Whiteeclipse November 17th, 2008, 07:11 PM The Asian Development Bank (ADB) said Thursday that it is extending 700 million U.S. dollars to Kazakhstan to help build a "new Silk Road" that will transform the country's economy.
The "Central Asian Regional Economic Cooperation Transport Corridor I" will run 2,715 kilometers, from the city of Khorgos on Kazakhstan's border with China to the western border with Russia, the Manila-based lender said in a statement.
"This new silk road will boost trade between Beijing and Brussels, and create extraordinary economic opportunities for the people of Kazakhstan and their neighbors," said Juan Miranda, Director General of ADB's Central and West Asia Department.
The northern branch of the ancient Silk Road ran through today's Kazakhstan, placing the region at the heart of trade between China and Europe, and bringing the region immense prosperity.
The new road, spanning the world's largest landlocked country, is expected to be comparably transformative.
By 2020, the road is expected to increase Kazakhstan's gross domestic product (GDP) by 68 percent above the 2010 baseline, and to increase the GDP of neighboring Central Asian countries by 43 percent.
China, Russia, and the European Union (EU) will also reap significant gains from the road project, ADB said.
"This road, combined with wide reaching reforms the government has already initiated in the transport and communication sectors, will provide families in Kazakhstan with greater opportunities for advancement, while significantly contributing to the nation's sustainable economic development," Miranda said.
In Kazakhstan, roads play an important role in providing access to rural areas, and facilitating transit traffic and in-country transport movement.
However, the Kazakh road sector has experienced long-standing operational and institutional constraints that raise the cost of doing business. The road network is incomplete, many sections of road need repair, travel times are long, and cumbersome cross-border procedures increase the burden on trade and traders.
These constraints have led to higher-than-average transport costs, hampered regional cooperation and integration opportunities, and impeded Kazakhstan's competitiveness.
The improved road will increase travel speed 40 percent by 2015,while reducing freight transport costs by half, ADB said. It will also shorten travel distances, improve road safety standards and lead to a decline in accident rates.
ADB will partner with the Islamic Development Bank and the Japan International Cooperation Agency to handle a 480-kilometer section of the road network in the southern part of Kazakhstan.
The overall investment for the road project is approximately 6.7 billion dollars. Other financiers behind the overall corridor development plan include the government of Kazakhstan, the private sector, the World Bank, and European Bank for Reconstruction and Development.

ChrisZwolle November 18th, 2008, 06:11 PM Kazakhstan is a vast country, with huge distances across areas that are unpopulated. As long as the most important transitroutes are in good condition it is okay. You can't expect a local road hundreds of kilometers from the nearest city to be in excellent condition considering the Kazakhstani weather conditions.

but those are a few kilometers not a hundred of , every country has good ways around the capital i mean in general they haven't good roads

The A350 is the main road from Almaty to the northeast of Kazakhstan. The first section of this road has 4 lanes and major interchanges are grade-separated.
Google Earth also assign the number "A3" to this route, which would be out of par with the Kazakh road numbering system (i.e. the Soviet road numbering system).

CNGL August 13th, 2010, 08:44 PM They should build, apart from the motorway Almaty-Astana, a motorway Almaty-Huoerguosi (KZ/PRC border) and a motorway towards Chelyabinsk-Moscow-Minsk-Terespol, an Almaty-Samara-Moscow-Minsk-Terespol motorway or an Almaty-Volgograd-Kyiv/Kiev-Korczowa motorway. If they make one of three proposals and the Almaty-Huoerguosi motorway we could go from Paris to Beijing all the way in motorway.

Протяженность - 224 километра. Состоит из 23 транспортных развязок, 9 мостов и путепроводов. Скорость движения по автобану - до 150 км/ч
Во второй половине 2010 года планируется приступить к строительству четырехполосного автобана Астана - Караганда.

Well, according to the comment above the first picture it is 224 km long and includes among others 23 grade-separated interchanges
ChrisZwolle April 6th, 2011, 07:52 PM Does anyone know more about the new A-numbers in Kazakhstan? It appears that they are used for motorways or motorway-like roads, like A1 (Astana - Kokshetau) and A3 (Almaty - Chengildy), but I couldn't find an A2.

Apologize for Cyrillic - it is copied. I found a list of the other roads and highways, if you want I can set them all. Obviously is a big difference in the length of roads between for exemple between A2 and A14

The numbering doesn't seem to be very logical... no real hierarchy system, just a sequential numbering of routes.

A1 is the first real motorway of Kazakhstan, it features 2x3 lanes and runs from the capital Astana north to Kokshetau and Petropavlovsk. Unfortunately Google Earth Imagery is mostly too old or low res to see if it actually runs all the way to Petropavlovsk. It's indicated as A343 on most maps.

I search on the net, small size pics like in Tuvalu or Greenland come mostly from Facebook or Picasa. These in larger size on a french site. Maldives pics comes from other sites. Usually searching on Google using keywords you can find everything

Thanks for the info. Is the same for Azerbaijan? I saw in a thread about Baku historical centre an autocaravan with yellow plate and initially I though it was from Europe. I'll post the pic if I'll find again.

These license plates are descended from Soviet ones. As you see, Kazakh plates are exact copies of them.
Both on Soviet and on Kazakh plates the first three digits denote a region of registration. Soviet plates used regional codes since 501 up to 700, while post-Soviet Kazakh plates use codes since 701 and higher.

Does anyone know where this motorway is? There isn't much recent Google Earth imagery in that area. Mayb it's near A2 (former M39) east of Taraz.
edit: it appears to be in the Jambyl oblast. There are mountains in the photos on that site, so east of Taraz would be the only possible location.

ChrisZwolle November 30th, 2012, 09:20 PM Kazakhstan is currently upgrading its east-west infrastructure, called the "China - Europe Highway". It consists chiefly of the M32 and A2 (ex-M39).
The Kazakh numbering system was changed in 2011. All Soviet A-routes were scrapped, plus the M39, which has been replaced by A2. Other M-routes still exist.
The main works of the China - Europe highway are in southern Kazakhstan.
Yuzhno-Kazakhstanskaya Oblast (southern Kazakhstan oblast): mainly reconstruction of M32 west of Shymkent and A2 east of Shymkent. A separate project is a new bypass of Tashkent that avoids Uzbek territory.

Zhambylskaya Oblast. The road is being significantly built on an entirely new alignment in this area. Very few recent Google Earth imagery exists in this area, but news reports are that some sections are opened recently with 2x2 lanes. Also note that this route also avoids Kyrgyz territory, the old route crossed the border 4 times.

This is the area that avoids Kyrgyz territory. The black lines are current routes, the red line is the new highway, which may be a four-lane facility, but images are scarce. A new bridge across the Chu River has been constructed. A 36 kilometer section of this route will open December 16, 2012.

To be honest, I do not think much of this "China - Europe" stuff in KZ. It seems to be an old hype revisited; in days past there were many institutions in the country that used the adjective "Eurasian". Guess that's what comes when your country is in the middle of nowhere. But anything China <-> Europe would preferably take a different route through KZ than the A2. Ideal would be something a straight line Dzungarian Gate - Volgograd - Ukraine, but a route serving Astana and Orenburg would probably stand larger chances of success. Upgrades to the A2, with all due respect, are primarily good for trade in Central Asia, including between that region and China.
All that being said, these projects in the South of KZ make definite sense. Many of the main classical Central Asian throughfares cross the same border a number of times. Apart from the Kazach A2, roads around the Kyrgyzstan - Uzbekistan border stand out. The main route between the largest two towns of Kyrgyzstan had to be rerouted outside of Uzbekistan post-independance, for instance. It's all, to a large degree, the result of Stalin's reshuffeling of borders in Central Asia, which revealed little regard to historical ties. For transport purposes, this wasn't really a problem in Soviet days, but it has become one since then that is only being solved 20 years post-independance.

However, from a Kazakh point of view it makes more sense to connect western Kazakhstan with southern Kazakhstan, than northern Kazakhstan with the south because those connections are already fairly adequate. Central Kazakhstan has very few roads, relying almost entirely on M32. And A2 (ex M39) carries more regional traffic, with sizable cities within a few hundred kilometers as opposed to the outback in central and western Kazakhstan.
Another important missing link for long-distance traffic in Kazakhstan is from Aytrau/Volgograd to Uralsk/Shymkent. There are simply no direct paved roads, all traffic has to route via Aktobe, a huge detour. The distance is about 740 kilometers as the crow flies, but the route by road is nearly twice that.
Another missing link in the area is from the north Caspian Region towards Uzbekistan. There are no continuous paved roads west of the Aral Sea (or what's left of it).

At these distances a route closer to the Pole always results in a shorter route. Your flight from Western Europe to Beijing passes North of St. Petersburg. But that won't work for road construction. On top of that, there appears a lot of room for improvement by introducing a much directer Uralsk - Almaty route.
My own quick approach had been completely different, and not in fact based on a drive between Europe and China. There simply are not going to be enough of them to justify road construction. You would need to look at routes that provide decent connections within the region, which also happen to work for the big trip. So what I did was looking for a great new east-west route as a possible extension of European route E50, which more or less is the latitude of Central Europe and the Dzungarian Gate. Even though, in a long distance like Berlin - Ürümqi, a more northerly route will continue to work out, this appears to me a great axis to offer exciting new shorter routes and options into large parts of Central Asia. One potential branch could run from the North Caspian into West Uzbekistan and Turkmenabat.
It's that type of connections that would render the new Dzungarian Gate - Volgograd route (if ever built) worthwhile. And in the meantime, traffic to or from Berlin can stay on the route via Astana, or the E38 should they like to do so...

But that's exactly what you're proposing: a completely new east-west road in the middle of nowhere with very few cities inbetween. My only major complaint is a big detour between Aral and Atyrau via Aktobe, as Chris mentioned.

The reason for the improvement of roads in Central Asia is that those countries are land-locked, so they need to have good access to sea ports or directly to the trading partners. So, obviously the route in Kazakhstan makes sense.

Well, because Silk Route days are over. Europe's economic centre of gravity is no longer around the Mediterranean, but much further to the North. I picked the E50 for a reason, as it crosses the economic powerhouses of Southern Germany and Northern France.
But obviously, you don't build a road for Europe to China traffic alone. Most of it will continue to run by sea and maybe even by rail. In other words, connections need to work at the regional level and then also help as transcontinental routes. I do appreciate that my thought around the extended E50 does not serve a lot of places east of Volgograd. It does, however, run relatively close to towns North (e.g. Astana). These could be served by branches, without prejudicing the direct route east-west.

Because seriously, it is more than 5000 km and transportation companies would still prefer sea transport and rail transport. So the road is built for some other reason, which I think it is creating corridors of transportation in Central Asia so that they can have an economic boost around the corridor. So both Northern and Southern corridor would help a lot.
-Pino- December 3rd, 2012, 05:31 PM As I mentioned, Central Asian trade is very well served with a route from Ürümqi to Tashkent and beyond via Almaty. That is not a connection that you would expect to be competing with transport by sea. A further area where transport by road is just more likely to occur than in the really long distance is between the east of the Ukraine and the Volgograd area (which is rather industrial) and China. This is why a routed my "Europe - China corridor" as an extension to the E50 which runs through that area. But let's fact it, on this connection it will take a long time before the numbers will justify any larger-scale construction.

The project includes the construction of a 15 km new four-lane asphalt or concrete paved bypass road from km 2216 to 2231 of the M-32 highway (Samara-Russian Federation border- Shymkent). The project will be prepared and contracted to meet internationally accepted (FIDIC; SNiP) design and construction norms and rules within a newly developed embankment.

ChrisZwolle December 16th, 2012, 11:32 AM According to this press release (http://europe-china.kz/news/5327), a new 36 kilometer bypass of Kyrgyzstan should open to traffic today. It is part of the Western Europe - Western China corridor through southern Kazakhstan. There are no photos or imagery in Google Earth, so I cannot confirm whether this is a motorway, but other parts of this route in this area appear to be motorway standard.
I also don't know the exact alignment or location of this new road, all I know it is 36 kilometers long and includes a bridge across the Chu River, and it bypass Kyrgyz territory, which should result in an alignment something like this:

ChrisZwolle December 24th, 2012, 10:23 PM The A1 Astana - Shchuchinsk motorway opened to traffic in 2009, over a distance of 224 kilometers. It was the first long-distance motorway of Kazakhstan.
Starting 2013, it will be the first toll road in Kazakhstan as well.

One of the largest multibillion projects is a new Silk Way - a world class highway from western China to Europe with over 2000 km over Kazakhstani territory. The project will be completed in 2015. Besides, a couple of years ago a new concrete autobahn was built from the capital Astana to Burabay resort (about 300 km long). The road between former capital Almaty and Astana is also in rather good condition, it was upgraded several years ago but the plans are to upgrade it to the world standards in the near future. Also some roads in the oil rich region have been upgraded (or newly built) in recent years - from Atyrau to Uralsk, from Atyrau towards Aktau (partially). There are several other road projects that have been implement in recent years or are being implemented. Kazakhstan is huge and sparcely populated. Large cities are located very far away from each other and it costs huge amounts to build such long roads. It is not Europe, my friends. Anyway, progress is obvious for the newly independent country.
