A PROJECT of many “firsts.”

This was how Aboitizland vice president for marketing and sales Pia Mantecon described the real estate firm’s new project – The Persimmon.

It is also the company’s first undertaking of a commercial center, she added.

Covering over 1.4 hectares of land area in Mabolo, Cebu City, The Persimmon is Aboitizland’s first venture into a “vertical development” since it is the firm’s first skyrise project.

During a press briefing held at the Pino Restaurant last Friday, Andoni Aboitiz, Aboitizland chief operating officer, said the company is “very excited” with the project, which is the result of “meticulous planning and value engineering.”

“It is a new concept in Cebu where one can live, work and play in the same area,” said Aboitiz.

Also referred to as an urban village, the project is comprised of four 15-story towers that will house a commercial area and residential enclave.

Building construction will start in June this year. The completion will depend on “how fast the take up of the project is” said Aboitiz.

“It could be between five to eight years,” he added.

The “themed commercial neighborhood,” said Aboitizland sales manager Jojo Rafaeles, will be operational by the first quarter of 2009. It will also house the project’s sales office and a showroom for model units.

The Persimmon will have a studio, one-bedroom, two-bedroom and loft units. Minimum floor area for studios will range from 23 square meters to 32 square meters while loft units will be at 43 square meters to 141 square meters.

For the loft, buyers can choose among a one-bedroom, two-bedroom and three-bedroom units. Garden units are also available.

Although the company is yet to start accepting reservations, Rafaeles said that based on the purchase applications that the company received, Aboitizland has sold all of the 157 units at Persimmon West—the first tower that will be built.

“We now have almost 300 (prospective buyers),” Rafaeles noted.

The purchase applications are forms filled out by the buyers who have the intention to buy a unit while actual reservation of units is not yet open. In the forms, the buyer is asked to give three choices of preferred units.

The company will formally launch the project on April 25.

Mantecon said that Aboitizland is going to be the first to hold “a three-day grand launch,” starting with the launch party at the Waterfront Hotel Cebu City Hotel and Casino that will be followed by an open-house activity for the next two days.

The Persimmon’s residential area will feature a club house, gym, multi-purpose court, a playroom, children’s playground, an adult and children’s pool, function rooms and a perimeter fence.

The commercial part will have buildings that will house food and dining establishments, health and wellness centers, entertainment facilities and a grocery store. (DME)

I don't have any idea what is it... well just wait for further announcement!

wala diay ka kabalo bai? diba it was in the papers a few months ago? they will place a play area for kids where the fountain used to be, much like what they have in glorietta... im not sure if they scrapped the plan though.

The staircases connecting B1 and the ground floor will be moved to give way for the expansion of the floor area of the ground floor for a larger and wider stage. The playground will just be within the activity center and will be removed when there are events.

It used to be called Palace of Justice or Hall of Justice.. Right now its Marcelo Fernan Hall of Justice.

Cafe Marco buffets are a must for a delightful and savory experience. The breakfast buffet in particular which I thought was a lot better than ShangriLa and Waterfront always made me eager to get up early in the morning and be the first one to attack every station from breads and pastries, fresh fruits and veggies, juice, special made omelets, meats, poultry and fish and to top all of these is their exceptional world class service.

That's not Cebu City Hall of Justice. It contains Regional Trial Courts

Diehardbisdak, it was constructed in the early 1990s although a much earlier building was once attached to the back of the capitol, I forgot how it looked but I can still vividly remember when it was destroyed to pave way for this justice hall..

they used a very big weight that swings and smashes to the building to level it down.

Philippine Airlines to reopen Cebu hub for turbo-prop flights

MANILA - Philippine Airlines (PAL) will base its soon-to-be-acquired turbo-propeller fleet mainly in Cebu, in order to better serve the growing intra-regional market in Visayas and Mindanao, the flag carrier said yesterday.

While some turbo-prop flights will also operate out of Manila, especially in the initial phase, Cebu will be the focal point of turbo-prop operations as PAL re-establishes the city as its main hub in southern Philippines.

PAL’s turbo-prop services are scheduled to take off on May 5, 2008 with eight flights daily from Manila to Caticlan, gateway to the famed resort island of Boracay. Fifty-seater Bombardier Q300 aircraft will be deployed on the route.

The operation kicks into high gear in the third week of May when services of varying daily frequencies between Cebu and five points—Caticlan, Bacolod, Tacloban, Butuan and General Santos—are launched.

In the same week, a daily flight between Manila and Busuanga in northern Palawan will also commence, along with a ninth daily frequency to Caticlan.

More points

In the last week of May, three more points will be added to the Cebu hub network: Davao, with thrice-daily flights; Iloilo, twice daily; and Puerto Princesa, a single flight every day.

A slightly larger turbo-prop model, the 76-seater Bombardier Q400, will operate most of the Cebu services.

More destinations in Visayas and Mindanao will be served from Cebu, as well as from Manila, in the coming months as PAL takes delivery of more Q300 and Q400 turbo-props.

The flag carrier is acquiring a total of nine aircraft of both types—three Q300s and six Q400s— with deliveries spread out over the next four-to-six months.

Integral part

PAL operated a bustling Cebu hub for most of its 67-year history, when it was the sole airline mandated to provide air services to far-flung rural communities. As such, turbo-props were an integral part of PAL’s fleet for decades.

When PAL entered receivership in 1999, however, its rehabilitation plan stipulated an all-jet fleet, forcing the airline to dispose of its then turbo-prop type, the Fokker 50, and close its Cebu hub.

With PAL’s successful emergence from rehabilitation last year, resuming turbo-prop operations became a key priority, in keeping with the national carrier’s historic mandate of serving outlying areas.

In this effort, the restored Cebu hub will play a central role, PAL added. (PR)

The 25-hectare Cebu Asiatown IT Park will offer additional 50,000 square meters leasable space after the six major building projects will be completed in the next two years.

In a statement released by Cebu Property Ventures Development Corporation (CPVDC), the cyberpark’s developer, it said that by the third quarter of this year, four medium-rise buildings will be finished to accommodate the growing demand for office spaces especially for large Business Process Outsourcing (BPO) companies.

“These buildings will offer more office spaces, retail shops, entertainment bars, additional 24-hour food shops and restaurants to accommodate Cebu’s new round-the-clock business and entertainment lifestyle,” said CPVDC president Francis O. Monera.

These upcoming buildings, which are expected to be completed soon, include the 11-story Skyrise 2; 15 stories TG Tower; 17-story i3; and 12 story-eBloc Tower.

These will provide a total of 50,000 square-meter available office spaces within the Park.

Currently, CPVDC is constructing the P900 thousand, first medium rise building for BPO, called e-Bloc, situated in a 4,432 square meter area, in the phase 1 of Asia Town IT Park. The construction is expected to finish by September this year.

Asiatown IT Park, the largest cyber-park outside of Luzon, is now the home of BPO and IT-enabled firm giants like NKC Conveyors Philippines Corporation, Tsuneishi Heavy Industries Inc. (Cebu), Morph Rapid Solutions Inc., Micro D International, Cordia Philippines, Convergys Philippines, People Support, eTelecare, among others.

Within the year or early next year, CPVDC will open Cebu’s first 24/7 commercial hub, which will provide wide options of retail, entertainment and wellness options to the growing BPO working community.

In 2006, CPVDC recorded a net income generation of P83.5 million, attributing the positive growth to the continuing uptrend in the Information and Communication Technology (ICT) industry.

CPVDC already developed two modular buildings at the Asia Town called e-Offices. This time, the company decided to maximize the lot usage by building mid-rise condominium office starting with the e-Bloc building.

CPVDC is a subsidiary of Cebu Holdings Inc., (CHI), an affiliate of Ayala Land Inc. It is also partly-owned by the Cebu Provincial government.

Earlier, Monera said that CPVDC plans to develop five-hectare of the Asiatown IT Park, transforming the property in a “BPO (Business Process Outsourcing) Enclave”. This will be considered as its Phase 2 project.

Amid the strong interest of other real estate developers to buy prime lots for building developments targeted to growing BPO locators, Monera said CPVDC has no plans to sell the remaining five-hectare lot in phase 2.

“We don’t intend to sell [the lots]. We will develop the area as BPO Enclave,” said Monera. – Ehda M. Dagooc

The Cebu City government is now optimistic that it can collect soon the remaining P400 million from Robinsons Land Corp. after the Commission on Audit approved the sale of the lot in North Reclamation Area.

Mayor Tomas Osmeña yesterday announced that he received feedback that the commission has approved the deal and only needs the signing of the documents to formalize everything.

“It’s approved na kuno, it’s just the signing of the documents. They are okay with the P12,500 per square meter…They can’t adjust the price. Even if they go to court, they can’t win,” the mayor said, referring to the COA.

Osmeña explained that the COA has no reason not to sign the sale contract because the city has bid out the property twice and only Robinsons participated in the two public biddings.

The mayor has blamed COA for the delay because of its alleged refusal to sign the papers.

Almost two years ago, the city government awarded the sale of the lot to Robinsons, which was the only bidder during the two public biddings that it conducted.

City administrator Francisco Fernandez said the COA met last Thursday with the independent appraiser it has commissioned to re-assess the value of the property.

The city sold the 4.6-hectare lot known as the City Hall Block to Robinsons in June 2006 at P12,500 per square meter.

The buyer made a down payment of P180 million, with an agreement that the balance of P400 million will be paid once the sale is finalized after COA signs the sale contract.“

But reports came out that the property costs P15,000 per square meter, prompting COA to have the property appraised.

However, the city asked for reconsideration, which made COA decide to seek a second opinion.

Fernandez said the commission is now convinced that the property costs P12,500 per square meter. The city is now waiting for the COA to finally sign the sale contract, he said.

He would be meeting with the COA officials in Manila this Thursday to discuss the matter.

Osmeña has earlier admitted that John Gokongwei of Robinsons has been calling him often lately to follow up the sale of the lot because he has already made a 20 percent advanced payment.

Once the COA approves the sale contract, he said the city will sign the deed of sale and collect the remaining balance of P400 million.

^^slowly we're seeing developments along that stretch. somewhere in between Sofitel and the Robinsons lot (beside Sulpicio container yard) is the Qimonda IT building that is being built. beams and concretes are already visible. :okay: it will again spur commercial developments on that area.

that's good, kasi when we were there summer of 07 we walked from that junction to pier 4 at walang something to go to in that area...we left our baggage at the pier tapos we went back to SM. At least, ngaun we dont have to go to SM jst to cool off while waiting for the departure time of the boat.

It was a procedure to have a perfume bottle removed.

Cebu’s dynamic market has prompted Cebu Holdings Incorporated to expand actively in the entertainment and retail segment which is largely influenced by the rapid growth of personal consumption expenditure.

CHI, along with its subsidiary Cebu Property Ventures and Development Corporation (CPVDC), are set to open two major projects for commercial and lifestyle destinations in the third quarter this year.

CHI president Francis O.Monera said the lagoon expansion will initially open at least 60 outlets that will be offering food, entertainment and wellness joints, as well as specialty shops.

The opening of the lagoon area will introduce another dimension of leisure and entertainment destinations in Cebu.

CPVDC on the other hand, will open its first commercial, shopping and lifestyle complex at the Asiatown IT Park, also in the third quarter of 2008, the site within the park where “The Village” used to be located.

He said Cebu has a good blend of economic drivers, with good concentration of OFWs, growing BPO workers, tourists, and out-of-town shoppers.

The retail (and entertainment) business is very promising in Cebu, Monera said. In fact, he said after the opening of these two major retail and entertainment destinations, the company will immediately begin the construction of the five-star BPO enclave at the IT Park.

In the BPO Enclave, Monera said the company will also put a retail strip within the area that will be managed by the Ayala Center Cebu Mall management team.

Soon, the company will unveil the names of these two entertainment and shopping destinations, he said.

About 15 tenants will open their shops at the IT Park entertainment and retail hub by the third quarter of this year.

According to Monera, Cebu’s retail, including dining and entertainment landscape has not yet been affected by the declining value of the US dollar to the Philippine peso, in fact he stressed that Cebu’s position as the top eight OFW earning province has fueled the growth of retail, dining, entertainment, and other leisure related businesses in Cebu.

Meanwhile, a number of building projects are now being constructed at the 60-hectare Cebu Business Park (CBP).

These buildings that will soon rise at CBP include; Lexmark Research and Development Corporation, Rizal Commercial Banking Corporation (RCBC), China Bank, Tower Palace and Creativo.

About the article on the last page stating "Taxi drivers in cebu are less confrontational"

That is very true, hope they keep that up. Last time a friend of mine from the UK landed in manila she said the taxi drivers there were so rude, she said if possible she would avoid landing there again. Then she went to cebu and she said why did she bother landing and staying in manila in the first place, if she had known she would have gone straight to cebu.

She was with my aunt who was from bacolod. They went to Malapuasca and she loved the place, she talked about how cheap massage was and then she gave them extra pay and did not ask for change. The next day, the person who gave her masahe went over to her accomodation and gave her a big shell (you know those ones that youre supposed to hear the beach when you listen to it) as a token of appreciation. She said shes never received a gift with such heart. It sits on her living room now. Talking about cebuano hospitality :D

Its a very good thing, that next year shes planning to go back and will be bringing more british friends. That surely is good for the local economy

i think a 3rd bridge or whatever they can think of to connect mainland cebu and mactan island is very necessary. just imagine what will happen if those under construction in mactan will become fully operational. not to mention the upcoming ones.

So probably the 2 million plus figure for the province does not include the 3 above-mentioned cities.

CEBU CITY -- There are now 3.85 million people in Cebu Province , according to the 2007 census by the National Statistics Office (NSO).

The figure makes Cebu the largest province in terms of population.

But excluding population figures for the highly-urbanized cities of Cebu, Lapu-Lapu, and Mandaue, Cebu Province's population is 2,439,065 or a growth of only 1.68 percent.

Not counting the highly-urbanized cities, Cebu would rank fifth among provinces in terms of population size and Cavite, with 2.66 million, would rank first.

NSO Administrator Carmelita N. Ericta said that Central Visayas has a total population of 6,398,628 with 1.69 percent growth. This is broken down into: Cebu, 2,439,005; Bohol, 1,230,110; Cebu City, 798,809; Lapu-Lapu City, 292,530; Mandaue City, 318,575; Oriental Negros, 1,231,904; and Siquijor, 87,695.

Ericta said Lapu-Lapu City has the highest growth rate at 4.20 percent. This can be attributed to migration, especially by people who work at various manufacturing firms in the Mactan Economic Zone.

Lapu-Lapu City population growth may also have something to do with the number of subdivisions and housing projects being built and the fertility of its women.

Cebu City has the lowest growth rate, at 1.46 percent, among urban areas.

Ericta said that the NSO cannot give the exact reason why Cebu City has the lowest growth rate among cities when the volume of economic activity is high.

But she said this might be because people may have relocated to other areas where there are better opportunities to own a house.

President Gloria Macapagal-Arroyo signed Proclamation No. 1489 declaring as official the 2007 population count of the Philippines.

Ericta said that the 2007 nationwide census had a budget of P1.3 billion.

The latest census result showed that there were 88.57 million Filipinos as of August 2007 with an annual growth rate of 2.04 percent for the period 2000 to 2007.

In comparison, the population growth of the country was 3.01 percent in the 1960-1970 census; 2.75 percent in the 1970-1980 census; 2.35 percent in the 1980-1990 census. From 1990, the census was held every five years. The 1990-1995 census showed a 2.34 growth. The 1995-2000 census had a 2.36 growth.

Ericta said a census was scheduled in 2005 but the government lacked money for it, hence it was moved to 2007. The next census will be in 2010, when the Arroyo administration plans to bring down the growth rate to 1.95 percent. (EOB of Sun.Star Cebu)

THE latest population count shows Cebu is underrepresented in Congress, Rep. Pablo John Garcia (Cebu, 3rd district) said yesterday.

The National Statistics Office (NSO) released its latest population count yesterday. According to the report, Cebu Province, excluding three of its highly-urbanized cities, has a population of 2,439,005.

“This confirms our position that Cebu is underrepresented,” Garcia told Sun.Star Cebu in a phone interview yesterday. He said Cebu is entitled to four or five more legislators in the House of Representatives.

Garcia said the creation of more districts will “correct the imbalance” in the House and “make Cebu an influential block in Congress.” He said it will also bring in more development to the province.

Garcia also said that legislation for the creation of more districts in Cebu would have better chances of being passed if only one bill is filed. Cebuano congressmen, he said, should pool their resources and efforts together to file just one bill.

Mayor Tomas Osmeña, meanwhile, said that with a population of 798,809, the Cebu City Government can now push for the creation of its third district. This, he said will mean more funding and projects from the National Government.

Osmeña said yesterday he wants all coastal barangays, the South Road Properties (SRP), the north reclamation area and the Municipality of Cordova to make up the new district.

He believes the City has the resources to strengthen linkage with Cordova, which he said is being neglected.

With the 290-hectare SRP there, the new district would be strongly tourism-oriented, Osmeña told reporters.

“If I were to decide, it would include Cordova and the coastal areas of the south district and even the north reclamation area. It’s time for the people of Cordova to have interaction with Cebu City, to be in one community,” he said.


Earlier, the Provincial Government officials already said it would not be possible for the City to make Cordova part of its territorial boundary.

“But of course the Province will not allow us to have Cordova. You have to remember that Cordova will soon be left out because Lapu-Lapu will be another district. So it’s better if they (Province) stop thinking of their own selfish interest and do what is good for Cebu,” the mayor added.

In an interview at the Manila Pavilion Hotel yesterday noon, Osmeña said it would even be better to integrate the cities of Cebu, Lapu-Lapu and Mandaue into one big city.

Better still, all three cities could again be under the Province, which he suggested earlier.

“Then all the talk about this Metro Cebu authority will realize the objective of integration, with one traffic body and police but the central authority should be elected. I don’t like an authority where the leaders are appointed,” Osmeña added.

But other city officials warned that creating a new district would not be as easy as adding the population of the existing north and south districts and dividing it into three.

In their discussion about the issue yesterday, City Councilor Jose Daluz III said the councilors and North District Rep. Raul del Mar agree the division would be complicated.

Daluz said the 1987 Philippine Constitution only allows the division of one district into two, if the population requirement of 250,000 for each district is met.

“This is more complicated than we thought. If you make a new district, the division should only be within one district. You cannot add the population of two existing districts then divide it into three because the Constitution doesn’t allow that,” he said.

He explained, though, that the City could insist on making three districts out of two, but it would become a Constitutional issue that the entire country would have to decide on through a plebiscite.

Del Mar and Daluz said a widespread consultation and comprehensive study on the matter has to be conducted before a bill creating a new district or re-apportionment is filed.

South District Rep. Antonio Cuenco, meanwhile, said Cebu City is entitled to three districts with at least 250,000 for each district.

“I will have to talk with Rep. Raul del Mar on how to reapportion to have three districts. I was thinking of four—two in the north and two in the south—if the population reached more than one million. We will meet this Monday to discuss the means and bounds and decide which barangay will fall in the north district, south district, and central district,” Cuenco said.

Del Mar said, “I will still have to see the breakdown of the population. I can more or less assume that more than 500,000 of the population is in Cong. Cuenco’s district basing on the last election when his votes already totaled to more than 250,000. In my district, it was very far with only about 200,000 votes.”

If more than 500,000 of the population is listed under Cuenco’s district, Cuenco can create a new district in his own capacity, del Mar said.

When Cuenco decides to do so, it will be a beginning of a “very long process” that involves filing the bill for the creation of an additional district and “massive”

RLC plans 16 more malls in 5 years

Robinsons Land Corporation aims to take advantage of the strong growth in consumer spending by undertaking to build 16 new malls nationwide over the next five years at a cost of about P12 billion.

In an interview after the firm’s annual stockholders’ meeting yesterday, RLC president Frederick Go said they are also putting up four residential condominiums, six residential subdivisions, one hotel and two office buildings.

Go said all the property needed for the construction of the new malls have already been acquired and are part of RLC’s 67-hectare land bank for malls. The firm is opening five malls this year consisting of two in Manila, one in Tagaytay, one in Cabanatuan and one in Pulilan, Bulacan.

Other malls in the pipeline include those already under construction in Dumaguete, Davao and Cebu. He said some malls will cost over P1 billion but most will cost less since they will be in the provinces.

"We will continue to take advantage of the growing business process outsourcing industry and its complimentary nature by allotting leasable are in some of our new malls for BPOs," said Go adding that about four to five of the malls in the pipeline will have BPO components.

He said RLC’s office buildings will remain a major and fast growing source of recurring revenue with the soaring rental rates brought about by the demand for office space.

"For fiscal year 2008, we will complete the construction of Robinsons Cybergate Tower 3 and will commence construction of Robinsons Cybergate Plaza. These new buildings will add another 90,000 square meters of office space to our portfolio," Go said.

Plans are also underway for another 40,000 square meter office building in Ortigas Center which is currently master-planned as a mixed-use complex which will include a deluxe hotel.

Go said they also have in the pipeline 29 residential condominiums for launch and construction, aiming to launch three projects per year. However, overseas marketing will defocus from the United States and focus on Filipinos in the United Kingdom and Europe.

However, the bulk of sales this year of 85 to 90 percent is expected to be generated from the local market while the share from overseas is seen to drop from the peak of 20 percent due to the global credit crunch.

RLC plans to open a 100 to 120-room hotel in Tagaytay next year beside a residential subdivision and commercial area it is developing. Go said they have yet to decide whether to contract a hotel manager or operate it themselves.

Exactly, more people are moving to the suburbs where the new subdivisions are being built. This is a good trend after all since this means that the metro area is really expanding thus decongesting the main urban core area.

Time will come when all those houses at the back of Cebu Doc, at the vicinity of Chong Hua, and at the vicinity of Parklane Hotel will all give way to commercial buildings in the future; and villages/subdivisions right within Cebu City will open up their roads to traffic.

DANAO City is set to become northern Cebu’s industrial center with the entry of a new mining plant in the area.

Danao City Mayor Ramonito Durano III revealed that small-scale mining company Platinum Group Metals Corp. (PGMC) is currently rehabilitating an old cement plant in Barangay Dunggoan.

The mayor said in an interview that PGMC will occupy at least 30 hectares of leased property in Danao City with a 10-year renewable contract with the local government.

Durano said the mining company is estimated to spend about P200 million for rehabilitation of the former Lafarge/Lloyds Richfield Industrial Corp. cement plant in Dunggoan.

The plant had a production capacity of 480,000 metric tons. The facility faced financial problems in 2001, leading to its shutdown.

Exploration, exploitation

“They will have their own private pier area here in Danao,” he said.

According to the PGMC website, the company is involved in the exploration, development, exploitation and utilization of minerals.

After it was incorporated and registered as Caschrome Inc. with the Securities and Exchange Commission in 1981, PGMC’s first venture was in chromite mining in Isabela. The website said PGMC’s small-scale mining operation was significant in the formation and operation of Inchrome, a major ferrochrome smelter in Mindanao, being the initial supplier of chromite ore.

PGMC also acquired gold properties in Camarines Norte and iron-nickel laterite properties in Palawan and in Isabela.

Durano said PGMC is targeting to soft open this May and is estimated to hire more than 1,000 employees once operations have gone full blast.

Strong potential

Durano expressed optimism in Danao’s “strong potential” to attract industrial companies, especially with the completion of the North Coastal Road Project, linking Mandaue City to the rest of northern Cebu.

“Danao City in the coming years will have more to offer as an industrial center in the north. There are even inquiries for commercial developments. Once the North Coastal is open, the city will be a major player in the economic landscape of Cebu,” he said.

Japanese electronics manufacturer and exporter, Cebu Mitsumi Inc. is also located in Danao City. Mitsumi is considered the largest employer in Cebu Province.

Why I Love Cebu

Ever since my family transferred from Leyte to Cebu in 2000, I used to long to go back to my hometown. I used to view my stay in Cebu as merely my family's seeking for greener pastures. I used to believe that my journey with and in Cebu was destined to be just temporary and fleeting. Its total appeal was certainly not strong enough to classify it under the "for-a-lifetime" category.

With the sudden overflowing of Koreans, Japanese, Chinese, and other foreign bloods in Cebu, I began to wonder what Cebu's secret weapon is that succeeded in alluring them. Well, it is a mystery to me how Cebu could have ended up at par with their respective hometowns that they decided to leave their hometowns and journey in a place stranger to them. Yes, I was entirely clueless to the grandeur that the Queen City of the South holds. Or was I really clueless? Or I just pretended to be blind and not to appreciate the beauty that greets me every single day?

Cebu City has been classified under the highly urbanized cities, comparable to Manila, the country's capital, and to Davao, another equally booming city in Mindanao. The rise of industries, private companies and commercial establishments in the metropolis part of the province of Cebu made life easier for the city's dwellers. Yes, with its urbanization and unstoppable economic advancement, Cebu indeed has everything under its roof. Shopping malls, ports and airports, manufacturing and production companies, nature parks, beach resorts and call centers – name it and you'll find it in Cebu, in its finest and close-to-perfection form.

With its economic stability, Cebu also attracts people who are still in the long lines of looking for employment opportunities. As my friend from Leyte who is now working and residing in Cebu nicely said it, Cebu symbolizes "the realization of dreams in a home away from home". Indeed, the four-letter noun is no longer an ordinary name of a place for professionals and graduates who have found their own niches in their respective careers in the city. Cebu remains to be a haven for people and families who want to advance their general quality of life.

Cebu education also remains competitive. The young minds waiting to be honed and sharpened need not go far and sail oceans. With the Cebu schools and universities that are not merely prestigious by name but are well established for quality education, the nation's future is indeed in good hands. Cebu schools indeed provide great training, both in theoretical and practical aspects. Plus, education in Cebu is economically practical. Compared to Manila rates, studying in Cebu is much more affordable. It is a proof that quality education need not be too expensive. The availability of scholarships and assistance are also evident messages that education in Cebu is for everyone.

Cebu also remains historically significant in the lives of Filipinos. No Philippine history book has ever been published that failed to mention the importance of Cebu in the historical traces. Cebu has made its own mark nationally and even, internationally. Cebu has always been highly-regarded in the past, in the present and I'm pretty sure that it will still be in the future. The roster of Cebuano talents – be it in the performing arts or in sports – never ran out of names. Putting Cebu on the map, they make everyone proud to also be a Cebuano.

Cebu would also not be as marvelous as it is if not blessed with rich natural resources and scenic spots. Despite its economic advancement, anyone can still smell the aroma of nature at its best. Preservation of economic resources is still put to heart. We have attractive white sand beaches in Bantayan, Mactan and Camotes, attractive and colorful flowers in Busay, diving spots in Moalboal. The rural areas of Argao, Carcar, and Santander, also provide a peaceful aura to Cebuanos. Our devotion to our patron, Santo Niño, has also been made world-famous.

But what makes Cebu most endearing is the smiles and hugs waiting for everybody. The hospitality that Cebu offers is indeed unforgettable. It makes a tug at each and everyone's heart that makes you coming back. It's the sense of belonging that everyone feels, amidst the differences in color, race and even language. Indeed, in Cebu, we all feel at ease.

Now, after eight years of being an adopted Cebuano, I no longer question. The reasons these foreigners are staying are also the reasons why I am still here.

it is the practice of NSO not to include the population of highly urbanized cities in summing up the total population of provinces. not only in cebu, but in other provinces as well like neg occ, iloilo, etc. which have HUCs. I don't know the reason for this, but somehow it leads to some confusion as to what are the leading provinces in terms of population. in their press release, cavite is no. 1, laguna is no. 2, and pangasinan is no. 3, but cebu with the HUCs has more people than any of these provs. Not that these figures are a matter of life and death, but they may lead to confusion for researchers or planners. :):ohno::):ohno:

Uh...decongestion is a good thing. But suburbanization, certainly, isn't.

I mean, aren't you supposed to be against the development of Landco Pacific's Monterrazas de Cebu (because it destroys the natural landscape of Cebu)?

Well, if you are, then why do you think it is a "good trend"?!

Mass high-rise/mid-rise housing and efficient public-transportation infrastructure is the-way-to-go for Cebu, IMO.

Coffee Dream most probably started the coffee shop business here in Cebu. A friend of mine told me, sila daw ung nauna dito. There were other coffee shops before pero parang nagfold kase hindi daw competitive ung prices.

If Manilans would bash the Cebu community, then I guess it's a win-lose situation because obviously Manilans are in a far more advantaged position -- they being the acknowledged center of all life in the Philippines from media to infrastructures, to trends to fashion, etc.

That would just be tantamount to a full grown pussy tearing apart a growing kitten.

well who's blaming who? cebu is confidently enjoying its boom, almost insulated from the "things" that are wrong with this country. no need to drag manila dahil we only get a very little tiny pinky piece of the problem and the seemingly exaggerated negativity in manila. dont get me wrong here buddy, im not originally from cebu, i was actually from up north, cavite to be exact.

and it is not in the nature of the cebuanos to play a litany of dah dah dahs blah blah's, cebuano's would rather be an example, a local government run and played like a finely tuned guitar.

More space for IT, BPO

THERE are more than 154,000 square meters of office space in Metro Cebu registered with the Philippine Export Zone Authority (Peza) for information technology (IT) companies.

Having more space for IT and business process outsourcing (BPO) operations (will attract more investors to Cebu, said Juliet Banogon, Cebu Investment Promotions Center (CIPC) investment promotions officer.

She said most of the investors that they have briefed about Cebu’s industry situation usually make a decision to invest and operate within three to six months.

“So we have to be ready when they are here,” Banogon told Sun.Star Cebu in a phone interview.

Banogon also confirmed that aside from the usual Japanese and American investors, there is also a Korean group that initially showed interest in putting up investments in the Cebu City.

The Koreans want to invest in the IT industry, as well as in power generation, medical tourism and food processing. Call centers with operations in Luzon are also planning to expand its operations in Cebu.

IT parks

CIPC also refer investors to the Peza when they inquire about tax incentives that they can avail themselves of in special economic zones.

Based on a 2007 listing in Peza’s website, IT buildings located in the cities of Cebu and Mandaue provide a combined space of 154,111.81 square meters.

Aside from these, more space and land are available at an IT park in Cebu City.

The Cebu Property Ventures Development Corp. (CPVDC) said that at the Asiatown IT Park in Lahug, Cebu City six major buildings will be developed within the next two years to answer the needs of the growing information and communications technology (ICT) sector and BPO industry.

Of the six, four buildings, whose construction are ongoing, provide a combined gross floor area of more than 71,000 square meters. The four building are set to be completed by the third quarter of this year.

These four buildings are Skyrise 2, which will have 11 floors; TG Tower with 15 floors; i3 with 17 floors; and the 12-floor eBloc Tower, which was unveiled in November last year.

A number of real estate developers outside special economic areas, on the other hand, have registered their buildings with Peza to attract investors from the IT and BPO industry.

According to the PEZA website, it only takes a minimum of 2,000 square meters of building space to apply for a Peza registration.

The Peza has already approved the registration of 23 IT buildings in Cebu, but 17 of these structures have yet to be proclaimed.

Under Peza rules and regulations, registration applicants have to be proclaimed by the secretary of the Department of Trade and Industry before their buildings can enjoy the incentives extended to a Peza-registered firm.

Meanwhile, the CPVDC said that aside from office spaces, the new buildings that are being developed at the Asiatown IT Park will also house retail shops, entertainment bars, additional 24/7 food shops and restaurants.

The retail complex at the Asiatown IT Park, which was formerly known as “The Village,” will soft open by the third quarter of 2008. It will initially house 15 tenants.

The P60-million retail complex will have two floors with 1,860 square meters of total leasable area. The retail outlets at the complex will operate for 24 hours for seven days a week.

“It will support the requirements of the IT Park,” said Francis Monera, Cebu Holdings Inc. (CHI) president.

He added that this move by CHI, along with its subsidiary CPVDC, is in response to the growing demand for more commercial and entertainment centers in Cebu.

“Cebu has a very dynamic economy. The retail and entertainment businesses are very promising,” Monera said, citing the increasing number of overseas Filipino workers (OFWs), BPO workers and tourists.

More buildings are also being built at the 60-hectare Cebu Business Park, Monera said. He identified the future structures as those of Lexmark Research and Development Corp., Rizal Commercial Banking Corp., Creativo, China Bank, and Tower Palace. (with report from MMM)

Robinsons Land Corp. (RLC) remains confident about the long-term prospects of the real estate industry as it rolls out a full slate of new projects — 16 shopping malls to be developed over a five-year period, four residential condominiums, six housing subdivisions and two office buildings this year.

At the sidelines of the company’s annual stockholders meeting, RLC president and chief operating officer Frederick Go said the company is budgeting P12 billion for the construction of the 16 new shopping centers, four of which will be built this year.

RLC just completed and opened The Midtown, an expansion of Robinsons Place Manila, as well as Robinsons Place Otis beside the Otis 888 residential subdivision in Manila. To follow suit are malls in Cabanatuan, Tagaytay and Pulilan in Bulacan.

Go said the company has already identified the sites for its planned new malls which include Dumaguete, Davao and Cebu, slated for construction next year.

He said four of the planned 16 malls will have a BPO (business process outsourcing) component to take advantage of the continued strong demand for office space from call center firms.

For this year, RLC is budgeting P10 billion for its capital expenditure program to sustain its growth momentum.

Go said the company has a pipeline of 29 residential condominiums for construction, with an aim to launch at least three projects per year and tap new overseas markets which include Europe and the Middle East.

To drive the future growth of its residential condominiums division, RLC acquired several prime properties including two hectares in Fort Bonifacio and one hectare in the Ortigas central business district.

As for its housing and land division, RLC currently has 27 ongoing projects and intends to launch at least three new and expansion projects per year to capitalize on the huge housing backlog and continuing growth in the number of households. These projects include Monte Del Sol, Costa Verde, Forest Parkhomes North, Hanalei Heights, Wellington Courtyard, Brighton Parkplace, Blue Coast Residences, Brighton Parkplace North and Montclair Highlands.

Go said the company will complete the construction of Robinsons Cybergate Tower 3 and will commence construction of Robinsons Cybergate Plaza. Both buildings will provide an additional 90,000 square meter of office space to its portfolio.

He said RLC remains the landlord of choice for top BPOs in the country, having leased out over 190,000-sqm of space to BPO firms as of end-December last year.

The company is also set to build another 40,000 sqm office building in Ortigas Center which is currently masterplanned as a mixed-use complex.

Aside from this, RLC will build a 100-120 room hotel in a six hectare property in Tagaytay to be named Summit Ridge.

To fuel continued growth, the company continues to be on the lookout for prime properties for future development.

RLC earlier acquired five hectares of land with a 170-meter beachfront in Mactan, Cebu which will be converted into a landmark five-star condo-resort.

To expand its reach, RLC has signed joint venture agreements with several landowners for the development of properties totalling 37.8 hectares. These properties are located in Cagayan de Oro, Davao and Bantay, Ilocos Sur.

I still crave for their Barbecued "meat" on the stick. I just wished they have more food outlets and even fine dining restaurants in other shopping malls in the city. IN FIRST QUARTER: City police report 36% drop in crime volume

The number of crime incidents in the city fell by almost 36 percent through the first quarter this year as compared to the same period last year, said the Cebu City Police Office in its crime statistics report released recently.

The CCPO report showed that the crime volume, from January to March this year, was 660 against 1,030 in last year’s similar period. This means a 35.92 percent decline, said city police director Patrocinio Comendador.

Crime volume consists of index crimes and non-index crimes, both of which registered decrease in numbers also.

Index crime volume dropped in the same quarter by 42.7 percent, from 719 last year to 412 this year, while non-index crime volume fell by 20.26 percent, or from 311 last year to only 248 this year.

Under index crimes, homicide, physical injury, robbery, theft and rape each posted decline in volume with theft registering the biggest drop of 54.26 percent (from 411 to 188), followed by robbery with 44.7 percent (from 132 to 73.

The only crime that increased in volume is murder, which rose from 13 to 19 or an increase of 46.15 percent.

Comendador said that the possible cause for the increase in murder cases in the city have been the persistent war among street gangs, which fell into a hiatus through the first quarter last year.

Non-index crimes, consisting of special cases on drugs and gambling, have also declined but with only by 20.26 percent, the police report showed.

The report also boasted an 18.98 percent increase in crime solution efficiency by the CCPO, or from 68.64 percent last year to 81.67 percent this year.

Comendador however refused to base the performance of the CCPO policemen on the statistics. He said that what really matters will be the satisfaction of the public on the police force, seeing the latter’s efficiency in solving crimes. — Queenie Chariz Dayanan, CNU-intern/RAE

TO cut down on fuel consumption and minimize pollution, Cebu City councilors are proposing to use electric or e-bikes for the mobility of barangay tanods and some City Hall personnel.

The e-bikes, which cost P25,000 each, does not need fuel and only needs to be charged using electricity, so it’s cost-efficient and environment-friendly to use, Councilor Christopher Alix said.

The website www.ebikes.ca says an e-bike is like a regular bicycle but has an electric motor to help the user in going uphill or biking against the wind.

Alix explained the e-bikes are also cost-efficient because the City would only spend around P5 to P7 each time a bike is recharged, as opposed to the hundreds of pesos spent for gasoline.

The multicabs used in the barangays, for example, need at least 10 liters of gasoline a day.

“Because they don’t use gasoline, they don’t produce that much smoke, so it helps control pollution, and eventually, global warming. It’s very practical to use,” Alix said.

Among other purposes, the e-bikes would be useful in the mobilization of tanods in the barangays.

The councilors saw different models of the e-bike at the exhibit of the Serrotma Alternative Modern Transport set up during the Vice Mayors’ League of the Philippines convention in Manila last week.

An e-bike’s battery can last up to three years. It also has fewer parts, thus requiring less maintenance and savings for the City.

Once the battery of an e-bike runs out, the user may opt to use the pedals, which reportedly produces energy to recharge the battery, Alix said.

In Manila, SM malls have started to use e-bikes for its security personnel. (LCR)

A Lopez-owned telecommunications company announced a P420-million expansion that will increase its customer base in Cebu.

Bayan Telecommunications Inc. (Bayan) is set to upgrade its facilities and increase serviceable areas in Central and Western Visayas, as well as boost capabilities of its clients at the Asiatown IT Park and the Cebu Business Park.

Most of Bayan’s clients in Cebu are companies in the business process outsourcing (BPO) industry and banks.

Bayan is also poised to expand its wireless landline coverage to Cebu next year, said Juan Armando Rojo, vice president for corporate brand and communications.

The “acceleration in efforts” is in consideration of Cebu’s “continuously thriving industries and emerging business opportunities,” said Mauro Santos, Bayan’s regional head, in a press statement.

Rojo said Cebu has contributed P160 million to Bayan’s revenues in 2007.

He added that the total provincial income, including Cebu City, contributed 20 percent to 30 percent of the company’s total revenues.

Bayan’s total income last year was P2.2 billion, 319 percent higher than its P526-million income in 2006.

Santos said the revenue growth can be attributed to a 10 percent gain in voice services, which is at P3.37 billion from the P3.1 billion in 2006.

More than 20 percent of the revenues come from wireless landline. The company also considered the stronger peso as a factor for the revenue growth.

Last Friday night, Bayan hosted a “Club Bayan High Stakes Night” in celebration of the company’s growth and as a way for Bayan to say “thank you” to its Cebu-based clients.

The activity, held at Café Fortuna of Waterfront Airport Hotel and Casino Mactan, was attended in by 150 guests who had the option to play and win in casino games with electronic gadgets as prizes.

Rojo said this was the first time for Bayan to hold such event in Cebu, although it had held similar activities in Manila.

“High stakes night is a proof that we at Bayan are always looking for different ways to satisfy our customers over and beyond the technology services we provide. We always make sure that our relationship with them doesn’t end with a plug on a wall,” Santos said. (DME)

^^ it will vary sa location sa hotel...rates start at P950 or P2,400 or P2,600 for Standard Double Room...while Suite is about P1,800 or P3,300 or P4,000... higher rates is their Boracay branch...lowest rates is their Tarlac branch...

CEBU CITY, Apr 19, 2008 (Asia Pulse Data Source via COMTEX) -- -- Traders and suppliers are expected to have more chances for meeting and closing deals in three more trade fairs next month at the Cebu International Convention Center at the Mandaue City reclamation area.

These are the 6th Philippine World Building and Construction Exposition (Philbex 2008), and the first Cebu Food and Beverage Exposition (Cefbex 2008).

"Cebu is the second most progressive province in the Philippines, said Jill Ang, managing director of the three events.

Its time that we bring exhibits here so that we can also share the latest trends and technologies in Manila, she said.

Ang also cited the advantages of holding the events here in Cebu the airport, the location, Cebu being the center of Visayas and Mindanao.

Joseph L. Ang, founder of WSI, said Cebu has attracted a lot of foreign direct flights, which is an advantage to make Cebu a venue for the exhibits.

Ang said he expects 200 to 300 exhibitors from other countries, Manila and Cebu to join the trade fairs.

The three trade fairs will run from May 22 to May 25. The CAS 2008 and Cefbex 2008 will be held in the middle of the year.

Philbex 2008 is a construction show where local and international companies will showcase their products. New innovations in the industry will be introduced. It will also showcase the creations of the architects and designers from Manila and Cebu.

CAS 2008 is a car show. Participants include dealers of China made cars like Cherry, Chana and Jac, and Japanese cars like the Subaru.

Sinag, the solar car invented by a team of engineering students from De La Salle University, will also be displayed in the car show.

Cefbex 2008, the food and beverage show, will feature chefs from Italy, Korea, China and Thailand. There will be cooking demos and free seminars on the trends of the food industry.

Ang said the four-day event will have a Fiesta theme since May is considered a month of fiestas.

Ang said there will be Sinulog street-dancing competition as a sidelight during the event.

JICA, PCG planning to set up Coast Guard Academy for Asia in RP

MANILA, Philippines - The Japan International Coordination Agency (JICA) and the Philippine Coast Guard (PCG) are firming up plans to set up a Coast Guard Academy for Asia in the Philippines.

Radio dzBB's Carlo Mateo reported Thursday that the two agencies envision the Coast Guard academy to be a premier school for maritime safety and law enforcement.

Both agencies said the planned academy may be compared to the Philippine Military Academy and the Philippine National Police Academy, both considered premier learning institutions.

The JICA and PCG said the academy will be open to both Filipino and foreign cadets. Proposed sites for the academy include Mactan in Cebu, Corregidor in Cavite, and Subic in Zambales.

JICA and PCG said they expect the academy to facilitate coordination among the coast guard agencies of Asian nations, particularly in enforcing maritime laws and ensuring maritime safety.

^^ Ah, sharo pud nga wala ka kabalo nga the 'SM' brand started out as 'ShoeMart'.

Pero, a prominent member of the Sy family has said that they have completely adapted the SM brand. This means that SM is no longer the acronym of ShoeMart but the official name of the entire Sy-owned conglomerate, SM Prime Holdings.

Cebu governor notes importance of rural marketing

Currently on Guam, Gwendolyn Garcia, the governor of Cebu, Philippines, was keynote speaker at several events today, including the Association of Pacific Island Local Governments. She told KUAM News that a successful initiative implemented in her province has been taking tourists out of metropolitan areas and into the countryside. "By so doing we also motivate our people in rural areas to showcase the best of what they have - the food, the culture and the delicacies. Probably Guam could take a cue from there," she proposed.

This afternoon Governor Garcia along with Guam governor Felix Camacho and Lieutenant Governor Mike Cruz signed a sister city relationship with the Province of Cebu.

theyre still very active. youll feel the presence mostly sa projects on the rise thread. busy din cla sa work nila, with those young and special kids entrusted to them.

CEBU CITY — Local computer manufacturer NEO Manufacturing and Services, Inc. unveiled here last week its latest laptop computers powered by Intel’s 45-nanometer dual-core processors. The models were first launched in Manila on March 1, but imported brands like Toshiba and HP launched their 45-nm models as early as January.

Intel had the world’s first viable 45-nm processors in-house since early January 2007 — the first of 15 45-nm processor products in development. The microprocessor maker claims its 45-nm high-k silicon technology is one of the biggest advancements in fundamental transistor design in 40 years.

Intel will release its 45-nm Atom processor, its smallest, in June. By the end of this year, Intel will have moved all processors to 45-nm. Next year, the semiconductor giant will introduce the 32nm chip, said Jeremy Wong, channel account manager for mobile business of Intel Technology Philippines.

A nanometer is a billionth of a meter. Hundreds of Intel’s new 45-nm transistors can fit on the surface of a single red blood cell and more than two million 45-nm transistors can fit in the period at the end of this sentence, according to the Intel Web site.

NEO’s Elan series, the L2111 and L2110, are packed with the Intel Core 2 Duo processor family, which are both faster and more energy efficient. Both weigh about 2.1 kilos and are designed for Windows Vista.

A Lopez-owned telecommunications company announced a P420-million expansion that will increase its customer base in Cebu.

Bayan Telecommunications Inc. (Bayan) is set to upgrade its facilities and increase serviceable areas in Central and Western Visayas, as well as boost capabilities of its clients at the Asiatown IT Park and the Cebu Business Park.

Most of Bayan’s clients in Cebu are companies in the business process outsourcing (BPO) industry and banks.

Bayan is also poised to expand its wireless landline coverage to Cebu next year, said Juan Armando Rojo, vice president for corporate brand and communications.

The “acceleration in efforts” is in consideration of Cebu’s “continuously thriving industries and emerging business opportunities,” said Mauro Santos, Bayan’s regional head, in a press statement.

Rojo said Cebu has contributed P160 million to Bayan’s revenues in 2007.

He added that the total provincial income, including Cebu City, contributed 20 percent to 30 percent of the company’s total revenues.

Bayan’s total income last year was P2.2 billion, 319 percent higher than its P526-million income in 2006.

Santos said the revenue growth can be attributed to a 10 percent gain in voice services, which is at P3.37 billion from the P3.1 billion in 2006.

More than 20 percent of the revenues come from wireless landline. The company also considered the stronger peso as a factor for the revenue growth.

Last Friday night, Bayan hosted a “Club Bayan High Stakes Night” in celebration of the company’s growth and as a way for Bayan to say “thank you” to its Cebu-based clients.

The activity, held at Café Fortuna of Waterfront Airport Hotel and Casino Mactan, was attended in by 150 guests who had the option to play and win in casino games with electronic gadgets as prizes.

Rojo said this was the first time for Bayan to hold such event in Cebu, although it had held similar activities in Manila.

“High stakes night is a proof that we at Bayan are always looking for different ways to satisfy our customers over and beyond the technology services we provide. We always make sure that our relationship with them doesn’t end with a plug on a wall,” Santos said. (DME)

City’s participatory management impresses visiting Belgian officials

IMPRESSED with how the Cebu City Government involves its constituents in planning and policy making, government officials from Kortrijk City in Belgium want to replicate the practice in their city.

Officials of Kortrijk City, a sister city of Cebu, also want to share with the city officials its waste management and traffic management practices.

They also see environmental protection and education as another area of cooperation between the two cities at a time when universities and colleges in Belgium are aggressively encouraging graduates to take post-graduate studies abroad.

Kortrijk Deputy Mayor Alain Cnudde led the delegation of city and education officials in a visit here to discuss other partnerships with the City Government.

“We’re very interested in how Cebu City does participatory planning because with us in Kortrijk and all over Belgium and Europe, people are used to having everything they need, but they’re no longer involved in the local government and that’s something we want to do at home,” Cnudde told reporters at City Hall yesterday.

Specifically, they are interested in the way services are devolved to the barangays with funding from the City.

Kortrijk, a city of 75,000 people in western Belgium, first established sister city ties with Cebu City in 2004.

Waste management

In 2006, its officials came to Cebu to discuss waste management, segregation and composting. Two City Hall officials visited Kortrijk the following year to learn more about the waste management practices there.

“We believe the North can learn from the South not only in terms of governance. Cebu City is much cleaner and greener now than it was two years ago and we think Cebu is doing a great job,” Cnudde said. (LCR)

CEBU City Mayor Tomas Osmeña wants to do away with bidding procedures when the City Government sells the South Road Properties (SRP) later this year, but he has yet to get clearance from the Commission on Audit (COA).

Osmeña said doing away with the bidding will hasten the disposal of the properties and allow the City to get the price it has set for the SRP lots.

He said this after the National Economic and Development Authority (Neda) came out with a new set of guidelines for joint ventures between government entities and the private sector, which he said, would cause further delay in the sale of the SRP.

Osmeña set an appointment with the Neda officials to clarify the matter and to find out what rules govern local government units (LGUs) entering into joint venture agreements with a private entity.

“There is one line there that throws us off. It says its does not apply to LGUs. But we have to clear this with Neda, how will this apply to LGUs? Maybe it means we’re exempted but we can’t base it on presumptions. If it doesn’t apply to us, then what guidelines do we use for joint ventures?” he told reporters yesterday.

Three of the four developers the City is negotiating with are interested in a joint venture with the City Government at the SRP. They are currently crafting a formula that would determine the parties’ share in the sale proceeds.

The fourth buyer is negotiating with the City for an outright purchase of lots there.

The Neda Board approved last week the rules for a government-private sector partnership, which gave government agencies authority to immediately approve a project proposal, except when a government subsidy or performance guarantee is required.

Osmeña said the City will opt for a joint venture with some developers and for certain areas of the SRP because it will allow the City to earn even after the lots have been sold.

For outright purchases, the City stands to get the minimum guaranteed price of the lots, ranging from P8,000 per square meter for the interior lots to P15,000 for beach front properties.

“We are getting into joint ventures because the parcels they’re negotiating for are quite big. Even for these big companies, it’s a lot of money for them. And under a joint venture agreement, they don’t have to give us so much because it’s a joint undertaking, it’s like we’re investing with them,” he explained.

For every one hectare amounting to P100 million, construction cost could reach P400 million, he said.

Osmeña declined to give other details on the negotiations until the sale is finalized.

“It might not be necessary to go into a bidding. I think we should just let them do their own appraisal. COA says there must be a public bidding but it’s supposed to be only for unwanted properties and that’s not the case for the SRP. It was really intended to be built and sold,” said the mayor.

“But if we really have to, then we’ll bid it out,” Osmeña added. (LCR)

The Supreme Court first division, chaired by Chief Justice Reynato Puno, denied the petition for certiorari filed by the Air Transportation Office (ATO), Department of Public Works and Highways (DPWH) and Mactan-Cebu International Airport Authority (MCIAA), asking the reversal of the lower court decision that ordered the agencies to give the lots back to Angeles Urgello Tungoy and the heirs of Pilar Arcenas.

In a ruling dated April 14, the high court reaffirmed the decision of Regional Trial Court (RTC) Branch 21 on December 27, 1995 that Tungoy and the Arcenas family were able to prove that there was an agreement between them and the Civil Aeronautics Administration – the predecessor of the ATO – stating that lots 913-F and 913-G would be resold to them at the same price that the lots were expropriated by the government should the lots cease to be used for the purpose intended: expansion of the Lahug Airport.

The agreement was reached in exchange for the withdrawal of an appeal filed by the lot owners to the decision of the court granting the expropriation of their lots in 1963.

In 1992, the lot owners filed an action for recovery of possession of their properties after the ATO denied them the right to repurchase their lots after the closure of the Lahug Airport.

The decision of RTC-Branch 21 was affirmed by the Court of Appeals on August 2, 2006.

“Both the RTC and CA found that there was such an agreement and that petitioners failed to rebut the evidence presented by respondents,” stated the SC decision.

Records showed that ATO were supposed to use the lots to expand its operations at the Lahug Airport. However, ATO moved its operations to the Mactan Airbase a year after the lots were expropriated and leased out lots 913-F and 913-G.

In 1989, then President Corazon Aquino issued a memorandum directing all operations in the Lahug Airport to be transferred to Mactan Island. After the transfer was completed in 1990, the DPWH constructed a building on lots 913-F and 913-G. /Reporter Nilda L. Gallo

The Board of Investments approved the grant of incentives to the P19.945-billion, 200-megawatt coal-fired power plant of Kepco SPC Power Corp. in Naga, Cebu.

The project, which is still be covered by the 2007 Investment Priorities Plan, is entitled to perks under the pioneer status, including an income tax holiday for six years.

The board in 2005 actually approved the project, then costing P15 billion, for registration under the pioneer status. However, it canceled the registration for a number of reasons.

Trade Undersecretary and BoI managing head Elmer Hernandez said the board would deduct the project and its corresponding cost from investment approvals in 2005, it was first approved.

The project proponent has then re-applied for registration with the BoI after addressing the issues raised by the agency to avail of fiscal incentives from government.

Details on the concerns of BoI that led to the cancellation of the project were not made available as of press time.

Kepco is a 60-40 joint venture between Korean-owned Kepco Philippines Corp. and Singaporean-owned Salcon Power Corp.

When it was first approved in 2005, the power project was covered by the “Bilateral Agreements,” as listed in the 2004 Investment Priorities Plan that lists preferred activities that are entitled to incentives specified under Executive Order 226, otherwise known as the Omnibus Investments Code of 1987.

The coal-fired power project was a result of a bilateral agreement entered into by the government of the Philippines and the Republic of Korea when President Gloria Macapagal Arroyo visited Korea in June of 2003.
