iba sila. magkapareho lang sila ng landscape. pero ranch yang sa rd. they are raising american brahman cattles and also sheeps and goats in a 500 hectare land somewhere in tambler.

DAVAO CITY—A central Mindanao city now has its first call center, the farthest that anyone from the outsourcing and offshoring industry (O&O) has gone in search of an appropriate location outside the congested and expensive Manila and Cebu centers.

Calcent Link Solutions is now operating the first combined training and outbound call center in Cotabato City, according to the Growth with Equity in Mindanao (GEM), an agency formed by the US Agency for International Development and the Philippine government.

The call center in Cotabato City, 242 kilometers west of this city, is a partnership with Davao City-based BE Sure Outsourcing Co.

The company has already hired and trained several agents, mostly women, to call for accounts in the US.

“We train [aspiring agents] first and then hire some of them,” said Pete Marquez, Calcent Link owner and president of the Metro Cotabato Chamber of Commerce.

Calcent Link offers a 10-day basic workshop, covering US geography and culture, American English, communication skills development, call simulations, stress management and personality improvement.

“The English skills of our trainees were exceptional to begin with and that’s not an area of concern,” said Marquez. “We’re pleased with their persistence in selling.”

Calcent Link director Andy Orobia said its local agents “are proving as good as any other call-center agents in the country.”

“The opening of the first call center in this city is indicative of a new phase in the development of the business-process outsourcing sector in Mindanao,” said the GEM.

Cotabato City produces more than 1,800 college graduates a year, mostly from Notre Dame University, Cotabato City State Polytechnic and 17 other tertiary-level schools. Most of the graduates have majored in accounting and courses related to the medical profession, GEM said.

“There being few white-collar job options in the city, many of these graduates end up working in other places, such as the new wave BPO hubs of Davao and Cagayan de Oro, or further afield in Manila or Cebu,” GEM said.

“As these outsourcing hubs grow more congested, however, BPO firms are setting up auxiliary offices in other locations,” it added.

The statement quoted a local call-center agent, Sahanie Ali, as saying that “working here is convenient because the cost of living is low and I can go home daily to my family.”

“From my hometown in Sultan Kudarat [a municipality next to Cotabato City] I cross the Rio Grande de Mindanao by banca, then take a jeepney to work,” she said.

Renne Subido, GEM deputy program manager for business development, said “setting up BPO operations at the labor source has advantages for both the firms and their local hires.”

“There’s less attrition,” he added.

Subido said Cotabato City could be “a focal point for remote, or virtual, training and subcontracting,” citing moves of the O&O industry to look for satellite operations in other cities in Mindanao, such as [B]Zamboanga, Iligan, Cotabato, General Santos and Marawi.

MANNY PACQUIAO’S SECOND STAB AT winning in the political arena officially got off the ground in Las Vegas a few minutes before the start of his fight with Britain’s Ricky “The Hitman” Hatton yesterday.

It may have gone unnoticed, but Michael Buffer, the famous ring announcer who coined, patented and made famous the phrase “Let’s Get Ready to Rumble,” officially referred to Pacquiao as “from Sarangani province in the Philippines.”

In his previous bouts that were also beamed worldwide, Pacquiao was referred to as the fighter “from General Santos City in the Philippines” by Buffer.

Yesterday’s introduction could have been passed off as nothing out of the ordinary by fans outside of the Philippines and those in attendance.

But it could definitely matter next year, when he seeks the congressional seat in Sarangani, the hometown of his wife Jinkee.

Koronadal City (4 May) -- In support to the Accelerated Hunger-Mitigation Program of Her Excellency President Gloria Macapagal-Arroyo, the Department of Environment and Natural Resources (DENR) in Region XII launched Friday last week (April 24, 2009) a 50-hectare agro-forestry project in Koronadal City.

An outlay of more or less P1,114,606 was earmarked this year from the Comprehensive Agrarian Reform Program (CARP) funds for financing said project of the ABESCO Cooperative.

This people's organization has an existing Community-Based Forest Management Agreement with the DENR, and an affirmed Community Resource Management Framework, a prerequisite in the development of the area. The move is in keeping with the 2009 thrust of Poverty Reduction and Hunger Mitigation implemented under the leadership of DENR Secretary Jose L. Atienza, Jr. This was bared today by Forester Wilma C. Saladero, DENR XII's Chief of the Community-Based Forest Management (CBFM) Office.

Expected to benefit from the Project are 187 active members and their families of this SEC (Securities and Exchange Commission) - registered people's organization. Eighty percent of the coop members are indigenous B'laan tribe from the five barangays along Koronadal City's Roxas Mountain Range, namely Sarabia, Carpenter Hill, San Isidro, Assumption and Paraiso.

The ABESCO Cooperative, chaired by Mr. Alberto Fluk, sought for financial and technical assistance from the DENR through a resolution passed by the Board of Directors last January which the office of Regional Technical Director (RTD) for Forestry Muripaga T. Umpar considered for funding.

In his talk during the said launching program at Sitio Upper Acub in Barangay San Isidro, Director Umpar enjoined the members of the cooperative to take good care of their project and to create a lasting impact for the welfare of their community. "The success of the program lies in our hands. We will not only enjoy the direct and indirect benefits of this project but the future generations will also reap the fruits of our labor," Director Umpar said.

Barangay Assumption Chairman Sagin Monday lauded the efforts of the DENR through the Forest Management Service for providing assistance to the ABESCO Cooperative.

Moreover, Forester Saladero explained that aside from the financial support, the DENR shall provide the necessary technical assistance while the cooperative members shall provide labor as counterpart.

A memorandum of agreement (MOA) between the two parties was formally signed during the launching program. The agreement provides for the development of a 50-hectare parcel of the 800-hectare open access area of ABESCO as programmed under the coop's 5-year work and financial plan. A total of 25 hectares was programmed for rubber plantation while the remaining 25 hectares will be planted to mango intercropped with upland rice, corn and vegetables.

Forester Leonisa C. Alfaro, DENR-South Cotabato's Chief of the Community-Based Management Unit cited the Project's rationale. "The Project is one way of uplifting the living condition of our rural people and in fighting hunger among the vulnerable sectors of our society. Planting cash crops while waiting for the harvest of the long- term crops is most beneficial to the members. We all have to give our full support to the project," Forester Alfaro explained.

As a strategy, CBFM requires the capacity and readiness both of the people and the environment. People need to be socially and skillfully prepared to do the strategy and accept the responsibility to take care of the environment while making use of it.

gensan city remains as one of the most peaceful cities in the with a low crime rate.. moreover, the city has a crime efficiency rating of 98% in '08, meaning 98% of committed crimes were solved..

GENERAL SANTOS CITY, May 5 (PNA) – South Cotabato public works officials on Monday bared they have started to fast track the completion of provincial roads, bridges and irrigation canals in time for the election ban in public works next year.

As provided by law, the ban on public works starts at least 45 days prior to an election.

Provincial engineer Bernard Dormitorio their personnel have to work even on weekends in order to complete works in 700 kilometers of roads and about 104 bridges.

Citing the calendar of activities of the Provincial Engineering Office, Dormitorio said they are currently working to complete some P10-million worth of projects in June.

The funds came from the approved first supplemental budget of the province of about P117 million, he added.

The provincial government plans to seek another supplemental budget in July in order to continue the different programs and projects of the province before the election ban.

South Cotabato Gov. Daisy Avance Fuentes said she expects that the P25-million Datal Bob-Tudok road projects to be completed within the first six months this year.

Also being rushed for completion are the Sto.Nino-Norala road, the asphalt overlaying of the Tampakan road and the rehabilitation of Norala-Banga road.

Dormitorio said the discovery of appropriable cash and release of previous internal revenue allotment balances hiked the provincial funds to P204,361,373.24, enabling the provincial government to fund much needed infrastructure projects.

Aside from infrastructure, the provincial government has also trained its sight on health and education.

Gov. Fuentes said the provincial government has been obsessed in giving brighter educational future and a healthy population.
Last year, the province has a total appropriation of some P798,026,432.62 of which the province allocated P158 million for health. (PNA)

GENERAL SANTOS CITY, May 5 (PNA) – The Department of Social Welfare and Development (DSWD) in Region XII or Southwestern Mindanao has launched anti-poverty mapping program to help identify the ”poorest of the poor” residents in the area.

Bai Zorahayda Taha, DSWD Region 12 director, said the program aims to collect information about the characteristics, location and the identity of residents who are considered to be below the poverty line.

Dubbed national household targeting system for poverty reduction (NHTS-PR), she said the program was launched in in three provinces and one highly-urbanized city in the region.

Taha said NHTS-PR aims to establish a transparent and unified database of socio-economic variables of households in the country.

“Specifically, the NHTS-PR aims to formulate a unified criteria for the identification of the poorest population through scientific means, facilitate sharing high quality database to public and private social protection stakeholders, and reduce leakage of high quality database to public and private social protection stakeholders,” she explained.

The areas covered by NHTS-PR are Sarangani, South Cotabato, Sultan Kudarat and General Santos City.

The program, which started last month, is due for completion by August.

In South Cotabato, the municipalities of Lake Sebu and T’boli were selected as the pilot areas and the simultaneous assessment is targeted for completion within one month.

Taha said at least 31 field interviewers or enumerators will be employed in T’boli and another 28 will be deployed in Lake Sebu.

She said a two-page instrument or questionnaire will be used by the enumerators, similar to the ones used in their 4Ps assessment which were piloted in Malapatan and Maasim in Sarangani province.

4Ps stands for Pantawid Pamilyang Pilipino Program, a poverty reduction strategy that provides grants to extremely poor households to improve their health, nutrition and education particularly children aged 14 years old and under.
“NHTS-PR is not only data-banking for the identification of the poorest of the poor but it will serve as a guide for policymakers, local chief executives and planners to plan a program that will fit in the needs of the poorest of the poor,” added Rudy Jimenea, social marketing officer of DSWD Region 12.(PNA)

GENERAL SANTOS CITY, May 5 (PNA)-– A day after making their “best-ever” finish in the Palarong Pambansa, officials of the Region XII delegation on Monday vowed to institutionalize the region's sports programs to further improve the performance of local athletes in various national sports competition.

South Cotabato Gov. Daisy Avance-Fuentes, who headed the Cotabato Regional Athletic Association (CRAA) in the Palarong Pambansa 2009 held in Tacloban City, said they are planning to immediately embark on specialized training programs and related activities for local coaches in preparation for next year's national games.

The Region XII or CRAA delegation, which finished seventh overall last year, improved to fifth place after taking the fifht spot in the secondary division and fourth in the elementary division.

Region 12 covers the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Cotabato and Kidapawan.

Fuentes said they will set aside the necessary allocation to upgrade local sports facilities and support the participation of local athletes in upcoming competitions.

“Despite our meager budget, our athletes still managed to give us a big win. I think this means that our sports programs have really evolved and that the instutionalization of our support to our athletes is really working now,” she said.

Dr. Allan Farnazo, acting assistant regional director of the Department of Education Region 12, credited the strong finish of the CRAA delegation to the vastly-improved performance of the athletes from the region.

He cited the gold haul of the region in swimming team, arnis, volleyball, soccer, athletics and other major events.

“As a result, a number of out athletes received scholarship offers from top college and universities in Metro Manila,” he said.

For instance, he said some members of the soccer and volleyball teams are being offered with sports scholarships at De La Salle University, University of Sto. Tomas and the University of Perpetual Help.

Farnazo said they advised the athletes to consider such offers, which he cited as among the best opportunities for them to further improve their performance.

For the winning athletes in the recent Palaro, Farnazo said the CRAA delegation officials have started the release of the promised financial incentives.
He said the gold medal winners received P3,000 while the silver and bronze medal winners received P2,000 and P1,000, respectively.(PNA)

SAIPAN Mayor Juan B. Tudela wants to visit two major cities in the southern part of the Philippines before his term end this year.

He said his office received an invitation from the mayors of General Santos City and Davao City in Mindanao for a possible sister city agreement.

Tudela said his tentative scheduled trip to the Philippines is July but he has yet to finalize the itinerary and the expenses involved.

“We don’t know yet who’s going to pay for the trip,” he said.

Most of his previous travels for the signing of sister city agreements were paid by the host cities, he added.

Tudela said sister-city relationships can help boost local tourism industry.

In a letter dated April 28, General Santos City Mayor Pedro B. Acharon Jr. told Tudela that a “host of opportunities accompany such a [sister city] agreement with emphasis on business endeavors benefiting both local economies.”

Acharon said he was anticipating to finalize the agreement with Saipan this year.

Davao City Mayor Rodrigo Duterte, for his part, informed Tudela about the cultural and business opportunities in his city.

“You are most welcome to come and visit Davao anytime,” Duterte said.

Now that the construction of the Traffic Signal Systems on two of General Santos City’s major chokepoints (National Highway-Santiago Boulevard and National Highway-Jose Catolico Avenue Junctions) are nearing completion, here comes the news that two more roads junctions will also be equipped with the same.

Traffic Mishap incident

The new Traffic Signal System along the National Highway will prevent incidents just like this one.

According to Engineer Rizza Paces, of the City Engineer’s Office, these areas are the : Jose Catolico Avenue and Bula-Lagao Road junction and the Makar Port Crossing. The first one is in preparation for the impending increase of traffic congestion incidents near the Cookie Factory with the opening of Robinson’s Place in September 2009.
The whole project will cost at least 18 million pesos, according to estimates from the City Engineer’s Office.

Some readers agreed. Many didn’t. One guy was so incensed that he vowed to get all his friends to boycott me, which I think might’ve been going overboard. This isn’t life or death, after all; it’s supposed to be fun.

The reactions got me thinking: OK, what is the overriding reason I believe Pacquiao is better than Mayeather, as well as Juan Manuel Marquez, Bernard Hopkins, Joe Calzaghe, Winky Wright and a few others who might have credentials?

The answer finally became clear: Because Pacquiao moves me, as does Marquez to a lesser extent. The others don’t.

I acknowledge that a strong case can be made that Mayweather is the best fighter of the 2000s. He is the most naturally gifted of these fighters and has a perfect record (39-0, 25 knockouts). He has what it takes to win and does so, plain and simple.

If that’s how you define the best fighter, then he’s your man. God bless you.

That’s not my definition, though. To me, skills and winning are only part of the equation.

I admire the sublime ability, speed and athleticism of Mayweather, as I did Pernell Whitaker. They are virtuoso boxers, master technicians, certainly among the best of their eras. At the same time, there’s something missing with both of them, in my opinion. I call it the “thrill factor.”

To me, the greatest fighters aren’t just admirable; they’re part technician and all warrior. They, too, have exceptional skills and win consistently but also take risks, both in terms of who they fight and in the ring. They seek out the best possible opponents and then go to war, putting both their record and well being on the line.

That’s what fans pay to see – fights, not dance contests. They want those thrills, the kind that Pacquiao provided in a heaping dose with his one-punch knockout of Ricky Hatton on May 2.

“The great matchmaker-promoter Teddy Brenner once said, ‘There’s no room for perfection in boxing,’” said television analyst Larry Merchant. “What he was saying is that fans don’t come for a clinic. And I think, unlike other games, fans count. … I generally give a close round to the fighter who is making the fight, the aggressor, the guy throwing the most punches. Ultimately, I think that’s also how we judge who the best pound-for-pound fighter is if it’s close.

“When I look at the phantom list of greats, I see guys who sought out challenges. Robinson fighting LaMotta six times, Leonard fighting Duran three times and Hearns twice and then moving up to fight Hagler. That’s greatness. They didn’t always win but so what? …

“When I look at Pacquiao,” Merchant continued, “I see that he fought Morales three times, Barrera twice, Marquez twice and then moved up to fight the top guys at 140 and 147 pounds at whatever status they had at the time. That to me says a lot. I think Pacquiao is better than Mayweather. That doesn’t mean he would beat him because Mayweather is naturally the bigger man.

“If you look back at the record, though, I think it shows that Pacquiao is better. I want someone willing to take risks, someone who moves me.”

I feel I could build a very strong case for Pacquiao against Mayweather based strictly on accomplishments.

Pacquiao has faced better opposition, most notably fighting the three future hall of famers from Mexico –- Morales, Barrera and Marquez –- a total of seven times (going 5-1-1). Mayweather also has faced some elite fighters –- Genaro Hernandez, Jose Luis Castillo and Diego Corrales, among others -- but has been extremely selective.

Pacquiao won three major titles in three weight classes (WBC junior lightweight, WBC lightweight and THE RING junior welterweight) and beat Oscar De La Hoya at welterweight within a span of 14 months, a feat that has drawn comparisons to the great Henry Armstrong.

Under the tutelage of trainer Freddie Roach, Pacquiao has evolved from a one-handed brawler into a complete boxer-puncher who seems to be improving at a rapid rate 14 years into his professional career. I’m not sure people realize how rare that is.

Pacquiao and Mayweather have two common opponents, De La Hoya and Hatton. Pacquiao dismantled both while Mayweather barely beat De La Hoya and took much longer to stop Hatton, although De La Hoya had weight issues against Pacquiao.

“Let’s just look at the two fights against Hatton,” said Mike Silver, an historian and author of The Arc of Boxing. “Mayweather calls Hatton ‘the toughest fighter I ever faced’ and Pacquiao utterly destroyed him. C’mon, if Mayweather has the skills he professes to have, he should’ve dominated a club fighter like Hatton.

“And a prime De La Hoya beats Mayweather. Every time (De La Hoya) threw the left jab, Mayweather had no answer. A great fighter doesn’t react that way to a left jab.”

I acknowledge again that Mayweather’s proponents could come back with their own arguments. He’s a better boxer, he’s unbeaten, he usually wins easily, he’s won more major titles than Pacquiao. They probably have more on their list.

And they'll mention the fact that too much has been made of Pacquiao's last three victories, against tough, but limited David Diaz, a depleted De La Hoya and Hatton.

However, when you add the “thrill factor” into the equation, I feel that puts Pacquiao over the top.

Pacquiao and Mayweather probably will meet in the ring if the latter beats Marquez on July 18, which illustrates the spirit of the two fighters: Pacquiao would be the one taking the risk by fighting a bigger man.

That’s what Pacquiao is all about. And why I believe he’s the greater fighter.

Zambo Taekwondo group hosts Mindanao championships

Some 200 taekwondo jins from all over Mindanao will converge in Zamboanga City on May 17 for the Mindanao New Face Taekwondo Championship 2009.
The Zamboanga Taekwondo Association, an affiliate of the Philippine Taekwondo Association will host the event for the first time, as it hopes to attain “a nation with dynamic citizenry through the influence and motivation of taekwondo as a martial art, science and sport.”

The event is set to be held at the City Coliseum in Tetuan.
The participants will come from Cagayan de Oro, Iligan, General Santos, Butuan, Tacurong, Basilan, Jolo, Ipil and Zamboanga City.
The winner in the Mindanao level will represent the island in the national level competition set to be held next month.
The Zamboanga Taekwondo Association has won several awards in both national and international competitions, the latest of which was the 2007 international championships held in Korea.
The local taekwondo group aims to continue the development of sports in support of the city government’s sports and youth development programs.

SM pushes mall project in General Santos

SM PRIME Holdings Inc. forged a lease agreement for an eight-hectare property in General Santos, as rival Gokongwei-owned Robinsons sets the start of commercial operations within the year.

Mayor Pedro B. Acharon Jr. said the Salazar family has agreed to let SM construct a mall on its property on Santiago Boulevard.

"Both parties have already signed the [lease] contract; I don't have the other details of the project," he said, noting he talked with a representative of the Salazar family.

SM Prime officials or the Salazar family could not be immediately reached for comment.

Local reports said SM Prime reportedly plans to lease the property for 50 years from the landowner.

Acharon said the giant mall operator has started drawing up a construction plan for its building.

Although SM Prime has yet to file for building and other permits, Acharon said its entry will be a big boost to the city's economy.

Pilar T. Afuang, local business chamber executive director, echoed the sentiments of the official, saying its presence is another indication of the city's economic viability.

"Our board of directors talked with the landowner and they were expected to vacate the premises by May. Clearing operations are already ongoing," she said.

Earlier, SM Prime officials had a meeting with the local government unit to discuss the project.

"It's 80 to 90 percent sure that SM is putting up a branch here...and this is a welcome development. Their people had discussed the project with the local government," Acharon earlier said.

The intention of SM Prime to set up a multi-million peso mall here comes in the heels of the looming operation of rival Gokongwei-owned Robinsons Place-General Santos.

The Robinsons branch in this city, dubbed the "Tuna Capital of the Philippines," has taken shape and is slated to operate within the year.

Last year, SM Prime announced it is looking for a lease manager for its SM City-General Santos branch.

Acharon said there is "no problem" as to the business viability of the project but pointed out a concern coming from micro and small entrepreneurs in the locality.

With the entry of big shopping malls, these micro and small entrepreneurs fear they will be displaced.

“But I told them this can be an opportunity for them...that they should think big or reevaluate their strategies to keep pace with the competition brought by these big stores,” the mayor said.

In the Davao and Iloilo experience, Acharon said micro and small entrepreneurs managed to adjust in a “matter of six months” after giant malls started operating in the cities.

With SM mall around, this will bring to four the operators of big shopping malls in the city.

Construction of Robinsons Place-General Santos, at a reported cost of P2 billion, has been going full blast in the past several months.

The other two malls operating at this city for years are Gaisano Mall and KCC Mall. (BSS):applause:

Philippine boxer Pacquiao eyes big hometown project

MANILA (Reuters) - Philippine boxing hero Manny Pacquiao is investing 1.22 billion pesos ($25.8 million) in a 400-hectare special economic zone, including a cancer treatment clinic, in his hometown, a senior trade official said on Tuesday.

Revered across the Philippines and widely regarded as the best pound-for-pound fighter in the world, Pacquiao has been investing in small businesses but is broadening his horizons. The 30-year-old is even said to harbour political ambitions.

The development, which includes medical tourism facilities, an information technology park and a retirement village near General Santos City, was to be funded 60 percent from Pacquiao's personal funds and 40 percent through bank loans, said Lilia de Lima, head of the Philippine Economic Zone Authority (PEZA).

The Manny Pacquiao Heights Development Corp. (MPHDC) was expected to start operations on the southern island of Mindanao by the first quarter of 2010 after the government approves the plans, de Lima told reporters.

Pacquiao could not be reached for comment.

In her report to Trade Secretary Peter Favila, de Lima said Pacquiao's group was already in talks with two foreign-based companies to set up a proposed Philippine International Cancer Centre, the centrepiece in the zone.

They included New York-based Bio City Development Co, a healthcare company that runs cancer centres in Dubai, Hong Kong and Western Europe.

Pacquiao, 30, knocked out Briton Ricky Hatton in the second round of their IBO light-welterweight world title bout in Las Vegas earlier this month.

He owns a franchise of local fastfood chain, apartment blocks, has recorded songs and produced a B-movie when not training or fighting in the ring.

Although there haven’t been any official statements yet from both SM Prime Holdings, Inc. (the corporation behind the SM supermalls around the country) and the Salazar Family of General Santos City (said to be the owners of an 8-hectare property along Santiago Boulevard, GenSan where SM reportedly intends to put up the SM General Santos Supermall), observers believe that it’s a done deal.

The fact that General Santos Mayor Pedro Acharon already confirmed the signing of a lease between the two concerned parties, then the project already has the green light.

SM reportedly intends to lease the Salazar-owned land for 50 years. And we all know that long-term leases mean financial security for the owners. Good for them, yes?

SM General Santos City is seen to be the imminent rival to Robinson’s Mall General Santos City, which I think is set to start operations this year.

I wonder if this latest development worries the owners of Gaisano Mall and KCC Mall GenSan?

Koronadal City -- South Cotabato Provincial Hospital (SCPH) has already received Tamiflu last May 26, 2009 from the Department of Health Region 12.

SCPH Dr. Edgardo Sandig in an interview confirmed to the Philippine Information Agency 12 said that seventy boxes of Tamiflu was received by the office as part of the preventive measures campaign of the Department of Health (DOH) against the A(H1N1) influenza virus for free.

Also the Department of Health Region 12 stressed that the region is A(H1N1) free and that there is no case yet reported. Through all this, the Department of Health (DOH) and the Department of Education (DepEd) disclosed they have been busy with the preparations for the opening of classes next week because of the four individuals confirmed cases of A(H1N1) virus in the country, steps have been taken to address this particular concern.

Tamiflu is a prescription antiviral medication that can be used to treat influenza infections (the flu) in children and adults, if their symptoms have started within the last day or two before starting to take Tamiflu. It can also be used to prevent the flu in children, teens and adults who have been exposed to the influenza virus.

Yesterday, May 25, Secretary Francisco T. Duque III, convened the second Command Conference for Influenza A (H1N1) to discuss the present situation of the novel virus in the Philippines and step up the country's preparedness and response plan at sub-national and local levels.

Current interim guidelines for case detection. Laboratory confirmation, case management, contact training, and other operational concerns were also discussed.'

This critical meeting was attended by members of the Task Force for Influenza A(H1N1), Directors of the Centers for Health Development in all 17 regions, as well as the Directors of the five Referral Hospitals namely Research Institute for Tropical Medicine (RITM), San Lazaro Hospital, Lung Center of the Philippines, Vicente Sotto Memorial Medical Center, and Davao Medical Center.

GENERAL SANTOS CITY–- A British businessman here said the British government has lifted a travel ban on its nationals in the “eastside of Mindanao,” which includes several provinces and cities in Region XII.

Chris Dearne, who runs a hotel business here, said they (British nationals in this city) have finally convinced their government to lift travel restriction in General Santos City and Sarangani which, he added, are included in the “eastern side of Mindanao” that also covers the northern and eastern Mindanao regions.

Dearne, a former British Army soldier, also manages a diving shop and has been guiding foreign divers deep into the famous Tinoto Wall in Maasim and other dive spots along Sarangani Bay.

“We feel safe here in General Santos and Sarangani,” Dearne said.

World boxing superstar Manny "Pacman" Pacquiao is seriously pursuing a career as an investor, revealing late Tuesday night, after playing basketball, his plan to build a P500 million hotel here.

Pacquiao's bid to build a classy hotel comes on top of a recent announcement that he too will develop a multi-million dollar integrated special economic zone also in this city, a locality home to many who've made millions from the tuna industry.

"The hotel will be constructed near the heart of the city. The blueprint of the project is already underway," he said in a phone interview.

From a poor family, Pacquiao rose to fame after beating several famous fighters in different weight classes, including Oscar "The Golden Boy" dela Hoya.

His latest conquest was Englishman Ricky Hatton, who was knocked out in the second round via a powerful left hand to the chin.

Pacquiao lives in a multi-million peso mansion in this city, the "Tuna Capital of the Philippines."

Among the earlier investments of the Filipino boxing champion funded by his winnings or earnings outside the ring was a real estate property and gasoline station. He also owns a sprawling farm in Malungon, Sarangani, where he functions as the local government's tourism officer.

Aside from the ring, Pacquiao has become a showbiz personality and endorser of many products. He tried politics in the last elections but failed in the first district of South Cotabato. In the 2010 polls, he is reportedly eyeing the congressional seat in Sarangani province.

But when asked how much he's actually worth after all those big-ticket fights, part of which he intends to fund his new investments, Pacquiao's only reply was "Secret."

Pacquiao's plan to build a hotel here is seen to boost the tourism potential and strengthen the local hotel industry in this city, the economic hub of Central Mindanao region.

For now, there are at least two "best hotels" here, the East Asia Royal Hotel and Sydney Hotel.

While Pacquiao kept details of the hotel venture under wraps, he appeared bullish about his multi-million dollar special economic zone project in Barangay Olympog.

"We're developing the economic zone within my personal property of 300 hectares. It's patterned after the American style. There will be residential houses and a hospital," he said.

"About half of the capital expenditure will be shouldered by me and the other half by outside investors," he added.

Pacquiao also said the road network development of the economic zone project has already started.

As to when it would be completed, he did not give a categorical answer.

According to the Philippine Economic Zone Authority, the Manny Pacquiao Heights Development Corp. is investing some P1.2 billion to its economic zone project straddling 200 hectares.

Lilia de Lima, Peza director general, has said the 200 hectares would be developed into specialized zones: 30 hectares for a medical tourism park, 70 hectares for other tourism facilities, 40 hectares for a retirement haven, and 60 hectares for an information technology park.

In its project profile submitted to the zone authority, the firm would like to develop first the medical tourism zone.

I heard from inside source that the Gaisano Cinema is under repair and rennovations... MAganda talaga cinema ng Gaisano malaki just like yung sa LIMKETKAI... sana pinturahan din nila gaya sa new building....

(2nd update) MANILA, Philippines - A company owned by Filipino boxing champion Manny Pacquiao will develop a 400-hectare property in General Santos City and transform it into a special economic zone.

The company, which will invest some P1.217 billion for the project, will also seek tax incentives from government, the Philippine Economic Zone Authority (PEZA) said.

The project is up for approval next month, PEZA director-general Lilia de Lima said.

If approved, the project will enjoy fiscal incentives, possibly allowing it to enjoy tax breaks anywhere from five to 15 years.

Located at Balsinang, Olympog in General Santos, Pacquiao’s hometown, the property is registered under Manny Pacquiao Heights Development Corp. (MPHDC).

The project’s first 200 hectares will be developed into different types of economic zones as part of its overall aim of becoming a well-planned community.

Seventy hectares will be allotted for tourism, 65 for information technology, 40 for retirement, and 30 for medical tourism, de Lima said.

The Pacquiao-owned company is currently in discussion with two foreign firms, both of which have expressed interest in developing world-class medical tourism facilities, de Lima added.

These two firms include the New York-based Bio City Development Co., which specializes in the development of the international cancer centers in Dubai, Europe, Vietnam, Hong Kong, and New York.

The proposed ecozone may also allow the establishment of a Medical University, which plans to offer high-end facilities for patients, visitors, and companions.

The facility will also include an international Medical Convention Center, an outdoor sports and recreation park, and retail and commercial strips.

MPHDC is also expected to spend P1.193 billion to develop the land area with the remaining P24.3 million used to pay for the land’s acquisition.

Some P730.439 million will be sourced from the company’s internally-generated income while remaining costs – amounting to P500 million – may come from bank loans.

MPHDC is currently processing its registration with the Securities and Exchange Commission (SEC). Incorporators include Pacquiao, Jinkee J. Paquiao, Rogelio D. Paquiao, Edilberto L. Jamora, Helen DC Nocom, and Yan V. Amante.

Two MPHDC representatives have held meetings with Socioeconomic Planning Secretary Ralph Recto last month to discuss infrastructure projects in General Santos.

Pacquiao’s company is eyeing projects involving “power, water, and infrastructure," according to an April 17, 2009 letter addressed to Recto.

The investments seek to improve General Santos’ tourism industry, said the letter which was signed by Amante.

Besides intending to enhance the city’s agricultural output by providing “farm to market roads," the company is also seeking government assistance to convert land for its “tourism-related projects."

Company representatives were then referred to the Philippine Economic Zone Authority (PEZA) for proper guidance, Recto said.

In early May, Pacquiao earned $12 million, just $4 million lower than the $16-million foreign direct investments received by the Philippines in February, as reported by the Bangko Sentral ng Pilipinas (BSP).

Earlier, Pacquiao expressed plans to run for a political post in Saranggani province.

In 2007 Darlene Antonino-Custodio beat Pacquiao to be GenSan's Representative to Congress.

Cable Cars in Lake Sebu’s Seven Falls : A different kind of adventure

Apart from the intact T’boli culture and wonderful sceneries, a different kind of adventure will soon be experienced by tourists in Lake Sebu in South Cotabato.

Lake Sebu is known for its natural lake and home to the indigenous T’bolis, Tirurays, Ubos and Manobo tribes.

This southwestern Mindanao’s summer capital also have a majestic waterfalls called Seven Falls.

According to reports, talks between the provincial government and the investor already started last week about the proposed cable car tours at the Seven Falls located in Lake Sebu town.

Colorado Springs has their own version of seven falls but South Cotabato’s version is totally different. Imagine a series of river drops along the lush mountain forest that’s located in approximately 1,00 meters above sea level.

The planned Sacdalan Cable Car Tours will only operate along the second waterfalls up to the fourth waterfalls only but the said investor expressed interest in putting cable cars until the highest falls.

The local tourism officials of Lake Sebu also plans to put a zip line along the Seven Falls. Currently, the Seven Falls attracted 3,000 local tourists last Holy Week.

Manny Pacquiao to venture into medical-tourism

Aside from politics, the world’s best pound-for-pound fighter, Manny Pacquiao, may soon be involved in the tourism industry too, as one of his company is planning to develop a 400-hectare property in General Santos City and transform it into a special economic zone.

His company, the Manny Pacquiao Heights Development Corp. (MPHDC) is planning to invest some P1.217 billion in the project, and is also seeking to get tax incentives from the government. Philippine Economic Zone Authority (Peza) director general Lilia de Lima said that the project is up or approval next months.

In their proposed business plan, the company said it will focus on various tourism projects, such as medical-tourism facilities with power, water and other basic utility services.

The said project will also be able to provide employment through livelihood programs for local residents, while the power and other and utilities aspect of the project will complement the government’s infrastructure programs, such as farm-to-market roads in General Santos City.

Once approved, the project will be enjoying fiscal incentives which could possible allow it to enjoy tax breaks anywhere from 5 to 15 years. The proposed project is located at Balsinang Olympog in General Santos, Pacquiao’s hometown

Two foreign firms, who were said to have shown interest in developing the world-class medical tourism facilities, have already met with representatives of MPHDC according to de Lima. One of these firms is the New York-based Bio City Development Co., which specializes in the development of the international cancer centers in Dubai, Europe, Vietnam, Hong Kong, and New York.

A Medical University will also be part of the proposed ecozone, which will offer high-end facilities for patients, visitors and companions. The facility will also include an international Medical Convention Center, an outdoor sports and recreation park, and retail and commercial strips.

While waiting for the approval of the proposed project, MPHDC is currently processing its registration with the Securities and Exchange Commission (SEC), whose incorporators include Pacquiao, Jinkee J. Pacquiao, Rogelio D. Pacquiao, Edilberto L. Jamora, Helen DC Nocom, and Yan V. Amante.

KALSANGI, Polomolok, South Cotabato – President Arroyo has set aside R30 million to complete the construction of the remaining 27-kilometer Palimbang-Kalamansig stretch, which is considered the “missing link” of the Mindanao Highway.

But due to the volatile peace and order situation in the area, the President ordered Armed Forces of the Philippines (AFP) Chief of Staff General Victor Ibrado to tap the AFP Engineering Brigade to construct the road that would finally connect the coastal highway from General Santos City to Cotabato City via the Palimbang-Kalamansig stretch in Sultan Kudarat.

President Arroyo’s directive was an offshoot of the report of Sultan Kudarat Governor Teng Mangudadatu and Rep. Arnulfo Go (2nd District, Sultan Kudarat).

Mangudadatu told President Arroyo that only the 27-kilometer stretch remains to be constructed to link the towns of Palimbang and Kalamansig and end the isolation of the two municipalities to the various urban centers in Mindanao.

“We will be solving two problems Madam President once the Palimbang-Kalamansig highway is finished. First, poverty would be solved as the local economy would progress, and second, peace and order would be stabilized as threats posed by Moro rebels and bandits would be curbed,” the governor said.

The Department of Public Works and Highways reported that the said remaining span is the missing link of the Mindanao Highway starting from Marawi City and runs through various provinces and cities around Mindanao.

Meanwhile, President Arroyo dined Thursday with the local press here at the Kalsangi Club House of Dole Philippines, Inc. after she witnessed the launching of the Pangasius catfish industry and the one-stop electronic document for businesses in Central Mindanao in nearby Dolores Farm Resort.

The select journalists that were invited to a roundtable dinner with the President were Anne Santos of ABS-CBN General Santos City, Vince Fermalino of dxKI-AM radio of Koronadal City and this reporter of the Manila Bulletin.

Mrs. Arroyo said that she had long wished to travel by land from Kalamansig to Palimbang in Sultan Kudarat since she was a senator and a Cabinet member but failed due to the absence of road.

n her Independence Day speech at Koronadal City last Friday, June 12, 2009, President Gloria Macapagal-Arroyo bared her administration’s moves to modernize and improve the General Santos International Airport to the tune of P121 million.

Citing the need to push South Central Mindanao’s tourism destinations, the president remarked that part of her plans to improve on the economy of the country is to invest more on infrastructure, and this is where GenSan International Airport’s rehab comes in.

She further explained that the Department of Transportation and Communications has budgeted P40 million, including the P10 million last year for the rehab of the terminal building facilities of the GenSan International Airport and the construction of its perimeter fence.

For 2010, DOTC officials added P81 million for the provision and rehabilitation of air navigation and air traffic control facilities, improvement of the control tower and fire station buildings, and the construction of an administrative building for the airport which has been classified as a Secondary International Airport.

The GenSan International Airport which was constructed mostly from US Aid Funds amounting to$50 million formally opened on July 6, 1996, making it officially 13 years old next month.

For years, it has been rumored to be used by the United States military to increase their presence in the ASEAN region since it boasts of the 3rd longest runway and the biggest land area in the Philippines today.

Alliance Tuna International, Incorporated, one of the Philippines’ largest canned tuna exporters which is located in General Santos City is set to open a new processing plant in its Barangay Tambler HQ costing around P60million!

This publicly-listed company which processed a total of 30 thousand tons of tuna in 2006 exports their products to over 40 countries. Their current facilities churn out a daily output of 120 metric tons. While based in GenSan, Alliance Tuna has marketing offices in Manila and Thailand and thus has been able to widen its reach internationally.

According to its President and CEO, Mr. Jonathan Dee, the new plant which opens by the second half of 2009, will be processing salmon instead of tuna. This is the product of a joint venture with New Zealand’s Prime Foods Limited, a company much into processing, canning and exporting smoked salmon and other seafoods. It is New Zealand’s third largest supplier of smoked seafood, enjoying about 35% of the market there.

The new plant has a capacity of producing two tons of packed salmon a day. These will be exported to Australia, Asia and Europe.

For the 1st quarter of 2009, Alliance Tuna earned a net income of $19million, which is 34% more than last year. Thus, with its new project in General Santos City, not only are their profits expected to soar even higher but will also mean more direct and indirect employment for the “generals”.

GENERAL SANTOS CITY — The General Santos City International Airport is set to get a major facelift worth P40 million, with work to start in the next two months, a ranking aviation official said yesterday.

This will be the first major improvement for the facility since it started operating 13 years ago, said Nathaniel Y. Nazareno, the Civil Aviation Authority’s chief here.

He said announcement of the winner of the bidding for this project is expected in 30 days.

The airport gets just P2 million monthly for its upkeep, including allocation for personnel salary, Mr. Nazareno said, adding they have not increased the P40 terminal fee charged to flyers.

President Gloria M. Arroyo said during her visit in nearby Koronadal City last week that renovation work at the airport here would cost at total of P121 million. Some P40 million of that was included in the 2009 budget of the Department of Transportation and Communication and the P81 million would be included in the department’s 2010 budget, the President said.

Mr. Nazareno said the P40 million would be used to expand the floor area of the passenger terminal and the perimeter fence of the airport as part of the security precautions. — R. S. Sarmiento

I also have the same thought....speaking of roads....GenSans roads are wider than Pagadian (if I may not consider the disparity class between a small and a medium sized city)....

but the wide roads do not seem to give justice to its ubiquitous tricycles...which until now has remained this city of approx 400 Thousand primary mode of transport

If you happen to travel along the National Highway these days and pass by the two-wing CED Buildings beside the NCCC Compound that hosts the Six Blings Ostrich Restaurant Complex, you will notice that the right wing has already been totally demolished.

This then gives you a good view of something that’s been brewing behind the torned-down building, and here is what it looks like…..

Ced Uptown Square - Phase One

This 20-unit two-story building which stands perpendicular to the demolished structure nearer the highway is the first phase of the P60 million project by the Ced Family, which Bariles has christened THE CED UPTOWN SQUARE for lack of a better term.

This building will house the former occupants of the older structure including Tropical Motorama, plus some more. It is scheduled to be opened to the public in less than two weeks.

Across it will be a similar 20-unit structure which will be for the occupants of the 2nd Ced Building facing the highway, comprising Phase 2 of the project. Right now, it is still undergoing construction.

Phase 2 of Ced Uptown Square

The 3rd and final phase of the CED buildings will be built at the farthermost end of the compound and will stand perpendicular to the first two. According to family spokesperson Jan Ced, who is also the current President of the GSC Chamber of Commerce and Industry, this will be open for food and entertainment establishments, thus making it a one-stop commercial haven for the generals.

THE City Government of General Santos and the Department of Trade and Industry’s (DTI) Small and Medium Enterprise Development (Smed) Council successfully opened the Yaman Gensan 2009 last week at the Gaisano Mall Atrium.

Now on its seventh year, Yaman Gensan has evolved from just a simple event into a major activity of the city, which every General has to look forward every year, City Mayor Pedro Acharon Jr. said during the opening ceremonies.

"Yaman Gensan is conceptualized to be a program where we recognize the micro small and medium enterprises. It's about celebrating the success of businesses. For the past years, we have been recognizing MSMEs that have contributed a lot in the economy of Gensan. In the past, it is just a simple recognition of the efforts of our businessmen, but it has already evolved from a simple activity into a major event of the city," Acharon said.

The city mayor said that activities of Yaman Gensan have also improved with the inclusion of several trainings and seminars that are conducted for free. These seminars and trainings help improve the capability of businessmen whether small, micro, or medium-sized enterprises.

"Every year, Yaman Gensan is improving. Today, it is not only a simple celebration, but it is a celebration of victory that we were able to continue the economy of General Santos because through this activity, we create more opportunities for employment, we create new businessmen, and we create income for our people. I am very happy to note that Yaman Gensan helps us create a more livable and Magandang GenSan," Acharon said.

Among the activities of Yaman Gensan 2009 are the Car Mania '09, Yaman Gensan Diskwento Caravan, Franchising Fair, Yaman Gensan Fair: Crops and Crafts, Jobs Fair, the 7th Vegetable Congress and Exhibit, Health, Beauty & Wellness Expo '09, Yaman Gensan Fashion Show, Yaman Awards, and the Young Entrepreneurs Fair.

Meanwhile, about 20 seminars and 21 skills/techno transfer trainings were lined up from June 23 to July 22, 2009 for the Yaman Gensan celebration this year.

THE ALCANTARA-led Conal Holdings Corp. yesterday said plans for a $450-million, 200-megawatt (MW) coal-fired power plant in Sarangani province were on track to make it to the expected opening three years from now.

Gregorio S. Gonzales, project manager, said the project was still in the development stage and would go into the first phase of construction by the first quarter of next year.

"Phase I will include the construction of the first 100-MW plant and the common facilities for the whole power station complex," Mr. Gonzales said.

"Phase II, representing the second 100-MW capacity, will be started within 18 to 24 months after the commencement of the construction of Phase I," he added.

The Department of Energy had said power supply would be critical for the Mindanao grid this year with peak demand reaching 1,525 MW.

Conal pegged growth in power demand in Mindanao at 3% per annum, using 2008’s peak demand level of 1,288 MW as base year.

At this rate, actual reserves in the Mindanao grid will likely fall to 60 MW in 2014 and to 16 MW in 2015 before going into a deficit in 2016. When reserve capacity goes down to this level, any plant outage in the grid will lead to blackouts, Conal executives said.

Completion of the second 100 MW of the Conal project in late 2014 will just be in time to stave off rolling brownouts due to a shortage in capacity in the Mindanao power grid, Conal said.

Joseph C. Nocos , Conal vice-president for business development, said Mindanao would most likely experience prolonged power interruptions if no new power plants are commissioned, whatever statistics are used in projecting the dependable and generating capacities in the island.

"When forecasting power demand, the relevant period for anticipating power supply demand is five years because it will take at least that long to plan, build and operate a power plant," Mr. Nocos said.

Conal’s 200-MW, coal-fired power plant will not totally solve the looming power shortage in the island especially since "none of these projections anticipate the entry of large new industrial loads such as the Hanjin shipbuilding facilities in Tagoloan or the new shopping malls that are coming up in General Santos City," Mr. Nocos added.

"But it will help ease the shortfall. What is paramount is for the [local power distribution cooperative] to have a reliable and cheap source of power supply which our company will provide," he said.

General Santos City, the Philippines' "Tuna Capital," is set to host the 7th National Vegetable Congress this month to showcase opportunities in the vegetable sector amid the economic downturn.

According to congress chairman and Central Mindanao Vegetable Industry Development Council (CEMVIDEC) president Jovic Santos, the local vegetable industry is now feeling the greater impact of globalization as more foreign-produced agricultural crops continue to enter the domestic market.

Given this, he said the country's vegetable growers should use this event as an opportunity to further improve their competitiveness.

"It's an opportunity for the national industry to take advantage of new opportunities for the Philippine vegetable sector," he said in a statement.

The vegetable congress was organized by CEMVIDEC in partnership with the Department of Agriculture, the local governments of General Santos and Sarangani, and USAID's (United States Agency for International Development) Growth with Equity in Mindanao program. It will be held at the Family Country Hotel and Convention Center in General Santos City from July 14 to 16.

Institutional buyers, including concessionaires of Manila-based supermarket chains and major food processors, will meet with vegetable producers at the vegetable congress to discuss volume and quality requirements, as well as delivery and distribution.

The congress will also feature an agricultural trade exhibit and a tour to the vegetable farm of boxer Manny Pacquiao in Malungon, Saranggani province.

Santos said the Mindanao vegetable growers have made efforts to strengthen links between production and marketing of vegetables in the island-region. In recent years, vegetable producer associations such as CEMVIDEC, the Northern Mindanao Vegetable Producer Association, and the Vegetable Industry Council of Southern Mindanao have worked to introduce best farming practices such as production clustering among their members.

“Through market-matching events such as this, growers can directly link up with buyers and penetrate profitable markets,” he said.

Participants in the event are expected to present their recommendations to the government on how to address issues surrounding the vegetable industry.

MANILA, Philippines—The Alcantara Group’s power subsidiary, Conal Holdings Corp., said on Wednesday it would proceed with the construction of a $450-million, coal-fired power plant in Maasim, Sarangani Province.

The 200-megawatt project would be implemented in two phases, according to CHC project manager Gregorio S. Gonzales.

“Phase I will include the construction of the first 100-megawatt plant and the common facilities for the whole power station complex. Phase II, representing the second 100-megawatt capacity, will be started within 18 to 24 months after the commencement of construction of Phase I,” Gonzales added.

He said the power plant was expected to go on-stream commercially by late 2012, at the earliest.

CHC’s coal facility is expected to help ease the power supply shortfall in Mindanao, which is expected to reach 174 MW by 2011.

In October last year, Energy Secretary Angelo T. Reyes warned that this year, electricity demand would “outstrip supply in Mindanao.”

According to the Department of Energy, 2009 would already be critical for the Mindanao grid with peak demand reaching 1,525 MW, excluding the additional capacity requirement of 100 MW.

Based on its own estimates, CHC pegged the growth in power demand on the island at a conservative 3 percent annually, using 2008 (with a peak demand level of 1,288 MW) as the base year.

“At this rate, the actual reserves in the Mindanao grid will likely fall by 60 MW in 2014 and 16 MW in 2015 before completely going into a deficit in 2016. When reserve capacity goes down to this level, any plant outage in the grid will lead to power outages,” CHC said.

CHC—a joint venture between the Alcantara family’s Alsons Consolidated Resources Inc. and Thailand’s Egco—will put up the power plant within the franchise area of local power distributor South Cotabato II Electric cooperative (Socoteco II).

CHC said it expected prices of electricity in South Cotabato to drop by as much as 95 centavos a kilowatt-hour as soon as the facility goes on stream.
