Before it was less than P100k right? I think mga P70k pa tu..
With that amount Sinjin, buy a 1-2 hectare farm nalang :okay:
At least you'll have a mini hacienda.. :D
naa pa kaha 1 hectare (10,000 sqm) farm lot na P100k lang sa Cebu. basig P1M na :)

OT
Naa bai..

Jimbu March 23rd, 2008, 09:30 PM DoT mulls more direct RP-Asia airline routes (http://www.philstar.com/index.php?Business&p=52&type=2&sec=71&aid=20080323121)
The Freeman
Monday, March 24, 2008
Due to cheaper rates for domestic and international flights these days, more Filipinos can now afford to travel within the country and abroad leading to the increase of our domestic travel; but tourism sector stakeholders are also hoping for more direct flights in and out of the country to in turn attract more tourists.
In his recent visit to Cebu, Department of Tourism Secretary Joseph Ace Durano announced that this year, Cebu will be having more direct routes to and from other Asian countries.
He said that direct routes to Osaka, Japan as well as Chang Mai, Thailand to Cebu will be opened around May or June this year. Also recently, Bangkok, Thailand to Cebu direct flights has been added.
Durano said that the DOT is giving promotional support to flight carriers who wish to open direct flights from other destinations to the country realizing its positive benefits to the country’s tourism sector. Lately, with the aide of airline company Cebu Pacific routes from Cebu to Shanghai, Guangzhou, and Naming Street have been established.
Durano said that with more direct flights, the country’s passenger traffic size has been increasing 20% per annum since 2005. Also with this, 75% of our terminals around the country have also been utilized.
The secretary also added that he is hoping that the Mactan Cebu International Airport will be starting its expansion program this year to accommodate the entry of more airlines and more flights to intensify Cebu’s position as a hub for both domestic and foreign flights.
Meanwhile, Cebu Travel and Tours Association (CTTA) president Cecil Saa in another interview said that with open skies, more tourists from around the globe will coming in the country and provide more opportunities for our people and our industries as this influx will create a multiplier effect to the local economy.
Even former Central Bank president Jose Cuisia, Jr. who now sits as the president of Philam Life suggested in a recent interview that the development of an “open sky policy” can create “tremendous potential” for the country and emerging tourism destinations such as Cebu.
“All major cities of the world especially those major destinations have open skies. The limited direct flights going to the Philippines is hindering the country’s growth. If the government policies would allow open skies, more foreign tourists especially investors will come and see the country and explore all its untapped potential,” said Cuisia.
Case in point according to Cuisia is Boracay. He explained that despite the island’s popularity as the country’s major tourism destination there are actually limited direct flights going there which hinders its growth as a global tourism destination.
He said that this fact goes to show that government policies are not very much conducive for the growth of the tourism sector, hence there is a need for the government sector to formulate laws and bills that would help in driving the growth of the economy especially that the tourism sector is among one of its major contributors.
Cuisia also added that with open skies policy, infrastructure support such as terminals and more hotel accommodations should also be developed to complement the influx of foreign tourists especially those from the high-end segment who has all the resources to spend more. – Rhia de Pablo

Anyway, I spent my easter weekend in Costabella Beach Resort, and was quite impressed with their upgrades. (The last time I went there was something like 6 years ago) Day use for only 600 pesos with lunch buffet was reasonable, and the beach was very clean. I forgot to take pics though..
Also, we passed by A.S. Fortuna on the way home and noticed this huge building under construction. We thought it was some mall, but it was actually an expansion and the future main campus for BENEDICTO College.

diehardbisdak March 24th, 2008, 05:40 PM ^^ ...school for the elite! ...well, mostly!
ZenChedi March 24th, 2008, 06:15 PM I left Cebu way back in 1992 (lived in Camp Lapulapu for a couple of years), and returned this 2004. I barely recognized the city. The Marcelo Fernan bridge was non-existent at that time. No malls yet. I could still remember the Cebu Plaza Hotel (now the Marco Polo Hotel), Montebello Hotel (still existing), Hadsan (dirtier than ever.. hehehe..), then there was Gaw, Century 21 cinema, Belvic, Robinson's department store, White Gold, and my alma mater was still in Mango Ave. (formerly the all boys SHS-B/now SHS-J), aaaah... so many things have changed..
Cebu didn't have that distinctive skyline yet, it was just a city with small town charms. I missed it. The Cebu of my youth. Now it has lost that small town aura, and is a vibrant city teeming with life. I just love it.
Anyway, I just checked this page on wikipedia:
http://en.wikipedia.org/wiki/List_of_the_world's_largest_shopping_malls and noticed something missing, and that is SM CITY CEBU, which should be in the no. 15 spot, since it has a gross leasable area of 267,000 (square meters). But do correct me if I'm wrong.
The Cebuano Exultor March 24th, 2008, 06:27 PM and my alma mater was still in Mango Ave. (formerly the all boys SHS-B/now SHS-J)
^^ Cool, that's my alma mater, too.
BTW, where was Gaw located? Is it still around? Is it still in its original location? :?
since it has a gross leasable area of 267,000 (square meters). But do correct me if I'm wrong.
^^ Really. I thought it was more like 205,000+ square meters.
ZenChedi March 24th, 2008, 06:43 PM ^^ GAW was in downtown Cebu, but it doesn't exist anymore. I knew one of the owners back then, he was my mentor during my medical school days. (he's a very popular gastroenterologist here in Cebu). And.. my heart will always go to the Jesuits.. hehehe.. Lux oriens..
According to SM Prime Holdings website:
http://www.smprime.com/Supermalls.php?MallsID=21 SM City Cebu has 268,611 square meters of Gross floor area, but taking a look at the other SM Malls, the gross floor area is actually the gross leasable area used in the wikipedia page.
diehardbisdak March 24th, 2008, 06:49 PM ^^ 267,000 is the GFA - gross floor area lang na bai... not the leasable area...
The Cebuano Exultor March 24th, 2008, 06:56 PM GAW was in downtown Cebu, but it doesn't exist anymore.
^^ Oh, I see.
And.. my heart will always go to the Jesuits.. hehehe.. Lux oriens..
^^ Yeah. IMHO, the Jesuits run the most well-organized private-school-system currently set up in the Philippines.
SM City Cebu has 268,611 square meters of Gross floor area, but taking a look at the other SM Malls, the gross floor area is actually the gross leasable area used in the wikipedia page.
^^ IMHO, a mall's size should be computed by its total Gross Floor Area (GFA) rather than just Gross Leasable Area (GLA). I mean, if the latter standard is to be applied then very shop-packed malls, such as the Greenhills Shopping Center, would surpass malls that are physically larger (but with a smaller GLA).
ZenChedi March 24th, 2008, 06:58 PM ^^ Ah yeah, that's what I thought too.. then I took the data from SM Prime Holdings site for SM Mall of Asia, and SM Megamall, as well as SM City North Edsa, ilahang gross floor area, mao man ang nakasulat sa Gross leasable area sa wikipedia na entry... as in exact data.. but maybe they have other sources.. oh and yeah, I also read this page before: http://www.easternct.edu/depts/amerst/MallsWorld.htm and it was recently updated.
diehardbisdak March 24th, 2008, 07:45 PM ^^ SM City Cebu is now the 4th biggest mall among the SM Group
animasola March 24th, 2008, 08:39 PM ^^Next to MOA, Megamall and North Edsa? Cool! So it's part of the top 15 largest malls in the World?
Jimbu March 24th, 2008, 09:00 PM Cebu City eyeing sale of reclaimed land to Filinvest, other developers (http://www.gmanews.tv/story/86026/Cebu-City-eyeing-sale-of-reclaimed-land-to-Filinvest-other-developers)
03/24/2008 | 10:35 PM
CITY — Filinvest Land, Inc. has offered to purchase a portion of the 300-hectare South Road Properties and form a joint venture with the Cebu city government for the development of another lot.
The Cebu city government favors Filinvest Land’s proposal, but will still hold a bidding in compliance with state audit rules, said Cebu Investment Promotions Center Managing Director Joel Mari S. Yu. The city government is also consulting its lawyers on how to accommodate Filinvest’s proposal and ensure that the bidding process will be aboveboard.
Aside from Filinvest, two more listed property developers are expected to submit their proposals soon for other portions of the South Road Properties, Mr. Yu said. The Cebu Investment Promotions Center, the exclusive marketing arm of the city government for the South Road Properties, has been in talks with Filinvest and the two other companies since last year for the development of separate portions of the reclaimed property.
"We want to hold the bidding as soon as possible. If we can do it tomorrow, we will. But we’re still consulting with CoA (Commission on Audit), our lawyers and other consultants to make sure that everything is right the first time. The two other companies said they will submit their proposals after the Holy Week, so it should be any day now," Mr. Yu said.
The Filinvest proposal is divided into two contractual arrangements, which are "dependent on each other," Mr. Yu said.
One is the outright purchase for about P2 billion of a 13-hectare lot, part of the 15-hectare Pond F, which is considered the most valuable piece of property in the reclaimed area at P15,000 per square meter because it is located on the seafront.
"The city government wants to retain two hectares of Pond F for utility purposes. When development starts at [the South Road Properties], contractors will need to barge in their aggregates so we need an area where we can build a wharf for this," Mr. Yu said.
The second component entails the development of a 35-hectare lot across Pond F into a mixed-use commercial center that will include recreational facilities, residential condominium buildings and IT (information technology) buildings. This is proposed to be developed under a joint venture.
"The city government will provide the land. Filinvest will develop and market the facilities and the city government will get a portion of the revenues," Mr. Yu said.
Tristan Las Marias, Filinvest vice-president for the Visayas and Mindanao, had submitted the proposal but was not available for comment on Monday.
Meanwhile, Mr. Yu said his group had sat down at least three times with the two other developers interested in developing portions of the South Road Properties to refine their respective proposals.
"We want to make sure that the proposed projects would be fair and equitable to both the city government and the proponent," he said.
The South Road Properties is a 300-hectare greenfield development reclaimed by the Cebu City government with the assistance of the Japan Bank for International Cooperation (JBIC), which extended a ¥12-billion loan through the Land Bank of the Philippines.
A special patent was issued in September 2005 to the Cebu City government. This has been broken down into 12 land titles to facilitate sale or lease agreements with interested parties.
The area is registered as a special economic zone with the Philippine Economic Zone Authority and was designed for mixed land use that can accommodate manufacturing, commercial, tourism, information technology, and other service enterprises. — Marites S. Villamor, BusinessWorld
LordCarnal March 25th, 2008, 04:50 AM ^^ Cool, that's my alma mater, too.
BTW, where was Gaw located? Is it still around? Is it still in its original location? :?
^^ GAW was in downtown Cebu, but it doesn't exist anymore. I knew one of the owners back then, he was my mentor during my medical school days. (he's a very popular gastroenterologist here in Cebu). And.. my heart will always go to the Jesuits.. hehehe.. Lux oriens..
There was also a GAW department store at the first level of Belvic Theater before (now Sampaguita Suites Hotel).
Departments Stores were king before and Cebu had lots and lots of them.
I think among the biggest department stores then were White Gold, Robinsons, and Gaisano Metro..
Do you guys also remember Rositas? There was a big Rositas Supermarket and I think also a Department Store just across Gaisano Main. A smaller Rositas Supermarket and Department Store was also located across Watsons in Fuente, now occupied by a Medical Transcription school building (ISMT).
Rositas then transferred across to where Watsons is now....until it closed down.

vatics March 25th, 2008, 02:17 PM Hotel soon to rise in Mantalongon
The Freeman, 03/25/2008 p. 8
Mantalongon in the town of Dalaguete, which is referred to as "Little Baguio of Cebu," will soon have a facility to answer to the accommodation needs of tourists.
Jose Maria Canton, administrator of the Almagro Estate where the Cristo Rey Mountain Resort is situated, said that a 10-room hotel will be built on a portion of said property.
This despite the fact that barangay leaders, headed by chairman Ruel Reynes, vowed to block any events in the barangay similar to that of the "Pasyon sa Mantalongon" that was staged recently.
Canton said that Mantalongon is a "great tourism potential because of its cool climate and abundant vegetables." And that they are planning to make the "Pasyon..." a yearly affair to invite more tourist visits in Mantalongon.
"As a tourism attache once, I had successfully promoted the Philippines and brought in tourists. Why not do the same in my own place?" Canton said.
Mantalongon was declared "summer capital of Cebu" in a resolution of the Provincial Board in 2006. But it was noticed that Mantalongon lacked the infrastructure to house tourists as these visitors and/or guests still have to go down, 12 kilometers away, to the Poblacion. The hotel, Canton said, is hoped to be finished by next year.
He also mentioned of the building of two-room cottages at specified areas in the Almagro Estate by private investors.
The Almagros owned 700 of the 900-hectare total land area of barangay Mantalongon.
Canton said his family used to run an abaca plantation in Mantalongon but later on ventured into propagation of anthuriums when nylon became a tough competition for abaca ropes.
Meanwhile, Reynes who is a relative of Canton, said that he and the barangay council will be protesting any undertakings similar to the "Pasyon."
He reasoned out that the event "disrespected the activities and traditions of the Roman Catholic Church aside from the fact that the organizers failed to seek permit from the barangay to stage said play."
In fact, none of the barangay tanods of Mantalongon graced the activity on Holy Friday, supposedly to ensure peace and order there.
Dalaguete Mayor Andrade Alcantara, however, gave instructions for other barangays to send their tanods to Mantalongon to augment the two teams assigned by the town police. - Ferliza C. Contratista/MEEV
flesh_is_weak March 25th, 2008, 02:29 PM about the Pasyon:
The holding of the Good Friday event faced stiff opposition from a reactionary local official who sent goons to threaten local residents from participating in the Pasyon, absurdly thinking that it would diminish his feudal influence in the area.

apparently, among the reasons why this picturesque little village remains i daresay, in shambles, is because of the kind of officials that run it...:ohno:
given a pro-active set of visionary leaders however, Mantalongon could give destinations like Tagaytay and Baguio a run for their money :)

d@nggit March 25th, 2008, 02:43 PM Mactan Bridge ‘safe’ after ship collision
By Nilda Gallo
Cebu Daily News
First Posted 14:28:00 03/25/2008
CEBU CITY, Philippines - An oil tanker’s collision with the Marcelo Fernan Bridge last March 11 has not affected the bridge’s structural integrity, public works officials told the Mactan Cebu Bridge Management Board (MCBMB) on Monday.
Marlene Alviso, assistant regional director of the Department of Public Works and Highways in Central Visayas (DPWH-7), presented to the board its final report on the accident.
Alviso said that according to experts from Katahira Consultancy, damage was minimal and there was no risk to the bridge’s soundness.
Alviso said Masami Kimishima, the Japanese designer of the bridge, was among those who inspected the structure last Wednesday, accompanied by divers from the coast guard and navy.
The impact of the oil tanker MTKR Damar of Sea-Tech Transport caused a portion of the column to chip off. Small cracks also developed in a portion of the column.
Repairs were estimated to cost P100,000.
Representatives of the Japanese company that constructed the bridge agreed to repair the structure within the week.
Rolly Militante, a member of Sea-Tech Transport’s board of directors, said the company was willing to pay for actual and incidental damage.
“We are willing to shoulder the amount for the repair,” Militante said.
The MCBMB said it would also ask Sea-Tech to pay for exemplary damages. The board will determine the amount at a later date.
Militante said he would consult the Sea-Tech board regarding the exemplary damages.
Augustinito Hermoso, legal counsel of DPWH-7, said that if Sea-Tech agrees to MCBMB’s demands, court intervention would not be necessary.
Militante asked the board to allow the MTKR Damar to sail again.
He said the company was willing to put up a bond of P500,000 in favor of MCBMB for the vessel’s temporary release while investigation into the bridge collision was still ongoing.
Members of the MCBMB did not object to Sea-Tech’s offer.
MTKR Damar was grounded on March 12 when it reached the port of Cagayan de Oro, where it docked after hitting the bridge. The Maritime Industry Authority suspended the vessel's Cargo Ship Construction Certificate and Cargo Ship Safety Equipment Certificate.
Militante told Cebu Governor Gwendolyn Garcia, a member of the MCBMB, that the captain of the MTKR Damar did not intend to avoid responsibility for hitting the bridge.
He said the captain proceeded on his way to Cagayan de Oro because he thought there was no damage to the bridge during the impact.
A member of the MTKR Damar’s crew who was present at Monday’s briefing said the vessel was carried by strong currents while it was passing under the bridge, resulting in the impact.

CEBU CITY, Philippines - The Institute for Solidarity in Asia (ISA) has ranked Cebu province as among four of the best localities in the Philippines to invest in.
The others are San Fernando town in Pampanga province, Tagaytay, and Iloilo City.
Cebu, as a tourist destination, is expected to develop and upgrade existing tourism and eco-tourism sites like retirement havens, world-class medical facilities, wellness centers, and hotels, according to ISA, a non-profit institution that seeks to improve public governance.
ISA was founded and chaired by former Finance Secretary Jesus Estanislao.
The organization also lauded Cebu’s waste management projects, development of the One Town One Product project, and the province’s Suroy-Suroy tourism caravans, which help support and develop the economies of outlying towns and cities.
It said that by 2020 “Cebu will become a model coalition of civil society, business and government, (and) shall have set benchmarks for fast and balanced progress for all its citizens.”
“To do this, the province is committed to continue the expansion of infrastructure network and facilities including the expansion of the international airports capacity.”
The ISA said it foresees San Fernando, Pampanga to become the “gateway to north Philippines by 2015,” Tagaytay to be “a resort, retirement and character city by 2010,” and Iloilo a “premier city by 2015.”
Governor Gwendolyn Garcia was invited along with officials of the three other local governments to a Public Governance Forum tomorrow at the Sofitel Philippine Plaza in Manila.
The officials were asked to speak on how they plan to achieve growth in their LGUs.
Garcia said she would attend the forum.
This means she would not be able to attend a rural tourism forum at the Cebu City Marriott Hotel held Wednesday until Friday.
About 200 delegates from around the country are expected including speakers and participants from Malaysia and Thailand.
The Capitol’s Suroy-Suroy sa Sugbo tourism caravans in Cebu’s towns will be discussed by Provincial Board Member Agnes Magpale, chairman of the provincial board’s tourism committee.
Suroy-Suroy will be cited as a classic example of dispersing tourism’s economic benefits in the countryside, said Dawnie Roa, regional director of the Department of Tourism in Central Visayas.
A swing through 16 northern Cebu towns will be covered by the next Suroy-Suroy sa Sugbo from April 8 to 10.

The Freeman, 03/25/2008 p. 25
A handful of the country's huge Information Technology (IT) organizations have officially stamped their commitment to support the first Open Source Summit in Cebu, as it is expected to provide extensive and strategic discussions on how to advance the Open Source movement in the Philippines.
Six big IT groups have signed their commitment to support the upcoming Open Source Summit in Cebu this coming June 23 to 24, including the Commission on Information & Communication Technology (CICT), the Philippine Software Industry Association (PSIA), the Business Process Association of the Philippines (BPAP), the Philippine Society of IT Educators (PSITE), and other six IT groups based in Metro Manila.
Cebu Educational Development for Information Technology (Cedfit) managing director Bonifacio Belen announced that these groups have committed to be the Local Implementing Partners of the Cebu Chamber of Commerce and Industry's forthcoming First Cebu Open Source Summit.
Other associations that have pledged to support the gathering through its network of IT stakeholders are the Philippine Internet Commerce Society (PCS), the American Chamber of Commerce of the Philippines (ASSPI), the Japan External Trade Organization (Jetro), Philippine Computer Society (PCS), IT Association of the Philippines (ITAP), and the Medical Transcription Industry Association of the Philippines (MTTAP).
The Local Implementing Partner's principal role is to promote and encourage participation among its membership, collaborators and affiliates ---as conference delegate of sponsor/exhibitor, Belen said. - Ehda M. Dagooc

The beach resorts nearest to the city are located in Mactan Island. Alegre is located on the island of Cebu in the town of Sogod, and it's far, around 1hr+ ride from the airport.
Tambuli is in Mactan. The last time I've been there was last year. It's still a good place to just spend time in the beach, and it's subdivided into 3 areas, the beachfront, then another area with swimming pools, then cebu beach club.
Then there's Plantation Bay. A very good resort, which offers a beautifully designed lagoon. (Prices are in dollars however, but you can bring your own food, well we did.. hehehe..)
Maribago Blue Waters, still in Mactan, is one of the better resorts out there. Easily better than Tambuli albeit more expensive. There's a beautiful sandbar/island which is one of the resorts main features.
Costabella, also in Mactan is another good place to stay, with a pool and beautiful white sand beach. (feels artificial though, but beautiful nontheless.. hehehe..)

Oh, if that's the case, you can still go to a decent beach in Mactan for so much less. Try Portofino, or Hadsan.. (bring your own food, you only pay for the entrance and the cottage..)
For hotels, there are a lot of budget hotels here catered to the frugal traveller like me. hehehe.. I suggest Century Golden Peak Hotel, if for its location alone.. (IMO, in the middle of everything that's worth visiting in the city.. but Cebu City is very accessible since it's not as big as Davao)

The beach resorts that are closest to Cebu City are all located in Mactan Island, but there is one beach resort that is 30 to 45 minutes away from Cebu City, and that is PULCHRA, located in San Fernando, southern part of Cebu province. PULCHRA can somehow give ALEGRE, SHANGRILA, PLANTATION BAY, HILTON, and BADIAN ISLAND RESORT AND SPA a run for their money when it comes to accomodation and guest experience inside the resort. Just search about PULCHRA in Yahoo! or Google! images.

If you are on a budget trip, then stay where my good friends from Davao stays every Sinulog. Stay at Maanyag Pension, damage per day of stay is around 1,500.00 for family acoomodation. Proximity wise, it is 5 to 10 minutes away from Cebu Business Park where Ayala is located. And around 20 minutes away from Asiatown IT Park, Magellan's cross, Basilica del sto. niño, fort of san pedro, and other places that you want to visit here in Cebu City.
Aside from Maanyag Pension, there are a lot of pension house in Juana Osmeña Extension, back of National Bookstore in Mango Avenue. Or you can stay at the new 16 storey hotel in downtown Cebu, GV Tower Hotel. Damage per day of stay is around 1,800.00 for family accomodation.

these are some of the few places i like that is affordable.

ZenChedi March 26th, 2008, 09:58 AM ^^ From what I've heard, they (Pulchra) will entertain local tourists if there's a reservation around a week prior. Though I haven't been to the resort, we tried inquiring and they kind of insisted on the reservations, ambot ngano.
LordCarnal March 26th, 2008, 10:05 AM Hi Nikki there are lots of cheap little hotels/inns/pensions in Lapu-Lapu (Mactan) too.
At least you're nearer to the beaches.
If you need something to buy (i.e. swimming trunks, lotion, etc.), there's just a Gaisano nearby.
Check out:

pulchra is geared towards the japanese market. certainly it is one of cebu's most expensive and exclusive reports. i think it has japanese investors. i have a friend who's married to a japanese and they booked their reservation in Japan pa. i think they discourage walk-in customers. parang amanpulo ang dating. hehe

d@nggit March 26th, 2008, 12:24 PM Osmeña to continue plans despite new threats
Cebu Daily News

CEBU CITY, Philippines - Cebu City Mayor Tomas Osmeña said Tuesday he is still keen on improving the Cebu City Zoological Garden in Barangay (village) Kalunasan and turn it into a “world class” facility despite new threats from the provincial government.
Osmeña said the city government “will hold its ground” on the planned rehabilitation so that Cebuanos, especially children, would have a chance to enjoy wildlife in a park.
Osmeña said he was confident Manila businessman Robert Yupangco would not back out of their earlier agreement to help the city government develop the zoo.
He said Yupangco, who operates Zoobic Safari in Subic Free Port and supplies exotic animals to different zoos, is aware of the city’s dispute with the provincial government.
Yupangco counts among his clients former Ilocos Governor Chavit Singson and Cebuano pawnshop magnate Michel Lhuillier.
Osmeña said Yupangco is now preparing the development plan for the city zoo, which will be presented for the mayor’s review before this is sent to the city council for approval.
The development plan will include the renovation of animal cages similar to those in the Zoobic Zafari.
Provincial legal officer Marino Martinquilla wrote Yupangco on March 19 warning him against investing in the zoo project.
Martinquilla said the Cebu provincial government would take legal action against the city government and Yupangco if they insist on developing the property, which the province owns. /Reporter Doris C. Bongca

CEBU CITY, Philippines - A private firm is expected to start construction of a 60-hectare golf course project on an islet in Cordova town on Mactan Island in January 2009.
Cordova town Mayor Adelino Sitoy said the private firm will initially invest P300 million for the golf course project, which has high-end amenities.
Sitoy said the golf course is seen to attract more tourists to the town.
Sitoy said development of the 14-hectare Gapas-Gapas Islet will follow a build-operate-transfer (BOT) scheme, where the private entity designs and builds the infrastructure; finances its construction; and owns, operates and maintains it for 20 years or 30 years.
“No public funds will be spent on the project but all documents will be named after the municipal government,” he said.
He declined to name the firm since nothing is final yet.
He, however, said the firm is 60 percent Filipino-owned and 40-percent foreign-owned.
He said the local government unit (LGU) will also be given P1 million “bonus” by the operator on top of the taxes the LGU will receive once operation begins.
Sitoy said to cover the 60-hectare property, the government plans to reclaim around 46 hectares, in addition to the 14-hectare Gapas-Gapas Islet, owned by the municipality.
Sitoy said the islet on the southern part of the town will be linked to the mainland with a more than a kilometer bridge.
Sitoy sees a string of restaurants along the bridge which gives customers a “magnificent view” of the cities of Cebu, Mandaue and Talisay.
He added local establishments such as restaurants and diving sites will cash in on the presence of the golf course.
Sitoy, however, clarified that the offer from the private firm is still subject to challenge.
“The local government is still in the stage of preparing documents to be submitted to the Philippine Reclamation Authority (PRA), Department of Tourism (DOT) and Department of Environment and Natural Resources (DENR),” he said.
The mayor said town officials have talked to PRA general manager Andrea Domingo, Tourism Secretary Joseph Ace Durano and Environment Secretary Lito Atienza.
“The concept is to reclaim less than 50 hectares with the approval of PRA and then make it as a tourism estate so that operators will have tax incentives,” he said.
A tourism estate or tourism development zone refers to a tract of land with defined boundaries suitable for development into an integrated resort complex and houses facilities such as sports and recreation centers, accommodations and commercial establishments among others.
This classification is provided by the Philippine Economic Zone Authority under the guidelines for the registration and administration of incentives for tourism economic zone developers, operators and locators.
Sitoy said they have not advertised to call for developers of the golf course because they have “not yet finalized the necessary documents.”
He said the documents are expected to be completed within one month.
“Also, we still have to go to Governor (Gwen Garcia) to formally present the project. By that time, we will also look into the unsolicited offer (by the private firm),” he said.

Jimbu March 26th, 2008, 06:35 PM Some LGUs want to replicate Cebu’s success (http://www.philstar.com/index.php?Local%20News&p=52&type=2&sec=70&aid=20080326155)
The Freeman

Cebu continues to soar high as some local government units in the country wanted to replicate the success of the province in attracting investors.
“Cebu is not caught by the difficulties like Manila has right now. The political climate is commendable as well as the attitude of the Cebuanos and a governor who is committed and very hands-on,” says Jesus Estanislao, the president of Institute for Solidarity in Asia during the Public Governance Forum.
The forum chose Cebu as the only province in the country that investors should pour their investments into.
Cebu Governor Gwendolyn Garcia, together with Bunny Pages of Cebu Leads Foundation, made a video presentation showcasing the best of Cebu in the field of infrastructure, educational system, water, power, manpower among others.
Cebu province, considered the premiere province in the country, is among the four LGUs picked by ISA as attractive to investors. Other LGUs are San Fernando City, Pampanga, Tagaytay and Iloilo.
During the forum held at Sofitel Philippine Plaza in Manila, Garcia was congratulated by other mayors and governors, asking her how she managed to improve the province.
“We will replicate what you have done for Cebu,” says Oriental Mindoro Governor Arman Panaligan.
Garcia explained to the audience that in terms of distribution of projects, she is doing it without any political color.
“Our government (Cebu province) is working and will continue to work for its people. In Cebu, there’s a new way of doing things and we found hope. In Cebu, we choose not to be affected by the political bickering here in Manila and I would rather focus to do things that are important and lasting,” the governor said.
After the forum, a US-based company, the Seagate Global Advisors, said it will invest in Cebu, asking help from the governor what projects they can venture into.
“Can you imagine this company has so much money and they are now asking me what projects to venture into. This is something to look forward to in Cebu,” the governor said.
The ISA is an independent, non-partisan, non-profit institution that seeks to improve public governance through citizens’ participation in Asia. It also has a “network” of business corporations and civil society institutions committed to good governance.
Cebu, meanwhile, maintains its status as the number one province among 79 provinces in the country. — Mitchelle L. Palaubsanon/LPM
Jimbu March 26th, 2008, 06:39 PM City hopes to close deal with Filinvest (http://www.philstar.com/index.php?Local%20News&p=52&type=2&sec=70&aid=20080326157)

The city government hopes to close a deal with a major land developer in less than a month for the sale of a portion of the South Road Properties.
Mayor Tomas Osmeña said that verbally, the city has closed the deal with Filinvest Land, Inc. but everything has to go through the process like public bidding.
“Sa laway we have closed, but we’re trying to flesh the details,” the mayor said during his press conference yesterday.
But he said that he could not disclose yet which part of the SRP and what kind of business Filinvest will put up there.
“These will all to be disclosed in proper time because this is going to go through public bidding,” he said adding that he does not want to disclose more details because the negotiations have reached very critical stage and he might send a wrong signal.
“In the meantime, I don’t want to get into too many details because I’ve gotten into trouble with that already in the past,” he said.
Osmeña, however, explained he had come to basic discussion with Filinvest verbally that the portion that is being negotiated has to be bid out so the investor has to prepare the documents.
There were reports earlier that Filinvest, one of the major land developers in the country, plans to build a commercial complex in a portion of the SRP.
The city is also negotiating with other big companies like SM Prime Holdings and Ayala Land which proposed to put up mixed use projects at the 295-hectare facility.
The price being discussed ranges from P10,000 to P15,000 per square meter.
The city has so far earned P25 million from the project, which represents Bigfoot Global Solutions Inc.’s 25-year lease payment for a two-hectare lot for its expansion studio. The firm is constructing a facility for its film academy.

haha!! I had my post-grad internship in Davao Doctor's so I stayed in Davao for like 1 year, and it's true. There's a bit of a difference in the way we use words in the dialect.. like this word they usually use when referring to a haircut.. unsa na "paalot??" dugay kaayo ko nakasabot ana.. hahaha.. here it's "patupi"... And yeah, the bisaya here in Cebu is more of short-cut.. wala mi anang mga "gina-", then words such as "balay" are shortened here.. so it becomes "bay", so in the end we tend to speak shorter statements. It's the bisaya dialect used in Gen.San. that I usually have difficulty understanding, because they infuse a lot of Ilongo and waray words. hehe.. Cebu and Bohol use more or less the same variety of bisaya. I also noticed that the Davao bisaya (and much of Southern Mindanao), incorporates lots of words from the ilongo, waray, chavakano, and tagalog dialect. But in reality it's not that hard to communicate here, magkasinabtanay ra gihapon. The sentence structure is more or less the same. Then you can always speak in english, or tagalog.

Nope, but I've been there a couple of times. I had my 4th year internship here in Cebu. Then had my postgraduate internship in Davao Doctors, had residency training in Riverside, Bacolod before settling in Manila for further training. My last year in Cebu was 1992. 1993, I was in Davao. 1994-1998, Bacolod, then until 2004 I stayed in Manila, then decided to return to Cebu. hehe.. island hopping..
But honestly, I can barely remember Davao or the people there, except for my residents and mentors, and my wife who I met there (but she's from Gen.San.).. Oh, and there was this nurse.. kontra kaayo mi ato niya ambot ngano.. hahaha..

hope i am mistaken but guess there is some kind of conspiracy ongoing here, that is, continuous burning down of old buildings to make way for its reconstruction this time with modern interiors if the old facade or exterior walls will remain. could this be the new tourism approach to make the churches/old buildings more attractive to tourists - old in design but modern in terms of materials used for reconstruction.

Sayang ui.. Anyway, Oslob Church was also burned in 1955.. so nothing much of its interior is really historical I guess.. good thing is the belltower, the facade and the stone walls are all there..
I just that when they "rebuild" the church they won't destroy or removed the stone walls. Based on the pic, all they have to do is just to replace the roof, the pyramid dome, etc.
Pero sayang ang Convento because it's one of the remaining conventos in Cebu that still had the Tisa tiles, hehehe..

PINOYmeat March 27th, 2008, 10:22 AM i happened to browse another forum and found this post, some of cebu's achievements, take note that most of these were replicated by other LGU's around the country. (note: edited, so as not to spark a cVc)
* Gender-Responsive Governance Cebu City - 2003 - Outstanding Welfare Services. reported incidents of VAW have been reduced to only two out of ten women in 2002. Bantay Banay is also being replicated in as many as 65 LGUs all over the country.
* Partnerships for Poverty Alleviation - The City Government initiated the Cebu Urban Basic Services Programme in 1988 with the support of UNICEF, the Presidential Commission on the Urban Poor and the cooperation of several national government agency programmes as well local and national NGOs. The establishment of the Local Government Code in 1992 greatly increased the autonomy and authority of city government and lays the foundation for institutionalization and replication of the Cebu poverty alleviation policies and programmes in other cities.
* 1995 - Trailblazing Health Programs and Services / Providing Emergency Medical Service Gawad Galing Pook - The Emergency Medical Service of Cebu City addressed the need of city residents and neighboring towns for professional response to medical and rescue emergencies. The emergency Rescue Unit Foundation (ERUF), a partner NGO of the city of Cebu, runs this program.
* CEDF-IT - the cebu educational development for information technology - CEDF-IT was formed by a consortium of industry, academe, and government stakeholders in the ICT industry with the objective of developing the human resources required by the industry. The CEDF-IT model has eventually inspired other regions to set up their own
* kalakbay awardee for best tourism council - cebu city tourism commission 1990, 1993, 1995
* kalakbay awardee for best destination - cebu 1990, 1993, 1996
* Tholons Globalization Services places Cebu City in the fourth place behind Indian cities Chennai, Hyderabad and Pune in its list of Top 50 emerging cities for outsourcing in the world (2007)
* Mckinsey and Company recently ranked cebu as the most preferred city for outsourcing and offshoring work in the country. the McKinsey report is contained in the Business Process Association of the Philippines’ (BPA/P) Outsourcing and Offshoring Road Map 2010. (2007)
* conde nast traveller consistently ranks cebu as one of the top ten destinations in asia (2004, 2005, 2006, 2007)
* total bank deposits in cebu is the highest outside the nations capital, is also has the most number of banks outside manila. Outside Metro Manila, Cebu recorded the largest bank deposits of P134.225 billion or 4.5 percent of the total.
* cebu also initiated the establishment of a visitors and conventions bureau, the CVCB, which is now replicated in other parts or the country
PINOYmeat March 27th, 2008, 10:30 AM and now this...
Cebu Province among top LGUs
THE Cebu Provincial Government is one of the best local government units (LGUs) in the country in terms of investment opportunities and promotion, according to a private think tank.
The Institute for Solidarity in Asia (ISA) named Cebu Province and the Cities of San Fernando in Pampang, Tagaytay and Iloilo as the best LGUs in the country.
Cebu was chosen because of its partnership with the different public and private sector organizations, especially in tourism projects.
ISA President Jesus Estanislao said one of the best practices of Cebu is the Mactan Cebu International Airport Authority (MCIAA), which has a charter unique to Cebu.
MCIAA is composed of members of various agencies and private sector representatives concerned with the development of Cebu’s international airport.
“MCIAA is a big project that is good for Cebu, which is being promoted by whom? The multi-sectoral coalition, pushing it and saying ‘Hey, we’ve got to expand instead of only having so many tourists in Cebu,’” Estanislao said.
Each of the four LGUs was given a chance to present their projects.
During the ISA Public Governance Forum, Cebu had presentations by Gov. Gwendolyn Garcia and businessman Bunny Pages, representing the multi-sectoral group Cebu Leads Foundation. The presentations were well-applauded by those who attended the gathering, representatives from different LGUs and the business sector.
Pages said Cebu is a good bet because of its strategic location, infrastructure and people.
Garcia said one of the advantages of Cebu is its tendency to veer away from the political climate in the National Capital Region.
Estanislao agreed, saying, “(Cebu) is not caught by all the difficulties that Manila has in terms of politics and the attitude of people also.”
“You have a good governor who is very committed and very hands-on,” Estanislao said, noting that good governance is not limited to the local chief executives.
“It is not a matter for the governor alone, it is equally the responsibility of the governed. It is not only the responsibility of the national government, it is the responsibility of every LGU, from the municipalities down to the barangay.”
During the open forum of the Cebu presentation, one foreigner stood up and said, “Ten years from now, Cebu will be even more developed. Keep up the good work.”
A representative of the Development Bank of the Philippines also noted that Cebu’s presentation was humble. He noted that Cebu was a key element in the development of its neighboring areas like Bohol, Leyte and Samar.
“We (Cebuanos) are not dragged down by political bickering,” said Garcia, adding that she hopes Cebu would lead the country in that sense.
Pride
But in yesterday’s event, Garcia was supposed to have been given an ID that identified her as chief executive of Cebu City. The confusion arose because Cebu was the only provincial government recognized along with the three cities.
When told of the confusion, the organizers changed the ID and gave her one that identified her as chief executive of Cebu Province.
When asked about the confusion, Garcia said she didn’t mind.
“We (Cebu Province) are the odd one in the group of four. But I don’t mind the confusion with the City of Cebu because we are very, very proud of the Queen City of the South, as long as you won’t confuse the financial situation and the two local chief executives,” Garcia told the forum audience.
Cebu Province, she said, prides itself on being debt-free. (JGA)

leylander March 27th, 2008, 11:55 AM ^^ that may be true. but the good thing about them two is that the 'rift' disappears when the issue is about Cebu as a whole.
it's pretty understandable that they clash every now and then because they both have strong personalities. and that's what an LGU needs to step up its game.
tom vs gwen is a non-issue. but if you put X against the whole of cebu, it would be like X vs gwen and tom. and that would be like going against the walls of troy. LOL.
them two all the more make cebu a strong presence.

By Marian Christie Codilla
Cebu Daily News
First Posted 12:24:00 03/27/2008
A REAL estate firm has the inside track among interested investors negotiating for prime South Road Property (SRP) lots.
Cebu City Mayor Tomas Osmeña said Filinvest Land Inc. has the best offer among the two other investors – SM group and Ayala group.
“I have to look at what is best for the city and so I have to accept the best offer and that is Filinvest,” Osmeña said.
Osmeña, however, did not give the details of the proposal. He said the deal will have to be closed at the proper time because it has to undergo a public bidding.
“I don't mind disclosing (details) but some of them are sensitive about these matters. There is a pressure when we disclose this case because if so, we would have to stop negotiating with SM and Ayala," he said.
He said the best option for the city is to make a deal with only one party and then negotiate with the other two parties.
He said he has not yet started talking with SM and Ayala but they had submitted their offers but he rejected them.
Osmeña earlier said that the three investors were interested to acquire 40 hectares to 50 hectares of the 300 hectare SRP.
He said one investor is interested to construct a high-rise condominium and a mall at the SRP.
Osmeña said that the downpayment of P500 million he expects to receive from one of the investors is enough to pay for this year's amortization with the Japan Bank for International Cooperation (JBIC).
The city government allocates at least P500 million from its annual budget for paying loans for the SRP worth P6 billion. Of the amount, only P300 million represents payment of the city's debt with JBIC while the remaining P200 million is shared by the national government and the Land Bank of the Philippines (LBP).
The national government through the Department of Finance act as the guarantor of the city's loan while LBP is the city's depository bank.

The Consolidated Industries Gas Inc.- Southern Industrial Gases on Thursday said it is set to pour in a P1.3-billion investment in the Philippines for its expansion projects to cater to the growing demand for industrial and medical gases.
A member of Munich-based Linde Group of Companies, and the local leading producer of industrial and medical gases, Consolidated-Southern announced it will invest a total of P1.3 billion for its Laguna and Cebu plants this year.
Sanjiv Lamba, managing director of Linde Group for South and East Asia, said the bulk of the company’s income from Asia comes from the Philippines, and Linde has decided to expand its presence in the country due to its highly qualified workforce, upbeat market, and impressive government support given to it.
“[We] are very happy with [our] investment here. Everything is perfect except for the very expensive energy cost, which accounts for the 60 percent of [our] total operational cost,” Lamba added.
The company has invested P300 million to upgrade and expand its air separation plant in Sta. Rosa, Laguna.
“The Sta. Rosa plant will mainly serve the growing demand of the electronics and semiconductor [sectors], and for various chemical gases,” Dennis Jordan, Consolidated-Southern managing director, told a briefing.
The P1-billion investment will be infused in Cebu for another air separation plant.
These investments will be the Linde Group’s single biggest investment in southern Philippines.
Jordan said they will start the construction of the Cebu plant in August, and is expected to be operational in 2010.
“Though [we] already have an existing plant in the Visayas and Mindanao, this plant will serve the growing needs of the industrial plants and medical firms in the Visayas and Mindanao,” he added.
Last year, the company’s revenue stood at P2.1 billion from its existing Pampanga and Laguna plants. It is eyeing a 10-percent growth in 2008.

ZenChedi March 28th, 2008, 01:26 AM ^^^ I don't know if Monique Lhuillier specifically owns the resto, but PINO is owned by the Lhuilliers (this is their first Filipino restaurant), along with other restaurants.
I was really surprised by the elegant look of the place. It's a bit breathtaking. The floors in the washrooms are made of narra (I think, do correct me if I'm wrong..) and not tiles. As for the prices, it's more expensive than Cafe Laguna, but more or less affordable and the service is very good.

tj_brewed March 28th, 2008, 01:35 AM New Oslob church 'up within the year'
Friday, March 28, 2008
Sunstar Online Cebu
CEBU Archbishop Ricardo Cardinal Vidal yesterday challenged the public to help rebuild the Oslob parish church within the year, as investigators identified an electrical short-circuit as the cause behind last Wednesday’s fire.
“I was on my way to Manila when I heard about the fire on the radio. I could hardly believe it,” the prelate told ABS-CBN during a visit to what remained of the Immaculate Conception Parish.
Bureau of Fire Protection (BFP) 7 Director Eleuterio Iturriaga sent Provincial Fire Marshal Victor Vibares to conduct a separate investigation, after initial reports said that firefighters and residents had to push one of the town’s two firetrucks just to reach the church, some 50 meters away.
Oslob Fire Marshal Jaime Sucayno, in his report, traced the flames to an electrical short-circuit in the second-floor bedroom of the convent occupied by the parish priest, Rev. Fr. Val Gemelo.
Sucayno’s report didn’t say how much the fire destroyed, pending an inventory of the antiques and other valuables lost during the eight-hour blaze.
In its local newscast yesterday, ABS-CBN aired footage of Cardinal Vidal walking beside the charred stone walls of what remained of the church, one of the oldest in Cebu.
“If only the fire trucks came...and the parish priest was also inside...it would not have reached the church,” Vidal mused.
Rebuilding
He plans to meet with the administrative board of the Archdiocese today to discuss how they can rebuild the Oslob church. He also announced that the church is open to donations to help rebuild the structure.
He told the TV crew that he had to ask an architect or an engineer if the church’s original structure could still be used as a foundation, as it was clearly a thick wall.
Cardinal Vidal was visibly saddened at seeing the damage and said that he clearly remembered what the church looked like. The last time Vidal visited the Immaculate Conception Parish was during its fiesta on Dec. 8 last year.
The prelate also checked on the condition of the antique icons and asked the parish priest to try and stick to the normal parish activities.
Meanwhile, Cebu Gov. Gwendolyn Garcia, tourism officials and some town mayors in the province questioned Msgr. Achilles Dakay for saying that the Provincial Government should focus on urgent problems during the Suroy-Suroy sa Sugbo, instead of the food and other attractions.
Offer
Dakay has said that the fire that razed the Oslob parish should serve as a wake-up call for the Provincial Government. He serves as the media liaison officer of the Archdiocese of Cebu.
Garcia said that Dakay may have been misinformed of the activities, which is why she is inviting the monsignor to the Suroy-Suroy sa Sugbo Northern Heritage Trail on April 8-10.
The tourism promotion program allows provincial officials to find out what each town needs, she explained.
Though the governor explained that the Province is not extending financial aid for the Oslob church project—citing the separation of church and state—she said she is willing to give a month’s salary to the effort.
She pointed out that the Provincial Government gave P3.2 million for the rehabilitation of Boljoon Church, after the National Heritage Council declared it as one of heritage sites in the province.
Dawnie Roa, director of the Department of Tourism in Central Visayas, said that the monsignor may have been frustrated over what happened to the church, so he issued that comment.
Tragic timing
Roa added, however, that the lechon served during the tour “is just a component of the entire program.” What the Suroy-Suroy aims to do is showcase each town’s culture and heritage.
Provincial Board (PB) Member Agnes Magpale, chairperson of the committee on tourism and international affairs, said the tour is meant to promote Cebu as “a wholesome destination.”
She added that about 24 fire trucks were donated by the Provincial Government to several towns, including Oslob.
Oslob Mayor Ronald Guaren said that it was unfortunate that the fire occurred while the town’s two firetrucks were undergoing repair.
The first dump truck, recently donated by the Capitol, needs a clutch repair kit, while the older one needs to have its hose replaced. Guaren said that local officials already requested for the purchase of the replacement parts.
He also said that his office is willing to allocate funds to help with the repairs, but is studying how this can be done without violating the law.
The mayor said that local officials also tapped the services of the Parish Pastoral Council for the inventory and turnover of the images of the saints.
Argao Mayor Edsel Galeos, Sibonga Mayor Lionel Bacaltos and Dalaguete Mayor Andrade Alcantara all defended the governor and the tourism promotion program, with Galeos adding that he found the monsignor’s comment “unfair.” (MEA/With GMD)

Tomas questions best LGU citation for Cebu Province (http://sunstar.com.ph/static/ceb/2008/03/28/news/tomas.questions.best.lgu.citation.for.cebu.province.html)
WHAT does a citation for being one of the best local government units (LGU) in terms of investments mean when the Capitol can’t protect investors from fires?
Cebu City Mayor Tomas Osmeña asked this question yesterday after learning about the extent of the damage to the Oslob parish church and the lack of firefighting equipment there.
“They’re one of the best for investment opportunities but they can’t protect their church from burning down. Who will put investments there if masunog lang? And people have to push the firetrucks pa?” the mayor asked during his news conference.
“They can’t even protect their cultural heritage, what more the investors?” he continued.
When the Capitol protects its investors, Capitol consultant Rory Jon Sepulveda retorted, that includes protecting stakeholders from Osmeña.
Sepulveda, the Capitol’s consultant on information, cited the creation of the Provincial Heritage Council as one sign that the Province makes sure everything is in place to protect its investors.
Asked for her comment, Cebu Gov. Gwendolyn Garcia said, “I feel that Msgr. (Achilles) Dakay is more worthy of my comment and explanation.”
Dakay has said that the fire that razed Oslob church on Wednesday should serve as a wake-up call for the government.
Osmeña said he wondered what criteria the Institute for Solidarity in Asia (ISA) used when it chose Cebu Province as one of the best LGUs in the country in terms of investment opportunities and promotion, along with the cities of San Fernando in Pampanga, Tagaytay and Iloilo.
“Sometimes the criteria used are not in the real world... It’s all conceptual, that’s why I don’t participate in those contests,” the mayor added.
For over a year now, relations between the City and Province have been strained. A proposal to swap prime property for Province-owned lots occupied by Cebu City constituents has collapsed, the Capitol has asserted its ownership of prime landholdings such as Fuente Osmeña, and the City has blocked development in an area that includes a joint venture between the Capitol and a private developer.

I also agree with the Mayor. One of the best LGU's means more equiped with that kind of life savers/property savers, the fire trucks. It's better not to name Cebu Province as one of the best LGU's if it's not ready to answer quickly with that kind of disaster or any that may occur anytime. Leave it to other LGU's for them to be lined as the best in the country, as for the Cebu province and city, we should still work it out what we lack in terms of readiness for us to be named one of the best LGU's.
I understand the Mayors side, I'm also ashamed of what heppened, bag o pa gud na bunyagan og one of the best LGU's, nya mao nay nahitabo...bda?
