"Mindanao and its major cities should be aggressive in their campaign to improve the talent, infrastructure and environment needed to advance in the sector of IT and IT-enabled services," said Maria Jamea Garcia, executive director for talent development of the Business Processing Association of the Philippines (BPAP). According to BPAP, the country is well positioned to corner a 10-percent share of the global outsourcing and offshoring market by 2010, with potential revenues of about US$13 billion and additional direct employment of close to one million workers. Mindanao cities like General Santos, Iligan and Zamboanga have strong potential as competitive offshoring sites-particularly when the labor and infrastructure resources of their neighboring municipalities and provinces are factored in, according to USAID's Growth with Equity in Mindanao (GEM) Program, which is helping to facilitate BPO investment in the region. "Developing these additional cities would help the Philippines achieve a more balanced distribution of growth [in the BPO sector]. This will ease some of the pressures on costs and help seed development in other parts of the country," Jamea said. Ring of Fiber General Santos City, or "GenSan," is the trading and agro-industrial center of Region 12, which encompasses the provinces of South Cotabato, Cotabato, Sultan Kudarat and Sarangani. The regional capital is Koronadal City, less than an hour away from GenSan. "General Santos is known as a highly competitive city and the region's entrepreneurs continually think in terms of a global market," said Ellorence Cruz of the Board of Investments in Gensan. Bing Garcia, vice president and COO of Marbel Telephone System, Inc., said his company has begun laying down a fiber optic network, which he calls the "Ring of Fiber," connecting GenSan and South Cotabato and Sarangani provinces. Tacurong City and 11 municipalities in Sultan Kudarat province will also be connected to the fiber optic network, under the Sultan Kudarat Telephone System, Inc. The "Ring" is being established in preparation for GenSan's planned WiMax system, a wireless digital communications system whose broad coverage can be extended to its outlying districts and rural areas, much like a cellphone network. Anticipating the expansion of the local BPO sector, GenSan businessman Jan Ced has established the 2.8-hectare Mabuhay IT Park in the city center, a one-stop, fully secured facility capable of carrying voice, video and data services, with backup power supply. In Tacurong City, 25 agents are employed by IQ Scribe, a private healthcare solutions/transcription company. "We have clients in Manila who order from us outdoor tarpaulins," said Ronald Velasquez, vice president of IDEAS Inc., a GenSan graphic design firm specializing in large formats. "Even with the added freight and shipping, we're still cheaper than firms in Cebu and Manila." "We're now talking with a furniture company in Europe which is outsourcing their website design to us," Velasquez added. Talent pool keeps growing The cost of BPO labor and operations in GenSan is approximately 25 to 50 percent lower than in Manila and major Philippine cities like Cebu, according to the General Santos City Chamber of Commerce and Industry. The city alone produces 4,000 new college graduates a year, most of them from Mindanao State University and Notre Dame of Dadiangas University. "Altogether, GenSan and neighbouring areas turn out 15,000 new graduates annually, many of them living a short commute away from the city," said Raymond Diaz, executive director of ICT Solutions Association, a non-profit organization that promotes the development of IT services in Region 12. Joji Ilagan-Bian, president of the Philippine Call Center Alliance, has run call center training courses in partnership with schools in Region 12 and other areas of Mindanao. She foresees that the expansion of the BPO sector will soon draw locators to other Mindanao cities as well. Zamboanga, the country's sixth most populous city, has steadily been supplying labor to business process outsourcing firms [BPOs] in Cebu and Manila, said Bian, adding: "Why not then relocate your business closer to your manpower source?" She points out that Iligan City produces 2,000 graduates yearly through Mindanao Statue University's Iligan Institute of Technology, which has been identified as a Center of Development of Excellence in ICT by the Department of Science and Technology. Under the government's Philippine Cyber Corridor initiative, these cities have been identified as promising hubs for providers of a wide range of IT services, said Patricia Abejo, director for cyberservices of the government's Commission on ICT. "I've also partnered with a Marawi-based school and set up a training center there to explore the business potential of the ARMM [Autonomous Region in Muslim Mindanao] as a call center site," said Bian. A source who requested anonymity said negotiations between SM and the Salazar family for a 50-year lease on an eight-hectare property are progressing. The Salazars own the said prime location right in the middle of the city's business district. The Salazars have already started demolition of its 30-lane bowling alley in anticipation of closing the lease contract with SM. "Construction could proceed next year at the back of the property," the source said. It is believed that only the presence of Dunkin Donuts along Santiago Blvd. is preventing the Salazars and SM from closing the deal. Dunkin Donuts holds a lease contract with the Salazars. It will reportedly expire in 2010. The Salazars have declined several requests for interviews. City Hall sources however said neither SM nor its representative has approached the city government for business or construction permits. The entry of SM has been rumored for a long time. The signboard announces the start of the installation of the “Traffic Signal System with Intersection Configuration” at two of the city’s choke points: the National Highway-Santiago Boulevard Junction and the National Highway-Jose Catolico Avenue Junction. The project supposedly started on August 9, 2008 and will end on January 15, 2009, just in time before the Robinsons Mall along J. Catolico nears its completion and before the SM GenSan at the Santiago Blvd. commences their construction. The billboard further names the contractor as Gosset Builders, Inc. and prices the whole project at P18,435,998.31. Yessirree!!!! Those two junctions are where the most number of traffic accidents occur in the Tuna Capital. Mindanao PRODUCTION of a new catfish (hito) variety has gained ground in General Santos City in a bid to produce stable domestic supply of the product now being touted as the "next generation fish" in the country. This new catfish variety is called Pangasius, also known as sutchi catfish or striped catfish. The most common varieties being grown in the country are African and native catfishes. In an interview, Rochelle A. Otoc, industry development officer for the local Department of Trade and Industry (DTI), said the country is importing 500 metric tons of Pangasius fillet from Vietnam used by restaurants and fast food chains. "Based on consultations with fish pond owners in the region, they can easily provide the 30 hectares initially targeted for the commercial production of Pangasius catfish in the area," Otoc said. Citing a study, she said the production cycle for Pangasius lasts for six month, with a piece weighing to as much as one to one-and-a-half kilogram. Production cost for each fish amounts to P33.38, she added. A hectare of fresh water pond could accommodate 100,000 fingerlings, which could net at least 85,000 kilos at 85% survival rate, Otoc said on conservative estimates. After the six-month cycle, mature live fish fetches P50 per kilogram at farm gate price but could rise to P130 per kilogram when in the form of a fillet, Otoc said, noting that a kilo of fillet can be produced from three Pangasius pieces. Thriving in Vietnam's Mekong River, adult Pangasius could grow up to 130 centimeters or four feet in length and weigh up to 44 kilograms or 97 pounds. Dorecita T. Delima, DTI-Central Mindanao assistant regional director, said a Pangasius demonstration farm was recently inaugurated here where 3,000 fingerlings were dispersed. "To saturate the local demand of the market, we are promoting here another potential inland fishing to increase investments in the region as well as to increase the volume of our export products and produce more employment through Pangasius production," Delima said. She noted the organization of the Pangasius Industry Cluster to popularize the new catfish variety. Delima expressed hopes that fishpond owners in the provinces of South Cotabato, North Cotabato, Sultan Kudarat and Sarangani will realize the potentials of Pangasius and would soon start production by converting some of their tilapia and African or native catfish ponds. Otoc said that unlike the African or native catfish varieties, which thrive on fish trashes or chicken entrails being carnivorous fishes, Pangasius can be cultivated using feedstocks. There has been a supply problem with fish trashes to feed the African and native catfishes that’s why DTI is trying to promote the cultivation of Pangasius, she explained. Otoc said the cultivation of Pangasius offers not only marketing opportunity for producers in the country but also abroad since the fish is also in great demands in the United States, Europe and Russia. Emilio V. Escobillo, Jr., president of the South Cotabato Swine Producers Association, said at least five swine farms in Mindanao have been accredited by the government to ship fresh frozen cut pork parts abroad. "[Since we are trying to enter a new market], we are seriously looking at the establishment of an umbrella group to sustain the trading of pork meat outside the country," he said in an interview. Cathy M. Romero, sales and marketing manager of Matutum Meat Packing Corp., said in a separate interview that the country’s pioneer pork export "has taken off ground recently." Matutum Meat is the only pork processing firm in the country that has been accredited by the Agri-Food and Veterinary Authority of Singapore. "But the pork shipment hasn’t arrived there yet," Ms. Romero said, declining to elaborate. Matutum Meat, a sister firm of Cebu-based Sunpride Foods, Inc. which produces Holiday and Sunpride canned goods, has invested around P200 million to upgrade its slaughtering facility in neighboring Polomolok town in South Cotabato. Cortez, Jr., Philippine Port Authority statistician at the Makar wharf here, said there is no record of pork shipment bound for Singapore although Matutum Meat has been shipping to Manila frozen cut pork parts. Fuentes shared South Cotabato's agribusiness experience during the local government units' conference in Makati City last Wednesday. South Cotabato, described as the "bread basket of the south", is a landlocked province in the southern part of Mindanao that boasts of a typhoon-free area and fertile soil ideal for agribusiness ventures. "Our province is home to the 20,000-hectare DOLE pineapple plantation. We also supply 90% of the country's asparagus, and we are the top exporter and producer of high quality bananas, corn, hogs and livestock," Fuentes said. Agriculture Undersecretary Bernie G. Fondevilla mentioned that bananas, corn, and pineapple were among the leading export agricultural products of the Philippines. Agri-based industries like Dole Philippines and Marsman-Drysdale Agri Ventures continue their expansion in the province promising additional 6,000 jobs. Fuentes said more local and foreign investors see the agribusiness potentials of South Cotabato following the government's move to discourage businessmen from paying "revolutionary taxes" to rebels. Moreover, Fuentes said the government intensified its training provided for workers involved in growing crops and handling export products. "When we learn that there's a new technology in production or product processing applied in other provinces, we send our people there to be trained and we later adopt it in South Cotabato," Fuentes explained. Fuentes also said that they provide financing assistance for small farmers involved in processing and trading, farmers' and fisherfolk's organizations and small and medium enterprises engaged in agriculture and fisheries. South Cotabato government tied the province's agribusiness centers to encourage tourism. Fuentes said that Lake Sebu, a major producer of tilapia, and Polomolok town, where Dole plantation and cannery are situated, were identified as tourist destinations to introduce their products to the tourists. Grace T. Magnaye, Microtel Development Corp. business development manager, said the company and the Floirendo-owned Damosa Land, Inc. are in talks to open another facility in this city, which will be its second in Mindanao. Damosa holds the Microtel Inns & Suites franchise in Davao City and General Santos City. Microtel caters to both local and international business travelers and value-minded tourists. Microtel claims to stand out from other budget hotel operators because of the system-wide design of its buildings and furnishings that stress function, comfort and convenience, while meeting international quality standards. "Yes, there’s a plan to build a hotel in GenSan. Our top executives and the Damosa [management] are in the advance stage of negotiations," Ms. Magnaye said in a phone interview from Manila. She said total hotel investments will amount to P90 million for 50 rooms. The construction will start in the first quarter of next year. The proposed Microtel site will be along the national highway in front of St. Elizabeth Hospital. The building at the proposed site has been cleared of its occupants, which include a convenience store, bakeshop and drugstore. General Santos has attracted national conventions under its home stay program, but has had difficulty in accommodating gatherings with more than 2,500 participants. The possible entry of Microtel is expected to boost the city’s tourism industry. Existing hotel operators welcomed Microtel’s expansion plan. Due to its strategic location; its proximity of Davao City; and covering as it does an extensive area whose natural resources have hardly been tapped as yet, Buayan seems to play a tremend us part in the economic of the province. Buayan was declared a regular municipality (4th class) on January 1, 1984 in connection with the induction into office of its first elected mayor, Mr. Irineo Santiago. Buayan’s revenue, from July 1948 to June 1949 (before Glan was proclaimed a separate municipality) was P48, 728.86 But inspite of the separation of Glan, Buayan became a third class municipality by virtue of Executive Order No. 186. Its revenue or the fiscal year 1950-51 is P53, 763.96. Its present realty assessments amount to P2, 744,410 representing only 2,124 parcels of and. Actual assessments had been completed only on about 50% of all occupied and claimed areas. Buayan covers an area of approximately 1413.6 square kilometers. Mts. Maliboto, Matutum, Magolo, Latian, Tudul and Gulo are the natural landmarks for its boundaries. Its terrain is rolling, gently sloping upland, walled in by two mountain ranges. “It is possible”, to quote a government report, “that the presence of these mountains which rise for more than 2,000 feet to form the walls of Koronadal Valley, gives this area a climate differing from that usually associated with the tropics. Koronadal Valley, of which Buayan forms a natural outlet. Has an average monthly rainfall of 4.05 inches. Destructive typhoons are unknown in this valley. Buayan comprises about 60 barrios and sitios, with a population of 37,519 (census of 1948-though continuous immigration since then may have added the population by 20,000 more) about two-thirds of whom are Christians – mostly Ilongos, Boholanos, Pampangos, Cebuanos and Ilocanos. Christians, Mohammedans and Pagans (Bilaans) live here peacefully with one another. Among Buayan’s important localities are Dadiangas, Lagao, Makar, Bula, Buayan(old), Klinan, Polomolok and Palkan. What no doubt contributes considerably to Buayan’s economic growth is the presence of many cattle ranches and coconut plantations. The most important are the Matute, Olarte, Gutierrez and Islam Cattle Ranches which, together with smaller ones, have about 2,800 heads now to their credit, a number which represents only a small fraction of the pre-war cattle population. Coconut plantations cover 250 hectares. Moreover, the planting of abaca has attracted the attention of many Filipino planters especially those living in the vicinity of Mt. Matutum. It should be mentioned that the obstacles to the rapid economic growth of Buayan is the sad lack of good and enough roads thru its farming areas and the inadequacy of irrigation facilities for its semi-arid soil which comprise about 60% of the whole municipality. Best proof of Buayan’s prospects is the fact that in the year 1949 the local merchants and businessmen had a total sales of P1,851,890. Moreover, building construction during the same period showed an increase of almost 54% over those of the two previous years combined. Further proof of its financial stability is the fact that is less than three years, Buayan was able to build its new municipal building at a cost of P19,700. the municipality also spent several thousands of pesos for the construction of public school buildings up to 1951. Seat of the local government, and center of the Buayan Town-site Sub-division, as approved by the NUPC, Dadiangas is a second class port, a boom-town-in-the-making, where Chinese capitalists are entrenched with about 98% control of the wholesale trade. Several inter-island vessels call regularly at this port every week. A type C pre-fabricated Weather Bureau Station and one of the six radio stations in the province are found in Dadiangas. A PRISCO branch store was established here two years ago. The Court of First Instance also holds sessions here at least twice a year. There is also an electric light plant, three cinemas, a couple of drug stores and two active labor and stevedoring unions. A P50,000 branch of a Manila automotive supply company and a branch of the San Miguel Brewery, as well as a branch office of the Compana Maritima are also located here. Its post office can boast of a volume of transaction second only to that of the provincial capital, Cotabato. Lagao was the first settlement district opened by the NLSA. Before the war it excelled as a producer of peanuts and cotton; now it ha become a center of retail trade, second only to Dadiangas. Retail trade in this locality is in the hands of Filipinos. There is a P19,000 hospitals, two drug stores, and an ice plant in this district. There is here the Notre Dame High School of Lagao run by the oblate Fathers and the Marist Brothers. Also found in Lagao is a Bureau of Forestry branch office while the Bureau of Lands Survey Party is stationed at Buayan(old), about six kilometers southeast of Lagao. Here also is located the Central Office of the NLSA, now LASEDECO. A sub-office of the PNRC is also maintained here. The first Jaycee Chapter in the province was organized here some three years ago with active membership from the younger set of businessmen and professionals. Klinan, an outlay area of six sitios, raises corn, rice, and sugar cane, Polomolok District is the rice granary of Buayan and because of its nearness to Mt. Matutum, it has the only sawmill worth mentioning. Most of the farmers here are from Bohol province. Best-known barrio of this district is Palkan, an ideal place for raising cabbages and potatoes due to its semi-temperate climate. Palkan may someday become a summer resort due to its high elevation, situated as it is at the foot of Mt. Matutum. Makar is important as the sea-terminal of the unfinished Alunan Highway and also the Malalag-Makar Road. Bula is a fishing village and in the nearby sitio of Amao many hectares of milkfish fishponds are located. The sitio of Buayan(old) is important as the site of the PAL airstrip. In the field of education, Buayan has an average of one public school per 3,000 inhabitants. With a yearly enrollment of 4, 185 pupils in fifteen schools, the district is considered one of the best administered in Cotabato. All public school buildings, except the WDC building at Lagao were built by the active PTAs with very little help from the municipal and provincial governments. Last, but not least, mention must be made of the fact that the peace and order conditions in this municipality are among the best in the whole province. After prospecting our visions to the beautiful picture of Buayan’s future progress, we can not help but look backwards too, to the days when Buayan was just a wilderness and a limitless expanse of cogon land, and to the men who in real pioneering spirit landed here to labor with their hands and waited patiently for the day when farms and cities may mushroom in their midst. We want to particularly mention two Moro Datus, Sarif Jainol Abendin and his brother Muksin Akmad (both deceased) who being originally from Buayan (now Dulawan) gave tier new abode the name of their old place of birth, Buayan. They ruled the natives of Buayan at the time General Santos landed his first settlers and cooperated with him in the project of settlement and land distribution. S.J. Abedin was then the Municipal District Mayor of Buayan and as a public official he was known to have given his government his best service. It may be stated here in passing that Buayan, when Sarif Jainol Abedin and his brother Muksin Akmad first went there to settle, was not a Mos’em or Mohammedan region, but was principally a Bilaan territory. Also to the brave of hearts – two brothers, “Don Paco” and Atty. Joaquin Natividad – who established haciendas and cattle ranches lom before other Christians landed in Buayan and who now are still pioneers in Buayan’s commercial progress. Mention must also be made of Mr. & Mrs. Gregoria Limhap – rice planter and cattle owner. Dr. Victoriano Velasquez who pioneered as a government doctor, Mr.Mateo Abellera, former teacher of Koronadal, now abaca grower at Bentong and married to Davang Dacula, (Hadji Fatima) a daughter of Datu Ugipon of Labang Guillermo Constantino, pioneer settler and leader of barrio Malongon. The first elected municipal officials (in 1947) were: Mayor – Pedro Acharon; Councilors – Joaquin Natividad, Jose Catolico, Donato Quinto, Arturo Pastor, Clemente Escalera, Artemio Ramos. Buayan’s array of personalities is not complete without mention of the following prominent residents: Dr. Jorge Royeca, LASEDECO doctor and first; president of the Koronadal Jaycees; Lt. Jesus Barrabaster, founder of Marbel settlement district and former LASEDECO Superintendent, Marcial Pons, present Jaycee President; Conchita Roque, recipient of the Pro Ecelesia et Pontifice medal from the Pope; Coronacion Asueo, Red Cross Administrator; Capt. Jesus Robleza, former USAFE and Guerilla officer; Engineer Leonardo Salazar, ranking officer of the LASEDECO; Oprecinio Santos, a businessman, Datu Mamundas Mamalumpong of old Buayan and Rosendo Sarte of Polomoloc. As the upper fertile valleys of Koronadal and Alah are peopled and cultivated; as national high-ways are built and maintained from as far north as Buluan and Dulawan and as far east as Malalag in Davao Province and around the shores of Sarangani Bay; Buayan, at least Dadiangas and its immediate vicinity of Lagao, Bula and Makar, may develop rapidly into a thriving commercial, industrial and distributing center for the southern part of this vast province of Cotabato. Dadiangas is the natural outlet of export products from the northern valleys and also the only inlet for the imported goods needed to supply the teeming population that is now rapidly growing in the new settlements and towns in settled are fertile valleys at Lun, Malongon, Malandag, and Glamang.
