Central Visayas remains one of the preferred destinations of investors in the country with Cebu taking the lead among the region’s provinces, according to 2007’s third quarter economic situation report.
The regional economic situationer, prepared by the National Economic and Development Authority, stated that the planned investments for Central Visayas registered with the Board of Investments climbed from P84.79 million in the second quarter to P2.6 billion in the third quarter.
The rise in the amount of planned investments is mainly because of a development of a resort in Cebu, which would eventually reach P2.3 billion in total cost.
Aside from the Cebu resort being the biggest registered investment in Central Visayas, there were also several mass housing projects in Cebu.
Investment promotion centers noted that the region was able to sustain investors’ interest, particularly in tourism and information technology.
The Cebu Investment Promotion Center reported that a number of Asian, Australian and US-based companies expressed interest in locating in Cebu, the report noted.
Of the industries, the airline industry also played an important role in the region’s economy with its continued expansion, considered a “major driver” of the region’s growth since 2006.
Number of flights also increased, such as the Cebu Pacific Air’s frequency in its Cebu-Hong Kong route that rose from five to six times a week.
The banking industry, meanwhile, is also growing with several banks expanding operations. As of the third quarter, at least two banks opened new branches in Cebu: the East West Bank and the Asia Pacific Rural Bank. — Mitchelle L. Palaubsanon/RAE

i think you are referring to the camp z (the bar along a.s. fortuna and partly owned by chad borja) the z bar is different, its on the second level of the tinder box (the old fuel bar) in banilad, very near paradise village and the crossroads.

More cities forming ICT councils, eye BPO investments

MANILA, Philippines--More cities in the southern Philippines are following Cebu's model and forming their own information and communication technology (ICT) councils in order to attract investments from the outsourcing industry.
Following the example of the Cebu Educational Foundation for Information Technology (CEDF-IT), similar groups have already been formed in Iloilo (the Iloilo Federation for Information Technology or I-FIT) and Bacolod (Bacolod-Negros Occidental Educational Foundation for Information Technology or B-NEFIT).
The creation of similar ICT councils is now underway in Davao, Cagayan de Oro, General Santos and Iligan, according to Bonifacio Belen, president of CEDF-IT, which comprises local government, business groups and non-governmental organizations.
Representatives from these cities recently met in Cebu City to organize a governing body for all regional ICT councils.
"In the next six months, we will organize ourselves into a national federation," Belen said.
Among the goals of this resulting national body is to facilitate the exchange of best practices between different cities, he added.
Belen said: "At CEDF-IT, we are already going beyond HR (human resource) development. We are working on other areas especially investment promotion and marketing."
Both the Commission on ICT and an industry body, the Business Process Association of the Philippines (BPAP), have been encouraging this initiative as a way of developing more locations for investors in the business process outsourcing industry.
Belen said cities like Dagupan and Baguio in the northern Philippines have also expressed interest in forming their respective ICT councils.
Asked if this would result in cities trying to outdo each
other in attracting investors, Belen replied: "We want to foster 'co-opetition' instead. Based on BPAP's projections, the industry needs at least some 600,000 workers. That's more than enough that can be supplied nationwide right now."

Tuburan, one of Cebu's under-rated and hidden destinations, thanks to circulating rumors of a communist rebel presence--which is of course just it, mere rumors...

Sorry to be frank but I always hear the news since I was still in college. For one, I thought DOT has moved to Cebu already, and so is DA, DAR, etc but until now it hasn't been implemented.

High rise buildings may soon be constructed at the South Road Properties once the city government decides to ink a formal contract with two companies that have formally submitted their proposals for the purchase of lots there.
Mayor Tomas Osmeña yesterday said two companies have already submitted formal proposals for the purchase of around 40 to 50 hectares each at the SRP. However, he has yet to go through the proposals. The mayor just arrived from the United States after a vacation for the holidays.
Although Osmeña would not directly divulge the identities of the locators, he said it is sufficient to say that both are interested to construct high rise structures along the main road at the SRP.
The city has since established a tight-lip policy on identities of investors that have expressed intention to purchase lots at the reclamation project. Aside from this, the city has also been choosy in accepting offers to invest, as the mayor said this stage of the project is “very critical”.
Osmeña said the quality of investors at the SRP would determine Cebu’s growth once the SRP is fully functional.
Osmeña earlier explained that he wants the SRP to be sold and developed not by lots but by complexes just like the development in Makati where structures are virtually connected. Likewise, the mayor said the city plans to put up a central transport terminal at the SRP so that people would not have a difficult time going into the companies that would invest there.
Last month, Osmeña announced that the city would be signing in high profile investors “in a magnitude that will take care of the city’s financial constraints.”
Also last month, the city launched the Resource Recovery Facility at the Inayawan Sanitary Landfill, which is aimed to produce electricity for locators at the SRP.
The city believes that the ReSTORETM, which would convert landfill into a waste-to-energy treatment facility, is certainly an added boost to SRP investors, as it would eventually lower down the cost of their electricity with the subsequent launch of the power plant.
With an estimated cost of P500 million, the project will generate 10 megawatts of power, which is equivalent to 10 percent of the projected power requirement of future locators at the SRP. — Joeberth M. Ocao/QSB

AFTER making the first sale at the South Road Properties (SRP), Cebu City Mayor Tomas Osmeña wants to leave out the National Government and the Land Bank of the Philippines (LBP) from the loan agreement with the Japanese Government.
This is because P200 million of the P500 million the City Government pays for the SRP loan annually goes to the National Government and the LBP, the conduit bank for the loan, he said.
A source at the LBP, however, said that this might not be possible.
Being an Official Development Assistant (ODA) project funded by the Government of Japan, a sovereign guarantee is required.
But Osmeña said he will start negotiating with the Japan Bank for International Cooperation (JBIC) as soon as the City closes a deal with any of the three developers that have submitted proposals to buy or lease SRP lots.
“After our first initial lump sum payment, we will ask to waive the requirements for guarantee fee and if we can pay JBIC directly because out of the P500 million, P200 million is income of the National Government from the loan,” he told reporters yesterday.
The 290-hectare development cost the City 12,291,866,796 yen in foreign loans in 1995. The City has so far paid some P1.5 billion for it and has earned only P25 million from the project.
What the City can do, the mayor said, is to negotiate with JBIC or other creditors in Japan to deal directly with the City so they can do away with guarantee fees paid to the Department of Finance (DOF) and the LBP.
The City will end up paying less every year, he said.
“One of the biggest sources of profit of LBP is the SRP and it’s not even their money that we borrowed, they are only collecting from us for JBIC. I saw it at the beginning, na alkanse gyud ta (we would be at the losing end) but I said that time never mind,” said Osmeña.
“In other words, we can always tell our creditors: Is there a way we don’t have to pay the National Government and we just pay directly to JBIC? Anyway our collateral is there (SRP). But before we do that, we have to show our solvency first,” he said.
But the source clarified that the LBP does not charge the City any guarantee fee. They merely collect the fee and remit it to the DOF.
“If it’s an ODA project, the donor country would always want a sovereign guarantee. The transaction is always between the two governments through their respective government depository banks and in the case of the SRP, it’s the JBIC and the Land Bank,” the source told Sun.Star Cebu.
The source privy to the loan transaction also said that LBP is involved in all ODA project and there is no precedent to what the mayor wants to happen.
Sun.Star also checked with the City Treasurer’s Office and based on their records, only P40 million was paid to the DOF as guarantee fee in 2007.
The DOF collects a guarantee fee of one percent of the total outstanding loan balance for the year.
The Cebu Investments Promotion Center (CIPC), the marketing arm of the SRP, has projected the sale of at least 140 hectares by June, which can yield P8 to P10 billion for the City.
But even if the sale materializes this year and the City is able to get the amount, Osmeña said they do not necessarily have to use the entire amount to pay off the loan even before the 2020 deadline.
“It’s not necessary to pay off the loan in full because we have 20 years to pay it. Once we establish that the financial risk to the City is not so much because the project is moving, then we’ll keep the loan as it is, but without the government collecting P200 million from us,” he said.
In his first news conference after arriving from a two-week holiday in the US, Osmeña said he already has two of the three proposals from major developers.
The proposals are for the purchase of 40 to 50 hectares of land for each buyer, but the mayor said there is so much haggling going on that he has to evaluate the offers further.
“As usual, naay hangyo-hangyo but they’re not touching the prices. Their request is that they want to lease a major property for a mall but they will buy land for a high rise condo... We only have to make one sale and that will take care of the loan payment for a year,” he said.
Osmeña said the City needs only P500 million for debt servicing this year, which they can get from the down payment for the sale of the first 40 hectares.
He further said that he will take time to study the proposals to make sure that all developments at the SRP will be integrated and will create a stronger economy and employment opportunities for the city.
“The minimum proceeds for the three offers is P8 to P10 billion for the 140 hectares if it’s a sale and that’s only one-half of the SRP. So our priority is not to go bankrupt.
We sell at least one, safe na ta (we’re safe). Granting there is no Asian crisis, we’re pretty well settled,” Osmeña said. (LCR)

CEBU is set to become an emerging shopping destination in the Philippines as existing mall operators are expanding and new ones are set to rise in the different parts of the province in the coming years.
Ayala Center Cebu mall developer Cebu Holdings Inc. (CHI) president and chief executive officer Francis Monera said Cebu's shopping market has been "tremendously" growing not only in Metro Cebu but in other key cities and towns in the province.
"There is a lot of money in Cebu. Offer something of value and it's taken," Monera said.
Capitalizing on the demand for additional mall space to cater to the growing mall shoppers and vendors, CHI earlier mulled another expansion plan for Ayala Center Cebu to complete the original development of the Cebu Business Park (CBP).
Monera earlier said the Phase 2-B project will begin by March or April this year, starting with a study on how to develop a concept for another shopping mall expansion.
Monera, however, clarified that total project cost is yet to be determined (and not the P2-billion which was previously reported).
Following the "face lift" of the Ayala Center Cebu mall-with the opening of the three-story annex in the middle of 2006 and the re-designed al fresco lagoon area in the first quarter of this year-Cebuanos will soon enjoy a more expanded shopping mall in the next few years, completing the development of CBP's 9.6-hectare super block.
Expansion and renovation of its mall in Cebu is part of CHI holding company, Ayala Land Inc.'s efforts to stamp the Ayala mall brand on all its malls, which have been regarded as the Ayala retail group.
In the downtown area, Cebu Central Realty Corp. (CCRC) is currently undergoing phase two of its expansion project for its mall venture Elizabeth Mall (E-Mall).
CCRC president and chairman Augusto Go earlier said some 5,000-square meters of leasable spaces are currently under construction at the eastbound Sanciangko area of the mall's property.
About 80 units of stalls, excluding kiosks and carts, are projected to be accommodated in the four-story wing which has an additional basement parking of 2,445 square meters.
The expansion project is slated to open within the first quarter of the year.
Other cities, towns
Other than Ayala Center Cebu and E-Mall, shopping centers are also sprouting in other cities and towns in Cebu.
Another mall developer, Golden Great Value Properties (GGVP) is set to launch next month phase one of Parkmall@168 (Parkmall) located at the Mandaue City reclamation area.
GGVP chairman Carlos Co said the mall involved an investment of P300 million to P400 million.
Parkmall will feature a rotunda, ala Fuente Osmeña, amid a park setting where people can stroll, shop and dine al fresco, and enjoy the scenery.
Christopher Tio, Parkmall business development director, said the concept of a Fuente Osmeña park is set to bring back an "experience of our childhood," since parks like Fuente and Plaza Independencia are popular hang-outs since the 1980s.
Aside from the piazza and SaveMore supermarket, Parkmall will also feature a kids' village and a tourist and traveler center, which will be equipped with hotel check-in desks, airport and seaport shuttle service, lockers and showers. The mall will be able to accommodate about 700 cars in its parking lots.
Apart from the cities of Mandaue and Cebu, the municipality of Consolacion welcomed Fooda Mall late last year.
Foodasaversmart Inc. completed the construction of its P200-million business and commercial center that is said to compete with existing mall developments by multinational companies.
"The presence of Fooda here in Consolacion will certainly contribute to the coffers of the municipality in terms of business taxes and other regulatory fees," Consolacion Mayor Avelino Gungob said.
For his part, Edward Gaisano, vice president for operations of the Metro Gaisano group of companies, said Cebu's retail market will continue to be upbeat this year.
Gaisano said the province has a "favorable" economic climate which has become a magnet for more developments in the retail sector evidently shown in the expansion of malls, food and garment outlets, as well as the entry of new players.
The Metro Gaisano group is still eyeing feasible areas for supermarket or mall-type developments not just in Cebu but in other parts of the country.

DOT head office had been transferred to Cebu City already. Not particular where in the city the head office is located. Some Manila-based employees were given additional allowances and home packages for the relocation.

Quezon City, Cebu City and Davao City have been picked as three of the top 10 "Asian Cities of the Future" by London-based FDI magazine.
The Philippine cities of Quezon City was the highest ranked at No. 7, followed by Cebu City at No 8, and Davao City was listed No. 10
The other Asian cities in the top 10 list are: Hong Kong, Singapore, Taipei (Taiwan), Melbourne (Australia), Dalian (China), Shijiazhuang (China), and Guangzhou (China).
In the magazine's listing of top five Asian Cities with the "best human resources," Davao City was No. 5, together with four other cities - Singapore (1), Melbourne (2), Hong Kong (3), and Taipei (4).
The finance magazine used the following judging criteria: economic potential, cost effectiveness, human resources, quality of life, infrastructure, business friendliness and promotion strategy.
Member of its judging panel were David Kinnear, president of DDC HRO, a provider of process outsourcing solutions (New York); James Ku, manager of consultancy firm Tractus-Asia, Ltd. Tsuneishi Cebu is also undertaking a large expansion project, currently the total developed area is 40 hectares. now with phase3 expansion they will construct 73hectares tripling its capacity. anywayz it will only accept new ship orders year 2010. :) it is building 36 ships in one year alone!
more updates to come. i would be part of TTSP(tsuneishi technical services "design") family next month. wohoo! we launch a 53,000 ton ship knina. no pics ksi bawal mag.pictures sa loob. baka ksi kopyahin ng competensya. :cheers:

Revenues amounting from P8 billion to P10 billion may be added into the coffers of the Cebu City government if Mayor Tomas Osmeña closes a deal with three investors who wanted to acquire portions of the South Road Properties (SRP).
The city government can then take care of its P6 billion loan with the Japan Bank for International Cooperation (JBIC) and spend for basic services that will benefit especially the urban poor.
Osmeña said it will already be easy for the city government to negotiate with JBIC and convince the foreign funding agency to allow Cebu City to rid of its loan guarantors.
The city government allocates at least P500 million from its annual budget for debt servicing. Of the amount, only P300 million represent payment of the city's debt with JBIC while the remaining P200 million is shared by the national government and the Land Bank of the Philippines (LBP).
The national government, through the Department of Finance, acts as the guarantor of the city's loan while LBP is the city's depository bank.
“We plan to negotiate with Japan to waive the guarantee fee. If the project (SRP) is already moving, we will be in a position to take the project away from Land Bank,” Osmeña said.
Osmeña said he is now studying proposals that he received from two of the three investors who are interested at the SRP.
He said one investor is interested to construct a high rise condominium and a mall at the SRP.
He said each of the three investors is interested to acquire of 40 to 50 hectares of the SRP. One investor is interested in Pond F that is located near the sea.
If half of the 300 hectare- reclamation area is sold to investors, this will earn the city P8 billion to P10 billion, the mayor said.
Osmeña however said for this year, he wanted to entertain the best offer submitted by the three investors.
Income is only a secondary consideration. Osmeña said that he is more concerned on how these investors would develop the property to spur the city's economy and create employment opportunities.
The downpayment of P500 million that he expects to receive from one investor is already enough to pay for this year's amortization with the JBIC.
“We only need one of the three investors so we do not get bankrupt. If we close one deal safe na ta. I'm pretty sure of that granting that we do not have an Association of Southeast Asian Nations (ASEAN) crisis next week,” he said.
Having a major investment at the SRP is also expected to boost its marketability.
“I'm pretty sure that even if we get one investor, when the construction starts, the price of land at the SRP will go up anyway,” he said.

THE rising demand for high-end lifestyle resort destinations prompted a young Cebuano entrepreneur to think of opening a boutique resort in Malapascua Island, Cebu.
Martin Yeung, MSY Holdings Corp. (MSYHC) chief operating officer, said the Salimbangon-Yeung company is contemplating of opening a resort with “specialized” bungalow villas at a family-owned seaside property in Malapascua, off the Daanbantayan town in northern Cebu.
“The concept is (to) build the villas on the sea, just like in the Maldives,” Yeung said in an interview with reporters.
The floors, he said, would be made of glass to enable one to view the sea from inside the villa.
“We want to focus on relaxation and incorporate scuba diving there,” said Yeung.
While he has not yet come up with a name for the project, Yeung said he envisions to have about 30 villas that will carry a “simplistic yet modern design” that incorporates the Cebuano culture.
First phase
Yeung said he hopes to begin the first phase of resort project in the second quarter of this year.
The future resort, he said, will be managed by a professional hotel management group.
The multi-million peso project will focus on the higher-end market, including local and foreign celebrities.
Yeung said, though, that the resort-villa will be the company’s second priority project for the year as Kandaya, MSYHC’s first resort venture, will be its main focus.
“We plan to finish Kandaya first within the first quarter of 2008,” he said.
Kandaya is a boutique hotel, envisioned to have five- or six-star amenities, located on a 12-hectare property of the Yeung family in northern Cebu.
Yeung earlier said the construction of the hotel started over a year ago.
Kandaya involves the creation of a two-story building with 18 rooms and the entire project is estimated to cost P500 million.
Nearing completion
To improve access to the resort, Yeung said the company will discuss with the local government unit the possibility of having air transportation facilities, including an air strip, in the area.
Kandaya is now 70 to 80 percent complete, Yeung announced.
He is optimistic that while Kandaya and the Malapascua resort will be targeting the same high-end market, the two properties would not compete with each other.
“The one in Malapascua, we plan to ‘up the level’ there. Prices for the villas will be significantly higher than that of Kandaya,” he said.
Yeung said the family’s decision to venture into the boutique resort business is due to the booming tourism industry in Cebu, particularly in the northern part of the province, which shows huge growth potentials.
“Cebu can certainly sustain its tourism charm,” he said.
With popular resort hot-spots like Bali, Indonesia becoming saturated, he said the leisure market will eventually be looking for something “more specialized.”
“Soon, they will come to Cebu and discover nature at its best,” Yeung said.

While Cebu has proven its strength as a “destination of choice” for both domestic and foreign tourists in the past few years, the “best is yet to come,” as the province still has to achieve its maximum tourism potential.
The year 2008 will start the gear for a more well-known Cebu in the international market, while the overdue problem on room accommodation shortage can be addressed this year, said Department of Tourism (DOT-7) regional director Patria Aurora Roa.
According to Roa, Cebu’s strong stance in inviting hotel and resorts capitalists has slowly paid off. This year alone, about 1,500 more resort and hotel rooms will be added to the accommodation facilities of Cebu.
“A lot of things can happen in the tourism industry in Cebu, including the entire region of Central Visayas this year,” Roa said.
The government’s focus, which is to sell the Central Philippines, as a tourism magnet for the Philippines, is going to give Cebu another tourism “hey day”, as the province offers a combined metropolis and leisure come-ons.
More new resorts and hotels will open this year, these are the 600-room Imperial Palace Resort at Mactan Island, the Microtel Hotel also in Mactan, SM’s Sofitel, the Diplomate Hotel (near the Cebu Business Park), and other room expansion projects of existing resorts and hotels here.
The room shortage and the accessibility issues of the tourism industry in Cebu, will be addressed starting this year, Roa said.
The ASEAN-one aviation policy program has been agreed in principle, and awaiting for formal implementation this year. This could provide solution to the direct flight accessibility problem of Cebu to connect with other international destinations.
“We are expecting more international flights starting this year, as the ASEAN open skies policy is soon to be implemented,” she said in an interview yesterday.
The Mactan International Airport Authority (MCIAA) has already anticipated in this development, expansion projects had been started to accommodate more international direct flights to open in Cebu soon, she said.
MCIAA chief executive officer (CEO) and general manager Augusto B. Francia announced earlier that it will start the P200-million expansion that is targeted to be realized in the next two years.
He said there are a number of expansion projects that are being discussed by the MCIAA board, including the establishment of another runway, one more departure lounge, and two more bridges.
Currently, the airport’s terminal could accommodate a total of 4.5 million passengers at one time. Domestic terminal can host 500,000 people, while four million people for the international terminal.
Last year, the international terminal accommodated 700,000 passengers, during peak hours, Francia said.
Likewise, Bohol could expect a more dynamic tourism trade, as more capitalists have started to build class A resorts especially in Panglao Island. The realization of the Panglao airport is already in the works, as it is set to be inaugurated on April 2010.
Roa, who also sits as one of the board of directors of the Panglao Tourism Estate Inter-Agency Task Force, said that both Cebu and Bohol could achieve their highest level in the tourism trade in the next few years.
Because of this, other provinces in the region will also be benefited as travel linkages will be well developed to promote tourism attractions in other areas in Central Visayas, like Negros and Siquijor.
Tourism arrivals for the region registered a 19.66 percent increase from January to October of 2007.
According to Roa, while the best is yet to come for the region, growth in arrivals and tourism receipts are expected to double this year and in the coming years.
She said more tourism attractions will be re-discovered within the region, and will be put into the promotion map— this will give wider options for tourists to wander not only in one destination, but other provinces in Central Visayas.
Cebu, will continue to be the international gateway for the growing tourists to visit to the region, they will then be given options for different tour packages promoting sites in other provinces.
Private sector tourism advocate, Mila Espina, likewise projects a good tourism year for Cebu, and the rest of the region.
Espina said last year for instance, despite the cancellations made by other foreign travelers due to the “Peninsula Hotel” fall out, travel schedules for Cebu, were not affected.

The concept map showed that the project will be constructed on Shell Island.
“Delos Angeles said the project comprises a theme park that will feature a 21-foot statue of the Holy Child on top of a building which looks like His crown; replicas of the Magellan's Cross kiosk, the Fort San Pedro, and a Galleon; and scenes depicting the reenactments of the Battle of Mactan, the First Mass and the Sinulog grand parade.”Other features will be an oceanarium, a botanical garden and rides.

@SleMarKen is right that there maybe a reclamation in Shell Island becase it's only a 3 hectare island, too small for all those facilities mentioned. They should reclaim at least 10 hectares more. A lot of money for a good investment.

CEBU CITY—The spa and wellness industry in Cebu is expecting an “explosion” of their industry in 2008, with the expected huge arrivals of foreign and domestic tourists and the increasing patronage not only of usual spa goers but new clients as well.
Spa and Wellness Association of Cebu (Swac) president Johnnie Lim said the wellness trend has gripped Cebu and has transformed even minimum-wage earners to see a massage or a relaxation at a spa a necessity.
“The growth will be from old clients but new clients as well who are trying out spa services for the first time,” Lim said.
“It also reflects the economic situation of Cebu as people are now starting to earn better,” Lim said. “The growth will not be in the high-end spa market but in the mainstream.”
Lim said this phenomenon is unique to Cebu.
“It is only in Cebu where you can find spas at every corner.”
Lim, quoting figures from the Department of Trade and Industry, said there are now more than 200 spa outlets in Metro Cebu, a huge jump from the 100 outlets counted in 2006.
He said the number will go close to 300 by the end of 2008. SWAC has some 50 member companies which comprise close to 90 percent of all spa operators in Metro Cebu, including the giant resort spas.
Lim said it is not only the spas who would benefit from the boom but also the rest of the wellness industry that includes dermatological centers, alternative healing shops and even cosmetic surgery centers.
He said, however, that the growing number of spa outlets all over Metro Cebu would tighten competition in terms of services and prices.
“I see those who have established their brands already going through and the small players having a hard time in penetrating the market. The small players have to start building their names first,” he said.
He said spas are also racing for additional services like skin care, better interiors and even novelty services.
Lim owns the giant Body and Sole franchise which has close 50 outlets nationwide. Body and Sole was credited to have started the spa boom in Metro Cebu in 2002-2003.
With the number of spa outlets increasing, Lim said SWAC will take a more active role in maintaining the quality of the industry and position Cebu as a wellness island in the Philippines.
“Some businessmen would only want to enter into the industry because it’s the trend. They don’t have any idea about the industry and they will end up not giving the right service. A bad experience will discourage first-timers from going back to a spa.”
Lim said SWAC is in negotiations with the Cebu City Council to make the association part of a screening committee that will approve business permit applications of spa operators.
“This way we can make sure these are not fly-by-night operators and they will maintain a level of quality and decency,” he said. “We are not stopping new players from getting into the industry. We just want the industry to maintain a minimum standard.”

Revenues amounting from P8 billion to P10 billion may be added into the coffers of the Cebu City government if Mayor Tomas Osmeña closes a deal with three investors who wanted to acquire portions of the South Road Properties (SRP).
The city government can then take care of its P6 billion loan with the Japan Bank for International Cooperation (JBIC) and spend for basic services that will benefit especially the urban poor.
Osmeña said it will already be easy for the city government to negotiate with JBIC and convince the foreign funding agency to allow Cebu City to rid of its loan guarantors.
The city government allocates at least P500 million from its annual budget for debt servicing. Of the amount, only P300 million represent payment of the city's debt with JBIC while the remaining P200 million is shared by the national government and the Land Bank of the Philippines (LBP).
The national government, through the Department of Finance, acts as the guarantor of the city's loan while LBP is the city's depository bank.
“We plan to negotiate with Japan to waive the guarantee fee. If the project (SRP) is already moving, we will be in a position to take the project away from Land Bank,” Osmeña said.
Osmeña said he is now studying proposals that he received from two of the three investors who are interested at the SRP.
He said one investor is interested to construct a high rise condominium and a mall at the SRP.
He said each of the three investors is interested to acquire of 40 to 50 hectares of the SRP. One investor is interested in Pond F that is located near the sea.
If half of the 300 hectare- reclamation area is sold to investors, this will earn the city P8 billion to P10 billion, the mayor said.
Osmeña however said for this year, he wanted to entertain the best offer submitted by the three investors.
Income is only a secondary consideration. Osmeña said that he is more concerned on how these investors would develop the property to spur the city's economy and create employment opportunities.
The downpayment of P500 million that he expects to receive from one investor is already enough to pay for this year's amortization with the JBIC.
“We only need one of the three investors so we do not get bankrupt. If we close one deal safe na ta. I'm pretty sure of that granting that we do not have an Association of Southeast Asian Nations (ASEAN) crisis next week,” he said.
Having a major investment at the SRP is also expected to boost its marketability.
“I'm pretty sure that even if we get one investor, when the construction starts, the price of land at the SRP will go up anyway,” he said.

CEBU CITY, Philippines – The Department of Tourism national office cannot yet relocate to Cebu City as planned unless its rationalization plan will be approved by the Department of Budget and Management (DBM).
Tourism undersecretary Phineas Alburo said Tuesday that this was the reason the DOT office has not yet relocated to the city.
“We are still waiting for the approval of our rationalization plan by DBM. This will help us determine which functions will be left in Manila and who to transfer to Cebu and who not to transfer,” he said.
But Cebu City Mayor Tomas Osmeña said Tuesday that he has already stopped pursuing the proposal he made more than a year ago – to accommodate the DOT national office at the Sugbu building located in Kawit Island that connects to the South Road Properties (SRP).
While his offer remains, “I feel that I'm not getting the desired enthusiasm from DOT,” the mayor said.
He said his priority now is to make a sale of the SRP and not to give it away to the DOT.
The mayor however is optimistic with offer to the Department of Public Works and Highways (DPWH) for a lot in the SRP.
Osmeña is donating an interior 5 hectare lot in the SRP to the DPWH Central Visayas after private owners asked the agency to vacate its existing office along Salinas Drive in Barangay (village) Lahug, Cebu City.
DPWH occupies a portion of the old Lahug airport. A provision of the expropriation contract states that the lot will have to be recovered by its private owners if it is no longer used as an airport.
Osmeña said his donation to DPWH is in exchange for the help that the agency extended in acquiring pond F of the SRP that is located along the coastlines.
Alburo, who is a Cebuano, said that he was very much willing to relocate their national office in Cebu City.
“It is good to spread it out. This move is also one step to federalization,” he said.

The ecozone study group of the Cebu Chamber of Commerce and Industry (CCCI) received only one proposal on how to go about a detailed study of the plan to declare the whole of Cebu as an economic development zone.
However, Gerry Sta. Ana who chairs the ecozone study group refused to divulge the name of the company that submitted the lone proposal.
"It is up to the Small and Medium Enterprise Development for Sustainable Employment Program (SMEDSEP) in the Philippines that is funding the detailed study," Sta. Ana said.
SMEDSEP is a technical cooperation project between the Philippines and the Federal Republic of Germany. It is conceived to help improve the Philippines business and investment climate for the small and medium enterprises.
Last month, Sta. Ana named four firms expressing interest to conduct the detailed study. These were the Manabat Delgado Amper & Co.; Sycip Gorres Velayo & Co.; Isla, Lipanan & Co. and the Punongbayan & Araullo.
Sta. Ana said he is still hopeful that the lone proponent would address the specific details the ecozone group want to be covered.
The ecozone study group wants the firm to study the infrastructure needed, the organizational structure of CEDZA, its effects to the existing economic zones and IT parks, and its impact of the declaration in Cebu.
After its evaluation and approval, the ecozone study group will submit it to SMEDSEP.
SMEDSEP will have the last say on what the company should undertake because it is funding the P600,000 undertaking.
The study is expected to be completed in three months.
The Cebu ecozone plan was hatched by Francis Monera a few months after he became the CCCI president.
In April 2006, the CCCI created the ecozone study group and immediately began its study.
Last July, eight Cebuano congressmen filed House Bill No. 1319 in Congress, which seeks to create the Cebu Economic Development Zone

A multi-million project of the Basilica del Santo Niño will be constructed soon that will feature the history of Cebu.
Fr. Dan Delos Angeles said the Niño Paraiso will soon rise in close vicinity of Cebu City. Delos Angeles announced the project during the 2nd Huniño Songwriting Tilt held yesterday at the Basilica grounds.
The concept map showed that the project will be constructed on Shell Island.
“Delos Angeles said the project comprises a theme park that will feature a 21-foot statue of the Holy Child on top of a building which looks like His crown; replicas of the Magellan's Cross kiosk, the Fort San Pedro, and a Galleon; and scenes depicting the reenactments of the Battle of Mactan, the First Mass and the Sinulog grand parade.”Other features will be an oceanarium, a botanical garden and rides.

MANILA, Philippines -- The city of Sta. Rosa is planning to set up a private sector-led information and communications technology (ICT) council, Commission on Information and Communications Technology (CICT) commissioner Monchito Ibrahim said.
“The city of Sta. Rosa is creating a private sector-led ICT council in the mold of Cebu’s CEDF-IT [Cebu Educational Development Foundation for Information Technology],” Ibrahim said.
The CICT executive said Sta. Rosa wants to position itself as another alternative location for offshore and outsourcing services.
“CICT will facilitate strategic planning workshop of the city’s ICT stakeholders on Jan 22,” Ibrahim added.
Sta. Rosa is a first-class city in the province of Laguna. It currently houses large manufacturing plants like that of Coca Cola and the Ford Motor Company.
In a separate interview, Danilo Pablo, head of the city planning office, said Sta. Rosa has been identified by the CICT as a possible ICT hub in South Luzon.
“We were identified by CICT as being ready for ICT. We have a high rating in the score card of the CICT,” Pablo added, noting that InfoNxx is the sole ICT firm based in Sta. Rosa, with Teletech opening its operations in the area soon. The Ayala group is also reportedly developing a business process outsourcing area in the city.
Pablo stressed that Sta. Rosa has been known as the automotive manufacturing capital, with about 90 percent of domestic car production coming out of the city.
CEDF-IT was formed by a consortium of industry, academe and government stakeholders in the ICT industry with the objective of developing human resources required by the high-tech industry.
The CEDF-IT model eventually inspired other regions to set up their own consortiums.
Last year, CEDF-IT said a Philippine provincial council of regional ICT groups is being organized to serve as an umbrella organization to existing regional groups, said Bonifacio Belen, executive director of the Cebu-based organization.
The still-unnamed provincial ICT council is scheduled to meet again this year to formalize plans on how to organize the group.
To date, there are similar regional ICT groups in other provinces, namely the Iloilo Federation for IT (IFIT), headed by Chancellor Glenn Aguilar of the University of the Philippine Visayas; the Bacolod Negros Occidental Educational Foundation for IT; and the Davao ICT.
CEDF-IT has become a model for some regional ICT groups because of the way the industry, academe and government have worked together to promote and develop Cebu’s high-tech industry, said Belen. Such a model has convinced more offshore outsourcing firms to locate in the province.

The entry of newly established hotel management company Myhomehotel Inc., is going to introduce a new hotel accommodation concept in Cebu, providing a new category —the economy-luxury accommodation facility.
Cebu Innovations Inc., a partnership between the Gullas family and FPD Global Integrated Services Inc., opened the 67-room Sampaguita Suites at the JRG Building located in uptown district in Cebu, in Fuente Osmeña
This is the first time that the Gullas family ventured into the booming tourism industry in Cebu, said Cebu Innovations Inc., president Jackee Gullas-Weckman.
“The tourism industry in Cebu is promising. We thought of converting this building [JRG Building] to a hotel, and the location is perfect,” said Weckman.
The JRG Building used to be the location of the then well known cinema, Belvic Theater and the Majestic restaurant.
Its partner, the Manila-based FPD Global owns the Sampaguita hotels trademark, which now has over 500 budget hotel rooms around the country.
FPD Global president Jose Gil C. Perez said that the company has purposely created the Myhomehotel Inc., a hotel management company to pioneer a new accommodation category facility in Cebu, which is a cross between offering economy and luxury services or affordable luxury category.
“Based on our study/survey we found out that Cebu needs this kind of accommodation. We offer luxurious room facilities, with very affordable rates,” Perez said during the formal opening of the Sampaguita Suites.
He said there is gap in the accommodation offering in Cebu. The middle market— those who want decent and business hotel like accommodation with affordable rates, are not being met.
Thus, the company is going to pioneer in providing this type of facility here.
For as low as P598 to as high as P1,198 per night, transients or tourists can already avail of luxury room accommodation, with high hotel service standard.
Cebu Innovations Inc., has spent a little over P15 million to convert some parts of the JRG Building into a hotel. Initially, the company has opened 43 rooms in time for the Sinulog Festival celebration. The remaining 24 rooms will be operational before the end of second quarter this year.
According to Perez, his company is going to start with this kind of offering in Cebu for the Myhomehotel Inc. starting with Sampaguita Suites. He intends to develop more hotels of this kind in other parts of the Visayas, like Panglao, Bohol and Boracay.
Perez’s FPD Global, which is a consultancy and brokerage company, had done several feasibility studies of other Gullas owned properties in Cebu. He said there are a lot of opportunities in Cebu for investments, depending on the location.
Aside from hotel business, other fertile investment opportunity in Cebu, is the affordable but high quality residential products.

CEBU CITY—Officials from the Cebu City and Cebu provincial governments said Wednesday the stalled land-swap deal, which could affect 5,000 urban- poor families and some 50 hectares of prime commercial properties, could still push through if only Mayor Tomas Osmeña and Gov. Gwendolyn Garcia start talking again.
Officials of the province went to the Cebu City Council Wednesday to oppose a proposed ordinance rezoning provincial lots inside Cebu City into socialized Housing Zones.
Provincial Board Member Juan Bolo told city councilors that the proposed ordinance would only intensify the friction between the two local government units. He instead raised that the land-swap deal be revived.
“That (ordinance) will not solve the problem. Our focus now must be to bring together the two chief executives so they start talking for the benefit of thousands of Cebuanos,” he said.
“The initiative should start from the executives. We legislators can start discussing the details to smoothen the way but the final decision is still up to the mayor and the governor,” Bolo said.
The provincial government, hoping to raise revenues, is trying to recover some 250 hectares of prime property inside Cebu City and develop these through partnerships with the private sector.
Fifty hectares of the property is occupied by urban poor dwellers—Cebu City residents and voters—while the rest are occupied by government agencies and the Armed Forces.
The city and the province tried last year to enter into a land-swap deal where the provincial government gives up the occupied lots in exchange for vacant city owned properties at the north reclamation area.
Talks collapsed when the parties pushed for a value-for-value exchange while presenting different appraisals for each of their properties. The collapse of the talks led to a public quarrel between the two chief executives.
The governor’s spokesman and consultant Rory John Sepulveda told BusinessMirror that the doors for a settlement are still open.
“We never said that the door is closed. The ball is still in play and I think the players are all here ready to try play a clean and honest game,” he said. “The biggest challenge for all of us is on how we deal with the details.”
Vice Mayor Michael Rama welcomed the gesture of Bolo and Sepulveda during the council session and said steps must be taken to smoothen the way for a reopening of discussion over the deal and the reconciliation of the mayor and the governor.

Although Hong Kong offers a promising business environment for his family’s 40-year-old jewelry/diamond business, young entrepreneur Martin Phillip S. Yeung finds another jewel in Cebu— the tourism advantage.
Born and raised in one of Asia’s major business district—Hong Kong, Martin is fascinated by Cebu’s potential of becoming a major destination for the world’s discriminating travelers, who are looking for unique and inviting ambiance, away from the already well-known tourists attractions like Thailand and Indonesia.
Martin is now helping his father’s diamond trade in Asia. While continually gaining profits in this established jewelry business in Hong Kong, this 27-year-old, US-educated entrepreneur will spend multi-million dollar investments to create another landmark for Cebu, to develop the untouched islets in the northern side of the province, specifically the Malapascua Island.
“There are few outskirts islands that have huge potential to attract high-end tourists from all over the world. Malapascua itself can sell—its picture perfect,” he said.
With permission from his father Diamond King Carlos Yeung, Martin will start a series of boutique resort developments off the northern coastline in Cebu, starting with Daan Bantayan, with the establishment of “Kandaya Hotel.”
While maintaining his businesses in Hong Kong, Martin has decided to put more of his time in Cebu—to realize his dream of putting Cebu to the upscale tourism map, including a possibility of attracting Hollywood celebrities, and millionaire travelers.
Aside from Kandaya Hotel, Martin’s biggest project in the next few months is to develop his family’s huge estate in Malapascua Island.
“Our family owns huge property in Malapascua which covers most of the beachfront on the island,” he said.
This super-upscale project, will build villas on the sea, “just like in Maldives,” he described. The floors would be made of glass to enable one to view the sea from inside the villa.
Diving will be one of the major water-sports activity highlights in this expensive resort, he said. Using Malapascua as the jump-off site, tourists will be toured to different alluring diving sites in Cebu and Bohol seas.
Martin, who practically grew up and learned the fine jewelry trading, will now apply this expertise in creating some potential sites in Cebu to be crafted just like an expensive fine jewelry.
“Cebu is a jewel. Everything will be made possible if you have the creativity. I have a lot of plans for Cebu. The business is here,” he said.
He now starting to take-over the Diamond empire business of his father, Carlos, while also hands-on in the operations of the different subsidiary businesses of MSY Holdings, which businesses included real estate projects in Cebu.
In Hong Kong, Martin owns a premium jewelry retail store called Rockcandy, apart from being the top executive of his family’s businesses there, the Fairway Diamond Co. Ltd., and Simplexdiam Co. Ltd.
Since childhood, he only came to Cebu to visit, being the hometown of his mother Mariquita. Slowly as he learned the art of business, he has seen the huge potential of Cebu to take the spotlight as the world’s most desirable destination.

FOREIGN investment experts have again noticed Cebu City’s potential for business and ranked it as eighth of the Top 10 Asian Cities of the Future, in a list by the Finance Direct Investment (fDi) magazine of the Financial Times Group.
Only two other Philippine cities, Quezon City and Davao City, made it to the top 10, ranking seventh and 10th place, respectively.
Cebu City also ranked fourth in the list of 10 most cost-effective cities, seventh in the best quality of life category and second in development and promotion, next only to Singapore.
Cebu City, however, was left out in the list of cities in these categories: best infrastructure, most business-friendly, best human resources and best economic potential.
Mayor Tomas Osmeña welcomed the report but said the whole country should improve so that other cities could also fare better in the ranking.
He lamented that if other areas in the country are left out in terms of development, the influx of people to Cebu will continue.
“That’s good news. We cannot be number one if the whole Philippines doesn’t improve,” he said.
60 items
The cities of Singapore and Hong Kong grabbed the first and second spots, respectively.
The survey on “Asian Cities of the Future” was conducted by London-based Foreign Direct Investment magazine published by the Financial Times (FT) group in the United Kingdom.
Sixty criteria from cost effectiveness to human resources and infrastructure were used in evaluating over 200 big and small cities all over Asia by a panel of judges, including independent location consultants, corporate professionals and other inward investment experts.
The Cebu Investment Promotions Center (CIPC) was made the point organization for the entire Cebu in the survey, the results of which were published in the website www.investasipacific.com/Awards.
In a phone interview, CIPC Managing Director Joel Mari Yu said Cebu City’s ranking is a recognition of what the private sector and the government have done to improve the city.
But he believes Cebu City could have fared better if basic infrastructure such as roads, water and power supply were improved.
Weak point
“This is one of the reasons I think the survey results are reliable because in the criteria on infrastructure, Cebu City is nowhere to be found. Relatively, we have good infrastructure but if you compare it with our neighbors like Singapore and Malaysia, makalolooy gyud ta (we look pathetic),” Yu told Sun.Star Cebu.
Although Cebu City has good telecommunications services and has enough buildings and office spaces to accommodate investors, it has to improve infrastructure and address traffic congestion problems, he added.
“Infrastructure is our weakest point. It should be the focus of our programs in improving business environment. Water and power supply should be the main focus and it should be privatized to ensure stability of supply. The roads should be improved to address congestion in the streets,” Yu continued.
Cebu City also ranked third in the list of youngest cities and fifth among cities with the lowest secretarial costs.
Among the cities with the lowest middle management salary, Cebu City ranked seventh while Davao and Quezon City ranked second and third, respectively.
Low costs
The city also ranked 10th among cities with the lowest senior management cost. Davao City ranked third while Quezon City ranked fourth in the same category.
In the lowest manual labor cost category, Cebu City ranked fifth, Davao City followed at sixth place and Quezon City ranked seventh.
FDi’s survey on the locations of the future competition covers each region once every two years.
The judges for the 2007-2008 survey are David Kinnear, president of DDC HRO, a provider of business process outsourcing solutions in New York; James Ku, manager at the consultancy firm Tactus-Asia Ltd. in Shanghai.
Anupam Prakash, Asia Pacific leader for global business sourcing and business transformation at the HR consultancy firm Hewitt Associates in India and Lawrence Yeo, CEO of international consultancy firm AsiaBiz Strategy in Singapore, were also judges.

THE Philippines’ business process outsourcing (BPO) industry could benefit from the softening of the US economy, an industry player said.
“Companies in recession (in the US) are now considering outsourcing as a way to save money,” said SupportSave Solutions Inc. president Chris Johns.
He said small and medium companies in the US have decided to follow multinational firms when it comes to outsourcing their back-end operations.
This, he said, could put Cebu and the entire Philippines at an advantage, considering the large talent pool available here and the proficiency of most Filipinos in the English language, among others.
In an interview with Sun.Star Cebu yesterday, Johns expressed optimism in the country’s BPO industry whose growth is not only evident in the entry and or expansion of more multinational players, but also the rise of small and medium BPO companies.
Under-served
“These clients (small and medium US firms) are growing. They are the under-served segment of the market,” he said. He pointed out that since these firms make up the bulk of the US economy, their plan to venture into outsourcing will certainly uplift Cebu’s position as the next outsourcing capital of the world.
A recent survey conducted by industry publication Global Services and investment advisory firm Tholons named Cebu as the fourth emerging outsourcing destination for global companies.
“Cebu’s potential in the BPO industry is huge. In Manila, the market is more saturated because of many big companies. But Cebu, other than having a huge talent pool, is more hospitable,” said Johns.
SupportSave, a pioneer “low-cost” BPO company founded by Johns in 2004 which was incorporated last May 2007, has been operating in Cebu since November 2006 with 326 available seats.
Johns said initial capitalization for the Cebu operations was approximately $220,000.
The firm offers 65 percent voice call services and 35 percent non-voice call services. It caters to clients in various fields, such as medical, software, insurance, e-commerce, publishing and financial services.
Less stressed
Johns said because SupportSave targets only mid-size US clients, their call center agents feel “less stressed,” although they get a middle-income salary.
“We have no fancy technology but our working environment is more relaxed,” he said, adding that the company processes 30 to 50 applicants per day.
While other outsourcing firms offer scholarship loans to their employees, SupportSave gives its workers the option to own shares in the company.
SupportSave is a publicly traded company in the US with 12 million shares selling at $0.77 centavos per share, Johns said.
“Our company is employee-owned, which is not the case for many companies. All our employees start with 1,000 shares and eventually increase to 2,500 shares after
one year of employment,” said Johns.
According to a report from Yahoo! Finance, SupportSave faired well in the US stock exchange with an 85 percent increase in total revenues or $211,305 for the three months that ended on Nov. 30, 2007. Its total revenues from June to August 2007 was $113,914.
Johns revealed that the company’s short-term goal is to fill its 326 seats in the next six months.
At present, it has 130 employees handling customer service, technical and administrative support, legal, accounting, engineering, sales, telemarketing, programming and virtual assistant services.
Johns said SupportSave is growing 20 percent monthly in the last 14 months, which he attributed to a rising demand for outsourcing services in Cebu.

The Cebu City government wants the South Bus Terminal to be relocated from its current location because it's the cause of gridlock at N. Bacalso area.

Well there aren't any security guards checking your bags (and all those stuff they do on the security check of other malls) on all entry points (stairs to the second floor, main entrance, entry to basement) :)
I only saw one security guard and what he was doing was controlling the traffic in the parking area and whistling on those vehicles that stay at a choke point for a few seconds :lol:
I did see some Men in White roving the mall though. But still, they should have had a guard or two at all entry points ;)

Anyway, Cebu is growing, therefore it needs to put those provincial bus terminals somewhere where it cannot disturb the traffic flow. And since Cebu is a tourist destination, make it more also of an eye-candy. Danao has already given a good architectural example of it. :)

MANDAUE City is once again pushing a proposal to become a congressional district on its own.
The city council yesterday approved a resolution urging Rep. Nerissa Soon Ruiz (Cebu, 6th district) to file a bill creating new districts out of the cities of Mandaue and Lapu-Lapu, which has also made moves to become a district.
Mandaue City’s latest proposal to become a district is its second since becoming a highly urbanized city. A proposal made during the administration of former mayor Thadeo Ouano did not prosper.
“The City of Mandaue became a highly urbanized city many years ago, while Lapu-Lapu City became a highly urbanized city in July 2007. Each city is entitled to become a lone congressional district,” said Councilor Victor Biaño.
The proposal would leave the towns of Consolacion and Cordova for the 6th district.
Biaño said this was not irregular, citing the situation in the National Capital Region, when Mandaluyong City became a congressional district despite its small population after San Juan City became a separate district.

It's so crowded that it takes a bus several minutes just to maneuver from the terminal's entrance, and when a bus is trying to depart it takes another several minutes to maneuver its way out of there. Taxi's don't dare enter, and just drop off passengers on the other side of the street. The place is littered with garbage and sewage, and it smells like piss. There are beggars and illegal vendors pestering travelers and tourists. That place is a horrible shame for Cebu, one of the worst places in the Philippines that I have to come in contact with on a regular basis.
I hope it gets transferred to SRP. It will be a bit more inconvenient to get there but it would be worth it. Bayawan City in Negros Oriental has a huge sparkling new bus terminal, Cebu should follow that example.

Yeah, I posted a few months ago my rantings about our traffic situation. It is really getting bad to the extent that travel time from Mactan to Cebu City costs us 1 hour and 20 minutes already (this could be achieved in 35 minutes a few years ago) and no one agreed with me. I was even criticized for posting such. :ohno: Again, let us not be too complacent. :angel: My dad works in Manila and is really excited everytime he comes home to Cebu. Yes, Cebu is still beautiful he says but the traffic situation is unbearable. Sometimes, it is worse than the situation in Metro Manila. :nuts:

I am a regular 'client' of the SBT and the vendors are neither illegal nor annoying. They have proper identification and they tell the travelers where to sit while waiting for their respective buses. They may not be wearing very clean clothes, but for sure, they are polite.

Mandaue needs efficient traffic system nowadays as the metro is expanding. I remembered once when it was pouring hard. I was heading home to Mactan when a gridlock happened near AC Cortes and the street going to the reclamation area. We had a gridlock for about 30minutes of no motion! It was 8PM, and was raining hard. There were no officers that responded to the said gridlock.

major factor gyud ang taras sa mga drivers. 21[B,C,D, etc] drivers are so 'gara' and 'paugatay' when they drive. especially when they drive through jones avenue. if you drive a smaller vehicle like a motorbike, harrassed kaayo imong pamati when they speed by.
so, sometimes, when you see the citoms and traffic personnel nga nagtanga lang sa kilid, murag you can't blame them na lang pud kay murag naugtas na ug binadlong sa mga badlongon. hehehe

OTHER than improved infrastructure, local businessmen and industry leaders call for a more business-friendly environment for foreign investors if Cebu City, and the province in general, intends to be a leading business destination in the future.
This was the reaction made by some Cebuano businessmen on yesterday’s report by the Finance Direct Investment (FDI) magazine of the Financial Times Group listing Cebu as eighth among the “Top 10 Asian Cities of the Future.”
In an interview with Sun.Star Cebu, local stakeholders said that while they welcomed the news — as it placed Cebu City on the world map — the recognition poses the challenge for the government and private sector to hasten the implementation of more infrastructure projects, which are necessary for Cebu to maintain its position as a promising city in Asia.
“Cebuanos are friendly as a people but some of the business policies we have are not attuned to be friendly,” said Eric Mendoza, Mandaue Chamber of Commerce and Industry president.
Bureaucracy
Mendoza said one way to make Cebu investor-friendly is to cut down bureaucracy to allow investors to establish business in the province with less difficulty and at minimum cost.
The Department of Trade and Industry started to address this issue through the establishment of the National Economic Research and Business Assistance Center (Nerbac) last year. Nerbac is a one-stop shop which facilitates the processing and documentation of all paper requirements in setting up a business firm in Cebu.
Joel Mari Yu, Cebu Investments Promotions Center (CIPC) managing director, said earlier that improving the over-all business climate in Cebu calls for more good infrastructure like roads, water and power supply, office spaces, telecommunications services, airports and seaports.
“Infrastructure is our weakest point,” he said.
Cebu Chamber of Commerce and Industry president Francis Monera said the local business community lauded Cebu City’s latest recognition as it is a “perfect example of a strong and healthy private-public partnership.”
“(But) we still need to work harder since there are a number of areas that can stand an ocean of improvement as can be gleaned from the report, especially in the area of infrastructure,” said Monera in a text message.

“Strong private-public partnership should continue to be harnessed in view of addressing major challenges, and eventually improving Cebu’s ranking,” he added.
Cebu-Gifts, Toys, and House ware (GTH) former president Jenifer Cruz said Cebu City, being the eighth Asian City of the future, only affirms that Cebuanos are known to be “versatile and world-class.” He added that this is why Cebu City and the province can do more to improve the current rank.
“Like in the export industry, Cebuanos are world-class designers. In the long run, the recognition will help realize the potentials of Cebu in the export industry and create more job opportunities,” Cruz said.
He said Cebu City as a business destination in the future will certainly bring in more investments in tourism, information technology, and manufacturing and distribution of goods.
Mendoza also said other cities in the province and the rest of the country should consider Cebu City as a benchmark for business models in their respective areas.
“Cebu City is a champion in many things and the province is now the eye of the entire country,” he said.
Mendoza said he agrees with Cebu City Mayor Tomas Osmeña that the whole country should improve so that other cities could also fare better in the ranking.
In the FDI list, two other Philippine cities — Quezon City and Davao City — made it to the top 10.
Cebu City ranked fourth in the list of 10 most cost-effective cities, seventh in the best quality of life category and second in development and promotion, next only to Singapore.
Cebu City, however, was left out in the list of cities in these categories: best infrastructure, most business-friendly, best human resources and best economic potential. (MMM)

Quezon City by the way is where the top universities in the Philippines, UP Diliman and Ateneo are located, even Far Eastern University and University of the East are located in Quezon City as well as Miriam College :)
This only shows that the survey/ranking is not that accurate...but then again based on the rankings, Cebu is looking good in the point of view of tourists and foreign investors :)

Wala kaha maka-affect ang mga unions, human resources' living standards ug uban pa uban factors other than the population of skilled resources?

if this is the case then the more reasons we should be in the top ten...why? because they are coming over here and in the process empowering our human resources and it's safe to say that most if not all of the pipz comin over to Cebu are the best and the brightest from other provinces...:) and i don't think they will go back to their respective provinces to work there when cebu has a lot of great companies to work for :)

actually dive i live in asturias, but i consider balamban as my second hometown, dinha ko nag highschool gud. but asturias and balamban work hand in hand man gud especially in terms of employment sa tsuneishi.
for us asturiasnon, we owe a lot from balamban. Expansions of tsuneishi are on the blueprint this time, and probably it would be on asturias. i heard that there are hectares of lot near the coastline of a certain barangay in asturias, are now under negotiation for sale to tsuneishi.
hope this will be it, so that si bingka(asturias) ug si mais(balamban) molambo as shipbuilding capital of cebu...:banana:

This is investors survey. Maybe human resources category refers to the availability of laborers/graduates that can be hired if you do business in these cities. :)

ah, btw, there was an article sa Cebu Daily News titled: "Cebu's great real estate industry 2007 (sumthing)", i think that was 3 days ago. a contributor enumerated all those under construction projects, pang SSC style, and then, he specifially said as i quote "the Toblerone tower" referring to the HongKong Hotel Tower which is being built across CBP. wait, i'll check if naa pa diri sa house ang copy then i'll manually type it kay there's no online version of the article. :cool:

Jarenz was able to personally get the email address of Vice Mayor Mike Rama, the overall chairman of Sinulog. Now what we need to do is make a formal letter of request for a PERMIT of a tent/space along the Sinulog route. This could be our last chance. So we badly need someone who can make a formal letter stating who we are, what we do, and what our purpose is for the headquarters. ASAP.
Other suggestions are very much welcomed. Salamat mga parekoy!
Just this night i was able to talk the head in charge of Pepsi Tents in Fuente Circle. She said there's no more available maybe the Pepsi could provide the tent outside Furente. She said i must secure first the permit by Sinulog Foundation
