MANILA, Philippines—Developer ItalPinas Inc. is pouring in hundred millions of investment in five provinces in the country this year by constructing eco-friendly buildings.
Romolo Nati, chief executive officer of ItalPinas, said his company already started the construction of a ten-story condominium in Cagayan De Oro City which is expected to be completed in 14 months or by early 2011.
The more than 1,000-square meter property in Cagayan has a total investment of P180 million and the first Green building to be constructed in Asia and in the entire province of Mindanao.
Nati said his company is also targeting to build the same facility in Palawan, Mindoro, General Santos, and Davao, which shows great potential for property development.
Asked why his company has chosen the provinces instead of Metro Manila, Nati said Metro Manila is already congested.
“We did a market survey [before we started the project] and we like Cagayan de Oro because it has higher middle class market, not to mention its fast-growing economy,” Nati said.
”We are not into Metro Manila because our idea is to focus in the provinces,” he added.
According to Nati, since their units are sold lower than P3 million, more Filipinos are expected to buy condo units whose designs are tailored in Europe. Another plus factor for ItalPinas buildings, he said, is that they can produce they own energy through the use of a special solar panel “to maximize and optimize energy use.”
“Our goal is to reduce energy consumption…. Our building will save around 33 percent of energy,” he said.
Nati said his company targets the overseas Filipino workers (OFWs) market and the migrants abroad.
Currently, there are over eight million OFWs employed in 194 countries and majority of them are in the United States, Middle East, Canada, Hong Kong, and in Europe.
ItalPinas is a partnership between an Italian firm and the Constellation Energy Corp. headed by its chairman Jose P. Leviste Jr.
Nati said that for future projects, the company plans to enter into joint venture agreements with other companies in the country.
ItalPinas also plans to tap local banks for their funding requirements should its other survey yield positive results.

GENERAL SANTOS CITY -- The Department of Agriculture in Central Mindanao has sought the help of Taiwanese agriculture officials to further boost corn productivity in the region, officials said Tuesday.
Tommy A. Ala, regional Agriculture director, said a Taiwanese hybrid-corn variety is being tested in demonstration farms in nearby Alabel, Sarangani to test its adaptability in Central Mindanao.

"The trial of the Taiwanese corn variety is already in the second cropping season. So far, results are very encouraging," he said in a statement.
Recently, agriculture experts from Taiwan, headed by Jen Chyuan-Lee, director of the Food and Fertilizer Technology Center, visited Alabel town to check on the suitability of their hybrid corn variety in the region.
Lee vowed to share Taiwanese expertise and production technologies in corn farming to help the Filipino farmers become economically better.
The Taiwanese agriculture official said they are coordinating with local officials and the private sector for the propagation of the foreign corn variety in the area, as part of efforts to increase the farmers' production and income.
Nelly E. Ylanan, Department of Agrarian (DA)-Central Mindanao information officer, said their agency has been inviting investors to the agriculture sector in a bid to generate more economic activities.
Asked over the phone whether the Agriculture regional office would endorse the propagation of the Taiwanese hybrid corn variety in the area, Ylanan said that remains to be seen pending conclusive results of the testing.
"In the end, it will be the farmers who will choose what variety," she said, should the agency endorses the Taiwanese hybrid corn for cultivation in the area.
"It's the farmer's choice. The DA does not recommend," Ylanan said.
Noting that agriculture plays a major role in the economy, Ala noted that efforts and resources have been carried out to improve agricultural productivity across the country.
In the statement, the regional Agriculture executive stressed that Taiwan is performing well in agriculture that they hope to replicate to make Filipino farmers also successful.
Central Mindanao is a major corn producer in the country, with the official saying that the region ranked third nationwide in corn output in 2008.
Based on the Corn Industry Profile of Region 12, there are at least 462,617 hectares existing corn production areas in the region.
It constitutes 31 percent of the total agricultural corn area in the country pegged at 1.5 million hectares, the regional Agriculture office said.
Central Mindanao region has also the highest number of corn clusters organized, with 204 corn clusters with a minimum of 200 hectares each cluster, the briefer said.
Ala believes that Taiwanese assistance "could be one of the keys to further boost the performance of the country's corn sector."

REAL estate giant Filinvest Corporation has posted an increase in its earnings by 10 to 15 percent in 2009 compared with the previous year.
In a press briefing at One Oases, the first condominium project of the real estate giant in Southern Mindanao, Allan Barquilla, Filinvest manager in the region, said they have posted sales amounting to P850 million for 2009.
"It is One Oases which raked in the most number of sales," Barquilla said, adding that the sales of the condominium complex composed 20 percent of the company sales in 2009.

At present, Filinvest has five projects in the region other than One Oasis.
Subdivision developments of Filinvest in the city range from the upscale to the more affordable ones.
Filinvest has the upscale Le Jardin development in Ma-a, which has barely 15 units left despite its hefty price range of P9,000 to P10,000 per square meter.
The Ocean Cove and Villa Merceditas developments in Dumoy, which target the middle and affordable markets respectively, have sales that are starting to peak up.
Fuente de Villa Abrille in Tulip Drive, on the other hand, has already been sold out. The Orange Grove along Diversion Road has the last 20 percent of the property still in the market.
Kembali Coast in Samal Island, the most premier project of Filinvest in the region, has nearly sold out its first phase while the second phase has already been placed in the market.
For 2010, Barquilla said that the targets have been raised by 25 percent for Mindanao, bringing an aggregate target of P2 billion sales this year.
"That will include projects in the cities of Butuan, General Santos, Cagayan de Oro, and Tagum," Barquilla said.

You must have heard the story of how a pregnant woman gave birth inside a tricycle, while on her way to the General Santos City Hospital through Fernandez Street, the hospital road from the National Highway-Gaisano junction. The ride was so bumpy owing to the wide craters along the asphalt road causing the poor woman to have contractions, which immediately resulted to her giving birth even before reaching the hospital gates.
Whether that story is true or just one of those urban legends developed overtime, one thing is certain though. The hospital road is definitely one of GenSan’s ugliest and almost impassable city artery. Although it is the shortest route to the City Hospital (formerly called District or Emergency), drivers try to avoid it due to its moon-surface condition. The craters are wide and deep and although they are constantly filled with gravel, this solution is only temporary since rain water washes them away just as fast.
But now, we have good news for everyone. The GenSan Hospital Road or Fernandez Street is now fully concreted!

Finished at the cost of P6.26 million, including the construction of a drainage system, the whole concreted road measures 700 linear meters and stops right the the corner turning right to the hospital entrance and about 10 meters ahead to the GenSan City Water District Building.
Other than that, the first batch of 11 million worth of Hospital equipment from the Department of Health has arrived and turned over to city officials yesterday. This was through the initiative of Congresswoman Darlene Antonino-Custodio and Mayor Jun Acharon who were present at yesterday’s presentation of the following equipment:

2 units Operating Table @ P480,000 each - P 900.000

MINDANAO's fishing industry has urged for the speedy approval of the Mindanao Economic Development Authority (Meda) Bill, which will become a permanent agency that will ensure the continuity of peace and development efforts in Mindanao.
The bill, which is due for a bicameral hearing this Tuesday (19 January), has been pushed in view of the need for Mindanao to catch up with the mainstream national development.
"With the passage of the bill we can be assured that a permanent body for a holistic Mindanao will be put in place," said Marfin Tan, president of the Soccsksargen Federation of Fishing Associations and Allied Industries, an umbrella organization of all the tuna industries in the Soccksargen area.
Senate Bill 3496 or Meda bill was unanimously approved on third reading on December 14, 2009 and the Senators agreed to adopt House Bill 6958, the counterpart bill approved by Congress on November 16 last year, as the final version. General provisions of the bill seek to strengthen the existing Mindanao Economic Development Council (Medco) by converting it into a permanent agency.
"This kind of agency must be institutionalized for the lasting benefit of the tuna industry," Tan added, noting that Medco helped in advocating for a conducive policy and business environment for the industry and providing a strong link to the Office of the President.
He said that Medco also actively helped in actively linking Mindanao's tuna industry with counterparts in the Brunei Darussalam-Indonesia-Malaysia-the Philippines-East Asean Growth Area (Bimp-Eaga) particularly in bilateral talks.
Soccsksargen's tuna industry, were six big tuna canneries are located particularly in General Santos, provide about 120,000 jobs and accounts for the majority of the tuna production in the country. One of the top exports of Mindanao, it contributes approximately 4 percent of the country's Gross Domestic Product.
"Medco has always been there to assist the sardine industry in bringing its concerns to the immediate attention of the President, policy makers and line agencies," said Roberto Baylosis, executive vice president of the Southern Philippines Deep Sea Fishing Association, a large group of fishing operators in Western Mindanao engaged in sardine fishing and based in Zamboanga City.
"We express our unequivocal support to the Meda Bill which essentially seeks to institutionalize the present office into a permanent body that will oversee, facilitate and integrate the development of Mindanao," he said.
Baylosis said the agency has been helpful in the early resolution of the "sardine crises" in 2005 and 2008 which was triggered by the high prices of diesel fuel, as well as the acquisition of Agricultural Competitiveness
Enhancement Fund (Acef) loans to needing companies, among other policy issues.
"We need this valuable assistance to continue, thus, we need the Meda Bill to be enacted into law soonest possible," he said.
The sardine industry provides employment to approximately 30,000 families in Zamboanga City, which hosts 12 sardine canneries. The industry also includes industries like canning and processing, as well as the allied industries like fish dock handling, tin can factories, vessel drydocking and repairs, and dried fish business.
The passage of the bill at the House heralds a longed-for development after efforts in pushing for the creation of a permanent Mindanao development agency has been delayed for more than five decades. Previous advocacies for the creation of the first Mindanao Development Authority (MDA) dates back to 1960.

I'm from Polomolok.. im currently working in cebu.. i only go home every christmas..
About being polomolok as a city, NO, i won't vote for it.. It's not that i'm selfish or having doubt that my hometown can be a city, but I LIKE IT AS IT IS NOW!.. I've heard people in our place,that the taxes collected from polomolok is enough to get a cityhood status.. does being a city really improve/help everyone, from the mayor to the farmers? or it will only improve the salaries of the business and local officials..
I've been moving around the country because of my work, but i find it amusing that polomolok is much better than toledo city, butuan city, or san carlos city (negros, pangasinan).. it's not that i love my own hometown but I compare the living condition of the people living in those cities and polomolok, polomolok has a better living condition.. they may have higher salaries, but i don't think it cope up with the living standards of their place.
As what my high school classmates who are living in manila right now, Polomolok is still the best place for retirement.. now they have bought their own homelots..

DAVAO CITY -- Filinvest Land, Inc. is projecting P2 billion in sales from its nine Mindanao projects this year despite the lingering effects of the global economic downturn.
Allan J. Barquilla, Filinvest manager in the city, said the goal is roughly a fourth higher than sales generated in 2009, adding that overseas Filipino workers have remained the company’s biggest market.
Aside from its six projects in the city, the company has also ventured into the cities of Zamboanga, Butuan and Tagum. “We are very optimistic that we can top our sales projection because we will aggressively market these projects,” he said, pointing out that the company would reach out to nearby provinces.
In its effort to seize opportunities in Mindanao, the company is also planning new projects particularly in General Santos and in Koronadal cities in South Cotabato, where it has already bought properties for future development.
Aside from local agents, the company will also open more sales channels in countries where there are sizeable Filipino communities, said Geraldine C. de Gorostiza, company business development officer.
These marketing channels, Ms. De Gorostiza added, are expected to generate significant sales for the company considering that even foreign retirees have made inquiries on the company’s Kembali Coast project in the nearby “Island Garden City” of Samal.
Kembali Coast, a 50-hectare area with a kilometer-long beach front, is considered among the pioneering residential resort projects in this part of the country. Aside from residential lots, the project also has aqua sports amenities. Even retirees from Luzon have made inquiries about the project, and some have already bought lots, she added.
Filinvest’s biggest project here is One Oasis, a six-building, 800-unit condominium complex at the back of SM City Davao just outside the city proper. Mr. Barquilla said about 40% of the 240 units in the first two buildings have already been sold , particularly by those from other areas of Mindanao.
“Many of the buyers are families of students from other provinces,” he added, explaining that this has prompted the company to mount sales missions to cities as far as Butuan in Caraga and Isulan in Sultan Kudarat in Central Mindanao.
Business leaders in Mindanao earlier said the property sector is expected to perform better this year.
Roberto U. Teo, head of the city’s business promotions center, said his office has received inquiries from Manila developers on the possibility of investing in the city.
Gotianun-led Filinvest Land successfully raised P5 billion from a retail bond sale in November, with the bond issue three times oversubscribed.
Filinvest Land issued P500 million in three-year bonds at a fixed interest rate of 7.5269% and P2.5 billion in five-year bonds at 8.46%, inclusive of the full exercise of a P2-billion oversubscription option.
Filinvest Land said proceeds of the bonds would be used for the development of various mass housing projects under the company’s socialized, affordable and middle-income segments.
It will also fund various mid-rise residential building projects in Metro Manila, Cebu and Davao, as well as finance land acquisition for future development projects.

If you have been a frequent traveller along the GenSan National Highway near the East Asia Royale Hotel for the past two months, you must have noticed this conspicuous presence of an establishment which is undergoing frenzied construction right beside the 18th Hole Driving Range entrance alley.

The two-story building, now almost nearing completion sits in a half-hectare lot beside the Mabuhay I.T. Park at the back end. Reportedly owned by a consortium led by Mitchy’s Car Accessories, Davao City’s Chimes and Davao Golden Hardware, among others, the edifice will house various dining establishments meant to cater to the AB market of Soccsksargen.

Other occupants of the 1480 square meter available space of the building include fine-dining restaurants to be put up by more investors from Davao.
Only one existing local GenSan restaurant will be joining them, having passed the standards and requirements of the building owners. This distinction goes to “Gusteau’s Shrimps and Crabs“, which GenSan News Online Mag featured last year. The resto is one of the many along the famous dining strip in Lagao -Tiongson Arcade. Take a bow, owner Allan Lopez.
Although we still have no idea on the identities of the other establishments in this new GenSan restaurant complex which, according to Bariles’ source, will be unveiled on April 2010, Bariles is hoping that it would include a Thai Restaurant, an authentic Japanese restaurant, a Mediterranean restaurant, a purely seafood restaurant (to cater to non-pork eaters) and a resto-bar with a nightly band.
But whether they materialize or not, and whatever new dining haunts would fill in this new GenSan restaurant complex, will surely strengthen the Tuna Capital’s bid to be the entertainment and dining capital of South Central Mindanao.

I'm from Polomolok.. im currently working in cebu.. i only go home every christmas..
About being polomolok as a city, NO, i won't vote for it.. It's not that i'm selfish or having doubt that my hometown can be a city, but I LIKE IT AS IT IS NOW!.. I've heard people in our place,that the taxes collected from polomolok is enough to get a cityhood status.. does being a city really improve/help everyone, from the mayor to the farmers? or it will only improve the salaries of the business and local officials..
I've been moving around the country because of my work, but i find it amusing that polomolok is much better than toledo city, butuan city, or san carlos city (negros, pangasinan).. it's not that i love my own hometown but I compare the living condition of the people living in those cities and polomolok, polomolok has a better living condition.. they may have higher salaries, but i don't think it cope up with the living standards of their place.
As what my high school classmates who are living in manila right now, Polomolok is still the best place for retirement.. now they have bought their own homelots..

Polomolok is a 1st class municipality of South Cotabato, Philippines. Situated between General Santos City and Tupi, it has a population as of 2007 census of 131,436 people in 22,492 households. Polomolok is home to Dole Philippines, the biggest pineapple plantation in the world. The town of Polomolok has a potential to become a city.
History
Naming
In the early years, the place where the Poblacion is presently situated was known for its abundance of wild life. The name Polomolok was derived from the B’laan term “FLOMLOK’ which means hunting grounds.[1]
There were no roads and the lowlanders befriended the B’laan highlanders and utilized them as guides. Aside from a rich hunting ground, Polomolok had so many creeks with free flowing cool and clear water coming from the hillsides.
Settlement
The place encouraged foreigners to settle in this place. One of them was a Japanese trader Zenjiro Takahashi and his B’laan wife. They began clearing the area and planted agricultural crops. Not long after, some of the Christians came to settle and started to clear the area.
On November 2, 1940, Polomolok was officially opened for settlement and known as POLOMOLOK SETTLEMENT DISTRICT. Atty. Ernesto Jimenez was appointed as its first overseer. He was responsible for the allocation of farm lots. On August 21, 1957, the Municipality of Polomolok was created by virtue of a Presidential Executive Order No. 264 signed by His Excellency, President Carlos P. Garcia.
On September 10, 1957, It started functioning as a regular and independent municipality as a 6th class municipality. The local officials were appointed by the President. Its first appointed Mayor was Datu Badong Nilong.

Development
From 1957 to 1963, the progress of this town was still very slow. Fields have always been green, harvest bountiful but farm products had low market value and circulation of cash was rather slow. Then came a breakthrough, when the largest pineapple company, the Dole Philippines, Inc. was planted and inaugurated on December 7, 1963. Since then Dolefil has been the big goose that lay golden eggs for this town.
In the year 1964, Atty. Tomas Bayan was elected mayor together with Vice Mayor Conrado Delfin and eight councilors.Following him was the late Barney L. French who was then elected Mayor in 1968 with Vice Mayor Lilia Matullano. His mayorship lasted for 13 years and during that time Polomolok was move to second class municipality.
In the year 1980,substantial developments had been introduced in the municipality in terms of agricultural, infrastructure and industrial endeavors. This was the time that Polomolok became the 1st class municipality.
Today, under the new administration of Mayor Engr. Isidro D. Lumayag and Vice Mayor Ligaya R. Orbesido together with their 8 kagawads gear up to lead their people out of poverty and get them firmly in the road to progress.

[edit]Pineapple Production
Dole Philippines Incorporated is the largest industrial firm involved in growing, processing and exporting of fresh and canned pineapple. As of 2004, the area planted to pineapple is 15,507.872 hectares with an average production volume of 31.94 metric tons per hectare. This industry, which is situated at Barangay Cannery Site, generates about 6,000 jobs at present. It is considered as the biggest taxpayer in the municipality.

Corn is the second most grown crop in the municipality. Data from the Office of the Municipal Agriculturist revealed that for the year 2003 there are 3,931 hectares or 13.46% of the total cultivated land agricultural lands were devoted to corn. About 1,236 hectares of which are planted to traditional corn seeds at average production of 3.20 MT/hectare and 2,695 hectares are planted to hybrid corn at average production of 4.0 MT/ hectare. The major producers are Barangay Klinan 6, Glamang, Landan, Silway 8 and Upper Klinan. About 30% of populace adopt corn as their staple food. Table 16 shows the Area Planted and Production of Corn by Barangay.

Rice is also one of the major crops in the municipality. 70% of the total population has rice as their staple food. Office of the Municipal Agriculturist reported that for the year 2006, 445 hectares were utilized for rice production, of which only 300 hectares are irrigated, 45 are lowland, and 100 are upland. Irrigated areas are planted 2.5 time a year while rainfed and upland are planted only once. “Gintoang Masaganang Ani Program” Program targets for the average production of rice at about 4.5 MT, for irrigated, 3 MT for lowland and 1.5 MT for upland. This target was met by the farmers this year because of rice diseases and pest infestation.
Rice production of rice are not enough to supply the demand of the rice eating populace. Rice supply in the municipality depends on other rice producing areas in the region .
[edit]Asparagus Production
The record of the Department of Agriculture shows that as of 2006, the total area planted with asparagus is 1,435.52 hectares. Plantations of this crop are in Barangay Sulit, Sumbakil, Crossing Palkan, Bentung, Lapu, Pagalungan, Lumakil, Rubber and Magsaysay. Farmer growers have access to the export market due to contract agreement with Marsman-Drysdale Agri-Ventures and Tropifresh. The surplus are sold in the local market and diversifically used as supplements for cattle fattening.

Vegetables grow well in Barangay Palkan, Kinilis, Maligo, Sumbakil and Koronadal Proper where the climate is cool and the soil is fertile. However, the farmers cannot really produce in large volume due to financial constraints and unstable prevailing market prices of vegetables.
[edit]Livestock and Poultry Production
The Polomolok Public Market (14May2009)
Livestock and poultry production has increased tremendously in the past years. This is partly due to the municipality’s climate and terrain which is ideal for livestock and poultry production. The land area devoted for agri-livestock production is 80 hectares or 0.27 percent of the total agricultural land.
For the year 2006, the Office of the Municipal Agriculturist reported that there are 322,628 heads of livestocks and poultry raised in the municipality. Poultry has the most number of heads at 271,420 where 3,639 are layers, 17,852 are backyard, and 249,929 are commercial under contract growers scheme with different Agri-business firms such as RFM, Vitarich, and Swift followed by swine with 23,719 heads which 10,970 are backyard and a total of 15,113 are raised commercially, and cattle with 24,491 heads where 2,065 are backyard and a total of 22,426 heads fattened in the cattle farms of Montery and DEALCO.
Supply of livestock in the municipality is insufficient due to shipment of livestock which are raised commercially to other parts of the country leaving the backyard raisers to support the local market. The municipality still depend on supplies coming from other areas in the province.

Davao City (15 January) -- One Oasis Davao, a walk-up condominium consisting of six medium rise buildings (MRBs) of five floors each which Filinvest Land Inc. (FLI) constructed at Ecowest Drive, Ecoland, Davao City turned out best seller with units in Building A, all taken in less a month last year.
FLI Davao manager Allan Barquilla said the 120 units in the first completed building were all sold out in July 2009.
Business development officer Geraldine de Gorostiza of One Oasis Davao said they did not expect buying to be that fast but it only indicated that the Davao market was indeed ready for this.
"Buyers are now shifting into owning properties with more sophistication that is close to the city yet the price is still affordable," she said.
She attributed the increase in sales of their condo units to the location even as she said that they deliver what they promise as to kind and quality and the period of construction.
She said of the six MRBs, two were completed in 2009 with the third building almost completed as of this time. The construction of the other buildings will be the focus this year although they are considering changes from five to ten floors in the fifth and sixth buildings.
With capital expense at P1.5 billion the timetable for the completion of the six buildings is on 2013 and by that time all the units are sold, she said.
The Davao One Oasis is an Asian Tropical-inspired community. Only 35 percent of the 2.3 hectares will be used for the building sites and the rest are open spaces for the first class amenities of club house, swimming pool, parks and playground. It is a fully-secured community with 24-hour guarded access gates.
The buildings have stairways at both ends and an elevator. All units will have an assigned laundry area at the roof deck while parking lots at the ground floor and storage area at the basement are available for sale on a first come first served basis.
Gorostiza said that of the total number of buyers, 40 percent are from out-of-town, 30 percent overseas Filipino workers and 30 percent Davao buyers.
She said most of the out of town locators are those with children studying here. The site is near offices, schools, churches, clinic, commercial establishments and accessible to public transportation along Quimpo Boulevard.
Barquilla meanwhile said that their focus this year is on the MRBs and he said in the pipeline is another condominium project along Ma-a in a 1.3-hectare property which they target to finish construction in 2011.
On the other hand Barquilla is optimistic of their good performance this year considering that 2009 was a better year than 2008 noting a 15 percent increase of their gross sales against 2008 or about P850 million in estimate making them still No. 1 in the island of Mindanao among property developers. Corporate wide he said Davao is even ahead than Cebu in terms of sales.
The projects in Davao other than One Oasis consist of medium and high-end subdivisions namely Le Jardin, Fuente de Villa Abrille, Orange Groove, Ocean Cove and Kembali Coast.
With their target to be higher than what they had in 2009, he said they need to expand their market reach and will develop more sales channels for the OFWs and a more aggressive marketing in Davao City.
He said they also have projects in other parts of Mindanao like in Butuan, Cagayan and Zamboanga and will also consider areas like General Santos City and Surallah for their future projects.
On the other hand, Barquilla said their beach resort residences in Kembali Coast located at the Island Garden City of Samal is an attraction also to buyers in Manila and Filipinas married to foreigners.
He said the Phase 1 of the project is all sold out and the construction for the 2nd phase is ongoing this year. It is a Balinese theme development in a 50 hectares property in Kaputian, Samal with lot size of 1,000 square meters designed to give residents exclusivity and privacy they desire.
It also offers buyers the city's highest elevation that boasts of majestic view of both the sea and the entirely exhilarating island. It has a 1.8 km beach line and a pristine swimming pool that stretches to the beach front. It also houses an aqua sport shop that offers day rental and tutorial programs.
Enthusiast can do skiing, wake boarding and knee boarding where some branded sports facilities are available. It also has Canadian banana boats and Australian kayaks. Kembali Coast residents are serviced by 30-seater speed boat that will ferry them to and from the resort to Davao City. (PIA) [top]

CAGAYAN DE ORO CITY—The Saudi government has expressed willingness to fork out at least $1.3 billion to start the construction of the ambitious Mindanao railway project that will link key urban centers in the island.
Guiling Mamondiong, Department of Transportation and Communications (DOTC) undersecretary for rails, said that among the parties they’ve contacted for possible loans to finance the project such as Poland, Spain, Japan and South Korea, the Saudi Fund for Development has emerged as the most likely source of funds.
“One possible party is the Saudi Fund for Development. They’ve expressed willingness [to finance] this project,” he said. “They’re just awaiting the National Economic and Development Authority’s approval of the feasibility study for the project’s phase one so there’s a possibility that they will fund the entire project.”
Mamondiong said that once given the go signal, the Mindanao Railway System (MRS) will be operational five years from start of construction.
Party-list Rep. Ariel Hernandez of Anak Mindanao said the MRS is a very good complement to the party-list’s objectives of boosting Mindanao’s development, equity and peace as it will provide Mindanaoans with a fast, efficient and cost-effective integrated public transport system vitally needed by the island.
“Once realized, a railway system in Mindanao will boost tourism and business, as well provide our farmer brethren with an efficient and fast transport system to market their produce, thereby uplifting their economic conditions,” Hernandez said.
The MRS is an ambitious project listed as a priority infrastructure project of the Arroyo administration.
It was started during the Ramos administration when it was eventually shelved, but was again revived by the short-lived Estrada presidency. Until now, the project has failed to take off from the drawing boards because of lack of a funding advocate.
Only when Rep. Rufus Rodriguez (CDO, Second District, PMP) championed the MRS did government officials initiated the processes to make it a reality.
Rodriguez filed House Bill 1855 creating the Mindanao Railways Corp. (MRC) to manage the MRS.
He said the government had already earmarked P10 million for the office of the MRC.
The MRS is made up of a network of railways linking Cagayan de Oro City to Iligan City up to Zamboanga City, and to the Agusan and Surigao provinces. It also has extensions to the cities of Davao and General Santos.
Rodriguez had earlier asked the DOTC to finish the MRS feasibility study in four months from the original 10 months so that the National Economic and Development Authority can immediately study it for implementation before the elections.
Construction of the first phase of the MRS project covering the Cagayan de Oro-Iligan stretch is being prioritized because it is an industrial and economic corridor.
The project’s first phase costs $1.3 billion, Mamondiong said, explaining that it was stretched to 124 kilometers from the original 120 kms because “four municipalities—Linamon in Lanao del Norte and Tagoloan, Villanueva and Jasaan in Misamis Oriental—were included.”

South Cotabato Gov. Daisy Avance-Fuentes said the appropriation was based on the annual executive budget for 2010 that was approved and endorsed for funding last month by the 13-man provincial board.
The governor said the general public services and development projects components received the bulk of this year’s budget by cornering at least 55 percent of the total appropriation.
She said general public services received an allocation of P242.5 million or 31.6 percent of the budget while the development projects component got P195.6 million or 25 percent.
Fuentes said it was followed by the approved P168.7 million budget for social services, P122 million for economic services and P39 million for other initiatives.
But she said the approved budget was reduced by at least P984,036 from the original proposed appropriation and P833,636 from the Annual Investment Plan (AIP).
She said the items affected by the budget cuts were the P150,000 allotted under the General Fund, P350,000 for the educational assistance under the local government’s Development Alternative Framework or Project DAF and P483,636.00 for the purchase of animal feed requirements of the provincial government’s Animal Production and Processing Center.
Members of the provincial board cited that the budget cuts and the approved items in the budget have properly complied with the provisions of Section 324 of Republic Act 7160, or the Local Government Act of 1991.
The board said it based the budget’s approval on the available sources of funds such as the real property taxes, non–tax revenues and external sources, including the Internal Revenue Allotment (IRA) and the local government’s share from the revenues generated by Government-Owned and Controlled Corporations.(PNA)

Members of the provincial board cited that the budget cuts and the approved items in the budget have properly complied with the provisions of Section 324 of Republic Act 7160, or the Local Government Act of 1991.
The board said it based the budget’s approval on the available sources of funds such as the real property taxes, non–tax revenues and external sources, including the Internal Revenue Allotment (IRA) and the local government’s share from the revenues generated by Government-Owned and Controlled Corporations.(PNA)

GENERAL SANTOS CITY, Jan. 21 (PNA) – The city government here has set a target of some P110 million for its collections from renewals of business licenses and registration of new businesses in the city for this year.
City Treasurer Rodilon Lacap said such target was based on their assessment on the performance of local businesses last year and the foreseen growth of the area’s business sector within the next 12 months.
“The collection target (for business licenses) is on annual basis and I’m sure we will be meeting that mark,” he said.
Last year, he said the local government set a target collection of close to P100 million from local business registrations and renewals and they were able to surpass such mark before the year ended.
Lacap said their initial assessment for this year showed that more new business have been set up so far for various trading ventures, banking and financing.
The city government opened its one-stop action center at the city hall last January 4 to facilitate the renewal and registration of business licenses.
As of Wednesday, the one-stop action center already accommodated more than a thousand businesses and collected some P30 million in various fees.
The one-stop documentation for business renewals and registrations usually run for two weeks but the city council extended it until January 31.
Marcelino Dospueblos, city administrator for finance, said the city council endorsed the extension of the registration period to allow to other businesses, especially the micro, small and medium enterprises (MSMEs), to comply with such regulation.
He said they earlier sought for the extension since the initial registration period was shortened by the holidays. With the approval of the extension, Dospueblos said they intensified their information campaign in the city to encourage business owners to avail of the services of the one-stop action center.
“We expect the bulk of the business registrations and renewals to come by the end of the deadline so we’ve been campaigning among business owners to register early to avoid paying the penalties and surcharges if they fail to meet the deadline,” he said. (PNA)

Situated at what was once a secluded cove along the shorelines of Gumasa, right after the property of the Salazars and the Adarna’s, the whole resort occupies a total of 34 hectares, have of which have earmarked for development. Isla Jardin Del Mar which literally means “Island Garden of the Sea” in Spanish is managed by Charlemagne “Wanchin” Tan-Delfino. She gushes about how the provincial Governor Migs Dominguez and Glan Municipality Mayor Yoyong Yap were instrumental in the resort’s development with their provision for a road to be built from the highway to the beach. Why that name? Because if viewed from the air, Isla Jardin del Mar looks like a “peninsula connected to a small island… with the cottages and a restaurant floating over two separate white sand bars.”, according to the Sarangani Provincial Office P.R. The P.R. continues: “The pinkish white shoreline stretches and curves 750 meters, which gives one an impression that the beachfront is part of a small island”.

Each available airconditioned bamboo cottage with terrace and private bathroom may be rented out for P2,000 per day and is inclusive of free breakfast for two. Ten more fan-equipped cottages are cheaper at P1,500 and is good for four people. There is also a line of open cottages for those who don’t plan to stay overnite.
There is a lagoon at the other side of the road and a fish pond is being readied for fishing hobbyists. Mountain trek activities have been arranged for would-be nature enthusiasts and the views from the hills which serve as boundaries for the property should delight everyone. Just at the other side of the road is a lagoon.
“There will be crabs and a fish pond in the future so we can do fishing,” Delfino disclosed. It is a breathtaking view of a small lake and the Sarangani Bay atop the hills which serve as the boundaries for Isla Jardin Del Mar. At the beach there is a coral garden about 25 meters from the shoreline which can be enjoyed by snorkelers and divers due to this thriving school of colorful coral fish.

In between the games and a Magic Show will be dance numbers from local artists XB GenSan Dance Group and an exhibition round from the MTM Taekwando Jins.
All these will be happening from 3pm to 5pm so that would keep you preoccupied if you’re in Robinsons Place -GenSan this Sunday.
By the way, management has announced that its weekly regular Sunday Mass is cancelled until after the Presbyterium of the Diocese of Marbel in February 2010 where it will be taken up for approval.

GENERAL SANTOS CITY (MindaNews/23 January) -- The city government here stands to lose at least P58 million from its share in the Internal Revenue Allotment (IRA) for local government units due to the Supreme Court’s earlier decision to uphold the conversion into a city of at least 16 towns in the country. Marcelino Dospueblos, city administrator for finance, said the figure was based on the assessed reduction of the IRA shares of 121 cities in the country as a result of the inclusion of the 16 new cities into its fold.
Before the conversion of the 16 new cities, records showed that the city government received more than P660 million in IRA share.
The IRA represents the 40-percent share of local governments from internal revenues collected by the national government.
The Department of Budget and Management released some P276 billion for the IRA share of local governments last year and vowed to increase the allocation this year to P290.6 billion or a hike of P14.6 billion.
Dospueblos admitted that the local government, which so far collects more than P260 million in local taxes and other impositions, still depends on the IRA for about 60-65 percent of its annual revenues.
But he clarified that the projected IRA cut for this year will hardly affect the operations of the city and its allocations on various priority programs and projects.
The League of Cities of the Philippines (LCP) had opposed the conversion of the 16 new cities, which was initially declared unconstitutional by the Supreme Court in November 2008.
LCP officials said the application for cityhood of the 16 municipalities should be denied as they reportedly failed to meet various requirements, specifically the provision on income that was set at P100 million.
The 16 municipalities filed a motion for reconsideration on the ruling in March 2009 but it was denied by the court the following month.
They later filed another motion that was upheld by the Supreme Court in a ruling last December 21.

THE tuna capital of the Philippines -- this is how General Santos City is known these days. In fact, every first week of September, the people celebrate the Tuna Festival.
"It's our way of honoring the fish that drives our economy," Gregory Dominic "Jing" Velos, a staffer of the City Economic Management and Cooperative Development, said.
Aside from the much awaited Tuna Parade, there are also various activities that feature different processed tuna products and food menus around the city."
Tucked in the mouth of the Sarangani Bay on the southern edge of Mindanao, General Santos used to be a backward fishing port before foreign buyers discovered the high quality and quantity of the tuna catch in the
1970s.
A 20-year boom followed, with major canneries and export markets to Europe and the United States established.
Today, the tuna industry contributes about 60 percent to the economy of the city, generating employment for nearly 100,000 people.
Average daily storage capacity of tuna has topped 750 metric tons. So much so that in 1999, the government, with official development assistance from Japan, built a 36-hectare General Santos Fish Port Complex that
is now the country's second largest -- after Navotas.
"What makes General Santos unique is that the city is near to tuna-rich fishing grounds like Moro Gulf, Sulu Sea, Mindanao Sea and adjacent Celebes Sea," Rienje B. Andrada, a fish port staff member, explained.
"We have fair weather zone which is not normally visited by devastating typhoons or seasonal adverse weather patterns," he said.
Currently, 200 to 250 metric tons of captured tuna and tuna-like fishes are unloaded each day at the fish port, according to Andrada.
These are delivered to three major destinations: the canneries, the processors/exporters, and the local market catering the local consumers. Canned markets include Europe and North America. Locally, fresh tuna are
distributed to neighboring cities of Davao, Bukidnon, Cagayan de Oro, Surigao, and South Cotabato.
Tunas are migratory oceanic fishes, which are capable of attaining large sizes. They also include tuna-like species such as billfish, swordfish, and marlin. Tunas are fast swimmers -- they have been clocked at 70
kilometers per hour -- and include several warm-blooded species.
Unlike most fish, which have white flesh, tuna flesh is pink to dark red, which could explain their odd nickname, "rose of the sea." The red coloring reportedly comes from tuna muscle tissue's greater quantities of
myoglobin, an oxygen-binding molecule. Some of the larger species can raise their blood temperature above water temperature through muscular activity. This ability enables them to live in cooler waters and to survive
in a wide range of ocean environments.
"Tunas are our top fishery exports in terms of value," said Dr. Rafael D. Guerrero III, former executive director of the Philippine Council for Aquatic and Marine Research Development (PCAMRD). In fact, the tuna
industry is an important element in the country's economy contributing over 100,000 direct jobs, notes a PCAMRD position paper. Direct dependents include fishers, processors, canners, exporters and traders.
In the Philippines, 21 species have been recorded. "But only six species are commercially important," Guerrero said.
Also, experts classify two types of tunas: small and big.
Among the small tunas, which inhabit shallow waters, the most commercially important are the frigate tuna or "tulingan" (Auxis thazard), the eastern little tuna or "kawa-kawa" (Euthynnus affinis), and the bullet tuna
(Auxis rochei). Most of these tunas are consumed locally.
The important species among the big tunas, which can collected from deep waters, are the yellowfin tuna or "albacora" (Thunnus albacores), the big-eye tuna or "tambakol" (Thunnus obesus), and the skipjack or
"gulyasan" (Katsuwonus petamis). These are caught using commercial fishing boats with purse seines and ring nets. Small fishermen catch these species using hook and line.
The International Seafood Sustainability Foundation, which compiled a detailed scientific report on the state of global tuna stocks, reports: "Tunas are widely but sparsely distributed throughout the oceans of the world,
generally in tropical and temperate waters between about 45 degrees north and south of the equator."
"Tunas are caught throughout Philippine waters," Guerrero said, "but the most productive fishing grounds are the Sulu Sea, Moro Gulf and waters extending to the North Celebes Sea. Viable tuna fisheries also exist in
waters off Western Negros, as well as Northwestern and Southern Luzon."
General Santos City is known for the powerful swimmer yellowfin tuna, which rarely ventures into dirty and murky water, making it one of the safest fishes to eat. This species has a bright red flesh with meaty flavor. It
is so versatile that you can grill, bake, broil, or saut it.
Sashimi-grade tuna are exported to Japan, Canada, United States, Hong Kong, and Korea. These are also sold to leading hotels in Metro Manila, Cebu and other parts of the country. In the Philippines, tuna is the
main ingredient of kinilaw.
Japan and the United States are the largest consumers of tuna, using about 36 percent and 31 percent, respectively, of the world’s total catch. Tuna is highly prized in these two countries. In January 2009, it was
reported that 282 pound of bluefin tuna was sold for over $100,000 in Japan. In the United States, 83 percent of tuna are eaten for lunch.
Tuna is popular among humans because it does not have a strong fishy flavor, and consumers who do not like fish will often eat tuna. Another thing: tuna is a good source of protein, vitamins, minerals and omega-3
fatty acids.
Several studies have found that omega-3 fatty acids can lower the risk of heart disease, improve the immune system, cure varied inflammatory conditions, ease the pain caused by arthritis, and help normalize blood
pressure and cholesterol levels.
As tuna has skyrocketed in popularity, many tuna species have become overfished and are in danger of extinction. The big demand of Japanese sushi in the western world is putting pressure on tuna populations,
turning them into endangered species.
In London, for instance, many sushi restaurants serve bluefin tuna, the world's most popular fish after the cavier-producing sturgeon. The fatty underbelly of the fish, often on the menu as toro, has become Japan's
cavier and can command prices of up to US$100 a plate.
Climate change, caused by global warming, has compounded the problem. The Earth's rising temperature is driving tuna species out of the reach of fishermen. Experts surmised the warming temperature of water has
been driving tuna species deeper underwater making it difficult for fishermen to catch them.

Everything is ready for General Santos City’s hosting of the 11th PREX National Convention! This is a gathering of 5,000 of the country’s Catholic faithful who took the PREX or Parish Renewal Experience Seminar in their respective parishes.
The PREX Seminar first started in Manila in the 80s and has since spread all over the Philippines, reaching Our Lady of Peace and Good Voyage Parish, dowtown GenSan in 1988 and eventually, all the parishes in the Diocese of Marbel, including the most active for its number of outreaches, the Sts. Peter and Paul Parish of Barangay Lagao, GenSan.
(Trivia: The parents of Bariles were graduates of Batch #1 at OLPGV while he himself was a member of Batch #81.)
When the first PREX National Convention was started, it was meant to gather members and officers of the different PREX parishes (or parishes which conduct regular PREX seminar) to listen and learn from the talks and testimonaial speeches of invited speakers from the religious community and the laity.
The conduct of the 11th PREX National Convention in GenSan is the fruition of years of hard work of the the Kuya’s and Ate’s (as they call each other) from PREX-Lagao, which has conducted the most number of outreach PREX SEMINARS in Mindanao and the Visayas (including Cebu). They also spearhead the annual PREX Family Day where they invite all their outreach parishes from Mindanao and the Visayas.

Anyway, about 5,000 PREX graduates are expected to converge in GenSan for the three-day affair and the local PREX Convention Secretariat has tapped different schools in the city to serve as billeting centers for those who could not be accommodated in the hotels.
And as with past and succesful conventions in General Santos, security is very tight especially for the whole month of February 2010 where we will also be hosting the National Conventions of the Philippine Councilors League, the Population, Health and Environment, and the Rotary Clubs of the Philippines.
The theme for the 11th PREX National Convention is “The Call to Social Transformation”. Convention dates are from February 19, 20, and 21, 2010.

GENERAL SANTOS CITY (MindaNews/24 Jan) – The Department of Health (DOH) has delivered anew some P7-million worth of modern medical equipment to the newly-expanded city hospital here.
Mayor Pedro Acharon Jr. said the new equipment were part of the P11-million worth of assistance package committed by the DOH this year for the city hospital’s continuing upgrading and modernization program.
The mayor said the initial delivery consisted of a unit of a Radio Fluoro X-ray 500ma with film processor worth P4.6 million, two units of operating table worth P480,000 each and a Mobile X-ray 300ma unit worth P1.56 million.
“These were among the equipment that we had prioritized to acquire as part of the hospital’s upgrading,” Acharon said.
The mayor said DOH officials are now working for the delivery of the second package, which would include a 400 KVA generator unit worth P2.45 million and two units of operating room LED lights worth P785,000 each.
Acharon said the delivery of the generator set will pave the way for the full use of the city hospital’s intensive care unit (ICU).
He said the generator unit’s capacity could reportedly assure a standby source of uninterrupted power supply for the hospital.
“The full use of the ICU will further strengthen our bid to elevate the hospital’s classification from secondary to a tertiary medical facility,” Acharon said.
To complement the hospital’s expansion, the city government completed earlier this month the concreting of the main road leading to the city hospital complex.
The project, which cost at least P6.26 million, covered the construction of a drainage system and the concreting of 700 lineal meters of the hospital road.
The local government earlier allocated some P100 million for the city hospital’s expansion and upgrading, a move supported by South Cotabato (1st District) Rep. Darlene Antonino-Custodio.
Last November, the Department of Health (DOH) released some P13.5 million to the local government to cover the construction of the hospital facade and the expansion of its emergency room and the out-patient department.
The DOH also poured in P10 million in 2008 for the initial phase of the upgrading of the hospital infrastructure, equipment and facilities and later announced another allocation of P30 million to facilitate the city government’s plan to elevate the classification of the hospital into tertiary level. GENERAL SANTOS CITY (MindaNews / 25 Jan) – The city council here may finally move to its new home by February with the targeted completion of the city’s P60-million new Sangguniang Panlungsod (SP) building before the end of the month.
City engineer John Mark Reyes said the two-storey legislative building project is now on its closing stages and they are now completing the structure’s remaining finishing works.
“The building will be completed on January 28 and it will be fully opened by early February,” he said.
Reyes said City Mayor Pedro Acharon Jr. initially signified to hold his last State of the City Address (SOCA) at the new SP building’s session hall on the first week of February.
Acharon, who is now on his final term as city mayor, is seeking the first congressional district seat of South Cotabato in the May 10 synchronized local and national elections.
Reyes said the new SP building features various modern amenities that would further help improve the city government’s legislative operations.
Aside from the more spacious session hall, the new building offers a bigger space for the Office of the Vice Mayor and allotted glass-paneled offices for each of the city council members.
He said the building has an expanded conference room and councilors’ lounge, where local legislators may hold their regular meetings and consultations.
Reyes said the completion of the new SP building is considered a major development for the city’s legislative department, which has been crowding the left wing of the main city hall building’s second level.
The new SP building project here was initially launched in 2005 but the construction works were stalled several times reportedly due to budgetary problems. (Allen V. Estabillo / MindaNews)

romix January 27th, 2010, 02:08 PM pls. donot compare polomolok to butuan city, dahil walang comparison. butuan is a highly urbanized city with a population of 310,300 and a gross income of P870 million for 2008 alone. inspite of wala kaming major factories dito, we were able to get that income. yong nagsabi na parang mas maganda ang polomolok sa butuan maybe nasa rural area sya ng butuan wala sa urban center, to the people of gensan naman, masaya kayo ngayn dahil boom daw ang economy nyo,due to the tuna industry , pero i read in the news na 1,500 ang malayoff ngayng year na ito sa mga canning factories dahil ipinagbawal na ng united nations ang mangisda sa west at south pacific due to overfishing , at 2 years daw ang banned na yan, i hope gensan will sustain its growth inspite of this bad news , i ve been to gensan last november , ngastop over lang talaga ako from cebu to see gensan, im sorry to say na yong terminal ng international airport nyo parang pinabayaan, and the taxis ang mamahal magsingil from the airport to downtown 5oo wow, sana umaksyon ang lgu nyo beacuse this will cause a bad image to gensan

About being polomolok as a city, NO, i won't vote for it.. It's not that i'm selfish or having doubt that my hometown can be a city, but I LIKE IT AS IT IS NOW!.. I've heard people in our place,that the taxes collected from polomolok is enough to get a cityhood status.. does being a city really improve/help everyone, from the mayor to the farmers? or it will only improve the salaries of the business and local officials..
I've been moving around the country because of my work, but i find it amusing that polomolok is much better than toledo city, butuan city, or san carlos city (negros, pangasinan).. it's not that i love my own hometown but I compare the living condition of the people living in those cities and polomolok, polomolok has a better living condition.. they may have higher salaries, but i don't think it cope up with the living standards of their place.
As what my high school classmates who are living in manila right now, Polomolok is still the best place for retirement.. now they have bought their own homelots..

Begun and held in Metro Manila, on Monday, the twenty eighth day of July, two thousand eight.
Republic Act No. 9649
AN ACT AMENDING REPUBLIC ACT NO. 5412, AS AMENDED, OTHERWISE KNOWN AS THE CHARTER OF THE CITY OF GENERAL SANTOS.
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Sections 98 and 101 of Republic Act No. 5412, as amended, are hereby further amended to read as follows:
“Sec. 98. All land of the public domain having been ceded by the national government to the City of General Santos, the city shall exercise the rights and prerogatives over such lands in the concept of a beneficial owner. The disposition of all lands of the public domain within the city shall be in accordance with the provisions of Commonwealth Act No. 141, as amended, and all other pertinent laws, executive issuances, rules and regulations: Provided, That all incomes and receipts derived from such disposition, administration and management of all lands of the public domain shall accrue exclusively and to be turned over immediately without need of demand to the city as provided in this Act: Provided, further, That the city government shall at all times be consulted and informed such disposition, administration and management: Provided, finally, That the city government shall consur prior to any disposition , administration and management of such public lands.”
“Sec. 101. Ownership of Waterworks, Electric Light and Power and Telephone Systems, Roads, Streets, Etc. – Any provisions of law to the contrary nothwithstanding, all existing waterworks, electric light and power, and/or telephone systems presently operated by the Municipality of General Santos shall be owned by the city, and revenues therefrom shall accrue to the general fund of the city.
“All existing municipal and provincial roads, streets, bridges, docks, piers, wharves, machineries, equipment and other public works improvements shall be owned by the city, and all the funds and assets of the Municipality of General Santos shall be owned by the city and its liabilities shall be assumed by the city, any provision of law to the contrary nothwithstanding.
“Notwithstanding the provision of Republic Act Nos. 8371, 7916 and 6657, as amended, the city government shall be informed and its concurrence shall be sought on all matters relating to lands by agencies of government concerned, which the city council deternmines for the use of the city.”
Sec. 2. Republic Act No. 5412, as amended, is hereby further amended to add a new Section 101-A to read as follows:
“Sec. 101-A. Establishment and/or operation of any form of gambling authorized under existing laws such as, but not limited to, Presidential Decree Nos. 120, 1869 and Republic Act No. 1169, as amended, and the city shall not be allowed to accept upon prior concurrence of the City Government of General Santos.”
Sec. 3. Within sixty (60) days from the date of the effectivity of this Act, all concerned agencies of the government shall submit a comprehensive and detailed report of all dispositions of public lands in the city to the City Government.
Sec. 4. The provisions of this Act rendered ineffective by virtue of Republic Act No. 7160 or the Local Government Code, as amended, sprecifically paragraph (f). section 534 thereof are hereby deemed repealed and superseded accordingly.
Sec. 5. Any person who shall violate the provisions of this Act shall, in addition to the administrative, civil or criminal liability imposable under other existing laws, suffer the penalty of six (6) months imprisonment: Provided, That in the case of a government official or personnled, he/she shall likewise suffer the penalty of perpetual disqualification to hold public office.
Sec. 6. If any provision or part hereof is held invalid or unconstitutional, the remainder of the law or the provision not otherwise affected shall remain valid and subsisting.
Sec. 7. All laws, presidential decrees, executive orders, proclamations and/or administrative regulations which are inconsistent with the provisions of this Act are hereby amended, modified, superseded or repealed accordingly.
Sec. 8. To effectively implement the provision of this Act, the City Council of General Santos City, in coordination with the agencies of government concerned, shall promulgate the necessary implementing rules and regulations within sixty (60) days from the date of the effectivity of this Act.
Sec. 9. This Act shall take effect fifteen (15) days from its publication in at least two (2) newspapers of national circulation.

DAVAO CITY—At least 150,000 people who depend on the tuna industry in General Santos City could end up jobless as a result of a two-year ban on tuna fishing in Western and Central Pacific, a fishing magnate said.
The ban, which was decided upon by the Western and Central Pacific Fisheries Commission (WCPFC), started on Jan. 1 and did not exempt purse seine fishing, which is used by most of the fishermen based in General Santos City.
Marfin Tan, president of the Socsksargen Fishing Federation and Allied Industries Inc. (SFFAII), said the ban would render idle at least 200 fishing boats.
Because of the commission’s decision, apparently prompted by over-fishing of tuna, the Philippine fishing industry has projected a 20 percent drop in tuna supply in the local and world markets.
$380-M industry
The tuna industry in General Santos is valued at $380 million based on annual export figures of 400 metric tons.
An official of the US-funded Growth with Equity in Mindanao had previously estimated that 60 percent of the city’s annual tuna catch came from foreign waters.
Stanley N. Swerdloff, GEM senior fisheries advisor in 2002, said that access to tuna-rich fishing grounds in neighboring countries was important to the tuna industry in General Santos.
“Tuna is responsible for almost $1 billion circulating in the national economy, much of it goes to Mindanao,” he had said.
Disturbing
“For our projection this year, the tuna catch will lie low by 20 percent during the first quarter. Fishermen, who are affected by the closure of the high seas, will have to look for other fishing grounds to compensate their losses,” Tan said.
He said the government could still remedy the situation by forging bilateral agreements with other countries in terms of sharing the ocean’s resources.
Undersecretary Virgilio Leyretana, head of the Mindanao Economic Development Council (Medco), said the closure of the high seas was disturbing because it would eventually hurt the economic stability of Mindanao.
“The closure will not only affect the fishermen but also auxiliary businesses related to the cannery business. On top of this, the revenue generation of the local government units concerned will also be in peril,” he said.
Leyretana said that if countries, where Filipino fishermen have ventured into, also decided to close their territorial waters, the problem would get worse.
Real motive
Tan earlier said the ban—covering areas parallel to Palau, above Papua New Guinea and below Micronesia and near the Solomon Islands—was supposedly to preserve whatever tuna is left in the seas.
But he said he suspected that it was aimed at dislodging the Philippines and other Third World countries from tuna fishing grounds.
“I suspect big countries, in the guise of conserving and preserving the remaining marine resources in the area, wanted to control the international fishing grounds because their own fishing grounds are already depleted,” Tan said.
He said Western and European countries had all the means to wrestle control of international fishing grounds.

AN ACT AMENDING REPUBLIC ACT NO. 5412, AS AMENDED, OTHERWISE KNOWN AS THE CHARTER OF THE CITY OF GENERAL SANTOS.
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Sections 98 and 101 of Republic Act No. 5412, as amended, are hereby further amended to read as follows:
“Sec. 98. All land of the public domain having been ceded by the national government to the City of General Santos, the city shall exercise the rights and prerogatives over such lands in the concept of a beneficial owner. The disposition of all lands of the public domain within the city shall be in accordance with the provisions of Commonwealth Act No. 141, as amended, and all other pertinent laws, executive issuances, rules and regulations: Provided, That all incomes and receipts derived from such disposition, administration and management of all lands of the public domain shall accrue exclusively and to be turned over immediately without need of demand to the city as provided in this Act: Provided, further, That the city government shall at all times be consulted and informed such disposition, administration and management: Provided, finally, That the city government shall consur prior to any disposition , administration and management of such public lands.”
“Sec. 101. Ownership of Waterworks, Electric Light and Power and Telephone Systems, Roads, Streets, Etc. – Any provisions of law to the contrary nothwithstanding, all existing waterworks, electric light and power, and/or telephone systems presently operated by the Municipality of General Santos shall be owned by the city, and revenues therefrom shall accrue to the general fund of the city.
“All existing municipal and provincial roads, streets, bridges, docks, piers, wharves, machineries, equipment and other public works improvements shall be owned by the city, and all the funds and assets of the Municipality of General Santos shall be owned by the city and its liabilities shall be assumed by the city, any provision of law to the contrary nothwithstanding.
“Notwithstanding the provision of Republic Act Nos. 8371, 7916 and 6657, as amended, the city government shall be informed and its concurrence shall be sought on all matters relating to lands by agencies of government concerned, which the city council deternmines for the use of the city.”
Sec. 2. Republic Act No. 5412, as amended, is hereby further amended to add a new Section 101-A to read as follows:
“Sec. 101-A. Establishment and/or operation of any form of gambling authorized under existing laws such as, but not limited to, Presidential Decree Nos. 120, 1869 and Republic Act No. 1169, as amended, and the city shall not be allowed to accept upon prior concurrence of the City Government of General Santos.”
Sec. 3. Within sixty (60) days from the date of the effectivity of this Act, all concerned agencies of the government shall submit a comprehensive and detailed report of all dispositions of public lands in the city to the City Government.
Sec. 4. The provisions of this Act rendered ineffective by virtue of Republic Act No. 7160 or the Local Government Code, as amended, sprecifically paragraph (f). section 534 thereof are hereby deemed repealed and superseded accordingly.
Sec. 5. Any person who shall violate the provisions of this Act shall, in addition to the administrative, civil or criminal liability imposable under other existing laws, suffer the penalty of six (6) months imprisonment: Provided, That in the case of a government official or personnled, he/she shall likewise suffer the penalty of perpetual disqualification to hold public office.
Sec. 6. If any provision or part hereof is held invalid or unconstitutional, the remainder of the law or the provision not otherwise affected shall remain valid and subsisting.
Sec. 7. All laws, presidential decrees, executive orders, proclamations and/or administrative regulations which are inconsistent with the provisions of this Act are hereby amended, modified, superseded or repealed accordingly.
Sec. 8. To effectively implement the provision of this Act, the City Council of General Santos City, in coordination with the agencies of government concerned, shall promulgate the necessary implementing rules and regulations within sixty (60) days from the date of the effectivity of this Act.
Sec. 9. This Act shall take effect fifteen (15) days from its publication in at least two (2) newspapers of national circulation.

GENERAL SANTOS CITY (PNA) – Bicycle enthusiasts here are set to launch a signature drive to back up proposed moves for the establishment of bicycle lanes in major streets and other arteries leading to various key areas in the city.
Fr. Giovanni Ongcog, biking enthusiast and parish priest of the Our Lady of Peace and Good Voyage here, said at least five local biker’s associations and bicycle clubs have agreed to lead a signature campaign in a bid to convince the city government to establish bicycle lanes and include them in the city’s traffic and road system.
He said such move is also part of their efforts to promote advocacy on the use of bicycles as an alternative transport means for health and environmental reasons.
“We need to have our own bicycle lanes to ensure the safety of bike riders and make sure that they will not disrupt the normal traffic,” he said.
The priest said they will initially come up with a proposal that will specifically lay out the proposed establishment of the bicycle lanes and convey their calls to make the city a bike-friendly locality.
He said they will later submit the manifesto, along with their bicycle lane proposal and gathered signatures, to the city council here for consideration and the enactment of the necessary legislation.
“We’re hoping our city officials will consider this proposal so we can also freely use our preferred means of transport,” he said.
Jan Ced, president of the General Santos City Chamber of Commerce and Industry, initially expressed support to the proposed designation of bicycle lanes along the city’s thoroughfares and the promotion of bicycles as an alternative means of transportation.
He said such move will help regulate the flow of traffic within the city and decongest traffic in some busy streets and routes.
Ced cited that it would also help reduce pollution from motorized vehicles and promote a cleaner environment for local residents as well as tourists and prospective investors.
“I think it’s time for us to revisit our traffic policies and come up with a comprehensive traffic management system that will include other alternative means of transport (like bicycles),” he added.(PNA)

^^tama ka the Govt will act right away and do some solution for it...sayang nman kung di magawan ng magarang action...im sure di to malaking issue sa National Government...it also happens here in Zamboanga kung saan napipilitang magsara ung mga Sardines Manufacturing the last tym Pres Gloria ban fishing and the fuel prices increases....

It would be good if Gensan could be the Agro-industrial hub of SouthCentral Mindanao.. Dapat less dependent na tayo sa Tuna and build more infrastructure to lessen the cost. It's about time to really bring the cost down by having modern infra.. So investors would reconsider Gensan. :D

This week, the first in a series of national gatherings in General Santos for the year happens with the conduct of the Philippine Councilors League’s 1st Quarterly National Executive Officers and National Board Meeting.

For three days, from February 4 to 6, 2010, more than 1,800 delegates making up the officers of the Philippine Councilors League together with councilor honorees will be converging at the Tuna Capital. These honorees, numbering about 2,500 are councilors who are into their last and 3rd terms and will be given tokens for their accomplishment as THREE TERMERS.

Aside from Barra, an Islamic scholar from Lanao del Sur and co-convenor for Muslims of the Bishops-Ulama Conference (BUC), others elected in the NUCP Board are Dr. Aboulkhair Tarason, an Islamic theologian from Basilan, vice chairman; and Prof. Moner Bajunaid, a noted academic and former chancellor of the Mindanao State University in Gen. Santos City, as secretary general.

MANILA, Philippines—A moderate 4.9-magnitude quake struck General Santos City on Sunday, the US Geological Survey said, but there were no immediate reports of damage or casualties.
The tremor struck at 7:24 a.m. (2324 GMT Saturday) at a depth of 231.9 kilometers (144.1 miles) with an epicenter 95 kilometers (60 miles) south-southeast of the city in Mindanao, the USGS said.

SENATOR Manuel "Mar" Roxas promised Mindanao fisherfolk and traders Tuesday that he would push for government assistance for the estimated 75,000 workers who might be displaced by a two-year tuna fishing ban in Western and Central Pacific.
Roxas has filed Senate Resolution 1548, asking the Senate trade and commerce committee, which he chairs, to begin discussions with government and industry leaders to be able to come up with alternative employment and livelihood programs for tuna fishing industry workers.

He said the government, in coordination with local leaders and industry executives, could begin exploring alternative livelihood programs such as seaweed farming, fish farming and eco-tourism in anticipation of the adverse impacts of the two-year ban on tuna fishing on the fishing grounds parallel to Palau, above Papua New Guinea and below Micronesia and near the Solomon Islands, which was imposed by the Western and Central Pacific Fisheries Commission, to which the Philippines is a member.
He said the Senate will work with the executive and come up with plans to protect the tuna canning industry, one of the country's top-dollar earners, which is projected to lose one-fifth of its tuna requirements because of the fishing ban. Prices of canned tuna are expected to go up as the international supply tightens.
Roxas said it was imperative for the Senate to come up with a legislative measure that would "strengthen trade laws, conventions and agreements on the tuna industry, protect stakeholders’ dependent on tuna fishing and cushion the effect of the ban on the market, particularly on consumers."
He also said it was important to determine if the government could forge bilateral agreements with other countries in relation to sharing the ocean’s resources, noting that access to tuna-rich fishing grounds is “vital to the tuna industry” since more than 50 percent of the country’s annual tuna catch come from international waters.
Roxas said the projected 20 percent drop in the country's tuna supply because of the fishing ban would adversely affect the country’s tuna trade, particularly the fishing industry in General Santos City, which is popularly known as the "Tuna Capital of the Philippines."
The tuna industry accounts for 12 percent of the country's total fish production and generates an estimated $280 million in annual exports. Tuna accounts for almost $1 billion circulating in the national economy with Mindanao the biggest beneficiary with the tuna industry’s fishing and production facilities valued roughly at P6 billion.
In General Santos City alone, the tuna industry comprise 60 percent of the local economy, supporting 75,000 direct jobs and generating about $160 million in foreign exchange earnings.
"The drop in tuna supply will inevitably cause a spike in tuna prices to the prejudice of not only tuna traders and fishermen, but also domestic and international consumers, which consumption also has a direct bearing and impact on the country's trade standing and development," Roxas said.
He added: "The projected decrease in the output of the tuna industry would undoubtedly cause an adverse impact on the stability of the tuna trade in the country, particularly that in General Santos City, where six of the country's eight tuna canneries and 12 of the country's 15 tuna processing plants are located."

GENERAL SANTOS CITY, Jan. 21 (PNA) – The city government here has set a target of some P110 million for its collections from renewals of business licenses and registration of new businesses in the city for this year.
City Treasurer Rodilon Lacap said such target was based on their assessment on the performance of local businesses last year and the foreseen growth of the area’s business sector within the next 12 months.
“The collection target (for business licenses) is on annual basis and I’m sure we will be meeting that mark,” he said.
Last year, he said the local government set a target collection of close to P100 million from local business registrations and renewals and they were able to surpass such mark before the year ended.
Lacap said their initial assessment for this year showed that more new business have been set up so far for various trading ventures, banking and financing.
The city government opened its one-stop action center at the city hall last January 4 to facilitate the renewal and registration of business licenses.
As of Wednesday, the one-stop action center already accommodated more than a thousand businesses and collected some P30 million in various fees.
The one-stop documentation for business renewals and registrations usually run for two weeks but the city council extended it until January 31.
Marcelino Dospueblos, city administrator for finance, said the city council endorsed the extension of the registration period to allow to other businesses, especially the micro, small and medium enterprises (MSMEs), to comply with such regulation.
He said they earlier sought for the extension since the initial registration period was shortened by the holidays. With the approval of the extension, Dospueblos said they intensified their information campaign in the city to encourage business owners to avail of the services of the one-stop action center.
“We expect the bulk of the business registrations and renewals to come by the end of the deadline so we’ve been campaigning among business owners to register early to avoid paying the penalties and surcharges if they fail to meet the deadline,” he said. (PNA)

SM Prime Holdings Inc., the country’s biggest mall developer, is planning to raise $300 million from both domestic and international investors by being among the first to issue real estate investment trusts (REITs) in the Philippines.
In an interview yesterday during the opening of the new P500 million annex in SM City Fairview, SM Prime executive vice president Jeffrey Lim said they are currently shopping for a financial adviser that will help them package the fund raiser.
He said they have yet to decide how many and which malls will be included in the asset pool but noted that these will have to be ones that are already providing a regular stream of profits.
Lim said they can be expected to issue the REITs as early as May when the implementing rules and regulations for the REIT law have already been issued. He noted that the law has already been published and the IRR should come out 90 days after the law becomes effective.
“REITs will help develop the capital market by bringing in new investors while allowing us to unlock the value of our properties,” said Lim noting that the size will have to be big enough to attract foreign investors who will provide the issue with liquidity.
Lim said proceeds from the REIT offer will help fund the firm’s capital expenditures program this year amounting to P12 billion of which P8 billion will be used to start construction of five new malls in the country while P4 billion will be spent for its expansion in China.
SM Prime is starting construction this year of malls in Calamba (Laguna), Tarlac, Novaliches, Masinag (Antipolo), and San Pablo (Laguna) which are targeted for opening in 2011. In China, construction will start in Chong Qing.
For next year, SM Prime will start building malls in General Santos City, Commonwealth Avenue in Quezon City, Lanang (second mall in Davao City) and its second mall in Cebu to be located in La Consolacion, South Reclamation project.
Lim said they expects to add 300,000 square meters to their current gross leasable area of 4.5 million square meters this year and another 300,000 to 350,000 square meters next year.
According to Lim, SM Prime is expected to post a net income growth of 8 to 10 percent in 2009 on the back of revenue growth of 12 to 15 percent, boosted by earnings of new malls as well as rising sales from existing malls.
He added that the firm also expects 2010 to be a better year financially based on the forecast economic growth of as much as 4 percent combined with the opening of five more malls this year.

SM Prime chief financial officer Jeffrey Lim said the real estate investment trust (REIT) will package some of the firm’s shopping malls which the firm has yet to identify. “We haven’t decided yet which malls to include but we’re looking at some that would be attractive to overseas investors as well. We hope to unlock the value of our properties and maximize total return,” Lim said.
Lim said the REITs to be listed do not include the group’s shopping malls in China. The company earlier said it was looking to list its China assets as a REIT on the Hong Kong Stock Exchange. He said this would happen when the company has built eight to 10 malls in China. The group, through SM Land (China) currently owns three malls the – SM Xiamen, Jinjiang and Chengdu.
REITs can apply to properties or mortgages, often for shopping malls, office buildings, apartments, warehouses, hotels and car parks. Individual investors can buy REIT shares directly on a stock exchange or by investing in a mutual fund that specializes in real estate.
Lim said the group is currently waiting for the implementing rules and regulations for the REIT which he said should hopefully be finalized in the next three months.
REITs can offer the less wealthy the chance to invest in large shopping malls and high-grade offices by buying just a slice of the whole property portfolio. They are required to distribute 90 percent of their income, which may be taxable in the hands of the investors.
“I think this should be good for the capital market. It would allow investors to buy these instruments,” Lim said.
Lim said the company will appoint a financial advisor to help structure its planned property trust.
Proceeds from the REIT will be used to bankroll SM Prime’s domestic and international expansion and pay down debt. It has $30 million in maturing debt in 2011.
The company has earmarked P12 billion for its capital expenditures this year to fund the construction of five malls locally and at least one mall in China. Among the malls slated for opening this year are in Calamba, Laguna; Tarlac, Novaliches, Masinag in Marcos Highway, and San Pablo, Laguna.
For 2011, the company will open four to five new malls located in Gen. Santos,Mindanao; Commonwealth; Lanang, Davao City; and La Consolacion, Cebu.
In China, targeted for opening are Suzhou, Chongquing, and Zibo.
Suzhou, with a gross floor area of 73,000 square meters is under construction and is expected to open this year. Zibo and Chongqing, which has the biggest population in China) are scheduled to open in 2012 and 2011, respectively.
The SM malls in China contribute five percent to total revenues and two percent to net income of SM Prime Holdings Inc., the country’s largest shopping mall operator.
Revenue contribution of the China malls are expected to increase to 10 percent by 2013 to 2014, SM Prime officials earlier said.
Lim said the company is expected to post a growth of eight to nine percent in net income in 2009 on the back of a 12 to 15 percent rise in revenues. In 2008, SM Prime reported a net profit of P6.41 billion on revenues of P17.8 billion.
Given the firm’s strong performance last year, Lim is confident that SM Prime would “continue to deliver good growth this year.”
The company expects to end the year with a total of 41 malls with a gross floor area of 4.5 million square meters.

Catolico Ave)... (although likod lng ng GAISANO ang SM)..

lagi layo jud ang SM CDO kay bukid jud sa may upper carmen... although ang positive contribution sa SM kay nag lambo jud ang area.. tan awa karon daghan na mga businesses ug high - end subdivision sa area.... makabawi ra ng SM CDO soon.....

maganda sana yung ganun pero kawawa naman yung mga tricycle drivers at mga pasahero.... TRICYCLE is the cheapest mode of transportation in the city and ano nalang mangyayari sa mga tricycle drivers pag iphase out na mga tricycles? :ohno:
^^dito sa Zamboanga nman ung mga tricy parang Taxi ang fares...tagal na alisin ung franchise nila kaso may mga nagpapapel na Politico..mas okie pa ata na taxi nlng keysa tricy....jan na phaseout na ba ung Tricy?
