Speaking of fireworks, slerz
were you able to spectate on Ayala's 1 hour fireworks last Sinulog? Wasn't that a record for Cebu...plus the fireworks weren't ordinary, they were like artworks drawn on the night sky. :D
too bad wasn't able to witness that fireworks display. it was the most expensive outside MM. an hour of fireworks is really neck-breaking but worth it. hehe

Most expensive maybe in the whole Philippines..?!? :D It was really amazing.. Seeing a heart with a bow lighting up the sky... Seeing a parachute painting through the dark sky...and many more! :D

Yes, But recently LAPULAPU CITY banned Babag Fireworks Makers for making fireworks this year or only 1 firm should create the fireworks, not all of them. :runaway:

More than half of college students in Cebu come from different parts of Visayas and Mindanao, and most of them take the boat, according to a study commissioned by Sulpicio Lines Inc.
This prompted the shipping company to make its ticketing outlet accessible to students. The firm launched its first Campus Ticketnet project at the Southwestern University (SWU) yesterday.
Destinations
Sulpicio Lines vice president Harold Go said the shipping firm has 13 to 15 weekly routes out of Cebu. Destinations include Manila, Cagayan de Oro, Butuan, Davao, General Santos, Iligan, Masbate, Ormoc, Naval, Ozamis, Palompon and Surigao.
The Campus Ticketnet accepts bookings and issues tickets. Students also get a 15 percent discount on boat fare.
Go said in a press conference that the firm is considering other campuses for future ticketnet outlets.
SWU president Frances Lumain said SWU is a good choice for Sulpicio because of its student population.
“We are one of the oldest schools in Cebu City, (we will) turn 60 years old next year. We also have the biggest number of college courses and we have a big student population that is hugely composed of students from other provinces,” she said.
Promote
Go said SWU would also be promoted on board their vessels.
Meanwhile, Sulpicio assistant vice president Michael Eric Go revealed that the firm has maintained competitive prices, even though it is “badly affected” by the rising cost of fuel.
“We already have added fuel surcharge of P25 per person for our Cebu to Cagayan de Oro routes and P90 per person for Cebu to Manila routes because of the high cost of fuel,” Harold said.
Security
Amid threats of terrorist attacks, he said Sulpicio implements security measures that include on-board marshals and sniffing dogs.
A study conducted by Ads on Wheels for Sulpicio revealed that about 60 percent of college students in Cebu come from different parts of Visayas and Mindanao. Many of these students take the boat due to budgetary considerations.
The study revealed that apart from the cost and availability of trips, students also look at accessibility of the ticketing outlet in choosing which vessel to take. (ALC)

our family friends use to give fireworks as their present or sumthing every december. but my lil bros and sissies still prefer those sparkling thingamajiggs bought in chinese booths in Ayala. hehe

Yup I was there... I thought it will not push through coz it was delayed... I like it , one of the grandest that I've seen... you know my German cousin's friend who is also a German said that "there is no like this big in Germany"... my cousin also said that "I thought the Philippines can't have this expensive fireworks" coz he saw the Sydney and Hong Kong fireworks. Maybe he's trying to say, we can't afford...hmmm

I saw lots of white people who witnessed the fireworks and Im surprised that they were amazed... I thought fireworks is not a big deal to them coz there are lots of it in there countries but then they stayed 1 hour looking up with stiffnecks afterwards.:D

Slerz, I came across a Japanese website wherein somebody posted that for Philippine standards, the fireworks display was great. It was really a compliment since Japanese in general are meticulous when it comes to fireworks, these being part of their culture.

Cebu eyes President for SEAG opening

The Cebu Southeast Asian Games Organizing Committee (Cebusoc) will spend P2.5 million on the province’s separate opening ceremonies President Arroyo is expected to attend on November 25 at the Cebu City Sports Center.
Top Cebu officials led by Gov. Gwendolyn Garcia and Mayor Tomas Osmeña of Cebu City invited Mrs. Arroyo to be the guest of honor in the lavish opening rites set 2 days ahead of the official kickoff of the 23rd edition of the Games at the Quirino Grandstand in Luneta, Manila.
The province is considered the President’s political stronghold, as Cebuanos supported her overwhelmingly in the last national elections.
"Cebu is proud to kick off the Sea Games, and we are honored to have the presence of the President. Although there is no official response yet to our invitation, we are told that she is definitely coming," said Jonathan Guardo, chair of the Cebusoc, tasked to oversee the Queen City’s hosting of six Games events.
Guardo said the grandiose affair will feature the rich cultural heritage of the Cebuanos, known for the native hero Lapu-lapu, the first Filipino to defy foreign invaders.
Cebu, one of the Games’ six provincial satellite venues, will be hosting sepak takraw at the University of San Carlos gym, pencak silat at the Cebu Coliseum, dancesports at the Waterfront Hotel, judo and karatedo at the Mandaue Sports Complex and mountainbike in Danao City.
Besides Guardo, chair of the Cebu City Sports Commission, other members of Cebusoc are Councilor Boying Rodriguez, Danao City Sports chair, and Cheryl Ouano, Mandaue City sports development head.
Songs and dances featuring the winners in the world-famous Sinulog Festival, a religious festival held in honor of the Child Jesus in January, will usher in the opening rites along with known Cebuano celebrities and entertainers.
Over 1,200 students from different schools and universities are being tapped to highlight the opening of the biggest sporting event in Cebu, known for its five-star beach resorts and native delicacies like sweet dried mangoes and boneless dried fish.
Capping the show from 4 p.m. onward is a 30-minute fireworks display by Cebu’s famous fireworks manufacturers.
"It will be a first-of-its-kind presentation although it is inspired by the Sinulog for which Cebu is famous worldwide. It is our first time to be part of the SEA Games so it should be very special," Guardo added.
Also invited to join the President are her husband -- sports patron and RP delegation chief of mission Mike Arroyo -- Vice President Noli de Castro, Senators Lito Lapid and Pia Cayetano and Cabinet secretaries.
Cebu government executives lead by Governor Garcia, Mayor Osmeña, Mayor Teddy Ouano of Mandaue City and Mayor Ramonito Durano of Danao City will welcome the guests.

despite Bali incident

"TOURISTS are still coming to the Philippines especially in Cebu," said Cebu Travel and Tours Association (CTTA) president Cecille Saa.
Stakeholders of tour and travel industry are apprehensive that the recent Bali bombing last Saturday may prevent tourists from coming to destinations near Indonesia like the Philippines.
But Department of Tourism (DOT) regional director Patria Roa said that "there is no negative effect with regards to declining traffic because of fear" brought by the bombing incident.
She added that Cebu's hotels and resorts are even safe with security measures implemented for a long time.
Cebu City Marriot Hotel general manager Karl Hudson, on the other hand, assured that hotel business in Cebu remains normal.
"We have not experienced any drop in occupancy in Cebu. Business seems to be the same. We always follow stringent security measures in place," said Hudson.
Security upgrade
Waterfront Cebu City Hotel and Casino (WCCHC), moreover, has upgraded its security level not only because of the Bali bombing but with the influx of high profile business events booked in their hotel.
WCCHC chief security Nick Juezan said that they've been beefing up security measures to get ready for the the upcoming Southeast Asian Games and Ad Congress.
"We increased our security alertness and implemented our pre-planned procedures addressing such emergencies," said Juezan.
WCCHC marketing communications manager Rene Villacin, on the other hand said, that the Bali bombing had no effect on the hotel's occupancy rate.
"We maintained an average occupancy rate since the bombing," said Villacin.
Alive
Moreover, Saa said that Cebu has nothing to worry about since the Koreans would always be there to keep Cebu's tourism industry alive.
"The Korean tourists are really not afraid nor threatened to come here," said Saa.
In fact, DOT secretary Joseph "Ace" Durano has earlier announced that the Philippines' tourism industry has been doing well, with Cebu recording an 18 percent growth last year, higher than the target of 15 percent.
Saa also dismissed expectations for Cebu to get divert bookings from Bali.
"It's too early too say for tourists to divert bookings from Bali to the Philippines. But surely those tourists would have second thoughts of going there for the next holiday and this may open the opportunity for them to come in the Philippines," said Saa.
She added that even during the tsunami incident, which hit popular destination Phuket, Thailand among other countries, didn't even had much impact to Cebu's tourism.
"We haven't received any fresh bookings yet after the incident. All we have now is pre-arranged bookings prior to the bombing," she said.

RP sepak takraw coach Vicente Luad Jr. said his wards will definitely aim for the elusive gold when the event starts on Nov. 28 at the University of San Carlos Gym.
Luad, who coached the RP team in the 2003 SEA Games in Vietnam and brought home a silver and a bronze medal, said this time he guarantees at least one gold medal.
“We will force our best to get the gold in the hoop event. We are confident that this time we will be able to make it,” said Luad, who played in the 1995 SEA Games in Changhai, Thailand.
“Hopefully we can get the support of the Cebuanos since three of our top players are from Cebu – Metodio Sucio of Mandaue City, Harrison Memarion and Jerome Santaigo, who is a USC alumnus.”
The RP team, which arrived two weeks ago in Cebu, is billeted at the Cebu City Sports Center dormitory and holds regular practice at the USC Gym.

Sinjin P. October 6th, 2005, 01:35 PM The Internet Café Association of Cebu (Icac) vowed to be fully compliant on the use of licensed software in two years.
Icac president Felix Cogal Jr. said the association already ordered some 1,300 licensed software with a total worth of about P6.3 million from Microsoft dealers in Cebu.
After conducting a series of meetings with its members, Cogal said in an interview that Icac has agreed to invest in software licensing.
Raids
The Business Software Association, together with the government and other private groups like the National Bureau of Investigation, Optical Media Board and the Pilipinas Anti-piracy Team launched a campaign last month that would put a stop to software piracy.
The team warned it will conduct a series of raids nationwide starting Sept. 16 against companies that continue to use, sell or distribute unlicensed software.
Those found guilty of violating the Intellectual Property Code (Republic Act 8293) or Republic Act 9239 or the Optical Media Act may face imprisonment of up to nine years.
Software piracy has reportedly deprived the country of additional revenues and new job opportunities.
However, the cost of licensed software had always been the reason many firms are into pirated software, Cogal said.
As support to the industry, Microsoft dealers in Cebu gave discounts for every purchase of licensed software to make it affordable to Internet café operators. A Microsoft XP Office would cost around P5,400, he said.
Loans
Cogal told Sun.Star Cebu that Icac has a licensing program where it would facilitate and guarantee loans for its members to avail of licensed software on an installment payment system.
He added that those who can’t afford to invest on software are encouraged to use open source instead.
“The point here is that Icac members are willing to cooperate,” he said.
Cogal also noted that the use of licensed software is now a requirement for an Internet café to be accredited as member of Icac that has now close to 400 members. (ALC)

Tom offers to donate SRP lot for Japanese facility
Japanese citizens would soon have their own hospital and retirement home in Cebu City if negotiations between the mayor and some Japanese businessmen push through.
Mayor Tomas Osmeña announced yesterday that he offered to donate one to three hectares of land at the South Reclamation Project (SRP) to the Japanese Government for the latter to develop a retirement facility there.
The mayor said he is willing to waive all taxes on the development on the lot and the activities there, since the project would help the City improve its economy. The mayor has made a similar offer to the United States Government.
Osmeña sees the project as an opportunity to create more jobs for Cebuanos and attract more Japanese tourists and retirees here.
“I said I’m willing to donate land to the Japanese Government for them to put up a hospital that will not be managed under Philippine laws. It will be run according their laws,” he told a news conference yesterday.
Collateral
Although the SRP titles that were released recently were already submitted to the Land Bank of the Philippines as collateral for the City’s loans, the City is already authorized to dispose of 210 hectares of land at the SRP.
Only 210 hectares have been titled, including those claimed by the Talisay City Government, pending the filling of the 60-hectare Pond A and the cancellation of the approved land surveys of a 15-hectare portion of the SRP.
Osmeña said he will allow the Japanese Government to use the lot tax-free up to 50 years and give them whatever they need, “as long as they use it well.”
“We want to create an environment where Japanese retirees are treated the Japanese way, where they can get the services that they’re accustomed to in Japan,” he continued.
Osmeña said he has initially discussed the proposal to some Japanese businessmen, including the president of the Caregivers Association of Japan.
By giving the lot to the Japanese Government, the city is in effect donating it to the Japanese Embassy. The property then becomes a Japanese territory governed by Japanese laws, he explained.
Showdown
When asked if his plans are allowed under the law, Osmeña said he will make it possible if only to ensure good economic conditions for the city.
“I can do things no other mayor can do, di ba? I think I’ll be able to get plenty of support here if there is resistance from DOH and other groups. We’ll just have a showdown here if we have to,” he said.
Since the facility will be managed by the Japanese Governent, Osmeña said the City and the Department of Health (DOH) will not have anything to do with its hiring of personnel and procurement of medicines and other supplies. (LCR)

Cebu will have the chance to promote its investment potentials to China and to other member-countries of the Association of the Southeast Asian Nations (Asean) on Oct. 20 at the Nanning International Convention and Exhibition Center.
This is one of the major reasons the Cebu Chamber of Commerce and Industry (CCCI) is sending delegates to the two-day 2nd China-Asean Business and Investment Summit, which will kick off on Oct. 19 at Nanning in Guangxi, China.
Participation
According to CCCI president Robert Go, the chamber, together with the Center for International Trade Expositions and Missions of the Department of Trade and Industry and the Department of Tourism, is spearheading the participation of the Philippines in the trade summit.
He said aside that from the Philippines’ chance to present investment potentials in the country, Cebu Province, will be given the opportunity to showcase itself.
Cebu will focus on its achievements in trade, tourism, investment, science and technology and cultural development.
The presentation will highlight some of Cebu’s industries, such as fresh and processed food, furniture, gifts, toys, housewares, fashion accessories, information technology (IT) and IT-enabled services. High- precision metal working products, services, such as real estate, finance and trading, and other products will also be presented.
Go said the tourism display will capitalize on the familiarity of the Guangxi residents with selected tourist spots in Cebu, with special focus on health, wellness and medical tourism.
Free trade
The China-Asean Expo Summit aims to strengthen the framework agreement on the Comprehensive Economic Cooperation between China and the Asean countries for the China-Asean Free Trade Area, which is to be completed in 2010.
The Asean comprises Brunei, Cambodia, Indonesia, Laos, Malaysia, Myan-mar, the Philippines, Singa-pore, Thailand and Vietnam.
The Asean has been convening to create and implement measures that will make the Southeast Asian region more attractive to foreign direct investments (FDIs). One of these measures is to link with China.
Earlier, Asean Coordinating Committee on Investments chairman Lim Jock Hoi said the Asean has agreed to look at China as its partner rather than competitor in attracting FDIs.
Lim said FDIs are now trying to get into China because of its large population of P1.3 billion.
The total population of the Asean is only 530 million.
Asean’s alliance with China will benefit the region in general.
“Being China’s partner can boost the Asean market and competitiveness. Asean can be a platform to serve the China market.
We can produce food for China ... We (Asean) can attract the Chinese market with our tourist attractions ... If Asean has a free trade agreement with China, FDIs will consider putting their investment in Southeast Asia,” Lim said.

Cebu has been unfazed with some news on bombings even before. Her tourism activities soared even higher as a better alternative to places where bombings occur. Let's just pray that Cebu be spared from such things otherwise all our efforts turn futile.

RDC enlarges Metro Cebu
Development planners expanded the definition of Metro Cebu to include the towns of San Fernando and Carcar in the south and Danao City in the north.
This way, the Regional Development Council (RDC) 7 hopes to improve the local governments’ capability to address traffic congestion, solid waste management and threats to peace and order.
“We can come together and discuss projects. These projects can be realistically planned and implemented with the active cooperation of all the local government units (LGUs),” said Cebu Gov. Gwendolyn Garcia during the RDC full council meeting yesterday.
The RDC 7 designated Garcia as the chairperson of the Metro Cebu Development Council (MCDC).
The MCDC defines the coverage of Metro Cebu for planning purposes only.
There is no legal basis for the creation of Metro Cebu, an RDC 7 resolution stated.
But it also said that member-LGUs of the MCDC believe the commercial and industrial area of Cebu Province has already expanded to the towns of San Fernando and Carcar and to Danao City.
Revival
Originally, Metro Cebu was made up of the cities of Cebu, Mandaue, Lapu-Lapu and Talisay and the towns of Compostela, Liloan, Consolacion, Cordova, Minglanilla and Naga.
Garcia, in an interview, said the inclusion of the three additional local governments is to “recognize the reality” that the areas need to be part of the metro’s development.
Garcia convened the MCDC last August to revive the body, which was never fully operational since it was created in 1998.
She said she aims to address metro-wide problems and concerns, including a mass transit system.
The MCDC, in its meeting last August, decided to expand the council’s composition by including other LGUs and agencies.
However, the MCDC is yet to identify the additional members during the next meeting.
The RDC 7 sets the direction of all development efforts in Central Visayas.
It also serves as a forum where local efforts can be taken up and integrated with national development activities.
Local code
Under Section 33 of the Local Government Code, local governments may agree to pool funds, real estate, equipment and personnel to work together on “purposes commonly beneficial to them.”
All they need to do is sign a memorandum of understanding, so they can work on shared needs, such as mass transportation.
A mass transit system is one of the priority programs in the Regional Development Plan for 2005-2010.
When the plan to include Danao, Carcar and San Fernando was raised last year, an official of the National Economic Development Authority had said an “expanded” Metro Cebu would make a mass transit plan more feasible. (CYR )

FedeX Express, the world’s largest express transportation company, has announced that the cut-off time of Asia-bound shipments from the cities of Mandaue and Lapu-Lapu in Cebu has been moved to 5 p.m.
The move, which began in August, offers customers in the two cities greater flexibility and convenience in planning their shipment and their business schedules.
Shippers to the United States, Europe and other non-Asian destinations will still enjoy a late cut-off time of 3 a.m.
“Customers count on Fedex to help them become leaders in their industries by connecting their businesses to the global market,” said Clifton Chua, managing director of Fedex Philippines, Thailand and Vietnam.
He said the extension of cut-off times for Cebu “reflects our commitment to be pro-active in meeting our customers’ needs and our drive to help them meet the demands of the market.”
“We believe that Cebu’s expanding economic activities and increased export figures will enable the area to grow at a rapid and constant rate,” Chua said. (PR)

The Professional Regulation Commission has awarded a certificate to the University in recognition of its outstanding performance as first placer in the percentage of successful examinees in the January 2005 Architecture Licensure Examination. The award is given to schools with 20 or more examinees and wth at least a 50 percent passing percentage. USC outperformed all other schools in this category with thirty of its 35 examinees (or 86 percent) successfully hurdling the tough examination.

Mayor Osmeña, An International Movie Actor?
Yes. You heard it right.
But no. Mayor Osmeña would not step down as Cebu City’s chief executive for a lucrative showbiz career. He may have the looks for a movie star but he is not about to relinquish the office, as yet. And yes, he will soon strut his stuff in the international silver screen.
Bigfoot International Academy of Film and Television is currently producing an international movie, its production debut since it was founded over a year ago. The movie is projecting the image of Cebu to the world as it is entirely filmed in the islands and the producer asked the mayor to appear in a cameo role. In jest, Mayor Tom Osmeña proposed to Bigfoot that he be cast as a waiter in the movie. As of the moment though, the proposal was still under study.
But being a waiter in a movie wouldn’t do justice to his acting talent and would limit his exposure only when a scene calls for a plot inside a dining area. Since the title of the movie is ‘Cockfight’ it would be awful to get more than a couple of dining scenes. So he needs a role that would both showcase his acting skill and maximize his exposure in the movie. So what role should he take then to bring out the best of him and would best eximplify his acting prowess?
Some would say a hot-tempered personal driver to the protagonist, a brawny bouncer of the lead star, an articulate tourist guide, or a masiador (one who solicits bets for the cock) in a cockfight. Masiador would most fit the bill but, somehow, none of the above would fit his personality as the mayor has a strong persona and a dignified look and casting him as such is not a pretty sight to see.
‘Cockfight’ is about a poor foreigner who set foot on the islands (Cebu), captivated by its beauty, opted to settle in the place and eventually got rich.
Local and international actors are being cast to star in the movie which is planned for international release.
What is your opinion in the mayor’s cameo appearance in an international movie? Will it help his image as the city’s chief executive?

Less than an hour after Tau Gamma Phi and Alpha Kappa Rho (Akrho) agreed to sign a manifesto on ending their conflict, violence erupted anew between the rival fraternities yesterday night.
A Tau Gamma member shot an Akrho member outside the Ayala mall in Cebu City at 7:20 p.m. Though wounded, the victim survived.

Cebu Southeast Asian Games Organizing Committee (CebuSoc) inked a deal with Cebu TV Channel 28 for the exclusive coverage rights of the Cebu events of the 11-nation athletic meet on Nov. 27 to Dec. 5.
CebuSoc chairman Jonathan Guardo signed the contract with Cebu TV Channel 28 marketing executive Alex Martinez at the CebuSoc office for the coverage of the biennial meet in Cebu, which will hold its opening ceremony on Nov. 25 at the Cebu City Sports Center.

GE unit buys Keppel Bank for P1.45 B
Keppel Corporation Limited and Keppel Philippines Holdings Inc. have entered into a conditional sale of its 96.5 percent stake in Keppel Bank Philippines Inc. to a unit of General Electric Consumer Finance for P1.45 billion.
In a disclosure to the Philippine Stock Exchange (PSE) yesterday, Keppel said the sale of 23.41 million Keppel Bank shares is in line with the company’s strategy to divest non-core businesses.
The buyers of the shares are GEC South East Asia Holdings, GEC Emerging Markets Asia Holding, and Raystanal Philippines Inc.
The purchase price is subject to post completion adjustment based on the total capital amount as at the completion date. It was arrived at on a willing buyer and willing seller basis, taking into account the bank’s book value, operational infrastructure and fair market value of assets.
The sale is still subject to the approval of the Bangko Sentral ng Pilipinas and the New York State Banking Department. Upon completion, Keppel will cease to have any interest in KBP.
Keppel and KPH will purchase from KBP the Keppel Center, a 15-storey office-cum-residential building in the Cebu Business Park for P620 million based on fair market value. The building currently enjoys near full occupancy.
The sale of KBP and the purchase of Keppel Center is expected to raise the net tangible assets of KPH by about 80 centavos per share compared to the value as of June 30, 2005.

there was already an initiative to include Bohol in some Cebu travel and holiday packages. but Cebu tourism officials are more active in promoting the island as a whole. more so the South Reclamation Project and Kawit Island being marketed aggressively abroad. :)

Cebu City Rep. Raul del Mar (north dist.) yesterday rallied local government officials to speak out and fight for the proposed change of the country's form of government, from presidential to federalism.
Speaking before the Regional Development Council composed mostly of LGU officials, Del Mar said that now is the opportune time to press Congress to heed the call of President Gloria Arroyo to put the country into federalism. Del Mar, who is also the deputy speaker, openly declared his support to convert Congress into a constituent assembly that would undertake the process of changing the form of government.
However, the power of persuasion of LGU leaders over the legislators is needed, said Del Mar. "If the LGUs could pressure the Senate, I think the Senate would accede," he said.
"There are 236 congressmen and only 3/4 of them is needed to amend the Constitution. If you could persuade, make your efforts felt by the Senate. I hope the governors and mayors here would be active," Del Mar said.
Negros Oriental Governor George Arnaiz, who is also the RDC chairman, and Cebu Governor Gwen Garcia said they also favor federalism, which empowers other provinces to run their affairs apart from the central government.
Arnaiz also revealed that, this Wednesday, the senators would meet governors from all provinces at an undisclosed venue where Charter Change and federalism would be among the expected topics to be discussed. During last Friday's meeting of the RDC, development planners of the region were asked to present their arguments in adopting a federal form of government in the country.
RDC development administration committee chairman Valeriano "Bobbit" Avila said he favors placing the country under federalism in a parliamentary system. He said the stand of the RDC members on the matter is vital because the council could become a branch of the parliament once such form of government is eventually adopted.
He said the council could suggest what form of government the country should adopt-unicameral, bicameral or parliament--then on how the country's resources should be shared, how revenue generation should be implemented, among others.
Arroyo has been batting for a new form of government contending that the country's current "political system has degenerated to such an extent that it is very difficult to move within the system with hands totally untainted."
She had proposed for a constitutional convention to set the transition from the presidential system to a federal republic with a parliamentary system. - Wenna A. Berondo

ALTHOUGH admitting that it should not be the top priority, Cebu Gov. Gwendolyn Garcia sees the need for a “world-class, multi-event center that is huge enough to accommodate a crowd of 16,000 to 25,000.”
The last time the Province talked about such a facility was in early 2004, during the last term of former governor Pablo Garcia, Gwendolyn’s father.
The Capitol had started the paperwork for what it then called the “megadome,” opposed by Pablo’s rivals.
There is an existing P250-million budget for the facility, a continuing appropriation carried from the previous term.
However, the past Provincial Board managed to block further transactions regarding the facility.
Governor Garcia, in an interview, said her priorities right now are what she mentioned in her address when she assumed office in June last year—good roads, water systems and electrification, among others.
She also plans to upgrade two district hospitals into provincial ones.
But with Cebu becoming “more and more practically the favored place” for conventions, national assemblies and even international forums, she said the need for the facility “has become even more pronounced.”
“Now that I am placed in this position, it behooves upon me to realize what the needs are and what people are clamoring for,” she said.
“Determination, fortitude, creativity and imagination are being challenged to respond to the needs of the times,” she added.
In the first five months of this year, Garcia pointed out, Cebu accounted for 80 percent to 90 percent of arrivals of foreign and domestic visitors in Central Visayas.
National assemblies such as that of the League of Provinces of the Philippines were also done here.
Infrastructure should then be put in place so Cebu could host bigger events and at the same time have a trade center and exhibit space, Garcia said.
Right now, she said, concerts or exhibits like that of the furniture industry and equipment shows are being done in a hotel.
In the previous term, political adversaries of the Garcia family did not agree with the idea of building such a facility.
Capitol’s money is better spent on basic services, they had said.
Governor Garcia said that a huge bulk of the Capitol’s budget is for basic services, such as roads, water systems, power, health services, and others.
“From day one, I have concentrated on these,” she said.
In a recent press conference, she also announced that she will propose a supplemental budget that will include P50 million as assistance to local government units, and P50 million as aid to barangays.
This, she said, is her response to complaints from Rep. Simeon Kintanar (Cebu, 2nd district) and other officials that the towns are not getting enough of the Capitol’s resources. (JPM)

16 storey tall? not bad at all....that's a good sign! considering that few meters away from it will stand Cebu's tallest building. I wish it will set a trend in that area.....I can imagine it now...the long stretch of that highway with tall and huge skyscrapers....hmmmmmmmmm it would definitely look like ayala avenue (makati) in the near future... :righton:

Tower project to mean 148 more rooms for tourists
A PENSION house, to stand on Juan Luna St. and Osmeña Blvd., will soon help address Cebu’s problem of room shortage for tourists.
The 148 rooms of GV (Gochangco-Villegas) Pension House are expected to be operational 18 months from now, said Flordeliza Villegas, general manager of GV Tower Hotel, the building that will house the pension house.
The 16-story GV Tower Hotel will be located on the 600-square-meter lot right beside the University of Cebu. The first six floors of the tower will be used for the corporate offices of Citi Appliance (MC) Corp., while the pension house will occupy the remaining floors, she said.
The construction of GV Pension House, along with the expansion projects of existing hotels and resorts, is timely amid the increasing interest of international tourists in Cebu, especially after last month’s tsunami tragedy devastated beach resorts in South Asia.
The shortage of rooms in Cebu has been one of the major concerns of Cebu’s tourism industry.
Department of Tourism 7 Regional Director Dawnie Roa earlier said hotels and resorts have been increasing their room capacity.
This year, Plantation Bay Resort and Spa will have 30 more rooms, while Costa-bella Tropical Beach Resort will have 44 more rooms. Maribago Blue-water Beach Club Inc. will also have 70 more rooms.
Shangri-La’s Mactan Island Resort and Spa is also building 12 villas for its spa village.
Parklane International Hotel, which had its groundbreaking last September on Kamagong and Escario streets, will also contribute 220 more rooms.
GV’s Villegas said addressing the tourism industry’s room problem is only incidental, as the major reason for the construction of the pension house in Cebu was for the company to expand its core business—Citi Appliance.
“We had been planning to expand Citi Appliance. We decided to construct the tower for Citi Appliance’s corporate office on the lot we have owned since 1989. The pension house is meant to be an income-generating investment for us to be able to pay our debt,” she said.
The construction of GV Tower Hotel is being financed by Equitable PCI Bank.

Hotel targeting the B market to rise on Sanciangko st.
“It’s a long, long road for us all, and this journey marks all our hardships. Let this landmark be a reminder of our goal and inspiration to move on,” Citi Appliance Corp. vice-president and general manager Flordeliza Villegas said during GV Towers Hotel’s official groundbreaking last Dec. 15.
The 16-storey hotel is set to rise in 2006 on Sanciangko st. corner Juan Luna st.
It is a sister company of Citi Appliance and Universe Lending Corp., which will occupy the first six floors of the hotel.
According to Villegas, GV Towers is catering to the class B market, most especially agents, as they will be offering low and affordable rates.
“We want to cater to the clients’ needs by giving them comfort, luxury and good quality at an affordable price. Our rooms will have the same facilities as that of an expensive hotel,” she said.
GV Towers Hotel opened pension houses in 2001. It has branches in Mambajao, Maasin, Sogod, Ormoc, Tacloban and is soon to open in Catarman.
The hotel, designed by Arch. Jose Mari Cañizares, targets 50-70 room accommodations during its grand opening in 2006.
It will construct 148 de luxe, single and standard rooms with 24-hour security and a basement parking area.

Dirty air in Cebu is a "serious problem that is widely recognized," said US embassy Charges d'Affaires Darryl Johnson in an interview with reporters at the University of San Carlos main campus on Friday.
Johnson cited a study conducted by the Rotary Club of Cebu and the Land Transportation Office that showed more drivers were contracting pulmonary disorders - proof of the worsening air in the metropolis.
"The study was made at this university and others about the incidence of pulmonary disease particularly among jeepney drivers and others whose job and profession have them working at the street level. It's simply an evidence of such a serious problem of air pollution, and I think that is widely recognized," he said.
"They've done the study over some period of time in order to come up with the statistics. In my speech, I didn't cite the exact numbers because I think that probably varies depending on the sampling of the population, but there's no question that it's a high incidence."
Johnson added: "These reports suggest that air pollution in Cebu is alarming, that it's certainly cause for concern. And we hope, for those who will benefit by this program, we would like to see cleaner air sooner."
Johnson responded to reporters' questions at the end of the formal launching of the USAID-Cebu partnership for energy and clean air.
"Some studies that have been made here indicate that the quality of the air, especially at the street level is very bad, and there has been a high incidence of pulmonary disease among people who drive vehicles or who otherwise live at the street level. So that's a very serious issue and that's one of the points that we are seeking to address in this program," he said.
During the same interview, a member of Johnson's party quoted the envoy's earlier speech on the subject of air pollution before a multi-sectoral audience composed of local government, private sector, civil society and the academe.

I think you mean the 14-storey Ludo & Luym building occupied by Centrepoint Hotel. The one that made Cebu proud because of the revolving restaurant on top and being the tallest building outside Metro Manila from 1960s' to 1980s'.

This is good news. I think Cebu greatly needs a richer country's help to solve this problem. I hope when I come back, the air quality would be better than before.

The Board of Investments (BOI) registered three new firms that availed themselves of business incentives for the third quarter of this year.
The three projects, which are all located in Cebu, have a total cost of P756.122 million and will employ 524 workers.
One of the companies that registered is American-owned Champion Sidecars and Trikes Inc. that sells trike kit bodies. The P11.099 million project will generate employment to 53 workers.

Another company is the fashion accessories firm, FCQ Worldwide Inc., which is an P8.863-million project and will employ 46 workers.
The biggest project that registered for the quarter is Goldland Philippines Corp.’s Hilton Cebu Resort and Spa.
It is worth P736.160 million and will hire 425 workers.
In the same period last year, BOI-Cebu registered only DLX Designs Inc., a fashion accessories firm, with a total project cost of P1,680,000 and which employed 16 workers.

In an interview yesterday, Philip Torres, investment specialist of BOI-Cebu, said they expect more businesses to register and qualify during the last quarter of the year.
“The coming quarter looks more promising. There are six more applications in line waiting for approval,” he told Sun.Star Cebu.
Torres said that three of the new businesses that applied for incentives are from the information and technology sector while one investor plans to put up a hotel.
As of September, BOI-Cebu recorded a total of P1.265 billion registered project costs for the first three quarters of the year and recorded 1,733 available job slots with the new investments.
The firms approved by the BOI will enjoy incentives, such as income tax holidays, tax and customs duty exemptions on capital equipment and spare parts and net operating loss carryover. (ALC)

Cebu Plaza was older than me, if I'm not mistaken it was constructed last1980 or 1981... Metro Bank Paza is said to be the tallest building outside Metro Manila before the Cebu Business park...
but I think its Cebu Plaza hotel was constructed 1st...

I remember watching a cool Filipino series, "Cebu" back in the early 1990s. It was sort of a "Falcon Crest" like series about an ultra wealthy Spanish-Filipino clan called the "De la Rosa". MetroBank Plaza stood in as their corporate HQ.

The foreclosed Coral Reef property, a beach resort in Lapu-lapu City, is attracting the interest of several prospective investors.
Ernesto Pintac, head of the Board of Investment (BOI) Cebu extension office, said his office has received several inquiries about the eight-hectare property.
Cebu continues to be an attractive investment destination despite the political tensions in Metro Manila.
Pintac said a lawyer is researching the legal aspects of foreigners taking over the property.
He would not identify the parties, but said the prospective investors are willing to build a new high-rise structure on the land since the resort itself is already dilapidated.
Patria Aurora Roa, regional tourism director, said Tourism Secretary Joseph Ace Durano is talking to the Philippine National Bank (PNB), which now owns the property after the bank foreclosed Coral Reef's loan.
Secretary Durano is trying to convince the bank to work toward the re-opening of the beach resort since Mactan severely lacks resort rooms, Roa said.
"The Secretary is talking of re-opening, upgrading, rehabilitation and expansion of Coral Reef," she said.
Roa said the fastest way to start operating it again would be to rehabilitate the existing structure, but acknowledged that investors may prefer building a new resort.
Mactan suffers from a shortage of about 1,000 resort rooms, she pointed out, making it hard for Cebu to compete with other destinations like Bali or Hawaii.
She said Mactan needs 1,000 additional rooms to serve the growing demand for beach resorts of world-class standards.
Durano is hoping to convince PNB management to consider a similar option taken by Metrobank when it decided to have the Marco Polo group take over the former Cebu Plaza Hotel, she said.
Initially, Metrobank preferred the outright sale of the property, but Durano had prevailed on the bank's management to consider tying up with a management company.
Pintac said he learned that Marco Polo plans to partially open the Plaza Hotel with about 100 rooms in November.
He said the cost of rehabilitation of the Marco Polo Plaza Hotel is estimated to reach P400 million.
"The standards of Marco Polo are quite high. Aside from replacing the electrical wiring and a major overhaul of the air-conditioning system, they are also constructing a bigger pool to replace the old one," he said.
dominique October 12th, 2005, 12:11 PM Cebu Plaza was older than me, if I'm not mistaken it was constructed last1980 or 1981... Metro Bank Paza is said to be the tallest building outside Metro Manila before the Cebu Business park...
but I think its Cebu Plaza hotel was constructed 1st...

slerz October 12th, 2005, 01:42 PM I enjoyed watching air show exercises this afternoon here in the southern part of Cebu City, they also performed tricks like flying vertically from north down to the land as if they will crash on you, wave flying and more. PAF (Philippine Air Force) always do exercises just above the SRP so that they can have their emergency landing @ SRP field if problems arises. took some pics.

The Lapu-Lapu City Council rejected the request of US-based IT company Bigfoot to declare its property an economic zone.
Lilia de Lima, director general of the Philippine Economic Zone Authority (PEZA), earlier recommended to Mayor Arturo Radaza that the two-hectare property owned by Bigfoot Properties Inc. in Lapu-Lapu City be declared an information technology (IT) park.
Companies inside eco-zones are exempted from paying real property taxes.
Because of this, some city councilors objected that the city would be deprived of collecting million of pesos in taxes.
"We will be losing a lot of (real property) taxes if we declare it is an eco-zone," said Majority Floor Leader Alley Berdin.
Radaza, in response to the PEZA chief, said there were enough special economic zones in Lapu-Lapu City.
"The Cebu Light Industrial Park can still accommodate several locators, hence Bigfoot should have opted to settle in that area if from the start this was their intention - to be PEZA accredited," Radaza's letter read.
Berdin, who heads the committee on finance, said the city government only allows a six-year tax holiday for companies who invested as PEZA-registered companies.
PEZA-accredited companies are only required to pay 2 percent of their gross profit as business tax after their tax holiday.
Non-PEZA registered companies are required to pay their exact real property taxes, he said. They also needed to pay P14,950 as tax for every P2 million income.
Councilor Damian Gomez opposed the decision of the council.
As chairman of the committee on business and industry, he said having more eco-zones in Lapu-Lapu would open more employment opportunities.
"The committee is not in favor of putting that much weight on taxes because it will be recovered from employment, realty taxes, and the underground economy that will be created," he said.

As far as I know, the Ayala Center Cebu Expansion Building will be constructed on these parking lots so another parking area will be built at the left and right sides of the mall.

I think Mactan Air is just a small charter type of plane like Asian Spirit...Not as big as Cebu Pacific or PAL.... But as of now, it hasn't offered any commercial flights yet.. You know, one still has to go through the hassles of bureuacracy with all those permits and papers that need to be accomplished...

Balamban ‘qualifies’ as city

Once quiet and poor, Balamban is now preparing to become a first class municipality.
Balamban Mayor Alex Binghay said the town even qualifies to become a city, but it needs a “friendly congressman” to sponsor a cityhood bill.
Balamban, which lies in the northwestern part of Cebu, belongs to the third district under Rep. Antonio Yapha. Yapha, however, is not a political ally of Binghay.
But Binghay said they will not force the issue, as they are contented with their status now as a progressive town. He said industrialization has contributed to so much of the town’s development.
In 2001, Balamban was classified as a second-class municipality. Flordeliza Yray, municipal budget officer, said that with the town’s income now, it will soon be a first class municipality.
Yray said the town used to depend much on its share of the internal revenue allotment until Tsuneishi Heavy Industries (Cebu) Inc. (THICI) started its operation in the mid 90s.
Balamban, however, has not yet enjoyed fully the benefits of having THICI in town because the company is still enjoying a tax break. The town only collects some P3 million from THICI in realty taxes.
Special zone
Last year, the West Cebu Industrial Park in the town’s Barangay Buanoy, where THICI is located, was declared a special economic zone. The town gets a two-percent share from the income of the economic zone. Last year, Balamban got a P24-million share, bringing its total income to P92 million from P78 million in 1993.
One result of the town’s industrialization is increase in population brought about by migration of workers and their families to town. And while commerce has perked up, prices of goods have increased.
Restaurants, videoke bars, Internet cafes and houses for rent also mushroomed. It will also have a mall soon.
The Municipal Government has built two market buildings to cater to a growing population. They were partly funded by the
Provincial Government under former governor Pablo Garcia and THICI.
A separate building for karaoke bars will soon be built too.
There is now a private subdivision in Barangay Buanoy. The Municipal Government, in cooperation with the Aboitiz Group of Companies, will also build a government-owned subdivision.
In 2002, a low-cost housing was developed in Barangay Abucayan. People displaced by THICI were given priority to own units.
Part of Balamban’s development is the beautification of the town.
Marissa Narvios, of the town’s engineering department, said they are completing the town’s plaza worth P3.5 million. It is located at the town’s beachfront. It will have a waterfalls and a fish park.

Tsuneishi Heavy Industries (Cebu) Inc. (THICI) has contributed a lot to the development of Balamban.
It doesn’t only make the town proud of producing world-class bulk carrier vessels, THICI has also provided employment to the townsfolk.
THICI is a joint venture of Japan’s Tsuneishi Group and Cebu’s Aboitiz Group of companies. It started its operations on December 1994 with the construction of its facility in Buanoy, Balamban, Cebu.
Today, THICI, including its subcontractors, employs 3,620 workers, more than 60 percent of which are from Balamban. The rest mostly come from the neighboring Toledo City and Asturias.
Clarence Martinez, manager of THICI security department, said the local government of Balamban and THICI has an agreement to prioritize Balamban residents in their workforce.
THICI has also sent 426 workers to Japan for training. Each one of them earns about P70,000 a month.
International
THICI is the only bulk carrier vessel builder in the country. It caters to international clients. It aims to be among the world’s top three shipbuilding company by the year 2010.
Its first product was Sea Amelita, named after the wife of former President Fidel V. Ramos. It was launched in Jan. 28, 1997.
In January next year, THICI will start fabricating hulls for car ships. This means an additional 1,000 workers. (MBG)

Cebu is in the works of creating a team similar to MMDA. It would be MCTA(Metro Cebu Traffic Authority). By the name itself, I'd say that it would be focused on Traffic only.

Actually, Balamban has a mall already. I was not aware that there is GAISANO BALAMBAN already. I just knew when I saw in the advertisement that Carlo Aquino and Valerie Concepcion would be coming to that mall. Any pics for GB?

CEBU CITY Mayor Tomas Osmeña said expanding Metro Cebu and resurrecting its development council would not benefit the city.
Osmeña said he doesn't see how Cebu City and its residents would benefit from the Metro Cebu Development Council (MCDC), as this would only put Cebu City in the role of a giver.
"Mura'g alkanse ta da (We seem to be at the losing end). We keep giving and they keep taking," Osmeña said.
The mayor, however, said he may consider proposals that don't put Cebu City at a disadvantage.
Expanding the boundaries of Metro Cebu to Danao City in the north and Carcar town in the south and reactivating the MCDC was proposed by the Regional Development Council (RDC) during its third quarterly meeting last Oct. 7.
Cebu Gov. Gwendolyn Garcia was designated the new chairperson of the MCDC.
Garcia said the new MCDC would allow member local government units (LGU) to cooperate on projects that would benefit the metropolis.
Osmeña, however, said the rift between Cebu City and Talisay City makes cooperation impossible.
The mayor said he has vowed never to cooperate with Talisay.
As for the other LGUs, Osmeña said he has reservations working with them, since other towns and cities would only take what Cebu City has while the city gets nothing from it.
Osmeña cited the refusal of Compostela town to supply water to the Metro Cebu Water District (MCWD).
He also cited Mandaue City's refusal to allow MCWD to operate the city's wells, even when the MCWD chairman was from Mandaue City.
Osmeña said that when it comes to contributions, other LGUs don't give as much as Cebu City, but they still demand "equal billing."

I don't think so. Although Balamban shares border with Cebu City the mountain terrain between these cities and the protected areas near the highway would prevent the population density that would necessitate it to be part of the metro area. But we'll never know how these mountain areas be developed in the future.
For me, if only Balamban residents would agree, it's better to annex it to Cebu City so it will automatically become part of a Metro Cebu area. How about that?

It would be of much accessibility if the center part of those mountains would be flattened because it would give easier access between east and west Cebu but I am afraid of the effects it might give to nature.

Just saw and old Cebu City map and I just knew that the reclamation the land in the present day North Reclamation Area, the coastline reached up to SM's Parking Area today.
So, as I imagined that if the North Reclamation Area wasn't built and SM still pushed the construction of SM City Cebu then SM could have been across the sea?!? :D

Yes flattened to accomodated wider roads and reduce the slope and build bridges to straighten the highway. I would like to see Cebu City connected with Balamban City with a 6 lane superhighway. Imagine travelling on wide highway overlooking those beautiful cool mountains.

It is still nine months away, but the Cebu City government is already preparing for the Grand National Eat-out Party perceived to be the biggest festivity in the country in time for the Independence Day celebration on June 12, which is conceptualized to buttress Cebu's thrust to become a major tourist destination.
The city is already preparing for the launch of the eat-out party on June 10 to run until the 12th in line with the celebration of the Philippine Independence Day, as it is planning to get the participation not only of the urban poor sector, and local investors here but also of other local government units throughout the country.
The event, which is going to be dubbed as the "Grand Independence Day Cookout," is going to be a food festival, and trade exhibit at the same time, wherein the participating LGUs are allowed to showcase cuisine, delicacies and products from their respective places.
The grand national eat-out party will start on June 10 and will culminate on June 12 and is expected to draw tourists, local and foreign alike, to visit Cebu.
There will be decorated booths to be set up along Fuente Osmeña that will stretch down to the corner of P. del Rosario street where most of the activities will be held and which will be made as venue and opportunity for business exchange and networking among producers, suppliers and consumers.
Games and contests will also be prepared for the public to participate and enjoy the celebration more.
According to City Hall Public Information officer Nagiel Bañacia, they are now studying the possibility of LGUs participating in the said event to establish linkage with restaurants here for the preparation of the food and other delicacies from their respective places.
Further, the said festivity is going to feature the best cuisine, delicacy or specialty of the different resto bars, restaurants, cafés, resorts and hotels in Cebu.

A GROUP of Cebuano businessmen have pooled their resources together to bring to Cebu one of the famous doughnut brands in Metro Manila, the Go Nuts Donuts.
According to a press statement, the Dychangco Group, Jimmy Lao, JDC Corp., Mai-I Resources/JEG Development Corp., Segundino Selma Jr., architect Maxwell Espina, Arthur Go and High Point Management have formed the Doughit Corp., the Cebu franchisee of Go Nuts.
Go Nuts’ first franchised theater store in Cebu, which will open this month, is located at the Banilad Town Center.
Renato Dychangco, pre-sident of the Dychangco Group, earlier said the company has made careful studies on its new food business and has decided to take on the risks inherent to new businesses that will operate in Cebu.

“We know that Cebu is a different market. New businesses, including restaurants and food outlets, are expected to (do well) only in the first few months. But we are ready once the market plateaus,” he said.
Go Nuts Donuts is owned by the Trillanas, the family whose Coney Island gave the country bubble gum ice cream almost 30 years ago, according to the Internet.

Government one-stop service center opens at SM mall

ANYONE may now transact business with some agencies of the government in the one-stop government service center located in SM City Cebu.
Department of Trade and Industry (DTI) Cebu City Director Nelia Navarro said the public may now file their loan applications or file membership applications with the Government Service Insurance System (GSIS), Social Security System (SSS) and Pag-ibig with the consumer welfare center (CWC), a nationwide project of the government.
“Today marks the day of transforming our dream into a reality—that of bringing government service closer to the people,” she said during the launching of the CWC-Cebu on Wednesday.
Meanwhile, Navarro thanked companies such as SM City Cebu for providing the government a rent-free space for the CWC and for providing personnel to operate the center.

Shortly after hearing the tracks, Sony-BMG executives flew to Cebu with an offer to Cueshe members Jay Justiniani (vocals), Ruben Caballero (vocals and guitar), Jovan Mabini (lead guitar), Jhunjie Dosdos (keyboards), Fritz Labrado (bass), and Mike Manaloto (drums). The next thing Cueshe knew, they uprooted themselves to relocate to where the action is: Manila. Two months later, the band would hear their first single, "Stay," played in the airwaves.
Half Empty, Half Full contains 11 original tracks, plus the acoustic version of "Stay." The recurring themes are melancholy, introspection, and transcendence. According to the band, all songs were inspired by real-life stories. "(Our music) is basically rock alternative; it has new wave influences and a little grunge. Our songs are very personal, emotional but not mushy," says Fritz who, along with drummer Mike, writes Cueshe’s songs. The band counts such acts as The Smiths, China Crisis, Cure, Incubus, Hoobastank, and Maroon 5 as their influences.
In light of the Cebu rock explosion that is currently gripping the music scene, we have reason to believe that Cueshe could be on their way to rockstardom. Their first single has also dominated countdowns left and right, which goes to show that far from being a fad, Cueshe, like their debut single, is here to stay.

CEBU CITY — Endangered animal species worth some R20,000 were confiscated from illegal traders who openly displayed the animals for sale on Magallanes and V. Gullas streets here.
Officials of the City and Provincial Environment and Natural Resources Office, together with representatives of local government units confiscated 11 iguanas sold at R1,000 each; a wildcat sold at R3,000; two Philippine pythons, R1,000 each; a colito, R500; two parakeets, R1,000 each; and a preserved lizard, R1,000.
CENRO Officer Loreto Rivac said the illegal traders, who fled upon seeing the authorities, had been the subjects of a month-long surveillance launched after the environment office received reports of the trading of wild animals in the area.
He said the species may have come from places outside Cebu such as Mindoro or from outside the country.
Republic Act 9147 or the Wildlife Resources Conservation and Protection Act specifically places under government protection all endangered species of flora and fauna and identifies so*called critical habitats of threatened species.
The law also provides conditions for the preservation of such habitats, a ban on the harvest and transport of endangered species for their protection and preservation, and captive breeding in wild farms, etc.
Imprisonment of as long as 12 years and a fine of R1 million are imposed on those who try to sell species listed as critical.
The seized species were brought to the nature center of the DENR.
Meanwhile in Davao City, the Philippine Eagle Foundation (PEF) has started the propagation of other large tropical raptors in the wild under its conservation breeding program (CBP) which has proved successful in the captive propagation of the endangered Philippine Eagle.
Among the tropical raptors included in its expanded breeding program are the White-Bellied Sea Eagle, Scops Owls, Greyheaded Fishing Eagles, Serpent Eagles and the Philippine Hawk Eagle.
"These birds like the Philippine Eagle are also critically endangered and are in need of protection and conservation. If the breeding program becomes successful, we will consider the possibility of looking into more bird species to be placed under our CBP," said Dennis I. Salvador, executive director of PEF.
The Philippine Eagle Center (PEC) which is situated in the Malagos watershed has some 32 Philippine Eagles and has produced 16 birds since 1992 using cooperative artificial insemination and natural pairing techniques.
On-going activities in its captive breeding management aside from the propagation of Philippine Eagles and other raptors include the rearing and rehabilitation of injured birds, feeding and nutrition, cryogenic research and development of laboratory techniques.
"PEF will continue to seek innovations in cooperative artificial insemination techniques and natural breeding, rearing of young for imprinting, natural pairing, falconry and hacking or release of the eagle back to protected forests in the wild to strengthen our conservation breeding activities," Salvador said.

Fort San Pedro, the oldest fortress in the Philippines is triangular in shape when viewed from the air. Its entrance gate takes the visitors into the landscaped interior of the fort and to the National Museum's display of historical relics. The fort is right next to another city landmark, Plaza Independencia.

A GROUP of Cebuano businessmen have pooled their resources together to bring to Cebu one of the famous doughnut brands in Metro Manila, the Go Nuts Donuts.
According to a press statement, the Dychangco Group, Jimmy Lao, JDC Corp., Mai-I Resources/JEG Development Corp., Segundino Selma Jr., architect Maxwell Espina, Arthur Go and High Point Management have formed the Doughit Corp., the Cebu franchisee of Go Nuts.
Go Nuts’ first franchised theater store in Cebu, which will open this month, is located at the Banilad Town Center.
Renato Dychangco, pre-sident of the Dychangco Group, earlier said the company has made careful studies on its new food business and has decided to take on the risks inherent to new businesses that will operate in Cebu.

Then Ambassador Francis Ricciardone visited Cebu often and left an indelible mark in many community, cultural and economic affairs.
Our recent visitor, Ambassador Darryl N. Johnson, who is leaving his diplomatic work soon to retire in Seattle, said “I had enough chance to appreciate the vitality of the Filipinos through my trips to some parts of Mindanao, and, of course, Cebu!” Born in Chicago, Johnson will spend the rest of his life in Seattle, and, was happy to know that “Cebu has a sister-city tie with Seattle.” He invited the guests present in the cocktail reception held in his honor at the Marriott Hotel to visit Seattle. “You have such a dynamic lady governor.” he added after listening to Gov. Gwen Garcia’s message.
Johnson commended the ‘peaceful business presence in Cebu’ and thought that our ecology should be safeguarded. Every one sees the “value of the length and breadth of the resources of the Philippines,” he said, “and our country is lucky to be adequately involved in some worthwhile projects in education, environment and the arts. Our job is to give our best service!” His itinerary included a visit to the Mactan Export Processing Zone and the University of San Carlos. By the way, the guests from the US Embassy were touched by the singing of the Philippines and US national anthems by Cebu’s upcoming diva Maria Donna of Sarwa Records and the University of San Jose-Recoletos.
A day before the cocktail reception, we had lunch with Ambassador Johnson and wife Kathleen and the US Embassy officers led by Consul General Rick Haynes and Cleveland Charles, first secretary and deputy counsellor, Economic Section.
Wednesday, Oct. 5, we had dinner with the US Embassy press attache, Matthew Lussenhop at Café Havana. KBP-Cebu president Edward Abad, Jerry Tundag, Isolde Amante, Jack Jakosalem and Yoly de Guzman, information assistant, had a jovial discussion on current issues in media, trade and education. Lussenhop speaks Arabic, French and Bulgarian. A native of Minnesota, he is a graduate of the University of Minnesota. He arrived in Manila in August 2005.
It’s always a pleasure to be part of Amcham’s preparation for the ambassador’s visit to Cebu ably orchestrated by president Domingo and the US Embassy-Cebu staff. Congratulations go to information assistants, Yoly de Guzman, who kept us updated on the activities of the ambassador.

LOS ANGELES — My columns on the Toronto International Film Festival drew a lot of response (thank you); one of the most interesting came from Singapore.
Michael Gleissner wrote, “I read your column with great interest. You may be interested to know that one of the most notable (festival) entries, ‘3 Needles,’ directed by Thom Fitzgerald and starring Lucy Liu, Shawn Ashmore, Chloe Sevigny and Olympia Dukakis was actually financed by Bigfoot Partners which is the investment arm of Bigfoot Entertainment. I am the executive producer on this movie.”
What piqued my interest was this part: “I assume you are aware that Bigfoot Entertainment has a large presence in the Philippines with a production facility in Cebu. Also, the International Academy of Film and Television (IAFT) with its large campus in Cebu (a US$8-million investment) is a Bigfoot Company.”
Whoa! I fired an e-mail to Michael and asked a barrage of questions.
By coincidence, a colleague told me excitedly that a publicist actually quit her job at Sony Pictures International to move to the Philippines. This peer of mine from The Netherlands dreams of visiting our country (as do several other colleagues). So his tone when he told me about an LA publicist making the big jump to ’Pinas was one of vicarious thrill.

At a film screening several nights ago, a Sony Pictures International publicist confirmed that it was Jessica Kelly who actually left for a new career—and a new life—in the Philippines. Her new employer? Bigfoot Entertainment, of course.
When I got home from the screening, guess whose e-mail popped in? Jessica’s! “I just arrived [in Cebu]... about five hours ago, and I cannot wipe the grin off my face,” she said.
Jessica will be the company’s marketing communications coordinator. A quick visit to Bigfoot’s website (www.bigfootentertainment.com) explained why she was grinning. Photos of the filmmaking facilities and the IAFT show brand-new structures close to the beach on Mactan Island.
Filipino filmmakers should also be grinning. Bigfoot is inviting Pinoy talents to submit film projects for possible financing, via www.bigfootpartners.com. Kacy Andrews, Bigfoot CEO, and Filipino-American Alec Mapa, told me, “We would love to fund more films by Filipinos. Via e-mail I interviewed Michael Gleissner and Daphne Chua (both based in Singapore) and Kacy Andrews (in LA).
How did you choose Cebu as site?
Michael (M): I came to Cebu on a business trip across Southeast Asia, and what I intended to be a quick stop ... turned into weeks as Sept. 11 hit during my stay in 2001. Impressed by the warmth and hospitality of the Cebuano people, I set up a small office for Bigfoot Communications, which is now employing more than 500 people.
Two years later, Bigfoot also acquired Creatron Ads, a local advertising agency with a sizeable video production crew headed by businesswoman Lilu Alino, now head of Creatives.
More specifically, how did you choose the campus location?
M: [We considered] the site’s proximity to Mactan International Airport and to top resorts like the Shangri-La to accommodate international talents who require top facilities during their stay.
Why should aspiring film and TV talents enroll at IAFT?
Kacy (K): Our program offers an education similar to some of the top film schools in the US for a third of the cost. We employ some of the teachers who have taught at the LA Film School, UCLA, NYU and USC. We have state-of-the-art equipment and brand- new facilities, including soundstages. We offer an intensive hands-on training program. All students will graduate with the experience of having produced their own short films. Our proximity to beaches, jungles and the unique culture in the Philippines provide interesting locations. We offer underwater photography and videography courses unique to our program. So the campus also serves as production facilities for actual projects?
M: Bigfoot Productions moved ... into the production offices on the Mactan site in early August. Since [then] the following projects have been finalized: the first two episodes of “Diving Asia”; the travel show “Nautical Angels”; the music video for my song “Where Are You Now?” (Digidance Records, for the European market); the music video for the remix of “Bakit Ngayon Ka Lang,” which I directed; the “Behind the Scenes” footage of the “Nautical Angels Underwater” calendar 2006.
Have Pinoy filmmakers submitted project proposals?
K: We have a few ... that we are currently reviewing.
Are there Filipinos holding key positions at Bigfoot?
M: There are many, as Bigfoot has over 500 employees in Cebu.
D: Caesar Ditan (sales and marketing director, IAFT) and Ivan Kintanar (post production supervisor). Other Pinoys holding key positions in Bigfoot Entertainment (this does not include the Bigfoot Group of Companies) include: Loraine Garcia, chief financial controller; Stephanie Manuel, director of human resources and administration; Mark Cabaluna, vice president—technical services; and Gemma Lucero, academic director.

The development of qualification and technical ability of Information Technology (IT) professionals is one of the important issues that will be tackled during the upcoming 4th Asian Forum for International Technology (AFIT) to be held in Cebu.
The forum dubbed "IT Professional Human Resource Development and National IT Promotion Status" is set on October 19 to 21, 2005 at the Plantation Bay Resort, in Mactan Island.
The forum also aims to promote active information exchange and technological advances in information and communication technology (ICT) in the region among senior officials of government IT organizations from 19 countries in Asia.
Cebu being positioned as the international convention hub and groomed as the IT Center in the Philippines was chosen to be the host province of this international forum.
IT participants are expected to share their countries' experiences, trends, problems encountered and best practices, by exchanging information.
During the two-day meeting, the participants are also expected to present suggestions on ways and alternatives of addressing current problems and duplicating best practices.
The AFIT was established by the Center of the International Cooperation for Computerization (CICC), a public-interest organization based in Japan which assists developing nations like the Philippines in their computerization programs.
CICC has been taking initiatives to narrow the digital divide by amplifying the IT infrastructure, promoting IT-related industries, training and utilizing personnel.

Now im finally here.....I arrived here last Saturday (Oct15) and whoa! there are a lot of new stuffs in cebu! I finally saw the on going construction of ParkLane Hotel International, Club Ultima and Crown Regency Towers, and GV Hotel near Colon. The aerial view of SRP is amazing! There is another building being constructed in AsianTown IT Park. That night I went to Ayala Center. Theres a new flyover na pala infront of the Ayala Business Park! The whole business park though is not that busy or eyecatching like Makati or Ortigas (for now).

The National Economic and Development Authority (NEDA) recently approved the construction of the tunnel section of the Cebu South Coastal Road Project in an Investment Coordination Committee (ICC) Cabinet Committee level meeting Friday.
Worth P2.01 billion, the tunnel section, dubbed section 3B-2, covered the construction of a four-lane 970-meter tunnel that would pass underneath Plaza Independencia beside Fort San Pedro. The tunnel will exit into a six-lane national road, MacArthur Boulevard, near the international and inter-island port areas.
Project Coordinator Lito de Dios said that building a tunnel underneath Plaza Independencia would be aesthetically more appropriate instead of building a flyover covering the plaza.
The tunnel is approximately 0.97 kilometers long, consisting of a 610-meter twin box tunnel and a 360-meter reinforced concrete retaining structure and is expected to be completed by 2008 to ease traffic on M. J. Cuenco Avenue.
Of the total project cost, P1.90 billion will be provided by international funding while P102.62 million will be provided by local funds.
While an existing loan will provide P900 million or 40.83 percent of the project cost, the Municipal Development Fund Office will cover P45 million or 2.04 percent, a supplemental loan will also provide P1.13 billion or 51.04 percent of the project cost. Meanwhile, a P134-million budget allocation from the Department of Public Works and Highways’ will also cover 6.08 percent of the project.
Earlier reports have indicated that the bidding for the tunnel was slated for November, according to Cebu City Councilor Gabriel Leyson said.
Leyson, who represents the Cebu City Government in the Regional Development Council’s seven meetings, said the project was already endorsed by President Arroyo, the NEDA, and the Japan Bank for International Cooperation.

Now im finally here.....I arrived here last Saturday (Oct15) and whoa! there are a lot of new stuffs in cebu! I finally saw the on going construction of ParkLane Hotel International, Club Ultima and Crown Regency Towers, and GV Hotel near Colon. The aerial view of SRP is amazing! There is another building being constructed in AsianTown IT Park. That night I went to Ayala Center. Theres a new flyover na pala infront of the Ayala Business Park! The whole business park though is not that busy or eyecatching like Makati or Ortigas (for now).

WGI to continue project cancel project
WHITE Gold Inc. (WGI) has not abandoned its development project along N. Bacalso St., right beside the Cebu Institute of Technology (CIT).
According to WGI president Joseph Gaisano, the group plans to resume the construction of the building on a 100,000-square-meter lot soon.
He said on the sidelines of a press conference for the new achievement of his uncle, Stephen Gaisano, at the White Gold House yesterday that the group is now modifying the original design of the building, which was originally a mall.
Retail
WGI has stopped the construction of the project, which started in 1997, due to the financial crisis.
However, Gaisano did not elaborate if the WGI will construct a mall.
But the building will still have the retail business of the Gaisanos.
“Retail is okay because unlike manufacturing, retail can immediately cope with the changes of the preferences of the customers, like the shift to electronic products. Retail could always serve the electronic needs of the market. Retail, like fashion, could easily survive,” he said.

So the abandoned construction of Gaisano Mall isn't abandoned at all but I will agree with them not to pursue the Mall plan but a retail store coz CIT and SIT are just beside the area... Ratail store is more fit for the buying public specially in the southern part.

Court orders South Coastal Road reopened
The Regional Trial Court (RTC) wants the Cebu South Coastal Road opened again.
In a 16-page order dated yesterday, RTC Judge Soliver Peras granted lawyer Alfredo Sipalay’s prayer for the issuance of a preliminary mandatory injunction.
Peras ordered the Cebu City Government to “remove all obstacles at the south coastal road and to cease and desist and refrain from exercising acts that would prevent all motorists from passing the south coastal road” at least from 5 a.m. to 7 p.m.
Although the court is yet to rule on the actual merits of Sipalay’s petition for injunction, Peras noted that “the funds used to build the south coastal road came from the National Government, the supervision of which (was) undertaken by...the Department of Public Works and Highways (DPWH).”
“While it is true that the construction of the South Reclamation Project (SRP) is being undertaken by the Cebu City Government, in which the south coastal road traverses, it does not follow that the road is owned by the Cebu City Government.
There is absence to any proof to that effect,” he also said.

Mayor Tomas Osmeña said the system would be more effective than the existing police's emergency assistance service.
The Cebu City Council has also agreed to help.
It has started drafting an ordinance that would set the guidelines for subscribing to an anti-burglary alarm system, which the city government would provide.
The mayor said the burglar alarm system would use the cellular phone technology and not depend on landlines and electricity.
He said all that was needed to activate the system was one push of a button that would be oblivious to potential robbers.

Mayor Osmeña said the system worked similar to sending a text message.
"This will be the most advance burglar alarm system using cellphone technology," the mayor said.
The Cebu City government has allocated P2 million to install the system.
City officials contracted the firm Uni Ventures Magnetic Corporation for the purpose.
A memorandum of agreement between the city and the technology firm will be signed.
In the proposed ordinance, establishments or any city resident subscribing to the system will pay a monthly subscription of P3,600 for the first priority level and P1,000 for the second priority level.

Aside from the inauguration, the unveiling of the marker and Centennial monument will also be held.
The edifice is designed by R.L. Architects and Associates and constructed by the Primary Structures and was built during the incumbency of Rev. Fr. Lauro V. Larlar, Prior Provincial and Chairman of the Board of Trustees of USJ-R Inc.
Rev. Fr. President Constantino Real also took part in the construction of the building, which is part of the school's expansion program to develop Quality Christian Community-Oriented Education in the spirit of Caritas et Scientia.

The entry of several commercial complex and lifestyle malls in the Banilad area in Cebu has benefited the business of Cebu's premier shopping mall, the Gaisano Country Mall.
Contrary to the general impression that Gaisano Country Mall will be affected by the entry of shopping and leisure facilities in the area, Gaisano Country Mall president and general manager Alex Gaisano said the mall's business is brisk nowadays.
In an interview with Gaisano, he said that consumer traffic has improved in the area, and that the company is on its way to improve the product inventories especially in the department store.
Gaisano Country Mall is the first shopping mall built in Cebu in the early 1990s before mall operator giants like SM, and Ayala Center came in.
Gaisano said the establishment of retail facilities within the Banilad area, like the newly opened Banilad Town Center, Crossroads, Banilad Arcade, among others has helped the mall attract more shoppers.
"Now they [consumers] have wide shopping, dining and leisure choices," Gaisano said.
Aside from the newly opened shopping and leisure malls in Banilad, the existence of growing schools in Banilad, especially the University of Cebu (UC) has pulled up the customer traffic.
According to Gaisano, Country Mall's strength, which is the Supermarket has sustained its business profitability despite the opening of Robinson's Supermarket in nearby mall-BTC.
Unlike fashion, and other non-food products, Gaisano said the mall's supermarket has always been the company's large growth contributor in terms of retail, excluding the concessionaires' rental, and other revenue contributors.
Because of the shift of market profile in the Banilad area, which has now become the newest lifestyle, fashion and leisure destination in Cebu, Gaisano said Country Mall will soon overhaul some of its "old" product inventories in the department store, such as RTW (Ready-To-Wear) items, cosmetics, and the likes.
Aside from changing some of its merchandize, Gaisano said the Mall will also invest on re-designing the interior of the department store, including the Supermarket, to fit in with the new breed of middle to high-end strollers and shoppers.
In terms of the Country's Mall's structural lay-out, Gaisano said there is no need to re-design the exterior part of the facility, as it is one of the beautiful mall lay-outs in town.
Country Mall's huge parking area is also an advantage. He said the company is also considering making business out of their wide parking area.
He added that the food business in Country Mall, like restaurants, food stalls like Lighthouse Restaurant, Jollibee and Chowking fast foods, and operators of the mall's food court, are also enjoying brisk and improved sales performance these days.

yup, you're right... nothing I can do but sit infront of the computer coz I was sick for several days already but last night my kaberks broke my silence, they forced me to stroll around the city for an instant cure, went bar hopping and mind you, I feel better now..lol. from lack of space in Mactan Eco-Zone
WITH Mactan economic zones I and II almost fully occupied, other economic zones in Cebu have the opportunity to attract investors.
Sansaluna A. Pinagayao, zone administrator of Mactan Economic Zone (MEZ) 1, said there are many investors who go to them to look for potential locations.
"Many investors still come to us but we refer them to the other zones," Pinagayao said.
He noted that MEZ 1 is practically filled up and the remaining space is reserved for existing locators planning to expand operations.
He said he has referred many of the interested investors to the Cebu South Reclamation Project since a portion of this property has been declared a special economic zone by the Philippine Economic Zone Authority (PEZA).
Dahlia Luna, zone manager of MEZ 2 and special economic zones in the Visayas and Mindanao, said that MEZ 2 is already 98 percent occupied so it could no longer serve the requirements of prospective investors usually looking for bigger space.
MEZ 1 has over 100 locators while MEZ 2 has 48 operating companies.
In Cebu alone, there are four economic zones, one PEZA-approved information technology (IT) park and several number of IT parks and buildings seeking PEZA accreditation.
PEZA director general Lilia de Lima noted that existing locators at the zone continue to expand operations despite the continued staging of political rallies.
"This shows that investors still have confidence in the country," De Lima said.
The PEZA website cited a study which shows that the Philippines was highly rated as a suitable regional hub for labor intensive manufacturing, regional operations center, marketing support base for the region, distribution and logistics and center for regional human resource and training functions.
The report prepared by Hong Kong-based Political and Economic Risk Consultancy Ltd. showed that the Philippines ranked third next to Singapore and Hong Kong and ahead of Japan and Australia among the Asian countries considered as top regional hubs. As the oldest city in the Philippines, Cebu houses many precious relics and heritage monuments of the past that are of untold value to the country's historical and cultural heritage.
Sadly enough, a lot of these heritage sites are deteriorating over time from lack of proper maintenance and upkeep, probably due to indifference and lack of budget from the proper authorities. These sites include the Fort San Pedro, the oldest fort in the country; the historic Magellan's Cross; and the Pari-an Monument.
Further compounding the problem is the fact that many of these heritage sites are major tourist attractions in the regular city tour catering to both local and international visitors.
In a recent forum promoting the culture of tourism among the many sectors of society, several prominent personalities bemoaned the state of the city's heritage attractions, which are currently in various stages of disrepair.
Dean Melva Java, dean of architecture of the University of San Carlos, cited the urgent need to protect the heritage sites in order to preserve the colonial past as a reminder for generations to come.
"We should also ensure that these heritage sites won't give way to modern buildings and edifices. As a result, I see a need to authenticate such relics in the surrounding cities and town of Cebu, in order that these be preserved and recorded," she declared.
Tourism Regional Director Dawnie Roa related that all such historical sites belong to their respective barangays, the idea being that citizens would have a "pride of place" mentality about caring about and caring for the assets of his or her barangay.
Sullied and Dirty
However, she likewise lamented that many historical sites are sullied and dirty due to neglect. As an example, she cited the Cebu Heritage Monument, located at the Pari-an Plaza in the downtown area, which shows obvious signs of wear and tear despite its youth. The monumental sculptural tableau was constructed by national artist Edgardo Castrillo and inaugurated in December 2000. It showcases the significant events in Cebu's history from the time of Rajah Humabon to the recent beatification of Cebuano martyr Pedro Calungsod.
The surroundings of the Magellan's Cross, on the other hand, have improved a bit in recent years due to the construction of a block-long cobblestone walkway. However, the fact remains that child and adult beggars abound in the area,
Cebu City Vice-Mayor Michael Rama called for less talk and more action in order to remedy the situation. Likewise, he even admitted to some responsibility on the part of the LGUs as to the deterioration of some heritage sites. "Perhaps the Fort San Pedro can be transferred to the care of the DENR or an LGU in Cebu in order to prevent further damage to the property," he suggested.
Charles Sy, trustee of the Cebu Chamber of the Commerce and Industry, was more concerned with the removal of squatters along the shoreline at the foot of the Mandaue-Mactan bridge in order to present a better impression to the public.
"These squatters are an eyesore. I was with would-be investors crossing the Mactan channel some time ago and they commented on the presence of the shanties. These houses are a turn-off, since the investors would not know how to deal with the situation," he bared.
A Silver Lining
All is not lost, however, as the good news about local tourism is considerable. An example: tour guides are taking upon it themselves to learn more and more about the culture heritage of Cebu and that of selected municipalities as well.
This was revealed by Dulce Rivers, past president of the Cebu Association of Tour Guides (CAT-G), who added that they themselves have organized seminars for their group and other tourism frontliners so they may brush up on their technical knowledge about the local ancient relics and artifacts. "We have forwarded a copy of a script to Korean guides, which informs the visitor of the rich relics and artifacts in a certain area. This way, both the Korean guides and visitors would be guided," she revealed.
A local university, the University of Cebu, is also offering Korean courses to interested parties, thereby raising the Korean literacy level among selected industry practitioners.
Mariter, a representative of the urban poor association in the pier area likewise told the cheering listeners that they have policed themselves quite effectively, resulting in a significant drop in cases of snatchings and other petty crimes in the vicinity of the waterfront.
Speaking in the local dialect, Mariter stated that recent crimes were committed mostly by people from outside the pier area. Victims were mainly out-of-town visitors within the Visayas-Mindanao region who were unfamiliar with the territory.
"We have also engaged in other livelihood projects involving some companies in the Mactan Export Processing Zone re composting and rag-making. Our trisikad drivers are also more disciplined. The result is a cleaner pier for the community," she told the pleased audience.
Despite the obstacles, Cebu still remains the country's prized tourism asset, as it continues to attract an ever-growing number of local and international visitors, partly as a result of sustained marketing campaigns by the DOT in Japan, Korea, and China.
However, Cebu would certainly benefit from taking some concrete steps to stop the continued deterioration of its priceless heritage, combating all forms of pollution upgrade its services to new levels.
While resort and convention facilities are of prime importance to a tourism haven, a tourist site's precious heritage assets and relics are the true linkages and stepping stones to success in tourism.

The entry of several commercial complex and lifestyle malls in the Banilad area in Cebu has benefited the business of Cebu's premier shopping mall, the Gaisano Country Mall.
Contrary to the general impression that Gaisano Country Mall will be affected by the entry of shopping and leisure facilities in the area, Gaisano Country Mall president and general manager Alex Gaisano said the mall's business is brisk nowadays.
In an interview with Gaisano, he said that consumer traffic has improved in the area, and that the company is on its way to improve the product inventories especially in the department store.
Gaisano Country Mall is the first shopping mall built in Cebu in the early 1990s before mall operator giants like SM, and Ayala Center came in.
Gaisano said the establishment of retail facilities within the Banilad area, like the newly opened Banilad Town Center, Crossroads, Banilad Arcade, among others has helped the mall attract more shoppers.
"Now they [consumers] have wide shopping, dining and leisure choices," Gaisano said.
Aside from the newly opened shopping and leisure malls in Banilad, the existence of growing schools in Banilad, especially the University of Cebu (UC) has pulled up the customer traffic.
According to Gaisano, Country Mall's strength, which is the Supermarket has sustained its business profitability despite the opening of Robinson's Supermarket in nearby mall-BTC.
Unlike fashion, and other non-food products, Gaisano said the mall's supermarket has always been the company's large growth contributor in terms of retail, excluding the concessionaires' rental, and other revenue contributors.
Because of the shift of market profile in the Banilad area, which has now become the newest lifestyle, fashion and leisure destination in Cebu, Gaisano said Country Mall will soon overhaul some of its "old" product inventories in the department store, such as RTW (Ready-To-Wear) items, cosmetics, and the likes.
Aside from changing some of its merchandize, Gaisano said the Mall will also invest on re-designing the interior of the department store, including the Supermarket, to fit in with the new breed of middle to high-end strollers and shoppers.
In terms of the Country's Mall's structural lay-out, Gaisano said there is no need to re-design the exterior part of the facility, as it is one of the beautiful mall lay-outs in town.
Country Mall's huge parking area is also an advantage. He said the company is also considering making business out of their wide parking area.
He added that the food business in Country Mall, like restaurants, food stalls like Lighthouse Restaurant, Jollibee and Chowking fast foods, and operators of the mall's food court, are also enjoying brisk and improved sales performance these days.

Sinjin P. October 21st, 2005, 12:21 PM THE subject of "environmental management" will soon be part of the curricula in elementary and high schools as well as colleges of Metro Cebu.
The new subject was proposed for formal inception in the schools during a five-day trainers' training workshop on ecological protection and management held early this month.
"Majority of the training participants agreed that one strategy to sustain current environmental management programs in Central Visayas particularly in Metro Cebu is to integrate environmental education in the school curriculum," said Sandra Manuel, OIC regional director of the National Economic Development Authority (NEDA) 7, which initiated the proposal.
"The strategy was also recommended by a multi-sectoral group invited during the training to validate the recommendations of the training participants," Manuel added.
The Pollution Control Association of the Philippines (PCAPI) 7 and Kitakyushu of Japan were among those who helped mold the proposal.
The proposal was met with encouragement by Kalikupan - a group of environmental lawyers - which has committed to participate in discussions on the new subject next week.
"This is a great development. We want to be assured that the future generation will be better stewards of Mother Earth," said Kalikupan attorney Gloria Estenzo-Ramos.
On Monday, representatives of various elementary, high school, and tertiary schools will meet with NEDA 7, PCAPI 7 anf Kalikupan to discuss the inclusion of the subject.
Dr. Carolino Mordeno, regional director of the Department of Education, welcomed the proposal.
Sinjin P. October 21st, 2005, 12:25 PM HUGE chunks of Lapu-Lapu City's proposed P590.6-million budget for 2006 are set to go to its cleanliness programs and the police.
"We will create the best Swat team possible and continue our logistical to the police force," Mayor Arturo Radaza said in his letter to the City Council to accompany the proposed budget.
Some P25.7 million of next year's budget is allocated for the city's sanitation, clean and green and street cleaning programs.
Operating expenses of the Lapu-Lapu City Police Office and the Special Weapons and Tactics (Swat) will get P9.2 million. Police intelligence funds will get P8 million.
Among city hall offices, the office of the mayor received the biggest share at P145 million, P10 million more than last year.
The allocation includes salaries for regular employees at P5.75 million, and casual workers at P11.2 million.
Consultants will get P6.5 million while the office's electric bill for next year is projected to reach P6 million.
An entry labeled 'donations' was allocated P10 million, while a research and project monitoring program gets P6.8 million.
The vice mayor only got a P2.9 million budget, P36,656 less than last year.
City councilor only got P9.9 million while the general services offices only have a P19-million share.
The budget proposal is already with the City Council committee on budget and finance for review.
The biggest chunk of the 2006 proposed budget, P324.9 million, is set aside for the city's maintenance and other operating expenses (MOOE). Salaries for employees will eat P185 million.
Radaza's proposed budget will be financed mostly by the city's local tax collection (P322 million) and its share from the Internal Revenue Allotment (P226 million).
The city also has a budget surplus of P35 million from this year.
