It was blocked by some legislators because medyo dehado daw ang LGU natin sa set up ng ECONOMIC ZONE... I don't know the details but yan yung sinabi sa amin ng professor namin sa Graduate School na si DR. MARIO AGUJA (former AKBAYAN representative 2001 - 2007)... He also voted against it during his term as a congressman...

@ariel, malapit nang matapos ang diversion road from katangawan to apopong. Parang isang tulay na lang ang ginagawa para tuloy-tuloy na. And from what I’ve learned, this is a priority project of the Regional Development Council XII, where Mayor Darlene Custodio is the Chairperson.

Really? Ang alam ko lang is yung road from Apopong to Airport ang malapit nang matapos pero to be honest medyo mabagal talaga ang trabaho. Yun namang stretch from katangawan to Apopong ay malayu-layo pa. Parang di pa nga tinatrabaho eh.

A priority project? Talaga? On the contrary, ano naman yung news na narinig ko na nagrereklamo nga si Mayor sa RDC dahil hindi ito isinali sa mga priority projects ng ahensya. Nagconvene daw ang RDC sa marbel sometime last year or early this year...hmmmm. Kung totoo mang naging priority edi mabuti...kailangan talaga ito ng GenSan bilang center of commerce and industry ng Region 12. Kailangan na itong matapos...NOW NA. :bash:

Islamic bank co-finances GenSan water district

MANILA, Philippines - Al Amanah Islamic Investment Bank of the Philippines (Amanah Islamic Bank) is co-financing an P80-million term loan for the General Santos City Water District.

The Development Bank of the Philippines (DBP) is the co-financier of the project that plans to provide potable and affordable water supply in the progressive city. DBP is the majority stakeholder of Amanah Islamic Bank.

No further details, however, were made available.

But Amanah Islamic Bank chairman and chief executive officer Enrique Bautista Jr. said in a statement that the co-financing effort was part of the bank's mandate to serve the banking needs of the country’s Muslim community.

Bautista added that the country’s first and only Islamic bank will complement DBP’s initiative for micro, small and medium entrepreneurs in Mindanao.

“We will provide alternative banking services in response to emerging global Islamic markets,” he said in the statement.

In line with its five-year plan, Amanah Islamic Bank is implementing an aggressive marketing strategy through its nine branches located in Cagayan de Oro, Cotabato, General Santos, Jolo, Zamboanga, Davao, Makati. Marawi, and Iligan.

Of the total, seven branches are actually being refurbished while the Marawi and Iligan branches are being renovated.

Amanah Islamic Bank offers conventional and Islamic deposits as well as conventional loans and Islamic financing. It will introduce project financing under murabaha (cost plus) and lijarah (leasing).

Part of the five-year plan, is placing 49-percent equity in the auction block for an investor with a bias for an Islamic financial institution. The sale would open up the bank to capital from the Middle East as well as the huge Muslim bankers in Southeast Asia. It would facilitate the entry of Islamic banking expertise and technology.

The bank, however, remained mum about interest expressed by officials of QAF Brunei Sdn Bhd Co. Ltd. on Amanah Islamic Bank.

In the recent trip of President Aquino in Brunei Darussalam, QAF Brunei was reportedly interested in the bank as “a vehicle in promoting the Brunei-Indonesia-Malaysia-Philippines-East Asian Growth Area (BIMP-EAGA) investment.”

BLACK CORAL-THE HAUNTING TREE OF THE SEA
by jake miranda

Not too long ago somebody bought several wetsuits from my diveshop in Surigao City. I had a sense they were not recreational divers since. tThey only paid for the wetsuits first then only and then asked after did they ask what the regulators and tanks on display were for. It was an unconventional question since divers who come into the shop would usually be knowledgeable about standard diving equipment unless they were beginners who would come in for lessons.

http://www.studiosource.com.au/sss_wp/Resources/Assets/Images/upload/item_pr_LC022_023_155459171.jpg

I met them again a few months later in a hospital emergency room when they brought in a fisherman who was suffering from a mortal case of the “bends” bends. The "bends" or decompression sickness is a consequence of breathing air underwater; it builds up all excess nitrogen in your bodily tissues that cannot escape due to the pressure and act like mini-explosive bubbles if you surface too quickly from large depths. The fisherman was diving the day before using a “hookah” (air fed from an onboard compressor) or what is locally known as “boso.” The patient died after a week of futile recovery. He was too fragile to transport to the nearest recompression chamber. The His family could only accepted his fate.

Seeking niche in $1B bamboo market
The government is spearheading a "bamboo revolution" to harness the potential of the world’s tallest grass other than as a material for handicraft and enable the country to get a bigger slice of the $8-billion global market for the material.

Executive Order 879, which was issued in May 2010, created the Philippine Bamboo Industry Development Council (PBIDC) that aims to promote the bamboo industry.

The order directed the use of bamboo for at least 25 percent of the desk and other furniture requirements of public elementary and secondary schools and prioritizing the use of bamboo in furniture and other construction requirements of government agencies.

In 2009, it was estimated that the Department of Education DepEd bought about P1 billion worth of desks every year.

Trade Undersecretary Merly Cruz, in a presentation highlighting the accomplishments of the bamboo industry project, cited the other benefits from planting bamboo: it can significantly help mitigate climate change and reduce impacts of natural disasters.

The Bamboo Network of the Philippines (BambooPhil), an organization composed of Filipino bamboo scientists, advocates and entrepreneurs, also said bamboo is great for erosion control and carbon dioxide control.

It can be tapped as a cash crop because it is fast-growing and easy to propagate.

Celso Lantican of BambooPhil said cost-wise, bamboo is cheaper than wood and, therefore, a good substitute for the wood the country imports from Malaysia and Indonesia.

According to Cruz, the Philippines’ contribution to Asean’s efforts toward large-scale production of bamboo is the reforestation of at least 500,000 hectares with bamboo from 2010 to 2020.

During the first PBIDC meeting in January, Trade Secretary Gregory Domingo, council chair, said bamboo should be competitive in cost against wood to make substitution viable; otherwise, bamboo should be marketed as a premium product through research and development.

While technology is available, the council sees the need for technical assistance and capacity building and training.

Lantican said that raw materials are either insufficient or not suited for the production of certain products. He said massive planting of bamboo should be encouraged.

The council also eyes benchmarking with China, which has developed a breakthrough technology in tissue culture, leading to mass propagation.

Lantican said bamboo farming or plantation costs P30,000 per hectare. The average harvest per hectare is 1,200 culms or poles calculated at 6 culms per clump and 200 clumps per hectare.

Cruz said large-scale bamboo plantations will enable local government units to participate more actively in processing various products, creating jobs and livelihood.

So far, the program has established 11 new nurseries while about 900 new hectares have planted on the propagation side.

On business development, some 25 nodes and eight hubs and one Bamboo Negosyo Village have been set up.

One of the strategies adopted was a "big bro-small bro" subcontracting partnership.

Bambu International Corp. in Iloilo has been subcontracting from eight medium- and small-scale producers and sells bamboo products to the local and export markets.

Before the EO, the DTI had identified engineered bamboo projects under its one-town, one-project (OTOP) program.

OTOP has identified bamboo production and processing as a strategic industry for its potential not only in the domestic but also in the export market.

The industry’s major products come in the form of engineered construction materials.

DTI has forged a strong collaboration with the Department of Natural Resources, with the latter handling the establishment of bamboo nurseries and the growing of cuttings.

The clustering approach has been adopted for bamboo production and processing such that each island will have its own clusters.

In Luzon, Pampanga has been identified as a pilot area and hub for Central Luzon; Abra for Northern Luzon, Laguna for Southern Luzon, and Tarlac, Palawan, and Camarines Sur, among other provinces, as nodes.

In the Visayas, Iloilo and Negros Oriental are hubs and the whole island of Panay is a site of nodes. In Mindanao, General Santos City is the hub with Sarangani, South Cotabato, Davao del Norte, Compostela Valley, Bukidnon, Lanao del Norte, Zamboanga del Sur and Zamboanga Sibugay as nodes.

According to the DTI’s OTOP on bamboo, the tinik and or bayog varieties, which are economically important and the most widely cultivated, are the choice for the project.

The botong and tinik bamboo varieties mature between three to six months and have a gestation period of 4 to 5 years.

As of 2009, the bamboo project has generated P 2.443 million investments, P1.991 million domestic sales, 257 jobs, and created/assisted 57 MSMEs.

Cruz said from meeting the school desk requirements of the DepEd, the project aims to go into higher-end wood products such as wood panels both for the local and export markets.

Laguna served as the first pilot site due to its abundance of water, especially around the Laguna lake.

The Laguna bamboo model was replicated in Iloilo for Visayas and General Santos for Mindanao.

Early in the implementation of the project, DTI was exploring the possibility of exporting bamboo products to Japan, which heavily promotes the use of biodegradable and organic products.

Bamboo belongs to the grass family and has about 1,000 species. It is described as the fastest-growing plant on Earth and has been measured to grow as fast as 121 centimeters or 47.6 inches in one day.

Previous attempts to put up bamboo nurseries in the country had been unsuccessful because of the absence of a market to sell the bamboo harvested and the lack of processing facilities for higher-end applications.

Pwede ring kumita anf LGU nito in the long run through advertising and promotion corners ng skyway.

And also, the city public transport system needs attention. We need the help of urban planners as well.

Sounds like a good idea!--- No more tricycles because...theres already too many of them; theyre too slow and so they cause traffic congestion; more motorcycle engines mean more pollution; the people need exercise; theyre uncomfortable and could be dangerous; they look like scrap metals running (so ugly to look at)...

True. But I think our LGU and private sector should now start to brainstorm how to address the issue of these people getting displaced in the transport sector once the major major change will take place.

I guess its very doable. How about if they start phasing out tricycles by areas. Beginning from the most congested... (probably Lagao where the mall-belt is), then spreading out one area at a time every 2-3 years. That way our drivers will still have time to look for other jobs. What do you think guys?

A few years ago, people in Gensan knows SM Gensan as "Sa Maranaoan" where Maranao businessmen trade or sell their goods. However, in a few months time, looks like SM would really be SM as Henry Sy enters Gensan.

Sutherland Global Services' Visit Strengthens Ties with R12 Academic Institutions

General Santos City - SGS or Sutherland Global Services, one of the world's leading Business Process Outsourcing Companies, was able to strengthen its ties with R12's Academic institutions as its team headed by Mr. Jay Yulo, Director for Philippine Recruitment, met some of Region 12's heads of universities and colleges.

In a meeting held at the Audio-Visual Room of the Notre Dame of Dadiangas University (NDDU) last June 3, 2011, Mr. Vijay Nagar, SGS' Senior Manager for Talent Recruitment, explained the impact of a BPO Company's presence/location in a particular place or region. Taking Sutherland as an example, Nagar mentioned that through its Call Centers, employment of around 13, 104 people did much to its 5 locations namely Pili, Makati, Taguig, Pampanga and Davao. He said further that their company's presence in the provinces increased the people's purchasing power, which, eventually increased economic activity as different businesses like malls, cafes, restaurants sprouted in the area. Other than that, airline flight schedules to and fro those areas also increased tremendously.

Conditions for the Company's Possible Location in R12

SGS has given emphasis to the availability of Quality Manpower Resources as a primary requirement before said company decides to locate in a certain province. In the case of Region 12, at least 600 quality people are already enough for the company to start its business operation here. Other than that, the Company would also look into the region's cost of doing business, major infrastructure facilities , possible sites for location and peace and order situation.

Role of the Academe

According to SGS, the academe plays a very important role in providing them the needed manpower resources. Hence, they are requested to ensure the following: 1) Give importance to Expression & Analytic skills when honing the students; 2) Use Scientific approach in assessing their language; 3) Use a Curriculum that is tailor-made in preparation for a call center work.

SGS Program

SGS Recruitment Teams has initially partnered with Colleges and Universities and has implemented multiple activities, through its College Connect Programs that will help raise the students’ chances of securing gainful employment after graduation. These activities have been initially rolled out as individual activities as deemed necessary from the continuous coordination with the partner colleges and universities. After the success of the pilot runs of the activities, they will now be grouped under one umbrella, the Sutherland Academy Campus Corporate Program.

Said program can also be implemented in Region 12 should the members of the R12 academe express willingness to participate, SGS is willing to conduct a Training of Trainors to identified representatives of the academe for FREE. This will be under the company's Corporate Social Responsibility Program. In return, these trainors must serve their individual institutions by providing them the same training that they obtained out of the activity.

The Academe's Response

Members of the R12 Academe expressed interest to participate in the program of SGS and were enthusiastic to know the requirements of SGS in its Training for Trainors. SGS, in return, told the heads of the academe that the lines of communication between them & SGS are open. They only need to make a call to SGS for further coordination.

Partnership with SGS

Should a partnership between SGS and an academic institution be forged, the school only needs to produce at least 30 quality graduates for SGS.

SGS Visit as a Product of the First R12 Investment Mission

The visit of SGS to R12 was a response of the company to the invitation made by the R12 Investment Mission Delegation Team during its visit to SGS headquarters in Taguig last May 10, 2011. During the said visit, the delegation team, headed by DTI-NERBAC 12 Center Manager and Assistant Regional Director Dorecita T. Delima, composed of the different Local Investment and Economic Officers in R12 , chamber officers and private companies, gave SGS an overview of the region and invited the company to pay the region a visit to see whether the region is now ready to accommodate a BPO Company like SGS.

I told a friend of mine that BPO is the only thing that is still missing at Gensan. The rise of the 24 hour convenience stores and fastfood at I.Santiago and National Highway has already given a go signal to investors that Gensan is ready. At least this would be an alternative to the flagship economy of heavy industries for Gensan. The influx of BPOs means a probable rise of the middle class in the city and Soccsksargen.

I also told 'em that since you have been promoting much that Gensan is one of the most business-friendly cities in the country today, its time for the government and the private sector to gear up for the BPO businesses in the city.

:lol:natawa naman ako sa statement na investors fearing terrorism...even Manila is no new to that. Joint Task Force GenSan is always on the look out hand in hand with PNP and AFP. Hindi talaga maiiwasan na may mga destabilizers...just recently may gasolene daw na pinakawalan sa isang part ng drainage system ng city. I know it is not from a leak or something but maybe an intentional pouring of it in the city sewage system from somewhere. I heard from the latest update in the news that the source daw was traced in Gasiano Mall of GenSan motorpool? If it is true, how come a certain motorpool could have carelessly drained such an enormous amount of flammable substance in a sewage system? ...knowing that this city doesnt have this No Smoking ordinance in public places being enforced...if they suspect a local petrol filling station...I would think it is next to impossible kasi mas malalim pa ang tanke ng gas station kesa sa lalim ng canal so papaano naman tatagas sa canal yung gaas?...

Kung nagkataon anlaking sunog or pagsabog siguro kung may nagtapon ng nakasinding sigarilyo sa canal na nadaluyan nitong gaas..tsk tsk tsk:ohno::ohno::ohno:God forbids!
We shall wait for the further investigation results..

Public-private partnership to spur development in SocCSKSarGen, says RDC-12 chair

by CT Apelacio
GENERAL SANTOS CITY, June 20 (PIA)-- The public-private partnership (PPP) scheme of the national government has got a boost of support from the local government units (LGUs) in SocCSKSarGen (South Cotabato-Cotabato-Sultan Kudarat-Sarangani-General Santos City).
City Mayor Darlene Antonino-Custodio, chairperson of the Regional Development Council (RDC) 12 lauded the public-private partnership as she described it an effective tool “to spur development in the countryside.”
The Department of Trade and Industry (DTI) in collaboration with the National Economic and Development Authority (NEDA) has launched PPP here inviting elected officials and representatives from the different LGUs and key national line agencies in Region 12.
Custodio said she strongly supports PPP as government strategy to help realize various development projects particularly infrastructures that will facilitate progress in SocCSKSarGen.
“I believe that PPP will accelerate growth and development, thus, in the long run reduce poverty in the country and in the region as well,” Mayor Custodio said, adding it can also help improve local delivery of basic services to the public. .
PPP is also known as the Build-Operate-Transfer (BOT) or the privatization scheme popularized by the predecessors of President Benigno S. Aquino Jr.
But the Aquino administration has recently enhanced the scheme and renamed it PPP to bolster partnership between the government and the private sectors.
Antonino also commended the national government for enhancing PPP scheme confident that once it will be adopted by all LGUs, it would mean “additional resource for local governments in terms of revenues and other economic gains.”
She also acknowledged the importance of private entities in local development and nation building saying the private sectors “are better equipped as they have the capacity to finance huge projects compared to government.”
PPP is a partnership between a private sector and the government to enter into any legitimate development undertaking such as infrastructure projects that will have impact to the country’s growth and the people’s quality of living.
One of the features of PPP that Antonino strongly subscribed to is the prioritization of the local private sectors to enter into business ventures with the government.
“PPP scheme is not just relegated to foreign investors but also it is something local investors can venture into,” she stressed.
Earlier, Sarangani Governor Migs Dominguez also expressed his confidence over PPP describing it as effective means to boost investments at the local level.
Eleazar Ricote, director of PPP Center of the Philippines described PPP as “a range of possible contractual arrangements between public (government) and private entities (usually a consortium) to provide and/or deliver infrastructures and/or development projects or services.”
As a contractual arrangement, he said both parties are obliged to honor the contract according to its terms and conditions that were agreed upon. LGUs can enter into a BOT or PPP as provided for in Republic Act 7160 or the Local Government Code.
Other variants of PPP include the BOT itself, build and transfer, build-own-and-operate, build-lease-and-transfer, build-transfer-and-operate, contract-add-and-operate, develop-operate-and-transfer, rehab-own-and-transfer, among others.
Ricote enumerated power development; highways/roads; railroads and railways; ports; airports; transport systems; telecommunications; information communications technology (ICT) systems/facilities; canal, drainage, irrigation; waterways; sewerage systems and land reclamations as just among those projects eligible for PPP. GENERAL SANTOS CITY, June 21 (PIA) -- The South Cotabato Swine Producers Association (SOCOSPA) here is set to commence the celebration of the 9th Yaman Gensan with a bang as it prepares to welcome the business month with a parade of delectable roasted pig or locally known as “lechon” on Thursday (June 23).
SOCOSPA President, Chester Warren Tan said more or less 37 roasted pigs will be showcased to highlight the celebration of the 2nd Lechon Festival this year where they would be dressed/decorated on a float for a city tour before they will be brought back at the city oval plaza for judging.
The roasting, he said, will start at 4:00 in the morning followed by a lechon parade at 8:30 a.m. The lechon will be judged based on its taste and crispiness while special prizes will also be given to participating lechon houses with “best float” and “best in costume.”
According to Tan, the idea of the lechon festival is to help promote the swine industry locally as well as give opportunity for the “lechoneros” (lechon roaster) to create an income.
“If we can’t export our hogs to other countries, we can roast and sell them to other provinces in the country,” he opined.
Lechon is often cooked during national festivities known as fiestas, the holiday season, and other special occasions, and it is usually the highlight and the most popular dish of these events.
Traditionally, the pig is placed in a spit over hot charcoals while the roaster will wipe the skin with a brush made out of leaves water and the pig’s own fat which makes the skin "pop" and eventually crunchy.
Tan said tourists are expected to flock the city on the said festival as the delicious lechon will be sold at P250 per kilo after the event.
He revealed that part of the income the lechon festival be earning will go to the lechoneros while the remainder will go to the charitable institutions in Gensan like the Home for the Aged and others.
This year’s 9th Yaman Gensan is a month long celebration which starts on June 23-July 23, 2011. (PIA-Gensan)

SMI completes EIA on South Cotabato mining venture

JONATHAN L. MAYUGA
June 27, 2011

Sagittarius Mines Inc. (SMI) on Monday said it has completed its environmental impact assessment (EIA) for the Tampakan Copper-Gold Project for review and possibly get the approval of the Department of Environment and Natural Resources –Environmental Management Bureau (DENR-EMB).

The EIA is a requisite for the issuance of an environmental clearance certificate (ECC), which will pave the way for the launch of operations of what has been dubbed as the potentially biggest copper-gold project in the world.

SMI also hopes to hurdle another potential stumbling block to the $6 billion project—the ban on open pit mining in South Cotabato—through the help of an extensive research and study conducted by experts hired by the company.

The Tampakan Gold and Copper Project may have Malacañang’s backing but without the consent and approval of the local government, the people and the communities, the project may have to be sidelined until such requirement under the Philippine Mining Act of 1995 is fully complied with.

“The extent of the environmental impact assessment for the Tampakan mine is unprecedented in its range of data and field works conducted for a single project in the country,” SMI said in a statement.

Years of baseline data were used, in particular, the water study, while the air monitoring study, on the other hand, used data collected since 2009. Data from other sources were also used including data collected for the last 19 years on the water demand from the Mal River collected by the National Irrigation Administration.

For the flora and fauna impact assessment, the data was derived from one of the most extensive field research ever conducted in Mindanao, which involved extensive field visits from 2009 to 2010.

SMI corporate communications manager John Arnaldo said the studies conducted were used to assess the environmental impact of the proposed mine.

“These studies provided us with detail to develop mitigation plans for the proposed mine that we believe will help establish a blueprint for the ethical, responsible and modern mineral development in the Philippines,” Arnaldo pointed out.

“We want to be sure that before we even start construction, we will have extensive mitigation plans to manage the environmental impacts that have been identified by all these baseline studies.”

The EIA was put together using technical studies on land use and classification, geology, geomorphology and geohazards, soils and agricultural suitability, terrestrial ecology, groundwater and surface water resources, aquatic ecology, air quality and greenhouse gases, noise, blasting and vibration, social impact, economic benefits, traffic and visual amenity.

A draft EIA has been submitted to Tampakan Vice Mayor Rely Leysa who also chairs the town’s local legislative body.

The local official stressed the need to strike a balance between the economic benefits and protection of the environment, specifically when it comes to protecting local water sources from the impact of the mine. The official said the EIA will be validated, particularly the aspect of mitigating the impact of the mine to the environment.
