rustyboi February 15th, 2007, 04:15 PM Actually, the traffic along the proposed Ciudad Mall is not heavy yet. Ang heavy traffic tua pa man dapit sa BTC and Country Mall. The city council should allow the investors of Ciudad Mall to build so if later the traffic gets worst then they can use the traffic problem to justify for the road wideing and the construction of more access roads. That's the reality anywhere even in Metro Manila. The national government will attend only for roads improvement once needed. Look at the circumferential road. It's been proposed since 1994. Gigamit pa na pang sales talk sa mga ahente ug yuta dugay na. Now they are again thinking of submiting it for funding. DPWH does not plan ahead, otherwise Gov. Cuenco and Juan Luna Ave. should have been widen already to six lanes long time ago. I hope Mayor Tom is not thinking of Ciudad Mall to compete SRP or any other hidden agenda for approving the city council's resolution.
they've gotta do something with Cebu roads. traffic is visibly getting heavier na. i just hope the outcome of the mass transport feasibility study is positive. i'm all in for the LRT project. we need that thing fast. here in Manila, all the train coaches are overloaded day and night. people are literally stuffed, canned sardines if you look at it from the outside. and the heavy traffic pa sa hi-way. poor planning. :ohno: Cebu should learn from Manila's big mistake.

Although you're the one of the two most senior members of SSC-Cebu, I only knew as of today (or was it yesterday--morning naman ta 'ron...hehe) that you were.
I discovered this site through my searches at Google. Actually, before I discovered this site...I was already interested in urbanity. I wasn't really interested in skyscrapers perse...but I was interested in large urban areas, airports, and transportation networks.
What I notice, though, about most of the Philippine sub-forums is that memebers here are uber-active compared to most other Asian forumers in posting except perhaps the Singapore Sub-Forums. However, this activity is more appropriate in a chat-room rather than a forum. On the other hand, this is what keeps the Philippine Sub-Forums lively. The Philippine forumers also happen to be the friendliest of the bunch [referring to the 80,000 member forumers of this site].

No Ciudad, other projects if no lot swap: Tomas

CEBU City Hall’s planning office will monitor all applications for permits related to Capitol’s development project in Banilad, Cebu City, but it will be up to the mayor to approve them or not.
City Planning Officer Nigel Paul Villarete said he still has to wait for Mayor Tomas Osmeña’s instructions on how his office should act on the City Council’s request not to approve new construction projects in Banilad, while traffic there is being studied.
The project Ciudad is being planned on a 2.8-hectare lot along Gov. Cuenco Ave. that belongs to the Provincial Government. It’s a mixed-use development project that will include a mall and several condominiums.
The council approved the resolution to help address the traffic problem in Banilad and Talamban.
But in his news conference yesterday, Osmeña boldly presented the moratorium on new construction as a tool of going back to the negotiation table to push forward the land swap deal with the Province. (See related story)
The next step of the negotiations for the land swap is now up to Capitol, he said.
‘Inutile’
Worried they will never get another chance to acquire the Province-owned lots they are occupying, the representatives of some 5,000 affected families plan to ask President Arroyo to intervene between the Capitol and Cebu City Hall. She is expected in Cebu tomorrow to campaign for her administration’s Senate ticket.
The council’s action may cause yet another strain in the City’s relations with Capitol, but Osmeña said: “It’s very unfertile ground but my council says enough is enough. What else do they want?”
Osmeña said he will not give up on the land swap even if it has to end in a court battle.
But at this point, he also does not want to be projected as a wimp where the lot swap deal is concerned.
“We’re being made to appear before the 5,000 families that the City is not willing to stand up for them. So we just want to make them realize that we’re not as inutile as it seems. If they will evict the occupants, then we won’t allow any construction on the province’s lot,” Osmeña told reporters.
Besides, he said, it will not be easy for Capitol to evict occupants of the provincial lots since it will have to go through court procedures.
Whose terms?
“It’s going to be very messy for them... We have to do what we can do but we can’t cooperate with any demolition, they have to go to court. I’ve not given up, I’m just saying that being nice doesn’t pay so much,” he said.
Osmeña admitted that the council’s move can further delay the lot swap approval.
But he also cannot give in to Capitol’s demand for a “value for value” exchange of properties, which means the City will have to give the Province P3 billion worth of properties, instead of only P400 million that they agreed on in the original proposal.
The City can’t afford it and will cause financial dislocation if he forces the issue, he said.
While he wants to help the 5,000 families that will be affected, he also cannot do so at the expense of selling City Hall.
“If they want to change what was agreed on, of course it leaves a little dissatisfaction on the part of the council. I said, why are they doing this? They don’t realize they have billions of pesos worth of properties so I said, okay, we’ll try that one, moratorium then,” said the mayor.
“It’s justifiable because not only the council but even the mayor is being projected like we’re a wimp. But it also doesn’t seem to help when we try to negotiate out of friendship, meekness and humility and mea culpa... Now they say they want P3 billion? Okay, no development,” he continued.
Local permit
Osmeña admitted that the council may have hurt Capitol officials in the past, but they have repeatedly apologized for it.
The mayor said that despite the developments in the negotiations, he is still willing to listen to the Province’s officials.
In an interview yesterday, Villarete said Capitol has already submitted its preliminary application for a locational clearance, the first step for any development project.
The application cannot be processed yet since the Province still has to comply with all the requirements.
“Normally the approval doesn’t pass through my desk because it’s just ministerial but I told my staff to inform me if all requirements have been submitted then we will refer it to the mayor. It’s up to him,” he said.
It’s Villarete’s office that the City Council asked to refrain from approving any development plans in Banilad until the study on the impact of new construction on traffic flow is completed.
Restrained
Villarete is not in favor of stopping development there.
He added, though, that development needs to be regulated and restrained. City Hall can either impose restrictions on the use of the buildings or limit the number of floors of an establishment.
But Villarete and Councilor Augustus Pe Jr., proponent of the resolution, said the moratorium will not be imposed on Capitol projects alone.
“The City Planning Office has to study the effects of development on traffic. It’s not only Ciudad but at this time, it’s Ciudad that’s about to start,” Pe said.
Ciudad, which will rise on the old site of the Cebu International School, will require 650 parking slots.
Pe said that based on their calculation, this will hold up to 5,000 vehicles a day and will definitely worsen the traffic flow in Banilad. (LCR)

dolce February 15th, 2007, 10:02 PM If Cebu is to continue adding more and more lanes to its road network without developing a well-developed and reliable mass-transportation system other than the 'jeepneys', the tendency is that these expansions will still not be enough because the paradox will work against it. In short, Cebu's answer aren't road widenings but the development of a fast and reliable mass-transportation system may it be a tramway network, a people-mover system, a light-rail system, or even, a heavy-rail suburban express network.
i am seriously not a fan of those jeepney so i really wish they'd just be gone lol even though i agree with the fact that it's something very filipino but i dnt think it's actually a good public mass transportation, it just adds more to traffic and it doesn't really appeal to all different types of classes. i mean if we have a bus system or lrt, at least those snotty rich people or those upper middle class people wouldn't mind taking the transit and leaving their pollution generating cars behind

Ouano invites Ayala to invest in Mandaue

Mandaue City Mayor Thadeo Ouano yesterday invited the Ayala Group of Companies and other firms that were reportedly given a hard time by Mayor Tomas Osmeña to operate in Cebu City to transfer to Mandaue, which he claimed is an "investor-friendly city."
Ouano's invitation came after Osmeña disclosed on Tuesday to use his position to pressure Ayala to drop its Carmen water project that Osmeña described as disadvantageous to the Cebuanos due to the high price per cubic meter it offers.
Ouano said records showed that no business establishment in Mandaue City has been closed due to violations.
"We always notify violators in writing citing their violations and the city always get a positive response from businessmen by making the necessary adjustments themselves. We do not even charge amicable settlement fees," Ouano said in a two-page press statement.
One of the business establishments in Cebu City that were ordered closed by Osmeña for not complying with the parking requirement is the Yo! Latino, a bar along Salinas Drive owned by Ouano's son-in law.
Ouano said Osmeña is bent on running after Ayala water project in favor of his "favored small-time suppliers who can't even deliver the contracted volume of water to the Metro Cebu Water District."
Ouano also announced his plan to create a separate water district that will serve not only Mandaue City but also the neighboring city of Lapu-Lapu and nearby towns of Consolacion and Liloan.
The MCWD supplies water to these areas, but Ouano said there are still many residents in Mandaue City and nearby areas who are not serviced by the water firm.
"Our constituents from Mactan, Mandaue up to Liloan not served by MCWD are already paying as high a P150 per cubic meter and the mayor of Cebu City wants it to remain as it is," Ouano added.
On the issue of declaring Mandaue City-based businessman Norberto Quisumbing as an adopted son of Cebu City, Ouano explained that Quisumbing does not deserve to be an adopted son of Mandaue City after he deprived the children of the city a place to build the Mandaue City College.
Ouano wanted to recover the 1.1 hectare property that Quisumbing has rented from the Mandaue City for 25 years for only P1,000 a year, claiming that the businessman reportedly failed to comply with the provisions stipulated in the contract.
According to Ouano, instead of building a park and playground in the lot as stipulated in the contract, Quisumbing built a display center for his motorcycle business at the expense of the Mandauehanons who made him an adopted son.
Ouano is even planning to take back the "adopted son" title that the Mandaue City government had conferred on Quisumbing. - Rene U. Borromeo

Trees at Plaza Independencia due for replanting at SRP

Over 60 different kinds of trees, some of these are century-old Acacia, are to be uprooted from the Plaza Independencia and would be temporarily replanted at the South Road Properties to give way to the ongoing construction of a tunnel that would traverse the plaza.
The city's Parks and Playground Commission headed by Marietta Ebo has already asked the permission and technical assistance of the Department of Environment and Natural Resources to guide on how to safely remove the trees. The DENR officials, however, have not answered the city's query yet.
Kajima Corporation, the contractor of the tunnel project, would be the one to uproot the trees and that it has already hired a Japanese expert, but Mayor Tomas Osmeña would also want to listen first to the opinion of Elmer Santiago, a Filipino environment expert.
The Parks and Playground Commission would want to ensure that the trees survive the trauma after these will be uprooted from their locations. There is a plan that after the completion of the tunnel project, the trees would be returned to their original locations.
The original plan was to dig up from the SRP road near the location of the old Compañia Maritima building that will traverse under the plaza without disturbing its structure.
But the contractor had changed its original plan and instead had dug up a huge canal at the Plaza Independencia to make it easier for them to construct a tunnel. The Japanese contractor, however, has promised to "return the original structure of the destroyed plaza."
"Mga 69 g'yod ka punoan sa lain-laing kahoy ang maapektahan kay maigo man ni sa tunnel," a personnel of the Parks and Playground Commission said.
It was learned that three of these 69 trees - a Mahogany, Jackfruit and Banaba - were already uprooted and were successfully transferred to other locations, but these were not the big ones. - Rene U. Borromeo

Cebu prefers to accommodate high-end Chinese travelers

The huge Chinese tourist market may be a good target to boost tourism arrivals and revenues but Cebu could only afford to get the high-end Chinese travelers.
"We don't have rooms to accommodate bigger Chinese tourists. Most of them, however, only prefer to stay in a US$45 room rate, our resorts are charging higher than that," said Department of Tourism (DOT-7) Patria Aurora Roa.
Aside from the room shortage, there are also a number of challenges that has to be addressed in attracting a huge number of emerging Chinese travelers to come to the Philippines, or Cebu in particular, such as the limited number of Philippine consular offices in China. Travel operators still have to study further on how to get the high-end Chinese tourists.
However, Roa said the Philippines is trying to attract Chinese tourists, in fact, her office here prepared a regional brochure for Central Visayas written in Mandarin.
Record from the DOT-7 revealed the Chinese market is at the tail end of the top ten tourists' arrival profile for Central Visayas. From January to December last year, there were only 9,289 Chinese who visited the region, compared to the 173,721 Korean arrivals.
In terms of growth however, Chinese tourist arrivals to the region improved by 47.49 percent, from a total of 6,298 Chinese visited to Central Visayas in 2005.
According to Roa, there is a chance that Cebu could be a "darling" destination for the Chinese, but some barriers must be addressed first, such as room shortage, and room rates, among others, and the accessibility of Philippine consular offices in China for easy processing of VISA to the Philippines.
Earlier, economist Nicholas Kwan Standard Chartered Bank regional head of Research in Asia said although the tourism growth in the whole of Asia Pacific region is seen to post slower growth this year, the Philippines could cope with this realism if it were to attract the huge Chinese market.
He said the total 1.3 billion population in China is now starting to travel, about 50 million to 100 million of them can now afford to travel outside the country.
What is good in attracting Chinese, is they are not only traveling as tourists, but also traveling as "invest-consumers" as most of them shop in bulk for business back in China.
A travel expenditure of one Chinese tourist is equivalent to four to five tourists combined. This means, that Chinese visitors spend more than the traditional foreign tourists, he said.

CebuX organizer expects more international buyers

The organizer of the upcoming Cebu International Furniture and Furnishings Exhibition (CebuX 2007) expects a good number of solid buyers from all over the world, especially from emerging markets from Europe and Middle East.
Currently, there are about 400 buyers who pre-registered with the organizer, Cebu Furniture Industry Foundation (CFIF), the organizing committee executives expect over a thousand buyers to come to Cebu this coming February 26 to March 1 at the Waterfront Cebu City Hotel and Casino, to window-shop and eventually buy Cebu's finest furniture pieces.
Laurie Boquiren, CFIF board member, and top mover of this year's CebuX said that due to Cebu's bid to position itself as the center of high-value furniture, stricter rules are imposed for the interested exhibitors, and only 97 furniture companies actually qualified to showcase their items this year.
"We had to screen well the companies who applied, they have to produce fresh ideas, new manipulation, and should be able to come up with winning items," Boquiren said.
With the fierce competition, Cebu has to magnify its niche as the maker of very high-end furniture pieces, buyers should see this advantage in the show, Boquiren said.
The CebuX last year, generated US$20.4 million sales with the Middle East still the largest purchase accounting for 26 percent of the total sales. Other top buyer countries include; North America, countries in Asia, Europe, Africa, and South America.

The Design and Product Development Project for CebuX 2007 is supported by CFIF through a funding subsidy set aside by the Board of Trustees to enhance the design capability of the industry. Also, it is partly funded by Pearl 2 of the Canadian International Development Agency (CIDA).
CebuX is tantamount to design and creativity, she added. Dubbed as the furniture design destination of Southeast Asia, the show pioneered the Asian circuit of furniture shows and is followed closely by the shows in Singapore, Malaysia and Thailand.
Year after year, about 1,700 buyers from around 63 countries all over the world visit CebuX.

Glo wants to speed up project, says Palace
THERE may be hope for the Carmen Bulk Water Supply Project to push through soon after President Arroyo instructed her Cabinet members to intervene and help resolve the issues between MCWD and Ayala Corp.
Arroyo identified the Carmen water project as a “very important project that will ensure the continuous growth of Cebu.”
Presidential Management Staff Director General Cerge Remonde said the President expressed concern on the delay of the P2 billion water project.
“It was the decision of the President because for her it is a very important project that’s needed for the continued growth of Cebu, so she wants the project to be fast tracked,” Remonde told Sun.Star Cebu.
Metropolitan Cebu Water District (MCWD) General Manager Armando Paredes said he has been getting calls from the staff of Remonde asking about the delay in the approval of the water deal.
The Carmen water project is one of the 20 pending infrastructure projects in the Central Philippines super region that were presented during a Cabinet meeting in Malacañang last week.
“The President is said to have asked about the status of all the projects during the Cabinet meeting and when it came to the Carmen water, the issue on the development cost reimbursement was highlighted. It was the President who requested Secretary Remonde to help settle the matter,” Paredes told Sun.Star Cebu.
He said yesterday that Remonde’s staff is arranging a meeting with the MCWD Board.
“As far as MCWD is concerned, we’ve made a stand that there will be no project development cost reimbursement. So we told his staff that they will also have to negotiate with Ayala and see if they will reconsider,” Paredes said.
He welcomed Malacañang’s help especially if it will lead to the resolution of the issues so MCWD can push through with the price challenge.
Ayala Corp. and its partners are seeking a refund of their P156-million project development cost from the winning challenger of the bulk water supply deal.
But MCWD would not allow the reimbursement since it was not provided for in the contract.
Their disagreement on the matter has stalled the Carmen water project.
Remonde said that after talking to both parties, he will facilitate a dialogue so the project development cost issue can be finally settled.
“We’re not going to impose anything on the parties concerned. We just want to ensure that the issues will be resolved as amicably as possible,” he explained.
Remonde is also chairman of Malacañang’s Infrastructure Monitoring Task Force. He will report to the President on the status of the Carmen Bulk Water Supply Agreement during the next Cabinet meeting. (LCR)

Microsoft introduces Windows Vista to Cebu
FIVE years after it launched Windows XP, Microsoft is introducing a new line of products to address the diverse needs of its customers.
Microsoft launched yesterday Windows Vista, Microsoft Office 2007 and Exchange Server 2007 at the Waterfront Cebu City Hotel and Casino to a select group of enterprises. For consumers and hobbyists, a separate launch will be held today at the Ayala Center Cebu.
“For consumers it’s easier, safer, more entertaining. For businessmen, it’s more connected, costs less and easy to manage and install,” said Stephane Kimmerlin, Microsoft Asia Pacific director for product marketing of the Windows client business group, about the new product line.
In a press statement, Microsoft said increasing an information workers’ productivity is the main objective of the revamped 2007 Microsoft Office System.
Microsoft Southern Philippines sales operation director Magtanggol Bawal said he is optimistic the new line of products will become popular among local consumers, and small and medium enterprises (SMEs).
“This will definitely present more opportunities for Cebu businesses, from the established ones to the start-ups, to be globally competitive. With these new technology offerings, Cebu’s position as the country’s economic center for the Visayas will be strengthened,” Bawal said.
Kimmerlin said Micro-soft’s investment in research and development for the three major products is the “biggest,” so far.
Research cost
He said the company spent over $6 billion in the last nine years for research and development, and Windows Vista is where the company poured most of its investment.
Windows Vista has four versions — Vista Home Basic, Vista Home Premium, Vista Business and Vista Ultimate. Vista Home Basic is designed for entry level, while Vista Home Premium is for consumer consumption.
Vista Home Premium has advanced graphic capabilities and multimedia enhancements that allow one to enjoy fast moving graphics and realistic videos.
Bawal said a licensed Windows Vista is priced at P13,000.
On the other hand, the 2007 version of Microsoft Office contains a redesigned user interface, replacing traditional menus and toolbars with a “results-oriented” design that enables users to focus on what they want rather than how to do it.
“It’s the software that adapts to the user and not the other way around,” Kimmerlin said.
Microsoft Office 2007 features the Ribbon, which replaces the menus and toolbars; contextual tabs to modify objects; office button to replace the file menu; galleries, which provides a visual set of formatting options; live preview that allows users to quickly try different options; and a mini tool bar providing easy and efficient access to most frequently used text formatting commands.
Meanwhile, the Microsoft Exchange Server 2007 offers built-in comprehensive anti-virus, anti-spam and anti-phishing capabilities to protect users, systems and the organization’s intellectual property, among others. (MMM)

i guess you just don't understand the problems facing cebu now. there's this move to make use of buses instead of jeepneys... so there would be no need for the frequent jeepney people to buy new cars and motorcycles just to get to where they wanna go.

yep, jeepneys are our own transport system... why would we want to get rid of them?... because they look haggard?. for me, it would be a big mistake if we take them out...
anyway the jeepney works the same way as having buses on the road...

THE developers of the tourism-commercial enclave that will be put up in a province-owned lot have already applied for a local clearance from the Cebu City Planning and Development Office (CPDO).
But CPDO chief Nigel Paul Villarete told Cebu Daily News that he has to sit on the applications while waiting for instructions from his boss, Cebu City Mayor Tomas Osmeña.
“If the mayor signs (the) resolution, then we will have to obey. All will still be in accordance with the law,” he said.
But Provincial Board Member Victor Maambong said the move of the council was “synonymous to blackmail.”
“The traffic is not only a myopic view. It's a very shallow view. That is unfair, you are not bargaining in good faith,” he said.
The City Council on Wednesday passed a resolution asking the CPDO to put on hold the planned development on the 2.8-hectare province-owned property along the Banilad Road pending the conduct of a traffic impact study.
The area is the proposed site of “Cuidad,” an upscale commercial-tourist spot along Gov. Cuenco Ave. which is envisioned to be a “city within a city.”
Councilor Augustus Pe Jr., the proponent of the resolution, said the move also served as a warning to the province for “unfairly” and suddenly changing the rules in the ongoing negotiations in the land swap for heavily populated lots owned by the province in Cebu City.
The city government is offering part of block 27 at the North Reclamation Area (NRA) in exchange for the province-owned lots that have been occupied by urban poor families in Cebu City under Provincial Ordinance No. 93-1.
City officials, however, were surprised when the Provincial Board last week decided to allow Gov. Gwendolyn Garcia to continue the talks but based on an exchange of land that was strictly “value for value” in terms of market price.
The province's 53-hectare property is appraised at P3.2 billion while the city's offered lot, which has a land area of 37,554 sq. m. is valued only at P415 million.
Maambong said the City Council and Osmeña could argue with the province on the stand of the Provincial Board that the exchange of land should be made on a “value for value” basis.
But to use the Ciudad project as a leverage would be unfair, he added.
Maambong said he planned to pass a resolution on Monday to ask the City Council to reconsider its decision “because it is very inappropriate.”
“It's unfair for them to use it’s development issue because that is totally not related to the land swap. The resolution would also ask the council to further study their proposal,” he said.
Vice Gov. Gregorio Sanchez Jr. urged the councilors “to set aside their pride” because a moratorium on development along the Banilad Road would only affect the public.
“Let us continue with the discussion. The value for value could be the starting point of discussion,” he said.
Sanchez said the city government could also earn from the Ciudad project through taxes and permits. It would also improve the economy because the project would generate employment.
The problem on traffic congestion is not something that can't be solved.
“It can easily be solved if wala lay hidden agenda. Complete the circumferential road or perhaps put several layers of road. The trans-axial highway, it can decongest the City of Cebu,” he said.
Mayor Osmeña, in a separate interview, said a moratorium was “justifiable” as the city government could not afford to spend P3.2 billion for the province-owned properties covered by Ordinance 93-1.
Accepting the province's offer for a value for value swap, he added, would “bring us to a point of financial dislocation.”
“While we want to help the 5,000 families we can't end up selling the city (to raise P3.3 billion). That's already beyond our authority to negotiate,” he said.
He added he could not also blame the councilors who he said had reached a breaking point in the ongoing lot swap negotiations.
“It's not only the council but also the mayor is projected like a wimp (because of the delays in the negotiations),” said Osmeña. “They (the provincial government) don't realize that they have billions worth of properties in the city.”
Villarete of the CPDO yesterday called his personnel to put on hold Cuidad's application until further notice.
Cuidad's application had been submitted to his office but was not processed immediately because it lacked some papers.
Villarete said the CPDO would have to wait for Osmeña's instructions before acting on the application.
The local clearance is a prerequisite for the issuance of a building permit.
Once the application is made, the CPDO will determine if the planned development is in consonance with the city zoning ordinance, said Villarete.
After evaluating the development sketch plan, CPDO will submit their recommendations to the City Zoning Board, which will later endorse its findings to the City Council for approval.
Once approved, the developer will have to apply for a development permit.
But before the permit can be issued, the CPDO will evaluate the development plan if it complies with the requirement on parking, road, drainage and open space.
Evaluators will also determine the project's impact on traffic, he said.
“We have to make sure that the planned development will not create a problem in the area,” said Villarete.
Once the development permit is issued, the developer can then apply for a building permit so they can start the construction.
Villarete, however, said he agreed with the resolution because there was a need to conduct a traffic impact study (TIS) especially in highly congested areas in the city like barangay Banilad where the project was located before any more development should be allowed.
“Every new development generates traffic,” he said.
Arnel Tancinco, City Traffic Office Management (Citom) executive director, shared Villarete's views, saying he, too, was apprehensive how new projects like “Cuidad” would affect the traffic condition in the north district.
A study by the Department of Public Works and Highways showed that at least 13,000 vehicles pass by Gov. Cuenco Avenue daily. These include vehicles bound for and coming from the three malls in the area.
Once Ciudad operates, Tancinco anticipates that 5,000 vehicles will be added to the existing volume of traffic in the area.
Traffic will even worsen if construction of a fourth shopping mall near the University of San Carlos in barangay Talamban will push through, he added.
Tancinco said that while development in the north is growing fast, the city lacks alternative roads in this part of the city.
“In the absence of a new access road, at some point ma overloaded gyud ang dalan,” he told CDN.
The council's request that a TIS be conducted along the vicinity of Cuidad is the first thing that Citom will do.
“We have not done any traffic impact studies before, only traffic studies,” he said.
According to Tancinco, a traffic study provides data on how often and what time of day vehicles use a specific road while a TIS gives a projection of what traffic will be like in a few years and what can be done to prevent congestion.
SM City Cebu conducted a TIS before they started operation about 20 years ago. Their TIS helped its management project the present traffic situation in the area, he said.
Tancinco said a TIS is also needed for Gov. Cuenco Avenue that “is one if not the most saturated roads in the city.”

Oh well, this reminds me again of the CEBU HERITAGE WALK project which Tomas scrapped when he became Mayor. He said that it isn't his priority but I guess there's another reason because the proponent was Alvin Garcia.
The Cebu Heritage Walk project would have involved the development of the waterfront, the setting up of a Yacht club, full scale development of downtown Cebu, and the development of a "walking tour" in the heritage districts.
Alvin had a vision and it went into the garbage bin in just a fling.
CIUDAD will not affect traffic in the area! Why? Simply because CIUDAD will not sprout overnight.
It would take 2-3 years to finish it and that's already a lot of time for the city government to build the necessary flyovers and road widenings there in Banilad.

It would take 2-3 years to finish it and that's already a lot of time for the city government to build the necessary flyovers and road widenings there in Banilad.

Tha'ts what I'm thinking also, a couple of years or more. While the investors are building the mall they widen the road or build more access roads also. By the time the Ciudad mall is finished we will have the Cebu Boardwalk in Mandaue, SRP, SM expansions and Ayala expansions to compete with Ciudad Mall. Who knows the Mall of Cebu of Gaisano will push thru. So it's not actually Banilad area alone that will take mall goers in next few years. Cebuanos will have a lot of these malls to choose from. Basig taga Mandaue and the northern towns sa Cebu Boardwalk na lang mag enjoy unya ang mga taga Talisay ug ang Southern towns sad sa SRP. Ceboom ..Ceboom.. :cheers:

MANILA, Philippines -- Convergys Corp. will open another call center facility in Cebu City targeting an additional 700 agents, noting that the company's Philippine business is growing fastest in terms of employee headcount and revenues.
"The Philippines is growing at a faster rate more than anywhere else in our operations worldwide," said Clint Streit, Convergys executive Vice President for customer care, during a briefing Thursday. "It is growing not only in terms of employee count but in its contribution to overall revenue."
Convergys increased its revenues by eight percent in 2006 to $2.8 billion.
The company is also looking for a third site in the Philippines outside Metro Manila and Cebu. Streit mentioned Bacolod City as a possible location of the third site.
"We plan to grow our operations (in the Philippines) substantially in the next five years. Our only concern at the moment is the availability of labor," Streit added.
Asked how much investment Convergys is putting in its second Cebu facility, he said the company usually invests $8,000 to $10,000 per seat.
The US-based service provider currently employs more than 10,000 employees in seven facilities in the country. Its first site in Cebu has around 800 workers while the new facility will have 450 seats.

Bigfoot Global Solutions and the Cebu City government are set to sign a Memorandum of Agreement (MOA) this coming Monday to formalize Bigfoot's plan to lease a two-hectare property at the South Road Properties (SRP).
SRP marketing arm, Cebu Investment and Promotions Bureau (CIPC) announce that Bigfoot will kick off its expansion plan of its International Academy of Film and Television inside the 300-hectare SRP.
CIPC executive director Joel Mari S. Yu said that part of the MOA that will be signed by SRP developer-Cebu City government, and Bigfoot Global Solutions, is a 25-year lease term, renewable.
Bigfoot is expected to pay a P28 million advance payment for five years. SRP's per square meter lot is pegged at P10,000 to P15,000, depending on the location.
According to Yu, immediately after the MOA, Bigfoot will start its building construction, making the company the first locator at the SRP.
Bigfoot had initially presented to build a 16-hectare integrated development plan at the SRP, which will showcase another first in Cebu.
In an earlier interview with Cebu City Mayor Tomas Osmeña, he mentioned that Bigfoot will be developing a mega Yacht Club, including a sprawling all-in-one leisure and commercial facility that will be a one-of-a-kind facility in Cebu.
Yu said Bigfoot will initially build a Sound Stages facility, for its Film and Television Academy expansion.
Reportedly, aside from Bigfoot Group, SM Group, the Filinvest Group also initially expressed interest to build a commercial project inside the SRP, and a Singaporean-company called Cebutainer Systems Corporation which needs 20-hectare for its facility.
Other investors that earlier expressed interest included; Taiwanese firm Paul Yu Group of Companies; JY Construction; Arcenas Group; Pakna-an Central Development Corporation; an American company to build Cardiovascular Hospital, Mactan Rock Industries Corporation; Filinvest-to build a commercial center; Ayala Land; King Group of Companies; Japanese-owned Kurata company to construct a condominium facility; University of Cebu; and another Japanese company called Sonnette to build a retirement village for Japanese market, among others.

It seems that the battle lines are becoming more pronounced between the officials of Cebu City and Cebu Province as they trade barbs about recent developments that have hurt the sensibilities of some people.
While Gov. Gwendolyn Garcia has once again unleashed her "watch me" statement about how hurt she was on the move of the city government against a project of the province, Mayor Tomas Osmeña lashed at Vice Gov. Gregorio Sanchez.
Claiming she was "deeply hurt" by the decision of the city stopping the province's multi-million development project in barangay Apas, Gov. Garcia yesterday warned the city to watch for her next move. Mayor Osmeña, on the other hand, announced yesterday that he would not insist on the land swap deal, but the province could not also expect the city to lift the resolution prohibiting the capitol to put up projects in its lots.
Garcia said, "I'm deeply hurt. As you all very well know I've always tried to find a unifying ground between the province of Cebu and City of Cebu at the expense of political expediency and sometimes even against the advice of my political allies." She pointed out that "the action of the city has shown utter disrespect and low regard for the provincial government of Cebu, for the province and constituents." Asked what will happen now with the negotiations with the city, Garcia merely answered "as I said, I'm deeply hurt so you have to watch me as I try to get over this hurt." But during his regular press conference yesterday, Osmeña was unmoved by the reaction of the capitol officials on the city's suspension of the provincial government's project. "I just hope the people will understand. Like what businessmen do in the private sector-you talk, make a transaction and come up with a deal. Don't change it. And I would like to emphasize 15 times that they accepted it," Osmeña stressed. The mayor also reiterated that he is willing to renegotiate with the province under the old deal, but he could not assure that the resolution prohibiting the province to pursue its commercial complex project in barangay Apas would also be lifted because it is the city council's decision. "What assurance can we get that once we finalize the deal, they won't change their mind again," Osmeña said. Reacting to Vice Governor Sanchez's comment that his decision imposing moratorium of capitol's projects "is not being Cebuano," the mayor explained he is doing it for the benefit of the city government and its residents who would be affected by the deal. "Yes it's not being Cebuano. It's being Tagalog-it is 'usapang lalaki.' Now we have a deal, they changed it. Is it being Cebuano?" "It is very graphic, who is the victim here. It is the 5,000 families (city residents in the province-owned lots). It's not being Cebuano. It's not even being Filipino. It is universal on earth that a mother will take care of her children. And I have 5,000 families there. But they don't see that way," Osmeña explained. The city and provincial officials have already reached a deal, under which the city has offered to give its property at the North Reclamation Area to Capitol in exchange of the province-owned lots occupied by about 5,000 urban poor families of the city. Osmeña and Garcia have initially agreed to swap the properties when some members of the city council expressed opposition to the deal, saying it will be disadvantageous to the city, the governor dropped the deal and ordered assessment of affected properties. Recently, the capitol announced it is ready to renegotiate but under new terms-it wants a "value for value" exchange of properties instead of the earlier idea of swapping its 536,986 square meters with the city's 37,554 square meters.
The city's property is worth P415 million while the province claims its lots are worth P3.2 billion.
With this proposal, the province will keep the most-prized commercial lots and residents occupying the other lots will be evicted, depending on whatever counter proposal the city government thinks of, according to Gov. Garcia. However, the value for value proposal, not all the city's residents who are beneficiaries of the Resolution 93-1 occupying the province's properties will benefit from the land swap. Last Wednesday, the Cebu City council passed a resolution seeking a freeze in any development of a 2.8-hectare province-owned property in barangay Apas.
The area is the site of the proposed commercial complex that would be called "Ciudad," from which the capitol is expected to gain P2 billion.
The resolution is asking the Cebu City Planning Office not to approve any development plans in the area pending the conduct of a study on impact of traffic in the area. Sanchez said the move "in a way it could affect" the good relationship with the city government considering that there are on-going negotiations with the lot swapping between the province and the city.
Sanchez is not also convinced with the explanation of the proposed city resolution citing about the traffic congestion in the area. "This is my personal observation and I can be wrong, in a way it could affect the good relationship with the province and the city. They said because of traffic? It is just a way of showing that they are making hard for the province," Sanchez said.-/NLQ

If there were no jeepneys, and these people were instead riding their own 20 motorcycles or cars, traffic would be even worse. An LRT system is too expensive right now and buses are bulky.
^^ what causes traffic along talamban & banilad are not jeepneys (there are only a few of them) but rather the huge volume of private-owned vehicles. imagine, a well-to-do family of four having 8 hot cars, 4 of which are used simultaneously by each member of the family. that alone defeats the purpose of equal use of public facility. a family should have 2 cars at most to regulate the number of vehicles traversing the city streets. it would be unfair to PUJs because for a single jeepney operating on the streets, at least 20 people or 15 families utilize that said jeepney. hence, road space is maximize in use with PUJs rather than have 5 cars per family and each car carries only the driver. the space that should have been used for these 5 private cars would be enough to transport a total of 100 persons for PUJs (20 pax times 5 cars) as opposed to only 5 pax for 5 private cars.

Manila-based real estate developer, Landco, partnered with Villalon-owned company Genvi Development Corp. in this P5-billion joint venture to develop a high-end residential mountain resort deemed to be the company's key project for the Visayas and Mindanao region.
During a press conference at the La Maison Ayala yesterday, Alfred Xerez-Burgos III, SBU head of Leisure Farms, said the company has been wanting to have its own development project in Cebu, however, circumstances have not allowed them to do so until such time that the Villalon property paved the way for the company's dream to finally launch its presence in VisMin.
"Landco is fairly new in Cebu but with the property of the Villalon siblings, Augusto and Margarita, which fits all the requirements Landco looks for in a property to develop, it's huge around 210 hectares, prime location, and fits our market positioning, which is high-end leisure development, we'll definitely reach that critical mass," Burgos said.
Landco VisMin group VP and Head Michael Reyes said like a rough gem, the company is making sure it will be cut properly to give Cebuanos the "high-end" living they truly deserved.
The first phase of the project will be located in Guadalupe with around 600 to 800 lots measuring 300 to 700 square meters.
The whole development, which is expected to continue for 10 years, will feature houses and lots, townhouses, condominiums, gardens, trails and other amenities.
Initial selling will start in May with lot prices ranging from P8,000 to P15,000 per square meter.
The success of Monterrazas de Cebu, will serve as Landco's springboard for other ventures into the other provinces like Zamboanga, Iloilo, Davao, and Cagayan de Oro.
The 210-hectare hillside property of the prominent Villalon clan in Cebu, covers portions of Barangays Guadalupe, Tisa, Labangon, Buhisan, and Sapangdaku. The triangular shaped property covers a cluster of eight hills, with a peak elevation of 330 meters above sea level. It boasts of the best views of the city, the sea, and the nearby islands of Mactan and Bohol.

Market, museum set for Ciudad
WITH the new stumbling block to the lot swap deal, it is not only the land security of 5,000 Capitol lot occupants that’s at stake.
Drawn into the picture is a proposed development that will pool private and public resources to build a dining, wellness and shopping destination in the region.
If plans are pursued, the Ciudad project will be 33,000 square meters of “extensive shopping selection, the finest dining in town, and the best of what the arts and culture has to offer,” according to a project brief.
A business class hotel envisioned to be four or five stories high is also being planned in the 2.8-hectare Capitol lot.
A consortium composed mainly of international companies is behind the proposed investment.
Ciudad will have a Calle Colon, named after the oldest street in the country, and will be lined with restaurants and shops on both sides.
South of it will be Plaza del Sol that will feature restaurants and will be a venue for concerts and outdoor exhibits.
Inside Ciudad will also be a three-story museum that will showcase Cebu’s arts, culture and history. A separate place will also be available for sculptures, paintings and other artwork from Cebuanos.
“Stall after stall” of merchandise will also be on display in what will be called the “mercadillo.”
There will also be another building, with a supermarket, bookstore and drugstore on the ground floor. On the upper floors will be an appliance center, hardware and family entertainment center with a bingo area, theaters and a family amusement center. (JPM)

diehardbisdak February 17th, 2007, 08:00 AM ^^ i don't believe it but if you look at the situation carefully, city hall has already made a press release that even if the land swap deal pushes through, lifting the resolution on not giving business permits in the banilad area is not 100% possible.... this means, Capitol has a lose-lose situation... in this case, Capitol might decide to finally evict the settlers surrounding the Business Park and eventually selling the lot to Ayaland Land to gain more profit for the province to support its infrastructure projects etc..... though, Capitol has to battle it out with the court before they can evict those settlers.... but i'm pretty sure, Ayalaland (CHI) is salivating to own that lot....

We've waited for the plane from Davao since there are people who are also bound for Bacolod and Iloilo and since there is only one flight per day in each of the destinations, we have no choice but to wait for them for few minutes.

if the cebu city government's intention is to really serve its constituents, they should not just be sensitive to a few. or maybe, they're pretending to be sensitive because of the coming elections. they should not forget that cebu city is not only barrio luz. they are thinking that with what they are doin now, the entire cebu city populace gets their sympathy.
i for one lost my confidence in our present cebu city leaders, the mayor and the council to mention. in their present term, i could only pinpoint a few good decisions, mostly mediocre and unsatisfactory. the excellent mayor tom was before is one i don't feel confident who can bring some good news for cebu in the future. he always got my vote in the past, but if there is a good alternative, i'd have to say thank you and goodbye to him.
the decision they made for ciudad is truly feeble. you don't stop businesses from coming just because of fear of vehicular traffic they will bring. how will the city cope with the growing demand for employment if businesses, especially the good ones are foiled just because of some silly reasons, mostly political.

Bigfoot is set to formalize SRP lease plan with city

Bigfoot Global Solutions and the Cebu City government are set to sign a Memorandum of Agreement (MOA) this coming Monday to formalize Bigfoot's plan to lease a two-hectare property at the South Road Properties (SRP).
SRP marketing arm, Cebu Investment and Promotions Bureau (CIPC) announce that Bigfoot will kick off its expansion plan of its International Academy of Film and Television inside the 300-hectare SRP.
CIPC executive director Joel Mari S. Yu said that part of the MOA that will be signed by SRP developer-Cebu City government, and Bigfoot Global Solutions, is a 25-year lease term, renewable.
Bigfoot is expected to pay a P28 million advance payment for five years. SRP's per square meter lot is pegged at P10,000 to P15,000, depending on the location.
According to Yu, immediately after the MOA, Bigfoot will start its building construction, making the company the first locator at the SRP.
Bigfoot had initially presented to build a 16-hectare integrated development plan at the SRP, which will showcase another first in Cebu.
In an earlier interview with Cebu City Mayor Tomas Osmeña, he mentioned that Bigfoot will be developing a mega Yacht Club, including a sprawling all-in-one leisure and commercial facility that will be a one-of-a-kind facility in Cebu.
Yu said Bigfoot will initially build a Sound Stages facility, for its Film and Television Academy expansion.
Reportedly, aside from Bigfoot Group, SM Group, the Filinvest Group also initially expressed interest to build a commercial project inside the SRP, and a Singaporean-company called Cebutainer Systems Corporation which needs 20-hectare for its facility.
Other investors that earlier expressed interest included; Taiwanese firm Paul Yu Group of Companies; JY Construction; Arcenas Group; Pakna-an Central Development Corporation; an American company to build Cardiovascular Hospital, Mactan Rock Industries Corporation; Filinvest-to build a commercial center; Ayala Land; King Group of Companies; Japanese-owned Kurata company to construct a condominium facility; University of Cebu; and another Japanese company called Sonnette to build a retirement village for Japanese market, among others.

They have billions why don't they build a CITY HOUSING COOPS only to the resident families? (I read about USC Graduate studies on a house to house survey of BARRIO LUZ in 1972. The University may still have the data.) The mayor is defending the rights and the flights of the Urban Poor. All over the world there are corrupt officials. But if you mean that officials who do not follow what you want are corrupt, is an unfair judgement. the case of bosnia and beirut is not synonymous to the situation that we have in cebu. i don't see things happening as intrusive and inhuman as that.

the majority should not always win because they are not at all times having the best decisions and the most eloquent of opinions. although they represent majority of cebu city (if statistics proves that claim correct), we should also remember that they are not the only people in cebu city.
it is the role of the city government to address the concerns of all sectors of the society, both majority and minority. the citizens abide by the rules and don't just complain and complain.
what will become of cebu city if these issues are not addressed well, a city of slums? how will we get the attention of investors who provide employment for the masses if we don't make an attractive city? sympathy shouldn't be looked at only in the short term. if we want better lives for every cebuano, there has to be sacrifice.
let the city government provide relocation then...
if we allow and continue to just listen only to the gripes of the urban settlers, the city will end up a big slum in the long term. address it now before our city turns out in chaos and mess.
sympathy has to come from both the heart and mind.
also, we have to take care of our tax payers as well. they are very important too.

i don't cast my vote just for the sake of it, do you? i think when i vote. you vote for a candidate because you believe that he/she can deliver and that he/she is the best among the choices. loyalty is not an issue in the elections, it is about who can bring the best leadership to his/her constituents.
every good leader has his moment and a period of shining moment and that doesn't happen all of his life. it implies that we can't keep the same leader for a long time. the strategies that a good mayor makes now may not be applicable in the next years.
i have not flip-flopped yet as i see that no other good candidate is at the helm to replace the present one.

that is not the philosophy of businesses, mind you. it is the city government's initiative to build such. that is why we want more of the ayalas to pour in investments in our city so we can gain more taxes. from the taxes, the government can improve the delivery of basic services.

ALTHOUGH they failed to meet with and ask President Arroyo to intervene for them, residents affected by the Cebu City and Cebu Province’s land swap deal got the ear of administration senatorial candidate Mike Defensor.
Barangay Luz Councilor Nida Cabrera said the former presidential chief of staff agreed to discuss the matter with her in Manila on Feb. 26. Defensor is also a former chairman of the Housing and Urban Development Coordinating Council.
Cabrera is among more than 5,000 residents who stand to lose their homes if negotiations on the lot swap fall apart, especially after the City Council declared a moratorium on developments in the Banilad-Talamban area because of a growing traffic problem.
The suspicion is that the declaration was meant to hold hostage the Provincial Government’s P2-billion Ciudad project, a joint venture with a private firm.
That, after the Capitol said it will agree to swap lands with the City “value for value”, instead of under the original terms.
Barangay Captain Nemesio Pagador vowed that they will not vacate Luz, and will fight once the Capitol attempts to demolish their homes.
The Province already sent notices of eviction to Barangay Luz and Lahug residents late last year.
“Daghan kaayo ming tawo diri. Magkagubot gyud ni (So many people will be displaced. They will certainly resist),” he said, adding that he trusts Mayor Tomas Osmeña to straighten the matter out.
Cabrera and several Luz residents joined Arroyo’s Team Unity proclamation rally at the New Cebu Coliseum yesterday.
Seeing that it was difficult to approach the President, they sought Defensor’s help instead.
But for Provincial Board (PB) Member Victor Maambong, the meeting is a “futile exercise” because the problem is just between Osmeña and Gov. Gwendolyn Garcia, who need to “sit down, be reasonable and diplomatic.”
He said Cebu City has “very respected and good leaders” who “will always have an approach where they can attack the value-for-value concept.”
He was referring to the PB’s demand that instead of swapping the occupied lots with the City Government’s 3.6-hectare property worth P400 million, as stated in the original agreement, a “value for value” exchange deal would be adopted.
The Capitol claims that the current market value of the lots the City residents are using is at least P3 billion.
The moratorium, criticized as a form of blackmail, may halt or at least delay Capitol’s development projects in Banilad.
Maambong has drafted a resolution asking the City Government to reconsider the move. (MBG)

Tourism will explore more ‘‘Suroy-Suroy sa Sugbo’’ countryside tours and highlight Cebu’s resort and spa, heritage, fashion, and furniture craft in coordination with the entrepreneurship committee headed by Jay Aldeguer (recently elected chairman of the Cebu Visitors Convention Bureau) and the ‘‘ICT – Link Asia’’ chaired by Boni Belen. I chair the tourism committee and my consultants are Tourism secretary Joseph Durano, DoT-7 Director Dawne Roa, BM Agnes Magpale, Tourism Undersecretary Phineas Alburo and Gov. Gwen Garcia (for East Asian Tourism Forum). Sub-committee members will represent the tourism and travel groups.
Miss Cebu
Congratulations to the winners of the Miss Cebu 2007, one of the glorious features of the Sinulog fest. The pageant has grown in scope, and candidates for the quest have developed into wholesome and well-rounded personalities. The production number, gowns and props this year were eye-catching. Kudos to the Cebu City tourism commission for keeping the ‘‘animo’’ alive.
Tourism blitz
Cebu is bent on exploring all possibilities and opportunities to get in the Asean market more firmly, after the successful summit which demonstrated the Cebuano grit and resources to host international conventions.
The CCCI CBM tourism and ICT Asean roadshows will travel to Japan, Thailand, Indonesia, Vietnam, Singapore, to as far as India, Honolulu, United States and Australia to entice Filipinos and foreigners to visit, then invest in Cebu. Some airlines, namely the Cebu Pacific Airways, Northwest Airlines and Continental Airlines had expressed their support and we are waiting for more partners. A tradeblitz was already done in Daly, US, co-sponsored by the Cebu International Center. Soon we will be in Hong Kong, Singapore and Vietnam.
More and more Asians are visiting Cebu to study as well. The masteral and doctoral programs of the University of San Jose- Recoletos Graduate School of Business and Management especially designed for Thai students will expand to Australia. So, expect more Koreans, Thais, Australians and other Asians to be in Cebu, soon to become an Education Hub as well.
Come April 25 to 29, the USJR Cebu Performing Arts led by its president Fr. Anthony Morillo will be in Beijing for some academic-cultural exchange programs, after which some visitors from Beijing will visit Cebu. Koreans are everywhere in many universities like University of Cebu, Southwestern University and training centers like Speechcom (despite so many Korean-managed schools in Cebu. In between classes, they get to see our landmarks).

everything is real on that pic except for the stadium and the lrc..
thats how usc-tc will look like 5yrs from now.. once the construction of the stadium is done, next to be built could either be the lrc or the new engg bldg. but i have a strong feeling that it will be the latter since there's already a budget for its construction. if i remember it right gokongwei had already donated 30 million for the bldg.

IMAGINE a Disneyland-type amusement park that will soon rise somewhere in Mactan, Lapu-Lapu city. Sounds ambitious, yes, but very doable. I can see that Cebu’s economic and tourism position stand to benefit from the venture once it is completed. Of course, Cebu which is a premier province badly needs this type of amusement park, considering the sizeable number of foreign tourists that come to Cebu every now and then.

THIS amusement park idea is still being studied very thoroughly by a team of Japanese investors who are more than willing to spend their pooled fortune here. I can see that with the completion of the amusement park, a lot of local entertainers—such as singers, dancers, magicians, comedians and other talents—would be given the chance to show off their skills and, of course, earn substantially. One of those behind this great idea is Takao Akiyama, provincial consultant on trade and investment. He and his business partners are being assisted by my very good friends Karen Lei Tabelin and lawyer Louie Armaand their staff in getting all necessary paperwork done.

Gokongwei likes a building named after him, murag legacy. just like what happened in Ateneo. they changed the name Gokongwei School of business. :)

rage@cebu February 19th, 2007, 10:45 AM Cebu City (19 February) -- “Pulong-Pulong Alang sa Kauswagan” (A Consultation for Development), a government and private undertaking that aims to discuss and tackle issues to rid obstacles that block the road for Cebu’s progress will be launched this coming Friday, February 23.
The planned regular consultation is a public-private partnership project between the Association of Regional Executives of National Agencies (ARENA) in the region, the Office of the President – Central Visayas (OP-CV) and the Cebu Chamber of Commerce and Industry (CCCI).
CCCI vice-president for external affairs Teodoro Locson Jr. will make a project presentation before the Memorandum of Agreement will be signed by CCCI president Francis Monera and ARENA-7 president Eduardo Lecciones Jr. who is also the regional director of the Dept. of Agriculture in the region. The signing of the agreement will be witnessed by OP-CV Presidential Assistant Felix Guanzon, Philippine Chamber of Commerce vice president for the Visayas Jose Ng and other CCCI officials.
Under the project, a regular meeting/consultation is conducted among concerned government agencies and the business sector where issues will be raised and discussed for immediate plan of action. The main purpose for such regular consultation is to streamline, complement and coordinate activities, program and projects by both government and the private sector that are geared towards the development of Cebu’s economy.
During the launching, the CCCI will also conduct its general membership meeting and election of its 2007-2009 trustees while members will be updated on the planned activities of the Cebu Business Month (CBM) ’07 by CBM chairman Consul Samuel Chioson. Developments on other ongoing CCCI projects will also be presented by various chairpersons.
The venue of the launching activity and elections of the CCCI trustees is at the Ching Palace in Lahug, this city at 11:00 a.m. where the site will be dressed up with a Chinese New Year theme to usher the Year of the Fire Boar.

Petron Corp., the largest oil refinery in the Philippines, plans to expand its network for autogas, or liquefied petroleum gas used as vehicle fuel, to cities outside of Metro Manila amid a growing industry, a ranking company official said.
Petron president Khalid al-Faddagh said the company would put up more LPG filling stations initially in Cebu.
“The auto LPG market is rapidly growing. It is a very exciting growth area for Petron,” al-Faddagh told reporters. Petron currently operates 10 autogas stations.
Petron has started offering Xtend, its new auto LPG brand, to the public.
Petron said LPG or autogas, as it is known abroad, was starting to gain grounds in the Philippine market, especially in the taxi sector. Autogas has been widely used abroad beginning in the 1960s.
Petron said autogas met the stringent emission standards under the Philippine Clean Air Act and required no major change in the engine configuration.
“After the conversion, the engine becomes bi-fueled, thus, the car can run either by LPG or gasoline with just a flick of a switch,” Petron said in its Web site.
Petron Xtend provides higher octane resulting in more efficient burning, smoother engine performance and cleaner engine. It is environment-friendly due to low emissions and safe to use because of the provision of safety valves and impact resistant tanks
The Department of Energy said it would come out with stricter guidelines and standards for autogas.
The department is finalizing a circular for the production, sale and distribution of autogas to ensure the safety of consumers. The circular is expected to be released this month.
The circular will specify the location of dispensing pumps for autogas, firewalls of retail stations selling the fuel and the type of nozzle that can be used. It will also include fines for violators.
Mario Marasigan, head of the Energy Utilization and Management Bureau, said autogas had become a popular alternative due to its pricing advantage over gasoline. Autogas sells at below P25 per liter compared with gasoline’s retail price of over P30 per liter.
“Fuel prices have gone up, that’s why more and more vehicles are using autogas,” he said.
There are roughly 5,000 vehicles, mostly taxis, running on autogas as of end-2006.
The government’s autogas program is a short-term measure that promotes LPG as an alternative transport fuel.

Projects lined up for UPVCC
IN ITS thrust to develop its regional campuses, the University of the Philippines (UP) has chosen to prioritize its Cebu campus.
“Cebu is a center and we’d like to contribute to the development of the region through the college. Because Cebu has the potential to grow academically and economically, then we allocate resources,” said UP president Emerlinda Roman.
The National Government has allotted some P4 billion for the UP system.
Roman said a big chunk of the budget will be spent developing the regional campuses.
Apart from additional infrastructure, Roman said there is also a need to improve the college’s academic offerings.
“What we like is a system where universities are unequal only in age, size, experience but the quality of faculty, students and academic program is the same,” she said during the launching of the UP Cebu Centennial projects at the UP in the Visayas Cebu College (UPVCC) in Lahug, Cebu City.
Alternatives
She said the development of regional campuses like Cebu, Iloilo and Tacloban will provide students with “good alternatives” other than UP Diliman, Manila or Los Baños.
“We have long been neglected. It’s time to turn things around,” said Dr. Enrique Avila, dean of UPVCC.
Avila said developing the Cebu campus will contribute to the development of Central Visayas.
“This is our chance to deliver the services demanded from us for the benefit of the local community and Cebu’s growing economy,” he added.
Improvements
UPVCC, which will celebrate its centennial by 2018, has outlined several Centennial projects including improvements in infrastructure and intensifying its current academic programs.
The Centennial projects include annotated heritage maps of 47 municipalities and five component cities of Cebu, establishment of the UPVCC botanical garden, an information technology (IT) incubation park, IT resource upgrading, revival of the UP Cebu data link, revival and the UP Cebu journal, among others.
A drafting of a campus renewal plan, which is estimated to cost some P250 million, was also planned.
Renewal
The campus renewal plan involves the renovation of the administration, undergraduate, high school and arts and science buildings, the library and dormitories.
The UPVCC also plans to construct a seven- to 10-story graduate studies building, facilities on product design and communications, faculty dorm, gymnasium, grandstand, soccer field, campus hotel or shopping center and student and faculty housing.
Avila said the campus renewal plan will rely heavily on funding from the private and public sectors, apart from the university’s own budget.
While UP is yet to identify the exact budget needed for the implementation of UP Cebu’s Centennial projects, Roman is optimistic “money will soon start pouring in” from both public and private sectors.

Firm seeks Capitol OK of Cordova golf course
THE company that wants to undertake a reclamation project and put up a golf course in Cordova town submitted its letter of intent to the Cebu Provincial Government yesterday, said Cordova Mayor Arleigh Sitoy.
“I endorsed the project provided that they comply with all the requirements,” Sitoy said.
Provincial Board Member Victor Maambong, chairman environment committee, agrees with Sitoy.
For as long as the project is socially acceptable to the barangay and Cordova municipality, Maambong said it will be easy for the Capitol to approve it.
But Vice Mayor Danilo Sinugbuhan and his seven councilors are questioning the project because they were not consulted. Neither was the community, they said.
They are also worried of the project’s detrimental effect on the fishing grounds of the barangays where it will be built.
Generate jobs
But the mayor’s father, Adelino Sitoy, said he is sure that the people will welcome the project since it will generate more jobs.
He said there are no more fish in the area and the last fisherman was their grandfather Bruno Baguio, who is also Sinugbuhan’s grandfather.
The mayor is supporting his father’s bid to run for mayor in the May 14 elections Sinugbuhan, who has the seven incumbent councilors included in his ticket.
Philippine BXT Corp. will build a 58.3-hectare golf course in Barangay Gabi. The succeeding phases of the project will extend to Barangay Alegria, as it will occupy a total of 152 hectares and will be worth P3 billion, said Sinugbuhan.
The mayor told Sun.Star Cebu that he got the company’s assurance that all the issues and concern of the community will be addressed.
“It’s mandatory that people should be consulted,” Maambong said, adding that the project “must first win the hearts” of the barangay and the approval of the council before it goes to Capitol.
In case the barangay rejects the project while the Municipal Souncil favors it, Maambong said the Province will have the last say.
The elder Sitoy, who lives in Gabi, is confident that the project will prevail if they will allow barangay residents to vote for or against the golf course.
He said that at most 500 people will be employed by the golf course once it is fully operational.
He said most of Gabi residents are professionals.
But Sinugbuhan said Adelino cannot deny the findings of the 2004 Comprehensive Municipal Profile, which found that one in every 47 percent of the total households in Gabi depend on the sea either by fishing or gathering sea products.
Surprised
He also said it is still speculative that the project will employ 500 people.
Municipal Councilor Jonathan Gairanod is also surprised why the Sitoys are so concerned about the project.
He said their questions are directed at BXT but the Sitoys are the ones answering.
The project, an eight-hole golf community development project, with Bruce Chiongbian as the proponent, was granted a development permit last June 13, 2006 by the mayor. But Sitoy denied this.
The documents further revealed that last October the Gabi Barangay Council, presided by Captain Imelda Sitoy, whose husband is the uncle of the mayor, passed a barangay resolution endorsing the golf course and a retirement village project.
In an earlier interview, the mayor admitted knowing about the project but pointed out that no formal “intent” passed through his office for approval or endorsement, except yesterday when a formal intent was sent to the governor. (OCP)

Cebu City Mayor Tomas Osmeña on Sunday admitted being bothered by Governor Gwendolyn Garcia's statement over the city's decision to impose a moratorium on issuing a development permit for a project of the province along Gov. Cuenco Avenue in Banilad, Cebu City.
Governor Garcia admitted being "hurt" by the city government's decision, and assured a proper response in due time.
"Watch me," she said.
"Of course, I'm bothered. But we have been nice to her, we have been patient to her, nangayo ang konseho og pasaylo kay na-hurt kono siya, ang nagawas diay may lain silang agenda (The council has apologized because she said she was hurt. It turns out they have another agenda)," Osmeña said, referring to the province's change in position over a land swap proposal with the city where about 5,000 urban poor families would stand to benefit.
The mayor said he was just being civil when he was seen shaking the hand of the governor during the proclamation rally of the administration's Team Unity at the New Cebu Coliseum on Saturday.
They did not talk, he said. He also would not know what to say to her if ever they would meet, Osmeña said.
Asked if his working relationship with the governor remained the same, Osmeña said, "I'm hoping."
Osmeña earlier said he would not pursue any negotiations with the Cebu provincial government if provincial officials continued to insist on their demand for a "value for value" as a condition in the land swap proposal.
The Cebu City Council passed a resolution on Wednesday to freeze the development of "Ciudad," an upscale development at the former location of Cebu International School.
The councilors said they were fearful about the project's impact on "traffic" in the area.
Provincial Board Member Victor Maambong described the move as akin to blackmail.
Maambong said he planned to pass a resolution today to ask the City Council to reconsider its decision "because it is very inappropriate."
Osmeña and some city councilors have accused the provincial board of changing the "rules of the game" in the land swap proposal.
While they previously agreed to allow the city to own 3.2 hectares of lots now occupied by about 5,000 urban poor families in exchange for a 3-hectare city-owned property at the North Reclamation Area, the Capitol now wants the city to give the province real properties worth P3.2 billion, the alleged value of the Capitol lots in question.
Osmeña said the province's new demand is "atrocious." Citing the city's annual budget of P2 billion, he said he could not possibly find a way to raise P3 billion.
"It's not even for the city. It's for the urban poor," he said.
Whatever the move of the provincial government, Osmeña said he would do everything to protect the interests of the affected families.
"Sama sa usa ka amahan, kung imong makita ang imong mga anak nga na-threatened, (Like a father, if you see your children being threatened) you will do what you can to defend them. It's a matter of protecting my constituents," he said.

Former senator John "Sonny" Osmeña said Sunday he was not threatened by calls of both Cebu Governor Gwendolyn Garcia and Cebu City Mayor Tomas Osmeña not to support those who favor the creation of new provinces in Cebu.
Sonny, a former ally of President Gloria Macapagal-Arroyo and now a senatorial candidate under the United Opposition (UNO), said the administration's Team Unity lineup "will not have the majority they allegedly got in Cebu (just like) in 2004."
Garcia, head of the local party One Cebu, announced that they would only support those senatorial candidates who would go against "Sugbuak," a term used to describe the plan to divide Cebu into four provinces.
Sonny, one of those who conceptualized the creation of new provinces in Cebu, earlier said he would still support Sugbuak when elected senator.
In the meantime, Sonny said the opposition would put up a complete slate in the province.
"The United Opposition will field a complete provincial slate and congressional candidates in all the congressional districts in Cebu," Sonny said, firming up his stance that the administration would no longer get majority of the Cebu vote.
The former senator, however, refused to reveal the identities of the candidates.
"The (deadline for the) filing (of certificates of candidacies) is still far; it is still a month away," he said.
Among congressional candidates in Cebu province's six districts, only former congressman Sol Abines publicly announced his candidacy for a congressional seat representing the second district under the UNO.
He will face the governor's father, Pablo Garcia, who has announced his plan to run for 2nd district congressman.
The opposition has not announced its official candidate for governor who will face Garcia in the May elections. There have been talks about fielding Sonny's allies such as Antonio Yapha and Clavel Asas-Martinez, outgoing representatives of the 3rd and 4th districts. But none has so far confirmed any intention to run for governor.

Processed pork being served in most dinner tables in Cebu is not just from local farm pigs. Some come from French, Canadian and German pigs.
According to Virginia Food Inc. president Felix O. Tiukinhoy Jr., the household demand for pork in Cebu is so huge that local piggery farms have their hands full feeding the domestic supply.
"We only use certain parts of the pig for meat materials. We don't have use for legs or heads. We require mostly pork bellies and pork fat, which local suppliers cannot fully supply," he said.
That is why hotdogs, bacon, hams and even corned beef materials are imported.
Meat materials are imported by container loads and processed in state-of-the-art meat processing plants such as Virginia Food's plant located in Compostela Town.
"We can say the quality of processed meat here is of the highest standards," said Tiukinhoy, who is also an eighth time president of the Philippine Association of Meat Processors Inc. (PAMPI).
Europe and North America are currently the best sources of meat because of their high health and safety standards, since some Asian countries have been banned due to disease outbreaks and other health safety concerns.
Beginnings
Virginia Food started as a small agricultural-based business, which got into piggery operations, Tiukinhoy said. In 1968, the company integrated to the meat processing business and has made their mark since.
"Our commitment is to continually develop and offer quality products that meet and exceed customer needs. This commitment to quality and productivity is collectively 'owned' by all employees," Tiukinhoy said.
At present, the company employs over 300 workers. Its plant in Compostela alone can manufacture 30 metric tons or 10,000 hotdogs in a day at full capacity.
Its Winner and Champion hotdogs hold significant market shares as well as its El Rancho Corned Beef brand, among others.
During the months of September to December when demand for all meat products approximately double, the company works on double shifts and its ham production line produces over 50 metric tons.
Although Tiukinhoy admits the meat processing industry is growing exponentially, thanks to Filipinos' appetite and penchant for feast and celebrations, the market is still dominated by the major players based in Metro Manila.
He said, however, Cebu-based processors like Virginia, King's Quality Food and Sunpride have a strong foothold in the retail markets in Visayas and Mindanao.
"Our marketing strategy is guerrilla warfare. Our promotional activities are geared directly to our customers making our products available for them in time," he said.
But as with any other industry, the market is beset by stiff competition so that any increase in price will significantly affect sales volume.
"The Filipinos are the hardest to please. They want a product of the highest quality at the lowest possible price. That is why our company and the industry are always on their toes," Tiukinhoy said.

Citom board opposes flyover for Banilad until it sees plans
THE Citom board is objecting to the construction of the flyover at the intersection of Gov. Cuenco Ave. and A.S. Fortuna St., Banilad, Cebu City until the Department of Public Works and Highways (DPWH) will present requisites such as project plans.
Citom Executive Director Arnel Tancinco made the statement after businessman Earl Kokseng asked him what they are going to do with the traffic in the area once the flyover, which they are opposing, is already there.
Kokseng said the government authorities should make a clarification before moving ahead with the project because Citom announced that it will not make a traffic plan because they don’t want to take sides, while DPWH says that they want to do it because based on their studies, it can be done.
“What will happen if the P126-million flyover is finished and Citom will say it cannot be because businessmen and property owners around it are buried and cannot bring their vehicles out of their establishments and residences?” Kokseng said.
Concerns
Tancinco said that during their Citom Board meeting, some members said that if they will make a traffic scheme, it might give the impression that they are supporting the flyover project.
“Some suggest that we will prepare the traffic plan if the flyover is completed”, Tancinco said, explaining that in most intersection flyover, the traffic signals itself will have different “personalities.”
“I am not in-charge to that program (traffic signals) but these might be things that should not be done before the construction of a flyover,” Tancinco said.
Joe Abellana of El Dorado Subdivision Homeowners Association Inc. said that if the flyover will push through, they cannot anymore make a left turn to their place if their vehicles are coming from Talamban.
Those transacting business with the Department of Environment and Natural Resources, which is also inside the subdivision, are also affected if they are coming from Talamban.
“We are not recommending the flyover. We wanted to see its plans. We do not have any statistical data that can prove that a flyover can solve the traffic problem as much as this, as much as that,” Tancinco said.
He said rerouting can be done at the Gov. Cuenco Avenue and A.S. Fortuna intersection to decongest the traffic but it might not be the solution for next month or the next year.
Tancinco also denied media reports that Citom is supporting the flyover.
“The only thing I told you (businessmen) is that if there will be a flyover, we will always regulate the crossing of vehicles in the approach of the flyover,” Tancinco said. (EOB)
