City Park (at the Museum of Nature and Science) if you want mountains in the background.

The Highlands neighborhood, across the highway, above the Speer Blvd bridge for just city.

And a third idea maybe, while not a spectacular skyline angle, it's just a nice place to be and enjoy city views and the park/river behind you. This one is from the Millenium Bridge in the Central Platte Valley neighborhood.
