters x 45 meters. Currently, the runway stands at 2,110 meters x 30. With this expansion, the runway will extend up to Camp Hamac in Sicayab and can accommodate technically Airbus 340/330 or Boeing 747s. It will have a turn-around pad similar to that of Davao International Airport. This is definitely bigger than Zamboanga International. However, serving 340/330 or 747 is another matter. This will be implemented in May 2008. Note that the total cost of the Airport Master Plan is more than 700 Million, and this is only the runway component. I hope Sheen can take pictures there. You can actually enter the camp without issues, leave your car at the car park, and take pictures at the runway construction. By the way, the only house left standing there is the residence of the Police Director near the beach. You can easily identify it with guards posting at the patio. But despite the changing of planes, the primary aircraft still deployed for MNL-DPL is an A319. What I'm banking on is the upgrade of MNL-DPL to a route primarily operated by A320s than A319s. Fuel farms are not only expensive, but they are also meant for airports which cannot be reached by planes without refueling (hence why General Santos has one, since the 737s previously deployed there could not return to Manila without stopping in Cebu to refuel), or for major airports like MNL, CEB, DVO and CRK. That's why the new airports in Iloilo and Bacolod also don't have fuel farms, since those airports can be reached from Manila without refueling (and in fact in Iloilo it was quite controversial since there were provisions to add a fuel farm, but the DOTC decided to remove it in order to save P300 million from the cost of construction). The same goes for Dipolog and virtually all the smaller domestic airports, although it's probably because there were no provisions for them when the airports were first built. I have answered the same question in the Bacolod airport thread I think a year ago but for those who are not aware of it here it goes; Normally, an Airbus 319 or 320 carries enough fuel for the trip plus 10% reserves on domestic flights because of economic considerations, that is aviation fuel in Manila cost less than in the provinces. As the theory goes, the nearer you are at the gas refinery, the cheaper your fuel bills. Its the same reason why world airliners are envious of Emirates, Qatar and Gulf air. By the way refinery and depot is not the same thing. What you see in Bataan or Batangas is refinery while what there is in Pandacan Manila or Jimenez in Misamis Occidental is a depot. To give you an idea, the price difference on aviation fuel is 1-2 pesos more in Zamboanga or General Santos as compared to Manila. Its like the price difference on premium gasoline. For those who are not so familiar with aviation gas, its like kerosene you use at home during blackouts. Anyway, going back, as the aircraft carries more fuel into its belly it becomes heavier,and when it carries full passengers, cargo and fuel it needs a certain runway length to land or take-off. Aeronautical Engineers call it MTOW or Maximum Take-off Weight and that is 77,000 kg while its landing weight is pegged at 66,000 kg. Imagine from fuel alone it already carries 29,600 liters that is equivalent to 35,000 kgs at maximum. A loaded A319/320 has no problems with landing or take-off in Manila as its ARFL (Airplane reference field length) is 2,180 meters. It can safely fly General Santos or Zamboanga as well anytime at MTOW. In reality however, that is not always the case and return flight would always be lighter in domestic operations. So why the need for fuel truck like what Ozamiz have? Ozamiz airport have 1,745 meters ASL as compared to Dipolog at 2,000. With everything else equal, airliners can always carry more like passengers or cargo on longer runways. The problem with Ozamiz is the weight restriction that it doesn't have much runway as Dipolog airport does to carry more fuel for return flight because it adds more weight to the plane. Although technically it can, aviation safety regulations says no you cant. Its like following the same argument for A330 in Bacolod airport. If the A319 is loaded with passengers and cargo, it has to cut its weight on fuel to be safely within the landing weight limits at Ozamiz. It will be the same argument for Surigao airport. A 319 can land there but with restrictions. That is why its called a "weight restricted flight". Cebu Pacific 319 is more heavier than PAL because it carries more passenger at 150 as compared to 130 pax. With a restricted fuel load they can't fly back home without refueling. Dipolog airport doesn't have that problem. They can even accommodate A320 how much more the A319. The next big question would probably be why some flights at Ozamiz doesn't need refueling? Well, its because it has less cargo or passengers or both on board from Manila that the airlines have luxury of carrying more fuel for a return flight. That would just cover the renovation of the old terminal building and for them to put the carousel in place. Actually, utilization rate hovers around 15-20% way below the projection as compared to Tagbilaran which has grown exponentially at more than 200% percent. Of course that is not impossible assuming we have plenty of fresh sardines to export to Japan like Gensan have with their fresh Tuna to be carried under the belly. And yes, 5J did fly A319 to Dipolog from Cebu couple of times but the standard equipment there is ATR. My brother was able to ride one of them and he was surrounded by Koreans. It is also common for 5J and PAL to use A320 although standard equipment is A319. Sometimes PAL have extra flight to Manila and sometimes 5J does. Airlines call it special flights because they are not part of the regular schedule. Other than that, its just a daily A319 flight to Manila. I don't know if its happening lately after Ozamiz was opened. Dipolog-Dumaguete route would probably be history. With Roro leaving almost every hour from Dapitan, you'll be in Dumaguete in 4 hours time unlike before your only choice is 4pm departure aboard GP boat. Now you can ride with your car all the way to Manila as early as 4am. The problem with both IPE and XSO (and LLY to an extent) is poor location, as Liloy, Ipil and Siocon are too close to ZAM and DPL respectively to generate enough O-D traffic to sustain any service, as that traffic would normally be split between Zamboanga and Dipolog. dashalvin September 18th, 2009, 08:35 PM Liloy is in midline of Zam and Dpl.
