If im not mistaken, this is the performing arts center initially built by the administration of then cebu gov vicente de la serna. Many thought that this is not the kind of project that should be prioritized by the provincial government (together with the student dormitory nearby). and like other projects of dela serna, this was never finished. the succeeding gov, pablo garcia, did not lift a finger to finish this. gwen resumed the construction but i don't know if she really intends to finish this.

IMO, the govt should finish the building not just because sayang ang naumpisahan na, but cebu actually needs a facility like this. kahit na sa opinion ko the design is bland and unimaginative (especially for an arts center).

honestly... sacrificing the education of the students is not good... but delos reyes shouldnt have made those statements...

I disagree. It is a given that during elections opposing camps will say "bad things" about each other. But the elections is over now so Tomas should just let it go. He was elected Mayor of Cebu City, and therefore, should act as Mayor for the whole city and not just for the barangays where he won.

The worst thing about this is that it is not really Mary Ann who suffers... think about the students. Our education system has enough problems as it is... robbing the students of the buildings they need just doesn't help at all. I really don't care what Tomas does to Mary Ann and vice-versa, just don't involve other (innocent) people into their fights.

Maybe it's just being idealistic, but hopefully they remove the politics, and just do their jobs as mayor and barangay captain.

Gov’t asked to reconsider rejection of P2-B bulk water project in Cebu.

The Japanese government is urging the Philippine government to reconsider a decision rejecting the proposed P2-billion Carmen bulk water supply project in Cebu.
However, the Metropolitan Cebu Water District has rejected this unsolicited bulk water supply project under the Build-Operate Transfer scheme of the Ayala Corporation and Stateland Equity Ventures early this year for failure to submit a notice of acceptance within a specified period of time.

The City of Cebu should overide rules created causing bureaucratic obstacles.

There is no such thing as oversupply of Water.
In fact, two competitive sources will keep future failures out and the prices of water down.

Guys, whadyathink if the island of Cebu has a railway network, albeit a small-sized one. Perhaps we could have like 7-lines...

Line 1: Cebu Subway/Underground (from Minglanilla - Consolacion)
Line 2: Airport Express Plus (Fuente Osmena Circle - MCIA via Osmena Boulevard) (and the Plus part refers to the extended part which would proceed to Lapu-Lapu City's downtown area--where the public market is.) [perhaps a Mono-rail line]
Line 3: Urban-Rail Transit (from Car-car to Danao)
Line 4: South CebRaiEx (South Cebu Railway Express) [for freighter trains and express trains] (from Cebu City to Argao)
Line 5: North CebRaiEx (North Cebu Railway Express) [for freighter trains and express trains] (from Mandaue City to Bogo City)

Nice vision. Unfortunately, it seems that our LGUs/urban planners aren't interested or aren't too keen on putting up a railway system for Cebu since they believe that there is no need for it (they believe that its all capriciousness) and that we can't sustain the expenses and the ridership needed for it. Hmm, I don't know if there's even a feasibility study being conducted for such system. :dunno:

Don't they get it: Build it and they will come :rant:

We can expect them to tap such system only when our public transport system is uber-saturated, our roads clogged and there's no other last resort. Oh goodness, I hope not. That would be a disaster. :mad2: Our urban planners should think big and think ahead. :bash:

I suppose...

I suggest the North CRX will be extended as far as Daanbantayan. There are plenty of sugar cane plantations up there.

trains are nice... but return of investment and the investment itself is the issue... what they should do since they think that trains are not yet good for us (capricious) they should prepare for its eventuality (the land where they will put up the rails, etc...) cebu will grow... and someday we will need it...

Yes, Metro Gaisano will not at all be affected by the opening of the new Rustan's Fresh Supermarket since they cater to different target markets. ;)

I suggest the North CRX will be extended as far as Daanbantayan. There are plenty of sugar cane plantations up there.

I think proceeding to Daan Bantayan is not really necessary since Daan Bantayan isn't that significant of a human settlement in economic and population terms.

That is also what I can say of a possible extension from Argao to Santander. I mean, aside from Car-car, Argao is the only town where there is a sizable population.

All these towns [refering to both the ones North of Bogo City and South of Argao] do not have that much population to elicit reasonable traffic for express trains [they carry a lot and I mean A LOT of people--think a thousand plus in a single trip] that having routes to these places will be economically impractical and would result in large overcapacity and unprofitabibility and, thereby, loss on the part of this theoretical "CebRaiEx Company".

What I'm thinking is that as long as there is already infrastructure put in place in those said routes. Bus lines such as Ceres Lines/Tours and Sunrays would then come in to serve those towns unreached by CebRailEx. Train stations in Argao as well as in Bogo will have to be relatively larger than other train stations except for the "Central Terminal Station" to be located, perhaps, in Cebu City because they will also incorporate bus terminals.

In this scenario, Ceres Lines/Tours, Sunrays, and other bus lines will not be totally phased out.

^^ Its a humanitarian gesture for Gov Gwen to have this move. Therefore, I commend her for that. :applause:

But other than the humanitarian nature of this move like politics is something we should think about. Remember that Garcia and Tomas are still in the cauldron of political frenzy because of the "provincial friar lots".

clearly it is a political move... not a gesture. 5million better spent in building another school or classrooms in Mandaue City which is part of the province.

The new look could have been due to major restorations to a previous structure.

Cebu needs more ambitious and visionary leaders so that long-term and/or ambitious projects such as a Cebu Island-wide railway network or the Trans-Axial (Unity) Highway or a bridge connecting Cebu with Negros Island will be fully realized.

If Cebu fails to find or vote for one...I'm afraid Metro Cebu will just be as rotten as Metro Manila. :ohno:

City Hall set to block work

UNLESS Lahug barangay officials comply with the permits, Cebu City Mayor Tomas Osmeña will not allow Barangay Captain Mary Ann de los Santos to construct the school building.

The City Council, however, has decided to step in and verify if there’s an urgent need for classrooms in Lahug, after one school building was demolished to make way for the construction of a new one.

Vice Mayor Michael Rama said they invited the mayor’s education consultant, Joy Augustus Young, and other members of the Local School Board to their caucus today to brief the council on why the construction of the school building was suspended.

“If it’s just politics, I’m not in the mood for that because the elections are over already. If it’s urgent, we will sit down with the mayor and discuss other possibilities,” Rama told Sun.Star Cebu.

Given a P5-million pledge of donation from the Cebu Provincial Government, Lahug barangay officials might have to work on a new design for the school building for its elementary school.

Vice Gov. Gregorio Sanchez Jr. and Provincial Engineer Eulogio Pelayre offered their technical support to redesign the school project, with Sanchez saying that P5 million is already enough for about 12 classrooms.

“Actually, P15 million (the initial quotation from City Hall) is quite high for a 20-classroom building,” said Sanchez, a civil engineer.

Capitol’s help

De los Santos and her council met with Gov. Gwendolyn Garcia and Sanchez yesterday morning to hand in their resolution asking for the donation, after an emergency session.

Garcia turned it over to Provincial Budget Officer Emme Hingoyon, instructing him to process it immediately.

Garcia, Sanchez and members of the Provincial Board are scheduled to turn over the P5-million check to de los Santos this Friday.

But in his news conference yesterday, Osmeña reminded de los Santos to follow all procedures in constructing school buildings and soliciting funds for it.

Under anti-graft laws, he said, a public official cannot easily solicit from private institutions and individuals without permits from the Department of Social Welfare and Development.

“They cannot just take over the construction. As of now, they can’t build anything without the approval of the City Government,” he said yesterday.

Osmeña, however, said he will approve the building permit and other clearances if the requirements are submitted.

Target

De los Santos, for her part, said they will observe the rules and requirements in constructing the building, but said the mayor should not make it extra difficult for the school just to spite her.

“Now that I have the money (to construct the school), he will make it difficult for me? Naunsa na man na siya? Definitely, we will go on with the construction of the building,” she said when told about the mayor’s warning.

“I’m asking him to give me the plan. Wala man. We are requesting for a permit, we’re not constructing something illegal. I’m confident we can hit the targeted amount,” de los Santos continued.

On top of his condition that Lahug barangay officials will have to put in writing any request for projects and subsidy, he also asked de los Santos to “stop lying” to her constituents.

Angered by de los Santos’ statements that he did not give Lahug any project, the mayor postponed the construction of the school building to 2008.

The classrooms, a bridge and the asphalting of roads are just some of his projects in the barangay, he pointed out.

Stunt?

Osmeña welcomed Governor Garcia’s P5-million donation for the construction of the school building, saying he will accept it regardless of her motives.

“Whatever the reason is, if it’s out of spite or her love for me, we’ll take the money. The Province can give Lahug anything it wants, that’s acceptable under the Local Government Code. But the manner by which the construction is done must be approved by the City Government, whoever will build it and who implements it,” said the mayor.

A groundbreaking ceremony has been scheduled this Friday.

“They’re just doing this as a publicity stunt but they can’t start anything without following proper procedures and getting the required permits in soliciting funds because it’s under public interest that there’s accountability and transparency,” Osmeña continued.

In a phone interview, Young said that de los Santos will have to secure a building permit and other clearances from the Office of the Building Official if the barangay intends to implement the project.

He said, though, that he will turn over to de los Santos today the program of works and estimates for the proposed school building, so the barangay will not have to draft another program of works.

But if the barangay intends to use another design and hire another contractor, it will have to work on the necessary documents before starting the project.

De los Santos said they are checking if it is legally possible to redesign the project, with the coordination of the Department of Education.

“Regardless of territorial jurisdiction, we are all Cebuanos and we will, because we can, take care of our own,” the governor said at their meeting.

De los Santos also revealed that there are others who have pledged support for her “Piso Mo, Eskwelahan Ko” fund-raising drive for the school.

They will have the project registered with the Securities and Exchange Commission so they can open a bank account where donors can deposit their donations.

Officials from the Japan Bank for International Cooperation have met with Mayor Tomas Osmeña Tuesday morning to assure him that they would help the city market the South Road Properties.

The mayor said the JBIC officials promised to convince bigtime Japanese businessmen to invest in the 295-hectare SRP, which was reclaimed through the loan from the JBIC, previously called the Overseas Economic Cooperation Fund.

Osmeña is hoping that with the help of JBIC, the city can sell the SRP lots even on staggered basis so it can pay its loan from the Japanese bank.

The city needs at least P1.7 million everyday to pay the interest of its loan from the JBIC. But Osmeña’s political opponents said it would be impossible for the city to grow with such a huge obligation every day.

The opposition believes that the city will have a hard time paying its debts, which already reached over P5 billion, because it could not sell the SRP due to questionable ownership of its lots.

Tinago barangay captain Joel Garganera, a member of the opposition, recently asked the court

to prohibit the city government from selling the SRP lots.

Garganera argued that the SRP is still owned by the national government because President Gloria Macapagal-Arroyo has no congressional authority when she issued a proclamation order in 2005 transferring the ownership of SRP to the city. — Rene Borromeo/LPM

Bogo will be the newest component city of Cebu in month’s time if its residents would approve of its cityhood bid after the Commission on Elections en banc scheduled the holding of a plebiscite on June 16.

The Comelec en banc, in Resolution No. 8127 dated June 2, approved the holding of a plebiscite next week as preferred by fourth district Rep. Clavel Asas-Martinez, the principal author of Republic Act 9390 that seeks to convert the municipality into a component city.

Martinez has appropriated P2,310,675 for the conduct of the plebiscite.

She has been coordinating with the Comelec to expedite the implementation of the plebiscite, which would allow the town’s residents to decide if they are for the cityhood of Bogo.

The official ballots, during the plebiscite on June 16, will be distributed at the ratio of one ballot per voter. These official ballots will bear the heading “OFFICIAL BALLOT; PLEBISCITE; JUNE 16, 2007; BOGO, CEBU.”

The official ballots will only bear one question - that is, “Do you approve of the conversion of the municipality of Bogo into a component city to be known as the City of Bogo?” The answer will only be either a “yes” or a “no.”

Bogo aims to become the sixth component city of Cebu, while Lapu-Lapu City hopes to become the next highly urbanized city after Cebu and Mandaue.

According to the Local Government Code, a city may be created, divided, merged, abolished or its boundary substantially altered, only by an Act of Congress and subject to approval by a majority of the votes cast in a plebiscite to be conducted by the Comelec in the local government unit directly affected. Except as may otherwise be provided in such Act, the plebiscite shall be held within 120 days from the date of its effectivity.

Martinez said Bogo’s conversion into a component city would bring a number of benefits. One of which is the increase of its Internal Revenue Allotment. At present, the municipality is receiving P40 million in IRA.

someone here pm'ed me and called my attention because i was "reposting" pics that was already posted in the previous threads, my join date may have been new but believe me or not, SSC is not new to me at all, im an SSC'er for almost two years now ( much longer than the join date of the person who pm'ed me) and i would not have posted those pics if i have seen them here before, well, maybe they were indeed posted here already but the pics that i posted are pics of cebu that are rarely seen. like the mantayupan falls etc. and i was simply spicing up the thread because the enthusiasm was dwindling and i thought posting pics would at least encourage people to post. i was simply contributing to the thread but sadly it was unappealing to some.

Tomas imposes condition on Mary Ann for Lahug school building to be built

CEBU City Mayor Tomas Osmeña will pursue the construction of a school building in Barangay Lahug anytime, but only if Barangay Captain Mary Ann de los Santos admits that she “lied” to her constituents.

“It’s very simple. She just has to acknowledge her lies, then we’ll build the school now. We gave that project for the children and she says she doesn’t know about it? Asa ka?” he told a news conference yesterday.

Several other projects are lined up for Lahug, including a day care center and a drainage system, and Osmeña said these will not suffer the same fate as the school building “unless Mary Ann asks for it.”

For the mayor, de los Santos’ apology to those she may have hurt during the campaign, which was made before the media, is not enough and was just a publicity stunt.

But de los Santos is firm on her stand. She said in a phone interview yesterday that the mayor might as well shoot her, as she is not willing to give in to his condition.

“He can never dictate to me what to do just to pass on the pressure to me now that his pronouncements have backfired.

Nagkabuang na na siya’g yawyaw just to save face because he knows very well that I can build the school without his help, and he’s scared of that. Maayo pa na iya na lang kong pusilon rather than compromise my principles,” she told Sun.Star Cebu.

De los Santos further said that she will never take back her statements that Osmeña did not give Lahug projects, which she wrote in a letter distributed during the campaign.

“As far as I am concerned, there are no projects because he did not observe protocol and did not inform the barangay of any ongoing project. I cannot account for all his projects kay wala man niagi nako. Wala man siya’y batasan... he wants me to acknowledge his projects when he didn’t even acknowledge me as barangay captain,” she said.

Postponed

An irate Osmeña decided to put off until 2008 the construction of a building in the Lahug Elementary School after getting a copy of the letter written by de los Santos, telling her constituents that the City Government did not give Lahug projects “in any manner.”

At 10 a.m. tomorrow, Cebu Gov. Gwendolyn Garcia will officially turn over a P5-million check to de los Santos, which represents the Province’s donation to the barangay’s “Piso Mo, Eskwelahan Ko” project.

The mayor’s education consultant, Joy Augustus Young, briefed the City Council yesterday afternoon on the mayor’s reason for suspending the construction of the school building.

Young and Vice Mayor Michael Rama said there was nothing the council agreed on, and that the councilors will just take it up with the mayor. They had a scheduled meeting last night.

In his news conference yesterday, Osmeña said he can justify the cost of the proposed P15-million school building, which Vice Gov. Greg Sanchez said is “quite high.”

Unlike schools in the province, which are usually single-story buildings, schools in the city are multiple-story buildings that cost more to construct, the mayor added.

Central Visayas economy upbeat in 1st quarter

Cebu, Philippines (7 June) -- The central Visayas economy performed better for the first quarter this year compared to the same period in 2006 with the agriculture sector, shipping industry, tourism and ICT-related industries leading the growth.

According to the National Economic Development Authority in the region (NEDA-7), the economy of the region was buoyed by the high performance of the agriculture sector that posted a double-digit increase in production; the rosier performance of the shipping and air transportation sector couple with the continuing upward trend of the construction, tourism and IT-enabled industries in the Central Visayas area.

In a briefer that NEDA-7 presented to the members of the RDC-Dev’t Administration Committee meeting today, it bared that agricultural production in the region as a whole posted a 13.5% increase during the first quarter of 2007 with crops and fishery gaining production while livestock and poultry performed poorly.

According to the NEDA report, the fishery sector finally improved its production after several quarters of negative growth having posted almost a 10% increase in Q1 2007, a reversal from a double-digit negative growth in the same period last year.

Palay production on one hand has dropped by 12.5% during the 1st quarter this year. It failed to recover from its dropped in the 4th quarter of 2006 after posting a strong performance in the first three quarters of 2006.

NEDA said, the drop in Palay production this quarter was mainly the result of the dry spell and the rehabilitation of the irrigation canal in Siaton, Oriental Negros that afeected the water supply in some Palay farms in the area.

As a whole, crop production in the region increased by 14.2% from last year’s level with corn, fruits, vegetables and industrial and commercial crops producing very well. In the case of the fisheries sector, 9.9% increase in production was due to the volume of fish unloaded in the various landing centers in CV and a substantial improved harvest of aquaculture products. Tuna and scads species were seen in the region’s fishing grounds that allowed and increase in the fishermen’s catch and there was also an increase in fishing efforts by locals particularly in Malubog Dam and Buswang River in Cebu and in Lake Balanan in Siaton, Oriental Negros.

In the same report, it was noted that there was a high demand of some aquaculture products such as oysters and seaweeds. This encouraged farmers to expand their areas for aquaculture production with additional areas established inTalibon and Trinidad in Bohol for oyster production while more areas in Bien Unido, Bohol were developed for seaweeds farming.

Meanwhile, the construction industry which was considered the growth driver of the regional economy in 2006 remained strong during the 1st quarter. In cebu, Golden Great value properties, Inc. (GGVPI) has invested about P250-million for the development and construction of “Parkmall at 168” at the Mandaue reclamation area and this is expected to open in October 2007. The report also noted that a good number of residential subdivisions began development during the quarter.

Another industry that performed very well in the first quarter was electricity. Its demand and sales were higher by 6.3% compared to that in the same quarter last year and this can be attributed to the additional power requirements from new commercial, industrial establishments and residential units and other on-going construction projects.

The region’s tourism was equally upbeat for the first quarter and it usually influences the performance of the service providers sectors such as banks, retail industries, transportation firms, hotels and restaurants and recreational and personal services industries.

According to the report, tourists’ arrivals in the region soared to as high as 26.1% in Q1 of 2007 compared to last year’s Q4 performance of 15.7 percent. The ASEAN Summit contributed largely to the influx of visitors in central Visayas as well as major events such as the Sinulog festival and the Chinese New Year celebration.

Other performers in the region’s economy are the air transportation industry that posted a 6.4% increase in the number of flights to and from Cebu both domestic and international flights while the shipping industry that benefited from the region’s brisk tourism also noted an increase of ship calls and passengers passing through the region’s major ports by 4% and 2% respectively.

Investments in the region continue to flourish with P12.2-billion registered investments with the BOI in the 1st quarter this year. Companies that registered with BOI during the period were into fashion jewelry, food processing, cement manufacturing, real estate and mass housing development.

Investments in the business process outsourcing (BPO) and call centers particularly in Cebu remained high in Q1 of 2007. A number of existing BPO companies expanded operations in the region in the first quarter among them Sykes-Cebu and Exist Global.

In Bohol, increased investor interests in tourism facilities was noted and during the first quarter of 2007, a number of new resorts started operations among them the Amarela, the Eskaya, Amorita resorts, Bohol Coral Resort and the Dream Native resort are considering pouring in new investments into the province.

With the very good economic performance of the region, inflation rate eased further to 2.5% in the first quarter from 4.2% in Q4 of 2006 and 7.0% in the first quarter of last year. NEDA-7 report said, this is the lowest recorded average year-on-year inflation rate for a quarter since base year for the consumer price index (CPI) was moved from 1994-2000.

Slowdowns in the inflation rates of all the commodity groups contributed to the downtrend, led by the housing group that barely grew at 0.8 percent. Among the food items, eggs posted the highest price increase while miscellaneous foods and cereals registered the lowest price increase. (PIA-Cebu) [top]

The town of Naga is now on its way to become a city, after the Senate unanimously approved, without any amendment, House Bill No. 6041, or the Naga Cityhood Bill.

The Senate approved the bill an hour before it adjourned sine die yesterday noon, following the adjournment of the House of Representatives last night.

HB 6041, converting the municipality of Naga into a component city as the City of Naga, was authored by First District Rep. Eduardo Gullas under the 13th Congress.

Last Monday, going into the last regular session of the 13th Congress, Senator Alfredo Lim, as chairman of the Senate local government committee, sponsored HB 6041 for approval.

From that day on, Gullas together with municipal officials of Naga led by Mayor Valdemar Chiong and Vice Mayor Delfin Señor, attended the Senate deliberation of the bill until yesterday morning.

The Senate approved the bill on second reading, then Senator Francisco Pangilinan moved for its approval in the third and final reading, within the 3-day reglamentary period rule.

Senate President Manny Villar presided the session that approved HB 6041 on a roll call vote.

Those who voted “yes” were Villar himself, Senators Pangilinan, Lim, Juan Flavier, Pia Cayetano, Franklin Drilon, Ramon Magsaysay Jr., Ralph Recto, Juan Ponce Enrile, Rodolfo Biazon, Edgardo Angara, Jinggoy Estrada, Panfilo Lacson, and Serge Osmeña III.

Villar then mandated Senate Secretary-General Oscar Yabes to transmit immediately to the House the Senate’s certification of approval of HB 6041.

Speaker Jose de Venecia in turn directed House Secretary-General Roberto Nazareno to start at once the process of enrolling HB 6041 for Naga Citihood, and transmit the approved bill to President Gloria Arroyo early next week for enactment.

Gullas said he would request Comelec Chairman Benjamin Abalos to schedule the plebiscite for Naga cityhood on the third week of July, at the earliest, or on the last week of July, at the latest.

Meanwhile the plebiscite for Carcar citihood was already set on June 23. This means that, after Talisay City, Carcar and Naga would soon be the next component cities in the First District through the efforts of Gullas.

Cebu’s high-value craftsmanship has caught the interest of beauty and lingerie brand Victoria’s Secret prompting the famous brand to commission a Cebu based company to make the pouches of the company’s fragrance product lines.

BLR Ventures Corporation, a company owned by the family of businessman Rodrigo Go is making Victoria’s Secret’s pouches for its fragrance products using the “Sinamay” material.

Despite the upward value of the peso to the dollar, Go said BLR Ventures is continually making pouches for Victoria’s Secret at an average of one container a month, shipping it through Victoria’s Secret supplier based in China.

Aside from Victoria’s Secret, the company is also making fashion hats for the Polo game enthusiasts in Australia.

Go’s company is only one of the Cebuano exporters who are supplying products for signature brands, whether in fashion accessories, home furnishings, among others.

Cebu-based export firm 33.3 Exports, owned by Jenifer Cruz, is also making fashion accessory products for some internationally well-known brands such as Liz Claiborne, Marks & Spencer, and Banana Republic.

Ealier, carrageenan specialist, Shemberg Marketing Corporation (SMC) announced that the company is invited by Victoria’s Secret to bid for the supply of its oral care raw material requirement.

SMC will participate in the bidding for Victoria’s Secret new whitening toothpaste product called “Starbite”. This is the first time that Victoria’s Secret added outside brands to its beauty business, which has consisted of house brand bath and body products, fragrances, and cosmetics.

Battered by the plight of the foreign exchange movement, exporters are now asking the government for help, in order to maximize the potential of Cebu’s high end position to capture the high-end clientele around the world.

While Cebu branding is not workable, exporters now, especially in the fashion accessories, and other products such as making accessory products for signature brands, are trying to make names in the world market individually.

In fact last year, Cebuano fashion accessory designer Butch Carungay with his Avatar brand brought honor to Cebu and the Philippines by being one of the recipients for the prestigious Etoiles de Mode award at the Bijorhcha Eclat de Mode held in September 1-4 last year in Paris, France.

Bijorhca Eclat de Mode is the leading fashion and designer jewelry show in Europe where select Philippine fashion accessory companies exhibit to benchmark themselves among the best in the world.

Eclat de Mode is maintaining its growth and its position as a fashion and business show where “know-how”, manufacturing quality and a selection and diversification of original designs and creation are the major criteria for acceptance as an exhibitor.

Other Cebuanos that are bringing prestige of Cebu to the world market, include Hollywood designer Monique Lhuillier, furniture designer Kenneth Cobonpue, among others.

AT LEAST 100 squatter-families lost their homes at the port area yesterday when the Cebu Port Authority (CPA) finally evicted them.

CPA General Manager Angelo Verdan said the demolition was part of the program to clean up the ports of shanties, in order to attract investments.

Those who were evicted in the past months received P20,000 for each family from CPA, to defray the expenses of transferring to other areas.

But yesterday, Verdan said that each family received only P13,000, not from CPA but from Ong Kin King business firm, which will benefit the most because it can now open a gate to its property.

Up next, the CPA is eyeing the squatters on T. Padilla St., between Serging Osmena St. and the office of Sulpicio Shipping Lines, an area called Sitio Silangan.

Once the Silangan squatters’ houses are demolished, Verdan said the CPA will seek the assistance of the Cebu City Government in evicting the squatters on Arellano Blvd. in front of the offices of the Philippine Navy, Philippine Army, Bureau of Fisheries and Aquatic Resources and the Bureau of Quarantine.

Mayor Tomas Osmeña has planned to put up a P3-billion project for the construction of a highway linking South Reclamation Properties to Poblacion Pardo, and for the creation of a “brand new barangay” for relocated urban poor families.

The mayor, in his first press conference at his home after an operation on his leg in the hospital, said the project would be the city’s next major project.

“As soon as we raise money-we’re going to put a highway from SRP to Poblacion Pardo, specifically Alta Vista,” Osmeña said, adding that the cost of the entire project would be almost half of the SRP’s.

He did not say yet how long the planned highway would be but he maintained that it would help sell the SRP, decongest traffic in the Pardo area, and provide a new barangay for the city’s urban poor.

Osmeña said below the Alta Vista golf course is a 100-hectare lot that he intends to buy from its developer, the Aznar family.

He wanted to convert a part of this property into a relocation site for the poor families, or a new barangay complete with a school, a market, a church, a cemetery, and a bus terminal.

“Just give us a good price and as a bonus they (the Aznars) get the highway.... We’ll going to put a highway. If not, sagdi na lang ang yutaa sa ubos, basta naa diha ang highway,” Osmeña told reporters.

“To entice the Aznars, we’ll prioritize (for the relocation) all urban poor occupying the Aznars’ properties. They will have more than enough. I will give them a deal that they will love,” Osmeña said as he disclosed that talks with the Aznars already started five years ago.

It is not yet certain how many urban poor settlers might be relocated to this planned barangay but the mayor said the place would be bigger than Barrio Luz. “After we do the bidding we will do the initial studies. Don’t know yet how much will be relocated,” he said.

With the planned highway, he said Pardo would in turn become a one ride to downtown Cebu City, thus reducing the traffic volume in the south. He added that the project would help ease the traffic problems from the high-end subdivisions of the Aznars.

The highway would also be an added attraction for SRP investors because it would be near a golf course. Firetrucks would have a wider route also in going to the interior parts of barangay Quiot in case of fires.

Osmeña also wanted the highway the model for a new drainage system that would soon be the city’s standard. He said it would be a system, via the so-called “sunken streets,” that could drain floodwaters off the street quickly.
He said the city would spend millions to convert the streets to fit the system. It would be used in Osmeña Boulevard, San Jose dela Montaña and General Maxilom Avenue in the future, he said but admitted that these plans would not be completed in the next three years in office.

though moves like this, i'm always turn between... but i think this news is a welcome surprise and a great development in the port area.... it's definitely high time for CPA to clean the whole port, make it safe, and put order and system.... our port if properly developed, can actually be a welcome addition to the list of tourism spots in Cebu...

That is why proponents of the Cebu Business Month (CBM) 2007 are tapping the academe in advocating for stronger and globally competitive small and medium enterprise (SME) players, beginning with those in the schools and universities.

“Many people, especially the young ones, are intimated to start their own businesses. They don’t know where to go,” said Ramon Lopez, Philippine Center for Entrepreneurship executive director.

Jay Aldeguer, CBM Entrepreneurship conference chairman, said students who have the spirit and enthusiasm to venture into any type of business need not look for a bigger capital infusion.

“Know what you love doing, your passion, your interest and match it with what the market needs,” he said.

“Or you can always adopt the existing models provided for by successful entrepreneurs in the country,” Aldeguer told a press conference yesterday at the Cebu City Marriott Hotel for the pre-event launch of the “Go Negosyo sa Cebu”

Resourcefulness

A characteristic of a successful entrepreneur is his resourcefulness and resilience in pooling enough capital to start a business, he added.

Mila Espina, CBM tourism chairperson, acknowledged that in helping the younger generation hone their entrepreneurial skills, a stronger collaboration or linkage between the private sector and the academe must be achieved.

Marissa Nallana of the Philippine Association of Convention Exhibition Organizers and Suppliers said that what is absent in the academic institutions is a venue to showcase their students creativity and ingenuity, apart from funding.

In line with this call, the CBM Entrepreneurship conference will highlight, among others, the “Go Negosyo sa Cebu” that aims to empower the Filipinos entrepreneurial mindset.

The one-day event on June 26 at the Cebu International Convention Center will discuss topics like inspiring stories from Cebuano entrepreneurs, business trends and opportunities, how to start your own business, to name a few.

In addition, the two-day exhibition on June 26 and 27 at the SM City Cebu will include a mentoring booth where students and business enthusiasts can receive a free consultation and advice from top entrepreneurs in Cebu and Manila.

“We want the exhibitors to not just be selling their products but presenting business options or negosyo bundles,” Lopez said.

As a pledge of support to the Cebu Chamber of Commerce and Industry, the CBM 2007 main organizer, Enrique Grecia, Commission on Higher Education (Ched) 7 director, announced that the department will issue a memorandum to all Ched-accredited schools and universities to encourage their students, especially those taking up business-related courses to participate during the entrepreneurship conference.

“This is our show of support to the initiatives of the private sector,” Grecia said.

Aldeguer said CCCI will try to get a sponsor who will finance a free lunch to at most 500 students who will participate in the event.

Escario Street seems to me the investor's favorite place to build taller condo/hotel buildings in Cebu: with 25 Floors Winland Towers condo, 24 Floors Golden Peak Hotel, 18 floors Parklane Hotel and the 25 floors hotel u/c fronting and the 25 floors Grand Cenia condo/hotel nearby. It would have been better if this was a 6-lane road with center islands from Capitol to Arch. Reyes. I hope that Escario Street still has space for possible expansion or for conversion to six-lane in the future. :)

Having HK hotel brands in Cebu is a good move. Most of our visitors are from East Asia who are (I supposed) familiar with international hotel brands based in HongKong. To have a couple of these brands in Cebu will surely boost Cebu's tourism industry in a global perspective.

mayor tomas really is childish but mind you... he weighs his options... i think he knows what he is doing...

Margot Osmena already spoke up and defended his husband. She said that "she won't be living with someone who'll be sparing the welfare of children" since she herself is active in charity works for children. But she avoided to elaborate more on the issue.

Star takes up Inquirer challenge in Cebu

A NEW front is being opened in the low-intensity conflict between Philippine Star and Philippine Daily Inquirer, with the Star inaugurating today its Manila-linked printing press in Cebu.

The Inquirer has had years of industry lead in the hub city of the south, having opened its own printing press affiliate—also owned by Inquirer’s majority owners, the extended Rufino-Prieto family—way back in 1998.

The Cebu facility enabled the Inquirer not only to be simultaneously printed in the island, but also to price the paper, having been freed from the costly airfreight and charges, as Manila’s.

According to the grapevine, the Star’s Cebu press shall have more capacity and more color capability than the Inquirer’s when the plant shall be fully operational by October, capable of printing the Visayas-Northern Mindanao circulation not only the Star’s but also of its Tagalog tabloid and Cebu daily, The Freeman.

Capitol helps; mayor yields

CEBU Gov. Gwendolyn Garcia and Provincial Board (PB) members turned over yesterday noon a P5-million check as the Capitol’s donation for the construction of a four-story, 20-classroom Lahug Elementary School building.

Mobbed by placard-bearing residents who endured the heat outside the Lahug Barangay Hall for over two hours, Garcia thanked them for the warm welcome and asked for forgiveness for arriving late.

Instead of starting at 10 a.m., the ceremonial turnover took place at 12:30 p.m.

The governor applauded Lahug Barangay Captain Mary Ann de los Santos, because instead of throwing her own tantrum or sulking in a corner in defeat, the Lahug official displayed the Cebuanos’ “indomitable spirit” by standing up and starting a fund-raising campaign.

Garcia also called Cebu City Mayor Tomas Osmeña’s move of stopping the construction of the P15-million building in Lahug a “fearsome calamity wrought by an arrogant mayor.”

“Dili kitang dagko, nga mga gahi na’g bukog, ang maigo, kon di ang mga batang gagmay nga gani wala kasabot unsa nang eleksyon,” the governor said. (It’s not us who will suffer, but the children who do not even understand what an election is.)

At City Hall, however, the mayor assured that Lahug will get its 20-classroom building, but that City Hall, not the barangay, will construct it. All funds raised for the project must also be turned over to City Hall, he added.

Garcia said she would rather bear the brunt of Osmeña’s anger in having the Capitol step into the fray by donating the P5 million, than just watch her fellow Cebuanos suffer.

“Kwarta ni sa inyong kaigsoonan sa probinsya sa Sugbo. Pero sayod ko nga dili sila masuko, kay taga syudad man, o taga probinsya, tanan kita mga Sugbu-anon,” she said, as the crowd cheered. (The funds belong to Cebu Province’s constituents but I know they won’t mind the donation since whether you are from the city or from the province, we are all Cebuanos.)

Fundraising

The governor said she was deeply moved after seeing in last Monday’s papers a photo of a Lahug pupil craning to reach the opening of a distilled water container that served as an improvised donation box, to give her P1 for the “Piso Mo, Eskwelahan Ko” campaign.

Upon her arrival, the governor made her way through the crowd, shaking hands and hugging sweat-drenched mothers and old women who could not thank her enough.

The governor said she was touched by the placards, which had messages thanking her, Vice Governor Gregorio Sanchez Jr., and the PB members for the donation.

“You are a true Cebuano who has a heart for the children,” read one placard.

“Thank you Provincial Board members for your sincere help,” read another.

10-12 classrooms

“I am humbled. Salamat sa inyong pagpakita sa inyong appreciation. Dili ni among kwarta. Naghupot lang kami sa katungdanan pinasubay sa among tulubagon. Iyaha ning pagboot tanan (Thank you for showing appreciation.

What we are donating is not our money. We are just servants working in accordance with our obligations. These are all God’s plans),” the governor told those gathered.

In accepting the check, de los Santos maintained that more than anything else, Osmeña was simply spurred by political vendetta.

She lost to Osmeña in the May 14 elections.

De los Santos assured the governor that the P5 million will be properly used and accounted for.

Sanchez said that, as a civil engineer, he estimated that the amount would be enough to build 10 to 12 classrooms. He also said the PB approved Garcia’s request en masse because they agreed with the purpose of the donation.

He added that the Capitol even helped other provinces during calamities, so there is no reason for it not to extend assistance to Lahug even if Cebu City is administratively independent from the Province.

Two Lahug pupils later serenaded the governor and the Capitol officials as a gesture of thanks.

On Osmeña’s pronouncement that Lahug cannot build the school and that he is the only one who can legally do it, the governor said, “No one is above the law, and the law is there for everyone.”

“What’s good for the gander is also good for the goose,” she said while signing the check she later handed to de los Santos.

Osmeña said that for de los Santos to build the school building is illegal since it is a school board project and covered by a contract. But he said he will build the school using the funds de los Santos raised.

Sought for comment, de los Santos said she can no longer understand the mayor.

“That is ridiculous, very ridiculous. Ano ba talaga, mayor? What is it that you really want?” she asked.

Respect

The governor, though, declined to comment on the mayor’s latest actuations, saying “I do still retain a measure of respect for him.”

“I won’t comment on his actions and judgments, in the same manner that I expect the same respect from him as regard my decisions,” she said.

Lawyer Raymond Alvin Garcia, de los Santos’ running mate in the last elections, challenged the City Council to come up with a stand through an approved resolution.

“Otherwise, you would really be branded as a rubber-stamp council,” he said.

After meeting with City Hall education consultant Joy Augustus Young, Vice Mayor Michael Rama and the councilors did not discuss the Lahug issue in last Wednesday’s regular session.

And after speaking with Osmeña last Wednesday night, the council members decided to just leave everything up to the mayor.

Rising peso a bigger concern

BETWEEN the “slight” increase in prices last month and the continued appreciation of the peso’s value, local exporters are more inclined to address the latter.

“For the exporters, the increase in the inflation rate is insignificant, as of the moment, compared to the peso’s appreciation,” said Fred Escalona, Confederation of Philippine Exporters Foundation (Philexport) Cebu Inc. executive officer.

According to a report from the Bangko Sentral ng Pilipinas (BSP), consumer price inflation —the increase in prices of goods and services— was at 2.4 percent in May, which rose from 2.3 percent the previous month.

BSP said the May inflation rate is within its forecast of 2.1 percent to 2.8 percent for the period.

Escalona said that despite the “slight” increase, the figure is far better than the 6.9 percent inflation rate in the same period last year as reported by the National Statistics Office.

Lowest

He considers the 2.4 percent inflation rate last month as “one of the lowest in many years.”

“The components of the consumer price index (CPI) basket of commodities like food, services, rental, transportation, fuel, light and water, are more or less the basic ones. If there is an increase, ma-igo ang operations but mild lang because we’re not talking about the raw materials,” Escalona told Sun.Star Cebu.

He does not foresee any pressure for BSP to increase interest rates at this time as a result of the price increase.

“But if you’re looking at six to seven percent (inflation rate), then BSP needs to do something about it,” he said.

To protect the country’s export sector from the strengthening of the peso and higher inflation, Benson Dakay, president of the Seaweed Industry Association of the Philippines, said companies would need to cut down production cost, prioritize the salary of its workers and pay utility bills.

“Production should continue running no matter what,” his said in a text message.

Escalona said that what the Philippine government needs to fully address is the export sector’s clamor regarding the strengthening of the local currency.

Philexport-Cebu submitted to the Export Development Council earlier a position paper asking President Arroyo and her economic team to look for solutions to cushion the industry from further downfall.

Emergency

Philexport president Jay Yuvallos said the peso’s rise to the P45.75- to P46-range versus the US dollar became an “emergency situation” for the country’s export industry players.

The peso closed at P46.57 against the US dollar yesterday.

Yuvallos said as result of the peso’s appreciation, small- and medium-sized exporters have closed shop displacing Filipino workers.

Michael Basubas, Cebu Furniture Industries Foundation Inc. president, earlier reported that around 35 furniture companies have closed last year, resulting in a job loss of 2,500.

According to Philexport-Cebu’s statement, majority of small and medium enterprise players particularly in the furniture, gifts, toys and house ware sector, and fashion accessories line have downsized their workforce and reduced operations from a six-day work week to a three-day work week.

Labor retrenchments ranged from 15 percent to as high as 80 percent in the last 12-month period.

Yuvallos said he fears that some 50,000 more workers from export-related companies will lose their income by the end of the year should the problem persist.

“It is a huge ecosystem by itself, which the corporate world will love,” Datta said.

SAP aims to provide business solutions that will allow companies to “reduce costs, improve performance and gain the agility to respond to changing business needs.”

Datta also said SAP has developed the NetWeaver platform that will enable information technology (IT) service providers to achieve more returns of their investments.

SAP’s number of customers grew from 900 in 2002 to 13,000 in 2006 in more than 120 countries.

But although SAP “does not have close competitors,” Datta said the company still needs to intensify its marketing efforts.

Lesser crimes in ‘07– cops

CEBU, Philippines--There were less crimes in the cities of Cebu and Mandaue and Cebu province from January to May this year compared to the same period last year, a police report indicated.

Based on statistics from the Police Regional Office in Central Visayas (PRO-7), Cebu City only had 1,075 recorded index crimes for the first five months of the year compared to 1,519 in 2006 and 1,765 in 2005.

Index crimes are crimes committed against persons. These include murder, homicide, physical injuries and rape. Non-index crimes are crimes against property like robbery, theft among others.

Murder cases in Cebu City from January to May this year dived from 89 in 2005 and 81 in 2006 to 30 cases in 2007.

Cebu City Police Chief Patrocinio Comendador Jr. said the improving index crime numbers was due to the stoppage of the so-called vigilante killings in the city.

Homicide investigator Jay Aballe said they had not recorded any vigilante killing this year. Although there were several vigilante-style killing, he said the police were able to determine the motive in these murders.

In Mandaue City, the total index crimes from January to May reached 143, significantly lower than the 206 recorded in 2006 and 274 in 2005.

Cebu province had 870 index crimes inside five months. The province over the same period in 2006 had 1,252 and 1,038 in 2005.

Robbery and theft cases in Cebu City also decreased from 1,097 cases in 2006 to 763 cases this year .

The numbers also went down in Mandaue City from 109 cases in 2006 to 70 cases. Cebu province had 453 cases in 2007 compared to 500 in 2006.

The PRO–7 report indicated that index crimes dipped by an average of 30 percent in the three localities.

There is a mangrove forest in Ibo? I thought all the mangrove forests were in Cordova and surrounding areas. :dunno: Anyway, there's also a proposed reclamation project that would connect the separate Cordova to the main Mactan Island. I don't have a clue as to whether it has been shelved or not. :)

CEBU City Mayor Tomas Osmeña assured students in Lahug Elementary School that they will get their additional classrooms using the funds raised by their barangay officials.

But it is the City Government that will construct the building, and not Lahug officials, he told reporters yesterday.

Osmeña said it will be illegal for Lahug Barangay Captain Mary Ann de los Santos to undertake the construction because it is a project of the Local School Board and it was the City that entered into a contract with the winning bidder for the project.

He also said that Lahug officials will have to turn over the funds they raise to the City Government. The money will be used to put up the 20-classroom building.

“One thing is for sure, the kids will get their school building. We can’t deprive them of that... I said they will get it, all she has to do is acknowledge her lies.

What’s important is that the people of Lahug realize that I did not shortchange them,” Osmeña said.

The mayor, though, was vague when asked if the barangay officials are required to turn over the proceeds of the “Piso Mo, Eskwelahan Mo project” to the City.

He also did not give a categorical answer when asked how the City will pursue the school building project when Lahug is already preparing to construct it on its own.

“They will get their school. She (Mary Ann) just doesn’t realize that by refusing to acknowledge her lies, she is delaying the project. All I’m saying is, follow the law,” said the mayor.

When asked if the City will still construct the building if Lahug officials raise the P15 million needed for it, Osmeña said: “They will have to turn it (funds) over to the City Government.”

Although he did not say when the construction will resume, the mayor said the City will construct the school even if de los Santos insists on building it.

“She refuses to acknowledge us, right? So why should we acknowledge her? .... It’s going to be an illegal construction. Try it and you’ll see the trouble they will have,” Osmeña warned.

In a phone interview yesterday, the mayor’s consultant on education, Joy Augustus Young, said that the Local School Board will wait and follow the mayor’s instructions regarding the Lahug issue.

Young said that the school board had allowed donors to construct school buildings on their own, but these were undertaken by private institutions like the Aboitiz Group of Companies and the Rotary Club.

In his news conference yesterday, Osmeña also welcomed the ceremonial turnover of the P5-million check from the Provincial Government to de los Santos.

He said the amount will help the City save its own funds, adding that they can use the money for school building projects in other barangays.

“If she’s (Gov. Gwendolyn Garcia) doing it because she’s angry with me, I hope she gets more angry at me, I hope she gets angry 10 times more. If she’s doing it because she loves me, I hope she loves me more,” Osmeña added.

I personally do not know. I just quoted Mayor Radaza that the final phase of the feasibility study of the North Mactan Reclamation Project is about to get completed and will be immediately be implemented after the completion of the study. :)

Not actually for any route. VHire is not convenient for long route. I've tried this several times going to Hagnaya port. Ceres aircon bus is also cheaper than VHire.:)

Anyway, LTFRB should straighten up. They created such concept in 2003 and now they're phasing it out because they say that the VHire is providing unfair competition (to the taxis, jeepneys and buses). And they are saying that there is an excess in the supply of VHires. Well whose fault is it? Theirs, because they failed to regulate the distribution of the franchise. :bash: And now, they're brewing something new. The GT Express (Garage-Terminal Express). So what will this new mode of transport feature? :lol:

For the second time, CCCI will be a host of an international conference and exhibition - Cebu ICT 2007 - focusing on the fast-paced field of information and communications technology (ICT) and business process outsourcing (BPO). The objective is to provide a venue that will bring together significant stakeholders from the ICT capitals of Asia - Thailand, Indonesia, Malaysia, Vietnam, Singapore, Hong Kong, South Korea, Taiwan, Japan, China, and India - to discuss their vision for sustaining and accelerating the transformation of Asia into the world's premiere IT investment destination and global outsourcing center.

The conference will take place June 26-28, and will feature top executives from the world's leading ICT and BPO firms, suppliers, and associations as speakers and panelists in plenary sessions June 26 at Shangri-La's Mactan Island Resort & Spa. A three-day exhibition will run concurrent to a series of related meetings and activities, including a Summit of Asian ICT Leaders, Regional Meetings of Implementing Partners, an Asian ICT Quiz Show & Web Design Competition, a Business Plan Competition for ICT Entrepreneurs, and a Job Fair for the ICT and IT-Enabled Services Industry. Twelve breakout tracks on technology and business will also be offered June 27.

Cebu ICT 2007 is being organized with the support of the Department of Foreign Affairs (DFA), Department of Trade and Industry (DTI), and Bureau of Investments (BOI), and in collaboration with the Philippine Chamber of Commerce and Industry (PCCI) and Commission on Information and Communications Technology (CICT). The initiative aspires to help harness the Asian potential in the vital frontier of innovation ecosystem advancement, investment promotion, and human capital development through ground-breaking, regional collaboration.

Cebu ICT 2007 will take place June 26-28 at the Cebu International Convention Center and Shangri-La’s Mactan Island Resort Hotel.

Initiatives to promote collaboration include an Asian circuit of ICT events to enhance knowledge-sharing and networking among investors and industry professionals, as well as developing shared performance and certification standards. Mr. Belen said he expects progress in securing international recognition for the Philippine IT general certification exam (PHIL-IT GCE). Originally developed to certify Filipino IT knowledge workers, the exam can be applied regionally as well.

"Cebu ICT 2007 will hopefully contribute to harnessing Asian potential through ground-breaking collaboration in the vital frontier of innovation ecosystem advancement, investment promotion, and human capital development," said Mr. Belen.

"The business opportunity is definitely in outsourcing and its support industries, and Asian countries are realizing the need to capitalize on each other’s strengths. We look forward to transforming Asia into a top ICT arena in the next few years through greater collaboration," he added.

Cebu Institute of Technology and UP Cebu


The Commision on Higher Education (CHED) in cooperation with the Technical Panel for Information Technology Education (TPITE) identified Cebu Institute of Technology as a Center of Excellence (COE) in Information Technology Education for the period beginning March 1, 2007 to December 31, 2010. Based on the criteria set the TPITE and approved by the Commission, CIT has been recognized in its commitment to the continuous improvement of the field and its capability to serve as a role model in information technology education. As a COE, it shall take a leadership role in assisting other institutions in developing their own IT programs.

The Center of Excellence is higher than the Center of Development for Excellence award which was granted to CIT in 2000.

Only nine out of more than a hundred colleges and universities that vied to be "Centers of Excellence in Information Technology Education" were chosen by CHED. Several of the nine schools are based outside Metro Manila like the Angeles University Foundation in Angeles City, Pampanga, Cebu Institute of Technology in Cebu City, the University of the Cordilleras in Baguio City, UP Cebu, and UP Los Baños in Laguna. In Metro Manila, the educational centers recognized in IT are the Ateneo de Manila University in Quezon City, De La Salle University - Manila, University of the Philippines- Diliman, and Asia Pacific College. CHED Chairman Carlito Puno said that to get recognition, the schools were screened by a technical committee formed by CHED under Republic Act 7722. RA7722 provides a search for centers for educational excellence and development to provide a benchmark of quality education among the country's higher educational institution. He further added that these were the real best schools in IT education because they passed the rigorous screening. The schools were evaluated with regards to the quality of its faculty, its facilities and equipment as well as the research work conducted by its past students.

I sure do hope that this project will be pursued. It will compliment the design of Pioneer. However, better din if let's say for the sake of argument, this project has been shelved, as long as they would replace it with something taller and more modern... weeeeeeeeeeeeeee good morning jarenz!

MAYOR Tomas Osmeña asked Cebu City’s barangay captains not to mind the issues City Hall is embroiled in, while Vice Mayor Michael Rama appealed that they unite against the latest offensive from Capitol: an impending takeover of Fuente Osmeña.

“Unsa may iyang buhaton ana, himoong Fuente Garcia? (What does the governor intend to do, make it Fuente Garcia?) Para nako, I do not believe in reacting (to the threat), we just move ahead, move forward,” the mayor told the second general assembly yesterday of the Association of Barangay Councils (ABC).

What is more important for him right now, said Osmeña, is the South Road Properties (SRP), which he said will solve the City’s financial woes for the next 50 years once investors come in.

“The important thing is, do not worry at all about these issues. In due time, I will sort these all out,” the mayor said.

He informed the barangay captains of his plan to construct a road from the SRP to Poblacion Pardo, where he will build a “new barangay” made up of squatters evacuated from various parts of the city.

This would push through, he said, once the Aznar family sells to the City their 130-hectare property, which the mayor plans to make into a relocation site.

Rama, who arrived earlier than the mayor, asked for sobriety, and for the barangay captains to take a stand on the Fuente Osmeña issue.

He reminisced about how former governors worked hand in hand with Cebu City instead of “persecuting” it.

“Na governor si Lito Osmeña, si (Vicente) Tingting de la Serna, si Osmundo Rama (the vice mayor’s uncle). Ang akong pangutana, nanghilabot ba ang gobernador dinhi sa syudad? Wala. Maong dapat magtinabangay, ang gobernador ni-adto motubag sa problema (Did previous governors ever meddle in the city’s affairs? No. They used to help us, they used to respond to problems),” the vice mayor said.

He recalled how Osmundo worked with Cebu City so that residents of the old railway company property in Mactan could be transferred to Barangay Kalunasan, in what is now known as the Old Philippine Railway Residents Association (Oprra) area.

Such cooperation is not present today, he said.

“Gubot kayo akong nakit-an. Dili na maayo magpadaplin lang kamo (This is troublesome. It is no longer enough for you to stay on the sidelines),” he told the barangay captains. “Dakong problema kon dili nato tabanga’g sulbad ang problema.

Hagit ko kana natong tanan (My challenge to all of you is to help solve these problems).” (RHM)

one thing good about and in cebu is that it doesnt seem to be affected by who's in malacañang. cebu's economy is built on a strong foundation of economic resiliency and to some extent economic independence and from the time of marcos until gloria, cebu seems to be insulated from the economic (and political) turmoil hounding the capital and some cities/areas. a true testament to the cebuano's positive outlook, and instead of blaming the national government and the one sitting at malacañang, cebu works hard to be an example of economic might. it doesnt matter who's in malacañang, its the cebuano spirit that drives cebu.

at the time when marcos was president, cebu, although a sleepy district with minute economic activity (as was most of the philippines save for the capital) cebu was already starting its engine, entreprenurship was what moved cebu. the airport in mactan was developed and the old bridge was opened. export zones became a familiar figure.

aquino's administration, though hounded by multiple coup de e'tat, was the start of cebu's tourism boom. exporting became the sunshine industry and this continued until ramos' term, but his admionistration had its dark side, kidnapping became rampant and it was already taking its toll on cebu's tourism industry, an industry where most cebuano's take a good pride from. cebuano's wouldnt take things lightly and so, "cebu: an island in the pacific" slogan was started, and this proved to be very effective that some japanese tourists would even confuse cebu as a different country.

erap's term came, and a popular cebuano "darna" senator (just some of the few bad eggs, who could care less about cebu but takes care more on his boys, a senator so popularly afraid of microphones, even though he would pay thousands of pesos just to be near a "real, living" microphone) told cebu to prepare to fast, who made the very popular line "pag pu-asa mo!" but this did not dampen the spirit, the second bridge was opened, a wider, and with no contest, a more majestic link between the islands of mactan and cebu was opened.

‘Stay away from politics’

CEBUANO businessmen should “break free” from “too much politics” and instead take the lead in pushing for economic development and further growth, an economist said.

“It’s about time that Cebu declares interdependence when it comes to thinking,” said Dr. Jesus Estanislao, good governance advocate and secretary of the Department of Finance.

In the Philippines, because of “over-kill” politics the country suffers from economic slowdown since “politicians are causing divisions and not getting much of anything,” he said.

Estanislao said the problem with Filipinos is “too much glorification” of politicians, which has “driven a rift among citizens and endangers the country economically.”

“Politics should be a tool in bringing us together and getting results. True politics unites, rather than simply more talks and lack of coalition,” he said.

Divisive

“Here, what are we doing? Engage in politics that divides. Politics in China and other East Asian countries are used as instruments in getting results done, organize and generate jobs and livelihood,” he said.

Estanislao said Cebu can take the lead in pushing for the country’s economic growth since the province’s economy is booming.

He said Cebu’s economic boom can be attributed to a strong private-sector base which is not too dependent on politicians.

The province can “break away” from “Imperial Manila” as long as unity in both the private sector and the local government units (LGUs) is continually developed, he said.

While Estanislao suggested Cebu’s independence in terms of mindset, he said it is “not entirely right” to separate the province from the rest of the Philippines since it is too small to become independent.

“Let’s us be smart enough to see that not the entire country can move forward together. Even different parts of China are competing,” Estanislao said but added that Cebu could set an example for the entire Philippines on how to achieve economic stability and attract investors.

Estanislao further challenged Cebu’s businessmen and LGUs to rethink their goals in becoming a globally competitive province
in terms of “economies of scale.”

“Cebu City is too small for Cebu. Think bigger. Compete as a province. Think globally but begin acting by reducing it in a lower scale,” he said.

Think global

Estanislao said local businessmen need to think globally in terms of developing tourism, and information communication and technology (ICT) industries — which the province considers its twin economic drivers — and work on achieving these goals in their respective areas at the same time.

“With the ability and resources Cebu has, you can make it in less than 30 years just like China, Singapore, and other East Asian countries,” he said with optimism.

Estanislao was the guest speaker during the memorandum of agreement signing between the newly revived Cebu Business Club (CBC) and the Makati Business Club held at the Casino Español de Cebu last Friday.

He challenged CBC members in taking the lead in the private sector since its primary vision is advocating for “real” economic development in Cebu.

He urged its members to push for province-wide advocacies, to solve the pressing problems of electricity, water, transport, sewerage, traffic and worsening educational standard

Those project detail signs really say a lot about the project and most of the times they are accurate but I hope the road will indeed be widened as has been said in news reports weeks ago. :)

Governor Gwen Garcia has no plan of changing the name of Fuente Osmeña to Fuente Garcia, after the provincial government takes over the renowned rotunda from the city government.

Cebu third district Representative-elect Pablo John Garcia, a brother of Gwen, yesterday made this statement as he assailed the overture of Mayor Tomas Osmeña that the governor has plans to rename the place.

“That’s ridiculous. If Mayor Osmeña is that insecure, we can assure him that we have no intention to change Fuente Osmeña because it’s already a landmark and it has been there for decades,” Pablo John said.

Pablo John, in defense of his sister-governor, accused the mayor of skirting the real issue.

“Wala gyud ko kasabot sa iyang panulti. He is inventing a story to evade the real issue,” he said.

The congressman-elect said the real issue is that the provincial government owns the lot where Fuente Osmeña has been sitting for years, and it has titles to prove such ownership.

Pablo John said the rotunda is covered by lot numbers 2-B-2 and 527, and were registered on September 23, 1913, based on the transfer certificates of title obtained from the Capitol Real Estate Division.

Named after a former president, Sergio Osmeña Sr., the Fuente Osmeña rotunda is a park with a fountain, benches and trees and is now a Cebu City landmark.

It rests at the center of the intersection of Osmeña Boulevard (formerly Jones Avenue) and General Maxilom Avenue (Mango Avenue). Adjacent to it is the lot where the Osmeña residence was located but is now occupied by CAP (College Assurance Plan).

Governor Garcia has recently asked the city government to turn over to the Capitol the ownership and upkeep of the rotunda because the latter is the rightful owner of the property.

Vice Mayor Michael Rama, at the general assembly of the Association of Barangay Councils last Saturday, hinted that it would be better for the Capitol to donate instead the lot to the city, which had been maintaining the place since.

Rama added that the Capitol’s impending takeover of Fuente Osmeña would be an act of persecution against the city.

Pablo John however blamed Mayor Osmeña for these cracks in the relationship between the city and the province.

It was recalled that the quarrel between the governor and the mayor started when the proposed swapping of city properties and of the province, to resolve the problem of illegal occupants in Capitol-owned lots in the city, was aborted.

The city’s property was worth P415 million, while the Capitol claimed its lots were worth P3.2 billion but Rama made some statements that offended the provincial government, prompting the governor to stop the deal.

Rama later apologized to the province but Gwen and the Provincial Board were not keen on resuming the talks, and presented instead another arrangement —the value-for-value swap— that only turned off city officials, and further derailed any possible resolution to the matter.

Then came the “Ciudad” project of the Capitol and a private consortium in Banilad that Osmeña ordered stopped for reasons that its construction would direly affect the traffic flow in the area.

Cebu, Philippines (11 June) -- According to the report of the National Statistics Office (NSO) in the region, Cebu has 569,000 informal workers, the most number of workers in the country that help boost the province’s informal economy.

The NSO described the informal workers as vendors who own stalls; home workers; non-corporate construction workers; those working on small land or water transport; laundry persons; shine boys; volunteer workers and the like; or those considered to have “no security of tenure,” and the same workers mostly live below the poverty line, the report stated.

NSO presented this report during a 4-day focus group discussion held in Cebu recently that was attended by the various leaders of the workers in the informal sector (WIS) the results of which were used in the National Anti-Poverty Commission’s (NAPC) national consultation on how to improve the lives of the informal sector through a program called “Legal Empowerment of the Poor.”

NAPC assistant secretary Dolores Castillo added, “Workers in the informal sector (WIS) are exposed to exploitable terms and conditions of work harassment in the streets through demolition or sweat shops.”

Maria Pino Buanghug, president of the Cebu City United Vendors Association on the other hand said that it is sad to note that the government does not really know who the Workers are. She was reacting to the NAPC’s discussion that there are still studies on some sectors whether to include them in the list of informal workers.

Meanwhile, Datu Ebanta Morada, chieftain of the Indigenous People of the CARAGA region was very much disappointed over the minimal monetary allotment they get from the government and from the local sources, “considering that we have lands, mineral resources but we only get one percent of the proceeds of the mining industry in our areas,” he added. MARRIOTT Hotel Cebu City will undertake a “multi-million peso” renovation starting next year to keep up with competition.

“We will bring the hotel to a much higher level to compete globally,” said Roy Abraham, Cebu City Marriott Hotel new general manager.

He said the “multi-million peso” renovation, which will begin in 2008, will include improving rooms and existing amenities, among others, to make Marriott Cebu City a “true business hotel.”

The rooms, he added, will be designed for business travelers in terms of Internet connectivity and in-room entertainment.

Abraham said the hotel management’s decision to renovate facilities is “timely,” considering the establishment of more business and leisure hotels in Cebu.

“I have come in at a time where more hotels are coming in. The pie has gotten bigger,” he said.

Abraham said he is confident about Cebu’s potential to attract business tourists from East Asia, especially with the strong growth of the business process outsourcing (BPO) industry.

He said Cebu’s advantage as a business tourist destination is strengthened by the Cebuanos’ “warmth and friendly attitude” and high English proficiency.

However, he has identified Thailand as the country’s main competitor in luring the business and leisure market, which is why further infrastructure developments are needed.

“You have an airport in Manila that still remains close. Manila, as a gateway, needs to open that airport to cater to more arrivals,” Abraham told Sun.Star Cebu during the farewell party for outgoing Marriott Hotel general manager Karl Hudson last Friday.

“The Philippines has a lot of islands sitting there, ready to open,” he added.

Hudson has been assigned to head the Marriott Hotel and Resort in Sanya, China.

Marriott Hotel Cebu City, which has 300 rooms, has an average monthly occupancy rate of 70 percent, Abraham said.

Its target visitors include Europeans, Chinese, Japanese, Americans and domestic business travelers. (MMM)

^ Yeah, and some shops could drop up to 70% on the midnight of June 16th (based on my experience on the previous Shop Cebu sale years ago). But still based on my past experiences, its best to go on the opening time of the first day of the sale (so umm 10am of June 15). Its always best to be first! :D And hey, you could hop from one mall to another. :shocked:

Last year bro...kc it was renovated and now they have atleast three bars in there : A Japanese bar, the loft, and i forgot the other one..ehehehe basta there are alot of bars in there. And infairness, maraming tao na pumupunta dun. And oh, CheezeCake will be opening a branch din sa Skyrise.

^^ yeah, Fuente Osmena Area is ALIVE again! ...in the late 80's, this area was the CBD of Cebu ... but in the mid-90's up to now, developments in Cebu is going up north.... I'm glad that Fuente Osmena Area is now catching up with CBP and the Cebu North Area..... thanks to Juanito King who started the revitalization of the Fuente Osmena Area....

Mayor Tomas R. Osmeña has decided to go ahead with the construction of a school building in Lahug even if barangay captain Mary Ann de los Santos would not turn over to the city the money donated for the project.

In what appeared to be a case of a change of heart the mayor said, “Ah, bahala na siya og unsaon niya ang donasyon nga iyang nadawat para sa pagtukod og school building. Ipadayon na sa City Hall ang construction.”

But aside from assuring that the construction of the four-storey 20-classroom building would start “a few days from now,” the mayor refused to give a specific date.

De los Santos welcomed the latest development. However she hopes that Osmeña would make true with his promise to pursue the project without imposing any condition of compelling her to turn over to the city the donations that she had received, including the P5 million from the Cebu provincial government.

The barangay chief explained that she could not turn over the donations to the city because she might be criminally charged in court for doing that.

“Ang donations gihatag ngadto sa barangay aron maoy motukod og school building, wala kini ihatag aron itugyan sa City Hall,” de los Santos said.

Once the construction of the building starts, de los Santos said she will ask the donors, including the provincial government under Gov. Gwendolyn Garcia, what will be done about the money that have been donated.

De los Santos and some of her barangay officials will open an account at the Land Bank of the Philippines - Plaza Independencia branch today so they could deposit the donations.

“Kon madayon g’yod nga ipadayon sa City Hall ang pagtukod og school building diri sa Lahug, dili ako maoy nakaangkon og victory kon dili ang mga bata nga makaangkon na og bag-ong tunghaan,” de los Santos said.

It was Councilor Gerardo Carillo, the incoming chairman of the city council’s committee on education, who announced over radio station dyLA yesterday morning that the mayor has already reconsidered his decision of scrapping the school project in Lahug.

Carillo said that when the members of the city council met with Osmeña last Friday, the mayor instructed them to turn over to him the documents related to the school project, including the authority to proceed with the construction for him to reevaluate the project.

After Osmeña announced that the construction of the school building in Lahug would be scrapped, he also said that the funds for the project would be used in Talamban where the officials of the neighboring cluster barangays requested him to help them construct a new school building.

In an exclusive phone interview with The Freeman, the mayor said “ Atong ipadayon ang pag-construct og school building sa Lahug unya tukoran gihapon ang Talamban.” :cheers:

Councilor Jocelyn Pesquera, the outgoing chairman of the committee on education, said Senator Serge Osmeña —the mayor’s brother - has allocated P75 million for the construction of school buildings for Cebu City.

To recall, mayor Osmeña was angry after de los Santos refused to acknowledge the city’s projects in her barangay by distributing handbills to her constituents stating that the city had not given any aid to Lahug “in any manner.”

Osmeña called de los Santos a liar because the city has implemented a major road asphalting project in Lahug, particularly the road leading to Beverly Hills, months before the elections, aside from giving the barangay fuel allocations for its vehicle and additional honoraria for its garbage collectors.

The barangay captain explained that her statement was based on facts because there is no record in her barangay about such city projects.

Although she lost to Osmeña in the overall count, but de los Santos won by a margin of 3,200 votes against the mayor in her barangay.

De los Santos launched the so-called “Peso Mo, Eskwelahan Ko” to solicit funds from the public to raise money for the construction of a school building. The governor supported the call for help and the province donated P 5 million.

But Osmeña earlier said the solicitation conducted by de los Santos is illegal because there was no prior clearance from the Department of Social Welfare and Development authorizing her activity, but the barangay captain said she is allowed by the Local Government Code to do it. . — (/NLQ)

The Cebu Chamber of Commerce and Industry (CCCI) welcomes the intention of the newly formed Cebu Business Club (CBC) to collaborate in the effort to transform the entire province into an economic zone.

CCCI president Francis O. Monera said any help that would strengthen the project’s goal to put Cebu at the edge in the world market is a good gesture, especially help that comes from private sector individuals.

In a separate interview with CBC president Dondi Joseph, he said that CBC is willing to collaborate with CCCI in pursuing the Cebu province-wide economic zone project.

Monera hopes that CCCI and CBC could immediate work together in this aspect while the works for the Cebu economic zone project is on going.

“Anyone who agrees with it is welcome to help and support us,” Monera said in an interview.

“This [ecozone project for Cebu] project is to make Cebu, not just the most competitive city in the Philippines but, the end goal to make the province one of the most investor-friendly and competitive provinces in the world,” Monera said.

The economic zone as a concept for the entire Cebu province, would provide incentives to different industries such as tourism, industrial, agriculture, among others.

“We may identify zoning in the whole province,” Monera added.

According to Monera the Cebu Ecozone project, now headed by former CCCI president Gerry Sta. Ana is inviting all resources that would help the realization of the project.

Some local government units (:LGUs) already gave their support, like the Cebu provincial governor Gwendolyn Garcia, and some town Mayors and LGU executives.

After the German government through the German Technical Cooperation (GTZ) extended its support to push the province-wide economic zone bid in Cebu, the World Bank’s International Finance Corporation (IFC) has expressed interest for support..

“There were agreements in principle that GTZ and IFC will join hands in pushing the Cebu Ecozone project initiative,” Monera said in an interview.

Because of the projected economic boost in the province if this project will be materialized, the German government through the German Technical Cooperation or GTZ extended its support with budget allocation of 10,000 to 20,000 Euro or roughly P600,000 to P1.2 million for the study.

The proclamation of Cebu as an Ecozone is envisioned to encourage the influx of more investments into the province by building up necessary capabilities in creating an enabling environment and reducing the cost of doing business in the area.

Although, this has not been done in the Philippines, the Cebu private sector, through CCCI believes that this concept can be started in the Philippines, but a comprehensive and extensive study must be done first in order to back up this ambitious plan.

The Cebu Ecozone Project team has tapped the expertise of economist Jesus Estanislao, who now stands as the project consultant.

Amid the looming water supply problem in Cebu, future locators of the South Road Properties (SRP) have nothing to worry about as the Cebu City government acquired two water treatment facilities for the locators’ water requirement.

In fact, the Cebu Investment Promotions Center (CIPC) managing director Joel Mari S. Yu said water supply is not going to be a problem at SRP, they could even sell extra supply to the Metropolitan Cebu Water District (MCWD) if they need to.

CIPC is commissioned by the Cebu City government in marketing the 300-hectare SRP.

SRP now has one treatment facility to recycle waste water and another machine that will convert sea water into potable water through desalination process.

Yu said the city government never intended to buy water from MCWD and water supply will never be a cause of concern among interested investors.

SRP is projected to need about 20,000 to 25,000 cubic meters a day if it’s already fully occupied with locators.

Locators will only need about 30 percent potable water, while the rest can be sourced via recycled water.

As for the water problem in Cebu, Yu said MCWD will have to look for other sources, aside from the Ayala consortium offer.

However, he said water problem in Cebu is not as bad as projected because big investors are now currently using other sources of water instead of getting their supply from MCWD.

At the Mactan Export Zone (MEZ1 and 2) for instance, Yu said 60 percent of the water requirement is used for flushing toilet, among other uses, aside from drinking.

“There are now other sources of water supply. Most companies right now are using recycled water technology, or desalination process to cut cost on water bills,” Yu said.

Currently, there is a huge impression that the whole of Cebu is suffering from water shortage. But with the advent of water technology, water recycling for one, investors do not have to worry about water shortage anymore.

Early this year, SM City Cebu adopted the water desalination technology for its water requirement, in order to cut cost on water bills.

“As a big water consumer, we might as well help the community by not depriving them of water supply, so we are using sea water processed through desalination,” said SM City Cebu mall manager Sherry Tuvilla.

By using alternative water supply source, Tuvilla said SM City is expected to save 10 percent of its average P2 million monthly water bills.

In the past, water desalination was not popularly adopted by some big companies and establishments in the Philippines, because of high cost of processing.

However, with improved technology in water, this has become a cheaper alternative for big water consumers, such as manufacturing plants, mall establishments, hotels, among others.

Reportedly, cost of desalinated water has become competitive, and even cheaper than the conventional water supply.

CONGRESSMAN-ELECT Pablo John Garcia brushed off the joke about Capitol intending to change the name Fuente Osmeña to Fuente Garcia when it asserted its ownership on the park, but said the Province wants to restore the area to its past glory.

Pablo John said Capitol will soon conduct a feasibility study with the end in view of rehabilitating the park, considering that they have the money to do it, unlike the cash-strapped Cebu City Hall.

“Capitol is asserting its ownership (over Fuente Osmeña) because, number one, it is the rightful owner and, second, the Province can do a better job in improving Fuente Osmeña,” Pablo John said.

“We have P2 billion surplus and Cebu Province can better afford to rehabilitate, renovate and maintain it. Fuente Osmeña now has no maintenance and it is understandable because the City is debt-ridden,” he said.

Rep. Pablo John, who defeated Antonio Yapha Jr’s. wife in the third district in the last election, reiterated the Province’s assurance that the name Fuente Osmeña will be retained.

“We have no intention of changing the name of Fuente Osmeña because it was named after a truly great statesman, Don Sergio Osmeña, a great man who practiced good politics. Politics that is not vindictive, sober and humble. Politics that we all can be proud of,” Pablo John said.

He said they hope “Fuente Osmeña will serve as an example to all who are into politics, including those who bask in the reflected light and glory of Don Sergio Osmeña.”

Last Friday, the Cebu Provincial Government wrote to Cebu City Mayor Tomas Osmeña requesting the City to turn over to the Province within 15 days from receipt of the notice “all documents” relative to the rotunda, “including but not limited to the requests for its use by other parties.”

It also requested that the City of Cebu “shall immediately refrain from exercising acts of ownership and administration over the said rotunda.”

Provincial Lawyer Marino Martinquilla had said the Province will take responsibility for maintaining the park inside the rotunda and will not mind spending for it.

He said the last campaign that used the rotunda, which inconvenienced the public, triggered the Province’s move, Martinquilla said.

The Fuente Osmeña rotunda sits on two Cebu Province-owned lots and Capitol has the titles to the areas where the park is located, as well as its surrounding places.

It is covered by lot number 2-B-2 and lot number 527 and registered on Sept. 23, 1913.

Cebu City Hall has no record or document to prove that it owns the two-hectare Fuente Osmeña circle but City Administrator Francisco Fernandez had said the absence of a title also doesn’t mean the City Government does not own it.

The conflict between the Capitol and City Hall began after the failed negotiations for an exchange of properties to save City residents from eviction from Capitol lots they occupy.

Because of the conflict, the Capitol closed the old Larsian road near the rotunda early this year. The road remains closed. (MBG)

IMO, the architect did that to compliment the design of ChongHua Hospital. Maau pa ilang architect, d pareha sa among building sa Skyrise na nagpataka ra og design! arrrgh!

Mactan to host two more mid-rise condos by 2009

Two medium-rise buildings will emerge at Mactan Island in the next two years, as Lucia Realty & Development Company is currently constructing facilities that provide resort condominiums and condotel at its 20-hectare property on the island.

This year, the company is going to open the nine-story building which offers 125 residential condominium and condotel units.

In an interview with project in-charge architect Rafael P. Labayen, he said the modern Mediterranean-inspired designed condo-building, which is currently 90 percent complete, will be turned over to the owners by end of September this year.

Immediately after the completion of the P250 million nine story-building named Vistamar Garden Terraces, the company is going to start the construction of the second 12-story building.

The long-term plan of the company is to build a total of four medium rise buildings within the property, and that the first two buildings will be in full operation by 2009.

The first building which will be opened by September this year, offers 48 units of residential condominium, while the 88 units of which, will be used for condo-tel business in addition to the existing accommodation offered by Vistamar Club resort.

In an earlier interview with Sta. Lucia president and chief executive officer (CEO) Exequiel D. Robles, he said that the company is now inclined to develop more medium-rise and high-rise residential and condotel projects in Cebu, realizing the limited flat land availability in Cebu for more residential projects.

“We will pursue high-rise developments in Cebu City and Mactan in the next three years, because of limited [land] space in Cebu, and properties within the area is getting expensive,” said Robles.

According to Robles there is a strong and good demand for condominiums in Cebu. Like the progressive cities in other countries, Cebuano residents are expected to embrace in high-rise or medium rise of condominium living style.

Sta. Lucia had already established the high-rise Sentinel Condominiums in Cebu City, along Banilad road. This time, Robles said the company is up to develop more high-rise projects in the next few years.

An estimated P500 million investments will be spent by the company, if it were going to build a high-rise condominium facility, depends on the number of floors, and unit packaging.

The company has developed close to 20 properties in Cebu in the last few years, its projects mostly in partnership with landowners, included; the Alta Vista Golf and Subdivision, Vistamar, and other middle to high end subdivisions.

Last year, the company launched its upscale resort subdivision project, the P.5 billion, Discovery Bay Resort and Residences located at the tip of northeastern part of Mactan Island.

by the way, i was in ayala a few hours ago, a bunch of workers were coming out behind the wood panels covering the rustan's annex.. while the door was open i was able to take a peek, dominant yellow bands on the sides, like some parts of the mall ( or maybe becoz of the light)... then the floor is granite, not ceramic tiles.. hope they will implement a new floor tile plan for the entire mall :)

THE Cebu Chamber of Commerce and Industry (CCCI) welcomes the gesture of the newly revived Cebu Business Club (CBC) to collaborate with the CCCI for the province-wide Cebu economic zone (ecozone) project.

“Anyone who believes in it is welcome to help and support us,” CCCI president Francis Monera said.

“This is to make Cebu not just the most competitive city in the Philippines but also the most investor-friendly and competitive province in the world,” he told reporters in an interview.

CBC president Dondi Joseph earlier said the business club is willing to collaborate with CCCI in pursuing the Cebu ecozone project.

Monera said additional support, especially one coming from the private sector, will help ensure the success of the project.

The Cebu ecozone project, a CCCI undertaking, aims to convince the National Government to proclaim the entire province of Cebu as an ecozone.

More investments

It is envisioned to encourage the influx of more investments into the province by building up the necessary capabilities, creating an enabling environment and reducing the cost of doing business in the area.

Monera said that if Cebu is declared an ecozone by the Philippine Economic Zone Authority, it will be the first province in the country to achieve the status.

If this is realized, he said the problem of overpopulation in urban areas will also be solved because economic development will occur not only in the cities but in the entire province, resulting in the dispersal of job opportunities to the rural areas.

“We may identify complementary zoning in the whole province for an integrated area of development,” Monera said.

Firms located in ecozones enjoy income tax holidays. They also have the option to pay a special five percent tax on gross income, instead of national and local taxes.

Ecozone locators, though, are still required to pay real property taxes.

Capitol’s support

The Cebu ecozone proposal has already gained the support of the Cebu Provincial Government, some town mayors and local government units, and the International Finance Corp. of the World Bank.

The German Agency for Technical Cooperation (GTZ) is funding CCCI’s feasibility study for the ecozone project.

The Cebu ecozone proponents have tapped the expertise of economist and corporate governance advocate Dr. Jesus Estanislao, who stands as the project consultant.

Meanwhile, Monera said CBC’s involvement will belie rumors that both CBC and CCCI are in serious competition.

“I don’t see ourselves competing against each other because we allow cross membership,” he said.

Joseph also clarified earlier that the club does not consider itself as a competitor of existing business groups like CCCI, Mandaue Chamber of Commerce and Industry, and the Lapu-Lapu and Cordova Chamber of Commerce and Industry but sees itself as an ally in developing Cebu’s business climate.

CBC is a sister organization of the Makati Business Club. (MMM)
