Chandigarh, May 30 Chandigarh is all set to get a facelift and emerge as a major service and tourist destination in North. The city would undergo several changes owing to some of the country's distinctive projects to come up in the months to follow.
By 2009 Chandigarh would house unique projects including multimedia centre cum film city, theme park cum amusement park, education city, financial service centre and the first modern terminal market that entail investment of Rs 2,000 crore.These projects are being handled or pursued by leading Companies including Parsvanth, Unitech and Relinace Industries Limited and are projected to be completed in 2-3 years. Also, the city would soon have an international airport
"Most of these proejcts are unprecendented and would transform Chandigarh into a service and tourist hub," Vivek Atray director tourism, said. "Going by current pace these project would be compeletd on time," claimed Atray .
Double-deckers, AC buses in three months
Decks have been cleared for air-conditioned mini buses on the inner sector roads in the city. The mini buses will link with the bigger buses that ply on the main roads referred to as grid system by the CTU.
The department has decided to start at least 17 AC mini-buses in the next three months as the order to purchase the chassis has already been placed.
Not only the mini buses, the city residents will also be able to enjoy ride in double-decker buses. The department has also placed order for at least five such buses.
Talking to Chandigarh Tribune, director of the CTU Capt P S Shergill said the order for the chassis of five double deckers (non air-conditioned) and 17 mini buses (air-conditioned) has been placed with Ashok Leyland Company. The tender for the body fabrication of the buses will be floated this week. If everything goes well, the mini AC buses will start plying on the road after three-four months”, Shergill said.
Giving details of the pilot project of connecting V-4, V-5 roads of the sectors to the main roads by mini buses, the director said in the first part, the buses would be introduced in three sectors (i.e. Sector 21, 22 and 23) only. After that, other sectors of the city would be roped in in phased manner.
On the other hand, double-deckers will be plying only on the selected routes. “As the buses will be bigger in size, we will ascertain some special routes with wider and cable free roads so that the traffic could not be interrupted on the roads,” he said.
Plying of inter-sector air-conditioned buses and double-deckers is a step in the direction to strengthening the state transport system. The administration wants to attract more and more local commuters to the public transport and discouraging them from using their private vehicles to decongest the roads
MC gets hi-tech sweeping machines
The Chandigarh municipal corporation got three new hi-tech garbage sweeping machines imported from Italy today. Sources in the corporation said the new machines had been brought to the city and put on trial.
The machines have been procured at the cost of Rs 3 crore. One of the machines is bigger in size in comparison to the other two. Company engineers are accompanying the machines to give demonstration to officials and engineering staff about their handling and maintenance.

Unitech bags Theme Park project
CHANDIGARH: Unitech Ltd has been awarded the Theme Park project. Financial bids for the Theme Park project were opened after technical bids were evaluated earlier.
The bid of Unitech Ltd was found to be the highest (Rs 5.50 crore annual licence fee and 1.1% of gross annual revenue) and therefore the project would be executed by Unitech. Other two companies short-listed were DLF Ltd and Pantaloon Ltd.

Rs 10 crore project to strengthen Pinjore T-point receives approval
COMMUTERS ON the PancjkulaShmila NH 22 and Pinjore-Nalagarh NH-21-A will be benefited by the decision of senior officials of the National Highway wing of the state Public Works Department and the district administration to conduct major strengthening work worth about Rs 10 crore on the said stretches over the next 10 months.
Besides Deputy Commissioner R.K. Kataria, several senior officials of the NH Wing associated told Hindustan Times that work, which would begin next month, would include a major facelift to the PinjoreKalka-Nalagarh roads T-point besides shifting of all the electricity poles and drains in and around the area.
Besides this, the Rs 10 crore (approximately) project would also include widening and strengthening of the Pinjore-Nalagarh road stretch of the National Highway No 21-A and the Pinjore T-point on NH-22. The said points had long been perennial traffic bottlenecks and the move is expected to smoothen things.
The officials maintained that the said works would be completed in the next 10 months time.
The NH stretches were notorious for their perennial traffic bottlenecks because of narrow roads, haphazard parking of maxi cabs, auto rickshaws, roadways buses as well as trucks and other commercial vehicles.

HE much-hyped city centre project in Mohali, dumped a few years ago for no apparent reason, has been revived and renamed the District Business Centre now.
"It will be larger than the one proposed earlier and will come up at the same site in Sector 62," confirmed a Punjab Infrastructure Development Board (PIDB) official.
Reportedly, no ceiling has been imposed on the number of floors in each building. "There is a small area which falls in the funnel area of the Chandigarh Air Force Station. Only in this area, the builders will have to take prior permission from the Ministry of Defence to determine the height. They are free to construct in the remaining areas," said an official.
The central business district will be developed over a sprawling area of 262 acres with an investment of several hundred crores.
The project has been redesigned by Jurong International Private Limited.
It will comprise three category of areas - entertainment, commercial and ho tels. Multiplexes, malls, fun parks and clubs will fall under entertainment category.
The commercial area will house the offices of several business enterprises from India and abroad. Global food chains, restaurants and eating joints will come up in the hotel area.
The ambitious project had failed to take off three years ago when the tenders submitted by private parties for undertaking infrastructural work were scrapped at the eleventh hour.

CHANDIGARH: Chandigarh is preparing to become the First Solar City of the country by 2012, announced Adviser to the Union Territory Administrator, Pradip Mehra on the occasion of World Health Day 2008.
Adviser disclosed that the he has directed all the officers of the administration to start preparation for making city beautiful a Solar City.
Mehra was speaking in the symposium on "Protecting Health from Climate Change" organised by the Indian Public Health Association at the Advance Pediatric Auditorium in PGI, Sector 12.

Chandigarh, April 16 The final hurdle in the multi-crore project of constructing underpasses in the City Beautiful has been cleared with the Chandigarh Housing Board appointing consultants for the mega project. The name of the ‘Consulting Engineering Services India’ has been cleared for the consultants in the project of constructing the underpasses.
“Consulting Engineering Services, India will be our consultants in the mega project of underpasses now. The consultant has the most vital role to play in the entire project”, said Mohanjit Singh, Chairman, Chandigarh Housing Board.
To start with, the underpasses are going to come up at Madhya Marg, where the CHB has identified four points Matka Chowk, Press lightpoint, Transport lightpoint and Housing Board lightpoint. With the construction of underpasses on certain routes, the traffic congestion is likely to reduce by about 50 per cent at those places.
Prior to the selection of the consultant, three companies had come forward and shown their interest in the construction of the underpasses. The companies include Gammon India Limited, ITD Cementation Private Limited and Omaxe in collaboration with a Chinese company. The two ITD Cementation Private Limited and Gammon India Limited completed their formalities. CHB, with the help of the consultants, would now be finalising the company, which will undertake the project.

Delhi-based DLF group, would soon have its presence felt in the fringes of Chandigarh as the company is coming up with their DLF Garden City Project near Panchkula for which the company is eyeing 200 acres. Out of the 200 acres, the company is said to have acquired 34 acres with rest being underway.
Already DLF, one of the leading real estate developer of India, has its presence in Chandigarh as the company has set up an IT Park spread over an area of 12.4 acres with an investment of around Rs 240 crore.
The DLF garden city project that is a residential project in an area of 34 acres and would offer 2, 3 and 4 Bedroom Hall Kitchen (BHK) apartments.
While the 2 BHK would have 1250 sq feet , the 3 BHK area would vary from 1550 sq feet to 2050 sq feet while the 4 BHK would comprise 2250 sq feet to 2550 sq feet.
An official from the DLF, while confirming the news said that DLF has acquired 34 acres of land near Panchkula on the National Highway-22 and the project would be rolled out soon. The said deal has been finalised at a whooping amount of Rs 1.14 crores.
According to officials, the DLF is awaiting licence from the Haryana government, which will come by this month end after which the work for the township would resume.
Apart from the residential apartments the integrated township would have special features like Club House, Schools, which could be in collaboration with Vijay International School and Educom and an hospital to be set up by Fortis or Wockhardt.

Chandigarh, April 23 Starved of multiplexes and malls, residents of the tricity can now look forward to at least three such complexes in the next couple of months and double the number by the end of the year.
City Beautiful, which currently has just one multiplex to boast of, will get a second this week. DLF’s DT Cinemas will open at the Rajiv Gandhi Chandigarh Technology Park (RGCTP) on Friday with Saif Ali Khan-Kareena Kapoor starrer Tashan.
Spread over 1, 90, 000 square feet, the mall (retail brands) will be formally inaugurated on May 1 and Nicknish will be its anchor store. Though nearly fifty-five national and international brands, including French brand Axsara, Lee Copper, Levis, Numero Uno, John Players, Madame, Woodland, Reebok, Turtle and Meena Bazaar, will occupy retail space in the mall, there is little diversity in the retail mix which is mainly apparel.
Café Coffee Day has already been roped in and the food court will be completed within a month’s time. Tie-ups with restaurants are being worked out, DLF officials said.
The mall will have parking space for 250 cars while the three-screen multiplex, projectors for which have come from Christie’s, will have a total of 786 seats. Movie tickets will be delivered at home and people can also reserve tickets through phone, Internet or by sending an SMS.
Also in the pipeline is Uppal’s Centra Mall at Industrial Area-Part 1, which has applied for completion certificate to the Chandigarh Administration and will be operational within three weeks. Spread over 1.25 acres, the mall has a 344-feet glass façade frontage, four state-of-art-auditoriums and a 53-ft high atrium. Uppal Group MD Maneesh Uppal said Café Coffee Day, Reebok, Adidas, Hues, Liliput, Gini and Jhonny and several fashion clothing brands will set up shops in the mall. It will have no anchor store and the group has tied up with PVR for a four-screen multiplex with 1,000 seats.
GET READY FOR MALL MANIA
Coming soon is Paras Downtown Square mall-cum-multiplex spread over 1,50,000 sq ft (the largest so far in Punjab) at Zirakpur. It will have two anchor stores - Big Bazaar and Pantaloons, four-screen multiplex by Adlabs, hypermarket, food court, children’s entertainment centre and a business hotel with gym, spa and coffee shop. Liberty, Reid and Taylor, Nike, Woodland, Provogue, Madura Garments and Jumbo Electronics are likely to set up their outlets here. The project is Delhi-based Paras Group’s realty venture. The group, which has a turnover of Rs 750 crore from its dairy business, has diversified into healthcare, processed water and real estate.
Multiplexes are also planned at the sites of Jagat and KC theatres while proposals to convert some of the other theatres are in the pipeline.

Six built-to-suit sites allotted
Chandigarh: The allotment process for Phase I and Phase II of Rajiv Gandhi Chandigarh Technology Park (RGCTP) was completed on Wednesday with the administration allotting the remaining 6 built-to-suit (BTS) sites and one small campus site in RGCTP.
With this, more than Rs 100 crore investment is expected to be pumped into the IT Park, a UT statement said. The BTS sites have been allotted in SEZ and non-SEZ categories. The allotment was done through a draw of lots as 30 companies had applied for the 7 available sites, the statement said. Four foreign firms — Damco Solutions, Silicon Valley Systech, PCC Technology group and 22nd Century Technologies — and other companies like Compact Disc India Ltd and Ramtech Software Solutions Pvt Ltd have got allotment. Ten companies based in USA and UK had applied for setting up their offices in RGCTP.
Damco Solutions Ltd is a UKbased software solutions company and is backed up by ISO 9001:2000 standards. Silicon Valley Systech Inc is an IT consulting, systems integration, product development firm based in Santa Clara, California. SVS provides technical assistance in implementing information system and utilizing the latest advances in information technology.

Mohali: Mohali is going to take lead in providing quality management education in the region. After the announcement of ISB, now, another premier management institute IIM is coming here. Once dubbed as the poor cousin of Chandigarh, now the city is taking a big leap to become the hub of educational activity.
As the Central government has finally decided to set up IIM here, some of the best institutes of the country are now coming up in Mohali, which already has good number of engineering, management and pharmaceutical institutions.
As the state government has already decided to set up a knowledge city project in Sector 81, institutes like Indian Institute of Science Education and Research (IISER), National Institute of Nano-technology, National Institute of Agri Food Biotechnology and Indian School of Business are also coming up here.
According to minister for education and civil aviation Dr Upinderjit Kaur, the state government has decided to convert Mohali into a centre for higher learning which will attract students not only from different parts of India, but also from abroad.
“As the IIM will be set up here on publicprivate partnership, the district will now figure in the international map as the centre for management learning. Coming up of international airport too will help in attracting students from outside India,” she added. While Mohali is working to set up Knowledge City, Chandigarh too is going to set up an education city under which some sites for educational institutes have already been floated.
Congress MLA Balbir Singh Sidhu said once the knowledge city project was completed, it would generate more employment opportunities, besides providing quality education to the youth from the region.
In December 2006, India signed two memorandum of understanding (MoUs) with Canada to strengthen science and technology relations with each other.

Berkeley Group, with interests in automobiles, insurance, finance, is looking to increase its turnover from Rs 400 crore to Rs 1,000 crore by end of 2008-09. “We are expecting our sales from other businesses to increase from Rs 400 to Rs 700 crore and balance Rs 300 crore would come from realty business,” Dahuja said. New Delhi/Chandigarh: While Carlson Hotels Worldwide Asia Pacific announced its plan to set up a hotel at Zirakpur, it is an indication as to how the city has caught the fancy of the hospitality sector that is willing to expand itself in and around Chandigarh.
According to Anil Advani, managing director, Quantum Tourism and Financial Vistas, the total investment being made in the hotel projects by the companies could be anywhere around Rs 100 crore. Uppal’s project of developing a five-star hotel in Sector 35 in association with JW Marriott involves an estimated cost of around Rs 250 crore.
Apart from this, Carlson Hotels, in association with ECC Infrastructure, is opening the Radisson Hotel at Zirakpur. Moreover, DLF, in a joint venture with Bharat Hotels, is planning to build a world-class hotel in Chandigarh.
Vipul Ltd, in collaboration with Sarovar Hotels, is coming up with a four-star hotel in Mohali. Sarovar Hotels, in synergy with James Plaza, is coming with James Park Plaza (five-star) which will come up adjacent to the Taj. Other big players from the hospitality sector, like Oberoi and Maurya Sheraton, have also shown interest in setting up hotels in Chandigarh.

Panchkula: Driving from here to Chandigarh will hopefully be a seamless affair with the district administration and UT, Chandigarh deciding on six-laning between Panchkula’s Sector 7 and Manimajra Housing Board.
Widening of the 300-metre stretch was reportedly one of the 12 issues discussed during a meeting of members of the core committee for coordinated development on Friday.
In the same breath, it was also reportedly settled to complete the road that connects Sector 17 to Chandigarh railway station to further decongest traffic between the two cities.
“Linking and widening of roads between the two cities will be done on priority basis. Chandigarh administration has assured of an early completion of the work between Sector 17 and Chandigarh. We will also clear the route for a link to connect the city with Chandigarh through Industrial Area, Phase II, and widening of link connecting Mansa Devi Complex,” said Panchkula deputy commissioner Rajinder Kataria.

The much talked about over Rs 150-crore Uppal group’s venture of a five-star hotel in Sector 35 might finally be run by Marriott international hotels even as international chain like Novotel are gearing up to cater to the city’s gourmets’.
This would not be the first international hospitality chain hitting the city — Carlson is already building a high-end luxury mall and a five-star hotel in the same premises at development’s new address in the vicinity — Zirakpur.
Novotel hotels —another international chain — to take up space in the industrial area. This would take the number of five-star hotels in the industrial area to three — Larsen and Turbo is reportedly finalising a 21-acre deal in the phase I. ‘‘The city with the highest per capita income in the country, promises to be a e-city in the future and is already being seen as a cosmopolitan place. It is no wonder that chains with global presence are willing to invest here,’’ said Jaswinder Singh, consultant with EC Productions in Delhi.

CHANDIGARH: UK based Sun Group has firmed up plans to invest Rs 550 crore in the real estate sector of Punjab.
"Initially, the company would set up multi facility project which will involve setting up of hotels, multiplexes and malls in the Mohali district," said a senior official of Punjab Industries Department.
A high level delegation from the company led by its chairman Nand Khemka today met representatives of Punjab government and discussed their business plans with them, said an official release issued here today

THE GREATER Mohali Area Development Authority (GMADA) has decided to construct eight-lane roads around the Sector 62 area in S.A.S. Nagar.
GMADA chief administrator Vivek Pratap Singh said the project would be completed by March 31, 2009. "Such wide roads are not even there in Chandigarh," he said.
Road widening work would start form YPS School roundabout and culminate at Sohana village. The roads of Sectors 51-62 and 63 would also be widened. The horizontal road crossing Sectors 68, 69, 78, 79 till the SAS Nagar international airport would also be eight-laned, the chief administrator said.
Singh said the GMADA was planning to prepare regional and six mas ter plans under its jurisdiction .The services of Jurong Consultancy Pvt. Ltd, Singapore, have been engaged for the purpose. The exercise will facilitate GMADA for systematic and planned development of areas, preventing unauthorised and unregulated growth.
The Singapore company was also entrusted with the planning of the City Centre in Sector 62 Singh said a golf course in Sector 91 and 93 along Patiala ki Rao was also on the anvil. The process to acquire the land for the 293-acre course has already been initiated

With the administration approving an alternative site for the shifting of CITCO's iron and steel store from the Industrial Area to Hallo Majra, CITCO seems to have set the ball rolling for the another five-star hotel in the city. Currently, CITCO-run Hotel Mountview is the only five-star hotel in the city.
Besides, the entry of the MNCs and big corporates in Chandigarh was another factor for the major hospitality players evincing keen interest in Chandigarh. The DLF is already constructing a five- star hotel in the IT Park while the Uppals are coming up with a five-star hotel in Sector 35 here.

The export of software and IT services from the city is expected to grow to Rs. 1000 crore within next three years with the development of Rajiv Gandhi Chandigarh Technology Park (RGCTP).
"Since the development of RGCTP is going in full swing and all the major initiatives of the administration materializing in the coming years, the software exports from Chandigarh alone are expected to touch cross Rs 1000 crore by 2011," an official spokesman said here today.
Stating that the setting up of RGCTP has really pushed up the IT export from here, he said the software and IT exports from the city has risen to Rs. 400 crore in 2007-08 against just Rs. 56 crore of exports in 2004-05.
Moreover, city now commands whopping 59 per cent share in total software exports of Rs. 678 crore from Chandigarh, Mohali and Panchkula.
The allotment process of land in Phase I and II in RGCTP has been completed and keeping in view the demand for more IT space, the administration has already drawn out an ambitious plan for developing the Phase III of RGCTP which involves development of 270 acres, he said.

THE MASTER Plan of Greater Mohali Area Development (GMADA) has proposed around 10 new major roads connecting all the important cities with Major District Roads (MDRs). The first proposed road is GMADA Expressway which will link up Lalru, Banur, Kharar , and Mullanpur as well as the planned developments at Baddi. The proposed alignment runs close to Mullanpur, Kharar, S.A.S. Nagar, Banur and Lalru.
It will also offer an alternative route to the Kharar-Landran-Banur-Tepla road, which, at present, is the only route between the northern and southern parts of the area. The second proposed road is S.A.S. Nagar- Phagwara Expressway which is a spur off the proposed , GMADA Expressway near Kharar and runs in an east-west alignment to lead to Phagwara, which is 110 km away from Chandigarh. The plan states that the said expressway will offer a high speed, high capacity expressway link between the GMADA area and other cities and towns in Jalandhar district and other districts along its route.
The third proposed major arterial road, which is a westward extension of MDR from Mullanpur, which will link to the GMADA Expressway The said road will reduce the . journey from Chandigarh to northern Punjab and also to Himachal Pradesh and Jammu via the proposed GMADA expressway .
The fourth proposed northwest road extension from Chandigarh between Sector 25 and Sector 38 (Dakshin Marg) through Mullanpur to intersect MDR would provide a direct link between Chandigarh and Mullanpur.
The fifth proposed major arterial road forms a westward extension from Chandigarh between Sector 39 and Sector 56 intersects Sector 73, S.A.S. Nagar, at the GMADA Expressway . The interchange with the proposed GMADA Expressway is proposed to be away from the existing major intersection at Kharar.
The sixth proposed major arterial road runs in a north direction from Sector 73, S.A.S. Nagar, to Anandpur Sahib.
The seventh arterial road runs in a southeasterly direction from Sector 66-A, S.A.S. Nagar, linking to NH 64 and NH 22 for direct access to Dera Bassi.
The proposed road is further extended eastwards to MDR to connect to Haryana and will provide alternative route to NH 21 to reduce through traffic at Zirakpur. This new major ar terial road will also offer a more direct route connecting between the new towns and urbanised areas in the study area and enable S.A.S. Nagar eastbound traffic to bypass Chandigarh and Zirakpur west of S.A.S. Nagar.
The eighth proposed major arterial road will run in a generally south-easterly direction between proposed road seventh and major district road from S.A.S. Nagar to intersect NH 64, NH 22 and proposed road 10 before heading further eastwards into Haryana.
The road nine's linkage to NH 1 and the proposed GMADA Expressway will provide faster and direct access from many parts of Punjab to the airport proposed road 10, which will run generally southwards from Panchkula, Sector 20, to the cast of NH 22 around Zirakpur to the proposed GMADA Expressway and further southwards towards Delhi.
The proposed road 10 will bypass the major and congested Zirakpur intersection of NH 21, NH 22 and NH 64. The proposed road will serve the proposed industrial area planned at Dera Bassi and will provide a direct linkage for the freight traffic to the other areas and states.

Rs 17,396-crore Project To Make It Dream Township
Panchkula: Good news for those who have opted to settle in this city. If all goes well with governance with political parties tiding over differences, the city will have a new identity of a cosmopolitan township by 2025.
While Chandigarh and Mohali are yet to act, the district administration here has already forwarded the project to the Union government for approval. Prepared by Wapcos, an agency hired by the administration submitted the project last week. It was approved during the meeting of the heads of the departments concerned on Wednesday.
“The draft was given a final touch during the meeting of heads of the departments involved in the project held on Wednesday. We are hopeful of getting the approval by August,” Rajinder Kataria, deputy commissioner, said.
An elevated highway connecting Manimajra with Chandimandir road as a bypass to the national highway No. 21, three railway overbridges in Panchkula, Pinjore and Kalka and three underpasses and three Metro stations are few of the main highlights of the project prepared by the administration.
Planned for the projected population of over 10 lakh, besides infrastructure, special care has been taken for civic amenities like water and sewage plants, dams on rivers and check dams on seasonal nullahs passing through forest lands and illumination in city and urbanization of around 43 villages surrounding three sub-urban townships of Pinjore, Kalka and Barwala.
Initially, the project was conceived for Panchkula only, but following the advice of the state government the administration expanded the area of greater Panchkula by adding townships of Pinjore, Kalka, Barwala and Raipurrani under its jurisdiction.
“This is part of JNNURM, a project by the union government. Initially, the project comprised Panchkula urban estate only. Now, we have added Pinjore, Kalka, Barwala and Raippurani (Place with proposed NANO CITY)areas as well for a Greater Panchkula in its vertical as well horizontal growth. This would also attract MNCs and major players for investment and employment opportunities,” Kataria said.
While real estate agents and colonizers see the project as a significant step towards making this area as the only destination next for future investors, Gen Next terms the move as taking Panchkula ahead of Chandigarh and Mohali. “This project has made all retired persons realize that settling down here was a wise decision taken by them. Now, we will request the government that they must not forget the need-based changes required for the city and its old areas,” SK Nayyar, president of the Citizen Welfare Association said.

The proposal will be discussed in a board meeting soon. After the meeting, the proposal will be sent to the Home Secretary, Chandigarh Administration for the final approval.
Speaking exclusively with Hospitality Biz, Navin Kumar Nanchahal, Principal, Dr Ambedkar Institute of Hotel Management (IHM), Chandigarh said, “The artificial lake was built last month. It is attracting a lot of visitors but they do not get anything hygienic to eat. Therefore, we thought of starting a fast food outlet or mobile catering van just outside the institute. It will not only provide exposure to our budding professionals, but will also help generate revenue." Nanchahal said that the food would be prepared in the premises of the institute by the students with the help of the faculty members.

It will be developed on Built-Own-Operate (BOO) basis. Promoting Ecotourism and educating people about the importance of conserving flora and fauna are the main objectives of the Park. The proposed Aquatic Park will have an education-cum-fish presentation centre with seating capacity for 50 people, souvenir-cum-workshop, cafeteria, public conveniences, and other entertainment facilities on the pattern of international Aquatic Parks and landscaping.
The Department of Forest and Wildlife, Chandigarh has invited Expressions of Interest (EOI) from reputed consulting firms for setting up the Aquatic Park. As per the eligibility criteria, the consulting firm should have relevant experience of at least ten years in consultancy for development of infrastructure projects on Public Private Partnership (PPP) format, including international projects. Other eligibility criteria include minimum average turnover of last two financial years of about Rs 50 crore and an adequate presence in North India.
Confirming the project, Ishwar Singh, Director, Department of Forest and Wildlife, Chandigarh informed that the Chandigarh Administration has initiated the plan to develop a world class 'Aquatic Park.' “This mega project will be developed on BOO basis, which will be an additional attraction to boost tourism in Chandigarh and will be run by the short listed private party,” informed Singh. With regards to the EOI Singh said that the selected consulting firm will assist the department in project structuring, bid process management and preparation of request for proposal (RFP) and agreement for the project.

Treasure Island is part of the company's plan to develop five shopping malls and multiplexes spread over 29 lakh sq. ft in tier-II cities of Madhya Pradesh, Gujarat and Chhattisgarh. Under the brand name 'Treasure' the company is engaged in developing shopping malls, hospitality projects and commercial offices.
Gupta continued, "The Chandigarh mall will allot 17,000 sq. ft for food courts, 20,000 sq. ft for fine dining, and 28,000 sq. ft for entertainment (video parlours, snooker, bowling alley etc). All clearance certificates and approvals have been obtained, and excavation work will begin in a day or two (November 20-21). Generally a project cycle consists of 18 months, so we hope to complete the shopping mall by June 2010."
EWDPL is also developing Treasure Bazaar, a shopping mall, at Amravati, Maharashtra, with a 52-room hotel. Construction is under way, and completion is scheduled in December 2010. The company plans to develop two townships involving development of 35 lakh sq. ft at a cost of Rs 630 crore.

Construction work on the Rs 200 Crore hotel project is ongoing and is expected to be complete by September 2010. The hotel will be managed and run by J W Marriott, while it is owned by the Uppal Group.
Confirming the project, Balwinder Singh, Deputy General Manager (DGM), Uppal's Housing Limited, Delhi said that the group will introduce a unique Picture Window concept at the hotel; some rooms will offer a picturesque view from the window. Spread over an area of about 2.63 acres, the hotel will house 170 rooms including six suites, two restaurants, banquet halls, lounge, spa, gym and landscaped grounds. In addition, the hotel will also provide a heated swimming pool on the fifth floor (roof top). It will have two kitchens with automation; one for Indian cuisines and the other for international dishes.
The glass ‘fassal’ (wall made of glass) will be specially installed on both sides of the hotel for transparency. “There will be two basement areas on the hotel premises — one for parking and the other for mechanical purposes, for example, laundry and generator,” concluded Singh.

The facilities envisaged are bus terminal and related passenger facilities (mainly a transit bus terminal for northern Punjab, Himachal Pradesh and J&K buses) and a commercial complex that will include shopping mall, multiplex, food courts, hotel, restaurants, hypermarket, retail showrooms, and banks and ATMs. Feedback Ventures Pvt. Ltd is assisting PIDB in the project.
The scope of the developer will be to plan, design, finance, engineer, construct, develop, equip, operate, maintain and manage the project.
The RfP document is priced at Rs 5,000 and the last date of submission is January 7, 2009.

Tata Motors bags tender to supply 100 buses
Moving a step forward in the proposal to run 100 AC and non-AC buses in the city, the UT Administration has awarded the contract for the project to Tata Motors. Confirming this, Secretary (Transport) Ram Niwas said: “We have received the Election Commission’s nod to award the Rs 35-crore contract to Tata Motors under the Jawaharlal Nehru National Urban Renewal Mission. A 100 buses — 40 AC and 60 non-AC buses — will ply within the city soon.”
After a detailed project report was submitted by the UT Transport Department, Tata Motors has been awarded the contract for the entire fleet of 100 buses. The funds had already been sanctioned to the Municipal Corporation for the JNNURM projects.
The total estimated cost of the project is Rs 42 crore, of which 80 per cent is to be borne by the Ministry of Urban Development and the rest will to be contributed by the Administration. Chandigarh is one of the 80 cities in the country where the ministry will fund modern bus services. The Transport department had offered to introduce 50 AC and 50 non-AC buses but the ministry approved only 40 AC and 60 non-AC buses.
The Administration has also received a nod for 61 CTU buses which would replace the old buses. “We will call quotations for the project within a week,” said a senior UT official.

True. but without any curtains and sun rays directly coming in, AC will consume lot of power to maintain temperature inside. Bangalore AC buses have tinted glasses with advertisements from outside. It helps.

MOHALI: Located between Chandigarh and Mohali, the sleepy town of Mullanpur would soon have a unique identity with Punjab government drawing big
plans for it.
The ‘Local Planning Area’ (LPA) document of Mullanpur’s master plan suggests that 4,000 hectare of buildable area for development of new townships and urban activities is available, which makes large-scale development plausible. According to the plan, the area is going to have a golf course, spa village, turf club with grandstand area for 5,000 horses, lifestyle sports hub, indoor stadium, eco park, health village and hi-tech technology park.
The LPA, accessed by TOI, states most of the land in Mullanpur - around 75.5% - is currently used for agriculture and is chiefly a green field site. Plans to develop the town can roll out easily with little hindrance or need for urban renewal or redevelopment, it adds.
The state government plans to develop a golf course on 150 hectare, spa village on one hectare, turf club on 80-90 hectare, lifestyle sports hub on 35-50 hectare, indoor stadium on one hectare, sports stadium on five hectare, eco-park on 10 hectare with 60-foot-wide approach road, health village on 10 hectare with 60% area for medical facilities, 30% area for residential and 10% area for commercial use on the pattern of IT park.
The document also suggests a hi-tech technology park on 10 hectare, where the permissible Floor Area Ratio would be 1.75 with maximum site coverage of 35%. Around 20% area would be left for green open spaces.
A senior GMADA official said the development authority had recently received the final notification on Mullanpur’s master plan from department of town and country planning. The LPA mentions the possibility of conserving and capitalizing upon the heritage resources available in Mullanpur area for tourism and cultural development.
Officials said once the expressway is constructed, Mullanpur LPA would be made more accessible to towns like Baddi and Anandpur Sahib.
‘‘State government has planned Mullanpur as a satellite town between Chandigarh and Mohali and the process to acquire land for these projects will be initiated soon,’’ said GMADA additional chief administrator Balwinder Singh

With the introduction of Rs 1.3 crore automatic vehicle tracking system (AVTS) equipped with global positioning system (GPS) technology, Chandigarh today became the third city after Mumbai and Delhi to have the latest technology.
The technology will help in locating the position of a Police Control Room (PCR) vehicle, along with the spot from where the information was received. The information will be displayed on a digital map installed at the Chandigarh police headquarters in Sector 9. There will not be any distortion in the sound received by the digital system.
During the inauguration of the modern Police Control Room equipped with latest GPS system and crime detection devices here, the UT administrator SF Rodrigues said the latest technology would be of no use in the absence of dedicated police force. He emphasised that the rule of law must be strictly adhered to without interference from any quarter.
DSP (communications) Roshan Lal said: “Soon after receiving the call, the detailed information about the caller, along with his address (if he calls from a landline number) will be displayed on the screen, along with the nearest available PCR vehicle. In case the informer calls form a mobile phone, his number will also be displayed. We are requesting the service providers to provide us with the tower location of the caller. Once that is done, the technology will help in tracing the hoax caller too.”

Godrej Properties, the real estate arm of the Godrej group, today announced setting up of its first commercial project in the northern region here with an estimated investment of Rs 200 crore.
"Godrej Eteria, which is coming up in Chandigarh, will be our first ever commercial project in north. It will involve an investment of Rs 200 crore," company's Executive Director Pirojsha Godrej told reporters here today.
Spread over 4.04 acres of land with a development size of 6.80 lakh square feet, the project will offer modern offices and retail spaces.
The project is expected to be completed within 30 months of its start of operations, he said.
GPL has entered into a joint development agreement with Zara Infrastructure along with other landowners for the development of this project.
On its initial public offer, company's Managing Director Milind Korde said that the company had submitted Draft Red Herring Prospectus with Sebi and was awaiting its clearance. "We are trying to come out with IPO within this year but we are awaiting the approval of Sebi," he said. However, he refused to divulge the amount to be raised through IPO.
Set up in 1990, the company has a land bank of 391.04 acres aggregating 82.74 million square feet of developable area located across India.

Due to the delay, UT administration has not gone ahead and hired an agency for preparation of the detailed project report for the Metro Rail project so that the deadline of four years for putting the infrastructure in place could be met.
A UT official, however, denied this, and said since chief secretaries of Punjab and Haryana were also members of the committee; the Haryana elections had delayed the meeting.
UT administration is also sitting on the option of paying back Rs 47.75 crore deposited by Parsvnath Developers for the Film city project or forfeiting the amount as penalty if all negotiations fail.
Even the records pertaining to the project are with Central Vigilance Commission (CVC), the administration has virtually deciding to scrap the project following the application of Parsvnath to withdraw from the ambitious Rs 191-crore project, drawing curtains on the project.
Earlier, commenting on Parsvanth?s request for withdrawal, UT adviser Pradip Mehra had recommended a probe by a central agency into the project, contending that the benchmark figure of Rs 175 crore was ‘grossly undervalued’.
To be developed on 30 acres in Sarangpur, the project was awarded to Parsvnath in partnership with noted actor-director Satish Kaushik for Rs 191 crore in January, 2006.
Even after three years, the actual work at the site could not begin with the UT failing to provide ‘encumbrance-free’ land to the developers.
Inauguration spree
ON THE other hand, UT has been on an inauguration spree and Gen Rodrigues recently opened the building of Entrepreneurship Development Centre (EDC) even though it is not fully furnished. Also, the souvenir ship in Le Corbusier Centre had been there for some time but it was got inaugurated in the last week of his term.

To ease traffic congestion choking city's arteries, the UT administration had decided to implement Mass Rapid Transit System (MRTS) to help roads breathe easy.
However, it will take some more time before the project finally takes off.
According to information, the administration had recently finalized a proposal to widen the key artery - Madhya Marg. But the move was stalled after the engineering department pointed out that heritage trees would have to be cut down for the same. As such, the option of compensatory planting did not seem a viable option.
Another plan to make sector-17 one-way was also put on the backburner after traders protested against it, fearing it would hamper their business prospects as visitors would have to travel extra distance to visit the area.
Discussing the issue, an official said, "Chandigarh Housing Board (CHB) has been designated the nodal agency for construction of underpasses on the busy crossings on Madhya Marg. An agency will soon be finalized."
Earlier, the UT architecture department had pointed out that widening of Madhya Marg was an extremely difficult task.
Sources said last year it was decided to add another lane to Madhya Marg, but the idea of cutting trees made the idea unfeasible. It was later decided to construct slip-roads for slow moving vehicles and two-wheelers.
A survey carried out by the UT engineering department revealed that more than 35,000 vehicles took the Press Chowk route on Madhya Marg during peak hours every day.
This included over 11,500 two-wheelers, 12,000 cars and 250 buses and trucks. A substantial percentage of these are inter-state vehicles.
Adding to the comprehensive mobility plan (CMP) prepared by RITES, the department has suggested that one underpass be built between Sectors 22 and 35 to ease congestion. Besides, the roundabouts with high traffic density at Dakshim Marg can also be considered for building underpasses.
The CHB has already been entrusted the task of constructing eight underpasses on Madhya Marg to improve traffic chaos. Before work on the Metro Rail kicks off, the administration also needs to restructure the transport sector for better coordination between the departments concerned.
Commenting on the report prepared by RITES, a UT official said, "The transport sector is not adequately equipped to deal with the problems of urban transport."
The administration should plan to introduce the system after RITES presents the comprehensive mobility plan to UT next month.

A consortium led by Chandigarh-based International Fresh Farm Products India Ltd (IFFPIL) would develop Punjab’s first mega food park at Fazilka under a scheme of the Ministry of Food Processing. The project would involve capital investment of Rs 140-150 crore. The park, spread over 60-70 acres would not only boast of modern infrastructure, but would also promote agro-processing industries by offering plug-andplay type facilities. The company would submit its DPR in next 3-4 months.
The scheme involves 50 per cent of the project cost as grant from the Centre. The company has also written to the Punjab government for its equity participation to the extent of 15 per cent, which is under consideration. Officials in Punjab Agro Industries Corporation (PAIC), said IFFPIL had been awarded the project after Mumbai-based Unity Infraprojects Ltd consortium failed to make any headway.

With over 190 water bodies and an equal number of silt detention dams in the Sukhna wildlife sanctuary, Chandigarh has been running one of the biggest soil conservation and rainwater harvesting projects for two decades. And the benefits have been made crystal clear in a new study.
The study conducted by a city-based NGO, Society for Promotion and Conservation of Environment (SPACE), has found a sizeable decline in the flow of silt into the Sukhna lake after the construction of these dams.
'This is an exemplary model not only in India but in the whole Asia continent as nowhere will you find this density of water bodies,' Santosh Kumar, Chandigarh's chief wildlife warden and conservator of forests, told IANS.
The water bodies are filled by rainwater and they feed the Sukhna lake, a prominent tourist destination here, round the year. The dams retain the silt and prevent it from entering the lake.
Besides, they provide ample water to the animals residing in the sanctuary and attract hundreds of migratory birds every year.
'These dams and water bodies are cleaned once every three to seven years, depending on their size and requirement.'
Sukhna Lake was constructed in 1958 across Sukhna Choe, a seasonal rivulet originating from the Shivalik hills, and formed an integral part of the Chandigarh master plan.
However, it was marred by excessive siltation from the adjoining Shivalik hills that posed a serious threat to its existence.
'The premature siltation of the lake became a cause of serious concern and the severity of soil erosion in its Shivalik catchment was not well realised before the lake was planned. The lake started silting right from the first year of its formation,' Santosh Kumar told IANS.
'Therefore, intensive soil and water conservation measures were taken up in the bordering Sukhna wildlife sanctuary. The measures included effective closure, large-scale plantation and construction of more than 190 water bodies and silt detention earthen dams,' he added.
Kumar said that these measures were systematically taken over a period of almost two decades and they have reduced the siltation rate of the lake from more than 140 tonnes per hectare per year to less than five tonnes per hectare per year.
'The 190 water bodies are very stable and functioning very well. At present, it seems that the Sukhna lake catchment area is floating on water. They preserve the rainwater and significantly support the wildlife.
'Besides, it helped in the reversal of degradation process and resulted in visible improvement in vegetation cover. The overall tree density of the sanctuary increased from 162 per hectare to 450 trees per hectare and bush density from 5,977 per hectare to 8,994 per hectare, during the last few years,' Santosh Kumar said.
Due to the thick vegetation, the leaf litter accumulation on forest floor increased from 2.05 tonnes to 4.4 tonnes per hectare which also resulted in increase of soil organic carbon.
The Sukhna wildlife sanctuary, spread over an area of 25.42 sq km, is fenced from all sides and was declared a protected sanctuary in March 1998.
A variety of butterflies, birds and animals like wild boar, pangolin, mongoose, deer, Indian civet, peacocks, Red Jungle Fowl and snakes like the Indian python and Russell's viper have made this sanctuary their abode.
Moreover, during the first-ever census at the sanctuary last month, officials found the pug marks of leopards and they have installed a camera here to ascertain the presence of the jungle cat.
Besides conserving soil and water, these water bodies attract a huge number of tourists every year.
In 2009, around 7,500 tourists visited the sanctuary and the number increased to 9,000 last year.

From January 14 to 25, the Zirakpur-Kalka highway traffic will be diverted through Chandigarh as that stretch would be closed. This will add 10km to the journey for people who would otherwise take that route. The ROB is being built as part of a project for four-laning the Parwanoo-Zirakpur road.
From Zirakpur, motorists will have to drive towards the roundabout between Sector-29 an Industrial Area Phase-II. From there, the vehicles would move towards housing board light point via Sector 28-Transport Area crossing to head for Kalka. However, traffic from Panchkula to Zirakpur will still continue via Dhakoli.
Officials of National Highway Authority of India (NHAI) said that they would put signage at diversion points and added that traffic police had also been engaged for the task.
NHAI's project director Anil Dahiya said that though they had set a target of seven days to complete the work, there were chances that it could extend by another two to three days and therefore, traffic would be diverted for 10 days.
A senior official of Panchkula police stated that department had deployed cops at the said traffic diversion points. "We will coordinate with our counterparts in Zirakpur for smooth flow of traffic on the highway.'' Recently, NHAI officials had submitted its status report with Punjab and Haryana High Court in which they had stated that they finished 87.5% of the work on the section between Pinjore and Zirakpur.
Regarding the bypass from Pinjore to Parwanoo in HP, the submitted status report reads that progress achieved on the project was 75.10%. The bypass involves construction of 13 structures.

The new name, “hijacked” from an earlier proposal by late Chief Minister Beant Singh, is likely to benefit all those who have a high stake in the area, be it politicians, bureaucrats or private builders.
The changed name has the stamp of approval of Punjab Chief Minister Parkash Singh Badal, who took the decision at a recent meeting of the Punjab Regional and Town Planning and Development Board chaired by him. Defending the decision, SS Sandhu, Secretary, Housing and Urban Development Department, said it was a normal practice to keep the name of a new township on the adjoining established major cities. He cited the example of Navi Mumbai to justify the decision. He claimed that the decision had been taken on the basis of a feedback from the public. At the meeting, which was also attended by the Financial Commissioner, Revenue, and Principal Secretaries of Revenue, Local Government, Commerce and Industry, Rural Development and Environment, it was decided that the Mullanpur Local Planning Area (LPA) as conceived in the masterplan be rechristened as New Chandigarh.
The logic given for the new name was that since the upcoming township was conceived as an “eco-friendly” urban settlement, it would be appropriate to rename it as New Chandigarh. However, there is more than what meets the eye. It appears that the Akali government has borrowed the name from the regime of late Chief Minister Beant Singh in 1993, when the New Chandigarh project was planned on the northern periphery of Chandigarh. But in the face of stiff opposition from the area residents, late Chief Minister Harcharan Singh Brar had subsequently abandoned the project. Interestingly, Parkash Singh Badal had opposed the New Chandigarh project then. Questioning the need to rename Mullanpur township as New Chandigarh, Jit Kumar Gupta, national vice-president of the Indian Institute of Architect, said: “As if the massive urbanisation allowed by Punjab in shape of high-rises on the Chandigarh’s periphery was not enough, the Punjab Government wants to now cash in on the name of City Beautiful.”

The New Chandigarh project was conceived in 1993 during late CM Beant Singh’s regime. The project was grounded in the wake of stiff opposition from the area residents.
In 2000, the then Akali Govt revived the project and called it Anandgarh plan. But the Cabinet scrapped it in 2001. In 2008, the masterplan was prepared and it finally paved the way for New Chandigarh.

Chandigarh: An international cargo airport would be set up in Haryana territory falling in the national capital region (NCR) of New Delhi, Haryana Chief Minister Bhupinder Singh Hooda said.
Hooda said 3,000 acres of land has been identified for the project at Bhaini Maharajpur and Bhaini Bhairon villages near Delhi, reports IANS.
Hooda said the Airports Authority of India (AAI) has conducted the site survey and given the go-ahead for the project.
"The application has been filed with the Union Ministry of Civil Aviation for formal approval of the project," Hooda said.

CHANDIGARH: When French architect Le Corbusier designed the modern city of Chandigarh in the 1950s, it was supposed to cater to a maximum population of 500,000 residents. Six decades on, this twin capital is still the 'City Beautiful', but houses almost 1.2 million people with 800,000 registered vehicles and an estimated 100,000 driving through every day.
In the 2001 Census, the population stood at 900,914.
With urban planning for Chandigarh not keeping pace with the growth of vehicles in the 114 square km city, a union territory which is also the joint capital of Punjab and Haryana states, congestion, chaos and accidents have become the order of the day.
Officials at the Registering and Licensing Authority (RLA) say that over 125 vehicles are added to the city's roads every day. And up to 40 percent of them are cars and other four-wheelers.
"Our workload has increased many times in recent years. Despite more windows for registration of vehicles, the rush is never-ending," an RLA official told IANS.
In 2010, 45,481 vehicles were registered in the city, the highest number registered in a single year. The figure was much less in previous years, 37,967 (2009), 33,577 (2008), 33,256 (2007), 33,777 (2006) and 29,697 (2005).
"Normally one registration series (9,999 numbers) gets over in three-four months. However, the CH-01-AE series got over in just one month in December," the RLA official said.

The Municipal Corporation of Chandigarh will have all its functions computer-based within two years.
“The process of introducing e-Governance in the Municipal Corporation is already underway," Chandigarh Finance Secretary VK Singh said.
The e-Governance initiative, which is a mission mode project, is being taken under the National e-Governance Plan (NEGP) of the Central government.
Society for Promotion of Information Technology in City (SPIC) is the nodal agency for executing e-Governance in the Municipal Corporation. The aim of the project is to provide to citizens online services pertaining to the corporation.
Giving details of the project, Singh said the detailed project report for the municipal corporation’s e-Governance project had been completed and modalities were being worked out to select the system integrator.
Speaking at an executive committee meeting of SPIC, he also elaborated project reports for crucial projects such as e-Governance in Education Department and Urban Planning Department.
“The proposed Geographic Information System (GIS) for the Urban Planning Department will provide information regarding buildings, roads, traffic, street-lights, drainage and other services online. Through e-Governance in education, the department will consolidate the students’ database and the fees and examination processes will be computerised,” Singh stated.
SPIC is also the executing agency for implementation of computerisation of Government Medical College and Hospital here in Sector 32. Another major work being undertaken by SPIC is facilitating digitalisation of archives, pertaining to records of offices and buildings of the estate office.

Even as the yearly exercise of presentation of the Union Railway Budget 2011-12 is scheduled for Thursday, Chandigarh, which had received prominence earlier, is yet to witness even one of the many proposals actually be implemented.
The railway station with an average footfall of 22,000 per week was the recipient of a lengthy list of promises by Union railways minister Mamta Banerjee in the last Budget of UPA-I in 2009 and the first Budget of UPA-II in 2010. However, in spite of the announcements, it seems that the authorities have deliberately cold-shouldered Chandigarh.
Be it the lofty proposal of the Union railways minister to transform the city's station into a world-class railway station, replete with air-conditioned waiting areas and things like that the ground reality is that not even a finger has been lifted to suggest that any sort of developmental works would be undertaken.
As far as world-class stations are concerned, a high-level committee from New Delhi conducted feasibility tests last year and the results for both Chandigarh and Ambala were not too encouraging, a senior official at Ambala division said. Having resigned to the fact that upgrading of the railway stations at Ambala and Chandigarh would take a few years, the official added, ''If faster trains are added to the existing fleet, we would definitely increase footfall at both the railway stations.''
Zonal Railway Users' Consultative Committee member Joginder Singh Bhogal said, ''These projects seem far-fetched as compared to providing basic amenities to the passengers. Authorities have to do a lot to provide quality food, drinking water and toilet facilities and ensure cleanliness on trains and stations.''

Contrary to the general opinion being created by the realtors about a new boom in the market, The Tribune has found that the genuine home buyers in this region have been hit hard by the lull in the real estate market. With most of the builders failing to give them possession of their homes, these buyers have been burdened with escalating home loan rates. On the other hand, most of the realtors, having made their profits by selling anything between 30-50 per cent of the project at exorbitant rates, have stopped construction at these project sites and re-invested the money in either enhancing their land banks, or ploughed money collected from one project into another.
Top executive with a leading multi-national company Dheeraj Gupta, who was supposed to get the possession of his apartment in Zirakpur in March this year, informed The Tribune that he was now feeling the pinch of paying a higher EMI instalment, even though he has not got possession of his apartment. “When I booked this apartment, I went into an agreement with the developer, according to which the developer is liable to pay me a penalty of Rs 5 per square feet (for the total area of the flat) in case he failed to give me possession in the time frame that was promised. I had already sold off the flat where I was living earlier and have now been forced to live on rent as I have not got the possession of the flat. This is not just true in my case, but for a large number of home buyers in Zirakpur, VIP Road, Peer Machalla, Dhakaula and Dhakoli, where possession has been delayed. A number of people have also taken these developers to the consumer court for failing to deliver the services,” he said.

MOHALI: The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today inspected the progress of construction of Rs. 500 crore first Air Conditioned Bus Stand cum 17 storied International Hotel of the country being constructed in the cyber city Mohali.
The Deputy Chief Minister went around the project and emphasized the need for making bus stand portion of the project operational by mid October this year. He said that this project was first of its own kind project in the country where the bus stand would be fully air conditioned and passengers would enjoy all those facilities that available in the International Airport.
It would have special arrangements for physically challenged persons the bus stand would have separate bus station for local, Inter & Intrastate buses and passenger transfer arrangement from one bus station to another bus station would be non interfering and smooth. Badal said that this project would be 17 storied project in which an international hotel, malls, multiplexes would provide total entertainment to the people of Punjab.
Badal said that this unique building would have roof top helipad facility. The Deputy Chief Minister asked Secretary Urban Development S.S.Sandhu to monitor this project on day to day basis so that bus stand portion could be dedicated to the people of state by mid October. He asked MD PRTC to personally monitor the bus parking and commutation plan so that there was no teething trouble after the launch of bus services from the bus stand.
Talking to media persons Mr. Badal said that Punjab Government was fully alive to the reports of threat to Bhakra Dam from Anti national outfits and was taking all possible steps. when asked about election rally programme being launched by Punjab Congress from mid august. Mr. Badal said that Congress party was a seasonal party that only wakes up at the time of election where as SAD BJP Government remains amongst the people 24x7x365 days.

'Ready Mohali bus terminal by mid-October'
MOHALI: a progress review meet ing of Rs 500-crore first bus terminal cum commercial complex being constructed in the district was conducted on Monday.
Punjab deputy chief minister Sukhbir Singh Badal surveyed the 17-storey project and emphasized the need for making the bus terminal portion operational by mid-October.
He said the first-of-its-kind airconditioned project would ensure that passengers enjoy all facilities similar to those available at international airport.
He said, ''The bus stand would have special arrangements for differently-abled people. It would have separate bus station for local, inter and intrastate buses and passenger transfer arrangement from one bus station to another bus station would be non-interfering and smooth.''

They must take their time and ensure that the ISBT is complete in every aspect and world-class in every sense of the term. If they rush it, if they botch it up in a hurry to open it quickly, it will be tragic. The project is really important for the city and if properly implemented will be a role model for other cities in India.

There is no space in Chandigarh.But Chandigarh is magnet.
Already International aiport is underway.
They are trying metro/BRTS.
There is lot more scope for expansion in surrounding area like Mohali dist and panchkula dist.Surrounding areas have land for residential & industrial development.
Heavy & polluting industries are not allowed in Chandigarh, thats why whole industrial area is separted from residential areas by a long stretch of mango garden.Chandigarh adminstration has already allowed the industralists to convert their lands into retail/office space/malls/multiplexes.
Lot of scopes for agro based industries/bio tech/IT parks along Chandigarh-delhi highway upto Ambala and some along Shimla highway. Baddi area(in Himachal Pardesh) bordering chandigarh is already favourite for pharama industries.
It is one of the most urbanised and high income area of India already. Just need some infra push

CHANDIGARH: With the finance department finally giving a go ahead, Joint Police Commissionerate for Panchkula and Ambala is all set to launch. A notification to this effect is likely to be made within the next few days, officials in Haryana police headquarters said.
Once made operational, this is going to be third police commissionrate and it would be follow by launch of Karnal Commissioenrate having Karnal, Kurukshetra, Kaithal and Yamunanagar districts under it.
Besides control in crime, DCP and ACP level officers would be able to dispose of cases related to preventive arrests. Once the commissonerate is established, the powers of issuance and cancellation of arms licence shall be vested with DCPs. This power currently lies with deputy commissioner, who also acts as district magistrate.
Targeted to act against petty crimes, commissionerate shall be headed by an inspector general (IG) level officer designated as commissioner of police (CP) with one DIG level officer as joint commissioner of police (JCP) and five superintendents of police (SP) IPS level officers as deputy commissioners of police (DCP) with independent charges.
All this is in addition to 75 posts of deputy superintendent of police (DCP) level officers to be posted as ACPs and inspectors in the two districts at various offices.
"Earlier in December 2010, proposal to have commissionerate was mooted. But last week the finance department cleared files for this joint commissionerate and the one to be set up at Karnal. Setting up of commissionerate shall largely help in better crime control," said B S Sandhu, additional director general of police (law and order).
Enquiries revealed that one DCP each shall be appointed for Panchkula and Ambala, while rest three DCPs would be posted as DCP (crime and traffic), DCP rural (which would include rural belts of Ambala and Raipurrani block of Panchkula) and fifth shall be posted as DCP (headquarters).

By the end of this year, Mohali will be one of India’s leading sports cities. With the Greater Mohali Area Development Authority (GMADA) set to complete eight sports complexes by October 30, Mohali will well and truly be on the international map. As of now, it is known for the PCA Stadium but by November 2011 a newly constructed hockey astroturf stadium will host international matches. GMADA will spend Rs 90 crore on the construction of these eight stadiums.
The construction of the hockey stadium in Phase IX opposite the PCA stadium, spread over 19 acres of land, is in full swing. The seating capacity at the hockey stadium will be of 18,000. Speaking to Newsline, Mohali District Planning Committee Chairman N K Sharma said, “The work for these ventures was undertaken a few months back. The construction at every site is in full-flow. He added, “In another five months, Mohali is going to emerge as the sports hub town of Punjab. These stadiums or sports complexes will be multi-purpose as they will have facilities where various sports like volleyball, badminton, tennis, and other sports can be played.” He also informed that Rs 17 crore would also be spent on sports accessories at these stadiums.The project of building the sports complex in Sector 78 is spread over 27 acres of land and will attract major tournaments as it will have a well-built and equipped velodrome and also facilities for popular sports like boxing, football, athletics and wrestling.
What could be another leap for the Mohali Sector 78 sports complex will be a 400-m synthetic track, which will be the only one in the Punjab region. Initially, GMADA planned to build a simple athletic track but keeping in mind the need and growing popularity of athletics, it decided to be in sync with modern requirements and come up with a synthetic athletic track instead.

We aim to overhaul Mohali’s sports infrastructure with such facilities. The Centre has granted Rs 90 crore for doing so.”

NEW DELHI: Max Healthcare on Friday said it will open four new super speciality hospitals in North India by November this year at an investment of nearly Rs 500 crore.
"Max Healthcare will be opening four new hospitals by the end of November, thereby adding 1200 beds," Max Healthcare CEO and Managing Director Pervez Ahmed told PTI.
The new hospitals, under the super-speciality category, will come up at Delhi (Shalimar Bagh), Dehradun, Bhatinda and Mohali.
The hospitals at Bhatinda and Mohali will focus on heart diseases, trauma and cancer and orthopaedics and would be under a public-private partnership mode with the Punjab government.

By half sector I was going by the link above it shows that boundary of Chandigarh and Mohali seem to be splitting some sectors.
Do you know how many sectors are part of Chandigarh? I think in some earlier posts you have said that there is not much room left to develop in Chandigarh. What about Mohali how many sectors are already developed? How many are there suppose to be according the masterplan?

CHANDIGARH: The Rs 2700-crore Faridabad-based SRS Ltd, which has its interests in cinema exhibition, retail and food courts will soon be bringing a slew of multiplexes and fine dining options to Zirakpur, Mohali and Chandigarh, among some more tier-2 and tier-3 cities of Punjab and Haryana.
Speaking exclusively to TOI, SRS Group president Tinku Singh, said that the company has allocated a budget of Rs 140 crore for north India and was particularly focusing on Zirakpur, Mohali and the Union Territory besides Ambala, Jalandhar, Ludhiana and Ferozepur.

Software export from chandigarh sees 31% growth

The software exports from the Chandigarh capital region (comprising Chandigarh, Panchkula, Mohali) touched Rs 1565.33 crore in 2010-11, registering a growth of about 31 per cent over the previous financial year. The total exports from region in 2009-10 was to the tune of Rs 1196.58 crore.
Out of the total exports in 2010-11, exports amounting to Rs 852.33 crore was registered by units that are registered with the Software Technology Parks of India (STPI), while the units in the SEZ recorded the figure as Rs 713 crore. This year, more than 10 new software companies registered with the STPI commenced operation from the region.
Infosys Ltd, Dell Internation Services (P) Ltd, IDS Infotech Ltd, Nvish Solutions (P) Ltd and Emerson Design Engineering Centre are the top five companies that performed well in terms of exports.
The region has attracted many new startups. Also, the number of IT/ITES units increased from 145 in 2002-03 to 242 in 2010-11. Further, STPI had earlier stated that the growth in this region had been fuelled largely by the growth of small and medium enterprises.
“In 2010-11,” STPI joint director and centre head (Mohali) Ajay P Sirvastava said that not less than 10 new small and medium IT enterprises registered with its started operation. They included IBM Daksh Business Process Services Ltd, Dot Technologies, Credentia Business Process (P) Ltd, Ovirtue INC, Communox Collasist (P) Ltd, he told Business Standard.
The units are registered with STPI and occupy the top three positions in terms of exports in 2010-11: Infosys Technologies Ltd (from Chandigarh), Dell International Services (I) Pvt Ltd (from Punjab) and IDS Infotech Ltd.
Overall, in 2009-10, the software exports from Chandigarh region was to the tune of Rs 1196.58 crore (including exports from SEZ). Whereas in 2008-09, the software exports from STPI units was to the tune of Rs 731.85 crore and exports from SEZ was Rs 318.08 crore.
Also, in order to facilitate the IT companies registered with it, STPI is setting up a new office in Mohali (Punjab) with an investment of Rs 40 crore. Spread over 1 lakh square feet, the office will have centres for data and incubation along with an administrative office. The proposed facility, spread over 60,000 square feet, is likely to be completed in two years.

IndiansUnite September 22nd, 2011, 09:47 PM Mohali is an extension of Chandigarh and has a well established social infrastructure - schools, malls, hospitals, recreational areas. It's also closer to the airport. Infact the new international terminal is coming up in Mohali.
Mullanpur is an upcoming town but pretty much consists of villages + agricultural fields right now. I've only come across 2 residential projects - one by DLF and another by Omaxe. Omaxe's Global Business Park (see the video a couple of posts above) is also going to be constructed there. It'll be a while before it becomes a self sustaining town like Mohali or Panchkula.

GMADA finally set to launch Mullanpur urban estate Phase 1 on September 21, 2011
GMADA is finally all set to launch the Mullanpur Urban Estate Phase I. The Scheme will Open on September 21 and end on October 21. The draw of lots would be held on November 30. The urban estate would be called as Ecocity.
Here are a few key points in the scheme:
Eco city, mullanpur is just 7 kms from PGI chandigarh.
95% of the payment has to be made within the first three months of allotment and the rest 5% will be paid at the time of possession.The six biyearly installment plan has been reinstated again.
The scheme offers 740 plots out of which 41% will go to reserved categories. The plots would range from 100 to 500 sq yards.
The scheme is open only to bonafide residents of punjab and chandigarh. The allottees will need to give atleast 3 proofs of their residence in punjab/chandigarh for last five years. However, Tentatively you dont need to provide residence proof at the time of application.
Successful applicants of sector 76 to 80 and Aerocity allotments are not eligible.
The allotment price would vary from 15,000 to 19,000 per sq yard. The bigger the plot, more the money that one would need to shell out.

With a view to encourage city commuters to use more public transport, UT is all set to buy 86 red and green coloured buses. These buses that will be deployed on the local routes and would be replacing old buses, would ensure commuters a comfortable and prompt service. With the starting of these buses, it would also be ensured that waiting time is reduced.
The new buses are being introduced to improve road transport in view of the upcoming metro rail project which would require a prompt and sustainable bus service providing connectivity to the metro stations.
Talking to TOI, director of Chandigarh Transport Undertaking, Sunil Bhandari said, "We have prepared a proposal to buy 86 attractive red and green coloured buses which has been sent to the UT administrator. With the addition of these new buses, we would be phasing out our old buses and ensure a safe and enjoyable service to commuters."
The earlier lot of colourful buses that were added to the city bus fleet, had led to the number of passengers going up considerably, as these had caught the fancy of people, especially the college-going crowd.
"Moreover, we have to strengthen road transport before the ambitious metro rail project takes off. We are shortly going to start a public campaign to propagate the use of public transport to decrease the volume of traffic on city roads," said a CTU official.

Massachusetts Institute of Technology’s (MIT) Sloan School of Management will set up the Munjal Global Manufacturing Institute at the upcoming campus of the Indian School of Business (ISB) at Mohali, Punjab.
The development is part of the initiatives of the Munjals, the promoters of Hero Group, to introduce cutting-edge research and management practices in the manufacturing sector.
Charles Fine, a co-director of MIT Sloan’s international motor vehicle programme, is associated with the programme at the Munjal institute.
“One of the unique features of the institute is going to be a focus on research in manufacturing. In fact, there is no institute in India today which looks at manufacturing with a thorough perspective,” said SK Munjal, joint managing director of Hero MotoCorp.
The ISB has been working on setting up a new campus at Mohali with four specialisations — healthcare management, infrastructure management, public policy and manufacturing — with the association of the Bharti, Max, PunjLloyd and Hero groups.
The campus is expected to cost about Rs200 crore with the four sponsors sharing the cost equally.
The Hero group has taken the responsibility of setting up an institute focusing on manufacturing. “Currently, the contribution of manufacturing to the GDP is lower than that of services. There is a need to change the current mix of economy in terms of services versus manufacturing. As we become more global, there is a need to be more globally competitive,” said Munjal.
The institute will start taking in students from April 2012. However, these would be lateral entries rather than freshers.
According to Munjal, it makes more sense to train those with 3-5 year experience in the best practices in the sector than focus on freshers.
The business school of MIT would support the Munjal Institute by providing faculty support and curriculum design in the area of manufacturing, offer joint executive education programmes and facilitate joint action learning projects for management students.

Introduction of the Metro, new bus stands, additional hospitals, schools, stress on heritage conservation and construction of eight underpasses are some of the proposals that the city can look forward to in the next five years. The UT Administration finalised its proposals that would form part of the 12th Five-Year Plan.
The 12th Five-Year Plan for 2012-17 has been proposed at Rs 5530.79 crore and the Annual Plan for 2012-13 at 750.70 crore. A variety of proposals have been mooted for different departments.
While provisions would be made for the continuation of ongoing proposals, a few new ones are likely to see the light of the day. The proposals would be sent to the Centre for approval.
The 11th Five-Year Plan (2007-12) had been approved for Rs 2,132 crore and after the revised increase in outlays, the plan size had touched Rs 2380 crore. The UT Administration has demanded almost double that amount for the 12th Five-Year Plan.
Education
Additional hostels for women would be constructed in the city colleges including GCG-11, GC-11, GCG-42, CCET, etc. As many as 18 new school buildings would be constructed in southern sectors and periphery. Vidya Sadan would be constructed. The Rastrya Madyamik Shikshya Abhiyan would be implemented. Technical Education Quality Improvement Project Phase-II would be implemented. Right to Education Protection Authority (REPA) under the RTE Act would be constituted. Providing free uniforms, reimbursement of expenditure of private schools under RTE, introduction of additional vocational sections as well as upgradation of facilities in schools and colleges is on the agenda.
Health
The Administration has proposed upgradation of a health centre in Sector 22 and CMC Manimajra into 100 bedded hospitals. The polyclinic in Burail would be upgraded to 50 bedded hospital. Facilities would be provided to rural health centres and those at Government Multispeciality Hospital, Sector 16 would be strengthened.
Transport
There would be introduction of Metro Rail, new buses and light rail transit to strengthen public transport. A multilevel parking lot would be constructed at ISBT Sector 43. Four new bus stands would be created near PGI, Manimajra, Dadumajra and Sector 31. As many as 208 buses would be replaced. The existing bus stands would be upgraded. Link roads would be widened.
Heritage Conservation
Provisions have been made for completion of the unfinished projects in the original plan of the city. Chandigarh Heritage Conservation Committee would be constituted. Green Code would be implemented in Chandigarh.
Municipal Corporation
Funds would be allocated to the MC for upgradation of water supply, development of roads, strengthening sewerage and storm water drainage system, streetlights, etc.
Social Security
A new senior citizen’s home would be set up in Sector 34. Implementation of the New Pension Scheme, construction of creches and anganwaris would be done. Provisions would be made for the ongoing schemes like supplementary nutrition programme, welfare of handicapped, etc.
Other Projects
Implementation of the Model Solar City Programme and restructuring of the power distribution network would be done. A new Secretariat building would be made. Provisions have been made for completion of the Slum Rehabilitation scheme, building auditorium at Beant Singh Memorial Trust and Kala Bhawan. As many as eight underpasses would be built near Transport Chowk, Piccadlly Chowk, ISBT-17, Kisan Bhawan, Cricket Stadium and Matka Chowk among others.

CHANDIGARH: All the drawings of the much awaited multi-level parking lot in Sector 17, which will be able to accommodate 950 to 1,000 four wheelers at a time, have been cleared by the architecture wing of the UT administration.
The two-wheelers will be parked on the surface, while the rest of the three basements would be for four- wheelers. After clearance from the UT architecture wing, the civic body has started preparing the financial estimate of the project, which would be placed before the house during its meeting later this month.
With a view not to interfere with the look of Sector 17, instead of constructing floors on its surface, the multi-level parking lot will have three basement floors and a surface level for parking vehicles.

Giving details, an official of the engineering wing of the MC said that they have started preparing the financial estimate of the project which would be between Rs 40 to Rs 50 crore and it would be placed before the house during its upcoming monthly meeting for approval, so that work can start in the coming two months.

CHANDIGARH: In a bid to make Sector 17 a vehicle-free zone, the heart of the city will have an underpass near Neelam Cinema as part of the plan. The architect wing of the UT administration in its proposed plan has finalized a subway which will come up near Neelam Theatre and connect it with the area near Football stadium.
As per the proposed plan to make the entire sector pedestrian friendly, one bridge is already existing and other one has been planned on the road stretch connecting KC theatre with Taj Chandigarh and road leading directly from circus ground to MC was the only road, which need either a subway or an overbridge where people could cross that road.
"The proposed underpass in Sector 17 will be constructed in such a manner that pedestrians can easily cross the road and go to the other. The planning of the project is yet to be done by the authorities," said an official, declining to be named.

Medicity project in Mullanpur tops the priority list of the Greater Mohali Area Development Authority (GMADA).
Apart from developing various roads under the Mullanpur master plan, the authorities will soon auction plots to private players in the medicare hub that has been planned over 97 acres to the north of the PGI, Chandigarh.
The development follows a meeting chaired by the Deputy Chief Minister, Sukhbir Singh Badal, regarding the status of development projects in Mohali area. It is learnt that the PCA officials have also been asked to speed up the construction of cricket stadium at Mullanpur before the next World Cup.
Sources in GMADA said though the PGI had also sought land in the Medicity, the government was keen on giving the land to certain private players in the medical care sector who already had stakes in Punjab. The medi care hub will have hospital complexes, infrastructure for the allied services, and also residential complexes for their staff within the campus. It will be self-contained campus, with the best of housing facilities for doctors and other hospital staff members within the area. The mode of transfer of land to the hospitals was being worked out.
The government was keen to develop Mullanpur as one of India’s best medical hubs. Besides, the widening of the Mullanpur-Siswan road has already begun and a survey has been started to under take planning of the Mullanpur Ecocity.
Mullanpur master plan
As per the Mullanpur master plan, a state-of-the-art health village, knowledge village and eco-tourism related activities have been planned on the foothills of Shivalik Hills. Consultants for the project, Jurong Ltd, has proposed recreational facilities like amusement park, spa village, open-air theatres, theme parks and lifestyle hub, including a golf course and sports facilities, around the seasonal rivulets passing through the area. Only low-density urbanisation has been recommended. Due to proximity of the area to Chandigarh, the Medicity has been planned along the Chandigarh-Siswan-Baddi road.

Well I went to that place 2 weeks back. Already 6 towers have reached 18 Floors and several others have reached 12-15 floors! When i asked the project incharge, he told me that the whole project would be completed in 1.5 Year from now! Isnt it great! I have also taken some pictures..

The work for construction of the rail under bridge near Mauli Jagran started on Friday. The road has been closed for traffic for nine months. Once the construction is completed, it will provide another route for commuters to reach Panchkula. The road on the stretch had been widened several months back. However with the construction of RUB not having been undertaken, it was not feasible to use the stretch.
While the construction has been undertaken by the Railways, the cost has been shared with the UT Administration. The proposal had been in the pipeline for several years, but was hitting one road block after the other. Recently after all clearances were received, the tenders were floated and work has been started.
The commuters to and from Panchkula do not have many options where routes are concerned. While Chandigarh is connected to Mohali through several roads, there are not many to Panchkula. This leads to traffic congestion on the road from Madhya Marg towards the Housing Board lightpoint especially during morning and evening hours.

CHANDIGARH: The Deputy Chief Minister Punjab S. Sukhbir Singh Badal will lay the foundation stone of 10-storey building INSTACON to be constructed in 48 hours on November 29 in the Industrial Phase I of SAS Nagar (Mohali).
While referring about the salient features of 10 storey building the brain behind the project, S. Harpal Singh maintained that this is the first building of its kind in the country first of its kind in India, is unique in many ways. He further said that all the components were manufactured in the factory, pre-fitted with floors, water supply, wirings, sanitation, air conditioning ducts and everything else. These are then shifted in state-of-the-art transporting vehicles to the actual site for installation.
S. Harpal Singh added that “The ultra fast mechanism helps save energy in quantums in comparison to traditional construction methods. One can get revenues from the investment within days. Though the cost is almost the same as incurred using conventional techniques, there is lot of gain in saving man-days of work and terms of manpower days and overcoming inflationary increases”.
He maintained that this technology as it unfolded today has vast potential to totally revolutionize the much-needed Infrastructure Technology in the country by rapidly speeding up the construction of Commercial towers, Luxury hotels, High-rise buildings, Hospitals, Educational institutions, Universities and Retail outlets.
He urged the planners, architects, engineers, builders, infrastructure developers, hoteliers to come and see themselves the unique and modern innovative technology is being adopted by the INSTACON. :cheers:
