FOR WHITE SITE DEVELOPMENT IS NOW OPEN FOR APPLICATION

The Urban Redevelopment Authority (URA) today released the detailed sales conditions for a reserve site at Race Course Road / Rangoon Road for white site development. Developers interested in purchasing the site can now apply to URA for it to be put up for tender.


The site at Race Course Road / Rangoon Road is one of the sites on the Reserve List of the Government Land Sales Programme for the second half of 2006 that was announced by the Ministry of National Development on 15 June 2006.


Land Parcel at Race Course Road / Rangoon Road


The land parcel, which is located directly above the Farrer Park MRT Station, has a site area of about 1.36 ha and a gross plot ratio of 4.2. The site is zoned “White” with a minimum 40% of the maximum permissible gross floor area (GFA) to be allocated for hotel use. The developer can choose to develop the remaining GFA for residential, serviced apartment, retail and other commercial uses. The site can generate a maximum permissible gross floor area of about 57,225 sqm. Details of the land parcel and location plan are given in Annex A-1 & A-2.


The land parcel is located near the Historic District of Little India which is a location popular with tourists and locals. The minimum quantum of hotel use will provide opportunities to meet the demand for hotel accommodation in this area.


Reserve List System


Under the government’s Reserve List system, a site on the Reserve List would only be put up for tender if the developer’s indicated minimum bid price in his application is acceptable to the government.

yes...this site in Little India was amongst the several announced for the 2H2006 GLS programme.

the other sites at Balestier, Tanjong Pagar & Chinatown should be released over the next few months till years end.

Little India is so crowded these days...it could definitely do with another big hotel there.

The Urban Redevelopment Authority (URA) today announced that hospital use will be allowed at the reserve site at Race Course Road / Rangoon Road.

The site at Race Course Road / Rangoon Road, which is located directly above the Farrer Park MRT Station, was made available on the reserve list on 29 Aug 2006 under the Government Land Sales Programme for the second half of 2006.

The land parcel has a site area of about 1.36 ha with a maximum permissible gross floor area of about 57,225 sqm. The site is zoned “White” with a minimum 40% of the maximum permissible gross floor area (GFA) to be allocated for hotel use. The remaining GFA can now be developed for Hospital use, in addition to Residential, Commercial and Hotel uses that can already be allowed for the site.

Hospital Use Can Be Allowed

In line with increased interest in hospital development, URA has been working with MOH and EDB to review new sites for hospital development. URA has evaluated the site and has assessed that Hospital use can be allowed at this site as it is compatible with the surrounding land uses. This is in addition to the Novena and One-north sites that will also be available for Hospital use.

I vaguely remember there were some very old HDB flats there that had to make way for the NEL construction. But now, there are lots of prime plots waiting for development.

For now, the grassy fields serve as recreational spots for the foreign workers.

Hospital-cum-hotel complex coming up in Farrer Park by 2010

A GROUP of local doctors are building what they hope will be Singapore's first 'mediplex' - hospital, hotel and specialist medical centre rolled into one - above the Farrer Park MRT station.
With a focus on heart disease, cancer and general surgery, it will look to both medical tourists and the local market to fill its beds, said Dr Djeng Shih Kien, chairman of Singapore HealthPartners, the company behind the project.

Its twin 20-storey buildings will house 217 hospital beds, 210 medical suites and a four-star hotel with about 230 rooms - 40 per cent of which can be converted into hospital beds later if needed.

Another board member of the company, prominent local cardiologist Maurice Choo, said that the hotel-hospital combination will allow a heart-bypass patient to save up to 40 per cent of the costs by starting and ending the stay at the hotel, instead of spending all the time in the wards.

Two floors will also be taken up by a training centre for doctors, in a tie-up with the Duke-NUS Graduate Medical School.

The company is also setting aside space in the hotel for a convention centre to host medical conferences and exhibitions.

The Farrer Park hospital and another being built by the Parkway group in the Novena area are the private sector's response to a government plan to treat one million foreign patients here a year by 2012.

Health economist Phua Kai Hong from the Lee Kuan Yew School of Public Policy said the new hospitals will help meet external demand from medical tourists and a possible spillover from public hospitals once means testing is in place.

Singapore HealthPartners - a partnership of local doctors, an architect and two foreign players - secured the 1.36ha Farrer Park site in October last year for $265 million.

It will spend another $400 million to build and equip the mediplex, which it hopes to open on Oct 10, 2010.

The foreign partners are Berjaya Leisure (Cayman), a subsidiary of Malaysia's Berjaya Group which has interests in gaming, stockbroking, properties, hotels and other businesses, and little-known Indonesian company Wharton Scott.

Together, they operate under the name Singapore HealthPartners, with local dentist Dr Djeng as chairman.

Dr Djeng, who set up the company last year, said the idea for a hospital was hatched three years ago and he had been on the lookout since for an appropriate site.

Word spread and soon a group of 40 local doctors, including heart and cancer specialists, surgeons and eye doctors in public and private practice, joined him.

'We felt that we should be masters of our own destiny,' said Dr Djeng.

I don't think it will necessarily be high-end or posh, the initial plan was to have this as a hotel/commercial site, which meets demand for hotel rooms. Significantly, it is the first development to integrate with the NEL Farrer Park Station, rejuvenating the area. The hospital option was thrown in later.

THEIR wards have become their business partners. A group of doctors planning to build a $665 million private hospital and hotel complex in Farrer Park has received financial backing from wealthy patients, the doctors revealed yesterday.
Officials behind the proposed 217-bed Farrer Park hospital did not list by name all the investors, who are providing 40 per cent of the centre's financing. However, they told The Straits Times that the injection was coming from families linked to Malaysia's Berjaya Group, which has interests in gaming, stockbroking and hotels. Another investor is Wharton Scott, a little-known Indonesian firm.

Financing is key for the hospital, which hopes to open its doors in 2010.

The 40 doctors behind the complex, most of whom are in private practice, are competing against health-care giants such as Raffles and Parkway.

The new hospital and hotel is being built by Singapore HealthPartners (SHP).

The doctors own 50 per cent of the firm's stakes, while architect Lim-Tan Suat Hua owns 10 per cent.

The company bought a 1.36ha site in Race Course Road last year to house the complex, slated to be built above the Farrer Park MRT station.

Dr Djeng Shih Kien, a dentist who formed SHP, has said it will be a 'mediplex', with a hospital, hotel and specialist medical centre rolled into one. The four-star hotel will have 230 rooms.

Doctors such as Dr Leslie Lam, a cardiologist in private practice, were enthusiastic at being part of a hospital that was being built from scratch.

He said: 'Having a hotel and hospital combined will mean convenience for my foreign patients.'

The doctor, who has bought shares in the hospital, said it will provide competition, which might ultimately lower costs for patients.

Another cardiologist, who did not want to be named, said he was leaving his current hospital due to rising rent and prices for hospital beds.

'It might become too expensive for my patients and they may start going to Malaysia and Bangkok for cheaper treatments instead,' he said.

Other well-known doctors involved in the project are cardiologists Maurice Choo and Philip Koh and heart surgeon Wong Poo Sing.

Dr Choo, who started the cardiac department at the National University Hospital and was a professor for 20 years, saidhe was attracted to the idea of a 'physician driven' hospital, where doctors have the main say in the running of the hospital.

Each doctor owns about 1 per cent to 3 per cent of shares in SHP.

Doctors at Raffles Hospital are employed by the group, while doctors at Parkway are independent and rent or own the medical facility they operate in.

For now, Dr Djeng said the SHP board is looking for a team of hotel managers and has interviewed applicants locally and from the Middle East.

The families behind Berjaya and Wharton Scott have each named two directors to represent them on the SHP board. Representing Wharton are Keppel Group finance director Teo Soon Hoe and Mr Richard Helfer, who founded hotel group Raffles International.

SINGAPORE : A medical complex - comprising a hospital, specialist suites and a hotel - will be built in Singapore by October 2010.

Its aim is to grab a chunk of the burgeoning multi-billion dollar market for medical travel in Asia.

The 19-storey Farrer Park Mediplex will comprise a hospital, specialist suites and a hotel.

It is believed the first of its kind in Asia, and the company behind it expects to be a strong contender in the market for medical travellers - with about half of its patients coming from overseas.

Dr Djeng Shih Kien, chairman, Singapore HealthPartners, said: "(These will include) patients who are on dialysis. They can stay in the hotel, have their dialysis, and use Singapore as a base and travel to the surrounding nations."

Singapore HealthPartners hopes to attract some 400 specialists covering a range of fields.

But ultimately, it wants to establish a reputation in cardiology and oncology - boosted by state-of-the-art facilities.

It believes it is also satisfying a growing need of doctors for more space.

Dr Djeng explained: "There is a huge demand for medical space. There are so many doctors who cannot get a medical suite to practice. If you look at (the situation) now, all the medical suites at (rival group) Parkway, there are three or four doctors sharing one suite. So there's definitely a need for a new hospital, new suites, just to make us catch up with neighbouring countries."

The nearby Farrer Park and Little India train stations will take patients into the city centre within five minutes.

The entire complex is expected to cost about S$350 million, and given rising construction costs, Singapore HealthPartners said it is prepared to pay about 10 to 15 per cent more, just to get the project completed on time.

Medical tourism in Asia is worth an estimated S$106 billion, and many say the pie is big enough for all.

And with its integrated facilities, Singapore HealthPartners is confident it has got the edge over other private healthcare providers in the region. - CNA/ms

Newer construction techniques would be the reason for quick completion - using steels more than concretes - similiar to ION Orchard and soon Convention Halls, Theatre Halls of Marina Bay Sands.

What is the URA's plans for Farrer Park?

It seems like there is alot of expected development there, with the most NEL exits and all?

Are the structures at Ion Orchard earthquake proof? Can they stand at least a Richter Scale of 6?

Wow, this is going to be like another Mount E. There will be a lot of foreigners and mostly are Indonesians and they like to buy properties near to hospital.. A lot of potential appreciation for condos near by.

I see quite a few pieces of small fields - are they also up for development?

None of the vacant lands is up on offer yet. When they are released is detailed in the GLS Programme, announced twice a year in June and December:

My view is that with the increase in population catchment in this area, as well as more commercial facilities like City Square Mall and this one, together with the presence of the MRT station, will help encourage the development of the remaining plots.

I sort of recee Owen, Rangoon road area (north of Farrer Park mrt) - and the place is mostly inhibited by Chinese. The place will liven up when the mediplex is up and we see more population. Whats the reasonbable pricing psf for a condo here? And how does this part compared to Citisquare residences?

Havent been on a weekend.
But if the mediplex is up -then I would assume at least a daily mass of 500 people working in it - which would bring up the buzz and cosmopolitian level.

I think most of the surrounding developments like R66 and Urban Lofts are FH development? Its just opp - and sheltered from the main Kitchener area masses. Less complicated to me.

Given those shophouses being gazetted for conservation is not a constrained to the area. Look at Arab street , chinatown area. they are actually a priceless monuments that let you relaxed and get away from the modern busy day life. Not only that, their architure pieces are also unique.

Totally agree. If ever Singapore needed an example of something that is really it's own, the shophouses here would be it. Apart from Malaysia, they are found nowhere else in the world. Like the mix here, the shophouses incorporate a mix of Malay, Chinese and European styles, and are designed with the weather here in mind. Another unique Singaporean architectural style would be the black-and-white bungalows, which are Anglo-Malay in style.

What I understand is that these black-and-whites were typically built for the colonial administration, and before WW2, scores were built for British servicemen here. Given that Singapore was the administrative capital of the Straits Settlements and the main naval base of the Asia Pacific, it's not surprising they have become so abundant here. Not sure about Malaysia.

The black and white bunglows do exists as well in KL and Johore. Not sure about the rest. But they are not protected as much as in Sg. Those that we see in Buona vista are a cluster of it. Most of them will still be kept and develop as per the surrounding developpements. Thare are another cluster near the sembawang/ canberra rd as well.
