Go Nuts Cebu opens at BTC;
Ayala Center, SM City and E-Mall to follow

Cebuanos no longer have to wait for someone from Manila to bring them Go Nuts Donuts as pasalubong, as its first store in Cebu located at the Banilad Town Center (BTC) is now open to serve the public.

Kate Dychangco, one of the owners of Doughit Corp., a franchisee of Go Nuts, said the company would soon set up satellite stores in strategic locations such as the Ayala Center Cebu, SM City Cebu and Elizabeth Mall.

“All Go Nuts doughnuts in our satellite stores will be supplied by the BTC theater store, which is also our commissary,” she said during the soft opening of the store last Wednesday.

“We call the BTC outlet a theater store because the customer can see for themselves how the Go Nuts doughnuts are made,” she added.

Aside from being the first Go Nuts outlet outside Metro Manila, the Go Nuts at the BTC is the first outlet in the country to have a drive-through.

Go Nuts-BTC, which had its grand opening yesterday, also delivers doughnuts to customers with 10 or more orders, Dychangco said.

Doughit Corp. is composed of the Dychangco Group, Jimmy Lao, JDC Corp., Mai-I Resources/JEG Development Corp., Jun Selma and family, architect Maxwell Espina, Arthur Go and High Point Management.

Aside from the 15 doughnut flavors, Go Nuts also has seasonal doughnut flavors.

Next year, Go Nuts will launch sugar-free doughnuts for the health-conscious doughnut lovers.

White Gold Inc. is pursuing its plan to build an integrated commercial complex facility at the southern part of Cebu City, recognizing the vibrant movement of retail and tourists-related businesses in the area.

White Gold Inc. president Joseph Gaisano said the company is currently working on the redesigning of the original plan of the 100,000 square meter property (in statistics, the area will be as big as Ayala Center Cebu) near the Cebu Institute of Technology (CIT).

The original plan of the project is to make an integrated commercial facility such as high-rise building for a hotel, a BIG mall, however Gaisano said the company DECIDED TO MODIFY THE ORIGINAL PLAN.

He, however refused to discuss the detail of the plan's modification, only said that THE MALL COMPONENT of the project is to be RETAINED.

According to Gaisano, the entry of mall operator giants in Cebu has helped the Gaisanos in Cebu improve its businesses to be more competitive.

The Gaisanos of Cebu, who led the retail industry in Southern Philippines is able to get through the stiff competition in the sector, despite the entry of giant operators such as SM and Ayala.

The Gaisano clan, which is now led by the third generation headed by Joseph, has vowed to re-unite and work together in one to strengthen and uphold its family tradition of entrepreneurship.

The Gaisanos may compete with each other mostly in retail business in the Southern Philippines- the third generation will make desperate efforts to unify the family.

On the other hand, Alex Gaisano of the Gaisano Main Store, also expressed bullish outlook in the retail industry of Cebu, saying his company has started to invest on redesigning the interior and changing the merchandise choices of Gaisano Country Mall in Banilad.

Wow! I really wasn't aware that Gaisano has an existing plan for a mall in south Cebu City.. Just can't believe how big the project is and wow!, the mall will be as big as Ayala

you mean you haven't seen those huge steel posts erected inbetween CIT and SIT along N. Bacalso ave.? its been there for more than 3 years already until now. Gaisano Mall of Cebu is its mall name but sad to say it wasn't finished due to financial crisis.

oh really?!? But basing on the article, I'd say that Joseph Gaisano is now serious with the project. He's even hired an agency to redesign the plan...

I just can't imagine Cebu after all these new malls and mall renovations...

Wow, I stayed in Marriot Hotel in cebu for a couple of days when I was there, I didn't even know they have a nice breakfast bar there. Or, Was it a restaurant? I just find the room there a bit smaller comparing to Shangrila Hotel.

CCCI helps local leaders attend 5th Asian summit


IN ITS desire for Cebu’s local government officials to run the province efficiently, the local business community decided to pool their resources and spend for the participation of selected government officials to the gathering of mayors in Asia.

Cebu Chamber of Commerce and Industry (CCCI) president Robert Go said the chamber, with the help of some sponsors, spent millions to send five delegates to the 5th Asia Pacific Cities Summit 2005 at Chongqing, People’s Republic of China last Oct. 11 to 14.

“The government said they had no budget for the event. But we (CCCI) found the summit essential because it focused on the sustainable development of cities and explored ways to achieve harmonious development of human beings, nature and cities. We thought our government officials could learn so much on how to run their cities so we decided to send them, all-expense-paid,” he told a news conference.

The delegates to the summit were Cebu City Vice Mayor Michael Rama, Cebu City Councilors Joy Pesquera and Procopio Fernandez, Cordova Mayor Arleigh Sitoy and Toledo City Mayor Arlene Zambo.

Go said the chamber’s major objective was to expose the delegates to what their counterparts from other countries in Asia are doing to develop their respective areas of responsibilities.

Master plan

“We expect them to apply what they learned and make developments in their own cities and municipalities,” he said.

Go said this is the first time the CCCI initiated such a move of spending for government officials.

This is because the chamber is doing its best to realize its master plan, which is now being revised, with the hope to achieve its dream and vision of making Cebu another Hong Kong.

The topics discussed during the summit were cooperation and exchange between Asia-Pacific cities; making cities competitive by infrastructure, finance and metropolitan governance; cultivating lifetime learning to build city capacity through education; harmony between man and nature; job creation; identifying growth opportunities and leveraging on external drivers and harnessing the transformative power of technology.

Meanwhile, Go said President Gloria Macapagal-Arroyo will grace the chamber’s general membership meeting on Oct. 26 at the Cebu City Marriott Hotel. The President will talk about gearing the country toward the economic turnover in 2006.

The chamber’s revised master plan for Cebu will also be presented during the meeting. (JBN)

Maximum tolerance, not CPR, used in Cebu rallies
No violent dispersal because rallyists don’t force their way

CEBU CITY — Instead of water canons, loud speakers playing various songs met militant groups who attempted to get inside the premises of the Malacañang sa Sugbo here last Friday afternoon.

Competing with the militants’ shouts for the ouster of President Gloria Macapagal Arroyo, the loud speakers were set up in front of the Malacañang sa Sugbo with hundreds of anti-riot policemen and a firetruck deployed at the area.

There was no violent dispersal as members of militant groups Bagong Alyansang Makabayan (Bayan), Karapatan, Kilusang Magbubukid ng Pilipinas, Anakpawis, and other groups did not force their way into the premises of the presidential residence in Cebu.

The loud speakers were turned off when Bayan Central Visayas Chairman Paul Rodriguez requested the Presidential Security Group that the rallyistS be allowed to express their sentiments on various issues, minus the loud music.

The group only stayed for 30 minutes near the Malacañang sa Sugbo. They trooped towards the Colon area to meet other groups for a larger gathering.

Cebu City Police Office Chief Melvin Gayotin said the "no-permit, no-rally" policy was not enforced last Friday, and that maximum tolerance was applied because the protesters were not violent.

After the rally of militant groups last Friday afternoon, thousands of members of groups seeking the ouster of President Arroyo also gathered at the Fuente Osmeña Circle Friday night for a "petition prayer."

The groups’ assembly came after the controversial use of water cannons to disperse prayer rallyists in Manila Friday last week.

Observers and sources believed last Friday’s assembly was a test of the government’s calibrated preemptive response (CPR) in the city.

But the police enforced a maximum tolerance, and no violent dispersal took place.

Various groups assembled and "prayed to God for the end of the PGMA regime and the end of the national leadership of traditional politicians."

Composed of 15 religious and non-government organizations, the movement started their petition prayer at 5:30 p.m.

Goldland eyes Mactan, Bohol for next project

The developer of Cebu Hilton Resort and Spa, Goldland Philippines Inc. (GPC) is looking at building another resort in Mactan or in Bohol in the next few years, as the seven-year old Cebu Hilton project will be completed next year.
Cebu Hilton Resort is currently in full-swing operation with its 246 rooms already opened, the third tower for the condominium units is targeted for completion next year.

GPC president Manuel Osmeña said after Hilton, he is looking at developing another resort facility in Mactan, in partnership with an international hotel management chain.

"I don't have to look too far, my preference is either Mactan or Bohol," Osmeña said in an interview with The FREEMAN.

The 246-room Cebu Hilton Resort and Spa is set to have its grand opening this October 26, to be graced by no less than President Gloria Macapagal-Arroyo.

According to Osmeña, he will take advantage of the robust tourism industry in Cebu and Bohol, and that investing into resort facilities, is very feasible now.

The P2 billion Hilton project in Cebu which started its construction in 1998, has three major components, the five-star resort hotel, the residential condominiums, and the Resort Club.

Cebu Hilton Resort and Spa is the third five-star resort in Cebu, although the project went through a very challenging journey which was heavily affected by several crises since 1997, Osmeña said now it has come to reality, and he expects to get the return of investments (ROI) fast.

The Philippine government has played a very important role in the crisis-battered project, as it opened its arm to give financial assistance to the project.

Last year, the government-led Philippine Export and Import Credit Agency (PhiEXIM), Philippine Veterans Bank (PVB) and Hilton Cebu Resort and Towers' developer GPC signed a P380 million loan and guarantee agreement to finance the completion and operation of the project in Mactan Island, Cebu.

The GPC loan and guarantee deals with PhilExim and PVB is the first of its kind agreement done in Cebu, for large project arrangements

The entire resort is managed by Hilton International, the oldest hotel chain in the world. This is also the only Hilton Hotel in the Philippines, after the Hilton Manila declared closure few years back.

Due to the vibrant tourism industry in Cebu, with both international and domestic guests are wanting for five-star resort accommodations in Cebu, Osmeña expects its in the next five to six years.

"I am confident that we can hit our ROI within five or six years from operations. We are not just getting our resources from the hotel operations, but also from our condominium units' sales," Osmeña said.

He said the Hilton project is a unique development for Cebu because it doesn't only offer the five-star resort facility, but at the same it houses owners and occupants of its residential condominium units.

Cebu province's interest paramount - former governor Garcia

Cebuano delegates to the Consultative Commission (Concom) vowed to protect the interest of Cebu first when they start making recommendations to revise the country's 1987 Constitution.

Former governor Pablo Garcia, a constitutionalist, said that if the country's form of government was changed from presidential to federal or parliamentary, "this will be an advantage for Cebu."

"If we go federal, Cebu can stand on its own," Garcia said, adding that this would be seen "when the country's form of government is changed because there will be more autonomy."

"We will defend the interest of Cebu. Of course, we are Filipinos, but we are also Cebuano first," Garcia said.

The former governor said the country's existing Constitution "is a reactionary Constitution" because it was designed to prevent recurrence of events, such as the Marcos dictatorship.

"But this no longer addresses the present demands," he said.

ALU-TUCP national president Democrito Barcenas and his vice president Cecilio Seno also vowed to help unite the country through their participation in the commission.

Mendoza said he wanted some existing provisions to be maintained, particularly those on cooperativism among laborers, either in the formal or non-formal sector.

Seno, for his part, said that if the constitution would be changed, this would be a chance "to repair the divisive nation."

Mendoza said their job would be to know the stand of the people, receive position papers and include these suggestions in their recommendations.

He said that regardless of what sector a Commissioner would be representing, each would also participate in other concerns.

The commissioners' roles and their knowledge must be encompassing, Mendoza said.

On Monday, the commission will start conducting consultations. On Tuesday, the group will start meeting in plenary.

Cebuanos learned of their Old Cebu/downtown Cebu....with no trees at all, result? slight rain, floodings will occur. Cebu City is getting more congested so LGU's find ways to preserve the trees in the uptown area/New Cebu amidst its fast progress..to lessen the pollution problem...

question lang, i heard whilst i was still in cebu that the city government is planning to transfer Bagong Buhay rehabilitation center away to a different location, although i dont know where (since risgo kayo nang magmantinir ug prisohan duol sa business park) Is there any progress on the issue and have they started construction of a new prison?

Cebu Provincial Detention and Rehabilitation Center (CPDRC).... was the one transfered to brgy Kalunasan...the new jail is one of the newest and most advance... Surveillance cameras and automatic door locks are installed in the new CPDRC. The old jail along MJ Cuenco ave was transformed into a Museum

Cebu to host 2006 ASEAN Summit

President Gloria Macapagal-Arroyo yesterday announced that Cebu will be hosting next year's Association of Southeast Asian Nations (ASEAN) Summit.
She made this statement during her speech at the grand opening of the Hilton Cebu Resort and Spa at barangay Punta Engaño, Lapulapu City.

"With all these new hotels, five star hotels, now Cebu can host next year's ASEAN summit. It's going to be a great summit not only for ASEAN but also for us, because Cebu is what we want to showcase and Cebu is indeed the showcase of what Philippines can be," Arroyo said.

The president was the guest of honor for the grand opening of the new hotel facility and she also took the time to address certain concerns like the threat of avian influenza or bird flu.

Arroyo, who got an overwhelming majority in the province during last year's elections, said that Cebu is a strong island because of its leaders who are doing their best to make it as it is. "Cebu can be our model for a strong republic."

Arroyo added that to strengthen our republic, is not only muscle, it means establishing a government of national unity by initiating consultation of this idea to the major political parties.

"The rest of the world looks to us for this kind of unity that they have seen in the countries around us. But the principle of government of national unity is not meant to please the opposition but to consolidate the nation behind our economic take off," Arroyo said.

The President clarified that this is not power sharing since power sharing is only applicable in the parliamentary system, which will have to wait until our Constitution is amended.

But in the meantime, it is sharing public leadership and responsibility for the common good.

Furthermore, the President said that in order to strengthen our Republic we shall also introduce, through the help of policy makers a more democratic and a more participatory mechanism for maintaining dialogue with the people in lieu of militant demonstrations and rallies.

VISIT TO OLANGO

The president also took time to visit the Olango island wildlife sanctuary right after she arrived to the airport from Manila. This is part of her government's efforts to prove that the country remains free from the dreaded bird flu.

She stayed in Olango for about 10 minutes to talk with the local leaders and environment officials and even did some bird watching before going to the Hilton Resort.

Arroyo was joined by Cebu governor Gwen Garcia, Lapu-Lapu City mayor Arturo Radaza, 6th District Rep. Nerissa Son-Ruiz, Environment Secretary Michael Defensor, Tourism Secretary Joseph "Ace" Durano, Rep. Eduardo Gullas, Rep. Red Durano and other local officials.

During her speech at the hotel, she congratulated the Department of Environment and Natural Resources for preserving the bird sanctuary.

"We went to the island because Olango is one of the three most important bird sanctuaries in our country and it is very important for us to protect our country from the avian flu," Arroyo said.

She noted that for the last two years the Philippines has been saved from bird flu.

TOURISM CONCERNS

The president is also pushing for the improvement of the peace and order situation, infrastructure, and increasing tourist arrivals in the country.

She said, the government is expecting 2.7 million tourists to come to the Philippines this year, which is 22 percent more that the tourist arrivals last year.

In 2004, she added, half of the 2.5 million tourists who came to the Philippines came to Cebu. "This year of the 2.7 million tourists we expect 75 percent to come to Cebu because of the beautiful white beaches and the diving spots."

She however pointed out that the country needs to make sure that we address the current political and economic crisis since this will also drive tourists and tourism investors away. She explained that the political turmoil in 1983 drove Hilton away from the country.

OTHER CONCERNS

Arroyo said that Cebu now has stable power with the operation of two major projects of the National Transmission Commission, which she just inaugurated. She said that the two projects, the Leyte-Cebu Interconnection Upgrading Project and the Mactan-Cebu Interconnection Project, will make sure that Cebu will have no brownout for the next five years. She added that power rates here are also competitive because of the use of geothermal power and therefore, free from tax.

But to make the nation as strong as Cebu is as an island, she said that it must begin with reconciling with God. "With Avian flu around us, we have terrorism, we have destabilizers, we have high oil prices, we must turn to God. That's the first thing we have to do, reconciling with God."

She also urged the government officials to focus on "ordinary people we must serve," ordinary citizens and the businessmen who have a lot of things to do to the government."

She also asked the businessmen to help the Committee on Effective Governance, which she just launched, to help the entrepreneurs and fix the frontline services.

"We must keep a physical environment, a bureaucratic environment that is conducive to work relation with the end goal of being in the first world in 20 years when our SK will already be the main players in our society. And to do this I want to mobilize the whole of Philippine society starting with the pillars of business in Metro Manila, Davao and Cebu such as the CCCI." Arroyo said. - Wenna A. GMA orders new facilities for Mactan airport

President Arroyo has ordered officials to build or renovate facilities at the Mactan-Cebu International Airport in time for next year’s meeting of the Association of South east Asian Nations (Asean) in Cebu.

Airport General Manager Adelberto F. Yap said President Arroyo gave him the task only yesterday.

Yap believes that one year is too short a time to prepare, considering that they have to construct additional tubes for aircrafts and parking ramps for airplanes.

“Usually, a head of state will bring his own aircraft that will be on standby during the duration of their summit. In this case, parking ramps are important for security and safety,” Yap said.

Within the first quarter of 2006, the airport authority will install at the domestic and international arrival areas two baggage X-ray machines worth P100 million each.

The vacant spaces alongside the runway that are in full view of arriving airline passengers will be landscaped.

Venue

According to Yap, heads of the Asean states and other foreign dignitaries chose Cebu over Manila as venue of their meetings because of the political instability in the Capital.

Besides, Cebu is strategic for travel to Asean nations, which are all less than five hours away.

On Nov. 10-13, 2005, the 14th Meeting of the Asean Directors General of Customs will be held at Plantation Bay Resort and Spa. Acting Customs Commissioner Alexander Arevalo designated District Collector Ma. Lourdes V. Mangaoang to make the preparations for the Asean meeting next month.

Finance Secretary Margarito Teves will be the keynote speaker during the opening ceremony and plenary of the Asean customs commissioners meeting.

The Mactan airport, which was declared an international airport in 1991, is serving at least 2.5 million passengers a year. The facility can accommodate five million passengers.

The airport is servicing about 676 commercial domestic and international flights a week and transports an average of more than 7,000 passengers daily.

According to Yap, the domestic and international terminals will also be refurbished and will be rented to airline companies once the P84-million administration building is built before the Asean summit. (EOB)

Korean company eyes ICT business in Cebu

A group of Korean businessmen are in Cebu to explore business opportunities in the information and communications technology (ICT) sector.

Telecommunications Office (Telof) Commissioner Elberto Emphasis said 12 officials of Korea-based Maxson Asia Telecommunications were among those who welcomed President Arroyo during the grand launching of the Hilton Cebu Resort and Spa yesterday.

He said Maxson is a consortium of companies in the ICT business and is involved in hardware manufacturing, software development and telecommunications.

Serious

The group is a member of the Christian Council of Korea, the biggest protestant group in that country.

Emphasis said on the sidelines of Hilton’s grand launching that the group is serious about its plan to invest in the country.

“The group came to Telof and asked for our help. They are willing to invest an initial of P500 million in the country’s ICT sector. Telof is also looking at the possibility of partnering with the group,” he said.

Telof is a national government agency under the Commission on Information and Communications Technology.

Yesterday marked Hilton International’s formal return to the Philippine shore after 17 years of absence in the country. The first hotel managed by the international hotel management company, which was located in Manila then, closed in 1988.

Hilton International said Cebu has plenty to offer to tourists.

Hilton Cebu is owned by Goldland Philippines Corp.

Goldland Philippines president Manny Osmeña attributed the success of the long overdue Hilton Cebu “to God.”

Lesson

“With this project, I learned the lesson of total dependence on God,” he said.

The six-year old Hilton Cebu, which was conceptualized in 1997 weathered a series of crises—political and economic in nature – which led to speculations the development will not see completion.

“For those who did not believe in the project, who even prosecuted the project, I especially thank you because you forced me to depend on God,” Osmeña said.

President Arroyo said it “is also God’s will” that the Hilton Cebu is able to open this year.

Arroyo sees banner year for Cebu tourism industry

CEBU City -- President Gloria Macapagal-Arroyo said here yesterday Cebuanos can look forward to another banner year for the local tourism industry as up to 2.025 million tourists are expected to flock to this southern province famous for its beautiful white sand beaches, diving spots, bird sanctuary and the hospitality of its people.

In her speech at the grand opening of Hilton-Cebu Resort and Spa in Mactan, the President said 75 percent of the 2.7 million tourists projected to arrive in the country this year is expected to visit Cebu.

The projected 2.7 million tourist arrivals this year represent a 22 increase over that of last year’s 2.4 million.

Last year, half of the tourists who came to the Philippines visited Cebu, the fastest developing industrial-commercial hub south of Manila.

"Indeed, Philippine tourism is on a role. Cebu tourism is on a role in front of great destinations," the President said.

She pointed out that among the province’s top tourist attractions are its beaches, diving spots and bird sanctuary, which she described as among the best tourist come-ons in the world.

Earlier, the President visited Olongo Island in Lapu-Lapu City, the site of the Olango Island Wildlife Sanctuary (OIWS), one of two popular bird sanctuaries in the country. The other is the Candaba swamp in Pampanga.

‘A model for strong republic’

President Arroyo wants to make Cebu “a model for a strong republic” and urged investors to do business in the province, which will bring in more tourists and will have stable power supply in the next five years.

Arroyo, in a speech, also asked pillars of the business community to maximize the use of lands as a “source of wealth” and to speed up the development of rural areas through reclamation projects.

She specified the reclamation projects in Talisay City, Mandaue City and Daanbantayan town.

Aside from commending Tourism Secretary Joseph “Ace” Durano, a Cebuano, for the improvements in the tourism industry, Arroyo said Cebu will bring in 75 percent of the projected 2.7 million foreign tourists to the country this year.

With the P3.7-billion Leyte-Cebu Interconnection Uprating Project and the P2.06-billion Cebu-Mactan Interconnection Project that she launched yesterday, the President said there will be no brownouts in Cebu in the next five years.

Competitive

“Of course, if Cebu grows faster than we expected, and it might very well do so, then that guarantee will be good for three years. But we have the money to put up the additional (power facilities),” she said.

Arroyo also assured investors that power rates in the region will remain competitive because these are from alternative sources, like geothermal energy, and is exempted from value-added tax.

“So put up more tourism facilities here in Cebu,” she said in her speech.

The President was in Cebu yesterday for the inauguration of the Hilton Cebu Resort and Spa in Lapu-Lapu City and the ceremonial switch-on of the two power projects.

With the new hotel and Cebu hosting the Association of Southeast Asian Nations Summit next year, she said “Cebu will be a showcase of what the Philippines can be.”

Arroyo lauded local officials, such as Gov. Gwendolyn Garcia, Cebu City Mayor Tomas Osmeña, Mandaue City Mayor Thadeo Ouano and Lapu-Lapu City Mayor Arturo Radaza, for making Cebu a “strong island.”

She also urged Cebua-nos to help her bring unity to the country, which is rocked by political turmoil and threats of destabilization.

As part of her government’s priority programs, Arroyo also announced that she will continue to protect the bird sanctuary in Olango island.

“It’s important for us to continue to protect the country from the avian flu. It’s been in the region for the last two years, but the Philippines has been spared,” she said.

Arroyo said she graced yesterday’s inauguration of the hotel since the hotel chain is the first five-star hotel that came to the Philippines during the term of her father, president Diosdado Macapagal.

“After 17 years, Hilton is back not necessarily in Manila but I’m happy it’s in the province that gave me the one-million majority in the last elections,” she said, eliciting applause from the audience. (CYR)

Hilton opens New Resort on Mactan Island, Cebu

Hilton International returns to the Philippines today with the official launch of its newest Hilton Worldwide Resort on the tropical island of Mactan in Cebu, the Philippines.

The 246-room French Mediterranean inspired resort features a private sandy beach, multiple dining outlets, marine activities such as deep sea diving tours, and a seven treatment room garden spa.

Tourism secretary wants correct info on virus

Cebu’s main government hospital is prepared to handle avian influenza or bird flu cases.

The country remains free from the bird flu virus, but Dr. Christopher Samson, OIC of the Vicente Sotto Memorial Medical Center (VSMMC) emergency department, said they have been ready for any admission since two weeks ago.

Samson pointed out the importance of education and information dissemination to warn people about the virus, as well as remove any misconceptions about bird flu.

Eating

The most popular misconception is that one gets infected with the virus by eating contaminated poultry, such as chicken and duck.

“It’s okay to eat poultry because (bird flu) is not a food-borne illness,” Samson said.

Still, the hospital is taking precautionary measures.

Media Liaison Officer Eleodoro Mongaya told Sun.Star Cebu that the hospital staff has discussed what should be done in case of a bird flu scare.

The creation of an express lane for those infected with the virus was among the suggestions.

One of the challenges is diagnosing avian flu because it manifests symptoms of ordinary influenza such as cough, fever, weakness and sore throat.

The H5N1 strain of bird flu began sweeping through poultry populations in Asia in 2003. It has killed or forced the culling of tens of millions of birds and jumped to humans, killing more than 60 people in Southeast Asia, mostly in Vietnam and Thailand. It has also infected birds in parts of Europe.

Sick birds

Most of the human deaths have been linked to contact with sick birds. But the World Health Organization has warned that the virus could mutate into a form that is more easily transmitted from human to human, possibly triggering a pandemic that could kill millions worldwide.

Apart from the threat to human life, officials are concerned that a global pandemic could force governments to severely restrict the movement of people and goods—actions that would batter many industries.

Scare

Tourism Secretary Joseph “Ace” Durano, meanwhile, said the government wants to make sure travel agencies and tourism offices get accurate information, so the virus will not scare away travelers.

“If we do not feed accurate information, potential tourists would think that the whole Asia is affected (by the virus) and the Philippines will also be affected,” Durano said in an interview yesterday.

President Arroyo and some Cabinet officials visited the Olango Island Bird Sanctuary last Wednesday to assure tourists that the bird flu has not reached the Philippines and it’s safe to travel here.

VSMMC has already organized an orientation for hospital employees on the facts of the avian flu.

The hospital has also prepared a pamphlet about the virus.

Samson said it is best for persons who show symptoms of ordinary flu to seek medical attention right away.

Complications include severe viral pneumonia, respiratory distress syndrome and multi-organ failure.

Bird flu can be transmitted to humans “through inhalation with infected discharges of sick chicken.”

To prevent any chance of getting the virus, Samson advised those with fowls at home to prevent them from roaming freely and to avoid any contact with infected birds.

Carcar's 'Kabkaban'
pageantry returns

AFTER a year's absence, Carcar's Kabkaban Festival is set to return this year, to honor its achievers in the field of arts and religion.

Carcar Mayor Patricio Barcenas and officials of the Carcar Heritage Conservation Society (CHCS) announced at a press conference yesterday that internationally renowned artist Romulo Galicano, a native of the town, would be feted during the festival on Nov. 20.

The late Monsignor Teofilo Camomot, founder of the Daughters of Saint Teresa, Exequil Barangan, founder of the Servias Sisters, and the late Martino Abellana, Galicano's mentor and a national art icon, will also be honored during the festival which commemorates the martyrdom of Carcar's patroness, the early Christian Saint Catherine of Alexandria.

Camomot and Barangan made Carcar the only Cebu town that has produced two religious congregations.

Another priest, the late Fr. Anastacio del Corro will also be honored. He founded Carcar's Saint Catherine's School.

"Kabkaban" comes from the root word "kabkad", the local name of a tree-climbing fern that carpeted the branches of acacias in the town. Kabkad is also the original name of Carcar before the town was Hispanized.


The CHCS, which has been given the full management of the festival, will celebrate a milestone this year: the passage last September of the first law in Cebu province protecting heritage structures, monuments, and historic sites.

Known as the Carcar heritage ordinance, the law is one step closer to the society's dream of having Carcar declared a heritage town.

"We believe that our heritage town must not exist in a vacuum. It must exist to serve the needs of all Carcaranons and the future generations," the society, headed by Manuel Castro, said in a statement.

On Nov. 20 at 3 p.m., a parade will feature 10 dancing contingents that will showcase icons of Carcar's culture: chicharon, lechon, ampao, bucarillo, takoy, shoes and slippers, pandayan, religious congregations formed in Carcar, famous Carcar artists, and Carcar musicians and old Cebu Parian district families of Valladolid, Carcar.

Dance choreographer Val Sandiego, a Carcaranon, will lead his dance troupe in depicting some of Carcar's most historic families.

have you noticed those box metal line on the street just near or beside the street junctions where the vehicles stop when it is red signal.... its the embedded sensor in many Cebu City intersections....

The SMART traffic system thing from Australia has been operating in Cebu for a decade now. :) its the first and only in the country :D

Many said the SMART system is difficult to implement in Manila evidently because of the drivers' drag racing skills haha.

"I think it's a pity. It's not necessary at all. Why sell yourselves cheap?" he said.

He urged hotels to take a close look at their room rates and put a premium on the quality of Cebu as a destination, which is comparable to other tourist destinations.

"You are in the process of building the brand Cebu. If you position yourself as a cheaper destination, the image will stay. Since, there is so much interest in Cebu, there is an opportunity (for Cebu) to be somewhat less modest," he said.

Since Cebu is becoming popular among tourists, he said, the tourism industry should identify the image it wants to develop.

"Cebu seems to be an area where tourism has grown very fast. It is considerably a safe area. It has everything, from a resort point of view, to offer," Klein said.

He also cited Cebu's proximity to its primary target markets.

"Cebu is only a few hours flying time from some of Asia's great metropolises. With the hotel just 10 minutes from Mactan Airport, it means that an expanding catchment of affluent travelers, particularly from Korea and Japan, can fly from congested cities to a relaxed and laid back paradise in a matter of hours," Klein said during the opening ceremony of Hilton Cebu Resort and Spa held Wednesday afternoon.

Extreme sports events to bring in
more Europeans to Cebu


THE HOLDING of extreme sports events here enables Cebu to tap the European travelers market.

Mikko Gonzales of the Sports Climbing Association of the Philippines, Inc. (SCAPI) said that Cebu is becoming a popular destination for rock climbing groups in the country.

"Manila climbers, for instance, come here in Cebu just to climb. In fact, Cebu has more than 100 routes for rock climbing activities, that if promoted and developed could help attract more climbers nationwide and even those from abroad," said Gonzales.

Gonzales cited Toledo City's rock terrains to have huge potential as a rock climbing spot.
However, the natural formation of the town city has been threatened by quarrying, he added.
Rock climbing is one kind of an extreme sport touted to be popular among Europeans.
SCAPI member Jhong Narciso, on the other hand, said that developing rock climbing activities would help boost Cebu's tourism.

"Europeans have made climbing as part of their lifestyle. They love adventure and the elements of risk or danger involve in this extreme sport," said Narciso.

In fact, Narciso said, the extreme sport became popular in Phuket, Thailand attracting many adventure-seekers from Europe.

SCAPI holds today the 3rd and final leg of the 1st National Bouldering Competition here in Cebu.
Enrique San Juan, the event's project coordinator, said that the two-day event is one of SCAPI's concerted efforts to further promote and develop Cebu as a rock climbing destination.

Bouldering is an athletic recreational sport, a shortened dynamic version of climbing.

Top-ranked climbers from all over the country will converge at a vacant lot in the corner of Gorordo Ave. and Pedro Calomarde St. to vie for honors in the tournament, the first to be held in Cebu.

The top-five winners will compose the Philippine bouldering team who will compete in the Southeast Asian Games next month and the Asian X-Games in Thailand next year.

Graphics facility for Hollywood promotional wares in Cebu, Philippines

Cebuanos’ good (computer-aided) design talents has bring in United States based investor to Cebu, and establish a conceptualization and design facility for cinema standees, and other promotional collaterals for Hollywood movie production companies.

VersaGrafx Designs Philippines Inc., has opened its first and only facility outside of United States in Cebu at the Asia Town IT Park.

This means that Cebu will be one of the brains for design requirements of Hollywood movie production companies, such as MGM, Universal Studios, Warner Bros, Columbia Tristar, among others.

VersaGrafx president Larry Collins said the good pool of talented people in Cebu, especially the high-skilled designers pushed him to initially invest about US$250,000 to set up the facility in Cebu.

The company’s designing process will involve a review of cinematographic materials and on-location shoots and still photographs to be used in the conceptualization and design.

The finished products will be the visual and construction designs of the cinema standees and DVD tower casings in electronic files and the movie webpage designs.

These will be used for the manufacture of cinema standees, which are the promotional materials for movies placed at cinema entrances and DVD retailers.

The web pages on the other hand, will be posted on the Internet to advertise the specific movies.

Collins who also maintains companies in Los Angeles, California, specifically in Beverly Hills, called VersaGrafix Design Group, and the VersaStack Merchandising, has been doing business for big Studios in Hollywood for over 15 years.

“The company’s strength lies in the long and satisfying working relationship between American investors and Hollywood movie producers, which has been developed over the past years,” Collins said.

With the high-quality designing talents of Cebuanos, or Filipinos, he said he is hoping to expand its facility here, and will make the Asia Town-based office as its headquarters.

Collins, who just came to Cebu for scuba diving vacation was impressed by the pool of talented people here, whose works can be well marketed in the most demanding and sophisticated industry in the world, the Hollywood entertainment industry.

VersaGrafx Design, is using CAD, 2D and 3D software solutions. And it will be importing more state-of-the-art and the most updated hardware and software products to aid the production in Cebu.

Aside from expanding its talent pool here, the company is also looking at establishing its own building within the Asia Town I.T. Park in the next one to two years.

The opening of this facility, which offers a new dimension to IT investments in the Philippines, has made the Philippine Economic Zone Authority (PEZA) director general Lilia de Lima flew to Cebu just to grace the grand opening, Tuesday.

De Lima urged Collins to spread the news to his colleagues and business partners in the U.S., especially in Hollywood of the capability of Filipinos to do outsourcing jobs may it be in design, animation, among others.

She also assured Collins, that the government both in the national and local levels is committed to support in these kinds of investments.

Shipbuilding sector gets LGU assurance

Balamban Mayor Alex Binghay said he continue to support industries to push the development of the southwestern town.

This, as Tsuneishi Heavy Industries (Cebu) Inc. managing director Masahiro Kawakita asked the local government’s support for development projects in the town.

Kawakita and Binghay joined Balamban’s key industry players to celebrate the town’s growing reputation in the shipbuilding sector.

FBMA Marine Inc. president Doug Border expressed appreciation to the local government’s support during the nine-year existence of the shipbuilding industry in Balamban.

“Balamban is now recognized for building vessels of world standards and assuring passenger safety,” he said.

Metaphil, a division of Aboitiz Construction Group, convened Balamban local government and private sector leaders.

In the meeting, Metaphil president Napoleon Pe vowed to provide support for the development of Balamban. (PR)

State of calamity
up in Borbon town

THE BORBON municipal council yesterday placed the entire town under a state of calamity, a day after dirty drinking water was tagged for the outbreak of typhoid fever, which has so far killed two and downed at least 200 others.

An analysis of water samples from Borbon confirmed the presence of Escherichia coli, or simply E. coli, one of the main species of bacteria that live in the lower intestines of warm-blooded animals, including mammals like humans, the Regional Epidemiological Surveillance Unit (RESU) said yesterday.

The presence of E. coli in water from both groundwater sources and the Borbon Water District indicates fecal contamination, said Renan Cimafranca, RESU officer-in-charge.

"The test result showed that (water from Borbon) is positive for fecal coliform and there is also the presence of E. coli bacteria. (The water) is very unsafe for human consumption," he said.

Councilor Noel Dotillos, husband of the town's health officer, said the municipal government had similar findings "proving that bacteria which cause typhoid and E. coli are in the water."

The sudden surge in typhoid cases in the town has prompted its council to declare a state of calamity, which will allow the mayor to access the P2-million emergency fund to combat typhoid fever in 11 of the 19 barangays.

Vice Mayor Bernard Sepulveda said the municipal government would focus on preventing the spread of the ailment by providing financial assistance to victims and constructing toilets and bathrooms, which some households in the northern Cebu town lacked.

With the council's help, Mayor Neil Vergara created a task force, which would be headed by the municipal engineer, to identify households and establishments that lack enclosed and clean toilets-requirements under an ordinance passed in 2003.

Vice Mayor Sepulveda said the task force would also "evaluate the situation of all the victims" to determine the amount of financial assistance needed.

The council is also looking into the condition of the Borbon Water District, where most town residents, especially those living in typhoid-infected barangays, source their drinking water.

The Borbon Water District is being operated by the Local Water Utilities Authority.

The RESU's Cimafranca has three suggestions to prevent the further spread of bacteria in the town's water system: rehabilitate the water district, sustain chlorination of water supply, and invest in more "chlorinators."

"Personally, I do not see the need to shut down the water district. But what is important is to monitor the chlorine level. There should be rehabilitation of pipes and the clean-up drive should be emphasized," he said.

The situation, however, has not yet reached an alarming level, Cimafranca said.

Cebu Daily News yesterday visited the Borbon Water District's Matinao Pump Station and found out that people living near the facility were still using water from a spring for washing clothes and for drinking.

Two Matinao residents are being treated for typhoid at the hospital.

The pump draws water from the spring and supplies water to all clients of the district. Despite being enclosed in a concrete fence to ward off animals, pump's integrity has been compromised by a leaky old pipe leading out of the station.

In an interview, a resident told CDN that most villagers were drawing water from the spring despite hearing news that hundreds had already been hospitalized due to typhoid fever.

The resident, who refused to be identified, said they could not afford purified commercial water, which retails at about P33 for every five gallon container.

At present, there are nine people afflicted with typhoid fever confined at different private hospitals in Borbon.
Cimafranca said they are also monitoring 165 suspected typhoid fever cases and water supply in nine barangays, including Campusong, Clavera, La-aw, Lugo, Poblacion, Tagnucan, and Yati.

Cebu City tax collection up


CEBU City's business tax collection reportedly went up after the city cracked down on a scame in the issuance of fake business permits.

City administrator Francisco "Bimbo" Fernandez said this has been the trend since the scam was uncovered.

Fernandez, however, did not give specific figures.

Many business establishments have been calling the revenue generating task force to check whether their permits were genuine.

Last Thursday, two city hall workers were charged by the National Bureau of Investigation (NBI).

NBI Acting Regional Director Medardo de Lemos Jr. identified the suspects as Remberto Cabigon and Sherwin Baguio.

They are facing charges of falsification of official public documents and violation of the anti-graft law.

Cabigon was a former data controller with the City Hall Management Information and Computer System (Mics). He was dismissed in January 2004 for going absent without official leave.

Baguio is still with the Mics as a data controller.

Mayor Tomas Osmeña ordered his suspension.

The NBI said Cabigon was the fixer who prepared the business permit application of Nolsie Trading. Baguio had the fake permit printed.

In an affidavit, Nolasco Cisneros, proprietor of Nolsie Trading, said he heard of Cabigon last May when he was renewing his business permit with City Hall.

Cabigon asked for P1,000 in exchange for his service in facilitating the permit. This was over and above the P8,000 in business taxes and other fees that Cisneros paid separately through his bookkeeper.

Cisneros said he got his permit from Cabigon and displayed the document in his establishment. He said he didn't know that the permit was fake until members of the Cebu City Tax Mapping of Business Establishments Section inspected his shop and discovered the anomaly.

City Hall closed nine business establishments since July after discovering that they were using fake business permits.

Mayor Osmeña asked the NBI to look into the case.

Yesterday, Fernandez said, his team discovered two more establishments using fake business permits and immediately ordered their closure.

Work on SSS Cebu bldg. to start soon

If the plan of the Social Security System (SSS) would push through, the state-run pension fund’s Cebu branch would have its own building by 2007.

In a letter sent to Sun.Star Cebu, SSS Cebu City branch officer-in-charge Cynthia Zur-bano said the construction of the Cebu branch office will push through as planned.

“The budget for the project has been approved by the Social Security Commission (SSC) and the bidding for the building construction is now in progress,” she said.

Zurbano denied an earlier report that SSS, currently located at the corner of Gorordo Ave. and Escario St., will soon relocate to Fuente Tower 1 (formerly Osmeña Tower).

An SSS employee told Sun.Star Cebu earlier that the SSC had ordered the Cebu branch to stop the construction work of a new building at the site of its old office on Jones Ave. last year due to budgetary reasons.

Zurbano said the construction of the new SSS Cebu building, which is estimated to be completed in 12 months, will start early next year as soon as the bidding is completed.

“The new building will be the home of the Hub Branch in the Central Visayas region and promises better facilities, more convenience and improved accessibility for our members,” she said.

SSS Cebu branch has been the subject of complaints by its members because of its limited office and parking spaces.

If you were to market Cebu to tourists, how would you do it?

Cebu is already a prime destination in the Pacific. But do you know that Cebu pales in comparison to other resort destinations in Asia such as Bali and Lombok in Indonesia; Koh Samui, Phuket, Krab and Trang in Thailand; Penang, Pangkor Laut, and Langkawi in Malaysia, when it comes to the number of tourist arrivals?

Tourists come to these islands for fun and leisure in its many beautiful beaches. But does Cebu have beaches too that are as beautiful as theirs or even better? Why do Japanese, European, and American holidaymakers flock to these islands with lots of dollars to spare? Why only few come to Cebu? What does Cebu lack?


Yes, Cebu may have some of the best beaches and dive sites anywhere in Asia but Cebu still lags behind in attracting tourists. Cebu may have some of the awesome historical relics and monuments but tourists seem not aware of these. Why?

The people in charged of tourism affairs in Cebu in the past and present might have done their best but their best wasn’t good enough to draw lots of tourists to our islands.

Now it’s time to speak your mind what’s best for Cebu. If you were to head the regional tourism department, how would you position Cebu? What tourism-related projects would you propose? How do yo package the islands? What are the necessary measures we should take to make Cebu a more attractive destination?

indeed, it’s a great pleasure to market cebu, right? even if im not a local of cebu, i would say, cebu would be great. it ahs rich in history and culture, warm people, great tourist spots, unique and classy dishes, extraordinary beaches, affordable hotel rates, tall buildings, busy streets, more and more….name it u’l have it:)

Ilonggos would love to stay and visit cebu very much. mas nami diri kay indi heavy traffic and it is not an overcrowded city compared to manila or other places in luzon…more business opportunities region…IT HUB (like ngenius):)

I would develop a site that contains pics of cebu. have links to cebu’s travel agencies, hotels, resorts, etc.

Im a webdeveloper. and im currently looking for a project that will market, not only cebu, but the philippines as well. we have lots of amazing views here in the philippines. i’ve been traveling a lot with my simple canon s230 digicam and i still get decent pics. how much more if you use an SLR with you. if only i could afford an SLR and if only i could have the luxury of time to travel i would develop a site specifically about philippine travels. i hope that somebody would come across this post and make the same commitment.

I think you have to open your picture first in IMAGESHACK and then use the URL address of the large picture to post to SSC.

How Do You Market Cebu?

If you were to market Cebu to tourists, how would you do it?

Cebu is already a prime destination in the Pacific. But do you know that Cebu pales in comparison to other resort destinations in Asia such as Bali and Lombok in Indonesia; Koh Samui, Phuket, Krab and Trang in Thailand; Penang, Pangkor Laut, and Langkawi in Malaysia, when it comes to the number of tourist arrivals?

Tourists come to these islands for fun and leisure in its many beautiful beaches. But does Cebu have beaches too that are as beautiful as theirs or even better? Why do Japanese, European, and American holidaymakers flock to these islands with lots of dollars to spare? Why only few come to Cebu? What does Cebu lack?


Yes, Cebu may have some of the best beaches and dive sites anywhere in Asia but Cebu still lags behind in attracting tourists. Cebu may have some of the awesome historical relics and monuments but tourists seem not aware of these. Why?

The people in charged of tourism affairs in Cebu in the past and present might have done their best but their best wasn’t good enough to draw lots of tourists to our islands.

Now it’s time to speak your mind what’s best for Cebu. If you were to head the regional tourism department, how would you position Cebu? What tourism-related projects would you propose? How do yo package the islands? What are the necessary measures we should take to make Cebu a more attractive destination?

indeed, it’s a great pleasure to market cebu, right? even if im not a local of cebu, i would say, cebu would be great. it ahs rich in history and culture, warm people, great tourist spots, unique and classy dishes, extraordinary beaches, affordable hotel rates, tall buildings, busy streets, more and more….name it u’l have it:)

Ilonggos would love to stay and visit cebu very much. mas nami diri kay indi heavy traffic and it is not an overcrowded city compared to manila or other places in luzon…more business opportunities region…IT HUB (like ngenius):)

I would develop a site that contains pics of cebu. have links to cebu’s travel agencies, hotels, resorts, etc.

Im a webdeveloper. and im currently looking for a project that will market, not only cebu, but the philippines as well. we have lots of amazing views here in the philippines. i’ve been traveling a lot with my simple canon s230 digicam and i still get decent pics. how much more if you use an SLR with you. if only i could afford an SLR and if only i could have the luxury of time to travel i would develop a site specifically about philippine travels. i hope that somebody would come across this post and make the same commitment.

For me, I have already started my own lil way of promoting Cebu, through Internet forums and other internet sites that can promote Cebu for example: forums like Skyscrapercity forum and others... I think internet is the new tool of promoting a place for tourism and other aspects...

I also like the Security measures that they do in Ayala. At the Taxi stand the taxi attendant will give u a piece of paper where he would list the Plate number and Taxi operator of the Taxi ur about to ride. This way anythin u might have left behind u can easily or at least have a big chance of getting it back. In my opinion it also prevents taxi drivers from doin contracting before takin in a passenger coz u can easily report it to the management of the operator. Cheers!

all taxi's in Cebu are already coaded white...
but there are still taxi's that needs matches... :bash:


wouldn't it be nice if all of our taxi units are coated like the planes of Cebu Pacific.. this would be an added attraction for tourists..

in thailand all of their taxi units are Toyota Altis.. we should also do the same coz they are in the front lines of our tourism industry...

Yes, I admire the TAXI security measures in Ayala.
But, you can't say that the Cebu taxis always go by meter.
I've tried riding recently and sabi pa nga ng driver...
"Di lang nato metrohan dong! Anyway, P250 lang na padung Lapu-lapu..Layo man gud!"
(We'll not go by meter kid..Anyway, it will be P250 for Lapu-lapu because it's far!")
And I've tried riding with meter and it just costs P185.00 (average)

TOURIST arrivals in Cebu are expected to rise with the reopening soon of a resort and a hotel here.

Tourism Secretary Joseph “Ace” Durano believes the reopening of the former Cebu Plaza Hotel, now known as the Marco Polo Hotel, and Coral Reef Resort in Mactan Island will help address the shortage of rooms for tourists.

A capacity study by the Department of Tourism (DOT) showed that the Philippines needs 20,000 more rooms to accommodate all tourists coming to the country’s four major destinations – Manila, Cebu, Palawan and Boracay.

“We can only accommodate 2.8 million foreign tourists per year. For us to hit the five-million target, we have to build 20,000 more rooms,” he said.

During her visit to Cebu last Wednesday, President Arroyo said Cebu will bring in 75 percent of the expected 2.7 million foreign tourists to the country this year.

She also wants Cebu to be a model for a strong republic and urged investors to do business here.

Strong brand

“Cebu has a very strong brand and it’s easier to sell Cebu than the whole Philippines,” Durano said.

Durano admitted that for the first six months of this year, the department received complaints that several tourists could not get rooms.

But Durano is optimistic that the reopening of the hotel and resort will further secure Cebu’s place in the international tourism map.

Marco Polo will initially open five floors before the year ends; the full opening will be in the first quarter of next year.

Coral Reef Resort in Mactan Island will reopen next year.

“Coral Reef is probably the most complete resort complex in Mactan Island. It has beach, nine-hole golf course, property is big enough, more or less the facility is there,” Durano said.

In the middle of 2007, the former SM-Sheraton Hotel is also scheduled to open.

For now, SM is looking for a new management partner.

I noticed that the new proposed buildings here in Cebu looks funky like these proposed buildings...nice!
I also captured a lil funky building along Gorodo/Mango ave...

I see it like a face of a Robot where I can see his eyelashes and looks like he's wearing sun glasses with a nice vented cap to look refreshing.. he's also showing his teeth....hehe

a friend, who is working for Solid Construction that's now renovating CPH, told me that marco polo hotel will have a big lagoon/pool coz it will be converted into a resort hotel.. hope it will materialize!!!

as for coral reef.. ive tried skim boarding there last year.. the place is really big and also i saw a skeleton of a midrise bldg (7-10 storeys).. i think there were two of them.. but there is another problem that needs urgent action.. while we were having our time at the resort, a man was blasting (dynamite fishing) near the area. there were tourists from nearby resorts who were jetskiing and they really saw it... i was so mad that i was thinking of pushing the man off the cliff.. :mad2: :bash:

Oh yes I like this building I actually noticed it very well when I was there earlier this year. It really stands out from the typical architecture we see in Pinas. I just dont like the rain water drain pipes coming out of nowhere. Looks like an after thought. It shoud have been integrated into the columns. This building is near Ayala center right? Its next to that small alleyway where u can cut-thru and emerge in the CBP area? Pls correct me if im wrong. My memories might be deceiving me. :)

So I guess its not final yet. I would prefer if they built a spanish style building so it reflects a bit of our history, though that rendering looks very practical and functional as well being clad in glass, which to me is always good.
I heard somewhere that they would use the banaue rice terraces as inspiration for the new DOT building, imagine what that would have looked like! Anywayz does anyone have any idea of how much the government is planning to shell out for the proposed building?

^^^ the govt. alloted about 100 mil for the planned DOT bldg in SRP but they slashed it.. i forgot the exact amount.. correct me if im wrong.

i think the terraces design would very much reflect our history considering the ifugaos built it long before the spaniards arrived.. anyways, the important thing here is they should have a building that we could boast to the whole world and say "sa pilipinas na bai!!!"

Oh yes I like this building I actually noticed it very well when I was there earlier this year. It really stands out from the typical architecture we see in Pinas. I just dont like the rain water drain pipes coming out of nowhere. Looks like an after thought. It shoud have been integrated into the columns. This building is near Ayala center right? Its next to that small alleyway where u can cut-thru and emerge in the CBP area? Pls correct me if im wrong. My memories might be deceiving me. :)

agreed!... As I said earlier, there are a lot of u/c buildings in the North Reclamation Area. I even saw one with orange paint on its exteriors then having a touch of peach bricks. Honestly, I do not like the combination of your colors. :D

Agree. Green is only nice for the tint of glass. I actually used to live near a craftsman house painted dark green and the worst part was the trim being painted yellow, making it look like a giant jamaican flag. No offense to Jamaicans but it was just a eyesore. Now for purple, I know for sure there's alot of em in San Francisco and what a headache it is to see. I am confident however than the sensible Cebuanos will never give way to such bad taste.

New IT park to open in Mandaue


Cebu will soon have another information technology (IT) park that could accommodate locators in the province’s flourishing business process outsour-cing (BPO) industry.

According to Taft IT Zone marketing services manager Elvira Torres, Taft IT Zone, located in the Mandaue reclamation area, is now building the first module or building ready for use by prospective locators.

She said the real estate development arm of the Metro Gaisano group of companies will be building more modules, with a lot size of 1,200 square meters, in the six-hectare development.

Proclamations

Cebu now has 13 IT parks and buildings, including the Taft IT Zone. Some of these developments are just awaiting Presidential proclamations and declarations from the Philippine Economic Zone Authority for the development to pass as an IT zone.

Locators in IT zones enjoy income tax holiday for four years for non-pioneer IT enterprises or six years for pioneer IT enterprises. They have the option to pay a special five percent tax on gross income instead of national and local taxes, except real property taxes.

IT park investors are also exempted from payment of import duties and taxes on imported machinery and equipment and raw materials.

They can also deduct half of their training expenses from the gross income tax.

Foreign investors, who make an initial investment of $150,000 on IT projects, will also be granted permanent resident status in the country.

Some of the IT parks in Cebu are the Asiatown IT Park, Arcenas Estate I building, Cebu Cybertown IT Park, HDWF-WTCI IT Tower, Innove IT Plaza, JY Square IT Center, Keppel Center and Mango Square. (JBN)

MCCI to increase labor for call centers, BPOs

Concerned with the information that some contact centers in Cebu are already hiring employees from other provinces like Iloilo and Davao, the Mandaue Chamber of Commerce and Industry (MCCI) has initiated a program that will refute speculations that Cebu is short of manpower for the budding contact center industry.

“We have the manpower. The raw material is there but they lack awareness of the opportunities that await them in the industry. This is why the industry is not able to attract the good and qualified people,” MCCI vice president for external affairs Ema Rama told a press conference at the Metro Café Ayala Thursday.

Business leaders in Cebu have been calling on the academe to strengthen its English speaking proficiency training to be able to produce graduates who are qualified to work in the contact center industry, as the human resource for the industry in Cebu is already “drying up.”

She said the chamber has been conducting discussions with schools and universities in the province to create awareness, not only on the call center industry but on the business process outsourcing (BPO) industry as a whole, in the academe and among the teachers.

The chamber hopes the teachers will, in turn, inform their students of the prospects and opportunities of working in the industry.

“We want our qualified graduates and their parents as well, to know that what some people say, that a call center agent is just a glorified telephone operator, is not true. No. There is a career path in the industry,” Ramas said.

She said some contact centers provide their employees with friendly working environments, such as providing them free flowing coffee and tea and game areas, where they could play billiards, among others, to temporarily divert their mind from the pressures of work.

Aside from creating awareness on the benefits of working in the industry, MCCI also discussed with the academe possible changes in their curriculum for them to be able to produce graduates who will be prepared to work with the BPO industry.

BPO is the transfer of a process or a function that is not the core business of a company to an organization that has the expertise of such function.

Forecast

“BPO is now part of a standard economic ecosystem between developed and developing countries,” Taft IT (information technology) marketing services manager Elvira Torres quoted neoIT, an outsourcing consultancy firm.

BPO includes accounting services, human resource administration and hiring, contact center, data transcription, computer graphics and animation and engineering design services.

Torres said that according to the McKinsey and Co. forecast, the BPO industry market would reach $180 billion in 2010. At present, only an estimated 10 percent of the world’s business processes are being outsourced. This means that 90 percent is still untapped.

These forecasts, coupled with the belief that Cebu has the qualified manpower, have encouraged the MCCI to include in its advocacies the BPO industry awareness program.

MCCI is now offering free English speaking proficiency training to college graduates, Torres said.

The training is meant to establish a pool of qualified manpower so that Cebu could immediately supply human resource to call center operators or BPO firms that plan to expand their operations in the province, she said.

With regard to infrastructure, Cebu is ready to accommodate the growth of the industry because more IT parks are now developed, such as the newly developed Taft IT Zone in the Mandaue Reclamation area.

We've always been talking about the lifestyle centers like Banilad Town Center, Crossroads, Ayala, SM, etc. not knowing that there's a small lifestyle center (St. Patrick's Square) ,across the Redemptorist Church, which is currently sprawling and attracting more and more patrons..

Cebu developer optimistic

A Cebu-based real estate developer remains confident over the prospects of its high-end residential project.

The Park Terraces Executive Homes, a high-end residential development located in a one-hectare area in Nasipit, Talamban, Cebu City, has generated good sales, according to Ara H. Burgos, president of project developer Meridian Realty Corp.

The first phase of the real estate project has already been sold out, Burgos said.

Meridian Realty was established in 1992 as the realty arm of the Socor Construction Group, which is composed of Socor Construction Corp., Kimwa Construction and Development Corp. and FT Sanchez Construction.

About 65 percent of the first and second phases of the project have been occupied, Burgos said.
During the launching, Meridian Realty will start pre-selling its fourth phase, she said.

Unlike the first three phases, which are composed of three-story units, the fourth phase will involve the construction of a 12-storey condominium.
For the third phase alone, the company will be investing P50 million, she said.

One of the project's selling points, Burgos said, is its scenic location, just next to Metro Cebu Water District's Family Park.

She said the location is comparable to Tagaytay, which is considered as a prime location.

Because of the good response Park Terrace Executive Homes has generated, Burgos said, the company has decided to launch the third and fourth phases of the project in December.

Since Meridian Realty belongs to a group of companies engaged in construction activities, the company could implement projects more efficiently and economically, Burgos said.

The Socor Construction Group specializes in public works infrastructure such as roads, ports and bridges. It owns a large fleet of construction equipment.

Since the group has acquired real estate assets, the group decided to form the Meridian Realty Corporation to develop its idle properties.

Cebu to host Asean customs officials meet

Cebu is beginning to attract international gatherings such as the 14th Asean (Association of Southeast Asian Nations) meeting of Customs directors-general and commissioners.

Events like these should not be taken for granted as these are opportunities for Cebu to showcase what it has to the rest of the world, said Hilton International president for the Asia Pacific and Middle East operations Koos Klein.

According to Cebu Customs Commissioner Ma. Lourdes Mangaoang, the country’s top Custom commissioners have decided
that “the best place to hold the Asean commissioners’ meeting is Cebu.”

“In Cebu, there will be no rallies that will meet the delegates and the province is safe,” she said on the sidelines of the grand launching of Hilton Cebu Resort and Spa last week.

“Most national activities of Customs ( Bureau of Customs) will be held in Cebu now,” Mangaoang added.

She said some 30 official delegates, who are expected to bring along their wives, from Asean-member countries will be
attending the meeting, which will be held on Nov. 10 to 12 at the Plantation Bay Resort and Spa.

The Asean comprises Brunei, Cambodia, Indonesia, Laos, Malaysia, Myan-mar, Philippines, Singa-pore, Thailand and Vietnam.

Mangaoang expressed hope that the delegates will be impressed with Cebu to the point that they will decide to hold the World Customs Organizations (WCO) meeting next year in Cebu.

Tourism

The WCO is composed of customs commissioners from Asia and Europe.

Mangaoang said the Cebu organizers of the Asean meeting have already lined up activities that will showcase the province’s investment and tourism potentials to the delegates.

Some of these activities include a city tour of Cebu and a visit to the Mactan economic zones and to companies that manufacture and export furniture, fashion accessories and garment.

The delegates will also visit the Malacañang sa Sugbu.

“We want to sell Cebu and promote Cebu as a center of trade and commerce, a haven for investors and tourists not only in the Visayas and Mindanao but in the whole country as well,” Mangaoang said.

Hilton’s Klein earlier said Cebu should grab every opportunity it has to promote itself to international tourists.

He added that the province could already pass as an international destination, even if its tourism industry is expensive compared to those of Thailand and Singapore. JBN

When architects house themselves

The academia gathers some of the best architects and artists in the college of architecture and fine arts. They are the vanguards of beauty and taste in today’s largely philistine society. Being advocates of excellence in their own fields, they are meticulous professionals who do not always bend to clients. But what if they become themselves their own clients? In the newfound freedom, the resulting work becomes the dream project.

Such is the case when the architecture and fine arts professors of a university build their own school building. Recently, for example, the College of Architecture and Fine Arts of the University of San Carlos in Cebu City has moved into its new home, a modern complex crowning a hill in the Talamban Campus. It is the work of the college’s own professors.

Seen from the outside, there is however nothing stylistic about this mall-size structure, which sits close to the more iconic Church of St. Arnold and St. Joseph. Its simplicity and in the way that it echoes the curves of the hills, the road, and the nearby church, it reflects a unique toned-down charm.

“We wanted to complement the church and not to overwhelm it because the new building is much bigger,” explains Dean Omar Maxwell Espina, who is the lead architect of the project. “We wanted to set it back and subdue it. The line there is very horizontal so it doesn’t compete with the verticality of the church. And then we hoped to obscure the front some more with landscaping.”

This sense of reverence is in keeping not only with the school’s pious mission but also with the architect’s adherence to “contextualism”. According to Espina, “We were very concerned with context. We always think of our buildings as part of a larger composition. We do not design in a vacuum.”

Going inside the building, the visitor is instantly impressed by a kind of grand welcoming space. Another striking feature of the building is the way in which it always seems to bring the outdoors indoors. The skylight of the atrium, for example, illuminates a copy Da Vinci’s Vetruvian Man inlaid on the lobby floor. Beside the lobby is a huge concourse whose exposed metal supports exemplify what Espina describes as the peculiar fascination of architects for unfinished structures: “It is unfinished but it looks beautiful. You can feel the structure. It’s very frank, very transparent.”

The “luxury of space” is experienced everywhere in the building. Facing the concourse are two digital theaters—the huge one for hosting film festivals and other programs and the smaller one for regular film class screenings. There is hardly any room in the building that doesn’t have a good view, an advantage of being located in a hilly campus.

The terraced landings in the central staircase, for example, have a panoramic view of the city. The glass walls of the classrooms and offices on the other side face the tree-covered hills. Even parking spaces and the studios at the basement open to a slope of trees at the back of the building.

More legroom is also given to the “workstations” of both faculty and students, as exemplified in the use of carrels and cubicles. Students working on their thesis are also given their own individual studios. “The core of architecture and the arts is studio work,” says Espina. “The purpose of the studio is for you to be able to use that space. It’s your space for 24 hours if you want to work that long.”

The west wing of the building has yet to be constructed. It includes more workshops and integrates an amphitheater for outdoor performances. Still, the building already achieves its goal, which is to make the designer and artist feel at home.

Local governments told: Prioritize water, infra projects

CEBU CITY -- Setting up a potable water supply system and infrastructure projects for various sectors must be given priority by local government units in spending 20 percent of their annual Internal Revenue Allotment (IRA) share, two government agencies suggested.

The Department of Budget and Management (DBM) and the Department of Interior and Local Government (DILG) identified projects such building or repairing training centers for out-of-school youths, women, minors, displaced families, indigenous people, persons with disabilities and the elderly.

Other projects were listed by the two agencies in their guidelines issued to local government units (LGUs) last month.

A joint memorandum circular signed by Budget Secretary Romulo Neri and Local Government Secretary Angelo Reyes stated that 20 percent of the IRA should be used according to President Arroyo's Medium-Term Philippine Development Plan and the Medium-Term Public Investment Program.

The two officials also said barangay chiefs, mayors and governors should ensure that the 20 percent of the IRA is used to achieve socio-economic development.

The DILG, through its Bureau of Local Government Supervision, will monitor and maintain a database system on the use of such funds.

In effect, the memorandum suspends all DBM and DILG existing directives, which are deemed inconsistent with the recent order.

A copy of the memorandum was submitted to the Cebu City Council and the City Budget Office last month.

Acting City Budget Officer Marietta Gumia said they have yet to review the provisions of the order as they have already submitted the proposed 2006 annual budget to the council for review.

A series of budget hearings have been scheduled by the council committee on budget and finance.

Projects

Projects identified under social development include construction or repair of manpower development center; building health centers, rural health units or hospital and purchase of medical equipment; and construction of an LGU-owned potable water supply system.

Preservation of cultural and historical sites is also encouraged under this area.

Economic development projects include livelihood and entrepreneurship development programs; construction or repair of a communal irrigation or water impounding system; and purchase of harvest facilities such as farm or hand tractor with trailer, thresher and mechanical drier.

Farm-to-market roads and local roads and bridges should be built or rehabilitated.

Buying garbage trucks or related equipment and constructing a sanitary landfill or controlled dumpsite are also encouraged to manage the environment.

The LGU should also spend part of its IRA on community reforestation or urban greening projects; flood control programs like de-clogging creeks, canals and de-silting rivers and other environmental management programs that promote air and water quality and productivity of coastal or freshwater habitat, agricultural land and forest land.

“Coral Reef is probably the most complete resort complex in Mactan Island. It has beach, nine-hole golf course, property is big enough, more or less the facility is there,” Durano said.


So, this is Coral Reef Resort. Where is this actually located in Mactan Island? Haven't heard of such after 14 years of living here.

lucky you Michael Sinjin coz you're living in a "WORLD RENOWNED TO BE" island of MACTAN

but I'm sad of BORACAY coz it seems that its shining glory isn't that optimistic... napapansin ko lang na ang BORACAY ay di gaanong pinag uukulan ng pansin ng National Government to promote it internationally. Yes! Boracay is, I may say the most famous island resort in the Philippines, "only in the Philippines" but not internationally. Good for Mactan coz there is their Government officials that are very snappy of promoting Mactan as well as Cebu island as a whole to mention their capabilities even without the help of National Government.... Mactan and Cebu is already entering the door of international competition but ang BORACAY ay parang nahihirapan pa, still don't have its own identity internationally.... I hope Tourism Secretary Ace Durano will strengthen its promotion of Boracay Internationally coz it's one of the most natural paradise it this planet...

ei im back!!! eeheheheheh.....uhmmmmmm i bet noone even noticed that i was gone! ahahahahah...anyway ..i ve been so bz adjustin again here in cebu after i transferred back from metro manila...ei the banner for today is of Makati pala...kewl.....that's LKG Tower aight?

anyway......after almost 2 weeks of being back here in cebu...napansin ko lang...parang nag change ang nightlife scene here...can anyone suggest any party enclaves to hang out? kc parang naging solemn yung scene here...i went out kc last saturday....pero walang masyadong peeps sa CrossRoads and Ayala Entertainment Center...and to think na it was the saturday before halloween...huhuhuhuhuhu.. my friends brought me sa Veranda....at the back of windsor cond. pero that was a mere house lang...

anyway....im sure next weekend, everything will be back to normal...i hope so...kc party / nightscenes are also two of the factors in tourism....


i ll post some pix next time!

imo, Boracay is already too crowded and more tourists would just be a sad disaster. in the first place, there's no international airport near the area so it's a little difficult place to go to and that's added inconvenience. second, what's the difference between a place full of foreign tourists and a place full of pinoy tourists? yes, it would be great if it's very well-known around the world but does it need such popularity? would it mean less tourists if it's not? would it lose its only-in-the-philippines beauty without the so-called world-class tourists? are pinoys short of being world-class tourists?

Boracay is too crowded for it's tiny size. the lack of promotion is good imo. it doesn't need tourists from other countries because local tourists are flocking there.

i'm just being selfish i guess :D

Actually, it's not good for Boracay to "over-develop".. Otherwise it will reach a point wherein it will no longer be livable... Putting an international airport, and constructing expressways would not help.. The best thing that the National Government should do is to strengthen the present domestic airport with more connecting flights and of course promote it... However the local government should do its part too.. It shouldn't wait for the National Government (if it does it will be in vain because the National Government is busy with the Northrail, NAIA 3, etc.. etc.. hehehe, no offense ha..)

The original beaches that were promoted in Mactan for me is actually an example of unplanned development.. This is evident with buildings jutting out to the sea, the sea walls, the walls dividing one property from another, etc... etc... It would have been best if the local government imposed an ordinance banning any structure within 5 meters from the shoreline... Walls (those jutting out to the sea) dividing one property to the other should also be banned... Any existing structures at present should be demolished...

Budget airline eyes service to Cebu
Other international carriers increasing
flight frequency to meet demand


Budget airline Tiger Airways is looking into the possibility of flying to Cebu, Department of Tourism (DOT) regional director Patria Aurora Roa said.

Roa, however, said the airline, which is partly owned by Singapore Airlines (49 percent), still has to closely study the impact on Silk Air's passenger load.

Silk Air, the regional carrier of Singapore Airlines, has signified intention to increase the frequency of its flights to and from Cebu to meet rising demand, Roa said.

Tiger Airways may come to Cebu, she said, if the traffic is heavy and the air seat requirements increase.

The airline could readily respond to market needs since it only fields charter flights, which do not require any bilateral agreement, Roa said.

Tiger Airways and other budget airlines fly to the Diosdado Macapagal International Airport in the Clark Special Economic Zone several times weekly.

The presence of budget airlines in other destinations has resulted in the tremendous growth of air travel, benefiting the travel industry of these destinations.

Cebu has been enjoying increased tourist arrivals, resulting in additional flights of airlines already flying to Cebu.

Qatar Airways has added two more flights to the original three weekly, while Cathay Pacific has increased its flights from seven to nine every week, Roa said.

All these developments, she said, are indicators that the traffic is getting bigger.

Roa also noted that Qatar Airways could also help open up the European market to Cebu since the airline flies to several destinations in Europe.

US airlines have also shown interest in flying directly to Cebu, she said, but the issue of security has to be addressed since the US Federal Aviation Agency's requirements are very strict.

In addition, Roa said Cebu Pacific would also be flying direct from Osaka to Cebu.

The Japanese market, which has been experiencing a slowdown for several years, is starting to recover, she said.

Most of the Japanese tourists are comprised of students and ladies on spa tours, Roa said.

The prospects of increased Japanese tourists next year appear bright since 2006 is the 50th anniversary of the Philippines-Japan Diplomatic Friendship, she said.

The DOT has prepared a number of events that will be held in various areas to commemorate the 50-year relationship, Roa said.

She also expressed hope that the country's national carriers will field more direct international flights out of Cebu.

Cebu's tourism arrivals have been growing steadily.

From January to July 2005, foreign visitors reached 186,617, up 12.48 percent over the 165,918 registered in the same period last year.

Based on a DOT report, Korea remains Cebu's top tourist market, followed by Japan.

The number of Korean tourists rose 23.66 percent to 56,692 this year from 45,846 in 2004.

On the other hand, the Japanese tourist market has slowly recovered from the decline in the past several years.

The arrivals from Japan grew 21.03 percent to 54,357 this year from 44,911 in 2004.

IMO, cguro one factor that makes the Cebu night life very lively are the students studying here from Mindanao and other provinces in the Visayas and it's sembreak as of this time so thy're out of Cebu...

lets not be hypocrite here, mahirap na bansa tayo and we can't deny na we need tourists (international) to support our economy, and bec we need internatonal tourists it doesn't mean that Filipino tourists are not world-class tourists... It doesn't mean that if a place is laid back, it has no chance to become popular worldwide... Wala nalang ba tayong gagawin to promote Boracay? dahil ba na marami nang Filipino tourists sa Boracay kaya ganun nalang yun? Ba't marami ang nalulungkot dahil sa ganda ng Boracay ay hindi ito masyadong napapansin internationally? think! think! think! We are not alone in this planet so we should do anything for our future survival...

same as with the Cebu City streets... at these times and so with Christmas day and New years Day, IMO Cebu City streets are wider than Bacolods...anyone can play football....hehe

The Local Government Unit in Boracay is sleeping, IMO. They have been depending that most of the people come to the beach only. Once, Boracay has been a headliner in TV Patrol Central Visayas because of the massive trash around the island. They don't even have a proper dumpsite for their trash. What a pity for Boracay if the trash will be massive enough to scatter on the streets. :)

i'm not denying that the philippines need more foreign tourists but squeezing them all in tiny boracay is not a good idea. boracay already has enough tourists.

i and many of my friends avoid boracay nowadays because it's too crowded. it's the last in our list of holiday destinations. more promotions would make it more crowded and less desirable. there are many places with plenty of room. the philippines has more to offer than just boracay.

The traffic situation last Friday was at its worst.
Imagine this:

Yes, I agree and if ever FOREIGN tourists would demand for BORACAY but it couldn't just accomodate them already, local government units of other places with beautiful undiscovered beach could develop theirs and promote their destinations. I think that is what is suitable for BANTAYAN ISLAND and BADIAN ISLAND, Cebu :)

Yes, but not always. It was just last Friday which was the worst.

But, the traffic situation from Fuente Osmena Rotunda, to Mango Avenue then to Gorordo Avenue until the Archbishop Reyes intersection is one of the worst in Cebu City. Wait, is it much worse in Osmena Boulevard? I know that Colon Street is always peaked with heavy traffic. :D

Yes, you're right... The main causes of traffic maybe are the "Sacred Heart School", "Colegio de la Immaculada Concepcion" and the traffic violators (yung humahabol pa kahit orange na yung traffic light). Although, this street is equipped with the SMART System.

Cebu Plaza, other hotels to re-open before yearend

The tourism department has convinced some property owners to open foreclosed hotels this year and increase tourist accommodation facilities in Cebu.

The opening of the Marco Polo Plaza Hotel (formerly Cebu Plaza Hotel) before the end of the year is one of the positive results of the efforts of the Department of Tourism (DOT), said Secretary Joseph “Ace” Durano.

He said another foreclosed property, the Coral Reef Hotel, located in Mactan, is set to open also before the end of the year.

“We are talking to owners of hotels and resorts, that they open within the year so that Cebu will have more rooms to accommodate the increasing number of foreign tourists,” he said on the sidelines of the grand launching of the Hilton Cebu Resort and Spa last week.

Durano said the DOT already had talks with the Philippine National Bank (PNB), which now owns Coral Reef after it was foreclosed several years ago, on the possibility of turning over the property to the land development company of taipan Lucio Tan.

Lucio Tan is the majority stockholder of PNB, in which the government has a minority stake.

On the side of the government, Durano said President Arroyo had approved a policy decision supporting the project during the last cabinet meeting.

He said the DOT patterned its proposal for the Coral Reef reopening on model used by Metropolitan Bank and Trust Co., the owner of Cebu Plaza Hotel.

Metrobank foreclosed Cebu Plaza in 2001. The bank initially planned to sell the property but was not able to close deal with the interested buyers.

“We (DOT) were able to convince them to turn over the property to their real-estate arm so that they can open the hotel soon,” Durano said.

He said Metrobank’s real estate firm, Federal Land Inc., is now taking over the hotel and has partnered with the management company of Marco Polo Hotel.

As for the hotel owned by SM Prime Holdings, located across SM City Cebu, Durano said the firm plans to open the hotel in 2007 yet.

“(SM) is now looking for another hotel management company to manage it. They also plan to add a convention center to the property,” he said.

SM initially tapped Sheraton as its partner in the hotel operation. The economic crisis in 1997 stalled the partnership.

With the opening of new hotels, including the Cebu Hilton, Durano said Cebu will soon see more foreign visitors. (JBN)

Budget airline Tiger Airways is looking into the possibility of flying to Cebu, Department of Tourism (DOT) regional director Patria Aurora Roa said.

Roa, however, said the airline, which is partly owned by Singapore Airlines (49 percent), still has to closely study the impact on Silk Air's passenger load.

Silk Air, the regional carrier of Singapore Airlines, has signified intention to increase the frequency of its flights to and from Cebu to meet rising demand, Roa said.

Tiger Airways may come to Cebu, she said, if the traffic is heavy and the air seat requirements increase.

The airline could readily respond to market needs since it only fields charter flights, which do not require any bilateral agreement, Roa said.

Tiger Airways and other budget airlines fly to the Diosdado Macapagal International Airport in the Clark Special Economic Zone several times weekly.

The presence of budget airlines in other destinations has resulted in the tremendous growth of air travel, benefiting the travel industry of these destinations.

Cebu has been enjoying increased tourist arrivals, resulting in additional flights of airlines already flying to Cebu.

Qatar Airways has added two more flights to the original three weekly, while Cathay Pacific has increased its flights from seven to nine every week, Roa said.

All these developments, she said, are indicators that the traffic is getting bigger.

Roa also noted that Qatar Airways could also help open up the European market to Cebu since the airline flies to several destinations in Europe.

US airlines have also shown interest in flying directly to Cebu, she said, but the issue of security has to be addressed since the US Federal Aviation Agency's requirements are very strict.

In addition, Roa said Cebu Pacific would also be flying direct from Osaka to Cebu.

The Japanese market, which has been experiencing a slowdown for several years, is starting to recover, she said.

Most of the Japanese tourists are comprised of students and ladies on spa tours, Roa said.

The prospects of increased Japanese tourists next year appear bright since 2006 is the 50th anniversary of the Philippines-Japan Diplomatic Friendship, she said.

The DOT has prepared a number of events that will be held in various areas to commemorate the 50-year relationship, Roa said.

She also expressed hope that the country's national carriers will field more direct international flights out of Cebu.

Cebu's tourism arrivals have been growing steadily.

From January to July 2005, foreign visitors reached 186,617, up 12.48 percent over the 165,918 registered in the same period last year.

Based on a DOT report, Korea remains Cebu's top tourist market, followed by Japan.

The number of Korean tourists rose 23.66 percent to 56,692 this year from 45,846 in 2004.

On the other hand, the Japanese tourist market has slowly recovered from the decline in the past several years.

The arrivals from Japan grew 21.03 percent to 54,357 this year from 44,911 in 2004.

Ah IC. It's kinda strange these people made first confirmation with in fact the websites of QR and CX did not mention yet about adding flights to CEB. :)
Anyways, that's good news for for us, and hopefully Tiger can now fly to CEB so that I can get home every month !

I have no idea but open it and try PRINT SCREEN and paste it to mcrsoft word then upload it to a web hosting site then just post the address here... I hope it will work...

Try using winzip or winrar to compress the file before u send it. Autocard files should be able to be compressed by a significant amount.

Goldland eyes Mactan, Bohol for next project

The developer of Cebu Hilton Resort and Spa, Goldland Philippines Inc. (GPC) is looking at building another resort in Mactan or in Bohol in the next few years, as the seven-year old Cebu Hilton project will be completed next year.

Cebu Hilton Resort is currently in full-swing operation with its 246 rooms already opened, the third tower for the condominium units is targeted for completion next year.

GPC president Manuel Osmeña said after Hilton, he is looking at developing another resort facility in Mactan, in partnership with an international hotel management chain.

“I don’t have to look too far, my preference is either Mactan or Bohol,” Osmeña said in an interview with The FREEMAN.

The 246-room Cebu Hilton Resort and Spa is set to have its grand opening this October 26, to be graced by no less than President Gloria Macapagal-Arroyo.

According to Osmeña, he will take advantage of the robust tourism industry in Cebu and Bohol, and that investing into resort facilities, is very feasible now.

The P2 billion Hilton project in Cebu which started its construction in 1998, has three major components, the five-star resort hotel, the residential condominiums, and the Resort Club.

Cebu Hilton Resort and Spa is the third five-star resort in Cebu, although the project went through a very challenging journey which was heavily affected by several crises since 1997, Osmeña said now it has come to reality, and he expects to get the return of investments (ROI) fast.

The Philippine government has played a very important role in the crisis-battered project, as it opened its arm to give financial assistance to the project.

Last year, the government-led Philippine Export and Import Credit Agency (PhiEXIM), Philippine Veterans Bank (PVB) and Hilton Cebu Resort and Towers’ developer GPC signed a P380 million loan and guarantee agreement to finance the completion and operation of the project in Mactan Island, Cebu.

The GPC loan and guarantee deals with PhilExim and PVB is the first of its kind agreement done in Cebu, for large project arrangements

The entire resort is managed by Hilton International, the oldest hotel chain in the world. This is also the only Hilton Hotel in the Philippines, after the Hilton Manila declared closure few years back.

Due to the vibrant tourism industry in Cebu, with both international and domestic guests are wanting for five-star resort accommodations in Cebu, Osmeña expects its in the next five to six years.

“I am confident that we can hit our ROI within five or six years from operations. We are not just getting our resources from the hotel operations, but also from our condominium units’ sales,” Osmeña said.

He said the Hilton project is a unique development for Cebu because it doesn’t only offer the five-star resort facility, but at the same it houses owners and occupants of its residential condominium units

I still cant, try this:

If u have autocad. Open in in Autocad software then export it as an illustrator file. Open it in Photoshop and save it as an image. Hope this helps.

i already had it compressed from 25 MB to 6 MB.. but 6 MB is still too big for an attachment.. :)

Condo developer eyes Cebu market


Filipinos, especially those with entrepreneurial mind, are now becoming aware of the investment potentials of condominiums.

“People are also becoming more open-minded with the concept of vertical homes. Before, people think of houses with a playground, a front and backyard.

But now, people have realized the importance of living in a condominium,” said Laguna Properties Holdings Inc. (LPHI) project development officer Marz Encarnacion.

While some consider a condominium as an investment, others, especially those from Cebu, buy units for their children.

Encarnacion told a press conference at the Formo last week that LPHI, a subsidiary of Ayala Land Inc., is now aggressively selling its condominium properties to Cebu and other key provinces in the country.

LPHI’s condominium projects in Manila include Aeropolis New Manila on corner Bonny Serrano Ave.

One-way traffic for jeepneys on Mactan Bridge


The Lapu-Lapu City government plans to limit the number of public utility jeepneys (PUJ) crossing the first Mandaue-Mactan Bridge during rush hours.

The aim is to reduce traffic load on the bridge.

In a proposal submitted to the city council, the Lapu-Lapu City Traffic Management System (CTMS) board said one-way traffic would be observed for PUJs crossing the bridge at peak hours from 6 a.m. to 9 a.m. and from 4 p.m. to 8:30 p.m.
The plan also bans smaller 6-valve passenger minicabs from crossing the two-lane link.

The board is seeking authority to execute the scheme simultaneously with the Mandaue City government.

The proposal is under study by the committee on laws and transportation.

Everyday between 6 a.m. and 9 a.m., 18-seater passenger PUJs will only be allowed on the bridge if they are going to Mandaue City.

From 4 p.m. to 8:30 p.m., only PUJs going to Lapu-Lapu City will be allowed on the bridge.

"Before and in between the specified time, the (first) bridge will be open for two-way traffic from Lapu-Lapu to Mandaue and vice versa," the CTMS resolution said.

Violators will be fined P1,000 to P3,000. Licenses of drivers who refuse to follow the scheme will also be revoked.

Members of the CTMS board led by City Administrator Teodulo Ybanez expressed their concern over the growing volume of vehicles crossing the bridge.

City traffic lights bog down again: Cebu City will only buy spare parts next year


Motorists will have to bear with Cebu City's defective traffic lights until next year.

Arnel Tancinco, executive director of the Cebu Traffic Operations Management (CITOM), said the agency needed to replace sensors in 39 of the city's 78 street intersections.

The sensors, called "detector loops," count the number of vehicles passing intersections and sends commands to a central computer for processing.
The computer determines how long the lights flash in intersections depending on the volume of vehicles.

The city uses the high-tech Sydney Coordinated Adaptive System (Scats), which was acquired in the 1990s. The system was one of the most advanced in the world at the time. Cebu City was the first city in the country to have it installed.

For lack of funds, Tancinco said the city government would just repair the traffic lights next year.

In the meantime, traffic enforcers will man critical street intersections to ensure the smooth flow of vehicles.

Tancinco said each intersection needs two sensors that are buried one foot below the ground.

A total of 80 sensors need to be replaced, he said. CITOM has yet to identify which intersections to replace first.

Tancinco said the defects have nothing to do with the sabotage of the traffic system's computers last month.

To save on costs, CITOM has recommended outsourcing the management of the traffic signal system.

Tancinco said hiring a private contractor would be cheaper because the firm would take care of maintaining the Scats, training staff and paying their salaries and benefits.

The exclusive supplier of spare parts, Tyco, is based in Manila.

"This is still under negotiation though, kay gusto man ni Mayor nga makabarato," Tancinco said.
