MMC-Gamuda submits land acquisition application for double track project

GEORGE TOWN: MMC-Gamuda Joint Venture yesterday submitted the development order application to the Seberang Prai Municipal Council for the purpose of land acquisition for its electrified double track project.

The company said in a statement that the development order process covering a distance of 63km and three districts had been on-going over the past few months with some feedback from the council.

The company acknowledged the assistance of the Penang Government in allowing it to proceed with the project while waiting for the development order application to be ap*p*roved.

It said that except for the development order, other approvals such as the Environmental Impact Assessment, Environmental Manage*ment Plan and Engineering Drawings of Road Over Bridge, Pedestrian and Motorcycle Bridges, River Bridges, and others had been approved or are in the process of being approved.

It said the decision on the compensation issue which had been discussed with the Federal and state governments would be announced soon.

On Dec 19, Penang Chief Minister Lim Guan Eng was reported to have warned Gamuda to think carefully before blaming the state for the one-year delay due to land acquisition problems in Penang.

Earlier, Gamuda group managing director Datuk Lin Yun Ling said that there had been substantial delays in Penang partly because of the huge number of squatters between the railway and the rights of reserve.

MMC-Gamuda, a venture between Gamuda and MMC Corp Bhd was awarded the RM12.5bil railway contract linking Ipoh to Padang Besar by the Government in December last year.

Arahan henti kerja MMC-Gamuda JV ditarik balik

PULAU PINANG 7 Jan. - Kerajaan Pulau Pinang menarik balik arahan henti kerja projek landasan kereta api berkembar Ipoh ke Padang Besar selepas MMC Corporation Berhad-Gamuda Berhad (MMC-Gamuda JV) menjelaskan bayaran sebanyak RM4 juta semalam.

Saham MMC, Gamuda jadi tumpuan

KUALA LUMPUR 7 Jan.

Stop-work order on double tracking not political
by Regina William
Email us your feedback at fd@bizedge.com

GEORGE TOWN: Chief Minister Lim Guan Eng denied that the second stop work order on the MMC-Gamuda Joint Venture Sdn Bhd electrified double tracking project on Dec 26 was politically motivated.

Lim slammed Penang opposition leader Datuk Azhar Ibrahim who had accused the state government of halting the project in revenge over the federal government’s refusal to give the state RM10.7 billion in development funds.

“I would admit that we are not happy with the federal government’s refusal to give us the allocation but the stop work order is not politically motivated,” said Lim, adding the state government was only going by the book.

“If our actions were politically motivated, we could have acted even earlier. Our actions were necessitated by the failure of MMC-Gamuda to submit the development plan application and also other payments due for various applications and works.

“They also had to pay RM7.436 million for drainage contribution, fine, earth works and planning permission. They have issued a cheque for RM4 million and once this is cleared, the stop work order will be lifted. MMC-Gamuda have also promised to pay the balance RM3.404 million by Chinese New Year,” Lim said at a press conference.

The state government has twice issued stop work orders on the RM12.49 billion project, which is expected to be completed early 2013. The track has a 63km alignment on mainland Penang out of its total length of 329km.

The first was on Oct 22, when flooding in several areas were attributed to the works being carried out by MMC-Gamuda.

Definitely not....

For Rawang-Ipoh track, the curve radius is higher than before, that means the curve is not that sharp compared to previous track...

lets say that ktm bought themself a tilting train, does this mean that on our track train could be running at 160km/h ? if this is possible that would mean a non stop train from kl to penang or jb is within 2 hr time, right?

lets say that ktm bought themself a tilting train, does this mean that on our track train could be running at 160km/h ? if this is possible that would mean a non stop train from kl to penang or jb is within 2 hr time, right?

The Rawang to Ipoh EDT is designed for 160 km/h, however, it is kept at 140 km/h for commercial speed....

Well, having tilting train will cut journey time, but not a lot.....

This is because the use of tilting train is to increase the speed on curves, it does not increase top speed, rather it increases the average speed throughout the journey...

My opinion is that if they use tilting train, the difference of time it takes to travel is quite minimal, because most of the curves has been straightened when compared to the tracks before EDT project...

If not mistaken, proposed journey time is like this...

KL-Ipoh with few stops : 2 hour 15 minutes
KL-Ipoh (express, non-stop) : 1 hour 50 minutes
KL-Butterworth : 3 hours
KL-Johor Bahru : 3 to 4 hours

As a result of the EDT project, on average.......the average speed (again, average speed, not maximum speed) can hover between 110 km/h to 120 or even close to 130 km/h, depending on how you count......

In that respect, it can be faster than highway speed limit, faster than bus and you have wireless internet on board!

Even the current KL-Ipoh shuttle train which takes 3 hour is quite full, even yesterday.......as a result, KTM decided to make the service availabe everyday instead of Monday to Friday previously...

Imagine the future potential with the electric train, i think it will help KTMB to increase profit...

ECER railway system
Malaysia's national petroleum company Petronas owns a railway line which links its oil refinery complex and the nearby town of Kerteh, Terengganu, with the petrochemical complex in Gebeng, Kuantan and Kuantan Port near Kuantan, Pahang. The line is mainly used to transport petroleum products, but has recently been opened up for general freight transport, with operation being conducted by KTM. There have been proposals to extend the line to connect with the KTM line at Mentakab, and even suggestions to go as far as Kuala Terengganu and Tumpat

You can build a tunnel through it, but of course, it will be very expensive...

erwinkarim
January 28th, 2009, 11:48 AM
^^ distance between each side of the range is around ~20km. tunneled areas should be ~10 km

cost of building smart tunnel was around RM1.8 billion for a 10 km water tunnel. ~RM180 per km

so it'd should cost around RM1.8 billion, maybe a bit less as the tunnel for a train can be a bit smaller than a for a car.

but of course, it'd depends on the kind of terrain that needs to be tunneled through, how big it is, etc etc...

Transhipment across the land poses high security risk. If someone intend to sabotage the country, one of the most impactful way is to blow up the multi billions going-to-be landcanal. Before they talk about it, can they afford to manage such risk in the first place?

Double track ready by 2014

TAIPING: The Electrified Double Track Project from Ipoh to Padang Besar will be completed by 2014.

Transport Minister Datuk Seri Ong Tee Keat said the project was now 20% completed.

“The project is an effort made by the ministry to add value to our railway system,” he said.

http://thestar.com.my/archives/2009/3/12/nation/n_13ongteekeat.jpg
Site launch: Ong (right) being briefed by Gamuda Berhad managing director Datuk Lin Yun Ling (second right) at the Larut Tunnel in Taiping Wednesday.

Ong told reporters this after lunching the detonation of the 300m Larut Tunnel at Air Kuning near here yesterday. He said the project would create more job opportunities for the people.

Asked if the project was on schedule, Ong said it was progressing well although the project faced a few problems such as relocation of squatters from the construction site.

Ong also said the first service using the electric train was set to begin in November.

“Travelling time from Ipoh to Kuala Lumpur and vice versa will take two hours 15 minutes including the stopovers,” he added.

Earlier in his speech, Ong said the project would create an additional 6,000 jobs, in addition to the current 7,000 people being employed under the project.

“More than RM10bil downstream work will also be created,” he said.

The RM12.5bil infrastructure project involves the construction of two new electrified railway tracks across Perak, Penang, Kedah and Perlis.

Construction of the project began in early last year.

Landasan berkembar ikut jadual

Double-track project on time, within budget, says Gamuda-MMC
Written by By Fong Min Hun
Thursday, 12 March 2009 12:53

PETALING JAYA: Developers of the northern double-tracking project from Ipoh to Padang Besar said on March 12 that the project was on schedule as it would "work around" any anticipated obstacles.

Gamuda-MMC Sdn Bhd director Datuk Azmi Mat Nor told reporters at a media briefing here that the project has not been delayed despite warnings several months ago from Gamuda's CEO Datuk Lin Yun Ling that land acquisition problems might stall the project.

"As with any big project, there will be problems," Azmi said, noting they will work around the problem. "Whatever we can do, we will do. The track is long - 329 kilometres - so we will work around whatever problem."

He added the project was now 21.4% completed, costing about RM2.8 billion, which is within the developer's forecasts. Raw material costs so far has amounted to RM3 billion.

Azmi said what was more important was how the project contributed to the economic welfare of residents in the northern states especially during this time of crisis.

Gamuda-MMC has awarded 400 contracts so far worth about RM10 billion, and was expected to award another 100 contracts worth RM2 billion.

Using Bank Negara Malaysia's guided multiplier factor of 1.7 times, Azmi said the spinoffs from the 400 contracts awarded so far could be equivalent to RM15 billion.

The RM12.485 billion projected cost of the two electrified railway tracks across Perak, Penang, Kedah and Perlis is expected to be completed on Jan 7, 2013. There have been no changes to the plan.

Rail project to spur RM15b in downstream activities
Published: 2009/03/12

THE Electrified Double Track Project from Ipoh to Padang Besar is expected to generate RM15 billion worth of downstream economic activities over five years, MMC-Gamuda Joint Venture Sdn Bhd director Datuk Azmi Mat Nor said today.

Azmi said the project has provided big and immediate multiplier effects to the country despite the difficult financial conditions.

He said that the 329-kilometre project spanning four states - Penang, Perak, Kedah and Perlis - employed 7,000 workers with another 6,000 expected to be taken in the next four to five months.

At present, 90 per cent of the workers were locals with the wages having exceeded RM2 billion, he told reporters at a briefing in Kuala Lumpur.

Azmi said that about 21.4 per cent of the project worth RM2.8 billion has been completed in just over 15 months.

"We have another four years to go. We expect the project to be completed by January 7, 2013," he said.

The project has already disbursed about 400 contracts to 1,600 contractors, and was expected to award another 100 contracts worth RM2 billion in stages until the end of the first quarter 2010, he said. - Bernama

Rail project on track, says Gamuda-MMC
By Rupinder SinghPublished: 2009/03/13

MMC Corp Bhd (2194) and Gamuda Bhd say they can sort out land purchase issues and complete the RM12.5 billion electrified double-track rail project on time

Work to lay parallel lines connecting Ipoh in Perak to Padang Besar in Perlis is more than a fifth complete.

However, late last year Gamuda group managing director Datuk Lin Yun Ling said there were substantial delays in Penang partly due to squatters who were still occupying land reserved for the railway.

"So far, we are on track. We expect the project to be completed by January 7 2013. We are confident that all these can be resolved," executive director Azmi Mat Nor told reporters at a briefing in Petaling Jaya yesterday.

The equal partnership between Gamuda and MMC was awarded the contract in December 2007.
The 329km electrified double-track line will cut across Seberang Prai, Penang, Perak, Kedah and Perlis. It will also link up with the Rawang line.

Azmi said the project's cost in still within budget and the main contractor has bought RM3 billion worth of materials so far.

Based on estimates, the project will generate RM15 billion worth of downstream economic activities over five years.

The project has created new jobs, benefiting local sub-contractors as well as local material suppliers.

A total of 7,000 workers are involved in the project with another 6,000 expected to be hired over the next six months.

Currently, 90 per cent of the workers are locals with wages and benefits of more than RM2 billion, he said.

About 21.4 per cent of the project, worth RM2.8 billion, has been completed in just over 15 months.

So far, a total of 400 or 92 per cent of contracts have been awarded to as many as 40 sub-contractors. Another 100 sub-contracts worth RM2 billion will be handed out in stages until the end of the first quarter of 2010, Azmi said.

Ong also said the first service using the Electric Train Set (ETS) would begin in November.

“Travelling time from Ipoh to Kuala Lumpur and vice-versa will take two hours 15 minutes including the stopovers,” he added.

They cannot possibly have the new trains by November, unless this is a test EMU...???

More likely they are going to use some of the older trains (61 series) with the high back seats and doors at the end of each carriage.

Robbing KTM Komuter to offer the Fast Train Service? Shame, shame!

Cheers, m

I noticed that the Larut Tunnel, with height of 10m and width of 13m.......is actually larger than the tunnels built in Japanese Shinkansen!

For example, the Iwate-Ichinohe tunnel on Tohoku Shinkansen, measures about 9.8 (width) x 7.7 m (height)...

I wonder, are they building tunnels that large to enable future upgrades?

Six thousand jobs planned
By IZWAN IDRIS

MMC-Gamuda to give out 100 sub-contracts worth RM2b for double-tracking project

PETALING JAYA: MMC-Gamuda Joint Venture Sdn Bhd plans to employ 6,000 more new workers and give out the remaining 100 sub-contracts worth RM2bil this year as works on the 329 km electrified double-tracking railway project connecting Ipoh and Padang Besar hit full throttle.

“We are on track to complete the whole project on time and on budget,’’ company director Datuk Azmi Mat Nor told reporters at a briefing yesterday.

Gamuda had, in December last year, said the project might be delayed due to a land acquisition snag in Penang.

Datuk Azmi Mat Nor (right) and director Datuk Mohd Nor Idris at the briefing on Thursday where the 6,000 job plan was announced.

The rail line will snake through four states – Perak, Penang, Kedah and Perlis.

“Of course there will be issues arising from a project of this scale, but everything is manageable,” Azmi said, adding that the four states were giving their full cooperation in all areas involving the construction of the double-tracking railway project.

The MMC-Gamuda joint venture was given the go-ahead by the Government to proceed at a cost of RM12.485bil, after it was previously shelved. Works began on Jan 8, 2008 and the project is targeted for completion by Jan 7, 2013.

Azmi said work progress had reached 21.33% to date, with costs reaching some RM2.9bil.

“Over the past 14 months, the project has created a huge multiplier effect in the local economy in terms of employment and other business activities in the four states,’’ he said.

The project currently provided direct employment for 7,000 people, of whom 90% were locals, Azmi said, adding that at the peak of construction activity, MMC-Gamuda expected to employ 13,000 people in various fields of work.

So far, 400 sub-contracts related to the project had been awarded, which had benefited more than 1,600 contractors, he said.

The economic spinoff from the whole project is estimated at RM15bil across four states, according to Azmi.

In terms of raw materials, the project has used some RM3bil of concrete products, quarry materials, steel as well as various machinery.

The management indicated that raw material prices had stabilised in the past few months, which would help the joint venture contain project costs.

Azmi said the project, when completed, would be a major enhancement to the country’s transport infrastructure.

At present, the use of trains as a mode of transport in Malaysia stands at a low 3%, compared with 30% in developed countries. Road transportation is the most preferred method in Malaysia, with an 89% market share.

RM5b rail project on drawing board
By Sharen KaurPublished: 2009/05/12

http://www.btimes.com.my/articles/Rail8-2/pix_bottom

Global Rail Sdn Bhd and its partner from China are working on a RM5 billion project to lay 250km of parallel railway lines in southern Peninsular Malaysia.

The proposal for the double-track lines, connecting Gemas and Johor Baru, will be submitted to the Ministry of Finance and Transport Ministry by early June, Global Rail managing director Fan Boon Heng told Business Times.

Its partner is China Infraglobe Consortium, a state agency under the Central Committee in Beijing.

The rail project will be a Private Finance Initiative, where the developers will arrange funding, and it will also include a plan by China Infraglobe to invest in mineral processing and metal production in Johor.

Global Rail is part of an international team of specialists undertaking a detailed development and investment study for China Infraglobe.

The Chinese company wants to set up an industrial complex in Johor to process the mineral and for downstream metal production with the required logistics infrastructure.

The proposed investment by China Infraglobe is related to the processing of minerals sourced in Peninsular Malaysia with electrified rapid rail freight, connecting the southern ports to the complex, Fan said.

"A proposal on the plan by China Infraglobe will also be submitted to the Chinese government early next month for approval," Fan told Business Times in an interview.

China Infraglobe is the implementation arm of the Byzantium China International Investment Consortium, both of which are extra-jurisdictional agencies under the Central Committee in Beijing.

"Our aim is to provide a solution to link up to Iskandar Malaysia, which is fast developing. There is a single track up to Johor currently but that needs to be upgraded. Furthermore, the government has indicated the continuation of the double tracks from Gemas to Johor," Fan said.

The Gemas-Johor Baru double-tracking project will benefit Keretapi Tanah Melayu Bhd as it will be able to extend its commuter services to Johor, instead of making its last stop in Seremban.

India's national railway firm, Ircon International Ltd, is already working on a RM3.45 billion contract to build 100km of electrified double-tracks from Seremban to Gemas.

Ircon's design-and-build contract is fully funded by the government and will be implemented in four years.

Projek landasan berkembar siap 25%

Pengurus Besar Pengurusan Projek Keretapi Tanah Melayu Bhd.

Jajaran Kedah pula, kata beliau, melibatkan Bukit Mertajam, Pulau Pinang-Padang Besar, Perlis sejauh 158 kilometer.

Kata beliau, jajaran utama melibatkan landasan Ipoh, Perak-Butterworth, Pulau Pinang sepanjang 171 kilometer.

Tambahnya, jajaran Kedah pula melibatkan Bukit Mertajam, Pulau Pinang-Padang Besar, Perlis sejauh 158 kilometer.

--------------------------------------------------------------------------------

KANGAR 17 Jun - Keretapi Tanah Melayu Bhd.

Gamuda Q3 profit down 40pc
Published: 2009/06/26

In the three-month period ended April 30 2009, the builder posts RM579.37 million revenue from RM574.70 million a year ago

GAMUDA Bhd's (5398) third-quarter profits dropped by 40 per cent to RM46.30 million because of lower contribution from construction, property development and infrastructure concessions.

In the three-month period ended April 30 2009, the builder posted RM579.37 million revenue from RM574.70 million a year ago.

In its filing to the stock exchange, Gamuda said out of the RM12.5 billion Electrified Double-Tracking Railway project, RM6.7 billion will be paid by the government by way of a deferred payment loan from Bank Pembangunan Malaysia.

The deferred payment loan was only finalised two months ago and progress claims are being paid from this loan.

In Vietnam, works on the US$233 million (RM822.49 million) Yen So Park sewage treatment plant is said to be progressing well.

Malaysia's property market remains weak and Gamuda foresees profit contribution from its property division to be weak for the remainder of the year.

The federal government intends to complete Selangor's water asset restructuring by the end of this month.

Gamuda's water concessionaire, Syarikat Pengurusan Air Selangor Holdings Sdn Bhd, is currently in negotiation with the government on this matter, it added.

DRB-HICOM Bhd, a Malaysian auto and construction group, denied a newspaper report that it made a proposal to build a railway line from Gemas to southern Johor state for RM8 billion (US$2.3 billion).

“The company has not recently submitted any proposal to the government including the above and as such, is not aware of the basis for the said article,” DRB said in a statement to the Malaysian stock exchange today. -- Bloomberg

Johor plans RM7b double-rail project
Published: Tuesday June 30, 2009 MYT 6:42:00 PM
By FARIK ZOLKEPLI and MOHD FARHAAN SHAH

JOHOR BARU: The Government is planning a double-tracking rail project worth about RM7.5bil in the state with Keretapi Tanah Melayu Berhad (KTMB).

Local Government, Housing, Arts, Culture and Heritage Committee chairman Datuk Ahmad Zahri Jamil said the proposed project would be under the 10th Malaysian Plan.

“It will also cover rail bridge crossings statewide. Among the affected bridges are those in Jalan Abad, Century Garden, Jalan Kebun The, Jalan Stulang Baru and Kampung Melayu,” he said at the Johor State Assembly here Tuesday.

He told Adam Sumiru (BN-Tanjung Puteri) that the proposed project was estimated to cover 197km of rail track across the state.

“However, the proposed project is subject to the approval of the Transport Ministry as well as the Economic Planning Unit (EPU).”

RM8b bullet train project relevant: YTL Corp
Published: 2009/06/30

CONGLOMERATE YTL Corporation Bhd hopes that the government will pursue the proposed RM8 billion bullet train project between Kuala Lumpur and Singapore given its potential economic spin-offs.

Managing director Tan Sri Francis Yeoh Sock Ping said he wanted to see the project taking shape even if YTL is not involved.

"As a Malaysian citizen, I would like to see this project between Kuala Lumpur and Singapore done even if YTL does not build it," Yeoh said at a media briefing at the Invest Malaysia conference in Kuala Lumpur today.

"It does not matter if the government can build it and anybody can bid for it, but I think this is a project that must be done," he said.

The project proposal came from YTL but it was cancelled due to significant costs to be borne by the government.

It is expected to cut travel time between Kuala Lumpur and Singapore to 90 minutes.

"It is a relevant project. There is a lot of economic value to the high-speed train," Yeoh said.

He said that high-speed trains in other countries like Taiwan (between Taipei and Kaohsiung) and Britain have been successful in connecting people and helping to generate business activities.

"Japan also, how would that country be powerful as an industrial force if not because of the communication. They connected the people in such a powerful way, the high-speed trains," Yeoh said.

"So, I hope this kind of project can materialise soon," he said.
Yeoh said YTL would continue to support the government, adding that the announcement of the liberalisation of foreign ownership will help to boost economic growth. - Bernama

Project manager to look into land issue within two weeks
Saturday July 4, 2009

KTM double track project manager Zainal Abidin Awi has agreed to study how the project could be modified to ease the bur- den of Kampung Elong villagers in Penanti, Penang, whose land is affected by the project.

He asked for two weeks to look into the matter after listening to their grievances at a dialogue session held recently.

Deputy Chief Minister (I) Mansor Othman, who was present, said he would discuss the matter with all the state executive councillors before calling for another round of dialogue session with the villagers.

He told reporters that three important issues were raised during the dialogue session.

“They are unhappy with the building of the flyover there as it is not going to benefit them and will result in more traffic flow and con-gestions.

“The residents at Taman Suria Aman are unhappy that the main access road into their housing area will be closed and replaced with an alternative road,” he said.

He said residents also hoped the developer could do something to save a group of traditional kampung houses.

Besides the some 50 affected villagers, representatives from the MMC-Gamuda Joint Venture, KTMB and the Seberang Prai Muni-cipal Council also attended the dialogue session.

Also present was state Public Works, Utilities and Transportation Committee chairman Lim Hock Seng.

Earlier, a resident, Ibrahim Ahmad, 78, said the compensation did not reflect the current cost of living.

“We cannot buy a comfortable house with the compensation money.

“I am not opposing the government’s project but it should be a win-win situation for both parties,” he said.

Omar Yusop, 62, who gets a monthly pension of RM400, said he has been having sleepless nights since he knew about the project.

“I hope they will give us another house elsewhere,” he added.

Businessman Yap Kim Gui, 34, from Taman Suria Aman said the main road to the housing area would be closed and replaced with a nalternative road, which he said would be a longer route.

“If I had known that the project was going to cause difficulties, I would not have purchased the house,” he said.

Sg Buloh families refuse to vacate homes for KTM project
Published: Tuesday July 7, 2009 MYT 2:37:00 PM
By CLARA CHOOI

SUNGAI SIPUT: The 43 families in Kampung Sungai Buloh here have refused to vacate their homes to make way for KTM’s double-tracking project unless the Government relocates them to “an appropriate site.”

The angry group Tuesday marched 2km from their village to the district land office in town to protest an eviction notice they received last Friday.

According to the group, the land office had ordered the families to vacate their homes within 14 days of the notice or legal action would be taken against them.

“Even worse, they threatened to demolish our homes and take us to court if we fail to comply.

“This is not the right way to do things. We want what we were promised in the past,” said the march’s coordinator M. Agastin.

He said that when the matter cropped up in 2003, the village’s 43 families had applied for their homes to be relocated to an alternative site.

Last April, the district land office said there was a suitable 2.43ha site in Taman Kledang nearby, he added.

“Last August, we held a meeting with former mentri besar Datuk Seri Mohammad Nizar Jamaluddin, the land office and our Member of Parliament to discuss the relocation.

“Nizar approved of the move and asked the land office to make the necessary arrangements,” said Agastin.

The land office however later said that the site in Taman Kledang was insufficient to place all 43 families and would only be available for 20 of them.

“The rest of us were to be moved to another location -- Kampung Perik in Salak.

“This was approved of without our knowledge and without any discussion,” he said.

Agastin said that when the village residents’ committee paid a visit to Kampung Perik, they discovered that the land was swampy and inappropriate for a housing project for it was often flooded.

“Then suddenly last Friday, the land office sent us a notice telling us to evict immediately. We refuse to do so unless we discuss this matter properly.

“We want the land office to retract the notice and move the entire village to Taman Kledang. Our consultants have told us that this is not impossible,” he said.

After the march, led also by Sungai Siput MP M. Jeyakumar and Jalong assemblyman Leong Mee Meng, the residents handed over a memorandum to chief assistant district officer Azrul Sani.

Police kept a close watch nearby but did not interrupt the march, which began at 9:45am.

Jeyakumar said that if the land office did not retract its eviction notice by next Monday, the residents would bring their grouse straight to the Mentri Besar’s office.

Kaji pampasan projek kereta api berkembar

Malaysia likely to give growth projects priority
By Sharen Kaur Published: 2008/06/21
BusinessTimes

THE government's review of infrastructure and mega-projects under the Ninth Malaysia Plan (9MP) could see several projects put on hold, scaled down, or extended over a longer period, industry sources said.

Projects will likely be prioritised based on necessity, cost, and urgency.

Amid soaring costs and higher fuel prices, projects that would have the most benefits for the people would jump to the front line, they said.

"The government is more concerned with rising food prices. So they will go for top priority projects which can generate growth, instead of mega developments. While this is a concern among industry players, we hope to be given a slice of the smaller cake," said one official of a public listed construction firm.

The government had announced that 880 projects worth about RM15 billion will be implemented under the 9MP.

So far, projects that have been awarded under the 9MP include East Coast Expressway Phase 2 comprising packages 10 and 12 (worth RM1.5 billion), Kota Kinabalu Airport upgrade works (RM750 million), Second Penang Bridge (worth RM3 billion) electrified double-tracking projects from Ipoh-Padang Besar and Seremban-Gemas (RM16 billion collectively), and Langat 2 Water Treatment Plant (RM4 billion).

Projects that have been shortlisted but not yet awarded, meanwhile, include the Penang Outer Ring Road (PORR), Penang Monorail, Johor Baru Monorail, West Coast Expressway, flood mitigation, Pahang-Selangor Raw Water Transfer Project, Klang Valley LRT extension, and Selangor water treatment and distribution, worth RM28 billion collectively.

One industry player said he believes the government may postpone flood mitigation and building of highways in Peninsular Malaysia, while giving the go- ahead for road and bridge construction works in Sabah and Sarawak.

Some research houses, meanwhile, believe that PORR may be shelved indefinitely while the Gemas-Johor Baru double-tracking project could be postponed to 2009.

"Under the Eighth Malaysia Plan (8MP), 30 to 35 per cent of the projects were delayed and carried forward to the 9MP. We are expecting the same for the 9MP, looking at the current political scenario and rising costs.

"We believe the Ipoh-Padang Besar double tracks awarded to Gamuda-MMC could be prolonged from five to 10 years, and there may be some hitches in the Selangor water projects," an analyst said.

The flow of project awards will also likely slow down for the remainder of 2008, which could put downside pressure on the stock market.

"Most people have already factored in the news (project delays). The constraint now is that the government has a budget deficit level to meet and that level is 3.1 per cent of the gross domestic product in 2008. With this constraint in mind, they can't simply go around spending," said one analyst.

The analyst said there is talk that the Penang Monorail project may be re-tendered and the development plan restructured under a build, operate and transfer concept or private finance initiative offering the company the concession.

Another industry player said the government is expected to concentrate on projects which could benefit the public such as building new roads and improving the public transport system.

"We believe the government may go ahead with the Klang Valley LRT extension. They may shorten the plan," he said.

The LRT extension includes an extension of the Kelana Jaya LRT line to Klang, and a new outer-ring line serving the outskirts of the Klang Valley.

Gemas-Johor Baru rail job yet to be awarded to firm
By Chuah Bee Kim Published: 2009/08/19

MALAYSIA has yet to decide whether it will appoint a Chinese company to lay the double-track railway between Gemas and Johor Baru.

Transport Minister Datuk Seri Ong Tee Keat said the process of appointing a company to build the 197km railway, costing about RM7.5 billion, had not reached the final stage.

However, it is learnt that the Economic Planning Unit in the Prime Minister's Department had met with its Chinese counterpart to hold talks on the project.

"If the project is indeed to be given to a Chinese company, then it will be up to the Chinese government to appoint a contractor to helm the project," Ong told reporters after the opening of a school in Setia Eco Gardens, Pulai, by Johor Menteri Besar Datuk Abdul Ghani Othman yesterday.

He declined to disclose further details, saying only that talks between the Malaysian and Chinese governments on the project are on a government-to-government basis.

In June, Prime Minister Datuk Seri Najib Razak spoke of the possibility of allowing a Chinese company to lay the double-track railway after meeting Chinese Prime Minister Wen Jiabao during the signing of the Joint Action Plan on Strategic Cooperation to enhance ties.

In a reciprocal gesture, China expressed its readiness to consider setting aside a portion of the US$10 billion (RM35 billion) infrastructure fund allocated for Asean countries for the project.

The proposed railway, which includes plans to build overhead bridges or crossings for motorists at several locations, will enable Keretapi Tanah Melayu Bhd to extend its electrified commuter train service to Johor from Seremban.

Gemas-JB rail project to China consortium
Cabinet endorsed move after PM’s trip
Ayu Musa Kamal Friday, August 21st, 2009 06:47:00

THE RM7.5 billion double-track railway from Gemas to Johor Baru is set to be awarded to China’s State consortium China Railway Engineering Corporation and China Railway Telecommunication Centre (CRET), sources familiar with the project told Malay Mail.

The decision to re-award the project to CRET was endorsed by the Cabinet on June 17, about two weeks after Prime Minister Datuk Seri Najib Razak’s return from his official visit to China.

“As far as the Chinese government is concerned, that is the present status of the project,” a source said.

Two letters of intent (LOI) had been issued to CRET in the last eight years to undertake the then Seremban-JB package. The first LOI was in August 2001 and the second in August 2002.

The LOI dated Aug 9, 2001, sent to the president of CRET Consortium, stated that the government of Malaysia has appointed CRET to work as a consortium with Sino-Ma Rail Resources Consortium Sdn Bhd to design, construct, test, commission, and guarantee the double tracking of existing Keretapi Tanah Melayu Bhd’s main line between Seremban and Johor Baru.

The other LOI, dated Aug 7, 2002, that was also sent to the president of CRET Consortium, had the same contents, with a consortium comprising DRB Hicom Bhd and Emrail Sdn Bhd as the main contractors.

It was also stated that CRET Consortium will own 70 per cent value of works on the basis that it will enter into a commercial arrangement with Sino-Ma Rail Resources.

On June 5, upon his return from China, Najib spoke of the success of the delegation. One of the matters
discussed was the possibility of allowing a Chinese company to lay the double tracks between Gemas and JB.

The source told Malay Mail that up till now the Cabinet had not been known or reported to have wavered from its June 17 decision.

However, in a newspaper report on Wednesday, Transport Minister Datuk Seri Ong Tee Keat was reported
to have said in Johor Baru that the Chinese government had not appointed the contractor and that raised concerns.

Ong said the government was still waiting for approval from the Chinese government as to which company would undertake the project.

“It is up to the Chinese government to choose the firm for the project and we will make the announcement
once we receive the name,” he had said.

CRET is a consortium involving two State companies, China Railway Engineering Corporation and China Railway Telecommunication Centre.

PADANG BESAR 23 Ogos - Pembangunan ekonomi Perlis akan menjadi lebih pesat apabila siapnya Projek Landasan Kereta Api Berkembar Elektrik Ipoh-Padang Besar tahun 2013 nanti.

Menteri Besar, Datuk Seri Dr. Md.

Bagi jajaran utama, ia melibatkan landasan Ipoh, Perak-Butterworth, Pulau Pinang sepanjang 171 kilometer, manakala jajaran Kedah pula meliputi laluan Bukit Mertajam, Pulau Pinang-Padang Besar, Perlis sejauh 158 kilometer.

Terdahulu, katanya, setiap set hanya mampu memuatkan 250 penumpang.

Ketika ditanya mengenai kadar caj tambang untuk kereta api elektrik berkenaan, Aminuddin berkata, pihaknya masih menilai mengenai perkara itu.

Malaysian companies are likely to benefit from the RM1.2 billion Mengkuang Dam expansion and the RM5 billion Gemas-Johor Baru electrified double track (EDT) project, according to OSK Research.

The government has given its commitment to grant to a Chinese company the construction of the Mengkuang Dam, which will increase Penang's water capacity from 23 metri cubic metres to 78 metric cubic metres.

The second phase, which involved of widening and increasing the dam's height and 13-kilometre dual flow steel pipe between the dam and Sg Dua water treatment plant is slated for completion in 2013, the research house said.

The government has agreed in principle for Chinese contractors to build the double-track rail project between Gemas and Johor Baharu, which is expected to have a track length of 250 kilometres.

"We feel that it makes sense for the EDT to be extended all the way to Johor Baru as it would create a second way rail connectivity from the north to south of Peninsular Malaysia, thus facilitating cargo flow," OSK Research said in a report today.

"Word is that a small contractor Global Rail SB along with its Chinese partner are looking to implement the Gemas–Johor Baru EDT on a private finance initiative basis," it said.

Local contractors such as MMC Corporation Bhd, IJM Corporation Bd, Loh & Loh Corporation Bhd and Fajarbaru could possibly land sub-contracting roles, it added.

These projects and some others, such as negotiations involving the paper and pulp plant in Sarawak by a company from China and an aluminium smelter, were reported amid the recent visit of China''s President Hu Jintao to Malaysia.

However, earlier speculation that Industrial and Commercial Bank of China would be granted an operating licence in Malaysia and that of a Chinese company buying a 10 per cent stake in Sime Darby did not materialise.

"We understand that a number of agreements scheduled to be signed between Chinese and Malaysian companies had to be postponed due to Hu''s tight schedule," OSK Research said.

"As the agreements, memoranda of understanding and project awards in principle have been either already built into expectations or were not specific enough in details, there was a sense of disappointment in the market as no new exciting awards and contracts were mentioned," it said.

"We feel that the visit has opened up a vista of future cooperation between China and Malaysia, with Malaysian companies likely to gain better access into the China market."

OSK Research believes that the postponed signing of certain contracts will eventually see fruition, recommending companies with exposure to China such as Hong Leong Bank, Parkson, MMC, Genting, Wah Seong and Kawan Food, among which stand to gain from warmer ties. -- Bernama

Tren baru milik Keretapi Tanah Melayu Berhad (KTMB) buatan Korea Selatan

KL-Ipoh train service likely to see 20,000 more passengers per month

More passengers likely for KL-Ipoh route with electric trains

KUALA LUMPUR: The number of passengers using the express train services between Kuala Lumpur and Ipoh is expected to go up by between 10,000 and 20,000 per month with the use of electric trains, said Transport Minister Datuk Seri Ong Tee Keat.

Ong said the train sets which travelled at a maximum speed of 140kph would cut the travelling time between the two cities from the current two hours and 50 minutes to less than two hours.

“The first train has been delivered and four more are expected to be operational from April next year,” he told a press conference after the launching ceremony for the first train here yesterday.

Currently, he said the ridership for the shuttle service between Kuala Lumpur and Ipoh, using diesel trains, was 50,000 a month.

http://thestar.com.my/archives/2009/12/16/nation/teeKeat.jpg
Token of thanks: Ong receiving a souvenir from Mohd Zin during the launching of KTM’s new electric train set in Kuala Lumpur yesterday.

The number is expected to increase to 60,000 to 70,000 per month after the introduction of the electric trains.

Ong said the five train sets with six coaches each cost a total of RM240mil.

They would be used to provide train services between Ipoh and Seremban with an estimated total travel time of below three hours.

On public transport in the Klang Valley, Ong said 12% of commuters were now using public transport.

He said the percentage is expected to grow to 25% by 2012.

“Currently, 240,000 people are using public transport during 7am to 9am daily and the figure will rise to 600,000 people by 2012,” he said.

Earlier in his speech, KTM Bhd chairman Datuk Seri Mohd Zin Mohamed said the electric trains which were equipped with closed-circuit television facilities, would also allow passengers to recharge their laptops, mobile phones and iPods on board.

“There will also be disabled-friendly toilets,” he said.

Railwaymen’s union objects to KTM subsidiary for ETS
Thursday December 17, 2009

PETALING JAYA: The Railwaymen’s Union of Malaysia has objected to plans to set up a subsidiary company for KTM Bhd’s (KTMB) Electric Train Set (ETS).

Union president Abdul Razak Md Hassan said this was an “unwise move” that would not only affect KTMB’s core business but also liquidate its revenue, as it would be channelled to the subsidiary.

“We strongly object to the KTMB management’s decision to create an ETS subsidiary. It is also not practical as there are only five ETS sets.

“There is no need for a subsidiary. The KTMB management can set up a new department or a new strategy business unit by just appointing a managing director to oversee the ETS unit.

“This will not only save administration costs but also increase KTMB’s revenue,” he said in a statement yesterday.

Abdul Razak also listed 14 reasons and claims why the move should be shot down, including the fact that the government allocation was to KTMB and not to any subsidiary.

The union, Abdul Razak said, was appealing to Prime Minister Datuk Seri Najib Tun Razak to step in and help resolve the issue, adding that an objection letter was sent to the KTMB president, Najib and Members of Parliament.

By Bernama
Thursday, 31 December 2009 17:31

KUALA LUMPUR, Dec 31 (Bernama) -- The government will pay more than RM5million as consolation to 134 squatters in Penang who are directly affected bythe Ipoh-Padang Besar Electrified Rail Double-Tracking Project.Transport Minister Datuk Seri Ong Tee Keat said today the payment would bemade as soon as possible

"For house owners living on their own land, the consolation payment is being processed and will be disbursed soon," he said in a statement here today.

He said that where applicable, the payment would be made together with the compensation under the land acquisition Act 1960.

Ong said the majority the affected residents in Kedah and Perak had received the consolation payments.

"The government takes into account the interests of all the residents directly affected by the project. The appeals and feedback from community leaders and Barisan Nasional component party leaders in Penang have been considered," he said.

The RM12.485 bilion project is scheduled for completion at the end of 2012.

It is part of the master plan to develop the public transportation system in the country.

The meter gauge severely limts the max. speed. I do hope that malaysia build a new HSR in the future between penang-Kl-S'pore.

There are two option to solve this matter:

1) Using tilting train or pendolino that can be speeding up to 200km/h. The train is expensive but cheap enough rather than build a dedicated tracks for HSR.

2) To rebuild the track and convert to dual gauge track configuration that can integrate between narrow gauge and standard gauge.

RM5mil payout to speed up double-track project in Penang
By MANJIT KAUR Tuesday January 5, 2010

BUKIT MERTAJAM: The more than RM5mil ex-gratia payout to 134 squatters affected by the Ipoh-Padang Besar Electrified Double-Track Project in Penang will help expedite the project.

Transport Minister Datuk Seri Ong Tee Keat said development of the 329km project was expected to be at 47.23% as at November last year but currently was at 34.38%. He said that meant there was a 12.85% delay.

“By giving out RM42,000 ex-gratia payment to each squatter, we are hopeful of expediting progress by a further 5%,” he told a press conference after handing over the cheques to some of the 134 squatters at the KTMB site office here yesterday.

“It depends on how fast we can move on after the land acquisition process. The 2013 deadline is crucial and we can always catch up,” he said.

“This has been a comprehensive exercise involving the concerted efforts of all quarters, especially the grassroots leaders.”

Also present were KTMB president Dr Aminuddin Adnan and Gamuda Group managing director Datuk Lin Yun Ling. The project, which is expected to be completed by 2013, was awarded to MMC-Gamuda Joint Venture Sdn Bhd.

Ong said a similar exercise would be conducted in Perak and certain parts of Kedah soon.

He added that there might be delays depending on the current scenario.

Lin said the delay was over land acquisition but whether there would be any additional cost was something that had not been looked into yet.

He said land acquisition work was still on-going but the process was coming to an end and hopefully would be over in the next two to three months.

“There is still some land acquisition matters over in Perak, Kedah and even in Penang for the container yard. These issues will be resolved in the coming months and only then we will know the full extent of the delay,” he said.

RM324m suit over breach of contract
2010/02/12

ALOR STAR: Two companies here are suing a Kuala Lumpur-based development company and a legal firm for RM324 million for alleged breach of contract.
Real Tech Entrepreneur (M) Sdn Bhd and Beta Semarak Sdn Bhd filed the suit against Sekutu Saujana (M) Sdn Bhd and the legal firm of Azhari and Sumari at the High Court Registry yesterday.

Real Tech managing director Ahmad Shahril Ariff Zainol, accompanied by counsel Ahmad Rizal Effande Zainol, filed the suit on behalf of Real Tech and Beta Semarak.

The plaintiffs are seeking RM144 million for four million tonnes of granite in a coastal reclamation project and RM80 million for the electrified double-track project in Perlis.

The two companies are also seeking RM100 million in general damages, exemplary damages and costs.

The plaintiffs said they signed an agreement with Sekutu Saujana to supply granite for the projects on Jan 22, 2008, and had paid RM150,000 as a refundable deposit to Azhari and Sumari, which acted as the stakeholder for Sekutu Saujana.

The plaintiffs claimed that Sekutu Saujana informed them that the notice of commencement to provide the materials would be given after signing the agreement.

However, after two years, Sekutu Saujana had yet to give the notice of commencement.

The plaintiffs claimed that the defendants could not give a definitive answer and the legal firm claimed it had given the deposit to Sekutu Saujana.

Work on Gemas-Johor Baru tracks to start soon
By DESIREE TRESA GASPER Friday February 19, 2010
http://thestar.com.my/news/story.asp?file=/2010/2/19/nation/5705623&sec=nation

SEGAMAT: Work on the Gemas-Johor Baru dual tracking rail project awarded to a company from China will begin soon, said Transport Minister Datuk Seri Ong Tee Keat.

“This project is a major step forward in developing the state further,” said Ong during his visit to the Segamat Inland Port here.

He said in order to upgrade the current railway services, the country should consider having wider tracks that would be able to accommodate high speed trains.

He explained that many people did not understand why the Government was still focusing on trains that were only travelling at 140kph when countries like China and Japan already had high-speed trains.

“The problem lies in the tracks. The current ones will not be able to handle high-speed trains as they are too narrow,” he said.

A narrow track could result in a high-speed train being derailed.

“A standard gauge track is wider and it would be more stable. And it is time for us to set our sights on building these tracks alongside the old ones,” he said.

As for the Padang Besar-Johor Baru tracking project, Ong said compensation to squatters and land owners including the state governments was settled before Chinese New Year.

“The question of compensation does not arise anymore,” he said after visiting the Kereta Api Tanah Melayu Berhad railway station here.

On the Segamat Inland Port, Ong said the ministry was looking into reviving it.

“We found that one of the major reasons for the closure of the port in 2006 was the management,” he said.

He also added that he would be talking to businessmen in the area to gain feedback and gauge the viability of reopening the port.

The cost of building the Segamat Inland Port is estimated at about RM21mil.

KL-Ipoh electric train to run soon
By JAGDEV SINGH SIDHU Wednesday July 21, 2010

PETALING JAYA: The RM6bil Ipoh-Rawang rail track, which was completed in 2007, is set to see its maiden electric train service to Kuala Lumpur soon.

However, critics have warned against any delay in kicking off operations along the rest of the electrified rail artery in Peninsular Malaysia once construction is completed by the end of 2013.

They said electric train sets (ETS) should be ready for deployment once the Ipoh-Padang Besar stretch is completed by 2013 and the link between Gemas and Johor Baru expected to be ready around the same time, so that billions of ringgit of infrastructure funded by taxpayers did not lay idle and under-utilised.

The embarrassing delay in the start of the new train services along the upgraded Ipoh-Seremban stretch was the result of improper planning but this should not occur again once the remaining double-tracking project in the peninsula is completed.

A source said money for new ETS had been allocated under the 10th Malaysia Plan (10MP) and their construction would take about two years.

“The lesson from that mistake has been learnt,” he said, referring to the late utilisation of the completed Ipoh-Seremban track.

Given that it takes 24 months for the ETS to be built, orders would theoretically go out by the end of next year for the trains to be used on the electrified double tracks once built in three years.

Currently, the MMC Corp Bhd-Gamuda Bhd consortium is upgrading the 329km Ipoh-Padang Besar stretch for RM12.5bil.

The RM3.45bil Seremban-Gemas electrified double-tracking project was awarded to Ircon International Ltd and is scheduled for completion in 2012. The RM8bil Gemas-Johor Baru electrified double-tracking project has been slotted for award under the 10MP.

The understanding is that the project for the Gemas-Johor Baru route, which could be awarded soon, would be completed by 2013.

The value of the ETS order should be large, considering that many train sets would be needed to ply along the spine of the peninsula once all three components of the electrified double-tracking project are completed.

Reports indicated that KTM Bhd (KTMB) is set to launch a rail service using ETS soon which would cut the current travel time from Ipoh to Kuala Lumpur to two hours.

That service, which is now due to start 2½ years after the electrified tracks were completed, would be extended to Seremban.

KTMB was reported to have ordered five six-car ETS for RM250mil in 2007 to service the 300km route between Ipoh and Seremban.

The travel time would be reduced by an hour and the ETS can carry 350 passengers, which is 100 more than the current trains do.

KTMB could not be reached for comment.

Electrifying experience: An attendant welcoming newsmen on the brand new
electric train at the KTM station in Kuala Lumpur during a familiarisation tour
Monday. — AZHAR MAHFOF / The Star

KUALA LUMPUR: Starting Wednesday, the public will be able to travel by train from Ipoh to Seremban in just three hours.

The Electric Train Services (ETS) will begin its commercial run with 10 trips between Ipoh and Seremban with a six-month promotion rate of RM30 one way.

A 40% discount would be given to children under 12, the physically-challenged and senior citizens.

KTM Bhd president Dr Aminuddin Adnan said it would take only two hours from Ipoh to KL at an average speed of 110kph and up to a maximum of 160 kph.

“We hope that the public will find this service safer, faster and more comfortable than driving,” he said during a familiarisation trip for 200 business and professional individuals yesterday.

Dr Aminuddin said each 350-passenger coach would have disabled-friendly features, closed-circuit television cameras for passenger safety, overhead compartments, a food and beverage section and WiFi connections coming soon.

The ETS will stop in Batu Gajah, Kampar, Tanjung Malim, Kuala Lumpur, KL Sentral. Bandar Tasik Selatan and Nilai on its Ipoh-Seremban route. The journey will begin at 4am from Ipoh and 9.59am from Seremban.

Five trains will depart from Ipoh and Seremban daily. This will be increased to eight runs each in November.

Dr Aminuddin added that plans included extending the service to Padang Besar and Johor Baru by 2013 and setting up a business class section for each coach soon.

Former Universiti Malaya staff Kamsiah Ali lauded the disabled-friendly features.

“Not only are the washrooms disabled-friendly, but the floor is level and it’s safe for people like me who use walking canes,” Kamsiah said.

Malay College Old Boys Asso*ciation executive secretary Mohamed Ghazali Kamal Baharein hoped that the service would be kept punctual for business people, who had tight schedules.

Double-track project to be completed by December 2013
By SHAUN HO Friday August 13, 2010
http://thestar.com.my/news/story.asp?file=/2010/8/13/nation/6846988&sec=nation

PETALING JAYA: Half of the structural works between Ipoh and Padang Besar has been completed.

Work on the Electrical Double Track Project – including earthwork, soil treatment and construction of elevated viaducts – is currently at 52% and is expected to be completed by December 2013.

Also in an advanced stage of completion are four of the project’s main features – the 3.3km long Berapit twin tunnels, the 300m Larut twin track tunnel, the 27km land viaduct in Perak and the 3.3km marine viaduct over the Bukit Merah lake.

These Malaysian engineering feats will replace many railway structures built during British colonial times.

The 3.3km Berapit twin tunnels, which is 59% ready, is said to be the longest of its kind in South-East Asia. A 2.2km section will run through Bukit Berapit, and a 90m section under the North-South Expressway.

The tunnel will be built using the cut-and-fill technique, where sections of earth are excavated and the tunnels built in the pits before the ground is filled in.

The 10m-high, 13m-wide Larut twin track tunnel has been fully excavated and is awaiting surfacing and systems works.

A new 90m swing bridge over the Prai river in Penang is in the early stages of construction and is expected to be completed next year.

Work on loop tracks around the main train stations to merge with the existing single track line has begun, but track laying work will only be in full swing early next year. The specially laid rails will enable the electric high-speed trains to travel up to 160km an hour.

Undertaken by MMC-Gamuda Joint Venture Sdn Bhd, the RM12.5bil project began in January 2008 and was slightly delayed last year by land acquisition problems.

Hopefully the experience gained after the construction of this tunnel should be used on a construction of tunnels across Titiwangsa Mountain range for KL-Kuantan line.

Now that Switzerland has completed the boring of Gottard Tunnel, which will be the longest tunnel in the world, it's time for our own achievement in tunnel building!

Have you heard about RM9bil Pahang-Selangor water transfer project? this project will consist 44.6km tunnel that bored through Titiwangsa Main Range. Railway project on right track with tunnel breakthrough
Tuesday November 2, 2010
http://thestar.com.my/metro/story.asp?file=/2010/11/2/north/7343021&sec=North

TAIPING: A milestone in local railway engineering has been achieved with the 3.3km tunnel through a solid 300m granite hill in Bukit Berapit under the Electrified Double Track Project (EDTP).

The engineering and construction team of MMC-Gamuda Joint Venture successfully punched through the final rock segment of the twin-bore Berapit tunnel here yesterday.

Transport Minister Datuk Seri Kong Cho Ha, who officiated at the live breakthrough carried out by explosive experts of MMC-Gamuda, said he was happy with the progress on the 329km of the Ipoh-Padang Besar EDTP.

Kong noted that the Berapit blast-and-bore tunnel was the longest twin tunnel railway in Southeast Asia.

“We are on the right track towards improving public transportation and the government is finalising the last phase of the EDTP on the Gemas-Johor route,” he added.

MMC-Gamuda Joint Venture exe-cutive director Datuk Azmi Mat Nor said the Berapit tunnel was 70% completed.

He noted that other significant engineering features of the Ipoh-Batang Padang EDTP included a 3.5km marine viaduct across the Bukit Merah lake in Perak and a swing bridge in Prai, Penang.

The marine viaduct over a lake which is also the longest in Southeast Asia will replace the old KTM embankment bridge.

He said the RM12.5bil project which involved the construction of two new electrified railway tracks across Perak, Penang, Kedah and Perlis was now 57% complete.

“We still need to complete the infrastructure and its tunnel system,” he said, adding that the tunnel was scheduled to be ready at the end of next year.

Azmi said the EDTP, the biggest infrastructure project in the country’s history, employed 3,000 local engineers and other professionals with only about 10 per cent foreign expertise.

“And nearly 95% of the materials used in this project was sourced locally.

“The rest, comprising mostly rail beams and track materials, were imported,” he added.

MALAYSIA'S BERAPIT TWIN TUNNELS, THE LONGEST IN S-E ASIA, DUE FOR COMPLETION IN 2011
KUALA KANGSAR, MALAYSIA, Nov 2 (NNN-BERNAMA) -- The Berapit Twin Tunnels, which are being bored to facilitate Malaysia's Ipoh-Padang Besar Electrified Double-Track Project and which will be the longest in South East Asia, are due to be fully completed by end-2011, says Transport Minister Kong Cho Ha.

He said Monday in this town in northern Perak state that construction of the 3.3-km twin tunnels was about 70 per cent completed, while the remaining 30 per cent included 15 per cent infrastructure work, and the remainder involved systems completion.

"We started construction of the tunnel on Oct 4, 2009 using a twin-bore concept with one track each and nine cross passages between the left and right tunnels for safety purposes," he said at the Berapit Twin Tunnel penetration ceremony in Padang Rengas, near here.

"This is also to fulfill safety aspects in case of emergency and it is also equipped with world-class safety infrastructure."

Kong said the overall performance of the double track project was now reaching 57 per cent physical development, and current work involved construction of a train station, flyover and tracks.

The 329-km project, which runs from Ipoh, the capital of Perak, to Padang Besar on the Malaysia-Thailand border, is expected to cost 12.5 billion Ringgit (about 4.04 billion USD). It is being implemented under the Ninth Malaysia Plan (2006-2010) to improve infrastructure facilities and boost economic growth.

The project, being carried out by a consortium of two Malaysian engineering groups, also involves the construction of 65 overhead roads, eight road bridges, 75 river bridges and 43 bridges for motorcycles and pedestrians.

A 290-metre swinging bridge will also be built in Perai in the northern state of Penang and a marine flyover spanning 3.5 km across the Bukit Merah lake near, Taiping. just north of here.

Besides the twin tunnels, a 300-metre-long tunnel near Taiping, known as the Larut
Tunnel, was penetrated in March.

Kong also said the government had plans to carry out the Gemas-Johor Bahru electrified double track project in the southern part of Peninsular Malaysia soon to complete the electrified double track infrastructure along the whole stretch of the West Coast of the peninsula.

"The Gemas-Johor Bahru section is the last phase in the project ... the Transport Ministry are committed to ensuring that the public benefits from an integrated rail infrastructure," he added.

Kong said the Ipoh-Padang Besar section was critical for the development Northern Corridor Economic Region (NCER), a special development zone encompassing the four northern states of Peninsular Malaysia, especially in strengthening the corridor as a logistics hub.

The project will have an economic spillover effect in the form of increased growth for the states involved -- Perak, Penang, Kedah and Perlis -- he added.http://namnewsnetwork.org/v2/read.php?id=138039

go check the tunnel specs before posting, do u think the tunnel size is like the normal backhaul water pipe? do u even know how big the load that they want to transfer? some more your idea of integrated water tunnel with road tunnel is useless.. build slightly bigger for both?? man, please be real a bit laa! do research before posting, don't be blind by reading malaysiakini only, do more reading. memalukan PR saja!!

nway, the 100-storey building maybe not for all Malaysians but there will be a return, which benefits most of Malaysians through PNB unit trusts.

PNB is an investment agency. they need to make investment for return. if they don't invest OR give 5billions away for rakyat affair, you think there will be a return?? later, the so-called rakyat marah pula because dividend given is lower.

The existing east coast railway track from Gemas to Tumpat is less populated and i don't think double tracking on that line alone will increase passenger traffic, because the areas around the existing east coast line (Gemas-Tumpat) is low.

I expect passenger number will rise if there is railway connection between KL and Kuantan, passing Mentakab.

since there is no highway to kelantan, give double track to them.. not everyone can afford to take flight or drive. bus service is a big risk now for passengers.
maybe a cut thru kl-kuantan-kb is good for east coast ppl.

i know that kl is our primate city and the idea is all road or railroad had to lead to KL,..but since gemas is a short distance from kajang,if we dig there it would not help much the northern and east coast state..for example if u from ipoh,AS or png to n from KB/KT,we would have to go down south to reach KL then up again,..which lead us to need to build another east west link up north

so i suggest we do compromise little bit, rather than have to build 2..why not we build one!!! tunnel near ipoh...so if from kl n south we transit through ipoh to the east coasttown of KB/KT, while ipoh,AS or png to n from KB/kt,kuantan would not have to travel to much down south..this will promote better regional development up there..

i know that lots of country have primate city, however, this had disallowed us to tap in the strength n advantages of other area as well as flowering the anti KL feeling we see flowerish...furthermore we could see the trend of the future is moving from a Single megacities n are being replaced by urban archipelagos..u can see korea trying to do so for political reason, while the pearl river delta because of economic reason..

since we already had urban archipelagos, not to mention it popular with the voter, we should make the move to capitalize it,rather than continuing the nearly outdated primate city concept, that people are moving from...

Bro, it's a superb idea & thanks God we've a visionary Msian.

But I would say the coastal alignment at West Coast wouldn't be feasible to build. I bet the Govt more happy to build a spur from the current alignment etc. Tampin-Melaka which is for more cheaper in land acquisition.

Yes, you're absolutely right. A tunnel from Ipoh to East Coast is a good idea. Going down to Gemas for Northern people wouldn't be easy & less economical.
Yes tunnel ipoh-east coast could help to spur more economy activities into east coast.

Azizan: Double Tracking Project Causing Floods

ALOR SETAR, 5 NOVEMBER, 2010: The Kedah government alleged today that the double tracking project is causing the floods in the state.

Menteri Besar Datuk Seri Azizan Abdul Razak said the contractors, MMC-Gamuda joint venture, should enlarge the drainage for the flood water to flow quickly into the river.

During the big floods of five years ago, Azizan recalled, the Sultan Abdul Halim Airport and several other areas were never under water.

But since the start of the double tracking project, flooding has become worse in Kedah, he added.

Azizan said:” We called them (Gamuda) for an urgent meeting with us today, but they did not come.

"If they persist in not meeting us, I will direct the Drainage and Irrigation Department to immediately open up a passage for the flood waters."

Azizan also said that water supply has been restored in Padang Terap and in certain parts of Kubang Pasu and Kota Setar.

Clean water would continue to be transported by lorry to areas where supply had not been resumed, he added.

Azizan said the allocation to handle the floods had been doubled to RM600,000, and might be increased further.

actually, the west coast bypass is KTM plan,u know the current NS line is already busy and the moving off cargo n dangerous item through KL, especially underneath KL sentral is dangerous n inefficient (you know lah,the whole commuter must stop to let cargo train through kinna stuff)..furthermore they get to move tone of cargo to the industry n port along the coast as well as serving the people there and tourist to that area..

in Penang previously maybe possible due to double tracking, LGE could be right.

but as you can see in Kedah, it's out of mind that the water level spill all over the town could be caused by double track project. purely none sense!

eventhou IF double tracking is an underground tunnel, I bet it won't be able to handle such a massive water from the heavy rain that last for 3 days non-stop.

plus Kangar not even in the current railway alignment but still flooded massively. thus, his statement is purely rubbish & perbodohkan rakyat statement.

God wanna test him, last time when they're the oppposition, they easily blast the govt for the flood. now what?? IN YOUR FACE!! Kedah govt need to "MUHASABAH" themselves.

Electrified railway line from Ipoh to Padang Besar 57% complete

In progress: The 300m-long Larut Tunnel near Taiping was
penetrated in March and is near ready for commissioning.

WORK on the Electrified Double Track Project (EDTP) from Ipoh to Padang Besar, which started in 2008, is now 57% complete.

The RM12.285bil EDTP project by MCC-Gamuda Joint Venture Sdn Bhd, the largest infrastructure undertaking to-date in the country, involves bridges, tunnels and new double track railway lines traversing over 300km across four states, Perak, Penang, Kedah and Perlis.

In the three years, with a total 19 million man hours clocked without any casualty, MMC-Gamuda have chalked up some engineering feats along the way.

Just last week, engineers successfully broke through the final segment of the 3.3km-long Berapit Tunnel in Padang Rengas, Taiping.

The event was witnessed by Transport Minister Datuk Seri Kong Cho Ha who signed a plaque to mark the breakthrough.

Once fully completed, it will be the longest railway tunnel in South-East Asia with 16 passages between the two tunnels created for security and emergency purposes.

Drill and blast work on the 9m-high and 9m-wide horseshoe-shaped twin tunnels started in July 2009 and the breakthrough was completed last week, ahead of schedule.

Major challenges faced by the 240 employees, including engineers, technicians and explosive experts were compounded by extremely hard granite rock and the constant active loads on the North-South Expressway.

With the final breakthrough, the tunnelling team has already started work on the remaining 25% or the final phase of lining the tunnels with concrete followed by mechanical and electrical works.

Another engineering milestone in sight for MGJV is the near completion of the longest marine viaduct in South-East Asia, over the Bukit Merah Lake, which is the most famous breeding ground for Arowanas in the country.

The marine viaduct over a lake which is also the longest in South-East Asia will replace the old KTM embankment bridge.

http://thestar.com.my/archives/2010/11/11/central/p1view.jpg

A media tour of construction work in Berapit, Lumut and Bukit Merah found MGJV work in full swing and progress is ahead of schedule.

Though the media tour did not extend to Prai, MGJV executive director Datuk Azmi Mat said a swing bridge would be another feather in the cap of engineering feat for MGJV.

The swing bridge will be the only railway bridge to be constructed over Sungai Prai that has a central span that swings to allow river navigation.

The Ipoh-Padang Besar Double Track project is expected to be completed at the end of 2011, ahead of schedule.

Foundation laid for Singapore-Kunming rail link
Thursday November 11, 2010
http://thestar.com.my/metro/story.asp?file=/2010/11/11/central/7395604&sec=central

THE 329km Ipoh-Padang Besar Electrified Double Track Project, a railway section that will form a part of the planned Singapore-Kunming rail link that was agreed upon by Asean countries in 2007, is expected to be completed in 2013.

The RM12.5bil project, the largest construction project undertaken in the country started just over two years ago. It has reached another milestone with the final breakthrough of the 3.3km-long Bukit Berapit, the longest of its kind in South-East Asia.

The 9m-high and 9m-wide horseshoe-shaped twin tunnels, will replace at least four tunnels and two bridges of the existing track while cutting across the old track, the North-South Expressway, federal trunk road and the 200m Berapit tunnel.

Once completed, electrified trains will travel at a speed of 160km per hour, reducing traveling time between Ipoh and Penang to 90 minutes from the current four hours.

go check the tunnel specs before posting, do u think the tunnel size is like the normal backhaul water pipe? do u even know how big the load that they want to transfer? some more your idea of integrated water tunnel with road tunnel is useless.. build slightly bigger for both?? man, please be real a bit laa! do research before posting, don't be blind by reading malaysiakini only, do more reading. memalukan PR saja!!

nway, the 100-storey building maybe not for all Malaysians but there will be a return, which benefits most of Malaysians through PNB unit trusts.

PNB is an investment agency. they need to make investment for return. if they don't invest OR give 5billions away for rakyat affair, you think there will be a return?? later, the so-called rakyat marah pula because dividend given is lower.

So cannotlah, hmmm..it's OK
It just my idea, how to have rail connection between klang valley and east coast by tunneling the Titiwangsa range at lower cost.
I found that there was already a tunneling project, why not we are doing 2 in 1 project, so that by utilizing almost same budget for two big purposes, railway and water transfer.

Sorry for that graphic picture becoz I just google around and I found that only Malaysiakini have better graphic picture for this project.

I think also you know much better how to ensure this 100-storey tower full of tenancy and give good return to investors. There was already lot of empty office building in KL...

If you support bn you will say so. I lived just beside the railway track and YES!! the railway track is one of the reason AS got flooded heavily. One side of track was less flooded compared to the other side. It's not the MB alone that make such statement but also BN Minister (Datuk Chor Chee Heung, Minister of Local Authority) also blamed the railway project that contributed to the worst flood in AS. KTM denied it as owner of the project but the contractor, MMC-gamuda silently dug out drains to ease the floods.:ohno:

So don't rely on the news produced by BN because they have their own agenda which is to tarnish the image of Kedah government.

Lim willing to meet Kong over stop-work order
By Himanshu Bhatt

GEORGE TOWN (Nov 14, 2010): The Penang government is willing to meet Transport Minister Datuk Seri Kong Cho Ha to discuss the stop-work order it issued on the Ipoh-Padang Besar Electrified Double Track Project (EDTP) that passes through Seberang Perai.
"I am willing to listen to Datuk Seri Kong’s explanation that this RM 15billion project did not cause or worsen the worst floods ever in Kedah," Chief Minister Lim Guan Eng said today.

He said if he was convinced by Kong, he would be willing to recommend an immediate lifting of the stop-work order on contractor MMC-Gamuda JV Sdn Bhd.

The state had on Friday directed the Seberang Perai Municipal Council to issue a stop-work order as a pre-emptive move to prevent major floods in Penang on the same scale as in Kedah.

The move came after reported statements by Housing and Local Government Minister Datuk Chor Chee Heung and Kedah Mentri Besar Datuk Seri Azizan Abdul Razak that recent major floods in Kedah were possibly due to the project.

The state wants MMC-Gamuda to give a written guarantee that it would bear full responsibility for any costs incurred if the areas surrounding the project in Seberang Perai became flooded, and that it would immediately dismantle or remove any tracks that blocked rainwater flow.

"The contractor will also be required to inspect flood-prone areas in the project construction zone together with Penang state executive council members Lim Hock Seng and Law Choo Kiang," Lim said. "I will await their reports before deciding whether and when to lift the stop-work order."

Lim also regretted that Chor has denied saying the project had brought about flood problems.

Chor had reportedly said his house Taman Lumba Kuda was flooded for the first time under four feet of water.

Lim said the state was only carrying out its duty to safeguard people’s interests to prevent major floods like in Kedah happening in Penang.

Meanwhile, Penang Gerakan chairman Datuk Dr Teng Hock Nan said in a statement today that the state should not be too hasty to use the stop-work order as the first option in handling the issue.

He said such an order should be invoked only if the contractor refused to comply with conditions imposed by the state government. -- theSun

‘No proof Ipoh-Padang Besar project causes Kedah floods’
Posted on November 14, 2010, Sunday
http://www.theborneopost.com/?p=75063

BUTTERWORTH: There is no proof that the Ipoh-Padang Besar Electric Double Tracking Project (EDTP) causes the recent floods in Kedah, Minister in the Prime Minister’s Department Tan Sri Nor Mohamed Yakcop said.

He said any decision to issue a stop work order on the project should be based on a technical study of the project .

“If it is found that the project causes the floods, then measures should be taken, but there is no proof.

“So, it is inappropriate to stop work on the project because the action has impact on the economy,” he told reporters after opening the Auto City Prai RHB Islamic Bank branch office here yesterday.

Nor Mohamed was responding to the DAP-led Penang government’s decision in ordering MMC-Gamuda Joint Venture Sdn Bhd (MMC-Gamuda JV) to stop all work on the double tracking project in the state to prevent floods.

On Friday, Chief Minister Lim Guan Eng said the decision was made at the state executive council meeting held Friday following statements by Housing and Local Government Minister Datuk Chor Chee Heung and Kedah Menteri Besar Datuk Seri Azizan Abdul Razak that construction of the double tracking project had worsened the floods in Kedah.

This was not the first time that a stop work order on the project was issued by the Penang government.

End of last year, MMC-Gamuda JV was ordered to temporary halt work on the project because it claimed that the company did not submit the design of the project to the state government.

MMC-Gamuda JV is the main contractor of the 329km double tracking project costing about RM12.5 billion.

The project is scheduled for completion in 2013.

The company had denied that the project caused the floods in Kedah. — Bernama

Floods: Ministry to study whether double tracking project to blame
Posted on November 14, 2010, Sunday
http://www.theborneopost.com/?p=75067

ALOR SETAR: The Transport Ministry will study whether the Electrified Double Tracking Project (EDTP) from Ipoh to Padang Besar was among the causes for the recent major flooding in Kedah, its Deputy Minister Datuk Abdul Rahim Bakri said. He said the ministry would consult the Drainage and Irrigation Department and the Department of Environment following accusations that the MMC-Gamuda Joint Venture Sdn Bhd’s project was among the possible causes for the flood.

“We are sensitive with the public’s opinion, so we will consult the contractor and both departments for their views,” he told reporter after attending a briefing by the Malaysia Airport Holdings Bhd at the Sultan Abdul Halim Airport in Kepala Batas here yesterday. He said in 2005, Kedah also experienced a major flooding although the EDTP had not started yet.

“Heavy rainfall, described as the worst in 35 years, could have also contributed to the flood, but we will definitely find out the truth behind the accusations,” he said.

Abdul Rahim was at the airport yesterday to attend a briefing on how bad the floods had affected the runway.

The airport was closed from Nov 2 until Thursday after the runway was submerged in floodwaters, forcing the cancellation of 60 flights.

Meanwhile, Keretapi Tanah Melayu Berhad (KTMB) said the move by Penang DAP government to order a stop to the project was inappropriate. KTMB senior corporate communications manager Mohd Fazli Ismail said the project did not aggravate the floods in Kedah nor should it be a cause for concern in Penang.— Bernama

The flood in Kangar lasted just few days because it does not get caught or trapped between any man made project while Alor Setar as I mentioned the double tracking project was one of the reason and not the main reason The floods could not flow out to proper outlets since lots of drainage was blocked by the said project!

As I said earlier that my house is just few metres from the railway project and the flood was trapped for three days even though no rains before it started to recede.

Anyway just go and ask RTM or TV3 la to "get the true picture"!!

KL-Kuantan line is not feasible for now, but Metakab-Kuantan does. This do develop Kuantan as major oleochemical industry center of Malaysia, with all of the palm oil, timber and rubber exported through Kuantan port. A branch line to Jengka (single track electrified) is needed to transport goods from plantations in Jengka into the main line then to Kuantan.

Mentakab-Raub (Bentong-Raub single track electrified) would be developed as Phase 2 run parallel with Batu Caves-Gombak. This phase do not make too much economic feasibility but paving way for 3rd phase Gombak-Bentong which requires more challenging engineering works. Phase 2 can be initiated once Phase 1 project completed, but Phase 3 project need to wait watch the economic development in Kuantan conurbation and Klang Valley megalopolis to see the traffic demand between this two regions. Mentakab-Kuantan (Phase 1) line is primarily for freighting and local passenger transport (means not intercity express). Gombak-Bentong stretch should build with combination of loops, bridges and tunnels instead of base tunnel like Gotthard Base Tunnel because Malaysia can't meet the demand as they do. GBT is used to connect between world class metropolises: London, Paris, Zurich, Brussels, Frankfurt, Milan, Rome, Venice. Kuantan is not a world class city, and their population can't even exceed 1m, but may exceed in 2020.

Another line runs parallel with Phase 1 should be Maran-Pekan-Kuantan line, while Maran-Pekan-Kuantan serves as Pahang Golden Triangle, Pahang Golden Triangle composed by Maran as railway hub transporting goods between Mentakab-Termeloh conurbation, which processes raw materials from Jengka triangle to Kuantan Port and export, the large triangle plain serves as large argicultural land with Pekan and Kuantan serves as manufacturing center and exported through Kuantan Port. Phase 1A includes double track electrification and realignment if necessary of Kuantan (Port) - Kertih line.

Kuantan-Kertih line should serve Chukai industrial center and Cherating resort well, Kuantan-Kertih line main purpose is transporting freight between Chukai and Kuantan Port and tourists to beaches and resorts in Southern Terengganu and Northern Pahang coast from Kuantan Terminal (intergrated bus and train station) before completion of Phase 3 (Bentong-Gombak). Further extension to Bukit Besi via Dungun is needed because of increasing industrial freight demand in Terengganu, while Dungun-Bukit Besi is single track electrified. Dungun to Kuala Terengganu further extension via Machang (Phase 3C) must be double tracked electrified.

Gamuda responds to request to lift stop-work order
Wednesday November 17, 2010
http://thestar.com.my/news/story.asp?file=/2010/11/17/nation/7445908&sec=nation

GEORGE TOWN: MMC-Gamuda Joint Venture Sdn Bhd (MGJV) will provide a letter of guarantee as requested by the Penang government to lift the stop-work order on the RM12.485bil Electrified Double Track Project (EDTP) in Seberang Prai.

A spokesman from the company, however, declined to comment on details of the letter.

Precautionary measures had been taken to deal with possible flooding during the current monsoon season in areas within the EDTP corridor while pre-emptive measures would ensure a proper drainage system for flood-prone areas, he said.

MGJV said it had also increased the frequency of periodic checks in view of the unusually heavy rainfall recently.

On the recent flooding in Kedah, MGJV said the relevant authorities had clarified that abnormal and unprecedented volume of rainfall upstream of Sg Anak Bukit had caused flooding downstream.

MGJV also said it had conducted a joint site inspection in Seberang Prai on Tuesday with state exco members Lim Hock Seng, Law Choo Kiang, MPSP president Mokhtar Mohd Jaid and officials from relevant authorities.

It said it was observed during the inspection that some of the waterway openings outside the EDTP’s jurisdiction needed maintenance and upgrading works to avoid impeding water flow.

Lim said although the state government was committed in working with the Federal Government on mega projects that benefited the country, it could not ignore public interest.

Lim said the people’s welfare and public interest must be above profit considerations of one or two companies.

Prai swing bridge making good progress
Bernard Cheah

newsdesk@thesundaily.com

SEBERANG PERAI (Dec 8, 2010): The new Prai swing bridge, which is part of MMC-Gamuda Joint Venture Sdn Bhd's electrified double-track project, is about 40% completed and scheduled to be ready by December 2012.

Describing the project as an iconic and unique structure, Transport Minister Datuk Seri Kong Cho Ha said work on the 282m bridge, with a 90m mid-span which is able to rotate and swing, is ahead of schedule.

A model of the swing bridge. The bridge is expected to be ready
December 2012.
"According to the schedule, the project is supposed to be 30% done. We are about 10% ahead of the schedule," he said during a visit to the project site today, accompanied by MMC-Gamuda JV senior management.

"We are confident we can complete the bridge on schedule."

Kong said the bridge costs more than RM100 million, and is part of the project's reported cost of RM12.49 billion.

The bridge is designed to allow unrestricted movement of ships and other marine vessels along the Prai River.

When completed, it will replace the existing 40-year-old single-track railway bridge which was built by Keretapi Tanah Melayu Berhad (KTMB) in the 1960s.

Other significant engineering features of the double-track project include the 3.5km Bukit Merak marine viaduct and the twin-bore Berapit Tunnel in Perak, which is expected to be the longest railway twin tunnel in Southeast Asia when completed.

Kong also gave his assurance that the double-track project could be completed on time. "We are slightly behind time due to the land acquisition process, but the project will still finish on time."

He said work on the project is almost 60% done, and is expected to be completed by December 2013.

"We are doing our best as the ministry and the contractor are working closely to schedule," he said

On another matter, Kong, who had earlier visited the SJK (C) Kim Sen in Bukit Mertajam, said the ministry has approved the acquisition of about 3,000 sq ft of land to be turned into an entrance to the primary vernacular school, which had been affected by the widening of Jalan Harapan.

He said the ministry had submitted the acquisition to the state Land and Mines Department in November.

"We are waiting for department to gazette the acquisition and the valuation for compensation to the land owner. When gazetted, the state exco would have to approve it," he said.

He hoped the matter would be resolved by the end of the year before the school term begins next month.

Ipoh-Pdg Besar project 60 percent done
2010/12/08
http://nst.com.my/nst/articles/Ipoh-PdgBesardouble-trackingproject60pcdone/Article/

BUTTERWORTH: The progress of the Ipoh-Padang Besar electrified railway double-tracking project (PLBE), which stretches 329 kilometres, is now 60 per cent complete, Transport Minister Datuk Seri Kong Cho Ha said today.

He said although work on the project, running 329 kilometres and crossing Perak, Penang, Kedah and Perlis, was delayed, it was expected to be completed as scheduled in Dec 2013.

"The delay was due to land acquisition problems. However, the matter is now 99 per cent solved," he told reporters after a visit to the swing bridge of the PLBE project here.

Kong said the construction of the PLBE project involved building of, among others, 23 stations, 75 river bridges, 66 road over bridge, eight road under bridge, 45 bridges for pedestrians and motorcyclists and two tunnels, at Larut and Berapit.

A unique structure for the PLBE project was the construction of a 90 metre swing bridge at Sungai Prai for ships to pass through, he added.

He said work on the swing bridge, which used Austrian technology, was scheduled for completion in Dec 2012.

"It is now 40 per cent completed, which is 10 per cent ahead of schedule,'' he added. -- BERNAMA

Double-track railway job 'will meet deadline'
2010/12/09
http://www.nst.com.my/nst/articles/10dub/Article/

BUKIT MERTAJAM: Work on the electrified double-track railway line from Ipoh to Padang Besar has fallen behind, but the Transport Ministry is confident that the project will be completed on schedule.

Sixty-four per cent of the project has been completed as at the end of last month.

Minister Datuk Seri Kong Cho Ha said the delay was because of problems related to land acquisition. However, he said, the ministry would resolve them before the end of the year.

"We are doing our best to get it (land acquisition) done. The contractors are working closely to meet the deadline.

"If all goes well, the project will be completed as planned, in December 2013," he said during a visit to the project site in Prai and here, on mainland Penang.

Kong also said the government had agreed to a request by the management of SJK (C) Kim Sen to acquire a piece of land for the school's entrance since the existing entrance was affected by the project.

In Prai, Kong and the MMC-Gamuda Joint Venture senior management team made a joint site inspection of the new swing bridge, which is 40 per cent completed. It stretches 120m across Sungai Prai.

With a total length of 282m, the RM100 million swing bridge will allow unrestricted movement of ships along Sungai Prai.

"With the help of Austrian experts, we hope to complete it by 2012," said Kong.

Work on the 329km railway line, encompassing Perak, Penang, Kedah and Perlis, began in January.

The project, costing RM12.48 billion, is a government initiative to improve inter-city rail transport. It involves replacing a single-track line linking Ipoh in Perak to Padang Besar in Perlis.

The new tracks will cater for electric train sets with speeds of up to 160kph.

everyone knows that including anyone grandma.

but this is a private project (initially slated under dollah ECER).
they see things differently than the party/govt as it's more commercial driven.
i don't see the needs of building this for the moment.

if all follow the party order regardless of the feasibility, company can go bankrupt. so please grow up.

Can't wait for this project to finish. It is so far a nightmare to us in AS. The traffic during peak hours is unbearable since they have thorned down a flyover in the middle of the town for a new flyover + Alor Setar Station.

Over in Anak Bukit, there is some construction going within the federal government complex, probably the proposed Anak Bukit Station.

In Jalan Telok Wanjah, the roundabout is fully demolished and the concrete pillars are now up. Might post some pics on this.

Overall, the project will change the city in 2-3 years.

have to sacrifice a bit.

In KL, development are everywhere. even few times trapped in massive congestion on MRR2 as they're building flyover/new highway, plus last time during DUKE development.

for me, the development is good for alor setar.

I was there a month ago, the flyover you mentioned is near the Alor Setar train station, that bridge should be replace years ago due to congestion during peak hour, thus it's good if they could build double-lane for the bridge. Plus, Telok Wanjah is another congestion area during lunch/peak hours.

I'm so happy that Anak Bukit will have its own station soon, it's good for the folks around there, especially shop lots that affected by the Anak Bukit flyover near the chinese school.

Thus, the replacement in-line with the double-track is good to reduce none-sense congestion in A.Star.

SE Asia’s Longest Railway Tunnel
http://ipohecho.com.my/v2/2010/12/16/se-asias-longest-railway-tunnel/

The newly rebuilt Bukit Berapit railway tunnel, at 3.3 km, is being dubbed the longest in South East Asia. The tunnel is part of the RM12.5 billion double-tracking project connecting Ipoh to Padang Besar. It is 70 per cent completed. Monday, November 1 witnessed a landmark breakthrough when the final stretch of the tunnel was blasted. The occasion was officiated by Transport Minister, Datuk Seri Kong Cho Ha. The tracks within the tunnel are specially designed to accommodate accidents should they happen and are configured in a shape of a horse shoe with nine side tracks each way.

The tunnel is 9 metres high and 9 metres wide. Local expertise is being maximised by the project developer, MMC-GAMUDA JV. The difficult part said, Datuk Azmi Mat Nor, Director of MMC-GAMUDA JV, was working underneath the Plus Expressway. “It involves blasting and excavation which are controlled to avoid structural damage.” The geo-technical makeover of the area was taken into consideration since the tunnel supports an expressway and the KK-Taiping trunk road. “Safety of motorists is our primary concern,” he added.

“The remaining 30 per cent of the tunnel will be completed by 2011,” said Yeoh Hin Kok, the project director. “We’ve achieved 19-million work hours without any stop-work time. That’s a record of sorts,” he told reporters at the site.

Other landmarks of significance along the rail route are the 3.5-km marine bridge across Bukit Merah Lake, the 342-metre Larut tunnel and the 282-metre Prai swing bridge. The three structures, according to Yeoh, are over 85 per cent completed.

The Berapit and Larut tunnels for the project are situated between the towns of Padang Rengas and Taiping. The Larut tunnel (390m long) and the Berapit twin-tunnels of 2.5km long each are 10km apart and sit respectively at the north and south gateways into this hilly region of Perak. Perak to meet MMC-Gamuda JV on double-tracking project
Posted on March 24, 2011, Thursday
http://www.theborneopost.com/?p=107804

LENGGONG: Perak will meet with MMC-Gamuda Joint Venture Sdn Bhd on the Electric Double Tracking Project (PLBE) which will run through the state to resolve several issues and problems immediately.

Menteri Besar Datuk Seri Dr Zambry Abdul Kadir said the meeting aimed to resolve issues on the PLBE especially the problem of land acquisition, resettlement of villagers and problems arising from the route for the tracks.

“The meeting will be led by the State Secretary.

In addition, the meeting is also to obtain information on the latest development and the progress of construction works on the tracks and the state government hoped all problems and issues can be resolved,” he told reporters after chairing the weekly State Exco meeting at Tasik Raban, here yesterday.

He said the meeting, which would be a continuation of a series of meetings held earlier, was being planned because the state government did not want problems in the delay on the construction of the PLBE which would give a positive impact on development in the state and on the people.

On Monday, Transport Minister Datuk Seri Kong Cho Ha had said the physical development on the Ipoh-Padang Besar Electric Double Tracking Project stretching 329 kilometres, had now reached 65.2 per cent completion at the end of last month while full completion was scheduled for Nov 7, 2014.

The Ipoh-Padang Besar Electric Double Tracking Project, which was originally scheduled to be completed in December 2013 passing through Perak, Kedah, Penang and Perlis, hit a snag over land acquisition and had been rescheduled. — Bernama

SO, the information you have shown us implied that Padang besar station will be the same even after the massive double track and electrification, isn't it?

The only differences are just
1. Installation of elevators
2. Erection of roofs to form the covered platform of 530 meter long
