President Arroyo has declared October 1 as a regular non-working holiday in observance of Eid'l Fitr or the end of the Muslim holy month of Ramadan. The declaration of the holiday that is observed every year is contained in Proclamation No. 1625, issued by the President last Friday.
After a month-long period of sacrifice highlighted by day-long fasting during Ramadan, Muslims around the world celebrate the end of the holy month with a three-day feast called Eid'l Fitr.

General Santos emerges as BPO hub in Region 12

General Santos City (26 September) -- More business process outsourcing (BPO) offices are likely to open in Mindanao as key cities like General Santos continue developing business environments which are especially attractive to information technology (IT) firms.

"Mindanao and its major cities should be aggressive in their campaign to improve the talent, infrastructure and environment needed to advance in the sector of IT and IT-enabled services," said Maria Jamea Garcia, executive director for talent development of the Business Processing Association of the Philippines (BPAP).

According to BPAP, the country is well positioned to corner a 10-percent share of the global outsourcing and offshoring market by 2010, with potential revenues of about US$13 billion and additional direct employment of close to one million workers.

Mindanao cities like General Santos, Iligan and Zamboanga have strong potential as competitive offshoring sites-particularly when the labor and infrastructure resources of their neighboring municipalities and provinces are factored in, according to USAID's Growth with Equity in Mindanao (GEM) Program, which is helping to facilitate BPO investment in the region.

"Developing these additional cities would help the Philippines achieve a more balanced distribution of growth [in the BPO sector]. This will ease some of the pressures on costs and help seed development in other parts of the country," Jamea said.


Ring of Fiber

General Santos City, or "GenSan," is the trading and agro-industrial center of Region 12, which encompasses the provinces of South Cotabato, Cotabato, Sultan Kudarat and Sarangani. The regional capital is Koronadal City, less than an hour away from GenSan.

"General Santos is known as a highly competitive city and the region's entrepreneurs continually think in terms of a global market," said Ellorence Cruz of the Board of Investments in Gensan.

Bing Garcia, vice president and COO of Marbel Telephone System, Inc., said his company has begun laying down a fiber optic network, which he calls the "Ring of Fiber," connecting GenSan and South Cotabato and Sarangani provinces.

Tacurong City and 11 municipalities in Sultan Kudarat province will also be connected to the fiber optic network, under the Sultan Kudarat Telephone System, Inc.

The "Ring" is being established in preparation for GenSan's planned WiMax system, a wireless digital communications system whose broad coverage can be extended to its outlying districts and rural areas, much like a cellphone network.

Anticipating the expansion of the local BPO sector, GenSan businessman Jan Ced has established the 2.8-hectare Mabuhay IT Park in the city center, a one-stop, fully secured facility capable of carrying voice, video and data services, with backup power supply.


Early bird locators and clients

At least seven medical transcription companies and two BPO accounting companies are already operating in GenSan and in Koronadal. In Tacurong City, 25 agents are employed by IQ Scribe, a private healthcare solutions/transcription company.

From his remote desktop in GenSan, Delmer Paraluman handles all finances and reconciles receipts and books for Arrival Telecom, a phone service firm in Utah, in the U.S.

"BPO accounting is a lucrative business," said Paraluman. "Foreign companies have said they prefer their accounts to be handled by Filipinos since we have a reputation for trustworthiness."

"We have clients in Manila who order from us outdoor tarpaulins," said Ronald Velasquez, vice president of IDEAS Inc., a GenSan graphic design firm specializing in large formats. "Even with the added freight and shipping, we're still cheaper than firms in Cebu and Manila."

"We're now talking with a furniture company in Europe which is outsourcing their website design to us," Velasquez added.


Talent pool keeps growing

The cost of BPO labor and operations in GenSan is approximately 25 to 50 percent lower than in Manila and major Philippine cities like Cebu, according to the General Santos City Chamber of Commerce and Industry.

The city alone produces 4,000 new college graduates a year, most of them from Mindanao State University and Notre Dame of Dadiangas University.

"Altogether, GenSan and neighbouring areas turn out 15,000 new graduates annually, many of them living a short commute away from the city," said Raymond Diaz, executive director of ICT Solutions Association, a non-profit organization that promotes the development of IT services in Region 12.

Joji Ilagan-Bian, president of the Philippine Call Center Alliance, has run call center training courses in partnership with schools in Region 12 and other areas of Mindanao. She foresees that the expansion of the BPO sector will soon draw locators to other Mindanao cities as well.

Zamboanga, the country's sixth most populous city, has steadily been supplying labor to business process outsourcing firms [BPOs] in Cebu and Manila, said Bian, adding: "Why not then relocate your business closer to your manpower source?"

She points out that Iligan City produces 2,000 graduates yearly through Mindanao Statue University's Iligan Institute of Technology, which has been identified as a Center of Development of Excellence in ICT by the Department of Science and Technology.

Under the government's Philippine Cyber Corridor initiative, these cities have been identified as promising hubs for providers of a wide range of IT services, said Patricia Abejo, director for cyberservices of the government's Commission on ICT.

"I've also partnered with a Marawi-based school and set up a training center there to explore the business potential of the ARMM [Autonomous Region in Muslim Mindanao] as a call center site," said Bian. (GEM-PIA XI)

GENERAL SANTOS CITY (MindaNews/1 Oct) – Mall giant Shoemart (SM) is reportedly going to start construction of its proposed mall complex along Santiago Blvd. this city sometime next year, according to reports.

A source who requested anonymity said negotiations between SM and the Salazar family for a 50-year lease on an eight-hectare property are progressing.

The Salazars own the said prime location right in the middle of the city's business district.

The Salazars have already started demolition of its 30-lane bowling alley in anticipation of closing the lease contract with SM.

"Construction could proceed next year at the back of the property," the source said.

It is believed that only the presence of Dunkin Donuts along Santiago Blvd. is preventing the Salazars and SM from closing the deal.

Dunkin Donuts holds a lease contract with the Salazars. It will reportedly expire in 2010.

The Salazars have declined several requests for interviews.

City Hall sources however said neither SM nor its representative has approached the city government for business or construction permits.

The entry of SM has been rumored for a long time. But SM's investment plans had not gained ground until rival Robinsons started construction of its mall on an 8.5-hectare property along J. Catolico.

Malling lifestyle has recently caught up with residents in this city following the renovation and expansion of KCC Mall and Gaisano.

Gaisano pioneered the entry of malls in General Santos in the late 1980s and was followed by Kimball Plaza and KCC Mall.

Fire, believed to be caused by arson, however, gutted both KCC and Kimball Plaza in 2002.

Definitely! This city will be the promising city too in Southern Mindanao considering Gensan's location as the port city in SOCCKSARGEN and even in ARMM. GenSan's port is even closer to Malaysia, Singapore, and even Indonesia, and let's considered Australia too. GenSan is quite very strategic port city in Southern Mindanao too. Hope the local government out there will have the aggressive promotion to promote Gensan's business environ more in BIMP-EAGA. I believe GenSan is now ready for that neo-economic boom independent from the Gigantic Tuna Industry. Not only it'll be just a matter of time, but seizing the opportunity too. :cheers:

Gen. Santos Park undergoes massive renovation

Finally, the General Santos Park, formerly known as the Carlos P. Garcia Park across the City Hall building will be improved and renovated starting this month, according to Mayor Jun Acharon.

This was after the winning bidder to the P22.5 million project was announced by the Bids and Awards Committee, the Dellosa Design Build Services, which incidentally is a supporter of the 2nd Mindanao Bloggers Summit. Yipeee!!!!!

The project will include the construction of a parking area inside the 4.8 hectare tree-filled plaza, cobbled walks, plant boxes, new lamp posts and landscaped promenades for the whole family, among others.

This is a far cry from the plaza of my youth when it was just a wide grass field where my brother and I used to catch grasshoppers with our bare hands and jump over the newly planted tree saplings. Back then, there were no trees to provide shade to park-goers, no benches, no plant boxes, no nothing… and yet, they bring back a lot of good memories.

City Hall sets up Traffic Lights System at 2 HiWay Junctions

I was on my way to the Netopia Internet Cafe at the Gaisano Mall of GenSan when I chanced upon this mini billboard at the junction of the National Highway and Santiago Boulevard.

The signboard announces the start of the installation of the “Traffic Signal System with Intersection Configuration” at two of the city’s choke points: the National Highway-Santiago Boulevard Junction and the National Highway-Jose Catolico Avenue Junction.

The project supposedly started on August 9, 2008 and will end on January 15, 2009, just in time before the Robinsons Mall along J. Catolico nears its completion and before the SM GenSan at the Santiago Blvd. commences their construction.

The billboard further names the contractor as Gosset Builders, Inc. and prices the whole project at P18,435,998.31.

Yessirree!!!! Those two junctions are where the most number of traffic accidents occur in the Tuna Capital. Especially during rush hours, they both turn into bottlenecks… especially with the absence of traffic boys at those crucial times.

I just hope that the riding public learn to embrace these two major developments the same way they accepted the first traffic system along the Pioneer Avenue.

Matutum Meat to start pork export to Singapore
FROZEN boxed pork meat products of Matutum Meat Packaging Corp. (MMPC) will soon be exported to Singapore after the Agri-Food and Veterinary Authority gave its go signal for South Cotabato's meat-packing company to start exporting pork to Singapore.

Dr. Emilio Escobillo Jr., president of the South Cotabato Swine Producers Association, said Socospa is targeting to capture about 25 percent of Singapore's demand for pork meat products. However, he added that they would see to it that this would not affect the domestic market.

According to Escobillo, swine producers in Socksargen used to have live shipment to Manila of about 24,000 hogs per month but now the shipment has reduced to about 10,000 hogs per month.

"Sa ngayon kasi kinakatay na lang dito," he explained.

Meanwhile, Cathy Romero of MMPC pointed out in a forum that MMPC started its operation in Glamang in 2007. Its produce includes Warm/Chilled/Frozen Carcass for the domestic market and the frozen boxed pork intended for export and also for domestic market.

She said the mother company of MMPC is Sunpride and its main office is located in Cebu City.

Romero also pointed out that the reasons for expanding in General Santos City is because Mindanao is FMD-free and South Cotabato is one of the largest suppliers of hogs.

The other reason is that General Santos is an international seaport, she added.

Pangasius catfish production gains ground in C. Mindanao

PRODUCTION of a new catfish (hito) variety has gained ground in General Santos City in a bid to produce stable domestic supply of the product now being touted as the "next generation fish" in the country.

This new catfish variety is called Pangasius, also known as sutchi catfish or striped catfish.

The most common varieties being grown in the country are African and native catfishes.

In an interview, Rochelle A. Otoc, industry development officer for the local Department of Trade and Industry (DTI), said the country is importing 500 metric tons of Pangasius fillet from Vietnam used by restaurants and fast food chains.

"Based on consultations with fish pond owners in the region, they can easily provide the 30 hectares initially targeted for the commercial production of Pangasius catfish in the area," Otoc said.

Citing a study, she said the production cycle for Pangasius lasts for six month, with a piece weighing to as much as one to one-and-a-half kilogram.

Production cost for each fish amounts to P33.38, she added.

A hectare of fresh water pond could accommodate 100,000 fingerlings, which could net at least 85,000 kilos at 85% survival rate, Otoc said on conservative estimates.

After the six-month cycle, mature live fish fetches P50 per kilogram at farm gate price but could rise to P130 per kilogram when in the form of a fillet, Otoc said, noting that a kilo of fillet can be produced from three Pangasius pieces.

Thriving in Vietnam's Mekong River, adult Pangasius could grow up to 130 centimeters or four feet in length and weigh up to 44 kilograms or 97 pounds.

Dorecita T. Delima, DTI-Central Mindanao assistant regional director, said a Pangasius demonstration farm was recently inaugurated here where 3,000 fingerlings were dispersed.

"To saturate the local demand of the market, we are promoting here another potential inland fishing to increase investments in the region as well as to increase the volume of our export products and produce more employment through Pangasius production," Delima said.

She noted the organization of the Pangasius Industry Cluster to popularize the new catfish variety.

Delima expressed hopes that fishpond owners in the provinces of South Cotabato, North Cotabato, Sultan Kudarat and Sarangani will realize the potentials of Pangasius and would soon start production by converting some of their tilapia and African or native catfish ponds.

Otoc said that unlike the African or native catfish varieties, which thrive on fish trashes or chicken entrails being carnivorous fishes, Pangasius can be cultivated using feedstocks.

There has been a supply problem with fish trashes to feed the African and native catfishes that’s why DTI is trying to promote the cultivation of Pangasius, she explained.

Otoc said the cultivation of Pangasius offers not only marketing opportunity for producers in the country but also abroad since the fish is also in great demands in the United States, Europe and Russia.

Animal feed producer Vitarich Corp has developed a technology for Pangasius production that is being utilized in the cultivation of the fish in the region, she added.

GENERAL SANTOS CITY — Swine producers in Mindanao are working to form an industry organization to oversee their foray into foreign markets, beginning with Singapore.

Emilio V. Escobillo, Jr., president of the South Cotabato Swine Producers Association, said at least five swine farms in Mindanao have been accredited by the government to ship fresh frozen cut pork parts abroad.

"[Since we are trying to enter a new market], we are seriously looking at the establishment of an umbrella group to sustain the trading of pork meat outside the country," he said in an interview.

Cathy M. Romero, sales and marketing manager of Matutum Meat Packing Corp., said in a separate interview that the country’s pioneer pork export "has taken off ground recently."

Matutum Meat is the only pork processing firm in the country that has been accredited by the Agri-Food and Veterinary Authority of Singapore.

"But the pork shipment hasn’t arrived there yet," Ms. Romero said, declining to elaborate.

Matutum Meat, a sister firm of Cebu-based Sunpride Foods, Inc. which produces Holiday and Sunpride canned goods, has invested around P200 million to upgrade its slaughtering facility in neighboring Polomolok town in South Cotabato.

Raquel T. Cortez, Jr., Philippine Port Authority statistician at the Makar wharf here, said there is no record of pork shipment bound for Singapore although Matutum Meat has been shipping to Manila frozen cut pork parts.

Cleofe P. Virtodazo, an official of the National Animal Quarantine stationed at the Makar wharf here, said that samples of pork products processed by Matutum Meat were sent to Singapore for laboratory testing last month.

Mr. Escobillo cited the need to consolidate the efforts of accredited swine farms, citing the heavy cost of production and shipment, noting that a refrigerated container van, carrying 600 to 700 heads, would cost some P4 million to P5 million. — Romer S. Sarmiento

Governor Daisy Fuentes said that her three-year gubernatorial term may not be enough to employ all the strategies she had started to promote agribusiness in South Cotabato, but the thriving agribusiness sector and the influx of new investors would encourage elected leaders to continue what she had started. Fuentes shared South Cotabato's agribusiness experience during the local government units' conference in Makati City last Wednesday.

South Cotabato, described as the "bread basket of the south", is a landlocked province in the southern part of Mindanao that boasts of a typhoon-free area and fertile soil ideal for agribusiness ventures.

"Our province is home to the 20,000-hectare DOLE pineapple plantation. We also supply 90% of the country's asparagus, and we are the top exporter and producer of high quality bananas, corn, hogs and livestock," Fuentes said. Agriculture Undersecretary Bernie G. Fondevilla mentioned that bananas, corn, and pineapple were among the leading export agricultural products of the Philippines.

Agri-based industries like Dole Philippines and Marsman-Drysdale Agri Ventures continue their expansion in the province promising additional 6,000 jobs. Fuentes said more local and foreign investors see the agribusiness potentials of South Cotabato following the government's move to discourage businessmen from paying "revolutionary taxes" to rebels.

Moreover, Fuentes said the government intensified its training provided for workers involved in growing crops and handling export products.
"When we learn that there's a new technology in production or product processing applied in other provinces, we send our people there to be trained and we later adopt it in South Cotabato," Fuentes explained.

Fuentes also said that they provide financing assistance for small farmers involved in processing and trading, farmers' and fisherfolk's organizations and small and medium enterprises engaged in agriculture and fisheries.

South Cotabato government tied the province's agribusiness centers to encourage tourism. Fuentes said that Lake Sebu, a major producer of tilapia, and Polomolok town, where Dole plantation and cannery are situated, were identified as tourist destinations to introduce their products to the tourists.

Encouraged by South Cotabato's experience, LGU officials including Occidental Mindoro Governor Josephine Sato, Dipolog City Mayor Evelyn Uy, and Tarlac City Genaro Mendoza signed an agreement vowing to create a road map and an action agenda which would strengthen the agribusiness sectors in their localities.

GENERAL SANTOS CITY (MindaNews) – The former Carlos P. Garcia is not only getting a new name. It will also undergo a major facelift, according to a city hall source.

Renamed General Santos Park, the dimly lit and randomly forested space fronting the city hall has become a haven of trysting couple and lost its prominence as the city's eminent park.

City hall media liaison chief Avel Manansala said the massive facelift will begin this month after Dellosa Design Build Services won the bid to redesign the park to the tune of P22.5 million.

"The project will include the construction of a parking area inside the 4.8-hectare tree-filled plaza, cobbled walks, plant boxes, new lamp posts and landscaped promenades for the whole family," Manansala said.

The park's original name was Freedom Park but it was renamed to Carlos P. Garcia Park during the term of former mayor Rosalita Nuñez.

The thick growth of trees planted more than ten years ago has obstructed the view of the city hall building.

The park used to host parades, rallies and other variety shows but because it now lacks open spaces, its underneath could no longer grow grasses.

City hall said it will return the glory days of the park as eminent promenading area of residents here.

"We hope to see people again flocking to the park and enliven the city's main business district," Manansala said.

Aside from the General Santos Park, the city has two other open space parks.

Robinsons GenSan now accepting applications from prospective tenants

GENERAL SANTOS CITY — Gokongwei-owned Robinsons Place-General Santos is now accepting lease applications as the two-storey mall is taking shape with construction work going full blast for its expected opening in the first half of 2009.

At a reported cost of P2 billion, it will house the company’s flagship stores like the Robinsons Department Store, Robinsons Supermarket, Robinsons Appliance, Robinsons Movie World, Handyman Do It Best, boutiques, food court, restaurants, amusement center, bookstore and drugstore, an advertising streamer posted at the construction site said.

Development of the property started about five months ago through Robinsons Land Corp., a firm within JG Summit Holdings, Inc. of the Gokongwei family. "This is one of the biggest investments in the Tuna Capital of the Philippines in recent years. Its construction has just started," Avel O. Manansala, city hall media chief, confirmed on Tuesday.

Located in an 8.5-hectare property acquired by the Gokongweis many years ago along J. Catolico St. in Lagao district, the mall has finally been constructed after several years of delay apparently due to the security threats such as bomb attacks in this city.

"It will be remembered that years ago, before a series of bombings rocked the city, they were set on starting this project by applying for a building permit. Unfortunately, due to the barbaric incidents, they held off," Avel O. Manansala, city hall media liaison officer, recalled.

Mayor Pedro B. Acharon, Jr., said that Robinsons will enjoy tax incentives since mall operations has been listed as one of the "investment priority areas" under the city’s new investment code. The entry of Robinsons in the city will augur well for the local economy and this is also a manifestation of investors’ confidence in the local government and residents of the city, the mayor added.

Once in commercial operation, Robinsons will bring to three the large malls in this city, the other two being in operations for years are Gaisano Mall and KCC Mall. Robinsons, which is expected to employ 700 personnel once functional, is just a walking distance to the two existing malls. 1. A Nevada registered corporation to be named Sarangani Sports Development, LLC shall be the recipient of all Manny Pacquiao US commercial endorsements, sponsorship, investors, donations and endowments.
2. The Sarangani Sports Development, LLC shall provide the development funds for the proposed Sarangani Sports Village Project under the management and operations of the SEC registered Philippine development corporation, named Manny Pacquiao Enterprises Inc.
3. The Manny Pacquiao Enterprises, Inc. shall be the Owner and Operator of the Sarangani Sports Village and all other related businesses and livelihood generated from the said project and other similar undertakings for the promotion, development and sustainability of the project.
4. The Beautiful Heart Foundation, Inc, a SEC registered non-profit corporation and a California registered corporation and its various non-profit programs shall facilitate and sustain all health and medical related activities of the Sarangani Sports Village, the OFW Retirees Community, the OFW Medical Center, the Sports Medicine and Nutrition Center and the Out-Patient Emergency Treatment and US Medical Mission Volunteers Center ( named after the mother of Manny Pacquiao) where FREE emergency treatment is open to the public.
5. All Revenue Centers of the Sarangani Sports Village shall be operated by specialist and qualified contractual operators to insure its maintenance and sustainability and insure the ROI for all investors.
6. The Amateur Boxing Training Camp shall be operated in coordination with the Sarangani-General Santos Amateur Boxing Association, which shall screen and accredit qualified amateur boxers to train for international competition.
7. The 27-hole Tiger Woods PGA Golf Course shall be designed by Tiger Woods and shall be located within the Pacman Estates, a gated and custom home designed residential estates with a minimum lot area of 2500 square meters and a building footprint of 1000 square meters. An architectural review process shall be required to insure compliance to the Village Standards in terms of architecture style, bulk and mass, building materials, quality of work and acceptance of neighbors.
8. The other Project details are incorporated in similar completed and successful projects such as the OFW Retirees and Medical Center facilities.

A Pricing Package shall be prepared for each Project component for Value Engineering and Performance Evaluation based on International Standards of each sports program and project component.


Other concerns and integration of affiliated or parallel programs will be incorporated based on the recommendations of Specialist consultants and the approval of Manny Pacquiao Enterprises, Inc.

Intensity 3 quake hits GenSan

GENERAL SANTOS CITY, Oct 23 – An intensity three earthquake shook this city at 5:21pm today sending people scampering out of buildings and power lines swaying.

The local station of the Philippine Institute of Seismology and Volcanology (PhiVolcs) said the tremor was of tectonic origin or movement of underground plates.

Mylin Enriquez of PhiVolcs GenSan said the center of the quake was 83 kilometers southeast of the city which is offshore.

The tremor was felt at intensity two in Kidapawan City. It was also felt in other areas of Mindanao, but, reports have yet to come in, Enriquez said.

No one was reported hurt or injured in the quake that lasted for about 40 seconds. (PNA)

McDonalds and Microtel Inns and Suites to take over DAMOSA GenSan lot?

First, the bad news.

If you happen to pass by the old Davao Motors Sales (DAMOSA) building along the National Highway fronting St. Elizabeth Hospital, here in General Santos, you will immediately notice that its occupants, the Take All Convenience Store, Tinapay Republic and a Drugstore are not there anymore. In fact, the whole building is now totally deserted.

Now, for the good news!

According to Bariles’ reliable sources, in its place will be the American fastfood chain McDonalds. And that’s not all. Behind it where the old DAMOSA automobile service center used to be, will rise the international budget hotel chain Microtel Inn and Suites.

If this materializes, Microtel Inns and Suites-GenSan will be the second city in Mindanao to host it after Davao.

The franchise of the 51-room Microtel Davao and that of GenSan are owned by Damosa Land Inc. of the Floreindo Family.

Its other branches are located in Baguio, Boracay, Batangas, Cabanatuan, Cavite, Mactan, Tarlac and the soon-to-open branches in Palawan and SM Mall of Asia.

This impending entry of Microtel in the city’s landscape is one welcome news for General Santos City’s bid to become the CONVENTION CAPITAL of South Central Mindanao because for one thing, the Tuna Capital lacks hotel and lodging rooms. We have difficulty accepting conventions or summits with participants of more than 2,500, even with the formation of our HOMESTAY Program.

In another development, the old Anchor Hotel along Cagampang Extension is now being rented out by the RD Group to the Amigo Hotel of Davao City.

What do all these mean for our existing hotels then?

According to hotelier Rombar Bartolome, who is also building a larger extension to his East Asia Royale Hotel, “All hotels and hotel chains are welcome here because it would mean more and more chances for Gen. Santos to host large-scale gatherings.”

He continued, “All of us, stakeholders in the tourism sector will actually benefit from the entry of more players in the hospitality industry of GenSan. We are looking forward to it.”

Bariles says, it will definitely redound to the whole economy of the city in general.

As for McDonald’s Restaurant which will be competing head-on with Jollibee across the road, as long as it will also be a 24-hour outlet, it will definitely be a MUST-PATRONIZE establishment for Bariles Republic.

So what about the impending traffic chaos at the area?

Bariles says, let the City Engineer’s Office take care of that. For sure, they have that all figured out with the new traffic lights they are putting up in that are.

"It’s 80 to 90% sure that SM is putting up a branch here... and this is a welcome development. Their people had discussed the project with the local government," General Santos Mayor Pedro B. Acharon said.

Rival Robinsons Land has started building a P2-billion mall that is expected to open in June next year. The other two malls that have been operating here for years are the Gaisano Mall and KCC Mall.

The Sy-owned mall developer has yet to give the green light for the branch, although it has posted an Internet ad searching for a lease manager for SM City-General Santos. Efforts to reach officials of the lease department of SM Super-Malls in Manila were unsuccessful.

Mr. Acharon told BusinessWorld SM Supermalls and the landowner of a potential site, the Salazar family, are still in talks. Included in the discussion are the traffic problem in the narrow San Miguel St.

SM reportedly plans to just lease the eight-hectare property for 50 years from the landowner.

Mr. Acharon saw no problem in the viability of the business venture, but cited a concern voiced by micro- and small entrepreneurs. With the entry of big shopping malls, small businessmen fear they will get displaced, the mayor said.

"But I told them that this can be an opportunity for them... That they should think big or reevaluate their strategies to keep pace with the competition brought by these big stores," he added. Mr. Acharon noted that in the case of Davao and Iloilo, small entrepreneurs there managed to adjust six months after giant malls start operations.

Aside from expanding to the provinces, the SM group is also busy building malls abroad. It plans to open one or two more malls in China even as it continues to expand its mall network in the Philippines over the next five years. — Romer S. Sarmiento

Microtel eyes GSC expansion

GENERAL SANTOS CITY -- Budget hotel chain Microtel Inns & Suites is planning to build in this city a 50-room hotel to a tune of P90 million, a senior company official said on Wednesday.

Construction is targeted to start by the first quarter of 2009.

Grace T. Magnaye, Microtel Development Corp. business development manager, said the company and Floirendo-owned Damosa Land Inc. are in talks to open a branch in this city, which would be the second in Mindanao.

Damosa holds the Microtel Inns & Suites franchise in Davao City and in this locality.

"Yes, there's a plan to build a Microtel hotel in Gensan. Out top executives and [the] Damosa [management] are in the advance stage of negotiations," Magnaye said.

The proposed Microtel site is reportedly along the national highway fronting St. Elizabeth hospital.

The building at the proposed site has been cleared of its occupants such as a convenience store, a bakeshop and a drugstore.

This locality, which in the last few years has attracted national gatherings, has been experiencing difficulties in accommodating conventions with more than 2,500 participants even with the city's home stay program.

The possible entry of Microtel is also expected to boost the tourism industry of this city as existing hotel operators welcomed the development.

"We welcome new hotel operators since it would mean additional venues where tourists can be accommodated and for the city to further attract large summits," said Romeo Bartolome, general manager of East Asia Royale Hotel.

East Asia Royale, which has 100 rooms, is the undisputed hotel choice of foreigners coming in the city.

"It's good for the city. It is showing that we are booming," Bartolome said when sought for reaction on the plans of Microtel.

He noted that a new hotel player in the locality would be good for the industry because it will make the players more competitive.

"On our part, we have loyal followers already even among the corporate world," he noted, expressing a bullish attitude with the entry of giant shopping mall operators Robinsons of the Gokongwei family and SM of the Sy family.

Robinsons has already begun construction works and SM is expected to follow suit in the near term. The latter is still negotiating the site landowner.

Bartolome said that East Asia Hotel will expand its capacity by another 60 rooms at a tune of P100 million in line with the growing urbanization of the city.

Just like East Asia Hotel, the proposed Microtel site is just along the national highway and a short distance apart from each other.

Microtel has over 300 branches worldwide. In the Philippines, it operates in Baguio, Batangas, Boracay, Cabanatuan, Cavite, Mactan and Tarlac. It will soon open branches in Palawan and at SM Mall of Asia. (BSS)

Enchanted GenSan to cast her spell on the Tuna Capital this Christmas

Now that the nights are longer and the air is cooler and balmier in and around the Tuna Capital of the Philippines, it is almost time for one of the city’s most-awaited and well-loved festivals.

This is the month-long Pasko Sa Gensan, a brainchild of Mayor Jun Acharon which was envisioned to provide the generals with more reasons to celebrate the festive Christmas season, by way of events and activities designed for the “generals” of all ages.

Now on its sixth year of incarnation, Pasko Sa Gensan for 2008 goes a notch higher by transforming the central oval park and major throroughfares of the Tuna Capital into one magical dreamland, aptly named Enchanted Gensan.

First Lady Dra. Rose Acharon, chairperson of Pasko sa GenSan ‘08 celebration disclosed that they will be putting up 8 Castle Pavilions inside the Oval Plaza transforming it into an Enchanted Kingdom by night for the whole month of December.

These Castle Pavilions are the following:


Fairyland - with elements of fairies, fairytale stories, etc.
Magicland - with elements of magic shows, magic world
Santa’s Kingdom - with elements of Santa Claus, reindeers, sleigh, etc.

A number of public and private schools have committed to construct these themed castles at the Oval Plaza, the centerpiece for this Christmas Festival. Each castle-pavilion will compete for the Best Fairytale Kingdom Contest.

“We will transform the whole Tuna Capital into a fairy tale landscape,” he added.

With that, expect General Santos City to be the place to visit this December, by residents of nearby towns and provinces as they experience for themselves the spirit of Christmas in this magical city while being cast under a spell with all its promise of an adventure in fantasyland.

GENERAL SANTOS CITY — Budget hotel chain Microtel Inns & Suites is planning to expand here, as it takes advantage of the city’s attraction as a convention site, a senior company official said last week.

Grace T. Magnaye, Microtel Development Corp. business development manager, said the company and the Floirendo-owned Damosa Land, Inc. are in talks to open another facility in this city, which will be its second in Mindanao.

Damosa holds the Microtel Inns & Suites franchise in Davao City and General Santos City.

Microtel caters to both local and international business travelers and value-minded tourists.

Microtel claims to stand out from other budget hotel operators because of the system-wide design of its buildings and furnishings that stress function, comfort and convenience, while meeting international quality standards.

"Yes, there’s a plan to build a hotel in GenSan. Our top executives and the Damosa [management] are in the advance stage of negotiations," Ms. Magnaye said in a phone interview from Manila.

She said total hotel investments will amount to P90 million for 50 rooms. The construction will start in the first quarter of next year.

The proposed Microtel site will be along the national highway in front of St. Elizabeth Hospital.

The building at the proposed site has been cleared of its occupants, which include a convenience store, bakeshop and drugstore.

General Santos has attracted national conventions under its home stay program, but has had difficulty in accommodating gatherings with more than 2,500 participants.

The possible entry of Microtel is expected to boost the city’s tourism industry.

Existing hotel operators welcomed Microtel’s expansion plan. "We welcome new hotel operators since it would mean additional venues where tourists can be accommodated and for the city to further attract large summits," said Romeo Bartolome, general manager of East Asia Royale Hotel.

East Asia Royale, which has 100 rooms, is the undisputed hotel choice of foreigners coming to the city. "It’s good for the city. It is showing that we are booming," Mr. Bartolome said. He noted that a new hotel player in the locality would be good for the industry because it will make the players more competitive.

"We have loyal followers already from the corporate world," he said, bullish about the entry of giant shopping mall operators Robinsons and SM.

Robinsons has started building a mall, and SM is expected to follow suit in the near term. The latter is still negotiating with the owner of a prospective site.

Mr. Bartolome said East Asia Hotel would spend P100 million to expand its capacity by another 60 rooms, in line with the growing urbanization of the city. The proposed Microtel site is near East Asia Hotel.

Microtel is one of the fastest growing hotel franchise brands in the Philippines and in the US.

It has more than 300 inns worldwide. In the Philippines, it operates in Baguio City, Batangas, Boracay, Cabanatuan, Cavite, Mactan and Tarlac.

Davao City (22 November) -- The National Statistical Coordination Board (NSCB XI) has named Jose Abad Santos as the poorest municipalities in 2003 for Region XI based on Poverty Statistics that was made available on September 8, 2008.

NSCB regional head Estrella R. Turingan the town ranked first with poverty incidence at 84.6 followed by Don Marcelino wth 80.8, Sarangani placed third with 78.7, Talaingod, 78.6, Laak, 69.6, Malita, 64.6, Santa Maria, 63.6, Manay, 63.4, Tarragona, 62.3 and Caraga, 57.3.

Turingan said of the ten poorest municipalities, five were from Davao del Sur, three in Davao Oriental and two in Davao del Norte.

Former regional director of the National Economic and Development Authority (NEDA XI) turned economic professor Edmundo Prantilla said of the 20 poorest municipalities in the Philippines, 10 were found in Mindanao.

He said six of these were in Region IX, two in Region X and one each in Region XI and Caraga Region.

Opposite to the poorest municipalities were richest cities and towns with Kidapawan City topping the list of six with only 12.46 percent poverty incidence followed by General Santos City at 13.98 percent:applause::applause:, Koronadal City, 14.29 percent and Davao City, 14.5 percent. Tagum City had 15.42 percent and Cagayan de Oro City, 15.5 percent.

It may be noted that places near the center recorded much lower in poverty incidence but Turingan said that Davao City is the center for trade and commerce has higher poverty incidence than the city of Kidapawan.

Turingan explained that poverty incidence has something to do with inflation rate and figures in Davao City showed that base on per capita income of people they could not catch up with the price increases of basic commodities in the city.

"Poverty incidence is driven by prices of commodities," she said.

She cited that in Batanes for instance which recorded zero poverty incidence meaning the people had the capacity based on the prices of commodities in their area.

Turingan explained that poverty incidence refers to the proportion of population (or families) with per capita income less than the per capita poverty threshold to the total number of population or families.

She said poverty gap is the total income shortfall of families with income below the poverty threshold, divided by the number of families. (PIA) [top]

DAMOSA IT Park promises more jobs

The DAMOSA IT Park and Business Center was inaugurated on December 18, paving the way for the creation of more jobs for Davaoeños.

Anflocor Chief Operating Officer (COO) and senior vice president Ricardo Floirendo said the two-story business center will cater to IT related businesses to give employment opportunities, especially to call center agents.

One IT company from Manila, Concentrix (formerly Link2Support Inc.) which handles multiple companies,is already housing 1,000 call center agents

Floirendo said the IT park is PEZA (Philippine Economic Zone Authority) registered, “meaning all offices occupying in the building are tax-free.”

He said the construction of DAMOSA IT Park and other commercial developments in DAMOSA were among the visions of banana magnate Don Antonio Floirendo.

“This is the vision of my father to develop other amenities that will complement other existing businesses in the area,” Floirendo said.

Currently, there are two IT companies operating in DAMOSA. The new building will be fully occupied by 2009.

“We hope to attract major businesses here. Malapit kasi sa airport and seaport. We hope this will become a major economic hub of Davao City,” Floirendo said.

He also said the company will duplicate the commercial developments in General Santos City and Panabo City.

BUAYAN: BOOMTOWN OF THE SOUTH

November 1952 - Barely four years old, Buayan bears watching as easily the most promising municipality in Southern Cotabato. Covering a region almost as large as the province of Pampanga, Buayan is no more important for its size than for its strategic location around two-thirds of Sarangani Bay. Its rich potentialities as an important producer of livestock, rice, corn, potatoes, mongos, peanuts, cotton, copra and sugarcane can only be equaled by its bright prospects as a commercial hub for the southern half of the province of Cotabato.
Any appraisal, however, of the progress and prospects of Buayan is incomplete without first mentioning the men and the events which were highly instruments in giving the initial impetus that finally led to the growth of the municipality.
Many have dreamed of some day seeing the Land of Promise become the Land of Fulfillment. But it remain for the late President Manuel L. Quezon and the Secretary of Finance, Manuel Roxas to find the means and to men towards the realization, least to a certain extent, of the dream. Commonwealth Act No. 441 of June 3, 1939 creating to National Land Settlement Administration was the first step. For Chairman of the NLSA was the late Rafael Alunan, while the last General Paulino Santos, one of the few men at the time who enjoy the full confidence of President Quezon, was chosen to spearhead the great pioneering venture in Southern Cotabato.
Thus, February 27, 1939 is the late to remember: it was on this fateful day that General Santos and his staff and the first batch of immigrants from many parts of the country landed at Dadiangas, then a sleepy handful of native huts at the fringe of a vast cogon-grass region.
General Santos landed with the following pioneer officials and employees on whose shoulders rested the future success of the enterprise: Prof. Mariano B. Raymundo, Major G. M. Godall, Dr.Pablo, Apacible, Dr. Juan Crisologo, Engineer Catalino Cabe, Atty. Federico Dizon, Capt. Manuel Liwanag, Dr. Jose Feliciano, Irineo Santiago, Marcos Saab, Honorio Arriola, Carlos Hicban, Teodoro Pantua, Eulogio Lopez, O. T. Santos and Maximino Zaldivar. The honor of being in the first batch of settlers belong to: Gervasio Aparente, Scrapio Ardenia, Domingo Arenas, Eusebio Baladiang, DOnato Bernardo, Pacifico Bugarin, Eusebio Bulaong, Brigido Cabiguin, Guillermo Calub, Jose del Carmen, Arcadio Dumaoal, Francisco Espiritu, Esteban Padrigo, Eusebio Fernandez, Brigido Geronimo, Jose Castor, Jesus Lautengco, Jose Leano, Rodolfo Nabor, Fabian Natad, Feliciano Naval, Marcelo Orbase, Antonio Ramos, Dominador Salinda, Sotero Villareal, Proceso Alcala, Francisco Almario, Amado de Borja, Artemio Hicban, Flaviano Ladrera, Vicente Labrador, Zosimo Mercado, Antonio Mina, Artemio Mulingbayan, Julian Alcos, Wenceslao Desvaro.
The same emotion that must have brought tears to the eyes of the famous Pilgrim Fathers of American History must have doubtless moved the doughty General and his men, as, scanning the horizon aboard the S.S. Basilan, when they sighted the vast expanse of cogonals stretching as far as twin-breasted Mt. Matutum. Most of the men were seeing the Land of Promise for the first time in their lives; and to most of them, it must have at first seemed such an impossible, fearful task to penetrate and to open that vast hinter-land for settlement – as future homes for their many families.
But thanks no less to the pushing energy and vision of General Santos and the determined spirit of his “boys” than to the might of the twenty million pesos behind the great undertaking, a far-flung series of settlements were gradually laid out; from Dadiangas, to Klinan, Polomolok, Tupi, Marbel and as far inland as the Ala Valley about 100 kilometers to the northwest. Indeed, where before only a few somnolent Moro villages could be found in remote places in the valley, numerous thriving Christian villages are now in existence, peopled by more than 15,000 families. There is no gainsaying the fact that, for the ravages of World War II, Koronadal Valley as these aggregation of new barrios came to be known, would have been, not only the most populous melting – pot in this part of Mindanao but also a veritable paradise of rural peace and abundance – and as such as the strongest bulwark, no doubt, of the democratic way of life.
Among those localities than have emerged from the devastation of the last war with fresh vigor for progress was the these municipal district of Buayan, one of the southern most municipalities of the Philippine Archipelago next only to Glan. Due to its strategic location; its proximity of Davao City; and covering as it does an extensive area whose natural resources have hardly been tapped as yet, Buayan seems to play a tremend us part in the economic of the province.
Buayan was declared a regular municipality (4th class) on January 1, 1984 in connection with the induction into office of its first elected mayor, Mr. Irineo Santiago. Buayan’s revenue, from July 1948 to June 1949 (before Glan was proclaimed a separate municipality) was P48, 728.86 But inspite of the separation of Glan, Buayan became a third class municipality by virtue of Executive Order No. 186. Its revenue or the fiscal year 1950-51 is P53, 763.96. Its present realty assessments amount to P2, 744,410 representing only 2,124 parcels of and. Actual assessments had been completed only on about 50% of all occupied and claimed areas.
Buayan covers an area of approximately 1413.6 square kilometers. Mts. Maliboto, Matutum, Magolo, Latian, Tudul and Gulo are the natural landmarks for its boundaries. Its terrain is rolling, gently sloping upland, walled in by two mountain ranges. “It is possible”, to quote a government report, “that the presence of these mountains which rise for more than 2,000 feet to form the walls of Koronadal Valley, gives this area a climate differing from that usually associated with the tropics. Koronadal Valley, of which Buayan forms a natural outlet. Has an average monthly rainfall of 4.05 inches. Destructive typhoons are unknown in this valley.
Buayan comprises about 60 barrios and sitios, with a population of 37,519 (census of 1948-though continuous immigration since then may have added the population by 20,000 more) about two-thirds of whom are Christians – mostly Ilongos, Boholanos, Pampangos, Cebuanos and Ilocanos. Christians, Mohammedans and Pagans (Bilaans) live here peacefully with one another. Among Buayan’s important localities are Dadiangas, Lagao, Makar, Bula, Buayan(old), Klinan, Polomolok and Palkan.
What no doubt contributes considerably to Buayan’s economic growth is the presence of many cattle ranches and coconut plantations. The most important are the Matute, Olarte, Gutierrez and Islam Cattle Ranches which, together with smaller ones, have about 2,800 heads now to their credit, a number which represents only a small fraction of the pre-war cattle population. Coconut plantations cover 250 hectares. Moreover, the planting of abaca has attracted the attention of many Filipino planters especially those living in the vicinity of Mt. Matutum. It should be mentioned that the obstacles to the rapid economic growth of Buayan is the sad lack of good and enough roads thru its farming areas and the inadequacy of irrigation facilities for its semi-arid soil which comprise about 60% of the whole municipality.
Best proof of Buayan’s prospects is the fact that in the year 1949 the local merchants and businessmen had a total sales of P1,851,890. Moreover, building construction during the same period showed an increase of almost 54% over those of the two previous years combined. Further proof of its financial stability is the fact that is less than three years, Buayan was able to build its new municipal building at a cost of P19,700. the municipality also spent several thousands of pesos for the construction of public school buildings up to 1951.
Seat of the local government, and center of the Buayan Town-site Sub-division, as approved by the NUPC, Dadiangas is a second class port, a boom-town-in-the-making, where Chinese capitalists are entrenched with about 98% control of the wholesale trade. Several inter-island vessels call regularly at this port every week. A type C pre-fabricated Weather Bureau Station and one of the six radio stations in the province are found in Dadiangas. A PRISCO branch store was established here two years ago. The Court of First Instance also holds sessions here at least twice a year. There is also an electric light plant, three cinemas, a couple of drug stores and two active labor and stevedoring unions. A P50,000 branch of a Manila automotive supply company and a branch of the San Miguel Brewery, as well as a branch office of the Compana Maritima are also located here. Its post office can boast of a volume of transaction second only to that of the provincial capital, Cotabato. Lagao was the first settlement district opened by the NLSA. Before the war it excelled as a producer of peanuts and cotton; now it ha become a center of retail trade, second only to Dadiangas. Retail trade in this locality is in the hands of Filipinos. There is a P19,000 hospitals, two drug stores, and an ice plant in this district. There is here the Notre Dame High School of Lagao run by the oblate Fathers and the Marist Brothers. Also found in Lagao is a Bureau of Forestry branch office while the Bureau of Lands Survey Party is stationed at Buayan(old), about six kilometers southeast of Lagao. Here also is located the Central Office of the NLSA, now LASEDECO. A sub-office of the PNRC is also maintained here. The first Jaycee Chapter in the province was organized here some three years ago with active membership from the younger set of businessmen and professionals.
Klinan, an outlay area of six sitios, raises corn, rice, and sugar cane, Polomolok District is the rice granary of Buayan and because of its nearness to Mt. Matutum, it has the only sawmill worth mentioning. Most of the farmers here are from Bohol province. Best-known barrio of this district is Palkan, an ideal place for raising cabbages and potatoes due to its semi-temperate climate. Palkan may someday become a summer resort due to its high elevation, situated as it is at the foot of Mt. Matutum.
Makar is important as the sea-terminal of the unfinished Alunan Highway and also the Malalag-Makar Road. Bula is a fishing village and in the nearby sitio of Amao many hectares of milkfish fishponds are located. The sitio of Buayan(old) is important as the site of the PAL airstrip.
In the field of education, Buayan has an average of one public school per 3,000 inhabitants. With a yearly enrollment of 4, 185 pupils in fifteen schools, the district is considered one of the best administered in Cotabato. All public school buildings, except the WDC building at Lagao were built by the active PTAs with very little help from the municipal and provincial governments.
Last, but not least, mention must be made of the fact that the peace and order conditions in this municipality are among the best in the whole province.
After prospecting our visions to the beautiful picture of Buayan’s future progress, we can not help but look backwards too, to the days when Buayan was just a wilderness and a limitless expanse of cogon land, and to the men who in real pioneering spirit landed here to labor with their hands and waited patiently for the day when farms and cities may mushroom in their midst.
We want to particularly mention two Moro Datus, Sarif Jainol Abendin and his brother Muksin Akmad (both deceased) who being originally from Buayan (now Dulawan) gave tier new abode the name of their old place of birth, Buayan. They ruled the natives of Buayan at the time General Santos landed his first settlers and cooperated with him in the project of settlement and land distribution. S.J. Abedin was then the Municipal District Mayor of Buayan and as a public official he was known to have given his government his best service. It may be stated here in passing that Buayan, when Sarif Jainol Abedin and his brother Muksin Akmad first went there to settle, was not a Mos’em or Mohammedan region, but was principally a Bilaan territory. Also to the brave of hearts – two brothers, “Don Paco” and Atty. Joaquin Natividad – who established haciendas and cattle ranches lom before other Christians landed in Buayan and who now are still pioneers in Buayan’s commercial progress. Mention must also be made of Mr. & Mrs. Gregoria Limhap – rice planter and cattle owner. Dr. Victoriano Velasquez who pioneered as a government doctor, Mr.Mateo Abellera, former teacher of Koronadal, now abaca grower at Bentong and married to Davang Dacula, (Hadji Fatima) a daughter of Datu Ugipon of Labang Guillermo Constantino, pioneer settler and leader of barrio Malongon.
The first elected municipal officials (in 1947) were: Mayor – Pedro Acharon; Councilors – Joaquin Natividad, Jose Catolico, Donato Quinto, Arturo Pastor, Clemente Escalera, Artemio Ramos.

Buayan’s array of personalities is not complete without mention of the following prominent residents: Dr. Jorge Royeca, LASEDECO doctor and first; president of the Koronadal Jaycees; Lt. Jesus Barrabaster, founder of Marbel settlement district and former LASEDECO Superintendent, Marcial Pons, present Jaycee President; Conchita Roque, recipient of the Pro Ecelesia et Pontifice medal from the Pope; Coronacion Asueo, Red Cross Administrator; Capt. MANILA, Philippines – (UPDATE) An intensity 5 earthquake rocked General Santos City Thursday, according to the Philippine Institute of Volcanology and Seismology and the United States Geological Survey (USGS).

In a live interview on radio dzMM, Phivolcs director Renato Solidum said the earthquake struck at 11:20 a.m., 85 kilometers, south of General Santos.

The tremor was recorded 184 kilometers below the surface and had a magnitude of 6.1, Solidum said.

Solidum said they were not expecting “significant damage” as a result of the earthquake although there could be possible aftershocks.

He said other affected areas were Kidapawan, intensity 3; Cotabato City, intensity 3; and Davao City.

^^ The capital of South Cotabato is Koronadal City. General Santos City is a Highly Urbanized City, meaning it's not under South Cotabato's stewardship.However Gensan is located in South Cotabato. :)

FYI, General Santos City is by far the southernmost Highly Urbanized City in the country. It's also the financial center of Region 12.
