URA launches tender for residential development at Enggor Street (Land Parcel B)
The Urban Redevelopment Authority (URA) launched the site at Enggor Street (Land Parcel B) for sale by public tender today.
Land Parcel B at Enggor Street is one of the ten sites that were transferred from the Reserve List to the Confirmed List of the Government Land Sales Programme for the second half of 2007, as announced by MND on 14 June 2007.
This is the second residential site to be launched for tender at Enggor Street. The earlier residential site at Enggor Street (Land Parcel A) was launched on 4 September 2007. The tender for Land Parcel A at Enggor Street will close on 1 November 2007. Details of Land Parcel A are available in the press release issued on 4 September 2007.

I was at URA last Saturday.
The plot behind M hotel, adjacent to Lippo Centre has been re-zoned from commercial to residential with 1st floor commercial.
The Anson Centre, in front of Lumiere had also been zoned 2 months ago from commercial to residential.
Looks to me an increasing number of residential coming up around the Tanjong Pagar at Gopeng Street ( Icon ), Enggor Street ( 2 sites ) and Anson Road ( Lumier, plus 2 re-zone plots )
The Marina House facing Shenton way, just behind Lumier, belongs to CDL failed to obtain approval to convert from commercial to residential, but they will be re-developing to a new office to fully utilize the GFA.
Not sure what's the impact to the existing residential around that area. May be Icon, & Lumiere's price will go up when it's next neighbour get launch for sale. But overtime, will there be too much competition for rental ?

A CONDOMINIUM site in Tanjong Pagar raised eyebrows yesterday when it drew lower bids than a neighbouring plot, which was sold just two weeks ago.
In a market that has been booming, this is the latest in a series of lukewarm responses to government land sales. Experts say it is further evidence that sentiment in the property market may be fast cooling.
The condo plot, along Enggor Street in Tanjong Pagar, fetched a top bid of $180.8 million when its tender closed yesterday. Allgreen Properties put in the highest offer, pipping bids by Far East Organization and GuocoLand.
Its price works out to $717 per sq ft per plot ratio (psf ppr) - well below the $852 psf ppr achieved by the plot just next to it, which drew only two offers when the tender closed. That prompted market watchers to warn that the mood might have changed. Even then, the high bid, from Far East, was some $70 million above yesterday’s top offer.
The two land parcels, which are located behind the Icon condominium and a stone’s throw from the Tanjong Pagar MRT Station, are of similar size.
The situation mirrors that in Marina View. Two months ago, a site there fetched a record $2 billion bid - but a neighbouring plot managed only half that price when its tender closed on Tuesday.
Earlier this month, an office site in Tampines drew only one bid, at a lower price than most consultants had expected.
These tepid sales come after the Government last month unexpectedly removed the deferred payment scheme for homebuyers in what was seen as a bid to curb speculation. Homebuyers can no longer postpone the bulk of their payments and must now pay progressively.
Although the Government has since come out to say that it has no further plans to cool the property market, the once-powerful winds appear to have shifted.
Yesterday’s tender is a reflection that ‘developers are turning cautious’, said Mr Ku Swee Yong, the director of marketing and business development at Savills Singapore.
He offered several reasons for the lower bids. For one thing, construction costs are surging, but home prices are not rising as quickly, he said. This means developers have to find a way to lower their land costs.
Luxury homes used to cost $300 psf to $350 psf to build, but this has now gone up to about $600 psf because of a construction squeeze, he explained.
At the same time, there are plenty of freehold collective sale sites still on the market that have not found takers. Faced with many options for land, developers might be less attracted to 99-year leasehold sites from the Government, suggested Mr Ku.
In any case, the Enggor Street plot was ‘not exactly a choice site’, he said, adding that it has ’small floor plates, its views are blocked and it is very close to the next building’.
Partly because of this, the top bid for the site, while lower than that for the plot next door, is ‘reasonable’, he said.
With the developer’s breakeven cost estimated at around $1,200 psf or $1,300 psf, finished homes could sell for at least $1,700 psf. Mr Li Hiaw Ho, the executive director of CB Richard Ellis Research, said current prices at nearby projects such as Icon, Lumiere and The Clift are between $1,600 psf and $2,100 psf.
Despite the lower prices being paid for state land now, consultants think this will not translate into cheaper homes, thanks to rising construction costs and still-strong demand from homebuyers.
But Mr Nicholas Mak, the director of research and consultancy at Knight Frank, warned that if the Government continues to release more land, it might result in a supply glut that could cause prices to plunge.
‘We are standing at the threshold of a glut, but it is still preventable,’ he said, adding that the low bids in recent state tenders will not affect existing projects, but will affect future land tenders.
‘If the Government pushes out more land parcels, and bids continue to slide downwards, some of the earlier buyers of state land are going to find it very challenging to sell their developed properties at a profitable rate.’
All eyes will now be on the government land sales programme for next year, which is due out next month. If the Government places many sites on the confirmed list, to be sold at a fixed date regardless of interest, this could lead to opportunistic bidding by developers and push down prices, consultants said.
Apart from the Enggor Street tender, Mr Mak said that the latest home sales data released by the Urban Redevelopment Authority yesterday also points to weaker sentiment.
Homebuyers remained cautious last month, taking up only slightly more new homes than in September. They bought 590 new homes, up from 529 previously, but still a far cry from the 1,720 snapped up in August.
But while sales levels stayed low, home prices kept steady, even inching up for many projects. Homes sold last month were also pricier, with 63 units sold at between $3,500 psf and $4,500 psf, up from 28 in September.
Cheaper condos did even better, said Mr Mak. In fact, the number of units sold in the core central region fell by 53 per cent last month from September, while the number of mid-tier units sold doubled.

Actually, Baby, if I remember correctly, the Altez site tendered and awarded out first followed by this site.
If only all 3 developments (Icon, Altez & this one) can join their commercial floors, maybe can make into a medium sized mall. Right now, that area don't have a proper mall. But, I think it's wishful thinking ... :lol:

i think the agents you are talking to might be HDB specialists...no matter what, they should know that people who pay more than $1k psf rarely choose their condo investment based on whether it comes with some used furniture or not :ohno:
otherwise, u raise a good point. some buyers with limited budget must consider icon at today's prices over the newer or more exclusive projects. however, i would caution that there is much more downside than upside at this price level for icon....
in any case, will be interesting to see how Lumiere price reacts now that it has TOP (u will hear owners getting keys in next 2 weeks). after owners get tenants now, will be even more reluctant to sell so don't expect many transactions. kind of like NOMU (last caveat was $1800psf but no owners will sell less than $2100).

what i can say is if u know allgreen u know they will never sell cheap.
remember, developers think like this: "if i can sell small units in orchard area for $2.5-3.0k then of course any launch in CBD can be $2-2.5k. especially can sell to mainland buyers, cos they only care about location and total cost."

downside for icon n lumiere for the next few years is that there will be constructions right in front of them! but i m sure once completed,the environment will be much nicer....:cheers:

somewhat depends on buyer preferences for number of units: lumiere is 168 units, clift is 300+ units, icon is 600+ units. pros and cons for both smaller and larger projects, but each one definitely caters to different niches or profiles of buyer n tenant. but no matter which project, there will always be a preference for views.

just my opinion, but i think they are pulling your leg. some agents just talk whatever they think a buyer wants to hear. however i have bought n sold a number of cbd n orchard units over the years. i can quite honestly say that more than 50% of the time the new buyer will ask to remove my furniture. those ones where they wanted to keep the furniture was mainly those pure rental / non luxury units i held. perhaps i just have bad taste in furniture...:lol:

well if can get 3500 per month ie 9psf for MM, why not.
9x12/2500 psf = 4.32% gross yield.
but personally if i have budget of 3500 per month, I would rent slightly bigger unit. my 2cents.

Having so much space for BW and Planter is a big disadvantage for buyers.
I assumed this project secured building approval before free GFA for BW and Planter were abolished. Otherwise no reason for developer to include them.
Imagine 30 years later it would have less enbloc value. The project will lose 10% of its GFA for BW and Planter.
While Icon will gain 10% GFA for Balcony that it doesnt have.

Currently, bay windows and planter boxes are exempted from GFA and sold as internal spaces of a residential unit. There is a need to review the GFA exemption for bay windows as they have been found to have contributed significantly to the building bulk, affect the design of buildings and generally do not encourage energy efficiency.
Bay windows
Bay windows were originally exempted from GFA because these were viewed as raised window ledges and not part of the floor slab. Over the years, the height of the bay window ledge was relaxed and allowed to be lowered to 0.5m from the floor slab. This has effectively made the bay window a usable internal space, no different from the rest of the floor space of the unit.
Increasingly, we are seeing a proliferation of bay windows among the newer residential developments with the buildings virtually wrapped around by bay windows. Often the provision of bay windows is intended mainly to increase the saleable strata space. In order to overcome the standard bay window façade appearance, some architects have resorted to provide cladding to hide the bay windows. The result is that this feature adds immense ‘bulk’ to a building and influences the design outcome of developments.
In addition, the extensive use of bay windows will lead to higher heat transfer into buildings and increase the need for air-conditioning to cool the building. BCA has advised that many existing residential buildings with extensive bay windows are found to exceed the prescribed Residential Envelope Transmittance Value (RETV) of 25W/m2. The extensive provision of bay windows therefore runs counter to the objective of encouraging energy efficient building design and sustainability.
Planter Boxes
The objective of planter boxes is to encourage residents living in flats and condominiums to provide some vertical greenery to help create visual relief to our high-density living environment. However, feedback and our investigations have revealed extensive unauthorised conversions of planter boxes within residential units for use as a balcony space or an extension of the living room instead. This defeats the purpose of giving GFA exemptions for the planter boxes to encourage vertical greenery in the first place.
URA has also received feedback that flat owners (i.e. the end users) are unhappy that they are not allowed to convert the planter boxes, which are part of their strata space, to other uses since they have paid for the space when they bought the unit. Others are not interested in planting, while some found the planter boxes restrictive and impractical to maintain the plants. As planter boxes are exempted from GFA, any conversion to other uses will involve additional GFA and payment of development charge for which the owner may not be prepared to pay.
Changes
It is apparent that exempting bay windows and planter boxes from GFA has led to the unintended and undesirable consequences mentioned above. It has unwittingly shifted market behaviours and negated the objective of the GFA exemptions for these building features. As such, our review has concluded that bay windows and planter boxes should no longer be exempted from GFA.
URA will leave it to the developers and building owners to decide if they wish to continue to provide bay windows and planter boxes for their residential developments so long as these building features are counted as GFA1. The industry will have a free hand to design and provide these building features based on their commercial considerations as there will no longer be restrictions on the size of bay windows and planter boxes. Planter boxes that are provided within the balcony can be treated as part of the 10% bonus balcony GFA. This revision will allow architects and developers to have more flexibility in the design of their buildings and internal spaces.

Just like Q4 2008. Seems plausible to me.
2k / 366 sf x 12 / 2500 = 2.6% yield.
well if can get 3500 per month ie 9psf for MM, why not.
9x12/2500 psf = 4.32% gross yield.
but personally if i have budget of 3500 per month, I would rent slightly bigger unit. my 2cents.

suddenly reminds of of robinson suites....although 4xxsqft but the layout super CMI and feels like 3xxsqft as the so call 'study' area is quite useless.....at current market rental rate of let say at most 3k? but purchase price ard 1.3-1.5mio.....haha...they better pray hard

Will likely end up with short-term lease tenants, which is bad news for landlords.

maybe 2200psf is for very low floors.
Do you think higher floors will breach 3000psf, like Robinson Suites?
But higher floors have bigger units, so psf should be lower.

So during downturn, which all of us have JUST witnessed, what is the rental like? Loft unit in Icon 3.5k, landlord already fight. 2007, I rented out 5.5k and tenant fight for it. 2k difference in 2 years so if you are buying, better adjust your expectation.
Just take 60% to 70% of Icon's rental and work out the sums. I mean, this is how MM are performing. Citylights/Southbank 3k+, those surrounding tiny MM 2k+. Averaging 60 to 70% of normal condo.
If Icon is 3.5k now, downturn 2.6 to 2.8k sound reasonable right? Then take 70% and you end up with around 1.8 to 2k. But if some buyers are so overly optimistic that MM can fetch same as normal studio, then buy more. Downturn, I buy from you :) :)

good info, but i am sure many singaporeans will still buy mm cos they got smoke by agents that said MM unit can fetch same rental as normal studio, quantum is low and they just have to own a private property!

Both developments are 250m tall. Skysuites boasts to be higher because they have more floors (70 vs 60+)... Just a commercial battle, which is a little strange when you see how both concepts are so different.
Anyway, the plot above Tanjong Pagar MRT sold to Guocomo should see the construction of a residential building reaching 280m. So Altez and Skysuites won't be the tallest residentials for so long :)

Glass may not be the best material in this case as they do get dirty and blur after awhile.

Not sure if there are specific guidelines governing spacing for residential buildings at this location anyway...These 2 plots were previously intended to be sold as a single parcel which might have resulted in another Icon slab-like block. With 2 smaller plots the developers probably had to build up to the maximum permissible height of 250m.
