The provincial government has tasked the Boljoon Heritage Foundation, Inc. to undertake restoration works at the Patrocinio de Maria Church of Boljoon town, the oldest church in Cebu.
During the Suroy-Suroy sa Sugbo's stopover in Boljoon town last Wednesday night, the provincial government, represented by Governor Gwendolyn Garcia, and the heritage foundation, represented by Atty. Edmund Villanueva, signed a memorandum of agreement to this effect.
The provincial government was designated by the National Commission on Culture and Arts to implement the restoration works on the Patrocinio de Maria Church in pursuant to a memorandum of agreement signed by the Capitol and the Roman Catholic Archbishop of Cebu on June 14, 2006.
The MOA states that the Archbishop grants its consent to the province to undertake the restoration, conservation, and preservation work on the church, which "is in a serious state of deterioration and disrepair, with its ceiling, roof beams, walls and buttresses severely damaged by elements of geologic movements caused by past temblors which renders the whole church structure unsafe for the public."
It was the Boljoon Heritage Foundation which expressed its desire and interest to become an active partner of the Church in this endeavor and the Wednesday night agreement officially designated it to implement the said project in accordance and in strict compliance with the program of work and detailed engineering study prepared by the NCCA.
The MOA between the province and the foundation stipulates that the foundation should allow the NCCA, the National Historical Institute and the National Museum through its heritage sites management unit, as well as personnel from the province to monitor the project's implementation.
Funds released to the foundation are also subject to liquidation.
The provincial government has set aside P2.8 million in addition to the P2 million funding from the NCCA for the first phase of the restoration works. The restoration works cost a total of P21.8 million.
The Boljoon Church was declared as a National Cultural Treasure by the National Museum on July 31, 2001 in pursuant to Presidential Decree No. 374, in relation to Republic Act No. 4846. It is the only structure in Cebu bestowed with such honor and distinction. It was also declared by the National Historical Institute as National Historical Landmark on December 15, 1999 in pursuant to Presidential Decree No. 260.
On the strength of the said declarations, the church has been authorized to receive financial and technical assistance from the government, its instrumentality and local government units to be used for its restoration, preservation and conservation.

TALISAY CITY, Cebu – This city will soon have its first three trial court branches. This, after both the House and the Senate passed on third and final reading a bill creating one municipal trial court (MTC) and two regional trial court (RTC) branches here.
Rep. Eduardo Gullas, a former provincial governor of Cebu, authored the bill. Sen. Juan Ponce Enrile sponsored the measure in the Senate.
Talisay is in Cebu province’s First District, which Gullas represents in Congress. Gullas served as the first mayor of Talisay immediately after the town was upgraded into a component city of Cebu province by Republic Act 8979 in November 2000.
Both the House and the Senate are expected to ratify shortly the bicameral conference committee report on the Gullas bill, which has since been merged with other measures creating new court branches in other parts of the country.
Once enacted, the consolidated bill would amend the Judiciary Reorganization Act of 1981.
Gullas expressed confidence the new court branches would advance in a big way the administration of justice not only in the first district, but also in Cebu City.
"This will surely decongest the dockets of existing RTC and MTC branches in Cebu City, and thus give more meaning to the mandate of the Constitution with respect to access to swift justice," Gullas pointed out.
The Bill of Rights, as enshrined in Article III, Section 16 of the Constitution, mandates that: "All persons shall have the right to the speedy disposition of their cases before all judicial, quasi-judicial, or administrative bodies."
Section 11 of the Bill of Rights likewise provides that: "Free access to the courts and quasi-judicial bodies and adequate legal assistance shall not be denied to any person by reason of poverty."
With the new branches in Talisay, Gullas said marginal litigants in the first district would no longer have to make costly and tiresome travels to Cebu City to attend court proceedings.
The population of Talisay, a rapidly growing city by the sea, is projected to reach 225,000 by 2010.
Talisay forms part of Metro Cebu. Located in Cebu province’s modern central quadrant, Talisay is bounded on the north by Cebu City, on the south by the Municipality of Minglanilla, on the west by Toledo City and on the east by the Bohol Strait.
Talisay serves as an intermediary to the south of Metro Cebu and gateway to southern and western towns of the province.
The new branches in Talisay are just three of the 16 additional court offices approved by Congress.
The other new court offices approved were four RTC and two MTC branches for Antipolo City; five MTC branches for Parañaque City; and two RTC branches for Tacloban City.

AMA Group Holding Corp. of businessman Amable Aguiluz will finish in June this year a feasibility study on the proposed railway system in Cebu province, the Department of Transportation and Communications (DOTC) said Thursday.
“The government is keen on fast-tracking infrastructure projects so the earlier the study can be finished, the better,” Guiling Mamondiong, the DOTC undersecretary for rail, told reporters.
The project cost is about $636 million. It will take at least three years to complete the railway system running through Metro Cebu from the Carcar town in the south to Danao City in the north or at least 71 kilometers.
Metro Cebu covers the cities of Cebu, Mandaue, Lapu-Lapu and Talisay and the towns of Minglanilla, Consolacion, Liloan, Compostela and Cordova.
The DOTC official said the initial phase of the project starts from Talisay to Mandaue with Cebu City as center of the main line. The second phase extends the main line farther south from Talisay down to Carcar.
Phase 3 will run from Mandaue up to Danao.
AMA Group was also among the 12 foreign and local firms that expressed interest to bid for the $600-million Line 1 South extension project of the Light Rail Transit Authority.
DM Consunji, Inc. is also on the list. The foreign firms include four Chinese companies, two from India, one from Singapore, two Spanish firms and one from Japan.
The extension project shall run from Baclaran, Parañaque City to the municipality of Bacoor, Cavite, and pass through the cities of Parañaque and Las Piñas.
It will serve 800,000 passengers daily and cut travel time from Bacoor to Monumento in Caloocan City, to less than an hour.

Cebu Holdings Inc. (CHI is reportedly looking at the possibility of building another commercial establishment that will be designed like the Market! Market! Shopping mall in Manila at the South Road Prperties (SRP).
SRP marketing arm, Cebu Investment and Promotion Center (CIPC) managing director Joel Mari S. YU said that the Ayala group, through the CHI has signified interest to get a lot that is at least five hectares big at the 300-hectare SRP to build another Market!Market! Mall in Cebu.
However, CHI officials have not confirmed nor denied Yu's statement, saying the company will just announce its detailed plans on the interest of investing a project at SRP in due time.
CHI chief operating officer (COO) Francis O. Monera said that because CHI is a publicly listed company, it can't prematurely announce any plan that is not considered final yet.
However, Monera has not denied CIPC's annoucement, not confirmed it.
On the other hand, CHI chairman of the board Jaime I. Ayala said the company has continuously in look out for potential properties around Cebu, for further investments.
"As a major player in real estate development in Cebu, we are on a constant look out for possible projects,"Ayala said during his recent visit to Cebu.
"We can not just announce something major. Surely, we are expanding in Cebu, as growth trends are more pronounced. But we can not also get too far what the market can do," Ayala said.
CHI's first shopping mall in Cebu, Ayala Center Cebu, is due for a multi-million expansion with the construction of a three-story annex mall.
Ground breaking of the mall expansion is reportedly set on June 30.
According to Ayala, Cebu strong tourism, its ability to attract more Business Process Outsourcing (BPO) companies like call center firms, are driving the tremendous growth for retail business, as well as residential demands.
Ayala mentioned that CHI will also build more subdivisions, more projects at their existing properties, like the Cebu Business Park (CBP), and Cebu Asia Town IT Park.
An elaborate P800 thousand to P1 billion investment for ACC's expansion project has already been started at the improve the Ayala Center's set up, to make it not just a shopping destination, but an all-in-one facility combining, shopping, leisure, and entertainment.
Huge transformation will be constructed in the ACC's back entrance going to Cebu City Marriott Hotel, which currently called the "Lagoon". Another 20,000 square-meter area will be made available to prospect tenants.
For landscaping alone, CHI will spend about P27 million.
"We make sure that the design will be uniquely Cebuano. We spent a lot of money in studying the Cebuano market, and now we are ready to offer a facility that showcases the true Cebuano flavor," said CHI president Rene D. Almendras in an earlier interview.
The brand Ayala Malls includes the operation of Glorieta, Greenbelt, Alabang Town Center, Market!Market!, and Ayala Center Center Cebu.

Ah, yes, 2006 was a banner year for Cebu! Newsmakers, mega-events and big prospects… name it, Cebu had them!
Tourism arrivals steadily increased with Korea and Japan battling to get the top slot. In Central Visayas, Cebu got the biggest slice of the pie with Bohol as the close second. DoT Secretary Ace Durano, Usec Edu Jarque, Usec Phineas Alburo and DoT-7 director Dawnie Roa led a series of travelblitz to China, Japan, Korea, India, Russia, among others, to lure leisure and business travelers to visit Cebu. Governor Gwen Garcia promoted country side tourism, beyond the islands, and moved ‘heaven and hell’ to succeed and she did! ‘Suroy, Suroy Sugbo’ (meaning let’s journey and have fun around Cebu) became a tourism by-word. Added to this phenomenal success were popular songs “Mabuhi” (long-live!) and the Central Visayas theme music composed by Paul Melendez. Why, Cebu has always given the country and the world some award-winning singers like Anna Fegi, Jimmy Marquez, Dulce, Eva Santos, Pilita Corrales, Maria Donna, Cueshe, Manilyn Reynes, Donna Cruz, Luke Mejares, Sheryn Regis, and many more!
Cebu continued to take the lead in the East Asian Tourism Forum (EATOF), an assemblage of 12 regional countries promoting cross-cultural, academic and travel linkages. Governor Garcia and board member and provincial tourism chairman Agnes Magpale kept the lines open for mutual cooperation.
Who can beat the stewardship of DFA Usec Francisco Benedicto, Cebu City Mayor Thomas and Margot Osmeña, Mandaue City Mayor Ted and Linda Ouano and Lapu-lapu City Mayor Arturo and Paz Radaza in preparing Cebu for the Asean Summit? Politics took the backseat. But even before the summit took place, series of fora with the Asean-AIPO coordinated by Reps. Antonio Cuenco, Nerisa Ruiz and Deputy Speaker Raul del Mar, and the Asean Business and Investment Summit coordinated by PCCI VP Joe Ng and CCCI president Francis Monera and MCCI president Eric Mendoza drew positive feedbacks.
And speaking of business, Cebu’s economy accelerated. Proofs were the increase in business permits, promising business prospects and effective tax collections. Despite the downtrend in dollar rates, the peso getting stronger, MEPZ (Mactan Export Processing Zone) sustained their hold in the export scene. It was a different story for the furniture industry which lost its 70 percent supremacy enjoyed for so many years. The Cebu Chamber of Commerce and Industry led by president Francis Monera, currently president, Cebu Holdings, Inc.; Mandaue Chamber of Commerce and Industry led by president Eric Mendoza; the Fil-Chinese Chamber led by Filomeno Lim; American Chamber led by Stan Combs of Lexmark as well as the European Chamber of Commerce and Industry and some vital groups of furniture craft, small medium entrepreneurships, ICT, academe, NGOs and government (DTI, DoT, DAR, DoTC, LGU’s to name a few) synergized to prove the formidable partnership of the private and public sectors. Cebu never gives up!
The Cebu Business Month (CBM) for 12 years continued to accelerate business and investment. The Cebu Business Month 2007, headed by Consul Samuel Chioson, also the chairman of Cebu’s Diplomatic Corps, with the theme, CEBU, LET’S GO, calls on Cebu’s partners in Asia and the world to tour, trade and invest in Cebu. There will be ICT-Tourism roadshows in Asia in March to April 2007.
Tourism key players from the Cebu Visitors Convention Bureau, SKAL, Women-in-Travel-IFTWO, Cebu associations of tour operators, agents, hoteliers, tour guides worked together to re-invent travel packages. Cebu is ‘it!’ when it comes to world-class hotels and resorts; Shangri-la Mactan Island, Marriot Cebu City Hotel, Plantation Bay, Waterfront Cebu City, Marco Polo, Maribago Bluewaters and Park Lane.
Cebu is indeed getting the brand as the ‘industrial hub’, with SM City and Ayala Corp. expanding (watch out for the new Rustan’s and Metro Gaisano in Ayala); then, the E-mall, Banilad Town Center, Crossroads, Mango Square, Robinson’s, Gaisano Country Mall and Whitegold House. For the year 2006, new banks, lending firms, constructions, garment firms, pension houses, products in soft and hardwares, KTV restobars, beauty and spa parlors, boutiques, large and small restaurants serving local and international cuisines (Café Havana, Lemon Grass, Table of Seven and the unbeatable Café Laguna Chains, Krua Thai, Taste of Mandarin, Majestic, Golden Courie, Chika-an, Alavar’s; and some ‘duko-duko’, like ‘turo-turo’, in Salinas Drive which awed foreign tourists) were launched and people patronized them. The Lhuillier Group of Companies showed some 20-percent increase and offered wider employment opportunities. Ah, tireless Cebu!
Real estate picked up in 2006. Thanks to the Aboitizes, Ayalas, Osmeñas and some other foreign investors. Affordable townhouses, condominiums, raw lands, apartment houses, even memorial lots, sold like hotcakes. Low-cost housing like the Deca Homes suited the ordinary employees. Affordable loans were the ‘keys’.
Structures stood tall in 2006. The Asia-ICT Park will give Makati or Alabang a run for their money. Telecommunications are raking billions. Don’t ask me why! PLDT, Smart, Globeline and Sun Cellular and what-have-you kept communication networking easy. Outsourcing was Cebu’s thrust in 2006, and will continue in the following years. People Support, Convergy’s, E-Telecare as well as training and review centers like SpeechCom, MSA, and many others (too many to recall); re-invented courses in English, masscom, management, computer technology, and teaching were Cebu’s aces in developing Cebu as the English or education hub. Nursing remained to be an obsession and Manila-based review centers invaded Cebu, until, the leakage scandal. Yet, Cebu’s academe is quality-based. Look at UP-Cebu resurrecting from a long sleep with re-invented courses.
Prayerful Cebuanos celebrated the Sinulog in honor of Señor Sto. Niño and 2006 had more participants from all over the world. Festivals abounded, e.g. Kabkaban in Carcar, Lechon Fest in Talisay and Mantaui of Mandaue.
Ah, 2006, the year that was! Cebu gathered more strength in getting international presence and recognition. Political and personal rifts did not derail the community’s best efforts to transcend difficulties. And 2007? Year of the Pig? Cebu will fly higher and reach greater heights of global competitiveness.
Ah, Cebu! Mabuhi!

SM man sad is good in constructing malls in the middle of a desert, hehe, look at MoA, kahit malayo, dinadayo.

While we’re through with our hosting of the ASEAN Summit, one thing I really wanted to know was, what was the impression of the ASEAN delegates, especially those in the media, of Cebu? Somehow I got my answer in an e-mail sent to me by Ricardo Alberto. Here’s his letter in full:
"Hi, I’m Rick Alberto, a Filipino expat working in Bangkok as managing editor of Samui Express, a fortnightly newspaper circulated on Samui Island. I came across this column (attached) published in Straits Times, and I thought of sharing it with you. Best, Rick rickpanasia@yahoo.com."
So here’s the article in full that Rick Alberto e-mailed to me that came out of the Straits Times of Singapore last Jan. 19:
"LEARNING FROM OUR ASEAN NEIGHBORS By Lydia Lim"
"One thing I have discovered about some of our Asean neighbors is how difficult it is to stay angry with them. I returned this week from Cebu, the Philippines’ second largest city, where I had gone with several colleagues to report on the Asean Summit. The arrangements were not always up to scratch, with the summit events spread out between several venues and travel between them often delayed for long stretches by road blocks.
"The US$11 million (S$17 million) International Convention Center had mosquitoes aplenty and toilet doors so flimsy, the locks fell off on the first day of use. Not to mention that the ‘official media hotel’ where we stayed had rooms that were not sound- proof. A bizarre combination of disco music and crowing roosters kept us up at night.
"I overheard one American journalist declare in frustration that in terms of logistics, it was ‘the worst summit’ he had ever covered. And yet, I returned from Cebu with a warm feeling for our hosts. I found that the Cebuanos had this amazing knack of dissolving my irritation with their smiles and unfailing good cheer, so much so that I ended up swallowing my complaints and making the best of the situation.
"What they lacked in tip-top infrastructure, they made up for in hospitality, by laying out plenty of good food and hosting great parties. There were three parties in all for the media covering the summit, including one that took place on a sandbar in the middle of the sea. They did all this while shrugging off the international criticisms and massive inconvenience that were the fallout of their own government’s decision last month to postpone the summit at the 11th hour.
"So this perhaps is the dilemma for Singaporeans when they work with other folk from around the region - whether to be dismayed by any lack of good planning and preparation or awed by their cheerfulness in the face of nasty surprises. If we err too much on the side of the first, we risk getting carried away by our own sense of superiority. This may be why we Singaporeans are often disliked by our Asean neighbors.
"After a recent article on elitism in the local context, I was surprised to receive an e-mail from an Indonesian who was upset by the elitist attitudes of Singaporeans toward people from virtually every other country in the region. According to him, we are a nation of elitists. While I do not think it is fair to tar all Singaporeans with the same brush, I do think most of us can afford to be more appreciative of the good nature of many of our neighbors when dealing with the vicissitudes of life, whether these come in the form of demanding customers or natural calamities.
"In the air-conditioned comfort of our First World home, we have come to expect that everything will always proceed like clockwork. But this means we may have lost much of our ability to respond gracefully to the unexpected. Here I am not talking about Singapore’s ability as a nation to deal with disasters or disease outbreaks. We have shown ourselves well able to do so because we are well organized and constantly plan and prepare for the worst. What I mean is that at the individual level, we are apt to be thrown off when things do not go our way. As a Filipino journalist once told me, the Singaporean is lost when things do not go as planned.
"But for the Filipino, it is the reverse — he does not know how to react if things actually work as they are meant to. Here is where we can learn from our Asean neighbors because no matter how much time we spend planning, life is bound to dish up the unexpected every now and then. Rather than cocooning ourselves in the belief that we are already streets ahead of everyone else in Asean, we can be more open-minded as we travel around the region.
"Only then can we recognize the qualities and strengths of our neighbors which we might do well to learn. This change in attitude will also make for better people-to-people ties as we rid ourselves of the elitism that is such a turn-off to others. In the end, it is these relations between individuals that will lay the best foundation for the Asean community that the 10 governments have agreed to build by 2015. Singapore will be better for it too."
"Just think about this — Won’t it be great if the next time we host a high-profile international event, our guests have such a good time they willingly overlook any small imperfections in the arrangements? Not to mention how much more pleasant life here would be if we all learnt from our neighbors to smile more, even when the going gets tough."

Last Thursday was another great day for Cebu, especially that we’re still having that feeling of euphoria after our successful hosting of the ASEAN Summit and the Sinulog Festival. This time, it’s Cebuano business pride when Metaphil (an Aboitiz company) finished and moved five tailings deep bed thickeners, heavy metal structures used as a gravity-separation devices for segregating minerals like copper from various rock materials, to be used in nickel mining operations in Goro, New Caledonia.
Each thickener weighs 243.4 tons, has a diameter of 20 meters and height of 23.2 meters. All five structures were transported on special-type hydraulic trailers by the Aboitiz Special Project TS Corp. 300 meters to the dock where they were lifted on board a special heavy lift vessel, M/V Happy Buccaneer, for delivery to New Caledonia.
Indeed, this was a special day not just for Metaphil Inc. and its workers as these structures showcase Cebuano craftsmanship and world-class skills. Indeed, we wowed them with our hosting of the ASEAN Summit; we wowed the tourists and balikbayans when we held the Sinulog Festival. In business expertise, Metaphil has shown to the world construction industry that Cebuano skills and quality of work are highly globally competitive.

About 21 towns in southern Cebu will showcase their unique culture and delicacies to local and foreign tourists as the 7th leg of the Suroy-Suroy sa Sugbo starts Wednesday.
Cebu Governor Gwendolyn Garcia will accompany over 100 foreign and local tourists around Cebu towns.
Eight delegates from Cebu’s sister province, Hainan, China will be among the foreign tourists joining the Cebu tour.
The Suroy-Suroy program, which started in 2005, aims to showcase the island of Cebu, bringing tourists to every town and showing them the area's unique culture and food.
The price in this leg's three-day tour ranges from P3,100 to P8,075.
Titta Zosa, provincial tourism officer, said Tuesday this year's tour participants would be 70 percent to 80 percent balikbayans and foreigners.
She said that compared to last year’s Suroy-Suroy, this year's tour has the most number of towns in the itinerary.
The tour will kick off in Talisay City and then proceed to Minglanilla, Naga, San Fernando, Sibonga, Argao, Dalaguete, Alcoy and Boljoon, where the group will be toured in the famous Boljoon church.
On the second day of the tour, January 25, the group will visit a park in Ginatilan in the morning, and then to the Kawasan Falls in Badian in the afternoon.
Suroy-Suroy tourists will also visit the towns of Dalaguete, Santander, Samboan, Malabuyoc and Alegria.
On the last day of the tour, the guests will have breakfast at the orchid farm in Moalboal then on to Alcantara, Dumanjug, Barili and Carcar before heading back to Cebu City.
Capitol officials hope to draw more tourists and visitors to the countryside through the Suroy-Suroy program by giving them a peek of what the towns have to offer.

Even before the euphoria on the just-concluded Sinulog Festival had settled, preparations for the 2008 Sinulog festivities will already be in the works starting next month, a Cebu City official said.
Vice Mayor Michael Rama, chairman of the Sinulog Foundation, said they would increase their efforts to solicit financial assistance from private sponsors to lessen their dependence on the financial assistance from the city government.
Of the P20-million that the foundation budgeted this year, P8 million came from the city government.
Rama said they would also ask the shipping companies to give the out-of-town contingents discounts or free full fare privileges in exchange for being listed in the Sinulog yearbook as a sponsor.
“To make the Sinulog consistently global because actually, we need to be more creative,” Rama said.
During the awarding of the Sinulog winners on Monday, Mayor Tomas Osmeña also announced his own plan to improve the Sinulog.
“We will send representatives this year to Brazil to watch the carnival and to New Orleans to observe the Mardi Gras. We will upgrade our sites and our goals to put Cebu on the map,” he said.
“Without the Señor Sto. Niño, our efforts wouldn’t have mattered. It is an effort of the whole of Cebu to make it what it is today. This is one moment that we can feel proud that Cebu is the capital of the Philippines,” Osmeña said.
Rama assured that the efforts to help out-of-town contingents did not mean he was abandoning the local dance groups.
As evidenced by Lumad Basakanon’s getting the championship in the free interpretation, Rama said local contingents also gave a very impressive performance.

The AMA Group Holdings Corp. will complete by midyear the feasibility study of a rail system in the province of Cebu, an official of the Department of Transportation and Communication said.
Guiling Mamondiong, DOTC undersecretary for rail, said the feasibility study is expected to be finished by June. "The government is keen on fast-tracking infrastructure projects so the earlier that the study can be finished, the better," he said.
AMA has also expressed intention to bid for the construction of the Manila Light Rail Transit (LRT) Line 1 south extension project amounting to $683 million. It will run southward to the cities of Parañaque and Las Piñas and the neighboring municipalities of Bacoor, Imus and Dasmariñas, in the Cavite province.
Mamondiong added that the Metro Cebu railway project could take just three years to be finished after the project and feasibility study are approved.
The project will run the 71-kilometer stretch through Metro Cebu from the municipality of Carcar in the south to Danao City in the north.
Metro Cebu covers the cities of Cebu, Mandaue, Lapu-Lapu and Talisay and the municipalities of Minglanilla, Consolacion, Liloan, Compostela and Cordova.
The project, estimated to cost $636 million, will be constructed in three phases: Phase 1 would start from Talisay to Mandaue with Cebu City as center of the main line, Phase 2 would extend the main line farther south from Talisay down to Carcar and Phase 3 would stretch the main line farther north from Mandaue up to Danao.
Traffic congestion in Metro Cebu is heaviest for motor vehicles plying the Talisay-Cebu-Mandaue routes and vice versa.
Earlier, House Bills 56 and 3006 were filed in Congress seeking for the construction and operation of a light rail transport system in Cebu City and Metro Cebu.
The rail system is seen to solve the worsening traffic situation in Cebu and improve the mobility of the greater majority of the people.

AMA Group Holding Corp. of businessman Amable Aguiluz will finish in June this year a feasibility study on the proposed railway system in Cebu province, the Department of Transportation and Communications (DOTC) said Thursday.
“The government is keen on fast-tracking infrastructure projects so the earlier the study can be finished, the better,” Guiling Mamondiong, the DOTC undersecretary for rail, told reporters.
The project cost is about $636 million. It will take at least three years to complete the railway system running through Metro Cebu from the Carcar town in the south to Danao City in the north or at least 71 kilometers.
Metro Cebu covers the cities of Cebu, Mandaue, Lapu-Lapu and Talisay and the towns of Minglanilla, Consolacion, Liloan, Compostela and Cordova.
The DOTC official said the initial phase of the project starts from Talisay to Mandaue with Cebu City as center of the main line. The second phase extends the main line farther south from Talisay down to Carcar.
Phase 3 will run from Mandaue up to Danao.
AMA Group was also among the 12 foreign and local firms that expressed interest to bid for the $600-million Line 1 South extension project of the Light Rail Transit Authority.
DM Consunji, Inc. is also on the list. The foreign firms include four Chinese companies, two from India, one from Singapore, two Spanish firms and one from Japan.
The extension project shall run from Baclaran, Parañaque City to the municipality of Bacoor, Cavite, and pass through the cities of Parañaque and Las Piñas.
It will serve 800,000 passengers daily and cut travel time from Bacoor to Monumento in Caloocan City, to less than an hour.

Anyway, I think we can learn something from Hongkong since there's a bit of similarity when it comes to the roads.
If there's a private investor who would be willing to invest, he can consider putting up a tram just like the ones in the photos below. The fare would be fixed for the entire length of the tram itself.
The railway tracks of the tram will run in the middle of the street. The terminals will be situated where there are existing center islands. It would just be a small covered terminal like a waiting shed perhaps. Access to it would be through the "cross walk" or the pedestrian lane crossing the road. Judging from the this, the terminals itself would be situated near the cross walks so that there would be easy access to it.
I think a profitable route would be one that would start from downtown to Jones, and then to Capitol and then left turn to Escario and then left turn to Gorordo, left turn to Mango Avenue and then back to Jones via Fuente Osmeña and then all the way back to downtown.

Notice that Van in the middle of the street where there's some sort of a waiting shed, that's a terminal. Access to this terminal is via the pedestrian lane that crosses the street. We can set-up something like these where our center islands stand.

Also, the Trams themselves can go normally with the traffic just like any ordinary vehicle -- it can brake and stop if there's a vehicle or pedestrian that will cross. Also, if these trams would be introduced, the jeepneys along its route should be transferred somewhere else, or better yet phased out.

A poster of Cebu was installed beside Phuket's and Bali's and other cheap vacation destinations in China... The poster is very prominent and you can see it if you're walking in the street. The Cebu Tour Package (with accomodation at Tambuli) was around HK$3,500..

Exactly and I guess we can start implementing such discipline right now, or perhaps when the trams are already there; otherwise, lots of traffic accidents would follow.
Anyways, if these Trams will be introduced, the jeepneys along the affected route should be gradually reduced and eventually phased out (maybe 5-10 years grace period).
The fare will be "fixed" for the entire lenght of the Tram just like in Hongkong. There, they charge HK$2 (around P13-P14) for the entire length of the tram (around 30-kilometers) so I guess we can fix the fare here at around P8-P10.... :okay:
I think I will post this proposal at the Cebu City Forums website, hehehehe...
I think the Tram System is far more feasible than a subway or even an elevated railway. Cebuanos are not just ready for it (considering also its huge investment cost), whereas Trams are just like Jeepneys in another sense...

Maria Luisa Estate Park and Beverly Hills are the oldest (and most prominent) in Cebu and I guess are the only ones that are really "full" of mansions, hehehe... These two subdivisions commands a breathtaking view of the city.
Meron din Ayala Heights but it looks desolate, I guess there's only one or two houses standing there (it's still so far from the city)... Another upcoming project by Ayala though is Amara. It's just within a historic American lighthouse. The theme of the subdivision itself is kinda like american, hehehe..
There are also newer high end subdivisions like Alta Vista, Pacific Heights, etc..etc..

my thoughts exactly. It is important that public transport gets traightened out... Buses have larger capacities especially double decker ones why not use them rather than having jeepneys that just go round with random time intervals. Because of larger seating capacity buses can take passengers in one swoop... i.e. orderly ang public transport such as every ten minutes ang bus ug dili lang basta basta. It will clean up the roads largely.

AN international budget hotel will finally open its biggest project in the country after clinching a deal with a local developer.
Benedicto-led Enrison Land Inc. (ELI) will soon begin construction of a 150-room mid-rise Microtel resort hotel on a 5,000-square meter property located between two major resort hotels in Mactan Island.
Grand Benedicto and ELI signed last Wednesday a franchise agreement with Microtel Inns and Suites Philippines Inc., the hospitality arm of the Phinma Group.
The Microtel resort hotel in Mactan is projected to hold its soft opening in 10 months.
Benedicto said in a press conference that the resort hotel is scheduled to officially open early 2008, just before the Sinulog festivities.
“This will help address the shortage of hotel rooms in the province, especially with the growing number of local and foreign tourists every year,” he said.
Microtel Boracay resident manager Dean Cid earlier said that because Microtel hotels follow a standard design, new ones can be operational in less than a year.

Exactly. In fact, I'm so amazed as to how efficient their traffic system is. They have these two lane roads that are as narrow as the roads in Downtown Cebu and yet it looks like a main road already because Buses, Taxis, and even trucks pass by the area.. But the thing is, there's no monstrous bumper to bumper traffic because everything is handled efficiently.
Going back to mass transportation, I'm really very serious about this tram thing. I think the city government should encourage the private sector to think about it. They should prod Aboitiz to invest since they own Visayas Electric Company.. I guess investing in this tram thing would definitely be far, far, far more lower than say, an elevated MRT or LRT.
Aside from that, a Tram isn't as complicated as an MRT or LRT so I guess Cebuanos won't have a hard time adjusting to it. As I've said earlier, a tram can move along with the traffic as if it's just an ordinary vehicle like a bus or jeepney perhaps. The only difference is there are designated tram stops (or terminals) at strategic points. From downtown alone starting at Plaza Indepencia all the way to Capitol, there can be as much as 11 terminals (Plaza-SantoNinoChurch Area-MetroGaisano Area-GVHotel Area-Central Bank Area-CampOsmeña Area-PLDT Office Area-Community Hospital Area-Club Ultima/Crown Regency Area-Anitas Bakery area-CebuDoctorsHospital Area).
Unlike an MRT or LRT wherein we need to have demand traffic similar to super big cities like Manila, Bangkok or Singapore, Trams I guess are fit for a city like Cebu. I guess we don't even need a multi-million feasibility study just for a tram since it isn't so complicated as that of a MRT/LRT.
As of now, an MRT/LRT will still be a dream of the future... how much more with a subway, hehehe...

My suggestion in order to make Jeepneys truly representative of the Filipino is to make regulations that would dress-up the jeepney as what it's supposed to be..
It would be sad to see dilapidated rolling coffins as a symbol of the Filipino. I guess the city should come up with an ordinance requiring jeepneys to have a uniform look. Meaning, they should all look the same and I would recommend the Chariot since that I guess is how a jeepney should look like. Jeepneys should also be given a lifespan of only 5 years. Beyond that, the somewhat rich operators themselves should procure brand new units.
Jeepneys should eventually be lessened. I guess in the near future, they should just be confined to interior roads. Mayor Osmeña made the right move when he decided not to give jeepneys a route at the South Road Properties (SRP). Pragmatic changes dictate that we must adapt and absorb newer things in order to be efficient and more progressive.

vatics January 26th, 2007, 07:21 PM the use of trams though would be less costly than MRT or LRT. besides, MRT or LRT would just ruined the skyline of cebu's roads & streets like manila. almost all thoroughfares are now over-shadowed by flyovers and MRT/LRT railways. in real estate, these MRT/LRT would lower the value of adjacent areas thus affecting the area's trade & commerce. less passenger traffic means lesser economic activity within the area affected by MRT/LRT railways.

ummm.. pero para nako bai, jeepneys can't be a symbol of Filipino ingenuity or perhaps a symbol of the Filipino himself. Worst, having those color codings for a jeepney would make it look uglier.
Remember that the jeepney evolved only after the war. Prior to that we had several other means of transportation. The jeepney perhaps came out because there were no other means of transportation right after the War. But then again, as our country was "supposed" to be rehabilitated after it, the older and usual means of transportation should have been restored too (e.g. Trains, electric tram cars, etc.) and the "temporary" jeepney should have been put to rest but maybe perhaps because it offered a chance for someone to earn money right away, then it persisted.
I read that just before the war, an electric company in Cebu was already about to install electric tram cars here similar to the ones in pre-war Manila. The sad thing was, war broke out and it was never materialized.
There are many ways to symbolize the Filipino thus I'm still apt for phasing out jeepneys gradually once a reliable and efficient mass transportation system is put into place.
Anyway, I hope that the so-called feasibility study of AMA (for a railway system) would yield out positive results. I've already heard countless feasibility studies since highschool. I hope that this one by AMA would be the last one.

With the expanding retail market, Cebu Holdings, Inc. (CHI) will be completing the P800-million megastructure of its shopping mall, Ayala Center Cebu in April.
Francis Monera, CHI president and chief executive officer, said the company's retail business had been doing well and was expected to post more growth this year. "We're bullish about Cebu," he said during a press briefing. The Cebu Holdings is an affiliate of the Ayala Land Inc.
Based on its unaudited financial statements, CHI closed 2006 with a P207-million net income, up from the previous year's P117 million, Monera said.
A CHI statement noted that this showed a growth in income of about 76 percent over that of 2005.
Monera said the recurring revenues, which came from the company's retail and office leasing operations, accounted for 48 percent. The rest of the revenues came from non-recurring sources such as sales of residential and commercial lots, condominium units and sports club shares.
As of December 2006, CHI's revenues reached P1.04 billion, 51 percent higher than the P690-million earnings in 2005, Monera said.
According to Monera, CHI intended to sustain its market leadership in the retail front through its mall projects.
He said these consisted of the main mall expansion and the lagoon area redevelopment.
The mall's expansion building started construction in June 2006 and would be completed by April, Monera said.
The lagoon redevelopment would be completed by the end of the year, he added.
The mall's expansion building and lagoon redevelopment would make available additional leasable space of 13,000 square meters and 20,000 square meters, respectively.
Monera said CHI would convert the lagoon area into a development similar to Greenbelt in Makati but with Cebuano characteristics.
"It would enhance the tourism positioning of Cebu," he said.
The building would have popular restaurants with alfresco dining areas on the first level; trendy shops and lifestyle outlets on the second level; and bars and entertainment clubs on the third and fourth levels to make Cebu's nightlife more attractive.
The lagoon area building would be connected to the main mall through covered walkways and outdoor escalators while an outdoor stage would become a venue for shows.
Monera said the company would be constructing a multi-level parking building to provide more parking spaces. This would be completed in time for the completion of the two ongoing projects.
The Cebu Holdings would also focus on maintaining its market leadership in the residential market through its high-end Amara project, Monera said.
The company is developing the Amara, a 46-hectare subdivision located in barangay Catarman, Liloan, with Coastal Highpoint Ventures Inc.
Amara, promoted as the only lighthouse community in the country, has been considered as a real estate bestseller since it first entered the market last year, according to CHI.
The project is located just beside the 72-foot Bagacay Point Lighthouse, which was built in 1904 on orders of first Philippine Governor-General William Howard Taft.

Maria Luisa Estate Park and Beverly Hills are the oldest (and most prominent) in Cebu and I guess are the only ones that are really "full" of mansions, hehehe... These two subdivisions commands a breathtaking view of the city.
Meron din Ayala Heights but it looks desolate, I guess there's only one or two houses standing there (it's still so far from the city)... Another upcoming project by Ayala though is Amara. It's just within a historic American lighthouse. The theme of the subdivision itself is kinda like american, hehehe..
There are also newer high end subdivisions like Alta Vista, Pacific Heights, etc..etc..
bai, dont forget South Hills in Tisa, its got the most prominent view, you could see it from nearly everywhere in the city...and the houses are great examples of contemporary architecture, most of them built 'upside down'--that is along the cliff with the ground floor above the second floor and so on...

AN international budget hotel will finally open its biggest project in the country after clinching a deal with a local developer.
Benedicto-led Enrison Land Inc. (ELI) will soon begin construction of a 150-room mid-rise Microtel resort hotel on a 5,000-square meter property located between two major resort hotels in Mactan Island.
Grand Benedicto and ELI signed last Wednesday a franchise agreement with Microtel Inns and Suites Philippines Inc., the hospitality arm of the Phinma Group.
The Microtel resort hotel in Mactan is projected to hold its soft opening in 10 months.
Benedicto said in a press conference that the resort hotel is scheduled to officially open early 2008, just before the Sinulog festivities.
“This will help address the shortage of hotel rooms in the province, especially with the growing number of local and foreign tourists every year,” he said.
Microtel Boracay resident manager Dean Cid earlier said that because Microtel hotels follow a standard design, new ones can be operational in less than a year.
Like all other Microtel hotels in the country, Microtel Cebu will follow a “bed and breakfast” theme and will be six to eight stories high.
Microtel opens its outlets to franchising at a rate of P1.1 million per room with a minimum requirement of 50 to 60 rooms per development.
Cid said Microtel Cebu will focus on “budget” travelers as its niche market.
Room rates for the future Cebu branch will range from P2,000 to P3,000, he added.
Amenities at Microtel branches include chiropractic beds, restaurant, Internet connection, swimming pool, parking space and 24-hour security, among others.
Microtel Cebu, which is ELI’s first hotel venture, will be the company’s biggest development in the Philippines.
In hopes to further establish their presence here, Microtel is now looking at opening its second branch in Cebu. The hotel chain is looking for a 3,000- to 4,000-square meter property within the Asiatown IT Park.
Microtel Inns and Suites is an international hotel chain of limited service hotels under the Global Hyatt Group. It has more than 290 properties worldwide, including those in Baguio, Tarlac, Cavite, Batangas and Boracay.
Microtel Cebu is the company’s seventh hotel development project in the Philippines. Its sixth project is in Lanang, Davao, which is being constructed by the Floirendo-led Damosa Land Inc.
It is the first Microtel hotel in Mindanao and is targeted to open in the third quarter of this year. (MMM)

I think they will be forced to use the skywalk if only the authorities would seriously implement the law.
I was in Santo Niño Basilica a while ago and I can't help but notice the many vendors occupying the sidewalks. As a result, pedestrians have occupied almost half of the 4-lane street (the one right beside the basilica) either to walk or wait for a jeepney.

KOROR -- Palau has agreed to expand its air service agreement with the Philippines, in a move that will open up flights to Cebu, Philippines and eventually to the Federated States of Micronesia (FSM).
Edward Pagunsan, Undersecretary of the Philippines Department of Transportation and Communications, who led the delegation, said the Palau panel headed by Trade and Commerce Minister Otoichi Besebes accepted the expansion proposal.
Pagunsan said since there is an existing aviation agreement between the two governments, the proposed expansion will be sent through diplomatic channels and can be signed even without the presence of the representatives who attended the exploratory talks.
Marianas Variety reports under the amendments, flights coming in from the Philippines to Palau would be increased.
Although the amendments have not been finalized yet, Palau also agreed to allow any Philippine based airline to utilize Koror as a hub en route to Yap or any of the FSM islands.
Pagunsan said the expansion would also increase the number of tourists coming from Davao, Cebu and Manila.

Chinese officials promise to promote Cebu tourism in sister province of Hainan.
Officials of Hainan province of China have assured Cebu provincial officials they would invest in more projects in the province and promote tourism here.
Liu Jin, deputy director general of the Foreign Affairs and Overseas Chinese Affairs Office in Hainan, said they were hoping to find more opportunity through trade, education, communications and agriculture in Cebu.
Jin, head of the eight-man delegation from Hainan province, joined the Suroy-Suroy sa Sugbo.
"Since Hainan and Cebu have similarities like its climate, we hope to find cooperation especially in the agricultural aspect," she said.
Since Hainan has been Cebu's sister province for 10 years, Jin said, they hoped to establish cooperation in education through the promotion of their universities and colleges as well as to establish sister-universities.
Jin said that a framework must be created by a joint working group with Cebu province in order to plan specific projects.
The eight-man delegation held a bilateral meeting with members of the Cebu Provincial Board Friday to discuss more avenues to strengthen further their provinces' relationships.
Jin, on their second day of joining the Suroy-Suroy sa Sugbo, said the yearly activity was good to promote Cebu's tourism.
In Sibonga town in Cebu's south, some of the Hainan delegates tasted the native coconut wine "tuba" and admired the way it was made.

diehardbisdak January 27th, 2007, 06:44 PM ^^ in 1993, Wendy's opened their first branch outside Luzon at SM City Cebu...but the market was not ready at that time or perhaps, Cebuanos did not like it...so they closed shop in less than a year... i've heard that branch was supposedly a market study for Visayas and Mindanao but unfortunately, it failed....maybe, this was the reason why they never venture business in Mindanao and Visayas....but i'm not sure if there are now Wendy's in other Visayas regions..

That's why I'm very much against the creation of so many cities.
If I have my own way, Mandaue, Cebu, Lapu-Lapu cities will all be just one big city with a Governor or Mayor for all of them. Aside from that, there will be Lieutenant Governors or Deputy Mayors for Cebu, Mandaue and Lapu2x cities..
During the time of Alvin Garcia, when Talisay was still a municipality, there were actually plans of stitching it back to Cebu City, as a barangay.. But then these guys who want to have their "own" city (and perhaps they also want to have their own international airport, international port, etc..etc..) opposed it.

i think UCLM pa rin, they have a masterplan for that area daw, to make a quadrangle. pero major setback dyan yung traffic sa old bridge.

Yeah underutilized pa. For me, there's no need for a third bridge. What they need actually is to regulate the number of vehicles plying the streets now that multicab jeepneys habal2x, tricycles, and other jeepneys are just sprouting almost everywhere.
Sometimes, mga tricycle mag park pa sa sidewalk especially kana part diha sa flyover sa Mandaue.

i certainly agree...strength in unity...
while certain individuals bemoan the lack of a strong opposition to the ruling parties in Cebu politics, they fail to realize the fact that this has spared us from the scandals that rocked the political scene of other provinces...we should be glad that things are the way they are here in Cebu, unity could only lead to one thing, progress...

btw, an unearthly stench filled the air of Pardo this morning...according to my lola, its coming from the Inayawan Dumpsite...if that's the case then, then something has to be done about that, considering it's proximity to the SRP...

not necessarily a strong opposition but more of a independent opposition. not the kind that would be easily swayed by money politics... but hey... where can you find that?
