At least five minutes actually :rant:

Years ago, it had traffic lights. Then it was removed (reasons which I am not aware of), and replaced with manpower (CTMS, grr, they are annoying). And then, when the ASEAN Summit came, new traffic lights were installed. But are they functioning? No. :speech:

Sinj, just an update on Old Bridge - Opon Intersection (Tollfee). The traffic lights are now operational since one week ago.

we don't know... maybe they have that kind of term in the television industry. Sometimes, we just complain and complain eventhough we still don't know if the reason is right or wrong. :)

That's cool because those CTMS guys really annoy me, they don't even have common sense stalling us for at least five minutes lol. Thanks for the update

Well if we're trying to define terms, if they say live, it's simultaneous with the event itself. If it has a delay, then perhaps less than 5 seconds just because of signal difference. They already did it in the past, saying that they're live but they were not, perhaps just to scoop the ratings though. Mind you, they received a lot of flak for that ;)

This is what they're fighting for...

There are actually 2 issues here:

1.) Land-Swap Deal
- The province wants to evict settlers occupying a province owned lot just beside the Cebu Business Park so that they can dispose of the property for commercial purposes. Mayor Osmeña, in an effort to spare the settlers from being evicted, proposed a land swap deal wherein he would swap the said province-owned lot with another property (contiguous, with roughly the same area in hectares) near SM City Cebu at the North Reclamation Area.

- The deal however was called off after Vice-Mayor Michael Rama said something during a privileged speech at the city council which irked officials of the Capitol.

- The land swap deal was again revived, but this time, the Capitol wants a "value-for-value" deal, meaning, if their property is worth P2-billion (this is just an example), the city should also swap it with something worth P2-billion. This was opposed by the city.



2.) CIUDAD Mall Project

- The Ciudad Mall project is a project of the Capitol and a private-corporation and is expected to rise in another province-owned lot just beside the Asiatown IT Park (photos below).

- Just recently, the city council passed a resolution putting a stop to any new construction in the Banilad area due to the rising volume of traffic. It is, however, just temporary until the traffic management board finds a resolution to the growing traffic there. One suggestion was to build a flyover in a particular intersection or to widen the road itself. There are 3 malls in Banilad (Ciudad will be the 4th) plus 3 big universities.

- Some, however, see this move by the council as some sort of a warning to Capitol to pursue the original "land-swap" deal.

Again, this is just my opinion based on what I have read in the newspapers so please free to add some inputs if I missed anything.




This may not be totally accurate, but somewhere enclosed in white is the province owned lot occupied by settlers that the Capitol wants to evict. Actually, there are already settlers who have paid their obligations so if the Capitol will take over this property, it won't be contiguous.

Osmeña Blvd will turn into a PARKING AREA tomorrow from 1pm until the "BOTTLE OF CEBU" ceases.

more than 2000 - 3000 vehicles will be accomodated from the old SSS grounds near the Osmeña blvd, Sancianco St. junction up to PLDT or upto fuente Osmeña Metrobank area...

the lot beside CBP is big (almost half the size of CBP)... it could be made into a residential park... tall apartment buildings beside tall commercial buildings...

here's what they should do...

1. from that big lot... clear a small lot out of it...
2. then construct a low cost, hi rise housing...
3. convince all people living on that big lot to transfer to the new housing... it wont be hard to convince them coz it still near where they used to live...
4. develop the lot and make it into a residential park...

On a different Note,
remember the Jollibee-Lahug construction?

turns out, they may not be intent on keeping the old style house as a theme.
I passed by there this morning and they already demolished to the ground half of the building.

And here I thought they were just going to renovate it.

Any info on that??



yeah, i thought they were going to have a vigan-inspired jollibee too. but, i was wrong. I heard they're going to follow the generic jollibee scheme...

1. from that big lot... clear a small lot out of it...
2. then construct a low cost, hi rise housing...

Actually bro, some of the occupants there have already been issued titles since they have paid their obligations already.

If the Capitol wants to have a contiguous property, then they will have to buy back those with titles aside from evicting those who have none.

They should consider the property that the city is offering to them at the North Reclamation Area. Anyway, I am still opposed to the construction of Ciudad being halted.

hmmmm ... this is called in urban planning as "land readjustment" popularized
initially in japan and germany. the japanese call this scheme as "kukaku serei."
it is a very novel and wonderful way of solving urban blight and improving the
configuration of the city not to mention aiding in densification. unfortunately,
this is much easier said than done. a lot of succesful models maybe seen in
germany and japan but much more failures also exist. i am not well updated
now but when i studied this in japan 15 years ago, even the urban planning
experts there were not so excited because of the difficulty and the length
of time a succesful one can be effected ... a high japanese official told me it
averaged 15-20 years to come up with a succesful kukaku serei project with
the difficulty more on legal obstacles and most especially getting the coope-
ration of everybody. kukaku serei of old commercial buildings are easier since
the businessmen are easy to talk to but in the case of informal settlers it is
a big headache even in a country as advanced as japan.

that's why recent trends favor on-site improvement and slum upgrading. this
is also being promoted by the united nations as the better alternative.

fyi. i also suggested the same scheme for the 13-hectare lot of UP (they
occupy only 5 has. the informal settlers occupied 8). but it seems nobody
listened. he he he. sure we can entertain that scheme but we have to be
pragmatic enough to realize its not that easy ...

… which makes it a little harder to explain or give an opinion of, … since an initial assumption
was made. … that the Ciudad mall issue is directly related to the land swap deal. by the way
government officials are saying in the media, they probably are. or at least, they are saying
they are. well, maybe they are. but the truth of the matter is, if we look at them individually
without the other, these are legitimate independent issues, too.

that’s why it’s difficult for me to give my position on the matter since the thread has already
started with them being connected together. but allow me to state my position nonetheless
by starting off with analyzing these 2 individually and separately, with your indulgence …

ceteris paribus …

all things being equal, …. the most justified explanation is probably the simplest one.

the land swap deal …

in 1993, the province passed ordinance 93-1 which allowed informal settlers in provinced-owned
land located in cebu city to buy the lots they were occupying. this was of course pursuant to
the intent of udha (urban development and housing act) which pursued the aim of providing
socialized housing to the poor, more often than not, informal settlers, and which gave an oppor-
tunity for them to buy the lots they were staying on at socialized and affordable rates. for all
intents and purposes, ordinance 93-1 was in line with the national government’s thrust of uplifting
the quality of life of the poor.

10 years after, this is the situation:

• some of the beneficiaries have fully paid and were awarded titles,
• some of the beneficiaries have fully paid but with no titles yet,
• some of the beneficiaries have not fully paid,
• some of the beneficiaries have not started to pay at all.

the deadline for payment was 10 years after 1993. an extension was given but this also lapsed.

the province is poised to recover back the province-owned lot which was granted to the informal settlers/urban poor residents. the justification was to utilize these properties for capital purposes
… either use for investment areas, sell, lease, or enter into joint venture to maximize financial returns.

the city government offered to swap the province-owned lots with a the city-owned contiguous
lot at the north reclamation area. this way, the city will take the responsibility of collecting the
amortization from the residents of these lots who are constituents of the city anyway and not
of the province. this is a move that the city is taking to take full responsibility of providing housing
and tenure to its people. on the other hand, the province will be freed from the messy process of
evicting 5,000 families and the tremendous social costs that comes with such eviction process.

either way, the swap is seen as advantageous to both. and it is seen as a social and development-
riented undertaking aiming at the well-being of the poor.

THIS SWAP WAS ALREADY AGREED BY THE MAYOR AND GOVERNOR.

what went wrong …

• first the agreed swap was scrutinized by the city council;
• there were statements that the deal was unfair to the city in terms of monetary considerations;
• the provincial officials called off the deal;
• the city council apologized and gave blanket authority to mayor osmeña to negotiate;
• the provincial board authorized the governor to negotiate but on a value-for-value basis;
• the city council reacted to such and invoked other development issues …

there are 2 things that I’d like to STRESS here:

1. THERE WAS ALREADY A SWAP AGREED UPON, and

2. THE SWAP was a POLITICAL agreement with SOCIAL and DEVELOPMENT purposes, WITHOUT ANY
FINANCIAL COSTS attached to it.

in all discussions regarding the land swap deal, it is best to remember these two points.

lets take a closer look at the 2nd point. if you look closely at the actions/reactions of the two sides,
we can see that the disagreements and resultant hurt feelings occur, WHENEVER THE PESO SIGN IS
INVOKED. it is when people place a financial value to an entirely social agreement that disagreements
crop up. why? because we cannot put values to a swap and any other socially-oriented agreements.
otherwise, the city should have just sold the NRA lot to the province and the province, these lots to
the city at prices agreeable to both and in line with the usual government procurement rules and
regulations. but no, … the swap was conceived, thought about, discussed, and initially agreed, as
beneficial to both in terms of social returns. such returns cannot be priced and valued. see, the city
council’s move was a result of the fear that the city is losing out on the deal. the provincial board
likewise urges for a value-for-value agreement. if both have this same stance, I believe NO LAND
SWAP AGREEMENT WILL BE REACHED. that is the sad but unfortunate reality. once we put a peso
sign to it, the agreement is doomed. and here’s the sad part of it:

a) the city will have to take care of the informal settlers in the province-owned lots. at the
very least, it will have to provide relocation sites for those who maybe evicted.

b) the province will proceed with the gargantuan task of evicting 5,000 residents. it’s hard
enough to evict 10 squatters, a hundred ones is already a political and social nightmare. but
having 5,000 eviction court cases is not something one wants to have if you can help it. well,
its not actually 5,000. I don’t have the exact numbers but approximately, the categories are
near the following figures:

o fully paid and were awarded titles – 1,000
o fully paid but with no titles yet – 1,000
o have not fully paid – 2,000
o have not started to pay at all – 1,000

for all intents and purposes, those who have titles already cannot be evicted. same as those who
have fully paid since it is assumed that their full payment has granted them the right of ownership
pending the issuance of the titles. that means that it is the 3,000 odd families that the province
has to evict from the land they have been living in the previous decade or more through court
action. i can’t even think of the magnitude and time that court proceedings may take.

as to the actual value of the land in question, if one really ventures to place a peso sign to it –
the city-owned land at the NRA is contiguous and relatively free and is ready for any investment/
development. it can fetch a value of around P400 – 500 million pesos. the province-owned lot is
valued by the province at around P3.2 billion. however, that uses zonal valuation and appraisal
of the general areas and does not take into account that these land are actually resided by
informal settlers, one which we commonly call by the politically-incorrect term “squatters.” in
fact, all of the ord. 93-1 land are actually squatter areas. and these can not fetch the kind of
prices one would expect from zonal valuations. secondly, these land were actually already sub-
divided into very small lots for the urban poor residents. since some of these lots were already
paid for and some titled, those which maybe recovered by a protracted court process are a
patchwork of small lots which can not be consolidated into contiguous properties investors
might be interested in. one simply has to look at the subdivision plans of these properties
colored with titled, fully-paid, partially-paid, and no payment, to see how difficult it will be to
market these properties to decent investment purposes. the P3.2 B figure is more of a ball-
park one, but which is extremely difficult to convert to cash. it’s much lower but I don’t have
any idea how much really, considering the patchwork of small lots to consider.

that is why it would have been very advantageous for the province to swap all those numerous
minute urban poor lots they have difficulty to collect amortizations from and who they have to
individually evict, to a singular, contiguous, investment-ready lot at the NRA. no value may be
tagged to it, from a political, institutional, and administrative point of view, it was the more
advantageous option.

on the other hand, the swap was advantageous to the city because it can finally serve its
constituents by assuring continuity in their quest for tenure to their land, without the headache
of looking for relocation sites and the attendant headaches attached to it. no value may be
tagged to such a development objective.

today, the city and the province are at an impasse. negotiations were stalled and measures and
counter-measures are brewing in each camp. to many on-lookers, it seem as if this is a downhill
trend, … that it will grow bleaker and bleaker everyday. there are more people I talked to who
are pessimistic than the optimistic ones. maybe rightly so because we read in the newspapers
about this side being hurt or this side hurt because being looked upon as a wimp or this side being
blackmailed or this side at gun-point … well there are always two sides of looking at things and if
both sides looked at the dark side, that’s a scenario not even luke skywalker can overcome. but
there is still hope if cooler heads will prevail.

for one, I really, really have to reiterate this truth: “THERE WAS ALREADY A SWAP AGREED UPON ….”
prior to that city council resolution and that provincial board resolution and all the media reports
of accusations and hurt feelings, there was a swap already agreed by the mayor and the governor!
to me this means at least two things:

1. to reach such an agreement again is not impossible since they have agreed to that before; and

2. if people disregard all the hurt feelings and forget all the succeeding actions of the city council
and the provincial board which were based on putting values to a land swap beneficial to both parties
and to the cebuanos in general, then there is no reason at all why we can’t simply go back to the
original agreement.

we have to be realistic and realize that foregoing the agreement is grossly disadvantageous to
both parties. worst, the resulting measures and counter-measures and hostilities between the
province and the city will stump the bright development potentials we have. one needs to
remember the time of ceboom when the tandem of mayor osmeña and governor lito osmeña has
soared cebu to heights never before experienced by cebuanos. one needs to reflect how during
that time each one of us had our heads up and were proud of being cebuanos and the progress/
heights we attained. of course one cannot forget the gradual slow down of such during the
conflicting years of mayor osmeña and gov. dela cerna. and now when things go bright for us
again … when the ASEAN summit was even held here and made us proud again … when tommy
and gwen cooperated in many things for the good of the city and the province and all cebuanos,
people were hopeful for a brighter future, this thing looms again like a damocles sword over our
head … we have to realize that when the city and the province are in conflict, its not good
for the cebuanos. why can't we just go back to the point before the conflict arose?

there was already a swap agreement between tommy and gwen …

if they can simply stick to what they agreed …

it will be the best gift to the cebuanos …

ahh, so its the lot beside Cebu business park diay that the city wants swapped. I think the city should just relocate everyone in that area and put the lot to good use once the swap goes through, its in a very very very good location and i hate to see it remain the way it is, a huge squatter settlement right beside what could pretty well be the future business center of a future world class city.

During that time, there was so much to talk about progress in the city and province. The start of high rise buildings, big malls like Ayala, SM, Country malls, Balamban Shipyard, etc. Cooperation of our city and capitol officials really has a lot to do with progress. I really hope they settle the problem soon so Cebom part II could start this year.

Cebu Provincial consultant on trade and investment Takao Akimaya and his business partner Kimio Tashiro plan to construct a world class amusement park somewhere in Mactan before the year ends. Osmeña-Garcia meeting fails to push through

GOV. Gwendolyn Garcia was willing to talk to Cebu City Mayor Tomas Osmeña last Tuesday, during a private, informal meeting in a room at the Cebu City Sports Club.

But the meeting didn’t push through.

“Naghuwat lang ang gobernador sa among go signal apan wa naman sila (Tomas’ camp) mokontak og mobalik. Sayang kaayo ang opportunity,” Provincial Board member Juan Bolo said of the informal meeting chanced upon by Cebu Daily News photographer Junjie Mendoza.

According to Bolo, the governor would have met with the mayor had some City Hall officials been able to convince the mayor to join their informal meeting that day.

Bolo was with Vice Gov. Gregorio Sanchez Jr. and former Talisay Vice Mayor Lani Abarquez who talked with councilors Augustus Pe Jr. and Joey Daluz and Cebu City administrator Francisco Fernandez.

Bolo said the informal talk was intended for both Mayor Osmeña and Governor Garcia to sit down at that time.

But with the failure of the two chief executives to meet, Bolo and Board Member Victor Maambong said that they would just wait for any development to come.

The board, they said, will not intervene anymore because they have already given the governor the opportunity to settle it.

The city government offered to swap a portion of Block 27 in the North Reclamation Area in exchange for scattered provincial lots presently occupied by about 5,000 urban poor families.

The Provincial Board’s sudden decision last week to let the negotiations proceed strictly based on a “value for value” basis was received like a slap on the face by City Hall officials.

They said the change of terms was a sign that the Capitol was being unreasonable and pushing them around.

Last Monday and Tuesday, the governor ordered the closure of the old Larsian road leading to Fuente Osmeña and the access road that links the Asiatown IT Park to Banilad.

Osmeña, in a separate interview, said that despite their clashing views on the proposed lot swap, he would continue to support the governor and would even be willing to compromise his reelection bid to convince her to approve the lot swap.

“If the governor will liberate the 5,000 families (who occupy province-owned properties) and Alvin Garcia is my opponent in the election, I promise I’m not even going to campaign in these areas and Alvin can have all the votes there,” Osmeña said.

He added he was also willing to apologize and kneel before the governor to convince her to approve the lot swap.

“If you want me to say I'm sorry, I'll say sorry. If you want me to kneel, I'll kneel down. You haven’t seen a mayor kneel down. I will swallow my pride just to give the 5,000 families their property,” he said.

Osmeña said he will not put a single campaign poster in the affected lots and will not assign watchers in their precincts. He will have to work harder to get more votes in the south district, he said.

“But she (Governor Garcia) has to liberate them before the election because I don’t trust her. She does not keep her word,” the mayor said.

He also promised not to lift the moratorium on the development of Cuidad, a commercial development that the province plans to put up near the I.T. Park, unless the lot swap deal is approved.

Osmeña earlier said he and Garcia had agreed earlier to exempt from the land swap some high value provincial properties like those located along Gorordo Avenue.

He said he was surprised to find out that the terms had been changed: the exchange would be based on value for value in terms of market price.

The province’s 53-hectare property is appraised at P3.2 billion while the city's offered lot, which has a land area of 37,554 sq m, is valued only at P415 million.

Osmeña said the negotiations would have been over now had the Capitol not changed their mind about the terms.

Capitol security consultant on information and management Pablo John Garcia, for his part, said the governor would not go back to the old proposed land swap deal.

He said the governor already made her point to scrap the old proposal after Vice Mayor Michael Rama allegedly commented that “modawat ra og limpyo ang probinsya.”

Garcia also said that he was confused about Osmeña’s statement that he was willing to say sorry and kneel if the governor would ask him to.

“I'm shocked by his statement because we can not often hear these words from the mayor,” Garcia told Cebu Daily News.

Osmeña said he considers the deal a very important issue because of its implications to the city's peace and order.

Learning from a past experience, Osmeña said he is apprehensive that leftist groups like the New People’s Army will infiltrate the affected communities and create commotion.

During his early years as mayor, policemen were killed in downtown Cebu City by suspected members of the Sparrow Unit. One of the suspected murderers was later killed in a police operation while the suspect was about to board a boat for Manila.

Osmeña said he later learned from then Councilor Joy Augustus Young that the slain suspect was a supporter of his party Bando Osmena-Pundok Kauswagan (BO-PK), who lived in sitio Kawayan, Sambag II.

The slain victim joined the Sparrow Unit because of a lot dispute that involved him and a nearby hospital.

Osmeña said what happened before may be repeated in a few months time if Governor Garcia insists on evicting the families in province-owned lots.

Osmeña said he would be forced to exercise the public welfare clause if Governor Garcia insists on closing more roads that sit on provincial properties.

The city government, he said, would provide legal assistance to barangay Luz families who plan to go to court to compel the governor to sign the deed of sale of the properties whose amortization they’ve already paid in full.

He would also extend legal assistance to other families who are now facing the threat of eviction.

While the city government is offering to buy off their unpaid amortization by offering a portion of block 27 amounting to at least P400 million to the provincial government, Osmeña said, the city government would later introduce a payment scheme for them that provide for heir amortization to be doubled but the term of payment extended to make the amortization affordable.

Board Member Maambong said he didn’t expect the city officials to react in a counter-productive way, by trying to freeze the joint venture project of the province-owned lots in Banilad, Cebu City.

Both Maambong and Bolo also believed that the governor would listen to the city officials.

“Ingon sila maldita si Gov, pero kami sa hunta probinsyal wa man mi problema niya kay maka-express man mi sa among opinion. Maminaw gyud siya,” Maambong added.

Meanwhile, Rep. Clavel Asas-Martinez (Cebu, 4th district) said she had foreseen the problems in awarding the provincial lots to city squatters.

She said during her stint as the provincial attorney between 1995 to 1996, she was among those who objected to ordinance 93-1. The ordinance was passed to stop the practice of unauthorized building of structure on province-owned lots.

“At that time the governor was Pabling Garcia so I told noy Pabling I don’t think it is right because number one, it contradicts with the city zoning ordinance that these lots were in a commercial area and that the province was giving it to the squatters who would pay in installment for residential purposes,” she said.

Because of her refusal to sign the ordinance, Martinez said she was summoned by the provincial board.

“I told them if you can find anybody else to sign, let him sign it because in my capacity as provincial attorney I will not. If you want me to resign because I am not signing it, I will just resign,” she said.

Very disappointing indeed. No one cares about it from our city and other responsible officials anymore. When I visited the place long time ago I felt sorry about these creatures. Now it's gone from bad to worst. I think it's time to move those creatures and totally close the zoo if no one else has the heart to maintain the facility anymore.

Actually bro, some of the occupants there have already been issued titles since they have paid their obligations already.

If the Capitol wants to have a contiguous property, then they will have to buy back those with titles aside from evicting those who have none.

They should consider the property that the city is offering to them at the North Reclamation Area. Anyway, I am still opposed to the construction of Ciudad being halted.

Ms. Anita Blanco, the marketing supervisor and Fellow Realtor confirms that the developer already dropped the plan to construct more towers after tower 3 & 4. However, they are still open to look for other project sites.

Cebu guv says lot swap out

CEBU CITY -- Cebu Governor Gwendolyn Garcia announced Friday that the proposed lot swap deal with the Cebu City Government is out.

"Now that it has become quite clear that (Mayor Tomas Osmeña's) only concern is his children, I will make it easier for him. He does not have to give up property nor go down on bended knees. I will directly deal with the 2,725 and not 5,000 as he feared...The lot swap does not need to go on...End of story," Garcia announced, after she arrived from a trip to the Camotes group of islands.

"Suffice it to say that we recognize the fear of the mayor that violence may break out. Don't worry, I will take care of his children," she added.

The Cebu City mayor welcomed "like manna from heaven" the governor's decision to deal directly with the occupants of Province-owned lots, leaving the City Government out of the negotiations.

But he warned that the negotiations should not result in the displacement of some 2,700 families, otherwise, he will be constrained to exercise options "that will escalate the friction" between Capitol and City Hall.

"No problem at all. My God, that's like manna from heaven (if she will negotiate directly with the beneficiaries). Let me remind you that I came into the picture only because she refused to talk to them before," Osmeña said Friday.

Now, Ciudad

The governor will issue an executive order to create a committee whose first task must be to hold a dialogue with the occupants.

Since Osmeña has said he is willing to lift the moratorium on development in Banilad if the original lot swap deal will push through, Garcia said her lawyers will just deal with Ciudad.

"As long as his children are taken care of, there's no reason not to proceed. I guess we can expect the mayor now to say that Ciudad will now be a go. If not, then he will be feeding the suspicions we hear about other real motives," said Capitol consultant Pablo John Garcia.

Provincial Attorney Marino Martinquilla also disclosed that payment is not the only requirement for the deed of sale to be given to the occupants.

Ordinance 93-1 sets several conditions for its release: The beneficiary must be an actual and not an absentee occupant; must not be a member of a squatting syndicate; must not own another residential lot within Metro Cebu; and the 93-1 lot must be used exclusively for residential purposes.

Of the 1,430 who have fully paid, Martinquilla said many have violated the conditions, such as by putting up commercial establishments. Their status will be reviewed.

Occupants

"We will then issue a recommendation to the committee," said Martinquilla, who will be a member of the committee with Pablo John Garcia, lawyer Rory Jon Sepulveda, Provincial Treasurer Roy Salubre, Provincial Real Estate Section Chief Paulino Entera and Provincial Board committee on properties chairman Juan Bolo.

In a letter to the Capitol, Luz Barangay Councilor Nilda Cabrera said they welcome the Capitol's decision to deal with them with "much hope and enthusiasm."

In a phone interview, Cabrera said they are hopeful the governor will negotiate with them so they can own the properties they are occupying, instead of discussing their relocation.

Like the mayor, she fears violence may erupt if they are displaced, especially since the lot occupants are already agitated because of the Capitol's threats of eviction.

"We have no problem negotiating with the governor as long as disposal ilang tuyo and not displacement, kay bisag unsaon, dili gyud mi mupahawa. (We are not leaving.) We will not negotiate for a relocation," Cabrera told Sun.Star Cebu.

On Sunday, beneficiaries of Provincial Ordinance 93-1 will have their own version of "Suroy-Suroy Sugbo", the governor's program to promote tourism in the towns.

Options

But tourism promotion will be far from the beneficiaries' minds when they visit the towns starting Sunday.

Cabrera said they will explain to the town officials and the Province's constituents their situation and how hard they worked to keep the properties they bought from Capitol under Ordinance 93-1.

In his news conference, the mayor said he will do everything he can to make sure the families will not be evicted from the lots they are occupying.

"We have other options we can exercise that we haven't exercised yet but it will only escalate the friction. But when they start evicting, I promise you I will be very creative in exercising our options. I'll do anything, everything in my power once they start physically removing and hurting these people," he said.

In his news conference Friday, Osmeña also said he does not mind losing P3 million in annual taxes from the Ciudad development, or the employment opportunities it will create.

"The impact of the moratorium on job opportunities is very minimal and not as severe as the dislocation of the families. We can always look for other job opportunities but we can't just relocate the families and save them from the trauma of being displaced," he said.

But if the governor still wants to sit down to talk, Osmeña said he is willing to listen to her.

Repossess

"Like I said, if she'll take the original proposal, I will use all my influence on the council to lift the moratorium, although I can't properly say it will be lifted because I'm not the council. But you have to understand that I will not ask the council to lift it until they agree to the (original) lot swap," Osmeña added.

Amid speculations on what the Province intends to do with its other properties in Cebu City-including Fuente Osmeña-Pablo John Garcia said: "We will repossess and take possession of our properties at the least possible convenience to the public...We assure the public that the governor will not act rashly, like other local government units. She will act prudently in accordance with her duties as governor, as administrator of the provincial properties and in accordance with the law."

He added that with the Capitol's decision to "take care of (Osmeña's) children without him having to part with his property or pride," provincial officials have helped the mayor by insulating him from "swirling and whirling speculations" that he would have dealt with a private developer after the lot exchange.

"He need not kneel down and say I'm sorry. He only has to say thank you to the governor," said Pablo John. (Sun.Star Cebu)

SOMETHING OLD, something new, something borrowed, something Cebu.

That ditty just keeps popping into my head when I think about Old City's new restaurant and club that marries Filipino cuisine with Spanish influences and a tony night scene.

And given that the failure rate of restaurants exceeds that of American marriages, you have to hope that this is a match with better odds.

Executive Chef Guillermo Veloso, well-respected during his tenure at Cuba Libre, pairs with Willie Encarnacion in the kitchen. Encarnacion's brother, Wilson, is involved on the business end. The brothers bring their native cuisine to the Northeast's Manila Bay restaurant, touted as the region's first and most authentic Filipino cuisine.

Located in the space that previously housed World Fusion and Rococo, Cebu retains the classic vaulted ceilings and Corinthian columns of the old Corn Exchange Building. Vestiges of World Fusion remain, including the name imprint on the charge slip as well as the over-the-top decor that detracts from the beautifully presented food of Cebu. Thankfully, though, the fusion confusion is kept to Spain and the Philippines rather than the globe.

Veloso believes that this lesser-known cuisine from South Asia is ripe for American palates. With its emphasis on fish, garlic, tomatoes and rice, Filipino food echoes Mediterranean flavors. And, historically, the Philippines have been influenced by China, Spain, Mexico and the United States, so fusion comes naturally. Veloso is also cautious enough to keep some of the stronger fish flavorings out of the dishes in keeping with our palates.

A good deal is the appetizer Trifecta ($25). Pick any three appetizers and they come dramatically displayed on a three-tier stand. We sampled Shanghai Lumpia, a Filipino version of a spring roll that is spoken of longingly by anyone who has lived on the islands. A mixture of pork, shrimp and vegetables this crispy fried roll comes with three dipping sauces that span the flavor profiles of hot pepper, almost sweet coconut and salty, fishy soy.

We also enjoyed the Krispy Kare, a spicy glazed oxtail served with a sweet mango sauce. The Chicken Wings, although just a tad overcooked, are a flavorful combination of a spicy rub. Another appetizer, Tuna Inilaw ($12) comes from the Filipino tradition of local fresh fish — a Filipino ceviche, if you will. Enjoy sushi? You'll like this.

Pancit is a general term for any dish of noodles with fish, meat or vegetables and is a definitive dish from the Philippines. A variety of noodles can be used — egg, rice or mung bean being most common. The Duck Pancit ($19) offered perfectly cooked duck breast with mung bean noodles — a good example of old traditions fused with more contemporary ingredients.

The Crispy Whole Fish special ($23) was the evening's disappointment.

Neither crispy nor well-seasoned, the roasted sweet plantains overwhelmed the nearly tasteless fish. The Skirt Steak ($24) was a little overseasoned to my taste, but my other tasters disagreed and everyone liked the accompanying mashed potatoes seasoned with shellfish.

On another visit, I sampled the Pork Belly ($18). It is braised and then "crisped" in the wood-burning oven. While the seasonings were interesting, it's an odd entree that would work better as an appetizer.

Dessert offerings ($6) are an interesting mix. The banana creme brulee brought together this traditional Filipino ingredient with the classic French dessert. The fried banana rolls were not too sweet, but definitely dessert. Halo Halo or "mix-mix" is a traditional iced dessert from the Philippines that mixes ice cream, fruit and beans. It was fun to try, but undoubtedly an acquired taste.

When you try to be all things to all people, you run the risk of pleasing no one. And that's what concerns me about Cebu's dichotomy of upscale dining/Old City late night "club-i-ness." A wine list that leads off with Yellow Tail is sure to work for the twenty-something hipster on the chase, but it casts doubt when contemplating more serious offerings to pair with my eclectic meal. Specialty drinks ($9-$11) are fun, but avoid the sangria, which tastes like sweet ice tea.

Overall, this is an ambitious union of chefs, menu and location. If I may be permitted to tell a new bride how to run her house, I'd like to remove some of the clutter both in the decor and on the menu. There's something about a Kobe beef strip steak ($60) that seems disingenuous in this cuisine. There are many restaurants in Old City that are all style and no substance. It would be nice to have one that dares to be truly authentic. *

it's kinda ironic that we're a booming city but our zoo is a total mess.No one from the city officials cared about it, the creatures are so helpless there..it's really disappointing..:ohno:

P3-B golf course project requires reclamation

BOTH the legal counsel of the golf course project in Cordova town and Municipal Mayor Arleigh Sitoy confirmed that there would be reclamation of the town’s foreshore areas to accommodate 27 holes of the P3-billion project.

During a press conference yesterday, Sitoy said he knew that the project’s second phase entailed reclamation works.

“The proponent is planning two phases of the golf course — the one in the mainland and the other, which would involved reclamation of from 20 to 30 has.,” Sitoy said.

Sitoy said the provincial government is involved because of the planned reclamation.

During the town council session last Wednesday, Lito Astillero, legal counsel of Phil. BXT Corp. and Joil UBF Corp., admitted that the P3-billion project’s second phase would involve reclamation. The first phase calls for the construction of an 8-hole course in the mainland.

Despite this, Sitoy said the golf project was one of those he considered potential for the town’s 10-year development plan dubbed “ecological peninsula.”

The plan called for selective development of the foreshore areas.

The mayor considered it an insult that he, “a supporter of environment” would be called anti-environment by critics.

The town council, however, asked that Allan Aranguez of the Environmental Management Bureau clarify to them during the regular session on Wednesday the reasons why the agency issued an Environmental Compliance Certificate (ECC) for the 58.3-ha golf course project.

The project straddles a mangrove area in the barangays of Gabi, Alegria and Poblacion. It was issued an ECC in January.

Vice Mayor Danilo Sinugbuhan said he pitied Astillero. “He kept on apologizing because he was not aware of a lot of things about the project,” he said.

The Green Forum, during a regular meeting at the University of Cebu - Banilad campus last Wednesday, reported that the golf course project required an environmental impact assessment, not just an initial environmental examination.

There were also no signs to announce to the public the details of the project as required by the ECC.

The environmentalists fear that because the project is situated near a river and the town’s coastline, fishermen will be affected in terms of having an accessible landing site, not counting the negative impact on the immediate biodiversity near the project location.

The councilors also pointed out that part of the project site is a mangrove area but this was not stated in the initial environmental examination.

The council has already protested the absence of a public hearing before the mayor issued a development permit to the project. The councilors also said the project needed a favorable endorsement from the council.

And because a golf course normally demands large volume of water supply to maintain the greens, the councilors said they fear this might result in water shortage in the town.

Mayor Sitoy made it clear that he personally endorsed the project because it is “an environment-friendly project.”

Sitoy also said the complaints and apprehensions raised against the project were premature because the project was “still in the drawing board.”

Sitoy’s stand was echoed by his father and mayoralty bet lawyer Adelino Sitoy. Statements of support came from the officials of barangay Gabi, Buagsong, Alegria and Bagbag.

“I have to state this clear, the golf course project is still in the drawing board. It’s still a plan which was not even submitted yet to my office. I can only discuss the environmental concerns of my constituents if the proposal is complete,” the mayor said.

Sitoy said the works that were seen at the area were for the opening of a road leading to a staff house.

“These are privately-owned properties. The owners can rightfully build an edifice there. Why will I prevent it?” he asked.

“I'll state it for the record now, I personally in my capacity as mayor endorsed the project to the provincial governor provided that the proponent would comply with all legal requirements,” he said.

Because of the issues raised surrounding the project, Sitoy said barangay captains who comprise the Association of Barangay Captains (ABC) will pass a resolution requiring all projects in the barangays to secure a favorable resolution from the ABC.

Sitoy, however, said the recent reports about the project has not affected the proponents. “There is no apprehension on the part of the investors.” Correspondent Chris A. Ligan and Chief of Reporters Suzzane Salva-Alueta

This is everybody’s store. People grew up shopping in the south.

Gaisano South is the most under-rated department store, and has remained the department store that is, not the mallish (read: a mall wannabe) kind. This, despite the changes it has had through the years.

For starters, the merchandise is, unbelievably, very affordable, and like how a “diva” friend puts it, so down-to-earth. And take note, they are always on sale.

In every season, for example. There, one can still find an all seasons gift ---for mom, dad, brother and sister---that will cost you less than a hundred pesos, a welcome respite indeed. In fact, if there is a madness sale, wherein 50-70% will be slashed off from the original prices of items.

Although Gaisano South is located off-center in Colon Street, a lot of people still troop to this shopping mecca in the south. And why not when they could always come as they are.

Council still undecided on new "Ciudad" project

Vice Mayor Michael Rama yesterday said the City Council has not yet sat down to discuss the possible lifting of the resolution banning the provincial government from going on with its proposed project in barangay Banilad.

Rama, who sits as the chairman of the City Council, said that the decision of the Capitol to directly negotiate with the affected families is good but he could not say if the city council will lift the moratorium on the province's project.

He refused to comment on the move of the province to "claim" some of its properties that are in the city by closing them but said the city is one in its stand on the land swap issue.

But he added that if negotiations between the capitol and the 5,000 city residents succeed, the city council might lift the moratorium on Capitol's project.

"It may follow but I don't want to make it official," Rama said, adding that despite the conflict between the province and the city now, he foresees the two local government units coming to terms and working together.

Two days ago Governor Gwendolyn Garcia announced that Capitol will no longer proceed with the land swap deal and decided to directly negotiate with the affected families.

The rift between the two local government units started when the capitol threatened to evict some 5,000 Cebu City residents living in various province-owned lots in the city after they failed to complete their payments for the lots they have been occupying for the last 15 years.

Provincial Resolution 93-1 allowed these people to purchase the land they are occupying on installment for the period of five years, from 1993 to 1998. This was later extended to 2004 but when they sought another extension Garcia no longer allowed it and vetoed a new resolution seeking to move the deadline for payments.

To save the city residents, Mayor Tomas Osmeña came up with an unsolicited proposal to Garcia for a land swap deal whereby the city assumes ownership of the province-owned lots where these residents are living while the capitol gets to own a prime piece of property at the North Reclamation Area.

However, Rama angered Garcia when he accused the province of getting more out of the deal than the city during a privilege speech. The province dropped the deal and ordered a reassessment of its properties.

Recently, the capitol announced it is ready to renegotiate but under new terms -a "value-for-value" exchange of properties instead of the earlier idea of swapping its 536,986 square meters with the city's 37,554 square meters at the North Reclamation Area.

The city's property is worth P415 million while the province claims its lots are worth P3.2 billion.

With this proposal, the province will keep the most prized commercial lots and residents occupying the other lots will be evicted, depending on whatever counter proposal the city government thinks of, according to Garcia.

However, the value for value proposal, not all the city's residents who are beneficiaries of the Resolution 93-1 occupying the province's properties will benefit from the land swap.

This prompted the Cebu City council to pass a resolution seeking a freeze in any development of a 2.8-hectare province-owned property in Banilad. The area is the site of the proposed commercial complex that would be called "Ciudad," from which the Capitol is expected to gain P2 billion.

Mandaue CH eyeing deal for recla lot

THE Mandaue City Government will be negotiating with prospective investors for the lease of a piece of property across the Cebu International Convention Center (CICC).

The property, which has a total area of 52,868 square meters, is also near a major commercial center that is being developed.

The City Council recently authorized Mayor Thadeo Ouano to negotiate with parties interested to develop the property under a lease contract.

Complement

When Ouano requested the City Council to grant him authority, he said the development of the property “is expected to complement the CICC” at the Mandaue Reclamation Area.

It will also “enhance the further growth of the city as a preferred destination for both local and international conferences, conventions and exhibitions.”


The lot is near another property that is leased by a developer.

The adjacent lot measures nearly six hectares of the City Hall-owned lot, including the site of the unfinished Uniwide building, at the Mandaue reclamation area.

Rental rate

Under the agreement between the City and the company, it will pay a monthly rental of P10.50 per square meter.

The company has committed a minimum investment of P235 million for the development of the property into a commercial complex, which will be done in three phases.

The CICC was venue of the 12th Association of Southeast Asian Nations summit last month.

Next month, the Philippine Councilors’ League will hold a national convention at the CICC. (AAG)

CEBU CITY -- After a long wait, the Cebu City government finally signed up the first locator in the South Road Properties (SRP), the 300-hectare reclaimed area the city owns.

Bigfoot Entertainment (BFE) signed last week a 25-year lease agreement for a two-hectare area at the SRP, where the company plans to build a multi-million-dollar movie production facility.

The company plans to set up several sound stages, including a movie studio, in the area to attract Hollywood film companies planning location shoots outside of the United States.

A Bigfoot executive earlier explained that a bigger sound stage could accommodate large movie sets. The company said the investment in the expansion facility at the SRP could reach $10 million.

Cebu City Mayor Tomas Osmeña said the BFE was planning to acquire another 16 hectares for an integrated development.

"I'm more excited about what Bigfoot intends to do at SRP because Bigfoot is taking very aggressive posture pioneering new things to put us on the map," Osmeña said in an interview.

He said the company planned to transform the 16 hectares of prime waterfront area into an integrated development, including a mega yacht club.

Osmeña said Bigfoot's planned development would also include a retirement facility, residential condominium, hotels, offices and a bus terminal when fully built up.

He said the project would be implemented within three to four years.

The BFE also expressed willingness to work with real estate developers such as Filinvest Land Inc., Osmeña said.

A Brunei investor was also eyeing a hotel project as part of Bigfoot's complex, he added.

Osmeña said that upon the finalization of the purchase agreement, the city would ask Bigfoot to pay 40 percent of the total purchase price with the balance payable over four years,.

The mayor said Bigfoot decided to lease the two hectares first because it could not wait for the bidding process to be completed and it wanted to start with its film production facility immediately.

Bigfoot has two soundstages in its Mactan facility, which cost over $2.1 million (about P99.4 million). A sound stage is a large soundproof studio usually used for filming motion pictures. However, the Bigfoot sound stages in Mactan could only accommodate filming of music videos and advertisements.

Joel Mari Yu, managing director of the Cebu Investment Promotion Center, said the lease agreement on the two-hectare area would be terminated upon the approval of the purchase of the lot, along with the 16 other hectares.

Earlier, Osmeña came under fire from his critics over the huge debt the city incurred to finance the reclamation project, which cost at least P2 billion, and the capability of the city to pay off the loan.

The efforts to market the SRP to investors hit a snag when the Talisay City claimed it owned part of the reclaimed area.

The issue was settled when President Gloria Macapagal-Arroyo issued Proclamation No 843, transferring the ownership of the SRP to the Cebu City government and declaring the area as alienable and disposable.

CEBU CITY -- After a long wait, the Cebu City government finally signed up the first locator in the South Road Properties (SRP), the 300-hectare reclaimed area the city owns.

Bigfoot Entertainment (BFE) signed last week a 25-year lease agreement for a two-hectare area at the SRP, where the company plans to build a multi-million-dollar movie production facility.

The company plans to set up several sound stages, including a movie studio, in the area to attract Hollywood film companies planning location shoots outside of the United States.

A Bigfoot executive earlier explained that a bigger sound stage could accommodate large movie sets. The company said the investment in the expansion facility at the SRP could reach $10 million.

Cebu City Mayor Tomas Osmeña said the BFE was planning to acquire another 16 hectares for an integrated development.

"I'm more excited about what Bigfoot intends to do at SRP because Bigfoot is taking very aggressive posture pioneering new things to put us on the map," Osmeña said in an interview.

He said the company planned to transform the 16 hectares of prime waterfront area into an integrated development, including a mega yacht club.

Osmeña said Bigfoot's planned development would also include a retirement facility, residential condominium, hotels, offices and a bus terminal when fully built up.

He said the project would be implemented within three to four years.

The BFE also expressed willingness to work with real estate developers such as Filinvest Land Inc., Osmeña said.

A Brunei investor was also eyeing a hotel project as part of Bigfoot's complex, he added.

Osmeña said that upon the finalization of the purchase agreement, the city would ask Bigfoot to pay 40 percent of the total purchase price with the balance payable over four years,.

The mayor said Bigfoot decided to lease the two hectares first because it could not wait for the bidding process to be completed and it wanted to start with its film production facility immediately.

Bigfoot has two soundstages in its Mactan facility, which cost over $2.1 million (about P99.4 million). A sound stage is a large soundproof studio usually used for filming motion pictures. However, the Bigfoot sound stages in Mactan could only accommodate filming of music videos and advertisements.

Joel Mari Yu, managing director of the Cebu Investment Promotion Center, said the lease agreement on the two-hectare area would be terminated upon the approval of the purchase of the lot, along with the 16 other hectares.

Earlier, Osmeña came under fire from his critics over the huge debt the city incurred to finance the reclamation project, which cost at least P2 billion, and the capability of the city to pay off the loan.

The efforts to market the SRP to investors hit a snag when the Talisay City claimed it owned part of the reclaimed area.

The issue was settled when President Gloria Macapagal-Arroyo issued Proclamation No 843, transferring the ownership of the SRP to the Cebu City government and declaring the area as alienable and disposable.

The city plans to sell parcels of the area to pay off portions of the loan, which is payable over a 30-year period. The selling price of SRP land starts at P10,000 per square meter.

This text service is provided for Globe subscribers or users who would like to know the time of service or Mass of a particular Church and even a list of churches located in the city.

Mayor Tomas Osmeña said the project is "part of my crazy invention" for people who don't have much time to go to church and check the schedule of their church services. "This will make our lifestyle in Cebu City a bit better," he said.

"This is another way of applying information technology to give convenience to the public. The city government is very proud to have a partnership with Globe. This is the very first in the Philippines and possibly in Asia that this kind of service is being done," the mayor said.

Every inquiry sent through text costs P2.50 only, and is only available to Globe and Touch Mobile users who are Catholics, Muslims, Jehovah's Witnesses, Evangelical, and Mormons, among others.

Jerry Intig, public relations head of Globe Telecom's Visayas-Mindanao, said the project is a first of its kind and part of the company's social responsibility.

To use the text service, a Globe user should type the appropriate key words and send them to 2806.

For example, to view the list of available churches for Catholics, the Globe user should text CCM (Cebu City Mass) CATH (Catholic) and send to 2806.

lelz ... tinuod pero di kaayo ko particular sa gwapa nga artista. i'm more inclined
with a very good plot and story content. i very seldom watch soap operas or
telenovelas ... been ages since i followed one. but this one caught my attention
becuase it has a historical basis, and although they spinned a love story and
other intriguing events around the characters, still it is the story of the forma-
tion of the gogoryeo nation from which the korea countries were formed and of
jumong, the first king of gogoryeo.

the series, an anniversary production of MBC of Korea, reached an outstanding
60 episodes in 2006 and surpassed the 50% viewership mark at its peak. it was
so popular almost everyone in korea was watching it at they had to extend it to
81 episodes (episode 78 is showing tonight). of course, i didn't have the
patience to watch it day after day in GMA-7 he he he, 10:00 pm pa got other
things to do. so i bought a set of 3 DVDs, and watched it continually for a
week finishing the 60 episodes. once the last episode is finished, hopefully
there will be a DVD available.

i urge you to try to watch the drama. its one way of understanding korean
culture ... especially that their presence are becoming stronger in cebu city.

Mandaue to sell, lease lot near CICC

Mandaue City Mayor Thadeo Ouano can now negotiate with prospective investors for parcels of land near the Cebu International Convention Center (CICC).

Ouano got the City Council's approval to hold talks with investors interested in the city's real properties near the CICC.

The authority granted by the City Council opens a 52,868-square-meter lot just across the CICC for possible investors. Lot 1-K-3-B is the adjoining property of the now abandoned Uniwide warehouse, which was used as a security office during the 12th Association of Southeast Asian Nations (ASEAN) Summit last January.

“The development of that parcel of land is expected to compliment the CICC and will enhance further growth of the city as a preferred destination for both local and international conferences, conventions and exhibitions,” Ouano said in his letter to the City Council.

While Mandaue city is hoping to become a convention hub of the region, not a single five-star hotel was ever constructed in the city.

The mayor said a lot of investors have been inquiring about the availability of the lot for development under a lease contract.

Investors have not been named by the mayor in his letter.

The Mandaue Reclamation Area became famous after the construction of the CICC, one of the venues of the 12th ASEAN Summit in January.

Sixteen heads of state and heads of government attended the high-profile meeting. The CICC is also the site of the 2nd East Asia Summit, a gathering of the ASEAN leaders and its dialogue partners including Japan, Korea, China, Australia, New Zealand and India.

Wow! It's great to know that Bigfoot is really going through with it's entertainment arm [Bigfoot Studios]. They're really bullish about the prospects of the entertainment industry expanding here in Cebu.

However, I'm quite pessimistic about this 10-studio comlex thing. Don't you think building such large number of studios isn't yet economically feasible for a city like Cebu given that there aren't that many programs or advertisements being filmed in Cebu?

I think they should concentrate more on building more call centers rather than these studios since they require less capital outlays but return hefty profits.

Btw, I'm just wondering whether they're churning profits at their Mactan studios given that it sits un-used most of the time.

Meron nang DVD sa Colon. But please don't buy. Two reasons: (1) Hindi pa tapos ang Ju Mong sa Korea, sa March pa - so lugi ka ng 10 episodes kung bibili ka ngayon at (2) wala nang thrill kasi napanood mo na. Iba talaga ang Tagalog-dubbed.

All media reports from ringside in Cebu City reported that there was some booing of the Filipino national idol and, more importantly, my personal pugilistic idol among active fighters (relax, Ali, relax!), from the crowd of 20,000. I don't think we blow this off or assign blame to 10 bitter Mexicanos sitting in the rafters.

Blasphemy. Sacrilege. Shame, shame, shame. I haven't felt this bad when, as a hungry and scrawny 16-year-old trembling Catholic I wolfed down a hot dog at Fenway Park, Boston, on a Friday night when I was working selling popcorn and Hood's three-flavored ice cream to the baseball fanatics therein. I truly thought that, about 12 seconds after consuming the tubular treat, that a lightning bolt would descend on the ballpark and strike me dead. Fifteen minutes went by, then a half hour. No destruction came from the sky.

So, being an impudent punk, I tossed down another frankfurter. I felt relieved many years later when The Pope Himself, the undisputed Vatican champ, changed directions and said it was OK to eat meat of any kind on any and all (except maybe Good Friday) Friday. Filipino ring icon Manny Pacquiao has declared that he will forego his plan to run in the Philippine May elections and instead concentrate on his upcoming fight on April 14 against Mexican Jorge Solis to be held at the historic Alamodome in San Antonio, Texas, according to broadcast reports by Philippine government TV station NBN Channel 4.

Pacquiao confidant Rex "Wakee" Salud confirmed the news and said that the negative reception accorded to the boxing hero where he, together with Manila mayor Lito Atienza, government lawyer Romy Makalintal and Salud himself, were loudly booed by the audience upon their entrance to the jampacked Cebu City Sports Complex where a highly successful staging of a boxing event featuring local boys Z Gorres and Boom Boom Bautista was held.

Lawyer Romy Makalintal who has been designated by Pacquiao as his spokesman, also confirmed the news when contacted by PhilBoxing.com. Makalintal said that Pacquiao would like to apologize to his fans for hurting them because of his political plans and that "Pacquiao treats his fans as very important to him and would listen to their sentiments."

Salud further informed that he had arranged a meeting between Cebu City mayor Tomas Osmena and Manny Pacquiao at a dinner in a Cebu restaurant Friday night where he had requested Mayor Osmena to give a brotherly advise to Pacquiao, noting that Osmena is a veteran politician.

Osmena, according to Salud, told Pacquiao that he can run for an office, but "not at this time."

Pacland, the de facto website of Manny Pacquiao and whose members strongly opposed Pacquiao's political intention, is in a celebratory mood after hearing the good news.

I watch both - whether in Korean or Tagalog. I have DVDs of Korean series: Jewel In The Palace, My Name Is Kim Sam Soon, Full House, Love Story In Harvard, Endless Love 4 Spring Waltz, Palace/Princess Hours (in order, from best to worst).

DESPITE the challenges hounding the seaweed processing industry, Cebu-grown Shemberg Marketing Corp. (SMC) has been acquiring new clients for processed seaweeds or carrageenan.

Carrageenan is used as a thickener, emulsifier, stabilizer and gelling agent in food, beverages, cosmetics and pharmaceuticals. It is extracted from the Euchema seaweed or native “guso.”

The semi-refined carrageenan can be used in food and non-food products. But some products, like beer, need a clear gel, which can be formed only from refined carrageenan.

Dakay said Shemberg’s new clients include an India-based pharmaceutical company, which produces hard capsules.

Replaced

Some drug manufacturers all over the world have replaced gelatin with carrageenen in the coating of drug capsules, as countries like Japan, and in Europe have expressed concern over the use of gelatin as capsule coatings on the heels of the outbreak of the mad cow disease in 2002.

Gelatin is made from pigskin and cows’ bones.

Dakay said Shemberg has started supplying this year carrageenan to the India-based company, one of the biggest capsule manufacturers in India.

“The carrageenan of SMC is clear and transparent. It is also comparable to the running supply, in terms of gelatin, and better in terms of clarity,” according to the company’s letter to SMC.

The company has also bid for an international cosmetics line, Victoria’s Secret, for its new toothpaste.

Shemberg is supplying toothpaste-grade carrageenan to Colgate-Palmolive, Sara Lee International and Rembrandt toothpaste. (JBN)

yes he was, but he was just running for the congressional level anyway. A friend of mine, a Polsci major was insulted by his comment whether he was going to choose between running for maypr or congressman. My friend argued that obviously manny didn't know that legislative and administrative work are totally different jobs.

wait, would the e-mall expansion project really include more retail space, or would they just create an access gateway to sanciangko st? there's an old bldg (luzon lumber) in the corner of sanciangko and leon kilat, i hope that the go's would be able to convince luzon lumber to sell thier lot to them, so that emall will stretch from sanciangko to hi-way :)

That is not the Korean drama's fault. It is the online distributor's fault. YesAsia.com uses different titles for the Korean Dramas released. Dae Jang Geum is Jewel In The Palace according to YesAsia.

Emperor Of The Sea - hmmm, try asking the ladies in the DVD stalls with Emperor Of The Sea still. If not, try to use "Sea God" as title. Emperor Of The Sea in Korean is "Haesin".

They don't have to demolish Luzon Lumber Co. if ever Go would acquire it. They should preserve, renovate, and perhaps integrate it into the mall itself. It's an all wood structure so it would really become a unique part of the mall. They can put souvenir shops there, or restos, hehehe.. :D

They don't have to demolish Luzon Lumber Co. if ever Go would acquire it. They should preserve, renovate, and perhaps integrate it into the mall itself. It's an all wood structure so it would really become a unique part of the mall. They can put souvenir shops there, or restos, hehehe.. :D

^^ Does this building got any historical value? Sayan din kc if it will be demolished. It can be an added attraction if it will be preserved or renovated. Tama si arnold....they can also renovate this but retain the original design then have some shops within.

Bigfoot pays $500T as advance lease

THE Cebu City Hall yesterday received a five-year advance payment from Bigfoot Global Solutions, Inc. for its 25-year lease contract on the two-hectare portion of the South Road Properties (SRP).

“We received already a check for over half a million dollars as five years advance payment for the lease. But we have come more or less to agreeing to the sale of at least 16 hectares at P12,000 per square meter and I consider that already discounted,” Cebu City Mayor Tomas Osmeña said.

“He (Bigfoot’s Michael Gleissner) is so in a hurry that he cannot wait for this bidding, bidding or COA, COA. The fastest way is a 25-year lease to put up a sound stage,” Osmeña told a news conference yesterday.

Asked how much is the equivalent of the half a million dollars to the current peso-exchange rate, Mayor Osmeña said it’s about P28 million.

He also said Anne Sy of the SM Prime Holdings, Inc. will be coming over to City Hall today to followup on their offer to “make a major development at the SRP.”

The mayor said SM wants the entire 300-hectare SRP. Bigfoot and SM are two of the City’s three “very serious clients to the SRP.”

The other interested client is Filinvest, owned by the Gotianons who, Osmeña said, have “a very strong financial position.” He said the Gotianon couple, who came to look at the site last week, “is already working on the numbers.”

“SM will come tomorrow and they are very serious in acquiring the property, the entire 300 hectares,” the mayor said.

One sale

“I only need one sale. Basically I told them to make their deal now. After that we’ll be choosy so I told them you make your deal kay gutom man mi (because we’re hungry). You can take your deal. After that no more, we will be very picky already,” he added.

He was alluding to the City’s selling a few hectares of the SRP to address the City’s cash flow problem in paying its P6.3 billion loan to the Japan Bank for International Cooperation.

The mayor said SM has “gone beyond malls.”

“They are now into major developments. They have so much money and about two or three years ago, they approached me.

They wanted to lease a piece of property for a mall. I said no. If it’s cash maybe. But lease for a mall, no because a mall will competes with those of the local businessmen. I’ve learned my lesson that when they built their mall in the North Reclamation Area everybody said it was very nice, a city within a city. When it opened, patay ang Gaw, patay ang Fairmart,” the mayor said.

“The entire Colon, Rositas, tanan hurot, mga movie houses because their customers are the same as the others.

Bigfoot will put up a state-of-the-art movie studio at the SRP, similar to the studios in Hollywood and a soundstage that can compete with those in Los Angeles, California, Romania, Italy and Europe.

I wonder if SM wants to create a FGBC of the South? I think a development like that would be great, but if they create something a little different like a resort/tourist community that would also be nice.

Still, I hope Bigfoot is able to get the few hectares that they want. I support their cause!

i didnt review all the postings here but why are they going to demolish luzon lumber? @tj & arnold i agree the city can renovate and preserve its design and turn it in to something like a souvenir shop for tourist then the city can make profit. Its a piece of history of the city why not preserve it.

Pacquiao booed in Cebu

He has yet to file his candidacy for congressman of South Cotabato but this early, boxing icon Manny Pacquiao is already having second thoughts about semi-shifting his career to politics.

On Saturday night, Pacquiao was reportedly "booed" by audience who watched the "Battle of Cebu" between Filipino and Mexican boxers.

Some of Pacquiao's fans called him "congressman" as he entered the Cebu Sports Complex. Some of those opposed to his reported candidacy, meanwhile, voiced their opposition taunted him.

The jeers he got from the Cebu crowd reportedly sank in and Pacquiao is already contemplating on just focusing his attention on his training for the April fight against Mexican Jorge Solis.

The negative reaction prompted Manila Mayor Lito Atienza and lawyer Romulo Macalintal, Pacquiao's advisers, to warn him against venturing into politics at this point in his career.

Pacquiao has yet to decide on whether or not he is withdrawing from his plans to run for congressman. He said that training is his top priority at the moment.

The boxer, meanwhile, is scheduled to leave for the United States next week to continue training. That would mean he will not be able to personally file his certificate of candidacy before the Commission on Elections.

His camp, however, said Pacquiao can order his lawyers to make a special power of attorney to file the candidacy on his behalf.

Pacquiao's spokesmen said the boxer feels his goal of helping the people of General Santos is being put aside because of criticisms against the planned candidacy.

The boxer, however, said that he would gladly heed the sentiments of his fans to give them a good fight during his match with Solis in Texas.

The boxer's camp said in the end, it will be Pacquiao's decision on whether or not he will throw his hat into the political arena.

Pacquiao, 28, is the World Boxing Council international super featherweight champion.

He has a 43-3 win-loss card and two draws. He won 34 fights by way of technical knockout.

As news of his planned candidacy broke, the administration said Pacquiao will run under the Liberal Party faction of Atienza. The Manila mayor is an ally of President Arroyo.

Lately, Pacquiao has been seen with several politicians allied with the administration, among them Ilocos Sur Gov. and senatorial candidate Luis "Chavit" Singson and Sen. Lito Lapid, who will run for mayor of Makati City.

With the onset of "Tourism Negosyo" in the country, Ariel Jersey and Jay Aldeguer boosted the promotion of the country’s tourist destinations, culture and festivities by highlighting the very best of the country’s interiors.

Jersey, who produces travel maps and Aldeguer, who founded a chain of trendy souvenir shops, will be acknowledged as two of the Most Inspiring Tourism Entrepreneurs during the Go Negosyo Turismo Expo, slated on March 2-4 at the SM Mall of Asia.

The awarding ceremony will be led by President Arroyo and Presidential Consultant for Entrepreneurship and Philippine Center for Entrepreneurship (PCE) president Jose Concepcion III.

Aldeguer was once a frustrated artist, whose love for a greater entrepreneurial voyage began when he was backpacking around Europe after graduating at the Ateneo de Manila University. He remembered buying all sorts of souvenirs in all of the places he visited. But as his heavy bags became too much of a burden, he decided to purchase souvenir T-shirts instead because "they were lighter and more practical." Prior to this, he had already been selling colored T-shirts to his fellow students in Ateneo.

"For a premier destination, it only offers the giant spoon and fork," he said, referring to the T-shirt he got as a souvenir from the summer capital. So, at the age of 21, with an initial capitalization of P200,000 that he got from his earnings in college and from his parents, he established Island Souvenirs in 1992. With a P1,500 bamboo cart, Aldeguer began selling shirts at the White Gold department store in Cebu.

Through Aldeguer’s creative perspectives, Island Souvenirs became known for products that highlight the unique oddities of local travelers. For instance, Boracay visitors always look forward to their waterproof plastic bags that are very convenient in keeping their cellular phones even while enjoying the cool waters in the ocean.

"The souvenir industry is an old industry with the proliferation of shops around the world," Aldeguer notes. "Our dream is to be that brand," he states confidently. Given that Philippine tourism, which attracts millions of tourists a year, Aldeguer still sees further growth for his business locally. US firm to open contact center in Cebu

Cordia Corp., a telecommunications service provider in Florida, United States, said it would open a 130-seat call center in Cebu City.

“We hope [it] will be operational by May 1,” Cordia president and chief operating officer Kevin Griffo told the Inquirer via e-mail.

“We estimated that we could save about 50 percent on our cost of getting new customers through this new call center,” he said.

The call center will provide outbound sales service for US and other international markets, and may also provide customer relations, support and collection services, Griffo said.

He said it would have 140 employees, most of which would come from Cebu.

Cordia chairman and chief executive Joel Dupre said in a statement, “We have been reviewing this plan for some time and chose Cebu for its staffing capability, accent-neutral spoken English, and lower operational cost.”

Cordia offers through its operating subsidiaries local and long-distance telecommunications services in more than 60 countries.

i was so teary-eyed reading the news articles.. Now that Bigfoot and SM are so bullish about SRP, others should now follow their bullishness. But what interests me is the fact that SM wants a gargantuan 300-hectare lot, that's the whole SRP itself.. SM might be probably thinking of building a business park similar to CBP, or even better.. waaa, watever it is, 'tis really a good dev't that surely deserves a wait. :)

That is not the Korean drama's fault. It is the online distributor's fault. YesAsia.com uses different titles for the Korean Dramas released. Dae Jang Geum is Jewel In The Palace according to YesAsia.

Emperor Of The Sea - hmmm, try asking the ladies in the DVD stalls with Emperor Of The Sea still. If not, try to use "Sea God" as title. Emperor Of The Sea in Korean is "Haesin".

Waaah, ZIDLAKAN was in TV Patrol a while ago. It was about the fielding of CITOM enforcers at the South Road Properties (SRP)..

So there's a rule there to KEEP RIGHT at all times except when passing. :okay:

But I've noticed that a lot of vehicles are driving in the middle..
actually that's an international rule. when driving on a highway, freeway, or
expressway, the left (inner) lanes are the fast lanes and the right (outer) lanes
are the slower lanes --- of course this is for countries who drive right (US,
philippines, etc.) but this is reverse for those who drive left. this is because
overtaking on the right is a big NO-NO! so in principle you always drive right
except when passing ... the only exception is when all the lanes are full.

in the case of the south coastal road, try driving there anytime, majority of
the drivers are in the middle lanes! this inspite of the numerous big signboards
there that says, "keep right except when passing." as usual, we never learn
and we always violate the rules even these are posted prominently! what i

the rationale for the rule is as follows:


to prevent overtaking on the right
to restrain overspeeding (there is always a temptation to speed up on an inner lane)

Got it. I've noticed in other countries that they really follow this rule.

Anyway, regarding the taking of photos of violators, would it be possible if we install those cameras (used during the ASEAN summit) at the SRP? I've heard in the news yesterday that CITOM is having a hard time fielding enforcers there.
