Behgjet Pacolli is an albanian billionaire, President and owner of swiss based Mabetex Group (Head Quarters in Lugano), and opposition leader in the Parliament of Republic of Kosovo.

So that would be luxury apartments next to the Swiss Miniature in Melide, it seems.

just media speculation :D the reason why it had so big coverage in the media, is because it included accusations of former president of russia being corrupt... Pacolli was never convicted of anything, and his company came clean..
