GE Money focuses on Cebu
DESPITE rising fuel and food prices, a global savings bank remains confident in the Philippine economy, particularly Cebu’s growth.
John Hickey, GE Money Philippines chief operating officer, said the bank intends to focus more on global growth through emerging markets like the Philippines.
“The Philippines had the strongest growth in 31 years (last year). And in the Philippines, Cebu has the fastest growing (provincial) economy,” he said, citing the province’s tourism and business process outsourcing (BPO) industries.
This is the reason, he said, that GE Money chose Cebu to be the focus of its growth in the country.
He told Sun.Star Cebu in an interview that GE Money has new product features and specific promotional programs for Cebuanos. The bank will announce today its new products for the Cebu market.
While GE Money, the banking unit of General Electric Company, does not have any acquisition plans at present, it intends to expand its automated teller machine (ATM) network and online banking facility.
Hickey said the bank now allows online personal loan applications with one-day processing and approval.
Documentary requirements for online applications may either be scanned and e-mailed to GE Money or sent through fax.
The bank, though, will require the original documents once the applicant comes in to pick up his or her check, Hickey said.
Online platform
As there are now more Internet users, the bank also enhanced its online platform to enable local and foreign fund transfers.
Hickey said GE Money has also improved its queuing system so that customers can be served within 10 minutes.
GE Money acquired Keppel Bank in December 2005 and refitted and renamed the Keppel Bank branches. Today, GE Money has a network of 30 branches, including three in Cebu, and 38 ATMs nationwide.
Hickey said despite the slowdown of the US economy, GE Money continues to grow due to its presence in emerging markets.
According to a GE Money statement, the bank’s global net income went up to $4.3 billion in 2007, higher than 2006’s $3.5 billion. The bank’s global assets grew to $210 billion in 2007 from $31 billion in 1995.
Seventy-five of GE Money’s net income comes from outside the United States.
The statement also said that the Philippines, with its population of 86 million, of whom 65 percent are under the age of 29, represents “a significant growth opportunity for the consumer finance industry.” (LAP)

THE P10 billion Mactan North Reclamation and Development Project bypassed several agencies when it got the Philippine Reclamation Authority (PRA) to sign a memorandum of agreement (MOA) with Lapu-Lapu City.
Gov. Gwendolyn Garcia opened discussion on the project yesterday during a meeting with members of the Mactan-Cebu Bridge Management Board (MCBMB).
She said the Mactan Cebu International Airport Authority (MCIAA) opposes the project because it will affect activities at the airport.
“This is very, very near the airport, there could be an effect on the operations of the airport. The airport has its own expansion plan, which may not be in consonance with the proposed reclamation project,” said Garcia.
National Economic and Development Authority (Neda) 7 Director Marlene Rodriguez, meanwhile, said the project is very near the Mactan Channel and could affect it.
“It constricts the channel, the movement of sea lanes will be affected,” Rodriguez told reporters yesterday.
Not informed
She also questioned how Lapu-Lapu City got PRA to sign a MOA when other agencies were not even informed of it.
“This is not a simple development. Marami pa sanang dadaanan (It should have passed a long process),” said Rodriguez.
She said the project should have the approval of agencies such as the Bureau of Fisheries and Aquatic Resources (Bfar), Cebu Port Authority (CPA) and the Department of Environment and Natural Resources.
Rodriguez said even Neda 7 was shut out of the project. The project should have undergone review by the Land Use Committee.
Rodriguez said the agency asked for a formal background on the project from Lapu-Lapu City. What the city gave, however, was a city council resolution on the project.
The project should also have the endorsements of the Provincial Development Council, Regional Development Council (RDC) and the Cebu Provincial Reclamation Authority, as well.
“It seemed that the RDC was inadvertently forgotten. This affects the entire island of Cebu, we are not talking of one particular highly-urbanized city,” Garcia said.
“All of these were done without consultations,” the governor said.
“We will in fact make our positions known very clearly, unequivocally, in so far as Cebu Province is concerned and in so far as the Cebu Provincial Reclamation Authority is concerned, the RDC, MCBMB and MCIAA,” said Garcia.
Provincial Board (PB) Member Wenceslao Gakit of the sixth district said the project seemed to be laudable because it would boost economic activity in the city, but said that it should not be done to the extent of endangering the environment.
“We have to look at the legal aspect of the project,” said Gakit.
Governor Garcia also noted that even if Executive Secretary Eduardo Ermita recognized the MOA, he also cautioned the city of the project’s environmental impact.
When asked whether there is a study that could back the opposition by the different development planners against the project, Garcia shot back with another question,
“Do they have a study that will substantiate their claim that it will not have an effect. Do we know anything about this?”
Stop implementation
“Let’s just say that it seems to us that this project was conceived without coordination, consultation, and even cognizance of the existence of other entities, other constituents and other local government units in Cebu and the rest of Central Visayas,” she said.
Rodriguez, however, said that the RDC, being the region’s highest policy-making body, can stop the implementation of the reclamation project.
MCBMB 7 asked Lapu-Lapu City to present the project in the next meeting scheduled for June 11.
Lapu-Lapu City Councilor Florito Pozon, who represented Lapu-Lapu in yesterday’s MCBMB meeting, pledged to relay the matter to Mayor Arturo Radaza, whom he said, has the “final say.”
PIA 7 Director Minerva Newman also asked CPA to present a study on oceanographic behavior as possible effect of the reclamation on the Mactan Channel in the next MCBMB meeting.
Pozon could answer reporters on the project yesterday saying he was not familiar with it, being a first-term councilor. The project was conceived about four years ago, he said. The councilor did say that the project would start within the year.
The 400-hectare reclamation will form a small islet covering the offshore land of adjacent Barangays Ibo, Buaya, Mactan and Punta Engano. Three bridges will connect the islet to the mainland.

CATICLAN, Malay, Aklan – PAL Express, the new, low-fares brand of Philippine Airlines, will serve 22 inter-island routes at the outset, including some provincial points currently without air service or underserved by other players, PAL president Jaime J. Bautista announced today.
“With PAL Express, Philippine Airlines is reassuming its traditional mandate of providing quality, affordable air service to outlying communities. Such air link has historically acted as a spur for the development of these areas.” said Bautista.
“PAL Express also allows PAL to offer a low-fare yet high-value alternative in many trunkline and tourist routes such as here in Caticlan,” he added during arrival ceremonies of the inaugural PAL Express flight from Manila.
Other PAL executives onboard the maiden flight were deputy chief executive officer Henry So Uy and assistant vice president for sales Antonio Herrera.
On hand to welcome the PAL delegation were Aklan vice-governor Gabrielle Calizo; members of the travel trade; and representatives from the media.
Caticlan, gateway to the resort island of Boracay, is the first destination of PAL Express, which will operate 12 flights daily from Manila starting today. Brand-new, 50-seater Bombardier Q300 turbo-propeller aircraft are deployed on the high-traffic route.
PAL Express will dramatically expand its network over the next two months, with service scheduled to be launched on 22 routes.
Thirteen of those new routes emanate from PAL Express’ main hub of Cebu, where operations start May 19 with services to five points – Caticlan, Bacolod, Tacloban, Butuan and General Santos.
On the same day, a daily flight between Manila and Busuanga in northern Palawan will also commence.
On May 26, three more services will operate out of Cebu: Davao, with thrice-daily flights; Iloilo, twice daily; and Puerto Princesa, a single flight everyday.
On June 23, four new destinations will be served from Cebu – Dipolog, Ozamiz, Cagayan de Oro and Zamboanga, with the last service proceeding onward to Davao and back – rounding out the Cebu hub network for now.
On the other hand, PAL Express’ other hub in Manila will add several new routes in July: Surigao, Legazpi, Virac and Cauayan (Isabela) on July 21, and San Jose (Occidental Mindoro), Calbayog and San Fernando (La Union) on July 26.
With PAL Express’ entry, Surigao, Cauayan and San Fernando, which have gone without air service for many years now, will once more enjoy a regular air link to Manila – a service PAL first provided these small cities in the 1980s.
Likewise, travelers to Virac, San Jose, Ozamiz and Calbayog will benefit from PAL Express’ upgraded service and competitive fares. Currently, these points are underserved by existing carriers.

Not only are they narrow, but they're so poorly maintained. Lagi, gi-aspalto ang uban, but barely a week later guba na sad.. If they're gonna repair a road, at least they should do it properly. Kana na lang sa dalan, managinot pa jud ug kurakot.. tsk tsk...

In fact, the road starting from STEC Intersection (eskina Basak Eskwelahan) to Airport Road Intersection are half-baked; meaning half of the road is asphalted and half of the road is dirt.

Hay anyway, im quite frustrated on what LLC is going through with her politicans...but since the trend now in the population goes outward towards the suburbs, the need for better infrastructure outside the city center is vital so that it would not create a standstill in the economy of a locality.

Talisay, Mandawe, Liloan, Danao etc.. combined different city resources into one... like the road maintainance by Metro DOT; public transportation by Metro Tansportation Authority; public health and hospitals; other public services etc pattern after like the city of New York..... and we can beat :bash: Manila bigtime.

CATICLAN, Malay, Aklan – PAL Express, the new, low-fares brand of Philippine Airlines, will serve 22 inter-island routes at the outset, including some provincial points currently without air service or underserved by other players, PAL president Jaime J. Bautista announced today.
“With PAL Express, Philippine Airlines is reassuming its traditional mandate of providing quality, affordable air service to outlying communities. Such air link has historically acted as a spur for the development of these areas.” said Bautista.
“PAL Express also allows PAL to offer a low-fare yet high-value alternative in many trunkline and tourist routes such as here in Caticlan,” he added during arrival ceremonies of the inaugural PAL Express flight from Manila.
Other PAL executives onboard the maiden flight were deputy chief executive officer Henry So Uy and assistant vice president for sales Antonio Herrera.
On hand to welcome the PAL delegation were Aklan vice-governor Gabrielle Calizo; members of the travel trade; and representatives from the media.
Caticlan, gateway to the resort island of Boracay, is the first destination of PAL Express, which will operate 12 flights daily from Manila starting today. Brand-new, 50-seater Bombardier Q300 turbo-propeller aircraft are deployed on the high-traffic route.
PAL Express will dramatically expand its network over the next two months, with service scheduled to be launched on 22 routes.
Thirteen of those new routes emanate from PAL Express’ main hub of Cebu, where operations start May 19 with services to five points – Caticlan, Bacolod, Tacloban, Butuan and General Santos.
On the same day, a daily flight between Manila and Busuanga in northern Palawan will also commence.
PAL Express launching on May 5
PAL will acquire nine turbo-props - three Bombardier Q300s and six Q400s - to comprise PAL Express's initial fleet that will be based mainly in Cebu. Some flights will also operate out of Manila.
PAL Express will primarily fly intra-regional routes in Visayas and Mindanao from its Cebu hub, as well as secondary routes to smaller airports in island provinces that are not able to accommodate PAL's regular jet aircraft.

More expensive then Cebu-Manila or Cebu-Davao. I don't know with the Cebu Pacific rates though. Was planning to go to Boracay via Caticlan but the cost of flying direct to Caticlan was rather prohibitive considering the cheaper alternatives.

RECOGNIZED as a key tourist and business destination in the country, Cebu is identified by the AYM Holdings Group as the location for its numerous expansion efforts within the year.
This was revealed yesterday by Ambassador Alfredo Yao, president of the AYM Holdings company. Yao was in Cebu to speak before a group of start-up entrepreneurs and students for the “Meet the Business Legend” program of the Cebu Chamber of Commerce and Industry (CCCI), held at the City Sports Club.
With AYM Holdings’ acquisition of Asian Spirit, Cebu is identified to become the airline’s hub for its direct flights to Korea and Macau.
Acquired by Yao’s group more than a month ago, Asian Spirit will continue to become a niche market airline positioned to offer low-fare domestic flights, Yao said.
At present, Asian Spirit is a dominant player in the Boracay and Caticlan routes.
Re-fleeting
AYM Holdings is allotting P45 billion for the re-fleeting and expansion program of the airline, Yao said. “(The company) will also continue to look for new routes,” he added.
Yesterday, he also discussed with members of CCCI the possibility of opening routes to Bantayan and Camotes Islands in Cebu.
Yao is also confident that his company will be able to come up with a 100 percent merger with Seair soon. “It’s just a matter of time,” he told members of the Cebu media during a press conference.
This is the first time Yao has ventured into the aviation industry.
Yao, who is also chairman of Zest-O Corp., said he joined the airline industry since he considers tourism as the future economy of the country.
President Arroyo recently appointed Yao as tourism ambassador.
“We have a good potential in tourism,” Yao said.
Cebu plant
Aside from expansions under the airline group, Zest-O Corp. will be putting up its ninth beverage plant in a company-owned property in Lilo-an, Cebu within the year. The beverage plant will generate new jobs for Cebuanos, Yao said.
The Cebu beverage plant will supply the company’s clients in the Visayas.
Zest-O maintains a warehouse and distribution center in Cebu.
The Yao family-owned thrift bank Philippine Business Bank has also applied for the opening of 10 new branches outside Metro Manila, two of which will be in Cebu. The other branches will be in Iloilo, Bacolod, Davao and Cagayan de Oro.
Yao, who is also into the hotel business, said that in the “natural course” of tourism, it is likely that he will also invest in a hotel in the Visayas. He did not specify, though, if the venture will be through an acquisition.
All these investments indicate that the AYM Holdings group consider Cebu as an important factor in its growth, Yao said.
With Cebu being a known test market for consumer products, Yao said any product that survives in the province will do well anywhere. (DME)

The first-ever giant electronic display board, carrying real-time stock market information and positive news around the country, was formally unveiled Wednesday by a group led by the Philippine Stock Exchange (PSE).
Mounted on the façade of the Insular Life Building at the corner of Ayala Avenue and Paseo de Roxas in Makati City, the P45-million project measures 30 meters in length and 1.5 meters in height.
“Apart from having our own version of New York City’s Times Square, the electronic display system will help bring the stock market closer to commuters and ordinary people so that they can continue to monitor the stock market even when they are outdoors,” said PSE president Francis Lim.
Globaltronics handled the installation of the board, while Globe Telecom is its initial sponsor for advertisements and will also shoulder the operational expenses, such as the electricity cost. Once the board is opened up for placement of ads, the parties will share in the revenues.
Meanwhile, Insular Life chairman Vicente Ayllon said they plan to offer the company’s soon-to-be constructed building in Cebu City as host to another electronic display board system. :banana:
PSE, for its part, welcomes the offer.
“We are really looking at other strategic areas not only in Metro Manila because we want to create more awareness and convert that awareness to active stock market trading,” said Lim.
Based on a study conducted by the group, one million pedestrians and cars traverse Ayala Avenue everyday, making the location of the electronic board even more viable.
The board will run the PSE ticker tape, disclosures, stock market information and carry trading highlights from 9 a.m. to 12noon. It will also feature breaking news, corporate and technology news, traffic advisories, weather updates, and public service announcements after trading hours.

this is really a good proposal....integrating all major cities and municipalities..... a powerhouse of funds..... a merger if that's the case..... but would the component cities under the provincial government would agree to such proposal if the political gap between mayor tom and gov. gwen is still existing.

The forum, co-sponsored by the Nagkahiusang Drayber sa Sugbo-Pinagkaisang Samahan ng mga Tsuper at Opereytor Nationwide (Nadsu-Piston), has its theme “Mass Transport System sa Sugbo: Andam na ba ‘Ta?”.
Earlier this year, public transport and traffic experts from the World Bank (WB) and Asian Development Bank (ADB) expressed that Cebu City needs a mass transport system.
Development plans such as the Metro Cebu Development Plan and the Cebu Integrated Area Master Development Plan have considered traffic and transportation issues as areas of concern in development goals.
The first topic to be discussed by Cebu City Planning and Development officer Nigel Paul Villarete is “Ang Mass Transport System Isip Pagpalambo sa Transportasyon sa Sugbo.”
The second topic will be “Ang Implikasyon sa Globalisasyon ngadto sa Transportasyon” by lawyer Alfonso Cinco IV, Community Empowerment Resource Network Legal Services and Advocacy officer.
This will expectedly elaborate the implications of globalization on the mass transportation, its impact to the traffic situation and to the Cebuano public especially commuters, drivers and public utility vehicle operators.
Reactions from the commuters, operators, drivers and an open forum will follow after the speakers’ presentations.
The public is invited to attend. Registration is free.

The regular fare costs about P800+ already and it is deemed uncompetitive with the current price of airfare which is only P1200+ which is not bad if you want to reach your destination as soon as possible.

Are schools and hospitals included? Because I know of some schools which offer free wi-fi. It's a bit scary because it's unsecured, bisag kinsa ra makalog-in. Any hospital or medical school with a Pfizer virtual library has free wi-fi but the coverage is somewhat limited to the hospital or school area. As far as I know, CDUH (one floor and within hospital premises only), and CIM (school only, coverage cannot reach Velez Hospital or outside) has Pfizer virtual libraries that also offer FREE wi-fi.

this is what i've been talking about for a long time, for the reason that development in the metro area have to be uniform and complimentary to each other, not contradicting each other...Radaza for example, wants to build his controversial reclamation not only because it would fatten up his pocket, but has intentions of competing the SRP and with international seaport...yet Cebu doesnt need two seaports that much compared to an expansion of the current airport...

I like the way residential devlopment in this shot. IMO all residential developments should be like this and the city council should have stricter rules regarding residential planning and building. Not only it makes the place look nice it also makes sure that land is efficiently used.
Just look at google earth shots from singapore and malaysia, youd see how well arranged residential areas are

yup i agree with this... since cebu doesn't have that much land to utilize it has to grow vertically... it would just take a few ads and people will embrace it whoeheartedly, cebu is soaring remember, the people are open-minded regarding this issue... leave more greenery then, and see, it's gonna boost cebu's potential since environment is very crucial to cebu's tourism growth... vertical housing could also be utilized for relocating the squatters...

Fifty-six stalls in the Cebu South Bus Terminal were torn down yesterday in the provincial government’s bid to make the terminal a “truly world-class facility”.
Capitol consultant on security matters Byron Garcia said yesterday that the stalls have to be demolished to give way to a passenger’s waiting lounge, like that of an airport, wherein seats are provided.
The waiting lounge, according to Byron, will be fully air-conditioned. A P5 terminal fee will be collected from each passenger.
“By next month, the terminal will be fully renovated,” he said.
An escalator will also be put in place for passengers who want to shop or dine at the terminal’s second floor.
Byron pointed out that stallholders who lost their stalls will be given the priority to acquire new stalls at the second story of the said facility once renovation is completed.
“These are just among the new systems at the terminal to make passengers more comfortable,” Byron said, adding that passengers now have easier access to buses.
Another new system that was implemented by Byron is the increase in terminal fee for buses from P50 to P100, and that this time buses are only allowed to stay at the terminal for 30 minutes with or without passengers so that passengers will not have to wait for a long time or until the bus is fully loaded.
Governor Gwendolyn Garcia said she has already started receiving positive feedback from passengers who expressed satisfaction with the new systems implemented by Byron.
Also, the Mactan Cebu International Airport Authority has donated 80 luggage carts to the terminal for the convenience of passengers.

There is just wayyyyyyyyy too many wild trees in this circle/park. They should just cut some of it down to keep it open so the people can see the wonderful view of the monument. The local gov should invest in keeping the grass ever green and well maintained. Some exotic palm trees would also be nice in replacement of most of the trees there. Now, the areas closer to the buildings? they can have some of these wild trees if their concern is for keeping a fresh air and less pollution.

It will be managed by Intercontinental Hotel Group. :okay: The tall buildings are residential condos while the structures located a stone throw away from the shoreline are for the hotel operations. The complex would also have an entertainment complex aka a casino :D

the last time the government made a zoning in the philippines, did they labeled most our land as residential? How come it seems one can build a house virtually at all places? Even in the mountain tops! We're still way behind in terms of competitiveness in land utilization! In cebu, your government should not overlook at this matter as your progress is really fast. THE Sugbo Cultural Center will no longer be a “white elephant.”
On Aug. 7, the center, located at the University of the Philippines in the Visayas Cebu College (UPVCC), will be officially opened to the public in time for the week-long celebration of the Province’s founding anniversary.
The center, which has remain idle for more than a decade, was rehabilitated to become a revenue-generating center.
It will be the first time that Cebu will have a “proper” venue for performing arts, said Capitol consultant on interior design Ian Fresnido.
Theater performances, like dance or drama, and art exhibits are expected to be showcased at the center.
“We would like to have an international level of performance at a world-class facility,” said Fresnido.
The center can accommodates 1,500 people, at par with international standards like in popular international theaters like those in Broadway.
The Provincial Engineer’s Office started rehabilitating the building this year.
The center, said Fresnido, will have a world-class lobby. There will also be offices, orchestra and balcony pits, and a rehearsal room.
Capitol is already in the process of booking performances.
The center was built during the time of former governor Vicente “Ting-ting” de la Serna, but construction was stopped during the term of former governor and now Cong. Pablo Garcia (Cebu, 2nd district), Gov. Gwendolyn Garcia’s father.
The governor already drafted plans to make the Sugbo Cultural Center useful during her first term as governor. (JGA)

I can still remember the news when part of the structure collapsed, and everyone suggested the building be abandoned. Architecturally, the exterior may not be flashy (as compared to cultural centers in China), but at least it can now be of use, and I expect the interior will look good with the touted "world class" lobby.

The Board of Investments approved the grant of incentives to the P21.14-billion power plant project of Global Business Power Corp. in Toledo, Cebu.
The company, which is partly owned by taipan George Ty’s Metrobank Group, is putting up four coal-fired power plants with a capacity of 82 megawatts each or a combined capacity of 328 MW.
The project is meant to address the looming power crisis in the country by 2010 brought on by rising demand and insufficient power supply.
According to the study the company has submitted with the board, once the power plants are on stream, the selling price would even be lower than the current selling price of state-owned National Power Corp. pending its petition to increase rates.
The power generated would then be sold to Napocor.
The power plants will start commercial operations in December 2010. The project is expected to generate 110 new jobs. (...sayop na sab ni???)
The company is a joint venture between ARETA Offshore Ventures Ltd. of the British Virgin Islands and Filipino investors.
ARETA owns 50 percent, while Global Business Holdings Corp. owns 38 percent, and Metrobank’s First Metro Investment Corp. owns the remaining 12 percent stake.
For the new plants, the company will be utilizing the circulating fluidized bed technology, which is friendly to the environment.
Prior to this registration, Global Business Power already has existing plants with installed capacity of 244.5 MW in the Visayas.
Formerly Mirant Global Corp., the company has an installed capacity of 227 MW in Visayas and Mindoro. Two more plants with a combined capacity of 17.5 MW have been installed in Aklan. Other projects are currently being developed around the country.
Its plants are fueled by diesel fuel or coal, although alternative sources of energy are also being explored.
The power plants are all under Build-Operate-Own contracts with private utilities and local electric cooperatives in their area.
Its three main subsidiaries are Toledo Power Co., Mirant (Philippines) Island Generation Corp. and Claredon Tower Holdings Inc.

Cebu City Mayor Tomas Osmeña yesterday said he feared for the urban poor who live within the Banilad Friar Lands Estate.
Osmeña admitted that he has yet to grasp the full implications of the decision of the Office of the Solicitor General (OSG) not to execute the Supreme Court’s 2002 ruling that declared the national government as the owner of Lot 727 within the Banilad Friar Lands Estate.
“(But) our concern about the Friar Land is basically the occupants of (land covered by Provincial Ordinance) 93-1 and the removal of different government agencies from those properties,” said Osmeña.
He said the urban poor living in Banilad has always been one of his “deepest concerns.” The decision of the OSG is a setback to those concerns, he said.
The mayor declined to comment on the matter further, saying it was a legal issue best argued by the city's lawyers who would study the matter further.
He said that apart from the occupants of 93-1 lands, the Fuente Osmeña rotunda might also be affected by the OSG's decision.
The Banilad Friar Lands covers 19.2 hectares hectares of land in Cebu City spanning the downtown area up to the mountains of the city covering most of the north district.
To resolve ownership conflicts regarding lots in the estate, the DENR, in 2005, issued a memorandum that ratified all deeds of conveyance, even those that do not bear the signature of the interior secretary. Also, on May 9, 2007, President Gloria Macapagal-Arroyo signed Republic Act (RA) 9443 that declared all transfer certificates of title and reconstituted certificates of title covering any part of the Friar Lands as valid titles.
In 2002, the Supreme Court ruled that Lot 272, which was being contested by the Alonso family and the Cebu Country Club, was property of the national government as part of the Banilad Friar Lands Estate.
The OSG, however, said that it would not execute the SC's ruling because the government was divested of its interest over the Friar Lands, including Lot 727, due to the DENR memorandum and RA 9443.
Rep. Pablo John Garcia (Cebu, 3rd district) said the Cebu provincial government-owned properties would not be affected by the OSG's decision on the Banilad Friar Lands.
He said that the province's properties within the Friar Lands, such as 93-1 lots and the lot where the Technical Education and Skills Development Authority office stand, are properly documented.
“The properties of the province are not covered by the issue. The Governor General, who was the head of the state then, issued an Executive Order which stated that provincial properties are properly covered by a deed of conveyance,” he said. Garcia said that the dispute over the Banilad Friar Lands “is basically whether or not these properties had a deed of conveyance from the national government,” otherwise the lot is still the property of the national government.
“Luckily, all provincial properties were issued a deed of conveyance even before the 1950s,” he added.

the better way to solve it is build them a highrise condo and let them pay for 30-40 years. that way the government can save a lot of spaces and they can earn from it by letting private companies buy or rent it.
this is the best way I think to help them like the City Government did before when they build the City Condominium near N. Bacalso Avenue.:)

I doubt if that would work. They are being rewarded for squatting. They'll do it again. Might as well build them urban dwelling. I dunno what kind of livelihood can be provided for them. Most of them are probably tinderos, tinderas, labanderas, snatchers, hustlers, drivers and so on. Tough tough situation.

TO cut down on fuel consumption and minimize pollution, Cebu City councilors are proposing to use electric or e-bikes for the mobility of barangay tanods and some City Hall personnel.
The e-bikes, which cost P25,000 each, does not need fuel and only needs to be charged using electricity, so it’s cost-efficient and environment-friendly to use, Councilor Christopher Alix said.

the mountains of Cebu should retain their splendor--or whatever's left of it--if them rich guys want to live somewhere with a good view and peace, let them build in the more rural areas of the province...
the mountains and it's trees are the lungs and lifeblood of the city...where will we get our water? or have you completely forgotten that trees supply us with precious oxygen?
my ranting may sound pointless and incoherent here...but what i'm trying to say is "get off our freakin' mountains!"

but yes, a housing project could be good also...like building vertical barangays--that is a high-rise--that could accommodate 300-400 families each...not only would it solve the problem of squatting, but also make the skyline appear prettier...the problem though would be funding...
but then again, these people could be really hard-headed...maybe the city government could screen them as to those who could and could not occupy the projects, those found unfit would be 'deported' from Cebu :lol: (i.e. those who do not contribute to the city's economy a.k.a. jobless, and those who stain the city's reputation--like criminals for example) :lol:

THE future of the tourism industry in Cebu is made more promising as projects prompt academe to forge partnerships with the private sector.
For one, the University of San Carlos (USC) is contemplating of opening a hotel-school for its courses that will be producing graduates for the tourism industry.
The Network of Independent Travel Agencies (Nitas) president Robert Lim Joseph announced this during the 888 News Forum yesterday at Waterfront Hotel Lahug.
He said the hotel-school is expected to be a 50-bedroom four-star hotel.
In an interview with reporters, he shared that Nitas, as a conduit in the project, is facilitating the donation of 40 to 50 rooms to USC.
“We asked USC to write a letter to the Ayala-Zobels because they have around 200 rooms they want to sell. I brought the idea that instead of just selling it cheap, they can donate it and have a tie-up. Everything is ongoing.
I’ve talked to Fr. Mark Matthias (of USC) and he said they will send an e-mail,” said Joseph.
This hotel-school will employ hotel industry practitioners who will help equip students with the right skills. A group of these practitioners will come from Cebu City Marriott Hotel.
Roy Abraham, Cebu City Marriott Hotel general manager, said that USC approached them several months ago regarding this project.
Cebu City Marriott Hotel can only come in to provide technical expertise and to talk for different classes, specifically on hotel management, once the hotel-school is established.
Free lectures
Cebu City Marriott Hotel public relations and information officer Joan Danao said the hotel has been conducting sessions for topics related to hotel and restaurant management for free to schools, such as USC and the University of San Jose-Recoletos.
She clarified that Marriott Hotel will not give funding to the hotel-school.
“This is part of our corporate social responsibility. This will really benefit the hotel industry because the students will be equipped with skills with the help of people from the field,” she said.
Sun.Star Cebu tried but failed to reach USC president Fr. Roderick Salazar and Fr. Matthias of the College of Commerce, as they are both in a meeting.
Jay Aldeguer, entrepreneurship conference chairman of the Cebu Business Month, remarked during the same news forum that he is overwhelmed that the private sector and the academe have recognized that tourism is a major thrust in Cebu.
Joseph said USC stands to earn additional revenues from the hotel-school as the facility will accommodate guests so that the students will have hands-on knowledge.
“We are excited because many things are happening fast. This is a partnership between the industry and the academe. We from the industry want to see that before students graduate, they are already effective in work,” he said. (NRC)

BELIEVING it is important to project an image of Cebu that will encourage visitors to come back and eventually invest in the province, the Cebu Visitors and Convention Bureau (CVCB) is working on a comprehensive information dissemination setup that will properly orient visitors about the locality’s investment potentials.
Jonathan Jay Aldeguer, CVCB chairman, said that to project the right image, there should be a constant fixing and innovating of the product that is Cebu.
“We (saw the) need to constantly ask entrepreneurs and businessmen to invest in Cebu, especially when we came across many visitors asking for things to do here. And there is an abundance of things to do, ranging from cultural and entertainment to shopping and adventure,” he said.
He named Henry Sy of SM whose real estate development arm is bent on completing its first hotel venture called Sofitel Hotel, AYM Holdings Group president Alfredo Yao who acquired Asian Spirit more than a month ago, and Lucio Tan of Philippine Airlines, as among those entrepreneurs and businessmen who recognized Cebu as a tourist destination and invested in it.
In a recent 888 News Forum, Aldeguer said that CVCB will focus on product development and information dissemination, as “there has been no concerted effort to (do so).”
Info kiosks
He lamented that people from Manila still have to call up friends in Cebu for basic details, such as locations of hotels nearest to the airport and how to get bookings for certain activities.
To address this, his group plans to coordinate with the Department of Tourism (DOT), shopping malls, and hotels for the creation or utilization of information kiosks in their areas as well as in the airport.
With CVCB performing as a “conduit” for tourism organizations, he hopes to work in tandem with different organizations, such as the Cebu Association of Travel Operators and the Hotel, Resort, Restaurant Association of Cebu.
The CVCB also wants to work on a campaign for the front liners, such as taxi drivers and rent-a-car operators whom they want to encourage to put up an audio-visual monitor inside their vehicles, showing Tourism Secretary Joseph Ace Durano or a Department of Tourism representative welcoming passengers.
Aldeguer said CVCB plans to approach airline companies to work on showing another audio-visual material about Cebu in their planes five to 10 minutes before landing.
CVCB members still have to discuss these plans further, he said. (NRC)

Toral: Meeting Dong Secuya

IN the past week, I’ve been fortunate enough to meet several e-commerce players in Manila, Cebu and Davao to catch up with what they are doing. In Cebu, I was so thrilled to finally meet in person Dong Secuya, who is considered as one of the pioneers in the Philippine Internet industry and was part of an active community back then in Cebu.
Dong was instrumental in creating the first art gallery on the Philippine Internet, the CAI Art Gallery (http://cebu-online.com/cai/index.php). He then focused on developing web-sites for companies until he decided to focus on his own projects such as, Make it Cebu! (http://cebu-online. com/makeitcebu/).
The turning point for Dong is the creation of Pacland in 2003, a website focused on highlighting the career and fights of Manny Pacquiao (http://www.mannypacquiao.ph). When Manny Pacquiao soared to popularity, after winning the fight against Marco Antonio Barrera, and became a superstar, Dong’s site also grew and even the famous boxer complimented his effort.
In 2005, Dong decided to create PhilBoxing (http://www.philboxing.com) to promote more Filipino boxing talents. He believes that Filipino boxers are now in the golden age with the recognition they are getting.
Today, Dong’s website is considered as one of the top boxing websites in the world and in the Philippines. He gets to watch boxing fights in different parts of the country and even in the United States. The site also has an active contributor community, which reports on bo-xing fights as well.
One question that I can’t help but ask: what will happen to Pacland (http://www. mannypacquiao.ph) once Manny Pacquaio stops fighting, for one reason or another? Dong said he acted on that question earlier on by creating Phil-Boxing.com to ensure sustainability and promote more Filipino boxers.
Admittedly, Dong finds his success in monitoring and publishing the developments in the boxing industry as all accidental.
He never expected the site to grow to what it is today, but he is enjoying himself at the moment.

CONTRARY to the common perception that open source software is competition, the Microsoft, the world’s largest software company, “inter-operates” with free software developers.
This was what George Parilla, Microsoft marketing manager, said during a meeting among Cebuano E-commerce and E-business owners Tuesday night at Formo.
The event was organized by the Digital Filipino.com Club headed by Janette Toral. Microsoft sponsored the activity.
In an interview, Parilla said that open source software functions side by side with Microsoft applications while Microsoft also offers applications that can be beneficial to the web community.
He also mentioned, as an example, that the 2008 version of the Windows Server can run multiple operating systems —like Linux—on top of the Windows operating system.
Microsoft is also a sponsor of the first Cebu Open Source Summit slated next month.
Ideas
Microsoft acknowledges the importance of the web blogging community since it has become a venue for web developers to create applications that people can use.
Parilla said Microsoft also gets ideas from open sources.
He also observed that the Cebu blogging community has become a growing hub for Internet-based businesses. “With web-based businesses, you don’t (have to) spend a lot,” he added.
Although it is hard to quantify the number of Cebuano bloggers, Parilla said there are already a number of Cebu-based websites that can be considered successful.
Philboxing.com, developed by Dong Secuya, is one of the “successful” websites cited by Parilla. Through the website, Secuya has become a “personality” in boxing. He was also invited to cover international boxing matches, which are featured in his website.
Istorya.net, a forum developed by Cebuanos, was also ranked as the number one regional-based website in the country, according to Alexa.com—a ranking website.
Job search
Mynimo.com, the first Cebu-based job search site, has been doing “very well” after it was launched in February 2007.
Wesley Chiongbian, the developer of Mynimo.com, said the website now receives 30,000 page views daily. “We also got 40 percent of the online market share,” he added.
Aside from Cebu, Mynimo.com also gets viewed by jobseekers from other parts of the country who are interested to work in Cebu.
Microsoft also promoted the use of Microsoft blogging applications to Cebuano bloggers. Parilla cited that the Live Writer application will enable a blogger to create and edit blog entries online and easily upload them to the blog site.
The Live Photo Gallery, on the other hand, allows one to easily post pictures to a blog site since it self-edits the picture to the size allowed for posting.
Both Live Writer and Live Photo Gallery applications function with a number of blogsites like Blogspot and Wordpress.
The Cebu meeting was attended by 60 E-commerce and E-business enthusiasts, all based in Cebu.
Toral said it is important to convene the community since there is a need for it to be organized. She added that the event will also help promote the blogging community of Cebu. (DME)

MANILA, Philippines -- A team of Cebu-based companies are looking at a potential market for IT services in South Korea following a visit to country’s version of Silicon Valley.
Organized by the Cebu Business Chamber of Commerce, a delegation of 18 companies visited South Korea last month. Among other places, the group visited Daedok Innopolis in the city of Daejon, dubbed the Silicon Valley of Korea.
Daedok is home to around 800 "incubatees" or start-up tech companies funded either by the government or privately, according to Bonifacio Belen, executive director of the Cebu Education Development Foundation (CEDF-IT).
"A lot of the companies there want to go global but they feel restricted due to lack of English skills," Belen told INQUIRER.net via phone.
He cited as an example Korean software firm Hansoft, which he referred to as the "Microsoft of Korea" offering the same kind of products but at lower costs.
According to Belen, Hansoft's goal is to become a cheaper alternative to Microsoft and has plans of selling its English-language software worldwide. Hansoft, he said, offers the same desktop tools priced around 60 percent lower.
"But their biggest stumbling block is that they cannot offer technical support services in English," said Belen, who also represented Cebu-based software firm SIMON during the visit.
He said his group was able to network with Korean counterparts and discuss prospects of outsourcing technical support services to the Philippines.
Belen is counting on the Philippines becoming a much more familiar destination to South Korean businesses due to a large population of migrants and tourists here. In Cebu alone, he said there are no less than 5, 000 Koreans, some of them already operating businesses.
"The biggest challenge, though, is that unlike Japan, Koreans are not used to outsourcing," said Belen. "We need to sell our services and convince them that outsourcing is doable."

(PS: VAN, I noticed that some floor tiles at the second level of the Northwing have "expanded" upwards as if something is trying to come out of the floors like an alien or something. The said floor tiles have been cordoned off already. An engineer friend theorized that the floor might have cracked due to the weight of the building added by the number of vehicles parked at the top floor. Well, that was his opinion. Any news about this?)

A DELEGATION of government officials from New Caledonia is in Cebu to inspect a shipbuilding facility in Balamban.
Local government officials of the South Province of New Caledonia and Loyalty Islands have ordered one passenger-vehicle ferry from the FBMA Marine Inc., an Aboitiz-owned company.
They expect the US$22-million vessel to be delivered in September or October this year.
Alain Descombels, president of the commission of economic development of New Caledonia South Province, said the group chose to have FBMA Marine manufacture the vessel that will connect the major islands in the French overseas territory.
“We ordered from the FBMA because they have a special designed boat for rough seas like those between the islands in New Caledonia,” Descombels told reporters at the Shangri-la’s Mactan Island Resort and Spa yesterday.
He said that at present, only one ferry connects the main island with the other smaller islands of New Caledonia and this is “small and not good for tourists.”
Richard Fourteau, honorary consul of France in Cebu, said the New Caledonia local government expects passenger traffic between the islands to increase as the local government is focused on developing the area’s tourism potentials.
New Caledonia is located in the south Pacific, near Australia and New Zealand. While its economy is driven mainly by mining revenues—25 percent of the world’s nickel resources come from New Caledonia—its tourism industry is also growing and attracts visitors from Japan, Australia, New Zealand and Europe. The French territory has a tropical climate and its tourism destinations include white sandy beaches and dive sites.
Joint project
Descombels said the local governments ordered the vessel, a 57-meter fast aluminum catamaran, in January last year.
Huaeje Hamu of the New Caledonia Commission of Economic Development stressed that the purchase of the boat is a joint project of the provincial governments. He said that while he belongs to the “positive opposition,” his group sees the importance of cooperation for New Caledonia’s growth.
According to FBMA Marine in its website, the vessel—designed by BMT Nigel Gee Ltd.—can accommodate 356 passengers and 10 cars and will have a speed of 32 knots.
“The contract was awarded after a lengthy and in-depth international tender process to address Sudiles’ (New Caledonia South Province) prime need for a fuel-efficient vessel (that will give) exceptional sea-keeping and passenger comfort in the challenging sea conditions of the South Pacific,” the FBMA statement read.
It added that the design even exceeded the requirements of the contract.
“BMT’s hull design has been developed from the highly successful ModCAT hull form used initially for the extremely effective SeaFighter, a 73-meter catamaran for the US Navy,” it said.
In the FBMA statement, sales and marketing manager Craig Patrick said the project is “extremely important and exciting” for the shipbuilding company and the fast ferry industry.
“This new catamaran design pushes back conventional boundaries and provides the operator with a more fuel efficient platform with excellent sea-keeping capabilities,” the statement said.
Descombels said there is a possibility that the local governments will order another vessel from FBMA when another ferry is needed to serve the major ports in New Caledonia. “Maybe (we’ll order more) in two to three years,” he added.
The New Caledonia local government officials also expressed interest in Cebu’s culture and tourism destinations, said Fourteau. They are also urging Filipinos to see the sights in New Caledonia.
Descombels said New Caledonians would be interested in Cebu, and in the Philippines in general, as a shopping destination.
Samuel Hnepeune, director general of the financial company Sodil of the Loyalty Islands Province, said the Philippine and New Caledonian climate are very similar, which is why clothes sold in the Philippines are also appropriate for the French territory. (LAP)

The FBMA Marine Inc. has signed a contract for the construction of a $22-million catamaran passenger ferry for the New Caledonia South Province after it met the province’s required quality standard.
Alain Descombels, president of the economic development commission of the South Province, said they chose the Aboitiz-owned shipbuilder because the company met their requirements.
“We made a selection of 15 dry dock ports around the world. Aboitiz was chosen because of the quality of construction. Aboitiz has the best rate (in terms of) quality and price,” Descombels said yesterday.
The South Province also considered shipbuilders in other countries such as France, Australia, Italy, Norway and Sweden.
“Aboitiz can design boats specific for the rough seas of New Caledonia. Aboitiz is also a specialist in (building) aluminum boats,” he said.
Descombels was among a group of 15 businessmen and representatives from the economic development authority of New Caledonia that visited Cebu to inspect their passenger and freight boat being constructed in Balamban.
Descombels said the $22 million worth catamaran hull would be utilized to connect the main island of New Caledonia to its “loyalty islands.”
New Caledonia, which is an overseas territory of the French government, is a long-strip island located between Australia and New Zealand has a population of 250,000.
It is divided into three provinces: North, South and the Loyalty Islands.
“We need the boat to link and serve all islands. There are many islands but they are quite far from each other,” Descombels told reporters in a press conference yesterday.
He said the new boat will boost tourism on the island because comfortable travel is assured as well as larger number of people can be transported with the boat.
Descombels said they are developing the tourism industry as it is considered as the state's second revenue generator of the economy.
Japanese tourists account for the state's 30,000 foreign visitors; Australians 15,000; and 6,000 tourists, from New Zealand.
The New Caledonia South Province is paying the boat named Betico II, which meant "island that moves on."
Betico II could carry 300 passengers and 60 cars, said Christiane Waneissi, foreign relations advisor of the South province.
Waneissi said that present, only one boat transports passengers and freight from one island to the other but the boat is small and old.
Richard Fourteau, honorary consul of France, said two airlines are flying to and from the loyalty islands and the mainland but fare is "too much expensive."
The delegation arrived in Cebu last Wednesday and was scheduled to return to New Caledonia via Sydney, Australia today.
Waneissi said they are impressed with the development of the boat and is confident that it will be delivered sometime September or October 2008.
She also said they will be back in August 2008 for the official launching of Betico II.
Descombels said a strong linkage between the Philippines and New Caledonia will be developed with their forthcoming visits.
“We are interested in coming back because we (New Caledonians) love shopping. It's affordable here. Paris is expensive and far,” he said.
The tropical climate of the Philippines is also a plus for them since New Caledonia belongs to the Asia-Pacific region.
Mining is their number one industry with the region considered as the world's number one producer of nickel.
Brazilian and Canadian companies have put up $4 billion-worth nickel factories in Noumea, Goro and Koniambo.
Descombels said around 2,000 Filipinos are employed in Goro.

a_terisk78y™ May 17th, 2008, 01:04 PM been there last april 13 i ddnt know that day was the special event of simala... so we went there from ginatlan had family vacation.. its so crowded and got stranded 4 almost 1.5 hrs from the main road.then stranded na pod another 1hr going to the church by walking... wen u get inside the temple, another na pod 1hr stranded going to the top of the church kai diha makit.an nimo ang mama mary.. good thing we didnt get tired of walking for a long stranded probably its a miracles....indeed a miracles... kai wai init then uwan2 pa gud gamay then no one of us get complained esp of my 10 yrs old a lit chubby sistr.. i think its a worth to travel ther if u want somethin 4 a meditate rather than just a trip.

The other half of SM Cyberzone, in what used to be the SM admin offices, is now open. Quite a number of shops have opened.
(PS: , I noticed that some floor tiles at the second level of the Northwing have "expanded" upwards as if something is trying to come out of the floors like an alien or something. The said floor tiles have been cordoned off already. An engineer friend theorized that the floor might have cracked due to the weight of the building added by the number of vehicles parked at the top floor. Well, that was his opinion. Any news about this?)
The reason why the tiles have upward movements are due to non-provision of the 3mm gap (or wider gaps) every 6 meters...They installed tiles uniformly with minimum gaps to minimize grout application. But concrete do contracts and expands when temperature changes....which is a normal characteristic of the material. If you noticed, concrete roads have gaps, concrete bridges are not fixed on both abutments, this is to due to the movements brought about by contraction and expansion of concrete. Have you experienced ba na during rainy season, sometimes your door cannot be closed immediately or is tight to squeeze to its jamb?...
Similar tiles were installed in the main mall but no similar incident took place. The reason, there is a gap every 6 meters.
There's nothing to worry. Before the mall was built it was designed by structural engineers and all load factors were considered.
