Expertise October 17, 2008 14:27 PM KUCHING, Oct 17 (Bernama) -- The Sultan Iskandar Planetarium here, Malaysia's first astronomy education centre, is to be upgraded with the possibility of using expertise from Warner Bros, one of the world's largest producers of film and television entertainment. Science, Technology and Innovation Deputy Minister Fadillah Yusof who disclosed this, said the ministry was prepared to assist the planetarium in this effort. "The country's first planetarium which has been in operation for 19 years is now in need of upgrading in terms of infrastructure, in line with current technological developments. "The ministry will cooperate with the Sarawak government to identify aspects or areas which need to be improved in order to continuously draw people to the planetarium and avoid boredom for the visitors. "If possible, we want to create realistic situations during the screenings at the planetarium," he told reporters after launching its "Mirrordome" digital screening, today. For instance, Fadillah said, visitors watching on the screen, a rocket being launched into space might "experience" what the astronauts were going through, and his could happen with Warner Bros. expertise. "Perhaps the seats need to be changed so that the visitors could 'feel' the vibrations when the rocket is launched into space or hit a meteor," he added. Fadillah said the use of Mirrordome technology was the beginning of the upgrading process, while the initiative of the Sarawak government which was responsible for the daily operations of the Sultan Iskandar Planetarium should be emulated by others. The Mirrordome technology allows for digital film screening while previously a projector was used for showing the planets and stars to the planetarium visitors. The technology application was contributed by Paul Bourke, a computer visualisation researcher from the University of Western Australia. Johari also congratulated UCSI for achieving a university status. “It is a beginning, among others, for UCSI to chart new areas of study in order to enhance the state’s human capital, and to position Malaysia especially Sarawak in the competitive business world,” he said. Johari also lauded UCSI for its focus in the tourism and hospitality sector. “The state’s rich natural resources are not fully exploited because of the lack of knowledge, but the service industry will definitely be emphasized apart from the state’s strength in manufacturing and downstream activities of its resources,” he pointed out. Johari stressed that the tourism industry was important in the state’s expanding economy to maximise the use of its assets and preserve the environment. “But for these to be effective, it needs guidance provided by higher learning institutions such as UCSI. Johari also hoped that UCSI could nurture of the state’s young human capital so that they could contribute effectively to the state’s development, especially in the SCORE (Sarawak Corridor of Renewable Energy) project. UCSI Vice-Chancellor and President, Peter Ng, in his speech, said UCSI stood for unwavering commitment to serve intentionally. He added that Sarawak with its beauty, was the logical place for the launching of UCSI’s tourism hospitality management programme which would commence in January next year. “We want to help make Sarawak a truly wonderful destination for many. I want UCSI University Sarawak Campus to help build the infrastructure, to help nurture, groom Sarawak as a truly wonderful destination for tourists. “I would also like UCSI to be committed, vibrant, capable of helping the government, the community and its people for the future of the nation,” he said. Ng added that he intended to put UCSI on the world map through the blue ocean strategy network. He also thanked everyone for their efforts in helping the institution to achieve its present success. With its Sarawak campus, UCSI now has three campuses. The other two are in Kuala Lumpur and Terengganu. The new inmates comprised a final batch of prisoners from the 389 who were transferred in stages starting Oct 17, from the 120-year-old Kuching Prison Complex in Jalan Tabuan. Construction of the new prison complex was delayed and later abandoned, forcing the Prime Minister to direct the Anti-Corruption Agency (ACA) to investigate the cause of the delay. Kuching Prison Complex Director Adnan Atan said the movement of prisoners who were either under remand, serving short-term or long-term jail sentences, was carried out by officers from the Prisons Department and police. “We started moving out the prisoners in stages starting Oct 17 and the final batch arrived today. The old prison at Jalan Tabuan will be closed from tomorrow and all prison operations will start at the new centre here,” he said when contacted here today. In 2006, Prime Minister Datuk Seri Abdullah Ahmad Badawi visited the 20.8 hectare site of the prison centre which had been abandoned since 1997. The new prison, which can accommodate 500 men and 150 women prisoners, was to have been completed in August, 2000, at an initial cost of RM165 million. State public health and environment ministry permanent secretary Ganie Ugay said the study, expected to provide an ecologically, friendly option, was jointly undertaken by the Natural Resources and Environment Board (NREB) Sarawak and Department of Irrigation and Drainage (DID). He said the study found that the annual costs for operation, maintenance, service and repair of the proposed solution would cost about RM7 million, which is less costly than the centralised conventional one. "Much has been said about poor water quality in the rivers of Kuching City. One of the culprits is the direct discharge of untreated sewage into these rivers, which pollute the water with organic matters and give rise to foul odours," he added. Ganie was speaking at the workshop, 'Study On The Options For Integrating Centralised Waste-water Systems With Non-piped Ecological Sanitation Systems And Other Emerging Wastewater Systems for Kuching City" here Monday. -- BERNAMA nazrey October 22nd, 2008, 03:02 AM DBKU To Introduce Pension Scheme Soon October 20, 2008 20:13 PM KUCHING, Oct 20 (Bernama) -- Kuching City North Commission (DBKU) staff will soon enjoy a pension scheme, said Assistant Minister in the Chief Minister's Office Datuk Daud Abdul Rahman Monday. He said 90 per cent of the process to replace the current salary scheme was completed and awaiting Cabinet approval. Currently, the 1,029 staff of DBKU are paid using the Employees Provident Fund (EPF) scheme. "This is indeed, a good news for DBKU's staff and we hope it could be done as soon as possible. The old General Post Office was supposed to be the 'Postal Museum' or converted into an art gallery; but the old archives in between Merdeka Plaza and the Sarawak Museum's old wing took over as the Art Gallery and yet to be opened Museum of Natural History. The Resident still has his offices in the Residency and the police still use the old police station. The Old Court House is basically a function-space; frequently in use, and the STB has a small visitor's bureau there. The 'Square Tower' in 'Tower Square,' the last in Yohannes' pictures is too small to function as anything apart from a nice little fort. Perhaps they might use the empty space in between the Tun Razak wing of the Sarawak Museum and the RTM compound as the new museum. Multi-storey underground parking, multi-storey building above ground housing the collection. Then we can have our own Cultural Precinct in the old city. Just as long as they don't build it in Petra Jaya or further away from the city centre. The current set of museums (except the 'Cat Museum' and 'Timber Museum') is perfectly positioned: museums housing artifacts located within easy walking distance of each other in an historically and architecturally significant portion of Kuching. This is the first time the organisers of the show, Messe Berlin, are staging the Asian edition of their international tourism show, ITB Berlin, here. It attracted a good turnout of Malaysian travel and tour operators. Sarawak Tourism Board marketing manager Mary Wan Mering, who had participated in the “mother show” in Berlin, said her participation here was to gain access to the Asian travel and tour operators. “While the ITB Berlin provides us with another platform, this Singapore event affords us an opportunity to establish new business contacts with tour operators who have not done business with Sarawak. “I received 28 buyers on the first day and all of them expressed an interest to come to Sarawak. “The quality of trade buyers is also good because they come here with a strong business orientation,” she told Bernama at the Suntech Exhibition Centre where the show is being held. Zulkifli Othman, resort manager of Kuching-based Daman Beach Resort, a property owned by the Sarawak government, aimed to get maximum exposure here. “We have been visited by travel agents, tour operators, organisers of meetings and other events. “There were 12 solid enquiries which could easily translate into business. “In fact, we have already secured business from an adult education school in Singapore which was interested in outdoor and team-building activities in Sarawak,” he said. Othman said his hotel’s business, which was derived mainly from Europe, was not affected by the depreciation of the US dollar. “The recession and the financial crisis have also not affected our business because our contracts were signed sometime back,” he said. Sabah Tourism Board marketing manager Noredah Othman said the event provided a good base to tap business. “This show provides us with an opportunity to establish contacts with Asian buyers who come here,” she said. She said the response had been good and she was “fairly satisfied” with the business enquiries. Noredah said the Sabah tourism business was doing well despite the ongoing financial crisis. “However, it is too early to pinpoint if and to what extent there has been any adverse impact on the tourism traffic. We will know in December,” she said. Under the programme, corporate bodies can adopt a river at a cost of about RM500,000 annually for the implementation of an action plan to clean it up. NREB controller Dr Penguang Manggil said the action plan would involve a baseline study to determine the river's water quality and identify pollution sources. Other steps in the action plan include setting up solid waste traps in drains, installing septic tanks for village houses with hanging toilets over the river and carrying out river cleaning programmes. Dr Penguang said so far only one river had been adopted under NREB's programme - Lutong River in Miri by Sarawak Shell. "If any corporate organisations can adopt rivers, it will lessen the burden on the part of NREB and the government (in improving water quality). "Not only that, it will also instill a sense of environmental ownership on the part of the organisation," he told reporters after briefing the Sarawak Association of Ministers' and Assistant Ministers' Wives (Sabati) on river water quality on Wednesday. The aircraft from Kuala Lumpur landed safely at about 9.45 am and all the passengers and crew on board were unhurt. The incident caused a delay to the departure of Kuching-Kuala Lumpur flight with 156 passengers stranded at the departure hall for two hours. The flight only took off at 11.30 am. According to Asfia, if the building is to be constructed later in the future, it will cost more than it costs now, taking into consideration the rising cost of construction materials, and early construction means that the government will save a lot. “The new DUN complex will reflect the sovereignty of the State and the peak and apex of what the State has achieved. The supremacy of the structure will reflect on the legislature of the State. It will not only cater to current needs but also future needs of the State Legislative Assembly,” he said. SIDHU TIGER Airways does not see the emergence of AirAsia X as a competitor on the Perth route. Tiger believes the market is big enough to take an additional player. AirAsia X has launched an inaugural flight into Perth this month and it would be flying five times weekly. Thus far, this carrier claims it has very good forward bookings on that sector. Tiger has been plying the Singapore-Perth route the past two years and has enjoyed good passenger loads. Senior river inspector, Awang Khairudin Buan, said the water level of the Sarawak River was monitored every 15 minutes at the Barrage Control Room to serve as an early warning for flood possibilities. In addition to that, flood alarm systems had been placed at 18 locations in various parts of Kuching. Awang said since mid November they had tried to maintain the water level at the barrage at 7.5m in order to create a reservoir for rain water to flow down. He said when there is a heavy downpour, it would take the water a few hours to flow downwards. As the water is drained out daily, this would help to prevent flooding in the city. To ensure the effectiveness of the system, Awang urged shipping companies and river users to cooperate with the Sungei Sarawak Board Flood Mitigation Plan. Besides maintaining the water level at the barrage, Awang said his office also had access to 24 telemetric stations which provided data on rainfall and water levels on a daily basis. “The stations are equipped with an automatic system which would collect useful information which is then transmitted to the barrage control room every 15 minutes,” Awang said. With such readings, he added, they were able to predict the coming of floods and alert all agencies to assist in evacuation. Of the 24 telemetric stations, 18 of them are able to be activated through an alarm system. "The big advantage of using this system is that passengers will know the exact fares between destinations before boarding any cab," he told Bernama here today. Manyin said under the present arrangement, direct flights into the country could only land at Kuala Lumpur International Airport (KLIA) because the normal practice in the open sky policy is that international flights connect only capital cities of nations, in the case of Malaysia, Kuala Lumpur. Sarawak and Sabah could not reap the maximum out of the open sky policy because they are only states within Malaysia, therefore, Kuching International Airport (KIA) and Kota Kinabalu International Airport do not enjoy KLIA’s status. “Normally open sky policy only applies to capital city to capital city (of countries). The proposed centre, which is the most expensive youth and sports complex in the country, will be located near Wisma Saberkas and the Sarawak General Hospital. Spanning 7.7 hectares, it will have, among others, diving platforms, an Olympics sized swimming pool, and courts for basketball, netball and futsal. It will also have two hostel blocks which can accommodate 200 occupants at any one time, an administrative block, cafeteria, a surau, and a multipurpose hall. “Once we receive the approval from the Ministry of Finance, construction will start. Sarawak had argued that its tourism industry would benefit by leveraging on Singapore's international air links to compensate for the limited direct air accessibility to Sarawak. The argument, however, is far from air-tight. Before and after a split created Malaysia Airlines and Singapore Airlines, Kuching had enjoyed easy accessibility by air from Singapore. Then came the development of Senai Airport in Johor Baru to supplant Sabah and Sarawak air traffic to and from Singapore. The aggressive promotion of Kuala Lumpur as an international air hub also dimmed the allure of Singapore as a transit point for Sarawak air passengers travelling further afield. This led to the introduction of hourly flights daily between Kuching and Kuala Lumpur, especially with AirAsia's presence. It will be interesting to see if the new travel options afforded by the air-service liberalisation between Malaysia and Singapore will replicate what happened when AirAsia started plying between Sarawak and the peninsula: a remarkable expansion of the air-travelling market. For Malaysia Airlines and AirAsia, and indeed for Kuala Lumpur and Johor Baru as well, there must be the hope that the reinstatement of Changi as an air hub for travellers to and from Sarawak and Sabah will not result in a drop of traffic. The onus will be on Sarawak to woo more tourists from Singapore and elsewhere to the state. Sarawak tourism authorities used to blame the lack of direct flights to the state for the low number of tourists. They should now take advantage of the state's access to Kuala Lumpur and Singapore. However, it now dominates the view when you land in and approach the city via Airport Road. Tan Sri Ting Pek Khiing has been challenged before, and he did assure us back then of an August 2008 opening, and this is now revised to 31 December 2008, which is exactly 20 days away; so I suppose he's getting everyone to work overtime, 24/7. Time will tell if he can complete in time. Even if it is completed next year, it is still an amazing feat to have the entire structure built and ready in just under two years. Ketua Pegawai Eksekutif LHDN Datuk Hasmah Abdullah berkata tahun lepas kira-kira 874,814 pembayar cukai menggunakan kemudahan itu, peningkatan sebanyak 369.5 peratus berbanding angka pada 2006 semasa sistem itu diperkenalkan. "Kami pada awalnya menganggarkan kira-kira 500,000 akan menggunakannya tahun lepas tetapi angka akhir yang dicatatkan itu amat menggalakkan," katanya kepada pemberita selepas merasmikan pejabat baru LHDN bagi kawasan tengah Sarawak(bagi divisyen Sibu, Sarikei, Kapit dan Mukah) di Wisma Vasty di sini hari Rabu. Katanya pada tahun ini beliau menjangkakan kira-kira 1.5 juta akan menggunakan sistem itu atau 50 peratus daripada tiga juta pembayar cukai individu. Hasmah berkata LHDN, yang juga mempunyai sistem berasaskan internet bagi perkhidmatan lain, akan memperkenalkan lebih banyak lagi kemudahan pada tahun ini dalam usaha penambahbaikan perkhidmatannya kepada orang ramai. Mengenai kutipan, katanya tahun lepas lembaga itu berjaya mengutip RM74.699 bilion cukai, satu rekod baru dan juga peningkatan sebanyak 13.6 peratus daripada amaun 2006. Beliau yakin kutipan akan bertambah pada tahun ini tetapi enggan menyatakan angkanya. Sementara itu mengenai pembayaran bagi cukai terlebih bayar, katanya kira-kira 392,457 permohonan bagi pembayaran balik telah diselesaikan, iaitu 80 peratus daripada tuntutan keseluruhan. "Kami perlu melakukan audit lanjutan terhadap baki 20 peratus lagi. Kami sedang menunggu penuntut mengemukakan bukti seperti resit pembelian dan dokumen lain untuk memproses pembayaran balik. "Saya berharap mereka yang mahu menuntut bagi rebat dapat mengemukakan bukti seperti itu apabila mereka menyerahkan borang menjelang akhir bulan ini supaya kami boleh membuat pembayaran dalam masa satu bulan seperti sasaran kami," katanya. Hasmah berkata pada 2006 hanya 183,731 tuntutan berjaya diselesaikan. Dalam perkembangan lain, katanya pembinaan Akademi Cukai Malaysia bagi Malaysia Timur di Kuching akan dimulakan pada tahun ini. SCB chairman Datuk Dr Muhammad Leo Michael Toyad Abdullah handed over the awards to Malaysia Gas Association and International Federation of NGOs for the Prevention of Drug and Substance Abuse (IFNGO) at a dinner in Kuala Lumpur recently. The awards were received by Malaysia Gas Association secretary general Zenorai Rambli and IFNGO honorary secretary Datuk Mustapha Ma. Also present were guests from other associations and government bodies. In his speech, Toyad said the opening of two hotels here next year would provide another 800 rooms in the city. He added that Borneo Convention Centre Kuching, the first purpose-built convention centre in the state also scheduled to be opened next year, would provide more opportunities for events to be hosted here. SCB has received international recognition for its efforts in promoting Sarawak as a destination for business and other meetings. Ramlee, berikutan kerja perpindahan yang dilakukan sebelum ini sudah berakhir. Pengurus Perpustakaan Dewan Bandaraya Kuching Utara (DBKU), Sharul Sulaiman, berkata perpustakaan terbabit dipindahkan ke bangunan SIPEC berikutan bangunan asalnya terpaksa dirobohkan bagi memberi laluan pembinaan Kompleks Islam Sarawak. "Perpindahan ke SIPEC bermula pada 1 September lalu dengan perpustakaan ini kembali beroperasi seperti biasa sejak 20 Oktober lalu. "Bagaimanapun perpindahan ini masih dianggap sementara kerana kami menanti bangunan tetap yang dirancang dibina tidak lama lagi," katanya kepada pemberita selepas melawat perpustakaan berkenaan di sini , semalam. Sharul berkata, operasi di SIPEC adalah sementara sehingga bangunan tetap dapat disiapkan dalam tempoh tiga atau empat tahun lagi. He said officials from the company, formerly known as Komag USA (M) Sdn Bhd, had confirmed that the United States-based investor, was not only retrenching all its workers but also closing down its operation here as it was no longer economically viable. "It is sad that the state government was not informed of the abrupt decision in advance (until my ministry decided to call Western Digital officials for a meeting today) because we are sympathetic to the plight of the workers, who were only being given a last minute notice through a video conferencing with the chief executive officer last week," he told a media conference here, Saturday. Earlier he met with Western Digital Media (Malaysia) Sdn Bhd Senior Director Keong Chan and its Human Resources Director Saiful Bahri Sopar at his office in Petra Jaya here. He said the affected workers, all locals, including 500 engineers and technicians accounted for 10 percent of the 15,000 workers in the electronic industry at SJFIZ. Following the discussion, the state government had requested that the company downsize its operation in stages until March next year besides providing alternative employment opportunities for those willing to move to its plants in Johor, Kuala Lumpur or Penang, Daud said. He said Western Digital's "fast' decision to close down its Sarawak plant, which produced 30 million units of hard disk drives per quarter, was due to the 50 percent drop in global demand, making it the company's first operation in the country to be affected by the current economic situation. "We are very disappointed because the state government has spent billions of ringgit, in terms of providing infrastructure and cheap land as well as facilities, including water supply to the company because we thought that they will stay here permanently," he said. "Of course that is their decision economically. As a public listed company in the New York stock exchange, they want to see their company make dollars and cents but at same time they must consider the contribution of their workers from each country which contributed to the rise in their stock market shares or profits," he said, adding that laying off workers should not be the first option. He hoped that it would not have a domino effect and requested other companies to refer to the state government first of their plans to close down their plants to enable the welfare of the workers to be looked after, including re-training them. "The government, through his ministry, wants to assist the affected workers and I will talk to company CEOs in the coming weeks to see if they can be absorbed into alternative jobs, such as the hospitality industry," he said. However, he said, Western Digital had assured that all its workers, who had lost their jobs, would be given retrenchment benefits or be given the option to work in its plants in the Peninsular. He said the company planned to sell its plant here, which first started operation 13 years, while another one in Thailand was expected to be closed soon. According to a news report, Western Digital Corp planned to cut 2,500 jobs, equalling to five percent of the workforce and halt most of its production after orders slowed. The hotels under SEDC include Holiday Inn Kuching and Crowne Plaza Riverside Kuching which, effective today (Jan 1), have been renamed Grand Margherita Hotel and Riverside Majestic Hotel. Both hotels, now directly managed by SEDC after many years under international hotel chains, are expected to face tougher competition with new hotels opening up in Kuching and fewer tourists coming from abroad. Chairman Datuk Talip Zulpilip said the corporation is now focussing on luring domestic holidaymakers to spend their holidays in Sarawak at SEDC hotels. “Just like anybody else, we are also worried about next year (this year) as people do not travel as much any more due to the worsening world economy. “But we are counting on domestic tourism … people who used to go overseas for holidays, who might now want to have holidays in Sarawak. This is what we are working hard on these days,” he said. Talip said this after launching Damai Beach Resort’s I-Privilege Card on Tuesday night. Damai Beach Resort and Damai Puri Resort in Santubong, which were previously under the international Holiday Inn chain, are now also under the direct management of SEDC. Talip said SEDC is also a shareholder of the Grand Mulu Resort at Mulu National Park and the Parkcity hotels in Bintulu and Miri. He added that SEDC would retain all staff at Grand Margherita Hotel and Riverside Majestic Hotel, brushing away suggestions of any retrenchments following the direct management exercise. “No retrenchment, not even one … all staff members are the same people, we are not firing anybody, we are hiring the same people,” he said. He also said that SEDC has recruited a Malaysian, Arthur Yeap, as general manager for both Grand Margherita Hotel and Riverside Majestic Hotel. Yeap has 30 years experience in the hotel industry including a stint as general manager for Holiday Inn Nanchang, China. “Yeap will be directly under us (SEDC). Previously when the hotels were under IHG (InterContinental Hotels Group), we had to talk first to IHG before the matter goes down to the staff and managers. Now, we talk directly to them,” he said. Earlier in his speech, Talip said introducing the I-Privilege Card is one of SEDC’s steps to improve business. “Our job is to deliver good service with value. If we can do that, we can overcome the impact of the downturn,” he said. These events are expected to deliver 51,000 delegate days and over RM35 million in direct delegate expenditure at conventions to be held over the next three years. The Borneo Convention Centre Kuching (BCCK ) located on Kuching Isthmus is expected to open middle of next year, and would be immediately used as the venue for the International Energy Week Expo from Nov 3 to 5. It will also host the 3rd Asia International Conference on Water Resources and Renewable Energy, and the Australian Universities International Alumni Convention in 2010. Other than that, the other major conventions and exhibitions scheduled in 2009 (not to be held at BCCK) include the 8th World Congress on Engineering Education, Malaysian Sterile Services Association Conference and Exhibition, and District 51 Toastmasters International Convention. The Malaysian Association of Orthodontists Scientific Conference and the 11th National Congress of Tailor’s Guilds Malaysia will also held in Sarawak. SCB’s chief executive officer Jill Henry said the bureau was working on 15 new bid opportunities for potential national and international conventions. “Having strong forward bookings for association conferences is an important stabilising factor during turbulent economic times as associations have a constitutional requirement to meet. “This means their conventions usually proceed albeit with reduced delegate numbers, unlike corporate meeting business which is more volatile,” she said in a media statement issued here recently. The award – a first for Malaysia - was presented at the International Convention and Congress Association (ICCA) General Assembly in Victoria, Canada in November. State Housing Minister Datuk Amar Abang Johari Tun Openg said the state had built houses worth over RM300,000 each for the ownership of foreigners. "We will encourage Singaporeans to own houses here. This will also help to promote the state's tourism and stimulate its economic growth," he added at the ministry's media appreciation dinner at Grand Margherita Hotel late Friday. The ministry will work together with the Sarawak Housing and Real Estate Developers Association for the roadshow. Johari said the state would try to attract Singaporean companies to build houses meant for foreigners here. He said with more airlines, like Tiger Air, serving the Singapore-Kuching route, this would make Sarawak more attractive to investors and visitors. Johari said the state-owned Housing Development Corporation would implement several affordable housing projects which had been approved by the State Planning Authority. He said the proposed projects would comprise more than 4,000 units of houses worth below RM200,000 each. "This year, we will have to complete 1,100 units," he added. Johari said the federal government had allocated additional funds to Sarawak to develop affordable houses. However, he did not state the amount of the extra allocation. He said the corporation's Rumah Mesra was selling like hot cakes, and that more creative designs had been introduced to increase the size of the houses and make them more community friendly. Johari said the corporation would develop three apartment projects in Sibu, Bintulu and Serian district for rent to the lower income groups.
