Why? I'd rather love it pink! :D Yup, I know thet it will be painted white again coz last Sat Nov 12th, just after we left the mall, they agin painted it white... It just closed GLICO's (remember this?), replaced it with a Huge Timezone then closed half of the Timezone space and used the closed space for the Entertainment Center. EDIT:::IMO, these high rises won't be built since there would be many shops affected if they would be relocated. The Basement Parking Exit is actually just beside the area which I mistakenly outlined as the Entertainment Center. Then, supposedly, left to the Basement Parking Exit is a structure which is currently the EC. But, it must be smaller than Metro, ha. :okay: :D The EC may not be included in the miniature structure but it is part of the plan since there hasn't been any expansions done since ACC's Opening in 1994. Vudu just opened lately after it was closed months ago coz of its hot and wild chicks and sec measures of their building... I like VUDU music coz of it's techno type, VUDU is one of the sosi bars here in Cebu and lots of Manila artists party there but they're not even seen by the crown, they're just being ignored... but it's just too small... (house music, class A n B crowd, more like Vudu, its an old house converted into a bar) *Pipeline- near Grand convention (you could listen to cool music while playing billiards) *Kasadya - right in front of Sunflower (same with pipeline) *Handuraw/ Kahayag - M.J Cuenco - live music from some of cebu's local bands, great food [try their pizza]) *Pump - its in Grand convention (trance, hip-hop, RnB music) * The Village NASA is in A.S Fortuna Mandaue side - im not sure if you'll enjoy here coz you said you like the crowd of Vudu Sunflower - if korean girls are your type.. this is the place for you. but some oldies also frequent this place.. Our group was billeted in five adjacent suites, designed to accommodate visiting Hollywood royalty complete with the usual perks fit for a celebrity – plasma TV, DVD, living room, mini-bar, fruit basket, 180 thread count sheets and a luxurious bathroom with glass panels and rain shower head. For once in my life, I felt what it was like to be Leonardo Di Caprio. Lunch was served in a traditional Thai restaurant downtown hosted by Bigfoot’s Director of PR & Marketing Communications, the lovely Daphne Chua together with Jessica Kelly from the Bigfoot headquarters in LA. Our group delighted in the finest of Thai delicacies, and teased the vegetarian Jessica who ended up struggling with the meat dishes. During the afternoon, we were given a comprehensive tour of the IAFT Academy, sans the traditional mini golf carts used at Universal Studios. The campus boasts the most advanced soundstage, recording and Foley studios, a Dolby-certified sound mixing theater, and Final Cut Pro digital editing suites. We then went for a meet and greet fashion with the Bigfoot Team headed by CEO muscleman Matt Lubetich, VP of Technical Operations Mark Cabaluna, Creative Development Head Tim Doolen, Sales & Marketing Director Claude Howard, IAFT Academic Director Gemma Lucero, and Project Architect Sarah Abadia. We learned that beginning January 2006, the IAFT will offer a one-year Immersion Program to aspiring filmmakers from around the world. Under the direction of Hollywood-trained filmmakers, students will have the chance to take film courses in cinematography, directing, editing, producing, screenwriting and sound design. The academy’s philosophy is to combine both theory and real-world applications to create a hands-on approach for students. The course will consist of five 9-week sessions, with tuition cost that range between U$8,000-5,000. The goal is for students to write, produce and direct their own material and the exemplary ones will get a chance to go on an internship program with Bigfoot Productions helping them to create their own professional show reel. Later, dinner was served buffet style at Bigfoot’s version of Starbucks Café (aptly named Big Bucks!) downtown at BFE’s Corporate Office Tower. THE ULTIMATE UNDERWATER EXPERIENCE Our next day’s adventure included a choice between two tasks: Yachting or Diving. In yachting, teams got the privilege to enjoy Mick’s multi-million dollar Sun Seeker yacht docked at Shangri-La Mactan. Here, everyone got to enjoy the beautiful waters of Cebu, wine in tow. In Diving (where I was the only one brave enough to volunteer), I finally got my chance to see Moalboal underwater guided by a certified PADI-diver. But the most interesting part came when Mick showcased his unique style of underwater photography, now compiled into one beautiful calendar called Nautical Angels (incidentally, the calendar promotes the beautiful marine life in Cebu). "Many of us have had the pleasure of seeing stunning visuals of marine and coral life in the specialized field of underwater photography, but very rarely have we been exposed to settings underwater involving real people," explains Mick. With his fascination for diving, photography and beautiful women, Mick decided to up the ante by taking up the unique challenge of underwater fashion photography. All the training in relaxation, breath holding, bubble making and strategic hair movement the models receive will culminate in the shoot. An ideal shot captures the model relaxed, posing in the right place with eyes open, with hair floating upwards and out of her face, and bubbles just above her head. The hair and bubbles are considered the icing on the cake – the stamp of proof that the shot took place underwater. The longer the model is able to hold her breath, the higher the number of shots per shooting window. Her relaxation training teaches her to pose in this challenging environment without looking tense or panicky. Her bubble training allows her to release bubbles at a particular pace (as too many bubbles can block her face altogether). All these will prepare the model to coordinate her jump with the aforesaid directions. The myriad of all these factors will certainly limit the chances for success. "Unlike traditional photography, which allows the changing of camera lens to be relatively easy and accessible, underwater photography requires a camera with an underwater housing that are fitted for a single-sized lens. Hence, a shoot may require three separate cameras with different lenses and housings." Mick usually descends with one camera, having decided ahead of time which lens he would use. However, at times, extra cameras might be required. For shots requiring mobility, Mick wore scuba gear. However, for shots that required a static shooting angle, he wore custom-made shoes weighing 8 kilograms for greater negative buoyancy. Unique to Mick’s Underwater Fashion Photography is the aquatic set design, recreating a basketball headboard, boxing ring and bench press demanded tremendous creativity and engineering and perseverance. His production crew spent days of trial and error to create set designs that would sustain in an underwater environment. Good visibility and a clear sky can also go a long way to create the ideal photo opportunity. Mick and his team often use tide and time table predictions provided by the Coast Guard to study the size and direction of currents to schedule photo shoots. Bigfoot’s International Academy of Film and Television has offered numerous workshops specifically created to introduce students to the basics of filmmaking since its formation in 2003. How much will a new bridge cost? At least P18 billion, said Paul Villarete, a former official of the National Economic Development Authority. Villarete said the area where the third bridge would be built - at the end of Osmeña Boulevard near the port of Cebu - was already considered before for the Marcelo Fernan Bridge. But the plan did not push through because the distance was too great and thus more expensive, he said. He said planners eventually settled on an area that required a much shorter span, which costs less. Villarete, who was one of the planners of the second bridge, said that when they were conceptualizing the construction of a bridge to connect Osmeña Boulevard to Lapu-Lapu City in 1991, the estimated cost of the project was P18 billion. Now, the project will cost more, considering the inflation and the foreign exchange rate, he said. "Where will we get P18 billion?" Villarete asked. He clarified, however, that he had nothing against constructing a third bridge. In fact, he said, conceptualization and planning for the third bridge should start now because the "gestation period" for big projects is seven years. Take, for example, the second bridge. It was conceptualized during the term of former governor Lito Osmeña in 1991, built in 1997, and opened to the public in 1999. As for plans of building an underwater tunnel to connect the South Reclamation Project to the town of Cordova, Villarete said it would cost at least five times more than the bridge. Earlier, Mandaue City Mayor Thadeo Ouano steered clear of plans seeking the construction of a third bridge, saying the proposal of building an underwater tunnel was "more feasible." Cebu Governor Gwendolyn Garcia, however, stood pat on her call for the construction of a third bridge to ease traffic congestion on the old Mandaue-Mactan bridge and the Marcelo Fernan bridge. But instead of starting two ambitious projects, Representative Raul del Mar (Cebu City, north district) floated the idea of linking the South Reclamation Project to the town of Cordova. "It's not as easy as it seems," Villarete said. He pointed out that "many things need to be considered in building a tunnel." Speaking during the recent anniversary of the Cebu Educational Development Foundation for Information Technology (CEDF-IT), Mapa said the cyber services industry was expected to provide a total of one million jobs for Filipinos in 2010. Industry revenues are also projected to reach US$8.3 billion, he added. Advertisement In 2004 alone, he said, the industry created about 120,000 jobs and posted total revenues of US$1 billion. This year, the total number of employed workers will increase to 163,000 and its revenue to US$1.5 billion. Next year, Mapa projected that ICT jobs would reach 243,000 and the revenues to US$2.2 billion. He also estimated that the number of ICT workers would steadily grow to 368,000 in 2007, 557,000 in 2008 and 770,000 in 2009. On the other hand, the industry would generate revenues of US$3.1 billion in 2007, US$4.5 billion in 2008 and US$6.4 billion in 2009. Mapa lauded Cebu's industry players for being responsible for the development of the sector, with Cebu ahead of the others in coming up with an ICT plan. Cebu's ICT focus also concurs with the government's program, he said. In terms of the "human capital focus," Mapa said CEDF-IT is there while CIPC concentrates on attracting ICT investments in Cebu. On the other hand, Cebu's infrastructure is at par with the global standards, he said. However, he said other cities in the country also have potential to attract ICT investments. For its part, Cebu has to look closely at its human capital to see whether the required skills are present, Mapa said. He cited the need to develop skills for various sub-sectors such as business process outsourcing, IT outsourcing, software publishing, software development e-learning, digital animation/visualization, multimedia and gaming, medical transcription, engineering and design, and shared services as well. He also urged Cebu to look at other factors that would help the development of its ICT industry. These factors include telecommunications infrastructure, real estate, vendor support, local government units (LGUs), power and transport infrastructure, marketing strategy and incentives. "These should also be examined and re-examined because we have to make sure of our guarantee and commitment to the potential locators that all the support they need is with us," Mapa added. He said there was a need to develop the "ecosystem" of the cyber services industry to further promote its development. However, he urged Cebu to become a "big sister" to other Visayas locations and serve as a support hub for the Visayas-Mindanao locations. With Cebu spearheading the development, Mapa said, it would be easier for other potential areas to spread the development and use Cebu as an example. If this happens, he said, purchasing power was no longer for Manila and Cebu but the whole Philippines as well in 20 years time, Mapa said. The government, through CICT, envisions the establishment of cyber services corridors from Baguio in Northern Luzon to Zamboanga in Mindanao to be served by a P10-billion high-bandwidth fiber backbone and digital network, he said. The cyber services corridors are projected to create at least 35,000 jobs, Mapa said. Meanwhile, he said Cebu was being selected as the pilot site for a CICT project, a 20-kilometer broadband wireless infrastructure, which would be set up on Bantayan Island, the first in the Philippines. Cebu mayor, governor disagree Cebu City Mayor Tomas Osmeña believes digging a tunnel is too expensive and building a third bridge will not solve traffic problems on Mactan Island. His earlier proposal of establishing a ferry service between Cebu City and Shell Island just across the channel, Osmeña said, is better because it would spur development in Cordova town at the far end of Mactan Island. "A ferry is much cheaper. Tunnels will take years just to design and plan," Osmeña said. Shell is an island a few hectares wide some 200 meters across Mactan Channel from Cebu City. According to Osmeña's plan, a ferry service will cross Cebu City from the back of the city hall to the island. A highway will then be built from the island, which is isolated by reefs, to Cordova town. Cebu Governor Gwendolyn Garcia, however, said a ferry service is slow although it could answer the need for more access to Mactan island. "Whether you like it or not, ferry is limited with the number of knots by which the barge can run," Garcia explained. Garcia, however, admits that a third bridge or a tunnel was only possible with funds from the private sector. The government, she said, has no money to undertake such a huge project. Private investors could then try to take back their investment by collecting fees from motorists crossing the new bridge or tunnel, she said. Rodriguez Wednesday, November 23, 2005 Development planners agreed yesterday to recommend feasibility studies on building a third bridge connecting either Mandaue City or Cordova town with Lapu-Lapu City. In a meeting yesterday morning, the Regional Development Council (RDC) 7’s infrastructure development committee (IDC) passed a resolution asking the full council to take up the matter in its meeting next month. RDC 7 private sector representative Valeriano “Bobit” Avila proposed the resolution, following criticisms the Mactan-Cebu Bridge Management Board (MCBMB) got for ordering a one-way traffic scheme that caused heavy traffic on the first Mandaue-Mactan Bridge last week. IDC chairman Emmanuel Rabacal joked that Cebu City Mayor Tomas Osmeña and Mandaue City Mayor Thadeo Ouano, who are against plans of constructing a third bridge, would have objected to the resolution had they attended the meeting yesterday. However, Department of Public Works and Highways (DPWH) 7 Director Juanito Abergas said that in a traffic count and preliminary study on the proposed Lapu-Lapu City flyover, their planning division said the project is “not necessary.” Not now “According to our survey, a vehicular overpass is not (economically) feasible. The roads can still accommodate the traffic,” he told the committee. Sun.Star Cebu secured a copy of the preliminary survey, which contained data on the average daily traffic on the intersection in the Lapu-Lapu City approach of the first Mandaue-Mactan Bridge. It also included computations on traffic growth rates and projected costs and savings if a flyover is put up. Engineer Leah Negre of DPWH 7’s planning division said the preliminary survey revealed that after computing the benefit-cost ratio of constructing a P105-million flyover, the project was found “not feasible as of the moment.” The projected benefits to be reaped by road users did not exceed the capital costs and the projected annual maintenance expenses of P6 million. DPWH 7 presented results of the survey to the MCBMB before the implementation of the one-way scheme. Odd-even The agency had suggested, among others, rerouting schemes that include the revision of travel lines of public utility vehicles and an odd-even scheme to limit private vehicles. It also recommended to the MCBMB some improvements in traffic management, especially the designation of loading and unloading areas for commuters, and the training of Lapu-Lapu City’s traffic enforcers by experts from the University of the Philippines-Transport Training Center. Road excavations and maintenance work by utility firms are also to be undertaken only at night. A 24-hour vehicle towing service also needs to be available to remove all obstructions. As medium-term solutions to the traffic problems in the area, the DPWH 7 suggested that Lapu-Lapu City install an automated synchronized traffic control system for all its major intersections and widen some major thoroughfares. Strict laws Avila said the strict enforcement of traffic laws will be necessary, noting numerous cases of illegally parked vehicles along Mayor Maximo Patalingjug Jr. Ave. Even if an overpass is put up, Lapu-Lapu City still has to manage the traffic in the area well, he added. Rabacal, who also sits in the City Traffic Management System of Lapu-Lapu City, said deploying additional traffic personnel in the area will not solve the problem, since there is a need to disperse the volume of vehicles that pass through the intersection. He said Lapu-Lapu City plans to borrow money from the Capitol to finance the flyover construction. However, DPWH 7’s study showed only an average of 4,947 vehicles are expected to use the flyover from the Lapu-Lapu City public market side to the Mactan-Cebu International Airport (MCIA). Manual count An average of 5,198 vehicles are also estimated to use the flyover from the MCIA side, heading towards the public market area. The data stemmed from the 24-hour, seven-day manual vehicle count by the DPWH-Cebu 5th engineering district outside Gaisano Mactan last June 7 to 13. Negre said the estimated number of vehicles expected to use the flyover daily only represented a portion of an average of 27,914 vehicles that were recorded during the survey period. They verified the initial data during a second manual count last Oct. 25. Projected traffic growth rates of cars, vans, jeepneys, buses and trucks showed the maximum increase will be about 25 vehicles annually. Cebu mayor, governor disagree Cebu City Mayor Tomas Osmeña believes digging a tunnel is too expensive and building a third bridge will not solve traffic problems on Mactan Island. His earlier proposal of establishing a ferry service between Cebu City and Shell Island just across the channel, Osmeña said, is better because it would spur development in Cordova town at the far end of Mactan Island. "A ferry is much cheaper. Tunnels will take years just to design and plan," Osmeña said. Shell is an island a few hectares wide some 200 meters across Mactan Channel from Cebu City. According to Osmeña's plan, a ferry service will cross Cebu City from the back of the city hall to the island. A highway will then be built from the island, which is isolated by reefs, to Cordova town. Cebu Governor Gwendolyn Garcia, however, said a ferry service is slow although it could answer the need for more access to Mactan island. "Whether you like it or not, ferry is limited with the number of knots by which the barge can run," Garcia explained. Garcia, however, admits that a third bridge or a tunnel was only possible with funds from the private sector. The government, she said, has no money to undertake such a huge project. Private investors could then try to take back their investment by collecting fees from motorists crossing the new bridge or tunnel, she said. According to Villarete from another post, constructing a tunnel would cost 5 times more than building a third 18 billion bridge right? lets see 18 x 5 equals 90 billion(and the 18 billion estimate was back in '91)! and it would probably cost more if they built a transparent one which would need special construction materials. So if we just imagine that the plan goes ahead to build the tunnel, who would shoulder the expenses? (i dont really have any idea how these things work) im guessing the national government would because even if mandaue, lapulapu, cebu city and the provincial government would pool all there resources together it'd still fall short. November 23rd, 2005, 01:43 PM Infra committee urges study on 3rd bridge Development planners agreed yesterday to recommend feasibility studies on building a third bridge connecting either Mandaue City or Cordova town with Lapu-Lapu City. In a meeting yesterday morning, the Regional Development Council (RDC) 7’s infrastructure development committee (IDC) passed a resolution asking the full council to take up the matter in its meeting next month. RDC 7 private sector representative Valeriano “Bobit” Avila proposed the resolution, following criticisms the Mactan-Cebu Bridge Management Board (MCBMB) got for ordering a one-way traffic scheme that caused heavy traffic on the first Mandaue-Mactan Bridge last week. IDC chairman Emmanuel Rabacal joked that Cebu City Mayor Tomas Osmeña and Mandaue City Mayor Thadeo Ouano, who are against plans of constructing a third bridge, would have objected to the resolution had they attended the meeting yesterday. However, Department of Public Works and Highways (DPWH) 7 Director Juanito Abergas said that in a traffic count and preliminary study on the proposed Lapu-Lapu City flyover, their planning division said the project is “not necessary.” Not now “According to our survey, a vehicular overpass is not (economically) feasible. The roads can still accommodate the traffic,” he told the committee. Sun.Star Cebu secured a copy of the preliminary survey, which contained data on the average daily traffic on the intersection in the Lapu-Lapu City approach of the first Mandaue-Mactan Bridge. It also included computations on traffic growth rates and projected costs and savings if a flyover is put up. Engineer Leah Negre of DPWH 7’s planning division said the preliminary survey revealed that after computing the benefit-cost ratio of constructing a P105-million flyover, the project was found “not feasible as of the moment.” The projected benefits to be reaped by road users did not exceed the capital costs and the projected annual maintenance expenses of P6 million. DPWH 7 presented results of the survey to the MCBMB before the implementation of the one-way scheme. Odd-even The agency had suggested, among others, rerouting schemes that include the revision of travel lines of public utility vehicles and an odd-even scheme to limit private vehicles. It also recommended to the MCBMB some improvements in traffic management, especially the designation of loading and unloading areas for commuters, and the training of Lapu-Lapu City’s traffic enforcers by experts from the University of the Philippines-Transport Training Center. Road excavations and maintenance work by utility firms are also to be undertaken only at night. A 24-hour vehicle towing service also needs to be available to remove all obstructions. As medium-term solutions to the traffic problems in the area, the DPWH 7 suggested that Lapu-Lapu City install an automated synchronized traffic control system for all its major intersections and widen some major thoroughfares. Strict laws Avila said the strict enforcement of traffic laws will be necessary, noting numerous cases of illegally parked vehicles along Mayor Maximo Patalingjug Jr. Ave. Even if an overpass is put up, Lapu-Lapu City still has to manage the traffic in the area well, he added. Rabacal, who also sits in the City Traffic Management System of Lapu-Lapu City, said deploying additional traffic personnel in the area will not solve the problem, since there is a need to disperse the volume of vehicles that pass through the intersection. He said Lapu-Lapu City plans to borrow money from the Capitol to finance the flyover construction. However, DPWH 7’s study showed only an average of 4,947 vehicles are expected to use the flyover from the Lapu-Lapu City public market side to the Mactan-Cebu International Airport (MCIA). Manual count An average of 5,198 vehicles are also estimated to use the flyover from the MCIA side, heading towards the public market area. The data stemmed from the 24-hour, seven-day manual vehicle count by the DPWH-Cebu 5th engineering district outside Gaisano Mactan last June 7 to 13. Negre said the estimated number of vehicles expected to use the flyover daily only represented a portion of an average of 27,914 vehicles that were recorded during the survey period. They verified the initial data during a second manual count last Oct. 25. Projected traffic growth rates of cars, vans, jeepneys, buses and trucks showed the maximum increase will be about 25 vehicles annually. This was based on annual income, transport demand, income elasticity and population growth rates secured from the DPWH Project Management Office feasibility study. Sinjin P. Dole Secretary Patricia Sto. Tomas said the regular holiday features of Nov. 30, Bonifacio Day, will be observed on Nov. 28 instead. So if the day falls on an employee’s working day, that worker will get 100 percent of his or her regular salary for the day even if he or she does not work. Those who will work will get an additional 100 percent for eight hours of work. If they work beyond eight hours, they will get 30 percent more of their hourly rate for the day. “If the day falls on an employee’s rest day and he or she does not work, 100 percent shall apply,” the Dole advisory stated. However, those who will be asked to work on Monday, even if it is their rest day, will get 30 percent more on top of the 200 percent of their daily pay for the first eight hours. They also get an additional 30 percent of their hourly rate if they work overtime. “President Arroyo has declared Nov. 28, 2005 a non-working holiday, provided that all activities and celebrations in observance of Bonifacio Day shall be observed on Nov. 30,” the advisory read. On Nov. 30, the nation is honoring Andres Bonifacio, the Great Plebeian, on his 142nd birth anniversary. Alright, some, not everybody, have observed this and thankfully, non-smokers have ever been gracious to the city officials for coming up with the local decree protecting their right to breathe not-so-smokey air. But as years went by, the ordinance seemed gone into oblivion. Stickers with big bold letters that spells ‘NO SMOKING’ inside PUJs and similar public conveyances glued on prominent spots of the vehicle for everybody to see have been ignored by some. Even drivers who are supposed to help the city implement the law, are the ones who deliberately violate the law. Recently, a city legislator wants it strictly imposed by fielding volunteers to help implement the ordinance not just in public utility vehicles but also in all business establishments in the city. Along with this, a fine was increased ten times more hoping to get the violators’ attention that the law is a serious city ordinance that everybody should respect. The small fine may be the reason why some people find it easy to circumvent. But not this time around. The legislator wants to increase the fine ten times heavier in the new amendment. This would give, as he hopes, a clearer signal to people who want to get around the law. The fee of the first offense in the new amendment should be P1,000 (instead of P100); P2,000 for second offense (instead of P200); and P5,000 for third offense (instead of P500). People should take note that the ordinance does not apply to smoking on PUJs alone or any public conveyances but in all public places including, but not limited to, places of worship, museums, certain business establishments, schools and hospitals. Rival Globe Telecom publicly demonstrated its 3G service during an advertising congress last week. Smart, a wireless subsidiary of Philippine Long Distance Telephone Co., made its first public demonstration of its 3G network with the local press. Smart's test of the 3G network was made between the operator and roaming partner Telecom Italia Mobile. Smart has been saying that the Philippine market is not ready for 3G. It has, however, been one of the local companies applying for a government license to operate a 3G network in the Philippines. Smart revealed that it has started conducting tests with 3G five years ago. Smart with Nokia, with then National Telecommunications Commission deputy commissioner Nestor Dacanay as witness, conducted the first 3G trial in the Philippines in December 2000, according to Rolando Pena, Smart head for network services division. The Smart 3G test demonstrated a video conferencing application that runs on a 3G network using the wideband code division multiple access (WCDMA) standard. This standard provides around 216.9 kbps bandwidth, according to Smart. ABADILLA SHENZHEN, China — Huawei Technologies Co. Ltd., the largest telecom vendor in Mainland China, is eyeing the Third Generation (3G) handset and network market in the Philippines, according to Corporate Communications Department Director Fu Jun. "We hope to provide 3G network to Sun Cellular although we are open to other opportunities," he noted. Since last year, Huawei’s 3G handsets and data cards have been commercially used all over the world, specifically in Western Europe. The price of their 3G handsets varies, depending on their configuration, from US$250 to $400 per handset for the top model. The low-end, mass market handsets will go for $150 per unit, according to the Director. Overall, Huawei believes that 3G handsets should not be a lot more expensive than existing 2G handsets. And while Huawei did not make 2G units, it ventured on handset manufacturing to help its sell its 3G networks to mobile service providers. Already, Huawei has set up a handset manufacturing subsidiary which hauled in $400 million revenues in 2004 and expects to bring in some $700 million this year. A parade of nations at 4 p.m. will usher in the opening ceremonies on Osmeña Blvd. Each delegation will be accompanied by school dance troupes wearing the national costumes of the countries while dancing to the Sinulog beat. Cebu is host to six events, including the first-ever dancesport competition. Besides dancesport, which will be held at the Waterfront Hotel, Cebu will also be the site of the competitions in sepak takraw (San Carlos gym), pencak silat (Cebu Coliseum), judo and karatedo (Mandaue Sports Center), and mountain bike (Danao City). "We are done with all the groundwork for the opening rites presentation," Cebu SEAG Organizing Committee (CebuSoc) chairman Jonathan Guardo said. "We are all set for the SEA Games. Everything has been taken care off." CebuSoc has appropriated R2.5 million just for the opening of the games alone that is expected to attract around 20,000 viewers. "We intend to make the SEA Games opening a historical occasion for every Cebuano. It will definitely be worthwhile experience to look forward to," Guardo said. Cheryl Ouano, CebuSoc vice chairman and Mandaue City Sports Commission head, said Mandaue City, which hosts two events, will present its colorful Mantawi Festival. She said that they have been practicing their production number where they aim to impart to other ASEAN countries the city’s cheerful history. Aside from Mantawi, the opening ceremony will also feature the Sinanggiyaw of Dumanjog, Karansa of Danao City, Palawod of Bantayan Island, and the winners of the 2005 Sinulog Festival. The ceremony will start with parade of athletes from the 11 participating countries to be augmented by dancers wearing the respective national costumes of participating nations. The affair will be highlighted by a 10-minute fireworks display, said Guardo. Dago-oc The Freeman 11/25/2005 A week after its rival company publicly tested the 3G (third generation) technology, Smart Communications Inc. also countered with its network test showcasing its capability in this latest development in telecommunication industry. Smart conducted the first inter-network 3G video call in the country during an international telecom conference held in Shangri-La's Mactan Island Resort Wednesday. The video call was the first public demonstration of Smart's test 3G Network, awaiting the commercial permit to be released soon by the National Telecommunications Commission (NTC) on the 3G technology. It was made between Smart and roaming partner Telecom Italia Mobile. "The success of this video call between our 3G test network and that of our European partner is proof of Smart's capability to offer 3G-enabled services and its commitment to always stay a step ahead of the others," said Smart head for Network Services Division Rolando G. Peña. The 3G wireless communications technology will make possible high-speed data, voice, and video services. It promises greater bandwidth and higher transfer rates ranging from 384 kbps (kilobyte per second) to 2 Mbps (megabyte per second), a quantum leap from GSM technology maximum speed of 9.6 kbps. This speed also allows easier Internet browsing and the downloading of huge files. Peña vowed to immediately offer the service as soon as it gets the NTC permit, that would probably a year from now. It is expected to attract initially the high-end market, while this particular service will be first introduced commercially in key cities and class A municipalities. Globe Telecom also held a public network demonstration of 3G in the country last week in Cebu, tested by its chairman Jaime Augusto Zobel de Ayala. According to Peña Smart started conducting tests with 3G technology five years ago. In December 2000, the company together with communications solutions provider Nokia, and then NTC deputy commissioner Nestor Dacanay completed the first every 3G trial in the Philippines. The trial focused on testing the video conferencing capabilities of the system, which ran on a Wireless Code Division Multiple Access (WCDMA) platform. Transfer speeds of this year 2000 test run were recorded at 216.9 kbps. This time around, Smart is demonstrating its 3G capability. With trial permit and frequencies from the NTC, Smart has set-up a 3G test network in Mactan to in time for the Inter-working Roaming Expert Group (IREG) Conference at Shangri-La which was attended by over a hundred delegates from all over the world-rarely held outside Europe. IREG is the group within the international body GSM Association that addresses the technical, operational, and performance issues supporting international roaming services. The group is composed of different telecommunications operators from around the world. "We have decided to stage our test facility for 3G in conjunction with the IREG event to show our international counterparts our capability in providing mobile broadband services," Peña said. 3G, or as the name implies, follows the first generation (1G) and second generation (2G) in wireless communications. 1G began in the late 1970's and lasted through the 1980s. These networks featured "cellular mobile radio telephone" that uses analog voice signaling. The 1990s ushered in 2G, which features digital voice encoding.
