For Paris this is considered a poor area. Of course it doesn't look poor because Greater Paris has a GDP per capita twice higher than the average GDP per capita in Western Europe, so a poor area in Greater Paris is better off than many areas in Western Europe.

In 2005 the fiscal income per consumer unit (a single person counts as one consummer unit, a married couple without children count as 1.5 consumer unit, a married couple with two children under 14 count as 2.1 consumer units) was 11,907 euros per year in Saint-Ouen, whereas the fiscal income per consumer unit in Greater Paris on average was 19,402 euros per year, and in the City of Paris proper (the 20 arrondissements) it was 21,800 euros per year. In other words the income in Saint-Ouen, before social transfers such as solidarity minimum income for poor people are taken into account, is only 61% of the average income in Greater Paris. Greater Paris is made up of 1,281 municipalities, and Saint-Ouen is the 20th poorest municipality (the poorest municipality is Clichy-sous-Bois, where the 2005 Paris Riots started, with 8,915 euros per consumer unit, and the richest is Milon-la-Chapelle with 40,902 euros per consumer unit).

In a structural sense, it ends where the built-up area ends. Most of the areas on the map I posted above are built up.

The RER B stop in Saint Remy les Chevreuses at the end of Paris urban area and Saint Remy les Chevreuses is very close to Milon la Chapelle.

Milon-la-Chapelle est une banlieue de Paris tout comme Rixensart est une banlieue de Bruxelles. De riches dirigeants d'entreprises parisiennes vivent à Milon-la-Chapelle et je sais que des séminaires d'entreprise se tiennent le week-end dans certaines propriétés de Milon-la-Chapelle. L'endroit est donc complètement intégré à Paris et à son économie. De plus ce n'est pas "loin" de Paris, c'est à seulement 30 km en voiture du Périphérique, ce qui pour Paris n'est pas très loin.

The Randstad has only 7.6 million inhabitants in 2007, in a territory covering 8,293 km². The urban area of Paris has a population of 10.2 million inhabitants in 2007, in a territory covering only 2,723 km². What is the Randstad doing in this thread anyway?
