Car Free Day: Masyarakat Memberi Contoh, Aparat Tidak Senonoh

JAKARTA, MINGGU — "Itu aparat banyak yang masuk ke lintasan, padahal itu sebenarnya tidak boleh dimasukkan oleh kendaraan," kata Mira, pengunjung Car Free Day (Hari Bebas Kendaraan Bermotor/HBKB) di Bundaran HI, Jakarta Pusat, Minggu (22/2).

"Itu kan polisi seharusnya mengerti bahwa ini HBKB. Ko juga masuk pake motorlah, lah itu juga Mas," gugah Roni sembari menunjuk mobil polisi yang masuk ke Bundaran HI. "Ini kan HBKB ko ada polisinya. Itu juga banyak yang bocor. Mobil-mobil masih ada yang masuk," timpal Dea.

Pernyataan-pernyataan dengan nada "menggugat" tersebut merupakan ungkapan masyarakat atas ketidakpuasaan pelaksanaan HBKB hari ini. Padahal, HBKB telah berlangsung sejak 24 September 2007.

Menurut Rina Suryani, Kasubit Pengendalian Pencemaran Sumber Kegiatan DKI Jakarta, pihaknya telah menyampaikan pelanggaran itu kepada Dirlantas Polda Metro Jaya. "Saya sudah coba komunikasikan dengan mereka. Dalilnya ya karena patroli. Itu sudah disampaikan. Kalau dari kami secara koordinasi sudah," katanya.

Sementara itu, Ahmad Safrudin, Koordinator Komite Penghapusan Bensin Bertimbal (KPBB) sekaligus panitia pengawasan HBKB, menyebutkan tujuan HBKB adalah kesadaran perilaku masyarakat, namun ketidaksadaran justru hadir dari aparat hukum. "Ketidaktaatan itu tadi ditauladani oleh aparat. Ini adalah sebuah proses abortus, gugur sebelum berbuah karena ada contoh buruk oleh aparat. Bisa-bisa masyarakat mempersepsikan 'buat apa HBKB, aparatnya sendiri juga enggak taat'," katanya.

Menurut Ahmad, berdasarkan pantauan KPBB, acara ini di beberapa tempat tidak berjalan, seperti di wilayah Tosari yang masih dilalui kendaraan bermotor. Selain itu, juga tidak ada aparat yang mengawasi daerah tersebut. Tak hanya itu, HBKB yang seyogianya berlaku hingga pukul 14.00 telah dibuka pukul 11.34 pada jalur Blok M menuju Bundaran HI.

Two worldwide-tour bikers enjoy car-free day in Jakarta

Two cyclists from Germany, Sven Kornfeld and Caroline Henrich, biked around Jakarta and enjoyed the car-free day on Sunday.

Dani Dewanto from Bike to Work community said the couple cycled around the city's Old Town area and joined the car free day on Jl. Sudirman and Thamrin.

The German couple, who arrived here on Saturday, will be in Jakarta until Thursday.

They have been going around several countries around the world on their bicycles since April last year.

"I've been dreaming of exploring the world by bike since I am a teenager, and see the world with our own eyes, being close to people, culture and nature," Sven said in a statement sent to The Jakarta Post.

The couple started the worldwide tour from Cuba to Mexico, Belize, Honduras, Nicaragua, Costa Rica, Panama.

"The route developed while moving, so we decided to fly to Ecuador, we cycled Equador and Peru. Then we wanted to have a cultural change and flew to Sydney. We cycled from Sydney to Darwin," Sven said.

"We continued to Dili, East Timor. From there to Kupang, Ende, Labuanbajo, Sape on Sumbawa, to Lombok and Bali, from Bali to Java and here we are."

The couple said they faced no challenge during the trip. "It's just fun. We found many interesting experiences and there are nice people everywhere."
