.i reckon KMK is making a good profit since more and more Cebuanos are starting to get accustomed to riding buses in commuting.. they should now double their number of buses.. and create new routes especially along Jones Ave and Osmeña Blvd,.

^^ during the Cebucity.gov forum meet (december) i remember one of the officials we've talked to mentioning such plan. Cebu will eventually veer away from the current means of transpo. Well, if not all..but some of the major streets in Cebu.

Last Saturday morning, I drove to the West Cebu Industrial Park in Buanoy, Balamban to the Tsuneishi Heavy Industries, (Cebu) Inc. for the formal blessing of the shipyard's P2 Billion second slipway by President Gloria Macapagal Arroyo.

It was learned from Kenji Kawano that the quality of the Balamban made Tsuneishi ships is just as good as that of Japanese made vessels. The better news came from Jon aboitiz who reported that with the new slipway, the 3,000 workers employed by Tsuneishi will rise to 5,000. Indeed the partnership of Aboitiz and Tsuneishi has been good for Cebu and the Philippine economy. Incidentally, after Hyundai, Daewoo, Samsung, universal and Imabari, Tsuneishi has the sixth largest shipyard in the world and it aims to be among the top three.

They really have to expand fast. I think Hanjin has already opened. That would be their biggest competitor.

Yes they look clean but too bad they're too expensive, add to that the service charge to inflate the prices even more! Plus, their food doesn't taste that good. (Anyway, I'm not referring to one sole restaurant but the whole strip at the Mactan Shrine generally). Imagine, there are 7 of us, we paid P3,500++ for our bill. Our bill at the Grand Majestic didn't even reach P2,500 :)

On the Elections, volunteers should be assigned to each canvassing area to bring with them emergency lights. As posted here before, there are "miracles" that happen in that area during canvassing. Read: blackout, ballot switching. So, the only weapons: vigilance, flashlights, emergency lights. :lol:

I volunteered for C-Cimpel during the 2001 elections and we were provided with flashlights and other materials (and free food! hehe). The canvassing lasted almost up to midnight and true enough, brownouts occured!

One can't really pass off such incidences as mere coincidence. Of all the days where a brownout could or should happen, it had to be on election day, hehe.

Anyway, I think C-Cimpel is still in need of volunteers. One may contact their respective parish offices if interested. :okay:

CDU opens to lure more students

AFTER investing in a multi-million facility, an official from a local medical school is hoping to lure “good quality students.”

“We have already established a name. Now with an improved facility, we could attract quality students,” said Dr. Potenciano Larrazabal Jr., Cebu Doctors’ University (CDU) president.

An increase in enrollees is expected when the school year begins this June, he told Sun.Star Cebu during the soft opening of the new facility last Saturday or barely two months before the start of the new school year.

The new CDU campus in the North Reclamation Area (NRA), Mandaue City sits on a 2.5-hectare property.

It is strategically located near the Cebu International Convention Center, the Cebu Board Walk and malls.

Larrazabal assures students that CDU has transportation services to shuttle them back and forth from the Cebu Doctor’s Hospital in Cebu City. A terminal will soon be in place in SM City Cebu.

He added that jeepney routes will soon be plying the area.

Traffic

“Our location is better than where we originally planned it,” said Larrazabal, referring to the university’s first plan to relocate in the Talamban area.

“But the traffic there is heavily congested, and it could get worst,” he added, saying being within the NRA is not only convenient for students but helps them concentrate on their studies.

Loreto Encorporado, owner of project contractor Loren Builders Inc. (LBI)), said the building uses “sun baffles” to control the entry of sunlight and the breeze.

“We took advantage of the sea breeze kay maglusot-lusot ra man ang hangin. With the sun baffles, you don’t feel the heat of the sun,” he explained (The breeze could enter freely).

Loreto said the façade is meant to “conceal what needs to be concealed” like the airconditioning units.

Amenities

The six-story building, which has an area of 36,000 square meters combined, houses offices of the different colleges on the first floor, laboratories and the library on the second floor, classrooms on the third to fifth floors and two basketball courts, a gymnasium and a 2,000-seater auditorium on the sixth floor.

There are 60 classrooms, about 40 laboratories, four elevators, two from each side of the building, and a parking space, added LBI designer Bernardo Encorporado.

Bernardo said each classroom can seat 50 students.

While the building is almost complete, Loreto said the campus still has 1.5 hectares of unutilized space.

Larrazabal said the construction of an Olympic-size swimming pool, dormitory, and a mixed-used facility that includes an Internet café is already in the pipeline.

The first floor of the dormitory will be occupied by Korean students who are taking up nursing, he said.

The whole development is slated for completion this June, he added.

Meanwhile, Larrazabal said the old CDU along Osmeña Blvd., Cebu City will be converted into clinics and other specialty areas.

The Medical Arts building, for example, will be an expanded out-patient department.

Tour operators hope dance shows will help draw tourists to Cebu

WITH Cebu’s lack of nightly attractions for tourists, travel operators saw the need to offer something new for guests looking for fun and entertainment with a local flavor.

Dance on Fire project executive director Lyndon Angan and Dance Sport Team Cebu City moderator Edward Hayco agreed to organize an entertainment showcase for tourists and envisioned to make Cebu the “dance capital of Asia.”

The show will not only present the talents of the internationally acclaimed Team Cebu City but also of the whole Cebuano community.

“This is a fusion of past and modern dances of Cebu. There are segments which showcase Cebu, like the Sinulog,” Angan told a press conference.

After visiting places like Las Vegas and Paris, which are known for their spectacular nighttime shows, Hayco thought of bringing a similar entertainment show to Cebu.

Showcase

For him, it was the perfect project to showcase Cebu’s history and the talents of the Cebuanos.

“It’s a great thing to add to our list of optional tours,” Raul Encarnacion, president of the Metro Express Tours Corp. also said.

“Clients keep on asking what’s going on in Cebu. This helps a lot. This is another attraction we can sell to our clients,” he added.

Angan observed that there are no tourist attractions at night.

Cecile Sa-a, branch manager of Blue Horizons Travel and Tours Inc. and the public relations officer of the Cebu Association of Tour Operators, agrees that there is a need to add something new to the list of things to offer to tourists.

“We wanted something new to sell to our tourists. With this project, we showcase the talents of the Cebuanos,” she said.

Tour operators are deemed part of the success of the project.

Angan said Dance on Fire will become part of the travel package that will be offered to tourists.

For the convenience of the audience, the 45-minute show will run three times a week or on Tuesdays, Thursdays and Sundays at the Casino Filipino–Teatro of the Waterfront Cebu City Hotel and Casino.

“It would not be viable for a tourist to fly in on a Monday and wait until Thursday for the show,” said Angan.

Originally, Dance on Fire was supposed to be featured on Thursdays only.

20 hotels, restaurants join annual Mactan food fair

ABOUT 20 hotels and restaurants are serving their famous dishes at P60 or less in this year’s Kadaugan sa Mactan Food Festival at the Liberty Shrine (commonly known as Mactan) Shrine.

The food festival is one of the highlights of the weeklong activity organized by the Lapu-Lapu City Government, together with the Lapu-Lapu City Tourism, Cultural and Historical Affairs Commission.

Since it started in 2001, the food festival has been under the chairmanship of Shangri-La’s Mactan Island Resort and Spa.

The 20 exhibitors from the island of Mactan were given free booths and are selling meals not higher than P60.

Mactan-Cebu International Airport Authority communications manager Ahmed Cuizon said hotels and restaurants take part in the festival as part of their corporate social responsibility of reaching out to the people who fall under the lower economic bracket.

“Our objective here is not to make money, not to make revenue. It’s really to bring our restaurants to the masses,” said Sharon Samarista, the director of communications of Shangri-La and the co-chairperson of the food festival.

Affordable

Because of the affordable prices, a lot of people look forward to the food festival, Cuizon said.

Several people, he added, not only visit the festival once, but go back to enjoy hotel and resort food at cheaper prices.

This also gives the participating hotels and resorts a lot of mileage and allows them to put their best foot forward to tourists.

“It shows the tourists who come over the rich culinary delicacies the city has to offer to them. But more than that, I think it also extends to them a red carpet hospitality that showcases the best of the Filipino, the best of the Cebuano,” Cuizon added.

Aside from benefiting local hotels and resorts, the local tourism also gets a boost with the other activities in the Kadaugan sa Mactan celebration.

“Festivals like these always form a part of the diverse culture the destination has to offer to its visitors and, somehow, we’d like to believe that Kadaugan sa Mactan has continued the tradition of spotlighting Cebu in the world tourism industry,” Cuizon said.

In the island of Mactan, the tourism industry has been steadily growing not only because of the festivities but of the efforts of local hotels and resorts, said Rudy Villanobos, the executive director of tourism council of Lapu-Lapu City.

Occupancy

“It’s not necessarily due to Kadaugan sa Mactan but because of the effort of local hotels and restaurants. As a matter of fact, I think for the past year and a half or two years, the occupancy of the hotels and resorts in Mactan have probably gone up to 85 percent on the normal average,” he added.

To provide the ultimate food experience to visitors, the commission made sure that the exhibitors will not serve the same type of food.

During meetings with the commission and representatives from the 20 participating establishments, hotels and restaurants were asked to prepare a three-day menu and present it to the body.

This provides variety to frequent visitors to the festival and prevents establishments from serving the same type of food on the same day.

“What we offer today, we will not offer tomorrow or the day after,” said Samarista.

Destination

The Kadaugan sa Mactan is an annual celebration of Lapu-lapu’s victory over Magellan, a Spanish conquistador.

This is an effort of the Lapu-Lapu City Government and the Lapu-Lapu City Tourism, Cultural and Historical Affairs Commission to make Cebu not just a “sun, sand and sea” destination but also as a destination with a lot more to offer—it’s vibrant history is one of those, Cuizon said.

Aside from the popular Filipino food festival, the weeklong celebration also includes a street parade, cultural exhibits, barangay pageants, games and many more.

im planning to buy a camera next month... wala gyud koy idea what kind of camera ang nindot ug kuha.. last year, i bought a digital camera in japan which is quite expensive pero bati kaayo ug kuha sa evening shots.. maayo lang kung buntag.... any idea what kind of camera should i buy? budget is not more than 100K. ayaw na ng mahalon kaayo ha kay dili kaya sa budget.

go get a Canon 400D + Tamron 17-50 f2.8 lens for 60-70K..sulit na kaayu na =)

20 hotels, restaurants join annual Mactan food fair

ABOUT 20 hotels and restaurants are serving their famous dishes at P60 or less in this year’s Kadaugan sa Mactan Food Festival at the Liberty Shrine (commonly known as Mactan) Shrine.

The food festival is one of the highlights of the weeklong activity organized by the Lapu-Lapu City Government, together with the Lapu-Lapu City Tourism, Cultural and Historical Affairs Commission.

Since it started in 2001, the food festival has been under the chairmanship of Shangri-La’s Mactan Island Resort and Spa.

The 20 exhibitors from the island of Mactan were given free booths and are selling meals not higher than P60.

Mactan-Cebu International Airport Authority communications manager Ahmed Cuizon said hotels and restaurants take part in the festival as part of their corporate social responsibility of reaching out to the people who fall under the lower economic bracket.

“Our objective here is not to make money, not to make revenue. It’s really to bring our restaurants to the masses,” said Sharon Samarista, the director of communications of Shangri-La and the co-chairperson of the food festival.

Affordable

Because of the affordable prices, a lot of people look forward to the food festival, Cuizon said.

Several people, he added, not only visit the festival once, but go back to enjoy hotel and resort food at cheaper prices.

This also gives the participating hotels and resorts a lot of mileage and allows them to put their best foot forward to tourists.

“It shows the tourists who come over the rich culinary delicacies the city has to offer to them. But more than that, I think it also extends to them a red carpet hospitality that showcases the best of the Filipino, the best of the Cebuano,” Cuizon added.

Aside from benefiting local hotels and resorts, the local tourism also gets a boost with the other activities in the Kadaugan sa Mactan celebration.

“Festivals like these always form a part of the diverse culture the destination has to offer to its visitors and, somehow, we’d like to believe that Kadaugan sa Mactan has continued the tradition of spotlighting Cebu in the world tourism industry,” Cuizon said.

In the island of Mactan, the tourism industry has been steadily growing not only because of the festivities but of the efforts of local hotels and resorts, said Rudy Villanobos, the executive director of tourism council of Lapu-Lapu City.

Occupancy

“It’s not necessarily due to Kadaugan sa Mactan but because of the effort of local hotels and restaurants. As a matter of fact, I think for the past year and a half or two years, the occupancy of the hotels and resorts in Mactan have probably gone up to 85 percent on the normal average,” he added.

To provide the ultimate food experience to visitors, the commission made sure that the exhibitors will not serve the same type of food.

During meetings with the commission and representatives from the 20 participating establishments, hotels and restaurants were asked to prepare a three-day menu and present it to the body.

This provides variety to frequent visitors to the festival and prevents establishments from serving the same type of food on the same day.

“What we offer today, we will not offer tomorrow or the day after,” said Samarista.

Destination

The Kadaugan sa Mactan is an annual celebration of Lapu-lapu’s victory over Magellan, a Spanish conquistador.

This is an effort of the Lapu-Lapu City Government and the Lapu-Lapu City Tourism, Cultural and Historical Affairs Commission to make Cebu not just a “sun, sand and sea” destination but also as a destination with a lot more to offer—it’s vibrant history is one of those, Cuizon said.

Aside from the popular Filipino food festival, the weeklong celebration also includes a street parade, cultural exhibits, barangay pageants, games and many more.

Hopefully when I visit Cebu it will be in time for any Food Fair. :banana:

CHI earmarks P1.7 billion for 2007 project expenses

Riding the wave of Cebu's strengthening economic landscape, Ayala Land-affiliate Cebu Holdings Inc. (CHI) allocates P1.7 billion for capital expenditure this year in both its real estate and commercial subsidiaries.

Bigger share is allocated in the expansion of its mall operations, of which bulk of the P820 million budget will be spent this year, to complete the Ayala Center expansion building, and the lagoon expansion project.

CHI's subsidiary Cebu Property Ventures Development Corporation (CPVDC) will also spend about P700 million this year, for construction of high-rise buildings at the Asia Town I.T. Park.

The robust performance in residential real estate sector in Cebu, also prompted the company to allocate P150 million to introduce more phases at its flagship residential project Amara.

"Our current projects are aimed at capitalizing on growth possibilities in Cebu especially in the areas of Information Technology (IT) and leisure facilities and services," CHI president Francis O. Monera said.

For the first time CHI breached the one billion peso mark in revenue, with 76 percent increase of its income, a 10-year high in the company's book history.

During the stockholders meeting held yesterday at the City Sports Club, Monera reported the company's impressive performance in 2006, attributing the success to the intensified implementation of the company's efficiency in operation as well as cost saving measures.

Overall, the company posted a 50 percent growth in revenues and a 76 percent growth in net income (after tax) last year.

Revenue derived from residential lot sales is 923 percent higher than 2005. Also, in 2006, the company sold its two remaining condominium units at Park Tower 2, contributing P18.4 million to revenue.

In its retail business, Ayala Center Cebu contributes a total revenue of P398 million. While Ayala Food and Entertainment Center (AFEC), together with its theater operations under the company's wholly-owned subsidiary, Cebu Leisure Company, Inc. (CLCI) reported a P100 million contribution to CHI's total revenue last year.

The sale of two lots at the Cebu Business Park (CBP) last year, also contributed P76.9 million to the revenue, posting a 125 percent growth in commercial and land sales over the previous year.

Cebu City Marriott Hotel, of which CHI is a part-owner in partnership with Ayala Hotels Inc., contributed another P27 million to the company's bottomline.

CPVDC, on the other hand, posted a sales performance of P173.5 million, contributed by strong demand for office-space and investors' confidence at the Asiatown IT Park.

"Our 2006 performance serves as a good foundation for the successful implementation of our growth strategy in the coming years," said Monera.

Yesterday's stockholders meeting were attended by the company's board members, led by its chairman Jaime I. Ayala.

Mall now uses desalinated water: SM expects to save 10% of water bills

The scarcity of water in Cebu coupled with the rising cost of water has led shopping mall SM City Cebu to adopt water desalination technology for its water requirement.

"As a big water consumer, we might as well help the community by not depriving them of water supply. So we are using sea water processed through desalination," said SM City Cebu mall manager Sherry Tuvilla.

The mall has commissioned water technology provider Mactan Rock Industries Inc. (MRII) to provide the mall's water requirement through desalination process.

According to Tuvilla, the entire mall operation stands to save at least 10 percent of its average monthly water bills, of which the mall is averaging to consume about 40,000 cubic meters a month.

She said SM City Cebu will start to provide desalinated water supply to its tenants in the next few weeks, following the inauguration of the P16 million water desalination facility, set up by MRII at the mall over the weekend.

SM is averaging to pay a monthly bill to Metropolitan Cebu Water District (MCWD) about P2 million a month. With the use of desalinated water, she said a bill savings of 10 percent is expected.

With close to 400 mall tenants, SM Cebu is attracting an average of over 100,000 mall goers a day.

Although, part of the water requirement of the entire mall still is supplied by MCWD, Tuvilla said there is a possibility that the mall will be using a 100 percent desalinated water in the future.

She said SM Cebu is alarmed of the water shortage problem in the City, thus it has decided to use an alternative water supply through desalination, utilizing sea water converted to potable water.

Initially, MRII is committing to provide 1,000 cubic-meters a day to the mall, but its facility is capable of providing 1,500 cubic-meters a day.

Water desalination is a technology process to remove water salinity and other water impurities to produce purified and clear water.

The process is considered as an alternative solution for water scarcity problem, especially in the Middle East, and other countries.

In the past, water desalination was not popularly adopted by some big companies and establishments in the Philippines, because of high cost of processing.

However, with local companies such as MRII who has introduced this alternative to big water consumers, such as manufacturing plants, mall establishments, hotels, among others, cost of desalinated water has become competitive, and even cheaper than the conventional water supply.

Tuvilla said other SM shopping malls in Metro Manila, and even in Iloilo, have already adopted this technology, to save on water cost, and helping residential water consumers to avail of water supply from water districts.

Japanese group wants to run retirement facility in Cebu

A GROUP running a retirement and nursing home in Japan is now eyeing the Cebu Doctors’ South General Hospital (South Gen) as a potential retirement facility.

“They want a place where it’s near the hospital and the sea,” Dr. Potenciano Larra-zabal Jr., Cebu Doctors’ Hospital Inc. (CDHI) president said.

Larrazabal said CDHI and the Aiko group of Japan are negotiating to have the group relocate its retirees to the hospital’s 70-bed fourth floor.

“It will be a trial run. But the Japanese are decided. They may be here in a couple of months,” he said.

Renovation

While waiting for the plans to materialize, the fourth floor will undergo renovation and additional amenities will be put up.
He said CDHI is already contemplating on hiring Niponggo teachers and a Japanese cook.

Larrazabal said once the deal is inked, the nursing staff will have an opportunity to learn the Japanese culture and to speak Niponggo.

While the initial plan was for the Aiko group to hire some of South Gen’s nurses, he fears this may cause a “culture shock” for some nurses.

Bringing Japanese retirees here instead will be a “win-win” situation to both parties.

Larrazabal said the partnership with the Aiko group is a step closer to CDHI’s realization of establishing a retirement village in southern Cebu.

Aging

“With the growing aging population, I can see that the Philippines, particularly Cebu, has bright prospects to cater to these retirees who are in need of good healthcare facilities and services,” he said earlier.

He said CDHI may utilize a portion of the one-hectare lot in Naga, where the 250-bed Cebu Doctors’ South Gen Hospital sits, for the retirement village or acquire other properties nearby.

There are also plans to construct a “mini mall” within the vicinity of the retirement village.

Larrazabal is optimistic that, in the near future, the healthcare sector will be among the province’s booming industries, along with property development and information and communications technology.

Attract

While some hospitals in Manila make good retirement facilities, he said Cebu has a stronger probability to attract the medical tourism market because of the province’s peace and order situation, better airport facilities, good telecommunications and the Cebuanos’ proficiency in the English language.

In the past years, CDHI has invested in building and improving its network of hospitals in the province, including Cebu Doctors’ Hospital, North General Hospital in Talamban, Cebu City) and South Gen.

Resources

“We have committed our resources in building facilities that enhance the country’s medical industry,” Larrazabal told Sun.Star Cebu in the sidelines of the soft opening of Cebu Doctors’ University at the Mandaue Reclamation Area last Saturday.

The multi-million-peso facility includes a six-story campus and will soon have an Olympic size swimming pool, a track oval and a mixed-use facility.

It sits on a 2.5-hectare lot. (MMM)

CHI hits P1-B mark in revenues

CEBU Holdings Inc. (CHI) earned over P1 billion last year, mostly from the sale of real property and revenues derived from the Ayala Center Cebu (ACC).

The company also posted an income growth of 76 percent to P207 million—a 10-year high in the company’s books.

This indicates that it “delivered results” and lived up to its mission of being the “premier real estate company in Cebu,” CHI president Francis Monera said in his report during the annual stockholders’ meeting at the City Sports Club Cebu yesterday.

CHI will spend P820 million for the redevelopment of the lagoon area and the mall expansion project of ACC, which made P398 million in revenues last year.

“It’s very exciting. It’s more of a lifestyle offering,” Jaime Ayala, chairman of CHI’s board of directors, said of the mall development.

The company hopes to bring in more than 13,000 square meters of additional leasable area with the expansion project.
Ayala revealed the company’s plans to invest in the development of the Asiatown IT Park in Lahug to get more locators and promote its residential lots to capture the overseas Filipino workers (OFW) market, where 37 percent of the company’s residential lot sales went last year.

Monera bared plans to construct a P700-million nine-story building this year to cater to new business process outsourcing (BPO) firms.

Ayala said the building will be filled up with locators before construction will start within the year.

“Our current projects are aimed at capitalizing on growth possibilities in Cebu especially in the areas of information technology and leisure facilities and services,” Monera also said in his report.

South Road Properties

He also confirmed to reporters that they are still seriously looking at prime lots, including the South Road Properties.

Meanwhile, the property formerly known as The Village will become a mall with high-end retail stores to cater to the 10,000 workforce of BPO firms in the IT zone, Ayala said.

Monera said the facility is targeted to be ready by the first quarter of 2008.

Also last year, seven lots in the Asiatown IT Park were sold, posting sales of P173.5 million.

As for residential lots, Amara, CHI’s seaside development in Liloan, Cebu, also captured a 41-percent OFW market, Monera added.

Ayala Land International, Ayala revealed, has a sales group to promote their product lines to the US, Europe and the Middle East.

Monera, in his report, said they will launch future phases to meet the high market demand for the development, where 46 percent of the 87 lots moved during the first three days of its launch. CHI will spend P150 million for the development.

He said that by year-end, all of the Amara’s phase 2 lots were committed to buyers.

Park Tower 2’s remaining condominium units were sold at P18.4 million, while P27 million was contributed by the operations of Cebu City Marriott Hotels. (CYR)

I passed by the site of Ramos Tower awhile ago, it is fence and no more business as usual streamers or banners. Instead, it is replace with "RAMOS TOWER WILL SOON RISE ON THIS SITE".

Rules on student visa eased

The government has relaxed its policy on foreigners studying in the country, extending the validity of their student visas from one month to six months.

Acting Immigration Commissioner Roy Almoro said the policy change has been outlined in a memorandum order that former Immigration Chief Alipio Fernandez Jr. issued weeks before he resigned from this post.

Under the March 9 order, foreign students renewing their student permits or visas would get automatic extension for another six months.

Almoro said the one-time extension is given to foreign students with special study permits, which are valid for a year.

“Thus, a foreign student can renew his visa for another six months if he submits his grades and certification from the school where he is enrolled,” Almoro said.

For foreigners whose study permits are valid for less than a year, Almoro said, they may apply for another three-month extension.

Before the extension, foreign students were only allowed to extend their permits for only a month, forcing those taking up six-month courses to renew their visas six times before they could finish schooling.

Bureau of Immigration student desk head Teodulo Estrada said special study permits are issued to foreigners enrolled in elementary and secondary levels while student visas are given to those taking up collegiate courses.

The bureau’s student desk takes care of the processing of documents of foreign students and their parents living with them in the country.

Koreans account for 90 percent of the more than 20,000 foreigners studying in various schools in the country. Most of these Koreans are enrolled in elementary and high schools.

Majority of the foreign students are enrolled in schools in Cebu and Baguio.

According to Immigration regulations chief Gary Mendoza, South Korean President Roh Moo-Hun discussed with President Gloria Macapagal Arroyo the issue of the growing number of Korean students in the Philippines during last January’s Association of Southeast Asian Nations summit in Cebu.

The Korean leader requested the Philippine government to take steps in addressing the inconveniences that Korean students face when renewing their permits in the country, according to Mendoza.

Yeah exactly.. The owners need to rehabilitate it inside and out, put some fresh paint and landscaping. In my opinion, the entire stretch at the back of City Hall is pretty much dilapidated and dirty (especially the part going to Carbon). It's just "behind the bakod" of CH and yet it looks......well, let's use our imagination, hehehe.. :D :D :D

More IT firms to locate in Cebu


CEBU’S positioning as the information technology (IT) hub in Asia has become a magnet to investors who have demanded for more office spaces in the Asiatown IT Park (AITP).

Cebu Property Ventures and Development Corp. (CPVDC) president Francis Monera said they are developing the remaining five-hectare property in AITP’s phase two aside from constructing a P700-million nine-story building for business process outsourcing firms.

Robust developments in Cebu’s economic sector in 2006 registered an unprecedented growth for CPVDC, which saw a 104 percent growth in revenues and 153 percent increase in net profit.

The company’s net revenue last year rose to P248.6 million from only P122 million in the previous year, owing to the growing interests of foreign and local businessmen in AITP, the company’s flagship project.

Expansion

The take up of commercial lots in AITP, including the seven office lots sold ahead of target schedule, has contributed P184.3 million to the company’s revenues.

“We will maintain this momentum in the coming years,” Monera said, baring plans for expansion.

They are now scouting for takers who can provide component facilities, such as schools or hotels in AITP.

Also slated to begin construction this year is the 3,000-square meter retail area formerly occupied by the The Village.

Monera said the new lifestyle and retail strip will operate on a 24/7 schedule with dining outlets, convenience stores, bookshops, and recharging joints, like spas and salons.

In addition to lot sales, rental income from eOffice amounted to P52 million in 2006, which comprises 20 percent of CPVDC’s revenue.

Net income was up from P33 million in 2005 to P83.5 million last year.

“It is one of the best years in our history,” Monera told stockholders during the 2007 Regular Annual Stockholders Meeting last Monday at the City Sports Club Cebu.

He said the additional two new buildings in the IT Park, which includes Skyrise IT Building and Primary Properties Corp. (PPC)’s i2, have not only catered the market for IT professionals and call center agents but are prime destinations for the province’s young workforce who has defined a new lifestyle.

The ground floor areas of both buildings are now home to several retail outlets.

Workforce

The retail strip in the eight-story Skyrise Building includes a fusion of Filipino, Mexican, Chinese and Japanese cuisines and a local coffee shop. It also includes the bar Loft and the Microsoft Southern Philippines office.

i2 houses call centers and IT companies, like IBM Philippines, and features outlets like Starbucks, Rai Rai Ken, Roma Mia and Cebu-grown native restaurant, Abuhan.

Parallel with the increasing number of locators is also the growing workforce in the AITP.

It has grown to close to 10,000 IT professionals and call center agents in 2006 from only 3,000 the previous year, Monera said.

Monera, together with CPVDC chairman Jaime Ayala and the other members of the board, said the projects will strengthen Cebu’s standing as the IT destination in the country.

Vendors’ group head asks Mary Ann: Drop charges on SRP

INSTEAD of turning over the South Road Properties (SRP) to the National Government, mayoral candidate Mary Ann de los Santos should ask Tinago Barangay Captain Joel Garganera to drop the case he filed against the City Government, a vendors’ group leader said.

Cebu Market Vendors Development Cooperative (Cemvedco) chairman Erwin Goc-ong said turning over the SRP to the National Government is like throwing away a “tool for development.”

De los Santos said last Monday that she does not want the City to pay P1.7 million a day for the SRP loan interests; that is why she will immediately “return” the SRP to the National Government if she gets elected.

With debt servicing eating up to 28 percent of the City’s annual budget, the delivery of basic services has suffered, she said.

Earlier this month, Garganera filed a special civil case asking the court to stop Mayor Tomas Osmeña, the City Council and the Cebu Investments Promotion Center (CIPC) from marketing, selling, leasing and disposing of the 240-hectare facility.

Goc-ong said that for the City to stop paying P1.7 million daily in interests, Garganera should withdraw the case he filed against Osmeña and other city officials.

This way, investors will come and proceeds of the lease or sale of the lots can be used to pay for the about P6.3-billion loan so the SRP will become self-liquidating, and the City will have other income sources for basic services.

In a separate interview, Garganera, a known supporter of de los Santos, said the case is not meant to derail the SRP but to eventually increase investor interest once all legal documents are in order.

He said investors will shun the SRP because its declaration as alienable and disposable land is questionable.

“They overlooked the fact that the City is bleeding every day. Aduna bay mopalit nga defective man ilang documents? Dili nila mailad ang investors. They should be thankful ni-file ta ani (Will investors buy lots there if the documents are not in order?
They cannot mislead the investors. The City should even be thankful we filed the case),” Garganera said.

Cemvedco formally expressed their support for the Bando Osmeña-Pundok Kauswagan (BOPK) party last Sunday, with some of its officials joining their campaign sorties.

But Goc-ong said his advice to de los Santos has nothing to do with their support for BOPK.

He said his primary concern is that the City will no longer be burdened with its SRP loan so it can devote resources to the construction of the Carbon Public Market ramp.

Unit 2 of the Carbon Public Market was burned in 1998, and the stallholders and vendors have been waiting for the City to rebuild it.

“I have no personal interest here. Sa listahan ni Tommy (Osmeña) sa mga amigo niya, number 1,000 ra ko. Bisan pikpik sa abaga, agbay, pahiyom niya wala ko katilaw. Kasaba kaha hinoon,” Goc-ong said.

Instead of reconstructing the Unit 2 building, Osmeña decided to build a P135-million ramp so motorists can use it to go through M.C. Briones and clear Quezon Blvd. of vehicular traffic.

The ramp will be built from F. Escaño St. up to F. Gonzales St.

But budget constraints kept the City Government from immediately pushing through with the project. (RHM)

MAYOR Tomas Osmeña and the Cebu City Council are getting back at Tinago Barangay Captain Joel Garganera, as they countered with a P20-million damage suit for the taxpayer’s case he filed concerning the South Road Properties (SRP).

This way, the City Hall officials said, other people will be discouraged from filing any “unwarranted and malicious” suits against the Cebu City Government related to the 240-hectare SRP.

Last March 26, Garganera asked the Regional Trial Court to stop Osmeña, the council, the Cebu Investment Promotions Center, and the Register of Deeds from marketing, selling, disposing of or leasing the SRP.

He alleged that such moves are illegal since the presidential proclamation transferring ownership of the SRP to the City Government has no congressional authority.

City Hall’s countercharge was included in its opposition to Garganera’s application for the issuance of a writ of preliminary injunction and temporary restraining order (TRO).

Osmeña, through Acting City Attorney Rodolfo Golez, said Garganera must be compelled to pay P20 million in exemplary damages “because even if he knew very well from the start of the infirmity of his cause of action against the respondents, he still had the gall and temerity to file the unwarranted suit.”

This caused bad publicity for the SRP, which would result in turning off investors who may have been or are interested to purchase portions of the SRP, the city officials said.

“His acts amount to putting the Cebu City Government in a bad light before the international community, thereby causing losses in projected income for the City,” read their reply.

The City objected to Garganera’s application for a TRO and a writ of preliminary injunction, saying the issuance of such will be improper as it lacked requisites.

“Any restraining order or injunction against any portion of the SRP will completely eliminate the financial viability of the SRP and will certainly have far reaching consequences on the economic development and interest of the City in particular and the country in general,” the City’s reply said.

Garganera, in his complaint, said the SRP is classified as lands of the public domain, which means that it is owned by the state.

He cited the Supreme Court decision in Laurel vs. Garcia, which declared that “it is not for the President to convey real property of the government on his or her own sole will.”

City Hall lawyers, for their part, argued that if this is the case, then President Arroyo should be impleaded in the case because Garganera is questioning the acts of Arroyo, who issued Proclamation 843 that transferred the ownership of the SRP to the City Government.

Garganera also earlier said that the City’s lease agreement with Bigfoot Entertainment Inc. for two hectares of the SRP for a period of 25 years is illegal because it lacks public bidding.

But the mayor warned that he will hold the National Government responsible if transactions for the SRP are put on hold as a result of the special civil case against the City.

Osmeña said the Cebuanos may not know it but nearly half of the City’s loan payments for the SRP are considered income generated by the National Government.

As a guarantor for the 12.315-billion yen loan the City Government made, the National Government gets some P200 million a year from the City’s loan payment.

The mayor said, “If there’s no authorization to transfer ownership and the Philippine Government does not give the SRP to us, they are in violation of the bilateral agreement between the Philippine and Japanese Governments and that’s very, very bad.”

Only 2.7 percent of the total interest rate for the loan goes to the Japan Bank for International Cooperation and another two percent goes to the Land Bank of the Philippines, the conduit for the loan.

Bigfoot is leasing two-hectare of the SRP in the next 25 years at P5 million a year.

Also, the City is negotiating with other interested SRP locators such as SM Prime Holdings and Filinvest.

ONE Cebu party has come up with the covenant that the senatorial candidates will have to sign in exchange for the party’s endorsement.

The covenant has only two conditions: that the candidate commits to block all attempts to divide Cebu and that he or she supports the economic agenda of President Arroyo.

In 2005, Reps. Simeon Kintanar (2nd district), Antonio Yapha (3rd district) and Clavel Martinez (4th district) filed three bills seeking to convert their districts into new provinces.

Yapha and Martinez are now running for governor and vice governor.

Candidates who want to sign the covenant will have to get in touch with lawyer Pablo John Garcia, One Cebu’s candidate for congressman in the third district and the party’s treasurer and spokesman.

Pablo John said they have to submit the signed covenant on or before 5 p.m. of April 30.

If more than 12 candidates will sign the covenant, Pablo John said the party’s officers will deliberate on who will be the 12 candidates that will be endorsed and supported by One Cebu.

Selection

In the deliberation, the party will consider if the candidate has previously supported Cebu “in words and deeds.”

One Cebu party is affiliated with Kampi, one of the six parties under the Team Unity coalition.

But One Cebu will not be supporting all the senatorial bets in the Team Unity ticket. Instead, it set its own requirements and qualifications before coming up with the list of senatorial candidates that it will endorse.

Pablo John said that after the April 30 deadline, they will be ready with the list of the 12 candidates the following day. f(MBG)

Apparently, we are all born wanting to get our way with everything. But since there are people besides ourselves on the earth, we soon learn that we have to cooperate with other human beings. A growing number of people are beginning to see themselves belonging to a global tribe, whose cooperative efforts are necessary for the survival of everyone in an age threatened by destruction.

Today, Cebu needs some methods of land-use controls and unless these can be effectively implemented, a land use plan merely gathers dust.

There needs to be a strong lobbying from the citizenry for our politicians to have the will to implement control in land use, including the direct purchase of land by a public agency or by private to ensure that it is used for the prescribed purposes and the implementation of land zoning so it can be used only in certain ways.

Other controls include giving tax breaks to landowners, who agree to use land only for given purposes, such as agriculture or open space and by limiting population growth and land development by regulating building permits, roads and other services and the use of environmental impact statements to stop or delay harmful projects by forcing a consideration of the adverse impacts and alternatives to all national land use projects.

The government needs to decide whether to allow the mining of copper ores outside Toledo copper mine. The environmental impact of the resource use, once located, results in the extraction of copper ore normally by surface mining or sub-surface mining.

The mineral processing and use of an energy or non-fuel mineral resource causes some form of land disturbance aside from air and water pollution.

Large surface mining operations disturb land by directly removing material from one place and depositing it in another. Strip mining is usually the most destructive surface mining method, primarily because it disrupts a large surface area.

Cebu should strictly prohibit new applications for mining permit. How valid are these charges of non-fuel mineral resource exploitation of the Less Developed Countries (LDCs) by the Most Advanced Countries (MDCs)?

Some analysts argue that the MDCs are not paying a just price for many resources. Others argue that the government leaders and rich elites in most LDCs are really exploiting their own people. Critics say that if the LDCs continue to sell their resources at low prices to MDCs, they may not have any f these resources left to sustain their own development in the future, specifically with the environmental degradation of the area mined. Copper mined in the US is more expensive because its price includes the cost of environmental protection, whereas, imported copper seldom does. It is obvious that LDCs are the culprit of environmental degradation. The processing and the refining of ores produce large quantities of wastes materials that pollute the air and water.

Cebu now needs to formulate and implement a comprehensive zoning law and, hopefully, environmental concerns should be a political issue. In eco-politics, environmental law plays an important role, particularly as a tool for delaying or preventing the abuse of the ecosphere. A famous legal environmental controversy raised the question of who speaks for nature. US Justice William O. Douglas argued that trees and other natural objects should have a stand. Law professor Christopher D. Stone, who argued that just as minors and incompetent persons can be represented in court by legal guardians, so should natural objects.

Garganera argued that the SRP is still owned by the national government because President Gloria Macapagal-Arroyo had no congressional authority when she issued a proclamation order in 2005 transferring the ownership of SRP to the city government.

"Kon dili na kita mobayad sa tag P1.7 milyones matag adlaw, daghan na og kwarta ang syudad nga magamit alang sa mga basic services nga makahatag og kaayohan sa katawhan," said Delos Santos.

But Felix Taguiam of the Cebu Chamber of Commerce and Industry described Delos Santos' plan as "anti-business" that could be disadvantageous to the city.

The fearless datu who supposedly drove the final kill with his mighty Kampilan (30-inch badass sword forged by Filipino blacksmiths) into the invader's neck actually did not even participate in the battle itself.

Note: the Battle of Mactan is the only battle in Filipino history where we actually WON. all battles after this, we all got our asses kicked.

The facts of the battle:

Ferdinand Magellan was an old soldier and never commandeered a ship prior to the command of the Victoria. He first approached the Portuguese government to grant him a fleet that he needs to "pursue the greater glory of the kingdom" or more accurately, his dreams of conquest. But the throne denied him of his request due to several political incidents in his military years. But this did not stop the old soldier in realizing his dreams. He then went to Spain to ask the government of the same thing. For some reason, he either thought it was genius to approach the primary competition of Portugal in world domination or he was just plain desperate to get his fleet. Eventually, the Spanish throne under Charles V granted him 5 dilapidated and creaking vessels: Santiago, San Antonio, Conception, Victoria and Trinidad. His mission was to establish a link between the spice islands and Spain. Not to conquer anything. Just to make sure that Spain had access to the spice islands. By this time you should see that luck was really not on this guy's side. When the Portuguese heard about this, the Portuguese king ordered for the ambush and capture of Magellan. He was considered a traitor to his country. Thus their expedition was hampered by several times they had to evade the angry pursuing Portuguese fleet. On his way to Asia westward his crew conducted two mutinies. In the Pacific, they landed on an island named Ladrones (which meant land of thieves) and had another unfortunate incident because the natives stole their supplies and some of their small boats.

In the Philippines, he made a political alliance (immortalized by the famous blood compact). He promised the chief of Cebu (Humabon) to aid him in his war against the chief of Mactan (Lapu Lapu) Big mistake. The mission clearly stated that the relationship remain economic and not political. they say Magellan did this because he had an agenda ala Hernan Cortez

The rocky waters of Mactan failed to give the galleys of Magellan the desired shore landing they wanted. about 50 Spaniards disembarked in full battle armor (almost 50lbs?) , in waist deep rocky waters, hundreds of meters from the beach, where almost two thousand (yes, 2000) Filipinos are shouting, screaming and taunting the poor Spaniards. A few soldiers had to remain to guard the small boats as Magellan and his troops try to shoot the "natives" with their cross bows and muskets. and since 16th century ballistics technology does not offer sniper-like functions and the accuracy of a modern rifle, firing for almost 30 minutes (the projectiles did not even reach the beach or hit anyone) the Spaniards soon wasted their ammunition. (Plus the water practically made their cross bows useless because it got wet.) Magellan then sent 2 Spaniards to the Mactan tribe to supposedly burn the houses down. (another big mistake since the houses were built on light materials and could easily be rebuilt, so nonsense lang yun.) they managed to burn a few houses before the women of the tribe was able to capture them and killed them. By the time they were near the shore they were greeted by a signature Filipino combat maneuver (commonly found riots in urban areas). imagine 2000 people throwing rocks, sand, spears, pots, practically anything they can be called a projectile in unison to 30+ men. total disaster for Magellan. and after the first barrage of rocks, sand, pots, etc. the same thousand rush to the 30+ poor Spanish soldiers and tear them to pieces. Lapu Lapu was no where to be found.

2000 against 36 men… no wonder they lost. ewan ko lang kung natalo pa tayo. homecourt advantage pa.

Prior to this knowledge, for some reason, i always pictured Lapu Lapu looked like Gardo Versoza.

But @arnold_carl, the back of Philosophy is a new development. The management of Philosophy just recently developed the idle lot at the back. They turn it into a new cozy alfresco hive. It's small though compare to Paseo, but surely it's a lot better than Paseo. Not only because of the place and location, but because of the crowd. I've been there last night with a new found tall (5'6"), sexy (34, 26, 36) and beautiful girlfriend (miga bah, miga gud) from ePerformax Cebu.

- There's that TGU Tower that's currently a big hole in the ground in front if I2.
- There's the fenced lot beside Skyrise where I saw some excavation work going on a few weeks ago. I supposed that is Skyrise 2.
- The two lots between I1 and I2 are now fenced. Not sure exactly what's going on in there, but I heard that at least one of those lots will have the highrise I3.

Yup nangutana ko bai kung unsa gyud ang tukuron dri then niingon siya nga usa ka 25 storey hotel, 3 levels basement then nangutana ko kung Grand Cenia ba ingon cya wapay ngan then ni mention siya nga abangan unta nila ang part sa yuta sa Filinvest nga naa currently ang Eastwest bank kay tambakan nila sa mga materials then wa daw mo sugot kay naa sad daw tukuron highrise this year, mag ground breaking daw inig ka May then mag start ang construction ig July or August.

The Cebu Property Ventures and Development Corp. (CPVDC) will develop the remaining five-hectare property in Asiatown IT Park (AITP) in Barangay Lahug, this city for the construction of a P700-million nine-storey building for business process outsourcing (BPO) firms.

CPVDC president Francis Monera said this development is in response to demands from BPO and information and communication technology (ICT) firms for more space at the AITP.

He said robust developments in Cebu's economic sector in 2006 registered an unprecedented growth for CPVDC, which saw a 104-percent growth in revenues and 153 percent increase in net profit.

The company's net revenue last year rose to P248.6 million from only P122 million in the previous year, owing to the growing interests of foreign and local businessmen in AITP, the company's flagship project.

The take up of commercial lots in AITP, including the seven office lots sold ahead of target schedule, has contributed P184.3 million to the company's revenues.

"We will maintain this momentum in the coming years," Monera said, baring plans for expansion.

They are now scouting for takers who can provide component facilities, such as schools or hotels in AITP.

Also slated to begin construction this year is the 3,000-square meter retail area formerly occupied by The Village.

Monera said the new lifestyle and retail strip will operate on a 24/7 schedule with dining outlets, convenience stores, bookshops, and recharging joints, like spas and salons.

In addition to lot sales, rental incoming form eOffice amounted to P52 million in 2006, which comprises 20 percent of CPVDC's revenue.

Net income was up from P33 million in 2005 to P83.5 million last year.

He said the additional two new buildings in the IT Park, which includes Skyrise IT Building and Primary Properties Corp. (PPC)'s i2, have not only catered the market for TI professionals and call center agents but are prime destinations for the province's young workforce who has defined a new lifestyle.

The ground floor areas of both buildings are now home to several retail outlets.

The retail strip in the eight-storey Skyrise Building includes a fusion of Filipino, Mexican, Chinese and Japanese cuisines and a local coffee shop. It also includes the bar Loft and the Microsoft Southern Philippines office.

i2 houses call centers and IT companies, like IBM Philippines, and features outlets like Starbucks, Rai Rai Ken, Roma Mia and Cebu-grown native restaurant, Abuhan.

Parallel with the increasing number of locators is also the growing workforce in the AITP.

It has grown to close to 10,000 IT professionals and call center agents in 2006 from only 3,000 the previous year, Monera said. (PNA)

But @arnold_carl, the back of Philosophy is a new development. The management of Philosophy just recently developed the idle lot at the back. They turn it into a new cozy alfresco hive. It's small though compare to Paseo, but surely it's a lot better than Paseo. Not only because of the place and location, but because of the crowd. I've been there last night with a new found tall (5'6"), sexy (34, 26, 36) and beautiful girlfriend (miga bah, miga gud) from ePerformax Cebu.

Usually, we tend to avoid political issues in SSC because they basically attract a lot of trolls and thus personal attacks and bickerings.

But anyway, Mary Ann's statement that she will give up the SRP to the nat'l government is a major turn-off. I deem it as pa-pogi or pa-cute on her part. No further comments. ;)

President Arroyo yesterday barnstormed Cebu with a fat kitty of more than P3 billion worth of completed or on-stream infrastructure projects, sweet-talking Cebuanos into supporting her again by way of voting for her Team Unite senatorial lineup to sustain economic growth.

The projects were the P2.3 billion Cebu North Coastal Road Project starting in Mandaue City, the P805 million Naga-Toledo Road Project, and the P45 million Talisay City Hall of Justice Project.

Vice President Noli de Castro added his presence to the top-heavy retinue of dignitaries that descended on Cebu, amply proving Arroyo’s soft heart for the province that delivered the one million votes that made up her winning margin in 2004.

Arroyo described the projects as very vital for the development not only of Cebu but the rest of the Visayas and even the country as well.

De Castro presided over the inauguration in Toledo City of the completed 34.8 kilometer stretch between that city and Naga, a vital additional link between Cebu City and the industrial corridor in the west coast aside from the Transcentral Highway and the more treacherous Manipis Road.

Interestingly, present at the inauguration with de Castro and Toledo City Mayor Arlene Zambo were Cebu Governor Gwendolyn Garcia and outgoing congressman Antonio Yapha who are locked in battle for control of the Capitol.

" It will make the commercial and industrial activities in Toledo City even more dynamic and vibrant, especially now that Atlas Mining is reopening soon, " Arroyo said in a speech read for her by de Castro.

The president boasted of the accomplishments of her administration, saying that when the project started in September 2004, the country was still facing a fiscal crisis. But she added that " with a determined economic team, friends in Congress, and the entire Filipino nation helping out, we resolved the problem in a few years time. "

Since then, Arroyo said, the country’s growth has been unstoppable, with the last 27 months seeing the peso steadily gaining against the dollar, and foreign investments coming back.

She said her administration was also able to save billions of pesos, allowing it to earmark the savings for infrastructure projects like what were being inaugurated in Cebu.

" It is you Cebuanos who have been the staunchest supporters of our reforms, which are paying off in terms of vital infrastructure such as this Naga-Toledo road, the north coastal road project in Mandaue City and the Talisay Hall of Justice in Talisay City, " Arroyo said.

For these developments to continue, the president asked Cebuano voters to vote for candidates who are supporting the projects of the administration like her Team Unity.

" The May elections are about the future, not the past. I ask you to support reforms, not revolt. Reforms build, revolt destroys. We do not want the positive effects of our growth be laid to waste. "

" My dear Cebuanos, I ask for your support again like the way you supported me in the past elections, for a team that is unquestionably pro-poor, pro-growth and pro-modernization and who will help continue these reforms. "

In Talisay City, hundreds of residents witnessed the inauguration of the Hall of Justice located at the back of the new city hall in barangay Lawaan II.

After cutting the ribbon-cutting at the P45 million edifice and the unveiling of the marker, Arroyo told Talisaynons that it was only at that time that both the president and the vice president were in one place at the same time.

" The president and the vice president are not supposed to go together for security reasons, pero karon sa Talisay City naa mi ron, " said Arroyo to thunderous applause from the audience.

Reelectionist Rep. Eduardo Gullas, who was instrumental in conceiving the project while still mayor of the city, thanked the president for her support in having it realized.

Gullas said that except for P10 million which came from the Supreme Court, the rest of the funding was given by Arroyo.

Mayor Socrates Fernandez said the city is fortunate that Gullas once served as its mayor because it was due to him that the city is now closer to the president, who has emerged as its most important benefactress of major projects.

Aside from the building, Arroyo is also financing the construction of the city’s fish port in barangay Tangke, with the first tranche of P50 million already released to start construction.

Over in Mandaue City, Arroyo officiated in the laying of the time capsule for the P2.3 billion Cebu North Coastal Road Project in barangay Paknaan.

The president was accompanied by Cebu Governor Gwendolyn Garcia, acting Mandaue City mayor Amadeo Seno Jr., Tourism Secretary Ace Durano, Presidential Management Staff Director-General Cerge Remonde, local officials, and senatorial candidate Prospero Pichay.

The North Coastal Road project is included in the medium-term public investment program of the supra-regions project of the government and Arroyo had wanted this to complement the Cebu South Coastal Road.

The entire coastal highway is worth more than P3 billion and Arroyo wants it to be finished by 2010. The feasibility study of the project was done by the Japan Bank for International Cooperation two years ago.

It is only the first component of the project, a viaduct, that is worth P2.3 billion and it will start from the North Reclamation Area in Cebu City to Consolacion town. The second part is the eight-kilometer road from Consolacion to Liloan worth P757 million.

The project is expected to cut travel time between Cebu City and the north by 30 minutes. (with Mitchelle Palaubsanon/JST )

CCCI to consult stakeholders about Cebu-wide ecozone bid bid

The Cebu Chamber of Commerce and Industry’s (CCCI) province-wide economic zone project will conduct a sectoral presentation with stakeholders to strengthen the probability of the project.

Cebu economic zone study chairman Gerry Sta. Ana said representatives from different sectors in the society will be consulted about their opinions of the project.

"We have to talk with stakeholders like the local government units [LGUs], civic groups, and others regarding the project," Sta. Ana said in an interview.

This coming June, the result of the Cebu Economic Zone project study is expected to be completed.

Sta. Ana, who is also a former president of the CCCI, said initial results of the study is inclined to recommend a private-sector led economic zone management, which will be independent from Philippine Economic Zone Authority (PEZA), and Bureau of Investments (BOI).

Earlier, CCCI announced that after the German Technical Cooperation (GTZ) extended its support to push the province-wide economic zone bid in Cebu, the World Bank’s International Finance Corporation (IFC) has expressed interest for support.

The CCCI Board passed a Resolution No. 031-2006 on April this year to create a study group to evaluate the viability of proclaiming the entire Mega Cebu province as an Economic Zone.

The proclamation of Cebu as an EcoZone is envisioned to encourage the influx of more investments into the province by building up necessary capabilities to create an enabling environment and reducing the cost of doing business in the area.

Although, this has not been done in the Philippines, the Cebu private sector, through CCCI believes that this concept can be started in the Philippines, but a comprehensive and extensive study must be done first in order to back up this ambitious plan.

The German Technical Cooperation or GTZ extended its support with budget allocation of 10,000 to 20,000 Euro or roughly P600 thousand to P1.2 million for the study.

Also, CCCI is planning to expand its support coverage in pushing the proposal, inviting other business organizations such as the American Chamber of Commerce and Industry and the Filipino-Chinese Chamber of Commerce and Industry to join the bid.

CCCI will ask the help of the University of Asia and the Pacific (UAP) to accelerate the implementation of the proposal and gain support from the law makers, and other concern sectors.

Talk back: Stand on the SRP

IT pains me to note that you have not grasped fully my stand on the South Road Properties (SRP).

Let me tell you here and now that I am open to suggestions.

My idea to turn-over the SRP to the National Government is but one of the options.

To my mind, it is the simplest and most viable option for two reasons:

1. The SRP is covered by a sovereign debt with the Japan Bank for International Cooperation guaranteed by the National Government.

Legal complications can be avoided if the debt is assumed by the government instead of following Mayor Tomas Osmeña’s plan to sell it wholesale to the big taipans.

Besides, the National Government can later on deal with these taipans concerning the SRP in the same manner that Mayor Osmeña can.

But in the meantime, we will no longer be saddled with debt servicing and we can spend the savings on delivery of basic services and other necessary infrastructure projects.

2. Upon turning the SRP over to the National Government, we can undertake a Memorandum of Agreement that would give us some kind of control or participation in SRP’s development, something more difficult to do with private entities which have their own plan.

The SRP was turned over to the City in 2001 under the administration of Mayor Alvin Garcia.

During Mayor Osmeña’s first two terms, he did nothing to move the project forward.

I think five years is a lot of time for any mayor for that matter to market the SRP.

Instead of master planning and land-use zoning the SRP, the mayor has randomly constructed ill-conceived structures therein, including an ABC building, which is built probably in the most prime area of the SRP.

How can you market the SRP under these conditions?

I beg to disagree with your statement that “she doesn’t see it as most valuable real estate in Cebu, which it will be once it finally becomes hub of growth and progress of a city increasingly in need of more space.”

I`m sorry I cannot see your point.

SRP’s character “as a hub of growth and progress of a city increasingly in need of more space” is not lost even if it is turned over to the National Government.

SRP is here to stay; it cannot be physically uprooted from Cebu.

Once developed, all taxes will accrue to our city.

There will be no change except that the City will no longer pay P2 million a day in debt servicing.

Let me reiterate: I am open to other ideas on the SRP.

All I know is that the present course is not workable.

If we stay the present course, we will end up bankrupt or disposing the whole SRP in a fire sale, just like what Mayor Osmeña did on the City Hall block in the North Reclamation Area.

(He sold it to Robinsons at less than P12,000 per square meter.)

Let us get involved in our city’s future.

Let us think of alternatives and options to free ourselves from the debt quagmire we are in.

If you have better ideas, come out with it, I am open.

I agree with Mary Ann delos Santos on this part. The ABC Building at Kawit Point is indeed very, very much out of place. It could have been built elsewhere but the SRP.

Even the so-called "Welcome Sign" looks ugly and unnecessary. The money could have been used to further develop the entire Kawit Point itself.

She should have compare SRP (OSMEÑA) to CBP (AYALA). If 5 years (w/ controversies) is too long for her to sell SRP. Then, more than 10 years of existence of CBP (w/o controversies) is too long also for CBP not to be fully filled up with edifices. If AYALA is really an expert in the real estate industry.

All I can say is to you Mary Ann Delo Santos?
