No request from RP for extension of lower tuna tax in EU

GENERAL SANTOS CITY (MindaNews/30 Aug) – A representative from the European Union has revealed last Friday that the Philippine government has not submitted a request for the extension of a tariff rate quota (TRQ) scheme for canned tuna products exported there.
“There’s no formal request from the Philippine government to extend the quota [system],” Gabriel Munuera-Vinals, a commercial counselor of the European Commission delegation to the Philippines, said.

The five-year TRQ scheme ended June last year. In that scheme, the Philippines was allocated 9,000 metric tons of canned tuna with a 12-percente tariff. Any more beyond that, the tax was double.

The Philippine quota is part of the 25,000MT TRQ wherein local tuna exporters share with those of other countries, including Thailand (13,000MT), Indonesia (2,750MT) and other non-preferred countries.

Europe, however, is slapping no tariffs of canned tuna products from African, Caribbean and Pacific (ACP) countries, as well as the Andean countries of Peru, Columbia and Ecuador.

Players in the local tuna industry have been clamoring for lower tax rates and increased volume allocation, according to Bayani B. Fredeluces, executive director of the Socsksargen Federation of Fishing and Allied Industries, Inc. “The local factories can very well fill the 9,000-MT canned tuna allocation in several weeks,” he said.

But Vinals noted that despite the non-renewal of the TRQ, the Philippines’s canned tuna export to Europe will remain strong. He noted that even after the TRQ expiration, the Philippines even exported more.

Local industry players believe that canned tuna shipments to Europe could grow by 20 percent if only Europe will allow a bigger quota at lower duties.

Industry figures show Europe accounts for at least 40 percent of annual canned tuna exports.

Francisco J. Buencamino Jr., executive director of the Tuna Canners Association of the Philippines, has proposed two options in exchange of the in-quota tariff scheme.

The first is a single tariff rate of 12 percent for both preferred and non-preferred countries, where the ACP countries’ rate shall be hiked from zero to 12 and the non-preferred countries’ rate shall be reduced from 24 to 12 percent.

The second is for non-preferred countries to also have a 12-percent tax obligation in Europe even if the preferred countries’ levy remains at zero percent.

Buencamino stressed that the Philippine allocation under the present TRQ system is too small, considering that annual production is at least 100,000 MT.

This city, dubbed the “Tuna Capital of the Philippines,” hosts six of the country’s seven tuna canneries. (MindaNews)

Hindi lang xa wide! Wide na Wide Talaga! Just imagine 1000 Hectares... :banana:

Ang Concept ng MSU - Main Campus is parang "City within a City" and parang mas city pa nga ang MSU compared to MArawi City! :lol:

MSU - Main has 18 Hole Golf Course, A Hotel, Commercial Complex, Sports Complex, Residential and Agricultural Areas, 16 Colleges, Guesthouses and many more...

And its conducive for study kasi napakalamig sa MSU at Marawi (2,300 feet above sea level) always may FOG...

In fact, maraming areas sa MSU designated as future sites of new commercial areas as well as industrial and residential areas!

This is the Red Trellis Seafood Garden owned and managed by the husband-and-wife tandem of George and Joni Sandoval. The property on which it stands is the old lawn beside the ancestral house of Rue Ramas which they leased from her and transformed into a Japanese-inspired garden, amidst decade-old acacias.

Red Trellis’ red wooden bridge on the left side of this picture while on the background is a Japanese arch serving as the garden’s main entrance overlooking out into Tiongson Street. This was shot from inside the compound.

In keeping up to its name, the place is now bordered by red-roofed trellises, where diners can eat underneath in wooden tables or al fresco in the center area.

Red Trellis serves mostly Asian Fusion cuisine but as George said, that they would like to be known for the fresh crab and prawns dishes in their menu. The two times that Bariles was there, he went for the Red Trellis exclusive, the “Crabs in Coconut Milk“, a spicy Indonesian-inspired concoction (minus the curry) which he swears could make Red Trellis very, very famous soon.

Bathed in a thick yellow-orange sauce made up of small slices of long green pepper, aligue (crab fat), fresh coco milk and secret spices from the Red Trellis Bicolano cook, the crab meat was as tender and as succulent as it can be and it had Bariles and his photographer Marz licking the the sweetish-and-sourish mixture from their fingers.

Upon finding out that Red Trellis’ cook hails from Bicol, Bariles asked for “Taro Leaves in coco milk” or simply “Laing”. It came in a heapful but was so spicingly delicious with just the right number of pork cuts for the guilt trip that Bariles almost forgot about the crabs, and amazingly finished off half the plate.

Then came the Grilled Prawns with Lemon Sauce. Split in the middle looking like butterflies, the prawns’ meat were chewy and at first, Bariles felt it needed more salt. When dipped into the Lemon Sauce however, he found that it made a perfect pair.

On Bariles’ next visit with another set of friends, he ordered Sweet Chili Crabs which tasted as good as it looked below.

Other than these, Red Trellis Seafood Garden also offers Adobong Pusit, Grilled Squid and Calamares at P90 per serving. For fish lovers, they have a choice of Tilapia and Pompano.

For those who likes Laing as much as Bariles does, why not try the hotter and spicier Bicol Express (mixed veggies) at P90?

And yes, for rice, take a pick between their Black Rice and Hainanese Rice at P20 per serving. (Bariles says Black Rice is a major win!)

As Bariles sees it, the food won’t be the only reason which will make patrons come back again and again. The establishment’s open-air garden setting and its oriental decors and fixtures which seamlessly blend into the existing flora of the Ramas’ old lawn will be another factor.

Through the help of Rue Ramas herself, every part of the restaurant was carefully thought out making sure that the existing plants and trees contribute well to the restaurant’s theme and design.

And oh, the owners would like to point out that the whole area was designed to be handicapped-friendly, so people in wheelchairs can easily navigate their way inside and around the compound. Now, isn’t that even more commendable?

Red Trellis Seafood Garden is open from 11am to 12 midnight so people can stay on after dinner and wash off all that rich food with coffee or ice cold San Mig Light. Red Trellis can be reached by dialing 301-CRAB. It is located right across the new IBED building of the Notre Dame of Dadiangas University at the back portion of their Lagao Campus.

We are in the thick of preparation for the first joint promotion between Gerry Pens Promotions and JM Boxing Gym of JC Boy Mananquil dubbed as “Battle of the Undefeated” with Jether Oliva of General Santos City vs Paithong Muangsima of Thailand as the main event which will be held on September 3, 2009 at Polomolok Gym, Polomolok South Cotabato. What unique mandate are you talking about? One of MSU's mission is to facilitate the integration of the cultural minority groups into the mainstream national community. And CARAGA has a handful of these minorities, so I don't see any reason for MSU not to put up a campus there.:)

Aside from the Marawi campus, there are six other autonomous campuses of MSU in strategic locations throughout Mindanao: MSU IIT, MSU General Santos, MSU Sulu, MSU Maguindanao, MSU Naawan and MSU Tawi-Tawi. Hindi pa kasali ang component colleges nito gaya ng LNCAT in Marawi and Maigo School of Arts and Trades in Maigo, Lanao del Norte.

P284 million set aside for tuna sustainability projects

GENERAL SANTOS CITY -- A multi-million peso fund is now available for short-term projects designed to further sustain the country's tuna industry, a top Department of Agriculture official said.

Agriculture Assistant Secretary Clayton A. Olalia said the National Government has acquired funds amounting to at least $5.81 million (approximately P284 million at today's exchange rates) for the improvement of the tuna fishing sector.

"[We got it because of] government's active involvement in the Coral Triangle Initiative," he told the recently concluded 11th National Tuna Congress here.

The initiative is a regional cooperation of six countries bordering the Coral Triangle namely Indonesia, Malaysia, Philippines, Papua New Guinea, Timor Leste and Solomon Islands.

Touted as the "Amazon of the Seas," the Coral Triangle serves as the spawning and juvenile growth areas for tuna species and about 3,000 other fish varieties. It has three-fourths of all known coral species and composes 53 percent of the world's coral reefs.

Olalia said the foreign funds for four projects were sourced from the World Bank's Global Environment Facility and the Australian Center for International Agriculture Research.

One project involves the West Pacific East Asia Oceanic Fisheries Management project that shall be undertaken with Indonesia and Vietnam for three years.

The fund will also cover the "Tuna Fisheries Research and Management Program in the Philippines" project in partnership with the Department of Science and Technology for three years.

It will also include the preliminary assessment of the hand-line fisheries in the country lasting two years.

The fourth is the "Sulu-Celebes Sea Sustainable Fisheries Management Project" with focus on pelagic species that will run for four years.

Olalia vowed that the Agriculture department, through the Bureau of Fisheries and Aquatic resources, "will continue to find ways to achieve a sustainable, productive and profitable tuna industry."

Marfenio Y. Tan, president of the Socsksargen Federation of Fishing and Allied Industries, Inc., said the lingering global financial crisis has failed to dampen the performance of the local tuna industry particularly the canning sector, the industry's top dollar earner.

"In general, the global [financial] crisis did not create much impact to the canned tuna production sector," he said.

Six of the country's tuna canning plants are based in this city, the "Tuna Capital of the Philippines."
Total tuna landing in the city averages 400,000 metric tons a year and generates $280 million in export revenues, industry figures showed.

An estimated 120,000 people here and in the neighboring areas are dependent on the tuna industry, industry leaders said.

Savemore stores eye Mindanao for expansion

Davao City (4 September) -- With 18 Savemore stores already operating around the Philippines there are plans for expansion in key cities of Mindanao.

But Supervalue Inc. (SM Supermarket) ads and promo manager Marlowe Singson at Marco Polo Davao's Club 888 Forum on Wednesday did not give details saying that negotiations are ongoing.

She said the South is part of the plan and at the rate it is going 7 stores were opened in 2008 and another 7 or 8 stores within the year and more will be coming.

Total number of stores to date is at 44 with 26 SM Supermarkets and 18 Savemore Stores. 13 of the stores are in Manila and other parts of Luzon while 3 in Cebu and 2 in Iloilo.

She said Savemore Stores is a stand alone full service supermarket owned and operated by SM Supermarket.

The store brings in convenient shopping experience closer to home because aside from buying their basic needs they can also do bills payment or even send their remittances from there in its customer service counters, she said.

SM Supermarket in Mindanao are now present in Davao City and Cagayan de Oro City although there are plans for expansion also of the SM Malls for another complex in Davao City and in General Santos City.

Davao City Councilor Peter Lavina, council committee chair on trade and commerce said Davao City remains bullish on businesses more particularly on real property projects.

He said they saw the coming of big businesses for the next two years and among them is SM's expansion project in Davao City towards north. (PIA) [top]

Day tours seen the way to go for Mindanao

DAVAO CITY — The regional office here of the Department of Tourism will be promoting day tours for visitors interested in remote natural attractions despite the sometimes poor peace-and-order image the whole of Mindanao has.

Sonia V. Garcia, Tourism regional director, said the idea is patterned after the so-called day tours offered by Malaysian and Indonesian tour agencies, when terror attacks attributed to the Jemaah Islamiyah crippled the two countries’ tourism sectors for a time.

"[Avoid staying] overnight, but you can go with the day tour," Ms. Garcia said.

"We should consider that if there’s security concern. We work with what we have," she added.

While Mindanao has found a niche as an eco-tourism destination, there are packages ideal for tourists who come to experience the rich tribal culture.

Mindanao’s niche as an eco-tourism area seemed to be affirmed by the rise in committed investments listed at the Board of Investments and the National Economic Research and Business Assistance Center (Nerbac) in the Davao Region.

Gil M. Dureza, board chief for western, southern and central Mindanao, said recent investments in the Davao Region are mostly on adventure-related facilities supporting such activities as spelunking, scuba-diving, rappelling, and mountain climbing.

Ruben A. Neri, president of the Davao Association of Tour Operators, said day tours are especially suited to promote Lake Sebu in South Cotabato, some areas in General Santos City and Sarangani, as well as Lake Agco in Mt. Apo that straddles Davao City and North Cotabato.

He said his travel agency, Surelite Travel and Tours, is already offering day tour packages to Lake Agco and Lake Sebu, which are very popular with foreign tourists, particularly Japanese and Europeans. The package is inclusive of transportation, trips to cultural and weaving villages for Lake Sebu and a dip in the hot springs and mud bath at Mainit Falls in Mt. Apo.

Tourists leave Davao City at 6 a.m. and are expected back by 5 p.m. on these tours.

"Sometimes they ask us, ’how far is the war zone?’ and we tell them, ’it’s very far from where we are going’," Mr. Neri said.

"Their experience is very different from what they have been hearing on the news," he said.

Though she failed to provide actual figures, Ms. Garcia said tourist arrivals actually increased in Mindanao by a tenth because of the government’s and private sector’s island-to-highland marketing campaign targeting adventurous tourists.

Official data show that 655,651 tourists visited the region last year, up two percent from the previous year.

However, the number for foreign visitors — who generally account for about 10% of the region’s total — declined, prompting tourism businesses to focus their marketing campaigns on the domestic market.

The top five sources of foreign tourists for the Davao Region since 1992 have been the US, Japan, Korea, China and Australia, local official tourism statistics show.

Foreigners spend an average of P4,000 daily and stay an average of 3.5 days, the same data show.

Philippines gears for WiMax invasion

Top telecommunication companies and IT firms in the Philippines are laying out plans to prepare the country for the widespread deployment of WiMax technology, which outdistances WiFi by up to 40 to 50 kilometers in range.

Tech executives from telco giants Globe Telecoms and Smart Communications, as well from IT companies Intel, Acer, Dell and Lenovo, made the announcement in a recent IT forum with CyberPress, also known as IT Journalists Association of the Philippines (ITJAP). It is the first IT press club established in South East Asia (SEA) in mid-1996; and remains to be the only IT media organization in the Philippines.

WiMax, which stands for Worldwide Interoperability for Microwave Access, is a broadband wireless technology that provides high-speed data and telecommunication services. Backers describe it as a robust vehicle for the wireless transmission of text, audio, and video over the Internet.

According to Intel Philippines business development manager Carlo Subido, WiMax chips are slowly being integrated by the world’s top PC markets. He claimed Intel now has the products to support WiMax connectivity and is coordinating efforts with partner hardware vendors for WiMax’s smooth and widespread launch in the Philippines.

Meanwhile, Globe Telecom demand management and capacity planning head Bong Gonzales, said the company would make WiMax available in most parts of the Philippines by end of 2009.

Yet Gonzales did not reveal the specific schedules for the rollouts but listed the areas where the service would be available. And these are: Metro Manila, Rizal, Benguet, Nueva Ejica, Tarlac, Pampanga, Bulacan, Southern Luzon, Bataan, Cebu province, Bohol, Iloilo, Leyte, Guimaras, Capiz, Negros island, Cagayan de Oro, Compostela Valley, the Agusan provinces, Lanao,Surigao, Cotobato, and General Santos City.

Similarly, Smart Communications public affairs head Ramon Isberto shared that the operator would support all forms of Internet connectivity as long as it will benefit their subscribers.

Isberto reported Smart has been working on its own deployment of WiMax technology in the country which will complement its HSPA (high speed packet access) upgrade.

However, on the PC makers’ side, Lenovo Philippines country manager Vicky Agorilla said a number of their mobile units already support WiMax. She said Lenovo would be ready to meet any surge in market demand for computers once WiMax becomes more widely available throughout the country.

Acer Philippines marketing manager Agnes Espino told reporters that they would soon introduce into the Philippines its own set of WiMax-enabled products. She explained that even now, Acer has been manufacturing from abroad various hardware that are WiMax-capable.

Intel claimed WiMax is the first 4G solution available today that meets the pent-up demand for the high-speed wireless Internet. The technology is now deployed in 139 countries covering at least 430 million people.

Commission on ICT (CICT) chairman Ray Anthony Roxas-Chua recently commented that the rollout of WiMax in the Philippines will certainly boost broadband penetration in the country and help government reach its vision of Universal Internet access for all Filipinos. – Tom S. Noda

Yah, That's true... Daghan factors like yung global financial crisis, depleting resources of tuna in the philippines, increase in the cost of production, unfavorable tariffs abroad and restiction to fish in foreign sea waters...

The conduct of the feasibility study for the formulation of a strategic railway development plan for Mindanao will be finished within this year, this was the information relayed by Department of Transportation and Communications (DOTC) Usec. Guiling Mamondiong.

During the Regional Development Council (RDC)’s 129th meeting at the Liga City Convention Center recently, the DOTC presented its strategic Railway Development Plan for Mindanao, pre-feasibility studies and technical assessments for the different railways section which is targeted for completion the 3rd quarter of this year.

According to the initial strategic railway development plan for Mindanao, the project aims to connect urban centers and provincial capitals in Mindanao such as Zamboanga, Pagadian, Dipolog, Iligan, Cagayan de Oro, Marawi, Cotabato and Davao cities.

Three private consultancy firms—the TCGI Engineering, DMI Management Engineering and Woodfields Incorporated were named and tasked to conduct the study for the Mindanao Railway System (MRS) within five months.

At present, only the Cagayan de Oro-Iligan Corridor has finished its full-scale feasibility study while that of the Cagayan de Oro-Davao-General Santos line is ongoing and that of Iligan-Zamboanga City line is still in the technical assessment level.

When realized, travel time in the 145-kilometer Iligan-Cagayan de Oro route will be shortened by 15-20 minutes in contrast to the present three-hour travel time by bus.

During the RDC meeting, the MRS was considered a priority project as members felt the need to have a fast, efficient and cost effective integrated public transport system for Mindanao.

Last January, several Mindanao lawmakers recommended to President Gloria Arroyo the funding for the construction of the MRS.
The congressmen, led by Speaker Prospero Nograles have been pushing for the MRS project for the island’s accelerated growth and development.

Rescue operations ongoing

MANILA – Two people were killed while three were injured after a passenger ship listed to its right side off the west coast of Zamboanga Peninsula early Sunday morning, the Philippine Coast Guard (PCG) reported.

The SuperFerry 9 was carrying 847 passengers and 117 crew members, stated Jess Supan, vice-president for Safety and Security of SuperFerry.

Supan told radio dzMM that 155 passengers have already been transferred to onsite rescue vessel MV Myriad and MV Ocean Integrity.

Ricky Velasco of dzMM, in addition, reported that only 50 people have been left inside the SuperFerry 9.

The Philippine Navy and PCG in Zamboanga City have also dispatched their vessels while the Philippine Air Force sent its aircraft.

The SuperFerry 9 left General Santos City at 8:45 am on Saturday bound for Iloilo.

The ship’s captain, Jose G. Yap, told the passengers to abandon the ship at around 2 a.m. The captain did this as a precautionary measure after the vessel titled to the right.

The ship was tilted at around 35 degrees and not 45 degrees as earlier reported by a passenger.

Velasco, who was reporting from the PCG headquarters, noted that the ship is already inclined by more or less 50 percent as of posting.

He added that the portion where the SuperFerry 9 is inclined is about 4,500 ft. deep based on a nautical map.

Supan, meantime, said there is a good chance all those on board the ferry will be rescued. All passengers have been given life vests and are reportedly safe. He added that the sea was calm.

Cause unknown

Supan noted that he does not know why the ship tilted, adding that an investigation will be conducted thereafter.

Admiral Wilfredo Tamayo, commandant of the Philippine Coast Guard, said in a separate interview with dzMM that the weather was good when the ship left General Santos City.

He declined to speculate what caused the ship to tilt.

Meanwhile, PCG spokesman Lt. Armand Balilo said another ship will be dispatched to conduct oil spill response operations in case oil spills from the vessel.

Roused from their sleep

Alvin Desta, one of the passengers, called dzMM and reported that the captain of the SuperFerry 9 had already ordered everyone on board to abandon ship.

A crew of 28 people of Star Cinema ABS-CBN Film Productions, Inc. and its art department staff were on board the ship.

Desta, an employee of Star Cinema, said many of the passengers were roused from their sleep after they felt the ship tilt.

Tess Fuentes, operations director of Star Cinema, said the crew came from a shooting in General Santos City. The Star Cinema crew brought with them equipment, vehicles and costumes.

Fuentes said she received a call at 3 a.m. saying that all of the passengers had already been given life jackets.

This is the second time of the same kind of incident has happened to a Superferry vessel. If my memory serves me right, around 2000-2001 SF8 (now SF19) also precariously listed by several degrees while en route from Zamboanga to Iloilo City.

I don't know if naa direct trip from tacurong - cdo non - stop! pero naa tacurong - cdo and vice versa courtesy of RURAL Transit...

This is the second time of the same kind of incident has happened to a Superferry vessel. If my memory serves me right, around 2000-2001 SF8 (now SF19) also precariously listed by several degrees while en route from Zamboanga to Iloilo City.

MANILA – Three people were killed and more than 700 were rescued after passenger ship SuperFerry 9 listed before sinking off the Zamboanga Peninsula early Sunday morning, the Philippine Coast Guard (PCG) reported.

As of 10:30 a.m., reports said 714 people, three of them were injured, have been rescued but at least 200 passengers remain missing.

More than 500 passengers are now onboard onsite rescue vessels PN117, MV Ocean Integrity and MV Myriad, an advisory issued by the Aboitiz Transport System (ATS) said.

The PCG, meanwhile, is still trying to confirm the identity of the fatalities. PCG Zamboanga City station commander Abdulahid Utulam said two of the three people who died were: “isang bata at isang matanda (one was young, one was old).”

The ship was carrying 847 passengers and 117 crew members, stated Jess Supan, vice-president for Safety and Security of SuperFerry. Among them were 28 crew of Star Cinema ABS-CBN Film Productions, Inc.

Search and rescue operations are ongoing. The Philippine Navy and PCG in Zamboanga City have dispatched their vessels while the Philippine Air Force sent two choppers for the rescue operation.

Supan said the evacuation of passengers has been orderly. He added that there is a good chance all those on board the ferry will be rescued as all passengers have been given life vests. He added that the sea was calm.

The rescued passengers are expected to be brought to the Zamboanga City port area on Sunday where they will be given assistance by the SuperFerry management.

Abandon ship

The Iloilo-bound SuperFerry 9 left General Santos City at 8:45 a.m. Saturday.

The Superferry 9 issued a distress signal early Sunday as it tilted in heavy seas, authorities said. Around 2 .m., the ship’s captain, Jose Yap, told the passengers to abandon ship as a precautionary measure after the vessel tilted to the right.

Alvin Desta, one of the passengers and an employee of Star Cinema, called dzMM and said many of the passengers were roused from their sleep after they felt the ship tilt.

The Star Cinema crew on board the ship also included its art department staff. Tess Fuentes, operations director of Star Cinema, said the crew came from a shooting in General Santos City. The Star Cinema crew brought with them equipment, vehicles and costumes.

At 3 a.m., Fuentes said she received a call saying that all of the passengers had already been given life jackets.

The ship tilted around 35 degrees and not 45 degrees as earlier reported by a passenger. Authorities disclosed that some people "had jumped into the water in panic" as the ship was listing, the Agence-France Presse reported.

Hours later, authorities announced that SuperFerry 9 has already sunk in the vicinity of Batarompon Pt., West of Zamboanga Peninsula.

Utulam noted that the ship was 14 nautical miles away from Bangga Point in Siocon, Zamboanga del Norte and 50 nautical miles away (roughly five hours) from Zamboanga City when the incident occurred.

Cause unknown

According to Utulam, some SuperFerry 9 passengers said they did not hear any explosion inside the ship. It just tilted all of a sudden.

Supan noted that he does not know why the ship tilted, adding that an investigation will be conducted thereafter.

PCG commandant Admiral Wilfredo Tamayo said in an interview with dzMM that the weather was good when the ship left General Santos City. He declined to speculate what caused the ship to tilt.

Tropical storm Labuyo (international code name: Dujuan) has heightened the seasonal southwest monsoon winds, bringing rough weather across the country, according to the weather bureau PAGASA.

Deadly accidents are common especially during the typhoon season in the middle of the year.

Ferries, from large steel-hulled ones such as the Superferry 9 to small wooden dugouts with bamboo outriggers, form the backbone of mass transport in the archipelagic nation of 92 million people.

RP fails to ask for extension of lower tuna tax

GENERAL SANTOS CITY -- The Philippine government has shown a lack of interest in asking for extension of a tariff rate quota (TRQ) scheme for canned tuna products exported to the European Union, a foreign official said recently.

"There's no formal request from the Philippine government to extend the quota [system]," said Gabriel Munuera-Vinals, a commercial counselor of the European Commission delegation to the Philippines.

Under the five-year TRQ scheme that ended in June last year, the Philippines is allocated a volume of 9,000 metric tons (MT) of canned tuna slapped with a tariff of 12 percent. Beyond the quota, the tax was 24 percent.

The TRQ involves a total of 25,000 MT, where Thailand shares 13,000 MT, Indonesia with 2,750 MT and the rest of the volume to other non-preferred countries.

On the other hand, Europe has allowed a duty-free entry of canned tuna products from African, Caribbean and Pacific (ACP) countries, as well as Andean countries (Peru, Columbia and Ecuador).

Bayani B. Fredeluces, executive director of the Socsksargen Federation of Fishing and Allied Industries Inc., earlier said that local tuna industry players prefer the extension of the lower tax rate, as well as increasing the volume allocation.

"The local factories can very well fill the 9,000-MT canned tuna allocation in several weeks," he added.

Vinals expressed confidence though that despite the non-renewal of the TRQ, the Philippines' canned tuna export to Europe will remain robust.

In fact, there's an upward trend in exports from the Philippines to the EU even after the expiration of the in-quota tariff scheme, he noted.

"We're in the impression that the quota was not really necessary in terms of ensuring the flow of export of fisheries from the Phil to the EU," Vinals said.

Canned tuna shipments to Europe, industry players believed, could grow by as much as 20 percent if Europe will allow a bigger quota at duties of 12 percent or lower.

Europe accounts for at least 40 percent of canned tuna exports yearly, industry figures show.

Francisco J. Buencamino Jr., executive director of the Tuna Canners Association of the Philippines, has proposed two options in exchange to let go with the in-quota tariff scheme.

The first includes a single tariff rate of 12 percent in the EU for both preferred and non-preferred countries, where the ACP countries' rate shall be hiked from zero to 12 percent and the non-preferred countries' rate shall be reduced from 24 percent to 12 percent.

The second is for non-preferred countries to also have a 12 percent tax obligation in Europe even if the preferred countries’ levy remains at zero percent, he added.

Buencamino noted that under the TRQ system, the allocation for the country is too small compared to annual production volume which is at least 100,000 MT tons.

Canned tuna production of the nation is concentrated in this city, dubbed the "Tuna Capital of the Philippines," which hosts six of the country's seven tuna canneries.

maraming lowcost hotel or pension house dito.. kung within downtown area meron phela grande, t'boli, leah's pension house, etc.. walang baywalk dito e. queen tuna park, a public beach resort located at the heart of the city. and also the newly renovated general santos plaza.

Most of Gen San's income came from its resources, most especially Tuna for doemstic consumption and for export na halos yung high grade tuna ay pinapadala sa Japan, Middle East, Europe, etc.

thanks. baka i'll be in gensan this october. tagal ko ng di nakapunta jan. last time was may 2009 on our way to kiamba. yun nga lang di kami nakapag-ikot sa gensan.

di ba kalilangan last week. accdg to my friends na bumisita jan maganda daw fireworks display. pumalakpak daw sila sa tuwa habang nagdrinking session. ignoy man gud og fireworks mga taga-dabaw. hehe.



Hindi pa naman ngayon. Sana within Q4 of this year. :)

Perhaps matukod na ang SM, himoun nang 6 lanes ang half sa Santiago kay 6 lanes naman from market to Gillamacs... ang side walk ang nindot idevelop!

Queen Tuna Park lang naa sa plan as of now for renovation... :banana:

Robinsons-Gensan to open this month

ROBINSONS Land Corporation is all set for the opening of its flagship project in Mindanao, the P2-billion Robinsons Place General Santos, by the end of this month.

In an online interview with Sun.Star Davao, Roseann Coscolluela-Villegas, Robinsons Land corporate public relations manager, said everything is all set for the opening of the company's biggest project in the region.

Other projects of Robinsons in Mindanao include the Robinsons Cybergate Davao and the Robinsons Department Store in Cagayan de Oro City.

The Gokongwei-owned Robinson's mall has started land preparation for the construction of its multi-billion project in the country‘s Tuna Capital early last year.

Located in an 8.5-hectare property on J. Catolico St. in Lagao, the project is said to be the biggest private investment in the city in recent years.

The General Santos branch will house the company's flagship stores -- Robinsons Department Store, Robinsons Supermarket, Robinsons Appliances, and Handyman Do It Center.

In addition, the mall complex will also reportedly house four cinemas.

The construction came after years of repeated reports that Robinson's will finally make use of its property acquired in the 90's.

UP-Manila to offer health science courses in SouthCot

GENERAL SANTOS CITY (MindaNews/8 Sep) – The University of the Philippines (UP) Manila is finally pushing through with its planned expansion in South Cotabato by opening a health sciences campus in Koronadal City next year.

South Cotabato Gov. Daisy Avance-Fuentes said Tuesday that UP Manila’s board of administrators recently approved the establishment of the UP School of Health Sciences in the area, several months after shelving the plan supposedly due to security concerns.
“They decided to go on with it and the target date for the school opening is now set for July 2010,” the governor said.

Fuentes credited UP Manila’s decision to interventions made by Malacañang, through the Mindanao Economic and Development Council (Medco), and Senate President Juan Ponce Enrile.

The proposed UP Manila expansion unit was supposed to open last June but university officials decided to cancel it earlier this year as none of its personnel reportedly signified willingness to be assigned in the area due to peace and order concerns.

This prompted the governor to seek help from President Gloria Macapagal-Arroyo and other national leaders in convincing the UP Manila administration to reverse its decision.

“Now they’re assigning five faculty members, four administrators and two lecturers for the first year of operation,” the governor said.

Fuentes said the UP School of Health Sciences in Koronadal, which would be UP Manila’s first extension campus in Mindanao and the UP system’s second, will initially offer basic midwifery course that will eventually lead to formal nursing and medical degree courses based on UP’s ladderized curricula.

She said UP Manila has given the local government an initial quota of 80 students coming from the province and other parts of Region 12 (Southwestern Mindanao) for its first batch of enrollees next year.

Region 12 covers the provinces of South Cotabato, Sarangani, Sultan Kudarat, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Cotabato and Kidapawan.

Fuentes said all its students will be admitted as scholars through sponsorships from local governments and other entities in the area.

As earlier agreed with UP Manila officials, enrollees will not be required to take the UP College Admission Test (UPCAT) but a rigid selection process will be established to make sure that the prospective students can cope with the university’s academic standards.

She said the students will just take the UPCAT when they later proceed to the nursing degree.

Fuentes said the school’s graduates will be mandated to render at least two years of service to government institutions, with the end view of filling the need for medical and paramedical practitioners in the rural areas of the region.

So far, the governor said the provincial government has allocated an initial P38 million for the establishment of the school that includes the purchase and development of the site, construction of two classrooms, two offices and a library.

She said they are also waiting for the release of some P20 million earlier promised by President Arroyo as initial funding for the school’s operations. (Allen V. Estabillo / MindaNews)

Gensan tuna canners welcome power plant

GENERAL SANTOS CITY (MindaNews) – Tuna canners here said the planned construction of a coal-fired power plant in nearby Maasim town in Sarangani will help them save on power bills if electricity costs will be cut down as announced by officials of Conal Holdings Corporation.
The proposed project will also reportedly solve unreliable power supply and will cut on maintenance costs for the city’s tuna canning plants, according to industry insiders.

Ric Magnayon, general manager of Century Canning Corporation, said the usual problem tuna canning plants are facing is the quality of power supply. “Always fluctuating,” he said.

Lesser power interruption and quality power supply, he said, would mean lesser maintenance and repair costs on their part.

Century Canning is the largest of six canning plants operating in General Santos City, the country’s tuna capital.

Conal Holdings is going to begin constructing its 200-megawatt coal-fired power plant early next year to address looming power shortage in Mindanao in the next couple of years.



Officials of the said power company said consumers of South Cotabato II Electric Cooperative (Socoteco II) would save on electricity bills when their project goes on commercial stream in late 2012.

Joseph Nocos, Conal Holdings Corporation vice president for business development, earlier said by eliminating transmission costs, individual as well as industrial consumers being serviced by Socoteco II will save as much as P1 per kilowatt hour.

By having a generating plant in the Socsksargen area, Nocos added, consumers will also be guaranteed reliable and steady power supply.

At present Socoteco II buys its power supply requirements from the National Power Corporation (Napocor) which charges their clients P1.42 transmission cost per kilowatt hour on the average.

The bulk of Napocor’s generating capacity is in Northern Mindanao, creating problems in supply reliability in Southern Mindanao.

Magnayon said Century Canning is paying more or less P2 million a year in electricity costs despite having their own coal-fired boilers.

He said any savings from overhead costs, especially power bills, would be a welcome relief.

Marfenio Tan, president of the Socsksargen Federation of Fishing and Allied Industries (SFFAI), said even if it would cost more, the tuna industry will be hard pressed to buy power to sustain the tuna industry.

SFFAI, along with the chambers of commerce in General Santos and Sarangani, has already expressed support to the Alcantara-led power plant project.

Tan is also a member of the board of directors of Socoteco II, which early this year signed a memorandum of agreement with Conal Holdings for the purchase of power.

Records obtained from Socoteco II revealed that the electric cooperative sold 463,602,491 kilowatt hours of electricity to its 114,634 customers in 2007 alone.

GENERAL SANTOS CITY — A multimillion dollar fund is now available for four projects that are designed to help sustain the tuna industry, a ranking official of the department of Agriculture said.

Agriculture Assistant Secretary Clayton A. Olalia said the National Government has acquired funds totalling at least $5.81 million (approximately P284 million) for these projects.

"[We got it because of] government’s active involvement in the Coral Triangle Initiative," he told participants in the 11th National Tuna Congress held here last Aug. 27-29.

The initiative is a regional cooperation of six countries bordering the Coral Triangle, namely: Indonesia, Malaysia, Philippines, Papua New Guinea, Timor-Leste and Solomon Islands.

Touted as the "Amazon of the Seas," the Coral Triangle serves as the spawning and juvenile growth areas for tuna species and about 3,000 other fish varieties. It has three-fourths of all known coral species and hosts 53% of the world’s coral reefs.

Mr. Olalia said the foreign funds were sourced from the World Bank’s Global Environment Facility and the Australian Center for International Agriculture Research.

Resource management

One project is the West Pacific East Asia Oceanic Fisheries Management project that will be undertaken with Indonesia and Vietnam for three years.

The fund will also cover the Tuna Fisheries Research and Management Program in the Philippines, which the Agriculture department will conduct in partnership with the Department of Science and Technology for three years.

It will also cover a two-year preliminary assessment of hand-line fisheries in the country.

The fourth is the four-year Sulu-Celebes Sea Sustainable Fisheries Management Project with focus on pelagic species.

Mr. Olalia said the Agriculture department, through the Bureau of Fisheries and Aquatic Resources, "will continue to find ways to achieve a sustainable, productive and profitable tuna industry."

Marfenio Y. Tan, president of the Socsksargen Federation of Fishing and Allied Industries, Inc., said the lingering global financial crisis has failed to dampen the performance of the local tuna industry particularly the canning sector, the industry’s top dollar earner.

"In general, the global crisis did not create much impact on the canned tuna production sector," he said in a phone interview.

Total tuna landing in the city averages 400,000 metric tons a year and generates $280 million in export revenues, industry data showed.

No one and nobody ever predicted that this year’s just concluded staging of the Tuna Festival in commemoration of General Santos City’s 41st Charterhood Anniversary would be the most heavily attended in its 11-year old history!

Not even its Tuna Festival Director!

In fact, when Asia United Bank -GenSan Branch Head (and newbie blogger) Orman Manansala was designated by GenSan Mayor Jun Acharon to once again wear the apron as the Tuna Festival’s Director this year, he was apprehensive at first. He was coming in during a time when the worldwide economy was still in the doldrums, when the Tuna Industry is on a standstill aggravated by a 2-month moratorium on fishing in the Pacific and when the budget for the festival has not risen considerably in line with the times. Those could have been enough to dampen the spirit of the Tuna Festival.

Still, with a fired-up heart of a general inside of him, and after getting the support of his colleagues at the Gen. Santos City Chamber of Commerce and Industry where he is the Vice-President, he accepted the crown and scepter, err, the responsibility and set about to working…. juggling his duties as VP and Branch Head of his bank and as the new Tunafest Master Chef.

First, he coaxed and cajoled and eventually convinced the Mayor to include a Mardi Gras among the major events, in the absence for quite of time of the Street Dancing Competition which the mayor felt, belonged to the city’s other festival, the Kalilangan in February, during the city’s foundation.

Then, he improved upon the Tuna Float Competition and turned it into a Parade of Lights, so the floats would look good in daytime or nighttime.

Then, composer Martin Leyson’s 5-year old Tunafest Theme Song was re-engineered, some of the lyrics changed, adding into the song other names for Tuna like the Hawaiian “AHI“, the Tagalog “TAMBAKOL” and of course, “BARILES“. This time, it was more upbeat, the drums more pronounced, and the rhythm even more danceable.

Instead of the usual live drums, the new recorded song became the official jingle for the Mardi Gras Carousel parade of the participating contingents from GenSan’s primary and secondary schools. Large speakers were scatterred along the parade route from Pioneer Avenue, simultaneously blaring out the faster, hippier song for the participants to dance to.

Copies of the new version were likewise given to ABS-CBN and all the accredited FM and AM radio stations which they started playing two weeks prior to the festival. This gave unprecedented mileage to the Tunafest.

With a limited budget, he trimmed off the fat and had to make do without a good number of sporting events which the mayor suggested, are better off in the city’s other 3 festivals (Kalilangan, Pasko sa GenSan, Yaman GenSan). This is an unpopular decision he had to take to balance the mix of the events and in doing, increase the prizes for the major ones.

When Orman’s group designed the set-up of the oval plaza, he was guided by the Tourism Council’s directive that the Tunafest should give more emphasis on food. That was why they gave more spaces to stalls and booths which serve food and drinks there, thus turning the C.P.Garcia park into one huge picnic grounds.

All these must have been noticed by the people who first trekked to the oval plaza, enjoyed what they saw, and later told others about it. And with the radio and TV constantly reminding the “generals” of the daily Tunafest activities, the people’s desire to go out and enjoy the Tuna Festival increased.

And so from the time the 2009 Tuna Festival softly commenced with the conduct of the National Tuna Congress on August 27, up to the time of its formal opening on the 28th, the people’s participation grew with more and more spectators patronizing the daily events at all official venues.

Official venues included the GenSan Gym in Lagao which hosted the hugely successful 11th National Tuna Congress which saw Presidentiables Noli de Castro, Loren Legarda and now Vice-Presidentiable Mar Roxas in attendance.

And of course, the East Asia Royale Hotel hosted the two-day biggest foam party in Mindanao, held at its Arcade Carpark, which drew in young folks from as far as Davao and the farthest parts of Region 12.

Doing its share is the Pioneer Avenue which was the site of the MardiGras Carousel. Bariles himself was not prepared for the onslaught of people who swarmed the tuna floats, the costumed dancers and cheered for the contingents. It was a photographer’s haven as cameras of all shapes and sizes were competing to get the best angles of the MardiGras participants and the floats. Some trained their lenses on the spectators themselves.

Let’s not forget the Oval Plaza itself, or C.P. Garcia Park where the Opening and Closing ceremonies were held and where more than 15,000 people from all walks of life and from all over the region and elsewhere converged on the final day, had fun and joined in the festivities, thus making this year’s Tuna Festival the most heavily participated and patronized ever.

RP emerging as haven for foreign retirees

THE Philippines is forecasted to be a fast emerging haven for foreign retirees in Asia, which according to the Philippine Retirement Authority (PRA) will be achieved in the next five years.

Retired General Edgar Aglipay, chairman of PRA who met realtors and some retirees in Bacolod City Thursday, said it is the National Government’s thrust to invest in the retirement industry for “it will bring jobs and more profits.”

In fact, it will also boost the tourism industry, he said.

A flagship program of the Arroyo administration, Aglipay said he will present the program and related projects pertaining to the industry in Europe in November, bringing with him a retiree Indian national, who had been staying in the country for years, for his testimony.

“Actually, the industry is packaging the country’s tourism tied up with the retirement industry because this is what the retirees’ group wants; some sort of an entertainment, medical facility, good transportation and communication access and the kind of peace and order situation which is stable and safe,” Aglipay said.
He cited Bacolod as a potential location, claiming the city has a sound economy, green environment and a peaceful locale.

Bacolod City Councilor Jocele Batapa-Sigue, in a related development, authored a proposed ordinance that is now on second reading, entitled “Creating a Retirement Village and Medical Tourism in Bacolod.”

The PRA’s Local Integrated Retirement Areas (Liras), Aglipay said, include Subic, Clark, Tagaytay, Baguio, Davao, Cebu and Manila.

In his presentation, Aglipay reported that by 2015, a total of 869.1 million retirees will go places and spend a living for a lifetime. He enumerated them as: Europe – 80.6 million, US – 64.4 million, Taiwan – 4.3 million, China – 258 million, Japan – 40.3 million and Korea – 8.9 million.

“It’s about 1/5th of the world’s population,” Aglipay said, citing that “this would mean business opportunity.”

Of said population, Aglipay said the country under RIP (Retirement Industry Program) is targeting to reach five percent of the European retirees, China – 35 percent, Korea – 25 percent, Japan and US – 10 percent.

“Our mandate is to target foreign retirees by bringing them here in the country that will provide investments and jobs for the Filipino people”, Aglipay said.

He cited that Filipinos who work abroad and are married to foreigners can be of big help by bringing foreigner-friends and their families into the country.

The PRA is now working closely with the property development sector to open possible business opportunities like investing in the retirement industry, Aglipay said, adding that the government is “aggressively promoting the country as a haven of foreign retirees.”

PRA is a government agency whose function is on accrediting investors of the retirement industry with strict standards of accreditation requirements “specifically on project and facility accreditation”, Aglipay said.

Further, Aglipay said PRA is targeting Iligan, Cagayan De Oro and General Santos, making them as havens for the “middle eastern retirees”.

At present, the country has 45 accredited facilities that cater to foreign retirees, which include recreation centers, residential villas, condo units, resorts, wellness and care homes, among others.

Pinoy Big Brother 3 has Top 50 candidates

MANILA - It's almost there.
After 17 auditions and a record-breaking turnout of 57,824 celebrity hopefuls, the Pinoy Big Brother (PBB) team is trimming down the list of possible housemates for the hit reality program’s third season, "Pinoy Big Brother 3 Double Up."
The team has already chosen Top 50 potential housemates with interesting life stories and personalities.
Any one of them may stand a chance to become a Housemate and play their way to becoming the next Big Winner, following Nene Tamayo and Bea Saw.
The official number of housemates who can stay at the "Pinoy Big Brother house" remains unclear, since the team are still studying their options. They said it will depend on the results of succeeding casting processes.
The show's officials gave out clues, however, about some candidates in the Top 50 shortlist.
There are 11 possible housemates from Manila, 6 from Pampanga and Tarlac, 4 from Baguio, and 8 from Cebu, Bohol, and Roxas.
There are 10 possible housemates from Butuan, Davao, and General Santos; 6 from Batangas and Camarines Sur; and 5 from Europe.
In preparation for the upcoming season, PBB will be buying a number of state-of-the-art-equipment for their technical system upgrade. This move should accommodate the season’s concept and twists.

New things in store
The Pinoy Big Brother house is also under renovation to sport a new look for the 3rd season.
In the PBB Celebrity Edition 1, the house was almost empty of furniture. In the 2nd Celebrity edition, "Big Brother (Kuya)" kept delinquent housemates inside a detention room. In the PBB Teen Edition Plus, guardians had their own living quarters.

Air Supply Live in GenSan Concert!

The time has finally come for something that has been brewing on for months here in GenSan.

If you have been very observant lately while going around the Tuna Capital, you must have noticed tarps and posters announcing a concert happening here which would have been an impossibility years ago. If you have, in one time listened to the radio, you must have heard sound bytes announcing their impending arrival in the city.

Of course, you know what I am blabbering about!

It’s the Air Supply Live in GenSan Concert on October 2, 2009 at the General Santos Gym in Lagao!!!

Yes! It’s the world-famous soft-rock duo who gave us the hits of our youth during the late 70s and most of the 80s, the Air Supply! TV Patrol SocSkSarGen reported earlier that General Santos City Hospital was able to get an additional fundings from International Donors for the Renovation and Expansion of the Hospital...

The hospital is currently undergoing renovation and expansion courtesy of DOH funding worth 20 Million Pesos...

If I heard the news right, 47 Million ata yung na mention na amount, I don't know if Peso o Dollar, pero most probably peso yan courtesy of various International donors like UNICEF, World Bank and etc... :bash:

The Funds will be used: first in INFRASTRUCTURE then MEDICAL EQUIPMENTS and last on MEDICAL STAFF Training... :banana:

18th MinBizCon in Koronadal goes full steam ahead!

In 2007, General Santos City hosted the 16th Mindanao Business Conference, the island’s largest yearly gathering of business and industry stalwarts, government policy makers, and movers and shakers of the local economy.
