EACH time I visit General Santos City, there's a new culinary delight to be found. The city is known for its world class tuna and fresh seafood. During my trip there last December, I got to enjoy seafood delights from one of General Santos City's most popular seafood restaurants, the Red Trellis Seafood Garden.

Red Trellis Seafood Garden (http://www.redtrellis.com) serves up some of the most delectable seafood dishes that any seafood lover or just about any foodie would enjoy eating. During my visit of the quaint al fresco restaurant, I was served the Seafood Paella, Crabs in Coconut Milk, and Black Rice. And I thoroughly enjoyed all of it.

Red Trellis' Seafood Paella is served in a humungous and deep paellera brimming to the top with delicately cooked rice and seafood, each bite bursting with flavor. The rice was cooked well and it wasn't soggy.

It was evident that extra care and patience was lovingly poured into making the dish. And there were generous amounts of shrimps, mussels, and squid. All the seafood components were cooked just right, not overcooked or dry. We scraped the paellera to its bottom where there was a layer of very flavorful burnt rice.

The delicately cooked rice flavored with saffron and the seafood was definitely a heavenly combination for any seafood lover.

The paella was complemented well by the Crabs in Coconut Milk. The first thing that caught my attention about this crab dish was how big the crabs were. Each piece of crab was dripping with rich coconut milk sauce which had a hint of spiciness. The richness and spiciness of the coconut milk sauce complemented the fresh sweet taste of the crab meat. And the coconut sauce was so delightful that it was good enough to be served alone with rice. Even without the succulent crabs.

Red Trellis also served us some of their Black Rice which are individual servings of rice cooked with squid ink. Though I am not a fan of squid ink, I had to try it. And I was pleasantly surprised. The Black Rice didn't have any fishy smell or taste. Rather, it had a pleasant nutty like flavor which made me rethink my opinion of squid ink. The Black Rice went well with the coconut milk sauce of the crabs.

I definitely look forward to trying out more of Red Trellis' seafood dishes such as scallops, squid, and prawns. And of course more paella, crabs, and Black Rice.

I'm sure any foodie, especially seafood lovers, would enjoy every bite at Red Trellis Seafood Garden.

Taxable Real Properties ng South Cotabato umabot sa P10.4B

Sa taon 2010, umabot sa mahigit =P10.42 bilyon ang mga taxable Real Property ng Lalawigan ng South Cotabato, dahil sa paglakas ng sektor ng Property and Construction.
Ayon kay South Cotabato provincial assessor Eduardo Siason, ang halagang nabanggit ay kinuha sa consolidated value ng mga real properties na kanilang na-assess mula sa sampung (10) mga bayan at nag-iisang lungsod ng lalawigan para sa buong taong 2010.
Ang pagtaas umano sa real property assessment figures, ayon kay Siason ay inaasahan ding tataas ngayong taong 2011 dahil sa patuloy na paglakas ng property at construction sectors.
Mahalaga din umano ang naging kontribusyon ng pinaigting at pinalawak na information and education campaign na pinangunahan ng Provincial Assessor’s Office. Ang kampanya, sa pamamagitan ng serye ng mga pagpupulong sa mga barangay ay nakatuon sa tama at angkop na rehistrasyon at assessment ng lahat ng mga real properties sa buong lalawigan.
Ayon kay Siason, sa taong 2009 ang real property assessment ng lalawigan ay umabot lamang sa =P=9.6 bilyon.

Region 12 is more than 100% rice sufficient – DA
KORONADAL CITY, Jan. 29 (PIA) – Region 12 has more than 100 percent rice sufficiency level, an official of the Department of Agriculture here said.

DA-12 OIC Regional Technical Director for Operations Bai Dido T. Samama said in a recent press conference that based on the data from the Bureau of Agricultural Statistics (BAS) the entire SOCCSKSARGEN Region has surplus supply of rice this year.

“As of December 2010, we have a total surplus of 47,543 metric tons of rice from local harvest, which could last for 34 days,” Samama said.

According to data from BAS, the net production of rice was at 553,813 MT from a total of 330,480 hectares planted last year.

The forecast was derived from the following considerations: total population in the region accounted to 4,754,416 and daily regional consumption in 1,387 with a per capita consumption of 104 kilogram per annum.

Samama, however, noted that sufficiency level of the provinces vary.

South Cotabato and Sarangani have negative surplus but North Cotabato and Sultan Kudarat Provinces produced more than required by their respective population.

Based on the record, South Cotabato including General Santos City had a net production of 132,213 MT but the total demand for rice could reach 238,174 MT, causing a negative surplus of 105,961 MT.

Similarly, according to the same report, Sarangani had a net production of only 20,068 MT versus its total demand for rice at 47,728 MT or a shortage of 27,660 MT.

“These should not cause alarm in South Cotabato and Sarangani because production in North Cotabato and Sultan Kudarat provinces, could beef-up stock for the region,” Samama said.

Sultan Kudarat contributed 103,316 MT of surplus rice production while North Cotabato including Cotabato City accumulated 77,848 MT of rice.

“As long as there is no movement of rice production outside of Mindanao, rice supply sufficiency level forecast in the region is assured,” she said. (AALaurilla/DA-12/DEDoguiles/PIA12)

Tarsier sa Mt. Matutum pag-aaralan ng international group

KORONADAL CITY, January 28 (PIA) – Nakatakdang isailalim sa isang masusing pag-aaral ang mga tarsier at kanilang tirahan sa Mt. Matutum, South Cotabato.

Ito ay matapos inaprubahan Department of Environment and Natural Resources 12 (DENR-12 Regional Executive Director Alfredo Pascual ang wildlife gratuitous permit na nagbibigay pahintulot sa Endangered Species International (ESI) na magsagawa ng research sa area ng Mt. Matutum na kailan lang ay nadiskubreng tirahan din ng mga tarsier.

Ang ESI ay isang nonprofit organization na nakabase sa San Francisco, California na nakatuon sa pagsasagawa ng mga adbokasiya upang salungatin ang extinction ng wildlife dahil sa presensiya ng mga tao.

Ayon kay Dr. Pierre Fidenci, biologist at presidente ng ESI, pag-aaralan nila ang distribution, dami, at density ng mga tarsier. Titingnan din ng kanilang grupo ang habitat association at status nito sa Mt. Matutum.

Magpapatayo din sila ng core conservation center sa Sitio Bagong Silang, Linan, Tupi upang mas maprotektahan ang tirahan ng mga tarsier sa lugar at mapigilan ang tuluyang pagkawala ng tinaguriang pinakamaliit na primate sa Mt. Matutum.

Sa isasagawang survey, gagawa ng mga walking transects o tuwid at makitid na daan sa gubat ang mga researcher. Sa mga transects nila huhulihin ang mga tarsier gamit ang mist nests. Ang mga mahuhuling tarsier ay kakabitan ng radio transmitters, pakakawalan at oobserbahan sa loob ng dalawang buwan.

Ang ibang mahuhuling tarsier na hindi kakabitan ng transmitter ay lalagyan ng colored plastic ring sa kanilang paa.

Epektibo ang permit ng ESI sa loob ng isang taon.

Matatandaang unang nadiskobre ng mga katutubo sa Sitio Bagong Silang, Linan, Tupi na may tarsier sa Mt. Matutum noong 2009 nang aksidenteng makita nila ang naturang hayop kasama ang ilang grass owls. (DE Doguiles/PIA 12)

Koronadal City, Jan 28 (PIA) – Mahigit P8.5 milyon Micro-credit program para sa mga mahihirap na sektor sa Lalawigan ng South Cotabato ang ibibigay ng Pamahalaan ng bansang Japan sa pamamagitan ng pakikipagtulungan ng grupong South Cotabato Foundation, Inc. (SCFI).

Ang proyekto, ayon kay SCFI executive director Belen Fecundo ay isa umanong augmentation para sa pagkakakitaan ng mga mahihihirap na komunidad sa lalawigan sa pamamagitan ng pagpapalawak ng capital base ng organisasyon, upang mas maraming mahihirap pa ang kanilang maabot at matutulungan.

Kasalukuyan ng nagpapahiram ng pondo para sa micro at small business venture ang SCFI sa daan-daang mga beneficiaries nito mula sa Lungsod ng Koronadal at mga bayan ng Polomolok, Banga at Tantangan.

Ang proyekto ayon pa kay Fecundo ay kaagad simulan pagkatapos itong mailunsad sa darating na Pebrero a-1, 2011, dito sa Koronadal City.

Sa ilalim ng Grant Assistance for Grassroots Human Security Project (GGP) ng Pamahalaan ng Japan, ang micro-credit project ay magbubukas din ng mas pinalawak at madaling access sa capital para sa mga kasalukuyan at mga prospective entrepreneurs na resident eng lalawigan. (ac agad PIA 12)

Taxable Real Properties ng South Cotabato umabot sa P10.4B

Koronadal City, Jan 28 (PIA) – Sa taon 2010, umabot sa mahigit =P10.42 bilyon ang mga taxable Real Property ng Lalawigan ng South Cotabato, dahil sa paglakas ng sektor ng Property and Construction.

Ayon kay South Cotabato provincial assessor Eduardo Siason, ang halagang nabanggit ay kinuha sa consolidated value ng mga real properties na kanilang na-assess mula sa sampung (10) mga bayan at nag-iisang lungsod ng lalawigan para sa buong taong 2010.

Ang pagtaas umano sa real property assessment figures, ayon kay Siason ay inaasahan ding tataas ngayong taong 2011 dahil sa patuloy na paglakas ng property at construction sectors.

Mahalaga din umano ang naging kontribusyon ng pinaigting at pinalawak na information and education campaign na pinangunahan ng Provincial Assessor’s Office. Ang kampanya, sa pamamagitan ng serye ng mga pagpupulong sa mga barangay ay nakatuon sa tama at angkop na rehistrasyon at assessment ng lahat ng mga real properties sa buong lalawigan.

Ayon kay Siason, sa taong 2009 ang real property assessment ng lalawigan ay umabot lamang sa =P=9.6 bilyon. (ac agad PIA 12)

Region 12 is more than 100% rice sufficient – DA
KORONADAL CITY, Jan. 29 (PIA) – Region 12 has more than 100 percent rice sufficiency level, an official of the Department of Agriculture here said.

DA-12 OIC Regional Technical Director for Operations Bai Dido T. Samama said in a recent press conference that based on the data from the Bureau of Agricultural Statistics (BAS) the entire SOCCSKSARGEN Region has surplus supply of rice this year.

“As of December 2010, we have a total surplus of 47,543 metric tons of rice from local harvest, which could last for 34 days,” Samama said.

According to data from BAS, the net production of rice was at 553,813 MT from a total of 330,480 hectares planted last year.

The forecast was derived from the following considerations: total population in the region accounted to 4,754,416 and daily regional consumption in 1,387 with a per capita consumption of 104 kilogram per annum.

Samama, however, noted that sufficiency level of the provinces vary.

South Cotabato and Sarangani have negative surplus but North Cotabato and Sultan Kudarat Provinces produced more than required by their respective population.

Based on the record, South Cotabato including General Santos City had a net production of 132,213 MT but the total demand for rice could reach 238,174 MT, causing a negative surplus of 105,961 MT.

Similarly, according to the same report, Sarangani had a net production of only 20,068 MT versus its total demand for rice at 47,728 MT or a shortage of 27,660 MT.

“These should not cause alarm in South Cotabato and Sarangani because production in North Cotabato and Sultan Kudarat provinces, could beef-up stock for the region,” Samama said.

Sultan Kudarat contributed 103,316 MT of surplus rice production while North Cotabato including Cotabato City accumulated 77,848 MT of rice.

“As long as there is no movement of rice production outside of Mindanao, rice supply sufficiency level forecast in the region is assured,” she said. (AALaurilla/DA-12/DEDoguiles/PIA12)

Bandar Seri Begawan - Brunei Darussalam and the Philippines can work closely together in pushing for wider transport connectivity in Bimp-Eaga through new initiatives such as an Asean roll-on roll-off (Roro) network and air routes from Bandar to Philippine destinations other than Manila.

These are initiatives where the two countries can possibly pursue in improving Asean connectivity, said Celeste Vinzon-Balatbat, charge d'affaires at the Philippine Embassy in Brunei.

In an interview with The Brunei Times, she talked about "the potential benefits of providing air transport services beyond the Manila-Bandar Seri Begawan route".

Expanding air transport is one potential regional cooperation that Brunei and the Philippines can work on, she added.

She cited an example the possibility of opening direct routes from Bandar Seri Begawan to Davao City and General Santos City, giving efficient access to fruit commodities and tuna fish products, in these Philippine cities, respectively.

"Brunei can support efforts to link Asean (country members) not only by land but also by sea, in the master plan on Asean connectivity," said Balatbat, who has been posted in Brunei since July 29, 2008.

Brunei and the Philippines are part of the East Asean Growth Area (Bimp-Eaga), which was launched in Davao City, Philippines in 1994. Bimp-Eaga is an initiative of the national governments of Brunei Darussalam, Indonesia, Malaysia and the Philippines to close the development gap across and within the Eaga member countries as well as across the Asean member states.

Bimp-Eaga's roadmap focuses on the promotion of trade, tourism and investments as a strategy for attaining the sub-region's objectives.

In this regard, Balatbat said the Philippine government has an intention to help establish an Asean Roro network system as part of efforts to facilitate trade, tourism, and investment flows within BimpEaga.

"The Philippines, for instance, shall take the lead in conducting a feasibility study (on) Roro network and short-sea shipping - the first step towards establishing an Asean Roro system," she said.

The Philippines and Brunei established diplomatic relations in 1984. They have since developed bilateral cooperation in several areas including trade and investment, agriculture, education, defence and tourism.

The Philippines has also been actively assisting Brunei in attaining its goal for rice self sufficiency since 2009. KORONADAL CITY -- The Japanese government has formally rolled out a micro-lending project for micro and small entrepreneurs in South Cotabato early this week as part of Japan's continuing support to peace and security overtures in Mindanao.

Akio Isomata, minister for economic affairs of the Japanese embassy, said that Japan extended P8.5 million to the South Cotabato Foundation Inc. (SCFI), a non-government organization, to boost entrepreneurship in the area.

"We find this project so unique and interesting. This is a project that directly assists individuals with entrepreneurship, especially women, in sustaining and expanding their small scale businesses through the provision of micro-credit capital," he said during the launch Monday.

The project, dubbed the "Provision of Micro-Credit Capital for Augmentation of Income and Poverty Alleviation in South Cotabato," allows borrowers to pay a monthly interest of 3.3 percent.

The rate of 3.33 percent is quite affordable, compared to the normal market rate of 10 to 15 percent, Isomata said.

The Japanese official commended SCFI for being "so brave enough to take on a difficult task," saying it is inspiring that even small organizations can offer opportunities to people who need additional sources of living.

After several months of project implementation, Isomata said they expect an increasing number of small enterprises in the province such as sari-sari store, backyard piggery, dressmaking, marketing of processed food, and furniture making.

Isomata said the Official Development Assistance of Japan to the country is anchored on three pillars, namely economic growth, poverty reduction and peace and stability in Mindanao.

The micro-credit project in South Cotabato is part of the Japan Bangsamoro Initiatives for Reconstruction or Development (J-Bird), which was launched in 2006. Since then, 41 grassroot projects have been implemented under J-BIRD across the island, with the micro-credit project in South Cotabato the first for this year.

"We strongly hope that each project bears its fruit and, in the end, becomes a strong pillar to support the peace and security in Mindanao," Isomata said.

Belen Fecundo, SCFI executive director, said the Japanese grant, which is funded through the Grant Assistance for Grassroots Human Security Projects (GGP), will benefit around 930 micro-entrepreneurs in the areas of Koronadal City and the municipalities of Banga, Tantangan and Polomolok.

"The project does not only involve credit at an affordable interest rate of 3.33 percent per month, but also encourages borrowers to save on a weekly basis for building self-reliance and generating additional capital to scale up their enterprises," Fecundo said.

Japan, a top donor to the ODA fund, launched GGP in the Philippines in 1989 for the purpose of reducing poverty and helping various communities engaged in grassroots activities.

As of March 2010, 434 grassroots projects funded by GGP - ranging from roughly one to four million pesos - have been implemented by non-government organizations, local government units and other non-profit organizations.

The total grant for these projects so far amounts to $18,982,775. It is expected that this project will further contribute to fostering the strategic partnership between the two countries towards the future.

GenSan gears for 'Kalilangan Festival'


GENERAL SANTOS CITY (PIA) – Preserving traditions despite the challenge of change will be depicted in this year’s celebration of “Kalilangan Festival 2011.”

The city government here is gearing up for the huge twin celebrations of Kalilangan Festival vis-à-vis its 72nd founding anniversary.

Kalilangan is derived from the Maguindanaoan word kalilang, which means “festival” or “celebration.”

City public information officer Jose Aponesto III said “it’s all systems go for the celebration of Kalilangan 2011 and the city’s 72nd Foundation Anniversary.”

The twin celebrations will kick off on February 21 and end on February 27.

For this year, Aponesto said the Kalilangan 2011 will have the Mindanao State University (MSU) as overseer of the event in partnership with the city government.

He said the local government has decided to give the supervision of the festivities to MSU.

“MSU is a partner and not just a participant,” Mayor Darlene Antonino-Custodio said.

For his part, MSU chancellor Abdurahman Canacan said “the week-long celebration will showcase the city’s economic activity, tourism, and culture.”

The celebration, he added, will honor the first batch of settlers and their contributions as pioneers of this area.

As a tradition, the celebration will also illustrate the historical beginnings of the pioneers when they first set foot on the shores of Sarangani Bay.

With faith and expectant hearts, these pioneering settlers led by the city’s father Gen. Paulino Santos cultivated the once desolated lands – that is known today as General Santos City.

The festival is also a showcase of a colorful parade of various dances and other forms of social activities and traditions.

The Philippine National Police, according to Canacan, will be in charge of security at the Oval Plaza here, which will serve as venue of most of the activities and surrounding areas.

MANILA, Philippines - Robinsons Land Corp. (RLC) is accelerating expansion across all its business segments with capital expenditures seen to rise by almost 40 percent this year to P9 billion in a move aimed at further boosting its presence and securing profitable long-term growth.

RLC president and chief operating officer Frederick Go said the company is building four malls and two office buildings this year to take advantage of a growing economy and steady inflows from Filipinos living and working abroad. Among the new malls scheduled for construction this year are in Pangasinan, Palawan, New Manila and Cebu, he said.

“We are very optimistic about the real estate industry. There is general confidence in the economy and the growing business process outsourcing sector and OFW remittances are supporting consumer spending,” Go said.

Go said the programmed capital budget, which is significantly higher than the P6.5 billion spent last year, excludes special land acquisitions that the company intends to pursue to capitalize on strong demand for residential properties. The company is looking to acquire two parcels of land in Metro Manila to be developed for office space.

For hotels, RLC plans to put up a total of 30 Gohotels in and outside Metro Manila over a five year period. Programmed for opening this year are in Bacolod and Dumaguete. The next sites will rise in Palawan, Iloilo, Cebu, and Tacloban for 2012 and Pangasinan, Ilocos Norte, Zamboanga, Batanes, and Gensan in 2013.

RLC is looking to expand overseas to further augment revenues. A planned stock rights offering of 1.3 billion shares, with a current market value of about P18.07 billion, is being planned within the first half this year to fund land acquisition, project construction and development, possible expansion in China and other general corporate purposes.

The rights offering shares will come from a planned capital hike from P3 billion to P8.2 billion of which 25 percent or P1.3 billion (at par value of one peso per share) will be subscribed and at least P325 million will be paid by way of the stock rights offering.RLC earlier said the increase in capital would give it “flexibility to access the equity capital markets in the future since the subscribed capital has almost reached the authorized capital stock.”

The company has offered to develop the 103-hectare Food Terminal Inc. (FTI) property in Taguig into a modern, world-class mixed-use development.

RLC has four integrated large-scale mixed use developments in Ortigas, Manila, Mandaluyong and in the future Magnolia Complex in Quezon City.

RLC is the property arm of taipan John Gokongwei’s listed flagship firm JG Summit Holdings Inc., one of the country’s largest conglomerates with diverse interests in branded consumer food, agro-industrial and commodity food products, textile, telecommunications, petrochemicals, air transportation and financial services.

KALILANGAN SA HENERAL SANTOS

Kalilangan is derived from the rootword “Kalilang”

which typically means celebration or commemoration in the Maguindanaon dialect.

In a broader perspective, kalilang projects a positive and dynamic meaning for it engulfs the artistic, humane and altruistic aspects of social interaction that takes place in any occasion or celebration.

Kalilangan means festival, feastivity or jubilee. It is a social gathering marked by exchanging of amenities among traditional leaders, elders, allies and subordinates in varying tones.

It is also a pageantry of unique and colorful ethnic rites, rituals and traditions like marriage celebrations, religious ceremonies, anniversaries, funerals, enthronement of royal dignitaries, thanksgiving and other social forms of social, political and economic activities.

It is not just an economic activity, but a continuous season of merriment, gaiety and merrymaking accentuated by sharing of gifts, traditional sports competition, dancing, singing and instrument rendition and other forms of exhibition games, entertainment and amusement.

Kalilangan is a noble tradition. It is a compleat work of art nourished and nurtured by a rich cultural heritage that has withstand the test of time from generation to generation.

Kalilangan 2011 will open formally on February 21, 2011 at 4pm at the Oval Plaza of General Santos City. The opening ceremony with also feature the formal opening of the Agri Trade Fair 2011 and the Dugong General 2 Concert. The much awaited Street Dancing Competition will culminate the festival on February 27, 2011 at 1pm and will be followed by the Closing Program, the Kapuso Concert Show and the Street Party sa Downtown.

Gov’t eyes boost for mining

THE BOARD OF INVESTMENTS (BoI) is considering a cosmetic change for mining in this year’s list of projects qualified for tax perks.

Mining is likely to be listed under "preferred activities" instead of being kept in its usual place in the "mandatory" chapter of the Investment Priorities Plan (IPP) to highlight the government’s interest in such ventures, BoI Executive Director Efren V. Leano said on Friday.

"The incentives will be the same," Mr. Leano clarified.

"But we want to show that we want to help mining investors, that we want to promote it. That’s what the board said in its last meeting."

This BoI policy direction will run counter to positions taken by a number of provinces -- South Cotabato and Romblon -- which recently enacted mining bans on top of a Mining and Geosciences Bureau decision in January to stop accepting license applications while an audit of existing projects is ongoing.

New mining projects could also be prohibited in the Eastern Visayas if a Bureau of Fisheries and Aquatic Resources recommendation is heeded.

Mining was in the "mandatory list" of last year’s IPP as the Mining Act of 1995 compelled the BoI to grant incentives such as income tax holidays and the duty-free importation of equipment for projects involving the "exploration, development and utilization of mineral resources."

If mining is moved to the "preferred activities" list, it could join agriculture, creative industries, shipbuilding, mass housing, energy, infrastructure, research and development, green projects, tourism, strategic projects and public-private partnership projects, based on a draft IPP released for public consultation last month.

BoI managing head Cristino L. Panlilio has said the IPP could be submitted to Malacañang by Feb. 15. Mr. Leano, however, said the BoI could wait until specific guidelines are completed.

GenSan sets economic, health census

GENERAL SANTOS CITY, Feb. 6 (PNA) -- The city government here will launch a census next month in a bid to determine the present status and possible gaps with the delivery of basic government services in the area.

City Mayor Darlene Antonino-Custodio said the census will mainly on focus on the updating and establishment of the actual data regarding the economic and health concerns of residents within the city’s 26 barangays.

“The results of the census will guide the city government in determining the services that our residents really need at this time and help us balance the utilization of available resources to effectively address those needs,” she said.

Custodio said they prioritized the holding of the census, which will run from March to April, to facilitate the alignment of the city government’s resources and priority programs with the needs of local residents and communities.

She said they will utilize the census’ results in drawing up the needed strategies and targets that will help ensure a more effective service delivery and allocation of resources.

The mayor said they will also use the established baseline data as basis in the formulation of various plans for the city and local residents.

“These plans will be designed to improve the living condition of our residents and the development of the city,” Custodio said.

Perla Castellano, assistant head of the City Planning and Development Office, said the census will gather some basic information of the target households such as names, ages and the number of individuals within.

She among the survey questions and concerns that would be fielded to the target households are the possibility of lingering cases of cough, their special needs, type insurance scheme availed and the mode of transportation they usually use.

Castellano said the city government plans to hire at least 300 field interviewers and supervisors for the entire duration of the census, which has an allocation of some P11 million.

To facilitate the conduct of the census, she said they initially launched the mapping of the established zones or “puroks” in each of the city’s barangays to facilitate the conduct of the census.

Castellano said they are specifically coming up with “spot maps” of all barangay zones that will include some basic information on the target households and their exact location.

“We’re doing the census at the purok level to really come up with a more realistic date and eventually draw up realistic interventions regarding the basic concerns of our residents and their communities,” she added. (PNA)

GENERAL SANTOS CITY -- At least 9,000 hectares in Central Mindanao are targeted for reforestation this year, regional Environment department officials said.

Alfredo S. Pascual, regional director of the Department of Environment and Natural Resources, instructed early this week the technical research department to produce one million seedlings of forest and fruit-bearing trees in line with the national reforestation program.

"We will tap local government units, students from private and public schools starting from Grade IV up to college, and tenure holders under various DENR programs and projects to reach our target," he said.

Pascual said the DENR would soon launch the "National Greening Program," a reforestation project that seeks to rehabilitate 1.5 million hectares of denuded forest areas until 2016 across the country, or 250,000 hectares annually.

The reforestation project is one of the priority programs guided by President Benigno C. Aquino III's "social contract with the Filipino people as a platform towards reform," he said.

Environment Secretary Ramon P. Paje earlier said that while the Environment department promotes the sustainable use of environment and natural resources to build the economy, "the welfare of Filipinos, both the present and future generations, should be at the center of all development efforts."

Pascual said they will implement the greening project through the four provincial and nine community offices of the regional DENR.

The region straddles the provinces of South Cotabato, North Cotabato, Sulta Kudarat and Sarangani, as well as the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.

To implement the regional reforestation project, Pascual said they have funds to purchase seedlings, on top of the planting materials that will come from the nurseries operated by the regional DENR, schools and local government units.

Ernesto L. Lezada, regional Environment technical research department chief, said the identification of areas, seedling requirements and actual tree planting are crucial to the attainment of the goals of the National Greening Program.

"More importantly, the effective mobilization of partners and maintenance of planted seedlings can spell the success of the greening program," Lezada said.

A region-wide forestry sector meeting was conducted late last month for the reprogramming of the years' work and financial plan, he said.

Last week, the regional DENR office launched the "International Year of the Forest," as declared by the United National General Assembly, through Resolution 61/193 way back in December 2006, which seeks to raise awareness on the sustainable management, conservation and sustainable development of all types of forests. MANILA — Nuclear power project may not be "feasible" to address the power needs of Mindanao and the Visayas.

Aboitiz Power Corp. president and chief executive officer Erramon Aboitiz said demand is not enough in the two regions to support construction of nuclear power facilities.

Nuclear power projects usually range from 600 megawatts and up.

"It's very hard to build it in Mindanao, even Visayas. You put 600 megawatts in Mindanao, 600MW is small, you have to build 1,000, 1,500MW for nuclear. How can you put it in Mindanao when the whole Mindanao peak load is 1,300 MW?," Aboitiz said.

He said nuclear power projects will take time to build.

Mindanao is already expected to suffer brownouts this summer. Mindanao's generation mix are primarily hydro facilities.

The Aboitiz Group is planning to construct a new coal facility in Davao with a capacity of 300 MW.

He said nuclear projects are feasible to build only in Luzon but it may affect the natural gas-fired projects from the Malampaya field in Palawan.

Aboitiz said nuclear projects are also expensive to build at around US$ 6 million to US$ 8 million per MW while coal is only US$ 2 million per MW.

Energy Secretary Jose Rene Almendras has expressed willingness to study nuclear power development in the Philippines although the government has already thumbed down the revival of the mothballed Bataan Nuclear Power Plant.

The government has already identified more than 10 potential sites for the country's first nuclear power plant.

Possible sites for a nuclear facility in the Visayas are Tagbarungis, Inagauwan in Southwest of Puerto Princesa and Concepcion, Tanabag in Northeast Puerto Princesa; Cansilan Point, Bayawan in Negros Oriental; Baluangan, Cawayan, Negros Oriental. (PNA)
