Although the French, Japanese and Canadian governments have not totally lifted the whole of Mindanao in the list of areas to avoid by its citizens, they have already excluded the tourism and financial hubs of the island, according to a report filed by Sunstar Daily.
This means that cities like General Santos, Cagayan de Oro and Davao are now excluded in their travel advisiories.

For instance, France in its latest advisory urges its nationals to avoid the “western half” of Mindanao, including Zamboanga Peninsula up to the Sulu Archipelago, then down to the provinces of Lanao, Misamis, Cotabato, Sultan Kudarat and Maguindano, even Sarangani, with the exception of General Santos City.
According to Sunstar, “The travel advisory has been primarily premised on the areas of activity of the armed terror group, Abu Sayyaf.”
The Foreign Affairs and International Trade Canada, for its part advises “against all travel the Autonomous Region of Muslim Mindanao (ARMM), which includes Basilan, Sulu, Tawi Tawi, Lanao del Sur, Maguindanao and Sharif Kabunsuan, as well as the Zamboanga Peninsula, Zamboanga del Sur, Saragani, Lanao del Norte, Davao del Sur (excluding urban areas of Davao City), South Cotabato, North Cotabato and Sultan Kudarat“.
These welcome developments would hopefully encourage more investments to come into these cities which in turn, could also help the rest of the countryside in the long run. We have to give credit to the improving peace and order climate in these urban centers and in their burgeoning trade and commerce.

Tomorrow, Friday, June 11, 2010, a ground-breaking ceremony for General Santos City’s P362 million SANITARY LANDFILL PROJECT will finally occur at its 63.3-hectare property in Barangay Sinawal!
The landfill project which is about 15 minutes from the city central was awarded to construction company R-II Builders and Philippine Ecology Systems Corporation Consortium. They have been contracted under a design-build-operate scheme which means that they will “design, build and operate a solid waste management and disposal facility”.
The project is funded by a soft loan from the World Bank’s (WB’s) support for strategic Local Development and Investment Project, which is coursed through the Land Bank of the Philippines (LBP).
General Santos City is only the 3rd city in Mindanao to have its own Sanitary Landfill, after Davao & Surigao cities...
City Mayor Pedro Acharon Jr. and now congressman-elect for the First District of South Cotabato, who wants the implementation of the project before the end of his final term on June 30, 2010 revealed that the whole thing includes a Materials Recovery Facility or MRF, Sanitary Landfill and Waste Disposal Management System, and other support facilities for the correct disposal of the city’s and neighboring towns’ solid wastes.
Project Coordinator Engineer Nael Cruspero, City Planning Department Head said that work starts with the concreting of the 4 1/2 kilometer road leading to the landfill at Purok Cabuay, in the rolling hills of Sinawal. Then the construction firm would assume the construction, operation and management up to May 2013.
Part of the task is to train assigned city government personnel on every aspect of project’s operation and maintenance.
The city also intends to secure the consortium’s assistance in preparing a closure plan for the old and current municipal solid waste disposal site in Barangay Tambler and lead to its progressive rehabilitation , Cruspero added.
As far as we are concerned, this GENSAN is only the 3rd city in Mindanao which will be having its own SANITARY LANDFILL, next to Davao and Surigao Cities. What makes this special is the fact that the Tuna Capital is the only one who will be running it together with the private sector is the DESIGN-BUILD-OPERATE scheme!
Bariles wonders how the critics of Congressman-elect Acharon would say now that this project will soon be available for the people of his beloved General Santos City under the able tutelage of his equally reliable and hard-working party-mate, Mayor-elect Darlene Custodio.
But one thing is sure, with Acharon’s assumption of his new post in congress, expect more infrastructure projects to come in our way leading us to say that, “THE BEST TIMES ARE SOON TO COME IN GENSAN!”

GENERAL SANTOS CITY -- Plans to set up a mariculture park in Central Mindanao have gained ground for the propagation and production of high-value fish stocks, a regional fisheries official here said.
Sani D. Macabalang, regional director of the Bureau of Fisheries and Aquatic Resources (BFAR), said the mariculture park will host fish cages to produce milkfish (bangus), rabbit fish (danggit), trevally (talakitok) and grouper (Lapu-Lapu), besides promoting seaweed and mussel farming.
Mr. Macabalang said the coastal town of Kalamansig in Sultan Kudarat province has been chosen as site of the project. The waters off Kalamansig town include portions of Celebes Sea and the Moro Gulf.
"With this mariculture park, we hope to accelerate the socioeconomic growth of the area," he said in an interview here on Tuesday last week.
Mr. Macabalang said the regional office of the bureau is funding initial development of the area, like the cement anchor that will cost at least P2.5 million. He said support infrastructure like a cold storage plant and road development will form part of the project. The office then hopes to attract investors.
Based on BFAR’s plan, the mariculture park will have three clusters -- a full developed area with pre-installed cages for the marginalized sector, semi-developed areas with mooring facilities for small investors, and bare areas for big investors.
A two-year contract, based on a rent-to-own scheme, will be introduced for marginalized fisherfolk by which BFAR will provide eight fish cages sized 10 x 10 meters per party.
On the other hand, small investors are allowed a maximum of two mooring spaces, with each mooring space designed for a maximum cage size of 20 m x 20 m.
This way, BFAR’s regional office hopes to increase fish stocks and introduce sustainable fisheries management among Sultan Kudarat communities.
Mr. Macabalang said his office hopes to open the Kalamansig mariculture park this year, which will be the 58th in the country.
In line with the efforts to set up a mariculture park, the regional BFAR office recently sent 10 technical workers on a nine-day exposure trip to six successful mariculture parks in the country, namely: Sta. Rita and Basey in Samar, Quinapondan and Guiauan in Eastern Samar, Balingoan in Misamis Oriental and Panabo in Davao del Norte. The trip was designed to enhance the knowledge and skills of the regional technical staff in mariculture park management, said Mr. Macabalang.
Asked why the mariculture park won’t be set up in Sarangani Bay, which is considered more ideal since access roads are already in place in the surrounding areas like Sarangani province and General Santos City, Mr. Macabalang said the area has already been declared a protected seascape. -- RSS

Nope! Kimball owners are from Gensan. KCC are homegrown Marbelenios (people of Koronadal). They have their first small RTW store at the back of Koronadal City Hall in the 80s and later expanded to what is known now as the KCC Mall of Marbel. KCC means Koronadal Commercial Center.

LAKE SEBU, South Cotabato, June 17 (PNA) – Tourist arrivals in this resurging lakeside resort town has continued to register record figures since last year, thanks to its emerging eco-tourism attractions.
Engr. Rodolfo Tuya, project manager of the Seven Falls Project Management Unit (SFPMU) here, said Thursday the area’s recorded visits by various domestic and foreign tourists is now nearing the 100,000 mark as the town’s highly-touted zip lines continue to draw a significant number of visitors on a daily basis.
He said the twin zip line, which connects three of the town’s famed seven waterfalls, has been attracting an average 8,304 visits per month since its opening in October last year.
Tuya said that in 2008, the area only recorded 14,087 visits but it leapt to 51,212 last year due to the noted increased tourist arrivals during the last quarter of the year.
From January to May this year, he said SFPMU already recorded 41,522 visits.
“Since the operation of the project, we posted a monthly average of 70.65 percent increase in tourist arrivals,” Tuya said.
He noted the significant increase in visits or tourist arrivals is mainly due to the completion of the two zip lines connecting waterfall 1 and 5 as well as waterfall 2 and 5, which features a thrilling drop of about 740 and 400 meters, respectively.
Tuya said the increased visits were also noted in the area’s canopy walk and picnic areas near the waterfalls.
“Our visitors really enjoy the thrill of airborne flight between the waterfalls in just less than two minutes,” he said.
Aside from trying out the zip lines, he said extreme sports enthusiasts also enjoyed trekking, camping, bird-watching, nature tripping around the seven waterfalls.
Lake Sebu town, which is famous for its three scenic natural lakes – Lahit (24 hectares), Seloton (48 hectares) and Sebu (354 hectares), is one of the top tourism destinations of Region 12 or Southwestern Mindanao and was earlier identified as one of the region’s priority areas for tourism development.
Aside from the three lakes, the town hosts at least seven waterfalls, several natural springs and preserved cultural communities of the town’s T’boli tribe.
Two years ago, the provincial government of South Cotabato launched a P100-million tourism development project funded by the local government that is mainly focused on the development of the road networks and the establishment of resort facilities for the town’s seven waterfalls.
Last year, the Asian Development Bank adopted Lake Sebu as one of its priority development areas for eco-tourism in the Brunei, Indonesia, Malaysia, Philippines-East Asean Growth Area (BIMP-EAGA).(PNA)

True. Kay kung mayaman lang Pilipinas sa una pa (i.e. everyone's got a car), residential lang ang Tupi, Polomolok, etc., while everyone works in Gensan. Suburbs lang dapat na sila and there'd only be one mayor for the whole of Socsargen. Pinoy man gud walay nabal-an kundi mag-divide nga mag divide sa lugar. I myself shop in Gensan coz Marbel malls annoy me (KCC's too small, Fit Mart's too hot, murag Gaisano kay gatipid sa aircon :lol:, Ace, what's that?)

If you are from Sarangani province, Moagi pa ka ug Gensan before Koronadal... Pero most municipalities and provinces sa Region 12 (e.g. SK, North Cotabato, South Cotabato and Cotabato City with some exceptions) Moagi jud ka ug Korondal before GENSAN...
So sakto jud na regional center ang KORONADAL! :)

The sad news: Nasa Alabel na ngaun yung STP at fully - operational na! Grabe MAHAY ni outgoing Councilor OCO sa iyang farewell speech kay isa man xa nagoppose ato! :ohno:

I beg to disagree with your opinion. Marbel being in the strategic location of Region 12 makes it perfect to host the regional center. The decision to make Marbel the regional center was already approved even before GMA.

Marbel naman can be reached via North Cotabato and Sultan Kudarat-if you can endure the horrible highways in Davao del Sur-North Cotabato areas and the North Cotabato-Maguindanao areas. You can reach Marbel via Tacurong City but if you take the public transportation, maayo jud na you take the Dvo-Digos-Gensan route kay maayo ang dalan. If you take the Gensan-Marbel route, you will notice that the national highway is already 4-lanes. Only 16 kilometers are left para makumpleto ang 57 kilometer stretch sa Gensan-Marbel highway. I think the provincial government of South Cotabato allocates for the concreting of more or less 5 kilometers of this highway every year. In 4 years time, I think the 57 km Gensan-Marbel highway is already a 4-lane highway, much longer than any other highways in Mindanao.

I'm proud na we have one of the best highways in the Philippines (Gensan-Marbel Highway). Pero maka question jud ka sa priority sa government if you always pass the SLEX, NLEX and the SCTEX here in Luzon. It seems jud that you are passing some expressways in other countries. I just came back from my trip to Nueva Ecija and Abra and you will pass through NLEX and SCTEX. Murag mao jud ni ang ginatawag na unfair development with regards to infrastructure. Kaya I told my colleague bakit dito lang sa Luzon yan that people in Mindanao are also paying their taxes. Government shall also consider putting this kind of infrastructure in Mindanao. Hahaha, my colleague complained the same thing kay daut/maut sad ilang highways sa Bicol.

GENERAL SANTOS CITY – The Provincial Engineer’s Office (PEO) of South Cotabato is fast-tracking the implementation of more than P200 million worth of infrastructure projects that are targeted to be completed by the end of this year.
The PEO said the projects were implemented under the continuing community infrastructure development program of the provincial government of South Cotabato here which is awarded by the local government to various contractors last year until early this year.
“These are projects that were identified as among the priority development investments of the provincial government since last year,” Generosa Capundan, assistant provincial engineer of South Cotabato, explained.
The ongoing projects include road repairs and rehabilitation, construction of bridges and farm-to-market roads, Capundan said.
Capundan said the municipality of Banga got the biggest share of the ongoing projects with at least 20 projects ongoing and worth P37.8 million, followed by T’boli with 12 projects worth P33.7 million, Koronadal City with 21 projects worth P29.4 million, Lake Sebu with 11 worth P20.5 million, Norala with seven worth P19.2 million, Sto. Niño with nine worth P12.3 million, Tantangan with eight worth P9.2 million, Tamapakan also with eight worth P12.2 million, Polomolok with eight worth P7.8 million, and Tupi with five projects worth P3.5 million.
A list from the PEO’s Construction and Maintenance Division also showed that other small infrastructure projects were implemented by the PEO worth P4.3 million.
“The construction of these projects is currently in full swing and we expect them to be completed by December,” Capundan added.

Pero maka question jud ka sa priority sa government if you always pass the SLEX, NLEX and the SCTEX here in Luzon. It seems jud that you are passing some expressways in other countries. I just came back from my trip to Nueva Ecija and Abra and you will pass through NLEX and SCTEX. Murag mao jud ni ang ginatawag na unfair development with regards to infrastructure. Kaya I told my colleague bakit dito lang sa Luzon yan that people in Mindanao are also paying their taxes. Government shall also consider putting this kind of infrastructure in Mindanao. Hahaha, my colleague complained the same thing kay daut/maut sad ilang highways sa Bicol.

We can not really meet everyone's expectation. Pasalamat nalang ta na natransfer ang regional offices sa Marbel kesa mag travel ta sa Cotabato City. Unsa pa kaha ang complaints:nuts:. When SouthCot, Gensan and Sarangani were taken out of Region 11, this is part of the bargain yata-to make Marbel as the center. There was a time na the regional offices were still in Cotabato, politicos and the people of Socsargen really protested. That's why there was this mandate from the Regional Development Council led by Migs Domiguez last year to transfer all the regional offices by June 2009 or they will face sanctions. Kaya napilitan ang regional offices to transfer.
Do you think we are that happy to embrace the transfer? Yes and no ang answer. It will be good for Marbel kay there are positive effect to this-more money pouring-in and circulating in Marbel, more infrastructure, but there are also more people now in Marbel that you don't know who they are. I find it interesting to travel between Marbel and Gensan. The fact that we have one of the best highways in Mindanao plus the scenery along the route makes travel between the 2 cities interesting. 45 minutes travel in one of the best roads and beautiful scenery is way better than 5 minutes stucked in traffic in Gensan, especially imong makita ang mga pasaway na tryke drivers ug mga single motorcycles na bisag asa nalang mag lusot lusot!!!! Argh!!!:lol::lol::lol::lol::lol::lol:

What I know as of now--Department of Foreign Affairs, SSS and the Philippine National Police are based in Gensan, DOTC is in Polomolok near Pioneer Hybrid, the rest sa Marbel na. There are still offices na wala pa naka transfer sa Marbel from Cotabato (DOH, Dept of Tourism I think). GSIS is starting to build their regional office sa Marbel (didto sa regional administrative center, few km from downtown Marbel). GSIS is still in Gensan pero once mahuman ang regional office nila, by 2011 naa na sa Marbel and GSIS. The building is worth Php40M. BIR office buildings (2 ilang building) along the higway sa Marbel is nice-yellow and blue ang color. DOST naman is constructing a building in Paraiso, sa taas sa bukid going to Surallah/Lake Sebu with a budget of Php50M. I don't know if the building will be DOST's office pero based on the billboard, the building will become the Philippine National Halal Laboratory. This is the only halal laboratory in the country, although there are more or less 10 halal certification bodies all over the Philippines. With regards to scientific evaluation of foods vying for halal certification, this lab in Marbel will do the testing and analysis.:banana::banana::banana:

The Government Service Insurance System (GSIS) will finally have a regional office in Koronadal City, the capital of South Cotabato, to provide service to its members and pensioners in Region XII.
This after the Koronadal City Government Office (CGO) donated a 3,140-square meter lot located in the Prime Regional Center of Region XII to the GSIS for the pension fund to construct its regional office.
The property is strategically located in front of the main highway traversing the General Santos- Koronadal route.
“I am proud to say that the GSIS is now in Koronadal,” said Koronadal City Mayor Fernando Q. Miguel during the Memorandum of Agreement and Deed of Donation signing ceremony held at the GSIS Head Office in Manila. “With the coming of the GSIS in our city, we expect the influx of people which will eventually add to the economic activities of Koronadal.”
He added that Koronadal City has been designated as the Regional Center and Seat of SOCCKSARGEN based on Executive Order Number 304. Through this EO, government operations and services in the area will be improved.
For his part, GSIS President and General Manager Winston F. Garcia thanked Koronadal City for the lot donation.
“We thank you for your generosity, not only in welcoming us in the city, but more importantly in giving us a free lot. We hope that through this building, we can better serve our constituents in your area,” Garcia said.
The GSIS chief added that the donation is very timely since the GSIS has been looking for a lot for its regional office currently based in General Santos City. Of the 14 regional offices of the GSIS, only its office in GenSan is leasing office space.
“The building of the GSIS office in Koronadal City is an agreement that is bound to happen. When I first reported as the PGM in 2001, we were already looking for a lot in General Santos City but we encountered problems in the transactions so we did not push through,” Garcia recalled.
Last year, the project was revived. The GSIS management committee was appraising real state properties in the area when the letter of intent to donate a parcel of land from the Koronadal CGO came.
The GSIS will transfer its regional office from General Santos to Koronadal City once the building is finished, tentatively set in May 2010.

In 2004, Executive Order No. 304 was issued designating the City of Koronadal as the
Regional Center and Seat of Government of the reorganized Region XII pursuant to
Executive Order No. 36 issued by the President on September 19, 2001. It mandated
all departments, bureaus, and offices of the National Government in the Region to
transfer their regional seat of operations in Koronadal. This reinforced Executive Order
No. 429 issued by former President Corazon Aquino in 1990 designating the then
Municipality of Koronadal as the Regional Center.
In 1999, the regional operations of the Department of Environment and Natural
Resources fully transferred to Koronadal – the first agency to do so.
As a new government center envisioned to realize one of the ten-point agenda of the
President, that is, to decongest Metro Manila with economic activities growing and
spreading to new cores of government, business and community in Luzon, Visayas and
Mindanao, the City sets its position and development blueprint to address the
immediate and medium-term demands and needs brought about by this new role.
In August 2006, the City purchased a 8.9 hectare lot in Barangay Carpenter Hill to be
developed as the Regional Center Site and to house some 45 regional offices. In
October 2009, the Department of Education inaugurated the first Regional Office to
operate in the Prime Regional Center Site.
In 2008, the City formulated the Development Framework of the City of Koronadal as
the Regional Government Center of Region XII (2008-2013); and worked closely with
the Office of the President through the Office of the Presidential Adviser for New
Government Centers, the National Government agencies and their regional branches
and offices, the Provincial Government and the private and non-government
organizations, the civil society groups to aggressively pursue the immediate transfer of
the regional offices to Koronadal.
To date, 36 regional offices have fully transferred in the City; 34 are yet to fully transfer
with 16 of these operating a satellite office here; 21 of the 45 offices to be
accommodated in the PRCS have submitted intent to avail of the build-lease-transfer
scheme for construction; DepEd has started regional operations at the PRCS; 3 more
(the CHED, the BFAR, and the BJMP) have started construction.
Two (2) agencies – the GSIS and the OMA are currently processing their documents for
the construction of their respective regional offices at the PRCS.

Koronadal City (11 June) — Determined efforts of the Department of Science and Technology Region 12 (DOST 12) to put halal science and technology (S&T) of the country on the forefront has finally achieved due prestige, a very rare recognition in the exclusive world of halal industry.
DOST 12 Regional Director Bai Hadja Sittie Shayma Zenaida P.Hadji Raof-Laidan was invited as the only Filipino honorary speaker to the World of Halal Science, Industry, and Business Conference in conjunction with the Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) Phuket Halal Expo and Thai Muslims Cultural Fair on June 19 ? 20 in Sapanhin, Phuket, Thailand.
Remarkably, Philippines is the sole non-Muslim country that will be represented in this international gathering of world leaders, businessmen, scientists, and other stakeholders in halal industry — fundamentally exclusive to Muslim countries.
“I will be talking to world leaders in science, private sector representatives, industry leaders and other stakeholders in the global halal market about our country’s experience in halal science and technology for halal accreditation and certification,” Dr. Laidan said.
She is scheduled to address hundreds of participants at 9:00 o’clock in the morning, June 20, after a speaker from Halal Science Center of Chulalongkorn University of Thailand and the director of LPPOM-Majlis Ulama Indonesia (Institute for Foods, Drugs and Cosmetics).
They will comprise the first set of report presenters for the two-day conference.
Dr. Laidan was also invited to attend the meeting of the technical working group (TWG) of the IMT-GT on June 18 although the Philippines is not a member this regional partnership.
“The IMT-GT TWG has recognized the Philippines’s strong efforts and directions. They appreciate our halal industry interventions, particularly in accreditation and analysis,” she explained.
Beginning of recognition
The Philippines’ halal initiatives, being spearheaded by DOST 12, came to the consciousness of the world halal industry in 2006 when Dr. Laidan attended the World Halal Forum in Kuala Lumpur, Malaysia where she introduced the agency’s strategies to develop the halal industry through the application of science and technology.
“Although we are not a Muslim country, Philippines has established a national halal forensic laboratory to advance the integrity of our products and promote the credibility of local certifiers.
“The establishment of the halal laboratory and our other efforts to promote the halal industry despite the fact that we are not a Muslim country has caught the attention of the global halal industry,” she said.
Last year, Dr. Laidan, along with a Philippine delegation, was invited to the Brunei International Conference on Halal where she received commendation for making halal a primary undertaking of the agency.
Halal defined
Halal is an Arabic term which literally means lawful or legal. Often, the term is used to designate food that can be consumed after a proper method of preparation as well as those food that do not contain pork meat and byproducts and blood.
“Halal encompasses so many industries and is not limited to food,” she pointed out. “So many products should be halal.”
“For example, cosmetics such as lipsticks for Muslim communities should be halal. There are manufacturers that use gelatins made from by-products of pork.
“We are also concerned with other components such as lead and other intoxicants, which are detrimental to health.
“If an animal is slaughtered, we have to test that the animal has not been treated with antibiotics because this means that the animal was sick, and that is haraam (forbidden),” she added.
The Philippine Halal Initiative
Notwithstanding the fact that Philippines is largely Christian-populated, the country’s master plan for the halal industry puts this sector at the vanguard of government research and development (R & D).
“We are promoting the local industry to be able to tap the global halal market. Therefore, we need to uplift the integrity of our product and boost the credibility of the local certifiers,” she said.
Central to this plan to get a slice in the large market dominated by the Muslim countries is the establishment of a comprehensive accreditation and certification system that will guarantee that the products (and processes) conform to the international halal standards.
“Industries in the Philippines that produce halal products are certified by certifiers that lack the capability to scientifically validate the authenticity of the products based on halal standards and do not have the necessary equipment for product testing.
“Also these certifiers do not have proper accreditation. So the products that are exported to Muslim countries are returned to the Philippines; others were simply thrown as garbage to the loss of the manufacturers.
“To address this problem, we at DOST established a halal forensic laboratory where products are tested for contaminants. This will assure buyers in the world market that the products are purely halal,” she explained.
At present, DOST-12 has a mini-laboratory with the necessary equipment for a comprehensive product analysis and testing. This is located at the regional center in Cotabato City. However, another, much bigger laboratory is being constructed in the prime government center in Koronadal City.
The new facility, to be named the Philippine National Halal Laboratory, will provide facilities for a broader and more comprehensive R & D on halal.
In addition to the halal forensic laboratory, the four-storey building will also house a technology incubation center where halal technologies are developed, generated, verified, and disseminated.
It will also feature a training facility where manufacturers, entrepreneurs, and interested individuals are provided with knowledge and skills on halal products and processes.
Benefits for Private Sector
Dr. Laidan, emphasized that the efforts of the agency are not intended to compete with the private sector.
She explained, “We are here to help the private sector, especially the product certifiers. Since they do not have the necessary equipment, they will endorse the products to the DOST laboratory for testing. Once specific products are tested to be authentic halal, we send back the product to the certifier for certification.
“DOST will not certify the product because it is the responsibility of the private certifier. Our duty is to accredit them (certifiers) in technical aspect, specifically in matters involving laboratory processes. The National Commission on Muslim Filipinos (NCMF), formerly Office of Muslim Affairs (OMA), will accredit them in terms the religious aspects.”
Both accreditations are necessary for the products to be accepted in the global halal market.
Moreover, DOST 12 is also promoting halal practices among small and medium enterprises (SMEs) to help them penetrate the global halal market.
Along this line, DOST 12 provides the necessary equipment, training, consultancy services, packaging and labeling assistance, and other services needed for a better competitiveness.
“For the halal SMEs, we look at a more comprehensive perspective. We look at the value chain and we help them connect with multiple sectors. We see to it that the interventions we provide will have wider spillover effect in the entire value chain,” she stressed.
She sees the recognition of these initiatives as a major step toward acceptance of the Philippines in the global market of halal products.

Fahdingding June 21st, 2010, 01:30 AM What I know as of now--Department of Foreign Affairs, SSS and the Philippine National Police are based in Gensan, DOTC is in Polomolok near Pioneer Hybrid, the rest sa Marbel na. There are still offices na wala pa naka transfer sa Marbel from Cotabato (DOH, Dept of Tourism I think). GSIS is starting to build their regional office sa Marbel (didto sa regional administrative center, few km from downtown Marbel). GSIS is still in Gensan pero once mahuman ang regional office nila, by 2011 naa na sa Marbel and GSIS. The building is worth Php40M. BIR office buildings (2 ilang building) along the higway sa Marbel is nice-yellow and blue ang color. DOST naman is constructing a building in Paraiso, sa taas sa bukid going to Surallah/Lake Sebu with a budget of Php50M. I don't know if the building will be DOST's office pero based on the billboard, the building will become the Philippine National Halal Laboratory. This is the only halal laboratory in the country, although there are more or less 10 halal certification bodies all over the Philippines. With regards to scientific evaluation of foods vying for halal certification, this lab in Marbel will do the testing and analysis.:banana::banana::banana:

From Surallah, take the jeepney going to Lake Sebu or ask where are the terminals of single motorcycles plying Surallah to Lake Sebu. Naa for rent na single motorcycles sa Surallah-and you can rent it for a day. Takes less than 1 hour going to Lake Sebu and to Seven Falls.:banana::banana::banana:

KORONADAL CITY, June 20 (PNA) – The University of the Philippines (UP) formally opened its second Mindanao campus in this emerging regional center as it moved ahead with its plans to establish a premiere state-run medical school in the island within the next decade.
UP President Emerlinda Roman personally led the opening of the UP Manila School of Health Sciences-South Cotabato extension campus here, which was envisioned to become the next lead research and academic hub in Mindanao in the field of medicine and health sciences.
“We’re laying the ground work for an advanced institution that will carry the university’s zeal for excellence in the medical sciences field in this part of the country,” she said.
The new UP extension campus here is the third health sciences unit established by UP Manila, which banners the university system's health sciences program.
UP Manila's School of Health Sciences has a main campus in Palo, Leyte and an extension campus in Baler, Aurora.
In a formal opening and launching ceremony held at the South Cotabato Gymnasium and Cultural Center here, South Cotabato officials led by Gov. Daisy Avance-Fuentes turned over the title of its donated four-hectare land in Barangay Carpenter here that will host the new UP extension campus.
UP officials also signed an agreement with local officials of South Cotabato for the funding of the pioneering 36 scholars of the extension campus and the construction of its initial buildings and other amenities.
UP and South Cotabato officials later unveiled a scale model of the new UP extension campus and later proceeded to the site for the ceremonial lowering of the time capsule for the project.
Zenaida Varona, College Secretary of the UP Manila School of Health Sciences, said the provincial government of South Cotabato initially released P6 million for the construction of the extension campus' administration building and a two-storey six-classroom building.
She said the completion of the school's other amenities, which will cover three development phases, will be funded by the university's annual appropriation.
Citing the extension campus' development plan, Varona said first phase includes the construction of the administration building, six classrooms, the UP Oblation and partial landscaping of the site.
The second phase will cover the construction of a library, nursing clinical laboratory, university student council office, cafeteria, additional four classrooms and the site's landscaping.
The third phase covers the construction of a gymnasium, male and female students' dormitories, quarters for visiting faculty and the completion of the site's fencing and landscaping.
Varona said the extension unit is presently holding classes temporarily at the provincial government's demonstration farm in Banga town but they expect them to transfer to the new site by January next year.
She said the extension campus, which opened its formal classes last June 7, has initial 36 scholars and three faculty members.
Of the 36 scholars, who were all residents of South Cotabato, four are from the B'laan tribe, two from T'boli tribe and three from Maguindanao.
Varona said the first batch of scholars is presently under the unit's Certificate in Community Health Work or Midwifery program, which is the first level of its adopted ladderized curriculum.
Graduates of the midwifery program would be required to service leave before returning for the next program levels – which cover the Bachelor of Science (BS) in Nursing, BS in Community Health and Doctor of Medicine.
Aside from the three initial faculty members assigned at the new extension campus, UP officials are currently working on the opening of four more plantilla positions for additional faculty members.
Roman said the establishment of the UP extension campus here was initially endorsed by the university's Board of Regents (BOR) in 2007 when it approved the opening of the Aurora extension campus.
She said the university pushed for the establishment of the extension campuses for its health sciences programs to help address the continuing lack of qualified health care professionals in various rural areas in the country.
Roman said UP Manila officials initially considered putting up the Mindanao extension campus in Davao City, which is home to the UP system's constituent university in Mindanao.
But she said the local government of South Cotabato and the Mindanao Economic and Development Council endorsed for the establishment of the unit instead in this city and was later approved by UP Manila officials.
Roman said the extension campus here was initially planned to open in 2009 but the move was temporarily deferred by UP Manila officials due to concerns then regarding the security of the faculty members that would be assigned in the area.
Gov. Fuentes and Senate President Juan Ponce Enrile then lobbied hard with UP officials to reconsider such decision and later convinced them to push through with the plan.

The fact that we have one of the best highways in Mindanao plus the scenery along the route makes travel between the 2 cities interesting. 45 minutes travel in one of the best roads and beautiful scenery is way better than 5 minutes stucked in traffic in Gensan, especially imong makita ang mga pasaway na tryke drivers ug mga single motorcycles na bisag asa nalang mag lusot lusot!!!! It will never be called highways if you dont see trucks and buses and etc.....as i've said before, the provincial government has plans to concretize the outer lanes of the tupi-polomolok every year. and what remains is more or less 16 kilometers nalang. once complete (maybe in the next 4-5 years), the 57 kilometer stretch of gensan -marbel is a 4 lane drive. asa ka kakita ug highway sa mindanao na almost 4 lanes na aside from panabo-tagum road. pasalamat jud ta kay priority sa atong local government ang dalan nato....

Nobody argues you about Polomolok. Marbel will never be called a city if its income is lesser than Polomolok though. Come to think of it-its a simple analysis. KORONADAL CITY (MindaNews/22 June) – Pressure has continued to build up on outgoing South Cotabato Gov. Daisy Avance-Fuentes as she bides for time before deciding on the fate of the Provincial Environment Code passed last week by the Sangguniang Panlalawigan which bans open-pit mining.
Earlier reports quoted Fuentes as having said she was keen on signing the controversial code, citing the adverse impact of open-pit mining on water sources.
Her pronouncement sent an estimated 3,000 opponents of the code, who are supporters of the huge copper and gold venture of foreign-backed Sagittarius Mines Inc. in Tampakan town, to the capitol and the governor’s house last week where they held pickets.
This morning it was the turn of some 10,000 people organized by the Diocese of Marbel to march in the city streets and mass outside the provincial capitol here to intensify calls for the governor to sign the code.
The three-hour march which lasted from 9 a.m. to 12 noon also called on SMI to abandon the mining project.
Fr. Romeo Q. Catedral, the diocesan social action director, said the mass mobilization was organized to thank the Sangguniang Panlalawigan or provincial board for passing the environment code that took five years to complete.
“We also want to thank the governor (in advance) who in the past weeks gave commitments that she will sign the environment code following the unanimous decision of the SP (Sangguniang Panlalawigan), Catedral said.
Last June 9, the provincial board approved during the third and final reading the environment code, with nine in favor, one opposed and two abstaining.
Early last week, Fuentes, who is on her last term but won as second district representative in the May 10 polls, said: “The decision for that issue was overwhelming. It’s difficult to veto it and I have no reason to veto the same.”
“The SP (Sangguniang Panlalawigan) reflects the voices of the people, and they voted landslide to approve the environment code. I will sign that before I leave office (on June 30),” she also said.
She did not respond to a request for a phone interview Tuesday after the large crowd disbanded outside the provincial capitol in an activity marked by songs and enactments that aimed to raise awareness for the environment.Photo by Toto Lozano / AKP Images
Last Wednesday, executives of Xstrata Copper, which has the controlling equity in SMI, arrived in town to meet Fuentes apparently in a bid to dissuade her from signing the environment code into an ordinance or a local law.
Once it becomes an ordinance, the environment code is expected to stand in the way of the commercial development of the Tampakan project in which Sagittarius will have an investment of at least $5.2 billion, according to anti-mining advocates.
In reaction to the mass action Tuesday, John B. Arnaldo, Sagittarius corporate communications manager, said they are closely monitoring the development, adding they respect the views of those opposing their venture.
He said that during last Wednesday’s meeting, Peter Forrestal, Sagittarius president and Xstrata Copper executive general manager in the Asia-Pacific, assured Fuentes the project “would be safe to the environment.”
Sagittarius executives gave the governor studies to refute her fears that the low-land areas would dry up, Arnaldo said.
Fuentes last week gave Sagittarius until Wednesday (June 23) to submit its technical study for comparison to a study done by a British group entitled titled “Philippines: Mining or Food?” published in 2008.
The British study shows a map where Sagittarius operates, covering a thickly forested area traversed by rivers. Sources said the study used mapping data coming from government agencies.
Excavating the mineral resources using open-pit method would effectively kill the watershed source that would eventually dry-up rivers in the lowlands, said Fuentes earlier.
Arnaldo has noted that a local law can not supersede a national law, referring to Republic Act No. 7942, or the Philippine Mining Act of 1995, which did not ban open-pit or any other mining method.
But Catedral said that local government units have the right to chart ways to protect its environment under the Local Government Code of 1991.
The priest thanked the thousands of people that turned up in the peaceful mass mobilization that caused traffic jams in many streets of the city, the seat of Region 12.
Catholic high school and college students, parishioners, non-government organizations and militant groups from South Cotabato, Sultan Kudarat, Sarangani and Davao del Sur joined the solidarity march.
Marbel Bishop Dinualdo D. Gutierrez showed up on a makeshift stage at the start of the activity and stayed there under an umbrella shortly after the crowd disbanded.
His speech, however, was brief, thanking the crowd for attending, the Sangguniang Panlalawigan for approving the environment code, and urging Fuentes to sign the code.
“This environment code is important not just for the present generation but also for the future of our children,” the bishop said.
“We will always pray for you,” he said, referring to the SP members and the outgoing governor.
Fuentes did not hold a dialogue with the bishop and the leaders of today’s mass action, unlike last week when she accommodated the tribal leaders inside her house while their companions were rallying outside.
On Monday, the governor and the board members held a meeting where she reportedly reassured them that she would sign the environment code, said Catedral.
Vice Gov. Eliordo U. Ogena, the Sangguniang Panlalawigan presiding officer, confirmed Tuesday that the environment code has been submitted last week to the governor’s office for here signature.
Ogena, a lawyer, also confirmed the meeting took place but denied that Fuentes already made up her mind to sign the environment code.
“She’s feeling intense pressure. The governor wants to make a careful and comprehensive study of the environment code before making a decision,” the vice governor told MindaNews. (MindaNews)

KIDAPAWAN CITY (MindaNews/17 June) – The ACT for Peace Program of the United Nations and the Philippine Government has provided P14.3 million in assistance to conflict-affected villages in at least four towns in Southwestern Mindanao.
The assistance has complemented the efforts of the Philippine government and the non-government organizations (NGOs) for early recovery of eight villages affected by armed skirmishes in the towns of Aleosan, Tulunan, and Midsayap in North Cotabato and in Maasim in Sarangani province in Region 12.
Secretary Jesus Dureza, national director of the ACT for Peace Program, said that a total of 764 families from barangays Tapudoc and Dungguan in Aleosan; Damatulan and Lumopog in Midsayap; Maybula, New Bunawan and Kanibong in Tulunan, all in North Cotabato; and Lumasal in Maasim, Sarangani were affected by the armed fighting after the botched signing of the Memorandum of Agreement on Ancestral Domain (MoA-AD) in August 2008.
The document consisted of statements agreed upon by consensus between the peace panels of the government and the Moro Islamic Liberation Front (MILF) that dealt with concepts and principles, territory, resources, governance of the ancestral domain of the Bangsamoro.
Reports from the National Disaster Coordinating Council (NDCC) showed that the August 2008 war affected 396 barangays in Region 12, 58 of which were in North Cotabato and 12 in Sarangani. This is not counting those affected in Lanao del Norte, particularly those in the town of Kolambugan and Kauswagan.
“The assistance will help foster good relationship among residents, Christians and Muslims, and help provide new perspectives on issues affecting us,” Tulunan Mayor Lani Candolada said during the turnover of checks to implementing partners held last week.
“The success of this effort is not much on what we received but on its impact on the attitude of people,” she added.
Candolada said that 80 percent of the conflicts in her town, mostly land disputes, were addressed through constant dialogue between the residents, local government officials of nearby towns in Maguindanao and Sultan Kudarat provinces, government agencies and the military.
Dureza said the package of assistance includes construction or repair of 100 shelter units, construction or renovation of barangay health stations, reconnection of electricity for 100 houses (through solar system), livelihood assistance, training on basic carpentry with provision of tools, conduct of culture of peace sessions and psychosocial activities, and support to communal food security initiatives like bio-intensive gardening.
The kind of assistance extended to the affected villages were based on the results of the needs assessment study conducted in every community, which has also become the basis of its early recovery and rehabilitation plan.
At least 25 core shelters will be constructed in Barangay Maybula where 39 houses were reportedly burned in August 2008 while repair of 75 houses will be done in seven other barangays.
Dureza has called on both the public and private sectors to help provide an “enabling environment” for the internally-displaced persons to return to their communities.
“The bakwits cannot do it alone. It is the obligation of the government with the support of the private sector to come around and help them,” he said.
The initiatives in these eight barangays will be implemented through a tripartite partnership with respective provincial governments, partner-NGOs and the ACT for Peace.
The Early Recovery Program involves multi-dimensional process guided by peace building and development principles in providing humanitarian and rehabilitation assistance for internally-displaced persons and their communities.
It aims to support government, donors and non-government organizations to generate self-sustaining and resilient processes for post-conflict recovery.
The partner-NGO of the GOP-UN Act for Peace Program for Tulunan and Maasim is the Maguindanaon Development Foundation, Inc. For the barangays of Midsayap and Aleosan, it is the United Youth for Peace and Development, Inc. The project is supported by Australia, New Zealand, Spain and European Union and is implemented by the Mindanao Development Authority in partnership with the Autonomous Region in Muslim Mindanao Regional Government.
Aside from the eight barangays, the program is sustaining support to 278 peace and development communities, 24 of which were affected by the 2008 armed conflict. (Malu Cadeliña Manar / MindaNews)

what you've seen in southcot site is the list of income generated by the LGU (both local revenue and IRA). Polomolok has P180M+, Marbel has already P360M+ (P72M internally generated, the balance IRA and other sources).

IMHO.... Contiguous Urbanity is just one of the considerations in determining a METRO Area.... I think another consideration is yung tinatawag na BUILD UP AREA concept at yung INFLUENCE ng Central City....
A Metro area is not just about urbanized areas agglomerated together but it also includes suburban, exurban and sometimes rural surrounding populations, all of which are influenced by employment, transportation, and commerce of the more largely well known urban city.
Kahit sa USA, Maraming METROPOLITAN ENTITIES na merong rural areas in between 2 or more URBANIZED AREAS...

pwede m an gihapon na. Makati was once part of Rizal. Seattle gobbled up its neighbors as it expanded. I can definitely see Gensan gobbling up Polomolok and then Tupi and maybe even Marbel. There was talk in the 90's of LA's neighboring city voting to become part of it (I forgot the name of that particular county.)

So to have a clear comparison, based on IRA and internal income, Polomolok would have Php180M while Marbel has Ph360M, so what LGU deserves to be called a city now?
For additional information, Dolefil do not pay their sales and income taxes to Polomolok, its in Makati where their HQ is located. MNCs like Dole pays their taxes in areas where their office is located, thats why Makati is very rich. What Dolefil is paying in Polomolok is only "chicken" compared to the income taxes they're paying in Makati. What they are paying is the withholding taxes of the employees, at eto lang yung nakukuha ng Polomolok not the entire taxes of Dole :lol::lol::lol:. Three or four years ago, the Provincial Government initiated a drive to lure Dole to transfer their office in Polomolok so that the income taxes would be paid here-in Polomolok and South Cotabato, to no avail. With this arrangements, the income of Polomolok is still below Marbel's. If they were successful, South Cotabato would have become part of the Billionaire's Club!!!!! And Polomolok would have become a first class city!!!!:banana::banana::banana:

At dahil Marbel now hosts the regional offices of region 12, what it can get from these offices are the withholding taxes and the income in consumer expenses thus increasing the economic activities and in the long run increasing the sales and income taxes of some corporations. Corporations are taxed based on sales and income.
I think Marbel deserves some respect from people who undermines the capacity of Marbel. Again, Marbel would not become a city if it do not derserved to be called one.

Engr. Rodolfo Tuya, project manager of the Seven Falls Project Management Unit (SFPMU), said Thursday the area’s recorded visits by various domestic and foreign tourists is now nearing the 100,000 mark as the town’s highly-touted zip lines continue to draw a significant number of visitors on a daily basis.
He said the twin zip line, which connects three of the town’s famed seven waterfalls, has been attracting an average 8,304 visits per month since its opening in October last year.
Tuya said that in 2008, the area only recorded 14,087 visits but it leapt to 51,212 last year due to the noted increased tourist arrivals during the last quarter of the year.
From January to May this year, he said SFPMU already recorded 41,522 visits.
“Since the operation of the project, we posted a monthly average of 70.65-percent increase in tourist arrivals,” Tuya said.
He noted the significant increase in visits or tourist arrivals is mainly due to the completion of the two zip lines connecting waterfall 1 and 5 as well as waterfall 2 and 5, which features a thrilling drop of about 740 and 400 meters, respectively.
Tuya said the increased visits were also noted in the area’s canopy walk and picnic areas near the waterfalls.
“Our visitors really enjoy the thrill of airborne flight between the waterfalls in just less than two minutes,” he said.
Aside from trying out the zip lines, he said extreme sports enthusiasts also enjoyed trekking, camping, bird-watching, and nature tripping around the seven waterfalls.
Lake Sebu town, which is famous for its three scenic natural lakes -- Lahit (24 hectares), Seloton (48 hectares) and Sebu (354 hectares) -- is one of the top tourism destinations of Region 12 or Southwestern Mindanao and was earlier identified as one of the region’s priority areas for tourism development.
Aside from the three lakes, the town hosts at least seven waterfalls, several natural springs and preserved cultural communities of the town’s T’boli tribe.
Two years ago, the provincial government of South Cotabato launched a P100-million tourism development project funded by the local government that is mainly focused on the development of the road networks and the establishment of resort facilities for the town’s seven waterfalls.
Last year, the Asian Development Bank adopted Lake Sebu as one of its priority development areas for ecotourism in the Brunei, Indonesia, Malaysia, Philippines-East Asean Growth Area (BIMP-EAGA). Allen V. Estabillo / MindaNews

GENERAL SANTOS CITY -- The annual business month celebration of this city, Yaman GenSan or Yabong Maliit na Negosyo sa General Santos, kicked off Wednesday, including the promotion of the potentials of halal products and the pangasius catfish variety.
Now on its eighth year, the month-long business event is themed "Trabaho, Negosyo, Asenso."
It will run until July 22 with product exhibits, entrepreneur's training, franchise expo, jobs fair, and livelihood trainings, among others.
Yaman GenSan was initially meant to drumbeat the city's economy during the lean months that follow the Kalilangan Festival in February until the Tuna festival in September, said outgoing Mayor Pedro B. Acharon Jr.
Now it has become a main fixture in the city's year-round activities, he added.
It was institutionalized through City Council Resolution 169 passed in 2003.
Yaman GenSan is envisioned to facilitate access to technology and provide basic information and assistance to current and prospective entrepreneurs, initiate business development and promotion activities, link financing resources and link local Small and Medium Enterprise with counterpart industry associations.
The Small and Medium Enterprise Development Council, the Department of Trade and Industry and the City Government have been collaborating in holding the annual business month celebration.
