CEBU CITY—Calls for another people-power uprising are hogging the headlines, but political and business leaders in Cebu say they are not interested in joining mass actions against the President and would rather focus on keeping the momentum of Cebu’s fast economic growth.

Mayor Tomas Osmeña, a known ally of the President, told businessmen in Cebu there is “nothing going on” in the other cities outside the capital, adding that the anti-Arroyo sentiment is only felt in Metro Manila.

“This is basically a play in media to show that the negative sentiment is felt nationwide. Let us not fall into that trap. They only want to show a picture that the country is destabilized,” the mayor told the general-membership meeting of the Cebu Chamber of Commerce and Industry (CCCI) Friday. “Manila is not the Philippines,” he asserted.

Aside from saying it supports “any effort to find the truth,” the local business sector is more inclined not to support any calls for the President to step down.

In a speech, CCCI outgoing president Francis Monera said leadership should be characterized by “honesty, transparency and accountability.”

“The very bedrock [of the country] is truth—the very big challenge for leadership is a consistent adoption of integrity,” said Monera, who is also president of Ayala Land local subsidiary Cebu Holdings Inc.

In an interview, Monera said the chamber has not yet met to make its stand on the present political crisis hounding the President. He said, however, that they would rally behind the stand of CCCI’s umbrella organization, the Philippine Chamber of Commerce and Industry (PCCI), which signified support for the President.

Still, Monera said whistle blower Lozada “symbolizes the dilemma of the people” who are already fed up with brazen corruption in the country.

“His coming out in the open alone deserves some credit,” he said. “But we have to hear both sides of the story and we haven’t yet done that.”

It is important, he added, “that we preserve the institutions of democracy rather than protect the personalities.”

The more critical Cebu Business Club (CBC) is also not calling for the President to step down—a different stance from its mother organization, the Makati Business Club. Instead, the club said the present administration should initiate reforms, citing the danger of changing the leadership at this time.

“The CBC is calling upon our present leaders to be more sincere in reforming the system of governance. The change should start now and with the current leaders. Otherwise, we will be going from one dysfunctional form of governance to another,” CBC president Gordon Alan Joseph said.

For his part, Mayor Osmeña said, “We should stop bitching about what is happening and continue working hard to survive. Let us work on what we have and make the most out of it. I think this is what Cebu is doing, that is why it is moving forward,” he said.

Cebu has been influential in both People Power 1 and 2—being a de facto seat of opposition during those times. In 1986 then-President Corazon Aquino went to Cebu City to seek counsel of the Carmelite nuns and was under the protection of local political leaders in the days leading to People Power 1, whose anniversary is commemorated Monday.

Cebu leaders were also unanimous in opposing the administration of then-President Joseph Estrada since his early days in power, eventually culminating in mass actions simultaneous with People Power 2.

Mayor Osmeña said political leaders in Cebu are trying hard to make their territories fiscally independent from the national government so Cebu could protect itself from the turbulent political situation in Metro Manila.

“I have given up on the national system a long time ago. We have a Senate that’s instead busy doing investigations and has failed to respond to the needs of the people,” he said.

“Time will come [when] we will no longer need national leaders. We will be better off on our own.”

Rep. Pablo John Garcia (3rd District), in a radio interview, criticized leaders of the Catholic Church for quickly demonizing Malacañang without studying the facts behind the controversial national broadband deal.

“It’s sad to know that on the basis of an unproven allegation [testimony of Rodolfo Lozada] they [Catholic Church leaders] would immediately call for the President’s resignation,” said Garcia, the younger brother of Cebu Gov. Gwendolyn Garcia.

i believe that the foundation to all government in this world should be honesty and credibility to work. about the the zte issue, i think overthrowing this administration will not help in building honesty and truth in the government. kinsa man sa government ang truthful 100%. i think those people who say that they are 100% honest - or even never lied - are hypocrits. politics is not absolute honest. politicians should be cunning - that's why they are called strategist. now, if papahawon si gloria, do you think ang mopuli niya honest? everyone have their own motives.
for me, instead of going to the streets, i have to be vigilant towards the government more. this is a call for us not to be ignorant anymore.

Mayor Tomas Osmeña said that 71 years after Cebu City became a city, it still does not enjoy the autonomy that the national government claims to give to local government units in the country.

In his speech during the Cebu City’s 71st Charter Day celebration, he said that the national government’s claim that it is giving autonomy to LGUs is a “complete distortion” because until now the national government continues to control the local governments.

Osmeña spoke before the employees of City Hall and other city officials during the program and floral offering at the monument of Don Vicente Rama, the father of the Cebu City Charter in front of the Bureau of Fire Protection building along N. Bacalso Avenue.

“If we listen to media, it is always projected by the national government that the local government is empowered and given more autonomy,” he said. But he added that the autonomy that the LGUs have now is just a fraction of the autonomy it had during the American regime.

“Under the Americans, maybe we have three times the autonomy we have today.”

The mayor cited that during the American regime, the schools and police departments and even the ports were under the mayor. The task of appointing the judges of the local courts also belonged to the mayor, he added.

Now, Osmeña said that the only power of the mayors like him is to appoint the department heads and the casual employees in City Hall.

“The reports that said the national government gives more autonomy to the local governments is a complete distortion,” he said.

Despite this, Osmeña said the city will continue working to improve and move ahead on its own despite whatever is going on in Manila.

“We become independent because we work for it and we will accomplish it,” Osmeña said.

The mayor has always been reiterating that Cebu City became what it is today because it does not get affected by what is going on in the capital and it does depend on the national government.

Meanwhile, descendants of Don Vicente Rama yesterday led city officials and employees in offering flowers at the monument to the creator of the city’s charter.

Micheline Francisco Rama, the daughter of Vice Mayor Michael Rama and the great-granddaughter of Don Vicente Rama, delivered the response from the Rama clan.

She said that Cebuanos should be proud of the legacy left behind by Vicente Rama and we should continue to work to add to what he has done for Cebu City.

Don Vicente Rama, as senator, proposed legislation Commonwealth Act No. 58 in 1935 to create the City of Cebu. The New City of Cebu, under the law, was granted more powers including independent sourcing of revenues in order not to rely on the financial assistance of the national government.

The national assembly approved the creation of the City of Cebu in 1936, signed into law by Pres. Manuel L. Quezon shortly before February 24, 1937.

The Cebu Chamber of Commerce and Industry (CCCI) along with Cebu City Representative Raul del Mar of the north district will be convening all Mayors in the province for the approval of the Cebu Economic Development Zone after the proposal was approved last week by the Lower House committee on economic affairs.

Del Mar said it is necessary to get the approval of the mayors as the approved House Bill 1319 will be forwarded to the Committee on Ways and Means.

“I don’t want this approved in Plenary without the approval of the local government unit [LGU] leaders,” Del Mar said.

City Mayors in the entire province of Cebu will be consulted first on this proposal, then CCCI and some Congressmen led by Del Mar, will invite Governor Gwen Garcia and town mayors in the province to re-visit the CEDZ project.

The LGUs approval to the proposal will be used as back-up as soon as the Bill will be dished out in the Plenary Session.

Del Mar, who was also a former CCCI president, said he expects a smooth approval in the LGU level of the CEDZ bill, especially that the CCCI-CEDZ study committee is bound to complete a second study to strengthen the proposal’s feasibility to become a law.

Although some Mayors, especially Cebu City Mayor Tomas Osmeña vocally expressed opposition of the proposal, saying it would affect the revenue generation of the local government offices.

Del Mar said the consultation with the Mayors in both cities and municipalities is aimed at providing wider perspective on the creation of CEDZ that will be supported by the two studies made by the CEDZ advocacy group.

This first-of-a-kind initiative to be done in the Philippines (so far), aims at harnessing the resources of the entire Cebu Island, which possess all the economic ingredients and qualifications of a viable economic zone, as a pilot area for sub-national business environment reforms.

The Study Group led by former CCCI president Gerry Sta. Ana worked towards non-traditional and innovative ways to create opportunities and give investors maximum value for their investments.

With the help of German experts, study results on local and international best practices in economic zone development were put together and adopted where found suitable for Cebu.

Considered as the flagship project of CCCI in the last two years, under the leadership of outgoing president Francis O. Monera, the concept and objective of the bill was thus developed along the lines of establishing the Cebu Economic Development Zone into a self-sustaining, industrial, commercial and investment center that will put in place a wide-reaching employment and investment generation mechanism.

The CEDZ is envisioned to be a paradigm of an effective and functioning Public-Private Sector Partnership with the private sector taking the lead and government providing infrastructure and institutional support and contributing part of the needed resources.

The House Bill 1319, which was on its second hearing, was approved by the 35-member committee chaired by Rep. Ramon “Red” Durano of the 5th district, Thursday last week.

In a separate interview with Sta. Ana, he said that the second detailed study which focused more on the loose-ends of the previous study, will be out soon.

Specific issues will be addressed properly, that will include specific figures how the ecozone concept can propel Cebu’s economic growth and help provide increase revenue generation to each LGU in the province.

The bill was supported and pushed by all Cebuano Congressmen and was filed July of last year.

Proponents of the planned 120-hectare economic zone in Sangi, Toledo City are fast tracking their works in settling issues in order to start the ecozone project within this year.

Toledo City Mayor Arlene E. Zambo said while the group’s problem is still on the negotiation of the 59 hectare lot, which is currently owned by the Social Security System (SSS), she is confident that they can start the project before 2008 ends.

“We are still waiting, however, for the SSS to sell their part of the lot. The City is talking to them and we will facilitate the selling transactions,” she said.

The Mayor is optimistic that they can negotiate with SSS in the next few months, as the lot is now idle.

Atlas Consolidated Mining and Development Corporation (ACMDC), former lot owner, used the property to pay for its delinquency in membership premium payment of its employees before it ceased operations in 1992.

The negotiation of the SSS-owned lot is one of the hitches why the group cannot take off with the ecozone project.

According to Zambo, the lot, where Toledo Power Corporation (TPC) and Atlas Fertilizer Corporation (AFC) are operating, already qualifies the ecozone requirements of the Philippine Economic Zone Authority (PEZA).

The lady Mayor said Global Business Power Corporation (GBPC), and Carmen Copper Corporation (CCC), formerly ACMDC, are interested to purchase portions of the lot.

GBPC, a member of the Metrobank group, owns TPC while CCC is the mother company of AFC. GBPC owns around 24 hectares of the said property while CCC owns the 27 hectares. The remaining 10 hectares are owned by Toledo City.

Zambo said the City is targeting to complete ‘the ecozone project within this year in order to sustain the economic recovery of the City especially that more industries are eyeing to open up their businesses in the Western part of Cebu in Toledo.

Toledo, which is located 50 kilometers from this city, aims to attract more industries through an ecozone. The City is the host to a 246 megawatt coal fired power plant, a joint venture by GBPC, Aboitiz Power Corp. and Vivant Corp.

“The City has made itself ready for investors since Atlas decided to operate again,” Zambo said.

Aside from AFC, CCC will also start mining operations in barangay Lutopan in the third quarter of the year.

Zambo said the City Council has approved tax incentives, including five years business tax holiday, for companies that would locate in the City.

Retail stores such as Prince Warehouse Club Inc. and a Gaisano chain of department stores will establish branches in the City this year. Metrobank has also expressed interest to open up a branch in the City in the next one or two years.

The “city with golden opportunities” also plans to position itself as an eco-tourism education and leisure hub in Cebu.

The city has four seaports and 2 domestic airports (both developed by ACMDC). It has four private schools and two tertiary schools.

The third building was recently finished..

The fourth I guess has not started yet? I'm not sure.. :dunno:

guess that doesn't matter much, i think. MTC ain't too visible from the road/side-walk coz it's behind that Shang Japanese resto. we'll see what the tenants are gonna be. since most of the resto's clients are Japanese executives which are heavy spenders, i hope MTC targets the mid-upper class market di ba. hopefully they'll house a bigtime coffee chain, pizza bar and at least a 24-hour store para less hassle for me. :cool:

ok is it just me or does anybody else think that beige paint looks so ugly. i have issues with old buildings in the city (case by point city hall and countless other buildings in colon street). first of all most of them looks tacky enough as aesthetic deficient chunks-of-concrete edifices. if theyre gonna do a make over, they might as well start by using better paint.

just like what they did to usc-main. when i was still in college, the green with white looked so horrible. now its way better.

Thank you and hopefully....anyone who worked there can take a picture of tsuneishi slipway expansion phase 1,2,3,4 i have been in balamban 2 years ago but so far,i am here working in DUBAI

as ive said previously they will be expanding close to 80hectares more bai! current property is 40 hectares only... next year we will see the company triple its capacity. 3 slipways are operational pa bai. with another 80hectares maybe there would be adding 6more slipways! ang saya noh! :cheers:

there are also talks that they would build a slipway capable of handling a 400,000dwt vessel. :)

the company is also experiencing manning problems. they are ready to welcome all Engineers to work for the company Electrical, Civil, Mechanical, Naval Architects, welders, pipers, basta naay muscle pwede!... the main problem lng sa area is "peace and order" in the area. daghan na kaayo mga workers "Gi.dunngab and nabirahan" sa mga tambays "local residents" sa balamban. hope these will be addressed by the towns local council and police.

Yup I think they were supposed to expand at the property across GrandCon..

My high school classmate who's lolo or dad was once the barangay captain of that barangay there told me that Ayala offered them to buy their property.. This was more than 10 years ago when we were still in high school.

They're living now in an upscale village in Talamban.

- In 1937, the Cebu Provincial Capitol was built.. It is a very massive and imposing government center building at the terminus of a well-planned boulevard/avenue signifying the importance and influence of the province in the Visayas.

- In the mid to late 1960s, construction of the North Reclamation Area started which provided more space and berthing areas for the port area;

- In the mid to late 1960s, construction of the first Mactan-Mandaue Bridge began thus propelling the development of Mactan... the Mactan Alternate International Airport was then developed;

- In the 1970s, the Mactan Export Processing Zone (now Mactan Economic Zone) was established;


.... so on and so forth...

The city government will decide today whether or not vendors at Unit II of the Carbon Public Market can remain in their present locations with the impending construction of the P135-million ramp in Unit II.

City administrator Francisco Fernandez yesterday said the decision will be made after he confers with the City Engineering Office on the appropriate move considering that the relocation site for the vendors is admittedly not yet ready for use.

Fernandez said they are considering the possibility of requesting the contractor of the ramp project to also do the asphalting of the area where the vendors would be relocated. The area is adjacent to Unit II.

Last week, the vendors sent a letter to Mayor Tomas Osmeña and asked they be made to stay in their present sites longer, precisely because the relocation site is not yet suitable for occupation.

The city has already extended the deadline for the vendors and illegal settlers to voluntarily vacate Unit II to give way to the construction of the ramp. The deadline was supposed to be yesterday, February 26. The city will also clear Unit I of the market and the entire Quezon Boulevard of vendors.

There are some 100 vendors in Unit I who are formerly occupants of the razed building of Unit II, and around 400 to 500 ambulant vendors along Quezon Blvd. but city market administrator Racquel Arce said they will prioritize the legitimate vendors over the ambulant ones.

The city government has contracted the services of W.T. Construction in 2004 for the reconstruction of a ramp from F. Escaño to F. Gonzales Streets with a contract price of P134,500,000.

The City Engineer’s Office earlier explained that the project has not started immediately due to existing problems with Young Builders Inc., the former contractor of the project.

The civil works on the market’s reconstruction was delayed after Young Builders, the contractor hired by the previous administration to rebuild Unit II, built a fence and refused to allow entry to the area until the city pays it an additional P6 million.

Young Builders had been awarded the P22-million contract by the previous administration to rebuild the Unit II of Carbon Market, which was razed in 1998. But when Osmeña was reelected as mayor, he decided to have a P135-million ramp built to decongest traffic at the Carbon area and aborted the services of Young Builders. – Joeberth M. Ocao/MEEV

Exactly.. I was quite amazed because in 1937, a very massive and imposing provincial capitol complex was built -- a sign of a growing power and influence.

Were the Americans anticipating something in the future?

In the 1960s, the North Reclamation Area was built which increased the capacity of the port to handle traffic. Hehe..

I think Cebu's progress is due to the initiative of the local leaders and not by "pampering" from the national government or from media who started calling Cebu as Queen City.

Many are criticizing Cebu for having such a huge debt because of the SRP compared with their "place" that are debt free but even the world's top corporations have debts in the bank, hehe..

well, i have been to manila and one thing to differ cebu is that cebu is much more laid back. it still has the "island feel" but with a modern twist. sa manila everything is fast and sometimes you get overwhelmed. but in cebu, you have the time of your life.
i have read the article, thanks pala LORDCARNAL. in the eyes of the filipino, philippines is in the negative territory. filipinos keep on blabbing about how bad the country is without even thinking that he/she is not contributing any good to the country. palagi tayong reklamo. to politicians, e tayo din naman ang nagelect. to the garbage all around, e tayo din naman ang tapon ng tapon. instead of choking ourselves to death with nonsense, we should act na lang.

well said kurom, as they say, change starts from within... just a question guys....do you know if there are any development plans near the Old White Gold and old PUJ terminal for the north as well as the stretch from that place going to SM (normally the route of Mandaue PUJ coming from cebu city) it seems it houses mostly logistics providers in that area with all those big trucks and dilapidated roads, hope somebody can give us updates....thanks....

CEBU CITY—The business-process outsourcing (BPO) industry in Cebu is set to create an additional 50,000 jobs in the next two to three years based on the volume of development now ongoing in Cebu City alone.

Ayala Land subsidiary Cebu Property Venture Development Corp. is optimistic the BPO sector in Cebu will continue to grow despite a slowdown in the US economy, which is the biggest client of the Philippines.

Cebu Property president Francis Monera told BusinessMirror that interest from BPO companies in Cebu remains high mainly because of its strategic location, its deep pool of talent and the amenities of the island’s tourism destination.

“More and more companies are realizing the benefits of outsourcing. We are not only seeing call centers but accounting services, human resources, architecture and software development,” Monera said.

“Cebu is an ideal destination for investors because it is a compact city where you can go to the beaches, the golf course, the malls and the mountains in just a few minutes; plus, it has all the amenities of a cosmopolitan city.”

Cebu Property’s flagship project in Cebu, the 25-hectare Asiatown IT Park, continues to attract local and foreign investors. The property has some 11,500 square meters of leasable area in four major buildings, employing close to 11,100 BPO
employees.

There are four ongoing projects in the property—the E-Biz of Cebu Property, the 11-story Skyrise 2, a 15-story TGU Tower and the 17-floor i3 building. The four projects will add 57,000 square meters of leasable space to Asiatown.

“Given the Asiatown experience, one square meter of leasable space translates to one job created. We are optimistic there will be more than 50,000 additional jobs in Asiatown alone in the next two to three years,” Monera said.

In 2006 the IT park only had 6,000 square meters of leased space and started only with software companies NEC and Epson as its first multinational clients. The property was named before as the Cebu Civic and Trade Center but was repositioned in 2000 by Ayala Group into a BPO hub, thus, Asiatown.

Located on the old La Guardia Airport in uptown Cebu City, Asiatown is also looking at a five-hectare phase two which would come into play depending on the availability of properties in phase 1.

Monera, however, said the fast arrival of BPO companies in Cebu would mean the talent pool is fast running out. He said there is a need for a concerted effort by the government and the private sector to catch up with the demand.

“More students should be encouraged to take IT courses because IT will be here to stay,” he said.

I love the idea of having the poolside that way, it's definitely a nice area to relax, too bad you've mentioned that it will soon disappear with the upcoming construction of those two high rises infront of Parklanes view.. Who knows, it might not be all too bad when that time comes..

Do you any of you mind if one of you guys can tell me the rate in that parklane Hotel? I do prefer Marriott though since it's real close to Ayala Center.

speaking of Lahug, thanks to the procession held for St. Therese the other day, i would have never got to appreciate the neighborhood located in the vicinity of the Military Camp, it has this cozy and warm feel to it, with the contrast of urban development--plus the fact that there are many great restaurants in the area

WITH the launching of its first motor yacht yesterday, a fiber glass manufacturing company based in Talamban, Cebu City bared plans to attract owners of luxury yachts who need to refit their boats.

Tim Hannam, chief executive officer of Coastline Mouldings Group Inc. (Coastline), said the “super rich” regularly send their “super yachts” for refitting, which may involve re-upholstering, repainting and even reconditioning or upgrading engines.

He said the luxury yacht refitting industry used to be dominated by companies in Australia, Hong Kong and New Zealand, but investors have realized they could save cost by operating in Asian countries in Vietnam and sub-Malaysia.

“Why can’t we do it (refitting) here in Cebu,” Hannam said in a speech during the launching of Coastline 42 Skydeck, a 42-footer motor yacht that will serve as Coastline’s showboat.

With the completion of the Coastline 42 Skydeck, the company has proven its capabilities to build world-class motor yachts, he said. He pointed out that the motor yacht, which is ideal for family outings, has Japan-made engines and a refrigeration system from Italy, among others.

Coastline is refitting an 82-footer steel boat, which, Hannam said, will test the company’s capability to refit super yachts.

He said the company is targeting to build 20 yachts of the same size as Coastline 42 Skydeck within the year, depending on orders.

He added, though, that Coastline will build three new 42-footers even without orders for marketing.

Since the company uses production modules, it can build a 42-footer motor yacht in six weeks, he said.

Hannam said Coastline is also planning to increase its investment, which stands at $2.5 million at present, once the orders come in. The company intends to expand its Talamban plant to 11,000 square meters from the present 2,000 square meters and increase its work force to as much as 250 within 12 months from the current 50 workers.

Aside from building yachts, Coastline also manufacture modular swimming pools, mooring dock or swimming platform and playground equipment.

Hannam said the company is in talks with three foreign boat dealers for possible collaboration.

“It’s very exciting to see another major effort to showcase Cebuano skills,” said Cebu City Mayor Tomas Osmeña during the launching of the Coastline motor yacht at the Porter Marina in Liloan.

Coastline also plans to offer cruises, dive safaris and even corporate entertainment aboard the Coastline 42 Skydeck and the 82-footer steel boat, once its refitting is completed.

Hannam said the company wants to provide tours or cruises at sensible prices and will target Korean tourists. (LAP)

CEBU CITY — The Visayan Electric Co., Inc. (VECO) is aiming to offer prepaid electricity to its so-called lifeline customers in the third quarter of the year.

Jaime Jose Y. Aboitiz, VECO senior vice-president, said the system will initially be offered to customers who consume the minimum 50 kilowatt-hours or less a month as well as to customers "who are expensive to keep."

He was referring to customers who repeatedly fail to pay their bills on time and frequently get their power lines disconnected.

"They’re expensive to keep because our people have to keep visiting their homes to disconnect and, then later, reconnect their lines. It takes only P10 to get reconnected and we spend so much for these activities," Mr. Aboitiz said.

With a prepaid electricity system, which will be similar to the prepaid mobile phone system, Mr. Aboitiz said such customers will have the opportunity to purchase electricity based on their financial capacity.

He estimated that about 80,000 of VECO’s 275,000 customers are lifeline customers.

VECO will send a team to South Africa to observe the prepaid electricity system there in preparation for its own prepaid system.

"We will also invite the ERC [Energy Regulatory Commission] to join the trip because this is new, even for the ERC, and we want them to see for themselves how this works," Mr. Aboitiz said.

The company also wants to learn from the experience of the Leyte II Electric Cooperative (Leyeco) which pioneered the system in 2004. Leyeco has deployed 2,500 prepaid electric meters in Tacloban City and Palo town in Leyte and is preparing to acquire 500 more prepaid meters.

VECO, which is owned by the Aboitiz and Garcia families, is the second biggest private utility in the country. It serves Metro Cebu and neighboring towns. — Marites S. Villamor

i believe the gokongweis already bought the property (the whole block) but there is some kind of problem on the transfer of the title on the side of the government. the land is still idle.

^^ @kurom is correct. the cebu city government cannot transfer the title yet to the gokongwei's because the commission on audit questioned the bidding process. without COA's approval on the bid, cebu city government cannot sign the deed of absolute sale between the city government and gokongwei's company.

Mayor Tomas Osmeña yesterday said that if he has his way, he wants the ports transferred out of Cebu City.

The mayor also supported the proposal of Reps. Raul Del Mar and Pablo John Garcia to give authority to local government officials to sit in the Mactan-Cebu International Port Authority and Cebu Ports Authority.

Osmeña is particularly interested in the CPA because he wants major changes in the way the port is managed.

The mayor said that at present the members of the port commission have their own personal interests as representatives of their own sectors like the arrastre and ship owners.

“That’s wrong because there would be conflict of interest. They should look after what is good for the port, country and the people,” Osmeña said.

He also emphasized two things that the ports commission should focus on —starting the expansion program and making the port not a place for maintenance of ships.

“Like a bus stop, the port should be for loading and unloading only,” the mayor said. But he added that what he saw at present is the opposite because the ships now dock at the port and conduct overhauling and repairs there.

Because of this, Osmeña said that if he sits as a member of the Cebu Ports Commission, he will push for transfer of the port outside Cebu City like Liloan or Cordova.

“The ports do not have to be in Cebu City like the airport should be have to be in Cebu City. The city is just too congested. There is too much space in Cordova,” he said.

By transferring the port outside Cebu City, he said that it would not only decongest the city but also disperse industries.

During the hearing conducted by the House Committee on Transportation the other day, Del Mar and Garcia agreed that the Cebu City mayor and Cebu governor must be included as members of the Cebu Ports Commission, the CPA’s policy-making body.

Del Mar said it is important that the mayor becomes a member of the commission considering that CPA’s principal office and ports are in Cebu City.

The governor also represents the entire province considering that there are ports in different municipalities, which are under the territorial jurisdiction of the Cebu Provincial Government but under the control and supervision of CPA.

In the MCIAA charter change, both del Mar and Garcia agreed that the Lapu-Lapu City mayor will be a member of the MCIAA Board considering that Mactan-Cebu International Airport is located within his territorial jurisdiction.

The committee ordered the MCIAA and CPA through MCIAA general manager Danilo Francia and CPA general manager Angelo Verdan, who were present during the hearing, to submit whatever additional amendments they have.

It was proposed that the CPA commission’s membership must be composed of either five or seven persons. If seven, the DOTC secretary shall be the chairman, the general manager as vice chairman, three commissioners, the Cebu City mayor and the Cebu governor. — Wenna A. Berondo/BRP

Mayor Tomas Osmeña yesterday denied the appeal of the affected vendors to postpone the construction of the P153 million Carbon market ramp until the time their relocation site is cleared to make their stalls there still visible to the buying public.

The city could not delay further the project, said Osmeña who ordered WT Construction, the project contractor, to start construction works now. “We must go. This is too much already. This has already become an implementation of talking. Enough of talking,” he said.

The mayor explained to reporters, during his press conference, that the project could not be delayed any further because the price of its construction has been going up. The project was budgeted long time ago and the city has to make adjustment with the cost because of the delay in the implementation, he said.

“So everybody must move, that’s it. I think delaying the project by few years is more than reasonable. I don’t have much time already,” he said.

Maria Pino-Buanghog, chairperson of Cebu City United Vendors Association, said they have not been opposed to the project, and all they wanted was to be given a relocation site that is conducive to the vendors’ livelihood.

The vendors were at the City Hall yesterday to bring their appeal to the mayor, then went out in tears after learning that Osmeña had already rejected their plea for postponement and already gave the go signal for the project construction. Buanghog said close to 1,000 vendors would be affected by the construction of the ramp.

City Market administrator Racquel Arce earlier said that the legitimate vendors numbered about 100 only. They formerly occupied the razed building in Unit II, while there are around 400 to 500 ambulant vendors doing their trade along Quezon Boulevard.

With the order to start construction already given, Arce said the city had to ask the affected vendors to vacate the place and moved to the relocation site provided for them. They will be temporarily relocated to a lot that was vacated by Young Builders Inc, said Arce, adding that the area will be cleared for the vendors. —Wenna A. Berondo

THE developer of an upscale residential resort in Cebu has invested in a flood control infrastructure for the project’s drainage system.

Landco Pacific Corp. (Landco), whose pilot project in the province is the Monterrazas de Cebu, inaugurated last Wednesday the first four of a series of detention ponds each designed to hold 2,000 to 3,000 cubic meters of rainwater.

Limolo Galo, Landco business development director, said the ponds indicate the firm’s commitment to protect the environment and comply with city regulations.

Galo said Landco understood that a proper drainage system is important in undertaking the project since it covers mountain barangays in Cebu City.

Catchments

Monterrazas de Cebu, whose development started in April 2007, spans four kilometers and covers portions of Barangays Guadalupe, Tisa, Labangon, Buhisan and Sapangdaku, all in Cebu City.

According to a Landco press statement, the project’s overall drainage basin will cover the entire drainage system of the Linap Creek catchments with an estimated total area of 760 hectares.

The major drainage basins are subdivided into three major basins. The northern portion discharges storm flow into the Guadalupe River, while the southern part flows into Linap Creek.

A filter lining will be installed in every pond to filter solid wastes that usually clog water outflow passages.

This extensive storm contingency program will develop an on-site storm-water detention infrastructure designed to be 20 percent above the requirement of the Cebu City master plan, the statement read.

More ponds

Michael Reyes, Landco vice president and head of the Visayas and Mindanao group, said the company is planning to construct 25 to 30 detention ponds —each costing about P2 million — to cover the entire 200-hectare development.

“We will also study how to retain the rainwater, maybe through filtration, water treatment, etc.” he said, adding that Landco is in talks with water technology solutions provider Mactan Rock Industries Inc. on how to maximize rainwater reserves at the property.

Monterras de Cebu is a joint venture of Landco and Genvi Development Corp., which is headed by siblings Augusto and Margarita Villalon.

The entire mixed-use enclave will feature a line of upscale real estate products — such as houses and lots, townhouses, condominiums — health institutions and a village commercial center to complete the lifestyle needs of its residents. (MMM)

THE developers of a 200-hectare residential community in the mountains of Cebu are optimistic with the Cebu market as they aim to launch the North Ridge portion of their Monterrazas de Cebu project in April 2008.

The North Ridge project is part of the upscale property which caters to upper-middle class market.

Monterrazas de Cebu, which literally means mountain terraces, cuts across three Cebu City barangays—Labangon, Sapangdaku and Guadalupe. It is located 350 meters above sea level.

The property is a joint venture of Genvi Development Corp. of the Villalon family and Landco.

“We are very optimistic with the Cebu market. It is not the typical Manila market that is really high-end, but you have a good number of upper middle and middle class markets,” said Michael Reyes, vice president and Visayas Mindanao group of Landco Pacific Corp.

Reyes said each lot-block in North Ridge covers 350 square meters and priced between P10,000 and P12,000 per square meter.

This means that each lot-block in North Ridge costs between P3.5 million and P4 million.

Landco has previously launched the prime portion of the project called The Peaks last August 2007.

Ninety lots in the premium, “ultra high-end” portion are priced at P15,000 per square meter.

For other developments, Landco business development officer Lomilo Galo said the village center and commercial center of the subdivision are expected to be completed “five to 10 years from now.”

“The village center will complement the needs of the village with basic services provided to them,” he said.

Reyes said they will also build a “nice shopping center,” within the property in tradition of the Landco’s “deep experience in shopping centers.”

The project developers are also investing flood-control infrastructure to dispel worries that the development will harm lowland residents.

The four water detention ponds inaugurated last Wednesday are part of the series of 25 to 30 detention ponds to be built within the Monterrazas de Cebu property, said Reyes.

Each detention pond is capable of holding 2,000 to 3,000 cubic meters of rainwater.

“With walls reaching as high as 12 meters with a span of over 30 meters, these ponds are testament to the company’s environmental advocacy program,” Landco said in an official statement.

Reyes said the smallest detention pond located on the lowest portion of the eight-mountain property costs around P2 million.

“We have extensively studied the construction of these detention ponds. We are also studying ways of recycling (rain) water captured in the ponds,” he said.

Filter lining will be installed in every pond to filter solid wastes which usually cause drainage systems to stuck-up.

Reyes said they are currently negotiating with Mactan Rock Industries Inc., to come up with a filtration system that will recycle “pond water” to gray or potable water necessary for household consumption.

The development is in time as Landco launches the North Ridge portion of Monterrazas in April 2008.

I also heard rumours that Cebu's port facilities will also be extended southward up to Naga City.

Now that's huge. It would, definitely, supplant the combined current port facilities at Manila Bay in size and handling capacity.

^^that would be possible...or maybe they could move all the port facilities to the west (Balamban) and build another roadlink to Balamban across the central mountain range--maybe even a freight and passenger rail-link similar to the ones that traverse the Alps...

but either way, i applaud Mayor O's suggestion, moving the seaport away from the city is a must--although we could spare the shuttle ferry between Cebu and Mactan and the fastcraft that link to the nearby islands

There was an engineering forum in USJ-R where proposed government/private projects and proposals for MEtro Cebu were presented like the ramp in carbon market, road networks in SRP, etc..etc..

The MCIAA terminal was one of those presented by the speaker. The speaker by the way is consultant for various projects like Fernan bridge, MCIAA Admin building (on hold daw), Chong Hua and MCWD buildings, etc..

Re Carcar, it is the opposite. City families had branches that settled in Carcar and came to dominate landownership and political office. Also, I was thinking that most of the wealthiest families were not significant owners of flat agricultural areas in the town. They may live in the town center but their income came from the mountainous landholdings and commercial ventures in town.

CEBU will focus and concentrate on important things rather than joining the ongoing political issue at the national scene, Gov. Gwendolyn Garcia said.

“For the Cebuanos, we stay focused… All that noise is totally of no consequence to us. It will not certainly help us with the bright and promising future that we aim to achieve. I am very proud of the Cebuanos. I am truly blessed to have been given this opportunity to serve such a great people,” she in a press conference.

She stressed that all elected officials- whether governors, mayors barangay captains or senators- took an oath to support and defend the Constitution and to support the duly constituted authority so “any unconstitutional means” must be unacceptable to public officials.

She also supports and echoes the stand of Cebu Archbishop Ricardo Cardinal Vidal in calling for the people to stay calm.

In a speech delivered before the 69th National Convention of the Philippine Institute of Chemical Engineers at the Cebu International Convention Center (CICC), she highlighted how Cebu prospered despite the crisis.

“Cebu remained steady, not because we did not see the problem, but I guess because we wanted to be part of the solution. Not because there was no reason to despair, but because we would rather embrace the invincibility of hope,” the governor told engineers from all over the country.

While Manila is consumed by a feeling of hopelessness, Gov. Garcia said, Cebuanos are preoccupied by work, and the stronger need to move forward.

“Perhaps it is because, as an old island at the center of this archipelago, we have learned to distinguish what is lasting and truly important from what is momentary as a mood or emotion,” the governor said.

If Cebu continues to be a beacon of hope amid all the problems, Gov. Garcia said Cebu would have done its part for the country.

“Then perhaps, Cebu will be not only be the place where Philippine history as we know it began. It will be where the Philippines can begin again,” she said.

I see. Is Barili somewhat interrelated with Carcar when it comes to economy back then? I know they sit just beside each other but it seems that the mountains was not a hindrance for the growth of the local elite in this area.

^^ It may be OT (since I may be discussing this on a wrong thread) or somewhat political but during the end of the Philippine Revolution in late 1898, the Visayan Islands was to form a federal government and not like that is in the Malolos Republic. Although they are to recognize Aguinaldo's power, but they will move on their own in the Visayas and might have planned not to follow the dictates of Manila (or in this case Malolos). This was the plan from Iloilo after the last Spanish governor-general of the Philippines left Panay soil on December 1898 along with Spanish officials and religious officials from Cebu and Negros. The plan by some Ilonggo officials back then was federacy among the Visayans and that includes that of Cebu. This scenario may have something to interconnect with the Cebuano's clamour for more regional autonomy from the central government and likewise.

In other words, the cry for more regional autonomy, federalism or whatever you may call it, is not something new in this part of the country.

its not actually the model or denering for the second terminal but a gangway and terminal building expansions on the left and right wing...
The design has not been shown but the engr. had said that indeed there are poles with cables supporting the roof though the design is not yet the final one..

Heavy penalties for delaying the system by cars etc...

Average time each way should be no more than 30 minutes from end to end on normal day
and 45 minutes on peak hours. Assuming approx no more than 25 stops.

A manager is appointed on each stop and is responsible for safety, control and cleanliness.
An award is given to the best stop.

But wait 'til you hear about Manolo Blahnik shoes. The average price of a pair of Manolo(s) could cost you PhP55,000.00. :yes: My aunt has one. The price is just crazy...I know.

Manolo Blahnik has only a few boutiques worldwide. They are located in: New York (U.S.A.), Las Vegas (U.S.A.), London (U.K.), Dubai (U.A.E.), Shuwaikh Shamiya (Kuwait), Istanbul (Turkey), Madrid (Spain), Hong Kong (China), Singapore, Seoul (South Korea), and Moscow (Russia).

It's funny they don't have an outlet in Tokyo when Japan is considered as the world's largest luxury goods market. I think it maybe because of the dominance of other luxury brands such as: Louis Vuitton, Prada, Chanel, Coach, Salvatore Ferragamo and Burberry over there.

BTW, I hope Cebu gets to have an Ermenegildo Zegna boutique/outlet (perhaps at Ayala Center - Cebu's Phase II Expansion). I really like their belts and polo shirts (by the far the best quality, IMHO).

I had to shop at CELIO* a couple of times. A bit expensive for certain items, but compared to here it was still cheap. Hoping more European stores will find their way to Cebu in the nearest future.

Nice to know that. I hope that more branded stores will open in our dear little metro to make the fashion conscious Cebuanos and the tourists happy. My wish list: Abercrombie & Fitch, Ed Hardy & True Religion. I wouldn't mind if Gap, Banana Republic, Express, A/X would open branches in Cebu too, LOL.

^^ That huge The United Colors of Benetton's outlet at SM City - Cebu closed years ago. But a newer--albeit smaller--outlet opened at the new wing at Ayala Center - Cebu.

The Linea Italia outlet at Ayala Center - Cebu is still in the same location that it used to be since it first opened. ;)

I wouldn't mind if Gap, Banana Republic, Express, A/X would open branches in Cebu too, LOL.

^^ And, A/X shares store space with Hong Kong-based brand Jessica at Tutto Moda (which is sorta like an umbrella outlet for the less popular semi-luxury brands). Tutto Moda is located at the lower-groundfloor of Ayala Center - Cebu.

Uniqlo and H&M are the 'in'-thing nowadays...so i've heard. CNN reported, just the other year, that The Gap, Old Navy, Banana Republic, and Zara are feeling the pinch of falling same-store sales because of the aggressive expansion of their more fashion-forward-designing competitors Uniqlo and H&M.

Cebu-based yacht maker launches ship

CEBU CITY—A Cebu-based luxury yacht builder launched its first vessel Wednesday with the hope of putting the island in the billion-dollar international boat-building and boat-refitting industry.

Coastline Moldings Group Inc. launched the 42-feet luxury yacht Coastline 42 Skydeck, which will serve as the company’s “show boat” as it makes its promotional rounds in the Philippines and abroad.

Coastline president Tim Hannam said luxury-boat owners based in Hong Kong, Australia and even Europe have started to see the potential of Asia as a destination to refit their yachts. The ship-making industry in Asia is also starting to grow mostly because of cheap labor.

“Super yachts owned by the super rich from Australia go to Vietnam, China, Thailand and Malaysia to get refitted, and they just pass by the Philippines. Now, we are saying, ‘come here to the Philippines and we can provide even better level of craftsmanship and quality,’” Hannam, a British national, said.

Besides using only the best materials for every yacht it restores, Hannam disclosed that the company sources its leather from New York, rubber linings from Miami, windows from Taiwan, refrigeration from Italy and engines from Japan.

Despite using quality materials, Hannam confessed that companies still have second thoughts about bringing in their boats to Asia because of the perceived low quality.

But with Coastline, he said, yacht owners can see that the company is run “by foreigners with many years of experience in boat building.”

The company is currently building three other prototype boats in its $3-million 2,000-square-meter facility in Talamban, Cebu City. Staffed by 50 employees, the facility can produce approximately 150 42-feet yachts in one year. Coastline is also planning to expand its capacity since it intends to transfer operations to the coast of Liloan town, just north of the city. Once undertaken, the transfer will increase its working floor to 11,000 square meters, allowing the company to produce more than 250 yachts a year.

The company is also planning to repair and restore Hannam’s 82-foot “super yacht,” which would later serve as an example of the company’s capabilities.

Currently, a 42-footer luxury yacht costs $400,000 in the export market.

“We are also trying to talk with several boat builders so that we can build their mold for them,” Hannam said.

This early the company, through its chief boat builder and designer Australian Phil Amber, is in talks with two major boat distributors and several retailers based in Australia.

Coastline is also looking at penetrating the domestic market, especially with the influx of high-end tourists and the growing number of the affluent who can afford luxury boats.

“The Philippines is the best place to go on a luxurious cruise. A country with more than 7,000 island with an economy based on tourism is sure to benefit from a rich yachtsman,” Hannam said.

For its part, Cebu City Mayor Tomas Osmeña said the local government would help in promoting the industry since it will not only provide employment to Cebuanos, it will also bring technology to local industries.

“We will always support any major effort to showcase Cebuano skills. This shows that Cebuanos have the ability to absorb the transfer of technology and not just become a place for cheap labor. We put a good balance between cheap labor and quality,” the mayor said.

An American-based company has expressed interest to undertake the P45-billion Cebu Trans-axial Development Project of the Cebu provincial government.

Quantum International, through its president Al Johnson, recently said that their company is “very keen on the wind power development” and wants to put up wind farms in three strategic areas along the proposed highway.

The 300-kilometer four-lane highway would be undertaken through a build-operate-transfer scheme. Of the whole stretch, 220 kilometers cover existing roads that need improvement, while 80 kilometers will be newly-built.

This scheme requires the developer to build the project at their expense then operate and manage it to cover the costs and generate income over a period of time.

This multi-billion peso project has four components – wind development, water development, economic zones development, and the agro-environmental development.

Cebu Vice Governor Gregorio Sanchez, the man behind the project, said that Quantum International is the sixth company to have expressed interest in the said endeavor.

Aside from Quantum, other investors include the United Engineers of Malaysia, the Iranian government, Dubai World, a Chinese company and a Singaporean company.

By April 20 the investors will be submitting their respective bidding proposal for the project to the committee. The notice of award is tentatively scheduled on April 28.

However, Sanchez said that the winning bidder of this proposed multibillion-peso infrastructure project will be chosen based on their ability to develop all components of the highways.

He also said that concern for the protection and conservation of the environment is a “plus factor”.

The highway will connect all municipalities of Cebu, with Santander as the farthest point in the south and Daanbantayan in the north.

If the highway gets realized, it will cut travel time by 40 percent.

The project will tap at least 120 rivers in Cebu as water sources. Windmill farms will be created to provide power.

At least P440.6 million will be used in the acquisition of road rights-of-way and the highway itself will cost the province P13 billion.

Construction is expected to start next year and will hopefully be finished by 2013.

Last year, Cebu has achieved its highest occupancy rate in the history for upscale resort accommodations, thus the need for five-star accommodations is an immediate concern for Cebu’s tourism industry.

Department of Tourism (DOT-7) regional director Patria Aurora Roa said that it was the first time in the history of Cebu’s tourism industry that expensive rooms, such as those five-star resort rooms posted nearly 90 percent average occupancy rate for the whole year of 2007.

“The need for more five-star room accommodations had been our problem in Cebu. Last year’s figure in high occupancy further indicated Cebu’s need for high-end accommodation,” Roa said in an interview with The Freeman.

From January to February of this year, resorts in Mactan Island, specifically those five-star facilities enjoyed an average occupancy rate of 85 percent.

Roa hopes that this figure may encourage other investors to fast track their plans to build expensive and high-standard resort rooms in Cebu. It may not be necessarily in Mactan but in other islands and areas in the province as well.

In a separate interview with Abaca Boutique Resort and Restaurant owner Jason Hyatt, he said that he is set to open nine exclusive Abaca suites in the next few weeks.

Abaca will be the first entity to open a super high-end boutique resort, or personalized accommodation facility in Cebu with overnight room cost ranging from P19,000 to P25,000.

Abaca will also pioneer the trend in providing the extra high-end service standard for every room with dedicated personal butler in some of its few expensive suites.

According to Hyatt, the company is going to have a dry of the first nine suites for commercial operation. Depending on the result, the company is willing to add more chic and expensive rooms maximizing the 5,000 square-meters property in Punta Engaño, in Mactan Island.

Five-star resort Shangri-La’s Mactan Island Resort and Spa is also planning to add more rooms, to add to its over 500 five-star accommodation facilities.

Roa said Cebu needs five-star accommodation facilities, as it is strongly attracting wealthy tourists from all over the world.

Also, in an earlier interview with Hong Kong based businessman Martin S, Yeung, he announced that his family’s company, MSY Holdings Inc., will soon open a six-star resort facility off in the northern coastline of Daanbantayan.

Another boutique resort will also be built soon by the company in Malapascua Island, which is considered to attract the affluent market from all over the world, including Hollywood personalities

INFORMATION and Communications Technology (ICT) stakeholders in Cebu are aiming to position the province as an “Innovation Island,” an integral component of the Philippine cyberservices corridor aimed at leading the growth of the industry nationwide within the next two years.

“The Philippines, in general, and Cebu, in particular, are proactively implementing an ICT roadmap and strategy as the next level goal of our shared vision to transform our province into the Cebu Innovation Island,” said Bonifacio Belen, executive director of the Cebu Educational Development Foundation for Information Technology.

Becoming an Innovation Island will mean serving 20 percent of the country’s revenue and employment targets for the business process outsourcing (BPO) industry by 2010, Belen explained.

“Cebu has an enormous growth opportunity in ICT, which globally is expected to expand to $110 to $130 billion by 2010. The challenge for Cebu is to serve a substantial 20 percent share of the $12 billion national target for 2010,” he said, adding that the province is now the emerging destination in Asia for outsourcing and offshore operations.

Belen said Cebu, through the software development sector, aims to corner $255 million of the $12.199 billion national revenue target of the BPO industry.

Cebu’s software development sector is generating around $60 million annually.

Apart from software development, other BPO services that are also gaining popularity in the province are customer care, back-office, medical transcription, legal transcription and animation.

In terms of employment, Cebu aims to increase to 15,000 the province’s current manpower pool of 3,500 software developers. Belen said software developers in Cebu have been growing at 50 percent in the last four years.

Challenges

He cited that from a population of 1,000 software developers in 2003, it has jumped to 3,276 in 2007.

To address the challenges leading to the breakthrough growth, the Cebu Chamber of Commerce and Industry--in line with the annual ICT Summit of the Cebu Business Month (CBM)—is helping the ICT realize its 2006-2011 blueprint by focusing on the potentials of the open source platform.

The first Cebu Open Source Summit 2008, which will be on June 18 to 19 at the Cebu International Convention Center, is one of the major thrusts of the CBM in collaboration with the Commission on Information and Communications Technology and in conjunction with the Department of Trade and Industry.

Topics to be discussed include advantages and disadvantages of open source, spectrum of OS technology, vendors and products, OS applications, infrastructure and technical success factors, challenges and risks and licensing and legal implications.

“The open source summit will advance the development of an innovation system and the promotion of technology entrepreneurship, two of the pillars of Cebu’s blueprint,” Belen said. (MMM)

You're right about H&M bai, although I still have to own one. The price is affordable but you could find cheaper clothes at Macy's especially when they are having a one day sale, mga Italian brand pa gyud usahay. I remember I bought 3 or 4 shirts at Linea Italia before (10 years ago), the shirts cost average of P3,000 each. At Macy's you can buy an Italian brand shirt for $15.00, basta kahibaw lang ka mangita.

About sa Washington Mutual, I read a couple of threads back, that they will be opening a branch in Cebu. Any update on this? I bank with Wamu that's why I got interested.

My GAP shirts that I bought in Singapore are all made in the Philippines and only one was made in Vietnam.... But I always feel the Philippine made one is always the better :happy:... Also bought a couple of Levi's jeans that were surprisingly made in Pinas.. Should have bought them in Cebu. :)

A newly built formation center of the French congregation located on V. Rama Street, Guadalupe, Cebu City is now open.

Called the St. John Center, the center was completed after 11 months of construction that started on February 2007.

Project Director Fr. Gregory Plus, CSJ, along with the other members of the St. John Community held the inauguration and blessing of the P14 million four-storey building on February 25.

The ceremony was headed by Auxiliary Bishop Julito Cortes and witnessed by around 300 benefactors and friends.

“On behalf of His Eminence Cardinal Vidal, I commend the dedication and efforts of the Community of St. John and those who supported in making this formation center a reality here in Cebu,” said Bishop Cortes in his homily.

The Community of St. John’s Vicar for Asia, Fr. Francisco Frederico Lot, CSJ, emphasized “the formation center is a place where we can touch the heart of the people, instilling in them on how to live in Christ. I encourage everyone to come to the center and discover something essential in life: to love and to pray.”

The center has conference rooms, retreat rooms, a chapel and a library.
It is open to the public.

The center offers formation courses on personhood, love, sexuality, work, art, family and some important issues in the society.

It also offers special formation on Christian teachings based on prayer and the word of God.

Starting March 1, PhilHealth will be serving the public on Tuesdays, Thursdays and Saturdays at the Business Service Center on the second level of SM City Cebu.

The PhilHealth desk will print member data records (MDRs), receive premium payments, process registration of individually-paying and employed members, and process amendments to the MDR.

The desk is open from 10 a.m. to 4:00 p.m., but the receiving of payments is only until 3 p.m.

Supporting documents such as marriage contract, birth certificate and the likes are required to make amendments to the MDR.

Employed members who have not been previously registered must submit duly accomplished M1a and ER-2 forms to secure an MDR.

I am not quite sure if my observation is very accurate but I noticed that Mandaue has the most busted/stolen lamps, followed by LLC then CC.

i read on today's daily regarding SEATTLE'S BEST hiring for their operations in Cebu! :D the ad says: "the smoothest coffee in town." :okay:

it didn't indicate where they are opening though.

Seattle's Best got the best hot choco with peppermint for me. taste na hinahanap ko. i dunno. :)

About sa Washington Mutual, I read a couple of threads back, that they will be opening a branch in Cebu. Any update on this? I bank with Wamu that's why I got interested.

as far as i know, they backed out due to the political situation of this country! at least that's what my insider told me. they're suppose to occupy majority of e-bloc until they backed out.:ohno:

its an entirely different scene pag night, it is located in IT park so it gets crowded usually at night, pag umaga hindi masyado. there are nights that almost all coffee shops in IT park are full. i experienced this nung jan.1 expecting that since its a holiday, siguro mingaw ang coffee shops, and then DANG! its the exact opposite. the crowds are overflowing hanggang dun sa sidewalk may naka upo pa.

re: starbucks at the garden row, yes, its still like that, since hindi pa naman tapos ang leisure oasis, pag natapos ang leisure oasis, there's gonna be an entirely new view at starbucks ayala's smoking area.

hap japs is gone na pala. i think they vacated their spot dahil siguro gagawing access yung area nila for the "loop" of the leisure oasis.

THE newly opened Carmen Copper Corp.-Atlas Mining is expected to produce the first batch of copper by the end of July.

Company president Alfredo Ramos told Cebu Gov. Gwendolyn Garcia about it yesterday when he visited her in Toledo City.

Ramos also said that the company has employed 4,200 people, mostly locals.

“Progress is good,” Ramos also said.

The governor was in Toledo City yesterday upon the invitation of City Mayor Arlene Zambo, who led city officials in presenting the development of the city’s Sapangdaku River.

Heritage

Zambo said the City Government wants to revive the river as a heritage and income-generating area.

She called it an important development for Toledo City.

But with development comes a sacrifice.

Garcia recently suspended for a month four sand and gravel extractors or “permittees” after not conforming to the rechanneling program of the Provincial Government in the Sapangdaku River.

Cebu Provincial Police Office (CPPO) Director Carmelo Valmoria was also present at the consultative meeting as his office was tasked to enforce all terms and conditions supplied in the permits.

Provincial Attorney Marino Martinquilla explained that because of too much extraction, the river went off-course. This is why there is a need to control the extractions.

Sapangdaku

The rechanneling program provides an area where hauling is allowed.

A suspended gravel extractor, during the open forum, noted that the proposed development of the Sapangdaku river is good but lamented that they should not have been suspended right away.

Martinquilla explained that the suspension of permits was done after reports from Toledo City, Provincial Environment and Natural Resources Office and the Mines and Geosciences Bureau of the Department of Environment and Natural Resources showed that the river has become uneven.

“Wala na nagkadimao. Hiwi unya naggansal-gansal (The waterway has been altered,” said Martinquilla.

“We have to correct it because it is prone to tragedy during heavy rains. Dapat klaro og hapsay na ang pamaagi mintras wala pa (We should correct it while the heavy rains have not yet come),” he added.

Garcia asked for a month to finalize the rechanneling program to be undertaken by the Sapangdaku Task Force.

To give the permittees a voice, Garcia allowed four representatives from the group to be members of the task force.

Councilor Alfonso Mercado Jr. explained that the Sapangdaku River will be turned into a leisure area with a boat quay, theme park, white water rapids, mini-zoo and a footbridge. (JGA)

AS IRONIES go, the municipality of Argao is ancient. It is 400 years old to be exact. But the rapid adoption of technology by what many urbanites might consider to be a sleepy town would put other Cebu towns and cities to shame.

In Argao, the town plaza is a hotspot—meaning it provides wireless Internet access to people with personal computers and other mobile devices.

Interviewed last week, Argao information technology (IT) consultant Querubin Momongan said there are plans to put up additional hotspots in the town.

“We plan another hotspot-on Don Gil Garcia Avenue and one in (Barangay) Talaga,” said Momongan.

He also hopes to extend the hotspots to other barangays, like Taloot and “all areas where there is convergence of tourists.”

Sun.Star Cebu was told that the most common visitors to Argao are tourists and professionals who welcome the availability of an Internet connection.

Access is free, and no password is needed, Momongan said.

Asked how much the free Internet access was costing the Argao government, Momongan said it was minimal, at just around P2,800 per month per hotspot.

Argao Mayor Edsel Galeos said Momongan was also the person responsible for Argao’s countryside business permit licensing system.

The project was started in October 2007. The system was already up as of December 2007, he said.

Galeos said the town is now piloting the payment of real property taxes online.

“We are the first LGU (local government unit) in the whole Philippines that uses the NCC (National Computer Center)-provided system,” he said.

The NCC is the primary office engaged in promoting information technology in government. Under its e-LGU project to computerize local government units, the NCC gives LGUs free software that would allow them to computerize their real property tax system, business permit and licensing system, and treasury operations.

“The plan of the mayor is to connect 10 coastal barangays to our (the Municipal Government’s) server so that they can have free Internet connection,” Momongan said.

“We will extend our treasury services to the barangays,” he added, so that the people from the barangays won’t have to go to the town hall anymore.

Regarding the payment of real property taxes online, Galeos said the system also benefits the many foreigners who are married to Argaoanons.

He said that while the foreigners are out of the country, for instance, when they go back to their home countries for the holidays, they can pay their real property taxes through the Internet.

“We hope to implement it this year,” he said.

Argao, an agro-tourism town, was among the places visited by tour guides and tour operators during the Department of Trade and Industry 7 and Department of Tourism 7’s One Town, One Product (Otop) familiarization tour of southern Cebu last Tuesday. The tour also covered Talisay City, Carcar City and Minglanilla town.

Otop is a project of the Arroyo administration to promote entrepreneurship. Under the project, local chief executives of each city and municipality take the lead in identifying and developing a specific product or service in their respective areas.

Last week’s familiarization tour represented the efforts of the DTI 7 to link Otop to the tourism market so that Otop products could be made available to tourists.

The Otop product of Argao is torta (native cake leavened with tuba).

Torta making was said to have come about after the heavy use of egg white and limestone as binders during the building of the centuries-old Argao church led to the question of what to do with the egg yolks. (CTL)

one time i was able to chat with one of the people who run cafe laguna/lemon grass... and they said that all "dining outlets" on the entertainment center might be moving to the leisure oasis "alfresco dining" area.... hmmm.. i hope they would convert the entire entertainment center to a massive club or say Hard Rock cafe... cool.

cebu has the second highest number of approved building permits for private construction in 2006 (latest data from NSO is more than a year ago?! waaah) at 8,879 permits second only to cavite with 8,962, making a difference of less than a hundred permits only. cavite and cebu was followed by laguna with 7,344 :banana: now that is what you call construction boom! :cheers:
