I got shocked when I saw a big photo in the wall near the ground floor entrance, and I asked the policeman guarding the exit, who is the military man in the big photo. This started the displacement of some of the native B'laan to the mountains and lost their livelihood. One name is Dadiangas, the native word name of the tree specifically grown in the area. Diaz/MindaNews Saturday, 26 September 2009 05:44 GENERAL SANTOS CITY (MindaNews / September 25) – For a century or more, anti-Muslim bias or discrimination has been among the primary causes of the social and economic backwardness of the Moros in Mindanao – the most deplored in the country. Despite the Moro rebellion that shook the government under President Marcos in the 1970s, the diplomatic intervention of Muslim countries and the grant of Muslim autonomy, the bias continued. This is a fact, not fiction. This is an ugly fact that the Arroyo government has inherited from past governments but which it has hardly attended to -- the fact the government has no excuse of not knowing because it is in its official reports I. Statistical Facts Among the latest statistics is that of the shares of the Autonomous Region in Muslim Mindanao in development assistance loans – both coming from Overseas/Official Development Assistance (ODA) and from the Philippine government as compiled by NEDA (National Economic Development Authority).* *[NOTE: This is part of a paper written by Amina Rasul-Bernardo which she later published as Chapter 7 of her book, Broken Peace? Assessment of the 1996 GRP-MILF Final Peace Agreement. She excerpted Chapter 7 and posted it for members of the internet loop Kusogmindanaw. Comment will refer to this as “the Paper”] The anti-Muslim bias in the allocation of development assistant loans is a strong argument to support the MILF quest to establish the BJE (Bangsamoro Juridical Entity) envisioned as a genuine self-government much more autonomous politically and economically than the present ARMM. Since its establishment in 1990, the ARMM has been begging from Manila for its annual budgets and dependent on foreign donations. Government Loans A table obtained by the Paper from NEDA shows the small share of the ARMM from government loans – in percentage and in total commitment compared to total national figures by the year: In 2000: Of the total national loans of 203, the ARMM share was only two (2) or 0.98 percent; of the total loan commitment of 13,313.10 million US dollars ($13.3131 billion), the share of ARMM was 122.94 million US dollars ($122,940,000.00) or 0.92 percent. In 2001: Total national loans, 202; the ARMM share, two (2) or 0.99 percent; total loan commitment, 13,174.35 million US dollars ($13.17435 billion); the ARMM share, 122.3 million US dollars ($122,300,000.00) or 0.92 percent.. In 2002: Total national loans, 204; the ARMM share, two (2) or 0.98 percent; total loan commitment, 11,856 million US dollars ($11.856 billion); the ARMM share, 121 million US dollars ($121,000,000.00) or 1.02 percent. [NOTE: The increase in the percentage of share from the total commitment is meaningless since the actual amount decreased by $1 million.] In 2003: Total national loans, 189; the ARMM share, two (2) or 1.06 percent; total loan commitment, 10,917 million US dollars ($10.917 billion); the ARMM share, 55 million US dollars ($55,000,000.00) or 0.50 percent. [NOTE: The number of loans was still two (2) but the percentage increase due to the decrease in total loans is meaningless. The percentage of share from the total commitment went down by half and the actual amount by more than half of the 2002 share] In 2006: Total national loans, 141; the ARMM share, two (2) or 1.4 percent; total loan commitment, 9,506.27 million US dollars ($9.50627 billion); the ARMM share, 54.53 million US dollars ($54,530,000.00) or 0.56 percent. [NOTE: There were no loans in 2004 and 2005, the two years when the Arroyo government was plunged into political and economic crises -- their adverse affect already felt in 2003 and continued to be in2006.] The Paper made two observations on the NEDA statistics on government loans and on not included in its table: “It is instructive to note that ARMM received directly, on average, only 1% of the total number of loans, and less than 1 % of the committed amounts.” “There are other loans labeled ‘Mindanao’ as well as ‘Intra-Mindanao’. There are also multi-regional and national loans. Although these items did not specify provinces or projects these loan commitments went to, it will be safe to presume that some of the amounts went to ARMM.” Because of the evident anti-ARMM bias, the Paper’s assumption that “the percentages from “other loans” above are still very small in comparison to the development needs of ARMM, and the commitment to the peace process” must be correct. ODA Disbursements The anti-Muslim bias takes a new level by looking into the second table of the Paper – ODA Grants and Disbursements to ARMM in 2002, 2003 and 2005. This table’s design slightly differs from that of the first table shown above – the number of grants and the amount of disbursements compared to the national totals are without percentages. The reader may supply the percentages. Hence: In 2002: Of the total 212 ongoing ODA grants, only one (1) was in the ARMM; of the total disbursements of 404.63 million US dollars ($404,630,000.00), none (0) was disbursed in the ARMM. [In comparison, four (4) grants were ongoing in the Cordillera Administrative Region (CAR) with a disbursement of $19,546,000.] In 2003: Of the total 276 ongoing grants, only two (2) were in the ARMM; of the total disbursements of 377.04 million US dollars ($377,040,000.00), none (0) was disbursed in the ARMM. [In the CAR, four (4) grants were ongoing with a disbursement of $21,460,000.] In 2005: Of the total 305 ongoing grants, only three (3) were in the ARMM; of the total disbursements of 147.53 million US dollars ($147,530,000.00), $70,000.000.00 was disbursed in the ARMM. [In the CAR, two (2) grants were on going with a disbursement $980,000.00. This is interesting: while the ongoing ODA grant was one less than that in the ARMM, the disbursement was $910,000.00 more.] There is a third entry: SZOPAD and Multiregional*. For 2002, 2003 and 2005, the numbers of grants in this “third entry” were 35, 39 and 17 respectively; the respective disbursements were $19,546,000.00, $21,460,000.00 and $980,000.000. *[These refer most probably to provinces of SZOPAD and the other Mindanao regions lumped into one heading, “Multiregional” – a “clever” way of blurring government reports to make the insignificant look significant.] The Paper noted: “ … some amounts from the SZOPAD and multiregional grants would benefit ARMM provinces, but exactly how much cannot be ascertained with the existing classification of data.” Suffice it to dare say: It must be discouraging. Foreign Donors At this point, let it be understood that the ARMM derives its development assistance funds from three main sources: (1) government loans; (2) ODA loans; and (3) foreign donors. By presenting above statistics covering the years 2000 to 2006, the Paper has given an idea of how the ARMM has been assisted from and through the government. The Paper, in its second paragraph states: “It is estimated that Official Development Assistance (ODA) that poured into ARMM totaled over $1 billion* (these include those not accessed through ARMM).” This the Paper obtained from the ARMM Regional Economic and Development Planning Office. *[NOTE: Do not confuse this with the $70,000 ODA fund the ARMM received through the government discussed earlier. We will clarify that later.] On what projects was the estimated $1 billion-plus used? The Paper, citing ARMM-REPDO, said that “… about 29 ongoing foreign-assisted projects in 2000 reached ARMM. Of these, seven are in human development with the aim of improving the delivery of basic social services, especially in poor and vulnerable communities.“ Specifically mentioned by the Paper as the sources of the estimated $1 billion-plus ODA funds are: First: The World Bank. It “has implemented the (ARMM) Social Fund and is coordinating the Mindanao Trust Fund (MTF), launched in 2003, (that) is linked to the peace process with the Moro Islamic Liberation Front.” Second: The Asian Development Bank. It “has provided technical assistance to improve the capacity of ARMM to deliver services. Third: International Organizations. “The United States Agency for International Development (USAID), the Japanese International Cooperation Agency (JICA), the Canadian International Development Agency (CIDA), the European Union, the Australian Agency for International Development (AusAID) and other international organizations have provided funds and technical assistance for education, health, water, electrification and infrastructure projects in ARMM.” Fourth: Others. “Donor institutions such as the Konrad Adenauer Foundation and The Asia Foundation have assisted in improving the capacity of civil society as well as local governments. Civil society capacity building has been supported by the European Union, the Netherlands and many others.” Credited Much of the recent development in Muslim Mindanao is credited to foreign donors. The Paper quoted from a 1999 article of Macapando Muslim, chancellor of Mindanao State University-General Santos City: “In some areas, the most visible development activities are those under the auspices of the UN Multi-Donor Assistance Programme for Peace and Development.” This, the Paper corroborated: “When asked to name development projects, the Muslims of Mindanao cite the donor community (projects), not government.” Is the government not to be given the credit for the involvement of the foreign donors in the development of the ARMM? Just allow me to correct some inaccuracies in your label for the benefit of others.. ^^ That Maritime School is the Mindanao Polytechnic College situated in Barangay Apopong not in Barangay Tambler nor Barangay Makar (There is no barangay in GENSAN in the name of Makar - it is just an informal name of a place near the area.) If you happen to pass by the highway going to Maasim, Sarangani Province, a signboard now says… “London Beach – hinde na beach” (London beach – not a beach anymore) After shooting the beautiful sunrise, my buddies and I do the next thing we love… fishing. They required several images including the pineapple plantations in Polomolok. I thought of putting three important elements in my photos, the sunrise, the pineapples and the majestic Mt. Matutum in the background. I got up very early in the morning and went straight to the pineapple fields. Good thing the sky was clear enough as not to cover Mt. Matutum. I only have a few minutes to shoot since cloud formations in this area are forever changing by the minute. As soon as I saw a good spot in middle nowhere, I set up my tripod and camera. “Nowhere” I say since all you can see are pineapples, pineapples and pineapples, that’s as far as your eyes can see! Valencia -------------------------------------------------------------------------------- MANILA, Sept. 30 (PNA) -- Two seaports identified as priority projects of the Mindanao Super Region were completed earlier this year. The two seaports are the Davao (Sasa) and the Cagayan de Oro Port Development Projects. Atty. Oscar Sevilla, general manager of the Philippine Ports Authority (PPA), said that the two ports was endorsed by the Mindanao Economic Development Council (MEDCo). The MEDCo heads the Mindanao Super Region Inter-agency group, which is tasked to oversee the drive to make the area the country's agribusiness hub. Virgilio L. Leyretana, Sr., chairman of MEDCo, said "These development interventions would significantly improve the water transport industry in northern and southern part of Mindanao." The rehabilitation of the Davao (Sasa) seaport is 49 percent ahead of schedule when completed in January 2009. The P420 million project started in February 2007. It involves the rehabilitation of the quay and construction of a reinforced concrete wharf, mooring and fendering area, back-up area, as well as port lighting and drainage systems. The Sasa wharf's project development have six phases, namely site development, concrete paving, addition of reefer outlets, construction of weigh bridges, replacement of fendering and mooring, and construction of wharf's extension. The upgrading plan becomes more urgent since the Sasa wharf has been designated as a regional transshipment port within the East ASEAN Growth Area (EAGA) sea transport network. On the other hand, the Cagayan de Oro port, involves the construction of back-up area for the newly-built 4,150 square meter wharf. The Construction of the back-up area started in February 2007 and was completed in February 2009. The scope of work includes widening of the existing reinforced concrete wharf, construction of a back-up area, construction of drainage system and installation of port lighting system. Sevilla said Cagayan de Oro port is one of the seven local international vessel catering ports to compete with global standards by 2010. These ports include North Harbor, South Harbor, Batangas, Iloilo, Zamboanga, the Makar Wharf in General Santos and in Cagayan de Oro. "The rehabilitation of the port will surely spur economic growth in the countryside," Sevilla said. The port of Cagayan is just a wooden wharf catering to the bancas of the pre-war businessmen and passenger when it was first constructed in 1908. Over the years, the port underwent many changes in terms of port administration and infrastructure. The Port of Cagayan de Oro is located at the northeast of Mindanao within Macajalar Bay, near the mouth of Cagayan de Oro river. Engr. Santiago Tudio, general manager of the South Cotabato Electric Cooperative (Socoteco)- I, said Thursday that the unusually strong winds toppled down trees and several electric posts, causing a temporary shutdown of power lines in Korondal City and the muncipalities of Sto. Nino, Tantangan, Banga, Norala and Surallah in South Cotabato and Lutayan in Sultan Kudarat. He said the blackout started several minutes after the rains and the intense wind, which was reportedly brought by typhoon Pepeng, hit ground at around 5:00 p.m. Based on their initial monitoring, Tudio said several power lines in the area were damaged after nearby trees fell on them. Tudio, who immediately ordered the full deployment of the electric firm’s linemen and contracted electricians, said two houses reportedly suffered damages due to the fallen trees and electric posts. “Our personnel immediately repaired the damaged power lines and so far, normal power supply has been restored in most of parts of the affected areas,” he said in a radio interview. As of Thursday morning, the South Cotabato Provincial Disaster Coordinating Council (PDCC), which earlier cautioned local residents on the possible impact of typhoon Pepeng, is still evaluating the damages wrought by the rains and the strong winds that hit the area. Nelida Pereira, the Provincial Social Welfare and Development Office chief and PDCC action officer, said they were specifically verifying the impact of the reported twister that hit the municipality of Banga Wednesday afternoon. Insp. Dennis Madriaga, Banga police chief, said Thursday morning that a mild tornado hit at least three villages in the area on Wednesday afternoon but there were no major damages or any casualties reported. He said the twister, which affected barangays Benitez, Punong Grande and San Jose, reportedly knocked down trees, electric posts and a portion of Banga National High School’s perimeter fence. “The initial reported damages were manageable but were still checking whether it caused other damages in the neighboring areas,” he added. Pops Fernandez will perform at the mall’s Convention and Event Center at 5pm today. From the looks of it, she will sing songs from her latest album HOPE. This is the second time that Pops Fernandez will be performing live in the Tuna Capial. Bariles blogged about her concert here last year. KCC Mall of GenSan has also just recently opened two more apparell shops in its new North Wing, Upper Ground Floor yesterday, Saturday. These are Folded and Hung; and Plains and Prints, which according to reports, were franchised by KCC itself. A third one, CROCS opened a week earlier as recounted in a separate article . KCC also adjusted its mall hours by increasing it by one hour during weekends giving their clients more time to shop. So for Fridays and Saturdays, the mall closes at 9pm. On regular days however, it still closes at 8pm. All these changes being undertaken by the KCC Management only mean one thing. REBLANDO, Manila Bulletin October 2, 2009, 3:06pm GENERAL SANTOS CITY – The National Food Authority (NFA) sets a goal of buying some 99,000 bags of corn worth P65 million from the General Santos City (GenSan) and Sarangani areas until year-end, an agency official said. Tony dela Cruz, NFA regional director for Southern Mindanao, said the procurement program for corn grain now covers two classifications – Class A at P13 per kilogram and Class B at P12 per kilogram. “The variation in the corn buying is meant to accommodate the request of farmers to increase NFA’s buying price back to P13 per kilogram but for Class A corn,” Dela Cruz said in an interview. According to Dela Cruz, Agriculture Secretary Arthur Yap acceded to the request of farmer leaders in a recent meeting last week in Manila to raise again NFA’s buying price for corn. The farmers, in some instances during the meeting, figured in an altercation, urged Yap to buy corn again in its previous price at P13 a kilogram from NFA’s previous buying price of P12 per kilo. Malou Misa, NFA statistician for Sarangani and GenSan, said private traders are buying corn at P7 a kilogram, way below the price of the agency’s support price leading farmers in droves to sell their corn to NFA. But she said that NFA limits buying of corn from individual farmers up to three hectares only or 210 bags at 70 bags per hectare yield, while coop members may sell up to seven hectares or 4,900 bags. Jun Hectin, NFA provincial operations officer, said the agency has bought a total of 20,933 bags since July – broken down as 8,787 bags of Class A corn and 12,146 bags for Class B corn, mostly yellow corn. He explained that Class A corn must have 97 percent purity, while below 94 percent is classified as Class B. The P13 support price includes incentives like 20 centavos for drying, another 20 for delivery and 30 centavos for farmers who are members of a cooperative or known as the cooperative development incentive fund (CDIF). Farmers deliver their corn and palay at NFA buying stations at the provincial office here in the city and mobile procurement teams going around corn areas like the towns of Malungon, Alabel, Malapatan, Maasim Kiamba and Maitum in Sarangani. Maybe RLC is just testing the waters here in GENSAN on how the people will react to their mall... pag maganda response, baka magexpand din sila especially pag may SM na kasi definitely gagawa ang SM ng mas malaking mall kesa ROB and even KCC... and mas strategic ang location ng SM kasi sa gitna mismo ng CBD at hindi maka cope up ang ROB if ganun lang ang mall nila...and take note, KCC is still a force to reckon with especially halos magkatabi lang sila at mas maraming stores at mas malaki ang KCC... and there is also GAISANO... 3 malls in 1 address... I have tried white river rafting in Cagayan de Oro and Davao, but this one is different... you really get wet. It's awesome!" Durano said. Donita’s job will be tough because not only will the “generals” be there to witness how she handles this much-awaited event but also dignitaries from Manila. ...dignitaries from Manila including owners Robina Gokongwei-Pe and Lance Gokongwei will be there... The entourage could include the owners Robina Gokongwei-Pe and her brother Lance Gokongwei. Bariles is not certain though if their old man will be there. Ms. Robina (to whom this chain of malls were named after) was here last year during the baptism of Manny Pacquiao’s daughter Queenie and Bariles was even able to chat with her.
