Realty biz more lucrative than restaurant ventures

The good prospects for real estate in Cebu, especially in tourism-related projects, has prompted restaurateur Efrain Pelaez to invest more in real estate business, rather than expanding more restaurant outlets.

"In boom times, real estate can do much better, it provides faster [investment] returns with less hassles," said Pelaez who is the part-owner of several restaurants and food joints in Cebu, including Japanese restaurant Mikado, Grand Majestic, Café de France, among others.

However, he said the restaurant operation is a more sustainable business, as it could withstand both good and bad times.

Now, that Cebu's real estate industry is on the upswing, Pelaez said he has to take advantage of the situation, and utilize his idle properties especially those that are located in Mactan, and neighboring islands such as in Olanggo.

Pelaez's firm Coral Point Development Corporation, recently unveiled the Coral Point Condominium at Punta Engaño, and soon the company will start the construction of Gold Point Resort, a four-hectare property to be developed as a major hotel and spa facility in Santa Rosa, Olanggo Island.

To meet the increasing demand for commercial spaces, the Cebu Property Ventures and Development Corporation (CPVDC) is planning to expand the 1.26 hectare Asiatown IT Park to two nearby lots of 12,633 square meters.

Asiatown IT Park is only 1.26 hectare? hehehe..

Garcia shocked over scam
Pushes for inquiry on lampposts overpricing

CEBU CITY — Cebu Governor Gwendolyn Garcia expressed dismay over reports that the decorative lampposts installed along the ceremonial routes of the 12th Summit of the Association of Southeast Asian Nations (ASEAN) were overpriced, saying that the controversy has overshadowed the province’s successful hosting of the regional meet last January.

Consultant Pablo John Garcia said the governor was shocked upon learning of the overpricing.

"The governor is very disappointed with the reports and she wants the issue to be investigated and solved immediately," said Garcia during the 888 News Forum at the Marco Polo Plaza Hotel in Cebu City the other day.

He said that Governor Garcia was not aware of the transaction on the purchase of the lampposts because she was concentrating then on the construction of the Cebu International Convention Center (CICC), the venue of the ASEAN Summit.

Cebuanos have questioned the cost of the lampposts, which were installed last December for some R120 million. But the actual figure on the purchase of the lanterns remained a secret until businessman Crisologo Saavedra filed a formal complaint on the matter before the Office of the Ombudsman-Visayas.

Ombudsman Director Virginia Santiago said that at the start of their investigation, the anti-graft office only had one figure, R95,000 for each decorative lamppost, which she said was already questionable.

In subsequent inquiries, she said they learned from Department of Public Works and Highways (DPWH) Assistant Regional Director Marlina Alviso that there were two kinds of lampposts.

Those installed in Mandaue City, with a dome top, cost R224,000 each, while those in Cebu City with a hat-like apex cost R85,000 each.

Saavedra told the Ombudsman that based on his own inquiry, those installed in Mandaue City can be acquired from the Zhongshan Yanxing Lighting Electronic Appliance factory in China for only R11,000 each.

He said he could sell the lanterns for R31,000 inclusive of the cost of transportation, installation and other expenses and make 30 percent profit or more. Those installed in Cebu City, he said, may also be overpriced as they could be acquired at source for only R8,800 per unit.

Santiago said this prompted the Ombudsman to order the DPWH to freeze the payments for the remaining balance of 15 percent for the lampposts to two suppliers, Fabmik and Gampik Construction and Development Corp.

Mayor Osmeña signs city's clean air law

Mayor Tomas Osmeña yesterday signed into law City Ordinance No. 2111, or what he called as the "Clean Air Act" version of the Cebu City government.

The mayor lauded the City Council for coming up with an ordinance such as this, saying it was one of the reasons why the Cebu City Council was chosen as most outstanding legislative body in the country.

Osmeña also commended the different sectors that devoted time and shared inputs in crafting the ordinance, such as transport groups, University of San Carlos and USAID-Energy and Clean Air Project, Automotive Specialist Association, Inc., and several people.

He added that it does not matter if the country has already an existing Clean Air Act for "as long as we take steps to control pollution."

C.O. 2111, known as the "Vehicle Emissions Control Ordinance of the City of Cebu," aims to prevent, control and abate the emissions of air pollutants from motor vehicles to protect health and welfare of the people in the city, and promote environmental sustainability.

The ordinance, principally authored by Councilor Nestor Archival, sets parameters for regulating emissions of motor vehicles plying the city streets, and imposes corresponding penalties for violations.

Under the law, vehicles spotted and apprehended for smoke belching could be fined between P1,000 and P5,000 depending on the degrees of violation.

Archival said pollutants, especially particulate matters, from mobile sources comprise 70 percent of air pollutants.

He said that in the course of formulating the ordinance, suggestions from the transport sector were considered, including allowing vehicle owners to have their engines corrected prior to the imposition of penalties.

The councilor however said the signing of the ordinance was just the first step because the council still have to formulate the implementing rules and regulations for its enforcement.

* Vehicles that are less than two model years old, or more than 25 model years old (for example, a 1975 model in 2001).
* Diesel-powered vehicles 8500 lbs. or less and Diesel-powered vehicles 8501 lbs. and more registered ..that are required to have the emissions inspection for diesel-powered vehicles.

"Under the law, vehicles spotted and apprehended for smoke belching could be fined between P1,000 and P5,000 depending on the degrees of violation." will be a very subjective law to implement and surely will be a source of corruptable enforcements!

The 12th Asean Summit sought new fuel sources, particularly biofuels and last Thursday, the President signed into law Republic Act 9637 or the Biofuels Act, which requires .. fuels diluted with sugar or starch-derived alcohol to reduce the country's dependence on imported fuel and promote cleaner air.
But using food/export source for fuel may not be a good solution. Food cost will compete to fuel "those who can afford more" with SUVs and Hummers.

Anyway, Club Ultima is getting stricter. We are not allowing people to enter the premises if they are not members or part of the newly reorganized Sales Force.

Non members can still enter or check the place out but they have to register and go through various security check ups unlike before.

i think it's about time...

i used to comment as to how loose security in Club Ultima is...remember during the Sinulog? i got all the way to the Peak without any hassle...had i been some nut-headed terrorist, that would have been the end of Club Ultima...:D

here's our home in Mactan island. grabbed from Google Earth, but i labelled those landmarks to identify the place easier.

the green shaded lot is owned by my dad's family. :D it used to be more than twice its size. some parcels of land were sold to the government for the road expansion. 20 years ago, ML Quezon ave was a lonely road. two lanes lang ingon si papa. but it has drastically changed when the first mandaue mactan bridge was opened to the public. they started improving the roads leading to the international airport. a lil over 10 years ago, the city government bought our lands to expand the hi-way from four to six lanes plus a couple of meters for the sidewalk pa. i remember way back in grade school we used to go rollerblading with friends along the brand new hi-way every night. hehe

yes i can still remember when that highway is still a two-laner. that whole stretch was quiet, but now business establishments are sprawling along it. m. patalinjug avenue was not even built yet. am i that old? lol

yes i can still remember when that highway is still a two-laner. that whole stretch was quiet, but now business establishments are sprawling along it. m. patalinjug avenue was not even built yet. am i that old? lol

haha, true, that M Patalinjug ave was non-existent. and i bet you used to get caught in heavy traffic too when the second bridge wasn't built yet. the queue runs from the foot of the first bridge to as far as our entrance gate. and it was also during that time when they implemented the one-way traffic during rush-hour. :)

Bakeshop mulls Cebu expansion

WHILE the demand for bread and other pastry products has been decreasing over the years, a local restaurateur is still bent on putting up more outlets in Cebu.

“The industry remains to be competitive but customer-base has not increased,” said Café de France owner Efrain Pelaez Jr.,

Pelaez said he is planning to put up three or four additional outlets of Café de France in Cebu this year.

“I’m still currently looking for good spaces,” he said.

Café de France, which sells cinnamon bread and croissants, to name a few, are located in Robinsons Mall, Mango Avenue, JY Square, Marina Mall, and inside the vicinity of SaveMore supermarket in Lapu-Lapu City.

According to Pelaez, like all other business establishments, a food business is “not easy to put up” as it requires comprehensive study on the location, demand and the consumers.

However, he said he has “high hopes” on Cebu’s booming real estate industry.

In an interview, Pelaez said he is determined to pursue his pending real estate projects after it was temporarily put off in 1997 during the Asian economic crisis.

Pelaez, who is also the president Coral Point Development Corp. (CPDC), earlier bared plans to construct another high-end condominium called Coral Point Gardens Executive Residences located in Punta Engaño in Lapu-Lapu City.

The project’s first phase includes the construction of the first two buildings that will house 24 studio-type and six penthouse units. Pelaez also said CPDC is also planning to construct 14- to 16-story “twin tower” hotels in the next two years. . (MMM)

Ciudad won’t cause traffic problems: study

THE developer of Capitol’s Ciudad assures officials the project is “accessible without creating traffic” problems.

In a study made for the project, Fifth Avenue Development Corp. said that the existing heavy traffic along Gov. Cuenco Ave. from Talamban to the Cebu Business Park is “caused primarily and summarily by the combination of small and medium businesses on both sides of the road.”

It said that while five big establishments contribute to daily traffic, “there are likewise hundreds of small and medium edifices, mostly commercial establishments, all along the two-kilometer stretch.”

A copy of the “Ciudad Traffic Considerations” study was sent to City Hall yesterday.

Ciudad is being planned on a 2.8-hectare Provincial Government lot along Gov. Cuenco Ave. It’s a mixed-use development project that will include a mall and several condominiums.

PUJ lanes

One feature of the project’s floor plan showed that pocket lanes will be constructed so that PUJs unloading passengers going for Ciudad would not hamper traffic when stopping by the roadside.

With a circumferential road, the PUJs will travel all the way to the side, going inside the structure.

Specifically, the unloading area, which is away from the road, can hold six to 10 vehicles, and the entire two-lane perimeter back road can hold about 160 PUJs.

The project has identified two access roads towards the Asiatown IT Park.

Fifth Avenue also said that Capitol conducted a traffic count in June and November last year and established an average of 175 PUJs per hour in the area.

Instead of traversing Gov. Cuenco and turning left for Ciudad, vehicles from the south should instead use Juan Luna Ave., pass under the flyover, go to the IT Park, then to the access roads.

City Councilor Sylvan Jakosalem said he referred a copy of the study to Citom for it to consider in conducting its own traffic impact study.

Citom Executive Director Arnel Tancinco yesterday told him that the City Council has not sent a resolution asking Citom to conduct such a study. The council passed a resolution last month ordering a moratorium on developments in Banilad.

Moratorium

But Mayor Tomas Osmeña presented the moratorium as a tool for going back to the negotiation table to push forward the land swap deal with the Province.

Osmeña says he will wait until after the opening of classes this June to identify measures to ease traffic in Banilad.

Osmeña said he still has to see the traffic study “because I’m busy.”

Jakosalem said he was surprised that Citom was never asked to make a study on Ciudad’s impact in terms of traffic in the Banilad area.

“So this Wednesday, I will propose to the council a resolution requesting the Citom planning division to make that study to once and for all clarify the true situation of how traffic will be in that area,” he said. (RHM/LCR)

Tom snubs Ciudad traffic plan

Mayor Tomas Osmeña is not interested to look at the traffic plan of the Provincial Government on its proposed "Ciudad" project along Gov. Cuenco Avenue, Banilad.

Despite the traffic plan, the mayor is not inclined to lift the moratorium on the project because Banilad area is already too congested.

He said that councilor Sylvan Jakosalem has already informed him about the traffic plan but he has not received a copy of the plan yet.

"No. I'm busy. I'll take a look at it when I'm not busy," Osmeña said.

The mayor also explained that he is not very optimistic that he will consider the capitol's traffic plan and lift the moratorium on its project because he still needs to wait until June and see the impact of traffic in Banilad area. Sacred Heart School for Boys is opening its school in the area this June.

"You have to realize that there is a traffic problem in that area. You have to realize that it is not working better," he said.

He also said he will not build an overpass in the area because it will cost a lot of money.

"You also have to realize that cooperating with the province is not a priority under the circumstances," he added.

He said the moratorium does not only apply to the province's project but also to any development, which may aggravate the worsening traffic situation in the area.

"I already said that there is a problem on traffic in the area and I am not inclined to allow any development in the area," he emphasized.

Jakosalem, chairman of the city council's committee on transportation and communications said that on Wednesday afternoon, a "Ciudad traffic consideration" was submitted to his office. The councilor said he does not know who furnished the six-page traffic plan to his office but it bears the name of the project developer, Fifth Avenue Development Corporation.

The councilor said the traffic plan shows measures that will be taken and the roads where vehicles will enter and exit when they go to Ciudad. It also shows parking map of Ciudad.

Jakosalem said that he will ask the City Traffic Operations Management to conduct a traffic impact study in the area, including the whole stretch of Gov. Cuenco Avenue taking into consideration the traffic plan of Ciudad and the project's effect to the traffic in the area.

The Cebu City Council has passed a resolution seeking a freeze in any development of a 2.8-hectare province-owned property in Banilad.

The area is the site for the proposed Ciudad, a commercial complex from which the capitol is expected to gain P2 billion.

Public hearing set for new 13C route

The Cebu City Council has scheduled a public hearing on March 28 on the enactment of a proposed ordinance that would make permanent the rerouting of jeepneys bound for Talamban to pass by M.J. Cuenco Avenue then to the Cebu Business Park.

Councilor Edgardo Labella, chairman of the council's committee on laws and ordinances, said the proposal of councilor Jocelyn Pesquera to amend the 13C route is within the bounds of the law because its purpose is to decongest traffic.

"Considering the nature of this proposal, a public hearing is deemed appropriate to hear the views and comments of various stakeholders whether for or against the proposed measure," Labella said.

Pesquera's proposed ordinance proposes to ease traffic congestion and bottleneck along Gorordo Avenue by having 13C jeepneys bound for Talamban pass through M. J. Cuenco Avenue then left turn to Mactan Road after passing Hipodromo, then to Cebu Business Park.

The City Traffic Operations Management conducted an experimental rerouting of said jeepneys with route 13C and said it found the alternative very effective in minimizing traffic congestion along Gorordo Avenue.

Cebu City United Vendors Association President Maria Buanghug assured the city government that around 300 "pungko-pungko" (street food) vendors underwent training and seminar on proper food handling given by the city health department.

Buanghug yesterday said all their members selling food are mandated to attend training and seminar on proper food handling by the city health department, otherwise their association will bar non-complying members from selling.

In addition, not only are the food vendors obliged to take part in the said training-seminar but the food suppliers of the street food vendors as well.

Buanghug said only a few of their street food vendors cook the food they sell but just the same both the food vendors and suppliers are mandated to attend the training on proper food handling.

She explained their association closely coordinates with the city health department, which conducts a seminar on proper food handling annually.

Buanghug said there are approximately 300 street food vendors in the city belonging to their group, most of them situated beside the University of the Visayas along D. Jakosalem Street, along Gotianuy Street near the Redemptorist Church, and along the stretch of Llorente Street and Juana Osmeña Streets.

In its regular session last Wednesday afternoon, the council tasked councilor Procopio Fernandez to coordinate with sanitary inspectors of the city health department in order to check informal food outlets, especially the street food vendors, to ensure that the food they are selling is safe and clean.

Fernandez was also tasked to work closely with concerned barangay officials to be able to pass appropriate ordinances for such purpose.

Although the city council does not intend to legalize sidewalk vending, Vice Mayor Michael Rama said it is not appropriate this time of the year to prohibit informal food vendors from engaging in such livelihood in view of the country's dwindling economy.

Nevertheless, he said the concerned government agencies have to guide them on how to make these informal vendors adopt certain procedures based on what are being provided in the existing laws. - Cristina C. Birondo/BRP

'Overpriced ASEAN street lamps cost P1,411 each'

Lamp posts installed by the Department of Highways and Public Works (DPWH) for the 12th Association of Southeast Asian Nations Summit in Cebu only cost P1,411 each, which is a fraction of the actual cost declared by officials in their financial reports, DZMM reported Friday.

ABS-CBN Correspondent Jun Perez reported that the amount was indicated in the invoice prepared by a street lamp factory in Guangdong, China for Gampik Construction and Development Corp. (GCDC).

GCDC is one of the two construction companies who won the bidding to supply lampposts for the summit held last January. The other bid winner was Fabmik Construction and Equipment Corp.

The invoice showed that GCDC bought 1,046 lampposts from the street lamp factory in Guangdong.

Perez reported that a copy of the invoice was presented by engineer Crisologo Saavedra, who filed a complaint at the Office of the Ombudsman for the alleged overpricing of projects for the summit.

Saavedra filed his complaint after DPWH turned down his P80 million to P90 million bid for 40 surveillance cameras, also meant for the summit.

The private contractor claimed that DPWH officials turned down his offer after he refused to give the officials at least P12 million as commission.

Earlier reports said the lampposts cost only P11,000 and P33,000 each including installation fees.

Saavedra said that the declared official costs of the street lamps were priced at P224,000 each in Mandaue City and P83,000 each in Cebu City.

Virginia Palanca-Santiago, Visayas director of the Office of the Ombudsman, said that according to Saavedra's documents, other decorative lighting fixtures installed for the summit were pegged at P300,000 per unit in Mandaue City and Lapu-Lapu City.

On Thursday, Santiago ordered DPWH to stop the payment of the lampposts to the two development companies after finding that the lampposts were actually overpriced. Santiago is set to meet with Ombudsman Merceditas Gutierrez Friday to discuss the case.

Perez said former DPWH Secretary Hermogenes Ebdane Jr. was also linked to the scandal during Thursday's hearing.

Marlino Albiso, DPWH-Visayas Regional Assistant Director, and lawyer Agustin Hermoso said Ebdane ordered the installation of several lampposts in a private resort in Lapu-Lapu City.

The two officials also submitted a written directive issued by Ebdane authorizing the installation.

8 towns officially become cities despite objections by league of cities

MANILA -- President Gloria Macapagal-Arroyo has allowed bills converting eight municipalities into cities to lapse into law without her signature, including six that the League of Cities of Philippines (LCP) has been asking her to veto.

The bills on the cityhood of Navotas (Republic Act [RA] 9387) and San Juan (RA 9388) have lapsed into law on March 10 and 11, respectively.

On Thursday, five bills on the conversion of the following towns into cities have also lapsed into law: Baybay, Leyte (RA 9389); Bogo, Cebu (RA 9390);
Catbalogan, Samar (RA 9391); Tandag, Surigao del Sur (RA 9392); and Lamitan, Basilan (RA 9393).

The bill on the cityhood of Borongan, Eastern Samar (RA 9394) lapsed into law on Friday.

Of the eight bills, only the ones on the cityhood of Navotas and San Juan were not opposed by the LCP.

Reports said the League is also asking Arroyo to veto the cityhood of Batac, Ilocos Norte; Bayugan, Agusan del Sur; Cabadbaran, Agusan del Norte; Carcar, Cebu; Tabuk, Kalinga; and Tayabas, Quezon. (JMR)

bitaw bai! what makes me proud sa Cebu City above all cities in the Philippines... bsan highly urbanize ta kay super ka limpyo ang mga streets!

sakto ra kadaghan ang mga road signs, functioning traffic lights, junction boxes, mas disciplined nga mga drivers, buotan ghpon mostly sa mga CITOMS (bhala kusog kaau mu apprehend)... ug ang effort sa City Govt. to improve our city!

UP to yield competent IT grads

A LOCAL state university assures Cebu’s information communication and technology (ICT) industry will not run short of high-level information technology (IT) graduates in the coming years.

This after the Computer Science (ComSci) program of the University of the Philippines in the Visayas Cebu College (UPVCC) was recently awarded by the Commission on Higher Education (Ched) as a Center of Excellence (COE) for IT Education in Central Visayas.

“Now that the university is recognized as a COE, this will benefit the local ICT sector in assuring them that our ComSci graduates are globally competitive,” Dr. Enrique Avila, UPVCC dean said.

According to Avila, a COE, being the highest recognition given by Ched, was awarded to only two universities in the region—UP Cebu and the Cebu Institute of Technology, in the field of IT education.

As a COE for IT education, Ched will provide the UP Cebu ComSci program with funding for its line of activities in the areas of instruction, research, extension, intense private sector involvement, and its role in supporting the development of IT by other institutions of higher learning and across other disciplines.

Points considered for a COE award include, among others, scholastic achievements of its faculty, the performance of its graduates, existing facilities, research, and publications.

All hired

Citing official records, UP Cebu ComSci faculty Pauline Wade said its ComSci graduates are 100 percent employed, where 76 percent are hired by private IT companies as high-level IT professionals working as software developers, and programmers, to name a few.

In an interview with Sun.Star Cebu, Robert Roxas, Natural Science and Mathematics Division chairman, said the ComSci department will reportedly receive P3 million each year from 2007 to 2010 that will be utilized to fund IT-related projects in the university.

“It will be proposal-based,” added Ralph Leviste, UP Cebu ComSci coordinator.

In line with this new development, Leviste said the ComSci department has already lined up some proposals to enhance its existing program.

Apart from a strong focus on research, other proposals include the plan to increase the number of faculty staff and students, updated facilities, especially the IT incubation facility, a Master of Science in ComSci (MSCS) degree, and the move to have the program as a separate department.

“IT teachers don’t stay too long because of the attractiveness of the industry,” said Wade, adding that the department is hoping to lure more faculty members to add its existing staff of nine.

Roxas echoed Avila’s call on the need to increase the number of students from 60 to 90 by the next school year.

Avila remains optimistic in acquiring a good number of enrollees for the ComSci program despite the increase in UP Cebu’s tuition.

“The increase in tuition should encourage students to enroll because its means UP Cebu is geared towards improving the quality of education in the country through added facilities, etc.,” he said.

Currently, UP Cebu’s tuition is pegged at P600 per unit, which Avila said is relatively cheaper compared to other universities.

Meanwhile, Roxas said opening a degree in MSCS will be a first in the region.

“An MSCS is imperative in helping the IT industry,” Wade said, adding that an MSCS compared to a Masters in ComSci is “more theoretical, and more difficult.” (MMM)

Bill converting Bogo into a city now a law

IT DOES not bear the signature of President Arroyo but the bill converting the northern municipality of Bogo, Cebu into a city already “lapsed into law,” its author said yesterday.

“It’s a sure thing, Bogo is already a city,” Rep. Clavel Martinez told Sun.Star Cebu. She said that the law, Republic Act (RA) 9390, was certified by Malacañang and delivered to her office at the House of Representatives last Wednesday.

Even without President Arroyo’s signature, the bill is deemed approved 30 days after Malacañang received the document signed by House Speaker Jose de Venecia and Senate President Manuel Villar.

Martinez said, though, that the people should not give meaning to the absence of Arroyo’s signature on the bill.

“That was really the agreement because of the counter-pressure given by the League of Cities. You know how the league advocated against this, they even said they will not support senatorial candidates who support the creation of new cities,” said Martinez.

The only thing that Bogo officials have to do now is publish RA 9390 in the newspapers.

For the legislator, the conduct of the plebiscite is only “just a formality” because residents of Bogo have been supportive of the move.

She said the Commission on Elections (Comelec) en banc already issued a resolution holding the plebiscite of all new cities simultaneous with the May 14 polls.

But Martinez said she will still confer with Bogo officials, who initially want a plebiscite before the elections but were told that Comelec personnel are busy preparing for the polls and will not have time for the plebiscite.

They may just opt to hold it 15 days after the May 14 national and local elections, she said.

“Wa pa mi ka decide, we still have to talk about this,” Martinez said in a phone interview.

Her son, Mayor Celestino “Tining” Martinez III, is on his last term as mayor of Bogo and is planning to seek the congressional seat in the district.

It may be true that the conversion of Bogo into a city will increase tax rates in the city, but Martinez said the increase will be gradual.

Also, the increase in taxes will mean “more perks for the town and more basic services to be delivered.”

Congress had decided to exempt at least 20 towns who wanted to be cities from the new income requirement.

Lawmakers reasoned that the bills for their conversion were filed long before the P100-million annual income (excluding Internal Revenue Allotment) was imposed. The old law required only P20 million as income.

Aside from Bogo, the conversion of Carcar into a city was also approved by the Senate, but the law for Carcar has yet to be released. (JPM)

i remember someone before commenting about how the skywalks have ruined Jones avenue, just looking at the pictures by arnold I also would have to agree that the skywalks have indeed ruined this beautiful boulevard. Hopefully in the (near) future, when the city has enough money, we could tear them down and put underpasses instead.

Cebu to have more int’l flights

RECENT decisions by three airlines to open more flights to Cebu will further tourism development in the province, Tourism Secretary Joseph “Ace” Durano said yesterday.

Durano said airline company China Southern will launch its Shanghai-Cebu flights that will fly three times weekly starting this May.

“That first flight is going to be fully booked,” he said during his speech at the opening of the 3rd Tourism and Lifestyle Expo at SM City Cebu.

He said Cathay Pacific will also increase its United Kingdom-Hong Kong-Cebu flights to four times a week at the end of this month, bringing more tourists not only from Hong Kong but from Europe as well.

Philippine Airlines (PAL) will also start its Osaka-Cebu flights within the year.

‘Very promising’

Durano said Shanghai, which is the second biggest outbound market in China, will be a “very promising” market for Cebu since tourists from Shanghai are one of the “most cosmopolitan.”

“Most (tourists flying) Shanghai-Manila, most of them are business travelers. But the tourists we get from (the) Shanghai-Cebu (route), mostly are leisure travelers,” he said during the Government Infrastructure Forum, also held yesterday.

It means they visit Cebu to shop, eat and go to the beaches.

Although the volume of Chinese tourists only average about 200,000 annually, the growth rate is at 60 percent per year.

There is only one flight daily to and from Beijing, which he said is the top outbound market from China.

PAL can only allocate 20 seats per flight, to the dismay of tour operators.

PAL’s Osaka-Cebu flights will bring in tourists from Japan’s second fastest growing outbound market, Durano said.

Although the growth rate of Japanese tourists is only at two to three percent a year, they average at 500,000 and are known to be heavy spenders.

“They always stay at five-star hotels and spend for the finer things in life, like the most expensive wine in a hotel,” he said.
“(But) as far as industry is concerned, any of them is good for us. The more, the merrier,” he added.

Koreans remain the number one tourists in the country, with arrivals reaching 590,000 last year and recording a 20 percent growth for the first two months of the year. The Department of Tourism projects them to reach 760,000 this year.

Cebu accounts for 30 percent of the foreign tourists in the country.

“Cebu, as a destination, gets the most number of foreign tourists,” he said.

At the Tourism and Lifestyle Expo, Durano said tourist arrivals in the country last month grew 10.6 percent over those in February 2005.

“As long as we stay the course, it’s (going to be) another good year,” he said.

Durano also commended Cebu City and Provincial Government officials for being real allies of tourism.

CIT was a consistent awardee of CODE-ITE (Center of Development for Excellence in ITE), since 2002, and was the only school given that status at the time, but in 2004 USJR joined having the status, together with some other schools in succeeding years...

COE-ITE (Center of Excellent in ITE), a different award is a level higher than CODE-ITE.
While most schools right now in cebu are applying for CODE-IT status, CIT was recently awarded with the COE-IT status same with UP Cebu.

Tom eyes cable cars for Mt. Manunggal

Mayor Tomas Osmeña announced during the 50th death anniversary of former President Ramon Magsaysay yesterday that the city government is negotiating with the Italian government on the possibility of connecting barangay Taptap to Mt. Manunggal via cable car.

In an interview with reporters, the mayor admitted that the idea came up three years ago but this time he is optimistic that the project will materialize.

Magsaysay, who was famously called as the "Champion of the Masses" was killed in March 17, 1957, together with 25 others when presidential plane Mt. Pinatubo crashed in Mt. Manunggal.

Osmeña said that he recently brought up the project again when he talked with the ambassadors of Italy, Finland and Britain and had the chance to request the Italian government to conduct technical and financial feasibility study on the project. Italians are considered to be one of the world's experts on cable cars.

He added that together with the project, the city is also planning to further develop the Magsaysay Eco Park and put up a museum to give people more insight about the former president and how he influenced the people during his time.

Osmeña said the main purpose for all these is to promote tourism and awareness about the former president, who was loved not only by the Cebuanos but also by people from all over the country.

The mayor estimated the cost of the project to be at P500 million or around six to seven million Euros. He said the city government is planning to tap the private sector for funding.

"What is important is to start with the technical study first before the money," Osmeña said.

Yesterday, the city government in cooperation with the AFP Central Command, commemorated the 50th death anniversary of Magsaysay with a wreath laying and floral offering at the Magsaysay Monument in Plaza Independencia.

Members of the Central Command also honored Magsaysay with a 21-gun salute.

"Magsaysay was not known to be an articulate speaker. He was not known for particular skills but there was something so rare about him, and you can count on one hand the number of people in entire history who are like him," Osmeña said.

The mayor added that he felt very few insights are attributed to Magsaysay whose sincerity helped quell the rebellion during his time.

CEBU City Mayor Tomas Osmeña yesterday said he wanted to revive his 15-year-old dream to set up a mountain resort and cable cars that would connect a peak in the city to Mt. Manunggal in Balamban town.

“We can have a mountain resort up there. Cebu will offer both sea and the mountains so there is no need to drive up to Baguio,” Osmeña said.

He spoke in wreath-laying ceremonies in Plaza Independencia during the 50th anniversary of the fatal plane crash in Mt. Manunggal which claimed the life of President Ramon Magsaysay on March 17, 1957.

Mt. Manunggal in barangay Gaas and surrounding areas are located in a national park and protected watersheds under the jurisdiction of the Dept. of Environment and Natural Resources (DENR).

Commercial development is prohibited in watersheds to avoid endangering the ecological balance that affects water supply, soil erosion, forest growth, “global warming”, and the existence of endangered flora and fauna, among others.

Osmeña said he anticipated protests from environmentalists and was lobbying for “legislative intervention”.

“I know they will say no (to the project) unless it’s their project,” the mayor said.

He would need to get Congress to amend various laws declaring Cebu’s protected watersheds of Kotkot, Lusaran and Mananga, depending on the scope of his planned mountain resort.

New legislation is also needed to allow commercial development that would affect a portion of the government-protected watershed in the mountain barangay of Taptap in Cebu City.

Osmeña said he spoke with reelectionist Sen. Ramon Magsaysay Jr. about the need to amend the law to allow the establishment of a mountain resort in Mt. Manunggal but the senator begged off.

“He (Senator Magsaysay) feels very awkward about passing a law that he considers self-serving because it has something to do with his father (former president Magsaysay),” said Osmeña.

The cable car system is estimated to cost P500 million, said Osmeña, although further studies are still being made.

He said he brought the British, Italian and Finnish Ambassadors to Mt. Manunggal two weeks ago to see the spot where he planned to establish the President Ramon Magsaysay Eco Park as a major tourist destination.

The mayor said he envisions the Cebu City government to fund the cable car system but will have to tap private entities to set up a mountain resort that will compete with upscale mountain resorts in Tagaytay.

Mt. Manunggal is much cooler compared to Tagaytay, he said.

“This the chance of the Cebuanos to enjoy and be proud of our own place,” he said.

First on his “to do” list is a technical and financial feasibility study for the project. He said he invited the Italian ambassador to visit Mt. Manunggal two weeks ago because Italians were known for their expertise in cable car systems.

Osmeña said he also needs the support of the Cebu provincial government and officials of Balamban town where Mt. Manunggal is located.

Osmeña said an area along the Transcentral Highway in Taptap, Cebu City was the “best” location for the establishment of a cable car system to connect Mt. Manunggal.

Councilor Gabriel Leyson helped pick the area, he said. It’s well known that Leyson has vast landholdings in Taptap, where he owns a farm and breeds fighting cocks.

As described by the mayor, the cable cars would descend to a river then climb up to the location of a waterfall and then dip lower again to provide a scenic view of the forests in the neighboring city barangay of Tabunan before heading for its final stop in Mt. Manunggal.

Until new laws are approved, Osmeña said he would use the time to complete technical and financial feasibility studies to determine the actual project cost for the city government.

Osmeña said he was eyeing part of Cebu Ciyt’s future earnings from the lease or sale of reclaimed land in the South Road Properties (SRP). Private sector partners will have to be invited for the mountain resort, he said.

The plan includes building a museum as a memorial for the late president Magsaysay near the crash site.

In his brief speech in yesterday morning's anniversary rites, said he wanted “a museum that would give us an insight, not so much on the man but how he affected the people at that time”.

The mayor, who stood in front of Magsaysay's statue at the Plaza Independencia, said he found it puzzling why the Mactan Benito Ebuen Airbase was named after the pilot of the ill-fated plane which flew Magsaysay and 24 others, seemingly giving more recognition than that given to the man who was known in history as the “president of the masses”.

“I'm a little sad that not much has been written to give us an insight of this man (Magsaysay),” said Osmeña.

Although he was already eight years old and living in Manila at the time Magsaysay died, Osmeña said he had little memory of the man.

He said a museum in Mt. Manunggal would show the greatness of a man who is “the kind of leader who will confront rebellion and they will just lay down their arms out of his sheer credibility”.

He said first thought of the project 15 years ago, but “no one was really pursuing it.” While there was no assurance the project would be carried on after his mayorship, he said wanted to try.

Road asphalting substandard?

ASIDE from the expensive lampposts, graft probers should look closely at the ASEAN road asphalting projects in Metro Cebu, said opposition senatorial candidate John H. Osmeña.

He said contractor friends alerted him that the work was substandard.

“The real asphalt overlay there was only 25 percent of the supposed thickness. Even if you did a pouring test, we would see the big discrepancy,” he said.

The former senator called on the Ombudsman to include the road projects in their investigation.

Nagiel Bañacia, head of the Cebu City ASEAN task force, said the Department of Public Works and Highways (DPWH) handled the road asphalting of the ceremonial routes and other major roads in Cebu City.

“Cebu City really benefited from the asphalting project of the national government but whether it is substandard or not, the public can judge the work,” Bañacia said. The Cebu City government information officer said he didn’t have the technical background to say whether the road project was properly done.

Despite the howls over alleged overpriced government lampposts, Tourism Secretary Joseph “Ace” Durano said we should keep them around because they beautify the roads of Metro Cebu.

“It does not justify the alleged overpricing but it's already there, why take it out?” he said during a Friday forum on infrastructure sponsored by the Cebu Business Club.

The Cabinet secretary, who is also the spokesman for the administration's senatorial ticket, said he feared the scandal would be used as an election issue, especially in Cebu.

“I hope the Ombudsman will resolve the issue as soon as possible because the longer you allow the perception to stay, the harder it is to reverse,” he said.

Durano said the controversy should not cover the gains of Cebu in successfully hosting the 12th Association of Southeast Asian Nations (ASEAN) and East Asia Summits.

“It does not take away from the fact that Cebu was given international exposure. It does not take away from the fact that Cebu had better roads,” he said.

During the forum at the Casino Español, Department of Public Works and Highways Assistant Secretary Rolando de Asis De Asis said the bidding for the streetlighting project was handled in Cebu.

He said negotiations for the close to P1 billion in infrastructure projects for the ASEAN Summit did not reach the DPWH central office in Manila because the regional and district directors in Cebu were authorized to bid out the projects.

He likened the controversy to the P139-million equipment scandal in the DPWH in 2003, where 20 officials and contractors were charged for making ghost transactions.

He said it would have been better if the complaints were raised within the agency first so it could take corrective action.

With the investigation now with the Ombudsman, they cannot interfere with the inquiry.

“If it was sent to the department first, the secretary (DPWH) could have imposed sanctions on some officials like suspensions,” he said.

Presidential Management Staff chief Cerge Remonde said the issue of overpriced lampposts was a black eye for the administration.

“This is a big embarrassment. But let the Ombudsman do its job,” said Remonde.

Ombudsman Merceditas Gutierrez on Friday issued a cease-and-desist order on any further payments to project contractors. President Arroyo also ordered a separate probe by the Presidential Anti-Graft Commission, a special body that focuses on complaints against presidential appointees.

Cebu businessmen said the lamppost expose only reinforced the findings of a recent survey of the Political and Economic Risk Consultancy (PERC) that named the Philippines as the most corrupt country in Asia.

Remonde, however, said the survey was mainly based on “perception rather than facts.” He blamed the media and the opposition for painting a negative image of the country.

“This (survey result) is based on perception rather than reality. Now where does the perception come from? It comes out mostly from media. In the media industry, good news is bad news and bad news is good news, so it reinforces the perception,” he said.

CBC president Gordon Alan Joseph, however, disagreed with Remonde, saying the media and the opposition are only doing their part in providing a system of checks and balance.

“I don't think we can blame the press. You also cannot blame the opposition because we are a democratic nation,” he said.

Cheaper lamps offered to DPWH

THE general manager of a Belgian-based electric company said the Department of Public Works and Highways (DPWH) had the chance last year to buy street lamps from his firm at a much lower price than the ones now under investigation by the Ombudsman.

Marc Cools, general manager of High Tech Lighting World Corporation, said he met DPWH Regional Director Roberto Lala last year and offered him the lowest price of their high-quality decorative lamps.

The foreign firm had lampposts similar in design as those now seen in Mandaue City. But High Tech’s units cost P30,000 each compared with the estimated government expense of over P200,000 for the lampposts now standing.

Cools said part of his offer to DPWH was a 10-year warranty of the lamps.

“But I had no response whatsoever then. He did not contact us anymore,” Cools told Cebu Daily News.

Cools was the guest speaker of the Rotary Club of Mandaue which met last Friday. His company specializes in light fixtures. About 90 percent of their products come with a 10-year warranty.

High Tech Lighting World corp. supplied the new street lamps along Osmeña Boulevard . They were purchased by the Cebu City government and installed before the Association of Southeast Asian Nations (ASEAN) Summit in January.

“I don't blame anybody for buying the wrong lights because the first thing we have to do is to educate people about listening to other solution,” Cools said

He said his firm would offer their free service just to educate Filipino people.

“We are living in the dark in the Philippines. We will try to illuminate the country,” he said.

Cools said the firm asked the Belgium Embassy to help arrange an appointment with DPWH officials in Manila to present their lighting products as part of this education.

These Cable Car up there Definitely another plus for cebu wow this is remarkable imagine a city with white sand beaches in mactan and few minute drive uptown across the bridge and a cable car ride going up feelin the breeze relaxin' in a resort over looking the whole island thats a way to spend ur summer u cant beat that... i hope the city will consider Osmena's dream. I dont think this project will ruin this protected areas around the watershed but they must carefully plan it before pushing this new development.
This can lure more tourist. U gotta give propss to Osmena.

Yes indeed, I learned so too yesterday when Gaisano Carcar and Fiesta Mall had a different set of live artists from that of Gaisano Mactan, Danao and South. What could the reason have been? It's so funny when they are still about to hold the grand draw of their car and P1-million promo. Lol, Carcar and Fiesta Mall tickets are not acknowledged anymore as what I've heard :lol:

Enchanted Kingdom shelves Cebu expansion

Theme park developer Enchanted Kingdom Inc. (EK) has shelved its plan to establish a facility in Cebu, to seize the US$100 million animation industry potential in the Philippines.

"We are prioritizing our plan to establish a Special Interest Economic, next to our 16-hectare property in Laguna, to help the small Filipino animators grow and achieve their potential." said Dennis N. Cruz vice president for marketing services and business development of EK.

Although, he said that the company has received a letter of interest from a Cebuano investor expressing interest to partner with EK to establish a theme park facility in Cebu, nothing final has yet been achieved by both parties.

According to Cruz, EK will offer a semi-franchise deal if ever the company were to decide on building another Enchanted Kingdom in Cebu. This means, that the company is inclined to offer its expertise and franchise name, but the investment in infrastructure will be shouldered by a partner, or the franchisee.

The company owned by Mario O. Mamon invested about P1.2 billion to establish the 16-hectare Enchanted Kingdom in Sta. Rosa, Laguna, in Manila more than 10 years ago.

According to Cruz the company is currently focusing on acquiring more properties next to the theme park, to expand it to 25-hectares to build up the Special Interest Economic Zone that will house animation companies in the Philippines.

At this point, there are about 23 animation houses in the Philippines, most of these, if not all, are operated by small companies, or home-based operations, thus making it hard for them to utilize their full potential.

The creation of a Special Interest Economic Zone of EK, will help these small animation houses to enjoy the incentives given by the Philippine Economic Zone Authority (PEZA) and establish their ground, thereby expecting growth.

Cruz, who is also an active member of the Philippine Animation Council, said that of the US$100 million animation industry potential in the Philippines, only US$40 million has been captured by Filipino animators.

"We have a huge untapped potential in the animation industry," Cruz said in an interview on the sidelines of the 3rd Travel and Lifestyle Show which formally opened last Friday at the SM City Cebu Trade Hall.

The planned Special Economic Zone, will not only house the animation houses in the Philippines, but also other related industry such as film back-lot, creative industry, as well as the establishment of the Institute for Animation.

Enchanted Kingdom Inc. plans to venture into this profitable animation industry, making it the Philippine version of Walt Disney.

The 10-year-old Enchanted Kingdom is generating an average of one million visitors a year.

Now, it has ventured into active marketing campaign to lure the huge market in the Southern Philippines, starting with Cebu.

Initially, Enchanted Kingdom (EK) has already entered into the filmmaking industry, through the production of the movie "Exodus", but instead of making it an entire "cartoon" movie, Mamon said earlier that the company preferred to utilize "real" persons, or movie actors.

FLI eyes prime Cebu land for mixed-use project

FILINVEST Land Inc. (FLI), one of the leading residential developers in the country, is looking into the possibility of developing the 300-hectare South Road Properties (SRP), a reclaimed special economic zone in Cebu City.

A Cebu-based businessman, who requested anonymity, told BusinessMirror the Gotianun-controlled company is eyeing the site as a location for its new mixed-used development project.

In a separate phone interview, FLI first vice president and chief finance officer Fely T. Ramos said the company is looking into the property but did not say whether it will buy the entire lot or just a portion of it.

“Yes, we are looking into it but that’s all I can divulge at this time,” Ramos said.

FLI has active presence in Cebu through various projects that include middle-income developments Corona del Mar in Talisay, Cebu and Aldea del Sol in Bankal, Lapu-Lapu City.

Its projects, however, are primarily located in Metro Manila and in Cavite, Laguna, Batangas, Rizal and Bulacan, as well as in Davao.

FLI is the second company that has signified interest in developing the SRP, joining the SM Prime Holdings Inc. (SMPH), a company controlled by tycoon Henry Sy.

The SMPH, the mall development arm of holding firm SM Investments Corp., has proposed to buy and develop the entire SRP.

If negotiations are finalized, SMPH will assume the city government’s amortizations and interest payments of a ¥12-billion loan with the Japan Bank for International Cooperation, which the government earlier secured to reclaim the property.

According to the Cebu businessman, however, that Cebu City Mayor Tomas R. Osmeña is considering the proposal but favors the kind of development that allows the city government to retain and control a portion of the property.

Based on his estimates, the SRP will cost around P15,000 per square meter. “I think part of the plan of the SM group is to build another Mall of Asia in the south,” the source said.

SRP is a prime development project on reclaimed land along Cebu’s central business district. It was designed for mixed land use and can accommodate manufacturing, commercial, tourism, information technology and other service enterprises.

Reclamation project allotted huge budget
Cebu City sets aside P31 M for land dev’t, indemnities to affected families



CEBU CITY – The South Road Properties (SRP) will get a huge chunk of Cebu City’s P165.8-million local development fund (LDF) based on a resolution recently passed by the local development office.

Nigel Paul Villarete, Cebu City planning and development officer, said some P31.5 million will be spent for development projects at the 295-hectare SRP which was built at a cost of P6.3 billion.

Villarete said the city’s LDF this year is P166.8 million or 20 percent of the city’s Internal Revenue Allotment (IRA).

He said part of this allocation will be given to families that were affected by the city’s development projects, as disturbance fees.

The rest of the amount will be spent for the opening of interior road networks.

Some P25 million will also be added to an earlier allocation of at least P60 million that Cebu City Mayor Tomas Osmeña set aside for the ongoing renovation of the city’s legislative building.

Other items that the LDF will be funding include several construction projects in the barangays, as well as improvement of barangay infrastructure such as repairs of existing buildings and facilities worth P20 million.

An allocation of P15 million was set aside for lot acquisition.

Villarete said the amount includes an allocation for the purchase of properties for road right of way.

The city’s gender and development projects as well as various road improvement projects were allocated with P10 million each, P14.8 million was set aside as financial assistance to non-government organizations and as counterpart fund for Unicef-initiated programs.

An allocation of P7 million each was also allotted for equipment rental and the repair and maintenance of city-owned equipment. The city’s street lighting program and furniture purchases will be budgeted with P3 million each.

The enhancement of the city’s tax collection and accounting system, will be funded with P4.5 million.

Villarete said the remaining P0.99 million in the LDF will be used for future projects identified by the city government. (PNA)

^^ looks like they rushed the completion of paseo to catch up the good market during the summer season... well, at least Cebuanos and tourists/visitors alike have a lot to choose from the many hangouts in Cebu.... but in Cebu, "new is hot" and i just hope this will not turn out to be another "foodstreet" or "the boulevard"....

owned by gus go. per plans submitted to my office, it'll be 8 storeys high. i
hope it won't be any higher otherwise i'll slam them with a notice of violation ...
he he he, we'll it's ok if they submit an amended plan for more storeys.

Impressed by Cebu's trade dynamism during its participation in the 12th ASEAN Summit, the Changchun City government is bringing 110 Chinese traders, investors to Cebu this week to explore better trade partnership between Cebu and the city in northern part of China.

The government of Changchun City will hold its first China Changchun Investment and Trade Exhibit in Cebu this coming March 23 to 28 (2007) at the SM City Cebu Trade Hall.

In a press conference yesterday, Changchun Bureau of Commerce deputy director Tang Tiesheng said that exhibit will pave a way for closer relationship in trade between Changchun and Cebu as Chinese delegates will be exploring investment and trading opportunities in Cebu.

Aside from displaying different products from Changchun, Tang said some delegates may also be interested in investing into tourism related projects, real estate, and others.

Department of Trade and Industry (DTI) provincial director Nelia F. Navarro said there are a lot of complementary moves that Changchun and Cebu could do, such as transfer of technology, trading of goods, while Cebu could also take advantage of Shangchun's strength in automotive, to develop a good automotive industry here.

The Changchun government-led trade and investment exhibition, is also co-organized by Huatong Trade and Exhibit Corporation (Philippines) led by Sunny Li.

According to Navarro, as China is tagged as an "economy to watch," Cebu should position now to establish a stronger trade and commerce partnership with different cities in China.

The Chinese delegation will be bringing in different product lines from China, such as RTW (Ready-To-Wear) items, textile, auto supply, machineries, electronics, pharmaceutical products, Chinese and western medicine, office-school-sports supply, tourism, housing and other real estate products, among others.

Tang said after the government leaders in Changchun discovered the economic and trade dynamism in Cebu, during their visit in the 12th ASEAN Summit, the first Cebu investment and trade exhibit was immediately planned.

In the past, most investments and trade exhibits from China were mostly (if not all) held in Metro Manila. This is the first time that Changchun organized an outside-Manila exhibit.

Tang added that the exhibit hopes to foster closer cooperation between the two cities (Changchun and Cebu), as the event has also gained full support from the Cebu City and Cebu provincial governments.

During the six-day exhibit which will formally open this Friday, the over 100 delegates will also explore on investment opportunities here in Cebu, most especially in the field of tourism, and commercial trading, said Li.

Tang added that Cebu entrepreneurs could also take advantage of the more than seven million population in Changchun as potential market for Cebu-made products, as well as tourism.

Plebiscite on Lapu conversion to "highly urbanized city" ok'd

The Commission on Elections approved en banc the holding of a plebiscite on the conversion of Lapu-Lapu from component city into a "highly urbanized city" simultaneously with the May 14 polls.

In a copy of Minute Resolution No. 07-236 signed by Comelec chairman Benjamin Abalos, dated February 13, the Office of the Deputy Executive Director for Operations was directed to prepare pertinent resolutions for the plebiscite in changing the status of Lapu-Lapu from a component city of the Province of Cebu into a highly urbanized city.

Resurreccion Borra, commissioner-in-charge of Comelec-7, finds the request of Comelec law department director Alioden Dalaig "valid and practical under the given circumstances." This includes a certification of fund availability amounting to P10 million for the holding of a plebiscite.

The city's income reached P603.47 million in 2005 and its population was recorded at 217,019 as of 2000.

Section 452 (a) of the Local Government Code states that "cities with a minimum population of 200,000 inhabitants, as certified by the National Statistics Office, and annual income of at least P50,000,000 based on the 1991 constant prices, as certified by the city treasurer, shall be classified as highly urbanized cities."

President Arroyo, last January, proclaimed Lapu-Lapu as highly urbanized city with the issuance of Presidential Proclamation No. 1222. Once a component city is converted into a highly urbanized city, increase in taxes varies directly with the increase in salaries of its employees and officials. This according to Presidential Proclamation 1222.

More benefits include additional forces and additional fund allocation for maintenance and other operating expenses.

Presently, there are two highly urbanized cities in the province- Cebu City and Mandaue City. But Cebu City is independent from the province and its voters do not vote for provincial elective officials as provided for in its own Charter.

Voters in Mandaue City, meanwhile, are given the right to exercise voting for elective provincial officials though it was declared a highly urbanized city after Cebu City.

If the "yes" vote will win in favor of the conversion of Lapu-Lapu City's status, still the city will have to vote for provincial elective officials under Section 452 of the Local Government Code.

Law on conversion into highly urbanized cities states that "qualified voters of cities that acquired the right to vote for elective provincial officials prior to the qualification of said cities as highly urbanized, after the ratification of the Constitution and before the effectivity of this Code, shall continue to exercise such right." - Garry B. China city eyes trade with Cebu
Delegation coming to identify possible business partners

CEBU CITY — Cebu is slowly gaining from its successful hosting of the 12th Association of Southeast Asian Nations (ASEAN) Summit last January as the Bureau of Commerce of the China city of Changchun yesterday said it is considering this city as a possible trade and investment partner.

Tang Tiesheng, deputy director general of Changchun Bureau of Commerce, said here in a press conference yesterday that the Chinese city wants to forge a long-term trade partnership with Cebu.

The move has received the blessings of Chinese Premier Wen Jiabao, Teng said.

Premier Jiabao attended last January the 12th ASEAN Summit in Cebu and held business talks with President Arroyo.

"Cebu offers commercial possibilities and we are working hard to enhance cooperation with local business partners to contribute to the economic development and common prosperity of China and the Philippines," said Tang.

Identification of possible partners and areas for investments will be known soon with the holding of the China Changchun Investment and Trade Exhibit that will run on March 23-26 at the SM City Cebu Trade Hall, said Tang.

Fan Xinzao, mayor of People’s Congress of Chuangchun Municipal City, will bring with him at least 100 exhibitors from all industries of Chuangchun province.

The delegation will be composed of businessmen hopes to network and share experience with their Philippine counterpart and scout for business opportunities in Cebu.

Department of Trade and Industry (DTI)-Cebu Director Nelia Navarro said the investment and trade exhibit offers a good opportunity for the business community in Cebu, especially in the field of trade, tourism, construction, industrial production, and manufacturing.

Cebu City Mayor Tomas Osmeña said Sunday he wanted the decorative lampposts to continue to illuminate the roads to help the hotels that billeted delegates to the 12th Association of Southeast Asian Nations (ASEAN) Summit last January.

He said he wanted to show businessman George Ty of Metro Bank that his decision to invest P800 million to renovate what used to be Cebu Plaza Hotel and renamed Marco Polo Hotel, was right and wise.

The Department of Public Works and Highways (DPWH) has asked the city government to assume the responsibility of lighting and maintaining the lampposts.

Nigel Paul Villarete, city planning and development officer, said the city government would need about P4 million yearly to pay for its electric consumption.

The mayor has a ready answer for it. Osmeña said he could use realty taxes collected from the Marco Polo Hotel to pay for the electricity needs of the lampposts. /Reporter Doris C. Bongcac

I already forecasted this in my mind, good thing it's going to be a reality. This will make Amara easily accessible from cebu and mandaue city. Suddenly the properties south of Amara towards the mouth of Casanga bay are going to jump up tremendously.
