أعلنت "هيل إنترناشيونال"، الشركة العالمية الرائدة في مجال إدارة مخاطر البناء والتشييد، عن فوز الشركة التابعة لها "هيل تي إم جي" بتسعة عقود لإدارة المشاريع التي تطورها مجموعة طلعت مصطفى القابضة، إحدى أبرز الشركات العقارية المطوّرة للوحدات السكنية والمكتبية والفندقية في مصر.


وتعود ملكية "هيل تي إم جي"، التي تتخذ من العاصمة القاهرة مقراً رئيسياً لها، مناصفة بين كل من "هيل إنترناشيونال" ومجموعة طلعت مصطفى أي 50% لكل منهما. وتبلغ قيمة العقود التسعة التي أبرمتها الشركة حوالي 96 مليون دولار أمريكي، بينما تصل قيمة الكلفة الإجمالية لتطوير هذه المشاريع 3.8 مليار دولار.

ويتوقع أن تبدأ "هيل تي إم جي" فوراً بإدارة مشاريع المجموعة لا سيما الضخمة منها مثل مشروع "مدينتي" الذي يشتمل على مركز التسوق في الهواء الطلق في القاهرة على مساحة تصل إلى 1.3 مليون قدم مربعة من محلات التجزئة ومنتزه مركزي يضم 10 أبراج منفضلة.

أما المشروع الثاني، فيتضمن فندق ومنتجع غولف فور سيزونز مدينتي في العاصمة القاهرة، حيث يتضمن 180 غرفة وجناح. والمشروع الثالث هو فندق "فور سيزونز الأقصر" في الأقصر الذي يضم 250 غرفة وعلى جانبه 100 فيلا بالقرب من معبد الأقصر في المدينة القديمة. كما أنه يقع على ضفة نهر النيل، مما يوفر إطلالات خلابة على النيل.

وستتولى "هيل تي إم جي" حسب بنود العقد الرابع على إدارة مشروع ملعب الغولف الذي يضم 45 حفرة في القاهرة ويتميز بمرافقه وتسهيلاته المتطورة التي لا يضاهيها أي ملعب آخر في العاصمة. أما العقد الخامس فهو مشروع التوسعة الكبرى في فندق "فور سيزونز" بشرم الشيخ، حيث ستتضاعف أعداد الغرف الحالية مع إضافة 50 فيلا أيضاً بالإضافة إلى ملعب غولف بـ 18 حفرة الذي بات معروفاً للراغبين بالسياحة والاصطياف على البحر الأحمر. أما المشروع السادس فهو مشروع إجراء تجديدات وتحسينات رئيسية وشاملة في بنية فندق النيل في القاهرة الذي يتألف من 11 طابقاً و221 غرفة.

أما المشروع السابع، فهو منتجع مرسى العلم الذي يشغل مساحة تمتد على 3.2 مليون متر مربع (34.4 قدم مربعة) من الأرض، حيث سيتضمن المنتجع ملعب للغولف وبحيرات وقنوات مائية مع خمسة فنادق منفصلة تتضمن 750 غرفة، و1.9 مليون قدم مربعة من الفلل والشاليهات ونادي رياضي ومنتجع ومساكن للموظفين.

ويشتمل المشروع الثامن على فندق ومكاتب مجموعة طلعت مصطفى القابضة في القاهرة، فسيتم تخصيص 15 طابقاً كمقر رئيسي للمجموعة مع فندق للضيوف بعشرة مستويات، مع 10 طوابق بردهات واسعة. وسيقع النادي الليلي في الطابق 28. أما الطوابق 29 و30 فسيتم استخدامهما كمكاتب للإدارة التنفيذية للمجموعة مع إضافة غرفة خاصة للاجتماعات وأجنحة الإدارة التنفيذية ومكتب الرئيس التنفيذي.

أما المشروع التاسع والأخير فهو مشروع نسمات الرحاب السكني في العاصمة السعودية الرياض، حيث يغطي قطعة أرض مساحتها 2.93 مليون متر مربع (31.5 مليون قدم مربعة). وسيشتمل المشروع على 2.283 فيلا و1.998 شقة سكنية. هذا إلى جانب المناطق التجارية ومركز تسوق وغيرها من المرافق العامة.

CAIRO: A state project aiming to ease Egypt’s housing shortage is on track to meet or exceed its goal of providing half a million homes by the end of next year, its chief official said yesterday.

The government is spending around 20bn Egyptian pounds ($3.5bn) in direct and indirect subsidies on the National Housing Project, started as part of President Hosni Mubarak’s 2005 election campaign, Mohamed Galal Sayed El Ahl said. The National Housing Project was finalising the handover or had already delivered to customers a total of 303,000 housing units, Ahl said. “We are in the process of building 215,000 units and, God willing, will finish them by the end of next year,” he said.

Egypt’s real estate sector has come through the global economic downturn relatively well, mostly thanks to strong local demand from its burgeoning population and a cash economy insulated from international credit markets.

But the country’s tiny mortgage market and a lack of low-income housing expertise among many of Egypt’s biggest developers has made it hard for the private sector to profit from the pent-up demand among the country’s many poor.

Through the National Housing Project, the government sells land at discounts to private companies such as Orascom Development Holding and Nasr City Housing on the condition they use it to build low-income housing. “We’ll receive 100,000 units from them (private companies) this year,” Ahl said. “We will withdraw the land from those who don’t finish by the end of the president’s election programme.” reuters

Conceptual Master Plan for the central spine and CBD in 6th of October City

In 2009 the second project phase has been launched to further develop 6th of October City, a three million inhabitant New Urban Community (NUC) close to Cairo. AS&P, in cooperation with Archplan Cairo, have been assigned to prepare the conceptual master plan and detailed master plan for the new city centre and the southern expansion areas. As one of the special competences of AS&P, the transportation network of the new urban areas has been developed in an iterative process in close coordination between urban designers and transportation planners. This approach funds the basis for a sustainable city development. The macro-scale planning of the conceptual master plan integrated considerations for all modes of public transport for the entire city. Furthermore, it defined the hierarchic road network and made proposals for various road cross-sections. The detailed master plan of the new downtown area along the central spine refined the results of the conceptual planning stage. Multi-functional urban boulevards and streets have been developed to ensure that the transportation infrastructure meets the expectations of a modern city centre as well as the traffic demand of the growing regional centre.

الخطة الاستثمارية المصرية تتبنى مشاريع بـ4 مليارات دولار

شهدت الخطة الاستثمارية المصرية للعام المالي 2010-2011، التي أعدتها وزارة التنمية الاقتصادية بالتعاون مع جميع الوزارات والهيئات المعنية، وتهدف إلى تنفيذ استثمارات قيمتها 24.9 مليار جنيه (4.6 مليار دولار)، الكثير من المغالطات وعدم الوضوح، وفقاً لخبراء اقتصاد ومستثمرين، أكدوا أن حجم الاستثمارات في مشروع الموازنة كان يبلغ 36 مليار جنيه، (6.3 مليار دولار) أثناء عرضه على مجلس الشعب قبل أن تعلن الحكومة وصول قيمة الاستثمارات إلى 24 مليارًا، (4.2 مليار دولار) مشيرين إلى أن الرقم هزيل جدًا مقارنة بالعام المالي الماضي الذي بلغ فيه حجم الاستثمارات بالموازنة نحو 46 مليار جنيه (6 مليارات دولار).

وتتوزع الخطة الاستثمارية المصرية للعام المالي 2010-2011 على نحو 42 بالمئة للجهاز الإداري، و41 بالمئة للهيئات الاقتصادية، و8 بالمئة للإدارة المحلية، فيما خصصت النسبة المتبقية 9 بالمئة لتمويل المشاركات مع القطاع الخاص، وتصل قيمتها إلى 3 مليارات جنيه، منها مليار جنيه لجهاز تعمير القاهرة الكبرى، ومليار جنيه أخرى لتطوير الخدمات العلاجية، و500 مليون جنيه للهيئة القومية لمياه الشرب والصرف الصحي، إضافة إلى 500 مليون جنيه لمشروع محطة تنقية أبو رواش.

وطبقاً للخطة، تشكل الاستثمارات الموجهة لدعم البنية الأساسية نحو ثلث جملة الاستثمارات الحكومية بقيمة قدرها نحو 11.3 مليار جنيه، فيما تقدر الاعتمادات الموجهة لتعزيز جهود التنمية البشرية بنحو 10.6 مليار جنيه بنسبة تصل إلى 31 بالمئة من جملة الاستثمارات الحكومية.

غير مقنعة

ورأى الدكتور عبدالرحمن العليان، أستاذ الاقتصاد في جامعة عين شمس، أن الموازنة التي تقدمت بها الحكومة غير مقنعة، كما أن مصادر التمويل غير محددة، منوهًا بأن ما تضمنته الخطة مجرد دعاية انتخابية، لكنه لم يفضل الخوض في الحديث عنها مكتفيًا بالقول «المبالغ المقررة لا تذكر بالنسبة للاستثمارات المطلوبة في مصر»، وضرب مثالاً بأن قطاع الصرف الصحي وحده يحتاج إلى نحو 20 مليار جنيه، مشيرًا إلى أن كل قطاع يحتاج إلى دراسة منفردة لتحديد ما يحتاج إليه من أموال أو موازنة، فضلاً عن تحديد نسبة الفقد والضياع التي تنتج عن التنفيذ وتطبيق معايير الجودة التي يمكن تطبيق المشاريع على أساسها، كما يجب التحقق مما يتم إنفاقه على كل قطاع.

ونوه بأن مشاريع المياه المستهدفة في خطة 2010 - 2011 لا تحتوي سوى على إنشاء ازدواج خط مياه الكريمات والزعفرانة والغردقة بقيمة 30 مليون جنيه، ومحطة مياه الفيوم الجديدة بقيمة 85 مليون جنيه، ومحطة مياه كفر العلو بقيمة استثمارية 40 مليون جنيه، موضحاً أن الخطة خصصت 6.8 مليار جنيه للاستثمارات المستهدفة بقطاع الزراعة والري خلال العام المالي المقبل منها نحو 4.8 مليار جنيه للقطاع الخاص بنسبة 66 بالمئة، وتمثل البقية استثمارات عامة موزعة بين الجهاز الإداري والهيئات الخدمية والاقتصادية والشركات التابعة للقانون 97 لسنة 1983.

وحددت الخطة عددًا من المشاريع لتنفيذها خلال العام، على رأسها تنفيذ أعمال البنية الأساسية في مساحة 77 ألف فدان، منها 67 ألف فدان يقوم بها القطاع الخاص يتركز نحو 62 بالمئة من هذه المساحات في محافظات الجنوب، إضافة إلى تنفيذ أعمال الاستصلاح الداخلي لمساحة 64.5 ألف فدان منها 56 ألف فدان بواسطة القطاع الخاص، ويقع 72 بالمئة من المساحات الكلية في جنوب الصعيد والوادي الجديد.

عائد الاستثمار

وفي ما يتعلق بنسبة العمالة المتوقعة، أوضح أنه لا يتوقع حدوث تشغيل إطلاقًا، كما حدث في السنة الماضية، مؤكدًا أن المهم هو توزيع عائد الاستثمار بشكل سليم، والذي على أساسه يمكن تحديد الطاقة التشغيلية، مشيرًا إلى أنه من المفترض تحديد مشاريع البنية التحتية، وأين ستقام، وكم ستتكلف؟، ما يستدعي أن تقام على بيانات ومعلومات دقيقة، موضحًا أن ذلك لن يحدث طالما أن الحكومة لا تعلن البيانات الصحيحة، وتغيب عنها الشفافية.

مخاطر العجز

وفي سياق متصل، أكد الدكتور مصطفى السعيد، رئيس اللجنة الاقتصادية في مجلس الشعب، أن موازنة العام الجاري أقل من العام الماضي، ويرجع ذلك إلى عجز الموازنة العامة، كما أن الحكومة لا تستطيع تأجيل الدعم أو الأجور، لذلك حاولت من خلال بنود الموازنة أو الخطة الاستثمارية تخفيض الإنفاق، فبدلاً من استثمار 35 مليار جنيه وصل إلى 24 مليار جنيه، مشيرًا إلى أن ذلك يعد أحد مخاطر عجز الموازنة العامة للدولة، لأنه يؤثر في الاستثمارات.

وأضاف «ونتيجة لما سبق فإن الدولة دخلت في مشاركة مع القطاع الخاص ليتحمل عنها بعض الأعباء، وتستمر حركة التنمية في الوقت نفسه، لذلك تمت إتاحة الفرصة أمام القطاع الخاص لتنفيذ مشاريع الصرف الصحي والطرق والصحة وغيرها، بحسب الاحتياجات والتوزيع وما تراه الدولة».

مشاريع

وقال إن الخطة حددت أهم مشاريع الاستصلاح الداخلي موزعة على القطاعين العام والخاص في استصلاح 1.5 ألف فدان للقطاع الخاص بشرق الدلتا في صحراء الصالحية، إضافة إلى 2.5 مليون فدان للقطاع الخاص في منطقة الكوم الأخضر وكوم دوشمى في وسط الدلتا، بجانب طرح 1500 فدان للقطاع الخاص أيضًا بمنطقة زنين وأبو رواش في غرب الدلتا، أما مشاريع الاستصلاحات في مصر الوسطى فتشمل طرح 2500 فدان، منها ألف فدان للقطاع العام، و1500 فدان للقطاع الخاص، بينما تشمل مشاريع الاستصلاح في جنوب الصعيد والوادي الجديد 46.5 ألف فدان، منها 5500 ألف فدان يستصلحها القطاع العام، وأهم المشاريع في هذه المنطقة هو استصلاح 25 ألف فدان في توشكى، منها 5 آلاف فدان للقطاع العام، و20 ألفاً للقطاع الخاص، إضافة إلى استصلاح 15 ألف فدان بشرق العوينات سيتم طرحها للقطاع الخاص.

وأضاف السعيد في ما يخص قطاع الصناعة حددت الخطة له استثمارات بنحو 41.4 مليار جنيه بنسبة 16 بالمئة من الاستثمارات الكلية، منها 38.6 مليار جنيه في الصناعات التحويلية غير البترولية بما يعادل 93 بالمئة من إجمالي الاستثمارات الصناعية، أما في ما يخص قطاع البترول، فإنه يأتي في المرتبة الثانية بين القطاعات السلعية من حيث حجم الاستثمارات المستهدفة، حيث تقدر بنحو 35.4 مليار جنيه في خطة 2010-2011، وتتضمن الخطة عددًا من المشاريع البترولية المهمة على رأسها مشروع شمال إدكو بتكلفة 284 مليون دولار، ومشروع حقل غرب الدلتا للمياه العميقة «المرحلتان السابعة والثامنة بقيمة 2.3 مليار دولار».

تساؤلات

من جانب آخر، أشار الدكتور فرج عبدالفتاح، أستاذ الاقتصاد بجامعة القاهرة، إلى أن الحقيقة تغيب عن المبلغ المقرر للخطة الاستثمارية الجديدة، حيث أعلن الدكتور عثمان محمد عثمان وزير التنمية الاقتصادية أنها 24.9 مليار جنيه، وعندما اطلعت على مشروع الموازنة وجدت أنها 33.8 مليار جنيه، وقال سنفترض أنه الرقم الأخير، وهو الأكبر، فإنه لا يزال أقل من العام الماضي الذي بلغ نحو 46 مليار جنيه، لذا فإن الأرقام المقدمة في المشروع هي أرقام هزيلة لا تفي بالمشاريع التنموية التي ينشدها الشعب المصري، ويتمنى أن يراها على أرض الواقع.

وتساءل هل يعقل أن يكون بند تمهيد واستصلاح الأراضي يخصص له 14 مليار جنيه فقط، رغم أهمية الزراعة في الاقتصاد المصري؟، أين الاستثمار الحكومي الذي يستوعب تلك الجيوش الجرارة من الشباب الذين يتخرجون في الجامعات، ولا تجد فرصة عمل في القطاع الخاص؟، نحن نريد موازنة عامة تتبنى فلسفة المشاركة الفعلية للقطاع الحكومي في عملية الإنتاج.

وأضاف «كنا نتوقع من مشروع القانون الذي أجازه مجلس الشعب مؤخرًا والمعروف بالشراكة بين الحكومة والقطاع الخاص أن يتيح فرصة للحكومة من أجل الاستثمار في المجالات الإنتاجية، ما يعني وجود طاقة إنتاجية إضافية يسهم فيها القطاعان العام والخاص، ولكننا وجدنا المشروع يقدم بعض المرافق العامة الموجودة بالفعل، ويتنازل عنها القطاع العام إلى الخاص، ما يؤكد أن الطاقة الإنتاجية تظل كما هي، رغم أن الهدف كان زيادة الطاقة الإنتاجية داخل المجتمع بما يحقق مزيدًا من فرص العمل.

وأشار إلى أن «الموازنة العامة بوضعها الراهن تجعل من يقرؤها يشعر بأن الحكومة في مأزق خاص بالموارد وتمويل إنفاقها العام، ولكن من يتأمل سعر ضريبة الدخل مثلاً يجده 20 بالمئة، وهذا غير موجود في أي مجتمع آخر بأن تكون شريحة واحدة، لأن من يحصل على 50 ألف جنيه سنويًا سيخضع لضريبة الـ20 بالمئة، ومن يحصل على 50 مليون جنيه سيخضع أيضًا للضريبة نفسها، لذلك أين العدالة؟

وتساءل هل أمام هذه الأسعار التي لا تفرق بين شرائح الدخل يمكننا القول بأن الحكومة تواجه مأزق التمويل؟، لا أعتقد ذلك»، موضحًا أنه وإن وجد هذا المأزق فإن السياسة المالية للدولة هي من صنعته، مؤكداً ضرورة زيادة المشاريع الحكومية الإنتاجية، وليست الخدمية.

وأضاف «إن أهم عناصر التعافي من الأزمات المالية أن يكون للحكومة دور إنتاجي، لأن القطاع الخاص دائمًا ما يكون المتسبب الرئيس في الأزمة أو نشوبها»، مشيرًا إلى أنه من الضروري أن يعاد النظر في دور وفلسفة الصندوق الاجتماعي لمساندة مشاريع الشباب، وضرورة عمل الخطط الصناعية السليمة، وتوجيه الشباب نحو الطريق الصحيح، لأنه من الممكن أن تسهم هذه المشاريع في عمل طفرة اقتصادية في الاقتصاد المحلي، لافتًا إلى أن الصناعات الصغيرة تحتاج إلى رعاية أكبر من الدولة، وضرورة التوجه نحو الصناعات التحويلية التي تعد أساس القيمة المضافة، ولن يتحقق ذلك إلا من خلال تدخل الدولة، خصوصاًَ أن أصحاب رؤوس الأموال لن يلجأوا إليها، كما أن الصناعات التحويلية تقوم على مدخلات قطاع الزراعة بكل ما يتعلق بها من ثروة حيوانية وسمكية ونباتية وغيرها.

البنية الأساسية

إلى ذلك، أكد الدكتور عنتر عبدالرازق، أستاذ الاقتصاد بالمعهد العالي التكنولوجي، أن الاستثمارات الموجهة لدعم البنية الأساسية تمثل نحو ثلث جملة الاستثمارات الحكومية بقيمة قدرها نحو 11.3 مليار جنيه، وتقدر الاعتمادات الموجهة لتعزيز جهود التنمية البشرية بنحو 10.6 مليار جنيه بنسبة تصل إلى 31 بالمئة من جملة الاستثمارات الحكومية المستهدفة بخطة 2010-2011.

ويتضح من هذا النمط تمتع برامج البنية الأساسية والتنمية البشرية بالأولوية، واستئثارها وحدها على نحو 64 بالمئة من جملة الاستثمارات الحكومية، وبإضافة استثمارات التنمية المحلية والموجهة أساساً للغرض نفسه ترتفع النسبة إلى 73 بالمئة من استثمارات الجهاز الحكومي، كما تم تخصيص 6.6 مليار جنيه للقطاع الصحي، منها 2.75 مليار جنيه استثمارات يضطلع بها القطاع الخاص بنسبة 42 بالمئة تقريبًا من جملة استثمارات القطاع.

وتشكل الاستثمارات العامة نحو 3.5 مليار جنيه، منها مليار جنيه كمشاركات مع القطاع الخاص، أما الاستثمارات المتبقية فتتوزع على المستشفيات العلاجية والخدمات الطبية المتخصصة بقيمة مليار و53.5 مليون جنيه، فتوزع 790 مليون جنيه على وحدات الرعاية الصحية الأولية والأساسية، إضافة إلى الرعاية العاجلة والإسعاف بقيمة 343 مليون جنيه وبرنامج السكان وتنظيم الأسرة بقيمة 270.3 مليون جنيه، إضافة إلى قيمة 61.9 مليار جنيه لبرنامج الصحة الوقائية، موضحًا أنه نتيجة لما سبق فإن الموازنة والمبالغ المقررة تكون جيدة بشرط التنفيذ الجيد، ووضع الخطط بالشكل العلمي المدروس، وألا تكون نهاية هذه الأموال هو الضياع بلا فائدة حقيقية تعود على الاقتصاد المحلي.

وتابع أن الخطة تؤكد الاهتمام بمشاريع مياه الشرب، حيث خصصت لها نحو 3.1 مليار جنيه، وذلك لحل أي مشكلات كانت الشبكات تعاني منها من ذي قبل، إضافة إلى زيادة أطوال الشبكات من نحو 32.9 ألف كيلو متر إلى نحو 33.8 ألف كيلو، وهذا في حد ذاته توجه محمود من الحكومة للاهتمام بتلك المشاريع المهمة، خصوصاً أن تهالك الشبكات يؤدي إلى هدر كميات لا يستهان بها من المياه النقية.

Crystal Lagoons builds world’s largest lagoon in Egypt

Crystal Lagoons, creator of the world's largest crystalline lagoon will showcase what will become the largest navigable crystalline lagoon in the world, in Sharm El Sheikh on Egypt's Red Sea coast, at Cityscape Global in Dubai.

At present, the largest crystal lagoon in the world is in Chile, however, shortly, a real estate development in Sharm El Sheikh in Egypt, will have the largest navigable crystalline lagoon in the world. Besides this 12 hectare lagoon, the project features another 10 giant lagoons that in total hold more than 100 hectares of crystal clear water in the middle of the desert. The first lagoon will be inaugurated in early 2011.

"The project is the result of our association with Golden Pyramids Plaza, owned by the Sharbatly family. We have also sealed strategic alliances for a number of other tourism developments including the Amer Group's Soma Bay, in Hurghada, a US$1.2 billion investment that will be operational in 2012," said Fernando Fischmann creator and owner of Crystal Lagoons Corp.

Furthermore, Cityscape Global, an integral part of the world's largest business-to-business property investment and development event brand, which is being held at the Dubai World Trade Centre on 4-7 October 2010, will feature some of Crystal Lagoons' most spectacular projects, all developed with an exclusive worldwide patent.

The company will unveil 50 of its ongoing and planned developments throughout the Middle East, including 12 projects in Egypt. Besides the aforementioned Sharm El Sheikh and Hurghada projects, other developments are planned in Cairo and in the new resorts near to Alexandria.

"In all of these projects Crystal Lagoons provides something that until now was neither technical nor economically possible -- the construction and low cost maintenance of monumental masses of water in a crystalline state that allows a beach life environment and top level aquatic sports within a city.

Crystal Lagoons will construct, maintain and provide technical support for initially a pilot lagoon, before the end of 2010, prior to taking responsibility for all of the main water features through the development.

The design of this urban project makes it possible to bring a beach lifestyle to the city. The residential development was 80% pre-sold thanks in part to this revolutionary crystalline lagoon concept. This is the first of several projects in association with Schön Properties, with other upcoming projects in Pakistan and Oman.

Crystal Lagoons also has a development project in Jordan. "Dead Sea Lagoon", in association with Sama Jordan, owned by the Bani Hani family, is located near the Dead Sea coast with an investment of US$250 million. The initiative is expected to attract a wider tourist variety and will be finished halfway through 2011. A 4.5 hectare crystal clear lagoon will be built in the middle of the desert, revitalizing the local real estate industry.

Further afield the company also has current developments in Morocco, Oman and Saudi Arabia – one that will be incorporated to the world's next tallest building in Jeddah. Crystal Lagoons is also studying proposals with key developers in other cities such as Abu Dhabi. In addition, Crystal Lagoons also has other significant projects in Morocco.

Damac Awards Dh3.6b Worth Of Contracts

Damac Properties, one of the largest private sector developers in the UAE, says it has awarded more than 20 construction contracts worth Dh3.6 billion in the last 12 months. The projects include 15 main contracts in Dubai, two main contracts in Abu Dhabi and one main contract in Saudi Arabia. In Egypt, Damac has awarded the main construction contract for the first phase of its Park Avenue shopping mall project in New Cairo. The project includes the Park Avenue Shopping district, 595 villas at Hyde Park and Centre Ville apartments — all overlooking a lush central park. The company is also set to hand over its signature property, the Ocean Heights at Dubai Marina. The 82-storey skyscraper has taken less than three years to build. "In spite of the tough economic climate, Damac Properties has delivered more than 3,599 units into the market...""By the end of 2010 and early 2011 this figure will have risen to over 7,500 luxury units delivered into the market, with a further 12,000 under construction across the region," the company said in a statement.

Developer Amer eyes Egypt's virgin lands

(Reuters) - Egyptian property developer Amer Group sees enough untouched land along Egypt's coasts and in its deserts for another 20 of the firm's residential and commercial developments, which would more than double its current total.

The firm, which on Sunday announced a construction joint venture with Dubai's Arabtec (ARTC.DU), is also looking outside its home market. Sales in its Syrian project Porto Tartous are expected to start in mid-November, its chairman said on Monday.

"Egypt is full of beautiful areas that need to be explored," Mansour Amer told the Reuters Middle East Investment Summit. "We believe ... as a company we can do another 20 Portos in Egypt."

The company also sees potential for its Porto-branded developments in markets like Saudi Arabia, custodian to Islam's holiest sites, banking on the firm's ability to tailor its resort towns to the country's conservative tastes.

"We don't have the pubs, we don't have the discos. We don't have a lot of things that they don't want but we have ... a lot of fun for the families, and this is exactly what would fit markets like that," said Amer, also the group's chief executive.

Amer Group has said it is interested in a share flotation but that a listing on the bourse is just one of several options and it is too early to discuss details.

It sells second homes on Egypt's coasts and elsewhere. One of its projects is Golf Porto, covering 2.2 million square meters in the mountainous Ain el-Sokhna area where it has plans for a mountain-top 18-hole golf course.

It also owns hotels, restaurants, malls, a catering firm, a utilities company and other businesses.

The firm has been among the first to invest in areas which now host firms like Emaar Properties (EMAR.DU). One of its earlier projects included a development in the Sinai resort town of Sharm El Sheikh, where it needed to clear out landmines left by a series of Arab-Israeli wars.

One of the firm's next big projects is in Marsa Matrouh, a northern coastal area, which will include about 2,000 homes and hotel rooms. Construction on the project is expected to start before year-end, Amer said.

"We are adding new destinations to the map of this country," he said.

The development will be near waters where Cleopatra was once said to have bathed and a prime tourist attraction in a country where tourism accounts for over 11 percent of gross domestic product.

Amer said Egypt could draw plentiful investment thanks to its location, big population and growing economy, but needed more infrastructure to encourage developers to expand into some of the country's undeveloped regions.

Arabtec Unit Wins $53 Million Property Contract From Amer Group in Egypt

Arabtec Holding Co., the biggest builder in the United Arab Emirates by market value, said a unit was awarded a contract to build a project in Egypt valued at more than 195 million dirhams ($53 million).

Egypt’s Amer Group Holding SAE, the developer of the Hanging Gardens project, awarded the contract to Arabtec Egypt for Construction SAE, Arabtec said in a statement to the Dubai bourse today.

“This award comes as part of the company’s strategy to diversify geographically outside of the U.A.E.,” Riad Kamal, chief executive of Dubai-based Arabtec, said in the statement.

Half of all planned real estate projects in the emirate of Dubai were cancelled after the global financial crisis caused demand to collapse and a housing glut drove property prices down. The slump has persuaded construction and real estate companies to look for projects elsewhere.

Construction in Egypt expanded 12.5 percent in the third quarter, helping the economy of the most populous Arab country grow 5.6 percent, the government said last week.

Arabtec’s Saudi unit won a 5-billion riyal ($1.3 billion) order to build 5,000 villas for Saudi Binladin Group in the kingdom’s Eastern Province, the company said on Oct. 4.

OAO Gazprom Neft, the oil arm of Russia’s natural-gas exporter, hired Arabtec to build what may become Europe’s tallest building. Construction of the tower in the center of St. Petersburg is planned to start in the spring of 2011 after Gazprom won final approval from the government. The project has faced a popular protest.

Shares of Arabtec fell 1.75 percent to 2.24 dirhams at the 2:00 p.m. close today in Dubai, extending this year’s decline to 16.4 percent according to data compiled by Bloomberg.

Amer Group develops luxury resorts in Egypt, including Porto Marina on the Mediterranean and Porto Sokhna on the Red Sea. The Hanging Gardens is made up of six residential buildings with 726 apartments at Golf Porto Sokhna, Arabtec said in today’s statement.

Egypt pre qualifies four for Grand Museum project


Egypt’s Culture Ministry has pre qualified four groups for the estimated USD 480 million contracts to build the 108,000 square meter Grand Egyptian Museum on the outskirts of Cairo.

The pre qualifiers are
1. Bouygues (France)
2. Besix (Belgium) and Orascom Construction Industries (local)
3. Acciona (Spain) and Consolidated Contractors Company (CCC) (Athens based)
4. Rizzani De Eccher (Italy) and Arab Contractors (local)

According to a source close to the scheme tender documents for the project are expected to be released soon. The scope of the project includes the construction of exhibition galleries, a cultural and educational centre, conference centre, retail outlets, restaurants and landscaping.

A detailed design of the 3 storey building has been completed. It includes a free standing transparent stone wall which will be erected in front of the entrance to the museum.

Egypt eyes urban expansion by 2022, minister says


Egypt seeks to establish 60 new urban communities and cities by 2022, Minister of Housing Mohamed al-Maghrabi told reporters on Wednesday.

The Egyptian Housing Ministry, according to al-Maghrabi, laid down three decades ago a new strategy for redistributing the population away from the crowded Nile Valley and the Delta regions. These areas represent merely six percent of Egyptian territory.

Egypt plans to infiltrate desert areas with the new urban communities in an effort to help achieve social stability and economic prosperity, al-Maghrabi added.

From 1980 to the present, 23 new urban communities and cities have been established away from the Nile Valley, with government and private investments in the projects worth nearly LE500 billion, according to al-Maghrabi. Urbanization of desert areas, the minister said, has helped curb urban expansion to agricultural lands.

Al-Maghrabi said new cities built in desert areas occupy around 750,000 feddans of land, providing roughly 5.5 million people with 1.2 million housing units. The number of factories, including plants currently under-construction, stands at 8000, securing an estimated 500,000 job opportunities, the minister noted.

Al-Maghrabi stressed that the communities are supported with health, trade, education, and cultural services, as well as other basic utilities, such as water, sanitary drainage, electricity, and roads.

The government plans to provide coastal areas in particular with a new generation of urban communities in order to provided for population increases predicted by 2050, al-Maghrabi added.

Through the new cities, Egypt aims to set a model of sustainable development by tapping limited resources through several measures, such as the re-utilization of processed water, reliance on renewable energy, eco-friendly housing designs, and the appliance of mass transportation for the urban communities.

A $550 million African Development Bank (AfDB) Loan, approved on 15 December, will help Egypt build a new 650-MW power plant.

“The $550 million loan, the biggest ever granted to Egypt in a single operation, underscores the importance which the African Development Bank attaches to power generation,” said Hela Cheikhrouhou, Energy, Environment and Climate Change Director.

Located in Suez city, approximately 150 kms east of Cairo, the 650-MW steam cycle power plant will utilize Egypt’s abundant gas reserves. “Natural gas being the cleanest option in fossil fuels, the government’s policy is to implement an effective natural gas development and domestic utilisation strategy to reduce domestic oil consumption with a view to becoming at least self-sufficient in oil supply,” Cheikhrouhou added.

The Suez Project will help enhance Egypt’s socio-economic development by increasing power generation in the country. When completed, the project will provide 5.5% of the targeted increase in the installed generation capacity to reach 41 GW by 2017.

Electricity will be evacuated from the plant to the power grid through a 220-kV network by rehabilitating the existing double circuit over-head transmission line and implementing two additional underground cables.

The Egyptian electricity sector has achieved remarkable progress. Access to electricity is almost universal in the country with a coverage rate of over 99%. Electricity is available to the various sectors of the economy including industry, tourism, transport, agriculture, as well as the commercial and social sectors. The availability of affordable and reliable electricity has significantly contributed to the country’s economic growth.

The AfDB has significantly contributed towards making the sector efficient. It continues to play a key role in the development of the sector by ensuring sustainable generation capacity development for the benefit of Egyptians.

Since 1974, the AfDB has co-financed seven power generation plants, one transmission project and two rural electrification projects. It also provided grant funds for several studies. At the end of 2004, the AfDB-supported power generation projects provided some 4,000 MW to the unified power grid (about 31% of the installed capacity at the time) while rural electrification projects connected three towns and close to 200 villages.

The AfDB is also actively supporting the Egyptian government’s efforts to diversify its energy sources. To help the government achieve its objective of providing 20% of the electrical energy from renewable sources, mainly hydro and wind, by 2020, the Bank is considering financing a 200-MW wind energy project and a 100-MW solar power project.

Currently, the AfDB is co-financing three ongoing power generation projects (Kureimat Combined Cycle Power Plant, Abu Qir 1300-MW Steam Power Plant and the Ain Sokhna 1300-MW Steam Power Plant) cumulatively estimated at USD 1 billion, and accounting for about half the AfDB’s overall active portfolio in Egypt.

Saudi plans US$7 bln Egypt housing project

A Saudi developer offered to invest up to US$7 billion to build some 200,000 residential units for low and middle income Egyptian buyers, Egypt's state news agency reported on Monday.

The agency said Egypt's Prime Minister Essam Sharaf met on Monday with one of the "biggest Saudi businessmen from Alsharif group who offered to do a huge housing project in Egypt... and the prime minister has expressed his approval for the project".

The report did not give a timeframe for the project or name the Saudi businessman.

Egypt's real estate sector is in crisis after mass protests ejected the country's president and cast a spotlight on corruption among government officials during his 30-year tenure.

Analysts say the industry now needs to switch its focus towards middle-income property to ensure its longer term survival.

The government is under pressure to provide housing for young people in Egypt, where lacking a home is seen as a major obstacle to marriage.

On Saturday the Kuwait Investment Authority (KIA) said it launched a company with capital of US$168 million to invest in Egypt's economy.

Meeting group of UAE companies
Prime Minister, Dr. Essam Sharaf held a meeting with group of UAE's companies working in Egypt, in attendance of Ministers of Planning and International Cooperation, Housing, Finance, Agriculture, Communication, Health, Aviation, Petroleum, Tourism, and Transport as well as Head of the Investment Authority.

The meeting tackled the government keenness on encouraging and supporting Arab investments for increasing their current investments and flowing new ones through existed projects or establishing others, something would help creating more jobs.

Discussions covered means to increase cooperation within the Egyptian government eagerness to push the national economic process, and encourage Egyptian and Arab investments for increasing exports and providing more jobs.

Cooperation means cover several fields including petroleum, natural gas, various investment and trade activities as well as investment portfolios.

They also discussed efforts to increase existed UAE's investments in Egypt that would affect the whole region in the future especially in fields of communications, tourism, agriculture, transport and energy.

Barwa to invest $8.4 bln in Egypt project

Doha - Barwa Real Estate, Qatar’s largest publicly-traded property developer, is looking at investing 50bn Egyptian pounds ($8.39bn) in its project in New Cairo city that covers an area of about 8.5mn square metres, an Arabic newspaper reported yesterday.

A delegation from Barwa has recently met with the company’s executive management in Egypt to discuss allowing Egyptian contractors to participate in the project, the paper said, citing Abdullah bin Abdulaziz, Barwa Group’s chief executive.

The delegation wanted to follow up the project’s first phase which comprises the project’s administrative and commercial aspects and to determine the investments that will be injected in the Egyptian market over the coming years, the daily said.

Definitely would be stupid if it was a mall, mall of Arabia in just in juhayna square if I can remember correctly.

It's a plaza (like a street mall but more entertainment things and more food shops) I remember the project and I THINK we have a project for it in this forum.

Ganzouri opens third metro line on Tuesday

Egyptian Prime Minister Kamal al-Ganzouri will open the first phase of the third metro line on Tuesday. The line extends from Abbasseya to Attaba, at a construction cost of LE4.2 billion, and includes five stations.

All stages of the metro line have been completed, including trial operations of the metro trains in preparation for the opening ceremony. Between 250,000 to 300,000 passengers are expected to be transported daily through this line.

Transport Minister Galal al-Sayed reviewed the opening ceremony arrangements. The ceremony will begin at the Abbasseya Metro Station, after which he will board a train to the Attaba Metro Station, passing through the Abbasseya, Bab Shaaria, Abdu Pasha, Armed Forces Street and Attaba metro stations.

Sayed explained that 60 percent of the second phase of the third metro line had been completed. The second phase extends over an area of seven kilometers from Abbasseya to Ahram Square in Heliopolis, and is expected to transport over 600,000 passengers a day after completion.

Sayed said he expected the third line to be completed within four to five years, and that it will run its course from Abbasseya to Kit Kat, passing through Zamalek, Abbasseya, Attaba and Haram. The line will transport 1.5 to 2 million passengers per day, which will help reduce traffic on Cairo’s streets.

أكد الدكتور وليد عبدالغفار، مستشار وزير الإسكان لمشروع تنمية إقليم قناة السويس، أن طرح محطة الحاويات الثانية بميناء شرق بورسعيد أمام المستثمرين، وتوقيع عقد محطة الصب السائل بالميناء، خلال الأسبوع المقبل، باستثمارات تصل إلى 5.6 مليار جنيه، من شأنهما زيادة دخل قناة السويس، وإنعاش الاقتصاد المصرى فى فترة وجيزة، مشيراً إلى أن الموافقة على دخول شريك أجبنى مع الشركات الوطنية فى المحطة الأولى، بنسبة لا تزيد على 25% تهدف إلى رفع مستوى الشركات المصرية، مع ضمان وجود خطوط للعمل فى الميناء، حتى مع وقت الأزمات العالمية.

وقال عبدالغفار لـ«المصرى اليوم» إنه سيتم طرح محطة الحاويات الثانية بميناء شرق بورسعيد، بداية الأسبوع المقبل، للشركات الوطنية، وتمت الموافقة على دخول شريك أجنبى ولكن بنسبة لا تزيد على 25%، بحيث تكون الملكية الأصلية وحق الإدارة للشركة الوطنية، موضحاً أن الهدف من وجود شريك أجنبى، يأتى لضمان وجود خطوط نقل عالمية فى المحطة، حتى مع الأزمات العالمية، مع المساعدة فى التسويق العالمى، فضلاً عن رفع مستوى الشركات الوطنية، بما يخلق منافسة حقيقية.

وأضاف: «سيكون من حق الشركات الوطنية اختيار الشريك الأجنبى، وطرح هذه المحطة يعد الخطوة الأولى فى مشروع تنمية إقليم قناة السويس، بحيث تقوم الشركات الوطنية بتحريك المنظومة لحين الانتهاء من المشروع خلال 3 سنوات من الآن، على أن يتم طرح المنطقة الصناعية فورا فى المنطقة خلال 3 شهور من الآن، وبعدها المدينة السكنية».

وأشار إلى أنه سيتم توقيع عقد إنشاء محطة الصب السائل بالميناء مع شركة المشرق – إحدى شركات القلعة – مع وزارة النقل، بالحروف الأولى بداية الأسبوع المقبل، أيضاً، وسيتم عرض العقد على مجلس الوزراء عقب التوقيع مباشرة، ليتم البدء فى المشروع خلال 3 شهور عقب التوقيع، لافتاً إلى أن المشروعين سيوفران 1900 فرصة عمل مباشرة، و1100 فرصة أخرى غير مباشرة. ولفت إلى أنه سيتم طرح مشروع محطة الحاويات الثانية فى ميناء العين السخنة، خلال شهر مارس المقبل، وسيتم طرحها عالمياً.

يذكر أن مهاتير محمد، رئيس وزراء ماليزيا الأسبق، الخبير الاقتصادى العالمى، وجه رسالة للشعب المصرى، الأربعاء عبر صفحته بـ«فيس بوك»، قال فيها: «اعلموا أن مشروع ممر قناة السويس هو مشروع القرن الـ21 لمصر اقتصادياً، ولن يستفيد منه المصريون فقط، بل العالم أجمع سيستفيد منه، أنتم أمام مشروع ضخم يوازى حفر قناة السويس من جديد، أنتم مقبلون على ثورة اقتصادية حقيقية وعلى الجميع التكاتف من أجل نجاح ثورتكم».
